In response, he reiterated that the existing capacity of Guyana's oil sector can adequately accommodate a singlerefineryatthistime.

was once again pressed for insights into the status of the proposed oil refinery deal. When queried about its firmness, given the range of proposals submitted by companies and nations, he emphasized, "That has to be assessed against every other proposal. Thecompany,throughits subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), operates Guyana's lucrative 26,800 square kilometers Stabroek Block Through the Production Sharing Agreement(PSA)inkedwith the GoG in 2016, the company is allowed to deduct 75 percent of the monthlyrevenuetowardsthe repayment of costs for the offshore deepwater projects. This process is referred to as 'costrecovery'.
Even before oil started flowing through the production lines, Guyana was advised by the InternationalMonetaryFund (IMF), Chatham House, World Bank and the United Nations Development Programme (UNDP) to include a ring-fencing provision to ensure the
country benefits from its oil resourceearlyon.
A ring-fencing provision wouldpreventoilcompanies from using revenue generated from a production fieldtooffsetcostsinanother project. In the absence of s u c h a p r o v i s i o n , ExxonMobil have been using the proceeds from the Liza One and Liza Two projects,currentlyproducing about 400,000 barrels of oil per day, to pay for costs related to other Stabroek Blockprojects.
This has resulted in Guyana failing to pay off the Liza Two project costs, peggedatUS$6billion,even though ExxonMobil recovered a whopping US$7.4 billion in expenses lastyearalone.
Vice President (VP) Bharrat Jagdeo was asked by Kaieteur News on Thursday during his press conference whether the cost of the Liza Two project has been recovered by Exxon, when he begged that one understands the impact of no ring-fencing.
The Vice President explained, “Because of no ring-fencing several projects
are being financed from the proceeds; so because several projects are being financed (simultaneously), it affects, what would have been an early repayment (on one project).” Jagdeo went on to note if Guyana had a ringfencing provision included in the PSA, Guyana could h a v e a l r e a d y b e e n benefitting from a 50/50 profitsplitfromtheLizaOne and Two developments. In this regard, he pointed out that with each new project approved, the debt is piled onto and is repaid from the
producingdevelopments.
He said, “It delays the repayment of all of these expenditure.
It delays it. It just shifts it forward so that is why it is a dynamic thing. It's not like static and that is what I am hoping that people would understand that in these, like financial things because of the lack of ring-fencing in this case, in this particular case it's difficult to assign to say oh, all of the money has gonethere.

In February of this year, ExxonMobil Guyana revealed that the Liza One project, that carries a price tag of about US$4 billion. Under normal conditions, with ring-fencing, the country would have now been reaping 50 percent of the profits from that project, but in the absence of this key provision, Guyana will continue to receive a meagre 12.5percentinprofits.

Waldron himself spoke of how it was financially toughforhisparentstosend him to school and it worked as a motivation for him to succeedinhisstudies.
“Sometimes I would only drink cup of tea for the day and that would last me until 10 ‘o’ clock (at night) when I come home from lessons, because I didn’t
have a lot of money to buy food,thelittleIhadwasonly to pay passage and so,” Waldronrecounted.
The hardships however did not deter Waldron, becauseaccordingtohim,he wants to be a successful “Buxton boy” who wants to provide for his family, particularlytheirneeds.

In El Salvador, over the last two years, the government of President Nayib Bukele locked up more than 70,000 persons with what has been described as “little semblance of due process”. The purpose was to eliminatecriminalgangsthat have tormented the country foryears.
The governments of the neighbouring states of Honduras and Guatemala have praised the El Salvador model as one “worth emulating”. And, Honduras President, Xiomara Castro, announced her own crackdownongangs.
Both the governments of El Salvador and Honduras have been criticised for human rights abuses in relationtotheseresponsesto violenceandcrime.
But analysts say that the security situation is “pretty dire”.
Therefore, although the g e n e r a l p o p u l a t i o n acknowledges human rights abuses in El Salvador, “people are so sick of crime that they're willing to sacrifice democracy or personal freedoms if it means that they can sleep easyatnight”.
These events in Latin America are taking place in t h e C A R I C O M neighbourhood; it would be foolhardy to ignore them or to pretend that Latin America is some distant part of the world that matters

When US-based Guyanese Lori N a r i n e conceptualized Saving Hands Emergency Aid (SHEA); a medical charity that helps sick children, particularly Guyanese, accessmedicalcareoverseas,she had no idea how many lives wouldbeimpacted.
Since its inception in 2015, SHEAhasplayedapivotalrolein consistently assisting more than 60 patients to access emergency medical treatment in the United States of America (USA) and other countries. During an interview with The Waterfalls Magazine, Narine shared how SHEA's efforts have impacted thepatients.
The SHEA Founder said, “Except for the fact that we are U.S. registered almost all the patients we support are in Guyana. We are doing all this worktosupportGuyanesepeople primarily children to access the treatmenttheyneedoverseas.”
Besides the children, she said SHEAhasassistedafewadultsin gettingthehelptheyneed.
“We assist adults help get treatment, once they reach out to usandthefundsareavailable,we assist in paying for the various types of medical testing, MRI scans,andsoon.
We try to help as much as we can but it is difficult because we havetoraisethefundsandraising funds to help an adult get treatment is more challenging… so we focus primarily on the kids,”shedisclosed.
To this end, Narine noted that SHEA has assisted seven Guyanese children (four new patients and three for follow-up treatment) so far this year to accesstreatmentoverseas.
“For the year so far, we have had three cancer patients, a child with kidney disease and three
cometoAmericatogethelp,”she saidthatSHEAcontinuestowork with the children and their parents to monitor, evaluate and provide follow-up treatment for them.
According to Narine, the medical Charity has been intentional in efforts to provide patients with aid that is trustworthyandreliable.

He recovered and was eventually discharged but it took more than three months before he could walk again. Determined to continue his studies and sit the CSEC exams, Waldron returned to the Bladen Hall Secondary School but because he missed an entire term, he was not promoted to Grade 11 (Form Five).
Waldron was forced to spend another year in Grade 10 (Fourth Form). He didn’t like the idea but because he wanted to make his parents proud, therefore he persisted.

(Reuters) - Ukraine’s Oleksandr Usyk knocked out British challenger Daniel Dubois in the ninth of 12 rounds on Saturday to retain his WBA, IBF and WBO heavyweight boxing world titles in a fight overshadowed by a low blow controversy.
Puerto Rican referee Luis Pabon counted out Dubois after he went down 48 seconds into the ninth round of the fight in Wroclaw, Poland.
