Guyanahasnotconductedfeasibilitystudies forExxon’sUS$40Bplusprojects-Jagdeo

The importance of oil producing states conducting feasibility studies, particularlytoweighthecost of each development against benefits to the country was recently highlighted by the Commonwealth in a new report. Guyana however to date has not conducted such a study for any of the five projects it has approved for oilgiant,ExxonMobilwhich collectivelycarryapricetag wellaboveUS$40billion.

He explained, “What we did, we hire practitioners and people specific in the industry, so whenwedidtheplansthatare submitted before we license new operations, we do an internal review and then we have other external specialistswhoreviewthese documents.”

Meanwhile, on the technicalfeasibilityoftheoil projectsapprovedtodate,the VicePresidentsaidthattheoil companies would present theirplanstothegovernment whichwouldbefollowedby a rigorous review process. “Onthetechnicalfeasibility, they are the ones presenting the proposals to us. Now when those come in on the technical side, that’s when thereviewtakesplaceonthe technical feasibility,” he

said.

In the meantime, the Chief Director for the petroleumsectorsaidthatthe administration is in the process of strengthening the regulatoryframeworkforthe industry, through the Petroleum Activities Bill alongwithanewProduction Sharing Agreement (PSA) thatwouldallowthecountry tohaveagreaterinputwhen it comes to the project relatedstudies.

He nevertheless made it clear,“Normally,aninvestor, ifyouaredoingaminehereor you are coming in to do an

COMMONWEALTH ADVICE

According to the Economic Advisor attached to the Commonwealth Secretariat’s Ocean and Natural Resources Advisory Division, Naadira Ogeer, governmentsshouldtakecare to do independent analysis that determines the feasibility of such projects versusthegainstocitizens.

Guyana – the golden ticket

In Greek mythology, there is the quest for the Golden Fleece. From Spanish legend, the world has been captivatedbythetaleofElDorado,agoldencity Inboth tales, there are deep strains of man’s ongoing quest for riches,standingatthepinnacle,andpossessingvastpower Whether city of gold or majestic authority, all roads now leadtoGuyana.Guyanaisnotofpossibilityanymore,that ofhopestobefulfilled. Guyanaistherealityofthegolden ticket that sweeps away every prize in sight. America’s ExxonMobil and Hess Corporation, plus China’s Nexen Corporationcanallconfirminthemostglowingterms.

Today,Guyanaisnolongeraboutpromise;Guyanais therealthingthroughandthrough,andallbecauseofoil, crude oil, fossil fuel gold. Oil that can be touched, its richestasted,andthereisamultibillion-barreloceanofit. We, the Guyanese people, do not even have the faintest ideaofhowmuchmoreoilwehave,thoughothersmaybe already privy to that information that also belongs to us. The search for the Golden Fleece and El Dorado can be finallystopped,forbotharerighthereinGuyana. Guyana is the golden ticket, the most golden of tickets for AmericansandChinese,butnotfortheGuyanesepeople, towhomthisgreattreasurechestofwealthbelongs.

The shareholders of ExxonMobil and Hess Corporation are enriched by the delightful news of how sweetandcheaptheoilfromGuyanais,andhowrichthe dividendsnowinstoreforthem. Butofthepeoplewhose golden ticket has been snatched in the trickiest manner, therearenorichdividends,onlytheusualdisappointments that leave them licking their sores. Their impoverishing plight is so overpowering that even their saliva dries up. The people inAmerica who own pieces of paper prosper, while the Guyanese people who own the rich product punish. The top people at ExxonMobil have helped themselves to massive pay increases, and unbelievable multimillion American dollar bonuses, from Guyana’s golden oil ticket. Meanwhile almost half in Guyana’s population struggle to get by with US$5.50 a day ExxonMobil, Hess, and Nexen get the golden ticket from Guyana’s oil, Guyanese get a coffin made of sand and strawinwhichtheyburytheirdreams,theprosperitythatis dueallofthem.

This imbalance, this most heinous of unspeakable crime, is the stuff of agitation and upheaval, given the litanyofinjusticesinflictedonGuyanese. Thosewhohave beentrickedandcheatedusuallyseered,andaredrivento uncontrollable rages. The boasts of Guyana being the golden ticket for foreigners would be enough in other places for the dam to break and the force of the people’s discontenttosweepallthatisinfrontofthem. Giventhe circumstances which many Guyanese face in this golden ticket of an oil country, when their survival depends on getting the next meal, it should be more than enough for theirsuppressedwrathtofindexpression.

