Netanyahu warns Gaza civilians after Israel destroys apartment block GAZA/JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu warned Palestinian civilians yesterday to leave immediately any site where militants are operating, one day after Israel flattened a 13story apartment block in Gaza. Israeli aircraft fired a nonexplosive rocket at the building as a signal to residents to get out before attacking it on Saturday. Seventeen people were wounded in the strike on the structure, which Israel said had housed a Hamas command center. “I call on the inhabitants of Gaza to evacuate immediately from every site from which Hamas is carrying out terrorist activity. Every one of these places is a target for us,” Netanyahu said in public remarks at a cabinet meeting. With no end in sight to fighting in its seventh week, Netanyahu’s tough talk seemed to indicate a move toward bolder strikes against Hamas targets in densely populated neighborhoods, even at the risk of raising more international alarm. Hours after Netanyahu spoke, a cluster of 10 homes, one belonging to a Hamas member, was destroyed in an air strike in the southern Gaza town of Khan Younis, neighbors said. Ten people were wounded by flying debris, but no fatalities were reported. Neighbors said about 10
Palestinians gather around the remains of a commercial center, which witnesses said was hit by an Israeli air strike on Saturday, in Rafah in the southern Gaza Strip yesterday. REUTERS/Ibraheem Abu Mustafa minutes before the attack, a warning missile was fired and residents fled. In Gaza City, an Israeli strike on a car killed Mohammed al-Ghoul, described by the Israeli military as a Hamas official responsible for “terror fund transactions”. Ghoul was targeted three days after Israel assassinated three top Hamas commanders in the southern Gaza Strip.
In another attack yesterday, a mother and her four children were killed when their home was bombed in Jabalya refugee camp, hospital officials said. It was not immediately clear why the dwelling was hit, and neighbors said no warning was given. Militants kept up constant rocket and mortar strikes on southern Israel, wounding three Israelis at the
Erez border crossing with the Gaza Strip. The military said 117 rockets and mortars were launched yesterday, nine of them intercepted by Israel’s Iron Dome system. A mortar attack on the
Erez crossing with Gaza wounded four Israelis, and Israel said it had shut the terminal in response for all but emergency cases. Hamas spokesman Sami Abu Zuhri described Netanyahu’s warnings to
Gazans to steer clear of potential targets “a clear example of war crimes” against Gaza’s civilian population. Thousands of homes in the Gaza Strip have been destroyed or damaged in the conflict. Nearly 500,000 people have been displaced in the territory of 1.8 million where Palestinians, citing Israeli attacks that have hit schools and mosques, say no place is safe. Israel has said Hamas bears responsibility for civilian casualties because it operates among noncombatants. The group, it said, uses schools and mosques to store weapons and as launching sites for crossborder rocket attacks. Palestinian health officials say 2,115 people, most of them civilians and more than 400 of them children, have been killed in the Gaza Strip since July 8, when Israel launched an offensive with the declared aim of ending Palestinian rocket fire into its territory. Sixty-four Israeli soldiers and four civilians in Israel have been killed. Israel’s president attended the funeral on Sunday of a fouryear-old boy killed in a mortar bomb attack on Friday.

China’s tentacles are also in the Caribbean It is one thing to feel that commissions, indeed any State owned corporate body, should hand over nonutilized earnings to the Consolidated Fund. It is another thing to argue that by law these bodies are compelled to do so. I have made it clear where I stand on this issue. Be it NICIL or any other corporation, corporations and commissions are not required to hand over any monies to the Consolidated Fund. I have argued this point ad nauseam in these pages before. I have dismissed outright the facile arguments made in support of the contention that there is a legal requirement for corporations to hand over their unutilized earnings into the Consolidated Fund. I am
therefore not accepting any argument to the contrary. I am supremely confident that my long-held position, vindicated by legal precedent, will be upheld in any Court of law in Guyana. There is already before our Courts a challenge that will address this issue. Those who are making the argument about corporate bodies and commissions having required to hand over retained and other earnings to the Consolidated Fund should await the outcome of this case. Instead of doing this, we continue to be bombarded with the same old argument about monies not being paid into the Consolidated Fund. Let the Courts decide on this dispute and let the chips fall where they must fall.
What also must be decided, but at another level, is what position the country should take on resource extraction. I have seen in the past few weeks a great many criticisms about the exports of logs. Things have gotten so bad that there are persons arguing that Guyana is going to be denuded of its forests and nothing will be left for our children. Strangely, I am not hearing the same arguments about our bauxite and our gold which are non renewable resources. The forests can grow back but bauxite ore and gold cannot. Yet no one is concerned that the Canadians and Americans are going to strip our soils of its gold reserves.
Dem boys seh...
