No law allows any official in the past to steal state’s assets and get away
71 Region Three youths graduate from Police skill training programme
- “Let Nandlall be patient. He will find out when the Bill is passed if SARA can go after past officials” - SARU Officers By Kiana Wilburg Former Attorney General, Anil Nandlall is of the firm opinion that when the State Assets Recovery Agency (SARA) Bill becomes law, it would be useless in the pursuit of past wrongdoers. According to Nandlall’s understanding, only those individuals who stole assets after the Bill is passed would be held liable. The former Minister of Legal Affairs had said that it is not possible for past defaulters to be brought before the courts, because Guyana’s constitution does not allow the law to be retroactive. But after noting these comments, the State Asset Recovery Unit (SARU) which will soon become SARA, concluded that Nandlall is nothing but “professional at misleading the nation.” SARU officials who spoke with Kaieteur News yesterday made it clear that in the case of the SARA Bill, there are no new offences being created which would prohibit the body from going after those wrongdoers of the past. They stressed that a quick look at the offences as listed in the SARU Draft Legislation would prove this. According to the Bill, “if a person knows or suspects that an authorized officer is acting or proposing to act in connection with a civil recovery investigation which is being or is about to be conducted, the person commits an offence, if – (a) the person makes a disclosure which is likely to prejudice the investigation; or (b) the person falsifies, conceals, destroys or otherwise disposes of, or causes or permits the falsification, concealment, destruction or disposal of, documents which are relevant to the investigation.” The Bill also states that a financial institution commits a summary offence if without reasonable excuse; it fails to
Former Attorney General, Anil Nandlall comply with a requirement imposed on it under a customer information order. It says too that, a financial institution commits a summary offence if, in purported compliance with a customer information order, it – (a) makes a statement which it knows to be false or misleading in a material particular, or (b) recklessly makes a statement which is false or misleading in a material particular. Additionally, the Bill says, “A person who makes or sends a threat to or, in any way intimidates or menaces, or assaults or attempts to assault a member of staff of SARA, or any member of the family of a member of staff of SARA commits an offence.” Another aspect of the Bill which deals with offences says, “A person commits an offence if without reasonable excuse, he fails to comply with a requirement imposed on him under a disclosure order.” The SARU officials made it clear that these offences do not in any way inhibit the body’s powers when it becomes an agency to go after officials who stole assets from the state.” One official said, “Had there been no provision in Guyana’s laws which state that it is an offence to steal, and SARA’s Bill was now seeking to do so, then Mr. Nandlall’s claim would have been in order. We would not have been able to take action against those who stole prior
to the Bill coming to life.” The SARU officer added, “However, what the learned former Attorney General must understand is the fact that stealing state assets or fraudulently converting it for one’s own gains is captured in different ways in many other aspects of our financial laws. Therefore, this Bill when it becomes law will empower SARA to act and enforce those aspects of the law which already speak to stolen state assets and can be recovered via the courts.” Major (Rtd) Aubrey Heath-Retemyer, who is also part of the SARU team, expressed similar sentiments. He stressed that Nandlall’s comments are misleading to say the least. The official said, “If you steal the Government’s property, what law in this country allows you to keep it? There is none. No law allows any official in the past to steal state’s assets and get away with it. So I don’t care how Nandlall wants to turn it and twist it. This Bill is going after property which belongs to the state and that is not some new offence.” The SARU officer said that the former Attorney General must desist from fooling himself and fooling the nation that those who stole from the state will get away with it. Heath-Retemyer said that the SARA Bill will allow the entity to deal with stolen assets cases which occurred in the past and “it will allow us to do so effectively.” He said, “Let Nandlall be patient. He will find out when the Bill is passed if it can go after past officials who stole assets from the state. Nothing Nandlall says will change the fact that stolen state assets will be recovered.”
Acting Commissioner of Police David Ramnarine presents a graduate with her trophy The brainchild of ‘D’ Division Commander, Stephen Mansell - a four week skill training programme at the Leonora Technical and Vocational Skill Training Centre (LTVTC) for youths of Region Three - ended yesterday with a graduation ceremony. Some 71 youths from communities such as Bonasika, Hog Island, Parika and Tuschen graduated from the programme which included training in skills such as Mechanics, Carpentry, and Electrical Installation among other technical areas. Principal of the Institute, Eon Nicholson, said that the initiative that was brought forward by Commander Mansell presented the LTVTC and the Ministry of Education an opportunity to reach out to the youths of Region Three. Speaking to the graduates, Nicholson emphasised that the Police Force is not the enemy. He further stated that education does not have an age limit, as there is currently a 78-yearold woman doing Mechanics at the institute. He continued
that through the theme; “Building Public Trust Through People Skills and Partnership”, Region Three could become a model for the country. Commander Mansell said that the initiative is designed to empower youths and pointed out that partnerships with the Ministry of Education, the Regional Democratic Council and religious leaders in the communities are important. “The police is the community and the community is the police,” he said. The aim of the project, he noted, is to transform Region Three community by community. The commander further stated that since starting the
initiative back in 2015, he has noticed a decrease of street limers in the region during the July-August holiday. Commissioner of Police (ag) David Ramnarine, in his feature address to the young graduates, congratulated them and the partners for “a great accomplishment”. He then stressed that crime is a social problem as studies have shown crime is a product of youth and masculinity as the evidence is in the prisons.” Some 75% of those incarcerated are aged 40 and below, 30 and below, some even as young as 15,” Ramnarine explained. “What we choose to do with our lives is a gift to God because God’s gift to us is (Continued on page 12)

TIME TO ACT
Crime has become big business in Guyana. Criminals have obviously invested heavily in technology, and have established very lucrative networks in the trafficking of drugs and weapons. There have been fluctuating figures over the years with respect to violent crimes including armed robbery and murders. Whatever the figures, one thing remains constant, many communities and rural villages in the country are uncomfortable. Literally, crime is everywhere. Recently the Minister of Public Security declared war on crime. We are sure that the Minister meant that citizens need to be more vigilant and must be willing to report suspicious behaviour in their communities to the police. Declaring war on crime does not mean that the average citizen should literally take up arms against the criminals. But sadly, that could be implied by some. Emotions are running high, but when there is a call to declare war on crime, exactly who is this war against? People are absolutely terrified and confused. They simply do not know who is who anymore. Gone are the days when one would assess someone based on their characteristics or attire. Many of today’s criminals are well dressed, well-spoken and well connected; and many have a portrait of innocence. People are living in fear, and are already thinking that their only option is to have a gun to defend themselves. Many live in communities alongside criminals and where gang violence is a normal occurrence. Unfortunately, the unemployment rate seems to have created frustration, and disenchantment among youths who will do almost anything to survive. With or without jobs, these youths are gullible and some are willing to do anything, including joining criminal gangs, in an effort to escape poverty, to getrich-quick, or simply be recognized by their peers. It quite frankly seems that a war on crime is a war on ourselves. Our leaders should know that the aggressive, fearless and remorseless criminals are products of our society, thus, there should be an urgent need to inculcate a new kind of thinking in particularly our youths in order to convince them that theirs and the nation’s survival and prosperity depend on the collective responsibility of all. Declaring war on crime is a cliché that has seen very little results. Words must be backed up with action, which is seldom done. And seeing that we are into waging wars, why not declare war on corrupt and greedy public officials who pilfered the state resources of billions of dollars and in the process destroyed the hopes and aspirations of the people, which in turn has led to even more crime? When it comes to matters concerning the wellbeing and safety of the masses, politics always get in the way and our leaders have failed to adequately put measures in place to deal with critical issues. New legislation, with stiffer penalties, is needed to deal with today’s criminals and their sophisticated systems. Today’s criminals are clearly much smarter and more ruthless than in the past. It is time for commonsense to prevail, particularly at the level of governance. The country is experiencing tough economic times; the so-called ordinary people are feeling the brunt of it and its myriad problems. Murder and other serious crimes are still too high and the lives and well-being of the citizens are being continually threatened by a tiny few who are bent on destruction. The nation’s security and intelligence agencies are screaming out for technological advancements in their efforts to make serious dents in crime in the country. The elected representatives must act to protect the citizens. Surely a reduction in crime is not too much to ask. We believe that enough has been said about reducing crime. It’s time to act.
Roxanne Burnham Van WestCharles writes on Lear Goring DEAR EDITOR; Since the day my father Linden Forbes Sampson Burnham departed this earth, mine has been a life of extremely low profile notwithstanding I have always followed my beloved country’s challenges with development. I cannot but do so since sacrifice and character are two of the hallmarks that guided our family and yet for it all some still see it fit to besmirch and malign my father’s good name. My father understood the central nature of human capital to the development process and as I watched him throughout most of my life, he intermingled with men and women of all walks of life understanding the good and the weaknesses in all of them and us. Yes, he believed that in every one of us there is good and if only the determinants were there all the time, in many cases we would not have so many of our young people in prison. I recall him interacting with the prisoners in the Open Prisons on the East Coast and ensuring that when they were
ready to leave they had enough to help them have a new start. At no time did he exhibit scorn, nor discrimination for he was also a preacher in the Methodist church and believed what Jesus Christ said “He that is without sin cast the first stone” As I perused the dailies which took an historical event of a young man’s past and sought to destroy him without even the consideration that this young man Lear Goring has put his life back on track, is now furthering his studies by doing his Masters in Business Administration. I am saddened that we have moved from being caring and forgiving to what seems to be nothing short of merciless and judgemental nation. My father has assisted the children of comrades, the children of Ministers, the children of Business men and Presidents who have made mistakes and have had brushes with the law. He did this because he believed in the principles of redemption, forgiveness and caring and that we all must be given the
opportunity to our dear land no matter how small. For more than 21 years, Lear Goring has been on the straight and narrow, he has three young boys whom he loves and cares for. What do we gain as a nation from this public destruction? There are many more Lear Gorings who will make mistakes. Do we want to create a dump heap of humans or do we want to have as many useful humans to work in the developmental process? This is a shining moment for us to define what the future holds for our young people when they make mistakes since the destiny of any nation lies in their hands. Lear Goring’s story should be one to celebrate, should be a teachable moment for those young people who have made mistakes. Are we saying that because of our mistakes our growth is restricted to a certain level in society? Whether you are Christian, Hindu, Muslim or Agnostic, Good always triumphs over evil. Let us as a nation take the high road of
forgiveness, redemption and upliftment, let us follow the recent example of President Granger by the strength he showed to pardon those prisoners. May God continue to guide our dear land. Roxanne Burnham Van West-Charles PUBLISHER’S NOTE: We view the advent of this letter with no surprise since it comes from the wife of GWI’s Managing Director, Dr. Van West Charles. It was Dr. Van West Charles who employed Lear Goring. We agree with the sentiments expressed by Roxanne Burnham-Charles that we must forgive. But what about context? Goring was convicted for drug trafficking. Then secured a second conviction for the same charge of drug trafficking. He didn’t give himself the very break Mrs. Van West Charles wants the nation to give him. Finally, the nation has qualified graduates who cannot secure employment. Mr. Goring was employed at GWI without the requisite qualifications.
Government must create the conditions necessary for growth DEAR EDITOR; Ever since the 2015 election, President Granger of the APNU/AFC coalition government has made a number of statements regarding the role of government in transforming the economy. These statements are contradictory. It is a manifestation that the government does not understand the role of the government in the economy. The position of the United Republican Party stands in sharp contradiction to the government’s position and how this government plans to stimulate the economy to create the “good life” for all Guyanese. It is clear to the URP that the Granger government is oblivious to the economic needs of the Guyanese people. Consider the following statements and actions by the government since its ascension to office in May 2015. According to Granger, Guyanese should be self-employed or seek selfemployment in order to improve their economic status and standard of living. However, the government has not laid out any major economic policy or plan that would create public confidence in the economy, nor has the government encourage Guyanese to take on private initiative that would lead them to become gainfully employed. Secondly, before the elections, rice farmers, who form a major backbone of the economy, were promised that they would receive $9000 per bag of paddie. Yet rice farmers today have not seen that reality materialize, as regional markets close their door to rice produced in Guyana.
Thirdly, the government has not made any serious attempt to find local buyers for their cash crop, despite the fact that many of these local farmers depend on available markets to sell their products. Local farmers are left on their own to secure markets, and as such, Guyana’s ability to exploit the Caribbean community as a potential market source has not materialize. While Guyanese continue to struggle, government ministers did not hesitate to give themselves a 50% increase in salary. The URP, a political party which prides itself on support for economic liberalism and a market economy with limited government interference since its formation in March 1985, views these statements and government inaction with great alarm. Guyana needs a government that works for all Guyanese. The URP shares the ideological belief that individuals are best capable of establishing their own economic initiative, which in itself will serve as the engine of growth, when government create the necessary conditions for such growth to take place. We reject the idea that an economy will develop with total government intervention or that an economy can develop and thrive where government plays a central role in controlling the economy, as in a command economy. Although the URP believes that economic liberalism may lead to some government regulation to ensure equality, we believe that such interventions should be limited and tempered with caution. So, while the
government or state does have a role in ensuring that all Guyanese are entitled to free and fair competition, it has a specific, but important role to play in our economic development. The URP differs with the current policy of the government. The Guyanese people need the government to create the appropriate investment climate so that individuals can become the engine of growth. For instance, the government is responsible for securing a market abroad for farmers who produce cash crops or rice for sale. Businessmen are not equipped with the careful understanding of all the type of regulations that exist between Guyana and its regional partners, nor are they keenly aware of the trade policies that Guyana has established with its neighbours. It is therefore imperative for the Guyana government to create the business friendly environment (negotiating bilateral and multilateral agreements with neighboring countries, establish trade policies, educate local businessmen about trade policies with neighbouring partners, etc) that can promote the economy. Instead, what we are seeing in Guyana is a situation where a government is simply getting by with ad hoc trade policies. In such a climate, it is the business community that will continue to suffer. The URP calls on the current government to create the climate that is necessary for Guyanese businessmen to become the engine of growth. Dr. Vishnu Bandhu Leader, URP

