Our children deserve better The CXC results have been published a few weeks ago and it appears that the nation is ecstatic at the success of students. Are the results a true reflection of the success rate? A careful look at the results reveals that there has been a high percentage of failure in the sciences, including pure and applied mathematics, which suggests that immediate action is needed for improvement. The authorities are obligated to make the teaching of mathematics one of its highest priorities, and to ensure that there are qualified, competent teachers to teach the subject. But if there is any question as to whether or not this will happen, one needs only to listen to the answers given by the two Ministers of Education in Parliament during the question and answer session of the budget estimates. The high level of failures in mathematics at the CXC examinations is due largely to the fact that mathematics, particularly advanced Algebra and Geometry are not only difficult subjects, but there are also not enough qualified mathematics teachers in the country to teach these subjects. Math is indeed a very complex and difficult subject that must be taught only by qualified personnel. The Greek Mathematician, Euclid of Alexandra, often referred to as the Father of Geometry, said that Mathematics is not a simple module but a complex equation. While this is true, it cannot be the reason for the high failure rate of math at the CXC. Part of the blame lies with the administrators. For generations, there has been a terrible fear of mathematics among students in Guyana and perhaps elsewhere. Bad as it has always been for students, what has been even worse is the strong feeling among many that aspects of mathematics, such as Algebra and Geometry, have absolutely no relevance on their daily lives, except for those who ventured in the fields of engineering and teaching. It is estimated that less than 12 percent of the jobs available worldwide require the use of Algebra or Geometry. Except for teachers, professors and engineers, the vast majority of people upon leaving high school or college, have not used math at work or in their daily lives. However, in Guyana, it has long been established that there were serious flaws in the teaching of mathematics at the public schools, especially at the secondary level and this has contributed to the poor performance of students. It has been estimated that only 18 percent of teachers were actually qualified to teach mathematics and more than half of those assigned to teach mathematics at the secondary level were not qualified. It is also estimated that the majority of teachers who teach math at the primary level had no secondary mathematics certification from the Ministry of Education. This is the current situation, especially in the rural areas of the country where there is a shortage of qualified mathematics teachers, and where anyone without a math background is assigned to teach the subject. The Ministry of Education and by extension the government should take corrective action to remedy this dire situation. With Education receiving the lion’s share of the budget (G$33 billion), an intense programme should be launched, and scholarships and bursaries granted to help train and educate teachers to become specialized in mathematics and other science subjects. The objective of such a programme would be to upgrade the qualifications of teachers so that they can be certified to teach mathematics at the primary and secondary schools throughout the country. If implemented correctly, the programme should yield rich dividends and ensure that no school or child is left behind. The government must be proactive in educating the children. It cannot be complacent and leave teaching and learning to teachers only. Steps will have to be taken to advance proficiency in the teaching of mathematics and other sciences. Clearly, more needs to be done to educate and uplift the nation’s children and youths. Bringing back school buses to transport children to school and providing more nourishing meals for underprivileged children are noble pursuits, but not enough in the grand scheme of things. Our children deserve better.

Letters... Where your views make the news

Taking a collective and proactive approach to reduce crime DEAR EDITOR, I refer to your editorial dated August 24, and captioned “Crime fighting should be a threefold process”. I will agree with you on this. In a letter dated August 7, captioned “Crime preventing measures”, I highlighted the three crime prevention measures that will help to reduce the incidence of crime. I mentioned as being social, situational and tertiary crime prevention. I have stated before that in order to achieve results they must work together. I will once again outline the importance of the three crime prevention measures which you have mentioned. Social crime prevention gives much needed attention to the ‘root causes’ of crime, especially the forces that contribute to delinquency, drug abuse, and a host of related adolescent problems. Therefore, it is important that the business community assists in formulating plans in helping to reduce the degrading social condition in some communities. For

example by providing jobs and assisting in developing programmes for the youth. Situational crime prevention is directed at stopping the problem before it happens. This could involve reducing opportunities for crime, such as using robbery control policies, or strengthening community and social structures that influence an individual’s likelihood of committing a crime. Tertiary crime prevention focuses on the operation of the criminal justice system and deals with offending after it has happened. The primary focus is on intervening in the lives of known offenders in an attempt to prevent them from re-offending, either through periods of incarceration, communitybased sanctions, or monitoring during periods of probation. Criminal justice system responses also seek to deter other potential offenders in the community by making an example of the convicted offender and educating the community concerning the penalties

associated with crime. It must be pointed out that all three measures must work together to achieve results; no one prevention measure will reduce crime. As you stated, crime will never be eradicated. However, crime can be reduced within any society so long as the crime prevention measures outlined above are adopted. Over the past few years, there has been a major shift from the traditional view that crime prevention is the responsibility of the police, to the view that it is a collective responsibility. It has been argued that it is more effective, cost-efficient and beneficial, to take a collective and proactive approach to reduce if not prevent crime. The importance of collective action is recognized by crime prevention experts as the way forward. All levels of government should play a leadership role in developing effective and humane crime prevention strategies, and in creating and maintaining institutional frameworks for their

implementation and review. Crime prevention considerations should be integrated into all relevant social and economic policies and programmes, including those addressing employment, education, health, housing and urban planning, poverty, social marginalization and exclusion. Particular emphasis should be placed on communities, families, children and youth at risk. Cooperation/partnership s should be an integral part of effective crime prevention, given the wide-ranging nature of the causes of crime and the skills and responsibilities required to address them. This includes partnerships working across ministries and between authorities, community organizations, nongovernmental organizations, the business sector and private citizens. Crime prevention requires adequate resources, including funding for structures and activities, in order to be sustained. Morris Springer

Woes of the GPL and GWI field staff DEAR EDITOR, Kindly permit me to highlight grave issues that affect the two major utility field staff. I write this letter from the backdrop of having had the opportunity to work at both major utility companies; Guyana Power and Light Inc. and the Guyana Water Inc. I represent the Field Staff that comprise the Meter Reader, Water Service Inspector and the Technician, as our primary task/job description is that of data acquisition. From time to time the Field Staff work all day in our very hot tropical sun going yard to yard or area to area to get the job done, so that the Data Entry Clerks can input the relevant information gathered. It is

required as a rule of law that we are to document what is seen. For instance, on going to take a customer’s meter reading and upon realising that there is a different meter description apart from what is listed on the spread sheet; one has to take note of such a change in the remarks column on the spreadsheet provided. To our dismay, after doing such, it is revealed over and over again that such information was never updated into the database. Other instances at GWI include verifying the whereabouts of the customer(s) since there are some bills that are being rejected or are returned to the office for different reasons. Upon successful completion of verification, it proved that

the premises was demolished, the customer was either deceased, moved out, or his/her service is disconnected. Imagine asking a resident for the whereabouts of a dead customer whom my colleagues would have verified years or months before. Other cases consist of asking a resident of the whereabouts of a customer who is no longer the owner and a name change was done. It’s because of such reasons some bills are rejected. Yet the ones working behind the desktop computers in the air conditioned rooms reprint the same spreadsheet or bill. If only they would feel the h u r l e d i n s u l t s , embarrassments and severe

Is this one of those empty promises? DEAR EDITOR, The barricades that are put up around Public Buildings every time Parliament is in session unnecessarily disrupt the activities of everyone who traverses that area. Drivers of vehicles have

to find other, sometimes longer routes to go about their business. Users of public transportation have to walk greater distances to catch a bus. When the present government was in opposition, they said that if they won the elections they

would do away with the barricades that are put up around Public Buildings when Parliament is in session. Is this destined to be one of those empty promises that politicians are prone to make? I hope not. Ian James

threats we have to put up with. I could go on and on to highlight the grave issues; instead I would like to make the following proposals to make our job rewarding and appreciative whilst in the field: A. There are streets that have been renamed years now; kindly update the system of such; rather than still having the customer(s) street address as the old street name. For example Almond Street which was renamed to Lance Gibbs Street. Part of New Garden Street which was renamed to Shiv Chanderpaul Drive. Etc B. A r e a s s u c h a s Lamaha Park (Home of the Joint Services now have street names. Update the system of such change instead of having us trying to locate customers via their lot number and customer’s name ONLY. C. There are areas that had the lots renumbered as a result of a survey. Let’s liaise with the sister Organizations such as the GPOC, GT&T and the Lands and Surveys to use a standard system. D. It would be of much (Continued on page 5)

Ethical leadership DEAR EDITOR,R, Chief among the reasons for the many problems we face today in terms of quality service in both the public and private sectors is the issue of ethical leadership. Anecdotes and news reports make it seem as if these ethical lapses are the exclusive preserve of senior executives, particularly if these are associated with acts of dishonesty that have destroyed careers and organisations. In other words, unethical behaviour which has had deleterious consequences has been generally executed by influential people who hold the most senior positions in various aspects of our national life. Lord Acton could not be more right in 1887 when he wrote to Bishop Creighton that “Power corrupts and absolute power corrupts absolutely.” But even though we might be saying that this ought not to be, those prescient words are borne out constantly in almost every facet of our human interaction. Many senior functionaries who wield enormous power over others are but men with pretensions to greatness who completely ignore the further caution of Acton that “Great men are almost always bad men.” If we were to deconstruct the environments that facilitate breaches of ethics and even the law, we are apt to find that virtual unlimited power is directly linked to the risk of those breaches. Leaders, who enjoy this type of power ignore at their peril the 1770 House of Lords’ speech of British Prime Minister William Pitt who cautioned that “Unlimited power is apt to corrupt the minds of those who possess it.” They are thus uninhibited in their desire to practice their virtually unlimited power over those whom they see as lesser mortals. Among the other enabling factors which aggravate unethical practices are: the reluctance of subordinates to become whistleblowers; access to large sums of cash in a climate of low visibility and minimal accountability; control over organisational perks that are converted for personal benefit; non-existence of operational checks and balances; minimal supervision from an oversight body; incentives or pressure to reach development targets or benchmarks;

and a conceited belief by individuals that they are indispensable to the success of the organization. Leaders who act with integrity are more likely to be respected and emulated by their subordinates in their behaviours that correspond with ethical conduct if they are approachable; trustworthy; unpretentious; attentive; judicious in decision-making; and assertive. In performance-driven organisations, one sure way to address unethical practices is to send a reinforceable but balanced message about expected results and the acceptable methods by which these results are to be obtained. We have over time experienced leaders saying what sounds ethically correct but not sustaining an ethicsdriven posture. To that we say that an ethical leader is ethical all the time, not only when he is in the public spotlight. The worldview of the ethical leader is informed by an intellectual and philosophical framework that is grounded in ethics. The ethical leader places the organisation’s well-being, and the greater good of the community ahead of his ego and personal interests. He encourages and takes feedback and opinions different from his own, even though they may challenge his own ideas and proposed actions. The ethical leader leads ethically in the ways he treats

people in everyday interaction, in his attitudes, in the ways he encourages, and in the directions in which he steers the organisation or initiatives. The way the leader works with and treats others, in his behaviour in public, in his statements and his actions are just visible manifestations of ethical leadership. The invisible aspects are reflected in his character, in his decision-making process, in his mindset, in the set of values and principles on which he draws, and in his courage to make ethical decisions in tough situations. The good of the organisation should never be confused with the good of the leader. With a good communication framework it is less likely for rumour, innuendo, suspicion, and resentment to take root. Finally and perhaps most important, the ethical leader is accountable; accepts responsibility, understands the power of leadership and does not abuse it; builds trust; brings credibility and respect; collaborative; creates and fosters a good climate within the organization; affords selfrespect; and does not undermine or denigrate others to the possible detriment of the organisation. It should always be borne in mind that the ethical leader will never compromise the philosophy or the vision and mission of the organisation. Patrick E. Mentore

