Coalition Govt. tied Guyana to $1.9B 10-year rental for UN offices - sum equivalent to almost two 7% increases for public servants Under the APNU+AFC Coalition stewardship, a 10year lease was signed with prominent Guyanese singer, Eddy Grant, to rent one of his properties for $188 million annually.

It was in May 2019 when the lease was signed with Blue Wave Apartments Inc., an Eddy Grant-owned company. The property is located at 107-108 Duke Street Kingston, Georgetown and was rented to house the United Nations (UN) offices in one compound.

The contract was signed by then Minister of Public Infrastructure, David Patterson and then Minister within the Ministry of Communities with responsibility for Housing, Annette Ferguson.

Importantly, due to the contractual agreement the Coalition signed – if the PPP administration wants to terminate the contract, the State would be required to pay Grant $188,460,800, which is equivalent to one year in rent.

Over the 10-year period, a total of $1,884,608,000 will be paid to Grant in rental fees. Notably, that said money is equivalent to almost two 7% increases for public servants.

During the parliamentary debates in February 2022, the issue was brought up after Member of Parliament Ferguson questioned Minister of Public Works, Juan Edghill, on buildings that are currently being rented by the State and the locations.

In response Edghill said, “You would recall this is a matter that came up for public discourse and contention while we sat in the opposition benches.” He had stated that “every quarter, taxpayers of Guyana pay US$235,576 (GYD$47,115,200) because of the said contract.”

“This is just one building and this is the quarterly rent, US$235,576, four times every year, at the exchange rate of G$200,” he added.

After expressing his dissatisfaction with the contract that the PPP administration inherited from the APNU+AFC, he disclosed that even if the government wants to terminate the contract with the owner of the building,

what the State can afford.

The minister went on to express his appreciation to the UN agencies that are working in Guyana and noted that the government will work assiduously to ensure that they are properly housed in an energy efficient, cost effective facility where One of the buildings in the ‘One UN House’ compound Continued on page 3

The minister had stated that the Government of Guyana (GoG), as a State party, has a responsibility to host UN agencies in Guyana.

He highlighted that these agencies were first hosted at different locations.

However, according to him, that was later changed and now the government is paying more for less.

In response, Patterson had disclosed that it was the UN that selected the Duke Street property through the Ministry of Foreign Affairs.

To t h i s , E d g h i l l h a d responded, “Mr. Speaker, I am not aware of that, but what I am aware of, is that if we had invested US$5million, which is G$1billion that we have already paid to the owner of the building, we would have had a facility which we would have hosted the UN offices comfortably on a plot of land that would have been owned by the State.”

Exxon to push oil production spree in Guyana, UK firm gets contract for gas-to-energy project U.S. to net more record-breaking profits without EPA permit

As global demand for fossil fuel recovers, ExxonMobil Corporation said it is becoming quite evident that the current supply will not be sufficient; as such, it will continue to make the necessary investments that would leave it well positioned to dominate the market and net more record-breaking revenues for the remainder of 2022.

This much was communicated to shareholders by Darren Woods, Chief Executive Officer (CEO) and Chairman of ExxonMobil on July 29, 2022.

During his company’s second quarter earnings call, the Exxon chief noted that the company broke another record as it made approximately

US$17B in profits. Woods said he is determined to replicate this success by growing oil output in the USA and Guyana.

Woods said, “We continued to invest in our portfolio and grew our year-todate production in the Permian by about 130,000 oil equivalent barrels per day versus the first half of 2021. For the full year in the Permian, USA we expect to achieve 25 percent production growth for the second consecutive year. In Guyana, our total capacity is now more than 340,000 oil equivalent barrels per day. Our Liza Phase One development is producing above design capacity with excellent performance.”

He added, “Liza Phase Two started production earlier this year and has recently reached the design capacity of 220,000 barrels per day.” It should be noted that Exxon has planned a production optimisation programme for Liza Two as well.

ExxonMobil management said overall, it has been a very strong quarter, in both the financial results and in progressing its strategic priorities. As a result, it has been able to distribute US$7.6 billion to shareholders. This was made up of US$3.7 billion in dividends and US$3.9 billion in share repurchases.

A l t h o u g h a n environmental permit for the planned pipeline to transport gas from the Liza One and Two fields in the Stabroek Block, offshore Guyana is yet to be approved by the Environmental Protection Agency (EPA), the company conducting the venture – Esso Exploration and Production Guyana Limited (EEPGL), the local subsidiary of US oil company, ExxonMobil – has moved to award yet another contract.

On Monday, while the country was celebrating Emancipation, the oil company gave out another contract, this time to Technip FMC, a United-Kingdom based firm that provides expertise for subsea and surface projects. According to reports, the company received a “significant” contract to provide engineering, procurement, construction and installation of subsea risers and pipelines for the Wales Gas-to-Energy venture. Though a cost was not attached, it must be noted that a significant contract for Technip FMC is one within the range of $75 million and $250 million. The full contract award will not be included in inbound orders until the project receives a final investment decision and government approvals.

Executive Director of the EPA, Kemraj Parsram on Tuesday confirmed that no permit has been granted for Exxon to pursue the project just yet. He was unable to offer further comments on the matter as he was engaged in a meeting at the time.

Hess Corp – free cash flow, reducing debt

J

ohn Hess, the CEO of Hess Corporation is one proud man, as he should be, since he has only good news to share with his listeners. He has every right to be, because he has the facts and figures in his favour, and they are mouthwatering for all his people. But as John Hess boasts and boosts the interest of his workers and investors, Guyanese again get confirmation of this upsidedown oil world in which they live. Upside down and ‘backto-front’ is what Guyanese now experience and lament since this oil was discovered here.

Hess is laughing all the way to the bank with some mesmerising industry figures (“Oil company tells investors to bank on Guyana to weather any storm -As recession fears increase in the US…says cash flow to increase 25% yearly” -KN July 31). This is a lovely American oil company story that is a continuing Guyanese tragedy. Free cash flow (FCF) of 25% means, in the simplest terms, the cash in hand that is available for Hess’ executives and board of directors to engage in any number of actions that would benefit their shareholders. First and foremost is the payment of dividends, which is dear to the hearts of those who invest money in a company.

These investors usually range from those called ‘mom and pop’ (hundreds of shares) to mutual funds (tens of thousands of shares) to the giant hedge funds (hundreds of thousands of shares).

Whether it is the small investor or the billionaire ones, receipt of dividends is the best confidence builder relative to the continued prospects of the company paying. The small investors get to build their savings, and the hedge fund managers are in a position to make payouts to those who put money with them. Dividends, therefore, is a winwin all around for American investors and others globally located; and dividends are but one of the pluses that indicate how well a company is doing. Others are increase in share prices and the ability to pay down debt aggressively, all good things for a corporation. This is where Hess Corp now stands; its current turnaround, and its exciting future prospects are all from the blood and back of Guyana.

This is the tragedy of Guyana. While the foreigners are loudly and boldly bragging about their good fortunes, Guyanese are wailing at the dismal misfortunes that have been theirs since the inception of these massive offshore oil discoveries. Investors in ExxonMobil and Hess Corp are drooling over how well their shares are doing, and much money they are getting and can expect.

In sharp, bitter contrast, Guyanese are being told by their leaders, one especially, about how more money from our oil wealth is not such a good thing because it could contribute to inflationary pressures. The United States is unofficially in a recession, and the oil companies hitting it rich in Guyana are still doling out more dividends to their investors, but our leaders are saying ‘let us not press for more, because it would send up prices further.

We did say that it is an upside-down world in which Guyana exists.

But there is another eye-opening and embarrassing contrast. This one is that the decision-makers at Hess Corp are prepping themselves to reduce the company debt by an incredible 75%, on the basis of plenty low cost and high profit pickings from Guyana, while Guyana’s leaders are hell bent on adding and adding to this nation’s debt by billions upon billions.

When all this is taken into consideration, and this is only while taking a limited look at the success and prospects of Hess alone, the terribly enraging comes. This is not even one-sided and lopsided anymore, since the reality is that Guyanese have no side where their oil wealth is concerned. It is as if all these billions of barrels belong to other people in another country, for all the good that this oil is doing for us.

Outsiders get to collect like lottery winners, while Guyanese are reduced to staring at the equivalent of ‘GoFundMe’ existence. We must be the richest, hungriest most pathetic beggars in the world, thanks to our governments and our politicians who lead us.

Exxon’s Ryan “eyes pass” the People of Guyana DEAR EDITOR, I read with disgust and resentment, news media reports of recent statements made by Exxon’s Production Manager, Mr. Mike Ryan who carries the same tune as his boss, Mr. Routledge. There seems to be no end to the imperious and disrespectful behaviour of these two gentlemen towards the people of Guyana believing us to be fools. Emboldened by the Government, they seem to think that they own the country and see the warm hospitality and goodnaturedness of our people as weakness and stupidity. This is quite unlike Mr. Rod Henson, the former Exxon Head who, even though a tough-as-nails negotiator and company loyalist, was an exemplary professional, and showed great mindfulness and respect for Government authorities, and people of Guyana. After some very stiff push back, it was Mr. Henson who agreed to, and signed the documents including the EPA Permits committing to unlimited liability coverage comprising of insurance plus parent company guarantee for coverage of all liabilities above the insurance limit.

