PUBLIC HEALTH MINISTER Why is Guyana School of UNDER CRITICISM Agriculture still silent? DEAR EDITOR; I refer to a letter titled “Unconscious Lethem Mother –Public Health Minister disappointed that relatives approached Media first— says Ministry will be looking into the matter.” I do not know what the Public Health Minister Dr .George Norton meant when he said that the Ministry will be looking into the matter because to date, no medical experts from Georgetown has visited the Lethem Hospital to determine why patient, Thelma Rebeiro has not regained consciousness some four months after two surgeries for gallstones. It seems that Amerindian or indigenous lives do not matter. In the article referred to, the Public Health Minister said, “I was not aware of anything of that sort, I only became aware of the situation when I read a newspaper but it is surprising to know that these patients would go and tell the Media house everything and would not bother to inform me or my Ministry; however I do commend the media for highlighting the issues.” The Public Health Minister further said , “I have been in Lethem
only a week or two ago in many of the villages because I am concerned with what is happening in these places, and none of the relatives made any effort to contact me on this matter. “ Let me quickly respond here that I was informed by the family and relatives of patient Thelma Rebeiro that they were never aware that the Public Health Minister was in Lethem and visiting Amerindian villages. And had they known they would have definitely approached the Minister on the health condition of their patient. But if the Public Health Minister was in Lethem, did he visit the Lethem Hospital where patient Rebeiro is currently in? If he did, then certainly the doctors would have informed the Health Minister on the condition of the patient Rebeiro who is presently suffering. If not, then the Lethem doctors are hiding something from the Minister, and they ought to be removed and disciplined by both the Minister and the Guyana Medical Council (GMC). The relatives of the patient have also informed me that a letter was also delivered
to the office of the Minister of Public Security but he never responded to their letter. The Minister should therefore at once consult with his secretary on the whereabouts of the letter, and if it is found the secretary should be disciplined. On Saturday 23rd July, 2016, I was informed by relatives of patient Rebeiro on her serious health condition at the Lethem hospital. Immediately I called the Public Health Minister about a million times by landline telephone to his cell but was unsuccessful and neither were my telephone calls returned. The poor family and relatives of patient Thelma Rebeiro therefore had no other alternative but to inform the media so that the health condition of their patient can enter the public domain which it did. This is how the Public Health Minister was informed about the condition of Thelma Rebeiro. I commend the media for highlighting the very serious health condition of Thelma Rebeiro currently at the Lethem hospital and to monitor her health condition. Amerindian lives matter. Peter Persaud
Stop saying that sugar is... From page 04 economic and industrial difficulties, is like spitting in the wind. Demerara sugar in its time exemplified wealth and fine taste. It was known in the Courts of Europe, and many envied the British for their ownership of the product. Sugar was one of the earliest products that has had a global brand Demerara Crystals not to dismiss Demerara rum. When we forget the above, we throw away the hard work and sacrifices of our ancestors. This British product was the synergy of early European industrial prowess wedded to the skills of natives who knew how to process it. Would we want to dishonour our ancestors by not paying homage to their gruesome and economic exploitation? Who drove back the sea, cleared, drained and reclaimed the equivalent of nine million acres of land, installed two million five hundred and fifty miles of drainage canals, trenches and interbed drains, three thousand five hundred miles of dams, roads and foot paths, two thousand one hundred and seventy six miles of sea and river defence, and moved one hundred mil-
lion tons of earth without machinery? The indentured after the Emancipation of the enslaved did their part to maintain the above. There is some talk that our own Dr. Clive Thomas was dishonoured when he spoke about the many by-products that can be derived from the sugar cane. This nation’s leaders past and present have not exhibited the vision to comprehend the benefits of Research and Development of the sugar cane plant. We ate the sweet sugar and drank the good rum, and sank in our hollowness that these two products were just heavenly. Recall the prized rum sold by DDL for five hundred thousand dollars per bottle. The University of Guyana has not produced scientists mindful of pursuing such studies. Govt. would have had to provide the funds for such studies, or perhaps send our young students to sugar producing countries to study their sugar derived technology; what else can we get from the sugar cane plant, apart from the main products? Hafeez Rahaman Editor’s note: Because of its length, this letter will conclude in tomorrow’s edition
DEAR EDITOR; In my earlier letter, I would have commended Mr. John on the excellent work he had done in making the public aware of some of the ills that staff at the Guyana School of Agriculture has been facing. I would have also mentioned some of the ills students have had to be facing and also made a request for him to say something about that in his next letter. Mr. John mentioned very little in a few more letters and I must say I find it absolutely disgusting since it would be impossible for someone to have gathered so much
information about staff and just gathered so little about students since students are facing similar plight. Shouldn’t our interest be a concern? Is it because we are students? Haven’t our parents paid their full fee? Don’t we deserve a fair chance too? Many of the minibus and taxi drivers that work Agriculture Road are also aware that the students are in complete disgust since many are so frustrated that they shout out their problems in vehicles while travelling. They don’t have to go in GSA to get information. The
information comes readily to them. I stay quiet whenever these things are going on because I have had my share of punishment there and don’t want my name calling, but I couldn’t see this letter and not respond. Mr. Editor, I would like to borrow a word from Mr. John’s letter, and that is the word elucidate. I would like to use it to elucidate something; Mr. John wrote his letter almost a month now and to date there is no response from the authorities, I would have written mine and he just said little, (true but Continued on page 6
Landlord and Tenant Act is outdated DEAR EDITOR, The Landlord and Tenant Act needs to be amended so as to give the landlord some level of protection by the law. The landlord is left to the mercy of the tennant, some of whom are unreasonable and dishonest. I do not know in what year an amendment was made, but while I agree that any tenant must be protected, so too must be the landlord. Many of whom have invested millions of dollars on houses, rent to tenants so as to have a monthly income and in some instances have a mortgage to pay. Let’s put it this way- a person approaches you, the landlord, very politely and discuss the rental of a house or apartment. The couple may have infant or small children accompanying them and after discussions and inspections of the premises, an agreement oral or written by the parties is reached, a decision that at times is influenced by the presence of those little children. You the landlord hands over the keys to the tenant, without any notice by a lawyer the intervention of the court, or appearance by the bailiff through any order made by the court and in most cases, the said night your tenant occupies that premises. The agreed sum is paid as per agreement but only for a few months, and thereafter you hear a lot of sad or hanky panky stories. Your tenant may start to behave in a hostile manner towards you when you ask for your rent. The law as it is would require you have to serve a notice for possession of the property and at the expiration of that notice, which is a thirty days’ notice, then and only then you can summons for whatever rent is outstanding. The summons for possession and rent owed is applied for and served on the defendant (the tenant) who may appear in
court represented by his or her lawyer. The court gives time for the defendant to file a defence. In the meantime the rent goes up. After a few appearances the court awards judgment by consent and grant the defendant time to pay the outstanding sum and to vacate the building. That time can be three months or more and can be extended by the discretion of the Magistrate. The months go by without the tenant paying, then, move out during the cover of darkness. A judgment summons can be applied for and when obtained has to be served personally on the defendant who would evade service of same. This Landlord and Tenant Act is archaic and designed to frustrate the landlord. Imagine those small children that your tenant had accompanying them, and had greatly influenced the Landlord’s decision to rent to those defendants. Those same children the defendant through his/her lawyer would influence the court’s decision. Make no mistake there are some unreasonable landlords and the tenant must be offered protection by law, but so too must be the landlord after about an hour discussion, and an agreement oral or written the tenant moves in, but to move out after they would have defaulted in many ways it takes months of court battle and hefty sums paid to you, the plaintiff’s lawyer by you the landlord; sometimes you never get your money (rent). I was told by a senior Counsel that during the colonial years, the rich used to build houses and rent to the poor, who were at times exploited in many ways, so the framers of the law offered the tenant massive coverage. But things have changed. Now you have people renting houses and apartments to persons who financial status is sound or better, than them (the landlord). Archie W. Cordis

