Visiting US Delegation welcome but A most remarkable coincidence disappointingly lacking in diversity DEAR EDITOR, Like what I suspect would be the majority of Guyanese, I welcome the news that a delegation including nine members of the United States Congress would be visiting Guyana shortly. I share the views attributed in the press to Minister of State Harmon that the visit of such a large delegation suggests that politicians in the United States believe that significant things are happening in Guyana. However, I am very disappointed to see what appears to be a stark lack of diversity in the make up of the members of Congress slated to visit this multi ethnic Caribbean nation, which can always use reinforcement in
our adherence to the principle of inclusiveness in our society. The nine members of Congress identified as part of the twenty-five member delegation are all white, all male and overwhelmingly (seven to two) Republican. I am not sure how these delegations are put together. It may be that members join the delegation based on individually expressed interest in so doing. However, the person identified as leading the delegation should actively court members so that the visiting delegations would more closely reflect the diverse makeup of the United States House of Representatives. The Hill newspaper
(November 17th. 2016) described the current Congress as the most diverse in history. The House is about 20 percent female and about 20 per cent non-white. It should not be difficult to form a delegation more diverse than the one comprised of nine white men that are coming to Guyana. The person identified in the press as the leader of the delegation Bob Goodlatte, Republican of Virginia, is Chairman of the House Judiciary Committee. He would not have to reach very far to find someone whose presence in the delegation would in some way diversify his delegation. Representative Sheila Jackson Lee, a Democrat from
Texas, is not only female but of African descent. Of even more significance in the context of Guyana is the fact the Representative Jackson Lee is the daughter of Caribbean (Jamaican) immigrants. Regardless of the make-up of the delegation, I have no doubt that on both an official and unofficial level, Guyanese would welcome them warmly. It is my humble opinion, however, that a more diverse delegation would have had not only an important demonstration effect but would ensure that Guyana is perceived from diverse perspectives by the visitors. Sincerely, B. Mayo Robertson
Oh dear! Three deaths over the past three years. This must be a curse DEAR EDITOR, First was PPP. He was found guilty of corruption in 2015 and sentenced to death by Chief Justice Jimmy Carter SC OE. This was followed by APNU who died from complications of obesity in 2016. She was advised by Dr. W. Brassington NICIL FRCP(UK), to cut her calories but ignored that advise and increased it by 50%. Not wise at all. Now we have the AFC who wanted to live alone, against world renown Geriatrician, Dr. Granger’s advice. Unfortunately it had a catastrophic fall. She died on the 8th August while waiting for over eight hours to be seen at the world renowned, GPHC ( Giving Patients Horrendous Care). By request she wishes to be buried in one of Exxon’s oil wells. Editor we have had quite a few deaths since our foster father in 1966 allowed us to play in our mud dam roads, barefooted and half naked. PNC had a tragic death in 1992 after being infected with the rigging virus. This is a serious epidemic in Guyana afflicting all professionals who remained. How did King Krauss miss this? WPA has been on life support since that tragic explosion in 1980. Effectively brain dead with no new ideas. I think we should get the next
of kin, Dr. David Hinds in, where we can do the dignified thing, turn the life support machine off and let her have a peaceful death. TUF died in 2002 while at her nadir. No pun intended. The rumour is that her husband left her for a younger PPP. She never got over that and was struck down on the East Bank Killing Field on her way to work by a speeding minibus. I guess our only hope is this new young Amerindian bushman. I heard from one of his cave men that he will use a cassava as his party symbol. Frankly, we have had enough of the cup and the
tree. And keep that young Ramson miles away from our indigenous people. He may just spend one day in the bush and be masquerading as an expert on wild animals. And Editor more curses befell us. It would appear that Clifford Krauss aka Jim Jones, has also cast a spell on paradise Guyana. Since he said that crime is a problem we appear to be experiencing lots of it. First, five deadly bandits were killed by our five-star police. This was followed by two men who brutally murdered their wives. A lawyer’s clerk was next,
sadistically murdered in the sanctuary of his own home. A hotelier then joined in, shooting a man dead in his back in self defence. Really? Then two men shot at a couple of cops with the intention of murdering them. The police are getting into the act too. Shooting dead a young Brazilian in a robbery attempt and subsequently tried to burn the body. We have lots of Brazilians here these days. Also Cubans, Venezuelan and Haitians. The land of ten races. Then a couple of white American missionaries were robbed at gun point of Continued on page 6
Blaming the government DEAR EDITOR, Interestingly the President would tell the gathering at the opening of the party’s threeday 20th Biennial Delegates Congress at Congress Place, Sophia that ‘ the coalition Government will not be intoxicated by oil.’ Whilst he’s saying that, the whole county and other countries could see that this government cannot manage this country properly and they all using the reward of the expected oil to shade their incompetence. Editor, this is a president who conveniently choose not to keep press conference, and remains silent on the behaviour and allegations against ministers under his watch.
Numerous negligence occurring at the public hospitals resulting in unnecessary deaths, an increase in road accidents, petty crimes increasing with the use of guns, and over spending of monies under watch. The most embarrassing of all is the cancellation of the annual international yachting event, citing the deadly pirates attack. I hope the President will be able to tell the party members gathering at Congress place his plans for that but, I am certain that will not be addressed. Meanwhile Guyana continues to be embarrassed daily. Sahadeo Bates
DEAR EDITOR, I have noticed a recent release from the government announcing “Hinterland Consultations on the Green State Development Strategy starts this week”. The release stated that Team experts from the GoG’s Department of Environment and the United Nations Environment Programme (UNEP) with the assistance of the World Wildlife Fund Guianas ( WWF) will be holding meetings in Regions 1, 2, 7, 8, 9, and 10 between August 16 -September 12, 2018. The schedule of meetings was listed. It is interesting when one examines the schedule of meetings that firstly, three townships and one NDC which are not in the interior were included while certain interior locations were omitted. Secondly, the planners of these meetings seem to be unfamiliar with the geography of Guyana as meetings are not being coordinated to ensure efficient use of time and money incurred in holding these consultations. However, most interesting is that eight of the 15 identified communities will be going to the polls on November 12, 2018. One wonders if the UNEP and the WWF are aware that these meetings will be part o f t h e g o v e r n m e n t ’s election campaign strategy for the Local Government Elections. From the media, I am aware that the UNEP has been assisting the government since July 2017 on the Framework of the Green State Development Strategy (GSDS) and Financing Mechanism. l am aware that there is a Green State Development Multi-Stakeholder Expert
Group although the members of this body have not been made public. l am aware that the GSDS, much touted by the Government for the last three years, is still to be developed and that US$1.5 M USD of REDD+ monies are funding the completion of the GSDS. I am also aware that not one Government Minister in the National Assembly or in the media has been able to articulate the government’s vision of what the GSDS will contain for Guyana and its people. In fact, ask any Minister what is the GSDS and one gets a lot of “hot air” and generalities. Worse yet, ask how the GSDS will mesh with the Sustainable Development Goals (SDGs) and their eyes gloss over. Having abandoned the Low Carbon Development Strategy of the PPPC government which had gone through rigorous consultations and dialogue in every interior community and coastal area over a two-year period and brought to the National Assembly and debated, the government has failed to hold any consultations over the last three years at the community level on their Green State Development Strategy. So the readers must forgive me for being cynical that the timing of these consultations on the GSDS is conveniently coinciding with the upcoming LGE on November 12 to allow the government to use these consultations to do the PNC election work. Do the UNEP and the WWF wish to part of this subterfuge? I certainly hope not. Regards Gail Teixeira, M.P.

