Widening pluralism Activities in our society continue to prompt the question of what sort of morality is guiding our people. Killing without apparent remorse and a tendency to dehumanise each other are only two of the most obvious symptoms. This is partly due to the fact that our society is diverse, a combination of various cultures and traditions: it is heterogeneous in composition. Dynamic and changing, it is pluralistic in many ways. It has always been to some extent, morally pluralistic, and unfortunately this pluralism appears to be widening. We can distinguish four levels of moral pluralism: radical moral pluralism, the pluralism of moral principles, the pluralism of moral practices, and the pluralism of selfrealisation. Radical moral pluralism describes that state of affairs in which people hold mutually irreconcilable views about morality, such as what the terms right and wrong mean, and which actions are right and wrong. People who hold such radically divergent views, however, do not form a society and herein lies the danger for Guyana. To be a society, a group must accept certain fundamental practices and principles. At a basic level, for instance, there must be general agreement that life is worth living, that the lives of the members of the society should be respected, or that people will respect existing differences to the extent that they do not interfere with each other. Some people do not care whether they live or die and also believe it is their moral duty to kill others, it may not be possible to convince them they are mistaken. But people with such a view cannot form a society. To the extent that society and morality go together, the morality of a society must be a shared morality, not a radically pluralistic set of opposing moralities. The morality of the gunmen who raided communities in the not too distant past falls in this category. Yet a society may be morally pluralistic on the other three levels. Secondly, a plurality of moral principles within a society does not necessarily mean irreconcilable diversity. Pluralism on the level of moral principles is compatible with social agreement on the morality of many basic practices. Such agreement does not necessarily involve agreement on the moral principles different people use to evaluate practices. The vast majority of the members of our society, for example, agree that murder is wrong. Some members of our society operate only at the level of conventional morality, and do not ask why murder is wrong. Some may believe it is wrong because the Creator in whom they believe forbids such acts; others because it violates human dignity; others because murder has serious consequences for society as a whole, and so on. Each of these involves a different moral principle. These different principles are compatible with similarity of moral judgments. Further, we look on the third level, where we see specific actions. On this level, we encounter a variety of moral opinions about some of them. This pluralism regarding moral practices may stem from differences of moral principles, but it may also stem from differences of fact or of perception of facts, differences of circumstances, or differences in the weighing of relevant values. Even when there is basic agreement on principles, not all moral issues are clear. In a changing, dynamic, developing society there is certainly room for moral disagreement, even if there is unanimous agreement that what helps the society to survive is moral. New practices might be seen by conservatives as threatening the society’s survival, and the same practice might be championed by others as the necessary means for survival. Pluralism of practices, however, is compatible with areas of agreement, and this is usually the case. On the fourth level of moral pluralism is that of self-realization. As long as the members of a society abide by the basic moral norms, they are allowed, in such a pluralistic society, to choose freely their other values and

The people must act to bring about regime change DEAR EDITOR, For those who attended primary school in the 1950s and 1960s had to have a genuine pride as their teachers spoke glowingly of a beautiful Guyana. They described Guyana as a land of paradise with its beautiful scenery and landscape. They made Guyanese feel blessed that they were born and/or resided in this paradise. For those who were captured by the spell cast with words paying tribute to our glorious country must have, some time along life’s journey had a dose of reality that Guyana is now a paradise lost. Thanks to the Jagdeo/ Ramotar cabal. What natural wonders exist today in Guyana-Georgetown once dubbed the Garden City has now become the garbage city and the historic buildings such as the City Hall are falling apart. The beautiful drainage system built by the colonials has collapsed. Today, it takes only a drizzle to flood the streets of Georgetown and surrounding areas. Streams, rivers, canals and lakes might more aptly be described in terms of polluted water ways. And the overnight rags to riches in the cabal are so corrupt, greedy and selfish that they are not interested in maintaining the i n f r a s t r u c t u r e bequeathed to them by Britain. In other words, this rag-tag group at Freedom House has put their own

financial interests first and not the people and the country. S a d l y, t h e P P P d u r i n g t h e Jagdeo/Ramotar regime have looked the other way while the country is rotting, pretending that the gravity of the decay is overstated by the printed media and the opposition. Those who saw the writing on the wall prefer to be like the cynic character Benjamin in George Orwell’s book Animal Farmcontent to make predictions without raising a hand, or in Benjamin’s case, use a hoof to steer the country in the right direction. If the PPP, especially the Minister of Local Government, Mr. Whittaker continues to squander the opportunities given to them to set things right, Georgetown will remain the garbage city and Guyana will become a living hell, if it is not so as yet. Under the unrighteous and uncaring PPP cabal, Guyana has slid down a slope of societal and economic hopelessness - a hopelessness in which the country has lost those who were honest and hard working. These patriotic giants have spent their lives performing at the top of their game so that others who follow would have benchmarks to continue their works in progress. But the focus of the PPP is not to make Guyana a better place in which to live. The post-Jagan PPPites are bent on

making millions the illegal way and in the shortest possible time without having to work hard. These greedy, selfish, and corrupt Jagdeoites continued to use the state resources to enrich themselves, their relatives and friends at the expense of the poor and the working class. Their barefaced corrupt practices have resulted in Transparency International ranking Guyana as the second most corrupt country in the Caribbean after Haiti. In 2014, Guyana’s corruption rating worsened, slipping lower than the previous years to 137th out of 177 countries with its lowest score of only 27 points out of 100. This means that corruption has increased under the Ramotar’s administration. The people can no longer depend on the DONOTHING President to end corruption and save Guyana from the the kleptocrats. The country is not in a good place right now under these unrighteous Freedom House gangsters. We call on all law abiding citizens to use any and every legal means necessary to get rid of this crooked regime. Change will not come overnight and it will not at all happen without a concerted effort by the people. Unless the people act on their own, change will not come to Guyana. Asquith Rose and Harish Singh.

Do we live in a police state? DEAR EDITOR, A concern expressed by a fairly wide cross-section of citizens suggest that there exists a lowering of trust in the Guyana Police Force to live up to its motto “to serve and protect”. This is so sad because I have come in contact with a number of senior Police Officers and other ranks who are highly professional, courteous and efficient who make us proud to be Guyanese. However, some recent experiences suggest we may be drifting towards a classic Police State where elements in the Force are used to pervert justice (look at the number of cases dismissed etc). A Police State is where they use elements of totalitarianism-manifested by the exercise of political power by the executive. I share a recent experience for citizens to judge. On Monday at a duly constituted Statutory Meeting, the duly elected

council passed a motion requiring the Acting Town Clerk, Ms. Sooba to proceed on administrative leave immediately. The Town Clerk Acting, Ms. Sooba was present, and was the same day sent a letter asking her to remove her personal belongings and do a ‘hand over’. That office was secured at end of the Meeting after Ms. Sooba had the opportunity to do as required, however she issued defiant words. The following morning, a non-employee of the council along with Ms. Sooba broke into an outersection of Town Clerk’s office and as we learnt, a female reporter was assaulted in the process (no condemnation from the WPO, Gail Texiera and Gillian Burton et al). The Mayor and some councilors personally made a report to the Brickdam Police Station later that day. A Police NCO and a Police photographer

their lifestyles. This constitutes a kind of moral pluralism, because self-development and fulfilment, according to some views, are moral matters. A society that allows divergence of self-development within the basic moral framework tolerates a great many differences that would not be allowed or found in a homogeneous society.