A CITIZEN LAMENTS THE NEGATIVES OF LIFE IN GUYANA
DEAR EDITOR; Everyday I scream inside in frustration and with a sense of hopelessness which envelopes me. Are we lost? Lost all sense of honour, decency and social graces? Lost all sense of personal pride? Editor, just jump into any taxi, minibus or your personal vehicle and take a drive in and around Georgetown or any major hub in Guyana. The anti-social conduct and behaviour of our people is evident, from the excessive use of horns, the incessant indecent language, lack of respect for each other, flagrant violations of road rules and laws, and the list goes on and on. I have no explanation for Guyanese people’s attitudes. I am Guyanese, and I am publicly declaring that I am ashamed to be, at times. And, it is not to say this conversation has never occurred. I have read countless letters to the editor, which is, in my mind, a reflection of the pulse of society. We, the civic minded amongst us, recognise this scourge, but recognition changes nothing. I am at a loss suggesting a way forward to make things better, to transform ourselves into a more socially conscious and acceptable citizen. How can we change the perception of that lady when sweeping out the front of her business place, happens upon a large plastic bottle which she promptly picks up and discards in the drain in front of her premises. How can we change the perception of that bus driver, who times the traffic light countdown to perfection by slowly rolling on the outside turning lane?
He then suddenly accelerates on green, charging straight on. He then cuts in front of others, narrowly missing the vehicle at the head of the line in the correct lane. Then suddenly stopping over the corner, blocking the entire volume of traffic, trapping some within the junction as the lights change red again? How do we change the attitudes of drivers, so that they eventually understand that driving and sailing are two completely different concepts, that lane driving is the right thing to do, whilst changing lanes, when safe, must be signaled? My grievance appears to be mostly traffic oriented, because it is the most apparent and readily experienced occurrence. However, in all aspects of our society, in our leadership, in our blind allegiance to our political masters we lose ourselves to their entreaties. I read recently about the ‘final’ offer by the Government to our public servants, with a structured percentage increase scheme proposed. Let us forget about the percentages proposed, and reflect on the message sent. Is it that the public servant on the higher salary scales, not deserving of an increase, consistent with their own level of achievement, because of their personal development in educating themselves and sticking it out in the public service in the hope of a more deserving salary? Is the proposed structured percentage scheme a reflection that the country is unable to sustain across the board increases to all? If the latter, where did the
Enmore citizens policing group arrests bandit DEAR EDITOR; Brave and resolute pursuit by members of the Concerned Citizens of Enmore Policing Group of an armed suspect in a robbery which occurred at Logwood, Enmore, Monday led to his arrest on the Enmore Public road after he had entered a minibus. A 9mm semiautomatic pistol and twelve matching rounds of ammunition were found on his person. A businesswoman’s house was invaded by five males who ransacked the building and took away an unknown amount of cash and jewellery. After an alarm was raised, Policing Group members, together with residents, responded and cornered a minibus which the suspect had entered and made the arrest. Police from Cove & John pursued a car which the other four bandits took away from a taxi driver but was unable to make any arrests. The arrested suspect was handed over to the Police for questioning. This incident underscores the continued relevance and effectiveness of Community Policing in Guyana. I understand there was a release in one of the dailies which gave Police credit for the arrest. This is not true. The Police did NOTHING in this arrest. In fact, they were about 10 feet away from the getaway car but did nothing to overtake it. That raises several questions. Tejnauth Jadunauth

