which dragged the nation to the edge of catastrophe and into the pit of human underdevelopment is the APNU+AFC coalition.

This was the notion expressed yesterday by Leader of the PNCR and President of Guyana, David Granger during his keynote address at the PNCR’s 19th Biennial Delegates Congress.

Granger said that the record rates of armed robbery, arson, executionmurders, road fatalities, s u i c i d e s , i l l i t e r a c y, unemployment, trafficking in persons and trafficking in narcotics made the country a pariah state in this hemisphere.

He emphasized that the APNU+AFC Coalition is the boldest step in six decades to replace political confrontation with cooperation.

With this in mind, Granger sought to remind of his promise to the nation when he became the APNU+AFC presidential candidate.

He said that a commitment was made towards developing an education system that will produce citizens of quality, who will be happy to remain at home and to build a great and beautiful country.

The President said that a manifesto promise was also made to ensure employment opportunities in science, technology, engineering, mining, agro-processing and the arts. He also reminded of the need to have an empowerment policy that regularly renews local democracy by ensuring that local government elections are held as is stipulated in the Constitution.

The President also stated that there is a need to develop an energy policy that utilizes the nation’s

biomass, wind, water and solar resources so as to provide cheap, renewable electricity.

With that in mind, Granger told his audience that the PNCR renews its commitment to all Guyanese but most especially the nation’s women, youth, children and senior citizens.

He promised that the Government will work towards ensuring that “we all have a good life.”

The President said, “The ‘good life’ is not a dream. It is a plan. It will improve our lives over the coming years.

The ‘good life’ is predicated on happiness. It is about making people happy.

People will be happy when they know that they have a government which cares for them...”

He continued, “The PNCR, as part of the Coalition, will continue to work to close the education gap between the one percent who are super-performers and the more than 50 percent, who do poorly at these examinations.”

The PNCR Leader added, “We will work to close the income inequality gap between the hinterland and the coastland and between urban and rural areas. We will do so by boosting economic development in the hinterland and in rural Guyana; by closing the infrastructure gap, which keeps the hinterland isolated and underdeveloped.”

The President said that the aforementioned is the main reason why the Coalition administration ensured that local government elections were held in less than a year after it entered office.

But the acting Top Cop repeatedly refused to be drawn into identifying who was responsible for this “unprofessional” action, while saying that the case is still under review.

This is the first time that a senior member of the Force has publicly admitted that there were problems with the initial investigation into one of the country’s most sensational killings.

Over the years some leading investigators, who declined to be quoted, have said they were dissatisfied with the manner in which the case was handled. Some even expressed the view that they were deliberately hampered.

Ramnarine made the revelation during a press conference, after he was asked about the status of the case, which the Force reopened just over a month ago.

“It is very clear to me that an unprofessional course of action took place at the time when the investigation was ongoing,” Ramnarine said.

Acting Commissioner of Police, David Ramnarine one senior investigator told Kaieteur News that “a number of things obstructed us.”

“It was never intended for it to be a straightforward investigation. Where the obstruction came from, I don’t know, but there are some who knew where the obstruction came from,” the source had said.

Other investigators said that a prime suspect was taken into custody but was never fully interrogated. A pickup that this suspect

allegedly drove on the night of Reece’s murder was impounded, but was reportedly released without being checked for possible forensic evidence.

Commissioner of Police Laurie Lewis was at the helm of the Force when Reece was slain.

The case was labeled by some as a “high society killing” because all of the suspects were from affluent families. At the time, Commissioner Lewis had

vowed: “We will solve this crime.” It remains unsolved under Lewis and five other commissioners of police.

But some investigators who worked on the case back then are confident that Reece’s killer can still be brought to justice.

In a recent interview, former Crime Chief Alvin Smith expressed confidence that the case will be solved.

“I honestly believe that something will break.

Somehow I believe that it will happen. My grounded belief is that the evidence is there. The evidence is alive.

It comes to my mind often, after all these years. I think

that the person (killer) is alive and that the evidence is there,” Smith said.

On the Good Friday night of April 9, 1993, 19year-old Loss Prevention Guard Service employee Monica Reece was murdered and dumped from a pickup in the vicinity of the Geddes Grant building (now Courts) on Main Street, Georgetown. A post mortem revealed that she was badly beaten and had suffered a broken jaw.

This is not the way Minister Ramjattan should behave DEAR EDITOR, Guyana is going through a very serious time in our short existence as a nation.

The seriousness of death cannot be stressed in real words.

The loss of lives of our citizens due to the epidemic of suicide is eating-away at the core of our society. We will be hard pressed to find someone who has not experienced the loss of a love one, the loss of a friend or the loss of a neighbour to the cold vicious hands of suicide in our dear country.

Despite the epidemic of suicide in our dear Guyana, the politicians of Guyana have been behind the wall, locked away in their own “callous” world for too long.

Our elected government officials have shown very little interest to none in this grave matter.

Many individuals and organizations are in the forefront of trying to address and find solutions to this national problem. And I do say national problem, because suicide affects everyone; directly or indirectly. Suicide is not only the loss of a life, but goes deeper and has far reaching impacts. The consequences of suicide are not only that one person is dead; it’s also a tragedy for the people left behind that goes on for many,

many years.

Dear Editor, recently there was a motion, tabled by the Opposition Party on curbing the rise of Suicide. From published reports the motion was literally “shot” down; see KN article “Opposition loses motion on curbing rise of suicide rate” August 5th, 2016. As reported, the Opposition MP Dr. Vindhya Persaud who expounded on the effects with statistics and figures to demonstrate the seriousness of the problem to the Members of Parliament from both sides of the aisle.

So far, so good it seems…..This was certainly a very noble gesture, raising the awareness of suicide in Guyana.

The published response of the representative of the Government clearly highlightened the “closedmindedness” of our elected leaders. Here we have a very serious matter being “debated”, but the response of the Public Security Minister, Khemraj Ramjattan, as quoted, ‘Ramjattan said that the Opposition never saw it fit to do many of the things it proposed in its motion. In fact, the Public Security Minister saw the PPP’s motion as an attempt to steal Government’s thunder, since it included several of the initiatives already being CONTINUED ON PAGE 6

Minister RRamjattan amjattan ’s amjattan’s outrageous analogy DEAR EDITOR, Although you did not publish my last letter on the Brer Anancy stories emanating from top government officials, you still provide readers with a daily dose of outrageous things being said by Ministers.

The latest is the comparison of the Cabinet to a cricket team by Minister of Public Security on the drug bond issue.

This comparison is certainly nauseating and a sadistic attack on the intelligence of all Guyanese.

If we accept the Minister’s views, then we are looking daily at cricket matches played by top Cabinet teams.

As spectators, we cannot expect that the teams will not falter when playing the game.

But Cabinet is not a cricket team but the elected representatives of our people, and so they are answerable to us because they are paid to do decent jobs. If they commit wrongs, then they must be drawn over hot coals.

After all, we are not spectators but the employers of government officials.

Therefore, the Minister should note that if they are competing with the last government for the corruption medal of honor, they will reap their just rewards in the next general elections.

Hence, let them continue in their dirty ways, shooting themselves in their feet, eating and drinking their shame, and adding insult to injury. They will soon pay the price and reap their just rewards.

The rental of the storage bond fiasco DEAR EDITOR, The nation continues to reel from the shock generated by the 12.5 million dollars per month rental of a storage bond at Sussex Street, Charlestown, Georgetown by the Ministry of Public Health for a fixed term of 3 years. It is already established that the security deposit of 25 million dollars paid by the Government was used by the landlord to purchase the property that an investment of $ 25,000,000 yields returns of $12.5 million per month and will yield $450 million in 3 years, makes this one of the most lucrative transactions ever done in the history of this country. Minister Dr. George Norton told the Committee of Supply that drugs and pharmaceuticals were already in the bond and that the bond satisfied the standard international requirements for such facilities. Within the hour of that disclosure, the press descended upon that facility and found carpenters still renovating and no drugs or pharmaceuticals were at the premise.

Another inaccuracy peddled by the Minister was that the Government was

renting bond facilities from new GPC at a cost of 19 million per month. The landlord is Linden Holding Inc, whose principal shareholder is a known associate of the Administration.

The Office of this company is located in a building owned by Minister Cathy Hughes. This contract was simply handed to the landlord in complete disregard and in violation of the Procurement Act. The nation was told that Cabinet examined, discussed and deliberated on this contract, but found nothing wrong with these alarming details and gave the contract its approval.

When the astonishing information regarding this rental contract were made public and the pressure begun to build, Cabinet made another egregious blunder. It appointed a sub-committee of Cabinet to investigate a decision of Cabinet. It is as if Cabinet fell into a state of comatose.

It became oblivious to the principles of natural justice and the axiomatic conflict of interest and naked incest which permeate that decision. That this Committee is comprised

of three lawyers only compounds the stench. Two d e c i p h e r a b l e recommendations have emanated from this impugned sub-committee: that Minister Norton must apologize; and the contract must be reviewed. Without the consent of the landlord, a review of the contract would be a futile exercise. It is already executed. It is a done deal. It can only be altered or amended with the consent of the parties.

Upon my written request, Minister Norton finally furnished a copy of the rental agreement to the National Assembly as promised over two weeks ago. It has generated even greater scandal. It is important that I highlight the following. (i) The copy circulated is unsigned. I believe this is deliberate. They do not wish to disclose the signatories to this agreement. (ii) The contract purports to be between Linden Holdings Inc. and “The Ministry of Public Health, a statutory body corporate”. The Ministry of Public Health is not a statutory body corporate. It is simply a department of

government. Therefore, it has no legal personality and cannot enter into a contract in law. (iii) The agreement binds the tenant “to use the Demised Premises for the purpose of a professional office”. Not a bond to store pharmaceuticals. (iv) There is no provision in the Lease that speaks to any PAHO/WAHO or any standard requirements in relation to the storage of drugs. (v) The contract was granted in violation of the Procurement Act and is unlawful.

The three lawyers who reviewed the contract either found none of the above objectionable or did not read the contract. In either situation, the incompetence is intolerable. No apology can fix this. This is not a blunder.

This is negligence of a criminal degree. Nothing short of revocation shall suffice.

Anil Nandlall Attorney-At-Law Editor’s note: Because of length, the conclusion of this letter will be carried in tomorrow’s edition.

Minister RRamjattan amjattan ’s choice of explanation was terrible amjattan’s DEAR EDITOR, Mr. Ramjattan’s justification of the shady bond deal is a new low in the continuing credibility erosion of the Government. He should realize that Guyanese people know how to play cricket and that they are not stupid. He insults Guyanese by likening the deal to a dropped catch in cricket.

Indeed a dropped catch is a good example of a mistake, because of the random nature of a ball’s trajectory. The player could easily misjudge the speed, angle etc of the ball, the wind and the sun could also be a factor. These are things that the player has no control over, Mr. Ramjattan, a better analogy would be a player trying to steal a single against the advice of his captain and getting run out. And then belligerently arguing with the

umpire, even after the replays show that he was clearly out.

In this case, we would be dealing with a player who is of hard ears, thinks that he is smarter than his teammates, has poor judgment and likely an unfit cricketer. He should be dropped from the squad, given remedial training and encouraged to try out for the next season.

This is an example of an egotistical player who chooses to ignore the advice

of the team and to dismiss what is considered as ‘best practice’ in the game - all personal choices that he has control over. The fact is that we have a Minister who is expected to be competent and

make decision based on facts and the mandate of the government. This clearly was not the case and to brush it off as a ‘mistake’ is a slap in the face of all Guyanese.

Policy and action at cross purposes in the Greening of Bartica DEAR EDITOR, I am continuously mystified by the workings of the system that is in Guyana.