There has to be some limit beyond which those oppressedfortheirownpatrimonyrefusetogoalongwith likebefore,pastwhichtheyrejecttakingthingsastheyare anymore.Itistimetofindawaytoputastoptothesmug complacency that is now so much part and parcel of the foreign plunders and the locals who partner with them. Theforeignersshouttheirprospectstotheworld,inhopes of attracting more piranhas (investors) for a slice of Guyana’s golden ticket. The local political aiders and abettors are more concerned about keeping foreign exploiters happy, while their own Guyanese people have theirnosesrubbedintothedirt.

TheAmericansbragabouttheirgoldenticket,andthere isthegreatmonstrousnessofGuyanesewhocannotafford to buy a few cheap biscuits. Golden ticket, golden prize, golden return are what Guyanese hear about how much their oil bonanza means to others, and this while they are lefttodealwithshavingsandsliversandspecks. Thiscan never be right, never be accepted. This injustice must be corrected, this unprecedented and incomparable wrong maderight,thisbarbaritybroughttocivility

The weekend of July 21 to23,theperiodofJuly30to August 1, 2023, andAugust 5, 2023 will go down as seminal moments in the ongoing chasm between the current Government and the PeopleofAfricanDescent.

Those periods saw the Government summoning thosemembersofIDPADAG who had been invited to submit project proposals, in r e s p o n s e t o t h e Government‘scall,todefend their proposals, one at a time,beforetheMinisterand asmallteamofofficials;and the launch of the surrogate Association of the People of AfricanDescent(APAD).

The proposals were either approved or deferred, in the instances where the

respondents accepted the offer and/or the invitation to meet. There are those who respondedrejectingtheoffer to submit proposals, while others simply ignored the request.Notably,atleastone prominentfoundingmember of IDPADA-G was not invitedtosubmitaproposal.

African Guyanese organizations which traditionally received grants for emancipation activities were invited to a meeting withthePresident,wherehe provided grants, to the attending groups, for Emancipation celebrations; a n d o u t l i n e d h i s Government‘s intention to host activities to commemorate the bicentennialanniversaryofthe 1823 Demerara Slave

Revolt.

While, it is the Government‘sprerogativeto doleoutgrants,theironyisin the form and substance of such engagements with the African Guyanese community Inmanyregards it is reminiscent of the attitude of the colonizers towards the People of AfricanDescent;arefusalto acknowledge the issues affecting the People of African Descent; and a denial and betrayal of the cause of the African Guyanese community This isparticularlystark,sincewe are in the midst of an internationally declared decade that acknowledges the issues confronting the Peoples of African Descent, and is dedicated to the

resolutionofthoseissues.

TheUnitedNationsinits declarationoftheDecadefor the People of African Descent clearly articulates the issues that should be addressedduringtheDecade and the approaches that should be taken in addressingthoseissues.

TheGeneralAssemblyof the United Nations General Assembly summarized the issues and the approach to their resolution in the followingobjectives:

(a)To strengthen national, regional and international action and cooperationinrelationtothe full enjoyment of economic, social, cultural, civic and political rights by people of Africandescentandtheirfull

The main private newspapers must be commended for often explaining the complex reports on Guyana’s economic performance, even as credible, accurate, timely,andadequateofficial informationontheeconomy remainsa challenge, if not a deliberateobstacle.

The Stabroek News Editorial of 5th August, for instance, in reviewing the Bank of Guyana’s Quarterly Report&StatisticalBulletin for first quarter 2023, casts doubtonthestatement“The inflation rate stood at - 0.6 percent at the end of March 2023”. The editorial asks scathingly: “Are all the people who complain about price increases on food to thisnewspapereachweekin our cost of living feature deluded?”

The people are not deluded. But one needs to understand a few things about inflation and how it is measured and presented (inadequately)bytheBureau of Statistics (BOS) and reported (sweepingly) in the Bank of Guyana (BOG) reports.

B e l o w a r e t h e considerations I keep in mind, as a non-economist whoreadsuponeconomics.

First,thereisadifference between price levels and inflationrates.Ifthemonthly inflation rate (the change in prices) drops slightly, but prices remain exorbitantly high,thenthatslightdropin inflationamountstonothing in people’s minds and

purses.CombatingGuyana’s embedded high prices for food and other items cannot succeed by only reducing inflation rates. Success is only possible by increasing real wages and incomes — that is, wages and incomes thatcompensateforhighand increasingpricelevels.Soif rent is around 50% of a typical worker’s monthly income, then small and sporadic decreases in inflation will still leave him and his family in a crisis of existence.