De forestry Minister playing de ostrich Li’l children does play hide and seek; some does play dodge de ball. Dem big ones in de government does just hide. Dem boys find that out de other day when de Big Market paper tell de whole world how it can’t find de Minister who responsible for forestry. De paper had some questions fuh he because some things wha he seh didn’t match wid wha dem forestry people seh. De paper go so far fuh seh wha de Minister seh, then it seh wha de forestry people seh. De two statements didn’t match. De editor send e-mail, no answer. Then he send fax, still no answer. Of course de paper even try telephone call and get no answer. De Minister
simply drop off de earth. Is a strange thing when a man got telephone and refuse to answer it. Even de prisoner on de jail who manage fuh get cell phone does answer de phone. Dem boys seh that he wouldn’t answer de phone because he tie up heself wid Bai Shaan and if he open he mouth then everybody gun see how he really tie up, perhaps more than how people does tie up iguana. But people can’t run and hide all de time because wid everybody searching somebody must spot dem. De ostrich does push he head in de sand and lef he behind expose because he believe that if he can’t see then nutten can see he. Fortunately, dem probably ain’t got
homosexual male ostrich. And if is a female ostrich she got to be lucky that de male ostrich ain’t overtly amorous. If de Minister think he is de ostrich then he gun get a rude awakening because something or somebody gun end up mekking use of de exposed behind. Donald is another one. Dem boys disappointed in he. Wid all de evidence of corruption he still ain’t saying nutten. Is like if he entire Cabinet is a pack of angels when de evidence suggest otherwise. Is time he mek he mark especially since he gun run again fuh de presidency. Talk half and remind dem about de alphabet which seh ‘J’ fuh jail.
In order to get to our gold, forests have to be cleared also. But no one is complaining about us not insisting that the bauxite companies operating in Guyana should establish alumna plants or that the gold should be refined in Guyana before it is exported by the large multinational corporations and private miners. But we are jumping on those who are exploiting our forests simply because certain persons within the manufacturing sector are concerned that they may not be able to source adequate supplies of timber for their operations. I saw just yesterday a feature on CBS Sunday Morning. It showed a small investor doing very well at making skateboards out of wood. His business is expanding. I asked myself how come all of these guys in our local manufacturing sector who are up against a Chinese logging firm never saw the potential of using our softwoods to manufacture roller skate boards. How come? This is a lucrative market in America and
Europe. Indeed it now needs to be asked just what wood products we are exporting. There used to be a firm that manufactured durable outdoor furniture. It reportedly had a good export market. But a few years ago it closed down. Why has no one else taken up that idea? If we feel that there is so much money to be made in adding value to our timber, why is there not much export activity for manufactured wood products? I have seen also how the argument against logging by Chinese firms has been taken to the extreme. It is now being linked to China’s expansion into Latin America. Well, I have something to say about this. One of the reasons why Latin American economies, particularly those in South America are doing well is because of trade with China which has increased by more than twelve fold in recent years. But guess what, trade with the West is still far higher than with China. But what have the Americans done for Latin America. They have
impoverished the region and made it into the most unequal region in the world. Chinese investments are changing all of that. But it is not just in Latin America but also in the Caribbean that China is spreading its tentacles. China is going to sink one billion United States dollars into a 647 acre resort in Antigua. Barbados earlier this year entered into a visa waiver treaty with China so as to boost investment and China is helping with the restoration of Sam Lords Castle. China’s tentacles are also in the Caribbean. And it has come bearing gifts! It is okay to say that the Chinese are here to take out our resources but so too are the Americans, the Canadians and the Russians. And what are they providing in return? What are the Americans giving us in return? Very little! What are the Canadians giving us? Very little! What are the Russians giving us! Very little! Case closed!

$500M clean-up campaign…
Gordon queries waste More equipment needed to complete work disposal contract While the authorities have noted progress made under the $500 million clean – up campaign, residents of West Ruimveldt, Georgetown say that there are insufficient tools to complete the job. Given the urgent need to restore cleanliness in the city, the Ministry of Local Government and Regional Development mounted a massive clean-up exercise to the clearing of drains, main canals, parapets, alleyways, cemeteries, and rehabilitate monuments, markets and other public spaces. Last Wednesday, a community clean-up group from Gilhuys Square, West Ruimveldt, reported that they have experienced difficulty carrying out the work in their area because of a shortage of tools. Mark Anthony Forrester, a spokesperson for the community, said that at the commencement of the project, officials of the Local Government Ministry promised to supply the residents with necessary tools to clear the area. He said the Ministry has since donated a few cutlasses, long boots, buckets, and a wheelbarrow, but there is still need for additional equipment. “We are trying to work with the tools that are currently available to us. Some people have been using their personal equipment to do the job but getting some of the work done is difficult without the right tools. We need additional cutlasses, wheelbarrows and a bobcat to complete this exercise.” He noted, however, that

The clean-up exercise in progress at Gilhuys Square West Ruimveldt, Georgetown the community group has completed a significant amount of work with the equipment made available to them. He said that the group has since cleared the drains, parapets and alleyways from Vlissengen Road to the West Ruimveldt playfield. “I have about thirty-five persons working with me, both males and females from the community. We are getting a stipend from the Ministry, but we are not doing it for the money, it is our community and we want to make sure that we do our best,” he added. Forrester said the group has approximately ten days to complete Phase One of the project. “We have a lot more work to do and we want to begin Phase Two of the project. The residents need more long boots, rakes, hoes, wheelbarrows and a Bobcat to complete it,” Forrester reiterated.