New Political Culture DEAR EDITOR, The late President of Cooperative Republic of Guyana. Forbes Burnham, is properly regarded as the brightest beacon among Caribbean Leaders. PNC/Reform ideology, that is, the body of ideas we use to understand and work out solutions to challenges, is Burnhamite. The PNC/ Reform, leadership is a combination of the right ideas and the right action at the right time. PNC/Reform believes that the vision of young people is most important if the party is to serve all age groups and be a force for the future. This why the PNC/Reform keeps away from one-man or one-person leadership is because we emphasize culture and cultural expressions and to encourage the masses to participate directly. Mr. Burnham’s vision that his purpose of the PNC is to abolish poverty. He will feed the hungry with his Government surplus milk and cassava. He will find employment for the unemployed. He would exploit the country’s resources, by making a country prosperous. Before the unemployment problem can be solved, experts must be brought into the country to assess the situation. Mr. Burnham summing up his position, said that he is in favour of Government entering industry and encouraging private enterprise. But Government must have the final responsibility for economic development. He insists that the PNC will produce an economic policy in due course and that it will banish poverty. Mr. Burnham’s aims, the aims of the Party, will be to
abolish poverty. The first thing we are going to do immediately after we assume the reigns of Government is to arrange that not a single man, woman or child goes to bed hungry. Mr. Burnham’s views and his Party’s view, any economic development of British Guiana must be aimed at giving the ordinary man a share in the output. When it comes to drawing up an economic programme what he prepared was that we will accelerate and encourage industrial development, Government taking part in certain sectors, Government cooperating with private industry in other sectors, to take an active part, while government at the back and in the final event, remain entirely responsible for economic policy and development. Mr. Burnham had a conviction, glibly, about doing this and doing that, so many millions or so many billions of dollars until we know what we have and decide how we’ll use what we have. It must be recognized, so far as his Party’s views – national resources are not developed by magic. We shall need human skills, which will have to be trained and while these are being trained in some cases, we shall have to face the fact that we shall have to import experts until such time as our people are trained. Mr. Burnham had great faith in the people of Guyana, that they will react to our sincerity, and react to our intelligent and modern approach. Yours sincerely, Sherwood Clarke

WHEN WILL THE POWER SITUATION CHANGE FOR REGION TWO? DEAR EDITOR, The poor service of GPL continues as the residents of Region Two have been affected for over two weeks by frequent power outages. It is only fair that the Government of Guyana provide honest answers to my people of Region Two on the following: 1) The present state of affairs with GPL, Anna Regina. 2) When will Region Two have reliable power supply since the much talked about installation of new generators is a project that is way behind schedule? 3. Why thousands of
gallons of sludge, a fire and environmental hazard are stored in its Anna Regina Power Plant compound and not properly disposed of? A disaster waiting to erupt. The inaccurate advisory notices provided by GPL are rapidly reducing public confidence since residents are complaining that these notices do not reflect the actual situation and there are longer hours of blackout when compared to the GPL Advisories. One of my major concerns is that while the Region Two economy is struggling, several customers of GPL;
both commercial and residential, have reported damage to electrical appliances and food items. Gas stations and supermarkets are already hit. We are also deeply affected by the other utility services; namely GTT and GWI along with internet services; they are all heavily dependent on power. Further, our region is having numerous visitors at this time, the RDC is pushing for tourism development. It is quite unfortunate that GPL has not been proactive and supportive to this sector, a sector with tremendous
potential while other sectors of my region are crumbling. On the positive side; the dedicated efforts of Mr. Michael Haley, the Diesel Generation Engineer at GPL Power Plant, Anna Regina, must be openly recognised. However, as we approach our 53rd Independence Anniversary; we the people of Region Two deserve urgent and honest answers from the Government; a Government that has gone into silence while we are left in the dark. Regards. Devanand Ramdatt Regional Chairman
ANOTHER FAILED PROMISE IN THE APNU/AFC MANIFESTO DEAR EDITOR, Despite teachers are being labeled as supporters of the coalition government, President David Granger and Cabinet are reluctant to adhere to the demands of the Guyana Teachers’ Union. A joint manifesto by APNU/AFC coalition government before the 2015 elections “Our Vision for Unity, Stability and Development” was a promise for a good life for all Guyanese. Notably in the manifesto under the Education section the coalition government highlighted that Education is key to social transformation and has several strategies aimed at boosting this vital
sector. Two critical strategies the manifesto mention is that the government would develop appropriate non-monetary benefits for teachers and increased emoluments (salaries) with improved working conditions for teachers. After being elected to Government in May 2015 the GTU submitted its multi-year proposal for wage increases to the Ministry of Education. The subject Minister, Nicollete Henry, failed to represent the teachers’ issues and after two years on the 29th October 2017 the President David Granger intervened to avert a strike action with a delaying tactic
of setting up a High Level Task Force to investigate and make the necessary recommendations to the MOE. This High Level Task Force which included senior government Ministers failed to negotiate a reasonable package for teachers wages increase. This failed negotiation can demonstrate and expose the level of incompetence in terms of negotiations that exists in APNU/AFC coalition government. Teachers are the heart of the educational system in any country or the world. The influence of teachers extends beyond the classroom well into the future. Teachers are
the people who shape a nation’s future so it is imperative that the APNU/ AFC coalition government STOP stalling the negotiations and increase their salaries and other allowances immediately. Teaching is more than imparting knowledge; it is inspiring change. We must compliment the GTU President, Mr Mark Lyte, and the union for standing up against this selfish government and urge that the teachers support the GTU in this struggle, especially those teachers in Region Six, to ensure that their goal is being achieved. Regards Zamal Hussain
Oh dear! Three deaths... Remembering Kofi Annan From page 5 millions. They are lucky to be alive. Who said God is not white? Finally a Bourda market vendor was shot dead when he refused to give the bandit what was not theirs. Before crossing Krauss put his mouth on us, we were able to sleep with our doors and windows open. Now we have to grill our windows, bar our doors, have ten vicious pit bulls at our gates, put chastity belts on our lady folks and arm each family member with AK47. Not good for our fledging tourism industry. I pray that our Commissioner and Chief Magician, Ramnarine, can break this voodoo curse, sending Inspector Clifford to work in some remote area, hundreds of miles away from his family. Mr. Editor, thanks for indulging me. I would humbly request that my privacy is respected as I mourn for this tragic nation call Guyana. Regards Dr. Mark Devonish MBBS MSc MRCP(UK)
DEAR EDITOR, The former UN secretary general Kofi Annan has died at the age of 80 after a short illness, his family and foundation announced. The Ghanaian was the seventh secretary general and served for two terms between 1997 and 2006. He was awarded the Nobel peace prize for his humanitarian work jointly with the UN as an organisation in 2001. He died in hospital in Bern, Switzerland, in the early
hours of Saturday with his wife, Nane, and three children Ama, Kojo and Nina, by his side. He had retired to Geneva and later lived in a Swiss village. Annan’s foundation issued a statement on his Twitter account on Saturday that described him as a “global statesman and deeply committed internationalist who fought throughout his life for a fairer and more peaceful world”. AG issues Commencement Order Tax Amnesty rakes in over $3B, comes to an end in September for the Judicial Review Act - but Nandlall says Williams still in breach of Court Order Attorney General, (AG) and Minister of Legal Affairs, Basil Williams has published in an extraordinary edition of the Official Gazette, for the Commencement Order for the Judicial Review Act to come into effect on January 1, 2019. However, Attorney- atLaw Anil Nandlall is of the view that the AG’s action is still not in keeping with the Order of the Court which states that the Act should be made effective by July 31, 2018. The order was passed by Chief Justice (CJ) (Ag) Roxane George’s at the High Court in May but the AG had appealed the decision by filing an application in the Appeal Court to put a hold on the Order. After the Court of Appeal refused to delay the CJ’s order, the AG issued a publication in the official Gazette that JRA will come into effect on January 1, 2019. However, Nandlall says the publication and decree clearly represents Williams’ blatant disobedience of the Court Order. Nandlall a former Attorney General and Executive member of the main political opposition, PPP/C accused Williams of deliberately subverting, frustrating and making a mockery of it. “Only the AG himself can explain why he is engaging in this self-induced torment. I remain absolutely flummoxed at what he intends to gain by these unwarranted and untutored shenanigans. “In my considered view, the clear intention of Chief Justice George’s Order is for the AG to have operationalised the Judicial Review Act by July 31, 2018, latest; not January 1 , 2019. “Clearly, the AG continues his blatant disobedience of this Order and is deliberately subverting, frustrating and making a mockery of it,” Nandlall added. Last Week, Nandlall filed the Contempt of Court proceedings against Williams’ over his failure to act on the Orders of the Court. “I have placed the matter