It seems that we are doomed to say one thing but enact another. I will use the recent commissioning of an asphalt plant in the town of Bartica as a prime example of policy and actions, working at cross purposes.

The President, in what can be considered one of his first policy statements, declared that Bartica would serve as a model of the green economy in Guyana. The premise behind this concept is the fostering of an economy that is primarily based on sustainable and environmentally friendly practices, with the development and implementation of green technologies as one of the main strategies to be employed.

The commissioning of a hot mix asphalt plant could therefore be considered a contradiction of this policy.

Research has shown that high temperature mix plants are less environmentally friendly than their cold mix counterparts, as cold mix plants save up to seven times the energy of hot mix plants.

It is also noted that the plant was sourced from India, one of the places in the world that has refined the use of cold mix asphalt plants, through decades of use.

Some would also argue that the use of asphalt, a semisolid form of petroleum in a green economy is inconsistent. But asphalt in itself is not necessarily seen as anti – green unless there are more sustainable road building materials to be had.

A University of Guyana student at the Masters level in Urban Planning and Development, recently presented the following paper at the Caribbean Urban Forum 2016 held in Suriname – “Sustainable Road Building Materials: The case for Bartica, Guyana’s newly established township”.

Perhaps the relevant authorities could explore the feasibility of implementing some of these measures as against asphalt, especially in light of the green thrust.

While I do laud the investment, especially in our hinterland region, it unfortunately highlights the incongruence between policy and action. I am sure this incongruence is not always a wilful act to implement a measure that is against policy, but it does indicate a lack of vigilance and cohesion across Ministries and other relevant bodies.

The economic imperative is also an important factor, as establishing a green economy requires substantial investment from the private and more so, the public sector. Greater onus often lies on the government to act as an investor (especially in the initial phase) or provide heavy concessions to allay fears about the viability of sustainable practices as a means of profit making.

Several other nations with larger economies than Guyana are hard pressed to accomplish their dreams of

green economies and sustainable cities, see “Masdar City in Abu Dhabi” as an example. But at the least one can argue that the United Arab Emirates tried to match action and policy. There was heavy investment from the government along with other measures to ensure that buildings, roads and so on were completed according to stated sustainability parameter. Taking our financial situation into consideration, I am still not sure how much we can say that Guyana tried before the decision was taken that the only option for Bartica, our model green economy, was a hot mix asphalt plant.

In the rush to ensure development and job creation we must therefore be mindful and vigilant of how these measures fit into our stated policy directives. I would also ask what measures such as green certification schemes, will be used to ensure that organisations that call themselves green really are so?, but that is for another letter.

Nandall’s attack on the PPresident resident and Blairmont...

He said that the people of the temple should look at the small children and fight for their rights, because he is sure some of them attend that very temple.

What Nandlall is saying to my knowledge is that the bus is only picking up African Children.

As a resident and regional councilor of region 5, I will like to tell Nandlall that he is misinforming people from the breath that god gave him and he is using it for his personal and political gains by trying to divide and mislead the people.

At no time are the drivers of those buses discriminate

against any child or the children of region 5.

Maybe this lawyer needs to do more research or educate himself more as to the use of the buses and who are benefitting from them. Several mornings I went to Bath and see students joining the bus.

I went also to Blairmont several mornings and saw students joining the bus. What is Nandlall problem?.

Nandlall need to understand that the buses can only take a certain amount of students per trip and the trip from Belladrum and Ithaca goes straight to Rosignol and then the buses continue to do other trips. Nandlall needs to understand this is not a train that have different compartments but a simple 32 seater bus. Therefore it can only take

32 passengers on a one side trip. A train will hold hundreds Mr. Nandall.

Nandlall should never have accused the President of such. Moreover he should never have attacked the members of that temple by bringing them in any political fight.

He should respect the members of that Temple for their efforts and work towards erecting that monument which is of benefit to the entire community especially my Hindu brothers and sisters. He should commend the members for having one of the largest Hindu Murtis in Berbice and Guyana at large, which cost them close to 1 million Guyana Dollars. Nandlall is losing his temper because he lost power in 2015. Stop bringing people’s religion in conflict for

your gains Mr. Nandlall.

I urge the members of the Blairmont Hindu Temple to continue their good work and to provide more classes for our young people.

Continue to be the shining example for the community and do not allow narrowminded persons to drag you in something that have nothing to do with your faith and beliefs.

I wish all my brothers and sisters at the Blairmont Hindu temple all the best in the future, as they strive to make Guyana especially, the community of Blairmont a better place through their religion, hard and dedicated work.

How to save the lives of fishermen and taxidrivers taxi-drivers DEAR EDITOR, Recently while traveling from Berbice, I had a conversation with a fisherman who captains a small vessel in the Northwest area and was struck by how vulnerable these men are in plying their trade.

This particular individual and his crew were robbed by pirates a few years ago. They were stripped of their fish, food supplies and engines.

Only after much pleading and the mercy of the pirates did they avoid being tied up and thrown overboard. What can be done to protect these men who are already risking their lives to be out there one hundred miles from shore just to earn a daily bread for their families?

Providing patrols to cover such a vast area is not practical. I’m suggesting a system be put in place for fishermen to be armed.

Putting myself in the shoes of the bandits, I would be less inclined to attack a boat if I knew each fisherman was armed with a gun. I’m suggesting that when each boat is leaving on a fishing trip each fisherman is allowed to check out a firearm from a police depot along with the number of rounds.

A record is made of the names of each fisherman and the serial number of the gun

and number of rounds given to each person. When they return they are required to immediately check in their weapons. This is to avoid a fisherman taking the weapon home where he may be tempted to use it against an errant wife or miserable in-law.

This is one small way of providing a way for fishermen to protect themselves while working.

For taxi drivers who are in constant danger of being carjacked here is another simple suggestion that may deter bandits.

With everyone seeming to be in possession of a cell phone (I’ve seen weeders and cane cutters with cell phones while on the job) a taxi driver can take a picture (let passengers know it is standard procedure) of each passenger he/she picks up and send the picture to another phone. The person and time of pick up is noted.

If anything happens to the driver the last person and time is recorded.

Passengers are made aware of this. This is a small way of discouraging a bandit from carjacking one’s taxi by pretending to be a passenger.

These are just small suggestions that may be practical in avoiding further loss of lives via these routes.

The day the motion was tabled; it was and should have been viewed as a new beginning for our elected officials to show the needed maturity. The maturity of working together, showing true bipartisanship to tackle and help solving this epidemic. Instead, we witnessed the usual “childishness” that will surely result in many, many more of our people taking their own lives.

Minister Khemraj Ramjattan, went on to say that “They want to steal our thunder with this motion, and come and pontificate as though they are the genuine Popes and Bishops of the issue and they are not” For Pete sake, is this what we elected our government officials to do. We could have gotten a more mature response from pupils from any secondary school in the country. People’s lives are being lost, a lost that could be reduced, but this is the best out elected officials can come up with. Sad, very sad indeed! The Guyanese citizens have had their fill of this kind of rhetoric from our officials. May 2015 marked a new chapter in the Guyanese people’s expectations of really “getting their monies worth” from their elected officials.

Dear editor, with the continued lack of insight and pettifogging, demonstrated by our elected officials, Guyana will surely be stuck in the age of backwardness.

Guyana will not advance into the 21st century if our elected officials continue down this path.

Bond contract forces Govt. to pay VAT - Shady deal proves to be a burden on the nation, should be rescinded - Dr. Anthony

Shadow Minister of Health, Dr. Frank Anthony The media has finally received a copy of the Agreement of Tenancy entered into between the Ministry of Health and firearm dealer, Larry Singh, and the document confirmed that the nation has not been given a quite dandy deal. In fact, the contract involves the payment of “the required Value Added Tax”.

According to shadow Minister of Health, Dr. Frank Anthony, the contact reflects a terrible agreement and should be rescinded forthwith.

The contract commenced from the first day of July 2016 and is supposed to come to an end in June 2019.

Government also has an option of an additional three years, with 180 days notice prior to the end of the first rental period.

The contract states, “The tenant shall be given vacant possession of the Demised Premises on the 1st day of July, 2016.” However, in midAugust when the media visited the facility, construction works were ongoing and there were no drugs or medical supplies in sight.

The contract said that

government has to pay “Thirty Seven Million and Five Hundred Thousand Guyana Dollars representing two months’ rent in advance together with the equivalent of one month’s rent as a security deposit which shall be refunded at the end of the tenancy lest deductions be made by the Landlord for all or any damages occasioned by the Tenant to the Demised Premises.”

Dr. Anthony said that Health Minister, Dr. George Norton has a right to tell the nation if the government will be refunded the rental fee paid for July when the building was not being used by the Ministry, if the money will roll over to another month or if it just went down the drain.

The contract in this newspaper’s possession also states, “The Tenant (government) shall be responsible for the payment of the required Value Added Tax to the Guyana Revenue Authority.”

Dr. Anthony said that when the approximate $2.5M is considered, the government in actuality will be paying way more than the $12.5M per month that was announced.

The government is responsible for all levels of maintenance of the building and must pay all utility bills.

The contract also makes provision for the landlord, Lawrence Singh, to forcibly enter the facility at any given “emergency”. However, the contract did not define what constitutes an “emergency” for the purpose of the document.

The document states, “In cases of emergency at any time if the tenant is not

personally present to open and permit an entry into the building and or upon the tenant unreasonably refusing the landlord entry to the building and or the tenant unreasonably refusing the landlord entry to the building the landlord or his agents may enter the same by any means possible or may forcibly enter the same without the landlord or agents liable for such forcible entry.”

Further, Dr. Norton has said that the entire building was going to be used by the government, but the contract prohibits actions for the government that may be “nuisance or annoyance to the landlord or the tenant or occupier of other parts of the said building.”

The agreement also states that if any additional equipment is added to the facility by the government, it becomes the property of the landlord at the end of the rental period.

“It is agreed and understood that all alterations, decorations, additions and improvements made by the Tenant or made by the Landlord on the Tenant’s behalf shall upon the expiration or earlier determination of the Term become the property of the Landlord without Compensation there for to the Tenant. Such alterations, decorations, additions or improvements made by the Landlord on behalf of the Tenant shall not be removed from the Property or the

building either during or at the expiration of the Term or earlier determination of the Term unless approved by Landlord in writing.”

According to the agreement, the Ministry of Public Health has to “use the Demised Premises for the purpose of a professional office.”

However, the purpose intended is for the space to be used as a drug storage facility. This was pointed out

by Dr. Anthony.

Production could reach 200,000 barrels daily - Jobs will be in hundreds, not thousands Oil production in the ExxonMobil concessions offshore Guyana could see as much as 200,000 barrels of oil per day during full operations.

Updating the local business community on the oil find which is promising to change this country’s fortu n e s , t h e U S - o w n e d l o c a l s u b s i d i a r y, E s s o Exploration and Production Guyana Ltd (EEPGL), earlier this week briefed the members and executives of the Private Sector Commission (PSC) on the company’s exploration activities in Guyana and on the results and findings of its LIZA 2 appraisal well.

The oil company officials said that results of the Liza 2 well confirmed the preliminary findings of its predecessor, the Liza 1 well, which saw sufficient deposits of oil to develop and extract commercially.

“Recent data from the Liza

2 appraisal well and 3D seismic survey indicates that the discovery contains some 0.8 billion to 1.4 billion barrels of oil deposits.

EEPGL, according to the commission, estimates that production can be realized within five years and can be as much as 100,000 barrels per day from one Floating Production and Storage Offtake (FPSO) vessel.

It is likely that two of these vessels could be in place when commercial activities kick off.

