A MUSICAL LEGEND PASSES AWAY

T

he world mourns the passing of the Queen of Soul, the legendary Aretha Franklin.

The 18-time Grammy Award winning singer died after a long battle with pancreatic cancer. She was 76. Within minutes of the news of her death, musicians, actors, producers, high-profile executives and political figures from around the world paid tribute to the iconic singer. President Donald Trump said, Aretha Franklin was a great human being and her voice was a wonderful gift from God. In paying homage to her, former President Barack Obama, who was famously moved to tears by Franklin’s rendition of “A Natural Woman” at the Kennedy Center Honors in 2015, graciously said: “Every time Franklin sang we were all graced with a glimpse of the divine, and her compositions and unmatched musicianship helped define the American experience. In her voice, we could feel our history, all of it and in every shade—our power and our pain, our darkness and our light, our quest for redemption and our hard-won respect. She helped us feel more connected to each other, more hopeful, more human. And sometimes she helped us just forget about everything else and dance. America, he opined, has no royalty, but we do have a chance to earn something more enduring. Aretha may have passed on to a better place, but the gift of her music remains to inspire us all.” Born in Memphis and raised in Detroit where she spent most of her childhood and adult life, Aretha Franklin grew up performing gospel songs in her father’s church. By the age of 14, the young prodigy learned to play piano and with her father’s encouragement, Franklin recorded her first musical album—a blend of gospel and jazz. By 1961, she transitioned into pop music and between 1961 and 1969, she recorded 10 albums with Columbia Records. Franklin’s prolific musical career spanned six decades and included her hit songs like “Respect,” “A Natural Woman” and “I Say a Little Prayer.” Throughout her career, she sold more than 75 million albums and earned almost US$120 million. One of the most celebrated singers in American history, Aretha Franklin was a trailblazer and the epitome of success. The Queen of Soul earned 44 Grammy Awards nominations and won 18 of them including the Grammy Lifetime Achievement Award and the National Medal of Arts. She was the youngest artist to receive the prestigious Kennedy Center Honors and the first woman to be inducted into the Rock & Roll Hall of Fame. The multiple Grammy award-winning singer sang for the Pope during his visit to Philadelphia in 2014, and at the inaugurations of Presidents Jimmy Carter, Bill Clinton and Barack Obama and was bestowed with the prestigious Presidential Medal of Freedom by former President George W. Bush in 2005. Franklin also sang at the funerals of Dr. Martin Luther King, Jr., Rosa Parks and Mahalia Jackson. Despite her success, Franklin did not have an easy life. Her mother left when she was just 6 years old, and died four years later from a heart attack. Her father raised her as a single parent. Before she became famous, Aretha was a mother at age 13, and had the second of her four children by age 15. Franklin also struggled with depression, alcoholism, her weight and the fear of flying. In spite of her problems, her legacy remained strong. Her last public performance was at the Elton John AIDS Foundation in New York City in 2017. Her 1967 hit “Respect” became the anthem of the Civil Rights Movement and the mantra for feminism and will forever be her signature song. Aretha Franklin, one of the greatest voices in American popular music has been stilled but her memory lives on.

EVERY GUYANESE SHOULD FEEL A STRONG ENTITLEMENT TO BENEFIT FROM OIL REVENUE DEAR EDITOR, I have a good friend who works as a public servant. She is married and has one child. She is a member of the Joint-Services, but finds it challenging to support her family on a salary which pales in commensuration with the position she holds. She told me recently that she is confused by the debate over oil revenues and how it will impact her and her family’s livelihood. She isn’t a usual pessimist, but she doesn’t seem very excited either about the prospect of benefitting significantly from recent oil discoveries. I am afraid that more than 50% of the Guyanese population are in similar semi-confused state of minds as my friend. I am also suspicious that this is where some politicians are able to bamboozle the populace. Ignorance and poverty are constrictors of ordinary citizens’ development. We know that something is happening, but are often