entirely in the hands of the Judiciary. Therefore, it is now a matter for the Judiciary to institutionally determine whether it will condone such flagrant violation for and utter disrespect of, its own Order and process. “Nothing saps public confidence in a judicial system faster than its demonstrable inability to enforce its own orders.” In the Contempt of Court motion, filed on Friday, the former AG requested an order of the Court committing the Attorney General to Georgetown Prisons, Camp Street, Georgetown for such period and terms and conditions for failing to bring the Judicial Review Act into force on or before the 31st of July, 2018, as ordered by Chief Justice Roxane George. The JRA is an area of public law which is designed to specifically assist members of the public in challenging acts committed against them by State officials, including Government Ministers. The Act was passed in 2010 but was scheduled to be enacted after the new High Court rules /Civil Procedure Rules, (CPR) were in place. The new High Court rules came into being in 2017 and the Attorney General and Minister of Legal Affairs Basil Williams was tasked with bringing the Act into effect by publishing an order signed by him in the Official Gazette. Williams has been accused of being slothful on the matter. He has since faced a se-
ries of court actions, one which resulted in an order by the Chief Justice to enact the JRA. Both the Supreme Court and Court of Appeal ruled in favour of operationalising the JRA. But the AG had opted to hold consultations on the matter. As a result, Nandlall, filed a contempt of court motion against the Minister In her ruling, Chief Justice George noted that the JRA contained the procedures by which remedies can be accessed under the Act; one is a complement to the other. Justice George took into consideration information gathered from Hansard, (records of Parliament) which evidenced the fact that the JRA was unanimously passed by the House and was endorsed by the applicant (Nandlall) and the respondent (Williams) in the House. Further, the Judge took into consideration Williams’ submission that the Court would be breaching the separation of powers doctrine if it were to mingle in legislative and executive affairs. Justice George made it clear that the JRA had been assented to already, which meant it had passed the stage of the legislative arm. She noted, too, that in a situation where the Minister failed to perform his duty, the Court is empowered to compel the said Minister to do so. The Court cited a number of legal authorities to support the conclusions reached.
By Kiana Wilburg It appears that the period of tax amnesty has been a successful one thus far for the Guyana Revenue Authority (GRA) since it has brought in over $3B up to June, 30, last. GRA’s Commissioner General, Godfrey Statia noted that the tax amnesty helped to boost the half year arrears which came up to $6.3B. “Arrears are taxes collected passed the due date. So if it is supposed to be collected on April 30, and you collect it passed that date, then it is considered part of arrears. It is also arrears if it is taxes collected this year for previous years. The tax amnesty as you would be aware, allows us to collect taxes owed from previous years with the minimization of penalties.” The tax chief said, too, that there are sizeable arrears which were collected by the authority based on audits on certain companies. “So the $6.3B is a mixture of all these things and we have been aggressive in going after those who owe us. Tax amnesty has been working for us and we will know the degree of its success when it comes to an end in September. The amnesty would have been a sizeable amount. It is about half of the $6.3B in arrears for the first half of the year.” Statia anticipates that the $6.3B will reach to $10B before the end of the year since the authority has taken aggressive legal action and is pursuing several investigations against delinquent businesses. The tax chief said that while there is a lot of work to be done, there is still much to be pleased with in terms of the improvement in the management of the entity. In two years, GRA has achieved 40

percent increase in revenues. TAXAMNSETY It was in January that the Guyana Revenue Authority announced that it would be providing a period of amnesty for delinquent taxpayers. This move by the authority was in keeping with the measures announced by Finance Minister, Winston Jordan in his budget 2018 speech last year. Jordan had said that the period of amnesty for taxpayers—corporate and individual— would ensure they are able to get in order, the filing of true and correct tax returns and payment of their true and correct taxes. The amnesty is applicable to: Taxpayers who have principal taxes outstanding; Nonfilers such as persons who are delinquent in the filing and payment; Taxpayers that filed individual and corporate tax returns, but in the process would have mistakenly underreported or understated their income or overstated deductions or credits; Taxpayers who filed but would have deliberately not declared or
under declared their true income; and Taxpayers who are already subjected to completed audits and a determination was made that additional taxes are owed to the GRA and the additional tax is still outstanding. He said that this amnesty will be in effect from January 1, 2018 through September 30, 2018. The Finance Minister said that taxpayers who file and pay all principal taxes on or before June 30, 2018 will have all interest and penalties waived, while those who file and pay all principal taxes between July 1, 2018 and September 30, 2018 will have 50 percent of interest and penalties waived. The economist noted that taxpayers who expect to benefit from this amnesty must file true and correct returns. Those found to be in violation will be subject to an audit and the attendant penalties and interest will be applied. He said that GRA will be devoting increased resources to enforcement of the income tax laws.

Almost $2B from $30B Bond $13.5M unaccounted for in Facility released to GuySuCo contract for Dem. River Bridge for operational expenses feasibility study - Former AG
The National Industrial and Commercial Investments Limited/Special Purpose Unit (NICIL/SPU) announced yesterday that almost $2 Billion has been disbursed to the Guyana Sugar Corporation (GuySuCo) for operational expenses of its three estates (Albion Estate, Blairmont Estate and Uitvlugt Estate). According to NICIL, this is in keeping with the plans of the Coalition Government to make the industry viable and to safeguard the future of the 11,000 plus workers. NICIL in its statement to the media said, “As can be recalled, and reported, earlier this year NICIL was mandated to seek financing for the smaller-sized corporation targeting retooling, diversification and improved agriculture. This was being pursued even as work was being done to privatize and divest the four estates- Skeldon, Rose Hall, Enmore and Wales.”
Through local financing, arranged by Republic Bank Limited, NICIL said that it managed to successfully negotiate a Bond Facility for $30B, with significant input from the Ministry of Finance. It said that a full $30B has been secured but it requested $17B in the first tranche. NICIL said, “We will receive the remainder on request. It was structured in this manner for it not to incur unnecessary costs. It must be noted that half of the bond amount would be provided for in local currency while the remainder would be disbursed in USD.” “This bond facility is the largest ever for the country and is clear evidence of the capacity of our local state agency and financial institutions, with the negotiations very complex in nature.” Under the arrangements, GuySuCo must submit its applications that are vetted to
make sure it meets the approved criteria of the bondholders with two disbursements made so far- one for $880M and another for just over $1.1B. NICIL said that the monies from the bond facility will be used to purchase equipment for plantation white and co-generation plants, operational expenses, including the purchase of nine tractors. NICIL made it clear that the monies obtained from the bond facility were not obtained to facilitate the payment of debt as was ventilated time and again by the Minister of Finance and stakeholders. The entity made it known that GuySuCo is yet to complete its procurement process for the mentioned capital items. It concluded therefore, that GuySuCo is not in a position to draw down on additional secured funds.
There is a $13.5M difference in the amount that Cabinet approved and the contracted amount for the feasibility study for the construction of a new bridge across the Demerara River. This is according to former Attorney General and Minister of Legal Affairs, Anil Nandlall who said that the contract awarded was for $148M, but $161M was taken without authorization from Demerara Habour Bridge Corporation (DHBC). “No one has, thus far, accounted for the $13.5M difference,” Nandlall stated. He explained that worse yet, any procurement of such sums, not done in accordance with the Procurement Act, is absolutely unlawful. “The expenditure of those funds, therefore, are not only in violation of the Procurement Act, but are also in violation of a series of criminal statutory and common law provisions and principles. The entire Cabinet is intimately and inextricably complicit. This transaction must constitute the most vulgar abuse of the laws of this land by a Government,” Nandlall stated. Nanldall said this is just the latest ‘procurement vulgarity’ to hit Government, noting the D’Urban Park fiasco; the drugs bond rental; the fertilizer contract and then the $506M single-sourcing of drugs and pharmaceuticals for the Guyana Public Hospital Corporation (GPHC); and then recently the $366M HDM Labs Inc. scandal. On Thursday, Chief Whip Gail Teixeira submitted a letter to SOCU requesting the investigation along with the findings from a probe conducted by the Public Procurement Commission (PPC) into the deal. In her letter to the head of SOCU, Sydney James, Teixeira said that the report was being submitted with a view to instituting criminal charges against the Minister of Public
…says Cabinet complicit in breach of Procurement Act
Former Attorney General, Anil Nandlall Infrastructure David Patterson. The PPC in its investigation found that Patterson’s request to Cabinet for approval of the contract was not forwarded through the National Procurement and Tender Administration Board (NPTAB). “It is criminal. Minister Patterson has managed to engraft the entire Cabinet in a joint criminal enterprise. Constitutionally, Cabinet’s responsibility is collective. In the commission of a crime, they would all be acting in concert and aiding and abetting each other,” Nandlall stated. James has assured that a request for investigation into irregularities surrounding the contract awarded in December 2016 to LievenseCSO Engineering Contracting BV, a Dutch company, is engaging the police. According to James, Teixeira’s request for an investigation has a l s o b e e n brought to the attention of Minister of Public Security, Khemraj Ramjattan; Acting Commissioner of Police, David Ramnarine and the Police Legal Advisor, Claudette Singh. The PPC found that the
Minister of Public Infrastructure, David Patterson procurement procedure used to select the company did not meet the requirement of any of the methods described in the Procurement Act. Additionally, the PPC probe highlighted that the General Manager of the DHBC, Rawlston Adams signed the agreement without the approval of the DHBC Board. LievenseCSO was one of 23 companies that responded to a November 2015 advertisement from the Ministry for the feasibility study for the new Demerara River Bridge. Twelve companies were shortlisted and were requested to submit detailed proposals. Only two companies submitted detailed proposals as requested. The Ministry noted that having reviewed the two proposals, an evaluation Committee deemed one of the two detailed submissions as being inconsistent with what was required, and the other, far in excess of budget, even after negotiations with the bidder. Consequently, the Ministry noted, with the agreement of the NPTAB, it annulled the tender process. According to the Ministry, this then left the Government “in a most peculiar situation of having faithfully and dutifully executed the outlined procurement process and having yielded zero result for a project which is of national importance”. The Ministry admitted that an unsolicited proposal was received from LievenseCSO Infrastructure & Environment with Econovision and Ace Consultancy. The Ministry stated that the proposal satisfied the government’s requirements. Further, it was noted that given the relevant time constraints, it was felt that it was in Guyana’s interest to take advantage of the proposal.