State find the money to have the Jubilee party celebrations which I read somewhere cost hundreds of millions of dollars? Where did the State find the money to build a totally unnecessary Jubilee stadium again costing tens of millions of dollars? Could the State not celebrate on a less grand scale consistent with our finances? And then the very vexed question which has certainly lost its public voice, where did the State find the money to increase the ministers’ salaries by 50% retroactive to taking office, not forgetting the increases to salaries of Members of Parliament (including the Opposition)? That 50% was taken in spite of the fact that they do not have to pay light bill, telephone bill and water bill, which paralyses most public servants. Was the IMF consulted before these increases were implemented? And then the Opposition with their ‘holier than thou’ attitudes, forgetting the years of their perceived abuse of public resources and positions, echoing condemnatory statements, true to ‘pot calling the kettle black’ form. However, it should not excuse current conduct, or be the standard at which the current Government be measured. The Government should be held accountable to the people at all times, and not
because the current opposition did certain things when they were in power, excuses the occurrence of those things in this Government. I am fed up with the excuse that the Government is new and there will be a period of growing pains. Take two panadol and bear up! You campaigned that you had the capacity to do the job. There is no probationary period. We are stuck with you! Editor, I find this whole scenario sickening, which brings me to the maintenance of the city environs. I observe that some of the alleyways, trenches, gutters and parapets which were cleared at significant expense to the State are now refilled with the plastic bottles and garbage, the bushy overgrowth has returned, consistent with the theme of maintaining a green city, literally. Clearly the euphoria of ‘change’ which motivated an attitudinal adjustment to clean up after themselves is out of style. Notwithstanding, and I always ask, what prevents each citizen of taking care of his immediate environment, to not indiscriminately throw their garbage everywhere except in bins? Nothing but a displaced sense of what it means to be Guyanese and that there are no consequences for anti-social behaviour. Rama Bhajan-Singh
I have invented the word - Pal-iticians DEAR EDITOR; Have we evolved as a nation? Have we lost all reasoning and knowledge in understanding what acceptable or unacceptable behavior among our Politicians is? Politics is the activities associated with government . Politics is the theory and practice of government, especially the activities associated with governing, with obtaining legislative or executive power, or with forming and running organizations connected with government. There is the second meaning: Power relationships in specific field - The interrelations with the people, groups or organisations in a particular area of life especially insofar as they involve power and influence or conflict. There is the third meaning: Calculated advancement — The use of tactics and strategy to gain power in a group or organization. Encarta English Dictionary [North America] I am at a lost to determine whether our professors; educators and leaders in society truly understand what is evolving in and among some of our Political Leaders. Editor, permit me this once to share from my heart what I sensed is happening in our dear and beautiful land of Guyana. I have created the word
Pal-iticians to make a strong case against facetious leaders who may think to themselves that their modus operandi is the norm. The word PAL means: friend, buddy, chum, companion, comrade and crony. Whichever of these words that are appropriate to your thinking, does not in any way change the true meaning of the word — Pal. It is intended to imply that politicians who are in office to ensure that their buddies and friends receives favors for being their supporter, are acting contrary to the fine aesthetic art of politics. They should be called Pal-ititians and not Politicians. There is a grotesque and outrageous attempt by politicians to redefine this noble profession taken up, by some among us, which are learned in the way of integrity, honesty and decorum. Cover ups; conspiracies; contempt and condescension are now the vices that replace the virtues of such a profession. Henceforth, this evil practice should not be encouraged to advance or flourish in the corridors of our sacred Assembly; [Parliament] rather we should seek every opportunity to preserve the true value that is akin to this profession. Apostle Vanrick Beresford
GWI REPLIES TO THE Where are those COMPLAINTS OF vociferous voices when SOPHIA RESIDENTS the PPP was in office?
DEAR EDITOR, Within recent weeks, the APNU-AFC Government has been facing severe criticisms in relation to the highly unusual approach by Health Minister, Dr. George Norton, in single sourcing the storage bond from businessman, Lawrence Singh, and misleading parliament on the arrangement. Reports indicate that Mr. Singh was likely given inside information. The bond was still under renovation and not ready for drug storage when the contract was signed; a sum of money equal to the purchase price of the recently acquired building was advanced to Mr. Singh; and the cost per square foot is
more than five times the cost in a competitor’s building. In Guyana, it is generally believed that there are few African-Guyanese entrepreneurs in the country. Considering that the Government has expended a lot of political capital in favouring Mr. Singh with this contract, I wonder why such special treatment could not have been accorded to a budding African-Guyanese entrepreneur to help to address the imbalance in the entrepreneurial class. And where are the voices of the African-Guyanese leaders who were so vociferous during the PPP years in government? Harry Hergash
DEAR EDITOR; The Guyana Water Incorporated (GWI), the Nation’s supplier of Water and Sanitation Services, wishes to note that the issue of water supply in ‘E’ Field Sophia, Georgetown, is as a result of a conflict in the timing of water distribution and residents’ availability.GWI has found that some residents are unable to receive water from the trucks sent to their area because they are not at home during the time that water is being delivered. To date, four trucks filled with 450gl black tanks of water are sent to ‘D’ and ‘E’ Fields, Sophia between 8:00 and 17:30 hrs, with 16 trips being made daily. The utility has however noted the difficulty for the working population and has taken steps to cater to their needs. GWI will therefore be increasing the number of trucks sent into Sophia and adjusting its distribution schedule so as to facilitate those who are not at home during the day. Additionally, the ongoing project in which transmission mains are being installed from North Ruimveldt to ‘D’ and ‘E’ Fields Sophia, is 80 percent complete. This project will help to alleviate poor water supply to residents.GWI apologizes to our customers for any inconvenience caused and wishes to thank your publication for consistently highlighting the issues which affect our customers. Coalition government deceived AFC member has plenty, poignant questions for his party the youths of Guyana DEAR EDITOR; I am compelled to write this my second letter to the print media since this government took office in May 2015. I am much frustrated and concerned as to the way things are going under this government and especially in the AFC, which I am a member of based in Berbice. Over the past several weeks we have heard, seen and read in the print and digital media the jiggery story of the corrupt Bond Deal made by the Hon. Minister of Health. The minister now seems to get full support of the cabinet and APNU+AFC government for having this secret and corrupted deal inked. To my surprise, the President cannot fire the Minister, all because he is in the PNC leadership and was recently re-elected as one of the VC for the PNCR, so they cannot fire the man because he holds a top PNC position. But to my surprise the AFC is quiet on this matter. Why? The Prime Minister told us during the campaign trail, that he will be given the responsibly for domestic affairs in Guyana. It seems as if this matter is not of domestic affairs but international. The PM should have recommend that the Minister be fired for involvinment in a corrupted\shady deal. What is the AFC position on this matter?. I truly think that after the PM came out and defended the deal, he told the AFC to shut up and allow the matter to be swept under the carpet. So the silence of the AFC speaks for itself. The AFC is dying slowly but the top brass of the party wants us as members and also its supporters to believe that the party is strong. That’s a lie; the party is heading down the drain. The PM, who fooled us to believe that he is in charge of the domestic affairs is doing nothing to enhance Guyana domestically. I hope the rest of the leaders especially the founders that are alive (Khemraj and Trotman) in the AFC will try as hard to ensure that those who remain in the AFC are
being safeguarded from this domestic leader. If the PM is in charge of such in our land, then here are a few questions for him and the AFC? Why after the resignation of Dr. Ramayya, he (PM), or the government and AFC never talked of the issue publicly? Why is it that the APNU+AFC regional councilors not supporting the Region 6 REO. Why is it that the APNU+AFC join the PPP to move a no confidence motion against the REO. Why is it that APNU+AFC neglected Berbice after 2015 elections? Why is it that the AFC is silent on important matters in Government? Why is it that the AFC is losing hundreds of members? Why is it that youths are neglected under this government? Why is it you(PM) has no saying as to who must be fired when found corrupt? Why is it APNU members are taking advantage on the AFC in both regions 5 and 6? Why is it there is no reshuffle to the regional tender board in both regions? Why is it only a few people are getting the contracts regionally? Why is it one contractor in Region 6 is getting almost all the work? Why is it one APNU councilor is controlling the entire Region 5 affairs? There are lots more but those will be asked later, as I now plan to become a frequent letter writer. The AFC is slowly exiting the political scene and the APNU has to be serious about 2020. In Berbice, Region 5 and 6 the AFC is losing its grounds. Everyday people are talking of the neglect of the AFC leaders. In region 5, I was told that AFC became a private group and only few people are getting invitation for meetings. Only a few are getting the attention of the leadership and those few are the ones that run from the AFC after the 2011 elections. In Region 6 , the AFC is a scattered party, whereby members are without proper information from the leaders. The AFC MP in Region 6, since he took office never held a AFC membership meeting or shown any time for
the party business. He never shows interest in assisting and listening to members of the party. I spoke to lots of people in Regions 6 and 5 that I know are AFC members, but was told they have no interest in the party anymore. The only time that members of the AFC get to see their leaders is when they come to a government or private function in the regions. So the AFC must accept that they are losing it. The reason for that and I have no apologies for this; is that only a few in Regions 6 and 5 use to visit all the areas before and after the elections. They are Dr. Ramayya, Sookraj, Abdulla (now with PPP) and Kim. In Region 5, Conrad Johnson, McDonald, Vanessa and Abel Seetaram. Seetaram was fired by the PM without any investigation. I was told that some in the AFC in Region 5 joined with PPP members to send the PM and top brass in the AFC executives mere allegations and complaints against the man, and they all listened and took that as facts. Here are other questions for the PM and somewhat to the AFC. Why fire Seetaram without an investigation but cannot fire the Hon. Minister of Health who admits to the corrupted Bond deal? I was glad that the leader of the AFC and Minister of Public Security told Berbicians last Saturday night on TV that, they are humans and do make mistakes. Isn’t Seetaram a human? Was he given the opportunity to apologize and move on? Was there an investigation towards the allegations and complaints made against the man? The PM should reinstate the gentleman in saving his face or fire Dr. Norton. What goes for one, goes for all. My advice to the APNU is to hold strong to those that the AFC are pelting away, because I can assure you all, come 2020 the AFC will bring less votes to the coalition? APNU need to rethink for 2020 because the PM and the AFC seem to be going down the drain.Start the reform now....2020 is near. James Fraser
DEAR EDITOR; Hee am I am endeavouring to regain my mental composure, after an unexpected encounter with a déjà vu situation. Kaieteur News, August 29, 2016 captioned “Coalition reneged on election promises to young Guyanese.” The plight was all summed up in the caption, and nothing further needed to be said. On February 18, 2014 the Ministry of Culture, Youth and Sport (MCYS) held a symposium for senior officials from the public sector, civil society and development agencies. In his address, the Minister pointed out that for a long time efforts have been made to upgrade the youth policy in the past, in this regard what was relevant then may not be today while some may persist. The purpose of the symposium was to determine achievable strategies, interventions, and multistakeholder implementation responses that would produce successful outcomes for young people in Guyana. Note for whom specifically. Sadly this did not hold true and the word youth was treated as a nomadic misnomer. The young people have now become the down people. In October 2014, I personally penned a letter in the Kaieteur News entitled “Who speaks for the young people”, imploring the leaders of the political parties to include the youth in their campaign promises. The turnout of youth at the last election was unprecedented, and the government’s scrapping of the Ministry of Culture Youth and Sport and making it a department of the Ministry of Education, besides being evident deception and an affront to the youth, also smacks of sublime asininity. In the play Damon &Pythias by Richard Edwardes, Pythagoras states that this world was like a stage, “Whereon many play their parts; the lookers-on, the sage, philosophers are, saith he, whose part is to learn, The manners of all nations, and the good from the bad to discern.” Currently on the stage in
Guyana, the sage is visibly absent and the lookers have so much yet to learn as they attempt good from bad to discern. How much is the current government doing not only to hold true to their campaign promises, but also to stick to their theme of Celebrate, Reflect and Inspire. Incidentally, or would that be prophetically, C R I as an acronym, it is the French word for scream or cry. The youth is the future, the building blocks of tomorrow, an important target group, for handing over of the baton is inevitable, and valuing youth as being equal members of Guyanese society, as contributors both now and in the future, changes the dynamic between youth and adults and establishes the foundation for a healthier and more productive relationship. Having thus said, I will task the government with providing an answer to the following question, if the youth are our future, what about the future of the youth? There is absolutely no room for disconnection, for it will ultimately prove fatal. I am calling on the Government, youth agencies, youth leaders, community workers and the Guyanese populace at large to lobby until visible and satisfactory measures are put in place to assure that the youth are able to maintain their rightful place in society and look forward with hope to the future. Remember if the words in the promise don’t add up, it is simply because truth was never in the equation. And to close with the final three lines of Act 2 Scene V11 – Shakespeare’s As You Like It—All the world’s a stage: “Last scene of all, That ends this strange eventful history, Is second childishness and mere oblivion, Sans teeth, sans eyes, sans taste, sans everything. As I exit the stage, I once again repeat: Tell the truth, who speaks for the youth. What will the future for them hold, when from the stage has exited the old.” Yvonne Sam
HOPE AND FAITH IN THE GOVERNMENT IS DIMISHING DEAR EDITOR; I lost a bet; that teachers would be given an incentive on their salary by the eighth month of the year. I think this is outrageous! Something I have never experienced in my 17 years as a teacher. Let me present the situation as it is. Since I started teaching in 1999, there has always been the ‘back and forth’ between the Union and the Government, the Union (of which I am a member) has over the years taken several positions including negotiation, arbitration and to the extreme, protest action in the bid to have improved conditions including a raise in pay. The then administration, which we so vociferously voted out of office (in our euphoria for change) has always settled for what seemed to be the most they could do; twist it or turn it, it almost always boiled down to a 5 or 6% increase. Then we voted for a change. So hopeful was I that day in the voting booth; there I was, with expectations maybe higher than Mount Everest! But who could blame me? I so believed in the ‘the good life’ that was promised. Now don’t get me wrong, I’m not in it for the money, but for a family man with three children, I must say money matters. In the recent past we got what we deemed a ‘measly’ uniform allowance of $7,000 for the year. For 2016, we are yet to be blessed with this. Can someone say what is going on? I have seen the release by the government about the proposed increase for public servants, which to me is no different to what it used to be in the past, but what about teachers? The GTU
has made an almost impossible demand (but I guess when Ministers can give themselves 50% increase in salaries, anything is possible) but where are we at this stage? Half of the year has gone, soon three quarter of it will be done and nothing yet? Not even a murmur? Where is the Union when you need them? I remember how haughty we were just before election; the Union promised that whether or not the administration had changed, we would continue to pressure the Government until our demands were met. I am by no means a politician, but I guess since I’ve voted for the first time in my life, I have to make my voice heard. Budget 2016 has passed, each Government Ministry would have been allocated a piece of the pie, education included, now here’s the baffling thing: I did not hear how much money in the budget was allocated for wage increase, and even more troubling for me is that the Government inherited a bankrupt economy (according to the post-election statements) Where are they going to pull the billions out from to pay us? (I’m sure it has to be retroactive from January 2016) the questions are too much, the answers are too little or not present at all. I still have faith in ‘the good life’ but I must warn that I am not Job, I think it’s time our new Government pull itself together and deliver, at the moment I’m feeling used and frustrated, with hope diminishing, If I am feeling this way, imagine how many more conscious populace are also feeling the same! Sod turned for Jags Aviation’s US$3.5M Ogle airport hangar
Plans for the construction of the facility.
Following calls in 2015 from President David Granger for more investments in the aviation sector, Jags Aviation Incorporated yesterday unveiled plans for a new multi-aircraft facility at the Eugene F. Correia Airport at Ogle, East Coast Demerara. This investment, worth approximately US$3.5M, is expected to serve and maintain aircraft with a
particular transit route with the hinterland. Turning the sod at the event was Minister of State Joseph Harmon. Neither Minister of Public Infrastructure, with responsibility for aviation David Patterson, nor the Minister within the Ministry, Annette Ferguson, was present at the event. Describing it as in keeping with
Government’s vision for improved air service delivery to the hinterland, Harmon lauded Jags Aviation Inc. The company, which was launched in 2014 by BK International Group of Companies, is owned by businessman Brian Tiwarie. “This airport has seen much progress,” Harmon said. “Only recently the name Eugene F. Correia was unveiled. We have seen a lot of
development taking place here at (Eugene F. Correia). And it is in keeping with President Granger’s commitment to ensure that we have a quality service provided to our hinterland.” He noted that the number of landings and take-offs from the airport can attest to this. “But this development is going to improve the quality of (service).
Sister on manslaughter charge for fatally stabbing brother Stephanie Lawrie, 24, a Better Success poultry farmer, was yesterday charged with manslaughter for the fatal stabbing of her 30-year-brother, Maxton Lawrie. Bail was however granted in the sum of $400,000 after an application was made by Lawrie’s attorney. But she has been ordered to report to the Charity Outpost on Wednesdays and Saturdays. Lawrie, who has a five-year-old daughter, appeared before Magistrate Sunil Scarce at the Anna Regina Magistrate’s Court.
According to a police report, on the night of August 25, Maxton Lawrie, a rice farmer, came home under the influence of alcohol and started to verbally abuse his sister, Stephanie, their father, Maxwell, and his mother Toosamattie Lawrie. The report added that Lawrie then punched his father in the face before venturing to his sister’s room. The accused and her brother continued to argue. The report also stated that Lawrie was armed with a knife and his sister pushed him away and he Continued on page 23