Is the Coalition Govt. scared of the PPP? DEAR EDITOR, It has been almost four months since there was a change in Government, and many people who voted for the Coalition expected quick and sweeping changes at Government institutions. It was expected that certain individuals who sacrificed professionalism and accountability in the execution of their duties for political loyalty to the previous Government would have been removed. I can’t imagine how some people who presided over one of the worst periods of discrimination seen in this country are still in high positions in the public service. The Guyana Chronicle, for instance, is operating like it is still a PPP paper and NCN is behaving no differently.

It is time for these agencies to be reorganized and some of the staff replaced. There is need for new blood to be introduced. The appointment of Bibi Shadick as Pro Chancellor of UG is a “big joke”. In my opinion, she should also be removed from the Broadcasting Authority as she possesses no expertise in that field. My guess is that the government is scared to remove some of these political appointees out of fear of the PPP claim of “witch-hunting”. I can assure them if the shoes were on the other feet, the PPP would have shown no mercy “Come hell or high water.” I say to the Coalition Government, it is time for real change, stop pussyfooting. The much anticipated PPPC “Big Bang” did not materialize

DEAR EDITOR, Clement Rohee, General Secretary, of the PPPC in one of his media briefings had said that when his party entered parliament for the budget debate their engagement would be unprecedented. This declaration created great expectations in the country, particularly among his party’s supporters who were made to expect,” fire and brimstone” by the party as it engaged the APNU/AFC government in the budget debate. We were also told by another leading PPPC member, Gail Teixeira, that when the former President, Mr. Bharrat Jagdeo addressed the National Assembly on economic matters, the government side would get diarrhea. Based on these public pronouncements it was not surprising that at the completion of the budget debate many PPPC supporters were deeply disappointed by the inability of their party to deliver on its much vaunted promise to discredit and de-

stroy the government’s budget. The much anticipated PPPC “Big Bang” did not materialize, instead the nation was told very early in the PPPC’s presentation that the budget contained many ideas of the last PPPC regime, and the opposition party will support these measures. Ironically, it is this admission, which was based on fact or fantasy, which militated against the opposition, thereby derailing the PPPC‘s thunder in the process. It became an impossible task for the PPPC to reconcile the claim that major parts of the budget were their ideas, and at the same time describe the budget as ineffective and lacking answers to address the pressing challenges facing the economy and country. It was clear that the PPPC during the debate was a victim of its own logic, and as a result, found itself caught in the dilemma of not being able (to quote a popular Guyanese saying) to have cake and bake at the same time. Once they had committed publicly to

their stated position of claiming major parts of the budget as originating from them, they ultimately shot themselves in the behind and blunted the cutting edges of their attacks. The task of being both critical and praiseworthy proved too difficult a burden for them to bear, hence their wishy-washy performance during the debate. Finally, I believe the performance of the Leader of the Opposition was at best, shambolic. The final nail in the coffin of his and the PPPC’s miserable display in the budget debate occurred at the end of Mr. Jagdeo’s presentation when he and his team walked out of the Assembly, thereby giving the impression that he was like the proverbial coward - willing to throw a few punches then running away from the fight. The big bad PPPC leader’s performance in the parliament turned out to be a damp squib that burnt itself out rather than exploded with the promised tremendous bang. Tacuma Ogunseye

Woes of the GPL and... From page 4 help to make it mandatory that all residents have their lot number displayed on their premise. Quite a few residents are uncooperative in saying where another resident lives in order that he/she would receive their utility bill. Additionally residents themselves do not know the lot number that is listed on either side of their premises. E. There are dozens of

wash bays that are operating on unmetered, bypass or illegal water supplies. Please note. F. Since the introduction of GWI billing metered customers on a monthly basis, there are dozens of customers who have never received a bill. Kindly look into same. These recommendations would have been highlighted at the supervisory and managerial levels; however all we are given is a listening ear but no subsequent changes are

made. As a result there is a lack of confidence in the updating system; causing us to just go through the motion without taking proper time to gather in-depth information. Customer Service Field Staffer

Properties confiscated Commission of Inquiry into mining deaths concluded by business persons - New Thriving, Japarts, BM Soat, Demerara Bank among companies targeted by City Hall The Georgetown Mayor and City Council (M&CC) is making good the promise to do all in their power to reclaim properties confiscated by business persons in the city. According to information released by the Municipality, at least three businesses have received notices, requesting their removal from city properties. The council has noted that Japarts and BM Soat have been asked to return the city’s parapets and in some cases alleyways. However, the council stressed that legal proceedings have been brought against “stubborn” New Thriving that ignored building restrictions and claimed alleyways at their Camp and Brickdam location. Last Thursday, Town Clerk, Royston King related that the companies have been written to because they

occupy city property and sometimes inconvenience other citizens. Sometime back, Japarts, was granted permission by the Council to pave and utilize the parapet in front and adjacent to their 38, Croal Street location. The location was allocated for parking purposes, but instead the company engaged in mechanical repairs and related activities which resulted in the dumping of waste oil into the drainage system and destruction of the ecology of the environment. However, the company has since been advised that “City Hall is reclaiming all of its parapets and restoring them to green verges.” The council has noted that as effective of January 1, 2016, the parapets will no longer be available and all items should be removed. Kaieteur news

understands that BM Soat and Demerara Bank were given similar notices and have also indicated their intention to heed Council’s request. New Thriving Restaurant on the other hand, the council said, has been summoned to court on several occasions for several building code violations, but has blatantly ignored the court’s summons and the council’s requests. In this light, the Council is set to reconsider the issue in the interest of the city. The Council said it is not adamant about using legal avenues to cause citizens and business owners to adhere to rules and regulations, but it will use all measures available for the desired results. “Citizens and other companies are urged to adhere to the law or meet with the Council to address all matters in an orderly and timely manner.”

Sketch of a President

The Commission of Inquiry (COI) launched on July 1st into deaths within the mining sector has concluded, with the findings of the report being perused by Cabinet until it is dispensed to the public. This is according to a senior official with the Guyana Geology and Mines Commission (GGMC), who confirmed that a report on the Inquiry had been returned to the Cabinet. The time frame for its disclosure to the public was not immediately available, as efforts to contact Minister of Natural Resources Raphael Trotman were futile. The COI into cases of mining accidents was launched after the mortality rate for gold miners recorded a spike on May 17th last, when a Mowasi, Potaro mining pit collapsed killing 10 miners in what was arguably the worst mining accident in recent memory. Statistics released by the Ministry of Labour early in the year 2015 show that the mining sector recorded 10 deaths for the year 2014, included two separate

- awaiting release by Govt. incidents of drowning at the same creek, claiming three lives. But the collapse of the 40ft deep pit, ensured that the mortality rate for 2015 shot past corresponding periods for 2014. The dead were listed as Leyland Jones, 38, called ‘Foots’ of Grove, East Bank Demerara, who was the gold operations’ General Manager; his nephew Jason Trotman, 21; of Samatta Point, Grove Housing Scheme; Raymond August of 229 Bent St, Dartmouth, Essequibo; Bobby Brittlebank of 98 Wisroc Housing Scheme, Linden; Michael Gardner of Better Hope, ECD; Sheldon and Orlando Clario; Desmond Martins; Trevon Phillips and Nanmore Kurt. In a herculean effort spanning an entire week, rescue workers braved rain and impassable terrain in an effort to reunite loved ones with the bodies of their illfated family members. The incident was of such a horrific nature in terms of casualties that a team of

officials from the Guyana Geology and Mines (GGMC), the Guyana Gold and Diamond Miners Association (GGDMA), traveled to the site. The next month, just a few days before the COI was announced, Orlando Archer, 25, died in a mining pit collapse at Jumbie Creek, Potaro. Minister of State Joseph Harmon had stated at the time that the Inquiry would not just cater for mining pit collapses, but casualties of differing natures occurring in the mining sector. The COI was chaired by Dr. Grantley Walrond, and had as its membership representatives from the Guyana Gold and Diamond Miners Association (GGDMA) and the Ministry of Social Protection. Its technical advisor was Jo Bayah. It is expected that through this Inquiry, immediate and long term interventions to enhance the health and safety for miners will be implemented.

Labourer death in New Amsterdam prison ...

Post mortem examination inconclusive

President David Granger yesterday received an artistic representation of his image sketched by JPsusa Lee. Lee, a student of Queen’s College, who is currently in the Upper Sixth Form level. She was accompanied by her mother, Myrna Lee.

