The EAB said it convened a publichearingonJune30,2022for w h i c h t h e a p p e l l a n t , Environmentalist Simone MangalJoly, communicated her intent to not appear at the Hearing Nevertheless, in the interest of transparency and accountability, the hearing proceeded to allow the submitted appeal to be appropriatelyaddressed. Arguments made in Mangal Jolly's appeal stated that previously done Baseline Studies and Cumulative Impact Assessments lack the needed information to justify the EPA's decision – specifically, locations of coral reefs andnurseriesrelativeto existing drill sites and/or proposed exploratorydrillsitesanddeep-sea current and seabed contour information.Additionally, the appeal noted theunavailabilityofinformationon fish and mammal life cycles and migratory patterns, the economic and socio economic value of affected offshore fisheries, and overall fishery related baseline studies.Atthe hearing, the Board Chairperson, Pradeepa Bholanath saidtheEPAprovidedanoverview of the two drilling campaigns and theirscreeningprocessandresults, while EEPGL presented a description of the project, and previousworkdonewithrelevance totheEnvironmentPermit. Bholanath said these aided in providing initial baseline data that allow a forecast of expected impacts within each block and the neededmitigationmeasures. Considering the contiguous nature of Stabroek, Canje and KaieteurBlocks,theEABshesaid, agrees with the EPAthat sufficient data exists to conclude that any negative impact of the proposed individual projects would be primarilylocalandshort-term. The EAB she said therefore upholdsthedecisionoftheEPAthat noEIAisrequiredfortheProjects. Be that as it may, Bholanath said the collective impact of these projects needs to be further examined.Giventhe increasing drilling activity on the Stabroek Block and its proximity to the Canje and Kaieteur Blocks along with thenumberofwellsproposedto be drilled, the EAB therefore ordered that the Operator must conduct an EIA of the cumulative impacts of the activitieswithineachprojectalong with an updated baseline assessment.

DEAR EDITOR, Freddie Kissoon reminds me of Donald Trump. I like both. The problem I have with these gentlemen is the fact that they think they know everything and everyone else is illiterate.Manyof my colleagues poke holes in Freddie’s writing. I do not. Freddie is entitled to write and publish his missives even though it offends many people. In my view, Freddie is not a friendly person. If you disagree with him, then you are on his list to demonise (exactly like Donald Trump). I have read his article attacking us on Globespan. This is not the first time, and

The Guyana Sugar Corporation (GuySuCo) is on life support, which is putting it gently. This has been known for a while now, and it was clear from what has emerged on and off that all was not well. Workers have had their problems with management, and have vented their frustrations publicly. Considering the politics of this giant national entity, as ailing as it is, it is enlightening that matters could reach the stage where workers and a few bold insiders felt that they had no choice, but to go public and speak out against what is hurting the corporation. Now an insider from GuySuCo’s nerve centre had had enough and called it quits. He is not the first one to part company abruptly with the corporation. We have heard from the occasional seepages of the ways things are being run inside GuySuCo, that new problems are added to longstanding ones paving the way for further deterioration. In quick order, there have been sharp rebuttals following on the heels of any bad news put into the public domain. It is better to smooth over the wrinkles, and keep up the pretense that all is well, which as all well know can only endure for so long. This is precisely what has now occurred with a director resigning in utter disgust from the board of directors, and seeing it appropriate to come to the public and present the truths of what is really going on in the sugar company. It is not just any ordinary director, but someone who has had his own long history of association with sugar in this country. To cut to the chase, if there is anybody who should know about sugar, and its inner workings and necessities, it is the director who felt he had no option but to resign and speak his mind. It is interesting as well as compelling that among the first things that the former GuySuCo Director put on the table is that there is little truth at the upper levels of the corporation’s management, with deceptions having taken a firmThehold.ex-director took it to the heights when he pointed that the deceptions were not just limited to the level of dayto-day affairs of GuySuCo, but has reached as far as the President himself, and touched his office in ways that do not attach goodwill. We have heard and carried some of the reports, as received from those who should know, considering their past and present relationship with the local sugar industry. All manner of contradictions came, with people taking sides, and even threats issued against this newspaper. Now that a one-time insider has broken ranks and spoken out, we wait to see what the next moves and counter-moves are going to be. It would be exceedingly difficult to challenge authoritatively what has been laid bare, and especially when consideration is given to prior information shared with this newspaper, and as then published by us. For, once again, there is the cat that refuses to die issue, which is the now familiar matter of articulated tractors. The pros and cons involve which are the best ones, which is more suited to tillage versus haulage, as well as other not insignificant priorities, such as fuel efficiency, overall suitability, and general efficiency. This is considering the requirements of the cash strapped GuySuCo that is struggling for its life, gasping for breath. The director, who is now on the outside, has shared a mouthful, and a lot of it has to do with truthfulness, frankness, and openness, where these articulated tractors are concerned. On the face of it, somebody forgot the basics, or dropped the ball, or was just plain beyond the point of caring. We don’t know for sure, and we make no judgment in any direction, while giving due regard to the defenses that have arisen from the helm of the corporation. What we do know is that when trust deteriorates between a board and its senior management, then whatever relationship may have existed decays beyond repair. The departure of one director may not amount to much in the big picture, but there have been others, which speak for itself, and it is bad.