Hundreds of Millions recovered from businesses caught fiddling with tax rates The Guyana Revenue Authority (GRA) has recovered hundreds of millions in taxes after uncovering a racket with business owners who were listing their enterprises as non-commercial, knowing this to be completely inaccurate. GRA’s Commissioner General, Godfrey Statia noted that the matter is one which has been going on for some time. According to Guyana’s laws, a company is considered commercial if at
- Revenue Authority to recoup losses going back to 2009 least seventy-five per cent of the gross income is derived from trading in goods not manufactured by it. Guyana Stores Ltd. is an example of a commercial entity. Noncommercial companies would include those companies in which a large part of their profits is made from products it manufactures. Banks DIH would be considered a noncommercial entity.
The profits of commercial entities are taxed at 40 percent while those of noncommercial entities are taxed at 27.5 percent. GRA’s Commissioner General said, “As you might be aware, the arrears at halfyear increased to $6.3B. This is due to several reasons, one of which includes the fact that we were able to stymie a number of irregular practices. For example, we found that
President assents to Cybercrime Bill President David Granger has assented to the Cybercrime Bill. The President gave his assent to the Bill on August 13, 2018 making it law, according to a publication in the Official Gazette. The Cybercrime legislation was crafted to make illegal, certain activities using a computer and over the internet, such as child pornography, cyber bullying, theft of data, and revenge porn among others. Prior its passage in the National Assembly last July, the Cybercrime Bill attracted widespread attention since it included a sedition clause which many viewed as a threat to freedom of speech. However, with several amendments, including the removal of the controversial clause on sedition, the Bill was passed in the House. The Bill prior to its passage had received two Cabinet reviews, a Parliamentary Special Select Committee review, public consultations and input from experts. Yet the People’s Progressive Party (PPP) MPs urged Government to delay its passage, because the new amendments did not go far enough to protect free speech and the rights of citizens. However, Attorney General and Minister of Legal Affairs, Basil Williams, who tabled the Bill, indicated that two crucial amendments were made, a demonstration that the government is receptive and responsive to criticisms and committed to the democratic process. “We recognise that passing of laws affect society and therefore those who will be affected should have an input in the legislative process,” Williams told the National Assembly. There were nonetheless concerns about aspects of the Bill. The most contentious was Section 18 (1) (a) which indicated that a person commits the offence
President David Granger of sedition if he brings or attempts to bring into hatred or contempt, or excites or attempts to excite disaffection towards the Government established by law in Guyana. According to the original Section 18 (1) of the Bill, a person can commit the offence whether in or out of Guyana by intentionally publishing, transmitting or circulating by use of a computer system or any other means, a statement or words, either spoken or written, a text, video, image, sign, visible representation, or other thing. The penalty proposed ranged from four months in prison to a life sentence where death occurs. Local community watchdog, Transparency Institute Guyana Inc. (TIGI), had called for the scrapping of the sedition clause in the Cybercrime Bill. Several others publicly called for the Clause to be removed, including the Opposition, Guyana Human Rights Association (GHRA) and local author, Ruel Johnson. The Clause revealed a division within the Alliance For Change (AFC) with its leader, Raphael Trotman declaring that it should be removed, while party Chairman, Khemraj Ramjattan, argued for the Clause to remain part of the Bill.
In the end, Williams said that Cabinet considered the comments and decided on deleting subsection 1 (a) which was the main cause for concern. However, the Opposition MPs called for the entire Clause to be removed, essentially warning that it opens the door for the state to restrict persons who oppose the Government through statements via cyber space. There were also concerns about the original Clause 9 of the Bill which made the unauthorized receiving, giving or obtaining of access to electronic data an offence. Reporters Without Borders were concerned that the Clause could be used to penalise journalists and media for publishing reports based on information from a confidential source, even if the journalists had no basis to suspect that the information was illegally obtained. According to Williams, taking into account the concerns, the criminal aspect of the Clause has been removed and is more specific. Williams noted too that the amended Section 18 provides for offences against the state. He indicated that some of these offences are where a person intentionally publishes, transmits, or circulates by use of a computer system, statement or words either spoken or written, text, video, image, sign, visible representation that encourages incites, induces, aids and abets, counsels any person to commit, participate in the commission of, or to conspire with another person to commit any criminal offence against the President or any member of the Government and excites or attempts to excite ethnic divisions among the people of Guyana or hostility or ill-will against any person or class or persons on the ground of race.
companies were playing around with the commercial and noncommercial rates. We picked it up and we have gone back to 2009 to start to recoup those losses. “Persons have been doing it in collusion with accountants. Because the accountants know full well what is deemed to be a commercial company and what is not. And the GRA was negligent in not reviewing or examining those returns. I have been speaking to accountants more than once, you can’t prove that they (accountants) aided and abetted but we should have picked it up the minute they
sent in their returns that this is a commercial company masquerading as a noncommercial company.” Statia added that in some cases, it was clear that even some personnel at the revenue authority were not acquainted with the tax laws. “But even then, there should have been a review process and it was virtually nonexistent until I arrived, that is why you are seeing an increase in some taxes…” The Commissioner General said that the move by GRA to correct the anomalies in this regard has sparked a spate of objections from businesses. He emphasised
GRA Commissioner General, Godfrey Statia however that he intends to do what is needed until the system is straightened out. (KIANA WILBURG)