“EEPGL confirmed that the development of Guyana’s resource is feasible despite the levels of oil prices currently,” PSC disclosed.

Currently, oil is just below US$47 per barrel on the world market, after reaching more than US$100 more than a year ago. The prices have been raising fears around the world and especially for Guyana especially about when the US

Company is likely to start production.

The PSC, during Tuesday’s meeting, urged for local businesses to benefit from demands of services and jobs that the oil activities will create.

According to EEPGL, the local benefits could be up to 95 percent.

“The Private Sector Commission emphasized the importance of local content (utilization of local resources) and was assured by the officials of EEPGL that the local content in their operations globally averages between 75% to 95%.”

However, it is unlikely thousands of jobs will be created from the oil activities, the exploration company warned.

“PSC said that it was also highlighted that due to the nature of the operations being offshore and the high levels of technology being utilized, the direct labour footprint overall will be within the hundreds rather than in the thousands.”

Chairman of the Private Sector Commission, Edward Boyer, noted that it is crucial

that Guyanese businesses and the citizenry educate themselves in preparation for the changes which will occur in the economy when the country begins to receive significant revenues from oil.

PSC said that Guyana has to move quickly to establish mechanisms for the benefits that will come.

“It is important that the Sovereign Wealth Fund be established and managed professionally and that Guyana become a member of the Extractive Industries Transparency Initiative (EITI).

These will facilitate the transparency in the allocation and use of revenues generated from the oil and gas sector,” PSC urged in the statement reporting on the meeting.

The commission also said it was encouraged by the assurances of Natural Resources Minister, Rapha e l Trotman, with whom they met earlier in the week also, that local content is a focus of t h e Government and that local content rules will be legislated.

The private sector is stepping out of its comfort zone The decision of the Guyana Manufacturing and Services Association (GMSA) to invite the former President of Guyana and Opposition Leader, Mr. Bharrat Jagdeo to address its annual luncheon is a noteworthy development.

Private sector associations have always stayed clear of being publicly close to opposition personalities, out of fear that this would anger the government and attract its ire. The private sector in Guyana, historically, has ingratiated itself with the ruling elite.

In the run-up to the 2015 general and regional elections, we saw moves by the private sector to engage with a wider range of views and actors. They invited both the then opposition parties and the then ruling party to address them.

The then opposition parties were given opportunities never before enjoyed. It marked either a phase of political maturity on the part of Guyana’s private sector organizations or to secure a form of political insurance in the event of a democratic regime change.

It is interesting that the GMSA, this year, did not invite the Minister of Finance to address its annual luncheon. It instead invited the Leader of the Opposition. Why invite the Leader of the Opposition and not the Minister of Finance?

There are obviously concerns within the manufacturing sector about the commercial slowdown in the economy, the lack of foreign investment and the contraction of almost all the major sectors of the economy, including manufacturing.

The GMSA is obviously worried about the future of the manufacturing and services sectors in Guyana. The contraction of agriculture, construction and forestry does not bode well for the economy of Guyana. The GMSA is concerned about the future prospects of the economy and its membership.

The traditional approach in the past would have been for private sector organizations to invite the Minister of Finance or the President to address them and, in so doing, to provide policy assurances that steps will be taken to address the concerns of the business

community.

The GMSA opted instead to go a course that no private sector association has ever gone. They invited the Leader of the Opposition to address them.

It shows the level of anxiety, and even desperation, within the local private sector that instead of the Minister of Finance it should be the Leader of the Opposition who was invited to give an economic forecast and to propose solutions.

The Minister of Finance is the person to implement measures to reverse some of the adverse trends in the economy. But the GMSA obviously felt that they needed a better diagnosis and prognosis than what the government was likely to offer.

And as such they invited the person whom they felt was responsible for Guyana’s ‘economic miracle’.

Notwithstanding the fact that his party was booted out of office, they wanted to hear what he had to say.

The manufacturing sector has some issues with the government over the rolling back of concessions that they enjoyed, and which the government annulled,

The government has made these alterations without any reaching out formally to the private sector.

Nothing will upset the private sector more than feeling they are slighted. The attitude of the government towards the concerns of the private sector may have factored into the decision to invite Mr. Jagdeo to address them.

The most important factor, however, would seem to be the fear and worry by the private sector at the slowdown in business activity within the economy, notwithstanding that gold will ensure a healthy economic growth this year There has not been, thus

far, any critique of the former President’s presentation. This is surprising in a country in which there are so many experts on every subject under the sun. It is as if what he said made sense.

The government has not responded to his presentation. The Ministry of Finance has generally been mum when it comes to responding to criticisms of the economy. It did respond to the criticism by the former President, at another forum, that the government had no plan. It asked about the PPPC’s plan when it was in office.

Other than this, the Ministry of Finance has only sought to defend its record so far in government, including through some suspect analysis in its midyear review for 2016.

The private sector is not

waiting on the government to offer solutions. It seems to have lost confidence in the ability of the government to address its immediate and major concerns. The private sector is looking for answers elsewhere, and who best to call on than the man they call “The Boss.”

The problem is that he really cannot help if the government is not listening or it has its own ideas as to the solutions to the problems being encountered within the economy. The GMSA should bring in some experts to study the economy and propose solutions, because the government is not likely to give much currency to what Mr. Jagdeo says.

Arguments for the employment of local skills If you examine the 15month record of the Granger/ Nagamootoo administration you will see the profusion of skilled people from the diaspora that have been employed. The miraculous exception was Lennox Cornette at NCN. How he made that job will remain one of the mysteries of the Coalition Government. In most, if not all the cases, these diaspora people were well qualified. But herein lies the problem local residents have.

Once the Coalition Government is looking for qualifications, Guyanese living in Guyana will hardly likely make it. They simply cannot compete with diaspora Guyanese because the reality is against them.

Let’s examine this contention. We have one university in Guyana, only a washed-up fool with no consciousness of where he or she is, will accept that the

University of Guyana is even a tenth rate institution. I taught there for 26 years. Give me some credit for knowing how and why it fell down. It has a new Vice-Chancellor who played no part in its decline. One has to wish him well.

UG has problems sustaining its degree programmes in disciplines like History, English etc. With that reality, where are the opportunities for doing a Masters in any programme at UG? The news was disgraceful when it hit the newspapers five years ago; the best graduating student couldn’t find employment.

Well, nothing wrong with that.

It happens in other countries.

But in other countries, what she would have easily done was to walk into a university and do a Masters in her field.

At UG she graduated in International Relations. There are no prospects even in the distant future of UG offering

a Masters degree in International Relations.

Guyanese from low income backgrounds, who hold a first degree from UG, migrate to the US, find employment hard to get, and they pursue higher education.

I know many Guyanese who are doing low level jobs and have Masters.

It is easier to get a second degree in financerelated subjects in the US because the university curricula in the US favours business-related subjects. If the Government of Guyana is going to emphasize strict qualifications without contextualization, then I reject such a policy. It ignores the context of the Guyanese reality.

I know police officers who retired at age 55 in Guyana and within three years, secured a higher degree in the US. They are going to be more eligible for public sector jobs than their local counterparts who

retired at the same age but opportunity for higher qualifications are simply not there. What the Government needs to do is to recognize the context in which our local talent has had to operate since 1980, and arrange scholarship programmes for them after they enter government service.

It is called visionary thinking. In my column tomorrow, I theorize on the question of transformative, visionary leadership and I conclude that maybe ( I emphasize, “maybe”) since Burnham, Guyana has been woefully lacking in such leadership and I will assert that it is absent in our present government from top to bottom. I see it every day. The manifestations are ubiquitous.

Government cannot retain the representative of the teachers’ union on the Commission of Inquiry into the educational system because money isn’t there to pay all the commissioners.

Government cannot offer a 20 percent increase to lowearning public servants, because money isn’t there.

Government cannot build a new prison because money isn’t there.

Who says money isn’t there? Money was found to celebrate the Golden Jubilee.

Money was there in the hundreds of millions, almost touching a billion to build a thing that cynics who distrust politicians refer to as, “bread and circus.” Its official name is D’Urban Park. On Wednesday morning, I took my daughter on a tour to see the famous “D’Urban Park.”

She did upbraid me when I said; “look at wood ants.”

She rightfully said it was too early for wood ants’ infestations. But they are coming. Wood ants are meanspirited little creatures. They attack and devour wood relentlessly. I mistook something for wood ants, but the wooden structure has conspicuous cracks in every stand.

Frederick Kissoon I like Minister David Patterson’s explanation as to why they couldn’t use the National Park and the Providence Stadium to celebrate the Golden Jubilee.

He said such places couldn’t hold the amount of people that would want to see the event. He was referring of course to the masses. I guess the masses include those thousands who cannot get a 20 percent increase, cannot get a lowering of VAT rates, and whose children will languish in jail for smoking a marijuana joint. Didn’t a Guyanese politician once exclaim; “the masses are asses?”

Surinamese on drug charge granted bail The 31-year-old Surinamese national who was reportedly nabbed with a large quantity of illegal drugs has been granted bail in the sum of $100,000.

The man Rachlie Grad, called “Blacka,” of Pammanga Straat No. 58 Paramaribo, and of ‘C’ Field, Sophia, where he lives with his wife and 3-yearold daughter, yesterday made his second appearance before Magistrate Rabindranath Singh in the Springlands Magistrate’s Court on a charge of possession of narcotics for the purpose of trafficking.

When the matter was called it was learnt that the Prosecution’s main witness – the police corporal who effected the arrest is out of the jurisdiction and will be

away for about a month. This prompted Grad’s lawyer, Ramesh Rajkumar, to ask for bail. Rajkumar argued that his client is entitled to a trial within a reasonable time and the absence of the policemen from the jurisdiction would cause unnecessary delay, thus infringing his client’s rights.

Grad was allegedly intercepted around 08:00 hrs on Saturday August 13 at the No. 78 “Gloves ‘backtrack’ Landing”, Corentyne, Berbice, with 27 grams of hashish, nine grams of Ecstasy and six small Ziploc plastic bags containing a quantity of crystal-like substance suspected to be Crystal Meth.

The prosecution’s case was that the police and

officers of the Guyana Revenue Authority (GRA) – Law Enforcement Unit, were conducting searches on passengers who had arrived by speedboat and were offloading on the foreshore.

Grad, who was among the passengers, had his belongings checked.

During the process, the ranks checked a pair of Air Max boots and found a plastic parcel containing a hard brownish substance, which was later proven to be Hashish. They also found 19 Strawberry-shaped pills which were later confirmed to be Ecstasy and the Ziploc bags with the Crystal Meth.

The prohibited drugs were found in the sneakers.

Grad is to return to court on October 6.

Lawyer withdraws from Berbice businessman murder case - cites negative publicity

Attorney-at-law, Chandra Sohan Attorney at law and former Magistrate Chandra Sohan has moved to clear the air as to his involvement in the ongoing murder trial of

Businessman, Dennis Veerasammy, and two of his employees, Basheer Harrinauth and Delroy Fraser which is ongoing before Magistrate Rabindranauth Singh at the Springlands Magistrate’s Court, Corentyne, Berbice.

Sohan is also not in agreement with parts of an article printed in the Kaieteur News of Tuesday August 23, last, which quotes him as representing the three accused.

The men are on trial for the murder of Shameer Ali Mursalin. Mursalin was fatally shot on October 24, 2015.

According to Sohan, the article stated that “The three men are being represented by

Attorney at law Chandra Sohan.”

However according to Sohan, he is not representing the three men and was only retained to represent Veerasammy.

Sohan is also not pleased with the negative publicity that the trial is generating. He emphatically stated that he never had any knowledge of any wrongdoing or underhand transactions in the trial and was merely informed by the contents in the media.