Was it his humanity the reason why Exxon removed Mr. Henson and replaced him with the fancy and tough talking Mr. Routledge? Well, the answer became obvious when, as soon as their man Routledge arrived, he (1) threatened that if Guyana doesn’t cooperate, Exxon may take its business elsewhere; (2) ignored the legal requirements enshrined in Liza 1 and 2 Permits signed by Mr. Henson calling for full liability coverage; (3) justified flaring by saying Guyana needs the money because things bad from COVID; (4) enjoyed the Government parroting that it is OK to flare because Guyana is a carbon sink and so has the capacity to take up more pollutants, while at the same time Exxon committing to cut flaring by almost half in the rest of the world; (5) changed the EPA Permits from prohibition of flaring to unlimited flaring for a fee that is a laughable3% of the money Exxon makes from the flaring; (6) reportedly has Guyanese workers being treated as second class citizens on the FPSO’s in being fed left-overs and wages many times less than their foreign counterparts; and (7) he got the Government to drop EPA’s legal proceedings against Exxon for

refusing to pay a piddly fine of $500 USD for six small spills. He even enjoyed a bonus with the removal of the EPA Attorney prosecuting the case for EPA. Since he is getting paid with our oil money, Mr. Routledge should disclose to us what bonus did he and Mr. Ryan receive for these accomplishments.

Just think about this my fellow Guyanese - Exxon comes into our country taking advantage of an Oil Contract described by our Honourable Vice President (VP) and Attorney General (AG) as stealing our patrimony. In addition, as the worst contract ever which warrants renegotiations as soon as they get into office; yet these Exxon Kingpins don’t even have the manners to openly thank our Honorable VP and AG for their reneging, nor the decency to show gratefulness to the people of Guyana for resuscitating Exxon from its financial neardeath.

Instead, they pompously refuse to answer our basic question as to how much gas is being flared but we must remind Exxon that this oil and gas belong to the people and not Exxon; that all data belong to the people and not Exxon; and that yes, our oil money pay all of the hefty salaries and bonuses of Mr. Routledge and Mr. Ryan. In spite of all that, the Government still kowtows and waves them on to scorn our God given right and to abuse our generosity. Our President’s proud shout-out that negotiating with Exxon is like negotiating with a superpower, speaks volumes as to how much the Government fears and reveres the Exxon boys who could enjoy such idolizing only in Guyana, but would quiver in their boots when dealing with regulators in other countries such as the USA. I know this to be so, because I was one of those regulators.

It is repulsive that their only gas talk is to insultingly boast about the scam of a pittance they throw at us as a flaring fee which turns out to be a measly 3% of the money they reap from the flaring.

Simple petroleum engineering calculations say that flaring at Liza 1 could have been stopped with cutting production by a mere 7-15%, or about 7,00015,000 barrels of oil per day (bopd), based upon the reported 7–15 million cubic feet of gas per day (mscfd) being flared. However, Mr.

Routledge, greed seems to be a more powerful motivation than protection of Guyana’s environment, health and safety wellbeing because, at the current oil price of say $100 per barrel, such a production cut would cause lost revenues of $700,000 to $1.5 million per day, approximately 35 times the meagre fine of about $21,000 to $45,000 per day. In other words Mr. Routledge, you are making $35 for every dollar spent in fees when you flare.

If you disagree, we challenge you to reveal your hidden data that show otherwise. Besides, we are sure that even you would agree that this deal to make $35 for each $1 invested is a super incentive and not a deterrence as nonsensically claimed by the Government, which has turned basic environmental principles on its head.

Mr. Ryan refuses to answer the question as to how much gas is flared, but goes on to shamelessly brag that “We have met our expectation of installing the compressor and achieved background flare in July…It is a remarkable accomplishment….We have gone 1000 days without any injury”. Is Mr. Ryan really calling taking almost three years to fix a compressor their “expectation” and “ r e m a r k a b l e accomplishment”! Even though they are on record committing to no flaring from “day one”. Even worse, is this what the Government also accepts as “our expectation” and “remarkable performance”? And to boot, does Mr. Ryan really expect anyone except of course the Government, to believe him that “the new compressor will last for a period of 20 years”, when they had originally promised no failure after day one!

I cannot believe Mr. Ryan

has the nerve to brag about his safety record, but don’t hear him talking about the six spills incurred when they did not follow both the manufacturers and Exxon’s own safety instructions six times seven after being warned – a clear indication of a poor safety culture and pre-cursor for more dangerous incidents. Further Mr. Ryan, when you talk about no injuries, tell us who determines what is a reportable injury. In the real world, criteria for reportable injuries are determined by competent on-site Government safety specialists (not Exxon) overseeing the operations 24/ 7, especially when companies with a track record like Exxon’s, cannot be trusted as evidenced by its numerous international litigations related to false reporting.

Mr. Ryan, once again, you pedal your 3-card trick when you talk about “achieving background flare within a record 60 days”.

First, there is no way of trusting what you say, since you dodge questions about your flaring data, and you stopped publishing these data since last year for obvious reasons. Second, please also report that (1) Flaring was “prohibited” before you and the new Government changed it to unlimited flaring; (2) your promise for only one-day of flaring turned out to be close to three years; (3) the new Government’s own team of the EPA, GGMC, DOE and Canadian Consultants, unanimously directed Exxon to adopt the USA standard of 2 days for flaring, but was changed by the Government to 60 days.

Lastly Sir, your raising of the oil production rate above its safe operating limit by some 20% is callous (Continued on page 5)

Installation of punt dumper at Albion Estate DEAR EDITOR, Is it true that a section of the GuySuCo Board has approved the installation of a punt dumper at the Albion Estate at the cost of $600 million?

Did I hear correctly that an engineer was hired for the project without any recourse to tendering?

I also ask whether some section of the Board decided to have a director who is a known contractor to source

without tendering a contract to construct the foundation of the dumper?

Also is it true that this large investment is occurring at a time when the estate does not have adequate canes and the dumper will be left idle for long periods of time?

Please someone tell me that our tax monies are not being spent like this.

PPP/C is incapable of managing our country’s affairs DEAR EDITOR, The Government of Guyana has returned the hosting of the International Building Expo. This event opened on Friday, July 22, 2022, under the theme, “A new Frontier for building a One Guyana,” with much fanfare to excite and entice Guyanese. There are a few observations I wish to make and bring to the public’s attention. Editor, you will agree that initiating programmes must have smart objectives and outcomes to achieve realistic goals.

Firstly, the event was labelled “International Building Expo.” Editor, the operative word here is “international,” but we must ask ourselves whether the event truly represented what it said? For me, there were more local firms than international companies.

Some may want to disagree with me. However, the few unfamiliar international companies that were on exhibition, basically have local offices operating in Guyana. I expected to see

international companies from Asia and Europe here displaying their services and products. I was pleasantly surprised that companies from Trinidad and Tobago, Barbados and other CARICOM countries did not participate in building expo 2022.

In my view, I was expecting to see different types of town and city planning and housing designs or solutions at affordable rates for differing categories of Guyanese (single mothers, low-income earners, youths, and people with disability) on display.

However, I was disappointed.

Secondly, why were citizens made to pay an entry fee of $300.00 when the government should have either subsidised or made the event free from charges, as we now have a lucrative oil and gas economy?

Why was the impact of the high cost of living not considered when thinking of entry fees? Was this a strategy to only meet a particular class of citizens?

Thirdly, it was interesting to see and learn about the different products produced locally, but the reality Editor, the prices are unfavourable to the average Public Servant.

Fourthly, the announcements made by Mr. Ali at the opening ceremony of the event regarding possible measures for firsttime home builders. Editor, many thoughts, and questions wandered through my mind. Please permit me to share a few: a) Was this a collective decision by Cabinet? b) Wa s a n assessment done to determine the impact on the nation’s treasury? c) Wa s a survey or assessment done to ascertain who should benefit from this initiative? d) Was a plan developed to guide the implementation of the initiative? e) Why wasn’t this budgeted for and put before the National Assembly for scrutiny and subsequent approval? f) Is this how governance and management of the nation’s finances should be scantly treated?

Fifthly, why would the government, at the opening of the International Building Expo, invite thousands (according to a release via CHPA Facebook page, 5000) to provide them with the agreements of sale and titles?

What consideration was given for an allottee residing in Region 6 or Region 2, having to incur additional travel costs just to come to Region 4 to receive their documents with a smile and handshake for the cameras?

My only contention is for them, the Government, to promulgate propaganda and misguide the people. The Central Housing and Planning Authority has suboffices in Regions 2, 3, 5, 6, 7, 9 and 10, that these services can be provided.

Sixthly, was it necessary to host such an event when the cost of living is skyrocketing in my beloved country, and many people find it difficult to provide for their families each day and the Government’s lacklustre approach in addressing this problem?

From page 4 and driven by greed compromising the environment, health and safety of the people of Guyana. The EIA pellucidly directs that the system is “designed to safely operate at sustained peaks of 120,000 bopd”.

Any safety journeyman would know that a key purpose of an EIA is to set the safety envelope of an operation and that all safety limits prescribed therein, are sacred. You also fully well know that you and Exxon would suffer grave consequences including shutdown of operations for violating such limits in other countries such as the USA; and that such limits could only be changed through a safety review process that may include public involvement, and concludes with an addendum to the EIA. You did none of that!