‘Hand to Mouth’ approach to Sovereign Wealth Fund will be as bad for Guyana as it was for T&T - Economist By Abena RockcliffeCampbell The term “hand to mouth” is nothing new to the Guyanese vernacular. It is also used by economists. In fact, Dr. Roger Hosein, an economist from Trinidad and Tobago, used this term recently to describe the uses of its energy windfall that Guyana should stay far away from. He said that this was the sort of model employed by his country and it did not bode well—at all. Dr. Hosein is a well respected economist who also lectures at the University of West Indies (UWI). During a recent interview, Dr. Hosein said that Guyana should clearly avoid the ‘Hand in Mouth’ approach which sees the fiscal revenue being utilized within the same period the oil and gas resource was extracted. Specifically, he noted that the government of TT collected TT$280.5bn in energy sector revenues from 1999 to 2018 but spent TT$328.2bn on transfers and subsidies in the same time period. This compromised the capacity of the state to effectively widen its infrastructural base as well as triggered an overheating of the domestic economy. Dr. Hosein noted that Guyana’s oil reserves is growing rapidly as no less than 300,000 barrels of oil will be produced daily by 2025. This is by ExxonMobil alone. Dr. Hosein said, “To benchmark Guyana’s rapid acceleration in crude oil production, T&T at its peak crude oil production was 230,000 barrels of oil per day in 1978.” The economist noted that Guyana has engaged Exxon with a formula that facilitates 75 percent of oil production initially assigned to cost recovery with the remaining 25 percent to be split equally between Government and ExxonMobil. Included in the contract is an arrangement that allows two percent royalty on gross earnings; so that the government’s take increases to 14.5 percent of profit oil. “Of course, once the ‘cost recovery’ phase of the production horizon passes, there would then be a very rapid increase in the size of profit oil.” Using data from the IMF 2018, Dr. Hosein noted that the growth rate of real aggregate GDP for the period 2014 to 2019 averages 3.5 percent. He said that for the next four years however, real economic growth averages 22.9 percent. Hosein said that of significance is that “non-oil
Trinidadian Economist, Dr. Roger Hosein real GDP growth in the time period 2020 to 2023 would average 4.7% as compared to an average annual real nonoil GDP in 2014-2019 of 3.5percent. Dr. Hosein said that in total, between 2020 and 2023, the Guyanese government is expected to collect US$1.6B in oil revenues. He posited that this as non-trivial and notes that it would escalate quickly after the “cost recovery phase” comes to an end. Dr. Hosein said that based on the variables as mentioned above, the International Monetary Fund (IMF) recommends that Guyana follow Permanent Income Hypothesis (PIH) logic. Dr. Hosein said that the PIH solves the problem of optimal consumption in the context of maximizing a social welfare function in an environment characterized by uncertainty. Dr. Hosein noted that the literature on the revenue management of nonrenewable
natural resources recommends that the State smoothes expenditure overtime. “ H o w e v e r, the challenge with smoothing is that the State will need to determine the long-run value of the resources from the commodity, which, in turn, involves forecasting both long-run extraction costs and long-term pricing. This can be very difficult, as oil prices are subject to a multiplicity of influences and tend to fluctuate.” He posited that a more conservative strategy is the Bird in Hand approach (BIH) approach. He said that with the BIH, all the resources are placed in a SWF and consumption is then conditioned by the interest earned on the asset. The economist explained that once the revenues to be collected have been exhausted, the BIH collapses into the PIH. He said that although the BIH is more conservative up front, it allows a higher level of consumption in the future. “The major disadvantage of this approach is that consumption is displaced into the future.” Dr. Hosein said that the BIH approach has several advantages over the PIH, including that it facilitates increasing expenditure overtime “and this may be politically appealing.” He said that the BIH approach also provides more effective stabilization to expenditures in the economy,
as it is based on predictable levels of revenue flows. Dr. Hosein noted that because the growth rate of non-oil GDP in the medium
term is “fairly strong,” the Guyanese authorities should commit more of their oil sector fiscal revenue to a sovereign
wealth fund, “not exactly along the BIH approach of the Norwegians but along a similar trajectory as far as possible.”

Life sentences galore… As courts get tough on child rapists
JAILED: Micah Williams
JAILED: Sheldon Lynch
JAILED: Navindra Badal
JAILED: Abdool Jamil
Life in prison sounds very harsh, but so also is the evil act of rape which wounds and scars the victim for life. Rapists pose a threat to boys/men and women/girls and the remainder of society. The Sexual Offences Court situated in Courtroom Six at the High Court in Georgetown is warning that such cruel acts will not be tolerated. In doing this, the specialized court which was launched in November, last year, has been imposing, what some are describing as harsh sentences on those who are convicted by a jury. Almost all the judges who have presided over the Sexual Offence court have said that they hope the sentences imposed on perpetrators will serve as a deterrent. With that being highlighted, many who were convicted in the last three Demerara assizes have been handed the life sentence, most of them with the possibility of being eligible for parole after serving a certain number of years. These men, in some instances, shared close relationships with the victims. They included fathers, step-fathers, uncles and grandfathers. Last week Monday, Mark Campbell was handed his third life sentence in less than a year. He pleaded guilty to having anal sex with a fiveyear-old boy on April 16, 2013. Court records show that Campbell is in the habit of taking advantage of young boys. In October, 2017, he was given two life sentences for similar crimes. The jury had
found him guilty of engaging in sexual penetration with a boy in September 2011, when the victim was six years old. He, again, raped the lad on July 10, 2013, when he was eight. For the acts that were committed between September 2011 and July, 2013, the court was told that Campbell violated the child in the worst way possible, taking advantage of a position of trust when the child was left in his care, as his mother worked at nights to sustain the family. Also last week Monday, Rohan Daniels also known as “Shine Buck” was awarded his third life sentence. On that occasion, Daniels, who is known for committing sexual acts on young girls, pleaded guilty to raping a nine year-old girl between January 1 and August 26, 2016. In January of this year, Daniels went through a trial and was found guilty on two counts of sexual activity with a child/family member. Based on the evidence presented, jurors were convinced that Daniels vaginally penetrated the minor between April 12 and 13, 2014, and then again on July 23, 2016. The girl was between the age of 10 and 13 when the acts were committed. In relation to the two life sentence Daniels was given in January, they are to run concurrently and he does not become eligible for parole until after serving 40 years. On that same day, a 67year-old pensioner was given two life sentences for sexually penetrating a 10-year-old girl. On May 30, 2014 and June

JAILED: Mark Campbell 2, 2014 respectively, Abdool Jamil of West Coast of Demerara, engaged in sexual penetration with a child under the age of 16. The life sentences are to run concurrently. Jamil does not become eligible for parole until after serving 45 years behind bars. According to information, on May 30, 2014, the young girl was left home alone. She then went to the residence of a relative. It was there that Jamil came and took the little girl to his home on the West Coast of Demerara. During the night, while the young girl was sleeping he sneaked into the room and had sexual intercourse with her. He had sex with the minor again on June 2, 2014, after which the child ran away and told a relative of what had transpired. On August 22, 2015, the girl, who is now 14, went over to Lynch’s house where he forced her onto a bed and inserted his penis into her vagina without a condom. After the act, the little girl complained to her mother, who in turn, reported the matter to the police. Also in August, Navindra Badal, 46, was sentenced to life imprisonment on each of two counts of rape of a child under age 16 years. He was convicted by a 12-member mixed jury. Badal between July 1 and 31, 2016, engaged in sexual penetration of a child under age 16. And again between August 14 and 15, 2016, he sexually penetrated the minor. The two life sentences are to (Continued on page 23)