After waiting for one week to find out how their loved one met his demise, the relatives of Winston Grant 38, a labourer of Main Street, Cumberland, East Canje Berbice were not given any answers since the post mortem conducted on his body proved inconclusive. Grant was rushed to the New Amsterdam hospital on the evening of Friday 21st after he was discovered lying motionless in his cell. He was pronounced dead on arrival. Grant, who is said to be suffering from some mental problems, had earlier appeared before Magistrate Mauricia Mittleholzer in the New Amsterdam Magistrate’s Court on a charge of common assault. He allegedly committed

the act on an underaged female relative. The child managed to escape and raised an alarm. The man was subsequently arrested, charged and placed before the court. He was placed on $10,000 bail. Unable to post the bail he was sent to the penitentiary. According to reports, the man who was misbehaving since he was in the Magistrate’s Court continued to misbehave, banging his head, hitting the walls and became involved in fist fights with other prisoners. He was subsequently put into another cell, but continued to misbehave. Prison officials made regular checks on the enraged man. After some time it appeared that Grant was not

Obama reassures Jewish groups on U.S.-Israel relationship Reuters - President Barack Obama reassured U.S. Jewish groups yesterday that the U.S.-Israel relationship is strong, despite differences over the nuclear deal with Iran, and called for more talks between the two governments on security cooperation. “As soon as this particular debate is over, my hope is that the Israeli government will immediately want to rejoin conversations that we started long before about how we can continue to improve and enhance Israel’s security in a very troubled neighbourhood,” Obama said during a webcast focussed on the international nuclear agreement. Obama said Washington and Israel have been in talks “for months” about getting security talks back on track, and those talks could include the next-generation missile defence and improved intelligence. Israeli Prime Minister Benjamin Netanyahu has been a fierce critic of the nuclear deal, in which six world powers agreed to ease economic sanctions against Iran in exchange for Tehran curtailing its nuclear programme. Netanyahu’s government and some U.S. pro-Israel groups, have lobbied fiercely against the nuclear agreement, potentially a core for-

eign policy achievement of Obama’s presidency if successful.Members of Congress have until Sept. 17 to vote on a “resolution of disapproval” of the nuclear agreement. If it passes, and survives Obama’s veto, it could cripple the deal by eliminating Obama’s ability to waive many U.S. sanctions.U.S. Republicans are largely united against the agreement, and have allied themselves with Netanyahu’s government against it. They angered the White House earlier this year by inviting the Israeli leader to address Congress without consulting the administration.Obama said the U.S. commitment to Israel is “sacrosanct and it is nonpartisan.”He added, “Everybody keep in mind that we’re

all pro-Israel ... We have to make sure that we don’t impugn people’s motives even as we have what is a very serious debate.” As Congress has considered the nuclear agreement, announced on July 14, its supporters have denounced opponents as “war hawks” and opponents have accused supporters of betraying Israel. The webcast was part of an intense White House campaign to bolster support for the pact, which has divided the U.S. Jewish community.Earlier on Friday, Democrat Tom Carper of Delaware became the 30th U.S. senator to announce that he would support the nuclear deal. Supporters need 34 of the 100 senators, or 146 members of the 435-seat House, to sustain a veto.

Democratic support for Clinton at lowest since 2012: Reuters poll

Reuters - Presidential candidate Hillary Clinton’s support among Democrats has dropped to its lowest point since Reuters/Ipsos began polling on her chances of winning the party’s nomination for the 2016 election almost three years ago. But the former secretary of state still has a lead of more than 20 percentage points over her nearest rival, Vermont Senator Bernie Sanders, the online survey showed yesterday. Clinton has suffered a steady erosion in the number of people in opinion polls who see her as trustworthy as controversy has grown over her use of a private email account when she served as America’s top diplomat. The Reuters/Ipsos survey, a rolling poll taken over the previous five days, put Clinton at 45 percent, with Sanders at 25 percent. The lead is Clinton’s smallest since Reuters/Ipsos began polling Democrats in

late 2012 about who they want to see representing them at the November 2016 presidential election. Vice President Joe Biden, who is considering whether to challenge Clinton for the nomination, came in third at 16 percent. Biden was polling at around 10 percent a month ago. A total of 494 people who identified themselves as Democrats took part in the

poll, which had a credibility interval of plus or minus 5.1 percentage points. Clinton’s lead is now slightly smaller than the gap between Republican frontrunner Donald Trump and his nearest rival, former Arkansas Governor Mike Huckabee, in a Reuters/Ipsos survey of Republicans. Trump, with 33 percent, led Huckabee, with 12 percent, yesterday.

Motorbike thief to spend the next 56 months behind bars Twenty-eight year old Ershad Bacchus of Albouystown, Georgetown was jailed for fifty six months after he was found guilty of a robbery under arms charge. The sentence was handed down by City Magistrate Judy Latchman, yesterday at the Georgetown Magistrates’ Courts. Bacchus on March 6, at Albouystown, together with three others and armed with a knife, robbed Antwan Nauth of one Jialing motorbike valued $200,000. Police Prosecutor Kerry Bostwick had related the facts to the court which stated that on the day in question around 03:00 hours, the Virtual Complainant was on his way home on motorcycle CH 2560, when the defendant with

three others confronted him and stabbed him with a knife about the body causing him to sustain injuries. Bacchus then escaped with the victim’s motorbike. The Prosecutor also stated that the defendant and the victim are known to each other. Bostwick further mentioned that Nauth went to the hospital to seek medical attention for his injuries. And on March 7, he positively identified the defendant as the person who carried out the attack on him. However, the Magistrate said that based on the prevalence of the offence she would sentence the defendant. During the trial, Police Prosecutor, Kerry Bostwick called several witnesses to testify in the case.

THINGS WHICH THE GOVERNMENT SHOULD DO The government has shown its experience. It takes more than an old head to get things right with a National Budget. Mistakes were to be expected. The government was replacing one that was in power for twenty-three years and therefore some accommodation has to be made for lack of familiarity with running a country. But when you can pass laws which granted autonomy to certain offices and then prepare estimates which are inconsistent with the intentions of the new law, it causes concern as to why these mistakes were made. It is hoped that the new government, which is keen on diagnosing the ills of the economy and society, will take steps to investigate how the blunders with the estimates were made. Even if this is for internal housekeeping purposes only, it should be done so as to avoid the same thing

happening again. No one is asking, as yet, for heads to roll. Enough heads are being rolled already to add more to that list. But some form of accountability for the blunders has to be made to see what can be done to make the system better and avoid the embarrassment that took place. One of the disappointing features of the work of the Committee of Supply was the answers given to many questions. In far too many instances there were replies to questions that indicated that the information requested would be supplied subsequently. This is unacceptable when one considers that the various Ministers are allowed to have their technical personnel at their side when answering questions. There should have been more information available at hand. The PPP did promise that it would provide rigorous

oversight. The government should have been better prepared. It also should have allowed for more days for the consideration of the estimates, even though the hours were extremely long. There are still many questions unanswered that should be answered. For example, the opposition has claimed that certain sums have not been identified. The Ministry of Finance should make a list of all the unanswered questions and provide the answers. Guyanese voted for greater transparency and they are going to be disappointed with anything less. Now that the Budget has been passed, the big question is whether it is capable of stimulating the economy to achieve growth in the last half, and particularly in the last quarter. There is another major problem. The gold miners have been offered increased concessions, because it was

felt that production was falling and there was a need for incentives to boost production. Now we are learning about massive gold smuggling. If this is true, it means the basis for the concessions does not exist. It means that there has been production, except it is not being recorded, since a great deal of gold is being smuggled. The government should not be afraid to renegotiate with the gold miners if it is felt that there has been no real fall in production. Finally, the government should explain how it is that when oil prices fell to below $60 per barrel, the PPP was able to reduce the price of gasoline by hundreds of dollars but now that prices are falling far lower, the new government can only reduce the price by $11 per litre.

Record keeping in workplaces is not optional, says Social Protection Ministry Ministry of Social Protection officials have said that regardless of what organisation or enterprise you are in, record keeping is mandated by law and nonadherence can result in dire consequences. Overtime, deductions, holidays with pay, illness as well as workplace injuries and accidents are some of the areas found to be lacking with regard to proper record keeping, the officials revealed during a seminar held on Wednesday with the media. It was stressed by various presenters during the midmorning session at the Ministry’s Labour Department on Brickdam, Georgetown that employers are required to maintain a number of records to comply

Minister of State, Joseph Harmon shocked at the state in which important documents were being kept at the Land Registry

with labour-related legislations. Presenting an enlightened approach to Labour Management Relations,

Prandatt Basdeo, a Senior Labour, Occupational Safety and Health Officer explained that record keeping in industrial relations is very

important as it is a requirement which aids not only the employers but also bodies that handle (continued on page 21)

=== The Freddie Kissoon column ===

Surely the PNC in 1970 was not the PNC in 1988, and is not the PNC in 2015 Is political analysis best left to historians and those who study political theory? If the answer is yes, then no one will accept that, because not only is it chauvinistic but one is bound to ask the question – why can’t an editor or a long-serving state actor though not trained in political theory, make learned analysis about political developments in his/her country. There are always the weak points that show up though, when others not schooled in history try to interpret current political issues without regard to the main ingredients in history. PNC member Sherwood

Lowe rightfully took issue with the Stabroek News over its July 26 editorial which included the following statement about the PNC, “As it is they run the danger of reviving a deep-rooted fear in some segments of the population, that no matter what is said to the contrary, the old PNC’s penchant for the authoritarian approach is still alive underneath the surface.” The historian is bound to disagree with Stabroek News’ assessment. The weak points are too glaring. First, the PNC of 1970 was not the PNC under Hoyte. The PNC under Hoyte proved to be the most

fair-minded government Guyana produced (with some bad areas of course like neglect for the African– Guyanese in the public service and sugar workers). The theory just cannot hold up that we in Guyana have to watch the PNC in the coalition regime at the moment because lurking around is the old PNC’s inclination to hog power. But the PNC under Hoyte did not hog power, it in fact gave it away to the PPP. How then can one refer to the old authoritarian approach of the PNC that may still be around? I doubt any other party

would have conceded power the way Hoyte did in 1992. It was under Hoyte that the Chairman of the Elections Commission came from the nomination of the opposition parties. It was under the PNC Government during the Hoyte era that a Vice-President was charged for alleged criminal behaviour. It was the PNC Government that gave permission for the registration and legalization of the Stabroek News. One must compare the PNC’s concession to Jimmy Carter as against Jagan’s refusal to leave government after he lost the elections in 1964. It was under the PNC

Government that the enormous tentacles of the state were curtailed. The PNC Government from 1987 to 1992 removed the prodigious control of the PNC Government of the economy. Certainly this could not have been a party that has inherent authoritarian tendencies. When one examines the divestment policies in the Economic Recovery Programme under the PNC administration, 1985-1992, the power of the PNC in both the government and the society were reduced to a mere footnote. That is a contradiction if one accepts the Stabroek News’ position that the PNC has old tyrannical habits. Secondly, the Stabroek News contends that there is a “deep-seated fear” in some segments of the country about the PNC’s dictatorship instincts. The obvious rebuttal to that point is in the form of a question – which segment of the Guyanese citizenry feels so? The editorial is pointing to sections of the East Indian

Frederick Kissoon population. Those sections will see the PNC in the same way they saw it even if the PNC leaders all become Popes and Saints. Thirdly, isn’t the Stabroek playing the Draculean ethnic game? I doubt very much that in 2015 even two percent of the African people of Guyana see an authoritarian temptation lurking inside the PNC. It means then we are using ethnic criteria to judge the PNC in 2015. Fourthly, depending on the methodology one uses, one will see an unchanging PNC from 1957 onwards. The facts to repel such arid theorizing are mountainous. If the essentialist approach in studying the PNC is ditched in preference for the dialectical method, then the PNC of the seventies is long gone. Even in terms of personalities, only two figures from that era are actively around – Hamilton Green and Oscar Clarke. Both have no authority in shaping the anatomy of the PNC. Four graphic facts point to a politically superior PNC that has left the autocratic ways of the seventies. One is the Hoyte Government. Two is the Corbin decision to merge the PNC with other groupings. Three is the open challenge for leadership within the PNC which led to stalwarts like Faith Harding being openly critical. Surely, dictatorial entities do not go in that democratic direction. Finally, the Granger/ Harmon leadership is a far better organism than when the PNC existed in the seventies.