He said that the community has already seen the results of work. “Ever since we cleared drains the area isn’t flooding as quickly as it would usually do.” The man said that several attempts were made to contact the Ministry for further assistance. “We have been calling on them for the longest time but nobody has responded to us. We need the assistance which they promised as soon as possible.” The residents of West Ruimveldt are voicing their dissatisfaction in light of reports of progress under the $500 million “Clean-Up My Country” Programme. The Ministry of Local Government has since conducted a series of consultations under the initiative, which commenced several weeks ago. Community work has begun in Albouystown, West Ruimveldt and Le Repentir
Cemetery. Last week, alleyways and parapets in Albouystown were sanitized. In West Ruimveldt, parapets were cleared and drains within the neighborhood were de-silted. The work also included de-silting of the Sussex Street, Princes Street, Church Street, Downer and Lamaha Street canals. At the beginning of the exercise, Community groups from around Georgetown presented proposals to the Clean-Up My Country Program Committee, outlining the areas that need to be addressed and the required budget for the communities’ sanitation. To date, nine groups, including Albouystown, West Ruimveldt, Campbellville, Lodge, East Ruimveldt, South Ruimveldt, La Penitence, Alberttown and North Ruimveldt have submitted proposals after consultations were held in the communities.
Interim Management Committee Chairman Orrin Gordon has expressed dissatisfaction over the recent signing of a contract between Cevons Waste and the Regional Democratic Council, for solid waste disposal. Gordon said that sometime in September 2012, there was a meeting at the Regional Democratic Council, between members of his council and those of the RDC and officials from Cevons and Concept Solutions- two waste management contractors. He said that at the end of the day it was the general understanding that there would have been a copy of the proposals, and that there would be further discussions on the proposals before a contract was made out. There was however no proposal(written) or contract, according to Gordon, who said that he was later called and informed that he had to attend a meeting for the signing of a contract, because the minister was in Linden. “Well, they couldn’t take their eyes and pass me, like that, because we had asked for information, and there were a lot of things we wanted to discuss. We asked a lot of questions on what will happen with our equipment, what will happen with the employees- as a matter of fact, that was our first concern, what would happen to the employees, what would happen to the people that pay rates and taxes and expect the municipality to collect their solid waste and what would happen to the dumpsite that was now being converted to a land fill site.”
Gordon was adamant that they were not going to pay Cevons or any other entity for disposal of garbage.”You can’t come to Linden, and tell me or tell the municipality that you have to charge. This is our municipal area, and if you’re going to come here and tell us that we got to pay you to come here and tip our garbage, something is wrong with that position or concept. This is our council and we’re not going to pay someone else to do that.” He added that more than that, Cevon’s went ahead and signed a contract with the region; when traditionally by law, it is the municipality that has to do that, “so how is it that you’re going to sign a contract for solid waste with the region. So we took a back seatwe made it clear that we’re not a part of it.” Gordon said that the municipality had signed a document to stop disposing of garbage at Dakoura in Wismar in order to protect the watershed, and had subsequently started disposing of solid waste at Kara Kara on the Mackenzie shore. The chosen site is a mined out area. He questioned how it was then that the EPA, which was involved in the water rehabilitation project, was allowing Cevon’s to use Dakoura as a dumpsite, when the area had already been decommissioned. Gordon said that no landfill work had been undertaken by Cevon’s, but yet they had already started dumping. “What are we doing- how can the EPA in our Continued on page 18
Opposition parties say... (From page 3) when asked about early polls. General Secretary of the PPP, Clement Rohee, and Head of the Presidential Secretariat, Dr Roger Luncheon have questioned the readiness of GECOM to hold any kind of elections. Rohee had stated that “the PPP is not confident this has been done thoroughly so as to ensure that every eligible voter will be correctly placed on his or her constituency list.” Kaieteur News was told that the Presidential Secretary had also inquired of the Parliament whether the no-confidence motion was legal. Inquires were also made as to why the motion should have one line. However with the provision of research documents and examples from other countries, it was explained that the motion was properly and legally worded.