Freddie Kissoon reminds me of Donald Trump surely, as the sun comes up tomorrow morning, it will not be the last for Freddie. I have been a moderator on the programme for almost two years. During this period, we interviewed the President, Vice President, Prime Minister, Ministers of Government in Guyana and Trinidad, Opposition leader, Speaker of the National Assembly, Members of Parliament, Members of political parties, Mayors, and many other Guyanese of competence. During the five months of fiasco, created by the previous government after the March 2020 elections, we at Globespan joined many Guyanese (for and against) the then Government, to discuss the way forward. We are and will always be a voice against rigged elections and any other areas of concern to my fellow Guyanese. We are branded anti-PPP when we raise issues of national interest that is interpreted to be against the current administration. On the other hand, we are labelled as pro-government by the Opposition when we call them out and support some of the efforts and policies of the administration.ForFreddie to make such statement that one must be in Guyana to be the moderator of any programme that is available to the Guyanese audience is ludicrous. Our programme is seen by Guyanese and non-Guyanese around the world. That is the nature of the internet. Freddie is indeed still living in 1900’s. DEAR EDITOR, It is with shock and horror that we listened to a leaked audio recording of a segment of GuySuCo’s Board meeting and exchanges therein. Editor, this is documentary evidence that GuySuCo has degenerated to its lowest level in recorded history. The Corporation desperately needs help. The relationship between Executive Management and Board of Directors is unhealthy. Should this condition be allowed to continue? Can GuySuCo make a turnaround in thisThestate?issue at hand in that leaked audio is about purchase of fixed frame tractors versus articulated tractors. The Corporation is adamant that it needs articulated tractors and not fixed frame tractors. The Board is seemingly skeptical of the Corporation’s choice because of costs, fuel consumption and capability. It further argues that fixed frame tractors will be required for other activities in any event. Editor, it is my considered opinion that any good business person will purchase a piece of equipment that is: (a) capable for core function, (b) multifunctional (3) efficient, (4) low maintenance and (5) cost competitive. GuySuCo is driving agriculture mechanization and this is very much needed however, agriculture mechanization is not limited to land preparation only hence, there is need for a machine that is multifunctional. There may be a need for some articulated tractors but the question is do we need the quantum that the Corporation is having a tantrum for? The second issue I wish to address is a news item reported in Guyana Chronicle (6/8/22) - “8,000 bags of sugar in bonds”. In this news item, the Corporation attempts to downplay the Uitvlugt fiasco as a major cause of national sugar shortage. The newspaper reported: “Singh explained that while there was a minor issue at the Uitvlugt Estate during the first crop, the problem there was fixed, using technology from the United States”. Editor, in the audio recording, the CEO is heard referring to Uitvlugt situation as a “national catastrophe”; however, we are told in the GC article that it is a “minor issue”. This is clear deception to lead this nation into believing that Uitvlugt fiasco had nothing to do with the sugar shortage debacle. The truth on the Uitvlugt situation is that, GuySuCo’s Engineers having observed a deteriorating high speed, high torque gear assembly on its mill turbine gearbox in December 2021 did nothing to procure a new gear assembly or acted very late to source replacement from one of its sources in USA, India or China. The Engineers decided that they will repair that gear assembly through welding – a patently wrong engineering decision for this type of duty and application. This type of gear cannot be effectively repaired or fabricated locally (which GuySuCo spent millions to experiment with) and must be sourced internationally. It is not “new technology” that is needed, it is a simple replacement.Intheend, the repairs failed after 16hrs of operation and a locally fabricated gear assembly also failed on the first trial. This caused the estate to abandon its 1st crop thus wiping out 6,000t sugar from the national supply. Uitvlugt employees were left without incomes. DEAR EDITOR, By our signatures hereunder, we are expressing