Two critical missing elements Has the Corriverton Town Council robbed of the Emancipation project DEAR EDITOR; The letter (Kaietuer News, 1 August 2016) by Dr. David Hinds argued, in respect of people of African descent, that “…he must begin sending his children to school again. She must begin to engage in productive economic activity, both individually and collectively…” He makes a significant point with regard to both elements. However, his point needs to be sharpened more than ever. The Emancipation project demands that people of African descent doggedly pursue science and enterprise. Anecdotally, people of African descent in the Americas may, like all other ethnic groups, be no less likely to pursue mathematics and science at pre-tertiary and at undergraduate levels of education and training. Yet, with a sprinkling of exceptions, they seem not to make any noticeable impact on the world of the Americas in these fields. Not in academia, research and development, epoch making technological changes or innovations, and especially not in enterprise. Furthermore, it appears that more of them graduate with art and social science degrees at the graduate level, rather than in mathematics, natural science,
technology and engineering and business disciplines. In addition, more seem inclined to seek jobs rather than the alternatives of selfemployment or and private enterprise. The fundamental problem may be that the vast majority continues to be socialised this way. Their political leaders love to talk to them about jobs. Jobs yes, however this is an incomplete world view, especially about the future. It is past time that those leaders should instead relentlessly hammer home the ideas behind science and enterprise, promote the underlying values of investment and private enterprise, and do all they can to create the enabling conditions for a larger number of them to pursue selfemployment, facilitate the founding of start-ups and support their private enterprise wherever they exist. Because the question is; if people of African descent are not encouraged to be job creators and to take up the serious responsibility of becoming contributors to the task of job creation, why should any other ethnic group create jobs for them? The trouble and truth is that when the job seekers cannot find employment the complaint is that this
Why is Guyana School... From page 5 little), so far it seems as no government officials have gotten involved. Should this continue to be? Mr. Editor, I would have heard during my stint at the Guyana School of Agriculture that other agencies such as Guyana Livestock Development Authorities (GLDA) and National Agricultural Research and Extension Institute (NAREI) would have had a shake up in the top brass because of certain illegal activities and also persons mistreating staff, yet nothing has happened at the Guyana School of Agriculture and there is an obvious presence of both. Maybe to equalize the persons from GUDA and NAREI they should probably reinstate them. I know it sounds crazy but they were dealt with because of what they were involved with and nothing, absolutely nothing was done at GSA. Are the authorities at GSA above the law? Do they have special favor? Should they be exempted from the punishment for doing the wrong things? Mr. Editor, this information is out in the public so anyone can get it. It is however very unfortunate that no one from the government has even looked at the matter. How about a commission of inquiry into these things that have been mentioned? Yes, one would know that you can’t just do a COI but after a month of letters in the press and no response as yet from the institution, it is quite clear that one would understand that there is some truth into what was said. So it would be safe to assume that what Mr. John
and I have said is nothing but the truth, and should be looked into by the relevant authorities. Mr. Editor, things are so daring that strenuous efforts are being made to seek whom Paul John is than to even solve the problems. Paul John is the subject at the Guyana School of Agriculture and has gained much fame and many have been speculated as to whom he may be. I even heard staff calling one another Paul John. Things are so daring that I was there last week to check the graduation list to see if my name was there and what category I will be graduating with that I overheard a staff telling some others; “what goes around comes around regarding Paul John.” The staff even said he is going to Suriname soon, obviously to deal with Paul John. Can you imagine someone sending their child to an institution that persons seek media help just to stay in employment or to get rid of persons that reveal the truth? As much as Paul John mentioned a lot I’m sure he is not aware of this and I hope that persons that can pray; pray for him and even me. Mr. Editor, I will save the pieces for now pending the response of either Mr. John, the authorities at Guyana School of Agriculture or the Government. It seems as only some places get COI while some go scotch free. Anyone familiar with GSA can tell you that nonsense has been going on for long (“too long’) and there must be a stopping to it. The Govt. needs to help us. Amanda B
is because some other race has discriminated against them. There is discrimination, no doubt; however, this will not change in the foreseeable future. Outside of Africa, its diaspora are mostly Christians. Their religious leaders talk a great deal about what God will provide, and he will. However, they may consider more frequently the practical instructions relating to the “Parable of the Wise and Foolish Virgins”, in Matthew in the Bible. One’s life experience is both spiritual and material. To harvest richly in both one must prepare and be ready. There are three ways to make a living namely; work for someone, self-employment and through creating a business. Depending on government to create jobs is a lame ambition, as no other ethnic group seems to do this. People of African descent must be properly instructed in all three. Self-employment and private enterprise are vital elements of the Emancipation project. To promote change of culture and to expand the catchment basin for a growing number of actors this instruction must happen and be reinforced at home, in school, in religious institutions, from the political bully pulpit and through policy and programmes. Go to any forum on business and science, anywhere in the Americas, and you will see who is in attendance. Go to any forum on labor, a protest rally and an exercise in civil disobedience and you will see people of African descent in abundance. The struggle for social justice and equal rights are very important. Study in fields of arts, social sciences, humanities etc. are invaluable. However, in order to become stronger, faster, one needs the additional critical tools of science and private enterprise. One must therefore learn to create jobs for oneself. A wise Minister of Government from a certain CARICOM country said, some two decades ago, that the future will be less about race and more about class. He may have a point. If I had anything to do with it I would encourage African families to radically shift the educational and training balance in favour of math, science, technology, engineering, architecture, medicine, dentistry etc., and business disciplines. Their governments should do likewise. In addition, my mantra would be to adopt a new world view, comprised of two clarion calls. Firstly, strive to become Educated Members of the Business and Investor Class. Secondly, that Every Family is an Enterprise. In a free world those who do not want these can choose other disciplines and job seeking as their first option. However, as a people, all should be aware that two critical elements of the Emancipation project, that is, science and enterprise are missing. Ivor Carryl
this pensioner? DEAR EDITOR; I would like to bring to your attention a matter that has been bothering me for two years. I am a retired employee of the Corriverton Town Council. I was employed there from 2002 to 2014 as a clerical assistant. I worked for eleven years, ten months (11 years, 10 months). My pension at first was six thousand four hundred sixty one dollars ($6461) per month; I now receive seven thousand three hundred thirty two dollars ($7332). This pension was calculated based on a formula (prescribed by the then Ministry of Local Government) that is being used to calculate pensions for employees who are entitled to same. However, I would like to bring to your attention pensions received by two other retired employees of the council. These two pensioners retired in July 2005 and April 2007 respectively and received, according to the council’s records, approximately twelve thousand dollars ($12 000) and eleven thousand dollars ($11 000) as their first pension although theirs were calculated with the same formula as mine. I would also like to highlight that their salaries were lower than mine when they left the council. My last salary was thirty six thousand four hundred dollars ($36 400) and their salaries were approximately thirty one thousand dollars ($ 31 000) and twenty nine thousand dollars ($29 000) respectively. I have been pursuing this matter since 2014 without any success. Before retiring I had calculated my pension so I had a fair idea of what I would be receiving. However, I was informed that the council had received a circular instructing them that when a retired employee’s pension is low it should be taken to
a minimum level. This was done for the two aforementioned employees but not for me. What is puzzling is that when the first pensions of these two pensioners were brought to the town clerk’s attention, he claimed that he had no knowledge of a circular or of them being paid those amounts although he would have held positions of senior finance clerk and municipal treasurer during those periods. I have met with all the relevant authorities including the Honourable Minister of Communities but to no avail, officials there maintained that they work with the formula used to calculate the pension. The employee who retired in 2005 was supposed to have received six thousand two hundred eight dollars ($6208) per month but according to the council’s records, she is now receiving approximately fourteen thousand dollars and this is because the first pension being twelve thousand dollars ($12 000) and salary increases during the years (when the council’s employees received an increase in salary, pensioners were entitled to same at that time.) I would be grateful if you can publish my letter in your newspaper and assist me to make this issue public knowledge so that the relevant authorities or anyone who reads my letter could shed some light as to what is the correct pension for retired employees of municipalities like me. In my opinion I am being cheated and treated unjustly and I am ashamed to let people know what my pension is. However, I am tired of all the running around and I feel I should be compensated correctly for the years of service I rendered to the Corriverton Town Council. Rebecca S. Ramaldo Line Path B, Skeldon
CMC’s response to Kaieteur News report on GPL’s Submarine Cable DEAR EDITOR, I feel compelled to reply to Kaieteur News’ recent report “GPL in quandary as Chinese-built submarine power cable remains down”, so people in Guyana could have a second opinion about what really happened to the submarine cable. Please allow me to respond point by point. 1. Questions about the integrity of the cable laid by CMC The Report questioned if the cable was buried at least three meters under riverbed as stipulated by the Contract. The fact is as follows: - Both GPL and the Engineer had gone great lengths to ensure that the burial depth was achieved when the operation was carried out in March 2012.
- The depth measurement device was calibrated and verified by representatives from all three (3) parties. - Laying the submarine cable was carried out on section by section basis. Only the log sheet printed by the depth measurement device was signed off by the representative of the Engineer before we could move on to the next section. 2. Concern about the quality of the submarine cable The submarine cable was put into operation since December 4, 2012 and abnormality has never been detected. As far as we know, the cable was damaged during the dredging operation in the evening of July 12. The non-service of submarine cable has nothing to do with the quality of the cable. The Issue of Termination and Dismissal from Employment DEAR EDITOR, I should be grateful for the publication of this letter on the issue of termination and dismissal from employment, both in the private and public sectors. It is hoped that this would stimulate a debate on this matter. The right to work and to continue working is guided by national and international laws, the application of which, demands principled and fair treatment without discrimination and with due process and natural justice. The system of industrial relations is informed, influenced and functions within the norms of national legislation, international labour standards, and regional labour policy of CARICOM. The Constitution of Guyana, the Labour Laws, and International Labour Conventions of the International Labour Organisation (ILO), ratified by Guyana as treaty obligations and as international law, provide the legal basis, foundation and framework for the conduct of labour relations by the Government, its Agencies, and the social partners, represented by trade unions and employers and their organizations. Together, these instruments constitute the Labour Code of Guyana. The general declaratory principles of Chapter two of
the Constitution of Guyana include the right to work, the right to equality of opportunity and treatment in all aspects of employment, and impose a duty on the state to protect the just rights and interests of citizens. Chapter III of the Constitution affirms the fundamental rights and freedoms of the individual and entitle every citizen, basic rights without distinction and discrimination including the right, regardless of his/her race, origin, political opinions, colour, creed or sex, subject to the rights and freedoms of others and the public interest, to freedom of conscience, of expression, assembly, and association. The Prevention of Discrimination Act No. 26 of 1997 protects against unlawful discrimination. Under Part II, Section 4 of the Act prohibits discrimination on the grounds of: race, sex, religion, colour, ethnic origin, indigenous population, national extraction, social origin, economic status, political opinion, disability, family responsibilities, pregnancy, marital status, or age except for the purpose of retirement and restriction on work and employment of minors. The Act also prohibits discrimination against a person by distinction, exclusion or preference, the