Govt. repays $150m LifeSport loan Trinidad Express - The Government has spent over $150 million of taxpayers’ dollars to pay off two loans taken by the Sport Company of Trinidad and Tobago (SporTT) to fund the nowdefunct LifeSport programme which targeted criminal elements for rehabilitation. Finance Minister Larry Howai told the Sunday Express two loans were taken to finance LifeSport during the programme’s two-year existence. The loans were taken by SporTT from State bank First Citizens in 2013. When the programme started in 2012 at a cost of $6.6 million, it was funded directly by the Government. As the programme increased in size, the two loans were secured to finance it since its cost had gone beyond what was originally budgeted. Howai told the Sunday Expres-s one loan was paid off in December 2013 and the other was settled in February of this year. However, LifeSport still has outstanding debts and a request was made by the Ministry of Sport in June for an additional $8.8 million to pay off a LifeSport loan. In June, during the debate for the Supplementation of the Appropriation for Fiscal Year 2014, the Ministry of Sport had requested $32.8 million more for LifeSport. In the note, which was circulated to all parliamentarians, the $32.8 million was for the Ministry of Sport to pay: 1. $8,800,000—for SporTT to pay an outstanding sum of $8.8 million, which was accrued when the LifeSport Programme was started; 2. $24,000,000—requir-ed to meet the anticipated commitments for the operations of the programme to the end of the fiscal year. When the Sunday Express queried whether the $32.8 million had been used to pay off the programme’s debts or loan, Minister Howai said, “The funds have not and will not be released from the Consolidated Fund.” And as of July 3, 2014, LifeSport had debts which amounted to $8,941,752.05, with only a balance of $148,570.34 in its account at First Citizens. The list of outstanding cheques the Sunday Express obtained amounted to $8,941,752.05, which was exclusive of costs for staff and coordinators for June. Outstanding cheques are owed to the National Insurance Board, the Board
Larry Howai of Inland Revenue, Columbus Communications, as well as multiple contractors for janitorial and maintenance services. Sixty-eight jobs, which cost the Ministry of Sport close to $700,000 a month, were also lost when Prime Minister Kamla PersadBissessar terminated the LifeSport programme on July 25. P e r s a d - B i s s e s s a r ’s decision came after she laid an audit, conducted by the Ministry of Finance’s Central Audit Committee into the programme, which revealed coordinators with criminal records, massive fraud, millions misspent, ghost centres, ghost participants and improper procurement. In 2012, the programme was given $6.6 million. In 2013, the cost had multiplied over four times to $29 million. By 2014, the programme increased in cost by $84.4 million to $113,502,273. In the draft estimates of recurrent expenditure 2014, under the heading “Transfers to State Enterprises”, $154,133,000 was transferred
to the Sport Company of Trinidad and Tobago (SporTT)” for “Repayment of TT$77.2 million loan re: Pathway Programme”. That would take the total sum transferred to LifeSport in 2014 to $267 million. From that sum, one educator, Adolphus Daniell was paid $36 million for which he did no work. Attorney General Anand Ramlogan has hired Senior Counsel Deborah Peake to examine whether the State can recover any of the mismanaged sums from the programme. Inevitably, LifeSport forced former sport minister Anil Roberts to resign and the board of the Sport Company was fired. The LifeSport audit has been forwarded to the Commissioner of Police, the Director of Public Prosecutions (DPP), the Integrity Commission and the Public Service for investigation. “This was a programme that targeted criminal elements. These same people, some have court. Who don’t have court, some might make a jail in between for robbery. So when they leave, after you leave, we don’t dismiss you from the programme, you come back,” Ruth Marchan, LifeSport’s deputy director of Physical E d u c a t i o n a n d Sport at the Ministry of Sport, had told the Sunday Express in an interview in June. Marchan remains in protective custody. Police are still investigating the murder of her bodyguard, Curtis Gibson, who was gunned down on June 26.

Help for Jamaica’s schools in drought stricken areas The Daily Observer Prime Minister Portia Simpson Miller has instructed that action be taken to help schools cope as the dry spell continues to affect the country. With the countdown now on to the start of the new academic year, a meeting will held with several Government Ministries, and a plan of action will be outlined early next week. Water Minister, Robert Pickersgill, says schools in parishes experiencing severe drought could be could be impacted and as a result the ministry will also focus on hospitals and infirmaries in areas adversely affected by the reduction in rainfall. The National Water Commission (NWC) in collaboration with the Local Government Ministry will be supplying water to schools in
affected areas. The NWC has already assisted some schools in the Corporate Area that are experiencing challenges with their supply, by providing water tanks. PIckersgill has urged school administrators to place importance on establishing catchment and storage facilities. “I am encouraging all schools to establish additional facilities for storage, so that in the absence of regular supplies, water may be supplied to them and stored. After all, we are all aware that ‘water is life’,” he said. Although the island has been experiencing some rainfall in recent days corporate communications manager for the NWC, Charles Buchanan, says there has not been much
Robert Pickersgill improvement in the country’s water supply. “It is still severe, and, in some places, worsening,” he said. Buchanan said both rural and Corporate Area water systems were under pressure and this was likely to increase for the reopening of schools.
Transport Minister defends bus fare increase Jamaica Gleaner Transport Minister Dr Omar Davies has again sought to defend the government’s decision to increase bus fares and has rejected claims by the Parliamentary Opposition that the move reflected a wicked administration. The Opposition Jamaica Labour Party (JLP) has led mounting objections to the latest bus fare increase announced by Dr Davies last week and has organised a peaceful protest for today. Effective yesterday, the Jamaica Urban Transit Company (JUTC) will charge J$120 for adults, an increase of J$20; students and the
Dr. Omar Davies disabled will pay J$30, up from J$20, while senior citizens will pay J$40 up from J$20. But Davies says given the enormous operating costs
facing the JUTC, one of the options the government could have considered was to allow the public transportation system to return to what he calls the ramshackle days of the 90s. However, he made it clear that the government has no intention of going that route and says the challenge then becomes how to share the JUTC’s operating costs, while maintaining certain standards. He was speaking in downtown, Kingston Saturday as the JUTC promoted its smart card which offers concessions to commuters.