Cash payment to citizens from oil revenues should be put to referendum – Former Govt. Minister Former Government Minister, Manzoor Nadir believes that Guyanese should have a say in the management of oil revenues and suggests that Government should hold a referendum on the topical issue of cash payments to citizens. There has been ongoing public debate on the issue of ‘direct cash transfers’ following a suggestion from political economist, Prof. Clive Thomas, who suggested that US$5,000 per year from oil revenues should go directly to poor households. “Guyanese must benefit directly from the revenues from our natural resources. While in the past we have not given portions of our natural resource income to our people, with oil revenue it is different,” Nadir stated. He said he does not support the term cash
…Says we can’t only park money for ABC countries to invest
Former Government Minister, Manzoor Nadir transfers because monies are not moving between accounts, but it is really a share of the nation’s wealth to the people. According to Nadir, his position will conflict with some of his political colleagues, but Guyanese have sacrificed for far too
long. “We are now speaking of hundreds of millions of US dollars. For generations our people have suffered. They have been told to tighten their belt and they have sacrificed,” Nadir outlined. He added, “Every devaluation that happens in the country it is the hard-earn sweat and blood money of people whose value evaporates, literally, into thin air. It is time that when a windfall comes along that we as a nation give some of that directly for the people.” He said that he understands the benefits of direct cash payments having benefited from such while studying at the University of Alberta, Canada where he was educated for Can$250 due to the direct tuition payments to the university from oil
revenues. According to Nadir, since last October, he has shared the view that one percent or half of the royalties from oil should go to the people, particularly in cash payments to pensioners, school children, police and nurses. The former minister used the projections from Exxon of 25% of total oil income will be shared. Nadir reasoned that from the initial minimum production of 120,000 barrels of oil per day at $60 per barrel, the royalty would be US$52M. He stated 26M of
that amount could go directly to the poorer categories of citizens. Nadir expressed the view that whoever is in government will lower the income tax rate, provide better social services, including healthcare. However, he believes that for the first 10 years, oil revenue, minus the direct payments and the Sovereign Wealth Fund (SWF) should be plowed into the country for massive and rapid development of i n f r a s t r u c t u r e , communication, tourism,
education and health. “We can’t be parking money in a bank account for the Americans, the British, the Canadians and the Russians to invest, make money for themselves and give us a meager sum. For the first 10 years our oil revenues should go directly into improving the standard of living of people, improving the environment, physical and natural to eliminate hardships like flooding. We must not have dirt roads anymore for farms to market; nor transportation means that limp along,” Nadir stated.
US-based Guyanese top achiever opens Reading/Math centre at old primary school
A breakdown of Nadir’s projections
US-based Guyanese Kelly Hyles is flanked by students of Vryheid’s Lust Primary in the reading room. Gears for Success has opened its first Mathematics Room at Vryheid’s Lust Primary School and contributed to the revival of the school’s Reading Room with over 500 books donated. The project is driven by United Statesbased Guyanese Kelly Hyles. Hyles is an academic achiever, who became famous for being accepted by 21 top Universities in US, including eight Ivy League schools. The top achiever has since returned to Guyana and aided her old school, Vryheid’s Lust Primary with a plan to open a mathematics and reading room which is geared towards raising the level of literacy among students. Hyles, a current student at Havard University, hopes to initiate similar projects throughout the education system. She noted that with a sound literary background almost any child is geared for a life of success. At the launch on Wednesday Hyles thanked everyone who donated and supported the initiative! “We really could not have done it without the outpour of love and encouragement. A huge shout out to our sponsors at Fly Jamaica,
Metro Office and Computer Supplies, Quality Plus Fast Food and Bakery, and the dedicated teaching staff at Vryheid’s Lust Primary School. “We are delighted that the students will have the rooms for the 2018-2019 academic year and can’t wait to see what they will do!” Last year, the aspiring neurosurgeon launched her non- profit venture, “Gears for Success.” Hyles noted that “Gears for Success” is an organization that aims to provide educational supplies to underserved schools. “Our goal is to introduce new equipment to encourage the students of Vryheid’s Lust Primary School to be engaged in the classroom and dedicated to learning and achieving higher educational goals. “After extensive research, we identified that the school is plagued with low reading and Mathematics scores. After thorough contemplation by both the primary school and “Gears for Success”, it was concluded that the issue would be best solved by building both a reading and mathematics room. Ivor Thom, 44, a labourer of Corentyne, Berbice who has been charged with murdering Vishram Mohabir, 19, of 253 Ramphal Street, Williamsburg Corentyne, during an altercation at a wash bay will have to face a judge and jury. This decision was made following the completion of a preliminary inquiry conducted by Magistrate Renita Singh in the Albion Magistrate’s Court. Prosecutor Inspector Althea Solomon called 12 witnesses during the trial, including three police officers and the doctor who conducted the postmortem examination. Thom has a long list of misdemeanors. The court was told that on Sunday August, 27, 2017 at the High Grade wash bay along the Williamsburg Public Road a fight broke out during a “Back to school” Bar B Que and Lime. During the altercation, Thom reportedly stabbed Kunal Singh, a 16-year-old who was at the party on both of his arms. Singh’s brother Vishram Mohabir who was also at the event noticed the commotion and ran to his brother’s assistance. Mohabir was then stabbed to the neck and chest. Police ranks who were nearby apprehended Thom, while Kunal and his severely injured brother, Mohabir, were taken to the Port Mourant Public Hospital where Mohabir succumbed to his injuries. The alleged murder weapon (a knife) was retrieved from the scene of the crime.
As courts get tough... (From page 12) run consecutively and Badal stands the possibility of being released on parole after serving 45 years on each of the two life sentences. On July 11, last, Sheldon Lynch, 46, of Plaisance, East Coast Demerara was handed another life sentence. On August 22, 2015, he engaged in sexual penetration with an 11year-old girl. That was the man’s third life sentence in five months. Back in March 2018, Lynch was given two life sentences which are to run consecutively. A jury, then, had convicted him for raping a 10year-old girl on two occasions. They occurred between December 7, 2010 and January 25, 2013 in Essequibo. The two life sentences which were imposed on Lynch in March are to run consecutively and he only becomes eligible for parole after serving 35 years on each. In April, founder and General-Secretary of the Guyana Natural Resources, Clerical and General Workers Union (GNRC&GWU), Micah Will-
iams was convicted on two counts of sexual activity with a child/family member. Between January 1 and 31, 2016, he engaged in sexual penetration with an eight year-old girl. Then again on January 6, 2017, he engaged in sexual penetration with the same eight year-old girl. The 34-year-old man who hails from Linden got the life sentence on each of the two counts. The prison terms are to run concurrently and he only becomes eligible for parole after serving 20 years behind bars. Ganesh Chaitram was on January 19, convicted of rape by a jury and sentenced to serve life in prison. The sentencing was done in absentia after Chaitram abandoned the trial when he left the court to purchase a meal never to return. Chaitram was indicted for engaging in sexual activity with a child/family member involving penetration. The offence was committed between May 1 and 31, 2016. Chaitram become eligible for parole after serving 45 years.

India in control after England collapse to Pandya
Coleman edges Prescod by a thousandth in 100m Shaunae Miller-Uibo wins sprint showdown in Birmingham
Hardik Pandya struck with his first ball to have Joe Root caught in the slips ©Getty Images NOTTINGHAM, England (Reuters) - India enjoyed a magnificent second day, taking all 10 England wickets in a session and then piling on the runs to move in sight of a victory in the third test at Trent Bridge yesterday that would bring them right back into the series. By the close, India were 124 for two in their second innings — a lead of 292 — after Hardik Pandya had produced a devastating, careerbest spell after lunch to rip through England’s batting line-up. England, who lead the five-test series two nil, were left to pick over an astonishing day which began well when they quickly picked up India’s four remaining first innings wickets. They then set off brightly in pursuit of India’s 329 before collapsing from 56 for no wicket to 161 all out, suffering the indignity of losing all 10 wickets in a session for the third time in two years. Their chief tormentor was paceman Pandya who took five for 28 in just six overs, the best figures of his test career, including a wicket with his first ball, as England conceded a first-innings deficit of 168. England capitulated in a familiar fashion, at one stage losing nine wickets for 74 runs in the space of just 20.5 overs. Openers Alastair Cook (29) and Keaton Jennings (20) both departed to catches behind with wicketkeeper Rishabh Pant going on to take five catches in the tourists’ other standout performance. Ollie Pope (10) was another victim with
captain Joe Root then caught by Lokesh Rahul’s fingertips at slip. Root clearly felt the ball had bounced before reaching the fielder and remained unhappy even after the TV umpire confirmed the dismissal, shaking his head in disapproval. Ben Stokes soon followed for 10, caught by Rahul off Mohammed Shami, before Pandya accounted for Jonny Bairstow (15), Chris Woakes (8) and Adil Rashid (5) in quick succession. Jos Buttler raised the biggest home cheer of the afternoon by scoring a streaky run to avoid the follow on. The batsman did his best to fight back, striking several strong blows before he finally holed out on 39. It was the third time in two years that England have been bowled out in a session When India batted for the second time it immediately looked a different game as openers Shikhar Dhawan (44) and Rahul (36) went past 50 at a run a ball. It was the first time since 1986 that Indian openers have twice posted half-century partnerships in the same match in England. Rahul was eventually bowled by Stokes, who claimed his first wicket since his return to the side, but by then it was already case of how quickly the tourists would pile on the agony for England. Scores: India 329 (Kohli 97, Rahane 81, Anderson 3-64) and 124 for 2 (Pujara 33*, Kohli 8*) lead England 161 (Buttler 39, Pandya 5-28) by 292 runs.