CMC may be awarded for another major GPL Project ($3.8B Power Distribution Project) This should be the real reason why our company was repeatedly framed by Kaieteur News. 5. Conclusion Kaieteur News has put itself on the highest moral ground in Guyana. Hence it should observe the basic principles of reporting, and truthfulness is one of the basic principles. Regrettably this is not the case when it comes to the reporting about our company, and it looks more like ‘one lie is repeated over a thousand times, and the lie becomes truth’. intent of which is to deny equality of opportunity or treatment in any employment or occupation. Part III, Section 5 of this Act protects against discrimination in employment, for it is unlawful for any employer or his/her agent to discriminate in relation to recruitment, selection, or employment on any grounds, except where genuine occupational qualifications exist, in keeping with this Act. These are clear lawful obligations, but there are some serious concerns about the actions of employers or their agents on the application of fairness in bringing an employment relationship to an end by termination, dismissal or constructive dismissal. The application of fairness relates to i) procedural fairness requiring that an end of employment should be in accordance with a fair procedure; and ii) substantive fairness which requires that there should be a fair reason for ending an employment contract.. The usual valid grounds for termination by employers or their agents, must: i) relate to work performance issues, i.e. incapacity; ii) a series of work related infractions not so serious as to warrant summary dismissal; iii) by mutual consent; iv) by required notice; v) for reasons of redundancy relating to the operational requirements of the enterprise; and vi) end of contract without the option for renewal. Where there is an option for the renewal of an employment contract at the end of the current contract, there must be valid reasons
based on six grounds listed above for the non-renewal. End of an optional renewal of a contract must not be used as pretext, excuse, or reason for preferential replacements. The valid grounds for summary dismissal under the Termination of Employment and Severance Pay Act No 19 of 1997 must relate to the capacity and conduct of the employee at work for good and sufficient cause relating to serious misconduct on the job. Section 4 of this Act states clearly the several reasons which are not valid or constitute good or sufficient cause for dismissal or for disciplinary action against an employee including race, sex, religion, colour, ethnic origin, national extraction, social origin, political opinion, family responsibility or marital status. A dismissal on any of the several grounds listed under section 4 of this Act would constitute unfair dismissal. On terminations and dismissals on the initiative of the employer, the burden of valid proof rests with the employer. The issue of constructive dismissal flows from actions or the conduct of the employer, his agent, or manager making it difficult or untenable for the employee to continue working and may be forced to resign or leave the job on own initiative. An employee in such a situation can be deemed to have been unfairly dismissed, and can challenge the employer in a court of law. The burden of proof to establish “constructive dismissal” rests with the concerned employee. Samuel J. Goolsarran

Nine in custody following robbery in Gangaram As the Police continue to probe the recent robbery committed on a Gangaram household on Saturday, nine persons have been arrested. One of the persons in custody is a known character in the area. Around 2:00 hrs on Saturday, two armed bandits entered the home of Yadram Doorsammy, at Lot 139 Gangaram, East Canje, Berbice where he resides with wife and four-year-old daughter. According to reports, the men gained entry into the home by breaking a window. Doorsammy stated that he was awakened around 2:00 am by strange noises coming from outside the bedroom. Upon investigating, he was confronted by two men, one armed with a gun and the other wielding a cutlass. The men relieved them of cash and gold jewelry. Doorsammy added that one of the bandits then grabbed his four-year-old daughter and held her at gunpoint. The police were summoned and along with the Neighbourhood Policing Group responded in a timely manner.
Lone gunman robs Massy delivery truck A lone gunman came into contact with a Massy delivery truck yesterday afternoon and relieved the two workers of $180, 000 and two phones, before making good his escape through a cane field at Good Intent, West Bank Demerara (WBD). The incident occurred around 14:15 hrs. According to information, a Crix biscuit truck stopped at a shop to make a delivery when the gunman confronted the two workers— the driver Mahesh Lalldeo and salesman, Antonio Gonsalves. Lalldeo was struck to the head during the brazen robbery. The bandit, who is known to residents in the area escaped with a Samsung phone from the driver and $100,000 of his personal money. Gonsalves lost a Blue cellular phone and the company’s money. Kaieteur News was told that after the robbery, the police were notified and went into the cane field where the gunman escaped but were unable to locate him. Investigations are ongoing.

Int’l body wants Govts. to expose all owners in oil, gas, and mining sector By Kiana Wilburg Cognizant of the fact that oil, gas and mining are notoriously prone to corruption, the Extractive Industries Transparency Initiative (EITI) continuously ups its efforts to embed higher levels of accountability within its member countries. In fact, the EITI has emerged as one of the front runners in the global push to reveal more about who is behind shady firms in the extractive sectors. As such, the EITI international board has called for its members to engage in the practice of releasing the names of beneficial owners of oil, gas and mining companies. But if and when Guyana becomes a member of the EITI, it is not set in stone that such a policy would be adhered to. This is according to Natural Resources Minister, Raphael Trotman. In a brief interview yesterday, the politician said that it is a proposal in which some of the members of EITI
- Confidential agreements; discussions will determine this for Guyana - Minister Trotman
EITI Chair, Fredrik Reinfeldt are still working out “because you have things like confidentiality agreements and so forth.” He said that it is a recommendation which would have to be considered and the way forward determined by a MultiStakeholder Group (MSG). The Natural Resources Minister said that the MSG
which would comprise of the Government, companies and civil society would have to “sit and decide the principles of its membership.” Even though the recommendation by the EITI International Board is grounded in transparency, Trotman said, “Transparency cannot be looked at in isolation…It has to be balanced between confidentiality agreements and so forth, so you just can’t say that ‘yes we will do it or not’. It will have to depend on a number of factors.” In the meantime, the Ministry of Natural Resources is aiming to submit its application for membership to EITI in November. To date, Guyana has satisfied the initial required actions for EITI candidacy and has reached out to the World Bank for support to complete the next step in the process. The Bank has since agreed to make the services of a consultant with experience in providing guidance towards EITI
compliance, available to Guyana and also shared options for additional assistance once Guyana assumes membership. The consultant will facilitate the completion of the MSG process which is the next pivotal step in qualifying for candidacy. The MSG will comprise representatives of Government, industry and civil society and will help coordinate activities through a Guyana Extractive Industries Transparency Initiative (GEITI) Secretariat, which will also be established. The EITI is a global organisation of 51 member countries, which have subscribed to establishing, upholding and promoting the standards and tenets of good governance, transparency and accountability in the management of extractive industries. At its core, the EITI promotes the belief that natural resources belong to the people and are to be extracted and managed on
Natural Resources Minister, Raphael Trotman behalf of the people; both for current and future generations. The MSG consists of a tripartite of government, civil society and industries stakeholders. Establishing a MSG is an important requirement of EITI. Guyana is receiving guidance and support from the EITI’s Norway-based secretariat and the Trinidad & Tobago Chapter (TTEITI). In February 2016, at the Seventh EITI Global Conference in Lima, Peru, the EITI Standard 2016 was adopted and included a new requirement that, by January
1, 2020, all EITI implementing countries must publish a Beneficial Ownership Register. The EITI Standard requires that implementing countries maintain a publicly available register of the beneficial owners of the corporate entity (ies) that bid for, operate or invest in extractive assets, including the identity (ies) of their beneficial owner(s), the level of ownership and details about how ownership or control is exerted. Where possible, the 2016 Standard sets out that beneficial ownership information should be incorporated in existing filings by companies to corporate regulators, stock exchanges or agencies regulating extractive industry licensing. EITI Chair, Fredrik Reinfeldt, at the AntiCorruption Summit 2016 in London on May 12, last, said, “EITI members are showing leadership on beneficial ownership disclosure.” That issue was among the central issues of the Summit, and Heads of State, senior industry and civil society leaders discussed it, among others, and strategies were proposed for international cooperation to tackle it.
Essequibo ferries back in operation Both the M.V.Sabanto and the M V. Kanawan have resumed service plying the Good Hope/Supenaam Ferry stelling. The M.V.Sabanto which crashed into the Good Hope/Supenaam stelling, almost a week ago, was transporting passengers into Supenaam. Shortly after, the vessel was taken out of service.
It was reported that the boat collided and damaged a section of the stelling last week Tuesday. Repair works have since begun to the stelling. Captain Francis who worked with Transport and Harbours Department for 44 years said, at the time of the accident he was not captaining the boat however,
another individual was performimng that duty. Francis, however, said his job is to give instructions, and he cannot say what caused the boat engine to accelerate causing the Chinese to lose control and collided into the Stelling. Francis further noted that couple of yards before Supenaam there is a creek and most time when the tide is low, the boats traversing that particular area usually wait on the tide for a short period before it resumed normal momentum. During the boat collision no passengers were hurt. Two vehicles sustained minor damage. Those drivers have since lodged complaints with senior members of TH&D and the police.