Tropical Storm Cristoba strengthens near Bahamas NASSAU, Bahamas (AP) — Tropical Storm Cristobal grew in strength yesterday and lashed parts of the Bahamas and the Turks and Caicos Islands with heavy rainfall and white-crested surf. The storm was upgraded from a tropical depression yesterday morning. The U.S. National Hurricane Center in Miami said the storm may strengthen into a hurricane on Wednesday while over the open waters of the Atlantic. The storm’s center was expected to curve away from the U.S. East Coast. Residents in the sparsely populated southeastern Bahamas and
the tiny British Caribbean dependency of the Turks and Caicos Islands hunkered down as Cristobal’s rains pelted windowpanes. Authorities in the Bahamas, a sprawling archipelago off Florida’s east coast that is accustomed to stormy weather, urged people on southeastern and central islands to complete “all the necessary preparation to protect life and property, primarily from flooding in flood-prone areas.” Capt. Stephen Russell, head of the islands’ emergency management agency, said there had been no reports of damage by late yesterday morning. Air traffic to the southeastern Bahamian
islands had not been suspended, but sea vessels were advised to remain in port, he said. Officials in the Turks and Caicos Islands advised residents yesterday to remain indoors and “leave home only if absolutely necessary.” Cristobal originally formed as a tropical depression over the Turks and Caicos Islands on Saturday. It was the fourth depression of the Atlantic hurricane season. By late yesterday morning, the tropical storm had sustained winds of about 45 mph (75 kph) and was located about 130 miles (205 kilometers) east of the Bahamas’ Long Island.
The slow-moving storm was tracking north-northwest at about 7 mph (11 kph). U.S. forecasters said there should be a decrease in forward speed over the next couple of days, meaning Cristobal’s center is expected to move near or over the central Bahamas through today. A tropical storm warning was in effect for the Turks and Caicos Islands and for the southeast and central
Bahamas, with forecasters saying it could bring up to 8 inches (20 centimeters) of rain to the islands through tomorrow. Before strengthening into a storm, it had downed several trees and power lines on the U.S. Caribbean island of Puerto Rico as a lowpressure system, leaving more than 17,000 people without power and nearly 5,600 without water.

Ukraine defiant on national day, rebels parade captives

KIEV/DONETSK Ukraine (Reuters) - Ukraine marked its independence day yesterday with a military march-past in Kiev intended to send a message of defiance to Russia, but proMoscow rebels countered by parading captured Ukrainian troops through the streets of their main stronghold. The rival events highlighted the divide that will have to be bridged if a compromise on Ukraine is to be reached tomorrow when
Russian President Vladimir Putin meets his Ukrainian counterpart Petro Poroshenko for the first time in months. German Chancellor Angela Merkel, who visited Kiev on Saturday to try to lay the ground-work for a peace deal, said tomorrow’s talks were unlikely to produce a breakthrough. Kiev’s forces are trying to crush a pro-Moscow separatist revolt in the east of Ukraine, and yesterday intense artillery fire could be heard around the main rebel bastion of Donetsk. On Independence Square in the Ukrainian capital Kiev — scene of protests that pushed out a Moscowbacked president in February and precipitated the current crisis — President Poroshenko reviewed columns of men and armoured vehicles. Some of the troops in the march-past were shortly heading to the front line in eastern Ukraine, Poroshenko said. In an emotional speech, he said his country was fighting “a war against external aggression, for Ukraine, for its freedom, for its people, for independence”. “It is clear that in the foreseeable future, unfortunately, a constant military threat will hang over Ukraine. And we need to learn not only to live with this, but also to be always prepared to defend the independence of our country,” he said. Poroshenko announced about $3 billion would be spent on re-equipping the army in 2015-2017. Ukraine’s
armed forces are only a fraction of the size of those in Russia. In separatist-held Donetsk, about 100 people introduced over a public address system as Ukrainian prisoners-of-war were marched through the city’s central Lenin Square on Sunday. They looked dirty and unshaven and bowed their heads as they passed. Some had bandaged arms and heads. They were guarded by rebel fighters with guns, their bayonets fixed. People who came to watch the parade shouted “fascists!” and “murderers!” and some threw bottles at the POWs. Two street-cleaning machines followed the column, spraying water on to the street in a theatrical gesture to indicate the men were unclean. Yesterday, artillery shells hit the grounds of one of Donetsk’s biggest hospitals. Authorities in Kiev deny targeting civilian areas. Diplomats say tomorrow’s meeting between Putin and Poroshenko in the Belarussian capital Minsk may provide the best chance yet of ending a conflict that has left ties between Moscow and the West at their most toxic since the Cold War and has sparked sanctions that are hurting the Russian and European economies. The two presidents last met in June in a frosty encounter in Normandy, France, at commemorations to mark the World War Two DDay landings. They did not shake hands. Since then, the momentum in the conflict has tilted in Ukraine’s favour.