Second, the inflation rates used by the BOG are monthly measures produced by the BOS. The negative 0.6% rate appears to be an average for January to March2023,anaveragethat includes the +0.7% rate for January Since March, monthly inflation rates (notably food prices) are climbingagain. Inanycase, people’s subjective estimates of price changes spanvarioustimeranges—a week, a month, since last Christmas, since the rainy season started, etc. So, what they informally report must becontextualized.

Third, the prices used to compute the official inflation rate are from markets, gas stations and s t o r e s l o c a t e d i n

Several measures and surveys are outdated and

insufficient The bureau reports on its website that, based on a completed data collection exercise for the Household Budget Survey/Survey of Living Conditions 2018/2019, it plans to update its measurement of the consumer price index (from which the inflation rate is calculated), it is uncertain if that update has been done and presented. Even more, thebureauneedstospellout in detail how it tracks the price for every item in the consumerpriceindex.

Perhaps, the new exercise will resolve mysteries such as why the housinginflationratehovers around 0% despite the construction boom in the country One would assume that the housing price index would include not just rents and mortgages, but also the costs of building materials andlabour,bothofwhichare in high demand Is the continuous monthly 0% housing inflation showing that the Guyana economy can absorb high demand without inflationary effects or a lapse in data collection bytheBOS?

In addition, one hopes that the new BOS project willre-activatethequarterly Labour Force Survey, last seen in the third quarter of 2021.

T h e s u d d e n disappearance of this report raises all kinds of suspicion about the motives of the government.

Thesignreading‘Exxon is Guyana’s New Slave Master’ published in the Guyanese media on August 3, 2023, is unimaginably offensive to the descendants of slavery, and to Exxon. Exxon(HessandCOONOC) delivered Guyana from an insurmountablestarvationof capital (in the form of FDI) and brought our oil and gas resourcesfromthebowelsof the ocean, to markets across theworld.

Bysodoing,ithasgiven the people of this nation the opportunity to move from the oft stated “second poorest country in the Western hemisphere,” to the fastest growing economy in theworld.

The idea that FDI by Exxonetalconstitutesanew form of slavery is not only unfounded but betrays a base-levelignoranceofwhat slavery was as a matter of dailylife.

The key to slavery was violence. It was the violent extractionofeconomicvalue defended by an ideology of racialsupremacy

The other key aspect of slaverywasthatitdeniedthe humanity of the humans it subjugated through what Achille Mbembe has called “foundingviolence.”

Butslaverywasnotonly a b o u t e c o n o m i c exploitation, nor was it only about racism It was a physically brutal system of punishmentanddeath.Some random(butofficialreports) can help the reader understandwhatrealslavery was like, even if it is

minimal. Here is a report on punishment from Berbice, March1829.

The offence - slaves supposedly not doing sufficientwork.

“The Fiscal [Sheriff] pronounced on the Negroes. The men were flogged this morning receiving 50 lasheseachexceptoldPrimo whoreceived39.

The women to be confinedintheStocksevery night till Easter, and then during the holidays” (Alvin Thompson,2002:107).

The year before (1828), 2173 slaves were punished by Stripes (lashes and other methods of beating) in B e r b i c e S o l i t a r y c o n f i n e m e n t w a s widespread.

Between January 1 and July 1, 1828, 5633 slaves were charged with a crime, most of them having to do with the Master demanding more labor One thousand, eight hundred and thirteen

(1813) charges of so-called “ B a d w o r k a n d insufficient…” were placed ontheheadsofthosealready having their labor forcefully extracted (Thompson, 2002: 114).

Here is a more detailed report filed by James Stephen (an abolitionist lawyer)regarding the conduct of the Deputy Protector of Slaves, at PlantationEnfield,Berbice.