proceeded to City Hall in order to conduct further investigations- Ms. Sooba locked the door to the Town Clerk’s outer office, the Police officers showed their identification to gain entry but to no avail. Later Ms. Sooba and the civilian emerged and informed the male Police rank that his ‘superior’ wishes to speak with him on her cell phone. After that

conversation in our presence the officer, informed us that they were ordered to abort their investigation and return to Brickdam Police StationEnd of story. No further comment is necessary. Save to remind us of what Thomas Otway said during the restoration in England, “Justice is lame, as well as blind among us”. Do we live in a police state? Hamilton Green

Peeping Tom’s twisted logic DEAR EDITOR, It’s amazing how people can be so simple minded or in fact obtuse to the point where they unwittingly expose their political bias. Peeping Tom in today’s Edition of the Kaieteur News, (August 28, 2014) opined that the entire City Council should resign until such time as the Local Government Elections are held. This is exactly what Freedom House wants, to deny the right of citizens, to elect their representatives, by refusing to hold Local Government Elections. And second, Peeping

Tom must have been aware that when this position was touted in 1994, it was to install a PPP dominated Council. I challenge Peeping Tom to provide a list of persons whom he considers, and from which political Party to run the Council, and who will identify such persons. It is about time that people cease writing nonsense to avoid the real issue, to change the city to be managed by a competent person, and to respect the will of the citizens. We are very disappointed of Peeing Tom’s twisted logic. John Green

PROFESSIONAL POLICING NEEDED FOR SURVIVAL OF THE JUSTICE SYSTEM DEAR EDITOR, For too long, too many Guyanese have been psychologically, socially and emotionally abused, maimed, killed and otherwise had their lives destroyed by members of the Guyana Police Force. These abuses and deaths will not stop until the people express serious concern or rise up against such barbarism. The fundamental purpose of government and the security forces is to protect its citizens. But this is not the case in Guyana where the police are allowed to violate the human right of the people, especially the youths. To say that the Minister of Home Affairs and the minority PPP regime have failed, and failed miserably, in the most basic function of protecting the citizens is at best an understatement. Report upon report, investigation upon investigation after alleged police murder and brutality have done very little to change the culture of impunity which seems to characterize the Police Force. The PPP regime has continually pointed out that there are scores of good policemen and women and of course they have used this argument as a conduit or escape route rather than face the magnitu d e of th e problem which currently afflicts the people. The police have and continue to use very poor judgment in their attempts to solve crimes and this is why some 45 percent of murders are not solved.

The crux of the problem with this errant Police Force must not be ignored. We know that the police force is not perfect; in fact, it is far from perfection. Add to that reality is the fact that the police are often given “basket to carry water” especially with respect to the poor conditions they work in and the meager resources they are given or not given to do their jobs. This, along with the poor salaries, paid to them is the primary reason why they openly ask for bribe from any and everyone. Since assuming the portfolio, Mr. Rohee has not brought about any revolutionary changes to the operations and culture of the Police Force. He is not only micromanaging the force but has allowed the killings, barbaric acts and wrongful lock-up of innocent youths to continue. This is why we are demanding his resignation as the Minister of Home Affairs effective immediately. For those who might still be in doubt as to the urgent need for changes in the Police Force should be reminded of the ghastly police-related killings and torture which were brought to the public attention during the Jagdeo era. How many more victims must we allow to endure the cruelty of the

Police? Sadly, in some of these cases no one has been charged, let alone convicted. For those who ask why we are bringing up these matters now, we can only wonder at the kind of Guyana one wish to live in and or see their children and their grand children grow up. Police murders and brutality should concern everyone. As a rule, one cannot change what one is not concerned about. Witness after witness have testified that several innocent youths are picked up by plain clothes police officers to see if they are wanted in connection with any crime. Although the Constitution states that “No person shall be subjected to torture or inhuman or degrading punishment or other treatment” yet these poor souls are beaten and or tortured by the police to confess to crimes they did not commit. As a people, either we believe that the government exists to serve the people or that the people exist to serve the government. It cannot be both. From an objective point of view, there is no denying that there is something rotten in the PPP government to allow such brutality on the citizens of Guyana. Guyana does not need a barbaric and corrupt Police Force. It needs a disciplined,

professional and independent police organization. If the PPP regime does not act to protect the rights of the people, it could lead to a real sense of despair among the youths and the loss of their precious freedoms and this could lead to further self-destruction of society. Despite the fact that there are good officers in the force, the average Guyanese working-class citizen continues to battle on a daily basis for the maintenance and respect of their human rights against a barbaric Police Force whose culture of brutality against the citizenry has proven resistant to meaningful change. We believe that Police Officers should be retrained not to abuse the citizens but to respect their human rights. What has gone wrong? Has the society done something wrong in nurturing its police to commit such brutal acts? Is the politics that we have practiced to be blamed?

We need urgent and honest answers to these questions if we are to save the next generation from this kind of Police brutality. The indisputable fact is we have a lopsided society that is predicated on inequalities, unfairness and the marginalization of a large ethnic group. And, while poverty may breed crimes and murderers, Guyana without the means and with diminishing opportunities to emerge from poverty, is bound to breed a particular kind of frustration which makes life very cheap and meaningless. Everyone in society is threatened by the break down of law and order. This is why the total lack of respect for the people’s rights by the Police is something deserving of closer attention by the incompetent Minister of Home Affairs and his inept PPP regime. This is a very dangerous occurrence, to say the least; especially in light

of the fact that respect for the law is one of the great inheritances that has maintained freedom and held the society together since independence. This is now slipping away. Far too many members of the Police Force have committed major crimes in recent years against the citizens and they are not prosecuted. As we see it, crime-fighting in Guyana will continue to target the youths mainly because of the lack of proper scientific investigative skills in getting the real criminals off the streets. Professional policing is needed for the survival of the criminal justice system and for the police to build greater confidence with the public. We can best honor the memory of those who died at the hands of police bullets by resolving to make the society safe for ourselves and for our children. Asquith Rose and Harish Singh.

IMF boss charged Faces court for negligence over multi-millioneuro graft case during time as finance minister PARIS, France (AFP) — IMF chief Christine Lagarde, one of the world’s most powerful women, announced Wednesday that she had been charged with “negligence” over a multimillion-euro graft case relating to her time as French finance minister. The shock announcement came a day after she was grilled for more than 15 hours by a special court in Paris that probes ministerial misconduct, the fourth time she has been questioned in a case that has long weighed upon her position as managing director of the International Monetary Fund (IMF). In France, those found guilty of “negligence” can be sanctioned by a year in prison and a 15,000-euro fine. “The investigating commission of the court of justice of the French Republic has decided to place me under formal investigation,” she said in exclusive comments to AFP. In France, being placed under formal investigation is the nearest equivalent to

Christine Lagarde being charged, and happens when an examining magistrate has decided there is a case to be answered. It does not, however, always lead to a trial. Asked whether she intended to resign from the IMF, she responded: “No.” But her fate now hangs on the global lender’s board of directors. “I have instructed my lawyer to appeal this decision, which I consider totally without merit,” said Lagarde, who replaced Dominique Strauss-Kahn as IMF chief in 2011 after he became embroiled in a New York sex scandal involving a hotel maid. “I return back to Washington where I will indeed brief my board,” she added.

IMF spokesman Gerry Rice said the board would meet Lagarde “as soon as possible”. “Until then, we have no further comment,” added Rice. French Government spokesman Stephane Le Foll was similarly tight-lipped, saying Paris “had no comment to make on choices that are down to the IMF and no comment on judicial decisions”. The case relates to her handling of a 400-million-euro ($528-million) state payout to disgraced French tycoon Bernard Tapie in 2008, which investigating judges suspect may have been doled out in return for his support of expresident Nicolas Sarkozy in the 2007 election. The payout to Tapie was connected to a dispute between the businessman and partly state-owned bank Credit Lyonnais over his 1993 sale of sportswear group Adidas. Tapie claimed Credit Lyonnais had defrauded him by intentionally undervaluing Adidas at the time of the sale and that the state, as the bank’s principal shareholder, should compensate him.