Britain says it close to identifying beheading suspect B A G H D A D / WASHINGTON (Reuters) Britain is close to identifying a suspected British national shown beheading American journalist James Foley in a video released by Islamic State militants last week, the British ambassador to the United States said yesterday. With Islamic State fighters now in control of vast areas of northe r n I r a q , t h e c o u n t r y ’s presidentdesignate, Haider al-Abadi, used a meeting with the v i s i t i n g Iranian foreign minister to call for greater international efforts to destroy the Islamist group. Foreign Minister Mohammad Javad Zarif of Iran, a Shi’ite Muslim power likely to wield influence over the formation of Abadi’s new cabinet, reaffirmed Tehran’s support for Iraq’s territorial unity and its fight against militants. “Abadi pointed to the presence of many dangers posed in the region as a result of the existence of the terrorist gang Islamic State, which requires regional and international efforts to exterminate this terrorist organisation,” the Iraqi leader ’s office said in a statement after the talks with Zarif. Iran would continue to stand by Iraq, Zarif said. “Iran backs the unity of Iraq and the stabilising of security and considers that as a priority in its foreign policy,” he said. Iran and Iraq fought a bloody eight-year war during the 1980s, but Shi’ite Tehran forged close ties with the Shi’ite-led governments that have dominated Iraq since the overthrow of Saddam Hussein in 2003. REUTERS/Social Media State through northern Iraq has alarmed the Baghdad government and its Western allies, prompting the first U.S. air strikes in Iraq since U.S. occupation forces pulled out in 2011. The Sunni Muslim militant group sees Shi’ite Muslims - a majority in Iraq as infidels who deserve to be killed and has driven thousands of non-Muslims from their homes. The horrific video showing the killing of Foley last week, together with a threat to kill another American journalist being held hostage, Steven Sotloff, inspired widespread revulsion in the West and a desire to hunt down the killer. The masked knifeman
shown in the video spoke English with a London accent and security services have launched a major attempt to find out who he is by analysing the video and seeking to identify him from among the estimated 500 Britons believed to have gone to join the jihadists in Iraq and Syria. Britain’s ambassador to the United States, Peter Westmacott, told CNN’s “State of the Union” programme that Britain was putting a great deal of resource into identifying the suspect, including voicerecognition technology. He said he could not give more details, but added: “I do know from my colleagues at home that we are close.”
Kidnappers free American missing in Syria since 2012 D U B A I / WASHINGTON (Reuters) - Al Qaeda-linked militants in Syria yesterday freed an American writer missing since 2012 following what officials said were efforts by the Gulf Arab state of Qatar to win his release. U.S. Secretary of State John Kerry said in a statement Peter Theo Curtis had been held by Nusra Front, al Qaeda’s official wing in Syria whose rivalry with Islamic State has fueled war among the insurgents themselves.
President Barack Obama, who was briefed on Curtis’ release, “shares in the joy and relief that we all feel now that Theo is out of Syria and safe,” the White House said. “But we continue to hold in our thoughts and prayers the Americans who remain in captivity in Syria - and we will continue to use all of the tools at our disposal to see that the remaining American hostages are freed,” the statement added. News of Curtis’ release emerged just days after the militant group Islamic State
posted a video on the Internet showing one of its fighters beheading American journalist James Foley, who was kidnapped in Syria in 2012. The United Nations said in a statement “it can confirm that it facilitated the handover of Peter Theo Curtis. He was handed over to UN peacekeepers in Al Rafid village, Quneitra, the Golan Heights, at 6:40 p.m. (local time) on 24 August 2014. After receiving a medical check-up, Mr. Curtis was handed over to representatives of his government.”

Hundreds dead as Islamic State U.S. Republicans pressure Obama seizes Syrian air base: monitor to step up action against ISIS
Residents of Tabqa city and Islamic State militants tour the streets in celebration after Islamic State militants took over Tabqa air base in northeast Syria yesterday. REUTERS/Stringer BEIRUT (Reuters) Islamic State militants stormed an air base in northeast Syria yesterday, capturing it from government forces after days of fighting that cost more than 500 lives, a monitoring group said. The Syrian Observatory for Human Rights said at least 346 Islamic State fighters were killed and more than 170 members of government forces had died since Tuesday in the fight over Tabqa base, making it one of the deadliest confrontations between the two groups since the start of Syria’s war. The Observatory, which monitors violence in Syria through sources on the ground, said fighting raged inside the air base yesterday. It was the Syrian army’s last foothold in an area otherwise controlled by Islamic State, which has seized large areas of Syria and Iraq. In nearby Raqqa city, an Islamic State stronghold, there was celebratory gunfire and several mosques announced through their loudspeakers that the base had fallen to the Islamists and cheered “God is greatest”, a witness told Reuters. IS fighters displayed the severed heads of Syrian army soldiers in the city square, the witness said, adding that Syrian warplanes were heard over Raqqa following the air base attack. Yesterday the Syrian air force had bombed areas around the base. Syrian state television said that after fierce battles, the military was “regrouping”. Citing a military source, it said there was a “successful evacuation of the airport” and that the army was continuing strikes on “terrorist groups”
in the area, which it said had suffered heavy losses. Syrian state media gave no figure for the number of people killed in the clashes. Islamic State had also trapped around 150 retreating Syrian soldiers in an area near the base and was believed to be holding them captive, the Observatory said. The Syrian army sent reinforcements to the base overnight on Friday to fight Islamic State, which controls roughly a third of northern and eastern Syria. Syrian television had shown footage of army forces defending the base on Saturday who had said it was safe from Islamic State’s advances. Many of the Islamic State fighters died after Syrian warplanes bombarded the area, the Observatory said. Islamic State, a radical offshoot of al Qaeda, has taken three Syrian military bases in the area in recent weeks, boosted by arms seized in Iraq. Syria is calculating that the IS push to reshape the Middle East will eventually force the West to deal with
President Bashar al-Assad as the only way to tackle the threat, sources familiar with Syrian government thinking have said. Elsewhere in Syria, the group withdrew from northern areas it controlled outside the city of Homs yesterday and retreated east after coming under attack from rival Islamist fighters, the Observatory said. Fighters from the group withdrew from a headquarters north of Homs on the orders of their leader Abu Bakr al-Baghdadi, the Observatory said, citing sources in the area. They said IS gave up the territory to Nusra Front, al Qaeda’s official wing in Syria. As well as Nusra Front, Western-backed rebels have also been fighting IS in Syria but have regularly been defeated by the group, which in June declared an “Islamic caliphate” in the territory it controls. Activists have accused the Syrian army of avoiding confrontations with IS because it has weakened rival rebel groups also battling Assad.