“His arrival seems to haveexcitedaspeciesofriot, especially among the Females,whomhedescribes as vociferating for nearly an hour without interruption. Their grievance appears to have been that they were employed at task work insteadofworkingatregular hours. It appeared to the satisfaction of the Protector that the complaints were without foundation. After quieting the tumult by placingsomeoftheforemost

How about those accused of being “Guyana’s New Slave Masters” This is not rhetoric based on ignorance, because we all know better The motive behind this spectacular misrepresentation is economic, in the sense that sensationalism sells newspapers

Secondly, and without doubt, there are clear political motives Theideaistoscareoff foreign investors to halt economic and social development The fact is as

pointed out by Joel B h a g w a n d i n “ExxonMobil’s/EEPGL investmentaloneasof2022in the Stabroek block is a whopping G$18 trillion or US$861b When other oil majors lacked confidence to explore in Guyana, Exxon remained steadfast to the commitment and continued their exploration until it discovered commercial quantitiesin2015

For perspective, it should benotedthatExxon’sinvested capital alone is equivalent to two times Guyana’s pre-oil GDPMoreover,becauseofthis investment and Exxon’s presence in Guyana, the country has earned more than G$425billioncumulativelyas of2022inprofitoilandroyalty, which is two-times the tax revenues of the government prior to oil production Additionally, the local businesses and Guyanese workers benefit from another US$700 million annually in local content spentin-country

Keep in mind also other relatedrevenuestreamssuch

astheUS$750millionfrom theART-TREESframework paidbyHessCorporation.

ExxonMobil took on a huge financial risk in their investmentsinGuyanaandhad towaitalongtimeforthefirst profitoil Ittookthem15years before oil was discovered in commercial quantities, and another 5 years for developmentbeforegoinginto production Thatis20yearsof injecting capital continuously to finance exploration and development activities, before generatingadollarinrevenue Further, Exxon was pumping investmentsintoGuyanawhile itwascarryingoveralllosses In 2020 alone, it lost US$ 224 billion. Earlier this year, it announcedamajorfailurein oilexplorationinBrazilafter investing US$ 4 billion AnotherUS$4billioninthe same country has not yet yieldedadimeofprofit.

ThesuggestionthatExxon isGuyana’snewslavemaster is not only baseless, nonsensical, sensationalist, and dangerous, it is also downright disrespectful to those who toiled in one of history’s most disgraceful institutions, that is, slavery And without ExxonMobil, Guyana would still be a fly overcountry

AG wants more money for judgment in law books libel suit

Attorney General (AG) Anil Nandlall, SC, has expressed his intention to seek an increase of the judgment award he received in the libel suit he brought against his predecessor,BasilWilliams,SC.

Nandlall during a recent airing ofhisweeklyprogramme“Issuesin t h e N e w s ” e x p r e s s e d dissatisfaction with the $10M award that was granted to him by Justice Priya Sewnarine Beharry after she determined that Williams allegations of him stealing law reportsfromtheAttorneyGeneral's Chamberswaslibelous.

“I will challenge the quantum of damages awarded, for I feel that $10M is not adequate, having regard to the gravity of the harm done and having regard to recent defamation awards made by our c o u r t s i n a s s e s s i n g compensation/damages in particular in defamation cases,” said Nandlallsaid

He explained further that Judges are guided by awards made in similar circumstances, “and if one is to examine the awards made recently, one will conclude that $10M is an award to the lower end of the spectrum rather than to the upperend”

Nandlall is expressing his intention to appeal the judgment

Nandlall said that he plans to file a cross-appeal in which he intends to seek a higher award of damagessoon.

Last month Williams filed his Notice of Appeal, contending that Justice Sewnarine Beharry made a number of legal errors and as a result, misdirected herself in the finding that he is liable for defamation.

In her ruling delivered on June 30 last, Justice Sewnarine-Beharry said it was clear that Williams intended to, among other things, label Nandlall a thief; which was defamatorytohim.

In her decision, the Judge said that “the inescapable conclusion is that the words published by Williams meant, and could only mean, in their natural and ordinary meaning that Nandlall is dishonest, is a thief, committed the criminal offenceoflarceny,stolepropertyof theState,stolelawbooks,isunfitto be a member of the legal profession, is unfit to be a Member ofParliament,isunfittobeapublic figureandapotentialleader.”

In her ruling, which was released by Nandlall's office, Justice Sewnarine-Beharry awarded damages of $10 million to be paid by Williams. She also applied interest on the award at a rate of 6 per cent per annum, from April4,2017,toJune29,2023.

Additionally, the judge ruled thatinterestof4percentperannum would be applied after June 29, 2023, until the judgement is fully paid. Justice Sewnarine-Beharry also ruled that costs, in the sum of $1.6 million, must be paid by WilliamstoNandlallbyAugust18, 2023.

In his challenge filed with the Guyana Court ofAppeal, Williams is arguing that the trial Judge misdirected herself when she held that Nandlall had established on a balance of probabilities that he had publishedthewordscomplainedof.

According to Williams, at no time had he made any defamatory statementsaboutNandlall.