On top of it, you are not complying with the required full liability coverage; thus putting the nation in double jeopardy of increasing the risk of an accident by recklessly exceeding the safe operating limit, and not having full liability coverage to cleanup a spill. To add

insult to injury, you and Mr. Routledge have made it crystal clear that you have every intention of challenging payments of costs for a spill unless it is and “legitimate” “reasonable”; but this is no surprise at all, for how could anyone expect you to pay for a possible multi-billion dollars spill, when you refused to pay the miniscule $500 fine to the EPA for clear violations. In any case Sir, you need to explain to the people which part of a spill is not “legitimate” and “reasonable”.

Mr. Routledge and Mr. Ryan, Guyana may be a third world country, but despite what you think, we have first

world brains and can read what has happened right in our own back yard of Peru, where the oil company way under-reported an oil spill size that has devastated the country’s environment and health, leaving Peru with a cleanup mess; and forced the Government and citizens to take compelling actions such as stopping Company officials like yourselves from leaving the country, and suing the company for more than $4.5 billion USD. I think I speak for most Guyanese in saying that we no doubt welcome big oil and willing to share our God given riches in a fair and equitable manner; with respect for our rule of law, health, safety and

the environment; and most certainly without the eye pass.

To this end, we intend to stand up for what is ours, and not allow oil masters their desire for the rebirth of colonization to rip us off in enriching themselves, while making us poorer with a government that openly represents their interests instead of ours. We therefore call upon you Mr. Routledge, to come down from your high horse and treat Guyana with the fairness, equity and the respect we deserve, and to start with renegotiating the Contract as a show of goodwill.

The monies expended in preparation for the event could have been utilised for other purposes to address the high cost of living, such as paying increases in salary to Public Servants, temporary revising of the Tax threshold, temporary revision of the 14% VAT on essential goods and services, to name a few.

Editor, I must state for the record and your readers that many persons who received letters of allocation during the Coalition Government reached out to express a heart of gratitude.

They have received titles and agreements of sale.

However, the frustration was unbearable since many of them were asked to be there before 16:00hrs on Friday, July 22, 2022, and never left the venue until after 02:00hrs on Saturday, July 23, 2022.

Editor, I am on record decrying the fact and the haphazard approach by this administration when it comes to handling the affairs of our people and addressing the housing needs of our citizens.

I will say that the PPP/C never had a plan for the housing Ministry; they still don’t have

one.

Editor, I will conclude by asking aloud and in the same breath proffer an answer.

Which government wakes each new day and publicly announces that monies not approved by the National Assembly will be expended on projects and activities deemed by them? Sir, ONLY under the PPP/C regime.

Guyana is in a severe dilemma, and the PPP/C is incapable of managing our country’s affairs.

Like Guyanese, I will look forward to the Government and Central Housing and Planning Authority providing to the nation a final report on the successful hosting of the International Building Expo and whether their outcomes have been achieved.

Finally, Editor, in my considered opinion, I believe that the International Building Expo 2022 was catered mainly for elites and not average Guyanese.

Unfair for GPSU/PNC to accuse PPP Government of discrimination DEAR EDITOR, A recent news item reported that the pro-PNC union -Guyana Public Service Union (GPSU)- is accusing the PPP Government of discrimination. (“Public servants suffering, while Govt. discriminating in relief distribution – GPSU says,” KN, August 1, 2022).While there are lots of room for improvement in governance, transparency and accountability, it seems unfair to accuse the Government of discrimination, especially racial discrimination. Many believe that the PPP, at its worst, will always be better than the PNC at its best. After 33 years of the PNC, you know that the PNC will always try to rig.

excursions, mostly within its traditional political constituents.” The union said that the government has committed public coffers to billions of dollars in grants, aid and other financial benefits for what appears to be carefully chosen segments of the population, while allowing larger masses of the population to suffer from the constantly rising prices.

It would be true to say that all the nationwide cash grants given out including the COVID grants, “Because We Care” Grants given out by the Ministry of Education, GOAL scholarships, distribution of hampers, awarding of house lots, and building of roads and infrastructure projects, have been largely fair, with minor logistical hiccups.

A special two-week taxfree bonus was given to 9,200 health care workers, who are GPSU members, even though the GPSU was working to undermine the Government’s COVID vaccination programme, including filing a lawsuit. We should not begrudge special grants to those flooded out and the vulnerable group of farmers, fishermen and sugar workers who face seasonal unemployment compared to public service workers with security of income and benefits. It would be disingenuous to claim there was discrimination. Truth be

told, the PPP Government leaders – the most diverse Cabinet we have ever had have gone out into diverse communities in every region, in a frequency never seen before. They seem to make a special effort to reach out to communities that traditionally have supported the Opposition PNC, and whose votes they may never get in an election.

They have gone to places such as Sophia, Melanie, Buxton, Linden, Bartica, Ruimveldt, etc., and promised many goodies and in a short time have returned to implement projects. The Government can speak for itself on that.

We probably can make a

case that the PPP, whenever in office, tends to neglect its “votes farm” and take them for granted. We at the WhimBloomfield NDC are still waiting for all our streets to be paved. They like to do what some might call “appeasement” projects in Opposition strongholds, while their supporters’ communities especially in the rural areas languish for better roads, bridges, trenches to be dug, flood abatement, better schools, Internet access, healthcare, etc. Although the PNC has supported the call to add “Indian” to Arrival Day, the PPP has refused to do it. The PPP has refused to give national awards in its two years since being elected

in 2020. It has failed to make additional new awards of Senior Counsels. It has refused to keep its promise to give “Guardians of Democracy” awards as it promised in a special nationally televised address to the nation. Many of these awards would have gone to some of its supporters.

The PNC unions and the PNC itself may do well if it utilizes the “James Bond” approach of constructive engagement with Government to secure benefits for their constituencies. Some PNC detractors in the Brooklyn Diaspora are spreading poisonous propaganda about discrimination. It is most regrettable that people

such as US Congressman Jeffries is apparently acting on such misrepresentation of facts. Jeffries may have crossed that line and is in the zone of meddling in the internal affairs of a sovereign nation. His constituency is in Brooklyn not Guyana!

If the GPSU, the other PNC unions and the PNC itself will commit to giving full support to the Government to renegotiate the bad oil contracts, we will get more money to do all the income enhancement measures for workers and infrastructural projects we need across Guyana. Will the GPSU and PNC support renegotiation?

Fix the problem, Stop fooling around DEAR EDITOR, I note in the media that the President and Vice President have taken offense at the descriptions of their recent trip to the United States. I think both men protesteth too much, why the ruckus?

Obviously, corns stepped on, nerves rubbed raw. Also, some people got their goat, and much of the hysterics have to do the use of the word “summon” to the heights in Washington, D.C. The first thing to table is that powerless nations like Guyana are pawns in the palms of the big powers.

When riches grace, predators study. They are not just companies and their captains, but statesmen. Sphere of interest, balance of interest calculations, and mineral wealth considerations feature.

America and Canada have been so good to us that they welcomed hundreds of thousands of our best and brightest, leaving us with what we have today. Like

those hustling to DC. Whatever the relationship, however positive and beneficial, it is not an equal or a fraternal one. Look at history that others tout, and the evidence is there. Look at our ruptured national polity, and check on who determined our destiny, time and again.

With that delivered, I discipline myself for more understanding of these two Guyanese leaders, only for brothers to kick the milk can down. Summon is employed by those higher up to those lower down in unbalanced power relationships. It is to demand, to command, and to beat the swiftest path to the door of those issuing the call.

It is routine in corporate quarters and, media niceties aside, is a real representation of what occurs when one nation is heavily indebted to another.

In Guyana’s instance it is not only money, but all that finely honed American muscle flexed on

behalf of the PPP in 2020 that led to August 2 of that year.

There are some investments that are Faustian bargains, leave eternal debts. With such debts due, then like Cosa Nostra loan sharks, there is no hiding from or delaying presence, no matter how ugly the sit-down promises to be.

Consider.

Subject to correction, in the two years that the PPP Government has been in office, there has not been a single instance when the President or Vice President was leading a delegation to a foreign locale, and it was not given the widest coverage way in advance. Whether Africa, Latin America, or America, Guyanese were given advance notice that they were traveling. It made for good PR, and plenty of self-congratulation on being the toast of the world. Yet they were both going about the exciting routines of their domestic engagements, and then abruptly and jarringly, they were off to Washington, almost stealthily. It was u n a n n o u n c e d , uncharacteristic, and wholly unexpected for not one top leader, but both of them.

And in unholy hurry, too.

His Excellency was very visible at the Building Expo almost nightly, then he was gone in a flash. Interesting also is the fact that the busy Secretary of State swiftly cleared his clogged calendar and made space for his distinguished Guyanese guests. These things are months in the making.

I hope that Guyanese get my drift. The Americans are mighty unhappy with the PPP Government. Protests about leadership corruptions, claims of discriminations, and outrage over other social perversions in Guyana alarmed Washington that it acted swiftly. The interests

of Exxon could be troubled, so the Yanks moved preemptively.

Said differently, the message to President and Vice President was stop messing around, start moving on transparency and inclusion. If protests, those underlying signals of social wrath over political rottenness and governance decays, are allowed to coalesce or gather momentum, then problems lool. The point is that varied American interests in Guyana (not just Exxon) must not be stressed. Frankly, America doesn’t care about some angry coloured people mixing it up; it cares about its own folks. Hence, it was to Washington for both, with the Vice President attracting particularly keen (euphemism) attention, given his own well-known woes, and America’s money laundering concerns.