Crisis deepens as Ukraine says Russian soldiers back rebel thrust KIEV (Reuters) - Ukraine’s president said yesterday that Russian troops had entered his country in support of proMoscow rebels who captured a key coastal town, sharply escalating a five-month-old separatist war. Petro Poroshenko told a meeting of security chiefs that the situation was “extraordinarily difficult ... but controllable” after Russianbacked rebels seized the town of Novoazovsk in the southeast of the former Soviet republic. Earlier he said he had canceled a visit to Turkey because of the “rapidly deteriorating situation” in the eastern Donetsk region, “as Russian troops have actually

been brought into Ukraine”. Russia’s defense ministry again denied the presence of its soldiers in Ukraine, using language redolent of the Cold War, even as two human rights advisers to President Vladimir Putin said more than 100 Russian troops had died there in a single attack on Aug. 13. “We have noticed the launch of this informational ‘canard’ and are obliged to disappoint its overseas authors and their few apologists in Russia,” a defense ministry official, General-Major Igor Konashenkov, told Interfax news agency. “The information contained in this material bears no relation to reality.” But Western

governments appeared to be running out of patience with Moscow’s denials. Referring to talks that Putin held with Poroshenko just two days ago, British Prime Minister David Cameron said: “It is simply not enough to engage in talks in Minsk, while Russian tanks continue to roll over the border into Ukraine. Such activity must cease immediately.” Poland’s foreign minister said Russian “aggression” had created the most serious security crisis in Europe for decades, and a top NATO official said Russia had significantly escalated its “military interference” in Ukraine in the past two weeks.

Cuban migrant boat turned away from Caymans despite rough seas GEORGE TOWN Cayman Islands (Reuters) - A small, homemade aluminum boat carrying 16 Cuban migrants sought refuge from rough seas in Grand Cayman on Thursday but local officials prevented a landing, citing a migration agreement with Cuba. Local law enforcement would not allow the migrants to receive drinking water, food or supplies from well-wishers onshore. The 20-foot boat, a patchwork of fiberglass and metal with large inner tubes attached to makeshift outriggers, was allowed to anchor offshore while their fate is determined. Under the 1999 migration accord Cuban boats are allowed to pass through Cayman waters as long as they do not seek any assistance. If the migrants come ashore, they are taken into custody and usually repatriated to Cuba. Boats smuggling Cubans seeking to flee the communistrun island are frequently seen off the Cayman Islands, located in the Caribbean less than 100 miles (160 km) south of Cuba.

They are usually headed for Honduras, about 400 miles away, from where migrants make the long journey overland to reach the U.S. border with Mexico. Under the U.S. so-called “wet foot, dry foot policy,” Cuban migrants who make it onto United States soil are allowed to remain while those intercepted at sea are turned back. “We left (Cuba) because there are no jobs or the basic items for living,” said the boat captain, who identified himself as Angelo. “We built the boat in secret near the sea and we left at night to avoid detection,” he added. The captain said the passengers, 11 men and five women aged 18 to 40, were from Manzanillo in eastern Cuba. He said the boat had been at sea for five days since leaving eastern Cuba, surviving rough seas whipped up by the passage of hurricane Cristobal to the east. The boat had no shade from the blazing summer heat and the group appeared to have run out of water.

Cayman officials confirmed that immigration officers were at the scene. “It appears that two of the migrants were here before and were repatriated in early January,” said spokesperson Bina Mani. Estimates are that 200 to 300 Cuban migrants have passed through the Cayman Islands so far this year and stopped for various reasons including bad weather, engine problems or lack of water. Angelo estimated only one in 10 boats make it to Honduras. Local islanders calculate that at least double that number pass near Cayman Islands without stopping, and others are intercepted by the Cuban government vessels and the United States Coast Guard. The U.S. Border Patrol said in late July that more than 13,500 Cubans without the proper papers had tried to cross the southwestern U.S. border since Oct. 1, 2013, more than during all of the previous 12 months. Four years ago, the 12-month total was about 5,500.

Barbados, UNIDO to sign fiveyear partnership declaration BRIDGETOWN, Barbados - CMC – Barbados will sign a five-year partnership declaration with the United Nations Industrial Development Organization (UNIDO) early next month. The agreement will be signed by Prime Minister Freundel Stuart on the sidelines of the September 1-4 Third International United Nations Small Island Developing States (SIDS) Conference in Samoa A government statement said the five-year partnership, which seeks to promote sustainable low-carbon industrial development, builds on Barbados’ green economy thrust, with emphasis on micro, small and medium-sized enterprises (MSMEs). “As a result of the partnership, inter alia, an ecoindustrial park with integrated resource efficiency management systems will be developed in the north of this island; a resource efficiency and technology innovation centre for MSMEs will be set up in Barbados, and an ecoinnovation capacity building platform for green enterprises in SIDS will be established,” the statement said. It quoted Prime Minister Stuart as underscoring the

importance of the partnership, saying it will bring benefits to Barbados and SIDS. “It will help Barbados to advance its green economy, renewable energy and sustainable development objectives,” said Prime Minister Stuart, who also noted that is important that SIDS leaders attend the Samoa conference. “We need to be a part of the conversation in Samoa. We cannot stay at home. We must go and articulate our own case. We cannot afford to leave the putting of our case to others who may not put it as forcefully as we can.” He said that Caribbean Community (CARICOM) governments view the conference as extremely important and that there should be participation at the prime ministerial and ministerial levels, as well as by Irwin La Rocque, the CARICOM Secretary General. Stuart said that SIDS had made significant efforts at the national and regional levels to implement the Barbados Programme of Action (BPOA) and the Mauritius Strategy for the Further Implementation (MSI) of the BPOA. “We have mainstreamed sustainable development

principles into national development policies and undertaken political commitments to promote and raise awareness of the importance of sustainable development issues.” Prime Minister Stuart said it would be easy for the realities of island nations to get overlooked amidst the economic challenges facing countries and the international community at this time. But he stressed that this “is a once-in-a-decade opportunity to have our challenges, capabilities and decisions clearly outlined for all to understand”. The Samoa conference will discuss the Pathway Outcome Document that was developed during the national and regional preparatory meetings held here last year. “This document represents a significant achievement for SIDS in preparation for the formal negotiating process with international partners, ahead of the conference,” Stuart said. The SIDS conference is structured around several strategic and political dialogues, including forums dedicated to youth, major groups, renewable energy and the private sector.

THE CHANGING FACE OF FASHION IN GUYANA A photograph in last Friday’s edition of the Kaieteur News showed the Mayor of Georgetown wearing what appeared to be “bell bottom” pants. I do not know if it is the photograph that makes the pants appear to have the characteristics of a style that was popular in the early 1970s in Guyana. It may be that the Mayor could be reinventing the fashion, or it may be that this is one of his trousers from way back. I do not know. But it had me thinking as to how many persons can still today produce from their wardrobes of clothing made in the fashion of the sixties and seventies. I am sure that there may be some persons who can dig deep into their wardrobes and pull out a pair of bell bottoms. I am sure that there are persons who still have shirt jacs, popularized during the Burnham era. But how many can pull out a dashiki outfit from way back then? I know that there are new varieties of dashikis, but I doubt whether there are many persons who still have clothing dating back to the seventies. Old timers usually can