In fact, he is arguing that some statements made at a particular forum amount to hearsay at best and therefore inadmissible and oughttobestruckout.

He further contends that Nandlall, upon “recognizing the improbability of proving” that he had defamed him, introduced in

evidence belatedly by five years, a video recording which had no relation to the complaints made in hiscase.

Williams's position is that JusticeSewnarine-Beharryerredin failing to consider this and also to ascertain the authenticity of that video, which he said “was generated by AI voice cloning technology and photo-shopping internet technology” to prejudice him(Williams).

Nandlall was awarded $10 million in damages, after he won his defamation case against his predecessor, Williams for libelous statements made in relation to the allegedtheftoflawbooks.

In April 2017, Nandlall filed a lawsuit against Williams over claimsthathe(Nandlall)hadstolen a series of Commonwealth Law

During the trial, Nandlall providedevidence,includingvideo recordings and newspaper articles that clearly established Williams' defamatory statements. The court found that Williams' remarks were false, and malicious, and had a detrimental impact on Nandlall's personalandprofessionalstanding.

In this regard, the government can justly point to indicators such as debt-to GDP and debt servicing-torevenue ratios to make a compelling case that it can affordtoborrowmore.

But the very notion that the more a country’s economy expands, the greaterwillbeitscapacityto borrow is a simplistic and potentially misleading one. Economic growth is not the sole determinant of whether

a country should contract increaseddebt.

While economic expansioncancontributetoa higher GDP, it does not guarantee a corresponding reduction in the debt-toGDP ratio. If a country’s debt grows at a faster rate thanitsGDP,thedebtburden can become unsustainable even in the midst of economicgrowth.

President of Guyana. I again cast aside other priorities and chat with Excellency Ali. It

is the highest priority for Guyana that His Excellency getthingsright.

He hasn't, and an ocean of shabbiness, grimness, deceptiveness impales the nation'sconsciousness.

Excellency Ali trumpets his three years by insisting that Black Guyanese will never be marginalized Pardonme,Dr President,but public servants are starved a piece of their patrimony

MostareBlack. Teachersare jostled, hassled, and muscled againstawall,whentheissue isafairdealforthem.

Dr President, I know that color blindness is not a weakness, but most teachers are Black. What I have seen is the PPP Government galvanizing into action for marginalizing Black servants, through pressure, through pay They are not house servants to be pushed around, (and played around with), as in the old plantation days,Excellency

Now, in this tableside chat, Mr. President, please accommodate these fewlittlequestions.

Where is the leadership truth about righting the “wrong end of the stick” that is Guyana's lot with Exxon's contract?

What about some transparency with the gas-toenergy billions for Wales?

H o w a b o u t s o m e accountability for crimes committed against the p e o p l e , a n d w i t h punishments to match. I speak not just ofAmerindian or Black people, but all Guyana's people. And try this last one, dear leader: instead of policies and practices (pay, placements, promotions, and plenty more) that spread disunity, how about some genuine unity that is palpable, found laudable?

Realitycheck: Howdoes that$200,000bailfigureever contribute to the serenity of unity, sir? When such rank

inequities, the sharp jabs of a s c e n d a n c y, r e f l e c t imbalances in the political, social, racial, and legal environment, Mister Ali, then how do we ever begin to speak of true unity, my brother?

If anybody else were to say what is said by President Ali about unity amid blatant m a rg i n a l i z a t i o n , o r transparent secrecy, I would dismiss as some cheap barroomcomic. Orsomeone thatwaskickedintheheadby a horse, which then fell on him. Because this is a public sharing, the courteous and kind are extended. But, Dr Ali, I am ashamed to share some of the derogations and denigrations heaped on the presidential head. And that's fromthePPPflock.

F r a n k l y a g a i n , Excellency Ali, I detect that there is too much comfort with reveling in the dark waters of exaggerations, the thin skin of omissions. The blusters and bluffs of adolescence must be a matter of the past. Or else there is only the pretense of adulthood, and then limited o n e , b y a n y a s t u t e measurement.

When I hear of these presidential antics and histrionics surrounding so many features in Guyanese life (like never marginalizing Black Guyanese), I can't believe that it is a leader over 40,sincethereisnobehaving as though a day over 14. Go back to the drawing board, Comrade Leader, Excellency Ali. Please get it right this time. Start on the right foot, continue along the right way, and then the right words will do justice to all Guyanese. Only then, and only so, Dr Ali.