The lawyer stated that he is withdrawing from the trial and would like to dissociate his name from the matter.

The PI into the murder is scheduled to continue on August 29.

Gov’t probing validity of land certificates given to Amerindians before elections Attorney General and Minister of Legal Affairs Basil Williams is looking into the legality of a number of certificates of titles issued to several indigenous communities, just before the May 2015 General and Regional Elections.

Residents in a number of these villages now find themselves in possession of titles which were handed out by the previous administration and now appear not to have any legal standing.

The matter was raised this week with Minister of Natural Resources, Raphael Trotman, at the National Toshaos Council (NTC) meeting and again in Imbaimadai by Mr. Austin, Vice-Captain, Kambaru- Omanaik Village, Region Seven.

“The issue is with our land title certificate,” Austin is quoted in a Government

statement.

“We understand that it is not recognised by the GGMC (Guyana Geology and Mines Commission) and we often wondered if this certificate is valid, and why it is not public or gazetted, and (why) none of the GGMC officers could recognise it,” Austin disclosed.

In responding, Minister Trotman said that the Government has found many villages that were issued certificates of titles, just before the May 2015 elections, but have no records to show that the certificates are valid. ” Y e s t e r d a y (Wednesday), I spent all afternoon with the National Toshaos Council and some of the very things that you are saying, that just before elections a set of documents, in law you say, purporting to be titles, were handed out, but

when we checked the records there is a missing gap between the process and the signatures,” the Minister told the Vice-Captain.

The Natural Resources Minister explained that the government is seeking to unravel what really happened.

“Many of them are with the Attorney General’s Chambers now to see if somebody should be charged for fooling the people…because it’s mischief…it is cruelty to come and lie to you and fool (you), to try to get the vote. I’m not sure…but we are investigating these things and we would have had to pass them over to the police actually,” the Minister said.

The Kambaru-Omanaik Village, Region Seven certificate of land title was issued on March 10, 2015 by the PPPC administration.

Tucville fatal shooting…

Contractor charged with murder Police have charged a contractor with murder, following last Tuesday’s bizarre shooting incident in Perry Street, Tucville, that left 24-year-old excavator operator Colin Perreira dead and 22-year-old Gail Ann Chacon wounded.

The charge was reportedly instituted late yesterday afternoon. The accused is scheduled to appear in court on Monday.

Perreira, of Barr Street, Kitty, and Chacon, were shot on Tuesday night, shortly after reversing a car onto the contractor’s bridge in Perry Street, Tucville.

Pereira sustained gunshot injuries to the chest and

abdomen and succumbed at the Georgetown Public Hospital.

Chacon was reportedly shot in the back and hand and is currently at the same hospital. Her condition is listed as sable.

Kaieteur News was told that Perreira and Chacon were co-workers. Perreira was preparing to drop Chacon to her residence, located a few houses away from the alleged shooter.

Kaieteur News was told that the suspect claimed that he opened fire because he had recently received death threats that same Tuesday and thought the occupants of the tinted car were the same

individuals who had threatened to “finish him off.”

The injured woman’s uncle, Peter Jeffrey had said that they were at home and heard rapid gunfire and his grandchildren rushed out of the yard to see what was happening.

“They see this boy (Perreira) coming and he said he get shoot and I asked him where is Gail, and he said that she in the car, and me and her father rushed to the car and pulled her out,” Jeffrey recalled.

He said that while they were trying to get his niece out of the vehicle, the suspect was standing there with his gun in his hands.

SOCIAL COHESION On this topic, Granger

stated that Guyana, today, still needs to eliminate the sort of social erosion that degenerated into civil violence in the recent past.

“We still see how easily the ranting of a few persons can rekindle racial animosity, a retrograde step, which has no place in modern society.”

When he made this comment, immediately, persons within the audience shouted that the Opposition Leader, Bharrat Jagdeo should pay attention to the President’s words.

Continuing in this vein, the PNCR Leader said that the Party is alarmed at the vocal efforts by those persons to promote social division.

“We warn that such inflammatory tirades run the risk of degenerating into social instability, of fostering distrust and of fomenting disorder,” the President stated firmly.

He added, “We need to exhibit the spirit of social cohesion. Social cohesion is about combating exclusion and marginalization, creating a sense of belonging and promoting upward

mobility…”

Granger said that Guyana ¯ a micro-state of threequarters of a million people, with land-space larger than England and with bountiful natural resources and beautiful people ¯ need not be divided.

He said that discord, arising out of ethnic, economic, political, religious and other differences, has the potential to spawn hatred.

“Our society has been scarred by violence, which left a lingering legacy of distrust with the threat of disorder.

Monuments have been erected to the victims of violence during the ‘Troubles’ between 2002 and 2008. Memories have not been erased,” the PNCR Leader expressed.

Granger then called on his coalition parties and civil society to work together to repair that damage, restore trust and rebuild the bases of a ‘moral community’ which enables all to trust each other.

He stressed that the nation’s diversity is an asset, not a liability.

Guyana Police Force is moving in a positive direction – Acting Commissioner - “We will use criticism in a positive way, because that is the best way forward” The Guyana Police Force (GPF) is changing in an increasingly positive direction as it continues to forge, build and sustain

valuable relationships and partnerships, according to the acting Commissioner of Police, David Ramnarine.

He said that this is

paramount in the realm of public safety and security.

The Commissioner (ag) made this disclosure at a press conference yesterday

in light of a United States Agency for International Development (USAID) report which stated that there is a significant need to reform the GPF and strengthen its investigations and prosecutions.

The assessment was conducted last year.

As it relates to the Force’s investigative capacity, the Top Cop boasted about the Major Crime Unit which he emphasised is doing an excellent job. “The success of this unit is evident.”

“We are convinced that we now have a capacity and capability in the Criminal Investigation Department of this force that is unparalleled, and that is why a number of persons who have been victims of serious crimes some time ago are coming for us to reopen these cases.”

He explained that the CID has a forensic video analysis unit, the first of its kind in the Caribbean.

“We have recently increased 100 ranks in the CID and we are currently conducting a junior investigator course that has 30 participants,” Ramnarine said, while adding, “a lot of what we are benefiting from in the CID relates to the trust

Acting Commissioner of Police, David Ramnarine and confidence that the Justice Education Society (JES) from Canada has in the force.”

Ramnarine explained that the JES has been providing the much needed training for crime scene investigators and crime scene technicians on a two-year contract which will come to an end sometime next year. They have also provided training for Magistrates and prosecutors for them to fully understand the issue.

As it relates to the relationship between members of the public and the GPF, Ramnarine said that the

force has been doing community-based work with youth countrywide.

“It has been determined that our traditional approach to crime is not sufficient anymore , a n d , o n t h e account that criminologist studies have revealed that crimes are generally a p r o d u c t o f y o u t h and masculinity and that the tendency to commit a crime diminishes as one grows older.”

Welder killed as fuel tank explodes

A grieving Amanda Thompson and (dead) Christian Thompson called ‘Johnny Tragedy struck a West Ruimveldt family when news spread that the sole breadwinner of the home had been killed in an explosion.

Thirty-one year-old welder, Christian Thompson, called Johnny, died on the spot after a fuel tank exploded next to where he was welding.

Divisional Commander ‘F’ Division, Ravindradat Budhram, told Kaieteur News that the incident occurred around 10:00 hours Tuesday at Puruni Backdam, Cuyuni, Mazaruni, Region Seven.

When this publication visited the home of the deceased it was a somber atmosphere among relatives.

Speaking to this newspaper, Amanda Edwards-Thompson, stated that her husband’s death came as a shock to her as she spoke to him on Monday evening.

“Monday he brother come down fuh give me money fuh buy school clothes fuh dem children and Monday night he call me and say Wednesday he gon call me

fuh we talk.”

That would be the last time she would hear from her husband.

Thompson further stated that it was only in July that her husband and his brother left for the interior where they opened a mechanic shop.

Her husband of eight years was the only one working. His wife is pondering over her next move.

Thompson leaves to mourn his wife, and three children - Makeba, 8; Akinadele, 6, and Malik, 4.

I take full responsibility for misleading the nation - Minister Norton apologises for drug bond fiasco, but still unconvincing with critical details Weeks after he delivered contradictory statements in the National Assembly – the highest legislative forum in the country – Minister of Public Health, Dr. George Norton, has apologised, taking “full responsibility for misleading the nation” on spending for a drug storage bond.

His apology came as a result of recommendations that were made by a Cabinet sub-committee - comprising Prime Minister Moses Nagamootoo, Minister of Natural Resources, Raphael Trotman, and Minister of State, Joseph Harmon which was tasked to probe the questionable transaction involving the bond, located on Sussex Street, Charlestown – the epicentre of the controversy.

The bond was rented from Linden Holdings Inc., a company that is linked to businessman, Lawrence “Larry” Singh for $12.5 million monthly.

The deal was signed between the Ministry of Public Health and Linden Holdings Inc. on June 1st, 2016 and is for three years, with the possibility of

renewal.

The rental of the bond only came to light after Minister Norton was asked by the Opposition on August 8th, in the National Assembly, to explain a $25M spending.

He explained then that Government only took the decision to rent the Sussex Street building because of the hefty rent of $19.2M charged by New GPC. However, New GPC refuted it ever charged Government for the use of its bond.

The minister also incorrectly told the House that the rented facility met World Health Organization standards.

Grilled by the Opposition to indicate what process was used for the procurement of the Sussex Street facility, Norton insisted that the exorbitant New GPC rent caused his ministry to bypass public tendering processes.

Checks by the media found no drugs being stored at the Sussex Street facility, and as a matter of fact, it was still under construction.

The Cabinet subcommittee recommended that Minister Norton issue a public apology, and the contract reviewed.

Yesterday, during a press conference at the Parliament Buildings to offer his apology, Minister Norton said that he made statements based on “advice” given to him.

BADLY ADVISED “On Monday, August 8, 2016 during consideration of the estimates in Financial Papers Number One and Tw o o f 2 0 1 6 , I w a s questioned extensively by

the Members of Parliament representing the PPP/C (and) in the process, I gave answers that were in some parts based on my personal knowledge and ability, and in other parts, based on information and advice presented to me.”

Dr. Norton said that since then he has come to the firm position that the answers given to two questions relating to the payment to New GPC, and the storage of drugs in the bond, were not accurate. Rather, these were based on information that was supplied to him.

“In these circumstances, I wish to extend my sincere and profound regret to His Excellency, Brigadier David Granger, President of the

Co-operative Republic of Guyana; Honourable Barton Scotland CCH, MP, Speaker of the National Assembly; Prime Minister Mr. Moses Nagamootoo and my Parliamentary colleagues of the APNU+AFC, members of the Parliamentary Opposition, and all others who were present or able to observe the process of the consideration of the estimates relative to payments to New GPC Incorporated and Linden Holdings Inc.” He added that as the Minister of Public Health, he knows that a high standard of duty and care is expected of him and the staff of the Ministry of Public Health.

“So I take full responsibility for this unfortunate episode and give my full commitment that it will not recur.”

The Opposition, along with observers and commentators, had called f o r t h e M i n i s t e r ’s resignation.

Asked what he would say to persons who would believe that an apology is not enough and why his resignation should not be warranted, Norton responded: “I have been a health care giver for all of my professional life... for about three decades, even in my recently acquired position as Minister of Public Health, I continue to do so. I have admitted that I made a mistake of which I take full responsibility for, assuring you that every effort will be made that this will not recur and I am still committed to offering the delivery of health care to the

nation.”

Meanwhile, the media fraternity took no prisoners as they grilled the Minister who had at his side, Director of Public Information, Imran Khan - on the use of the building as a storage bond despite the Agreement of Tenancy clearly stating that the building be used as a professional office.

