The UG fees situation The news that the University of Guyana will be introducing an increase in new student fees has been met with some consternation among students and some lecturers at the premier institution of tertiary education. Subsumed within the US$1,000 annual fee which equates to roughly $210,000 in local currency is what has been described as a facilities fee of G$50,000. We are told that the added revenue will be used to create new facilities. One would therefore hope that the proposed facilities fees when introduced will have a salutary impact on the amenities and other environmental conditions that columnist Freddie Kissoon has been lamenting about these past two decades. Glib statements will not cut it, and certainly should not be allowed to go unchecked if students and their lecturers continue to subject themselves to a situation that will not be tolerated in any modern university in the Third World. The point needs to be made that the tuition fees charged for a tertiary level education are for those students who gain admission to university and do not necessarily target those who can afford to pay. At the more enlightened institutions the relatively affluent but less scholastically endowed are more likely to be refused acceptance. But what do the increased fees say about not only students’ ability to pay, but also their expectations with regard to promised improvements, and those relationships to their academic performance? It is no secret that in the current scheme of things students will have greater expectations of UG especially now that they are required to pay more for their education. However, the empirical evidence suggests that those expectations will be much greater that our university’s ability to meet them. Students will expect that UG will keep its promises about the contact hours that a lecturer must meet, and that the institution will ensure that the adequate level of supervision of postgraduate students is maintained. In these days of increasing stress the time has come for the university to provide the kind of professional services that will address several types of sensitive personal difficult circumstances students will face, occasioned by illness, financial constraints, unhealthy eating habits, and lack of physical exercise. With constant peer pressure the potential for alcohol abuse and risky sexual behaviours are likely to increase thereby putting students’ mental health in jeopardy. A mature student deciding to enter university is likely to place more emphasis on examining the pros and cons of that decision since he/she will be competing with younger persons who - if prior job experience is not a requirement, are more than likely to have an advantage in securing a position. Students should be made to feel that they are getting value for their money in course delivery, and therefore serious effort should be made to invest in updated texts, laboratories, lecture theatres, innovative teaching methods, more professional services and comfortable classroom accommodation. All students will naturally expect that UG meets clearly identifiable benchmarks which reflect attention to inter alia: technology and physical environment; course scheduling and structure; administrative staff support and engagement; and lecturers’ knowledge and their attitude towards students. Complaints about insufficient research material for literature review can be addressed by ensuring that there is better coordination between academic staff and library staff about the availability and accessibility of resources. Academics should avoid imposing their choice of reference texts when recommending course materials to students. Some intellectually lazy UG lecturers have been known to demand that their students’essays must feature their favourite thinker(s) or risk being downgraded. Another contentious aspect of UG life which must be revised is the practice lecturers have of failing to provide feedback in a timely manner while at the same time refusing to inform students about their course grades prior to exams. The university administration should as a matter of urgency put in place a standardised approach to confront the thorny issue of inconsistency in lecturer feedback. This would demonstrate a willingness on the university’s part to be responsive to that particular students’concern. ‘

THE SITUATION AT CITY HALL HAS FURTHER DETERIORATED DEAR EDITOR, The situation at City Hall has further deteriorated, and though the public as expected quite rightly look to that body for action, the elected Mayor and Councillors are in no position to assist or intervene on any municipal matter affecting the city. Ms. Carol Sooba¯the individual imposed on the council as Town Clerk by the government has, with the apparent support of the PPP administration, eroded completely the authority and responsibility of the duly elected council. After the last statutory meeting, it is clear that the incumbent Acting Town Clerk, Ms. Sooba has assumed imperial-like powers. She has effectively reduced the duly elected council to an irrelevant institution. This is exacerbated by Ms. Sooba’s total disdain and disrespect for councillors where unprovoked she shouts, and hurls invective and snide remarks during statutory meetings. Her

unnecessary and annoying interruptions of the Mayor, Deputy Mayor, and councillors have now become a total absurdity and are unprecedented in the history of the Georgetown City Council. Wo r r y i n g l y, a n examination of decisions taken by the council since the incumbency of Ms. Sooba shows that 90% of those decisions arrived at after due consideration and deliberations by councillors are completely ignored by Ms. Sooba, and her favourite two words: “not implementable” are often written in the ‘Action Taken’ column in the Statutory Agendas. By way of example: for months the council requested that we advertise for tenders for collection and removal of garbage from certain areas of Georgetown. After almost an hour of probing and receiving facile and irrelevant answers from Ms. Sooba, it turned out that she has flouted that decision and did not advertise in order to give the council an

opportunity to weigh the pros and cons and the financial implications of our responsibility to manage the city’s solid waste. Some other matters are engaging the attention of the courts and it would be inappropriate for us to make reference to them in this letter of appeal to civil society, except to say that nowhere else in a modern democracy is a public official allowed, apparently unfettered and unrestrained, to exhibit this type of unbelievable and unacceptable behaviour. Ms. Sooba’s actions and statements have been so ridiculous and unbelievable that at the last statutory meeting they earned the displeasure of at least one PPP/C Councillor. On Monday, in the public gallery there was an overseas-based Guyanese and former employee of the Mayor and City Council who expressed horror at the exchanges, invectives and interruptions of the meeting by Ms. Sooba. In earlier public

statements, Ms. Gail Teixeira, the WPO and others sought to defend Ms. Sooba and introduced race and gender. Neither could remotely be relevant to a fractious strange behaviour of a public official. When over the years, this said Mayor and councillors had cause to discipline officers of a different ethnicity and the same gender of Ms. Sooba, we heard not a word from the WPO, the Teixeiras, et al. This statement of appeal seeks to do the following: “Call upon all religious, political, and youth organizations, and the commercial community to speak up to avert further seize of the city and the destruction of our capital.” Finally, in an effort to reverse the situation all Guyanese should call upon the government, as we now do in this appeal, to operationalise immediately. We wish to emphasise, without further delay, the Local Government Service Commission to put an end to (Continued on page 5)

DESERVING CONDEMNATION OF SLAUGHTER OF THE INNOCENT DEAR EDITOR, The slaughter of innocent men, women and children by the Israeli military deserves the full condemnation of the international community. The fact that such slaughter took place recently in a building which belonged to the United Nations speaks to the total disregard by Israel of international norms and protocols. What is even more depressing is the fact that the authorities in Israel were repeatedly informed of the fact that civilians were seeking shelter in the building, but this appeared to be of little or no consequence to the Israeli military who were bent in their predetermined actions. This is not the first such attack on UN buildings, but this bombing in the still hours of the night was cowardly and barbaric. The actions were rightly condemned by both the United Nations and the United States administration as indeed peace-loving people and organizations throughout the world. Both the PPP and the PPP/C administration are on record as having condemned the

military strikes in Gaza and calling for an immediate halt. The CIOG and the Guyana Islamic Trust and other civil organizations in Guyana have also voiced their condemnation of the Israeli actions. There can be no justification for the actions of the Israeli military in the wanton and indiscriminate bombings which have claimed the lives of over one thousand Palestinians, the

vast majority of whom were civilians whose only ‘crime’ was being at the wrong place at the wrong time. There seems to be no safe haven as far as Palestinians are concerned, not even United Nations buildings. This is a slap in the face of both the United States and the United Nations, who continue to use a kid glove approach in dealing with the atrocities of the Israeli authorities. There is need for a more

robust and no-nonsense approach by the international community in dealing with Israel, which continues to use disproportionate force against the Palestinian people. The time is long overdue for a permanent and lasting solution to the Palestinian issue which must take into account the legitimate concerns of the Palestinian people for a land that they could truly call their home. Dreadful services and conditions at N/A Hospital DEAR EDITOR, I am thankful for the opportunity to vent my frustration about the slothfulness in the services offered by the New Amsterdam Hospital. Recently I visited the hospital while accompanying my younger brother to receive treatment for a persistent fever and cough. To my dismay, there was one nurse manning the entire Accident and Emergency Unit - please note that this nurse had to register, administer injections, sponge bath, check temperature, etc. to patients. Also, the doctors present were busy having lengthy conversations by themselves with patients in front of them crying out for pain. At the said time, there was only one porter working along with one wheelchair.