count the number of dress shirts that they ever had. When you brought a dress shirt back in the day that is a shirt used for social purposes - it lasted in excess of ten to fifteen years. Your work clothes usually changed every year. This was because you wore it almost every day and therefore it became worn and discoloured after about a year. But since in those days people did not go out as much as they do today, a dress shirt could last you an eternity. Today there are some persons who have to go and buy a new shirt every time they are invited out somewhere. It is not that the modernday shirts are not of good quality. Rather it is that the younger generation do not want to be seen wearing the same shirt twice in a row. That somehow is social no-go in Guyana these days. There are some young ladies who go to the clubs every week and every week they must have a different outfit because they do not want their pictures to appear on GTVibes wearing the same outfit to more than one party, because this could lead their

friends to gossip about them. The other thing is that fashion designs and styles are changing so rapidly these days that your clothing quickly goes out of style. This, of course, is boosting sales for the boutiques. But it is costing the young people quite a fortune to stay current with the latest design and fashions. But Guyanese seem to have the money to move with the trends. This is great to see. The other reason why Guyanese are constantly changing their wardrobe is the amount of parties and social events that they are

attending these days. There are many people who feel that Guyanese are going through hard times. But if you go out on weekends to some of the popular joints you will get an entirely different impression. There are thousands of Guyanese who are going out, spending a lot of money and being dressed in clothing that would back in our day buy a lifetime of clothing. One young lady told me recently that the shoes she had on cost her twenty-eight thousand dollars. Now that is house rent for some people; and there were

about eight other young ladies wearing similar footwear. If you go to a normal wedding in Guyana and try to estimate the total cost of all the clothing that is worn by the guests, the sum would be staggering. And as I said, some people only wear one dress or shirt one time. But in as much as Guyanese today seem to be able to afford to be outfitted with the latest designer footwear and clothing, it is still a good habit to be able to care of your clothing. It is good to see persons

still taking good care of pants, shirts and dresses they wore twenty or thirty years ago. It is about the pride in caring for what you spent your hard earned cash on. This is something that needs to be inculcated in the younger generation. They have grown up in better times and therefore they do not have the same appreciation for the value of things.

== THE FREDDIE KISSOON COLUMN ==

Avoid the Rodney King road over Royston King APNU and the AFC are prepared to go into an early general election. One anticipates the PPP will put up serious roadblocks to remain in office if the no-confidence motion is passed. It will be passed, inevitably, as day passes into night. Whatever hurdles are used by the PPP to continue in power, there is going to be a general election next year, whether early or late in the year, but it will be in 2015. Once they have made up their mind to contest the forthcoming poll, APNU and the AFC have to stay off the

streets. This shouldn’t bother APNU, because since 2011 APNU wasn’t interested in road occupation. One suspected that after the close election result in which APNU could have been victorious in having the plurality, APNU settled down to plan for the next poll, when they figure they could galvanize a substantial percentage of those 120,000 registrants who didn’t turn up to vote in 2011. No one knows who the bulk of those absentees would have balloted for, but my guess is it would have been for APNU. That policy

has paid off for APNU and it has now become a big prize for APNU. With an election around the corner, APNU will observe the no protest sign with meticulous relentlessness. APNU’s leaders can now say to people like me and David Hinds and others, “We told you so.” Of course what David and I meant was that you have to be tactical. You have to know when to take to the streets and when not to. But since 2011, APNU had a blunt attitude of not touching street protest. Circumstances now favour APNU. Stay away from

public demonstrations to avoid the race trap of the PPP. Since the announcement of the no-confidence vote, the PPP has unleashed its provocation strategy. It has begun with the arrest and charge of the Public Relations Officer of the Georgetown City Council for forgery. Any fool knows that this is a political ploy to anger the PNC. The Royston King charge is as politically odious as any in the history of this country. What is equally repellant is the assignment of $70,000 bail. Any first-year law student would tell you bail is a mechanism to ensure an accused returns to court. Does Magistrate Latchman believe Mr. King will not attend his trial? Wasn’t self-bail the most commonsensical thing to do? Let me interrupt this train of thought to say that I have complained against this magistrate to the Chancellor. He replied to say that he has decided that the Judicial Service Commission should hold an enquiry (see KN, April 27, 2014, page 12, “Chief Magistrate and Judy Latchman report to be sent to Judicial Commission”). But

there is no functioning Judicial Service Commission. Something out of a horror movie has descended upon this country and has eaten up the soul of this nation. Not one citizen has chided the magistrate for her unbelievable imposition of $70,000 on a prominent citizen who speaks on behalf of the City Council, which is the government of Georgetown. But back to the politics of the King charge. It is possible that the Royston King nastiness was engineered to get the PNC so mad that it would go in the direction of the Rodney King protest in the US and the streets of downtown Georgetown would be filled with protestors? My answer is yes. This is the first salvo by the PPP to get into the minds of its Indian constituencies to paint African Guyanese as rabbles and tell Indians that these are the people the PNC depends on for its support. Both APNU and the AFC should be made aware that their patience will be tested. The PNC has won round one. The Royston King harassment was gruesome politics, but APNU has read

Frederick Kissoon the script correctly. More horror stories are in the making. It will really be a race of endurance for these two parties, but they will have to bear up with some dangerous poison from the PPP. The PPP is in a no-win situation. If they ignore the no-confidence vote, there will be enormous pressure on state institutions by powerful organizations like the political parties not to recognize the authority of the Government of the day, which will be an unconstitutional government. There is no doubt the ABC countries will call on the PPP to hold elections. Secondly, if the PPP wins back a plurality or loses outright, the game is still over. More Royston King eggs will be laid soon. APNU needs to be thoughtful.

Agriculture Ministry inks $697M in D&I contracts By Zena Henry Minister of Agriculture, Leslie Ramsammy, had cause yesterday to urge several contractors who will be taking on $697.3M in drainage and irrigation contracts to complete their work within a timely manner and cost framework. The Minister noted that on too many occasions, when work sites are visited, no work is ongoing. Minister Ramsammy spoke extensively of criticisms about previous work undertaken and urged the contractors to not cause any tension between themselves and the Ministry. Of those who signed off on the hefty work contracts, were five construction firms and three supervisory/ consultancy firms. The Minister reiterated his appeal to the workers for all jobs to be completed within the time frame and cost. The longest time period of the projects is 10 months. “I will be visiting sites regularly, along with the National Drainage and

...over $39M for supervisory services

Contractors and consultants sign off for the work to be done, in the presence of the Minister and other officials Irrigation Authority (NDIA) team, and hope to see work going on all the time. Too many of the sites I go to have no work going on sometimes.” The Minister even mentioned that on one site where he visited unannounced, he was told by a ground worker that he

should have called before coming. Ramsammy charged however that, “it is my work; I am hiring you to do my work. I do not need permission to come on site.” “If I was not a nice person, there would have been problems,” he told the contractors. They were therefore

High Court upholds CGX injunction blocking Repsol CGX Energy Inc. yesterday announced that its local subsidiary, CGX Resources Inc., has obtained an order from the High Court upholding the injunction from the Commercial Court of Guyana restraining Repsol Exploracion from proceeding with any proposed farm-out of the Kanuku petroleum prospecting licence (PPL), pending the hearing and determination of the arbitration proceedings it commenced. According to Professor Suresh Narine, Co-Chairman of the company, CGX is viewing the decision as strong support for its rights in the Kanuku PPL with the next step to regain participating interest in the acreage. “A final resolution of this matter is in the best interests of not only CGX Energy, but also tangibly demonstrates the application of the rule of law in the very exciting GuyanaSuriname basin.” CGX said it has extensive knowledge of the Guyana-Suriname basin. “Furthermore, we worked diligently to meet all of the obligations with respect to our 25% participating interest in the Georgetown PPL and will continue to do so in respect of all

petroleum prospecting licences in which we participate.” According to Dewi Jones, Chief Executive Officer of the company, since 2012, CGX Energy has spent approximately US$130M in exploration of the Guyana-Suriname basin with approximately US$40M on the acreage now known as the Kanuku PPL. “CGX’s total spending in the Georgetown PPL since inception has been approximately US$60M. Given the significant investment already made in this petroleum prospecting licence, we are hopeful that this matter will be resolved quickly in the best interest of all parties and for the overall benefit of the continued exploration in the basin.” On December 23, 2013, CGX Energy announced the commencement of an arbitration proceeding under the rules of the London Court of International Arbitration against Repsol in connection with the expiry of the petroleum prospecting licence covering the Georgetown Block. CGX Energy is a Canadian-based oil and gas exploration company focused on the exploration of oil in the Guyana-Suriname Basin.