our disgust at DJs, bars, music carts, vehicles and wedding houses from which very loud noise emanates and which has reached epidemic proportions.DJscontrol several boom boxes and sophisticated amplification systems which send their noise well over 300 yards from source. Bars play boom boxes which disturb the immediate neighbourhood. Some motorcars have speaker boxes, which occupy the entire rear of the vehicles. Some motorcars and motorcycles have had their exhaust systems modified to announce their advent from half-a-mile away. Music carts traverse the roadways with loud and lewd lyrics. This is the reality of NOISE EPIDEMIC in Enmore today. Residents are tortured until well after midnight. Students cannot study without interference, the elderly jump out of their sleep, babies are seriously affected, our houses vibrate: window-panes are dislodged from windows. The litany goes on. And, when spoken to, the polluters heap abuse on top of the disease they spread. We protest from Enmore in this petition. We are confident that other communities are exposed to similar epidemic. We can no longer be Theresilent.are many regulatory agencies which police NOISE EPIDEMIC. We are appealing to them through this forum to initiate appropriate action to stamp out this epidemic. We are appealing to Magistrates to “put away” some of these polluters. Society must not be held at ransom to these irresponsible persons. Communication is now at our fingertips Freddie, and no one must be there physically to get information.DoesFreddie believe that the President, Vice President, Prime Minister, Government Minister, or any other person do not communicate with their staff in Guyana when they are on overseas travel? They are not physically there at home, but they know exactly what is going on in their absence. I want to advice Freddie to continue his work but do not think that you are the custodian of all knowledge. Continue to do your work but understand that there is enough space for everyone. We have had good responses and bad responses from our audience. That’s the nature of public engagement. DEAR EDITOR, Up to not so long ago, Guyana has historically been acknowledged as ‘land of many waters’. Over the past two years some skeptics, however playfully in reference to their unremitting flows, comment on the riverain ‘Grants’ – to the Regions, more so Region 6 (New AmsterdamHowever,excluded).theaccuracy or otherwise of this observation can by no means be justified in the absence of any related provision in the Budget 2022 – which omits reference to the substantive Office of VicePresident – a senior actor in the ‘grant’ delivery process; and related durability of employment – the actual quote being ‘many, many years’.Unfortunately, at this critical point in the Parliamentary debate, there is reported the absence of representation that should normally insist on appropriate accountability, including comparability of ‘granted’ millions across the Regions, and of course the respective justifications therefore. One exceptional instance would relate to sugar workers whose services were terminated by the previous Administration, and were compensated as follows: i. Union agreed Severance Payii. Voluntarily imposed grantsiii. Re-employment on Region Six Estates This exemplary model of compensation has not been substantively commented on – neither as an accounting nor legal issue, that may well come back to haunt future generations of decisionmakers, even in a Caricom Partnership context. We have allowed ourselves to be fooled, lied to, used and abused by people who only pretended to have our interests at heart. The interests of the rich and/or politician will never be the same as that of the poor. We have been misguided by selfish politicians into hating each other because of our ethnicity. So for 56 years, we have been fighting each other in the trenches giving the politicians a free reign to enrich themselves and cronies while exploiting and misleading us. spirit of PATRIOTISM has long died in this blessed land of ours. We debate, exalt our idols, expostulate against those we hate on a daily basis both privately and publicly. Yet failing to understand why and how we arrived at where we are today. A divided undeveloped Third World country unable as a people to recognise our identity and our shared destiny. Unable to craft a simple cohesive development policy which will benefit us all regardless of the colour of our skin or our political allegiances. All religions preach of One Spirit, One Supreme Being, Equality of All Mankind, selflessness and love