VATICINATE THE VAT There used to be running joke about the taxman taxing any and everything in Guyana, down to your underwear. In fact, underwear does attract VAT. The tax net has been extended even to wagers. Persons making a friendly bet have to pay taxes on their winnings. The interest rates paid by banks on savings are so low that it makes little sense placing your money in the bank. But even the two small cents that pensioners earn in interest are subject to a tax called a withholding tax. VAT has been an efficient tax for the government. But there is a great deal of cloudiness in some areas as to how this tax applies to certain services. A public officer was recently under investigation by the Special Organized Crime Unit. It is said that he is a major dealer in phone cards? Is the sale of phone cards subject to VAT? The sale of phone cards, if you have the capital, can be highly profitable once you can sell millions each week. The large dealers are able to do. The small shops also
do brisk business. The cards are a form of credit. This is one way of looking at it from a financial perspective. Another way of looking at it is to decide whether it provides a service to the customer or are used to pay for a service? These ways of looking at phone cards have tax implications The issue is a controversial one, not just here in Guyana, but in other parts of the world. Given the controversy that this issue is likely to generate, it would be best if the courts can be approached to hand down a decision on this matter. To leave this issue to an administrative decision of the Guyana Revenue Authority is to open up a hornet’s nest. But the local courts may not even have the final say. This matter may end up all the way to the Caribbean Court of Justice. Phone calls are subject to VAT. Each month, religiously, the phone company bills customers for VAT for calls made. The phone cards only allow access to make calls. They do not provide a service

per se. They allow you to be billed upfront. In other words, phone cards do not provide a separate service. They are merely a form of money in which you pay for your calls. Should someone pay VAT for their phone calls and then on top of that have to pay VAT on the cards which they use, technically- speaking, to pay for the call? It is not a simple issue but it has implications for those who sell phone cards. This brings us to the second bone of contention. There are companies and individuals in Guyana who purchase massive amounts of
phone credit each week and then unsell this to other customers. There are some major sellers who sell as much as twenty million dollars per week in phone card sales. They sell back to other dealers who in turn sell to the small shops. The commissions are very low but because volumes are high the shops and everybody make a handsome small piece through the sale of phone cards. Each seller earns a commission. So are these commissions subject to VAT? The persons earning the commissions are required to pay taxes on their profits or, in the case of individual
sellers, on the commissions they earn. So should they be taxed doubly by having to pay VAT on sale of the cards? These are important issues which have to be settled and settled definitively because of their likely impact on the economy. The revenues from telephone calls are astronomical. It is one of the large areas of spending in the economy and this usually makes it an attractive proposition for the taxman. There, however, are important principles which must be determined. Do phone cards provide a service or are they simply monetary devices of prepayment for a
service which is already subject to VAT? Second, what happens to the margins of phone card dealers and shops if they have to pay VAT on their sales? What happens if the GRA begins to make VAT on such sales retroactive? We will have a crisis on our hands because a number of small shops were not charging VAT on their phone card sales and simply cannot afford to do so now.
New Code of Conduct puts pinch on Govt, MPs and senior public officers
…Draft Code to be merged with Integrity Act - PM Nagamootoo By Kiana Wilburg After the finishing touches have been added, the Integrity Act is expected to be “the new home” for Government’s Code of Conduct. This is according to Prime Minister, Moses Nagamootoo. The code states, among other things, that public officials should desist from accepting lavish or frequent entertainment from persons with whom the government has official dealingsincluding from suppliers or contractors, clubs and persons to which the state may allocate resources or job assignments. The First Vice President told Kaieteur News that the Code of Conduct draft is currently with the Office of the Chief Parliamentary Counsel. He said that he received an update yesterday that work is still being done on it. It is to be returned quite soon. Nagamootoo said that the draft will be incorporated into the Integrity Act which already provides for the declaration of assets and gifts by Government Ministers, Members of Parliament, Permanent Secretaries and other senior public officials. “This is already in the law. The Code of Conduct is not something that is entirely new. But what happened of late is that, we established a broad-based team to look at current legislation in the world so that we could update and bring our draft on par with international standards,” expressed the Prime Minister. He added, “So this (the draft) will supplement the existing Code within the (Integrity) legislation. This is being done because if you
have a Code of Conduct standing by itself, it is likely that it will suffer from lack of enforcement…” The Prime Minister believes that having it within the Integrity Act would reinforce the ability to institute penalties etc. “So we believe from the recommendations that the new home for the Code is within the Integrity Act,” he added. The draft document speaks to disciplinary actions or terminations for those named in the draft Code. It also addresses the acceptance of gifts of more than $10,000, conflict of interests, accountability and even gambling. The code would be crucial for the David Granger administration which campaigned for the May 11, 2015 General Elections, on promises that it will be making sweeping changes to improve the behaviour of public officials. In the past, there were little or no actions against public officials despite reported evidence. These infringements included discharging a firearm, drunk driving and trading on insider information. The purpose of the code is to assist Ministers, Members of Parliament and public office holders in the discharge of their obligations to their constituents and the public at large. “It provides guidance on the values – the moral qualities – that should govern the conduct of Ministers and Members of Parliament in discharging their Parliamentary and public duties. It is also meant to reinforce public confidence in
Prime Minister, Moses Nagamootoo the way Ministers and public office holders perform those duties.” It was made clear that public office holders are duty bound by the code in all aspects of their public life. The code, however, does not seek to regulate the conduct of public office holders in their private and personal lives. According to the draft, “Public office holders have a duty to uphold the law, including the general law against discrimination and sexual harassment, and to act with propriety on all occasions in accordance with the public trust and confidence placed in them. Public office holders have a general duty to act in the interest of the nation as a whole, and owe a special duty of care to their constituents, and citizens.” The draft code lists the 10 principles of public life – accountability, dignity, diligence, duty, honour, integrity, loyalty, objectivity, responsibility and transparency. Regarding accountability, the draft code proposes that public office holders are
accountable to the public for their decisions and actions, and must submit themselves to scrutiny and criticism. The officials, it says, must also conduct themselves in a manner that is worthy of the respect of their peers and the public and be effective, efficient, courteous and reliable in the performance of their duties. With regard to duty, the draft code stated that public officials owe a duty to the country “and must consider themselves servants of the people”. Of course, the issue of integrity was dealt with. “Public office holders have a duty to declare any private interest relating to the discharge of their duties and responsibilities, and to ensure that their personal decisions and actions are not in conflict with the national interest. “Public office holders should display allegiance to the state and should show concern for the well-being of the persons that they were elected to represent.” In the area of responsibility, the draft code stated that Ministers collectively have a basic responsibility to make decisions only in the national interest void of any forms of personal gain, or other material benefits for themselves, their family or their friends. Regarding the actions, the code said that Ministers should be open about all their public decisions and actions and be prepared to provide explanations when so demanded by the public. When it comes to accepting gifts, it is being proposed that public officials consider declining such gratuities if the acceptance of same could have an effect on their objectivity and lead to complaints of bias or impropriety.

=== The Freddie Kissoon column ===
Established companies and money laundering in Guyana On Sunday, on our way to Leonard Craig’s wedding in Region Five (as with the weddings of Edison Jefford and Abena Rockcliffe, both of Kaieteur News, disaster happened with this wedding too that prevented my wife from going but details later) the conversation in the car was Omar Shariff and the billions of dollars this young public servant was discovered to have. Trevor Williams, former AFC Parliamentarian, told us the experience he had with one of the banks a few weeks ago. Based on the anti-moneylaundering Act, Trevor said they carried him through the mill to collect his salary. He said that even though he is paid through the bank, they wanted to see a previous pay slip plus a few pieces of identification. It was my turn to relate a similar experience I had which AFC Parliamentarian Michael Carrington couldn’t believe. He was sitting in the front seat and after I told my story, he asked; “Yuh serious?” Each year, Mr. Glenn Lall, the owner of Kaieteur News shares out a bonus to all employees during the Christmas season. As the columnist I am included.
Weeks into the New Year, I went to the bank to put a small part of the bonus into my account. For that sum I had to fill out two forms about where I got the money from. I told them it was Kaieteur News. A few other questions followed which got me angry because I i n s i s t e d t h e y write Kaieteur News to ascertain if I was telling the truth and if not, they can call in the police. The lady was polite and said that it was regulations; the banks were instructed to adopt by the Bank of Guyana. I am not going to name the banks because all of them follow the same procedures as in my case and with Trevor Williams’. The most sickening question each reader should ask on reading what happened with me and Trevor is how the major commercial banks allowed Omar Shariff to deposit these gargantuan sums running into billions of dollars? He purchased sizeable in shares in Banks DIH. Based on the anti-money laundering Act, the company was bound to make enquiries about Shariff. This is simple common sense. If you want to launder money, you buy stocks and
bonds, deposit large sums into financial houses and purchase large scale properties. Since the people who are involved in drafting anti-laundering legislation know this, then the law must include requirements of companies to ask questions and investigate like the question put to me and Trevor Williams. How did Omar escape? Omar is an omadhaun to think those colossal assets would not have been detected one day, once the PPP went out of office but this omadhaun survived because they may have been complicity by huge, established financial houses. The Omar Shariff case throws wide open the survival of this country. If the Government of Guyana allows these prominent financial houses to be uninvestigated, this country would not be worth saving. People like Trevor Williams are in the leadership of the AFC that forms a big part of the Government. Michael Carrington is a Member of Parliament and in the leadership of the AFC too. They were in the car when all the voices in that vehicle pointed to the need to probe
these companies that allegedly accommodated Shariff ’s investments. Williams and Carrington must voice their concern of their urgency to their colleagues in the AFC hierarchy that these financial houses need to be examined by SARU and SOCU. What about that party that is also a part of the Government- the WPA? I was outside the AFC head office and David Hinds’s public condemnation in the press of the AFC became a torrid topic of conversation. Referring to David as my friend, two
upcoming leaders of the AFC asked me how David can summon the gall to scandalize the AFC and remain silent on the invisible role of his own party, the WPA in the exercise of state power. The story of Omar Shariff is going to be followed with increasing curiosity by this entire nation. If we can charge a former Minister with violation of the law then what about commercial banks and other financial houses that may (I say may) be complicit in facilitating the cleaning of corrupt money. The small bandits are
Frederick Kissoon watching how the law is going to unfold on this one. If the law doesn’t act, then as Lou Rawls sang in his famous cover of the Rod Stewart song, ‘Trade Winds’, “God, help tomorrow’s youth.”
Commuters, drivers bemoan ‘poor traffic management’ at EBD Expansion sites
Vehicles illegally speeding along the area designated for pedestrians force their way ahead of the line.
With the East Bank Demerara thoroughfare currently being expanded to accommodate additional lanes among other upgrades, commuters and drivers have both registered their disappointment with the ‘poor’ traffic management measures that are currently in place. One driver expressed his concern saying that there are no adequate demarcations in place to caution drivers in advance of the sudden rise, merges and diversions along the roadways. Also, there have been reports that drivers are stopping and removing barricades to gain access to uncompleted roadways. Vehicles are also seen driving over curbs to gain access to sidewalks endangering the lives of passengers and pedestrians. Meanwhile, vehicles are also seen encroaching the one-way roadway resulting in oncoming vehicles dashing to avoid collision. A Police spokesperson, when contacted, recently stated that onus was on the contractors to have systems in place to manage traffic however, the Police have been working with the contractors to have better systems in place, while operators as well as pedestrians should utilise the roadways in a careful manner so as to avoid mishaps. “It’s common sense, if you see a barricade why would you want to remove it? It was placed there for a reason...To avoid you from driving terrain that is still under construction that can harm your vehicle and passengers,” He also called on persons witnessing these events, must report it to the police so that action can be taken.