The Minister in responding to this query said that was “a technicality” that he might not be able to answer at the moment.

Asked how the owner of the building, Lawrence Singh, had learnt that there was a need by government for such a property and how the businessman became a part of this deal, Imran Khan interjected by saying that he thought that the question was a bit ‘unfair ‘to ask the Minister, and that the question should be directed to Singh instead.

After being continuously grilled, the Minister responded that he was unable to say.

The Minister was also asked how was it that Singh has purchased the building during the time the Government needed the bond and that the security deposit of $25M paid to Singh was the same price of the building that he had acquired, he stated, “I would not be able to answer that question.”

Conservation International, NTC ink historic MoU C

onservation International Guyana and the National Toshaos Council (NTC) yesterday signed a historic Memorandum of Understanding which will see the international body offering institutional support to the NTC. Presenting the MoU to the Council was Toshao Shuman, designated Chairperson of this year’s Meeting. According to Shuman, based on the Amerindian Act of 2006, it has been recognized that both the NTC and Conservation International (CI) are working towards sustainable development of indigenous peoples, and of Guyana as a whole.

M o r e o v e r, i t w a s recognized that the indigenous people require support to play their roles in the achievement of local, regional, national and

international commitments.

In procuring these achievements, the Council recognizes the need for partnerships between indigenous communities, governments, private sector, civil society and multilateral development institutions.

Having cognizance of this, the parties agreed to sign a Memorandum of Understanding to foster development in Amerindian communities.

The entities agreed to cooperate on several goals.

One such goal is to strengthen the ability of the NTC to fulfil its mandate through more effective organisational decisionmaking and other relevant capacities. In addition they have agreed to work towards sustainable development in villages through incorporating the Free Prior and Informed Consent principle.

seek to ensure that the specific rights of groups are protected, specifically, men, women and youth.

Additionally, both parties will work to secure the financing of the implementation of the MoU and other areas as they mutually agree.

The MoU also contains procedures to govern

cooperation. The NTC will notify CI of their internal procedures of making decisions on matters covered by the MoU. The MoU is legally nonbinding and as such no legal proceedings can ensue if a disagreement arises, save for a violation of the confidentiality clauses within the agreement.

During the course of the accord neither party can engage in the dissemination of information regarding trade secrets or any other confidential information of the other, except where permitted by law.

All confidential correspondence is to be held in a secure place. In the event that the MoU is terminated,

parties must return the documents.

Representative of CI David Singh, said that the body has been working in Guyana for over 22 years, It was registered in 1996 and signed MoU with the Government of Guyana in 2002. It is expected that the two bodies will work (Continued on page 19)

Region 8 residents want speedy opening of billion-dollar Kato Secondary The Kato Secondary School Complex, Region Eight

esidents of Region Eight, Potaro-Siparuni, are bemoaning the fact that the long awaited Kato Secondary School cannot be occupied.

After three years, the school remains incomplete, due to severe structural defects. Some 400 students and teachers were expected to occupy the building.

Centre (ACICC) Liliendaal this week, made an appeal for the school to be fixed.

“We the residents of Kato sub-region, Region Eight are asking the government to put systems in place to speed-up the process of getting the secondary school opened, sooner, rather than later,” Perreira urged, a Government release said.

The Kato School, envisioned to be the most modern secondary in the country, was initially billed at $780M, but a final tally

put the project close to $1B. The contract for the school project was awarded, under the previous government, to Kares Engineering Inc., with work commencing in 2013, with a completion date set for April 2015. After several deadline delays, a recent assessment, however, revealed that the school was not safe enough for habitation.

Detailed evaluation on the work completed, revealed only about 10 percent of the school was structurally sound.

Approximately 60 percent of the project was in defect, with another 30 percent being just over the borderline.

Remedial works on the building would cost another $140M.

GPSU calls for reform of Public Service, as well as wage increases - accuses Govt. of dishonesty during talks The Guyana Public Service Union (GPSU) is calling for reform of the Public Service; this is in addition to the proposed scheme for salary increases.

According to the Union, it is committed to an Objective Organization Restructuring in the public sector accompanied by a job

evaluation exercise of relevant positions.

In this regard, the Union believes that there also need to be provisions for rewarding additional and special responsibilities; and the reduction of overlap, more consistency and logic in the number and spread among bands, and de-

bunching where necessary.

To bring about this restructuring, it is the GPSU’s position that the f i n d i n g s a n d recommendations of all previous and current Reports of committees, arbitration tribunals and the Commission of Inquiry in the public service should be

taken into consideration so as to inform the determination and completion of the restructuring exercise.

The Union is of the opinion that this can be done within the three-year period during which it had proposed increases in salaries occur - January 2016

GPSU President, Patrick Yarde to December 2018. It is the Union’s wish that the results of this exercise should be implemented no later than the first year following the period covered by the proposal.

In a statement issued by the Union, it was pointed out that for more than two decades, public servants were not allowed to enjoy meaningful representation despite there being a legally binding Collective Labour Agreement (CLA) in force.

“It is important to note that eventually a point was reached where the contemptuous setting aside of the CLA and the arbitrary and grossly inadequate imposition of an annual handout came to be seen as a Badge of Shame for Government and an enduring humiliation for Public Servants.”

According to the Union, the CLA was blatantly abused, repeatedly, without respect for the legal nature of the Collective Agreement made in 1993, where the state and Union agreed that there existed a need for negotiation of a comprehensive wages policy to solve problems of public servants.

“It was expected that with the entry of a new political administration in May 2015, there would have been an undertaking to bring this humiliating condition to an end, and that serious and honest negotiations would commence. This expectation was further heightened with the debate on the decision of Government to significantly increase the salaries of Ministers, a decision which unsurprisingly, immediately evoked a “what about Public Servants?” response,” the Union reflected.

According to the GPSU, it has persistently made the point that expectations of quantum improvement in the performance of the Public Service to match the

ambitions of economic development and national growth, envisaged by the political administration, while simultaneously workers face poor working conditions and wages and salaries, is at best foolhardy and at worst, absurd.

To this end the Union posits that the Human Resources of the nation ought to be seen as the most important asset and should be the first charge on state funds within the National Budget.

The GPSU said that during negotiations, Government’s attempt to paint a gloomy picture of economic turmoil as a direct consequence of the 1999/2000 Armstrong tribunal awards and also alleging that 6000 workers lost their jobs, was entirely misleading and deliberately dishonest.

With regard to sourcing the funds needed to finance salary increases, the Union highlighted that the forensic audits which were conducted had revealed large sums of money lying idle in various bank accounts and these sums are now available for government use.

The Union’s position is that both sides will remain steadfast in their commitment to the virtues that ought, correctly, to attend the negotiations, and which they richly deserve.

“What the Union would like to make clear, of course, is that negotiations on the issue of wages, salaries and allowances cannot be placed i n a o n c e - a n d - f o r- a l l context. It recognizes that in an economy such as Guyana’s an incremental approach must be employed in addressing the issue of Public Servants’ salaries.

The Union expects fervently that the current negotiations will reach a mutually satisfying conclusion in the shortest possible time.”

Gov’t team heads to China for talks with Huawei - wants help on e-Governance expansion A team led by Public Te l e c o m m u n i c a t i o n s Minister, Cathy Hughes, is on the way to China for talks with the principals of Huawei Technologies Co. Ltd., for the expansion of the country’s E-governance

programme to the hinterland.

Huawei is the company that constructed the US$32M e-Government network in coastal Guyana, the ministry explained yesterday. The network

consists of a fibre optic system in Georgetown, and a 4 G LT E ( L o n g Te r m Evolution) network that extends from Skeldon, B e r b i c e t o C h a r i t y, Essequibo Coast.

“The inter-connectivity programme is progressing well and the ultimate objective is to have every single public entity connected to the national network,” the ministry said.

Huawei is a Chinese multi-national networking and telecommunications equipment and services company headquartered in Shenzhen, Guangdong Province, China.

It is reputed to be the largest telecommunications equipment manufacturer in the world, having overtaken Ericsson in 2012, and it was this company that constructed the national ICT networks in Trinidad and Tobago, the Dominican Republic, Suriname and

Panama.

According to Minister H u g h e s , t h e telecommunications team will meet with Huawei’s principals at their Shenzhen headquarters, and visit their factories and installations in Beijing and Shanghai.

“The main objectives are to secure the long term v i a b i l i t y o f G u y a n a ’s telecommunication networks, and to acquire technical assistance and training capacity. The latter is to push forward the Government’s plan to expand the ICT networks into all un-served areas including Bartica, Linden, Kwakwani, Port Kaituma, Mabaruma, Annai and Lethem.”

Head of the EGovernment Unit, Floyd Levi, disclose that the unavailability of the severely damaged fibre optic cable is the reason for the expansion

initiative. This cable was supposed to have been laid subterraneously along the Linden to Lethem corridor, and it should have had the capacity to provide internet services to all hinterland communities in most administrative regions.

“In the meantime, with the creation of competent technical skills being so integral to the entire national programme, Huawei will be asked to facilitate in-country training of no less than fifty (50) ICT engineers in the immediate term. Only four (4) ICT engineers had received adequate training under the previous administration.”

The e-Governance project was launched by P e o p l e ’s P r o g r e s s i v e Party/Civic (PPP/C) while that party was in office.

However, the initiative was marred by the fact that a sister programme, the running of a separate fibre optic cable from Lethem, along the trail through Linden and onto the city, faced tremendous technical issues.

The David Granger-led administration, on entering office last year, immediately suspended the Lethem cable works, saying that an assessment is needed.

One of the other projects that had been done to bolster the e-Governance initiative was the One Laptop Per Family project. This project for 90,000 laptops was for poor families but after a few years, just about half of the instruments were distributed.

Many families were without internet, with complaints of faulty laptops and even mismanagement at the OLPF secretariat.

The embattled minister said that there is a lesson to be learnt from the issue – which comes at a difficult time – and that is, Government should be careful and perform due diligence with state contracts.

Khan said that there will be severe legal implications should the Government decide to scrap the deal altogether.

Meanwhile, the press conference erupted in an outburst of gasps when the Minister had admitted to submitting a written apology to the Speaker of the National Assembly, only to

be discovered that this was not done.

“Was a written apology given to the Speaker?” asked a reporter.

“Yes,” Dr. Norton replied Asked if a copy of the apology could be given to the media, he said that the apology was almost the same as he had read in his opening remarks.

When asked if he had a copy of the letter that was delivered to the Speaker because there were reports that no letter was delivered, he said that “If it is not there then shortly it will be there.”

Asked for a second time if he had submitted a written apology to the Speaker, he paused for a couple of seconds before saying, “No”.

“We’re in the process of doing so, we got to make some adjustments,” he said, before Khan bailed him out by saying that the Minister had met with the Speaker at 11 a.m. yesterday, where they had an ‘extensive’ half hour-long meeting, and that meeting was temporarily stopped to facilitate the press conference.

Khan, however, assured the media that the written apology will be handed over to the Speaker shortly.

According to McKenzie, Reece told him that if a man by the name of ‘Mark’ called for her at the office, he must tell ‘Mark’ to take lunch to her worksite.

Reece also told McKenzie about her relationship with a man who drove a

4×4 pickup, who she claimed was in love with her.

Reece also handed McKenzie a piece of paper with several names and a telephone number. The security official recalled the name ‘Mark’ on the paper, but he could not recall the telephone number or what he had done with the paper Reece had given him.

McKenzie later dropped Reece on his bicycle to a phone booth at Regent and Hinck Streets. That was the last time he saw her alive.