unsure of what it is or how it will impact us. Most are often too busy, trying to put food on their tables or otherwise inhibited. They may avoid, or are incapable of, dialogue because of their limited understanding of important matters. This is compounded by the fear of exposing obvious ignorance. Ignorance is not bad when it is the catalyst that propels one to pursue learning and the acquisition of knowledge. Knowledge is power. Intrinsically, some persons capitalize on the ignorance of others and have no obvious interest in delivering them by improving their knowledge through education. My interest in Guyana’s newfound wealth has been heightened by current affairs and activities relevant to petroleum, because this country will soon be producing that highly valued mineral. Given the projected revenue gains, every Guyanese citizen who

e x p e r i e n c e d G u y a n a ’s evolution and postindependence economic struggles should feel a strong entitlement to benefit from the inevitable yields. The distribution of oil revenues has now become a major focal point, with growing anxiety over its efficacy. Having an equitable distribution of oil wealth should be a major consideration by any sincere and caring government. Guyana’s is not exempt. Inequity in some countries has created domestic instability with debilitating effects. In other countries, brutal civil wars have been the consequence of perceived inequity and unfairness. Locally renowned and internationally respected economist Professor Clive Thomas’ recent proposition is one that seeks to create equitable distribution of the anticipated oil revenues. Based on Guyana’s small population size, Professor

Thomas posited that direct annual cash payouts of US$5,000 per family would be a practical and meaningful poverty alleviation mechanism. Once properly implemented, life for individual Guyanese should improve considerably, unless they deliberately impoverish themselves. Subsequent concerns have been raised that significant annual cash payouts may cause inflationary effects or spending indiscipline. Given these probabilities, government can undertake to provide guidance and education on how citizens could prioritize spending, and also implement macroeconomic measures to manage inflation. Professor Thomas’ proposition has not escaped some resistance and critique. Even some of his Party’s coalition partners seem to believe that the idea is over our heads. Others have (Continued on page 5)

This celebration seems to focus on revelry or a valedictory celebration for the Mayor DEAR EDITOR There is quite a hubbub coming from City Hall of late, regarding the celebration of the 175th anniversary of Georgetown becoming a city, and quite a significant milestone it is. Clearly however the planners are lacking in depth of intellect, emotion, and or knowledge. I would like to express my considerable disappointment that rather than our City planners finding ways to honour the past, to celebrate the present and dream about the future while drawing in community members of every age, creed and background, they have instead opted to make it into a big bacchanal with beach parties and cooler fetes, big ticket dinners and cocktail receptions. Had City Hall been interested in maximum appeal, they would have included a wide spectrum of citizens on their Anniversary Planning Committee and hosted a city-wide brainstorming session prior. But no, they instead decided to throw together a few of their own who clearly lack vision and savoir vivre. Why are they not having a parade featuring Georgetown’s oldest and newest inhabitants as Grand

Masters; and why did they not encourage the school bands, youth groups the Girl Guides Scouting troops and local celebrities to participate. This anniversary should be used to celebrate our past accomplishments, the resilience of our people and set the course for our future; instead the focus seems to be plain revelry or a valedictory celebration for the Mayor and her sidekicks. I believe this anniversary is a tremendous teachable moment...an opportunity to introduce citizens to and

remind them of the uniqueness of this city. It is a chance to partner with the people and to encompass all aspects of what it means to live and work in Georgetown. Will they be opening their municipal archives located on Water Street, for schoolchildren to visit? With an entire Public Relations Department in place, will they produce a p r o p e r 1 7 5 t h commemorative magazine? They talk of using the anniversary to boost tourism in Georgetown, how? Will they be hosting exciting and

educational city tours? Have they encouraged the diaspora who once lived in Georgetown but who now live overseas to visit for the anniversary? There is need for a city-wide historical symposium, there is need for a city wide art festival to mark the anniversary, and there is need for a city exhibition. Come on Madam Mayor, a city is not gauged by its length and width, but by the broadness of its vision and the height of its dreams. Sincerely, Amber Valentine