DRIVER IN DIAMOND FATAL ACCIDENT HOSPITALISED - To be charged with DUI, causing death by dangerous driving
The car which exploded after crashing into DSL sign board. DEAD: Wavel Sheik Sabsook
The man, who reportedly lost control of his vehicle two Sundays ago at Diamond, East Bank Demerara (EBD) in the vicinity of Distribution Services Limited (DSL) and caused the death of disc jockey (DJ) Wavel Sheik Sabsook, has not been
charged as yet. This is because he is still hospitalised, nursing burns he sustained to both feet when the vehicle he was driving, bearing registration number PVV 2009, exploded after crashing into a DSL’s sign board.
Traffic Chief Dion Moore said that while the driver remains in hospital, ranks are still investigating the matter. As soon as the driver is discharged, he is likely to be charged with driving under the influence of alcohol and causing death by dangerous
driving. Sabsook, also called “Javid” and “DJ Bashment” of Grove, East Bank Demerara was hurled out of the vehicle onto the opposite side of the roadway. The father of one was pronounced dead at the East
Bank Demerara Regional Hospital. The driver, who has been identified only as “Shameer”, managed to get out of the car before it became enveloped in flames. Kaieteur News understands that a breathalyzer test was done on the driver and revealed that his alcohol level was 103 microgrammes, which is way above the prescribed limit of 35 microgrammes. According to information received, the DJ and his friend were returning home from a party in Georgetown when the accident occurred. The driver, according to police sources, claimed that a car swerved in front of him, causing him to lose control of his vehicle. He said that because the road was wet, his vehicle skidded and toppled
before it exploded. However, traffic ranks who reviewed surveillance footage from cameras in close proximity to the scene observed no other car on the road at the time of the accident. A cousin of Sabsook said that when he was informed of the accident, he went to the scene but police had already taken Sabsook to the Diamond Diagnostic Centre. He said that a doctor at the medical institution informed him that both of the DJ’s feet were broken, one of his hands was broken and there was a gash on his head. The relative said that from what he observed, the driver was indeed under the influence of alcohol. For the year so far, 78 persons have been killed in accidents.

ROHEE CALLS RAMKARRAN, NAGAMOOTOO “SOUR PUSSES” FOR CRITICIZING PPP/C General Secretary of the People’s Progressive Party Civic, Clement Rohee, said yesterday that Prime Minister Moses Nagamootoo and former Speaker of the National Assembly, Ralph Ramkarran are sourpusses for their critique of the PPP/ C. Speaking at a press conference at Freedom House, yesterday, Rohee said that Nagamootoo and Ramkarran have taken their stance against the PPP/C since they were unable to persuade the membership of the party to support their pursuit of the nomination to be the party’s presidential candidate. “Neither of them succeeded in hoodwinking the leadership of the PPP/C to support their reasons why they should be the
Presidential aspirant” said Rohee. According to him due to this inability, both individuals left the party and sought redress in various arenas. He said that Nagamootoo has sought refuge in the Alliance for Change and Ramkarran has found his place in the media. Ramkarran writes a column for the Stabroek News. According to Rohee the bottom line is that, there is a simple case of self-interest on both sides of the divide. He said that Ramkarran and Nagamootoo have chosen to project themselves as keepers of Cheddi Jagan’s legacy and all that he stood for. “In other words, the 35 members of the current central committee and the 18
members of the current executive are not the keepers of Cheddi Jagan’s legacy.” According to Rohee, the credibility of the criticisms levelled by Nagamootoo may seem to have value since he is holding the position of Prime Minister. He hinted at a possibly marred reputation of Nagamootoo as an individual as opposed to being a member of Government. “ B o t h M r. N a g a m o o t o o a n d M r. Ramkarran, two peas in a pod, do not have credibility when it comes to making the type of analysis and seeking to influence John or Jane Public.” He said that in the case of Ramkarran he may have taken positions on issues which objectively support the Government. According to Rohee it cannot be said that Ramkarran is in any way supportive of the PPP/C. “If one is to take a collection of the articles that have been written over a number of years, you will see the imbalance in how objective he is supportive of the government.” Rohee further said that vengeance politics will get the two men nowhere. He said that the two are trying to get back at the PPP/C for not getting their way. Further Rohee relayed that both sides of the divide are practising the same type of politics and therefore no result will ensue. Targeting Ramkarran’s recent articles, Rohee said that the former speaker is living in a bubble, cocoon or a fool’s paradise.
PPP/C General Secretary, Clement Rohee “Mr. Ramkarran has been with the PPP for over 40 years; and what he is saying, I don’t think it reaches the ears of anyone in Guyana. “Is he talking to the PPP supporters? Is he talking to the supporters of the APNU-AFC? Or is he talking to himself?” According to Rohee, Ramkarran is clueless as to who his audience is, since he does not know what PPP/C supporters are going through.
Courtney Crum-Ewing murder PI…
Prosecution to close case tomorrow A decision looms on whether Regan Rodrigues will face a judge and jury for the murder of political activist, Courtney CrumEwing when the prosecution wraps up its case in the Preliminary Inquiry (PI) on Friday. Yesterday, Attorney Nigel Hughes indicated that he will close the prosecution’s case with the continuation of testimony from Detective Inspector Suraj Singh. Inspector Singh is attached to the Major Crimes Investigation Unit, Criminal Investigation Department (CI D ) Eve L e a r y, Georgetown. He assisted with the investigation into the murder of Crum-Ewing allegedly committed by Rodrigues on March, 10, 2015 at Diamond New Scheme, East Bank Demerara. Inspector Singh began testifying before Magistrate Judy Latchman y e s t e r d a y, in the Georgetown Magistrates’ C o u r t s . H o w e v e r, h i s testimony was suspended after he complained of feeling unwell. According to reports, the bullet-riddled body of Crum-Ewing was found at Third Avenue, Diamond New Scheme, EBD. The 40year-old was shot twice to the temple, once to the back of the head and twice to the stomach.
MURDERED: Courtney Crum-Ewing
MURDER ACCUSED: Regan Rodrigues
The police in a statement had stated that the political activist was accosted by four men in a car, one of whom discharged several rounds, hitting him about the body. It was reported that the killer(s) used a .32 pistol to execute CrumEwing. Crum-Ewing was well known for his one-man protest in front of the office of former Attorney General (AG) Anil Nandlall. Minutes before he was gunned down, he was reportedly heard via bullhorn urging residents of the neighbourhood to vote against then ruling party PPP/C. E a r l i e r t h i s y e a r,
Rodrigues, a father of three, was jailed for three years by a City Magistrate for escaping from police custody. On July 13, 2015 at Riverview, Ruimveldt, the police were at Rodrigues home conducting a search. It was alleged that a gun was found under a chair in his home. Rodrigues was arrested by the lawmen and while being escorted to the police station, he pushed the arresting officer and made good his escape. However, he was arrested the following day in the vicinity of the Criminal Investigation Department (CID) Headquarters, Eve Leary.

Trump’s refusal to back House speaker angers Republican Party chief Reuters - Donald Trump’s White House campaign was in turmoil yesterday after he angered senior Republican Party leaders by criticizing a dead soldier’s family and refusing to back the reelection campaign of House of Representatives Speaker Paul Ryan. On Tuesday, Trump denied both Ryan and Senator John McCain support in their coming primary contests, hitting back at critics in the Republican leadership who have taken him to task for his insistent public dispute with the parents of the soldier, a Muslim U.S. Army captain killed in the Iraq war. Republican National Committee Chairman Reince Priebus was furious over the failure to endorse Ryan, who is the most senior elected Republican, and over Trump’s feud with the Khan family, two Republican sources said. “He feels like a fool,” a Republican source familiar with the situation said of Priebus. Another Republican source said Trump’s family members, who have played an influential role in his campaign, were aware that an intervention was needed to get Trump back on track. One idea being floated was to have a senior adviser travel with Trump to help him stay on message.
Donald Trump
Paul Ryan
More than any other major figure in the Republican establishment, Priebus worked to bring Trump into the party’s fold despite the New York businessman’s status as an outsider. Trump, who had never previously run for public office, beat 16 rivals to become the Republican presidential nominee for the Nov. 8 election. Ahead of last month’s Republican Party Convention, the RNC chairman sought to rally the fractured party behind Trump. Priebus feels burned by Trump’s string of selfinflicted wounds and his refusal to observe basic decorum by giving Ryan his support. But in what appeared to be an effort to soothe ruffled feelings, Trump’s vice
presidential running mate, Mike Pence, said yesterday he endorsed Ryan as “a strong conservative leader,” and was doing so with Trump’s blessing. The Indiana governor told Fox News it takes time to build relationships in politics and that was exactly what Trump and Ryan were doing. Trump has had a running dispute with the parents of Army Captain Humayun Khan since they took the stage at last week’s Democratic National Convention. Khizr and Ghazala Khan cited the sacrifice of their son, who was killed by a car bomb in 2004, and criticized Trump’s proposal to combat terrorism by temporarily banning Muslims from entering the United States.
South Africa’s ANC takes early lead in vote, may still lose grip on cities Reuters - South Africa’s ruling African National Congress (ANC) party took an early lead today as vote counting continued in local government elections where it faces the risk of losing control of key cities for the first time since coming to power. The party, which toppled white apartheid rule after the country’s first democratic elections in 1994, is up against its stiffest electoral challenge to date against the backdrop of high unemployment, a stagnant economy and controversies surrounding President Jacob Zuma. With 5 percent of the votes in so far, the ANC held a 54 percent lead, against 33 percent for the Democratic Alliance (DA) and 5 percent for the Economic Freedom Fighters, which is participating in only its second election. The ANC won 62 percent in the last municipal elections in 2011 while the DA garnered
Jacob Zuma
24 percent. Vote tallies are expected to trickle in throughout the day today, but the final national results are not expected before tomorrow. A significant loss of support for Nelson Mandela’s ANC, which led South Africa’s decades-long struggle against oppressive white minority rule, would be a blow ahead of the next major test - the 2019 national elections. Opinion polls see a
particularly close race in the capital Pretoria as well as the country’s economic hub, Johannesburg, and the symbolic Nelson Mandela Bay municipality named after the anti-apartheid icon. The DA is expected to maintain control of Cape Town, the only big city not run by the ANC. The DA is a historically white-dominated movement hoping to expand support under its new black leader Mmusi Maimane.