Between 16:40 hrs and 17:00 hrs, Reece informed Mark Torrington, a security guard, that she had a date with “a Chinese man” from Mc Doom, East Bank Demerara. She told him not to be surprised if he heard she was dead.

At 18:30 hrs, she left Kalian Yard at Lot 240 Camp Street. She changed out of her security uniform and was wearing a white T-shirt and black tights.

At 19:15 hrs, she was seen by Special Constable Linden Samuels entering the Brickdam Police Station compound. She was allegedly crying and about five minutes later she was seen entering a black Pathfinder parked near the station.

At around 20:30 hrs, she visited Charles Mc Allister, a driver, at a Church Street disco. She reportedly left, returned and then walked west along Church Street.

Then about 22:05 hrs, a woman saw Reece’s body falling out of a pickup in Main Street.

Rowley welcomes crime talks with Kamla, warns: Collaboration key to success Trinidad Guardian - In the face of calls from various quarters for his Government to do more to fight the criminal elements as the murder toll approaches 300, Prime Minister Dr Keith Rowley Thursday assured the population that the structure of the State to respond to those involved in crime was intact, vigorous and on the frontburner.

He also welcomed talks with Opposition Leader Kamla Persad-Bissessar on the issues, saying he hopes it will not be used to score political points.

Rowley said the police needed to improve on their response time to crime, while a deeper trust between the T&T Police Service and the public needed to be fostered and a substantive commissioner of police who we can be held accountable must be appointed.

The PM made the comment in response to the Downtown Owners and Merchants Association (DOMA) and Chaguanas Chamber’s recent criticism of his Government’s failure to bring the rising crime scourge, and in particular murders, under control.

Speaking at Thursday’s post-Cabinet media briefing at the Office of the Prime Minister, St Clair, Rowley said the fight against crime was not simple but a multi-faceted issue which had implications within our borders and externally.

“Today, I am hearing that the current Opposition wants to meet with the Prime Minister and Government. I welcome that. I hope out of it will come the collaboration that is required to allow us as a Government and a people to treat with crime outside of the attempts of scoring political points,” he said.

Rowley said although he had not received any correspondence from PersadBissessar, he hoped there were suggestions which they could all agree on.

“If there is anything the Government can do to improve the situation we have no problem,” he added.

Thursday, Persad Bissessar, in a press release, asked for an urgent meeting with Government and members of the national security teams to engage in a non-partisan dialogue on a way forward to combat the serious

crime situation which had gripped the country.

Rowley said the frequency of violent crimes resulting in the lost of life was unacceptable.

“This is nothing new. And the responsibility of the Government to do everything possible to minimise and eliminate these outcomes remains as is.

“Nobody in this country is comfortable seeing a nineyear-old gunned down in Trinidad and Tobago because criminals have taken action in that outcome,” he said.

The PM assured that “the structure of State to respond to the criminal element remains intact, is vigorous and is on the frontburner. Crimefighting in Trinidad and Tobago is at the forefront of the efforts of this Government.

There is no switch that we can click and change or turn around the issue. But turn around we must,” he said.

Shouts, charges of ‘stupidity,’ at Brazil president’s trial RIO DE JANEIRO (AP) — A trial against Brazil’s president turned into a yelling match and was temporarily suspended yesterday after the head of Senate declared “stupidity is endless” and sharply criticized a colleague who had questioned the body’s moral authority.

The second day of the trial against President Dilma Rousseff got off to an edgy start when Senate President Renan Calheiros decided to bring up a comment made on Thursday by Sen. Gleisi Hoffmann, a member of Rousseff’s Workers’ Party.

Hoffmann, who like many in the Senate and lower Chamber of Deputies is being investigated for corruption, had declared that “no one here” had the moral standing to judge Rousseff.

Only the high court can decide to investigate, arrest or prosecute federal lawmakers. Police are investigating whether Hoffmann and her husband received kickbacks from state oil company Petrobras in the form of campaign contributions. They deny wrongdoing.

Calheiros comments provoked gasps of surprise in the Senate, and are likely to raise questions about his relationship with justices on the high court, who are supposed to be independent.

With several senators shouting at once, Chief Justice Ricardo Lewandowski called for a five minute recess, then changed his mind and said the body would instead return after lunch.

Witnesses for Rousseff’s defense were expected to testify yesterday after the prosecution dominated Thursday’s session.

Rousseff, in the middle of her second term, is accused of breaking fiscal rules in her management of the federal budget. She denies wrongdoing and argues that her enemies are carrying out a “coup d’état.”

Several days of debate, including an address by Rousseff on Monday, will culminate in a vote on whether to permanently remove her from office.

The Senate voted in May to impeach and suspend her for up to 180 days while the trial could be prepared.

The 19th Biennial Congress of the People’s National Congress Reform (PNCR) kicked off in grand style yesterday at the Party’s Sophia Headquarters.

The event, which will continue for the next two days, featured rousing presentations and praiseworthy cultural acts.

In attendance were the Leader of the PNCR and President of the Co-operative Republic of Guyana, Brigadier David Granger, First Lady, Sandra Granger, members of the Diplomatic Corps and representatives of the Private Sector Commission.

Showing its support to its coalition partner was the Alliance For Change (AFC) which was represented by several Executive members which included Prime Minister, Moses Nagamootoo and Leader of the AFC, Khemraj Ramjattan.

Also present were Immediate past Leader of the PNCR and former Leader of the Opposition, Robert Corbin and officers and members of the Central Executive of the PNCR. Delivering the opening remarks was Attorney General Basil Williams.

The PNCR Chairman was elated to greet the audience on the auspicious occasion where its 19th Biennial Delegates Congress was being held in its 59th year as a Party.

He said that the Congress was being held under the theme, “PNCR-Vanguard of a Green Economy.”

Williams expressed that the significance of the Congress is inescapable. He asserted that it is the first time in 23 years in which the Leader of the Party is the President of Guyana.

The Minister of Legal Affairs said it is also the first time in 52 years that the Prime Minister is in the hallowed halls of the PNCR Headquarters and that he is from another Party. Williams said that this is without question a

Williams reminded that on the occasion of the 18th Biennial Delegates Congress, he had said, “We have now reached a turning point. It is up to this congress to determine whether we will make the right turn.”

Yesterday, to loud applause, Williams said, “I am pleased to announce that we made the right turn with Brigadier David Arthur Granger and our coalition partners APNU+AFC on May 11, 2015, and secured the opportunity. Now we must govern this nation of ours for all Guyanese.”

Williams said that it is incumbent upon the party to give the citizenry “the good life” that it promised which includes the security of jobs, improved education and skills, entrepreneurial opportunities, and the right to happiness and peace.

The Chairman noted that as a Party in Government, the nature of approach to business must perforce change. He said that it must in the first instance be a supportive role. Williams emphasized that the Party must be the eyes and ears of the Government and, therefore, the Party must be on the ground, at the grass roots and all

reaches of the Society.

Williams stated that during its Biennium, the Party Leader had introduced two major plans to make the PNCR fit for this purpose. He said that these included the Declaration of Vreed-en-Hoop, and the Plan of Action of Regional Development.

The Minister said, too, that the increased membership and “Congress Houses” throughout the regions are but just some of the manifestations that these exhortations of the Leader are taken seriously.

He said, “In the next Biennium, we must continue the mandate of the Coalition Government, the APNU+AFC, to remove divisions between the Coast and Hinterland.”

In the words of President Granger he said, “Guyana’s Green Development strategy will be developed as a template for the Greening of Guyana. Guyana will have a Green economy. We will transition our economy rapidly towards renewable, clean and cheaper sources of energy….

We will create green enterprises and jobs and we will inculcate Green Education in our schools.”

Williams also stated that efforts must be channeled towards making Guyana a better country where there is respect for the Rule of Law, the Constitution, Institutions, the doctrine of the Separation of Powers and the Independence of the Government, Legislative and the Judiciary.

In his closing remarks, Williams saluted “those comrades who over the past 23 years, struggled with the party in the villages, the towns, in the streets and trenches for a change in Government”.

He added, “They did not live to see the change, but I know that all they would ask is for us to be steadfast.

Children, 6 and 7, feared dead in Waini River mishap Two young children are feared drowned after a boat slammed into the vessel in which they were travelling with their parents in the Waini River, North West District, on Thursday night.

Police identified the children as Davenand Da Silva, six, and his seven-year-old sister, Lisa Da Silva.

The other occupants of the vessel were their father, Basil Da Silva, 49, his reputed wife, Celina James, 47, and their 10-year-old son, Dwayne Da Silva.

According to reports, the family was heading home in their wooden boat at around 21.30 hrs after a fishing trip, when another vessel, travel-

ling at a fast rate, slammed their boat from behind.

The family was hurled into the river. Both parents and 10-year-old Dwayne managed to swim ashore, but the two small children could not be located.

The owner of the other vessel has reportedly not been arrested.

Witnesses in Gold Board employee trial set to be summoned Five more witnesses are set to be summoned in the matter, for which Ronald Singh is charged for stealing over $2M worth in gold from the Guyana Gold Board (GGB).

Singh, 30, of 161 Hibiscus Avenue ‘AA’ Eccles, East Bank Demerara, is accused of stealing eight ounces, nine grams of gold worth $2,153,034 from the GGB on February 19, last, at Brickdam, Georgetown.

According to the facts of the case presented by Police Prosecutor Kerry Bostwick, Singh had been gainfully employed at the GGB since 2013.

Bostwick told the court that a manager of the GGB noticed that a bar of gold was

Ronald Singh missing from the laboratory and summoned the police. He

stated that investigations were launched and staff members of the company’s laboratory were questioned.

Bostwick said that based on information received, police contacted the defendant and he later handed over the gold bar.

However, Singh had pleaded not guilty to the charge and was released on $200,000 bail.

He is currently facing a trial before Magistrate Judy Latchman. When the matter was called up yesterday afternoon, no witnesses were present.

Attorney-at-Law, George Thomas noted that the witnesses were absent on a previous occasion and

requested that the Prosecution close its case.

However, Prosecutor Bostwick told the court that five more witnesses are yet to testify in the matter.

He explained that summonses had been sent out for the witnesses to attend court, but no one has turned up to the hearing.

Magistrate Latchman dismissed the Prosecutor’s excuse as “sloppy.”

She overruled Thomas’ request and explained that given the nature of the offence, a final date will be given for the witnesses to be present.

The Magistrate then adjourned the matter until September 16.

Thomas St. man guilty of illegal gun, ammo possession Darryl John, of Thomas Street, North Cummingsburg, has been found guilty of having a .38 revolver in his possession, without a licence, and with illegally having six .38 ammunition, four 9mm ammunition and two .32 ammunition in his possession on September 27, 2015.

John learnt of his fate when he appeared before Magistrate Judy Latchman at the Georgetown Magistrates’ Court yesterday.

It was reported that on the day in question, John whipped out a firearm and threatened to kill several police ranks, who were on patrol, when they requested to conduct a search on motorcar PRR 7001, he was driving.

In summarising the case, Magistrate Latchman recounted the facts presented by Police Prosecutor Kerry Bostwick.

According to which, on the day in question, John was stopped by a group of police officers who attempted to

Charles Ramson Jr. requested a probation report be presented on behalf of his client before sentencing.

As such, the Magistrate ordered that John, who was out on bail, remain in State custody, until the probation report is presented in one week’s time.

On Thursday, Ramson Jr. had made a no case submission to the court on behalf of his client. Ramson told the court that there is no case for his client to answer to, based on the evidence led

by Police Prosecutor Kerry Bostwick.

He argued that the case of the prosecution is “weak” since it cannot secure the conviction of his client. He said that the prosecution has failed to prove the key elements of the offence – whether his client had physical control, knowledge and custody of the arms and ammunition.