I understand the US$2B EXIM facility brings the U.S. into the local borrowing formula, and that the necessary smoothies about bilateral, the treasured nature of the relationship, and four members of the Congressional Black Caucus (two from Texas, Exxon’s HQ) cheerleading. I urge fellow citizens to think of a domestic partner hauling (summoning) the other to court, only for matters taking a lovey-dovey turn when they emerge from behind those confines. All is forgotten, all smiles. Well, Guyanese just got a taste of that on the international stage.

Bottom line: Americans don’t like where the PPP Government is on very touchy issues, and they made sure that the President and Vice President knew where they stood. Fix the problem. Stop fooling around.

ExxonMobil streamlines procurement, engineering works for 5th Guyana project Emboldened by the permission of the Guyana Government for an offshore pumping spree, ExxonMobil and its partners have kicked off procurement and engineering works for its fifth oil project in the Stabroek Block.

Making this disclosure was Hess Corporation during its second quarter earnings call at the end of July, 2022.

Hess, which holds a 30 percent working interest in the Stabroek concession said, “Front-end engineering and design work for our fifth development in Uaru Mako-1 is underway with a plan of development expected to be submitted to the government by year-end. In terms of exploration and appraisal in Guyana, we plan to continue to invest in an active programme with approximately 12 wells planned for the Stabroek Block in 2022.”

Hess and its partners are also simultaneously planning a drilling campaign with 24 wells evenly distributed across its Canje and Kaieteur Blocks. It will also execute a 35-well programme in the Stabroek Block next year.

In its project summary that was submitted to the Environmental P r o t e c t i o n A g e n c y ( E PA ) , ExxonMobil subsidiary, Esso

Exploration and Production Guyana Limited (EPPGL) said the Uaru Project will be located in the eastern portion of the Stabroek Block, approximately 200 km from Georgetown.

Current plans include the use of drillships to produce oil from approximately 40-76 wells.

Production is expected to begin

between the fourth quarter of 2026 and the second quarter of 2027 with an expected field life of at least 20 years. By that time, Guyana is forecast to be producing over one million barrels of oil.

EEPGL said the production facilities to be installed include subsea equipment attached to the seafloor as well as processing

equipment on the ocean’s surface known as a Floating, Production, Storage, and Offloading (FPSO) vessel.

As for the FPSO, the anticipated production rate ranges between approximately 220,000 barrels and 275,000 barrels of oil per day. The vessel will be capable of storing approximately two

million barrels of oil.

Furthermore, third party oil tankers will be scheduled to offload the oil from the FPSO, making the oil available for export to the international market.

The FPSO will also process, dehydrate, compress, and re-inject associated gas produced from the reservoir. As the Uaru and Mako reservoir pressures deplete over time, this gas reinjection will help maintain reservoir pressure and allow for optimum production of hydrocarbons to continue over time. In addition, some of the gas will be used as fuel on the FPSO. Furthermore, EEPGL told the EPA that it has undertaken additional studies to obtain an even more comprehensive understanding of potential impacts of effluent discharges to water, the feasibility of alternative handling of produced water, cradle to grave waste management in Guyana, emergency response capabilities, and environmental compliance monitoring and verification.

The company said the learnings from current operations and environmental studies will enhance the design and implementation of the Uaru Project, thereby increasing environmental performance and economic value.

The desecration of an important anniversary The APNU+AFC decided that it would hold a rally on the 2nd anniversary of the PPP/C government in power.

But it was not joining in celebrating the PPP/C government’s return to office but was protecting the cost of living, corruption and extra judicial killing.

That killing is purportedly that of a young man from Golden Grove who was fatally killed following an incident with the police. As much as there is bound to be public consternation over an extra judicial killing, the APNU+AFC will eventually discover, as it did following the death of the infamous Blackie London, that there is a reluctance by many Guyanese to protest the death of an alleged gunrunner.

The choice of August 2, 2022 for the rally is believed to have been intended to deflect from the shameless and disgraceful attempt which was made to rig the 2022 elections. It is still mindboggling that the APNU+AFC could have believed that in this day and age, it could have escaped sanction for its actions after the General and Regional Elections of 2nd March, 2022.

The APNU+AFC disgraced and shamed itself in the eyes of the public. It discredited itself and its supporters by attempting to claim that the elections were fraudulent, a lie which was condemned by the international community including the Caribbean

Community.

One head of an observer mission was forced to tell the Organization of American States – which comprises of 34 countries – that he had never seen a more transparent attempt to alter the results on an elections. Guyana was shamed in front of the representatives of all those countries.

One regional Prime Minister came out with a stinging rebuke. He urged “you-know-who” to “stand up and take your licks like a man.”

Another regional Prime Minister spoke out against the gamesmanship which was taking place and which she said did not portray the Caribbean in the best light.

She also expressed concern, on behalf of the Caribbean Community over the attempt to foist a result, which did not reflect the results of the Recount.

After there was a local pushback against her comments, she made it clear that the Caribbean had to stand on principles. She said that the truth hurts. It does not take a crystal ball to realise to whom those comments were directed.

The United States of America imposed travel sanctions on persons connected with the attempt to pervert the democratic will of the people. This was the first time that the United States had travel sanctions imposed in relation to elections.

The European Union, the United Kingdom and Canada

also hinted at the possibility of taking action against those complicit in undermining democracy in Guyana. A number of organisations and top-tier individuals came out in support of respect for the will of the people.

Immediately after the then US Secretary of State announced travel sanctions, overseas-based Guyanese urged their relatives in Guyana not to become embroiled in any attempt which could be construed as supporting rigged elections since they could be sanctioned for supporting this attempt.

After keeping the country in limbo for five months, the APNU+AFC has some nerve to be using the anniversary of the swearing in of the democratically-elected PPP/C government to hold a rally.

The attempt by the APNU+AFC to return Guyana to a pariah state will not be forgotten so easily.

No rally hosted by the APNU+AFC will erase the infamy of its five-month long stranglehold on the country.

For five months, and during the pandemic at that, the country was in state of limbo.

The APNU+AFC was busy concocting fantasies when it should have been mobilising support to help address the pandemic and to support Guyanese who are not able to earn during that period.

standing to speak about corruption. Not after what has been exposed about the actions of individuals during the tenure of the Coalition.

The APNU+AFC cannot be trusted. That the Coalition believed in this day and age, it could get away with attempting to benefit from rigged elections, flies in the face of democratic norms. The international community and the Caribbean Community would never have tolerated that.

However, the APNU+AFC believed that it could spin any tale and get

away with it. It was wrong then and it is wrong now. The APNU+AFC belongs in the past. It should stay there.

Dr. Irfaan Ali: A two-year balance sheet

I

failed to see what analysis can be produced to declare that President Ali is a failure, is dictatorial, doesn't seem to grasp the complexities of Guyanese society, is aloof and doesn't display the kind of humility that goes with West Indian leadership.

Two years are not long periods of time to adequately assess the performance of a prime minister or president.

In the two years of Dr. Ali's power, the analyst has to look for trends that do not auger well for the future.

Frankly, I have seen none of those ominous indicators.

My opinion is that it has not been two years of failure or mediocrity or lack of vision.

It has been a solid two-year performance that if the passion and purpose are maintained, Dr. Ali should become a transformational leader.

Opposition politician, Timothy Jonas was the guest on the Gildarie-Freddie Show on Monday evening

and when asked about the two years of Dr. Ali's tenure, he said that he thinks Dr. Ali's has the best intentions (his words) and is trying his best to persuade supporters on both sides of the political divide.

I s h a r e M r. J o n a s ' sentiments and for that reason, I have not been critical of the performance of Dr. Ali since August 2020. I believe the president should be given a chance by the population to implement the programme of sharing Guyana's wealth in a brand new age in Guyana's social evolution.

Mr. Jonas did not stop there. He went on to say that despite the president's genuine efforts to realise his One Guyana dream, the other half of the population is not persuaded.

I want to disagree with Mr. Jonas and my argument will be academic rather than politically driven.

When we speak of a society's frustration with its

governmental leader, two caveats must be observed.

Did we measure the dissatisfaction and if not, how did we come to that conclusion.

The second caveat is that we have to ascertain if the detractors of the head of government speak for the population or even their constituencies or how large in the society is the receptive ear.

What critical voices against the government have to be careful with in analysing state performance is how reflective of the population is the condemnation of the opposition and their surrogates.

I think a seminal intervention in the debate of w h e t h e r D r. A l i h a s performed or not is a statement made about four or six months ago by Dr. Clive Thomas.

I mentioned Mr. Jonas and now Dr. Thomas because both men are not in the PPP's

camp. Mr. Jonas of ANUG and Dr. Thomas of WPA are not PPP fans.

Dr. Thomas told his interviewer, David Hinds, that Guyana has finally gotten money that it can use to make alleviation (my word) of poverty possible.

But he added that he regrets such resources have fallen into the hands of the PPP. Looked at from any angle, Dr. Thomas is saying the State now has money for poverty reduction.

It is my opinion that Dr. Ali has the genuine intention in an equitable distribution. If I am wrong, then I think society needs to see evidence of the skewed distribution. In this context, an Emancipation Day statement

by Mr. Nigel Hughes is extremely relevant and I stress the adverb extremely.