Amerindian Act likely to be amended Minister of Indigenous Affairs, Vice President Sydney Allicock, during his appearance before the Parliamentary Sectoral Committee yesterday, faced heavy scrutiny after making a disclosure that the Amerindian Act of 2006, is likely to be reviewed. Former Minister of Amerindian Affairs and Member of the Committee and People’s Progressive Party/Civic Member of Parliament, Pauline Sukhai, questioned the Minister in the presence of his Technical Officers, to ascertain where the push was coming from to have the Act reviewed. The Minister in response, told members of the Committee, that there was a call from the National Toshaos Council (NTC) and other groups across the country for the act to be reviewed, and the Ministry is currently in the process of gathering information. He added also, that the NTC has expressed the desire to have discussions on this matter during the NTC General Meeting/Conference which is expected to commence soon. Attorney-at-Law and Legal Advisor to the Minister of Indigenous Peoples Affairs, David James, upon request by the Minister, expounded on the issue. He stated that the Ministry had

Former Minister of Amerindian Affairs, Pauline Sukhai
received the call during its outreach programmes during the last year. “In almost every village that we have visited, there have been calls for revision if not to the entire Act to certain aspects,” he added. “For example, for the mining areas, there has been concerted requests, that certain provisions relating to mining such as Section 50, which deals with large scale mining should also be reviewed, revised and reformed to ensure that the full consent from indigenous peoples is obtained before large scale mining can proceed.” He noted that the law currently provides for
consent from Indigenous Peoples for small and medium scale mining. However, he added that the Ministry has already engaged the NTC in consultations and a consultant; a legal expert is currently providing advice on how to proceed with some of the amendments being proposed. Sukhai requested that the Minister tell the Committee how many large scale mining was being conducted on Amerindian titled lands, because – according to her – she does not believe that there is tremendous large scale mining in any Amerindian settlement with the exception of ‘other types of mining’.
$1B Kato School riddled with... From page 15 can get electrocuted,” Doodnauth said. In the case of the sink he stated, “The choice of hardware should have been commercial grade, suitable for a class.” Rodrigues also slammed Kares Engineering for the poor finishing job it did throughout the school. There were unfinished paint jobs on the walls and louvers, splotches of cement, which had dried on the floor and untidy holes which had been drilled for inserting utilities. Even a ramp, which was built for differently abled individuals and specifically, wheelchair bound persons, was located on a base that would have made it impossible to be used, unless the individual got assistance. STAIRS Besides the staircase lacking a double handrail, something considered best safety practice in the circumstance; the stairs were also visibly imbalanced, with mismatched treaders. In the section containing the Teachers quarters, staircases were also disconnected from the wall and at the base of the stairs, cracks could be seen. The beams holding up the stairs throughout the school also sported cracks. Cracks were also observed at the base of supports for the second floor corridor rails offering a steep drop for anyone unlucky enough to fall through. This was one of the most alarming safety hazards evident in the school. “The fine aggregate or sand was very claybased. If you (wet it), there would be nothing left. In other words, (Kares Engineering) used mud in the concrete instead of sand. That isn’t what was approved before. It was sand.” “There are serious issues about negligence,” Rodrigues said. “And I would say breach of contract. You have drawings and you have specifications. If you deviate
from that you are deviating from the contract. He revealed that according to the sparse responses he has received from Kares, the blame was shifted on the supervising consultant- Design and Construction Services Limited- for giving a passing grade to the work that was done. Rodrigues did not buy it, stating that the onus still remained on the contractor to complete his work according to the specifications. “We have offered some recommendations about what is to be done. But the bottom line is, we are looking at a figure of a $140M (or more) in remedial work.” “That represents 20% of the contract and that means accepting substandard work in some areas. But where the structural integrity seriously jeopardizes the safety of people, those things have to be corrected.” It is understood that the company had submitted a Technical audit report on the project in June. This technical report is expected to be circulated in the National Assembly today, by Minister of Public Infrastructure David Patterson. Construction of the school started in 2013 under the previous administration. The edifice was scheduled to be opened last January. This was delayed following the discovery of the defects. The Kato Secondary was initially billed at $780M, but the previous Government later disclosed that the final tally could be about $1B. The school is intended to be a modern institution which caters for 400 students, 250 of whom will be accommodated in the dormitory. The school also has an adjoining administrative block, teachers’ quarters, kitchen and sanitary facilities, and a dozen classrooms. It also boasts computer and science laboratories, departments for industrial arts, home economics, visual arts and agriculture.
Attorney-at-Law and Legal Advisor to the Minster of Indigenous Peoples Affairs, David James The query was deflected to James, who stated that there was ‘none’. However, several communities, including Kamarang, have expressed their desire to have the power to give full consent across the board; not only to small and medium scale mining, but also, to large scale operations. He acknowledged that the law states that if an
Amerindian community withholds consent for large scale mining, the Minister of Indigenous Peoples and the Minister of Mining, can consent to mining in the village in the public‘s interest. The law also provides for the Amerindian village to take the matter to the courts, if they oppose the granting of ministerial consent. Meanwhile, the Minister said that the Ministry is engaged in a number of projects broken down into four main categories: Capital Projects of the Ministry; Amerindian Land Titling (ALT); Amerindian Development Fund (ADF); and the Hinterland Employment and Youths service (HEYS). These projects he said are all geared to attend to the best interest of the indigenous people across Guyana and to focus on sustainable economical-typed activities among other things. The Ministry currently has responsibility for over 212 villages and settlements throughout Guyana.

National Security Ministers meet in Trinidad in September CASTRIES, St. Lucia – (CMC) – National security ministers from the Caribbean Community (CARICOM) are due to meet in Trinidad and Tobago in early September and are likely to discuss the threat posed to the region by the terrorist group ISIS, St. Lucia’s National Security Minister Hermangild Francis has said. Francis told reporters that he would be following very closely the recent media report that nine Trinidad and Tobago nationals had been intercepted on their way to join the terrorist group in Syria. “This is something that we have to take very seriously – when we talked about the deportees, these are the sorts of things that can be problematic for us. We are looking at it and we will make a statement later,” Francis said. He said the issue of Caribbean nationals joining ISIS represents a security threat to the entire region. “I think that the Ministers
Hermangild Francis of National Security will be meeting in Trinidad early in September and I think that is one of the topics that we will discuss,” Francis said. Trinidad and Tobago’s National Security Minister retired Major General Edmund Dillon says the safety of Trinidadians remains a top priority of the Keith Rowley
government in light of the new reports that nationals were joining the terrorist group. Dillon said that while he could not confirm whether or not they people detained in Turkey are in fact Trinidad and Tobago nationals, the Ministry of Foreign Affairs is seeking to verify their nationalities. Dillon said that there would be a “reinforced” presence of the police and Defence Force soldiers on the streets here to deal also with the escalating murder rate that stood above 256. “When we look at the statistics given to us in recent times we see that out of the nine police divisions in Trinidad, the Northern division has stood out the most we will therefore focus our efforts in the Northern division area. “Based on what we understand we will focus our efforts on our highways and our streets. We intend to make life very difficult for persons involved in illegal activities.
Govt. raises millions on regional securities market Daily Observer - The Grenada government says it has successfully raised EC$45 million (One EC dollar =US$0.37 cents) on the Regional Government Securities Market (RGSM). A government statement noted that on July 20 it issued an EC$30 million, 365 day Treasury Bill on the RGSM, followed a day later by an EC$15 million, 91 day Treasury Bill. “Both securities were competitively auctioned and resulted in over subscriptions of EC$6.5 million and EC$13.96 million respectively at very favourable discount rates of 4.76 and 3.86 per cent respectively,” the statement said. It noted that since the start of
2016, “all of Grenada’s auctions have been oversubscribed and at lower rates than previous year, which is strong evidence that investor confidence in the economy is being restored”. The RGSM is a regional market for the trading of debt instruments of the member states of the Eastern Caribbean Currency Union (ECCU) which comprise Anguilla, Antigua and Barbuda, Dominica, Grenada, Montserrat, St Kitts and Nevis, St. Lucia, and St Vincent and the Grenadines. The market was established in November 2002 and operates on a fully electronic platform.
Govt. To Strengthen Compliance With Building Standards The Gleaner - In order to encourage good building practices and compliance with existing standards, as well as to mitigate construction mishaps, technical and senior officers in the local authorities recently benefited from a special training session aimed at strengthening their monitoring of building projects. University of the West Indies lecturer Dr Victor Douse, who was the facilitator, presented on the consequences of using noncompliant materials in the construction industry. During the training, part
of efforts by the Ministry of Local Government and Community Development, portfolio minister Desmond McKenzie, who brought greetings at the four-hour session held recently at the Bureau of Standards headquarters in Kingston, said the training will be ongoing. “We are going to have routine training of our technical officers. It is going to be an integral part of the ministry’s programme in equipping the staff to effectively perform their duties,” he said.
The local authorities have responsibility for building and planning approvals and development control. The minister noted that the proposed Building Bill will further strengthen the building sector and ensure public safety. The bill aims to establish new provisions for the regulation of the construction sector, which will see the adoption of a National Building Code to ensure safety in the built environment, enhance amenities and promote sustainable development.