The washroom facilities are, I should say, out of order. This has caused me to ask these questions: where is the money budgeted under the line item-maintenance of infrastructure? Is there at any time a noticeable supervising officer at the hospital on the weekends? Where are all the nurses that have been trained using taxpayers’ money? Is the Hospital receiving enough disinfectants and cleaning agents to make it a citizen/patient-friendly environment? Where are all the Cuban-trained doctors? I am kindly asking the relevant authorities to look into this matter. I hope that the next time I visit the New Amsterdam Hospital there will be an improvement in the services offered as well as the sanitary conditions. Concerned Citizen

The PNCR is a divided ‘Opportunistic policing’ offered by crazy road signs in Berbice and weak party DEAR EDITOR, The bitter and angry outcries that rang out at the PNC Congress last weekend have driven the final nail into the party’s chances of defeating the PPP and forming the next government. The PNCR under the leadership of David Granger has blown it. Charges of rigging elections at the Party Congress are not new. It has happened many times before, but it appears that the current top brass of the PNCR leadership have not learnt anything. The statement that there was no padding of the delegates’ list, rigging of elections or the party is not divided, is not only arrogant, but shows that the leaders are in serious denial. Tr u e o r f a l s e , t h e perception that the elections have been rigged has sunk into the minds of the people and become reality. It also shows that skills are seriously lacking to lead a political organization that depends mostly on volunteers and not military commands. While some diehard PNCR supporters believe that it will take months to repair the damage done at the recently concluded Congress, we beg to differ. Such damage is irreparable, because in terms of rigging elections, the PNCR has always been a suspect, and almost everyone knows it. The PNCR has lost a golden opportunity to allow democracy to flourish throughout its machinery and thus bolster its image. Moreover, this was Mr.

Granger’s last chance to preside over an unblemished Congress and he has failed miserably. Not only that the PNCR needs new leadership but it needs dynamic youthful leaders with the ability to take the fight to the PPP. What is wrong with the PNCR leaders? When will they stop the rigging of elections at the Party’s Congress? Where is the unity in the party? Why are the leaders of the PNCR trying to get rid of the young, vivacious and spirited Vanessa Kissoon and others? How can Mr. Granger preach national unity to the country when his own party is deeply divided? Will the people trust him? It is time for the leaders of the PNCR to face reality and acknowledge that it is a party dominated by senior citizens who are not in touch with the people, especially the youths. Mr. Aubrey Norton’s bid for the Leadership of the PNCR was forcefully rejected by the party hierarchy, backed by a flawed election process with the intent to safeguard the leadership of Mr. Granger. Why are those who claim to believe in democracy afraid to contest free and fair elections? Why do they continue to support the rigging of elections? The PNC, with a history of elections that were never considered as free and fair by the majority of the people, save and except for the 1964 and 1992 elections, should have been extremely sensitive of this stain on the party’s image. Is it worth destroying the image of the

THE SITUATION...

From page 4 this strange situation where an unqualified and untrained individual was imposed on the largest municipality in Guyana. This can be done without delay and there can be no excuse for not operationalising this Service Commission. Its absence is a breach of our constitution and the demeaning of democracy. Also, Government must stop it vacillation and set in motion the processes for

local government elections, those elections were not held since 1994. Georgetown is the capital of the republic and the awkward events and disconnection from the norms are affecting citizens at every level. It is therefore necessary for us to begin a process to analyze the negative events unfolding in our city and to chart the way forward for this beloved Capital of ours. Hamilton Green Mayor of Georgetown

party over a leadership race? F u r t h e r, t h e P N C Congresses since the death of Desmond Hoyte have always had a major question mark over their transparency in the compilation of the delegates’ list. None other than Vincent Alexander, the late Winston Murray and Carl Greenidge highlighted this issue based on their real experiences. Yet at the recent concluded Congress, there were credible allegations from several key members of the party that bona fide and eligible delegates from Linden were excluded, where challenger Aubrey Norton has his electoral strength. Why this fear of democracy? After the splashing of this moral shame all over the press, how can Mr. Granger stand tall and expect the PPP bullies to listen to and respect him. The allegations of padding the delegates’ list or the rigging of elections are very serious and have divided and weakened the PNCR to the point where some of its prospective supporters have bolted. The PNCR has failed the people, ostracized the faithful from Linden with their vindictive leadership style, disengaged youth, and has now ensured the PPP five more years in power. Finally, we are telling Mr. Granger that the vast majority of Guyanese are not likely to follow orders from rookie politicians. They are more willing to follow sound, rational and experienced political leaders like Moses Nagamootoo, Carl Greenidge, Joe Harmon and Khemraj Ramjattan because they present a vision for Guyana and they are committed to the people. They put the country first, empathize with the plight of the poor and the working class, and are steadfast in their quest to be their humble servants. They do not mouth-off phrases like “one nation” and “national unity” and not mean one syllable of the phrases. Time is up for David Granger, Oscar Clarke and others. Asquith Rose and Harish Singh

DEAR EDITOR, Among others, I have been writing about the crazy, nonsensical and misleading road signs in Berbice with the hope that the responsible authorities will take the necessary corrective actions. Unfortunately, to date there has been no noticeable action, except that the traffic policemen and policewomen have apparently become more zealous in extracting fines from the hapless drivers. One of the latest hunting grounds for the traffic police in Berbice is the stretch of road between New Amsterdam and Palmyra, where they surreptitiously pounce upon motorists who supposedly exceed 50 km per hour. In this regard, can the Tr a ff i c C h i e f p l e a s e enlighten the public which one of the two signs erected just six (6) feet apart at the ‘West to East’ entrance to

Palmyra Village must be observed? The first speed sign indicating “50 km per hour” is at the bottom, left-hand corner of the large Pepsi Cola signboard announcing entrance into Palmyra Village. The second speed sign, erected a mere 6-ft jump away on a typical official-style speed sign clearly reads: “80 km per hour”. These two signs present an obvious dilemma for the drivers who, it would appear, disregard the lower limit indicated on the first

Pepsi signboard in favour, obviously, of the upper limit allowed in the second Government signboard. Under normal circumstances one might ignore the craziness described above; however, our over-zealous traffic police insist on motorists observing the lower speed limit written on the Pepsi sign while ignoring the upper limit printed on the government sign is, I believe, more than a sign of ‘opportunistic’ policing. Obama says that after 9/11, ‘we tortured some folks’ (Reuters) - President Barack Obama said yesterday the CIA “tortured some folks” after the Sept. 11, 2001, attacks, and that the White House had handed over to Congress a report about an investigation into “enhanced interrogation techniques.” “We did a whole lot of things that were right, but we tortured some folks. We did some things that were contrary to our values,” Obama told a White House news conference. Obama’s comment was a reaffirmation of his decision to ban the use of interrogation techniques such as waterboarding shortly after he took office in January 2009. The administration of President George W. Bush, Obama’s predecessor, authorized the

use of harsh questioning techniques of militant detainees in the wake of the 9/11 attacks after deciding they did not amount to torture. Obama told reporters the techniques were used because the United States was afraid more attacks were imminent. “It’s important for us not to feel too sanctimonious in retrospect about the tough job that those folks had,” he said. “A lot of those folks were working hard under enormous pressure and are real patriots.” Obama also said he had full confidence in CIA Director John Brennan despite a revelation the agency spied on a U.S. Senate committee investigating its interrogation techniques.

Doubts surface about India’s Modi after trade deal scuppered (Reuters) - India’s Prime Minister Narendra Modi came to office with a reputation as a business-friendly leader ready to open up one of the world’s biggest markets and sweep away the remnants of the country’s socialist past. Now potential investors, some of them foreign firms hoping to exploit new opportunities in India’s vast consumer market, are scratching their heads after Modi’s party walked away from a major deal to reform customs rules and make global trade easier. India shocked trade officials by rejecting the agreement at the 160-member World Trade Organization, one of the group’s biggest initiatives since it was set up 19 years ago. New Delhi has since said it did not believe the pact was dead, but insisted that, alongside the so-called trade facilitation agreement, the WTO must find a deal allowing India to subsidise and stockpile food in order to protect the poor. U.S. Secretary of State John Kerry, visiting New Delhi for an annual strategic dialogue between the world’s largest democracies, told Modi yesterday that by blocking the trade pact, he was sending negative signals. “The failure to sign the (WTO) agreement undermined the very image Modi is trying to send about India,” a U.S. State Department official quoted Kerry as telling the 63-yearold in a meeting otherwise described as “strong and positive.” It was a rare veto from India, a country that has long espoused the cause of global trade reform, and was one that observers said could be wielded more often as the Modi administration sticks to

its nationalist roots. Whether in foreign affairs or trade, Modi will pursue an “India-first policy” in a way Congress governments that ruled for most of India’s independence did not, senior members of his party said, apparently unfazed by global criticism. “We will not compromise on national interest,” said Jayant Sinha, a lawmaker from the ruling Bharatiya Janata Party (BJP). “That is the way (a previous BJP-led) government operated between 1998 and 2004 and this is how this government will operate,” he told Reuters. The BJP has described that period as “Shining India”, when it carried out nuclear tests and declared the country a nuclear-armed state, in the face of international condemnation. By twinning a trade deal with food security, the BJP may also have an eye on India’s vast rural community

comprising more than twothirds of the country’s 1.2 billion people, among whom the support system is generally popular. Coming from Modi, who fashioned himself more as a chief executive during the election campaign than a politician, the WTO rejection was a second jolt for investors in less than a month after a federal budget that left many of them cold. Instead of unleashing a second generation of market reforms and slashing welfare spending that his economic advisers had trained their guns on during the campaign, Modi’s first budget carried piecemeal measures on liberalisation in the insurance and defence sectors.