And if we can provide the quality of service to the hinterland, Guyana will develop and develop rapidly.” Director of the Guyana Civil Aviation Authority (GCAA), Larry London, also described the investment as an indicator of confidence in the aviation sector. Tiwarie, in comments after the ceremony, also indicated that he had no desire to compete with other operators. According to Tiwarie, he believes he could “give a big input into the aviation sector.” “We are buying aircraft totally different from the rest of the operators. And that is costing us much more, because we have to train people more. Just last week we had two (trainers) from Poland.” Meanwhile consultant Bobby Vieira, who spoke on behalf of Tiwarie, provided assurances that small operators will be offered space under the hangar when it is built. He noted that Jag’s was also once rescued by the GuySuCo hangar. Jag’s Aviation is currently housed in the Guyana Sugar Corporation’s (GuySuCo) hangar. It largely provides domestic services to interior locations. The company currently has five aircrafts, with a proposal before cabinet to have more aircrafts approved.

Guyana remains on good footing with FATF Attorney General Basil Williams yesterday announced that Guyana remains well on its way towards exiting the clutches of the Financial Action Task Force (FATF) regime. He said that Guyana is adequately prepared for the FATF fivemember team visit on September 14-15. The purpose of the visit is to verify whether Guyana
is implementing the reforms recommended in the Action Plan it agreed to with the FATF. The visit will also confirm whether there is political commitment to sustain the reforms. According to the Attorney General, Guyana has prepared for this visit by having its Anti Money Laundering and Countering
the Financing of Terrorism (AML/CFT) conduct sensitization meetings with key agencies including the Financial Intelligence Unit (FIU), the Special Organized Crime Unit (SOCU), and the Bank of Guyana. Williams said that those agencies are now well aware of their AML/CFT obligations. There were also meetings with Cambios, pawnshops
…ON-SITE VISIT TO BE MADE IN TWO WEEKS and money transferring agencies. The Attorney General told the media that he is satisfied by the measures these agencies have put in place . During its upcoming visit, the FATF team will meet with the Compliance Team, which Williams heads. FATF members will also meet with the Minister of Finance, Winston Jordan and the Director of Public Prosecutions. The team is also expected to meet with other Supervisory Authorities including the Bank of Guyana and Securities Exchange Council as well as Reporting Entities such as Republic Bank, GBTI, Western Union Money Transfer and Confidential Cambio. Williams told the media that the result of the onsite visit will be on the agenda at the next FATF Plenary meeting scheduled to take place in October 2016 in Paris. He reminded that at the FATF Plenary a n d Wo r k i n g G r o u p
Meetings hosted by Korea in June, the Plenary adopted the FATF/ICRG Co-Chairs’ Report that it recognized. Williams boasted that at that meeting, it was agreed that Guyana has substantially completed its Action Plan at the Te c h n i c a l l e v e l . T h e Plenary also decided that in line with the procedures for removing jurisdictions from FATF’s International Co-operation Review Group (ICRG) process, an on-site visit will take place in Guyana prior to the October 2016 meeting in order to verify that the implementation of its AML/ CFT reforms has begun and is being sustained and there is political commitment to sustain implementation. Wi l l i a m s also announced that he will be attending two important CFAT F Ministerial Meetings in Miami, Florida from September 6-9, 2016. The Ministerial Meeting
Attorney General, Basil Williams of CFATF will be held on September 7 and topics for discussion will include an overview of the core work of the CFATF, Activities of its Steering Group and the strategic plan. Williams also indicated that the Council of Ministers Meeting of the CFATF will be held on September 8 and agenda items include DeRisking/Loss of Correspondent Banking Relationships, Transparency and Beneficial Ownership and Fourth Round Mutual Evaluation.

The GPSU is caught between a rock and a hard place The Guyana Public Service Union (GPSU) has a taken a realistic approach to wages negotiations. The union did not overstretch itself during the negotiations with the government. Its initial proposal for a 40% increase in wages and salaries was below what the government Ministers had approved for themselves. The union was demonstrating reasonableness in not calling for 50% - the amount that the Cabinet gifted its Ministers. The union was conservative in its demands. Fourteen years ago the GPSU had demanded a minimum wage of 33,000. Using that as a base, the minimum wage should have been about 75,000 today just catering for inflation alone. The union will take a lot of heat for asking for a 40% increase in wages when it is known that the Ministers of the government handed themselves a 50 % increase in salaries. The GPSU however has been realistic
and it would have been difficult for them to have asked for a 50% across the board. The union agreed with the government on a graduated approach. This has its pros and cons. It satisfies those in the lower salary bands, but it leads to dissatisfaction for professionals. The government, by giving more to the bottom and less at the top, will not stem the exodus of trained professionals from the system. The socialist approach of rewarding the lower paid workers more than the higher paid workers is counterproductive in the long run. The graduated approach has backfired on the union. The government has used it to give an offer that is way below what the union was originally demanding. The government has also given the union an ultimatum. The government has made a final offer and it is either for the union to accept or reject.
For all intents and purposes, the negotiations are over. The union will either have to accept or reject. It will lose either way. If it accepts, there will be forces which will accuse it of betraying the workers. It is rejects the final offer, the workers will be worried that they may not enjoy an increase. The government knows this and therefore has the upper hand on the union, which no longer has the capacity to call a strike or to pursue any meaningful industrial action. The position of the union that it was interested in a living wage is now of academic value. It apparently has no bearing on the negotiations and is now being put on the backburner as far as the government is concerned. What the union should have done was instead of negotiating wages, it should have negotiated a living wage, and having this agreed to by the government, then decided how many years it

He sound like he talking about forgiveness, but he talking bout understanding. He seh that anybody who tek de oath of office got a certain duty. Then he talk bout Nutten. “In no uncertain terms, Norton, losing his moral compass, betrayed himself, his sense of right and wrong, his office, our President, our nation and its people.” Of course, Rum Jattan almost seh de same thing, except that he blame de whole Cabinet. People can’t know when de staff right or wrong, but can’t know when demself wrong. Of course, Dr Nutten apologise, but dem boys seh is because dem got sorry li’l boy does mash big man toe. Niamatali seh if Nutten really sorry then he got potential to be one of de most loyal people in de government. Of course, anybody wid sense should know that if you trouble a marabunta nest and you get bite you ain’t gun do it again. Nutten get bite till he eye swell up. If he do anything like that again he should get wha de Korean leader order fuh two people. He tell de army that dem must execute dem men wid anti-aircraft gun. Imagine one of dem merely drop to
sleep while de Korean leader, Kim Jong Un was talking. Then de man talk bout Jagdeo. He was a man who get married in front of thousands of people. He tek out photo and when was Old Year’s Nite he tek he wife to all dem GDF party and Police party. Then this man tun round and seh he never marry. Niamatali seh, “All the witnesses to his marriage, photographs of his wedding, he living with his wife, his wife being presented as the First Lady of Guyana etc. did not mean anything to him.” And to think Jagdeo was
president. According to Niamatali, Jagdeo mistreat women and when he do that he mistreat de whole country. Unlike Nutten, he never seh he sorry and that is why dem boys can’t forget or forgive him. Talk half and watch how Jagdeo and Nutten gun form dem own political party.
would give the government to pay the living wage. The government obviously was not interested in negotiating a living wage because this would have placed pressure on the government to make a substantial deposit into the living wage pot. The union must reconsider its strategy in the negotiations. The government wage bill is too high to continuously sustain high wage increases. The revenue base of the government is too limited. Taxes are already high. The solution has to be smaller government, a leaner public service, and the contracting out of a number of the services undertaken by the government. The public service also is too bottom-heavy. There are too many low-paid workers.
The public service needs to be trimmed It is hard for unions to agree to this, but if the GPSU is really serious about a living wage, then the only way a living wage can be paid is by reducing the size of the public service workforce. The government should begin by trimming the number of drivers. Only the Ministers should be entitled to chauffeurs. The rest of drivers should be phased out. The second category is clerks. There are too many clerks, secretarial staff and office assistants. These positions should be rationalized. The third category is any position that has the prefix Deputy or Assistant. There is no need for these positions at all. Get rid of one of these levels. The fourth category
should be any position in which there is one-on-one reporting. If in the organizational chart, one person reports to one person, this is too vertical an arrangement and the organization needs to be flattened. The final category is all those unnecessary persons whose only claim to fame is their political affiliation. Weed them out and with increased privatization of services, the public service will become more manageable. Much higher wages can then be paid. As things stand now, the public service is too cumbersome, too unwieldy for sustained wage increases.