Police, army patrols New Land Court Registrar, for crime-ridden Deputy sworn in Berbice - Ramjattan Minister of Public Security Khemraj Ramjattan has dispatched police and army ranks to Berbice, and to the Corentyne, in particular, in a bid to stem the rise in violent crime in the county. The Minister made the disclosure yesterday while speaking to journalists at the Ministry of the Presidency. He also said that police patrols will be increased in other ‘high crime’ areas. “We have sent down a unit from the Joint Special Operations Group, (JSOG) made up of army and police officials, we have sent up also a number of members from the SWAT team and a team from the Special Crimes Unit. The Special Crimes Unit is based in ‘A’ Division and is behind the solving of several murders in recent months, including the murder two Thursdays ago of cash crop farmer Pamela Kendall. “So… it is not just doing patrols but the detective work, and it is this detective work that is apparently paying off in No.45 (Village, Berbice) where we now have evidence literally that it was the husband that was involved, rather than anybody else,” Ramjattan said. “And it is that kind of quality work that we would want to see the police do. Though there might be lots of social reasons for the high crime rate, we also have to strengthen the police work, and as part of that the professionalism is required, and I am pleading with policemen that the training we are getting…they must inculcate that training. “But Minister Ramjattan said that police ranks must also “do a piece of inward

stretching so that they can outwardly reach.” “They have to do their own self-learning. A lot of police go to these workshops and feel that is the end of the matter. There must be continuing learning, there must be continuing education, by tapping into websites on journals on policing, on administration and police methods; and I am pleading with them so that we can make better detectives of those who are detectives.” “We are on our way. I hope that in time we will see a reduction. It is not ‘T 20 cricket’ when it comes to crime reduction, we have to better the institutions, we have to do more work with the individual policemen, and at a larger level, getting job creation, so that the young people can get jobs.” So bear with us, and we will do a better job come 2016.” Expressing the view that enhancing the conditions under which ranks work will lead to improved performance, the Public Security Minister said that Government has allocated funds just under $200M to equip police ranks with “better guns, more ammunition, patrol vehicles, ten more 4x4 pickups, about 50 more motorcycles, a number of bicycles, and lots more motor vehicles…” Stating that police have been receiving “sickening” treatment, Ramjattan noted that funds have also been allocated for the rehabilitation of police stations. “You need better conditions for policemen. If they go in and their toilets are in a mess, or their bedroom facilities are shabby, they are not going to perform, and so over a long period of time they have sickening kinds of treatment.”

(From left) Minister of State, Joseph Harmon, new Land Court Registrar, Rosalie Robertson, Minister of Legal Affairs and Attorney General Basil Williams, Assistant Registrar of Lands, Wendella Austin, Legal Advisor to the Office of the Presidency, Geeta Chandan-Edmonds and Chief Justice (Ag) Ian Chang. The Land Court Registry is set to receive some needed redress and improvement with the appointment of new Registrar of Lands Rosalie Robertson, and Assistant Registrar of Lands, Wendella Austin. The two officials were sworn in yesterday at the Georgetown Supreme Court by Chief Justice (Ag.) Ian Chang, in the presence of government representatives, including Minister of State Joseph Harmon, and Minister of Legal Affairs and Attorney General Basil Williams. The appointment came almost two months after former Registrar of Lands, Juliet Sattaur was sent on leave, to facilitate an investigation into the operations of the Registry. The Land Court was set up to address concerns of land claims and processing of land titles, thus, the facilitating of transports to land owners. But with several new housing schemes springing up in recent years, the Land Registry has been

swamped with processing titles and other transfers. Under the previous management issues of backlogs and delays have plagued the Registry, with lawyers and other members of the public raising concerns over a sloth in processing of transactions and land titles. To this end, the newly assigned Land Court Registrar vowed to work diligently to improve the

services of the Registry. Speaking with reporters following the swearing-in ceremony yesterday, Robertson disclosed that a team is already in the process of mapping out a plan to better the services of the agency. “The Registry is really in a bad state, but the staff is up to the challenge. We have already started to work. We are currently in the process of organizing and getting

things together.” The official also promised that the issue of backlogs in cases will be treated as a priority and noted that the staff will work over time to deliver professional and good service to citizens. Meanwhile, Minster of Legal Affairs, Basil Williams expressed optimism that the new appointments will help with the problem of backlogs and delays at the registry. (Rehanna Ramsay)

Murder at Number 45…

Berbice man charged with killing wife Deochand Sookchand after his first court appearance yesterday

GUYSUCO COMMISSION OF INQUIRY JULY 1 to SEPTEMBER 28, 2015 (90 Days)

The Commission members are: Mr. Vibert Parvatan (Chairman), Prof. Clive Thomas (Financial and Economic Analysis), Dr. Harold Davis and Mr. John Piggott (Agronomists), Mr. John Dow and Mr. Joseph Alfred (Factory Operations), Mr. George James (Sugar Processing), Mr. Nowrang Persaud (Industrial Relations), Mr. Claude Housty (Marketing), Mr.

Seepaul Narine, GAWU Representative and Mr. Omadatt Chandan who will serve as the Commission’s Secretary. The eleven-member Commission is expected to develop a 15-year plan to bring the industry back to profitability. Some of the work which was carried out by the Commission includes investigating the current state

of cane cultivation, factory operations, production and marketing of sugar, molasses and other by-products. Special emphasis has also be placed on human resources, research and development, diversification of the industry, community obligations, weather events, marketing, finance, procurement, factory performance and management. The world price for sugar

stands at approximately US$0.11 per pound, while Guyana’s cost of production is approximately US$0.40 per pound. In addition to the failure of the Skeldon factory and the industry’s below par production, the previous Government has plugged Billions into GUYSUCO over the preceding years. This Government, in the laying of budget 2015, (continued on page 21)

A day after his wife’s funeral, police handcuffed Deochand Sookchand and led him into a city court, where he was accused of murdering his 56-year-old spouse—shot in the head at the couple’s Number 45 Village, Corentyne home. Sookchand, a Good Hope Neighbourhood Democratic Council (NDC), employee, was then remanded by Magistrate Ann McLennan after his appearance in the Georgetown Magistrates’ Courts. It is alleged that on August 20, at Number 45 Village, Corentyne, Berbice, the 51-year-old Sookchand murdered his reputed wife, Pamela Kendall. The unrepresented accused will be making his next court appearance on September 14, at the Whim Magistrate’s Court, Berbice. Initial reports had indicated that Mrs. Kendall, a cash crop farmer, was shot

in the face by a gunman who had forced his way into the couple’s home during a power outage. Sookchand was reportedly in the bathroom when the ‘gunman’ entered via the back door, shot his wife in the face, ran up an inner stairway, then fled empty handed with an ‘accomplice.’ Pamela Kendall managed to run to her brother’s yard, where she collapsed. She was pronounced dead on arrival at the Skeldon Public Hospital. Residents had blocked a roadway and burned tyres while expressing outrage at the deadly ‘home invasion’ and other violent crimes in the community. But a few days later, police arrested Sookchand after reportedly finding forensic and other evidence that implicated him to his spouse’s murder. Pamela Kendall was laid to rest on Thursday.

Cleaners R’US supports 12 parents in getting kids ready for school

Some beneficiaries flanked by Tyrone Anthony (left) and Andrew Braithwaite (right) Members of the Kids Joy Foundation handing out backpacks to children in Mashabo With the new school term being just a stone’s throw away, some parents are now doing their last minute shopping, and others are still scraping monies to even begin. Meanwhile for some luck has been striking or like the saying goes, “the blessings have been flowing”. Indeed the blessings have been ‘timely’ as many parents were relieved after their children received back to school gear from various business entities and organizations. Just yesterday, Cleaners R’US joined the line of showing a kind gesture by taking twelve parents shopping for uniforms at Fogarty’s on Water Street. The two Managing Directors of that company, Andrew Braithwaite and Tyrone Antony, were observed gracefully standing at the cashier counter as they

awaited parents to complete their selection of clothing to pay the bills. Their faces lit up with smiles as they indicated their pleasure in making life easier for parents and children with their initiative. Braithwaite explained that the twelve parents were selected over a live program on 94.1fm hosted by Malcolm Ferreira on Wednesday. Two of the parents were lucky to have all of their children catered for when initially the company was only catering for one child from a family. Yesterday Kaieteur News spoke with two of the beneficiaries. Stephanie, an older sibling who uplifted the uniforms on behalf of her parents, said that it was very thoughtful as many cannot afford but with this kind action if not all, some would have benefitted. Parent, Shereen Sullivan, said

that it was relieving. “It was helpful”. Both parents and children were all smiles as they confidently left knowing that they will not be one of the many who cannot attend school on the first day. Meanw h i l e , a N o n Governmental Organization (NGO), Kids Joy Foundation, had on last Friday gone into the hinterland to spread the joy of “back to school”. If not all, most children look forward to their first day in a new school term, but it is not always possible. The NGO decided that like a few other businesses and organizations, they too wanted to ‘make it happen’ for these kids and relieve parents of the expense. Moshabo Primary School was selected and supplies such as haversacks, exercise books, pencils, pens, easers,