WHAT IS THE INTEREST IN TAKING PHOTOGRAPHS OF KAIETEUR NEWS? I trust that President Ramotar will investigate the reports that a governmentowned vehicle assigned to a Minister in his Cabinet was undertaking suspicious actions outside of Kaieteur News. This matter has security implications for the staff of Kaieteur News. It has implications for press freedom since there may be the possibility of the media being placed under surveillance. And thirdly it has possible implications concerning the use of government property. From the video footage, the vehicle assigned to the Minister was seen slowing down and even stopping outside of the building that houses the head office of Kaieteur News. It is believed that either photographs and/ or video footage of the building were being shot. While there is no law

against taking such footage, one has to question just why would anyone want to take footage of such a facility? What is the reason? The headquarters of Kaieteur News is not an esthetically beautiful building. It is not the sort of building that anyone would wish to depict on a postcard. It is not considered as one of the more beautiful or imposing structures in Guyana. Those who wish to accumulate an album about beautiful building in Guyana would be better advised to go to Pradoville 2. They have some lovely buildings there. There are also beautiful wooden structures in downtown Georgetown. And there are hundreds more imposing and attractive buildings than Kaieteur News. So why would anyone in a darkly-tinted vehicle be seen snapping footage of Kaieteur News?

And why is a vehicle assigned to a minister of the government being used for this purpose? Why? And who were the occupants of that vehicle? The staff of Kaieteur News has reason to be concerned by the suspicious movement of any vehicle outside of its offices. Indeed given what happened many years ago at this newspaper’s printing press location, it is understandable why the staff would indeed be worried about persons taking photographs or footage of a building that is as ordinary as any other building in the country. They are justifiably worried and so too should all Guyanese. A matter such as this deserves some explanation from the government. The occupant in the vehicle could not be undertaking an investigation. The Ministry under which the vehicle falls

is not an investigating ministry. It is concerned with defending civil cases for the government and offering the advice to the government. So it cannot be undertaking any surveillance or secretive investigation. So just what then was the purpose of this vehicle suspiciously circling Kaieteur News? And does this constitute an abuse of government property? The President should investigate this matter. He should demand to know just who were in the vehicle, the person or persons that would have authorized the use of vehicle, and just what they were doing in that vehicle. There are two broader issues, as mentioned before, that are involved. The first of these is whether or not the media is being placed under some special form of surveillance. This needs to be determined because if this is so it would represent a

A 30-year-old handyman was shot in the face at around 20.15 hrs yesterday while fighting with a robber who had attacked him in ‘C’ Field,

Sophia. Anderson Garrett, of Spurwing Drive, South Ruimveldt, was reportedly heading to ‘D’ Field, Sophia,

to visit his mother, when a man walked up to him and demanded he hand over his valuables. However, Garrett decided to put up a fight and was shot in the right side of his face. The robber reportedly fled empty-handed, while police ranks took the wounded man to the Georgetown Public Hospital Corporation. He is said to be in stable condition. Despite increased patrols, Sophia remains a haven for robbers.

Last month, a 42-year-old driver was shot in the left shoulder and relieved of his valuables in ‘D’ Field, Sophia. Alim Mohamed, of Lot 521 ‘D’ Field, Sophia, East Coast Demerara, was walking home when a man on a bicycle rode up and demanded that he hand over all that he had. Believing that the gun was not loaded, Mohamed said he refused and attempted to fight with his attacker, who then shot him. The robber fled with the victim’s cash and a cell phone.

retrograde step in our country and for the presidency of Donald Ramotar. There are enough serious issues about press freedom in Guyana for these to be complicated by the possibility that the media may be under monitoring by the government. The President needs to assure the media in Guyana that this is not so. The second issue concerns the use of government property. The President needs to ensure that government property is not abused. Government property should not on any occasion be used to pursue personal agendas or for any other unauthorized purposes. It would be of great assurance to the people of Guyana if the President can confirm that this was not the case in relation to that vehicle that was seen moving suspiciously outside of the head office of Kaieteur News.

What are we to make of this incident with the taking of photographs by a vehicle assigned to a Minister? It is for the President to let us know. And while he is at it, perhaps some member of parliament can ask for a list of all the state-owned vehicles assigned to Ministers. I fail to see how any minister should have the use of more than one state-owned vehicle. No minister can be at two places at the same time and therefore, for every minister there should only ideally be one vehicle assigned. If a minister has in his or her possession two or more vehicles then those vehicles except one, should be owned by that minister.

More to be done to tackle NCDs – PAHO Representative

PAHO Representative, Dr. Williams Adu Krow, speaks about the challenges of NCDs. The threat of NonCommunicable Diseases (NCDs) has long been recognised as a challenge to not only the local health sector but to those across the globe as well. Moreover, fervent measures have been implemented to tackle this health challenge which has been claiming the lives of many. As part of a global move to combat the health challenge, Governments of the world, in 2011, gathered at the United Nations General Assembly in New York to plot the way forward with regard to combating the threat of NCDs. Moreover, the countries represented, including Guyana, all signed unto an agreement which specified that “we are going to do something about NCDs.” This agreement, according to Pan American Health Organisation’s (PAHO), Dr. William Adu Krow, also detailed that the countries signing the agreement would, in 2014, announce to the world what measures each had taken to address NCDs. “...The last time I checked we are in 2014 but we haven’t done much,”

said Dr. Adu Krow, who however, noted that “some things have been done but we have a very long way to go.” Among the NCDs threat, according to him, are: cardiovascular diseases including diabetes, cancers, and chronic lung diseases; the risk factors associated with tobacco use, harmful use of alcohol, unhealthy diet and physical inactivity. The threat, he noted, can also extend to Mental Health, Gender-Based Violence, Disability and Rehabilitation and even Road Safety. Alluding specifically to the four risk factors, Dr. Adu Krow emphasised that persons must recognise that the impact of these are in fact modifiable since they can be curbed. But while the need to address the abuse of alcohol and use of tobacco have been gaining increased attention the world over, the PAHO Representative pointed out that the importance of a healthy diet cannot be understated. And addressing this, he noted, can start simply by persons carefully monitoring both their salt and sugar

intake. “The salt that Guyanese take on average is two times what the body needs. Why are we taking so much salt?” questioned Dr. Adu Krow, as he lamented over the fact that “it is said that Guyanese take all the sugar that is made for the

country and it constitutes about 47 per cent...I think that we should do something about it.” In turning his attention to physical inactivity, the PAHO Representative noted that from all indications, far too many people in Guyana are embracing sedentary lifestyles. Chief Medical Officer, Dr. Shamdeo Persaud, had told this publication that as part of local efforts to combat NCDs, Government through the Ministry of Health is well on its way to implementing an “health in all policies” strategy. This tactic, according to him, is intended to be a national approach to addressing the challenge. He pointed out too, that although the availability to health care is a human right, it is not merely about delivering medical care, although it forms a great part of the function of health care workers. According to Dr. Persaud,

there is currently keen movement towards universal access to all health care services that can be available at reasonable cost to the population. In this regard, he disclosed that the Ministry of Health has chosen the platform of primary health care to achieve this objective. However, although some of the common measures in the Ministry’s strategy are in fact directed towards treating potential health complications, a lot of them are however geared towards prevention. “I think that an important point that we should now underscore as we move forward, is that we don’t neglect to recognise that prevention is very important, even for people who have diseases.” With prevention in focus, he amplified that persons can be educated with a view to ensuring that they adopt practices that can help save

their lives. As such, Dr. Persaud emphasised that capacity building, training, as well as resourcing and tooling strategic services are critical measures. Moreover, he highlighted that over the past 10 years there has been rapid developments at health facilities across the country. “We have a brand new hospital at Lethem, one at Linden, another one at Mabaruma (where) surgeries are done. We need to probably utilise them more adequately,” Dr. Persaud observed, as he noted that the local health sector will continue to make strides to improve the service delivered which will cater to combating NCDs. According to the World Health Organisation, NCDs are known to kill more than 36 million people annually, with nearly 80 per cent of these deaths occurring in low and middle income countries.