THE FREDDIE KISSOON COLUMN...
An illogical country limps along
I will ask readers to reflect on what follows in the lines below and ask themselves if human behaviour can be so illogical, or if it is a case of Guyana being a very lost country. For years now, I have had a problem with how my two phone bills reach me. I have two land lines in the same name at the same address. One bill comes one week before the other. I couldn’t understand this. It was illogical. It didn’t make sense. If I have insurance for two motor cars, in the same name at the same address, then it is logical for the company to send me two bills at the same time when they go through their computer database. Why would they post one bill on a particular day, then next week post another bill? I got really fed up with this phone bill fiasco. It just didn’t make sense. I have to go SUREPAY one day then a week after again. I went to see the deputy head of the central post office. His explanation was simple. He said it was the fault of GTT; it is how GTT sends their bills to the post office. I told him that didn’t make sense. I am a customer living at the same address. He said it has to do with how GTT sends their bills out.
I spoke to Ms. Allison Parker, PRO of GTT, to ask her to intervene with the billing department of GTT to have the matter sorted out. Ms. Parker said there was no matter to be sorted out; GTT would not do that, meaning, send one bill on a particular day, and the other bill a week after. That was it; there wasn’t anything I could do further. I simply accepted that state of affairs. What else could I do? I wrote two columns about this Guyanese insanity, but the situation continued. Now GTT has employed FedEx to deliver its bills. Do you know both bills are being delivered on the same day? Surely, one cannot be that naïve not to see the Frederick connection. The fault was at the post office. That has to be a mystery why the post office couldn’t get it right. Is it a mystery or is it that Guyana is just an illogical country limping along? What is sad about this country is what the next generation has to put up with. Tomorrow this column here is gone out of
the memory of people, but the post office will continue with its inexplicable action. And many more will experience the frustration I have suffered the past few years with my phone bill. You have to come to the conclusion that this country doesn’t work and it just limps along. Here is the evidence for such an interpretation. The Sunday Chronicle carried as its lead story, the Acting Commissioner of Police - with his photograph - informing the nation that the police, whether anti-crime units or traffic ranks, cannot make random stops. The citizen has to be stopped for a reason and that reason must be given to the citizen. He made that speech Kissoon on Thursday at a police conference. It was in the media on Friday. On Saturday, as I mentioned in my Monday column, I saw junior traffic ranks ordering routine halts on Croal Street, one block from Brickdam Police Station. On Tuesday morning, on Sheriff Street,
directly opposite Fitness Express store, I saw two anti-crime ranks on motorcycles make a random stop. They didn’t bargain for what they got. The driver told them that he was aware that the police cannot command you without offering a reason. One of them said to the young man. “You’re a law student nuh?” As it turned out, the guy was. I came up to them, showed them the Chronicle’s front page. One rode away, the other stood his ground and argued that he could issue any command to stop. He belligerently told me he will offer his name and I can make note of the licence plate. His name is Oswald Benjamin. The plate number is CH 3656. The young man chose to be identified. His name is Philip Persaud; licence plate PVV 6206. Why would anyone think the following - the post office will change; the police will change; the dress code primitiveness will be removed; GPL will come to your rescue when the lines are sparking; GWI will start working on weekends in case of emergency; the Georgetown Hospital will deliver quality service; the courts will be better administered; the streets of Guyana will have lights; the traffic signals will begin to function properly etc. You really think so?

Boat crash victims laid to rest as cops release suspects The two children who perished in last Thursday’s boat accident in the Waini River were laid to rest yesterday, even as police try to identify the boat operator who left the
scene after ramming the family’s vessel. A relative said that Lisa Da Silva, 7, and Davenand Da Silva, six, were buried at Mabaruma, North West District.
Their mother, Ophelia James, sustained fractured ribs and a broken shoulder, and reportedly underwent surgery yesterday at the Georgetown Public Hospital Corporation.
Meanwhile, police have released the two boat operators who were being questioned about the accident. A senior official said that investigators are still to identify the culprit. Police had questioned one of the boatmen after receiving reports that his was the only vessel that had traversed the area on Thursday night when the crash occurred. Residents also reportedly saw the boatman painting his vessel, which had sustained some damage. Basil Da Silva, 49, his reputed wife, Ophelia James, 47, their 10-yearold son, Dwayne Da Silva, and Lisa and Davenand, were heading home in their wooden boat at around 21.30 hrs on Thursday last when another vessel, travelling at a fast rate, slammed their boat from behind. The family was hurled into the river. Both parents and the 10year-old managed to swim ashore, but the two smaller children could not be found. Their bodies were recovered on Saturday. Part of the wrecked boat as well as its outboard engine, were found.

Govt. has not ruled Elderly couple charged with assaulting cops during grandson’s arrest out more BK-like settlements - AG Yesterday, Attorney General and Minister of Legal Affairs, Basil Williams, avoided making promises to refrain from engaging in future out of court settlement agreements similar to the one he tied up with BK International. For some time, the nation was under the impression that Government paid BK International $5.7M to avoid having to pay more in the courts. The impression given was that BK sued the government for $10M and government was able to settle for less out of court. After Kaieteur News found no court document to prove that BK sued to government, the newspaper began digging further. It was soon revealed that BK never actually sued this government and that government decided to pay the businessman this sum just because he sent it a simple threat letter. The newspaper carried a series of stories on the issue. Initially, efforts were made to source information from Williams, but he refused to cooperate as he said that the newspaper was giving him negative publicity. Indeed, there were articles quoting former Attorney General, Anil Nandlall, suggesting that persons were getting kickbacks from the BK deal. Yesterday, the Minister held a press conference at his Carmichael Street office. He spoke on a range of issues. Following the press conference, Kaieteur News sought comments on issues surrounding the BK deal and asked about the possibility of a similar deal being made with any other company. Before going into details about this, Williams said that he felt as if Kaieteur News maligned and tried to impugn him in his capacity as Attorney General and Minister of Legal Affairs. He said, “I am not sure if you are testing my resolve, but (Continued on page 23)
A 19-year-old labourer and his grandparents appeared yesterday before Magistrate Rhondell Weaver at the Blairmont Magistrate’s Court on a number of charges. The court heard that the trio assaulted two police officers during the execution of their duties thus causing injuries to the ranks, and in the process a loaded firearm was discharged at the ranks after which the teen fled the scene. Dinesh Persaud and his grandparents Seepersaud, a security guard and Kamla Persaud, a housewife, both 64, and of 69 Number One Settlement, Blairmont, West Bank Berbice, are accused of committing the act about 10.00 hrs on Sunday at Blairmont. Dinesh Persaud is charged with assault with intent to prevent lawful apprehension. He is also charged with obstructing a peace officer. The elderly couple faces the same charges, jointly and separately. Dinesh Persaud has been refused bail and remanded to jail while his grandparents were released on $30,000 bail each.

They will have to return to court on September 20. In the meantime the police are seeking legal advice on further charges including discharging a loaded firearm. The incident occurred when a passing police patrol spotted the teen who was wanted for a number of misdemeanours. The police tried to arrest him. However in the process of arresting the suspect his grandparents intervened. But during a scuffle, the elderly couple managed to pull away their grandson from the arresting officers. It was then that the grandmother reportedly bit the officers on
their thumbs. When one of the constables attempted to rearrest Persaud, the teen held the policeman’s firearm, causing six rounds to be discharged. Fortunately, no one was shot. Persaud then disappeared. The two policemen (who were bitten) were treated at the Fort Wellington Hospital and discharged.
Acting on information the police swooped down on the teen’s grandparents’ home around 04:00 hrs and nabbed him in the house. Prior to the bungled arrest, the two ranks were returning to the Blairmont Police Station with two men they had detained for break and enter and larceny at Number Four Settlement, Blairmont.

ExxonMobil to drill third well in September The data collected from the Lisa 2 well, ExxonMobil’s second exploration well in the Stabroek block offshore Guyana, supports progressing early Liza development, including
advancing a third well, the Lisa 3. This was reported to the media yesterday by ExxonMobil’s Country Manager, Jeff Simons, during a media luncheon, organised
- full production in four years by the oil company, at Cara Lodge. The event, according to a release from Government, is
part of a series of engagements the company initiated, beginning in July, with local stakeholders, including the government and commercial interests, aimed at updating them on the progress made, since the Lisa 1 well discovery was announced in May 2015. Following the Liza 1 well, oil discovery, ExxonMobil, commenced the drilling of the Liza 2. This second well was dug to allow the oil company to confirm the results of Liza 1, but in a different location. The Liza 2 was drilled approximately two miles (3.3 km) from the Liza 1. Simons reported that the tests on the Liza 2 were completed in July, and further data has given the oil company the confidence to go forward with the Liza development, including embarking on the drilling of a third well (the Liza 3) and advancing engineering work
with leading contractors on offshore development. This includes developing a new Floating Production, Storage and Offloading (FPSO) oil tanker to work at the Stabroek Block. An FPSO is a floating vessel used by the offshore oil and gas industry for the production and processing of hydrocarbons, and for the storage of oil. Simons explained that the Liza 3 will be dug on the far northern corner of the Liza development field. The other earlier wells were more to the south of the Stabroek block. The ExxonMobil Country Manager explained that this third well will “demonstrate competency in a larger proportion of the Stabroek Block field” as well as give the oil company more information, as to the exact size of the oil discovery. At present, ExxonMobil, has being averaging the oil discovery, to be about 800 million to more than 1.4 billion barrels of oil.
Further, Simons explained that the information from the Liza 3 could possibly drive a second phase of the Liza Development. Exxon is set to begin drilling the Lisa 3 in September. Regarding the FPSO, Simons explained that the result of the first two wells support the beginning of engineering work towards this effort. The ExxonMobil Country Manager explained that FPSO will have facilities for oil and gas processing, gas injection, and future gas exportation facilities. Simons explained that Exxon is currently in pre-front end engineering and design aspects for this project, and that the oil company will continue engineering for this Phase 1 project in 2017. Simons, however, warned that the FPSO conversion will require about three years from contract award before it can b e i n s t a l l e d o f fshore Guyana. ExxonMobil is expected to begin full oil production by 2020.