Mr. Hughes advised that an analysis needs to be conducted by African leaders to ascertain how much African communities have been deprived so far.

This is quite a logical attitude but it has an equally logical response. Unless the analysis is presented, then I t h i n k demagoguery can Frederick Kissoon never replace facts and statistics.

Majority of crimes in Port Kaituma linked to Domestic violence, alcohol Police have ascertained that alcohol and domestic violence are responsible for the majority of murders and violent behaviours that occur in Port Kaituma, a Region One, North West District (NWD) community.

Port Kaituma is popularly known as the home of Jonestown, a place where in 1978 more than 900 people were led by their cult leader, Jim Jones, to commit suicide.

Today Jonestown looks more like a ghost town but the rest of Port Kaituma is thriving on an economy fuelled by mining, farming and entrepreneurship.

However, one of the major security concerns for police ranks stationed there is that

alcohol and domestic violence seem to be a major contributor to crimes.

At least this is what female police prosecutor working in Port Kaituma, Sergeant Thomas-Wilson, told Deputy Director of the Police Force’s Corporate Communications Unit (CCU), Stan Gouveia.

The disclosure was made as Gouveia conducted an interview with ThomasWilson during a visit to the community recently.

After sharing a little about Port Kaituma and the migrants who have taken up residence there with the locals, such as the B r a z i l i a n s a n d Venezuelans, the police prosecutor spoke of the

Police Prosecutor, Sergeant Thomas-Wilson being interviewed by Deputy CCU Director, Stan Goveia common crimes that ranks are tasked with dealing with.

She told Gouveia that, “Domestic murders, Domestic violence...” are the

main crimes committed, even as she explained that “Domestic murders would mean, when they consume alcohol, they get uncontrollable and it converts into a spirit fatality meaning alcohol fatality.”

Concerned about this state of affairs, ThomasWilson said that ranks are very active in engaging the communities in Port Kaituma to raise awareness.

Indeed, based on media reports, domestic violence and alcohol have been linked to a number of crimes, especially murders in the area.

Among them was a murder committed last May in which a 50-year-old woman confessed to stabbing her husband to death after a High Wine drinking session at their home located at 10 Miles, Port Kaituma.

Police identified her as Inese Richards, and the man

she allegedly killed was 43year-old Felix Henry, a chainsaw operator.

She was charged with manslaughter and was released on $750,000 bail.

The woman is currently awaiting her next court date in a matter of days – August 5, 2022.

S h e h a d t o l d investigators that on the night of May 19, last, she and her husband were drinking together and that session ended with an argument. She claimed that it turned violent after Henry armed himself with a cutlass and began chasing her around the house.

She had further alleged that in an attempt to defend herself, she rushed to the kitchen and armed herself with a knife. Henry allegedly followed her there with the cutlass and she reportedly plunged the knife into his neck.

He fell to the ground in a

Impossible to trust ExxonMobil’s claim of adhering to flaring levels - Former EPA Head Former Head of the Environmental Protection Agency (EPA), Dr. Vincent Adams does not believe that the American oil and gas giant, ExxonMobil has indeed achieved the flaring targets set out in the Liza Two permit, as the company is reluctant to share the total volume of gas flared at the Liza One field.

ExxonMobil through its subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) had been flaring associated gas at the Liza One field soon after the startup of oil production in 2019, owing to its failed gas compressor. It was only last week that the company told members of the media that the equipment was finally replaced.

To that end, it was reported by ExxonMobil’s Production Manager, Mike Ryan that a total of some US$10 million in flaring fees had been paid over to the entity. However, when he was asked to disclose the total volume of gas flared at the Liza Destiny Floating, Production,

Storage and Offloading (FPSO) vessel over the twoyear period, he carefully dodged the question.

The Production Manager would only repeat that the company maintained full compliance with the EPA’s permitted parametres for flaring which was between 15-7 million cubic feet of gas per day.

The Production Manager said, “We have met our expectation of delivering it (the new compressor), installing it, and safely starting it up in July. We have achieved background flare of less than one million standard cubic feet of gas. It is a remarkable accomplishment by many people who have been relentlessly pursuing this. We have also gone 1000 days without any injury

which is really world class performance…”

Meanwhile, on the second FPSO, the Liza Unity, he said, it has achieved background flare within a record 60 days.

To that end, Dr. Adams has pointed out, “there is no way of trusting what you say, since you dodge questions about your flaring data, and you stopped publishing these data since last year for

obvious reasons.”

Furthermore, Dr. Adams reasoned, “Mr. Ryan refuses to answer the question as to how much gas is flared, but goes on to shamelessly brag that, “We have met our expectation of installing the compressor and achieved background flare in July…It is a remarkable accomplishment...We have gone 1000 days without any injury”. Is Mr. Ryan really calling, taking almost three years to fix a compressor their ‘expectation’ and ‘remarkable accomplishment’! Even

though they are on record committing to no flaring from day one.”

Even worse, the specialist said, is that the government has quietly accepted “our expectation” and “remarkable performance” by the oil company. Dr. Vincent Adams noted too, “We must remind Exxon that this oil and gas belong to the people and not Exxon; that all data belong to the people and not Exxon…”

Flaring, as the word suggests, is the process of burning associated gas that is brought up during oil production. Notably, this process emits harmful gases into the atmosphere that can, not only affect seabirds and marine creatures, but also climate

change. In addition, it must be noted that there are alternative options available to the oil company to avoid flaring, such as gas reinjection; however, Exxon has publicly made it clear that it is cheaper for the company to flare the associated gas, rather than re-inject it into the wells.

Extensive research conducted by Kaieteur News shows that gas flaring contributes to climate change, which has serious implications for the human security and wellbeing globally. In fact, the Department of Mechanical Engineering at the University of Ibadan in Nigeria, outlined in one of its studies, that gas flaring is

actually a major source of greenhouse gases, which accelerates global warming.

It was noted that flaring releases Carbon Dioxide and Methane, the two major greenhouse gases.

Furthermore, there have been over 250 identified toxins released from flaring including carcinogens such as benzopyrene, benzene, carbon disulphide (CS2), carbonyl sulphide (COS) and toluene; metals such as mercury, arsenic and chromium; sour gas with Hydrogen Sulfide (H2S) and Sulfur Dioxide (SO2); Nitrogen oxides (NOx); Carbon dioxide (CO2); and methane (CH4) which contributes to the greenhouse gases.

Deep-water projects in Guyana to help buoy market for drill ships, FPSOs, subsea equipment – Rystad Energy …as country remains in the dark on leasing costs for oil ships Deep-water projects in Guyana, Brazil, and Mexico are expected to buoy the market for drill ships; floating, production, storage and offloading (FPSO) vessels, and subsea equipment.

This is according to the Norwegian group, Rystad Energy, an independent energy research and business intelligence company that provides data, tools, analytics, and consultancy services to the global energy industry.

While Rystad reported that the mega projects in the three Latin American countries will benefit the drillship, FPSO, subsea and subsea umbilicals, risers, and flow lines (SURF) markets over the next three to four years, Guyanese are still in the dark on the leasing bills for its Stabroek Block oil resources.

The Norwegian group reported that in the coming years, upstream capital expenditure (CAPEX) in Latin America will shift into deeper and deeper water with Guyana, Brazil, and Mexico likely to lead the charge for new spending.

Rystad said, “By 2025, we estimate that deep-water investment in seismic, drilling, and facilities will exceed $25 billion…driven

by Brazil’s pre-salt fields.

Three countries will lead upcoming growth: Brazil will retain its dominant position with Guyana growing on the back of recent discoveries and Mexico extending exploration from legacy shelf regions to deeper waters.”

According to Rystad, developments in Guyana and Brazil salvaged the subsea supply chain from total devastation in 2020 and 2021 when operators curtailed sanctioning activity. In fact, within Latin America, deepwater expenditure is dominated by Brazil, Guyana, and Mexico which together account for over 90 percent of investments.

“Deep-water projects in Brazil and Guyana will rely primarily on FPSO vessels to produce from these remote fields,” it was noted.

ExxonMobil Guyana are the largest operators in Brazil and Guyana, respectively.

On the local front, in the prolific Stabroek Block, Exxon’s affiliate, Esso Exploration and Production Guyana Limited (EEPGL) is the operator and holds a 45 percent interest in the block.

Meanwhile, Hess Guyana Exploration Ltd. holds a 30 percent interest and CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds a 25 percent interest. “ F o l l o w i n g ExxonMobil’s discovery of

the Liza field in 2015, there has been a string of exploration successes leading to a growing backlog of FPSO projects,” Rystad said. To this end, it was noted that the oil ships feature a new generation of FPSO based on modularity and scale.

Dutch manufacturer, SBM Offshore, is the one

designing the FPSOs for Exxon’s projects. Rystad noted that SBM’s design can hold up to 2.3 million barrels of oil, slightly more than a very large crude carrier (VLCC), with space for up to 50,000 tonnes of topside equipment and options for different mooring configurations.

The group pointed out

that while running some additional financial risk, a pipeline of standardised hulls also allows operators to reduce the delivery time of these deepwater projects.

Given the current investment environment, this has become a dominant model for commercialising fields in these countries.

Kaieteur News had reported that the Dutch manufacturer has been the preferred shipbuilder for Guyana’s FPSO vessel since 2015.