Govt. retains provision in draft legislation to award oil blocks through one-on-one negotiations

The Government of Guyana has made revisions to the Petroleum Activities Bill 2023, a move that holds

the power to redefine the nation's oil future. Included in the update is the preservationoftheprovision

allowing the Minister to conduct one-on-one negotiations for the issuance of oil blocks and related

licenses According to the provision, the process to grant a license under the act can be executed through two

primary mechanisms: a competitive tender or through direct negotiations. The latter is permitted when "specialcircumstancesexist, which, in the national interest or national security, justify the use of direct negotiation to grant a license."

While the provision may o s t e n s i b l y p r o v i d e flexibility to the government in its licensing process, it remains contentious among transparency advocates and certain sections of the public.The prior publication of the initial draft of the bill had already ignited concerns surrounding transparency and potential favoritism in the awarding of oil blocks, if the government takes this route.

Direct negotiations, as seen from previous transactions, can be fraught with opacity, which often fuelsskepticism.

The Canje and Kaieteur awards serve as noteworthy examples, where licenses initially granted to different entities through direct negotiation were eventually acquired by ExxonMobil, raisingeyebrows.

T h e s h r o u d o f uncertainty surrounding these awards continues to fuel scepticism about the potential for questionable transactions and the concentration of power in the hands of certain companies.

ExxonMobil presently operates three oil blocks offshore Guyana, and has

what can be described as a substantial monopoly over theGuyanabasin.

A l t h o u g h t h e government has cited reasons such as the opportunity to foster regional energy cooperation and safeguarding national interests, for the potential government-to-government partnerships, this process requires a deeper layer of scrutiny

The government has said very little about how such partnerships would work The provision explicitly allows for potential partnerships with nations such as Qatar and India, which government said have shown interest in Guyana's oil.

While government-togovernment partnerships can be strategic and beneficial, the key lies in the transparency of such negotiations.

As Khemraj Ramjattan, the Leader of the Alliance For Change (AFC), pointed out, while there is no inherent objection to such collaborations, the details should be available to the public and the National Assembly.

Transparency, in this context, is not just a buzzword but a necessary step to ensure the fair allocation of Guyana's patrimony Only time will reveal how these provisions are applied in practice and whether they serve the broader interests of the Guyanesepeople.

The development of the Bill was a collaborative effort between the Realtor Association of Guyana (RAOG) and the Guyana Association of Real Estate Professionals (GAREP), in partnership with the GovernmentofGuyana.

Shadow Finance Minister, Juretha Fernandes believes government has mortgaged the future of generations to come with its reckless game ofborrowing.

The Opposition Member of Parliament (MP) highlighted her concerns over the excessive loans being contracted by the administration during Thursday's Sitting of the National Assembly as the House considered increasing the debt ceiling to allow for higherloanstobetaken.

Fernandes in a heated presentation said, “The a d m i n i s t r a t i o n h a s mortgaged the future of

generations to come with the albatross of debt around the necks of even the unborn Guyaneseboyorgirl.”

She was keen to note that the move by government to increase the country's borrowing limit based on the projected oil revenues could only be described as “reckless” given the risk factors associated with the petroleummarket.

The Shadow Minister of Finance was keen to point out, “There are several risks associated with borrowing against projected oil revenues Oil-dependent economies like Guyana, a nation that is now heavily reliant on oil exports as a

primary source of revenue now faces unique challenges due to the volatile nature of oil prices, which can fluctuate unpredictably, based on global supply and demanddynamics.”

In summary, she warned that if oil prices plummet, as it has in the past, Guyana can suffer from a severe revenue shortfall.

Lack of progress with electoral fraud cases is disappointing – Nandlall

Attorney General and Legal Affairs Minister Anil Nandlall, S C , has expressed his dissatisfaction with the progress of these electoral fraud cases in the Magistrates'Courts.

“The progress with those c a s e s h a s b e e n unsatisfactory, to say the least, and I can relate to [the public's] frustration in respect to the progress or lack of progress being made with these cases,” Nandlall saidduringhisweeklyissues inthenewsprogramme.

Hecontinued,“Theseare casesofnationalimportance.

They touch and concern issues of public importance, vital and crucial to law and order in this country, and to the democratic architecture of our nation. And you the people were following these events and you played a significant role in ensuring that the rule of law was maintained, that the will of the people prevail and that democracy was preserved and protected. And you are entitled, therefore, to an update because all of you –many of you called for these charges.”