“Revolted” French President lashes out at Donald Trump: “his excesses are sickening
François Hollande While over the past week Trump has hardly needed outside help to generate a spectacular dose of media scandals, overnight an
unexpected attack came from none other than French socialist president François Hollande expressed extreme revulsion at Donald Trump’s “excesses” in the U.S. presidential campaign and warned against the authoritarian tone adopted by the Republican nominee. Coming from the man who defined the term “shampoo socialism” when it was revealed that his personal hairdresser costs the French people •11,000 per month, Hollande knows excesses when he sees them. In fact, Hollande is not just anybody. Recall that “everyone needs their hair done, no?” Stephane Le Foll, the government spokesman, said after the weekly cabinet meeting at the Elysee Palace Yesterday in Paris. “I can
understand people’s questions, I can understand their judgments. He’s not just anybody, that’s all.” Cited by Bloomberg, Hollande continued his bashing of Trump, adding that “in the U.S., one of the world’s great democracies, maybe the
greatest democracy, where democracy was born, before the French one, we see some excesses that are sickening,” Hollande and Trump have already swapped barbs, most recently when Trump said in the aftermath of a string of terror attacks on France that
he would not visit the country because “France is no longer France.” Hollande responded his country would stay true to its values. In his comments to French journalists, Hollande this time did not hold back his disdain
and dismay at the prospect of a Trump White House: “If the American people choose Trump it will have consequences worldwide because the U.S. is a global economy,” he told a hotel conference room of 66 reporters over drinks.

Jamaica to pay off PetroCaribe debt with food, medication and fertilizers Venezuela is selling oil to Jamaica in exchange for food, medicine, farming materials and building supplies. Jamaica announced last week that it would provide up to $4 million in the form of goods and services to Venezuela. “You could say that it’s goods and services for oil,” Dr. Wesley Hughes, CEO of the Jamaican government’s PetroCaribe Development Fund, told CNNMoney Tuesday. “It’s going to be up to Venezuela to decide what they need.” This form of payment is part of a trade pact between the two nations. Venezuela is desperately short on food and medicine. People wait hours outside supermarkets to buy basic goods like milk, eggs and flour, often only to find empty shelves. Others are dying in ill-equipped hospitals. Despite the chronic shortages, the Venezuelan government has refused the help of international humanitarian groups like United Nations and Amnesty
Dr. Wesley Hughes
International. Hughes said Venezuela has not yet said what specific goods they want but confirmed that they’re available immediately and would be equivalent to $4 million. The food-for-oil deal with Jamaica comes as Venezuela’s food shortages have become extremely severe. In July, Maduro temporarily reopened the border between Colombia and Venezuela to allow citizens to cross to the other
side to buy basic items. Colombian officials estimated that over 100,000 Venezuelans crossed the border. Some cried at the sight of fully stocked supermarket shelves. To tackle food shortages, Venezuela recently issued a decree that would force citizens to work on farms for 60-day periods and perhaps longer “if circumstances merit,” the decree said. Amnesty International said the decree “amounts to forced labour.” CNNMoney (New York)
Govt. building profile on those going to Syria Trinidad Guardian Intelligence agencies are building profiles—based on geographical areas—of people who may be going to Syria to join the Islamic State (ISIS) terror network and who might be behind it locally, says National Security Minister Edmund Dillon. Dillon fielded questions on the issue at a media briefing at his Portof- Spain ministry Tuesday, where he also spoke about the crime situation. The briefing followed a meeting of law enforcement top brass and US officials who were seen leaving the ministry. Dillon said Government was concerned about the overall national security environment which he said was “very dynamic and
Edmund Dillon evolving.” Among the landscape, he noted the issue of the “recent emergence of T&T nationals interested in participating in conflict overseas,” a reference to
recent reports of nine suspected nationals held in Turkey en route to Syria to join ISIS. He was also asked about an article in ISIS’ Dabiq July publication featuring a T&T terrorist fighter Abu Sa’d alTrinidadi. The latter, as well as FTFs from o t h e r countries, called on sympathisers to launch home turf attacks on Christians. Dillon said there had not yet been confirmation on the nine detained in Turkey but noted he had asked the Foreign Affairs Minister to follow up the matter through diplomatic channels in Turkey to ascertain if those detained were nationals. Other sources said they were still in Turkey.
Earl’s rain floods MoBay MONTEGO BAY, St James — Heavy rains associated with Tropical Storm Earl Tuesday caused severe flooding in sections of the resort city of Montego Bay. Among the areas affected were the newly developed Fairview Shopping Centre, where a number of motor vehicles were observed submerged in rising flood water. Sections of St James Street, Dome Street and Rosemount were also flooded, which caused a slowdown in commercial activities. Mayor of Montego Bay Councillor
Glendon Harris attributed most of the flooding that affected the city, especially on Dome Street, to the clogging of silt traps by garbage. “The garbage [has been] blocking silt traps, therefore the water can’t run off as it is supposed to, so you get a build-up (of flood water) with the persistent, heavy rain,” Harris said. Officers from the parish council, he said, went into the town after the rain to determine work that needs to be done to prevent further flooding. (Jamaica Observer)

Classy Chase leads Windies fight to earn draw with India (Reuters) Roston Chase joined elite company as West Indies escaped with an unlikely draw against India after the second test concluded in Jamaica on Wednesday. Chase scored 137 not out to lead West Indies to safety, with the home team losing only two wickets on the fifth and final day at Sabina Park in Kingston. West Indies had reached 388 for six in their second innings when India captain Virat Kohli conceded a draw with a few overs still remaining. If not quite qualifying as a miracle, the result was certainly unexpected after the Windies began the final day staring down the barrel of defeat, precariously placed on 48 for four and still needing another 256 to make India bat again. Even though rain washed out most of day four, it
seemed a formality for India to quickly wrap up victory and take a 2-0 lead in the four-test series, but West Indies batsmen dominated from the very first over as Chase and his fellow middle-order batsman displayed assurance and more than a touch of class. Their performances will give Caribbean cricket fans hope that their team has a future in the five-day format. Chase, in just his second test, took 5-121 with his offspin in the India innings, before showing his class with the bat. He became just the fourth West Indies player to score a century and take five wickets in the same test, and the first to do so in 50 years. Gary Sobers, the only player to accomplish the feat twice, last achieved that double in 1966. RAPTUROUS APPLAUSE The small crowd erupted
in rapturous applause when Chase completed his century and raised his bat in celebration, with nobody clapping louder than Viv Richards. Chase received excellent support from fellow 24-year-olds Jermaine Blackwood (63) and Shane Dowrich (74), who was unfortunate to be given out lbw to Amit Mishra, with replays showing he appeared to get a thick inside. Blackwood displayed excellent technique with a series of classic straight drives that offered evidence of why he kept his place in the team despite a pair in the first test. He smashed two sixes and nine fours in a 54-ball knock as he dominated a brisk fifth-wicket stand of 93 with Chase until he was superbly caught by a diving Cheteshwar Pujara, via bat-
Andrew Riley to replace Hansle Parchment in 110mH Jamaica Observer - RIO DE JANIERO, Brazil — J a m a i c a ’s 2014 Commonweath Games 110m hurdles champion, Andrew Riley is on his way to Brazil to replace Hansle Parchment, who pulled out of the Jamaican team on Tuesday night. Parchment, the national record holder and 2012 London Olympic bronze medallist, failed to prove his fitness while at the PreOlympic training camp after he was given a medical exemption from the national championships in July. He along with the technical staff came to an amicable agreement. A t h l e t i c s t e a m l e a d e r, Ludlow Watts, said after consultation, a decision
was taken before the August 8 deadline to prove fitness. “A decision was taken that Riley will now be the third representative in the 110m hurdles, Watts told OBSERVER ONLINE a short while ago. He continued: “Remember, we had to do a medical test and evaluation by the technical committee. So after consideration by all concerned and the athletes, it was decided that Riley would be the one to compete in the 110m hurdles”. Riley who was third behind Omar McLeod and Duece Carter at the Jamaican Senior Championship, is expected to join the team soon. Meanwhile, former
Jamaican athlete, Juliet Campbell, who manages Parchment, told OBSERVER ONLINE that the 2015 Wo r l d C h a m p i o n s h i p s silver medallist, who has been plagued by various injuries, decided that this lastest hamstring injury wasn’t going away and pulled out. “Parchment took the decision by himself to withdraw from the camp. He has been plagued by injuries over the years. But after a meet in Italy where he ran 13.5 seconds, he said he felt good and that’s why he came to the camp,” said Campbell. “So he talked to his coach and took the decision to pull out,” she reiterated.

Jason Holder aided in the Windies resistance ©Associated Press pad, off the spin bowling of Ravichandran Ashwin. Chase then shared in a sixth-wicket partnership of 144 with Dowrich, who departed with the result still very much in the balance. Captain Jason Holder, the fast-bowling all-rounder who knows how to wield a bat coming in at number eight, teamed up with Chase to assure the draw.
The pair put on 103, Holder bringing up his 50 in style by hoisting Ashwin over long-off for six. He was 64 not out at the close. The rearguard action had statisticians searching through the record books, revealing it to be the first time ever that West Indies batsmen at five, six, seven and eight had each scored a half-century in the same
innings. West Indies’ crushing defeat in the series opener in Antigua, by an innings and 92 runs, meant the hosts had lost seven out of eight tests while drawing the other game. But the series suddenly has new life going into the third test to be played at Gros Islet on the island of Saint Lucia from Aug. 9-13.