Stalemate as New GPC-controlled ... From page 2 that Government wants to amicably conclude with the company, the mechanisms leading to the implementation of the announced toll reductions. “While we respect the concession agreement, signed with the previous administration, we believe that lowering the tolls is in the national interest. We take this opportunity to re-state our resolve to do everything possible to bring relief to the travelling public in Regions Five and Six, who use the Berbice Bridge.” $120M SUBSIDY NEEDED Questioned yesterday, Jordan disclosed that under the arrangements, Government would have been advancing the bridge company

a sum of money every quarter. Based on current traffic figures, the company said the toll reduction would put them out-of-pocket about $120M$140M. In the budget for this year, Government has allocated $36M to help the company deal with the fallout of the reduction for the period September to December, 2015. Commissioned in 2008, the Bridge, while hailed by long-suffering Berbicians, came under fire as mostly taxpayers' dollars was used for its construction, yet it ended up in the control of a few private investors. Apart from the stateowned National Industrial and Commercial Investments Ltd (NICIL), being the single largest shareholder, in 2011, Queens Atlantic Investment Inc (QAII) which is controlled

by Dr. Ranjisinghi 'Bobby' Ramroop, the best friend of the former president, Bharrat Jagdeo, acquired even more shares in the BBCI, making him the second largest shareholder. Ramcharitar, the bridge company's Vice Chairman, is a top deputy in Ramroop's companies. The holders of the ordinary shares are National Insurance Scheme, New GPC, QAII and Secure International Finance Company each having $80M, and Hand-in-Hand and Demerara Contractors each holding $40M. There has been anger about the operations of the bridge which last year asked NIS to waive its dividends. Indeed, the Government of Guyana has not been collecting dividends as the company says it is not making profits.

rulers, sharpeners, counting books and sketch books, were among items distributed. President of the organization, Diane Shaw, disclosed that 86 children were the beneficiaries of the distribution exercise which was made possible by a few business entities and private persons. She listed GBTI Bank, Silvie’s Variety Store,

Seebarran & Company, Caribbean Container, GT&T, California Stucco, Jai Signs and Danny Persaud, Fabian Shaw, Shal Persaud and Marilyn as the donors of the items. Kids Joy Foundation is a Non Governmental Organization (NGO) which is governed by a seven member committee and was founded back in 2011.

The organization has been reaching out to schools around Guyana, but has been focusing more on disabled children and the less fortunate. Persons interested in making donations can do so by contacting Ms. Diane Shaw on 6453933 or can drop off the items at 96 Bonasika & Sheriff Streets, Georgetown.

Record keeping in workplaces ... From page 9 employers’ business such as National Insurance Scheme (NIS) and the Guyana Revenue Authority (GRA). Basdeo said despite record keeping being mandated by Law, it is one of the areas the Ministry has oftentimes found to be sorely lacking. “The fact is that employers do not keep records and in the long run, they would find themselves in serious problems,” expressed Basdeo. Provisions for record keeping are made in various pieces of labour-related legislation and employers must be able to produce records at any given time, it was explained. But the Ministry has found that records are improperly kept. According to Basdeo, many times records are inappropriately prepared in areas like the time an employee would have arrived at work, the time they leave and the lunch periods they would have taken in between those two time slots. Pushing his point, the Labour Official said this is despite instances where the accurate amount of hours of work needed would have been covered by workers, the records would often times reflect a different situation altogether. It was also explained that employees must also make it their duty to carefully peruse and sign records, since it would be in their best interest that supporting

documents accurately reflect their overtime and deductions. Basdeo explained too that the Holiday with Pay Act, also speaks to record keeping. “For any worker who proceeded on annual leave, the employer must show records of time spent and the amount of money being received by the employee,” the Labour Official explained. Adding to his point, Nadia Samuels, the Deputy Chief Labour Officer emphasised too that record keeping is not optional and that employers must be able to produce records to any Labour Officer upon request as failure to do so will lead to court action. The Labour Officials delved into issues with record keeping that regularly show up for persons who function as domestic help or maids. They explained that their employers believe it unnecessary for records to be kept of their hours of work and other areas, despite

it being a legal requirement. The Occupational Health and Safety Act dictates that all workplaces must keep an accident register. Basdeo explained that employers often say that the working environment has no hazard and hazardous work conditions do not obtain within. The Labour Official stressed, however, that this is a myth since all workplaces host potential hazards and keeping such a register is mandatory. He also emphasised the need to “get everything in writing” as they explained that grievances arrive through failed expectations and unclear arrangements often made between employer and employee. Attendees heard that certain unfavourable situations, disputes and even court battles could have been avoided is proper records were kept.

Guysuco COI consultants ... From page 12 allocated some $12B to the sugar industry. That was allocated after the Commission of Inquiry into the sugar corporation had already commenced, with its mandate to chart a course for the industry for the period spanning 2016- 2030. It is expected that the Commission’s findings will be ready by September of 2015. The placement of the

industry into private hands has also been subject to debate, as GUYSUCO has continuously been granted massive subsidies. Government’s advisor on sustainable development, Dr. Clive Thomas, has repeatedly called for downsizing of the industry and the need to privatize it. He currently sits on GUYSUCO’s Commission of Inquiry.

Ending standoff with North Korea boosts South’s President Park Reuters - Beset by crisis, scandal and a sluggish economy in the first half of her single five-year term, South Korean President Park Geun-hye’s approval rating soared in a poll released on Friday after a pact with North Korea brought back the rivals from the brink of conflict. Park’s rating in a Gallup poll climbed a remarkable 15 percentage points from a week earlier to 49 percent, the highest in nearly a year, after the accord early on Tuesday ended an armed standoff in one of the world’s most dangerous flashpoints and cleared the ground for further engagement with Pyongyang. She also scored points for talking tough in the midst of the negotiations, insisting that North Korea had to apologise for landmine blasts along their border. “This is a beginning to pierce through clogged-up South-North ties, but we don’t yet have a legacy,” said Choi Jin, the head of the Institute for Presidential Leadership in Seoul, referring to Park’s ambition for a lasting peace, and eventually reunification. “How she can continue to achieve outcomes to live up to this higher expectation is the next challenge.” Park, the daughter of a former president who came to power in February 2013, has made improving relations with nuclear-armed and unpredictable North Korea the top aim of her administration. Ties between the rivals have been all but frozen since 2010, when Seoul blamed Pyongyang for sinking a South Korean naval ship. Park has lived under the shadow of the North since her youth. Her mother was shot and killed in 1974 by a North Korean agent attempting to assassinate her father, then President Park Chunghee. Nevertheless, she has said her ambition is to engage North Korea and eventually bring the rivals close enough to make unification feasible for most on both sides. Many in South Korea credited Park’s tough stance for bringing Pyongyang to the negotiating table and forcing it to express regret for the mine blasts. The two sides also agreed to work towards resuming the meetings of families divided by the 1950-53 Korean War, an emotional issue given the advancing years of surviving family members, and to talk towards improving bilateral relations. There seems to be no immediate likelihood of a summit between Park and the North’s Kim Jong Un, but the

atmosphere between the two sides appears to have significantly improved after the pact. In a meeting with his top military aides, Kim called the accord a landmark that should pave the way for defused tension and improved ties, the North’s official media said on Friday. The leaders of the two Koreas have held just two summit meetings since the 1950-53 Korean War, the last in 2007. Park came to office with a strong electoral mandate but has been bogged down by a weak economy, the sinking of a ferry last year that killed more than 300 people, mostly school students, and graft scandals engulfing a prime minister who later resigned.

Venezuela’s Maduro to visit China, Vietnam for finance deals CARACAS (Reuters) Venezuelan President Nicolas Maduro yesterday said he will visit China and Vietnam to sign economic and financing deals, as the OPEC nation struggles to make ends meet at a time of low oil prices. “I leave tomorrow for Vietnam and China to seal agreements for the economic and financial security of Venezuela, and to seek support in these difficult times,” Maduro said during a televised broadcast. He said he had received invitations from the presidents of China and Vietnam. He did not offer further details. Venezuela has borrowed $50 billion from China through an oil-for-loans agreement created by late socialist leader Hugo Chavez in 2007, which has helped Chinese companies expand into Venezuelan markets amid chronic shortages of consumer goods. Chinese financing has been crucial for Caracas since last year’s oil market rout because Venezuela’s borrowing costs on capital markets are the highest of any emerging

Nicolas Maduro market nation. Vietnam’s state oil and gas group PetroVietnam is a 40 percent partner with Venezuelan state oil company PDVSA in the Junin 2 heavy oil project in the Orinoco belt. A senior PDVSA source told Reuters in March that PetroVietnam is considering pulling out of the project. The head of Venezuela’s

opposition coalition, Jesus Torrealba, scoffed at Maduro’s visit at a time when China’s slowing economic growth was worrying world markets. “Only he would think of going to China ‘to seek help’ the same week that China’s financial collapse causes a global crisis,” he tweeted. “Pure ‘Madurismo’!”

Venezuelans govt. backers rally after Colombian border closed CARACAS, Venezuela (AP) — A sea of government supporters in red shirts rallied in Caracas yesterday to back a crackdown on migrants, smugglers and paramilitary groups that has triggered an increasingly bitter dispute between Colombia and Venezuela and led the neighboring countries to recall their ambassadors. The spat erupted a week ago when Venezuelan President Nicolas Maduro shut a major border crossing to com-

bat what he says are rampant smuggling and paramilitary activities near Colombia, and declared a state of emergency in six western cities. Venezuelan officials deported more than 1,000 Colombian migrants and another 5,000 have left voluntarily, with some carrying all of their belongings across a muddy river on a frantic moving day. Yesterday, the United Nations High Commissioner for Human Rights called on both sides to work to resolve the

crisis with an eye toward their obligations under international conventions, and put extra emphasis on Venezuela’s responsibilities. “We urge the Venezuelan authorities to ensure that the human rights of all affected individuals are fully respected, particularly in the context of any deportations,” said Rupert Colville, spokesman for the UN High Commissioner for Human Rights. A meeting of the two countries’ foreign ministers on Wednesday failed to ease tensions. In a televised address late Thursday, Colombian President Juan Manuel Santos said he had recalled the country’s ambassador from Venezuela, complaining that Venezuelan authorities hadn’t let Colombia’s ombudsman enter the border city of San Antonio del Tachira to observe the humanitarian situation there. Santos also called for an emergency meeting of the Union of South American Nations and the Organization of American States to discuss the “unacceptable” situation along the border, saying, “We

Demonstrators hold banner representing their country’s national flag as they gather in front of the Venezuelan consulate to protest Venezuela’s border crackdown, in Bogota, Colombia. (AP Photo/Fernando Vergara) want to tell the world what is happening.” The country’s foreign minister later underlined the request, but added that a break in relations with Venezuela was still unthinkable at this point.