To date, the company has built the FPSOs for the Liza Destiny, the Liza Unity, Payara – each costing approximately US$1B, US$1.2B, and US$1.6B respectively.

It was on July 21, 2022, when SBM announced that it has completed the project financing of the ONE G U YA N A F P S O vessel—Guyana’s fourth and largest oil ship—for a total of US$1.75 billion.

GPHC commissions $60M walk-in mortuary refrigerator By way of a press release, the Georgetown Public Hospital Corporation on Tuesday announced that it commissioned in June an approximately $60M mortuary refrigerator, complete with refurbished autopsy room.

According to the GPHC, it commissioned the newly constructed walk-in mortuary refrigerator and refurbished autopsy room on June 17, 2022. This development, the release added, comes on the helms of the hospital’s ongoing efforts to improve the quality of healthcare being offered to patients and their relatives.

The $60M project was awarded to C&L Construction Inc. through the public tender process. According to the GPHC, the project was aimed primarily at transforming the previously dilapidated mortuary into a dignified space for bereaved families to spend time with their deceased loved ones in an appropriately designed facility.

The new space, the release added, features a walk-in mortuary refrigerator with 40 chambers, and revamped autopsy area with two fixed tables and five mobile trolleys, and an expanded reception and waiting area.

The renovated, area affords a more conducive and organised space for storage and the hospital’s pathology personnel to undertake postmortem examinations.

Chief Executive Officer (ag.), Mr. Robbie Rambarran noted that the refurbishing of the mortuary and autopsy area is a significant development for the GPHC as the hospital works to improve the standard of care at all levels, including end of life.

The new, calming space for bereaved families, according to the release, provides a refined viewing space with quiet ante-rooms where relatives may first see their deceased loved one.

“This is an often overlooked, but important consideration for grieving families, and we hope that the new mortuary provides some added comfort for bereaved persons,” the release added.

GPHC gets generous donation from longstanding partner

Compliments of a longstanding partner, a generous donation was on Friday last handed over to the Georgetown Public Hospital Corporation (GPHC) to aid plans to improve the services of the medical institution.

According to a GPHC release, the donation, which comprised over 40 new hospital beds is valued at approximately G$300,000 each, and will replace the beds in the Male Medical and Infectious Disease Ward wards.

The adjustable beds, which are equipped with IV poles, also feature lifting guardrails, adjustable backrest, and footrest.

The donation was made available by Kissoon Dyal Singh, the owner of KD Enterprise who has been a partner of the hospital for more than 20 years.

Singh’s son, Ravi Singh was tasked with presenting the beds to Sister Neocy Anthony the Ward Manager for the Infectious Disease

Ward, in the presence of the hospital’s Chief Executive Officer (ag), Robbie Rambarran, and other senior members of staff.

According to Mr. Singh, the donation is intended to augment the hospital’s ongoing efforts to improve the quality of care provided. Upon receiving the donation, the CEO (ag.) extended appreciation to Mr. Singh, noting that having modern, reliable equipment is crucial for the roll out of the hospital’s transformational healthcare agenda.

Further, the CEO (ag.) stated that Mr. Singh has, over the years supported the hospital through numerous donations and indicated that this generous endowment is an incredibly valuable addition to the hospital and will have a tremendous impact on patient safety, comfort, and care.

According to Rambarran, the donation will be fully utilised for the intended purpose.

After 2 years in office…

Parika-Supenaam Govt. still to make new law to ferries back protect Guyana’s in operation oil resources - Article 13 Tuesday, August 2, 2022 commemorated the President Mohammed Irfaan A l i - l e d g o v e r n m e n t ’s second year in office and according to, Article 13, a civil society body, there is nothing to celebrate because it has not done anything “to advance and represent the interest of the Guyanese people.”

In a press release, Article 13 noted that one of the ways that government has failed the country is by not making a new legislation to regulate Guyana’s oil sector.

“There are no new legislation to regulate the petroleum sector; the local content policy for the sector has been bungled and is in disarray,” the civil society body observed.

Not only has Ali and his government failed to update G u y a n a ’s o u t d a t e d petroleum laws for the protection of the country’s oil resources but, according to Article 13, it has also back peddled on its manifesto promise to revisit the lopsided contract for the lucrative Stabroek Block currently being operated by American oil company, ExxonMobil.

In fact, according to the civil society group, Ali and his government are now defending the oil contract it had condemned and promised to fix while in campaign mode. Article 13 pointed-out that the government’s behaviour clearly shows that “it is prepared to risk serious harm to the environment, while pursuing uncontrolled petroleum activities under a Petroleum Agreement which it solemnly promised to revisit but now stoutly defends.”

On Monday, Kaieteur News reported of this dangerous risk that Ali and the PPP administration are taking by allowing ExxonMobil to pump more oil while the country’s petroleum law remains weak.

The outdated laws have glaring loopholes that allow for Guyana to lose big from its oil resources.

President Mohamed Irfaan Ali Exxon discovered massive crude oil resources in commercial quantities offshore Guyana. To date, Exxon’s oil reserves stands at 11 billion barrels and while the company continues to pump more and make more discoveries in the prolific Stabroek Block, Guyana’s Exploration and Production Act of 1986 has only been amended twice in the last 36 years.

The last time that the Act was amended was 25 years ago and since then there have not been any new changes to the law.

Ali’s government upon assuming office in August 2020, promised to overhaul Guyana’s archaic petroleum laws but to date, he has not done anything in this regard.

In fact, the government has reportedly been cherrypicking oil reform by hurriedly passing a Natural Resource Fund Act in 2021, which gives it full control over how the oil money is to be spent and amending a small part of the nation’s 1986 Act to ensure that ExxonMobil has a smooth flow with lands to be used or disrupted during the construction of the gas-toenergy projects and other initiatives.

Noting that government has failed on these other fronts to advance and represent the best interest of Guyanese, Article 13 has c a l l e d o n b o t h A l i ’s government and the opposition to recognise the need for a reset.

After undergoing general rehabilitative works, the Transport and Habours Department (T&HD) on Tuesday announced that both the MV Kanawan and MV Sabanto are back in full operation. The vessels which usually ply the Parika to Supenaam route daily underwent rehabilitation for the past two months.

It was reported that on June 1, last, MV Kanawan was the first to be docked for a period of five weeks. Works on the vessel were done by Dock Yard to the tune of $124 million. Following that, on July 5, the MV Sabanto was docked for repairs. Similarly, works on the vessel were conducted by Dock Yard to the

tune of $124 million.

Kaieteur News was told that both vessels underwent similar rehabilitative works, and some works included checking of the underwater fittings, to see what can be serviced and replaced, changing of the plates, painting of the exterior and interior of the vessel, servicing of other machinery, electrical and plumbing maintenance work just to name a few.

This publication had reported that both vessels were slated to undergo rehabilitation this year. Senior Minister with the responsibility for Finance, Dr. Ashni Singh, who presented this year’s budget, had announced that over $500

million was allocated by the government to rehabilitate the two vessels along with the Makouria Ferry.

“The rehabilitation of our ferry vessels, which facilitate the travelling public, is also critical for the movement of people and cargo. To this end, Government has allocated, in 2022, the sums of $2.1 billion for the construction of a new ocean-going passenger and cargo vessel, which will ply the North West District route and $562 million for the docking of Makouria, Sabanto, and Kanawan,” the Minister had said.

The ‘Because We Care Cash’ grant distribution began on Tuesday across Guyana with parents and guardians turning up in their numbers at various distribution points to uplift the $30,000 grant for their children.

The distribution exercise was officially launched by Minister of Education, Priya Manickchand at the Belle West Primary School in Region Three, according to a Ministry release.

There, Minister Manickchand told parents that a lot of work went into ensuring that the exercise is done smoothly and efficiently to allow all parents and guardians to be able to uplift the grant in a timely manner.

She explained to the parents, teachers and students that there are no other criteria to receive the grant other than having the child’s name on the register. She said, “You will see that nobody is going to ask you how you voted, nobody is going to ask you to take off your mask or take off your hat so that we can see the colour of your skin or the texture of your hair.

Nobody is going to ask you whether you are male or female, nobody is going to ask you how you prayed last Sunday or last Friday, nobody is going to ask you which street you come from.

This grant is for every Guyanese student who is on the register and who has been attending school.”

Minister Manickchand said that the restoration of the Cash Grant is a promise her government made and has since delivered on. Last year, parents received $19,000 through the grant which has increased to $30,000 this year.

She said that the Government and the Ministry of Education want to ensure that as far as possible, parents are given a helping hand which will go towards the success of their children.

SANCTIONED STABROEK BLOCK PROJECTS The Liza Phase One development, which began production in December 2019, reached its new production capacity of more than 140,000 gross barrels of oil per day in the second quarter of 2022 following production

optimisation work on the Liza Destiny floating production, storage and offloading vessel (FPSO).

For the Liza Phase 2 development which achieved first oil in February 2022 utilising the Liza Unity FPSO, it reached its production capacity of approximately 220,000 gross barrels of oil per day last month.

The third development at Payara is on track to come online in late 2023 utilising the Prosperity FPSO with a production capacity of approximately 220,000 gross barrels of oil per day. The fourth development, Yellowtail, will be the largest development to date and is expected to come online in 2025, utilising the

ONE GUYANA FPSO with a production capacity of approximately 250,000 gross barrels of oil per day.