As PNCR remains divided…

Granger holds on to ‘One Nation’ dream The People’s National Congress Reform (PNC/R)’s recently concluded 18th Biennial Congress ended in chaos and resulted in a major division within the Party. However, the Party Leader, David Granger, who was reelected, told Kaieteur News that despite the divisions within the party, he remains focused on the “One Nation” dream. Granger had proposed the ‘One Nation’ approach as a solution to Guyana’s “crisis.” He said that this could be the main mean of combining the talents of a wider constituency and of creating the conditions for social cooperation and economic progress. The politician noted that

the three-fold purpose of such a project would be to reach a consensus on the goals of national development, to establish a sustainable institutional architecture and to create effective policy instruments for the achievement of the common objectives. According to the leader, “Our resilient and resourceful people and communities are eager to play their part in rebuilding our country as One Nation.” Granger told those who gathered at the opening ceremony of the Congress, “Come with me; let us fight the PPP (People’s Progressive Party) not one another. Let us keep the pressure

up to push the PPP out of office, elect a government of national unity and give the Guyanese people the good life that they deserve. In a subsequent interview with Kaieteur News, Granger said that attainment of a one Nation reality is more than a dream of his. He said that it is a mission of the PNCR in close collaboration with the sister coalition—A Partnership for National Unity (APNU). He said that he is convinced that the solidarity of the party is very strong, “strong enough to achieve this mission”. Granger said this as he dismissed charges that the Congress was unsuccessful. The Leader told Kaieteur News that he has found it to

Leader of the PNCR, David Granger be quite the opposite. Asked if he has intentions to bring back veteran party soldiers to complete the mission, Granger said that the Party has mechanisms to do so. He added that he will always welcome long-serving members to join the mission. However, Granger said that he does not necessarily plan to reach out or invite them back. He however said, “I am not in the business of excluding anyone.” Pointed to the allegations of the “flawed” elections process and asked if he is willing to resign, Granger said no. He said that the majority of Party members are happy with the way things are going and the fact that “we have been able to attract nontraditional supporters shows that we are indeed doing something right. We will make Guyana one nation.”

By Rehanna Ramsay Yesterday‘s festival marked yet another successful year for Emancipation celebrations in Guyana. Hundreds gathered at the National Park to participate in various aspects of African Culture. Patrons assembled on the tarmac and in the stands to view the cultural show and parade hosted by the African Cultural Development Association, (ADCA). Among those in attendance were President Donald Ramotar, Prime Minister Samuel Hinds, and Leader of the main opposition party A Partnership for National Unity (APNU) Brigadier David Granger. Distinguished guests also included the Mexican Ambassador to Guyana, Francisco Olguin Uribe, United Nations Children’s Fund (UNICEF) representative to Guyana and Suriname, Marianne Flach

inspiration, since young Guyanese have an opportunity to learn more about their history. “Emancipation Day is about every Guyanese because African heritage is part of Guyana’s history. What it represents brings young people together to reconnect with their culture … I believe that emancipation is about reconnecting and reclaiming our culture and identity as a people.” ACDA’s Executive Director, Eric Phillips, said that the celebrations provide an opportunity for locals to participate and learn about the diversity of African cultures around the globe. Phillips said that involvement of young people were integral to the success of the programme. “Much like Guyanese culture, African culture is quite diverse. We had a mixture of performances. We had a lot of young people

performing songs, dance and in the drumming parade. We had a work session with drummers and dancers from Angola, where the youth groups learned new dance routines and therefore it was an altogether learning experience for them.” The celebrations featured, Batotu Yetu , a dance group from Congo ,Angola. Musical entertainment was provided by the Nazarene Worship Center Steel Orchestra from Trinidad, the “KOWR ATI” delegation of dancers from Suriname. Renowned Ventriloquist, Megan Piphus , who hails from the United States also wowed those in attendance. The crowd, particularly the children, enjoyed Piphus’s puppet show. The former Miss Tennessee said that she was thrilled to be performing in Guyana. “This is my first time here and I’m enjoying it because I get a

taste of Guyanese culture and African culture as well. It is a wonderful festival experience altogether.” The America’s Got Talent finalist also sang a few songs for the audience. Her performance of popular love songs got the crowd singing as well. However, the highlight of the act appeared to be the puppet show since the audience swarmed the tarmac to get a closer look. Another highlight of the event was the energetic showcase of the Angolan dance troupe. The group which consists of young dancers gyrated across the stage in their exotic costumes. Choreographer, Julio Leitao noted that this experience in Guyana was quite hospitable. “We have been performing all over the world and we were glad to share our culture with Guyana and learn more about African culture from your people.”

and other members of the diplomatic community. President Ramotar said that the occasion is for Guyanese to reflect on their past and embrace the future. “As we celebrate our 176th anniversary of the abolition of slavery, let us continue to take inspiration from our ancestors who sacrificed and united in their struggle for freedom. We must continue to work together towards greater achievements as a united people.” Granger noted that Emancipation Day is not only about Africans but is a day of celebrating the birth of Guyana. “We live in a diverse society and to see different ethnic groups coming out to observe and partake in the festivities is what Emancipation is all about.” Meanwhile, Cultural Activist Dr. David Hinds said that the event has been an

ANIL Roberts FORCED TO QUIT

Eastern Caribbean prepared for any Ebola virus ‘eventuality’

...but maintains he did ‘absolutely no wrong’ Trinidad Express - In the midst of a raging controversy over the LifeSport programme, another Cabinet minister has been removed from the People’s Partnership Cabinet. Prime Minister Kamla Persad-Bissessar said Thursday she had accepted the resignation of Minister of Sport Anil Roberts. And she has advised acting President Timothy Hamel-Smith to revoke Roberts’ appointment with immediate effect. Minister of Science and Technology Dr Rupert Griffith has been assigned the responsibility for the Sport Ministry in addition to his present duties, she said. Persad-Bissessar made the statement at the postCabinet media conference, held on the 18th floor of the San Fernando Teaching Hospital, Chancery Lane, San Fernando. Persad-Bissessar said, “I continue to be disillusioned, disappointed and distressed by the level of deception and dishonesty associated with the well intentioned LifeSport programme. The background is well known. At the hint of corrupt practices I immediately ordered that the initiative be switched to the

Ministry of National Security and instructed an independent audit be conducted.” Persad-Bissessar said following the findings of the audit she instructed that the report be sent to the acting Commissioner of Police, the Integrity Commission, the Head of the Public of the Service and the Director of Public Prosecutions for consideration. “But even as we await the finding of these independent institutions on the matter, the usual duties of the Minister of Sport are being burdened with the mounting controversy and questions surrounding the LifeSport programme,” she said. Persad-Bissessar said she demonstrated patient allowance for all sides of the story to be heard through an independent audit. “I have given careful consideration to the rapidly emerging issues and have resisted quick judgment and rash decision. The election of this government has changed the political landscape. The expectation of the public that something will be done when wrongs are committed in public office are now the

Page 25

Anil Roberts hallmarks of good governance,” she said. Two weeks ago, Roberts said he would resign from the People’s Partnership Government if an audit into the controversial Life Sport programme showed that his ministry was funding terrorists, criminal gangs, a militia and a sprawling palace. The LifeSport programme, which was founded by Roberts to keep young men off the streets and away from crime, came under scrutiny following an exclusive Express report that the Carapo-based Jamaat-alMuslimeen was controlling a large share of the Sport Ministry’s $113 million allocation for the programme. Persad-Bissessar last week terminated the controversial programme after tabling the “Report of the Central Audit Committee on the Comprehensive Audit of the Payment System of the LifeSport Programme” in Parliament.