Not working and faulty traffic lights Dear Editor, It is about time the Ministry of Public Infrastructure fixes the numerous traffic lights in and around the city which are not working properly and are a traffic menace. The light, for instance, where I drive every day at the corner of Mandela Avenue and Joseph Pollydore Street has been flashing red, it seems, forever. I have personally seen drivers totally confused at that point. The lights at the junctions of Sheriff Street are either on or off at peculiar times, which have nothing to do with traffic flow, are not working at all. Yours sincerely, Kit Nascimento &&& 4)Why needs to consume liquor when sessions are on ?

Dear Editor, Assembly Clerk Isaac said “food and snacks” were catered. Where is the liquor coming from? And since when is liquor considered food and snacks. Free taxpayer paid liquor will give anyone a stroke because it’s free. No wonder these BIG SHOTS are eating and drinking off the backs of taxpayers and cannot get anything done. Drunks in the National Assembly, or anywhere else are drunks. Jagdeo is correct. A canteen to provide food and liquor to members of the Parliament when in session that such members pay for it out of their pocket money/allowance. The question is: Why consume liquor when sessions are on? Habeeb Bacchus

The pressure needs to be placed on the perpetrators and those who do nothing DEAR EDITOR, The number of deaths due to domestic violence is alarming. Already, we have seen a number of deaths that have come from abusive paramours/spouses. I regret being the bearer of bad news but, judging from the patterns seen throughout the years, there is likely to be more deaths in the days to come. We have also seen activists and several persons calling for more intervention from those in power, to implement measures to arrest this scourge – which sometimes leave children parentless, or in a state of being prematurely exposed to the underbelly of this harsh environment that we live in. Domestic Violence has taken from us, and continues to take. The question is, what we are willing to give, to stop it. Recently, a woman died after being hospitalised for wounds she reportedly received from her husband. According to reports, she had been subject to many years of abuse by her husband, who killed himself after committing his last horrendous act. The incident took social media by storm; many ventilated their concerns with angry posts, and comments – though distasteful, appeared

to have garner the support of liked-minds. We saw an activist group – which has developed a particular proclivity to proclaim that all men are abusers – launching an online campaign on “How to spot the Psychopath” with men being the supposed candidates up for evaluation. This group needs to be reminded that men are also victims of domestic violence, and to paint an entire gender with one brush is irresponsible activism. However, I digress to address the real issue at hand. After the recent murder/ suicide in Berbice, a video was aired by a local television station where it showed a large crowd assembled at the victim’s residence, I assume, to catch a glimpse of the mutilated remains of man and wife. The hurtful thing is, many of these people knew that this couple was in a rocky relationship, many knew that the man was abusive, and yet, they did nothing – absolutely nothing. Domestic Violence is everybody’s business, the politicians would say. Then why hasn’t the administration made it everybody’s business? The day that neighbours are charged as accessories to murder, domestic violence will end. The pressure needs to be placed on both the perpetrators and

the people who witness these atrocious acts without saying a beep. How many times have we heard or seen a neighbour going on a televised news programme saying they were aware of the beatings? Many times! Almost in every case these people testify to having knowledge and yet, they did nothing. How can someone live with themselves knowing that their silence has led to death? I believe that many people who are aware of domestic violence, are silent because they feel that it is somewhat, “not their business” or maybe “not their place” but shouldn’t we be bold enough to speak out when violence is a choice? What about our police officers that detain suspects and then give in to requests by victims for release? Shouldn’t these officials feel the brunt of the law for being accessories to violence? What about the victims themselves that plead with law enforcement officials to have their abusers released? Why is the “I can’t do better” line being used so many times by victims who drop charges against their abusers? A larger question emerges from these inquires: Is domestic violence really everybody’s business? Regards, Citizen

a daily basis namely the Sindicato and Forks groups that are using the said river. We would like to have more policemen here and a bigger station for them. Not all the time we see the soldiers on patrol with them which we see as extra bravery on their part, we are also pleased and feel secure to some point to have the police presence every night especially on the Eterengbang landing enforcing the 2.00 a.m. curfew and clearing of persons off the