for our fellow brothers and sisters. Maybe this message has not been taught or has not reached our innumerable religious brothers and sisters across the length and breadth of the country. Unfortunately, as more OIL money pours into the country, the rat race will intensify, the hatred, the greed, the divisions, the allegiances will all become more imbedded. However, if the majority of a nation is forced to exist mainly in Survival Mode as a way of life only God knows where it will all culminate.Ihaveheard and read of some people who suggest that the answer to our woes and survival rests with the birthing of a THIRD FORCE, which I totally support. The school of thought I assume is that such an independent Third Party could halt this decimating political and economic battle we have been waging with each other since Independence. It could bring an end to the winner take-all political system that we use to fight each other and that has kept us in a perpetual state of under development. My only hope is that those who advocate such a Force still have some deep sense of Patriotism left in their veins and are not cut from the same cloth as our current politicians. A Third Force, with the necessary commitment to country, adequate funding with no strings attached, democratic organisation, clear cut development policies derived from a national consensus, a willingness to rid themselves of ethnic biases and to work for the upliftment of ALL GUYANESE, can become our nation’s salvation. At the same time, they must learn from and commit to NOT making the mistakes that the last major Third Force made. The young people of Guyana must also wake up from their slumber and realise that this struggle is more theirs than their older folks even though the latter are responsible for the woes they now face. They should place themselves at the forefront of any such initiative if they are to play a meaningful role in the shaping of their future. All it requires is securing two or three independent seats in Parliament to free the country from the stranglehold that has gripped it for the past 56 years. Diaspora Qualified to discuss Guyanese Affairs

Freddie feels that those who do not live in Guyana are not competent to discuss problems, issues, occurrences, projects, politics, social nuances, sociological factors in the country. I disagree. I do not know Rose, Sugrim, and Tennassee and as such prefer not to comment on their capacity to understand Guyana. Tennassee fought Burnhamism and was tortured as were several other freedom fighters. I have known Drs. Bisram and Ramharack since 1977, our college days. We initiated a movement and the struggle from 1977 onwards for the restoration of democracy in Guyana. They are brilliant intellectuals and writers. We travelled to Guyana frequently (during our study and teaching vacations annually) thru the 1990s crisscrossing the country and collaborating with the post-1992.Guyana.Bisramthandiaspora,andGuyanaanyGuyanaaboutprobablyaboutevenharassedpoliticking.sectionsandwentTennasseemovement,anti-dictatorialincludingwithandhisDLM.WetoalmosteverynookcornerofthecoastandoftheinteriorWewereandintimidatedandtakeninforquestioningouractivities.WevisitedandlearnedmorecommunitiesinthanFreddie.Few,ifGuyanesevisitedasoftenaswedidfew,ifany,inthehaddonemoreDrs.RamharackandfortheliberationofThiscontinuedDr.Bisramspenta lot of his time in Guyana over the last two decades and perhaps more time in Guyana than in the US over the last seven years. He writes extensively on socioeconomic and political events of Guyana. Dr. Ramharack also writes frequently on topical issues pertaining to Guyana. That makes them experts on Guyana as well as diaspora affairs.Freddie emphasises his “long career in journalism and human rights activism”. Dr. Ramharack’s minor in college was journalism and has published extensively. One of Dr. Bisram’s minor was English and Writing. Both scholars have been penning articles in the media since 1977. No one from the diaspora has penned more articles in the media about Guyanese or on diaspora matters than Dr. Bisram.In the age of global connectivity, one does not have to live in Guyana to know happenings. The Diaspora knows more about what is going on in Guyana perhaps more than Freddie does because they have relatives all across Guyana and also those relatives and friends migrate or visit overseas at which time they disclose the true stories and issues in Guyana, beyond what is in the local news reports. Freddie does not travel all over Guyana and he confesses that he does not engage the public or relatives.