CASTRIES, St. Lucia CMC - St Lucia’s national Epidemiologist, Nahum Jn Baptiste, is confident that the Eastern Caribbean sub-region is prepared for any eventuality in connection with the Ebola virus. Jn Baptiste told reporters that St Lucia and the other islands have trusted surveillance systems with which to track some of the main symptoms of viral diseases including dengue fever and chikungunya. He also disclosed that the island is working with agencies such as the World Health Organisation (WHO) the Pan American Health Organisation (PAHO) and the

Nahum Jn Baptiste Caribbean Public Health Agency. “We feel fairly confident that should we get a case of

the ebola virus in this part of the region, we will be prepared in terms of response and best practices, which is not to say that we are not concerned,” Jn Baptiste said. He noted that just this week local officials were in touch with the Trinidad based Caribbean Public Health Agency to obtain the agency’s specific advice with respect to responding to the ebola virus. According to the WHO, the Ebola virus (formerly known as Ebola haemorrhagic fever) is a severe, often fatal illness, with a case fatality rate of up to 90 per cent. There is no known treatment for the disease.

Bertha moves north of Barbados, takes aim at Martinique, Dominica BRIDGETOWN, Barbados - CMC – Tropical Storm Bertha was moving towards Barbados yesterday as several Caribbean countries issued tropical storm warnings and watches. Barbados residents breathed a sigh of relief yesterday morning as Tropical Storm Berth continued to move steadily northwards. Its projected path now puts the islands of Martinique and Dominica squarely in its sights. The government of Barbados has discontinued all watches and warnings associated with Bertha. Given the size of the storm the NHC estimates current rainfall amounts of “one to three inches with isolated amounts up to six inches across portions of the Leeward Islands.” The NHC said that a tropical storm

warning remains in effect for St. Lucia, Dominica, Martinique, Puerto Rico, Vieques, Culebra, United States Virgin Islands and the British Virgin Islands. It added a tropical storm watch is in effect for the eastern Dominican Republic. The NHC said Tropical Storm Bertha is packing maximum sustained winds of 45 mph with high gusts and that “no significant change in strength is forecast during the next 48 hours”. Bertha is the second names storm of the 2014 Atlantic Hurricane Season. LIAT also issued an advisory reporting that due to the impending passage of Tropical Storm Bertha, forced to cancel certain flights into and out of Dominica and St. Lucia yesterday.

Attorneys to challenge Bahamas denies stateless people Government on new laws from Haiti residing in the country Jamaica Gleaner - The Jamaican Bar Association has said it will, at the start of the next court session in September, bring a constitutional challenge against legislation passed by the Upper House on Wednesday subjecting attorneys-at-law to report suspicious transactions of their clients under the Proceeds of Crime Act (POCA). Declaring that the legislation “tramples on the independence of attorneys”, Donovan Walker, president of the Jamaican Bar Association, said this move is in breach of the Charter of Rights. “We have retained counsel and we are in the process of drafting the necessary documents to take the matter before the Supreme Court. Our intention is to challenge … the application of this law to attorneys as it impacts on the independence of attorneys and the rights of the citizens to independent attorneys-at-law,” Walker told The Gleaner/ Power 106 News Centre. The Senate approved five orders under the Financial Investigations Division Act and POCA Act, which will now make it mandatory for attorneys-at-law and public accountants to report suspicious transactions of their clients. Real-estate dealers, casino operators and gaming-machine operators are also captured in terms of reporting requirements under the amended laws.

Walker said the association has already expressed its concerns to National Security Minister Peter Bunting, under whose purview the legislation falls. “What this law is saying is that in certain instances, I have a duty to take your confidences and share it. What that means is that you may then not feel confident in telling me everything that you need to tell me for me to either raise a proper defence or to advise you properly,” he reasoned. But while the association is resisting the move by lawmakers, attorney-at-law Kent Gammon said he had no problem with the amended statutes. Speaking on Power 106 FM’s ‘Cliff Hughes On-Line’ yesterday, he said it is no secret that some lawyers “are used as tools in money laundering, and if we are trying to rid our country of money laundering and the kind of criminal enterprise that springs up, I have no problem [with] the amendments to the act”. Gammon contended that attorneys should report suspicious transactions, noting that he did not have a difficulty with the new requirements under law. However, top-flight attorney-at-law K. Churchill Neita said the statute would affect lawyers. “I consider the relationship between a client and his lawyer to be sacrosanct, and we have to be careful how we invade that.”

NASSAU, Bahamas CMC – The Bahamas government has denied reports that there are stateless people of Haitian descent in the country. Foreign Affairs and Immigration Minister Fred Mitchell said the Perry Christie government was aware of media reports attributed to the Haitian President Michel Martelly on the matter. Martelly paid a one-day visit to the Bahamas earlier this week where he signed a number of bilateral agreements with Nassau. “As The Bahamas government understands the law of Haiti, the child of a Haitian born anywhere is Haitian at birth. This would mean therefore that the children of Haitian parents born in The Bahamas are not stateless and our law requires those persons to obtain a Haitian passport and a residence permit since at birth they are not Bahamian,” Mitchell said in a statement.

“We have indicated to the Haitian authorities here, however, that if they are aware of any cases of statelessness of people of Haitian descent, then The Bahamas will fulfil its legal obligations in international law and in the law of The Bahamas to regularize their status.”

But Mitchell said “to date, no application has been advanced by or on behalf of anyone of Haitian descent who is stateless”. On September 23, last year, the Constitutional Court in the Dominican Republic ruled in favour of stripping citizenship from children of Haitian migrants.

Hoping for UWI grants Barbados Nation - There was a sense of quiet optimism among undergraduates as they trekked to the Ministry of Education earlier this week to collect application forms as a first step in being considered for a grant to offset tuition fees for studies at the University of the West Indies. To be considered for the bursaries, applications must include a completed form, a certified birth or citizen certificate, a salary slip, where applicable, retrenchment letter and information on any loan

or financial assistance to assist in the payment of the UWI tuition fee. Raheem Jones, a 21-yearold who is pursuing mathematics and chemistry, is hoping that things will turn out in his favour. “I feel good at an opportunity to get a bursary,” said 18-year-old computer science student Dominic Thompson. “Paying the fees on my own is kind of difficult and I am glad the Government could provide some assistance.”

Gaza truce over, Israel soldier captured, 70 dead in Rafah shelling

A Palestinian family ride a motorcycle as they flee their house in Khan Younis in the southern Gaza Strip yesterday. Credit: REUTERS/Ibraheem Abu Mustafa (Reuters) - Israel declared a Gaza ceasefire over yesterday, saying Hamas militants breached the truce soon after it took effect and apparently captured an Israeli officer while killing two other soldiers. Renewed Israeli shelling killed more than 70 Palestinians and wounded some 220, hospital officials said. Prime Minister Benjamin Netanyahu called his security cabinet into special session and publicly warned Hamas and other militant groups they would “bear the consequences of their actions”. The 72-hour break announced by U.S. Secretary of State John Kerry and U.N. Secretary-General Ban Kimoon was the most ambitious attempt so far to end more than three weeks of fighting, driven by mounting international alarm over a rising Palestinian civilian death toll. U.S. President Barack Obama called for the Israeli soldier ’s unconditional release and said that after the day’s events it would be tough to reinstate a truce. “I think it’s going to be

very hard to put a ceasefire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a ceasefire commitment,” he told a news conference. Obama said he has been in constant contact with Netanyahu about the situation, and added that more needs to be done to protect Palestinian civilians. Kerry said he had asked Qatar, which is close to Hamas, and Turkey to help free the soldier. Hamas, the Islamist group dominant in Gaza, has neither confirmed nor denied holding him. “We have urged them, implored them, to use their influence to do whatever they can to get that soldier returned,” a senior State Department official told reporters travelling with Kerry. “Absent that, the risk of this continuing to escalate, leading to further loss of life, is very high.” Turkey’s foreign minister said his country would do its best to help, but that reinstating the truce should be the priority. Ban also condemned

Hamas’s reported violation of the ceasefire and demanded the release of the soldier. The ceasefire, which began at 8 a.m. (0500 GMT), had prompted Palestinian families to trek back to battledevastated neighbourhoods where rows of homes have been reduced to rubble. It was to be followed by Israeli-Palestinian negotiations in Cairo on a longer-term solution. A senior Egyptian Foreign Ministry official said the talks would still begin tomorrow, and that Cairo “expects the two sides to cease fire before the launch of negotiations”. The Israeli military said that 90 minutes into the truce, militants attacked soldiers searching for tunnels in the southern Gaza Strip used to infiltrate fighters into Israel. “Out of a tunnel access point or several, terrorists came out of the ground. At least one was a suicide terrorist who detonated himself. There was an exchange of fire,” said Lieutenant-Colonel Peter Lerner, a military spokesman. Two of the soldiers were killed. “The initial indication suggests that a soldier has been abducted by terrorists during the incident,” he told reporters. Mark Regev, a Netanyahu spokesman, said Hamas was responsible for the attack. Asked if the ceasefire was over, Lerner replied: “Yes. We are continuing our activities on the ground.” He said Israeli forces were mounting an “extensive effort” to locate the officer, SecondLieutenant Hadar Goldin, 23. Kerry said the international community “must now redouble its efforts to end the tunnel and rocket attacks by Hamas terrorists on Israel and the suffering and loss of civilian life”.