Opener Kimani Melius scored an aggressive 65 off just 53 balls, hitting four boundaries and five sixes to jumpstart the Windwards’ run chase. Jamaica wasted no time in dismissing Canada, limiting them to a paltry 91 for eight in 30 overs, before rushing to their revised target of 99 for the loss of just three wickets in 20.5 overs. Carlos Brown, who scored 37 not out and Andre McCarthy who finished unbeaten on 36, shared an unbroken stand of 54 for the fourth wicket to guide Jamaica to victory. General view as Christian Coleman of the U.S. wins the men’s 100m. (Action Images via Reuters/Peter Cziborra) BIRMINGHAM, England (Reuters) American Christian Coleman held off fastfinishing local favorite Reece Prescod to take the Birmingham Diamond League 100 meters title by one thousandth of a second yesterday. In a stacked field Coleman blasted out of the blocks and looked away and clear after 60 meters but Prescod unwound his long limbs to close the gap. TV replays appeared to show that the Briton had done enough but he needed one more meter. Coleman, feeling his way back after an injury-restricted year, won in 9.94 seconds. Prescod was given the same time – a lifetime best – but missed out by the smallest possible margin as the photo finish gave Coleman .938 to Prescod’s .939. American Noah Lyles, the dominant figure this season, stumbled early on and was third in 9.98, just edging former world champion Yohan Blake (9.99). “I felt pretty good. It was a sigh of relief because you never know what to expect when you come back from injury and I got my rhythm back and I came out with the win in a good time,” said Coleman, who won the world indoor 60m title in Birmingham earlier this year. Prescod, who was pipped by a hundredth for gold by fellow Briton Zharnel Hughes in the European championships, said: “It was tight again and I’ve just missed out again. I can’t complain though because I’ve come away and got another PB and on my home track.” In the women’s 200m it was Shaunae Miller-Uibo, Olympic champion over 400m and Commonwealth champion over 200m, who played party pooper by overhauling Dina
Asher-Smith in the 200m. Home favorite Asher-Smith, fresh from winning a hat-trick of golds at the European Championships, got her usual bullet start but could not hold off 400m specialist Miller-Uibo, who won in 22.15. Asher-Smith took second in 22.31 with Dafne Schippers third in 22.41. Sifan Hassan of the Netherlands continued her great season a week after winning the 5,000m at the Europeans as she delivered a strong late surge to sweep past Gudaf Tsegay to take the 1,500m win in 4.00:60. “I have to talk to my coach to see what’s next in my program because I could run the 1500m at the finals or maybe the 5000m,” Hassan said. It was the same story in the women’s 400m hurdles where new European champion Lea Sprunger of Switzerland claimed a rare win over Janieve Russell in 54.86 to confirm her place in the Zurich leg of the finals in her home country. There was a great finish in the men’s 400m after triple jumper Christian Taylor set the pace. He eventually faded to fourth as fellow American Fred Kerley pipped Briton Matt Hudson-Smith in 45.54 seconds, a time not helped by a fierce headwind on the back straight. Britain’s former Olympic, world, European and Commonwealth long jump champion Greg Rutherford bowed out from the sport in pretty forgettable fashion – taking only three jumps and finishing last in the eight-man field before spending the rest of the afternoon signing autographs. This year’s Diamond League concludes with back-to-back finals in Zurich on Aug. 30 and Brussels on Aug. 31.

Bertens stuns world number one Halep for Cincinnati title
Aguero hat-trick as freescoring City rout Huddersfield
Manchester City’s Leroy Sane celebrates scoring their sixth goal with team mates. (REUTERS/Darren Staples) (Reuters) - Sergio Aguero netted his 13th hat-trick for Manchester City as the champions made light of the absence of the injured Kevin De Bruyne to thrash Huddersfield Town 6-1 and move joint top of the Premier League. The prolific Argentine scored on 25, 35 and 75 minutes, also hitting the post in a devastating display to which the visitors, who last season were the only side to stop City scoring in the league at home, had no answer. Gabriel Jesus also netted, along with David Silva on his 250th league appearance for City, with the rout completed by a Terence Kongolo own goal late on after excellent work from substitute Leroy Sane. “I am happy,” said man-of-the-match Aguero, who was about to be replaced when he scored his third. “I was a little bit tired. I try two or three times to get the third goal.” For once, Pep Guardiola chose to pair
Aguero with Jesus up front and such were the array of City attacking options that Huddersfield were simply pulled apart. After the visitors rode their luck for 25 minutes, City keeper Ederson found Aguero with a perfect through ball and the Argentine kept his cool to finish cleverly. Jesus was next on the scoresheet after exchanging passes with Benjamin Mendy and firing past Ben Hamer, who then fumbled a cross to gift Aguero his second and City’s third in a blistering 10-minute spell before halftime. Although Jon Stankovic pulled a goal back before the interval, there was no respite as Silva produced a perfect free kick to cap an impressive display in front of his watching wife and child. Aguero flicked home his third on 75 minutes and Kongolo put through his own net late on — the ninth goal Huddersfield have conceded in two games.
Novak Djokovic makes history with Cincinnati Masters victory over Roger Federer
Kiki Bertens (right) stands with Simona Halep (left) after the finals in the Western and Southern tennis open at Lindner Family Tennis Center. (Aaron Doster-USA TODAY Sports) (Reuters) - Dutch surprise Kiki Bertens shocked a fatigued world number one Simona Halep 2-6 7-6(6) 6-2 to win her first hard court final at the Cincinnati Masters yesterday. Bertens, rebounding after a quick first set loss, outlasted Romania’s top seed in an exhausting second set tiebreaker, then won five of the final six games in the decider to lift her sixth career
title, after five previous triumphs on clay. “I cannot find words for this moment. I’m so happy,” a tearful Bertens said on court. The victory was the 26year-old Bertens’ first ever over a world number one and her sixth consecutive triumph over a top-10 opponent and will see her move up to number 13 in the world rankings.
It also ended a nine-match winning streak by Halep, who lost in the Cincinnati final for a third time. “Maybe once I will win one because I love to play here,” said Halep. “I was a little bit tired this week but it was a pleasure to come here and play. “Definitely, I want to congratulate Kiki. You played amazing and you definitely deserve this title.”
BBC Sport - Former world number one Novak Djokovic became the first player to win all nine Masters 1,000 tournaments with victory over Roger Federer in Cincinnati. The 31-year-old Serb, a five-time runner-up at the event, beat seven-time champion Federer 6-4 6-4. Wimbledon champion Djokovic had lost the Cincinnati final to the Swiss on three previous occasions. “It’s a very special moment,” he said. “It’s the first time I get to stand with a winning trophy in Cincinnati.” Victory for world number two Federer would have brought him his 99th career trophy, as well as levelling the long-time rivals’ head-tohead record at 23-23. Djokovic will now look to take his form into the US Open, which starts on 27 August, having previously won two titles at Flushing Meadows. Federer was under pressure from the start, saving two break points before holding to win the first game. World number 10 Djokovic eventually broke his

But Federer started the second set the strongest, racing into a 2-0 lead before Djokovic fought back to level at 2-2. He earned another decisive break at 4-3 before serving for victory on his first championship point in one hour and 24 minutes to complete a career ‘Golden Masters’.
Federer said: “Congratulations to Novak for your amazing effort not just this week, but throughout your whole career, it is an amazing achievement. “It’s been a great week, tough on the players but we had a fun time.” Earlier, Kiki Bertens held off a championship point to upset world number one Simona Halep in the WTA tournament.