Yesterday, the foreign minister of Uruguay, which holds the organization’s rotating presidency, said such a meeting would be difficult to arrange on short notice. Santos’ protests came hours after Maduro appeared

on national TV in Venezuela and accused the Colombia president of undermining reconciliation efforts by telling lies. Until then, Maduro had centered his verbal attacks on Santos’ arch rival and predecessor, Alvaro Uribe.

Libyan drownings, truck of corpses drive up migrant toll

Hungarian policemen arrest a Syrian migrant family after they entered Hungary at the border with Serbia, near Roszke, yesterday. REUTERS/Bernadett Szabo EISENSTADT, Austria/TRIPOLI (Reuters) - Austria said yesterday 71 refugees, including a baby girl, were found dead in an abandoned freezer truck, while Libya recovered the bodies of 105 migrants washed ashore after their overcrowded boat sank on its way to Europe. Almost 100 more were missing and feared dead. Both tragedies were a result of a renewed surge in migrants fleeing war and poverty that has confronted Europe with its worst refugee crisis since World War Two. The International Organization for Migration said it estimated a third of a million people had crossed the Mediterranean so far this year to wash up in southern Europe. Almost two-thirds had arrived in Greece and most of the rest in Italy. At least 2,636 had perished in the attempt. German Chancellor Angela Merkel said European Union leaders were ready for an emergency meeting, if necessary, to discuss the refugee crisis. The White House urged Europe to crack down on traffickers and ensure that migrants’ human rights were protected. In the latest disaster off the coast of North Africa, a vessel packed with an estimated 400 migrants sank on Thursday after leaving Zuwara in Libya. The port is a major launchpad for smugglers exploiting a security vacuum in a country with two rival governments. Lacking navy ships, Libyan officials were searching for survivors with fishing boats and inflatables provided by locals. About 198 people had been rescued by noon, officials said. “The boat was in a bad condition and people died with us,” said Ayman Talaal, a Syrian survivor, standing next to his daughter. “We have been forced into this route. It’s now called the grave of the Mediterranean Sea.”The migrants were from sub-Saharan Africa, Pakistan, Syria, Morocco and Bangladesh, a security official said. Many appeared to have been trapped in the hold when the boat capsized.

Local officials and residents were putting bodies into red bags on a beach littered with shoes, trousers and other personal items from drowned migrants. Most migrant deaths have happened at sea. The gruesome find of a truckload of corpses in Austria highlighted the danger faced by those who make it across to southern Europe but depend on trafficking gangs to ship them north toward more affluent countries like Germany. A motorway patrol discovered the abandoned truck near the Hungarian border on Thursday, probably at least 24 hours after it had been parked there. The refugees appeared to have been dead for up to two days and fluids from the decomposing bodies were seeping from its door. A Syrian travel document was found among the victims, but more time is needed to determine whether people of other nationalities were on board, Hans Peter Doskozil, police chief for the province of Burgenland, told a news conference. The back door of the truck was not locked but secured shut with wires. Its refrigeration system showed no signs of having been switched on and there were no vents to allow fresh air inside, Doskozil told Reuters. The victims had been wearing light summer clothes. Of the 71 dead, 59 were men, eight were women, and four were children, including a girl estimated at one to two years old and three boys aged roughly eight to 10. Hungarian police said they had arrested four men - three Bulgarians and an Afghan and had questioned roughly 20 people after conducting house searches. “We expect that this is the trace that will lead us to the perpetrators,” Doskozil said, making clear that the people being held were not the ringleaders of the trafficking gang. Authorities were transporting the bodies to different Austrian morgues. A Reuters witness saw one truck carrying around 10 bodies entering a Vienna forensics center.

Dominica badly hit by Tropical Storm Erika

…Landslides have killed at least 12 people

Tropical Storm Erika caused widespread damage on the Caribbean island of Dominica. (Source: facebook) BBC News - Helicopter rescue teams in Dominica are flying to the aid of hillside villagers still trapped in their homes after the Caribbean island was hit by Tropical Storm Erika.Flash floods and landslides have killed at least 12 people, said Prime Minister Roosevelt Skerrit. Road bridges were swept out to sea, and flood debris, including a wrecked aircraft, blocked the main airport. Other Caribbean nations have issued tropical storm warnings. The storm hit Dominica on Thursday, dump-

ing a huge amount of rain on the small, mountainous island in just a few hours. “Erika has really, really visited us with a vengeance,’’ Assistant Police Superintendent Claude Weekes told the AP news agency. “There are many fallen rocks and trees, and water. It’s really chaotic.” More than 20 people are missing on the island which has a population of 72,000 people.Mr Skerrit made an appeal on Twitter for residents “to come out to help clean the streets, clear ravines and pub-

lic buildings today”. The storm is now moving northwest towards Haiti and the Dominican Republic, which share the island of Hispaniola. It could also hit Puerto Rico and Cuba in the next few days. The governor of the US state of Florida, Rick Scott, has declared a state of emergency, saying the storm poses a severe threat. But the storm could dissipate before reaching Florida, said Chris Landsea, from the US National Hurricane Center in Miami.

Antigua-Barbuda diplomat calls for urgent international help for Dominica WASHINGTON, United States – Antigua and Barbuda diplomat Sir Ronald Sanders has called on the Commonwealth Secretariat, the European Union Commission and International Financial Institutions to respond swiftly to the urgent needs of Dominica which has suffered loss of life and considerable

damage during the passage of Tropical Storm Erika.Sir Ronald has written to the Dominica Ambassador in the United States Hubert Charles expressing his sympathy and deep concern and offering to join diplomatic efforts to mobilize support from the Organisation of American States and the International

Financial Institutions in Washington. Several people are reported dead and others missing following Tropical Storm Erika’s passage. The storm’s rains flooded streets and collapsed buildings, roads and bridges.“I feel deep sympathy and concern for Dominica. The loss of life is tragic and my prayers are with the affected families. The damage to the country has set back its economy and will negatively impact employment and further strain the government in the rebuilding process. The international community must act swiftly to give Dominica relief,” he said. The diplomat, who was a member and Rapporteur of the Eminent Persons Group (EPG) that proposed reforms for the Commonwealth, reminded that recommendations had been made for a rapid response to disasters in Commonwealth countries.

Minister of Health Dr. Fenton Ferguson (centre, standing), observes while Principal of the University of the West Indies, Professor Archibald McDonald (right), and Deputy General Manager at China Engineering Company (CHEC), Qiwu Yang (left), sign a Memorandum of Understanding (MoU) for the expansion programme at the institution. KINGSTON, Jamaica – The University of the West Indies (UWI) and China Harbour Engineering Company (CHEC) have signed a Memorandum of Understanding (MoU), for a J$60 billion (US$511 million) development programme that will include the expansion of the University Hospital of the West Indies (UHWI) from a 500-bed to a 1,000-bed facility. As part of the expansion project, College Commons, which houses staff of the institution, will be upgraded, and a 100-room hotel will be built to replace the Mona Visitors’ Lodge. A centre for sporting activities, which will comprise a large auditorium to be used for graduation and other events, will also be con-

structed. It will accommodate between 800 and 1,000 persons. The expansion will also include the completion of a co-generation plant to supply electricity and to feed the cooling system for the campus. Principal of the UWI Mona Campus Professor Archibald McDonald said the institution needs now to be in a position to serve the wider region, which is part of its original mandate. “We have now arrived at a formula whereby the University Hospital can be restructured,” he said, while outlining that other governmentrun hospitals will benefit from improved offerings at the UHWI. “This will have all the

modern facilities. The government of Jamaica invests a large portion of its budget to the (UHWI); therefore, the University Hospital has to give back to the people of Jamaica. It has to supplement the government’s hospitals, and provide a higher level of care.” Minister of Health Dr. Fenton Ferguson said the arrangement between the UWI and CHEC should lead to the hospital being on par with the most equipped across the globe. He said he was satisfied that “the direction (in which) they are going will preserve and protect the most vulnerable within our society, and ensure that health care is not out of the reach of ordinary citizens”. Jack Warner’s extradition case adjourned PORT OF SPAIN, Trinidad (CMC) – The extradition case of former FIFA vice president Austin “Jack” Warner was adjourned to September 21 with the former national security minister questioning the delay by Attorney General Garvin Nicholas in signing the necessary documents to proceed with the matter. “We have an AG and if he can’t sign it, because of bias, he can delegate someone to sign it. Delegate someone, if because you’re bias and if because you owe me money and if of course you have a lot of pre-trial publicity and you can’t sign it, then give it to somebody to sign. “The law provides for that. You can delegate it but you

Jack Warner see the fact is I want to take them on. I want to take them on before the election but they want to take me on after

the election,” Warner told reporters. Nicholas, who is a candidate in the September 7 general election, has until September 16 to sign the Authority to Proceed. Warner, 72, had been released on TT$2.5 million (One TT dollar =US$0.16) bail when he made his first court appearance on May 27. He is charged with 12 offences related to racketeering, corruption and money laundering allegedly committed in the jurisdiction of the United States and Trinidad and Tobago, dating as far back as 1990. US law enforcement authorities earlier this year arrested a number of FIFA officials as part of the probe.

Part of the action during the Madhia/Maikobie female match. A spirited performance by host Madhia male team produced a hard fought 4-3 victory over their Maikobie counterparts when the teams collided in a friendly football encounter recently as part of their preparation for the upcoming Heritage games. The contest provided fans from both Amerindian communities much to cheer about; the visitors took the lead in the 37th minute off the booth of Aaron Domingo before Madhia drew level in the 44th when Alvin Daniels found the back of the net. John Joseph netted in the 49th minute to give the home team the advantage, but Leon

Johnson found the equalizer in the 57th. Bobby Nasa Justice slotted home in the 66th as Madhia once again grabbed the lead which was short-lived after Quacy Domingo scored for Maikobie in the 72nd minute. Both teams continued to push for the winner and created several chances, but it was Madhia who prevailed as Travis Hyman netted in the 89th minute. However Maikobie tasted success when their female team thumped Madhia 3-0 in their match-up. Camille Fredericks scored in the 22nd and 54th minute while Diane Xavier found the back of the net in the 82nd.