WICB launches kit design competition WICB Media - ST JOHN’S, Antigua – Professional and amateur designers across the Caribbean are being given the historic opportunity to design the West Indies team One Day International and Twenty20 playing kit. The West Indies Cricket Board today announced the launch of a competition for the design of playing kit for the West Indies Men’s and Women’s teams for the 2015 international cricket season. The winner in each of the three categories will receive HP tablets and desktop computers along with all expenses paid trips to a West Indies international match in the Caribbean among other prizes. The WICB is seeking three designs: 1. West Indies Men’s Twenty20 Team 2.West Indies Men’s One Day International Team 3. West Indies Women’s Team Designers can submit in any one of the categories or all if they are so desirous. “The West Indies limited overs playing kit is iconic and one of the most recognizable and loved in the cricket world. This competition presents a unique opportunity to designers in the Caribbean to compete and possibly have their design be worn by the West Indies Men’s and Women’s teams and showcased around the world on live international television coverage,” WICB Marketing and Communications Manager

Imran Khan said. “This is in addition to the prestige which will come with having been the first independent designer to design the West Indies team kit by way of an open competition,” Khan added. “The winning designs could be worn by all the superstar West Indies players and we are looking forward to a hugely competitive process and a plethora of designs from seasoned and aspiring designers alike,” Khan explained. The West Indies’ iconic maroon playing kit stands out in the cricketing world but the WICB has not made it a requirement that the designs be maroon and is giving designers creative license to submit designs which they believe best encapsulate the energy, effervescence and vibe that is West Indies limited overs cricket. The WICB will appoint a diverse judging panel to select the winning designs. The panel will include players and prominent personalities in the Caribbean fashion and entertainment industries. The judging panel will be revealed at a later date. The competition is open to all designers of all ages who are citizen of or resident in any WICB jurisdiction. The deadline for submission is August 29 and full details on how to enter and the terms and conditions for the competition are available at www.windiescricket.com/kitdesign

Keen competition among top teams... From page 33 leaving the final score at 11 – 8 for the Hikers. The Spartans faced the under-19 Mix for the first time ever with the two sharing the top spot in the junior division. The Spartans needed to make up a six-goal deficit on the under-19s to draw even at the start and began their goal tally in the fifth minute through a Dacia Woodroffe penalty corner.

Usain Bolt helps Jamaica... From page 31 allure of the fastest man in the world that even a Bolt rusty and out of practice draws a capacity crowd. As he walked out onto the top bend in black hooded top he drew a cheer that almost matched the reception given to Scotland’s Lynsey Sharp as she won 800m silver a few minutes earlier. A relay does not give Bolt quite the same stage for his usual clowning. But there was a little dance to the music played over the public address system and a fist-bump with the girl designated to carry his kit, the Hampden Park crowd seemingly delighted to have witnessed first-hand the greatest athlete of his era. He said: “I was never worried about the reception tonight. I am all about the fans and for me this was dream. I am happy. “We told each other just to get it [the baton] round and not to stress too much about this one.” England’s quartet of James Ellington, Harry Aikines-Aryeetey, Richard Kilty and Andy Robertson qualified in first place from the third and final heat, their 38.78 secs faster than the Jamaican quartet’s 38.99.

Aliyah Gordon was in form for the Spartans as she slammed home a hat-trick which was supported by singles from team leading scorer Marzana Fiedtkou and Alysa Xavier. Time would be the enemy of the Spartans however as they would only manage to draw even by the final buzzer leaving each team one [point each in their 7-7 draw. The GCC Tigers zero handicap seem to be too much for them to handle as they failed once again to secure their first win of the tournament. In last night’s clash against Saints (+6), the Tigers fought bravely and managed to score 7 goals before full time but Shemar Boston and Myron Phillips spoiled their

victory party with a goal each for Saints ending the match in their favour at 8-7. Tiger Ashley DeGroot remained the competition’s top scorer by adding five goals to her tally while Tiffany Solomon and Ulrica Sutherland added one each in their losing effort. The GCC Pitbulls managed to secure a surprise victory over the Hikers ladies making use of their three goal handicap at the start. The Hikers managed to close the gap with three goals of their own but could not catch the Pitbulls who remained one step ahead finishing at 6-5. Matches continue today and tomorrow with the finals slated to commence at 18:00hrs.

All set for Kennard James Anderson and Ravindra Jadeja not guilty of ICC breach Memorial Post emancipation Horse race meet tomorrow

England’s James Anderson and India’s Ravindra Jadeja have been found not guilty of breaching the International Cricket Council code of conduct. (GETTY IMAGES) BBC Sport - England’s James Anderson and India’s Ravindra Jadeja have been found not guilty of breaching the International Cricket Council code of conduct. Seamer Anderson, 32, was given a level three misconduct charge over claims he abused and pushed Jadeja during the first Test at Trent Bridge. All-rounder Jadeja, 25, was appealing against a fine imposed for his part in the incident last month. Anderson could have faced a maximum four-Test ban if found guilty. Both men were cleared soon after the conclusion of a six-hour hearing overseen via video conference by judicial commissioner Gordon Lewis, who is based in Australia. Lewis heard accounts from witnesses, including India and England

players, who were crossexamined by legal counsel. Anderson is now available to play in the fourth Test at his home ground Old Trafford, starting on 7 August, the final match at The Oval, and the five-match oneday series that follows. He took seven wickets in England’s series-levelling 266-run victory in the third Test at Southampton to move within 12 of equalling Sir Ian Botham’s England record of 383. “The decision is a huge boost,” England batsman Ian Bell told BBC Sport. “He was at his best in Southampton, he leads our attack and all the young players look up to him. “I hope he can take that form to his home ground. His experience of bowling there will be massive and give us some momentum.” Jadeja was originally fined 50% of his match fee when his

case was heard before the start of the third Test, with match referee David Boon downgrading the offence to a level one infringement. Lancashire bowler Anderson denied India’s claims over the altercation, which is said to have taken place as the teams left the field for lunch on day two at Nottingham. Anderson was also involved in a verbal altercation with India batsman Ajinkya Rahane at the end of the fourth day’s play in Southampton, before umpire Rod Tucker stepped in to tell both players to calm down. A clash with Michael Clarke during the Ashes series in November resulted in the Australia captain being fined 20% of his match fee for telling Anderson to expect a broken arm.

No Brazil ‘blacklist’ for new coach Dunga

Dunga (PHOTO: AFP)

BRASÍLIA, Brazil (AFP) New Brazil coach Dunga declared on Friday that competence is all that matters to him and added that there is no “blacklist” for players who underperformed at the World Cup. “Competence is all that matters when it comes to choosing a national team, not friendship or marketing,” said the former midfielder, who captained Brazil to World Cup glory in 1994 and then coached the Selecao at the 2010 finals. Dunga was brought back for a second spell at the helm as Brazil look to pick up the pieces following their traumatic World Cup campaign, which ended in a record-breaking 7-1 defeat to Germany in the semi-finals last month. That was followed by a comprehensive 3-0 defeat to

the Netherlands in the thirdplace play-off, and coach Luiz Felipe Scolari was not kept on after his contract expired. The manner in which Brazil bowed out of the tournament will have traumatised many of their players, but Dunga hinted that he will not now look to make sweeping changes straight away. “There is no blacklist after the World Cup. Football is like life, like work — competence is what counts,” he said. “The players are chosen not based on what we might think they are capable of doing, but on what they are achieving at the time.” A number of Scolari’s choices — including picking misfiring strikers Fred and Jo — were heavily criticised by

the Brazilian media during the World Cup. The Selecao will play a friendly on September 5 against Colombia before facing Ecuador three days later as they start preparations for next year’s Copa America in Chile. Dunga’s squad for the matches, which will be played in Miami and at New Jersey, will be announced on August 19. “We will have the chance to turn things around and show that what happened (at the World Cup) was a oneoff,” the new coach added. “Brazil has good players. They were criticised because they did not get the results that people hoped they would.”