Guyanese Wright, Pompey register TKOs in International bouts
Guyana’s Emanuel Pompey pounds away on Jamaica’s Rhamone Chung as Referee Ramona Agard rushes in to stop the contest. (Sean Devers photo) By Sean Devers Despite another late start and with just 14 of the 35 lights on at the National Gymnasium the fights were fast and furious as the Guyanese pair of Shaqueal Wright and Emanuel Pompey won by TKOs against their Caribbean opponents on the second night of the Pepsi

Regional Under-19 50-over Championships – 2nd round
Boyce’s 5-wkt haul gives B’dos victory over T&T KINGSTOWN, St Vincent, August 18, CMC – Leg-spinner Camarie Boyce grabbed five wickets and tore through Trinidad and Tobago’s lower order to lead Barbados to victory when the second round of the Regional Under-19 50-over Championship continued here Saturday. Led by opener Shian Brathwaite’s knock of 72, Barbados ended on 193 for seven in 43 overs, after a downpour had seen the number of overs being reduced. Set a revised target of 209 under the Duckworth Lewis System, T&T were coasting at 138 for four at one point, before Boyce claimed the final four wickets for just two runs to dismiss them for just 149. With T&T battling on 139 for five, Shemar Prescod trapped Joshua James lbw for 11. Boyce then accounted for the wickets of Rivaldo Ramlogan (5), Avinash Mahabirsingh (1), Jayden Seales (3) and Justyn Gangoo for 1, to send them crashing to defeat. Earlier Brathwaite, along with fellow opener Mekhail Marshall (29) gave Barbados a good start by adding 67 runs for the first wicket. Even though there was a bit of a middle order collapse which saw them losing four wickets for 32 runs, Matthew Forde, who finished unbeaten on 24 and Joshua Bishop who made 19 not out, ensured they would post a competitive total. There were also wins for the Windward Islands and Jamaica over the Leeward Islands and Canada respectively. The Windwards easily overhauled the Leewards’ total of Continued on page 25
row the spectator support for Boxing and double defending Champions Guyana was poor. But for those that paid $500 for Stands and VIPs who paid just $1,000 to support a Championship in which the budget was $6 Million, they were able to watch a fairly high quality of Boxing, especially from the enthusiastic young Guyanese pugilists. The night began with the local School Boys bouts and Joshua Thambarran beat Colin Williams in a 26-30 KG fight, while Trevor Sealy stopped Alex Adams (3640KG), Dwayne Castello won by TKO in the first round against Dexroy Brimo (4044KG) and Garveld Hyman defeated Joel Anthony (60KG).
While the Final between Enoch Munroe and Shermon Stephens was called off, the Exhibition bout between Shanquancy Wright and Malachi Jones provided entertainment for those present and hope for the future of Amateur Boxing in the Caribbean. In the international fights, the lone St Lucian Sherwin Christopher, the boxer in his Island’s ‘one-man team’ was no match for Shaqueal Wright in their Juniors Light Weight final. Wright pounced on Christopher like a pit bull and ripped him apart with a clinical array of left/ right combinations to his body and head and although the St Lucian tried to keep his man at bay with some pawing left jabs he was staggered by a straight left to his head. A barrage of body blows and 1-2 shots to the head
took its toll on Christopher who desperately tried to survive to the bell. However, Referee Ramona Agard was forced to rush in to the stop the contest in 2:42 seconds of the opening round after a devastating display of skill and power by Wright. In the Welterweight battle between Pompey and Chung, the Jamaica showed some fight and retaliated with shots of his own when Pompey caught him with digs to his body in the first round. But Pompey upped the tempo in round 2 and caught Chung napping with a brutal array of shots from all angles. Chung was backed up on the ropes and the Guyanese pounded away at his body and head and the fight was halted in 1:23 seconds of the second round. In the lone female fight of the night, the referee halted
the fight in 1:59 seconds of the second round as Julicia Rodney took some hard shots to her ribs from Abiola Jackman, the younger of the Jackman sisters who are both Boxers. The shorter of the two, Rodney was hit with a right to her face in the first round and was given a standing 8 count before receiving two more standing 8 counts in the second round after being staggered with a three punch combination. The last fight of the night was stopped by the Referee who usually stops fights in Amateur boxing to prevent the boxers from being hurt unlike Professional boxing fights where referees stops bout after the boxer is hurt. The Championship was scheduled to conclude last night and Guyana with the largest team is again assured of the Team title.

Mohamed’s Enterprise/ExxonMobil Futsal Tournament
MVP Drakes last gasp strike clinches title for Figgy Green Jags
Colwyn Drakes (left), the tournament’s MVP and leading goal scorer, receives his prize from proprietor of Lennox Party Rentals.
Germans’ Tyrie McAllister (on the ball) tries to get past Jags’ Donavan Francis during Friday’s final. The final of the fifth annual Mohamed’s Enterprise/ExxonMobil futsal tournament culminated in fantastic fashion on Saturday night at the Mackenzie Sports Club (MSC) hard court as tournament favourites Figgy Green Jags edged the young and talented Germans United team 8-7. Although the match can be considered a come from behind victory for the champions, the pendulum swung both ways during the match in which the tournament’s highest goal scorer, Colwyn Drakes, scored a hat-trick for Figgy Green
Jags, including the buzzer beating deciding goal. Early in the match, Germans galloped to a fancy 2-0 lead within seven minutes after Ryan Noel banged in a long range goal before Andre Mayers long range shot sneaked in after being fumbled by the Jags goalkeeper. John ‘brown boy’ Waldron, captain of the Jags who finished the game with two goals, was aware that the 40-minute long game which was played using stoppage time had quite some time to go and he motivated his troops to stay
focused. And, John Charlton oozed focused when he netted to pull one back for the jags before Tyrese McAllister scored to maintain Germans’ two-goal lead at the half with the score 3-1. The second half of play witnessed an all-out battle between the two teams as they matched each other goal for goal but the last two minutes of play was most eventful. With five minutes remaining on the clock, Colwyn Drakes had already scored two goals along with more one each from Donovan
Francis and ‘Brown boy’ which placed Figgy into the lead with a cushioned two-goal lead. Germans keeper, Tevin Crawford, subsequently scored a penalty in the 33rd minute but missed another penalty kick soon after which would’ve put the scores level but instead Figgy led 6-5 at that stage. However, after mostly an indiscipline and disappointing game, Orlanzo Thurman stepped up to the plate for Germans and banged in two goals with just over a minute in the game. Surely it was over, and the handful of Germans supporters began celebrating, but so they thought as ‘Brown boy’ slotted home the equalizer with 30 seconds on the clock to lock the score at 7-7. Drakes, the tournament’s MVP, then completed his hat-trick just in time with a mere second left on the clock, to send his team and fans into

pandemonium. With the win, Jags received $600,000 while a visibly distraught Germans United, who were convinced that Drakes’ winning goal was scored after the full-time buzzer, received $250,000 cash. Meanwhile, in the third place playoff which was contested earlier, one goal separated winners Goodfellas from Quiet Storm as the former clinched the match and the $100,000 prize 11-10 after normal time. Quiet Storm pocketed $50,000 for their fourth place finished in the tournament which was sponsored by Mohammed’s Enterprise, ExxonMobil, Bakewell, Cell Smart, Power Producers & Distributors Incorporated (PPDI), Stag Beer, Dragon Stout, Sankar’s Auto Works and Bumper to Bumper Services.