At least six FPSOs with a production capacity of more than one million gross barrels of oil per day are expected to be online on the Stabroek Block in 2027, with the potential for up to 10 FPSOs to develop gross discovered

recoverable resources.

ExxonMobil affiliate Esso Exploration and Production Guyana Limited is the operator in the Stabroek Block and holds a 45 percent interest in the Stabroek Block. Hess Guyana Exploration Ltd. holds 30 percent interest and CNOOC Petroleum Guyana Limited holds 25 percent interest.

Medina, who is still on the run, was labelled the “jealous teen” by the media. The man he is accused of killing is 23-year-old

Felipe Galaviz.

According to reports, Medina had come home late on the evening in question and found Galaviz and his wife drinking together.

He became suspicious and an argument erupted between the three. It ended moments later with Galaviz being stabbed to death.

There are other matters of domestic violence and alcohol related incidents that have occurred in Port Kaituma for this year alone.

12 new COVID-19 cases recorded - 1 patient still in ICU From approximately 178 COVID-19 tests conducted, the Ministry of Health on Tuesday revealed that 12 new cases were recorded within the last assessed 24-hour period.

The new infections, which have brought the total number of confirmed cases to 69,846, were detected in four regions – Region Four seven, Region Three – three and Regions Two and 10 – one each.

The Ministry via its daily dashboard reported that one patient is still in the COVID-19 Intensive Care Unit, 22 are in institutional isolation, 587 are in home isolation and two are quarantined institutionally. To date, a total of 67,965 persons have recovered from the virus.

He told police in the confession that he was invited over by Seubarran and after spending some time, they engaged in sexual

activity. He said he collected some money from the victim but the victim wanted more sex but refused to give him more money. He said they ended up in a heated argument which turned physical.

The suspect said too that the businessman locked the door with him inside the house and it was at that point that he pulled a knife from the kitchen counter and stabbed him to the back before escaping.

Brother of the victim, Glen Seubarran, said that while the family was aware that the suspect and his brother were acquainted, when the crime was committed, they were not suspicious of anyone in particular. However, he said

they knew it had to be someone who had known Seubarran well since his dogs did not bark and raise an alarm.

H e e x p r e s s e d satisfaction in the work of the police and indicated that the family is at ease knowing that their brother’s killer will be brought to justice.

Kaieteur News was told that the two other suspects who were in custody have since been released and a post mortem examination will be done on the victim today.

Subsea 7, according to its website, specialises in subsea engineering, construction and services mainly for the offshore energy industry. The company is registered in Luxembourg with its headquarters in London.

Meanwhile, Royal Van Oord is a Dutch maritime contracting company that specialises in dredging, land reclamation and constructing man-made islands. The Environmental Protection Act Section 21(1) states that: “No person shall - (a) construct, alter, extend or replace any plant, structure, equipment, apparatus, mechanism, or thing that may discharge or from which may be discharged a contaminant into any part of the natural environment except under and in accordance with a construction permit issued by the Agency…”

This therefore means that EEPGL is required to seek an environmental permit from the EPA before it rolls out any developmental project that can affect the environment.

EEPGL’s gas-to-power project seeks to link the Liza Phases One and Two floating production, storage, and

offloading (FPSO) vessels, the Liza Destiny and Unity, in the Stabroek Block onshore Guyana, to supply gas to the country.

It must be noted that since the project was conceived, the government has not hosted a single engagement with the public to clarify matters relating to the cost and overall viability of the venture. Instead, a briefing was held by President Irfaan Ali when the deal was finalised, to tell the public that the project is likely to commence by year end. The invitation to the event made it clear that the Head of State would not be fielding any questions from the media.

EEPGL has revealed that a minimum of 50 million standard cubic feet of gas per day (mmscfd) will be transported through the pipeline by 2024 and that the pipeline would have a maximum capacity of 130 mmscfd. An Environmental Impact Assessment (EIA) has been submitted to the EPA by ExxonMobil for the pipeline component of the US-billion dollar venture. The residents of Crane and the Canal Polders on the West Bank of Demerara, who are opposed to the EIA, have called for the study to be redone as they were not consulted.

The Environmental Assessment Board (EAB), which is tasked with reviewing these complaints and appeals, have not yet made a decision on whether the EIA is

acceptable as it is or if a new study would be necessary. In the meantime, the oil giant has been speedily preparing for the operation, while the regulatory bodies remain silent on the award of the various contracts without requisite approvals.

Only on Sunday, founding member of the civil society body, Article 13, Dr. Yog Mahadeo observed that Guyanese will be funding the costs associated with the pipeline, yet citizens are not privy to information regarding the award of these contracts. Mahadeo, a stern transparency activist argued that the oil company has not only chosen a firm to conduct the works without the knowledge of Guyanese citizens, but has also done so without first attaining the approval required by the EPA. He pointed out that the 2016 Production Sharing Agreement (PSA) allows for the cost of production and cost of disposal of the gas to be deducted from Guyana’s oil, meaning that the US$1.3 billion project will actually be funded by Guyana; yet the citizens are completely unaware as to whether the project was tendered or given to a hand-picked contractor.

The activist told Kaieteur News that while he believes the project can bring significant savings to Guyana in terms of its fuel import bill, he is concerned about Guyanese not having a say on the company being selected to lay the pipeline on behalf of ExxonMobil.

applied to execute the project.

The Ministry of Public Works project, which opened on Tuesday at the National Procurement and Tender Administration Board

Out of the eight contractors, five bid between $833 million and $900 million, another bid $964 million and

two entered bids just over $1 billion for the project.

It was reported in the media in August last year that the ministry had signed a contract with Kalitech Incorporated to the tune of $25.9 million to design a new office building for the airport staff. CJIA’s Chief Executive

olice on Tuesday issued a wanted bulletin for 30-yearold Alex Nedd for questioning in relation to the murder of Rodwell Phillips, a 33-year-old mason and a father of two, of Broad Street, Charlestown, Georgetown.

Phillips, popularly known in the area as “Fishie”, was found dead during the wee hours of Monday.

He was lying face down on the La Penitence Public Road, next to a cutlass with multiple chop wounds about his body.

Detectives believe that Nedd might have some knowledge about who chopped “Fishie” to death.

According to police, Nedd’s last known address is La Penitence Public Road.

Anyone with information about Nedd’s whereabouts can make contact with

he management of the Rose Hall Town Youth and Sports Club has noted with pride, the selection of several of its players on national junior teams, Guyana Amazon Warriors team and West Indies A. One club member was also selected to be a part of the CWI Emerging Players Academy.

Club Secretary Hilbert Foster noted that the club was delighted that many of its players' hard work, dedication and discipline continue to bear fruits. The RHTYSC over the last thirty years has produced over one hundred and twenty players who have either played for Berbice, Guyana or the West Indies at the different levels and in 2022 has produced seven new national players and Berbice players.

The club would like to salute the following players who have gained selection at the national level. Under 15Sohail Mohamed and Razam Koobir, Under 19- Jonathan Rampersaud, Mahendra Gopilall and Jermey Sandia.

manuel Archibald advanced in the Men's 100m and Long Jump Semi-finals, while Jasmine Abrams made it to the women's 100m semifinals, when Guyana's Track and Field athletes competed on Day One of the event at the Commonwealth Games in Birmingham, England.

With Track and Field being the hottest ticket at the games, the almost capacity-filled Alexander Stadium watched Archibald topped Group B of the Men's Long Jump with a distance of 7.83 metres. It was also the 6th-best distance on the day.

Archibald then headed over to the Men's 100m, where in Heat 10 he cruised to a second-place finish, running 10.28 seconds. It was just

enough to see him through to today's semi-finals.

"The goal was easy; qualify for the long jump and then get a big qualification for the 100m," Archibald said on the sidelines following his race.

For Archibald, who posted a Personal Best of 10.18s and being the National Record Holder in the long Jump (8.12m), the 22nd Commonwealth Games will be used as redemption for his failure to reach the 100m semis at the Tokyo Games, the World Championships recently, and 2018 Gold Coast games where he was knocked out in the semi-finals.

"For the season, I've been preparing for the 100m and the Long Jump, so it wasn't really hard.

I just came out with the mindset I've been running this season and doing the things I've been doing all year," Archibald said.

Jasmin e Abrams; t h e National Record Holder in the women's 100m, finished third in Heat four with a time of 11.41s. The Olympian will also compete today in the semis.

After running 11.07s just before t h e Wo r l d C h a m p i o n s h i p s , Jasmine, whose sister Aliyah will also compete at the Commonwealth Games (400m), didn't fare well in Eugene, Oregon.

Competing at her first Commonwealth Games, Jasmine said, "It feels amazing! I went into it wanting to go to the semi-finals, so being able to accomplish that at one of the many games that I've been to, is very honourable and I'm very grateful."

The other athletes, Noelex Holder, Akeem Stewart and Joanna Archer didn't advance to the next

round of competition.

Holder's 10.50s in Heat four saw him finishing fourth. Stewart's time of 10.46s was also good for fourth and Archer was 8th in Heat One of the women's 800m, crossing the line in two minutes, 7.24s.

For Holder, 22, being at the games provide an opportunity for him to learn more about the 100m, while competing with some of the fastest athletes in the distance.

Holder's heat was won by Kenya and African Champion Ferdinand Omanyala (10.07s).