Bond contract would have no validity in court While Government and Minister of Public Health Dr. George Norton have acknowledged that a mistake was made when Norton’s ministry sole sourced a drug bond storage contract, there seem to be no plans to reverse the agreement. It is the opinion of former Attorney General Anil Nandlall, that there are so many problems with the agreement even the average taxpayer could take it to court and get it rescinded. For one, he cited the fact that what the Ministry of Public Health rented was originally intended for office space. The Agreement of Tenancy had stated that the building would be used as a professional office. According to Nandlall, this alone constitutes grounds for the contract to be set aside, since it could be argued that Government erred in entering the contract. Nandlall pointed out that a contract can be set aside due to a fundamental mistake. He also noted that the contract was not issued under the Procurement Act. The Procurement Act sets out five instances under which a Government is allowed to single source a contract. These are: if the
- Gov’t can set it aside if it wanted to – Nandlall
Minister of Public Health, Dr. George Norton goods and services are available from only one source and no reasonable alternative exists. It can also be if the services are too specialized or complex to be provided by any other supplier. It is also allowed if there was a catastrophic event that creates a situation of urgency or if goods were already procured and it is decided that for the sake of compatibility, additional supplies must come from that
very supplier. The final conditionality for single sourcing involves matters of national security. According to Nandlall, the contract clearly was not issued under the Procurement Act, as there was no public tendering. He stated that even if a quotation was taken from New Guyana Pharmaceutical Company (New GPC), the principle of fairness should have mandated that New GPC be used. He noted that New GPC was offering 70,000 square feet of drug storage at $237 per square foot. Nandlall said that, inexplicably, no resort was made to the Procurement Act. “Courts have repeatedly ruled that contracts in violation of the Procurement Act are unlawful,” he said. He gave as an example the 2013 case of BK International

versus Guyana Geology and Mines Commission (GGMC). BK had taken GGMC to court to have a contract for the rehabilitation of Aremu Road withdrawn from a mining company. Former acting Chief Justice Ian Chang had subsequently overturned the contract award on the grounds that one of the companies had breached the Procurement Act by not submitting key documents. In light of these circumstances, Nandlall made it clear that arguments by Government for the retention of the contract are “spurious.”
Former Attorney General Anil Nandlall The bond at the centre of the controversy was rented from Linden Holdings Inc., a company that is linked to businessman, Lawrence “Larry” Singh, for $12.5 million monthly. The deal was signed between the Ministry of
Public Health and Linden Holdings Inc., on June 1st, 2016 and is in place for three years, with the possibility of renewal. The rental of the bond only came to light after Minister Norton was asked by the Opposition on August 8th, in the National Assembly, to explain a $25M spending. He explained at the time that Government only took the decision to rent the Sussex Street building because of the hefty rent of $19.2M charged by New GPC. New GPC subsequently refuted this, saying that it has never charged the Government of Guyana for the use of its bond. Following a torrent of negative publicity, Norton had called a press conference to apologize for the “unfortunate episode.”

Minister sees more attractive business environment within two to three years
The Minister of Business Dominic Gaskin, has expressed that Guyana’s position on doing business will improve tremendously within the next two to three years. In order to improve the business atmosphere in the country, the Minister said that several changes need to be made, inclusive of legislative amendments, enacting new laws and working with relevant stakeholders. In addition, he said that changes need to be made
outside of his Ministry to promote an environment which supports the business sector. In an interview with Kaieteur News, Gaskin said that these changes will occur if attention is placed on specific economic indicators. Some of these indicators were pointed out in the recently published “Doing Business 2016 Report on Guyana” by the World Bank. The indicators are specific pointers which are considered as important to persons interested in doing
business in Guyana. The ‘Doing Business’ report measures regulations affecting 11 areas of the life of a business. Ten of the areas included in this year’s ranking on the ease of doing business are: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency. It also measures labour market
regulation, which is not included in this year ’s ranking. The Minister said that currently his Ministry is engaged with a team from the World Bank to address what needs to be changed in order to improve Guyana’s ranking. Currently Guyana ranks 137 out of 189 states on the ease of doing business ranking. Gaskin said that in this light, assistance is also being received from other parties in other areas. He said that work is being done to prepare an action plan, with the technical assistance being offered by the World Bank. In the report, Guyana was given credit for establishing a Credit Bureau, the first of its kind. According to the Minister, even this had taken some time, and only earned the country one point. He said that the experience with
passing the requisite Act to make the Bureau materialize was a lot of work, and is the reason why he can guarantee that positive changes will come about within two to three years, and that the government is committed to this focus. The National Assembly had passed the Credit Reporting (Amendment) Act No. 2 of 2016. Gaskin posited that improving Guyana’s ranking will not only centre on creating new laws, but also the implementation of these reforms. The “Doing Business” report takes into consideration the climate in which someone wishes to establish a local limited liability company. Globally, Guyana stands at 99 in the ranking of 189 economies on the protection of minority investor index. On the issue of paying taxes
Minister of Business, Dominic Gaskin without hassle Guyana ranks 117 out of the 189 economies which have been assessed. On the matter of cross border trade, the nation ranks 139. Guyana ranks 87 – above economies such as Jamaica which stands at 107 - on the easiness of enforcing commercial contracts.
$20M in repairs to be carried out on ferry-damaged Supenaam Authorities are set to start repairs of the Supenaam stelling, Region Two, which suffered extensive when the ferry, M.V Sabanto, slammed into it back in July. According to a statement from Government yesterday, a number of defective timber piles, badly damaged beams and steel plates will all be targeted for repairs. General Manager of Transport and Harbours Department, Marcelene Merchant, explained that that the link span steel access bridge and steel pontoon incurred heavy structural damage. Eight major structural steel beams and other steel members of the link span bridge have been damaged beyond repair. Merchant further explained that there are 10 defective timber piles of the
T&HD’s head, Marcelene Merchant existing defective clusters that are to be cut off at the lowest tide. Ten timber piles which make up the new clusters are then to be redriven and strapped. Eight badly damaged
beams are to be removed and replaced with new ones for the structural damage to the link span bridge. Defective vertical and diagonal steel ties and braces are also to be removed and replaced while the link span bridge will be realigned into position. Damaged steel plates from the collision will be removed and replaced and structural framing of the pontoon will be reinforced. Major repairs and modification works will be undertaken in vital areas of the primary and secondary link span support that are damaged, Merchant highlighted. In July, the M.V Sabanto collided with the Supenaam Stelling whilst trying to moor. When an assessment team visited the location to assess the damage to the facility, it was discovered that the vessel did not sustain major structural damage in the collision. Rather, it was found that the vessel had collided with the cluster piles, which cushioned the impact, but unfortunately all the momentum was transferred to the pontoon and link span bridge causing severe damage, Mercha n t explained. A p o r t i o n o f the concrete decking of the stelling has also been critically damaged due to the heavy impact, as has the catwalk, which is to be reconstructed and reinstalled. All the repairs will be carried out to the value of $20M.

Democrats seek FBI probe of allegations Russia seeking to influence U.S. vote Reuters - Democrats in Congress, including party Senate leader Harry Reid, asked the FBI to investigate concerns that the Russian government may be attempting to undermine the U.S. presidential election through cyber attacks that could include tampering with voting results. “The prospect of a hostile government actively seeking to undermine our free and fair elections represents one of the gravest threats to our democracy since the Cold War,” Reid said in a letter to FBI Director James Comey. Reid’s letter, dated Saturday, was first obtained by The New York Times and shared on its website on Monday. It was followed yesterday by a letter from four Democrats asking Comey to assess whether campaign officials working for Republican presidential candidate Donald Trump may be colluding with Russian interests to carry out recent hacks against the Democratic National Committee and Democratic Congressional Campaign Committee

in order to “interfere with the U.S. presidential election.” That letter was signed by Representatives Elijah Cummings, John Conyers, Elliot Engel and Bennie Thompson, each of whom serves as the top Democrat on a different congressional committee. Republicans control both the House of Representatives and the Senate. Comey, speaking at a cyber security conference yesterday, declined to give details about what the Federal Bureau of Investigation was probing in connection with the political hacking but indicated the agency was

closely watching what foreign countries are doing. “We take very seriously any effort by any actor... especially nation states, that moves beyond the collection of information ... and offers the prospect of an effort to influence the conduct of affairs in our country, whether that is an election or something else,” he said. The two letters follow a spate of hacking attacks targeting U.S. political databases, including some that officials and cyber security experts have blamed on hackers working for the Russian government. Kremlin officials have denied that.
Merkel admits mistakes made in Germany, EU with refugee crisis Reuters - Germany and other European Union countries turned a blind eye to the refugee crisis building on its external borders for too long, Chancellor Angela Merkel said in a German newspaper interview to be published today. Merkel, who has faced criticism in Germany for launching her policies of welcoming refugees a year ago, also told the Sueddeutsche Zeitung that Germany and the EU will need patience and endurance in dealing with migration of people to Europe. “There are political issues that one can see coming but don’t really register with people at that certain moment - and in Germany we ignored both the problem for too long and blocked out the need to find a panEuropean solution,” she said. Merkel made the comments in an unusually selfcritical analysis that appeared to be timed to the one-year anniversary today
Angela Merkel of her now-famous statement “wir schaffen das”, or “we can do this”, when asked about the rising tide of refugees. Her conservative party is expected to take a beating in two regional elections next month in part due to her refugee policies. Sh e s a i d G e r m a n y, which has taken in most of the more than 1 million refugees from the Middle East and Asia who arrived in the EU in the past year, had let Spain and other EU border c o u n t ries deal with the
refugees on their own. “Back then, we also rejected a proportional distribution of the refugees,” she said. Merkel said Germany had not supported models such as the Frontex European border agency that would have impinged on the sovereignty of the EU member states. “We said we would deal with the problem at our airports since we don’t have any other external EU boundaries. But that doesn’t work.” The three-term chancellor said refugees will be a longterm issue. “We didn’t embrace the problem in an appropriate way,” she added. “That goes as well for protecting the external border of the Schengen area,” she said, referring to the EU’s passport-free and frontier-free zone. Merkel said the EU needed to improve cooperation with and dramatically increase development aid to countries in Africa as well as Turkey and other troubled regions.