“You were outraged, and rightfully so, by what was done.Andthecharges,tothe credit of the police, were instituted and placed before the magistracy And that is

where they've been. We're now celebrating three years and they have not advanced in the manner that they shouldhave,”Nandlallsaid

The Attorney General had written the Director of Public Prosecutions, (DPP) Shalimar Ali-Hack, for an update on these electoral fraud cases after expressing his concerns over the long delays.

Hehadalsorequestedthe special prosecutor, who is currently out of the country, to update the public on these cases upon his return Ramdhani, Q.C., has also been instructed to compile a progress report to be submittedtotheDPP.

Nandlall had previously said that there have been a number of queries from the public about the delay in the outcome of the matters which has been before the Magistrates' Court for two years.

“Members of the public mustunderstandthatcharges are instituted by the Police upon advice from the DPP and the Police legal advisor and prosecuted by those two agencies. The government is insulated from that process but the government will not sit idly by and allow the chargestojustfallaway.”

He noted too that the governmentisequallyandas

The MP explained that a failure on Guyana's part to service its loan obligations can have other crippling effects on the country's economy. For instance, this can affect investor confidence.

She said, “As oildependent Guyana borrows heavily, we face increased debt service obligations and if these obligations are not met,itcanleadtoasovereign debt crisis, severely i m p a c t i n g i n v e s t o r confidence and overall economicstability.”

During the probe, several GECOM officials were arrested and placed before the court to faceelectoralfraudcharges.

In fact, over 30 fraudrelatedchargeswerebrought against former GECOM CEO, Keith Lowenfield, Deputy Chief Elections Officer (DCEO), Roxanne Myers, Clairmont Mingo, Opposition members, Volda Lawrence, and SmithJoseph and also several GECOMemployees.

Some of the charges the defendants face are misconduct in public office, conspiracy to commit fraud, forging a document and forgery – all in relation to their attempt to allegedly rig the March 2020 General and Regional Elections Last month, the charges were amended and the matters have since been adjourned againtoMarch13,2023.

“To prevent this danger, oil-dependent Guyana must implementfiscalreformsthat promote transparency, a c c o u n t a b i l i t y, a n d r e s p o n s i b l e d e b t management,” Fernandes added while arguing that the administration has been trampling on those very tenets.

In an official statement released yesterday, the Georgetown Chamber of Commerce and Industry (GCCI)addressedagrowing concern within Guyana's privatesectorandcitizenrythe emergence of sham partnerships, better known as fronting or rent-a-citizen schemes.

Kenyan intervention in Haiti? More work needed

No one should yet be pouring champagne to celebrate the announcement bytheU.S.governmentthat Kenya has agreed to lead a multinationalpoliceforceto help subdue gangs and improve security in Haiti. This announcement is rightlyfarfromadonedeal.

The U.S. exerted a great deal of diplomatic effort in trying to persuade many countries to lead a multinational force into Haiti–aprincipalrequestof Haiti’s unelected Prime Minister, Dr Ariel Henry Among the countries that declinedwasCanada,which opted to provide direct supporttoHaitianforces.

Many nations are cautious about leading or even participating in such a force in Haiti, not least because they recognize that, within Haiti, while the people want an end to the kidnappings, violence, rapes, and other atrocities associated with the rise of gangs, a significant number are concerned about further foreign intervention in their country

Thesenationsalsoknow that the underlying reasons for Haiti’s condition are the economic actions by France whichcrippledthecountry’s economicprospectsforover a century; a U.S. invasion a n d i t s e c o n o m i c consequences; the convenient maintaining by foreign governments of avaricious Haitian leaders; a n d t h e g e n e r a l impoverishment of the country

The form of assistance was not clarified, and the government also made it clear that its “proposed deploymentwillcrystallize” once it gets a mandate from the U.N. Security Council “and other Kenyan constitutional processes are undertaken”.

The Kenyan need for a U N Security mandate explains why the U S , which is the Chair of the Security Council for the month of August, has announced that it will propose a U N Security Council resolution authorizing Kenya to lead a multinational police into Haiti. Interestingly,whileU.N. Secretary-General, António Guterres, has welcomed Kenya’s announcement, he has described it as “a nonU N multinational operation in Haiti”. Where such a development places Kenya’s offer, is left to be seen, particularly as the government has publicly stated that it wants “a mandate from the U N SecurityCouncil”.

What is troubling about this development is that it is not awaiting the outcome of severalinitiativesseeking“a Haitian led solution” Among these initiatives is the CARICOM Eminent Persons Group of three former Caribbean Prime Ministers,workingtobridge divisionamongstakeholders in Haiti and to arrive at an agreed plan to take the countryforward.Theirwork is not concluded, nor have theypronouncedonwhether theirmissionhasanychance ofsuccess.