In response Prosecutor Bostwick told the court that a Prima Facie case was made

out against John for the offences charged.

He recounted that seven witnesses testified on behalf of the prosecution and urged the court to believe the evidence given by Constable Cummings, who searched the car in the presence of the defendant and other ranks.

The prosecutor noted that after the alleged firearm and ammunition were found in the vehicle, they were shown to John, and he remained silent.

It was at the Criminal Investigation Department (CID) Brickdam Police Station, Bostwick said, that John uttered to Constable Cummings, “Sir, about 15 days ago I find the firearm with the rounds in Albouystown and was planning to hand it over to the police,” after the allegations of possession of illegal firearm and ammunition were put to him. The matter was adjourned until September 2, when the sentence is expected to be handed down.

White House proposes rule to welcome immigrant entrepreneurs Reuters – The Obama administration proposed a rule yesterday aimed at attracting thousands of immigrant entrepreneurs to start companies in the United States.

The rule, proposed by the Department of Homeland Security, would ease the ability of startup founders to build companies if they have significant funding from U.S. investors.

The administration hopes the rule will be completed before President Barack Obama’s term ends on Jan. 20.

The proposed rule is part of Obama’s commitment to “attracting the world’s best and brightest entrepreneurs to start the next great companies here,” Tom Kalil, a technology policy adviser at the White House, told reporters

Kalil said immigrants have co-founded as many as one in four high-tech startups across the United States and more than half of all startups in Silicon Valley.

Biodegradable coffins are in vogue in Europe and the United States, but they are also finding a niche in Venezuela in the face of shortages, triple-digit annual inflation and a deep recession.

A wooden coffin in Venezuela can cost 280,000 bolivars, equivalent to about a year of earnings at minimum wages and about four times that of a biodegradable coffin.

“The bio-coffin can reduce funeral costs by around 80 percent,” said Miguel Salazar, the president of a funeral home network in central Venezuela, after watching a presentation about the coffin.

Turkey, a NATO member and part of the U.S.-led coalition against Islamic State, has seen a series of deadly bombings this year blamed on the radical Islamists. But it also fears Kurdish militias in Syria will seize a swathe of border territory and embolden Kurdish insurgents on its own soil.

President Tayyip Erdogan said the bombing in Sirnak province would increase Turkey’s determination as it fights terrorist groups at home and abroad. Yildirim said there was no doubt the Kurdistan Workers Party (PKK), which has waged a three-decade insurgency for Kurdish autonomy, was responsible.

“From the beginning we have been defending Turkey’s territorial integrity.

We are also defending Syria’s territorial integrity. The aim of these terrorist organizations is ... to form a state in these

“We will continue our operations (in Syria) until we fully guarantee security of life and property for our citizens and the security of our border. We will continue until Daesh (Islamic State) and other terrorist elements are taken out.”

After he spoke, the PKK claimed responsibility for the attack on the police headquarters, according to a website affiliated to the group.

Syria has condemned the Turkish operation, codenamed “Euphrates Shield”, as a breach of its sovereignty. Turkish special forces, tanks and jets launched the incursion in support of Syrian rebels, mostly Turkmen and Arab, who quickly took the border town of Jarablus from Islamic State on Wednesday.

French court suspends burkini ban, controversy goes on Reuters - A French court yesterday suspended a ban on women wearing full-body “burkini” swimsuits on a Mediterranean town’s beach but the prime minister said the debate was not over, calling the outfit a symbol of a “backwards, deadly Islamism”.

The Council of State’s ruling against the resort of Villeneuve-Loubet is expected to set a precedent for the dozens of French towns that have also laid down such bans.

It said VilleneuveLoubet’s ban had “seriously infringed, in a manner that was clearly illegal, fundamental liberties such as the free-

dom to come and go, religious freedom and individual freedom”.

The burkinis did not pose any threat to public order, said the council, which is France’s highest administrative court.

The ban had been imposed on the grounds that wearing burkinis contravened French laws on secularism.

It followed a series of deadly attacks by Islamist militants in Paris, Nice and elsewhere in the past 20 months that shocked the world but also raised questions about the place of France’s large Muslim and

Arab population in its society.

Many conservatives and right-wing French supported the burkini ban, with some calling for it to be extended nationwide, while civil liberties campaigners, feminists and Muslims opposed it. The debate was fuelled by footage of police trying to enforce the ban on a woman on the beach in Nice.

Reacting to the court ruling yesterday, Prime Minister Manuel Valls, a Socialist, said that France needed a modern, secular Islam and wearing a burkini clashed with that idea.

Canada, hoping to boost profile, pledges peacekeepers to UN Ottawa (AFP) - Canadian Prime Minister Justin Tr u d e a u ’s g o v e r n m e n t yesterday committed 600 troops and Can$450 million (US$350 million) over three years to United Nations peacekeeping operations around the world.

Touted by the Liberal administration as a recommitment to multilateralism, the move also positions Canada to make a stronger bid for a rotating seat on the UN Security Council.

Ottawa’s “commitment to increase Canadian participation in UN peace operations and supporting its mediation efforts, preventing conflicts, and engaging in post-conflict reconstruction” will give Canada “a stronger voice on the world stage,” Fore i g n A ff a i r s M i n i s t e r Stephane Dion told a news conference.

The announcement comes ahead of a major peacekeeping conference in London in two weeks.

In order to attend, countries must make a tangible peacekeeping pledge.

A decision, however, has not yet been made about where to deploy the military personnel, said Defense Minister Harjit Sajjan.

Trudeau is likely to identify a specific mission or missions when he goes to the UN General Assembly next month.

Justin Trudeau Whereas his Conservative predecessor Stephen Harper sought distance from the UN, Trudeau has signaled that Canada now intends to play an increased role beyond its borders through the global body.

According to government figures, 31 Canadian soldiers were deployed this year on UN peacekeeping missions in Haiti, the Jerusalem region, South Sudan, Cyprus, the Democratic Republic of Congo and South Korea, down from a reported peak of 3,000 in 1993.

“This will have a big impact,” UN spokesman Stephane Dujarric said about the new deployment.

“We have no doubt the Canadian armed forces can help us bolster our capabilities across the globe.”

Police Federation Endorses Body Cameras ‌Taxi Group Says They Will Cut Corruption The Gleaner - The Jamaica Police Federation is supporting the wearing of body cameras by police personnel saying it will greatly enhance law enforcement in Jamaica.

Under a new pilot project, some 120 members of the Jamaica Constabulary Force will now have to wear body cameras when dealing with members of the public.

Chairman of the Police Federation, Sergeant Raymond Wilson, says the body cameras can provide much needed evidence from police operations that can vindicate law enforcers and members of the public.

Wilson says the devices will also give the public insight into the difficult work that members of the constabulary have to do daily.

Can Dexter Gonsalves replicate his previous knockout feat?

By Michael Benjamin After 8 years in the professional boxing arena, Dexter Gonsalves’ main claim to fame is a 10thround stoppage over Clive ‘The Punisher’ Atwell when the two fighters faced off for the vacant WBC Caribbean Boxing Federation (CABOFE) lightweight title last year October.

Whether he had instilled fright into the hearts of future opponents or simply his inability to attract top world beaters, Gonsalves had remained inactive ever since and while the pundits have dubbed him to be ring rusty, Gonsalves has debunked these assertions and will be out to prove that he is still of pristine quality when he enters the ring tonight at the Giftland Office Max Mall, Lilliendaal ECD. He will be matching gloves with former World Boxing Association super/lightweight champion, DeMarcus ‘Chop Chop’ Corley over 12 rounds, for the World Boxing Council’s FECABOX lightweight title.

Corley arrived in Guyana early Thursday morning to keep his ring date and spewed confidence when he appeared at a press conference at the fight venue. Unlike the affront of bravado demonstrated by most boxers, Corley chose to be humble and philosophical in his analysis of what will transpire in the ring tonight.

“We are both great fighters and while I expect to win the fight I am expecting a tough battle with Gonsalves,” he said.

He doesn’t strike one as a braggart but his record suggests that he is more talkative with his fists. A veteran of valuable

experience, Corley has compiled a 47-27-1 record stopping 28 of his opponents for a decent 37% knockout ratio.

A juxtaposition of Gonsalves’ record illustrates an 8-1-2 effort with a lone loss to Michel Agard in December 2006. Such a disparity might cause the pundits to surmise a shut down for Corley whose glamorous resume includes such big names as former world champions Devon Alexander and Marcos Maidana.

Corley was a world champion from 2001 to 2003 and also matched skills with Zab Judah while turning in great performances against two other world class pugilists, Darryl Tyson and Floyd Mayweather Jr among others.

While Gonzalves has been inactive for just over a year, Corley has been more than active and proved that he still has what it takes to, not only trade punches with the champions, but to punch his way to victories. This was quite evident in his recent sojourn in Jamaica where he won three fights with knockout victories against Jamaicans Richard Holmes and Revlon Lake Jamaican, Michael Gardener fared no better as he also lost on points.

Unlike the other fighters that are appearing on the card, Corley appears to be humble, even contrite, in his evaluation of the fight and has predicted that the bout would go the distance. “But I’m going to win,” he quickly asserted.

The latter fighter was all over him for the larger part of the fight yet Gonzalves kept his cool and continued to stalk his man until the perfect opportunity presented itself and he did not err. This simply means that Corley will have to be very circumspect and must be careful not to lapse, even for a second in the bout.

Irrespective of any pre-fight analysis, it will boil down to which fighter wants to win badly enough to dig deep enough. Boxing pundits will just have to be at ringside tonight to be able to answer that question. One thing is for sure, punches will fly.

The main supporting bout should also be a gem when local boy, Mark Austin, matches gloves with Jamaican, Richard ‘Frog’ Holmes in an 8 rounds middleweight encounter.

‘The Frog’ arrived in Guyana early yesterday morning, one day after the press conference. However, in an earlier discussion he had brashly stated that he will take care of Austin. He sports an 11-6-0 record, winning 6 times inside the distance giving him a 33% knockout ratio.

Austin had commenced his (professional) career on a fantastic note but lost his

way along the line. He had wisely taken a sabbatical and tonight’s bout should tell whether he has reasserted to his winning ways. An exciting fighter, Austin may very well find the rampaging advances of ‘The Frog’ too much to handle but then again, the self imposed exile might be just the tonic the doctor ordered and Austin may be rejuvenated enough to pull off a mighty victory.

Imran Khan fought Quincy Gomes last February to mark the second fight of

his professional career.

However, while symbolically donning his vest, Khan retained the very amateurish approaches that made his successful. He was to learn a valuable lesson when Gomes turned up the heat in the latter rounds and left him gasping for breath and eventually taking the decision. Khan has since said that he has learned from the experience and is ready to reverse his fortunes. Gomes has other ideas and has promised to abbreviate the

bout by at least 2 rounds. The two had had an interesting exchange of barbs and tonight fans will want to see the matching exchange of punches. Should the two oblige, a great bout is in the making.

RHTY&SC, MS and Albion Cricket Club issue joint statement on cricket issue The Management of the two Top Cricket Clubs in Berbice – The Rose Hall Town Youth and Sports Club, MS and the Albion Cricket Club would like to express our profound disappointment on the arrangements in place for the upcoming Guyana Cricket Board 3 days inter Zone Tournament. The two Clubs which produce the most cricketers for Berbice have been kept in the dark about arrangements for the upcoming tournament and who is responsible for the selection of the Upper Corentyne and Lower Corentyne or New Amsterdam Teams.

To make matters worse, the Berbice Cricket Board has not been consulted or informed of plans for the tournament.