urged to maintain the “good track record” the agency has had for the last two years. He told the contractors that his hopes are that there will be ‘no tension between NDIA and the contractors.” The $697.3M worth of projects will however service Regions two, three, and six. The work is part of a fiveyear programme which commenced in 2011 and is expected to be completed in 2015. The total number of

pumps involved in the programme is 39 - to be installed in various locations across the country. The most recent projects under the programme were done in regions four, five and ten, the Minister noted. The signing yesterday involved the construction of two sluices at Bagotville, and La Grange, West Bank Demerara respectively. Two drainage pump stations will be built at Joppa No. 43 Berbice and Lima, Essequibo Coast, while there was also a contract for the provision of steel sheet piles to the NDIA for the construction of the pump station at Joppa No. 43, Eversham, Gangaram and Lima. Over $39M will be expended on supervisory services. The contractors; SRKN’gineering, Engineering and Agricultural Consultants Inc. and CEMCO will provide

supervisory and consultancy services for the work at the various locations. Ramsammy noted that despite the signing of these contracts in public, questions continue to arise on cost and the alleged secrecy in which the awarding of contracts are done, again, despite the identity of the contractors being known. It is for the purpose of transparency and the provision of information, he stated, that these contracts are being made public. The overall programme is medium and long term and will ensure that the locations have enough pumping capacity for irrigation and drainage. Some locations will see the replacement of old pumps and the installation of new ones. Some new sites will receive new pumps, while pumps will be installed at existing sites that need back up to increase capacity.

Seawall body identified as mentally challenged mom of five When 45-year-old Sharon Forde of West Ruimveldt failed to return home last Monday her neighbour became worried and informed her brother Troy. A search was launched

- was seen walking naked on railway embankment Tuesday but it was three days later after local media outfits published the story of the nude body of a woman

washing up on the Kitty Foreshore, that anyone knew what tragic circumstances had befallen the mother of

five. The body which was taken to the Lyken Funeral Parlour was positively identified by her brother, who had been caring for her after she developed mental problems. Investigators have almost ruled out foul play since no visible signs of violence were seen on Forde’s body, when it was first examined on the Kitty foreshore where joggers had seen it before calling in the police. It is believed that the woman had taken off her clothes to bathe in the ocean and was swept away by the spring tide. According to the police, her brother, who resides on the East Bank Demerara, claimed that she became mentally ill after her husband broke up with her. And because she was often seen walking the road aimlessly due to her condition, the brother had recently secured an apartment for her in the city and would check on her periodically. The woman was reportedly seen by a

psychiatrist at the Georgetown Public Hospital Corporation earlier this month but was reportedly treated and sent away. “He had been searching for her for three days,” the source told Kaieteur News. When contacted last night, Troy Forde told this newspaper that he had maintained contact with his sister up to last weekend. He said that last Tuesday he was in Berbice and when he came back he got word that his sister was seen walking naked along the railway embankment in the vicinity of the CARICOM Secretariat. “I went all the way up the East Coast, as far as Buxton, to look for her, since I thought the person was referring to CARICOM Auto Sales, but I didn’t see her,” Troy Forde told this newspaper. He said he and his father made further checks in the city even searching near the Kitty seawall, but to no avail. Forde said when he heard news of a naked woman’s

Dead: Sharon Forde body found on the seawall on Wednesday, he immediately suspected that it was his sister. “Remember I heard that she was seen naked, so I suspect was she,” he said. “I never expect something like this because she never went off by the seawall, even though she would go away for days sometimes. People would normally carry her home whenever they see her, but she always walk out,” Forde added. He stated that early yesterday he went to the parlour and was able to confirm his fears.

Cummings Lodge woman arraigned for friend’s murder A Cummings Lodge, East Coast Demerara woman has been charged with the murder of her 37-year-old friend whose lifeless body was found with a stab wound to the heart, at the back of her house on Sunday last. Angela Khan appeared before Magistrate Alex Moore at the Sparendaam Magistrates’ Court yesterday and was charged with murdering 37-year-old Bharrat Sugrim on Sunday at her South Cummings Lodge, East Coast Demerara home. Khan was not required to plead to the indictable charge. Reports are that Khan and her reputed husband, Dhaniram Vijay Seewah were embroiled in a heated argument which eventually led to a fight sometime around 16:30 hours on

Sunday. Sugrim, who had visited the couple’s home, attempted to intervene as a peacemaker when he was reportedly stabbed once to the region of the heart. The incident reportedly occurred on the verandah of the couple’s home, and the wounded man went to use the outhouse where he eventually collapsed. The Better Hope, ECD fisherman (Sugrim) was discovered by neighbours lying motionless on the muddy ground in the yard. He was taken to the Georgetown Public Hospital Corporation (GPHC) where he was pronounced dead. The matter was reported and the couple was arrested after ranks had reportedly observed that both suspects had minor injuries and a knife

Accused: Angela Khan believed to be the murder weapon was found in the yard. Following advice from the Director of Public Prosecutions (DPP), Khan was charged for murdering Sugrim and wounding her husband. During the hearing, she pleaded guilty to the wounding charge and was sentenced to six months imprisonment. She is expected to return to court on September 24.

East Bank students conduct survey to highlight possible rate of Chikungunya infection A large percentage of the residents of Herstelling, East Bank Demerara, have been plagued with Chikungunyalike symptoms. At least this is according to a survey conducted by a group of students who together have been attempting to track the purported infection rate. The group (all friends), consisting of students between the ages of 14 and 16 of the Covent Garden and Diamond Secondary Schools who reside along the East Bank corridor, made the conscious decision to do the survey after hearing many concerns about the virus from residents in their respective communities. According to group leader, 16-year-old Aneesa Ishmael, given the geographic spread of the East Bank Demerara, a decision was made to focus the survey in the Herstelling community. She pointed out that many reports about the virus have been coming from that section of the East Bank. In groups of two, the youths took a day off from their summer vacation and branched out into sections of the community in order to

gather first-hand information from the residents. Of the homes visited, at least half of the members claimed that they were manifesting signs and symptoms of the virus. “If there were six people in a household about half already believed they had the virus,” Ishmael disclosed. In fact, she noted that based on the information acquired, 82 per cent of the residents interviewed were suffering from symptoms that characterise the virus. During the survey too, the group leader said that one of the principal concerns of residents was the state of sections of the community. According to her, the residents seemed convinced that they were being infected because their community was not benefiting from fogging and residual spraying to kill mosquito larvae. Some residents even raised concerns about the death of an individual at Peter’s Hall who they believed succumbed to complications after reportedly being infected with the virus, Ishmael revealed. And the reports the group received is that those

administered. Some residents shared the conviction that the relevant neighbourhood authority was not doing enough to help keep the environment free of overgrowth and garbage. But according to Ishmael,

the group was also able to take the opportunity to share information with some residents so that they too could help to protect their environment from the mosquitoes that transmit the virus. “We have done our

research and we know that if the environment is not kept tidy the mosquitoes can spread; if water is left opened in tanks and drums the mosquitoes can spread, so we tried to share this information with the residents,” Ishmael (Continued on page 32)

Colombia arrests 32 politicians over paramilitary ties

Friday August 29, 2014

Teenage miner survives pit-cave-in Clinton Moses is nursing a broken leg after a mining-pit caved in on him.