Another initiative was the U.N. Security Council’s unanimous Resolution on July 14, 2023, asking the Secretary General to

The U.S.Ambassador to the U.N., Linda ThomasGreenfield, disclosed that the U.S. will be seeking S e c u r i t y C o u n c i l endorsement for Kenya to lead a multinational force into Haiti, saying, “This is n o t a t r a d i t i o n a l peacekeeping force, this is not a traditional security situation[...]Wehavegangs that have overtaken the country, ... that are terrorizing civilians every single day.” She admitted that the situation is “unusual”.

What is being proposed is not a traditional U.N. peacekeeping force, but a militaryexercisedesignedto eliminate heavily armed gangs, which were created by elements of the political andbusinessclassesofHaiti, and which are now out of theircontrol.

While no one would disagree with the U.S. that Haiti desperately needs stabilization, not everyone will be convinced that a foreign multinational force, especially one that is not fully endorsed by the U.N. Security Council, is the answer

AccordingtotheGuyana PoliceForce(GDF)between 03:20 hrs and 03:45 hrs, Police ranks acting on informationreceivedwentto J’s Supermarket at Essex Street, New Amsterdam, Berbice, where one a 38 Revolver and one live .38 ammunitionwerefound.

According to a 29-yearoldSecurityGuardwhowas on duty attached to the Supermarket, he saw one Oswain Lawson called ‘Blacka’ running towards the supermarket with one identifiable male and one identifiable female chasing him.

The guard stated that he saw Lawson throw what appearedtobeafirearminto the supermarket compound. This happened just before

An identifiable female who was there with the said male,pulledafirearmoutof her waist, and as a result, Oswain dealt her one lash withabottletotherighthand causingthefirearmtofallto theground.

The victim said he picked up the firearm and

ran through Essex Street, with the suspects chasing him with pieces of wood in theirhands.

Heclaimedthatasheran through Essex Street, he threw the firearm into the supermarketcompound.

The man and woman however caught up with Lawson and dealt him severallashesabouthisbody before he managed to escape.

Marks of violence were said to be seen on Lawson body, and Police escorted him to the NewAmsterdam Public Hospital for medical attention.

He is presently in Police custody, assisting with the investigation.

The suspected firearm and ammunition were marked,sealedandlodgedin his presence at the Central PoliceStation.

They are berated as second class citizens on social media and in face to face interactions, not to mention that they were not good enough to be diplomats and are often bypassed for jobs and contracts, especially if they are not supportive of the Peoples‘ Progressive Party. Yet, the Government‘s approach is to laud the struggle of the People of African Descent on the occasion of the celebration emancipation, while ignoring the debilitating consequences of enslavement and the post emanc ipation oppression and exploitation, which entrenched the People of African Descent at the bottom of the socio-economic ladder. They are thus equated to others and told that there is no discrimination against them, when at least they are disadvantaged by the historical antecedents and require equitable treatment to be equalized with others. The events occasioned by emancipation 2023 and the precursors clearly exemplify ignorance of, and/or indifference to, the reality of the historical and currently occasioned state of the People of African Descent. No lip service about the struggle for emancipation, or celebration of those struggles can be a substitute for the recognition of the true state of the People of African Descent. No engineering of surrogate African organisations can provide for the people‘sself-mobilization and representation. No by-passing of the people‘s elected or organic representatives can meet the requirements of the UN resolution, the Constitution or the Civil Society Charter, nor provide authentic solutions. The President has got to confront reality in addi tion to honouring his word. It is un-presidential, to say the least, of the President to repeatedly make promises which he does not honour.

The people and their representatives can best articulate their case, there is no substitute for their representation. In a democracy, the Government has to be responsive, rather than self-serving.

GMSA unveils plans to build industrial parks to boost agro-processing in Guyana

T h e G u y a n a Manufacturing and Services Association (GMSA) has unveiled plans to establish industrial parks across Guyana, with the aim of providing enhanced support to agro-processors in the country This announcement was delivered by Ramsay Ali, the President of the Association, during its annual mid-year dinner and l a u n c h o f t h e 6 0 t h Anniversary activities at the PrincessHotelonThursday

Ali emphasized t Association's intention to collaborate with the government to initiate these facilities, starting with at least one industrial park. He h i g h l i g h t e d t h e pressing need for space among agro-processors n a t i o n w i d e a n d expressed optimism about addressing thisissue.