(Reuters) - Republicans yesterday called for more aggressive U.S. action to defeat Islamic State militants in Syria and Iraq, accusing President Barack Obama of policies that have failed to thwart potential new threats on U.S. soil. Representative Mike Rogers, Republican chairman of the House of Representative Intelligence Committee, urged the administration to work with Arab partners on robust steps to disrupt the operations of the Islamic State in Iraq and Syria (ISIS). He said the group is drawing support from Europeans and Americans who could travel undetected to Western countries to carry out attacks. “They are one plane ticket away from U.S. shores,” Rogers said on NBC’s “Meet the Press” program. “ We have the capability to defeat (ISIS). We now have to have the political will and we have to have the policy to do it. We have the first. We don’t
President Barack Obama have the second two.” Rogers and other Republicans including Senator John McCain have been relentlessly critical of Obama’s security policy, including accusations that the president has shown a lack of leadership against terrorism since ordering the military operation that killed al Qaeda leader Osama bin Laden in 2011. But a leading Senate Democrat cautioned against
overstating the dangers ISIS could pose to the United States. “I don’t think we can simply dismiss them. But to jump from what they have done, which is horrific ... to the assumption that they’re going to be an immediate, and within days, a threat to us here in our homeland, I think you don’t jump to that,” said Senator Jack Reed of Rhode Island. “The proper strategy is a comprehensive strategy, and its foundation is political, not just military,” he added. U.S. officials have identified ISIS as a major threat since it emerged from Syria’s civil war and swept into Iraq this summer. Obama has ordered limited air strikes against the group in northern Iraq. But alarm raised by the beheading of U.S. journalist James Foley has been followed by calls for action to defeat ISIS, including attacks on its operations in Syria. Officials have not ruled out escalating military action.

LABA unaware of reported suspensions of national players Plans are in train for the staging of the Victory Valley Royals eight team knockout basketball championships which bounces off next weekend at the Mackenzie Sports Club Hard Court. Senior Official of the Linden Amateur Basketball Association, Mr. Joe Chapman, said that this tournament will be followed by the third annual Trophy Stall Regulation Open League tournament from mid September. Quizzed on recent reports that two national players from Linden, power forward Dwayne ‘Brown Sugar’ Roberts of Retrieve Raiders and centre Shane Webster of Amelia’s Ward Jets have been suspended and fined by the Guyana Amateur Basketball Association, Chapman said, “We are not aware of those suspensions from any official source and as such the General Council of the LABA on Friday night was forced to ignore the reported sanctions.” The Secretary informed in a release yesterday, that approval has been given and the tournament will bounce
Players eligible for Victory Valley Royals championship next weekend in Linden off with registration of players and club affiliation for the remainder of 2014 to be completed by today when the association meets again with the clubs, and the draw for the tournament will be done at a meeting from 6:30 pm at the Mackenzie Sports Club Lounge. Chapman said that while the LABA president was among four federation officials who addressed the allegations against the players, LABA president Mr. Haslyn Graham was not representing the association as he is a vice president of the governing body GABF. Additionally, the long standing secretary said he believes that based on reports gathered there were swirling allegations of mistrust before, during and after the July held Caribbean Basketball Championships in the British Virgin Islands of Tortola which brings into questioning the resultant suspensions and fines for not
returning the national basketball uniforms to the federation by the players. He said he wanted not to further comment on the reports of an entire basketball team being sanctioned for any wrong doing because nothing official is with the association. However, he said when that time comes the association will deal with what is brought to their attention. Chapman said that he was told when the GABF executives would have met on Saturday 26th July, a follow up meeting with the General Council of the federation would have been held but to date this was not done. The clubs slated to contest the Victory Valley Royals eight team knockout basketball championships are the hosts Victory Valley Royals, Kings, Amelia’s Ward Jets, Wismar Pistons, Block 22 Flames, Bankers Trust Falcons, Half Mile Bulls, and Retrieve Raiders.