Members of a bandit group cover their faces as they surrender on May 21, 2009 in Uraba (AFP Photo/Raul Arboleda) Bogota (AFP) - Colombian authorities have arrested 32 local politicians for alleged ties to right-wing paramilitary groups that fueled the country’s 50-year conflict before being disbanded a decade ago, prosecutors said yesterday. Current and former mayors, ex-town councilors, civic leaders and former Senate candidates were among those arrested in the region of Uraba in the violence-torn country’s northwest. The mayor of the port town of Turbo, William Palacio Valencia, was among those arrested. A prosecution source said a total of 50 arrest warrants had been issued based on confessions from jailed

paramilitary leaders. “The investigation indicates these people are linked to the Elmer Cardenas block, which was led by Freddy Rendon Herrera, alias ‘The German,’” said a prosecution statement. Rendon is accused in the killings of 4,301 people during a wave of massacres and violence that swept the Uraba region in the 1990s and 2000s, when paramilitary groups waged a campaign of terror aimed at intimidating local voters. The groups, originally formed in the late 1980s to fight Colombia’s leftwing guerrilla groups, ended up forging an alliance with likeminded politicians and turning on the local population. Some 32,000

paramilitary fighters disarmed between 2003 and 2006, after then-president Alvaro Uribe’s government reached deals to officially disband the groups. About 1,700 of them are now in prison under a 2005 law levying prison terms of up to eight years for those who confessed to their crimes. They include Rendon, who is due for release this year. Despite being disbanded, several ex-paramilitary groups have continued operating and forged alliances with drug traffickers. The Colombian conflict, the longest in Latin America, has killed 220,000 people and caused more than five million to flee their homes since it erupted as a left-wing guerrilla uprising in the 1960s.

Govt. under pressure to scrap ‘biased’... (From page 18) performance of the prequalified company without evidence of any action taken against it. “For example, in his 2012 report, he reported that medical supplies valued at $58.583 million were not delivered to the Georgetown Hospital as at 30 September 2013 and the related bank guarantee had expired in April 2013. A similar observation was made in respect of the Ministry of Health where medical supplies valued at $164.603 million had not been delivered,

and there were no bank guarantees in force to cover this amount.” Another major problem that the former Auditor General found was that there was a failure by the NPTAB to communicate, as required by law, to the unsuccessful applicants, the grounds in which they failed. “There was, however, no evidence that the six unsuccessful companies were informed of the results of the prequalification exercise. Needless to mention, the 23 July 2014 announcement by

the Head of the Presidential Secretariat does not satisfy the requirements of Section 6 of the Procurement Act.” One of the unsuccessful suppliers, Trinidad-owned Ansa McAl said that on July 25, last, it requested the Ministry of Health to review the decision. Ansa McAl even claimed that its storage facility had not been inspected. New GPC itself has been under investigation by Parliament after audits picked up a number of issues questioning actual deliveries and prices.

A teenaged miner is currently nursing a broken leg at the Georgetown Public Hospital Corporation (GPHC), after a pit caved in on him at a gold mining site in Kuribrong, PotaroSiparuni, on Monday last. Clinton Moses, 16, said that he was working as a “stone-thrower” at a “private” mining site in the area. Moses said that around 16: 00 hours, he approached the “foot of the mining pit” where he was working, to pick up some stones, but the pit wall suddenly buckled and fell on him.

Luckily, other workers responded immediately, as the youth was buried under a pile of mud and clay. The Kuribrong resident said that he was rushed to the nearby “Japarts Mining Camp”, where he was able to acquire transportation to Georgetown. Moses said it took almost a day’s journey for him to reach GPHC, where he was admitted to the Accident and Emergency Unit for treatment. The youth suffered a broken right leg and injuries to his chest, which he says are causing him difficulty with his speech.

But Ishmael insisted that the primary aim was to ascertain the Chikungunya situation with a view of providing the information to the Ministry of Health in the hope of having it addressed urgently. Yesterday Ishmael shared her group’s accumulated data with this publication even as she expressed optimism that the little they have done would help to effect some change in the society. She disclosed too that the group has planned to conduct similar surveys in other East Bank communities shortly. The Chikungunya virus,

which is transmitted by the Aedes Aegypti mosquito, is known to thrive in relatively clean but stagnant water. It is transmitted to humans through the bites of the mosquitoes which are commonly found in and around homes throughout Guyana. The symptoms of the virus include: headache, skin rash, nausea, high fever and joint and muscle pains. The virus is not believed to be deadly, but early treatment is recommended to prevent the development of other conditions that can prove to be fatal Since the first detection of the virus in Region Six in May, there have been reports of the virus reaching to several other Regions of the country. The Health Ministry,

which has been relying on the Caribbean Public Health Agency in Trinidad to test random blood samples of persons suspected to have the virus, has confirmed just over 70 cases to date. However, there are reports that hundreds of people across the country have been inflicted since the virus was first detected. The Ministry has been appealing to residents to ensure that they take responsibility for their environment by keeping it clean and free of breeding sites for the transmitting vectors. This, according to the Ministry, can be attained by ridding the environment of tyres, containers and areas that hold water that can encourage the breeding of mosquitoes.

Serena, Djokovic sail through U.S. Open winds Reuters - World number ones Novak Djokovic and Serena Williams sailed through brisk winds to dismiss overmatched opponents yesterday and land comfortably in the third round of the U.S. Open. Gusty breezes led Williams to misfire for three double faults in her first service game before the twotime defending champion

found her bearings to cruise by fellow American Vania King 6-1 6-0 in 56 minutes. Wimbledon champion Djokovic followed Williams onto the Arthur Ashe Stadium court and was equally efficient, gliding past French veteran Paul-Henri Mathieu 6-1 6-3 6-0. Djokovic sounded the same note as Williams after advancing. Djokovic joked about how

his coach, Boris Becker, whose big serve in his playing days brought him the nickname “Boom Boom,” would not be impressed. Most other leading seeds also stayed on course at the year’s last grand slam. Ninth seed Jo-Wilfried Tsonga of France breezed by Aleksandr Nedovyesov of Kazakhstan 63 6-4 6-4 and big-serving American John Isner, the 13th

Friday August 29, 2014 ARIES (MAR 21 - APR 19): Serious thinking and communication are enhanced today, Aries. Tenth seed Kei Nishikori of Japan had a shorter trip through the second round as he advanced after Spain’s Pablo Andujar retired while trailing 6-4 6-1. Philipp Kohlschreiber, the 22nd seed, had an even quicker time booking a place in the third round as France’s Michael Llodra retired after dropping the first set 6-2, due to an ailing elbow. Those retirements raised the number of withdrawals in the men’s draw to eight not yet halfway through the second round. Hard-hitting American Sam Querrey limited his time spent on court against a healthy Guillermo Garcia-Lopez with his racket, beating the 28th-seeded Spaniard 6-3 6-4 6-4. Querrey, who has slipped to 57th in the rankings won the dubious prize of facing Djokovic in the next round.