Guyana beat French Guiana in IGG basketball showdown

- hunts first male title in seven years By Edison Jefford Guyana withstood severe pressure from French Guiana last night at the Cliff Anderson Sports Hall to bounce away with an impressive win that reeked of maturity and signaled an intention of winning the InterGuiana Games (IGG) male title they last won in 2007 at the same venue. Guyana overcame French Guiana 79-68 with Shaffeq Thomas literally lighting up the sometimes dark arena from ‘downtown’ with 17 points that included five three-point jumpers. Terron Welch had 14 points in a complete team effort. The Guyanese shot an amazing 42 percent from three-point range with Nathan Saul and Stanton Rose getting in on the pie for 33 points of their final score. Rose had eight points while Saul had nine points to support Guyana’s effort at reclaiming history. Saul drilled a crucial jumper from beyond the arc to put Guyana up 65-59 with 6:10 to play in the final quarter. Thomas then ignited

the small but vocal crowd at the venue with a huge three-point jumper after a crossover that freed him up. Thomas then continued his offensive leadership role with another threepoint jumper that placed his team in the seventies on course to beating the Cayenne team. Guyana led 16-15 after the first quarter before taking another 36-34 advantage at halftime. Under a serious offensive attack from French Guiana, with the pick-and-roll the centre of attack, Guyana managed to hold on to a 59-55 lead at the end of third quarter owed to its phenomenal shooting that kept them ahead. Yaan Monde had 21 points for French Guiana while Lookhan Zephirin-Henry scored 10 points to support the visitors. Dylan Aboulle and Brandon Thomas had nine points each also for French Guiana in the first male basketball contest of IGG 2014. Meanwhile, in the women’s basketball contest, French Guiana beat Suriname 62-41 with Catherina Desir scoring 17 points and Elyne Cretus 10 points for French Guiana. Janine Juart had 11 points for Suriname.

PL - Two of last season’s finalists will square off in a crucial encounter today in the Limacol Caribbean Premier League that could decide the fate of where both teams stand heading into St. Kitts for the final leg. Skipper of the Guyana Amazon Warriors team Denesh Ramdin commented; I am happy that my batting is paying dividends for the Amazon Warriors this season. Over the last 18 months I have done some work in the nets and I have improved my sharpness and execution of shots to enhance my performance so I am hoping it will continue for the Warriors and we can go all the way to the final again this time in St. Kitts. Former West Indies player and Coach Roger Harper, who is the Head Coach of the Guyana Amazon Warriors, spoke about the areas of improvement needed for his team. We have areas to improve on and that is in the field. I believe we can be sloppy at times so we need to get this sorted out as well as seeing that we bat deep into the innings. If these two areas can sync together with our bowling

attack, we will be more potent moving forward in the tournament. Jamaica Tallawahs Coach, Mickey Arthur has four wins under his belt in five matches this tournament and is satisfied with the progress saying; I have no complaints about my team. They are like a family of brothers they work hard together and I am truly proud of the progress they have made in the last three to four weeks. I am just going to keep challenging these players because I know we can get better. We have talented players on our team so we are striving for that perfect performance which I believe is coming soon. The former South Africa and Australia Coach also spoke about the rotation of strike explaining; Progressively we are facing less dot balls and I am pleased we are rotating the strike we have a unit of hard hitting players and that blend of going for the ones and twos can help us to get the better of opponents. We have two more home games and we would like to win them both. The match starts at 12:00 today and a very keen contest is anticipated.

Usain Bolt helps Jamaica reach Glasgow 2014 4x100m relay final BBC Sport - Superstar sprinter Usain Bolt anchored the Jamaican 100m relay squad into Saturday’s final despite a scare and insisted again that he was delighted to be in Glasgow. Bolt has been forced to deny reports that he made a disparaging remark about these Commonwealth Games, but his long-awaited appearance was almost ruined by injury rather than controversy. Jamaica’s lead-off man Kimmari Roach appeared to hurt his thigh midway through the first leg of their heat but managed to get the baton to second man Julian Forte before Nickel Ashmeade and then Bolt took the team home. Bolt admitted afterwards: “I looked round and thought something was wrong. “I was kind of worried but Kimmari got the baton round, and that is sign

of a true champion. My coach always taught us to run with pain.” O n We d n e s d a y t h e Times newspaper claimed that Bolt had described the Games in negative terms and on Thursday published a transcript of his exchange with their reporter. But Bolt told BBC Sport: “I can’t believe they actually said that. I would never use that word. I love competing and I am here because of the fans. “It’s wonderful, just like the London Olympics. The crowd is great. I have heard it throughout the championships and watched it on the television. “I am enjoying it. The people have been good to me and I would never say that. “Everything’s been good for me. It’s just the weather. It’s got cold. But I am happy to be here and I am enjoying what’s going on.

“I would never say that [the Games are rubbish]. When I come to the Games, I always look forward to it.” E v e n w i t h o u t performing Bolt has still managed to dominate the last week of these Commonwealths. An hour after landing he was being mobbed at a news conference in the city, fielding questions about the Gaza crisis and Scottish independence. Even before the headlines over his reported comments he has been a prisoner of his own room in the athletes’ village, sending a team-mate down to the canteen to bring him meals rather than risk being mobbed on his own. Neither has he enjoyed any sort of normality in his preparations. Injury means he only began training six weeks ago, but such is the (Continued on page 25)

stride a 2007 Yamaha R6 Road Bike that was hastily modified to race, reigning Guyana and Caribbean Superbike champion Stephen Vieira showed that he has lost none of his skills when he raced to first and second places during the opening leg of the Caribbean Motor Racing Championship (CMRC) last month, at Bushy Park Circuit in Barbados. Vieira when contacted by this newspaper to comment on his performance in Barbados said it was the fanswho inspired him to race in the first place and then their overwhelming support that gave him the confidence to perform the way he did. Vieira said he received the machine one day before race day and was contemplating whether or not to compete since he did not get the opportunity to attend the qualifying session and would have therefore had to start at the back of the grid. “I was in two minds whether or not to ride, but the encouragement from my fans

both at home and in Barbados gave me the drive to go out there and give it my all and the results speak for themselves,” Vieira said. In describing his performance, Vieira recounted he had to start at the back of the grid in the first race and worked his way up the field to finish second behind Guyana’s Nikhil Seereeram, but got the opportunity to reverse the positions in the second race to crown a solid performance. Vieira was thankful for the support offered by his main sponsor Sunburst and Rakesh Puri of Continental Agencies, who he said has stood behind him for many years, Team Manager Udoh Kanu and his team of mechanics that include Smellie and Ezzie. Vieira’s dominance was of such that he registered a new lap record for the Superbike category at Bushy Park which now stands at 1.05:418. He indicated that he is eagerly looking forward to competing in the rest of the Saeries and was confident that he will retain his title as the best in the Caribbean.

Weightlifter Chika Amalaha stripped of gold medal BBC Sport - Teenage Commonwealth Games weightlifter Chika Amalaha has been stripped of her gold medal after failing a drugs test. The Nigerian, 16, won gold with a combined total of 196kg in the women’s 53kg category. The Commonwealth Games Federation said Amalaha has been “disqualified” and her result “nullified” following her positive ‘B’ sample test. Amalaha was provisionally suspended from the Games after an ‘A’ sample was found to contain banned substances. The samples contained amiloride and hydrochlorothiazide, which are both prohibited as diuretics and masking agents. The CGF said in a statement: “The Commonwealth Games Federation has determined that Nigerian weightlifter, Chika Amalaha, has committed an anti-doping rule violation and has fully suspended her from the Commonwealth Games in Glasgow.”