Agricola get past Timehri
Grove Hi Tech Captain Domini Garnett scores the first of his three goals against Diamond United. Grove Hi Tech solidified their hold at the top of the standings with a workmanlike 9-1 drubbing of Diamond United, whilst Agricola Red Triangle took care of Timehri Panthers 3-1 when rivalry in the Stag Beer/East Bank Football Association division-one league continued yesterday at the grove Playfield. Led by their Captain and the competition’s leading goal scorer to date, Domini Garnett (13 goals) who blasted a hattrick, Grove proved to be way too much for Diamond to handle on a cool Sunday afternoon which saw a damp pitch owing to heavy rain on Saturday which had left the ground waterlogged resulting in the CULT Under-17 semifinals being postponed. However, yesterday it was no damp feelings in terms of the on-field play, Diamond it was that drew first blood in just the second minute of play. Mark Jhingoree’s looping shot from the left side was too well paced for goalkeeper Michael Matthews to handle as it eased over his outstretched fingers into the back of the nets. Diamond were happy to at least put their opponents on the back foot, even if it were for a few minutes and as it turned out it was indeed for a few short minutes as the Latest Points Standings: Teams P Grove 10 Soesdyke 10 Agricola 10 Timehri 10 KK Warriors 10 Herstelling 10 Diamond 10 Mocha 10

Clive Matthews Jr. eased Grove into the lead with a welltaken free kick form about 30 yards out that Gibbs and the Diamond defence could not keep out in the 12th minute. Even at this juncture, Diamond looked as if they were going to keep up with Grove but couldn’t find their touch that brought the opening goal. Garnett was on target again in the 64th and 67th. Joel Dick, who came on in the second half, also inked his name on the score sheets in the 79th minute, three minutes earlier, John Matthews converted. The win for Grove has put them six clear points ahead of their closest rival, Soesdyke Falcons who are on 21. The afternoon got underway with Agricola Red Triangle easing to a 3-1 win over Timehri Panthers. Gordon Grant, who started the game as the joint to leading goal scorer with Domini Garnet (10 each) netted a double in leading his side to victory. Grant scored in the 4th and 23rd minute; Sheldon Gurrick put the icing on the cake in the 63rd minute. Timehri had pulled one back in the 20th minute through Hubert Adams and stood toe to toe with Agricola for the most part. The win for the Agricola boys saw them overtaking Timehri for third, easing two points clear of them. More action is set for Sunday at the same venue.

Bangladesh face uphill CP Got Even rules the roost in battle to salvage pride Guyana Cup at Port Mourant
Sunil Narine has been terrorising the Bangladesh batsmen © WICB Media/Randy Brooks. - Anamul Haque celebrated his hundred with a primal scream. (AFP) ESPNcricinfo - West Indies were in frenzy towards the end of the second ODI, having sunk Bangladesh from a seemingly stable position to a sudden rout. They had bowled them out for less than 70 once before, but the high a team gets after engineering a collapse must rank alongside a bowler getting a hat-trick or a batsman scoring more than 30 runs in an over. It is not just Sunil Narine’s variety that has made West Indies’ bowling attack look threatening. Jason Holder and Kemar Roach have alternated between roles as new-ball enforcers and holding bowlers. They haven’t used too much pace but bounce has been everpresent, alongside change of pace. West Indies would now want a similar performance from the batsmen who
performed more than adequately in the last two games, but looked rusty for long periods. Chris Gayle and Darren Bravo have fifties under their belt but captain Dwayne Bravo has stressed he wants them to make full use of a good start. Kirk Edwards and Lendl Simmons have struggled, but Denesh Ramdin and Kieron Pollard have compensated with their good form lower in the order. West Indies’ strength lies in their big-hitting allrounders and, with the addition of Andre Russell for the third match, they will look to bolster the middle and lower order at the relatively small Warner Park. Pollard on song could be brutal on the Bangladesh bowlers who have so far held their own in the first two games. The visiting team’s
bowlers have fought harder than their batsmen in the series. On a small ground, the bowlers will have a tougher time, compounding the problems of a struggling battling line-up that hit a new low in the second ODI. So far only Anamul Haque and Tamim Iqbal have given hope of scoring a few runs. The plan to use Imrul Kayes and Shamsur Rahman at Nos. 3 and 4 may now be shelved while Mushfiqur Rahim is also due for some runs. Nasir Hossain has looked uncomfortable at the crease and Mahmudullah’s bowling may help him get another chance despite failures with the bat. The situation can only lead one to think West Indies will have a cakewalk today. However, Bangladesh have some of the most emotional supporters in the world, who would be expecting a response of some sort from the team after the Grenada debacle. IN THE SPOTLIGHT Sunil Narine has been nothing short of a terror for the Bangladesh batsmen. His three-wicket burst turned the second ODI on its head while his tight, late spells in the first game ensured a below-par total. Expect more of the same from him. Anamul Haque had a wry smile after he was given out caught behind in the second ODI. He wouldn’t have realised how the rest of the innings would pan out, but his first ODI exploits will be desperately sought as Bangladesh look to bounce back at Warner Park. TEAM NEWS West Indies have added Andre Russell to their third ODI squad, and given his excellent form in the CPL, he could be picked in the playing XI at the expense of one of the bowlers. Shamsur Rahman and Nasir Hossain have had poor games and could make way for Mithun Ali and Mominul Haque. Mahmudullah is likely to survive the chop despite a first-ball duck on Friday, thanks to an encouraging bowling performance. Sohag Gazi has been reported for a suspect action but it will not affect his selection for the ODI. PITCH AND CONDITIONS The last international match was played here more than two years ago, but both teams will be aware that Warner Park is battingfriendly and has short boundaries. There have been five 300-plus scores at this ground.