Brace yourself for a bargain-basement Olympics opening ceremony says its director - had to ‘cut, cut, cut’ budget to just a twentieth of Beijing’s Daily Mail - It should be the spectacular start to the greatest two weeks of sport. But Friday’s Opening Ceremony for the Rio Olympics has been caught up in the crisis surrounding the Games, with warnings from the man in charge not to expect parties like those that went before. The world’s greatest athletes will be lining up in front of royalty and heads of state at Rio de Janeiro’s Maracanã Stadium to celebrate the 2016 games, which will have more than 10,000 competitors. But the party has already suffered a major blow with a complaint from the creative director of the ceremony Fernando Meirelles that he faces unprecedented challenges. The economic crisis in Brazil has led to financial cuts in the funding of the ceremony where Olympic record medal haul winner Michael Phelps will lead USA into the 80,000seated stadium. But the edge has been taken off the razzmatazz that
many would expect at the event. Meirelles, 60, who had to deny Twitter reports that his ceremony would controversially have model Gisele Bundchen suffering an attempted mugging, said he was proud to be at the helm. But he added: ‘I am prepared for the haters – people say the internet [reaction] is horrible. ‘This has been a very difficult process. When we started we were rich, we had an international crew, we watched some shows in Vegas, we were very ambitious with the technology we wanted to use. ‘We were looking at a budget of $113.9 million [for the four ceremonies – Opening and Closing Ceremonies for the Olympic and Paralympic Games]. ‘But little by little it has been cut and now our budget is $55.9m for four ceremonies. Most of this money is for security, and all the stuff around the show.’ He said the money made available to him was

He added: ‘ I think it is 12 times less than London, 20 times less than Beijing…this makes it very challenging.’ He said he had been initially disappointed as it would mean fewer performers
Khan, Sahadeo, Shiwnandan guide G Square Cavaliers to T20 triumph-Wakenaam By Zaheer Mohamed in Wakenaam C o m m e n d a b l e performances by Kamal Khan, Satnarine Sahadeo and Dayawant Shiwnandan guided G Square Cavaliers to a 33-run victory over Maria’s Pleasure SC in the final of the G Square Cavaliers Sports Club T20 competition which was contested on Tuesday in Belle Plaine, Wakenaam. Khan struck a fine half century to guide host G Square Cavaliers to a commendable 215-6 before Sahadeo and Shiwnandan shared eight wickets between them as Maria’s Pleasure were bowled out for 182 in reply. Openers Jaggernauth Manbodh and Somnauth Prashad added 27 for the opening stand after Cavaliers decided to bat on a decent pitch before pacer Bernard Lewis sent back Prashad for 18. Manbodh was then joined by Khan and the pair frustrated their opponents with a second wicket partnership of 129 with sensible batting in favourable sunshine. Manbodh struck five fours and one six before he was bowled by impressive
Kamal Khan fast bowler Leorayan Ramlakhan for 43 which came off 36 balls, while the aggressive Khan slammed six fours and five sixes in scoring 56 off 24 balls. Chandrika Ragnauth maintained the momentum, hitting three fours and fours maximums before he was run out for 43, while Sahadeo contributed 18 (3x4) as Kennard Lewis claimed 2-24, Ramlakhan 2-21 and Bernard Lewis 1-41. Barnard Lewis and Troy
Gobin gave Maria’s Pleasure a decent start with an opening stand of 50 before Gobin was bowled by Ragnauth for 25 with three fours and two sixes. Bernard Lewis and Lionel Baker kept their team in the hunt with a second wicket stand of 69, but their separation triggered a collapse which saw Maria’s Pleasure being bowled out in 18.2 overs. Bernard Lewis got 48 off 36 balls with six fours and two sixes while Baker made 32 with one four and three maximums. Ramlakhan rallied his team somewhat with a cameo 36, including one four and five sixes as Shiwnandan grabbed 4-28 off four overs and Sahadeo 4-34 including a hattrick; Ragnauth snared 2-53. The winners collected a trophy and $100,000. Speaking at the presentation ceremony, chairman of the G Square Cavaliers SC Dr. Dayawant Shiwnandan congratulated his team on the victory. He added that one of the club’s main objectives is to enhance sports and education on the island, stating that the competition will be played on an annual basis.
The 2008 games in the Chinese capital were not constrained by the austerity which has hit the 2016 Rio Games. (Getty Iamges) and theatrics. ‘You lose ideas, you lose toys, where you had 3000 people you now have 700. ‘At first I was very upset, you start thinking something very big and then you have to cut, cut, cut. ‘On the other hand, it is good in some way because we are in a moment in the world where we need to be reasonable with the way we spend money. ‘The environment can’t handle it any more, we are warming the planet. It is pretty tacky to be overspending. ‘It is not a good message for the world. When 40% of the homes in Brazil have no sanitation, you can’t really be spending a billion reals for a show. ‘In the end I feel good that I am not spending money that Brazil hasn’t got. You can do something with heart, with concept, without spending.’ He revealed he hoped his Opening Ceremony would cheer up Brazil’s 200 million population in difficult times where the economy has shrunk for the fifth consecutive quarter ‘I hope that the Opening Ceremony will be a drug for depression in Brazil. ‘Brazilians can look at it and say we are a cool people, we are different ethnic groups, we live together, we never went to war, we are peaceful, we know how to enjoy life and we tend to be happy. ‘The ceremony has a very strong and clear message. It is very contemporary, very pop. And of course it is Brazil, the music is good. Whatever we are showing may not be huge but it looks good, it’s in
good taste. We have heart – I think that is enough.’ Meirelles, who directed the four-time Oscar nominated movie City of God, said he loved Brazil and despite his international film success, he had his roots in the country. When Phelps, who has 22 medals to his name leads out more than 500 Team USA members on Friday evening, his jacket and those of the others will be illuminated on the back in a design by Polo Ralph Lauren. The Rio Games have been hit by a series of snags and disasters. The Zika virus has kept many top athletes away including world number one golfer Jason Day of Australia and other top players like Rory Mcllroy and Vijay Singh. Top US basketball stars LeBron James and Stephen Curry also bailed, but neither cited Zika as being behind their decisions. They were joined by American cyclist Tejay van Garderen, who did blame Zika fears. Prince William and the Duchess of Cambridge, who
were prominent faces at the London 2012 Olympics, also decided not to fly to Rio. On top of the financial and health worries, Rio has had to contend with a number of problems in completing the venues on time. With 48 hours to go before the Opening Ceremony, construction workers are still busy putting the finishing touches to facilities and there has been a less than enthusiastic response from the Brazilian public for tickets, which were sold out at London 2012. Traffic problems are worsening in Rio following the opening of the exclusive Olympic lane for dignitaries, athletes, officials and media. Rio has also had to add to its security budget with the threat from ISIS terrorists, following the arrests of alleged supporters in the weeks before competition begins. And athletes taking part in events in open water including rowing and marathon swimming have been told not to swallow it because of the presence of human waste and other pollution.

Digicel Schools Football Championship
Early evaluation points to huge success By Rawle Welch There is no doubt that the Digicel Schools Football Championship has become one of the most eagerly anticipated sporting events on the annual sports calendar. The Championship which had its genesis in 2011 has grown leaps and
bounds since its inauguration, to the extent where many communities outside of the traditional home of football (Georgetown) have now easily surpassed it in relation to crowd support. Digicel as a corporate entity had stated from the onset that their primary aim
is to help in the development of the sport and as a responsible member of the business community felt the need to give back in a sizeable way. Apart from the above mentioned aspiration, the Company through its ambitious and costly endeavour has provided
many young Guyanese the opportunity to not only see different parts of this vast country, but also have a first hand experience of the diverse cultures that exist among the six races, while also impacting positively on small and medium scale businesses as well. The early evaluation of
the just concluded sixth e d i t i o n o f t h e championship would indicate that the event was a huge success in many areas and praise much be given to the Organising Committee and all the other related staff who did a tremendous job in making the esperience even better than last year. Six years might sound like a long time, but because of the enormity of the event which traverses all ten regions of this country it could become a logistical challenge for a Company whose principal responsibility is telecommunication. This is not to say that more cannot be done to make the championship even better, but the sterling efforts of those connected with the event should not go unnoticed. Initially, they faced criticisms from many quarters which in some instances were no fault of theirs, but over the years have made a concerted effort to improve in every area that had much contention previously. This year saw an encouraging reduction in institutions trying to cheat the system by declaring ineligible players and this was due to the rigid scrutiny that they now face by the tournament’s co-ordinators who would have constructed a proper database of participating schools and players’ qualification to play.
Another achievement was the fact that the number of schools that participated continues to rise and this is a clear display of the confidence that schools are radiating as it pertains to the whole organisation of the tournament. This year saw a new champion being crowned in Chase Academic Foundation who dethroned four-time champions Christianburg / Wismar in a tough battle in the final last Sunday. The mere fact that eventually an institution was able to defeat one that many felt was unbeatable is undeniable evidence of schools seriousness to win the coveted title. The stakes are high, the rewards are substantial and schools have laid down the gauntlet and signaled clearly that the $1million first prize or any other of the three could do wonders for infrastructural development and asset acquisition for their respective institutions. Then there are many other prizes to be won like being a regional champion so participation in the tournament has other benefits in addition to the prospect of being spotted for talent. Digicel has worked strenously to improve the product and the future seems bright in terms of their continued involvement as principal host.