A former world number one failed to survive the second round as error-prone eighth seed Ana Ivanovic of Serbia was ousted by 42nd ranked Karolina Pliskova of the Czech Republic 7-5 6-4. Ivanovic, never looking comfortable against the punishing, flat groundstrokes and medley of serves launched by the 22-year-old Pliskova, committed 29 unforced errors and seven double faults. Also shown the door was 2011 champion Sam Stosur of Australia, who lost a third-set tiebreaker 10-8 to

Kaia Kanepi of Estonia. Wimbledon champion Petra Kvitova, the third seed, took her expected place in the third round with a 6-4 6-2 victory over fellow Czech Petra Cetkovska. Manchester City will play Bayern Munich for the third time in four seasons, as well as CSKA Moscow and Roma. Arsenal face Borussia Dortmund for the second season running, while Chelsea look to have a kind draw against Schalke, Sporting Lisbon and Maribor. As well as Bayern, Premier League champions City also played CSKA Moscow in last season’s competition, winning home and away to help them advance to the last 16, where they were beaten 41 on aggregate by Barcelona. Liverpool won their third European club title by beating

Real Madrid 1-0 in the 1981 final in Paris thanks to an Alan Kennedy goal and manager Brendan Rodgers is delighted to be playing the record 10time winners of the competition again. “To be back in it again, no matter who we were going to play, it was always going to be exciting. But to have Real Madrid in your group, the champions last season, is going to be special,” Rodgers told Liverpool’s website. “I’m already thinking of Anfield on that night. But there are two other good teams in it along with us. It’s a tough group but we’ll really look forward to t h e challenge of getting out of the group.” Reds chief executive Ian Ayre added: “Is it going to be tough? Of course, but we wouldn’t be in it if it wasn’t difficult, fun and challenging and we have prepared ourselves well and have good preparations. “It’s an exciting group, it’s our competition, we’re fivetimes winners and big nights against teams like Real Madrid is what it’s all about.”

Reuters - Botswana’s Nijel Amos repeated his Commonwealth Games win over Olympic champion David Rudisha in the men’s 800 meters at the Weltklasse meeting in Zurich yesterday. Amos surged down the home straight to win while Rudisha, who tried to attack from the back, did not have the legs to catch him and finished third after being caught by Djibouti’s Ayanleh Souleiman. Rudisha, the world record holder, said he was glad to be nearly fully fit after an injuryhit season. World champion Lashawn Merritt managed to summon enough enthusiasm to win the men’s 400 meters, cruising home in 44.36 seconds, more than 1/2 a second ahead of fellow American Gil Roberts with Botswana’s Isaac Makwala in third. Olympic champion Christian Taylor snatched the men’s triple jump with his final leap of 17.51 meters, overhauling European champion Benjamin Compaore of France who had led with his second jump of 17.45. American Reese Hoffa was too strong for European and world champion David Storl as he won the men’s shot put with a throw of 21.88 meters. Croatia’s Olympic, world and European discus champion Sandra Perkovic, who threw 71.08 meters to claim the European title at the same venue earlier this month, won the women’s event with 68.36 meters, ahead of American Gia LewisSmallwood, the only woman to beat her this year. There was a dramatic finish in the women’s 1,500 meters when American pair Jennifer Simpson and Shannon Rowbury fell over the line after colliding in the last few meters. Simpson just managed to hold on for the win after Rowbury made a dramatic late charge down the inside.

Real Madrid’s former Manchester United forward Cristiano Ronaldo won the Uefa Best Player in Europe Award at the draw in Monaco, beating Bayern Munich pair Manuel Neuer and Arjen Robben, who were also shortlisted. Back then: Platini and Blatter smile as they play in a charity match with Franz Beckenbauer (right) in 2007 UEFA President Michel Platini will not take on Sepp Blatter for the leadership of football’s governing body FIFA. The 59-year-old former France player had considered running as a candidate in next year’s presidential election. But he told a meeting of 54 European football associations in Monte Carlo yesterday that he wants to concentrate on leading the European administrative body instead. Platini previously called for a “breath of fresh air” at the top of FIFA. He said that he will now push for Europe to be allocated more World Cup places - from 13 to 15 - for Russia 2018. “What matters here is not me or my feelings,” Platini told a news conference following his decision. “What matters is the future of UEFA, and of football. UEFA and European football have never been as strong and powerful as they are today and I have every intention of guarding this supremacy.” “We all want a more transparent FIFA that functions better, and above all we want more solidarity, and

we would like FIFA to be more respected by football lovers. And I will try my best to work towards this at my own level.” FIFA executive committee member Michel D’Hooghe said of Platini’s latest stance: “It was a very positive message - he said he would like to continue as UEFA President and I am pleased that it means that this time there will be no battle between FIFA and UEFA.” Blatter, 78, has been in power since 1998, but has been under pressure over the bidding process and subsequent decision to award the 2022 World Cup to Qatar. However, he recently indicated he was to seek reelection for a fifth term. Alex Horne, General Secretary of the English FA, said: “We’ve asked him for the last couple of years to think about whether he wanted to run for FIFA Presidency - as have a number of other national associations. “I have no doubt Michel would have made a fine candidate. In all honesty he was probably our frontrunning potential European candidate. “We remain of the

view that Sepp Blatter has served his time at FIFA. He said very clearly it would be his last term.” Platini’s decision not to challenge the Swiss for the FIFA Presidency means that, at present, there is just one candidate - former FIFA deputy secretary general Jerome Champagne. Declarations for the elections are not required until January 2015 but Platini is now expected to wait until Blatter stands aside - possibly after another four-year cycle in 2019. Five of FIFA’s six continental bodies have already announced their support for Blatter, with only Europe publicly opposing him. Platini, a 1984 European Championship winner with France, has presided over UEFA since 2007. He will now continue to focus on finalising Euro 2016 in his home country, as well as planning the panEuropean Euro 2020 tournament. “This is the decision I have made. It is about what I want to do with UEFA,” he said. (BBCsport)

New Road Eagles remain unbeaten... group play. In the first game of the evening, Broad Street lost 1–2 to Showstoppers but rebounded to defeat Future 1– 0 in their second game. Despite winning by the lone goal of their encounter with Showstoppers, a one goal difference ensured that ‘Future’ would not be progressing any further in the tournament. In the feature game of the evening between Vergenoegen All-Stars and

Stewartville Gunners, the former team enjoyed most of the crowd support by virtue of being at home. They took the lead in the 12th minute through Tyrone Lewis and seemed poised to come out victorious, however, a persistent Stewartville, cheered on by their vociferous supporters, ensured that the game would end in a draw. Just when the Vergenoegen supporters began to exchange high-fives,

thinking that a win was already in the bag, Marvin Henry hammered in the equalizing goal in the 19th minute and the Stewartville supporters celebrated as if they had won the final. Action continues tonight at the same venue where several other teams will seek to strengthen their bid in order to get a chance to reach the final which is set for September 7. The first place prize is $200,000.

Boxing Coach Sebert Blake completes high grade boxing course Has to endure one week wait for results A week after leaving Guyana to participate in a one week Extraordinary International Amateur Boxing Association Professional Boxing World Series Boxing/AIBA Professional Boxing/AIBA Open Boxing Certification Course, Forgotten Youth Foundation Coach, Sebert Blake, has returned home and though he will have to wait for about one week before his assessment is complete, Blake is confident that he has made the grade. Blake who returned to Guyana yesterday from Cuba declared that though the programme lasted merely a week it was most grueling. He said that activities commenced last Wednesday, one day after he had arrived, and was as taxing as it was beneficial. He said that the course attracted over 100 participants from some 24 countries and dealt with such topics as nutrition, boxing techniques, strengthening, tactics and the scientific aspect of the sport. He said that facilitators were drawn from Argentina, Brazil, Cuba, Poland and the USA among other countries. Blake, who had earlier earned a Diploma in Sports when he travelled to Hungary, said that he was

Sebert Blake already exposed to some of the material and was able to adjust. “The course more or less tested participants to ascertain what they knew and to introduce them to the new rules,” explained Blake. He said that the material was of a very high level and activities were intense. “This course was both physically and intellectually challenging and served to prepare me for future arduous tasks,” said Blake. The programme also entailed practical sessions where participants were required to be in the corners of chosen boxers with each ‘coach’ given a specific task. Blake said that he was

tasked with the role of’ cut man’ but was not required to get into action as none of the pugilists suffered cuts or bruises. Further, participants were given a written test that covered every aspect of the course. Blake said that once he is successful in the AIBA Professional Boxing and the Professional Boxing World Series Boxing courses he would qualify to coach and handle boxers at any level of championships under the auspices of AIBA. This is also important for local boxing since currently only Terrence Poole is so qualified, locally and in the Caribbean, which meant that only he could have seconded boxers in AIBA competitions. Three entities, the Guyana Olympic Association, Ministry of Culture, Youth and Sport and the National Sports Commission, had supported Blake’s trip and he has issued heartfelt gratitude to his benefactors. Mr. Blake had earlier promised to do his best while saying that his primary objective is to assist in the development of the sport and to groom young amateur boxers to impact on the impending 2016 Brazil Olympics.