The two Clubs, who together share a record nine Guyana Cricket Club of the Year Awards, are very concerned about the current state of affairs. The RHTY&SC, MS and the

ACC are committed towards uniting all the factions of Guyana’s Cricket but we would not be willing to do so in the future if greater effort is not made to ensure that our cricket is administered in a transparent manner. The two Clubs seeks urgent answers to the following questions. (a) W h o w e r e t h e persons responsible for selecting the teams and what were the criteria’s used? (b) Why was the BCB not consulted despite the efforts to unite the two cricket boards? (c) D o e s t h e sponsoring of teams gives the sponsor, the sole right to select players for a team? (d) Is it not a conflict of interest for a President of a Cricket Club to be a sponsor of a team, which his Club is involved in? (e) W h y w e r e t h e Clubs and the BCB not consulted on the arrangements for the tournament. Our advice and suggestions would have assisted in better

arrangements. (f) Who selected the Officials for the Tournament and what were the criteria used? (g) Is it a deliberate policy to side-line the top two Cricket Clubs in Berbice and the BCB when we were open to healing the wounds in Guyana’s Cricket? (h) Why were a lot of promising young cricketers like Josiah Dhanai, Kevlon Anderson, Kevin Sinclair and Slyus Tyndall left out of the eighteen man squad and the highly productive Collis Butts not considered? Butts was the Man of the Finals in the last BCB First Division Tournament.

The RHTY&SC, MS and ACC are major stakeholders in Berbice and Guyana’s cricket and together have ideas and suggestions that would assist in the development of the game.

We are at a loss at why we are being side-lined.

By Franklin Wilson The Guyana Cycling Federation (GCF) is set to field for the first time in its history, a team to the annual XC Caribbean Mountain Bike Championships that will take place this year for the first time in St. Maarten/St. Martin on the beautiful trails of Bellevue.

Seasoned rider Jude Bentley is one of three riders shortlisted by the GCF to compete at this event set for September 25.

The other two riders are Keon Thomas and Julio Melville . Speaking with Kaieteur Sport, Bentley said that this event would do well for this category of riders in Guyana and at the same time take it to another level.

He stated that while it would be a first for Guyana,

he also expects the competition to be tough but he would ensure that they put in the hard work in order to be among the top riders come competition day, September 25.

To this end, training has already begun for the team and tomorrow, at a trail they normally use at the back of Timehri, they would be having another training session with a view of further exposure other riders who are expected to participate.

B e n t l e y, a f i e r c e competitor, noted that those

going must show the ability and desire to train hard in order for Guyana to put on a good showing.

The course has been described as a hard packed single track with some rocky and root sections, steep climbs with some technical descents, passages and bridges.

The Elite Men will cover a distance of 5 Laps each being 6km. Elite Women and Junior Men will do 4 Laps while the Junior Women will cover 3 Laps.

There will be a 198M Elevation per Lap.

West Indies’ chance to settle scores in familiar format ESPNcricinfo - Despite the format’s popularity, it is fair to say bilateral Twenty20 internationals are not the newest fad in town. The sheer amount of effort and perseverance required to win a Te s t m a t c h g i v e s importance to even dead rubbers. Bilateral ODIs are still a series, and 100 overs is a long enough duration for narratives to develop.

Twenty20, more than any other format, needs a larger context: two points that might push you up a league table or a win that might save you from elimination from a World T20. Bilateral T20 series are played either at the end or start of a long tour almost as an afterthought; they are usually so unimportant that teams hardly bother with getting

visas for their T20 specialists.

However, these two, to be played over a weekend in Lauderhill in Florida, between world champions West Indies and the team they beat in the World T20 semi-final, India, are different. They carry an important context. While this is not the first time international cricket is being played in America, India v West Indies - two regions with large expat population there - is way bigger than New Zealand playing Sri Lanka or West Indies.

Cricket economy mostly runs around India. So when India go to America with all their delegates, when they sell the TV rights, when they sell the trophy rights, it becomes a big experiment

for the future of cricket. This could even be a test run for a second IPL, a mini version, in America going forward; CPL has already had a stint in America that can’t be termed unsuccessful.

While these two matches are huge for the cricket economy and its globalisation - in terms of staging and not participation - the cricket carries more subtext than your usual b i l a t e r a l Tw e n t y 2 0 internationals. Romello Crawford ready to represent the Golden Arrowhead Guyana’s lone representative at the 2016 Junior Pan American Track Cycling Championships set for the spanking new 250m Indoor Track in Trinidad and Tobago, Romello Crawford is set to create history as the first junior rider to compete in this event which starts today.

Buzzing with confidence that he would represent well, Crawford will be under the watchful eyes of his T&T Coach Desmond Roberts who is also the President of the PSL Cycling Club which he rides for in the Twin Island Republic.

Middle order batsman Danny Narayan struck a fine half century as East Bank Demerara were bowled out for 192 against Georgetown when the Guyana Cricket Board Jaguars three-day league commenced yesterday. Narayan shared in a seventh-wicket stand of 74 with Ershad Ali after EBD were reduced to 113-6 following their insertion at the Everest Cricket Club.

Ryan Shun and Trevon Griffith added 39 for the opening stand before Griffith was caught off Ronaldo Alimohamed for nine. Tevin Imlach was then caught by wicket-keeper Dexter Solomon off Christopher Barnwell for six before Shun, who hit three fours, was removed by Gajnanan Suknanan for 42, leaving the score at 69-3.

Mark Robhe was soon run out for 10, while Steven Jacobs who reached the boundary thrice was brilliantly caught and bowled by left arm spinner Devon Lord for 19. Sherfene Rutherford got off the mark

Caribbean Regional Badminton Championships 2016 – Aruba

Priyanna Ramdhani claims U-15 girls singles & doubles gold, Narayan Ramdhani win U-19 singles bronze The Ramdhani siblings claimed more medals in the Caribbean Regional Badminton Championships, which is the third part of the CAREBACO Events at the Centro Deportivo Sports Hall in Aruba.

After contesting the CAREBACO Junior Under19 International individual championships open to all countries, the team battled in the CAREBACO Junior U n d e r - 1 9 t e a m championships with the third event being the CAREBACO Regional Junior U-11,13,15,17 & 19 individual championships, open to only Caribbean countries and members. The 8-countries that took part are: Guyana, Barbados, T r i n i d a d & To b a g o , Suriname, Dominican Republic, Jamaica, Puerto Rico & Aruba.

Priyanna Ramdhani battled to gold in the U-15 singles over Abigael Hing of Suriname, while she teamed up with Daniela Acosta of the Dominican Republic to claim the Doubles gold.

Older brother Narayan Ramdhani claimed singles bronze, while he took silver in the Doubles behind the Jamaican pair.

Jamaica’s participation in Brazil Olympics a tremendous achievement-Blake KINGSTON, Jamaica, CMC-Jamaica’s top track and field official, Dr. Warren Blake, has described the country’s participation in the recent Olympic Games in Brazil as “a tremendous achievement”.

Blake, the President of the Jamaica Athletics Administrative Association (JAAA), also says the island “did fairly well” to place 16th overall on the medal table.

Jamaica equaled its highest medal haul at the games, racking up 11- six gold, three silver and two bronze in the athletics competition.

“It’s quite good; the hopefuls among us were hoping for a few more medals, but there are many

Association (JOA) President Michael Fennell. “ We h a d o u r disappointments like every team. We are not the only one with disappointments.

The US probably had more disappointments than anybody else, but we had our own disappointments.

But overall, it was excellent,” noted Fennell, who said Jamaica’s presence gave the Rio Games a big boost.

“Yes, it did, as did other teams too, because remember, we were big in one sport, but there were 27 other sports.

Swimming was pretty big and many of the other sports, but of course, athletics is our flagship”.

Caribbean Pre-Cadet Table Tennis Champs

Guyana claim silver, bronze medals even as dominant T&T capture five doubles titles

While Trinidad and Tobago again dominated by capturing five doubles titles at the 2016 Caribbean PreC a d e t Ta b l e Te n n i s Championships at the National Indoor Sports Centre (NISC) Guyana’s youngsters did not walk away empty handed as they won five silver medals and one bronze.

Jamaica won the other doubles title ahead of Trinidad.

In the Under-13 boys’ doubles final, the Trinidad pair of Derron Douglas a n d M e s s i a h Wa l c o t t claimed gold as they defeated the Guyanese pair of Nirah Bissu and Kaysan Ninville 11-6, 11-9, 6-11, 119.

Guyana was again confined to the silver medal as Trinidad captured the Under-13 girls’ final with Rayanna Boodhan and Shreya Maharaj winning 115, 11-5, 9-11, 13-11 over the Guyanese pair of Neveah Clarkson and Abigale Martin.

The Under-11 boys’ doubles final was won by

Trinidad’s pair of Nicholas O’Young and Jalen Kerr, who defeated the Jamaica pair of Dujaun Jackson and Joel Butler 11-4, 11-7, 11-6.

Trinidad had further success in both mixed doubles with the pair of Derron Douglas and Shreya Maharaj beating Kaysan Ninville and Abigale Martin of Guyana 11-8, 11-8, 11-5 in the Under-13 boys’ final.

Priyanka Khellawan of Trinidad defeated their compatriot Jalen Kerr and Brianna Solomon 11-3, 11-9, 11-6 to win the Under-11 mixed doubles final.

Lewis Hamilton given 30-place grid penalty BBC Sport - Lewis Hamilton says he will try to limit the damage to his title hopes in Sunday’s Belgian Grand Prix.

The defending champion made engine changes to his Mercedes in both practice sessions at Spa on Friday and has been given a 30-place grid penalty, which will only apply this weekend.

Hamilton has to use more than the permitted number of engine parts after problems early in the season.

“I feel OK. It is going to be an interesting Sunday,” said Hamilton.

“Getting into the top 10 probably won’t be the particularly hard thing; it’s going to be getting through there that is going to be the problem.”

Hamilton starts the race with a 19-point advantage in the championship over

Mercedes team-mate Nico Rosberg.

According to the rules, a driver can drop no further than the back of the grid although Hamilton is joined

by McLaren’s Fernando Alonso and Sauber’s Marcus Ericsson in incurring penalties.

The Briton said he did not yet know how the team would approach qualifying, given he will be at the back of the grid regardless.

“I don’t particularly care,” he added. “I’m just focusing on getting the car as well prepared for the race as possible. I can’t do anything about Nico. I’ll let him do him and me do me.”

Drivers are allowed to use only five of each of the six constituent parts of the engine in a season, but Hamilton had consecutive failures of the MGU-H - the motor-generator unit that recovers energy from the turbo - in the races in China

and Russia.

That meant he had already used five turbos and MGU-Hs and was always going to need to take new ones in the second part of the season.

Mercedes have chosen to take as many new engine parts as necessary this weekend to put Hamilton in

the best possible position for the remainder of the season, because any penalty he incurs beyond 20 places is effectively taken for free.

He had already taken two completely new engines by the end of Friday and is considered likely to fit another for final practice on Friday morning, although Mercedes have not yet confirmed that.

‘It makes my weekend less difficult’ Hamilton won six of the last seven races before F1’s summer break, to close what had been a 43point deficit to Rosberg after the German won the first four races, in which the world champion was hit by a string of problems, including the engine failures that have led to his penalty.

Rosberg, 31, will see this as an opportunity to reverse the momentum in the title race.

He is the only other driver to win more than one race this season and stands just 19 points behind the defending champion in the standings.

The German said: “It doesn’t c h a n g e t h e pressure I put myself under because I would love to have a great weekend and win.

“It will make the weekend less difficult for me but it is still a challenge because four weeks ago (at the last race) I finished behind two Red Bulls.

“And I have to reckon with Lewis because there is no reason with a safety car or something why he can’t be right in the reckoning.”