The Kenyan sprinter also has the 9th-fastest time in the history of the 100m, when he posted 9.77s last year.

"I went into the race without any fear. I was just focused on my lane and got down to the line. I saw it was a fast time. But I'm grateful

for this opportunity. It's my fastest time competing out of Guyana, so I'll go back, work hard and I know in time to come, I will be ready to compete with the big boys," Holder said.

On Day Two of Track and Field at the Commonwealth Games, Aliyah Abrams will make her debut at the former British Empire Games in the women's 400m, Quamel Prince, another debutant, will compete in the Men's 800m, and Chanotba Bright in the Women's Triple Jump. Bright is also competing at her first Commonwealth Games.

Shariff victorious for Guyana on Day 4

ighteen year old Sasha Shariff, recorded her first point in the FIDE chess Olympiad in Chennai, India in Round four of the tournament against Haiti.

Shariff defeated Theophane Paul from Haiti who is ranked 1493 giving her an opportunity to improve her rating points from 1183.

Each member of Guyanese Women team with the exception of Anaya Lall, now have one point with 7 rounds left to go. In Round 3 the women defeated Laos when Pooja Lam, Nellisha Johnson and Jessica Callender scored wins and won the match 3-1.

Twelve-year old Anaya Lall, who is the reserve player will make her debut in round 5 on August 2nd along with team members Johnson, Callender and Lam. They face off against Malawi seeded at 121 as against Guyana's women who are 136.

On the men's side Taffin Khan, Anthony Drayton, Loris Nathoo and Roberto Neto fought valiantly to

secure wins against the Jamaican team in round four but to no avail. Jamaica is positioned at 108 in the world.

Round 5 was to be played on August 2 with the Guyana Open team facing off against Namibia who is seeded at 121 as against Guyana's 152. Players are that were to battle are Khan, Drayton, Nathoo and Ethan Lee. The FIDE Congress is also being held in Chennai from July 31 to August 9 with the General Assembly and Elections set for August 7, where a new President for FIDE will be elected. This event is being attended by GCF's President, Frankie Farley.

Games continue daily with one round per day and are being played at the Four Points by Sheraton Mahabalipuram Resort and Convention Centre. adminton siblings, Narayan and Priyanna Ramdhani, will begin their quest for glory at the Commonwealth Games today.

They will play in the mixed-doubles, while Priyanna will have a go at her first Commonwealth Games in the women's Round-of-64. Narayan received a 'bye' and moved into the round-of-32 tomorrow.

However, this time around, a familiar voice will not be coming from their corner. The siblings lost t h e i r f a t h e r, G o k a r n

Ramdhani, last October, when the renowned badminton coach and executive suffered a heart attack in Canada, where he had taken up the Head Coach role at Olds College.

They've played every major tournament with their father on the sidelines, until now.

"It's definitely different with him not being here, but I just have to have a strong mind-set; at least a positive one.

I have to try my best to win at least a few matches and hopefully I'll be good.

I'm looking forward to playing my singles and mixed-doubles and hopefully we should be able to win," Priyanna said.

Her brother Narayan, said the family misses the senior Ramdhani, but added, "We have our mom (Emily) here. She's good.

She has been helping all the time through-out our lives.

So yeah, it will be different and a different voice backing us now.

He taught us (well); we know what we have to do on the court. He just wants us to play hard and try to win as much as we can."While Narayan competed at the 2018 Commonwealth Games, his sister, Priyanna, is making her debut.

At the games in Australia, Narayan was knocked out in the Roundof-32 of the Men's Singles, losing to Canada's Jason

Ho-Shue.

The Two are the highestranked players in Guyana and in the English-speaking Caribbean and stated that they're embracing the expectations of them doing well at the games in Birmingham.

According to Narayan, "My entire life everyone expected me to do well (in badminton), so I just try my hardest and play my best."

Priyanna's mindset heading into her first outing at the Commonwealth Games is one that's similar to her brother's, as she pointed out, "There are a lot of high-ranking athletes here, but I'll just try my best, starting from the round-of64 and it should be good."

Rebel Tennis Club set for St Lucia tour from August 4-12

our players from the Rebel Tennis Club will travel to St Lucia this week to compete in the Sagicor Junior Tennis tournament scheduled from the 4th to 12th of this month.

Nathan DeNobrega, who recently returned from representing us in Trinidad, will be leaving for St. Lucia on August 4 to 12 to participate in the Sagicor Junior Tennis tournament.

Nathan is Guyana's number one under12 player and the reigning Sheltez and Rebel under12 champion. He is also scheduled to compete in Trinidad from August 20 to 27.

Renola Jordan is the girls under 14 and 18 top ranked player and the reigning GBTI ladies champion. She also will play in the Sagicor Junior tournament in St Lucia and is scheduled to compete in Trinidad on

August 20 to 27.

Gerald Scotland is Guyana's top ranked U-18 player and the reigning GBTI boys champion. He also was a finalist in the men's doubles open at the GBTI tournament recently.

Gerald will play his first ITF tournament in Trinidad on August 20 to 27. He represented the club in Trinidad and the Inter Guyana games in the U-12 division a few years ago.

Thompson-Herah tops Commonwealth women's 100 heats Jamaica Observer BIRMINGHAM, England (AP) — Olympic champion Elaine Thompson-Herah confirmed she was the sprinter to beat in the Commonwealth Games with a strong 100-meter heat run yesterday.

A recent world championships bronze medalist in Oregon, the Jamaican progressed to the semifinals in 10.99 seconds when winning the second of seven heats.

finished behind Shelly-Ann Fraser-Pryce and Shericka Jackson in a Jamaican sweep of the 100 in the United States.

Thompson-Herah, the equal-fastest qualifier for the semifinals alongside Nigeria's Nzubechi Grace Nwokocha, is confident she can reclaim her best form in Birmingham.

“You have to believe in yourself because no-one else can believe in you,” Thompson-Herah said.

“I wanted to do well this year. It's not on God's watch.

It is on my watch. Whatever time I put together, I will work my way back up to the top. (My plans) are to have fun, smile, breath and just run.”

GFC holds AGM and Dr. Ivor English is new President The Georgetown Football Club (GFC) hosted its Annual General Meeting (AGM). The meeting was held on July 28th, 2022 at their pavilion at the corner of Regent Street and Vlissingen Road.

The meeting got on the way at approximately 19:00 hours and was chaired by former President Mr. Ivor O'Brien. First on the agenda was a minute's silence for the passing of two major contributors to the club: Mr. Bobby Fernandes, a previous executive member, and a prominent football figure, and Mr. Dayne Kendall who also made significant contributions and worked assiduously over the years for the club's development.

Nexgen Golf and CPCE commencing Golf Programme

T

he Cyril Potter College of Education will join forces with the Guyana Golf Association and Nexgen Golf Academy in an innovative programme that will eventually allow all of their 5000+ Teacher Trainees access to learning how to play and teach golf.

The 'Train the Trainers' project that was initiated by the GGA/Nexgen Golf Academy with the Ministry of Education Allied Arts Unit in January 2021, has seen the development of Golf in 102 schools across eight regions and this is a tremendous boost that promises that all regions will have fully certified Trainers and equipment for learners across the country.

The collaboration will enhance the institution's Physical Education course, with emphasis on the relevant unit therein. The programme between the GGA, Nexgen Golf and CPCE is expected, principally, to equip physical education majors with the competencies necessary to conduct training sessions upon return to their respective schools.

"With Golf being an elective on the physical education syllabus for CSEC, and the expectation that thousands of learners will join the 112 students who took Golf in 2022, it is vital that more teachers are trained in the sport," said Vice Principal of Curriculum and

Kunusasha Medas-King claims 800m & 1500m Gold Kunusasha Medas-King has asserted herself as the best 9 – 10 years Girls 800m and 1500m athlete in the United States of America following her victorious performance at the USATF National Junior Olympic T r a c k & F i e l d Championships.

The event which ran from July 25 – 31 at the Hornet Stadium in Sacramento, California, saw the Midas Touch-athlete win the 800m in a time of 2:28.85s ahead of Arabella Smith (2:30.07s) and Ava Takeuci (2:32.88s).

In the preliminary rounds, Medas-King had the third fastest time of 2:35.58s behind Smith (2:32.57s) and London Hardy (2:35.27s), but those times were evidently slower than the finale.

In the longer of the two distances, a field of 32 athletes competed with Kunusasha reigning supreme in a time of 5:20.55s. She was entirely dominant in the 1500m event as Taisley Janssen (5:21.23s) finished s e c o n d a n d Ta k e u c i (5:29.70s) was third.

Ministry of Culture, Youth and Sports concludes Robotics training in Region No.3 The Ministry of Culture Youth and Sports recently concluded a 20 hours Robotics training programme for some 25 youths in Region three who are a part of the Police Force Youth programme.

The teens are a part of the Guyana Police Force Region Three Police Scouts' Youth and Sports groups.

The activity which was held at the National Track and Field Center at Leonora, West Coast Demerara, was held from Tuesday July 26, to Friday, July 29.

According to information, the Robotics Training activity is one aspect of training including sports that that the youths will undertake.

The Robotics training teaches the youths, problemsolving skills, and allows them to work through complex logical problems, which aids in improving critical puzzle solving skills. It also provided them with the ideal environment to learn how to handle making mistakes.