Guyana gearing up to put on EBFA / MCYS Youth massive show for CMRA third leg Academy deemed a success - Persaud voted Most Outstanding Driver in T&T By Rawle Welch With two legs of the Caribbean Motor Racing Association (CMRA) completed, all eyes will now turn to the Guyana leg of the series which is slated to be staged on November 16, at the South Dakota Circuit. In anticipation of hosting a successful event, the local organisers the Guyana Motor Racing & Sports Club yesterday held a Press Briefing at the entity’s Headquarters on Albert Street to update the media about plans to host the Meet and to highlight the performances of the six-man team that participated in the second leg of the series which was held on Sunday, at Wallerfield Circuit in Trinidad and Tobago (T&T). In attendance at yesterday’s briefing were President of the Club John Carpenter, Vice-President Mahendra Boodhoo, Chairman of the CMRA Ray R a h a m a n a n d Te a m Manager Sherry Lee Gonsalves. Carpenter in opening remarks spoke of the upcoming plans to get the local drivers and riders prepared to combat the expected challenge from the rest of the Caribbean, while he also took the opportunity to commend the Guyana team that did so well at the

T&T Meet. According to Carpenter, the local competitors will have the chance to test their machines’ readiness at the upcoming Race Meet planned by the club on September 28, referring to it as the precursor for the big showdown in November where the best drivers and riders in the Region are expected to attend. Rahaman in his presentation spoke about the genesis of the CMRA which is a new Body that was formed in January this year specifically to improve the general standard of the sport across the Caribbean and to a l i g n e v e r y a ff i l i a t e d territory with the same set of rules that the Committee decided will govern the sport. The Chairman said the four countries namely Guyana, Barbados, Jamaica and T&T have done a fantastic job in settling on the rules that will govern the sport, informing that the two completed legs have gone on without any protest or challenge to the set rules. In giving a synopsis of what took place in the two completed legs to date, Rahaman disclosed the host nation on both occasions had the most cars on the grid and this has allowed them to earn

the most points on the day, but felt that Guyana on each occasion gave a good account to be just a few points shy of both T&T and Barbados. Rahaman added that the CMRA has already gotten commitments from all the traditional participants for the November Meet, while he also confirmed that the region’s best competitors will be present as well. In reference to Guyana, Rahaman said he expects all local drivers to turn out for the November Meet to give this country a decisive advantage as all the others have done to date so that Guyana could then head to the final leg in Jamaica with a handy lead in the standings. Meanwhile, Guyana’s Danny Persaud, who campaigns in the Group 4 Division was voted Most Outstanding Driver in T&T and now sits second behind CMRA points’ leader and fellow Guyanese Kristian Jeffrey, while another Guyanese Canada-based Paul Vieira lies third. Jeffrey leads with 85 points; Persaud is 11 adrift, while Vieira has 43. In the Country standings, T&T leads on 314 followed by Barbados with 300, Guyana in third on 297 and Jamaica in the cellar on 151.

Albion are Anirudh Ramcharitar 50-Over champs - defeat Police by 85 runs in final Albion captured the 2013 Ramcharitar Construction first division 50-over knockout cricket title in Berbice, defeating Police by 85 runs in the final on Sunday last, a game that was reduced to 45 overs due to a late start. Led by 41 from West Indies left-hander Narsingh Deonarine and 40 each from Jonathan Foo and Anthony Bramble, Albion fell for 179 in 39.2 overs with Andel Doris capturing 5-51 from his nine overs. The Cops, were off to a sedate start scoring at under three runs per over in the first 10 overs before being dismissed for 94 in 31.2 overs. Davendra Bishoo took 3-11 from five overs, Veerasammy Permaul 2-12 from six overs and man-of-the match Narsingh Deonarine 2-30 from seven overs; bowling the Central Corentyne side to championship honors. Albion were asked to bat first and quickly lost their opening batsman, Kandasammy Surujnarine (2) in the third over to pacer Michael Newland with only

three runs on the board. West Indies batsmen, Sewnarine Chattergoon and Deonarine tried to repair to early damage with a 27-run partnership before offspinner, Rocky Hutson got rid of Chattergoon (16) at 30-2. Deonarine continued to play in enterprising fashion and he found a useful partner in former Guyana T20 player Foo with the pair putting on 64 in 8.5 overs before Foo was trapped in-front to Doris after reaching the boundary four times and clearing it once. Deonarine then had his stumps disturbed by the impressive Doris, 20 runs later. National wicketkeeper batsman, Anthony Bramble, and Verapen Permaul put on 37 in the next six overs before Doris stuck three quick body blows with the wickets of Bramble (40), Permaul (8) and West Indies leg spinner, Devendra Bishoo (8) to reduce the hosts to 168-7 before they were eventually bowled out with 4.4 overs remaining in their innings. The Police openers put

Off-spinner Deonarine picked up a wicket in his second over as Police slipped to 42-4 in the 17th

over before Albert Sinclair and Rocky Hutson gave Police a glimmer of hope with a fighting 21-run fifth wicket stand before Sinclair was LBW Deonarine for 15. Hutson and Kwesi Mickle threatened to stage a grand escape from their captives clutches with a 20run sixth wicket partnership which in the end proved too little, too late. Hutson soon attempted an ill-advised

reverse sweep off West Indies Under-19 left arm spinner Gudakesh Motie and was trapped LBW for 16 at 84-6 to end the resistance, left arm spinner, Ve e r a s a m m y P e r m a u l picked up two quick wickets while a couple of run-outs ensured the handcuffs were kept on the Lawmen. Cash incentives and trophies valued at over $80,000 were handed over at

the presentation ceremony. In a new initiative by the BCB, all winners of the Board’s first division competitions will clash with the Rest of Berbice in specially arranged matches. These matches will be used to raise funds for the Board and serve as practice for the players. Albion will tackle the Rest of Berbice tomorrow at Albion from 09:00hrs.

GOA acquires FATS for athletics The Guyana Olympic Association (GOA) has acquired Guyana’s first Fully Automatic Timing System (FATS) that records, produces and pronounces on photo-finishes in athletics. According to longstanding GOA President, K. A. Juman Yasin, the equipment will remain in possession of the Olympic Association and be used upon request. “We are not really handing over this equipment to the Athletics Association; Guyana’s Olympic Association will determine the use of the equipment whenever it is so requested. It will remain in possession of the GOA,” Yasin told the media yesterday. The GOA Head said that the equipment was needed at this time given the advent of the Synthetic Track and Field Facility at Leonora. Yasin believes the FATS will be “utilised successfully” and added that it was another landmark development for the sport. President of the Athletics Association of Guyana (AAG), Aubrey Hutson told the media that they are ecstatic to have access to such equipment since it will