Dafne Schippers wins DDL/GBA/Michael Parris U-16 Boxing Tournament Nation’s Simon Pures bare fists 200m world gold and in highly anticipated slugfests goes third all-time Only Florence Griffith-Joyner and Marion Jones have run faster

Danielle Williams of Jamaica reacts after winning the women’s 100m hurdles. Reuters/ Lucy Nicholson Dafne Schippers ran the fourth fastest 200m in history, setting championship and European records as she took gold ahead of Jamaicans Elaine Thompson and Veronica Campbell-Brown. Dina Asher-Smith set a British record to run the fastest ever fifth place finish in World Championships history with 22.07 – a time which would have won her the gold medal in nine of the previous finals. Schippers’ time of 21.63 makes her the third fastest 200m runner in history behind only Florence Griffith-Joyner and Marion Jones. The Dutch runner, who took silver in the 100m behind Shelly-Ann Fraser-Pryce, was behind her competitors entering the final bend, but she powered through in the final metres to dip Thompson on the line and clock a faster time than Marita Koch and Heike Dreschler. Both Thompson and Campbell-Brown ran sub-22 races, clocking 21.66 and 21.97 respectively, with Campbell-Brown just nudging America’s Candyca McGrone out of the medals, running 22.01. “I am absolutely over the moon,” said Asher-Smith. “I’ve run three PBs and ended in 22.07 which is a British record so I’m a really, really happy girl.” Over in the field and Tianna Bartoletta produced a dramatic world leading leap of 7.14m to steal gold from under Shara Proctor’s nose with her final effort of the competition. Proctor became the first ever British female to jump seven metres as she achieved the feat twice, but Bartoletta’s final jump secured a second

world title – 10 years after her first. The Anguillan-born jumper admitted precompetition that she felt she had seven metres in her for the first time, and she did twice as she produced a lifetime best of 7.07m with her third effort, and followed it up with a 7.01m, taking silver ahead of Serbia’s Ivana Spanovic. Proctor said: “I’m numb right now; I don’t know what to feel. I am speechless. But I’m happy most of all. It’s my fifth champs and I finally did it – I got on the podium.” Lorraine Ugen joined Proctor in the top eight as she finished fifth with 6.85m, but Katarina Johnson-Thompson struggled on the runway for a second time in this championships with two tentative efforts of 6.63m in her first three jumps failing to see her secure another set of three jumps. The women’s 100m hurdles threw up a surprise with Danielle Williams of Jamaica winning gold in 12.57 ahead of Germany’s Cindy Roleder and Alina Talay of Belarus. Britain’s Tiffany Porter looked on course to claim a fourth gold for Britain heading into the final two hurdles, but sideways momentum took her out of her stride, and eventually finished fifth in a time of 12.68 behind defending champion Brianna Rollins in fourth – just 0.02 seconds behind Talay in bronze. The USA’s sub-par championships continued in the hurdles semis as first Dawn Harper-Nelson, the 2008 Olympic champion in Beijing, crashed out at the second barrier and then

Kendra Harrison false started in consecutive races, and continued with Rollins and Sharika Nelvis failing to capitalise on their favourite tags in the final. Williams set a personal best of 12.58 to qualify first ahead of Nelvis in 12.59 in the first semi before Porter coasted to a win in her semi in 12.62 ahead of Roleder who ran a personal best of 12.79. The other British interest, Porter’s younger sister Cindy Ofili, was unable to replicate her sister’s performance in the semis as she finished sixth in the first race in a time of 12.91. Britain’s Goldie Sayers was unable to progress through to the javelin final after failing to reach the 63.50m qualifying mark. The two-time Olympian came into Beijing with just two competitions under her belt this season, and with a heavily strapped right knee, she was only able to throw out to 58.28, well below both the qualifying distance and her season’s best of 62.09m from the Sainsbury’s Anniversary Games. More than 40 boxers are expected to enter the ring this afternoon when the Guyana Boxing Association (GBA) stages the 3rd edition of the DDL Pepsi/Gatorade Under16 boxing championships at the Andrew Lewis Boxing Gym (ALBG), Independence Boulevard, starting at 13:00hrs. Contrary to the first two editions that were tabbed under the name of the sponsors, today’s edition has been christened the ‘Michael Parris U16 Boxing Championship in honour of Guyana’s lone medalist at the Olympics Games. Boxers from the top gyms will battle for the championship trophy including those from the Forgotten Youth Foundation (FYF), Harpy Eagles Boxing gym (HEBG), Young Achievers (YA), Andrew Lewis Boxing Gym (ALBG), the recently commissioned Ann’s Grove Boxing

Gym and the Linden based Carryl Boxing Gym (CBG). The New Opportunity Corps will also field a team at the championships and sources at that institution are very upbeat that pugilists of the Essequibo based institution will do well in the tournament. Over the years boxers in this department have entertained those that attended the venue and much action is expected in today’s encounter. Further, the aim of this tournament is to create a platform for young boxers, just inaugurated into the sport, to enhance their potential among other pugilists of similar standard. Administrators of the GBA have reasoned that such outings would be the perfect catalyst to the boxers’ introduction to, and consequently advancement in the sport. Already, these administrators are boasting that the ploy has served its purpose and a

host of boxers who would have gone this route now boxing among the elite class. Further, in keeping with an agenda to recognize past stalwarts of the sport, the tournament honours Guyana’s only Olympic medalist, Michael Parris. “This is but a small token in recognition of the valuable contributions of our boxing stalwarts,” pronounced President of the Guyana Boxing Association (GBA) Steve Ninvalle earlier in the week at the tournament’s launching. The GBA boss said that the aim of the initiative is to create a wider awareness of the contributions of past pugilists while spiking the ambitions of contemporary boxers to emulate or even surpass those achievements. The weigh in will commence at the tournament venue at 10:00hrs and the first punch will be thrown at 13:00hrs.

Hetymer, Johnson & Sarwan hit 50s; GCC beat T&T touring team West Indies Under-19 Opener Shemron Hetymer, West Indies left-hander Leon Johnson and former West Indies Captain Ramnaresh Sarwan all stroked halfcenturies yesterday at Bourda as GCC beat the touring Oral Export team of Trinidad & Tobago by 143 runs. On a day blessed with glorious sunshine, an almost full strength GCC elected to bat on a flat track and, on the back of a pugnacious 74 from teenager Hetymer and an accomplished 63 from Johnson reached an imposing 251-7 off 25 overs on the fast outfield. Satyam Maharaj captured the wickets of Johnson and Guyana Franchise player Bajan Raymon Reifer for the

visitors who were restricted to 108-5 from 25 overs despite a classy 59 from the still elegant Sarwan batting in ‘Trini’ colors as guest player. But no one else apart from another guest player, Vivian Albert (13*) reached double figures. Stephon Wilson and leftarm Essequibo Inter-County spinner Anthony Adams took two wickets for the local side. Without Ricardo Mohamed and Guyana Captain Vishaul Singh who is getting married today but was at the ground to urge his team on, GCC were given a solid start by openers Martin Pestano-Bell (25) and Berbice player Hetymer shared in a commanding 125-run partnership. The 18-year-old Hetymer

flourished after a somewhat slow start and clobbered Sarwan’s spin for two fours and the first six of the contest in an over which cost 27 runs. Hetymer whose entertaining knock was decorated 11 fours and a six was removed by Rajiv Soomarie. Six runs later Albert, charging in from long-on, held a stupendous catch, diving full length forward to send Pestano-Bell packing off leg-spinner Ramkhalawan. Reifer, in his first match since arriving here just over two weeks ago, hit Satyam Maharaj for Bhaskar Yadram to hold his second catch in the deep as the left-handed Reifer departed for eight at 145-3. But the 28-year-old Johnson, who has played

GABA recommends sanctions

FOR HAMILTON, CAUSWAY By Edison Jefford The Georgetown Amateur Basketball Association (GABA) has recommended sanctions for Pacesetters’ forward, Jermaine Hamilton and Colts guard, Dave Causway following a postgame feud that erupted Wednesday night at the Cliff Anderson Sports Hall. President of the GABA, Andrew Hercules made the recommendations following receipt of a verbal report from referee, Dexter Douglas, who is currently in charge of the Guyana Basketball Officials’ Council (GBOC). “Based on Mr. Douglas eye-witness account in addition to other bystanders that collaborated the exact happening, the Georgetown Amateur Basketball Association would like to recommend the following in keeping with FIBA (International Basketball Federation) fair play and the player code of conduct,” the association stated in a letter to the Guyana Amateur Basketball Federation (GABF). The recommendations include: Causway “be fined an amount no greater than ten thousand dollars ($10,000) for the provocation of anger and disregard of a fan/player opinion”. In addition the recommendations include, “the suspension of Hamilton with immediate effect from all and any sanctioned Georgetown Amateur Basketball Association tournament or activity and by extension, the federation”. The GABA further stated

that at some point in the near future both individuals should be given an opportunity to apologize to the federation and the association. “The GABA will not, under no circumstance, condone violence of any form,” Hercules wrote. The incident in question occurred after the Colts vs Victory Valley Royals semifinal game of the GABF Forbes Burnham Memorial Championships, where Causway apparently threw a ball in Hamilton’s direction and was physically accosted afterward. “Based on Mr. Douglas account ‘Mr. Causway, following the conclusion of the game between Colts and Royals threw a basketball in the direction of Mr. Hamilton. Mr. Causway then walked away and upon walking away Mr. Hamilton ran up to Mr.

Causway and dealt him a direct blow to his head,” the association said in its letter. “Mr. Causway appeared to be dazed as he lay on the ground with blood gushing from his forehead,” it continued. Causway was one of the players that participated in the 2015 Caribbean Basketball Confederation Championships in Tortola. In response to the recommendations for sanction, the national federation said that both players are suspended until further notice. In addition, the GABF has a meeting scheduled for September 6 where they will address the conduct of both players. Following that meeting, the GABF will make a definitive pronouncement on the issue, based on the information and evidence related to the altercation.

four Tests, hit national Under17 leg-spinner Tameshwar Motilal back over his head for six before rocking back and pulling him audaciously for four to gallop into the 30s. Johnson, who along with Rajendra Chandrika, departs for Barbados for a two-week batting camp ahead of the Sri Lanka series in October, pounced on Motiram like a cat upon a mouse and smashed him for consecutive sixes over mid-wicket before Motilal removed Elon Fernandes (16) to leave GCC on 181-4. National U-17 skipper Renaldo Ali-Mohamed (2) was bowled by Albert and Johnson, who only arrived in Guyana from New York the night before, was dismissed at 238-6 after hitting two fours and four sixes. Deonarine Balgobin (18) was then run out at 247-7. The tourists lost their first wicket in Joshua Ward’s first over at 12-1 but the 35-yearold Sarwan who has 15 centuries from 87 Tests, joined Skipper Devendra Maharaj who played the supporting in

their 51-run second wicket stand. Sarwan had the fair sized gathering on their feet with a flurry of enterprising stroke-play in an over from Ward who shared the new ball with Reifer. The former Guyana Captain, who was signed to play for T&T in the last Regional tournament, caressed Ward exquisitely to the cover boundary for a couple of majestic fours before going over cover for another four. Sarwan was not done yet and a magnificent straight six was followed by a perfectly timed strength push which reached the boundary like a bullet. Sarwan’s entertaining 59 included seven fours and six and when he played a tired looking drive to be caught in the deep, many of the fans were shaking their heads at such a waste of brilliant talent. Yadram was bowled for a first ball duck as two wickets tumbled at 53 and the visitors, who will play their final game tomorrow at Everest, never recovered.