Dika Toua from Papua New Guinea has been awarded the gold medal with Indian duo Santoshi Matsa and Swati Singh claiming silver and bronze.Amalaha was Nigeria’s first gold-medal winner in Glasgow, equalling the Games snatch record of 82kg with her first attempt before lifting 85kg on her third. Her combined total of 196kg was also a Games record, and she would have been the youngest woman to win a weightlifting title in Games history - according to the International Weightlifting Federation. Amalaha was the first athlete to fail a test at the Games, but Welsh 400m hurdler Rhys Williams and 800m runner Gareth Warburton both missed the competition after being charged with anti-doping rule violations. indward Islands and Jamaica played to a draw when their third and final round game of the Regional U-19 3-Day tournament ended yesterday at the Guyana National Stadium. Leading by 20, Jamaica were bowled out for 289 in 103.4 overs after resuming on 272-6 overnight. Batting a second time Wi n d w a r d s w e r e s e n t packing for 147 in 67.3 overs. Needing 111 for victory, the Jamaicans progressed to 95-5 off 19 overs when time was called. Ramaal Lewis and Ryon Burnette (12*) only

managed to add five to Jamaica overnight total before Lewis went for 19. The lower order found the going tough as Gidron Pope captured 4-70 and Deron Hypolite 3-66. Trailing by 37, Odean Smith put Windwards on the back foot early on when he had Melvin Gordon taken by Leroy Lugg without scoring. Off spinner Ramaal Lewis maintained the pressure with the wicket of Tonis Simon (11) before Ryon Burnette induced Sherman Hooper to nick one behind at 28-3. Pope played the lone hand with a top score of 44 before he was sent back by Lewis. Ryan

John (19), Hypolite (17), Doran Edward (16) and Roland Cato (15) were the other batsmen that got into double figures. Lewis grabbed 4-41, Burnette 2-23 and Nicholas Walters 2-24. Lugg and Odaine Mc Catty got Jamaica off to a bright start with a stand of 78, but when Lugg was run out for 31 the chase did not materialized as they lost a number of quick wickets. Mc Catty was left not out on 46; Pope snared 3-25 and Hypolite 1-4. Jamaica gained 8.3 and Windwards 5.1 points from the game. Scores: (Windwards 252 and 147, Jamaica 289 and 95-5).

BARBADOS BEAT LEEWARDS TO END ON A HIGH

B

arbados, who last won a Regional under19 three-day title two years ago in Jamaica, ended this year’s tournament with a consolation eight-wicket win at Enmore yesterday against the Leewards, who began the final day second to leaders and new Champions Guyana. Resuming the final day on their first innings score of 254-6 in reply to the 292 made by the Leewards, the Bajans ended on 295 as Shamar Springer took his overnight 118 to 128 before he was bowled by Skipper

Jeremiah Louis who had 433. Shaquille Martina supported with 2-44 for the Leewards who were bowled out for 119 in their second innings as first innings centurion Kacey Carty top scored with 29. Matthew Jones (3-19), Chad Williams (3-35) and Joshua Drakes (2-17) bowled well for Barbados who were set 117 for an outright win. The lads from Bim were led to victory by Nicholas Kirton, who finished one short of his fifty, and Drakes who was run out for 30. The pair set up the

Barbados victory with a confident 59-run opening partnership before Drakes departed. Akil Greenidge (4) was also run out seven runs later before Kirton and Jafari Toppin, who ended on 22 not out, saw their team to their only win in the truncated tournament. The one-day format bowls off on Monday with Barbados facing-off with defending Champs Jamaica at Bourda, while the Leewards take on the host at Enmore. All matches commence at 09:30hrs. Set 193 to avoid an innings defeat T&T stumbled to an embarrassing innings and 41-run loss as host Guyana claimed Championship honours first the first time in seven years when the last day of third and final round of the Regional under-19 three-day cricket contest ended at Bourda yesterday. Leaders Guyana began the day knowing that either the Leeward Islands or Jamaica could emerge 2014 champs if the home team failed to beat one of the weakest T&T teams to play at this level. At 13:54hrs, when offspinner Sharaz Ramcharran had Jemeel Maniram caught and bowled for an attacking 39, aided by three fours and a six, to end a frustrating 48-run last wicket stand, Guyana, the most successful team in the tournament, had dethroned Jamaica as new Champions since Barbados defeated the Leewards and the other game ended in a draw. T&T catapulted from 62 without loss to be bowled out for 152 as only Maniram, Amir Jangoo (35) and Skipper Jeremy Solozano (22) reached 15 in a pathetic batting display on a flat Bourda track. Leg-spinner Steven Sankar (3-42) and Ramcharran (3-25) were Guyana’s leading wickettakers in the tournament with 15 wickets each, while impressive fast bowler Kemo Paul (2-32) supported with the ball yesterday. Scores: Guy (310-9 dec), T&T (117 & 152). T&T began their second innings in hazy sunshine and were given a solid foundation by Solozano and Jangoo, their leading run scorer and only centurion in the tournament. Both left-handers were willing to use their feet to the spinners, who generally bowled too quickly and although the odd ball bounced and turned, the Guyanese bowlers toiled for the first hour without success as T&T reached 60 without loss. Sankar bowled one from way behind the crease to bowl Solozano who missed an expansive cut as the breakthrough was made at 62-1, 72 minutes into the day’s play. The set Jangoo was dismissed a minute later without addition to the score when he drove off-spinner Daimon Waldron to mid-off while Brian Christmas was stumped for a duck by Kemol

Savory, arguable the best keeper on show in the six-team tournament, five runs later. Brandon Jaggernauth was bowled by Sankar for one at 66-4, Camillo Carimbocas (13) edged a catch to the Keeper at 77-5 and Justin Joseph (1) lofted a catch to Chanderpaul at deep mid-wicket off Ramcharran without addition to the score. By Lunch, T&T were on the ropes at 80-6, still 113 runs away from making Guyana bat again. Soon after the interval, Askay Homraj held a well judged running catch at longon to remove Anderson Phillip (3) as T&T, who last won the title in St Lucia in 2010, slumped to 81-7. Kemo Paul was brought back for a final burst after bowling with genuine pace on Thursday, and in his first over, got one to move away from Samuel Roopnarine (10) which touched the edge on its way to Savory at 98-9 before the 16 year-old Essequibian pacer rocked back the stumps of Jesse Bootan (4) at 104-9. The game was done and dusted after a few lusty blows from the last pair off Seetal and Maniram had brought up the 150 with entertaining batting before Ramcharran dismissed Maniram. Seetal hit a six in his unbeaten 14. This is the 14 time that Guyana hosted the competition since 1970 and the first time since 2011. Guyana has now won the title on home soil seven times (1970, 1976, 1985, 1992, 1997, 2006 & 2014) after winning the inaugural Regional Youth series in 1968. Coach Adrian Amsterdam said the championship victory was good for Guyana’s cricket and came at a time when th

there were several negatives affecting issues cricket in this country. “ I m u s t s a y congratulations to the boys for finally winning a Regional title after so long (7 years). Even though the weather affected our turf preparation and fielding drills, we were afforded the use of the indoor nets at LBI by the Guyana Cricket Board (GCB) and we must thank all those who played a role leading up to our success today (yesterday),” Amsterdam said. The former Berbice batsman added that although he feels the competition was too short, “A win was a win since we could only play the teams that were fixed to play us. We still have a lot of work to do in the one-day format I am hoping for positive batting and tight bowling from Monday.” Amsterdam joked that the shot selection of most of the batsmen and flat bowling of the spinners suggested that the players were preparing for the 50-over version in the three-day tournament. “ Wi t h p l a y e r s l i k e (Shemron) Hetmyer, (Brian) Sattaur, (Askay) Homraj and Kemo (Paul) we have batsmen who can score quickly and bat around (Taignarine) Chanderpaul who is not one to give his wicket away,” Amsterdam concluded. Meanwhile, the 50-over version of the competition, which began in 1998 in Trinidad, starts on Monday and Guyana, who have never won a One-Day title, face the Leewards at Enmore in the first round. Barbados face defending Champions Jamaica at Bourda and ICC Americas oppose Trinidad & Tobago at DCC. The Windwards draws the bye in the first round.

resident of the Guyana Cricket Board (GCB), Drubahadur was on hand to welcome the victorious national U-15 team in the wee hours of yesterday morning at the Cheddi Jagan International airport. The President proudly congratulated the players on their outstanding performances in Jamaica. He stated that at such a tender age they have demonstrated true professionalism, bravery and resilience by overcoming several hurdles and challenges on tour in Jamaica. A major challenge for the players last weekend and, more especially, Sagar Hatheramani was when he learnt of the unfortunate passing of his mother.