CLOSURE OF WALES SUGAR ESTATE
Injunction remains in effect as Judge orders further consultations Justice Brassington Reynolds has ordered that an injunction restraining GuySuCo from making the workers of Wales Estate redundant, be in effect until the Corporation continues consultations with the unions involved, in accordance with Section 12 of the Termination of Employment and Severance Pay Act, Chapter 96:01. The order was granted after the Judge heard legal arguments by Attorney–at– Law Anil Nandlall for the Guyana Agricultural and General Workers’ Union (GAWU) and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) and Attorney–at–law, Nikhil Ramkarran for GuySuCo. Earlier this year, GuySuCo had moved to close the Wales Estate due to nonperformance, but the unions have been adamant that the estate should not be closed, especially without proper consultation with
them. GAWU and NAACIE secured an order from the Full Court against GuySuCo to bring a halt to the sending home and reassignment of more than 100 workers. The injunction was granted on May 6, 2016 by Justices William Ramlal and Diana Insanally. In the affidavit in support of the motion, the unions outlined that they met with GuySuCo on January 20, last, at La Bonne Intention Estate, East Coast Demerara, where they were informed of, among other things, the Corporation’s decision to close the operations at Wales Estate, WBD. The unions said that GuySuCo later informed them that in due course a new venture will be established at the Wales Estate in lieu of sugar cultivation and production; the names of the workers of the Wales Estate, who will be re-deployed to Uitvlugt Estate, West Coast Demerara; and the names of
Govt. has not ruled... (From page 13) I wish this newspaper would be more upfront and frank.” Kaieteur News asked Williams, “With all that was exposed with regards the BK settlement would you seek to minimize future unnecessary out of court settlements?” He responded, “These are all cases we inherited from the PPP (People’s Progressive Party) government. They did not pay their dues. So we have to go forward with it. You want us to owe the people?” The Minister continued, “I will be settling more of the cases that we inherited from the PPP, we do not have any choice.” Asked again if we could see similar settlements like the one BK secured, the AG said, “I have to do what is necessary.” The Minister also noted, “You have to remember, the PPP had already decided to pay BK. What do you do in a case like this? It is only because they lost the election that you didn’t see what was really intended. We, in government, have an idea what they intended.”
those who shall be rendered unnecessary. However the corporation, in a subsequent statement to the press explained that it is yet to receive any communiqué regarding the court proceedings. “As of to date, May 9, 2016, the corporation has not been served with any legal documents that were before the Court, or the Order that was granted by the Judges.” The corporation had also contended that meetings were held with the Unions and based on their request, specific information relevant to the Termination of Employment and Severance Pay Act (TESPA) was sent to the Unions in various correspondences.” But the unions had maintained that the course of conduct embarked upon by the respondent is in flagrant violation and contravention of section 12 (3) (b) of the Termination of the Employment and Severance Pay Act Cap. 99:08, which mandates the respondent (GuySuCo) to consult with the union before any such or similar decision can be
lawfully made. The Unions are contending that, “When the Trades Unions are excluded from this process, the workers are not receiving the best available option, terms and conditions.” At the court hearing on Monday it was noted that despite the grant of this injunction, GuySuCo had refused to meet with the Unions and has been using the injunction to withhold redundancy payments to the workers. Justice Reynolds directed the Unions and GuySuCo to continue the process of consultation which commenced on the 8th of January, 2016, and for GuySuCo to submit to the Unions the processing and payment data in respect of the employees who are to be rendered redundant which are to be examined by the Unions and discussed by both the Unions and the corporation. The matter was adjourned to September 14, at 13:30 hours for a report on compliance with the said Order.
Sister on manslaughter... From page 7 fell on the knife, sustaining a stab wound to the lower part of his abdomen. He reportedly succumbed on the way to the Suddie Public Hospital. Lawrie’s lawyer, Latchmin Dindyal, told Magistrate Scarce that his client has found herself in a unfortunate situation and pleaded for leniency, arguing that his client’s family is not financially secured to post a hefty bail. Magistrate Scarce reminded Dindyal that he should be grateful that his client would be granted bail, considering the seriousness of the offence. Dindyal also stated that his client would not be a flight risk and she is willing to lodge her passport. Bail was eventually granted under the condition that Lawrie report to the Charity Outpost every Wednesday and Saturday. The case would be called again on September 26 at the Charity Magistrate’s Court.

Brazil lawmakers blame crisis on Rousseff at impeachment trial Reuters - President Dilma Rousseff’s opponents made a final call at her impeachment trial yesterday for her removal, not just for breaking budget rules, but for plunging Brazil into a political and economic crisis amid a sweeping corruption scandal. Rousseff, suspended from office in May pending the Senate trial, is charged with spending public funds without Congressional approval and illicitly using money from state banks to boost public works to favour her 2014 re-election — an accounting sleight of hand employed by many elected officials. With a final vote on whether to convict her expected today, Rousseff’s dismissal would confirm a shift to the right and the end of 13years of leftist Workers Party rule that helped lift some 30 million Brazilians out of poverty. In testimony to the Senate on Monday, the 68year-old leader denied any wrongdoing and said the impeachment process was aimed at protecting the interests of the economic elite in Latin America’s largest country. However, lawyer Janaina Paschoal, the author of the impeachment request against Rousseff, told Senators in her closing ar-
Dilma Rousseff guments that the trial should focus on the corruption and economic turmoil under Rousseff’s government. “The world needs to know that we are not just voting about accounting issues,” Paschoal said. If Rousseff is convicted, as is widely expected, her conservative former vice president, Michel Temer, will lead the nation until the next presidential elections in 2018. While senators disagree on the merits of the accounting charges brought against Rousseff, most agree she is unable to govern Brazil any longer and must go. “Her return would be a disaster for Brazil,” Senator
Ataides Oliveira told the chamber in the final debate. The country needs to climb out of the “quagmire” Rousseff and her predecessor, Luiz Inacio Lula da Silva, led it into, Oliveira said. The final vote in the trial, which paralyzed Brazilian politics for the last nine months, is expected today, according to Supreme Court Chief Justice Ricardo Lewandowski, who is presiding over the process. More than 66 of the chamber’s 81 senators have already registered to speak in the final debate. Lewandowski said he expected to end the session late yesterday and resume this morning. Temer, interim president since Congress opened impeachment proceedings in mid-May, is so confident of the trial’s outcome that he has planned an address to the nation today. He then plans to fly to China for a summit of the G20 group of leading economies, hoping to secure pledges of trade and investment, his aides say. Workers Party Senator Angela Portela said it was a sad day for Brazil’s democratic system because an elected president was being unjustly impeached. “This is not a fair trial. It is a political lynching,” she said.

PM invites Kamla for crime talks Trinidad Guardian - Prime Minister Dr Keith Rowley has agreed to meet with Opposition Leader, Kamla PersadBissessar, and her delegation on Friday at the Office of the Prime Minister, St Clair, to discuss rising crime in the country. The talks are scheduled even as the National Security Council met yesterday to discuss a video in circulation from one of the country’s major criminal gangs, Rasta City gang, displaying a cache of weapons usually used by soldiers on the combat fields and moves by the Ministry of National Security to put more pressure on divisional commanders of the Police Service to be accountable for increasing crime detection in their respective areas. In a letter, dated August 24 titled “Crime Crisis”, Persad-Bissessar requested an urgent meeting with Rowley and members of their respective national security teams so that they could engage in a “nonpartisan dialogue on a way forward to combat serious crime.”
Persad-Bissessar said she hoped the meeting would blossom into a joint anti-crime initiative informed by representatives from both sides of the bench and, with the input of key national security stakeholders. Monday, Rowley sent a letter to the Opposition Leader inviting her and her team for the meeting. However, it gave a deadline of the end of yesterday to submit an agenda of items to be raised in the meeting. Just last week at the weekly post-Cabinet media briefing, Rowley assured the population that the structure of the State to respond to those involved in crime was intact, vigorous and on the front burner. He said he also welcomed talks with Persad-Bissessar on the issues, saying, however, that he hopes that it will not be used to score political points. One of the topics that may be possibly be discussed is the issue of extending the life of the Bail (Amendment) Act and the Anti-Gang legislation. In a previous release, Persad-Bissessar had ex-
pressed concerns that the Attorney General, Faris AlRawi, failed to be honest about the empirical data about how many people are in jail without bail under the existing law and who would become entitled to apply for bail post August 15. Two points, she noted was that: Al-Rawi does not have the statistical data to show how many persons were denied bail under the Anti-Gang Act and Bail (Amendment) Acts and secondly, the release of prisoners who are on charges of kidnapping for ransom could be a security risk to the country after August 15. She stated that Government’s rush to renew the law relating to the AntiGang Act and Bail (Amendment) Acts without any examination and analysis of the empirical data must be condemned. “On what basis was the Parliament being asked to consider the renewal of these laws in the absence of such basic and vital information?” Persad-Bissessar said, in a previous release.

May gathers ministers to hear views on Brexit Reuters - After a summer of political earthquakes followed by a few weeks of holiday calm, Prime Minister Theresa May will meet members of her government today to discuss how Britain is to leave the European Union. It will be the first time that May, appointed in July after David Cameron resigned following Britain’s vote to quit the EU, has met her ministers since she asked them to use the break to come up with options for the country’s future relationship with the bloc after a divorce. For many in the EU, it is not before time. Despite giving May breathing space to devise a negotiating stance before triggering the exit procedure, they are keen for Britain to begin the talks and end uncertainty that has hurt investment. “Before the summer the PM charged all cabinet ministers with identifying the opportunities in their respective areas of responsibility,” a government spokeswoman said. “On Wednesday ... the
Theresa May new team will report back, and discuss the next steps in the negotiations,” she said of the meeting at May’s official residence at Chequers. “Once the PM has made a decision she will expect the cabinet to deliver on it.” May has said she will not trigger Article 50 of the EU’s Lisbon treaty to start the exit procedure until next year so that she can have time to make sure she has the best chance of winning best deal for Britain, her spokesman said.
The former interior minister, described as “utterly intractable” by a Cameron ally, will ask parliament for its views, but does not legally require its approval. Her aides are clear that her decision will overcome any divergence of views in her cabinet, which like the wider ruling Conservative Party, is divided over the degree of Brexit - whether Britain should leave the EU’s single market to ensure control over migration or find some compromise.
Eight Jamaicans named in US President business initiative KINGSTON, Jamaica CMC – Prime Minister Andrew Holness has congratulated eight nationals who have been selected to participate an entrepreneurship programme announced by US president Barack Obama during his visit to Jamaica in April last year. In a statement posted on his Facebook page, Holness extended “a big congrats” to the eight nationals who have been listed among the first 250 young leaders to benefit from the Young Leaders of the Americas Initiative that is aimed at expanding opportunities for the emerging entrepreneurs and civil society innovators in Latin America and the Caribbean. The US Embassy here said the participants will travel to the United States for a five-week programme that will strengthen their leadership, innovation, and entrepreneurial skills and provide networking opportunities with U.S. entrepreneurs, innovators, and investors; Diaspora communities; and among each other to increase connectivity throughout the hemisphere. Gabon opposition leader Ping says he has won presidential election

Bongo, whose family has been in power for nearly 50 years. Gabon’s interior minister was to announce official results from Saturday’s election yesterday evening. The gov-
ernment has warned that anyone who announces results before the electoral commission has done so is breaking the law, and it has accused Ping of trying to destabilise the country.

Govt. focusing on youth unemployment Daily Nation - While general unemployment continues to decline, youth unemployment continues to be of concern to the Government. Minister of Labour Dr Esther Byer Suckoo said that situation had caused the Freundel Stuart administration to rethink how it approached the problem over the last five years. “According to the most recent available statistics from the Barbados Statistical Service for the first quarter of 2016, the unemployment rate stood at 9.3 per cent, a decrease from 10.2 per cent in the last quarter of 2015,”she said while addressing the Barbados Workers’ Union (BWU) 75th Annual Delegates’ Conference at Solidarity House on Saturday. “Youth unemployment has been roughly three times higher than the general figure. The issue of youth unemployment is therefore one that my ministry is addressing.”
Noting that there were over 73 million unemployed young people across the world, Byer Suckoo said that this problem had caused countries across the region to question how they handled youth unemployment. She said these questions were
being asked: how were young people being prepared for a future for jobs yet to be invented, a n d h o w t o e n courage employers to take a chance on young people. In searching for those answers, she said, the ministry had seen the need for new skills through the emergence of sectors such as renewable energy and the expansion of traditional ones like information technology and auto-mechanics. “This and other observations had led the Government to place skills development as a priority, and over the past five years it has executed a number of projects and initiatives under the Barbados Human Resource Development Strategy, InterAmerican Development Bank-funded Skills For The Future Programme and Strengthening Human And Social Development Programme,” the minister said.
Port-au-Prince (AFP) Plastic-sheeted cots for men, women and children are crammed side by side in a former hangar. At the cholera treatment centre in the Haitian city of Carrefour, the sick have no privacy. Earlier this month, the United Nations finally admitted for the first time that it had played a role in the epidemic that has killed 10,000 people in the poorest country in the Americas. UN peacekeepers from Nepal, which was suffering a
cholera outbreak, introduced the disease to the impoverished Caribbean nation, the UN acknowledged, while insisting the world body is legally immune to lawsuits. But on the ground in Haiti, medical teams are worried about the lack of funding. “After October, no one knows how to continue supporting a rapid response,” said Jean Ludovic Metenier, deputy representative of the United Nations Children’s Fund (UNICEF) in Haiti. The acute diarrheal dis-
ease can kill within hours if left untreated. Already, humanitarian organisations intervene only to prevent the spread of cholera, on a caseby-case basis. About 60 kilometers (35 miles) north of the capital, patients arriving at the hospital in Verrettes with acute diarrhea are interviewed by personnel from a French nongovernmental organisation, the Agency for Technical Cooperation and Development (ACTED), to determine how they contracted the disease.