I watched Globespan’s programmes on Guyana because it is interactive, interesting and informative. I especially watch Dr. Bisram and Tennassee whenever they are on because of their style of questioning and competency.Itishighly disrespectful and contemptuous for Freddie to devote his entire column on lambasting and perhaps belittling Mr. Nohar Singh’s Globespan New York YouTube show, and the Guyanese Diaspora by describing the programme as “a caricature and a farce.” For the record, Nohar played a role in the struggle for free and fair elections during the dictatorship (19831992) supporting the movement which I belonged in a variety of ways. And Globespan exposed the fraud between March 2 and August 2, 2020. Globespan deserves honours for its coverage of and allowing appearances of individuals to denounce the fraud. The individuals, like Dr. Baytoram Ramharack, who served as hosts during that five months ordeal did not live in Guyana but were very effective in exposing the fraud resulting in a declaration of the outcome that expressed the democratic will of the voters. DEAR EDITOR, Reference is made to Freddie Kissoon’s August 5 column asserting that those Guyanese living abroad are not qualified to serve as moderators or hosts or interviewers of social media programmes or to comment on matters pertaining to Guyana. This was his response to a request by Globespan owner to appear on its live show that airs on Mondays and Wednesdays.Hepenned: It is an “insult (to) my dignity and love of country” to be interviewed on Globespan. He made reference to Charles Sugrim, Asquith Rose, Dr. Vishnu Bisram and Prof Paul Tennassee as residing outside of Guyana and not au fait with Guyanese matters and as such not qualified as interviewers. Dr. Bisram occasionally appears on Globespan; the others are regulars.

He hardly attends meetings. He always writes about taking his dog for a walk, his tenure at UG and the politics around that and his Wortsmanville, Georgetown, experience. He is limited in politics to his WPA and Georgetown and later AFC experience. He is not known to have contributed to the restoration of democracy to Guyana during his several years abroad unlike say Drs. Ramharack and Bisram. The Diaspora’s political activism and the collapse of communism were the main reasons for the end to Guyana’s dictatorship. The Diaspora community is very much involved in Guyana’s politics and its people; and had it not been for them the Guyanese nation would have starved and Guyana’s economy most likely would have become much worse than Haiti, in the mid 70’s to the 90’s. Freddie should not invoke his 30 years experience in the media to belittle or criticise others. There are many others more qualified than him on Guyana affairs and in journalism. He should not have been critical to a gentle request to appear on Globespan. Such disengagement can be seen as arrogance at a minimum or insanity at worse. Yours Vassantruly,Ramracha

For the second time, Works Minister the Bishop Juan Edghill is refusing to tell the public which communities are going to benefit from monies accessed in the supplementary fund that his ministry received from Parliament. In the Parliament, the place where citizens are supposed to get answers about what government is doing with their money, the minister refused to say which miscellaneous roads will be upgraded and which communities will see sea and river defence works.

His argument is that he does not want to interrupt social cohesion and have one community complaining as work is being done in another. Are citizens really supposed to accept this nonsense? This is $3B for miscellaneous roads and another $550M for sea and river defence work and this man is telling Guyanese that they cannot know where their money is being spent. This is the same minister that claimed that under the previous government work was done in communities while others were abandoned. He must then show how equitably the funds are being distributed for upgrade works.