Shemron Hetymer was in a pugnacious mood yesterday.

Sophia and West Front Raod play... From page 35 minute effort appeared to have cemented the deal for Sophia, but West Front Road had other ideas. Michael Pedro started the fight back when he netted in the 23rd minute after an initial shot crashed on to the crossbar and into his path and he headed in. With time running out, Oie’s cracking shot that penetrated both defenders and goalkeeper ensured that the points were shared. It came in the 27th minute of play. In the night’s opener, North Ruimveldt repelled a stiff challenge from Beterverwagting (BV) to prevail 5-3. The experienced Gerald Grittens booted in a brace in the 19th and 27th minute, while Orin Massiah, Joshua Browne and Linris Carrington netted in the eight, 16th and 21st minute respectively. For BV, Delroy Deen continued to carry the team’s weight on his shoulders, lashing in a treble in the third, 12th and 25th minutes. West Demerara’s Showstoppers made light

work of a lackluster Broad Street, beating them 5-2. Anthony Sancho led the way with a double in the 10th and 21st minute, while Dexroy Adams, Marvin Josiah and Damian Williams assisted with goals in the eight, 11th and 19th minutes respectively. Leon Richardson was the lone marksman for Broad Street, scoring in the 13th and 25th minutes. Albouystown then squeezed past neighbours Alexander Village 2-1 with Roy Cassou netting in the sixth and 29th minutes, while Delon Williams had tied the contest with his goal in the 22nd minute. The winning team will take home $500,000 and the championship trophy, while the second, third and fourth place finishers receive$250,000, $125,000 and $75,000. Apart from GT Beer, the other sponsors of the event include the National Milling Company (NAMILCO) of Guyana and Trophy Stall of Bourda Market and Bourda Street. Action in the competition resumes tomorrow evening at the same venue.

Raging duels anticipated as LFS Burnham Pakistan name squad for West Indies visit Memorial Chess Tourney resumes After one week of rest where they were probably reviewing their strategies, the nation’s top chess players will return to the National Resource Centre, Woolford Avenue, to resume the intense battle for top honours when the penultimate day of the Linden Forbes Sampson Burnham Memorial Chess Tournament gets underway this morning at that venue. At the moment, Roberto Neto, has taken charge and leads the pack but by a mere ½ point. He will have to be wary of former National Junior Champion, Anthony Drayton and Glenford Corlette, the two players that are just ½ of a point shy of his score. Anyone viewing the first two days of the tournament, and with an inkling of the mercurial nature of the sport, will know that Neto cannot afford to be complacent. He has had great fortunes in the inaugural and second day and to date has accumulated a flawless 3 points from as many games. While Corlette is relatively

Anthony Drayton new to the podium positions, the same cannot be said of Drayton who had proven his worth after dethroning Taffin Khan of his junior title a few years ago. A very dangerous player, Drayton has demonstrated in the past that he has the verve for the big occasion and the final two days will certainly see him lifting his game a notch. Two other players, Alexander Duncan and

veteran player, Errol Tiwari are also lurking in the shadows on 2 points apiece and the latter player’s experience cannot be taken for granted; he ruled the roost during the late 70s/early 80s and is as experienced as they come. Former Junior and Senior National Champion, Taffin Khan has not been on top of his game but has accumulated 2 points after winning one but drawing two of his games, one against Drayton. He still has to face Tiwari and Neto either this morning or tomorrow and will be required to dig deep if he is to be in serious contention for top honours. Glenford Corlette is also positioned on 2 points and can also throw a monkey’s wrench in Neto’s aspirations, especially if he scores a windfall of games in today’s sessions. Dr. Maria Thomas is usually very competitive but her absence for the first round might have affected her rhythm and she went on to drop her second round game

Roberto Neto to Drayton. She finished the second day with a victory over Alex Joseph but will be required to up her game a few notches if she is to be a serious contender for the top spot. The players are cognizant that this is a rated tournament and that the top 8 players will qualify for the national championships later this year. As such, they will all endeavor to raise their standards and a tense day of chess is envisaged.

Lahore - Pakistan women’s cricket team will take on the West Indies in a series of four ODIs and three T20s starting October, the Pakistan Cricket Board (PCB) announced on Thursday. China picked up a first gold medal at their home world athletics championships when Liu Hong led Lu Xiuzhi across the line after the duo blew away the field in the women’s 20 kilometer walk yesterday. Both were given a rapturous reception as Liu crossed the line in the iconic Bird’s Nest Stadium in a time of one hour 27 minutes and 45 seconds, fractionally ahead of compatriot Lu, with the duo having matched strides throughout the race. The victory was also a first world championship gold for world record-holder Liu, having sandwiched a silver in

2011 between two bronzes in 2009 and 2013. “I felt a lot of pressure. China hadn’t yet won a gold medal in this championships in the previous days and everybody was waiting for it,” Liu told reporters. “I was well prepared. I have been training hard and I hoped that I could make it. “I had three world medals before and now I finally got the gold. Reifer, Bishop spur WICB U-15s to victory on UK Tour

L

ondon - Halfcenturies from compatriots Nico Reifer and Joshua Bishop helped the WICB Invitational Under-15s to victory in the two latest matches on their tour of the United Kingdom. Reifer cracked 60, spurring the WICB Under15s to a nine-wicket victory

over Hertfordshire Under15s on Thursday at West Herts, and Bishop scored a vital 57, propelling the visitors to a one-wicket victory over Barmy Army Colts yesterday at Stanmore. The results would have been a welcome boost for the WICB Under-15s, after the weather wreaked havoc with their two previous matches,

which followed a 64-run defeat in their tour opener against London & East Region last Sunday. Yesterday, Reifer, the younger cousin of former Barbados batsman and West Indies Captain Floyd Reifer, smashed five fours and four sixes from 48 balls, as the visitors successfully chased 135 for victory in a Twenty20

contest at the Herts Under-15s. Before he was the only scalp claimed by the Herts Under-15s, Reifer shared an opening stand of 91 with Crystian Thurton, whose runa-ball 42 not out included five fours and one six. The visitors’ captain Kirstan Kallicharran was not out on 29. Guyanese pacer Collin Barlow had been the pick of the Caribbean side’s bowling with 3-23 from his allotted four overs, after West Herts won the toss, chose to bat and posted 134 for seven from their 20 overs. Yesterday, a rearguard innings from Bishop which included four fours and five sixes from 41 balls catapulted the WICB Under15s to victory. The visitors were wobbling on 42 for seven in the 18th over, chasing 143 for victory, before Bishop entered to get them back on track with a stand of 83 for the eighth wicket, with Johnnel Eugene, son of former Windward Islands batsman John Eugene, supporting with 30. Earlier, Raewin Senior grabbed 4-22 from nine overs and Eugene captured 3-20 from the same number

Colin Barlow and Sagar Hathiramani of overs to undermine the Barmy Army Colts’ batting. The WICB Invitational Under-15s take a break today before returning to the field of play for the Lashings & H o u s e o f Commons/House of Lords Twenty20 Tournament at

The Mote. The Tour was organised following an invitation from the England Barmy Army Colts. It has the potential to become an annual event depending on its success this year. It will provide the players with the opportunity to showcase their skills against their peers from another country and serve as a great tool for talent identification and development. Summarized scores: At West Herts CC on Thursday, August 27: WICB Invitational Under-15s won by 9 wickets. Hertfordshire Under-15s 134 for seven off 20 overs (A. Neal 39, A. Verdi 32, W. Latham 23 not out, O. Marin 22 not out; Collin Barlow 323, Nyeem Young 2-36). WICB Invitational Under15s 135 for one off 17.2 overs (Nico Reifer 60, Crystian Thurton 42 not out, Kirstan Kallicharran 29 not out). At Stanmore CC yesterday, August 28: WICB Invitational Under-15s won by one wicket. Barmy Army Colts 142 off 43.2 overs (A. Laws-Mather 40, W. Latham 25, A. GT Beer Futsal Tournament...

Sophia and West Front Raod play to 5-5 thriller; Showstoppers, N/Ruimveldt, Albouystown also win

Part of the action-packed engagement that featured Sophia (in green) and West Front Road on Thursday evening.

Action in the clash between eventual winners Showstoppers and Broad Street.

It was billed as a battle of epic proportions and so it was when Sophia and West Front Road ‘Gold is Money’ clashed in the final game on Thursday night in the inaugural GT Beer Futsal Tournament, at the Cliff Anderson Sports Hall, Homestretch Avenue. Rated amongst the two

best exponents in the Futsal version of the sport, the two teams battled to an enthralling 5-5 tie to share the points, but more importantly remain unbeaten. Michael Oie sent the West Ruimveldt-based side ahead after two minutes after intercepting a pass to fire past the goalkeeper.

Sophia took little time in responding when former goalkeeper Shemroy Arthur scored with an explosive free kick in the fourth minute, before returning to duplicate the feat two minutes later which gave them a 2-1 lead. However, just as Arthur had done, Oie returned instantly to level the

proceedings after finding himself unmarked following a parry by the goalkeeper from a stinging Randolph Wagner shot, poking in from close range. However, Sophia regained the ascendancy courtesy of an own goal which occurred when a powerful shot from Omallo

Williams deflected off a defender and wrong-footed the surprised goalkeeper. That goal came in the ninth minute of play. By this time the contest resembled a prize fight as the two teams seemed to stand toe to toe and Wagner joined the slugfest one minute later when he delivered a

ferocious right-footer, giving the opposing keeper no chance to save. The break came with the scoreline at 3-3. Just one minute after the resumption Williams dribbled past one defender, before he let loose a right foot screamer for a 43 lead. Sheik Kamal’s 19th (Continued on page 31)