Nine CARICOM Countries Canada Just Issued Travel Advisories On TORONTO, Canada – The Canadian government Monday updated its travel advisory for nine Caribbean Community (CARICOM) nations, among a list of countries across the world. The government has urged its citizens travelling to the Bahamas, Belize, Dominica, Guyana, Haiti, Jamaica, Suriname, St. Lucia, and Trinidad and Tobago, to “exercise a high degree of caution”. It suggests that pregnant women and those planning a pregnancy should avoid travel to those countries. “If travel cannot be avoided or postponed strict mosquito bite prevention
measures should be followed due to the association between Zika virus infection and increased risk of serious health effects on their developing foetus,” the travel advisory states.Zika is caused by a virus which is primarily spread by the bite of an infected mosquito. It can also be transmitted from an infected pregnant woman to her developing foetus. In addition, Zika virus can be sexually transmitted, and the virus can persist for an ex-
tended period of time in the semen of infected males. Symptoms of Zika virus can include fever, headache, conjunctivitis and skin rash, along with joint and muscle pain. The illness is typically mild and lasts only a few days and the majority of those infected do not have symptoms. There is no vaccine or medication that protects against Zika virus infection although trials are underway. (Caribbean360)

Former IOC executive Hickey leaves prison, must stay in Brazil (Reuters) The former head of the European Olympic Committee (EOC), Ireland’s Patrick Hickey, left prison in Rio de Janeiro on Tuesday vowing to clear his name as an investigation continues into charges he took part in a ring to illegally sell tickets to the Games. A Rio court on Monday ordered the release of the 71year-old, who was also the head of the Olympic Council of Ireland (OCI), but said he must remain in Brazil and had his passport taken away. Hickey had been held in Rio’s Bangu 10 maximum security prison since his arrest
on Aug. 10 in a luxury beachfront hotel during the Games. “I will now stay in Rio and my lawyers will proceed to have the charges laid against me set aside as there is no substantive proof of any wrong doing on my part,” Hickey said in a statement. The ticketing scheme, according to Rio police, allegedly involved the funnelling of Olympic tickets intended for use by the Irish committee and not authorized for resale to THG Sports, an international sports hospitality company. Hickey has stepped aside
from his Olympic positions during the investigation. On Saturday, a court authorized the release of Kevin James Mallon, another Irishman and THG director, who was arrested days before Hickey and was being held in the same prison. He left custody late on Saturday but is also not allowed to leave Brazil, his lawyer told Reuters. Police have said they have ample evidence of crimes committed by both men and other suspects in the case, but a full investigation and further court proceedings to determine their guilt or innocence could take months.

England hit world record 444-3 to crush Pakistan (Reuters) England amassed a world record one-day international total of 444 for three as they crushed Pakistan by 169 runs at Trent Bridge on Tuesday to take an unbeatable 3-0 lead in the five-match series. Jos Buttler struck the last ball of the innings for four to take Eoin Morgan’s men past Sri Lanka’s 443 for nine against Netherlands in July 2006. Hales plundered 171, the highest individual limited-overs score by an England batsman, before Buttler reached his fifty off 22 deliveries, another record for his country. The hosts passed their previous highest total of 408 for nine, made against New Zealand last year, while captain Morgan got to his half-century off 24 deliveries as he and Buttler shared an unbroken fourthwicket partnership of 161. “Quite a monumental knock from Alex Hales,” said Morgan. “To score 171 in any form of the game is remarkable and our innings was based around that. “Records are hugely important, it emphasises we’re not just a chasing side. We probably have 17 or 18 players who have played in the last year and a half and could come into this side.” Hales flayed four sixes

and 22 fours in his 122-ball knock to surpass Robin Smith’s 167 not out against Australia in Birmingham in 1993. Caught off a no-ball on 72 and dropped on 114, the 27-year-old right-hander passed Smith’s score by pulling Hasan Ali to the midwicket boundary. PAKISTAN PAIN The bowler trapped him lbw with the next delivery to end a second-wicket stand of 248 with Joe Root, who fell soon after for 85, but the pain was far from over for the
Pakistan bowlers. Buttler hammered six sixes and three fours to get to his half-century and finished 90 not out off 51 balls while Morgan ended unbeaten on 57. H a l e s a n d R o o t ’s partnership was also England’s third-highest in one-day internationals. Pakistan, in reply, were bowled out for 275 in 42.4 overs with paceman Chris Woakes the chief destroyer, taking four for 41. Opener Sharjeel Khan hit 58 but wickets fell at
regular intervals until Mohammad Amir smashed 58 in 28 balls to share an unlikely last-wicket stand of 76 with Yasir Shah (26 not out). Amir’s half-century was the first by a number 11 in ODIs. “It was very tough today,” said Pakistan skipper Azhar Ali. “I think they were exceptional innings from Hales and Buttler. “On a wicket like this you really need to support the bowlers and that didn’t happen.”
Djokovic advances but new concerns rise over fitness NEW YORK (Reuters) Novak Djokovic opened the defence of his U.S. Open title with a 6-3 5-7 6-2 6-1 win over Poland’s Jerzy Janowicz on Monday, but the laboured performance gave rise to fresh concerns about the world number one’s fitness. After a sizzling start to the season that brought grand slam wins No.11 and 12 at the Australian and French Opens, Djokovic’s form has plummeted, with a third-round loss to Sam Querrey at Wimbledon followed by a first-round exit at the Rio Olympics. The Serb might have been in trouble on another
day at Flushing Meadows but Janowicz, ranked 246 places below Djokovic, has advanced from the first round just once in four previous U.S. Open visits and looked unlikely to do it again on Monday. Djokovic, a U.S. Open finalist five of the last six years, next faces Czech Jiri Vesely, a five-set winner over Indian qualifier Saketh Myneni. Djokovic arrived in New York having been hampered by a left wrist injury and distracted by undisclosed “private matters” and on Monday trainers were called out early in the opening set to work on his right forearm.
Several times during the two hour, 37 minute match, Djokovic could be seen grimacing when hitting his powerful forehand, while his serve rarely looked threatening, stuck at around 100 mph. “It was just prevention, it’s all good,” Djokovic told reporters. “Look, each day presents us some kind of challenges that we need to accept and overcome. “After all I’ve been through in the last couple of weeks it’s pleasing to finish the match and win it.” Up 3-2 in the opening set, Djokovic called for a medical time out during the changeover as Janowicz
took a seat in the stands while the world number one had his forearm massaged. When play resumed, Djokovic immediately broke the Pole and held serve on way to taking the first set. But in the second frame Djokovic’s discomfort became even more evident as he double faulted and then sent a wild forehand long as Janowicz broke to take control and level the match. Normal service was resumed in the third and Djokovic moved in for the knockout punch, breaking Janowicz to open the fourth before wrapping up the match. The year’s final grand

Steyn leads South Africa to victory
Dale Steyn’s 5 for 33 was his 26th five-wicket haul © AFP PRETORIA, (Reuters) Dale Steyn grabbed five wickets to lead South Africa to a convincing 204 runvictory over New Zealand in the second test at Centurion on Tuesday that sealed a 1-0 win in the series. Set an unlikely target of 400 to win the match, New Zealand were bowled out for 195 with a day to spare as South Africa kept intact their record of never losing a series against the Kiwis. Steyn, who missed most of South Africa’s series against England with a shoulder injury, put South Africa on the path to victory with three wickets in 10 balls at the start of the visitors’ innings as their top four batsmen were dismissed for a paltry 18 runs in the hour before lunch. But New Zealand dug in during the second session with the loss of just one more wicket before tea. Henry Nicholls made a
test-best score of 76 before becoming the last wicket to fall and Steyn’s fifth victim. Steyn, who finished with figures of 5-33, removed both openers in his first over. Tom Latham was bowled by the first ball of the visitors’ second innings, leaving a delivery too close to his stumps, and Martin Guptill fell to the sixth, edging to Hashim Amla at slip. The fast bowler trapped Ross Taylor lbw with a wicked delivery in his second over which stayed alarmingly low and hit the batsman on the ankle. Captain Kane Williamson, who top-scored for New Zealand in their first innings of 214, was caught by a superb dive from wicketkeeper Quinton de Kock off Vernon Philander in the fourth over. Nicholls and BJ Watling shared a 68-run partnership before spinner Dane Piedt had Watling trapped leg before for 32.
After tea, Steyn clean bowled Mitchell Santner (16) and Philander trapped Doug Bracewell lbw for 30. Tim Southee and Neil Wagner were dismissed by Kagiso Rabada before Steyn wrapped up victory for the hosts. South Africa declared their second innings after the first hour’s play on Tuesday on 132 for seven, setting New Zealand a recordbreaking target on a pitch with uneven bounce and widening cracks that was proving increasingly treacherous for batsmen. The first test in Durban ended in a waterlogged draw. Scores: South Africa 481 for 8 dec (du Plessis 112*, Duminy 88, de Kock 82, Wagner 5-86) and 132 for 7 dec (de Kock 50, Southee 3-46) beat New Zealand 214 (Williamson 77, Rabada 3-62, Steyn 366) and 195 (Nicholls 76, Steyn 5-33) by 204 runs.
Paralympics: Over 100 Russians file cases to compete in Rio Games (Reuters) More than 100 Russian Paralympians have individually filed cases to the International Paralympic Committee (IPC) in order to be allowed to compete at next month’s Games in Rio, Russian Paralympic Committee (RPC) Vice President Pavel Rozhkov said on Tuesday. The Court of Arbitration
for Sport (CAS) last week rejected an RPC appeal against the suspension which was handed out by the IPC because of Russia’s state-sponsored sports doping programme. “More than 100 Russian sportsmen out of 266 who were selected for the 15th Paralympic Summer Games in 2016 in Rio de Janeiro, which excludes
those competing in team sports, have filed individual cases with the IPC about being allowed to compete in the 2016 Paralympics,” Rozhkov told the RPC’s w e b s i t e (www.paralymp.ru).