The additional spending by the government has increased the amount of money spent on the airport which falls way below e x p e c t a t i o n s a n d international airport standards.Just recently, bids opened for the construction of a new administrative buildingattheairport. For this project, the engineer estimated it to cost $ 9 0 6 m i l l i o n [US$$4,309,639].InAugust2021, the Public Works ministry had signed a contract with Kalitech Incorporated to the tune of $25 9 million [US$124,021] to design the new office building for the airportstaff. The government also signed a $513 million [US$2,456,494]contractlast year with construction company CALCO for the construction of a new building attached to CJIA's terminal building – that new building will house a conference room, offices for the airlines and the other support agencies as well as storage bonds for the dutyf r e e s h o p s a n d concessionaires.InSeptember 2021, Edghill'sMinistryawardeda contract for $418,562,400 [US$2,000,000] to a local company named Total Solutions for the supply of twoadditionalair-bridgesfor CJIA, some $73,248,420 more than what was paid for theotherairbridges. In Monday’s piece, I argued that Janet Jagan knew that she had her party’s nomination sewed up but sought to expose those who had harboured ambitions to succeed her husband as the party’s presidential candidate for the 1997 elections. I stand by that assessment and opinion. However, Glenn Lall has said that particular column is being accused of launching a ‘nasty’ attack on Ralph Ramkarran. I have re-read the column and can find nothing which constitutes a ‘nasty’ attack on the learned gentleman. I also have found nothing vicious about the column. But if anyone’s feelings were hurt by the column, I am truly remorseful. If anyone was offended then I also express my regrets. This column deals with positions and not personalities. In the column, I did express the view that at the time Cheddi was ailing, Ralph Ramkarran was not well known among the working class. This is my assessment and opinion based on my interaction with working class persons. I still feel this way about that period. If expressing the view that someone was not well known within the working class constitutes a nasty attack, then freedom of expressions is in deep jeopardy. The name which I found to be most mentioned by working class people as a contender to succeed Cheddi was Reepu Daman Persaud. Other names were mentioned but many persons felt that Reepu would get it if Janet did not want it. During that period, I do confess to never hearing about anyone mentioning Mr. Ramkarran’s name as a possible contender. But perhaps I moved in the wrong circles. If I were to say that Irfaan Ali candidacy was foisted upon the leadership of the PPP/C would that constitute a nasty attack on the President? I do not think it would. There is an overwhelming opinion out there that Ali’s candidacy was piloted by a powerhouse within the PPP/C and without this support someone else may have secured the nomination. To ensure the Financial Intelligence Unit (FIU) meets the necessary requirements for Guyana to secure membership to the (global) Egmont Group of Financial Intelligence Unit, the National Assembly on Monday passed the amendments to Anti-money Laundering and Countering the Financing of Terrorism ActCap10:11. The Egmont Group of FinancialIntelligenceUnitis aninternationalorganisation that facilitates cooperation and intelligence sharing among national financial intelligence units to investigate and prevent money laundering and terroristfinancing. GRA’s Law Enforcement & Investigations Division (LEID) of the Customs, Excise &Trade Operations in an August 10, operation with GDF’s Coast Guard seized one vessel laden with a large quantity of foreign liquor and other uncustomed items at the Abary foreshore, Region Five. According to GRA, the unlicensed vessel was being operated by three individuals who were arrested after they attempted to evade the law enforcement authorities. In a separate operation, the LEID with the support of the GPF seized another boat and a minibus laden with a large quantity of foreign alcoholic beverages, cigarettes and other uncustomed items, at the Number 43 Village koker, Corentyne, Berbice. For that operation, five persons were arrested. This Bill repeals the Mental Health Ordinances of 1930. - Massive investment to be made at under12 and female level five kids between eight to twelve years were present at that academy and management decided that in order to keep them interested, a Kiddies Academy would be set up. The academy would be held every Saturday for four hours under the supervision of three coachesDelbert Hicks, Ryan Algu and Davindra Ramdihal. The main objectives of the year long project would be - to teach the kids the basics of batting and bowling, the importance of discipline and hard work, fielding positions, history and traditions of the game and to correct any technical problems. The academy for this batch of players would last until July next year when the club would host its 2023 Cricket Academy and another set of kids would start training.Foster disclosed that the RHTYSC has obtained all the necessary coaching equipment for the academy including kiddies bats, stumps, balls and practice nets. Additionally the club would also be investing also in educational material for class room work. The academy would also involve an incentive package, where outstanding players would receive cricket uniforms, cricket gear, bicycles, tablets, educational grants and household items among others.RHTYSC Organising Secretary/Cricket Manager Ravindranauth Kissoonlall also stated that several trips to different clubs across Guyana would be organised to expose the kids to different conditions. Senior players of the club including Kevin Sinclair, Kelvon Anderson, Junior Sinclair, Shemaine Campbelle, Sheneta Grimmond, Shakabi Gajnabi and Shawn Perriera would also drop in at the academy on a regular basis for inspirational sessions with the kids.