landing. We would like to thank them once more for keeping us safe. Regards, Mark De Abrue Shemar Valdez Mickey De Fraitus Shanta Sancharrier De Marcus Fraser Jerome Trotman Grate! Harmon manifests the qualities needed in a chairman of the PNCR DEAR EDITOR, Having been a longstanding member of the YSM and the PNC, it gives me a sense of pride and satisfaction when another person who has his/her roots in the YSM is elevated to high Office. At minimum you know that person is well grounded politically and is well suited for such elevation. That is the case of Joseph Harmon. In 2011 and 2015, I had the pleasure of being recruited to manage the elections campaigns in Region #10 and Region #3 respectively. I was therefore afforded the opportunity to work with Mr. Harmon close-up and can confirm that he has political management skills which he brought to the election campaign that eventuated in the

success of the APNU + AFC in 2015. One of his positive qualities is his ability to be inclusive and work with people based on their competence rather than other irrelevant considerations. This ability to avoid the trivial and stay focused on the objectives is responsible for him being involved in inclusive rather than exclusionary politics. This inclusive approach augurs well for him as Chairman of the PNCR and is evident by the way he works with other ethnic communities. Harmon is the only Candidate that manifests this quality, a quality that is needed in this multi-ethnic society and a political party which must do significant work with PNCR non- traditional supporters.

The foregoing is coupled with the correct approach to the youth. Mr. Harmon has committed to the rebuilding of the GYSM, and to work with the youth to obtain the resources necessary for its rebuilding and the empowerment of youth. He has opened candid and fruitful discussions with the GYSM. The said commitment he brings to the women’s arm of the party. Probably, the most important commitment Minister Harmon has made in his campaign for Chairman of the PNCR, is to implement Party Leader’s, Mr. David Granger’s idea of an “Education Nation”. To this end, Mr. Harmon has committed to the re-introduction of an education (Continued on page 6)

Every Guyanese should feel a strong... From page 4 sought to completely dismiss the proposition as fantasizing and politicking. Signals from the Alliance for Change (AFC)in support of Professor T h o m a s ’ proposition is a good one. Such support adds greater value to this indigenous idea. The AFC has consistently declared and p o s i t i o n e d itself as the fulcrum for balancing political power in Guyana. Nevertheless, Professor Thomas’ proposition is not abstract if one considers the Alaskan success. The state of Alaska offers a kind of Global Resource Dividend (GRD) to its citizens on an annual basis. It is similar to the thesis of Philosopher Thomas Pogge, who posited that such dividends can help to negate economic inequality. The Alaska Permanent Fund has been providing dividends of US$300 - $2,000 annually for citizens. In 2016, each Alaskan received $1,022 for his or her share in that State’s mineral wealth.

In Guyana, in spite of our huge vast mineral wealth and massive extractions of Gold, Timber, Manganese and other high yielding minerals, the masses have seldom enjoyed, even fractional, benefits derived from those resources. Revenues derived from mineral resources invariably go directly from extracting companies to the government coffers, never passing through the hands of the citizens whose patrimony they are. Although national budgets are presented, the obscurity of their construction invariably excludes citizens from comprehensibly scrutinising actual revenues, expenditures and taxes. A GRD approach would require greater accountability of successive governments. It is felt that there is need for an urgent, wider discussion on how we could use our oil revenues for collective and individual benefits.

This would obviously require proper structuring, and inclusiveness of the various sectors, civil society and communities. We cannot just leave it up to politicians and the usual triad of celebrated foreign functionaries to set the pace for the people of this country. They may be familiar, but do not experience the toughness of life for the majority of working class. If individual cash payments are good for Alaska then it can be good for this country too. Here is a chance for those who govern to really make the small man a real man in Guyana! Yours faithfully, Orette Cutting

Citizens need to also keep a tab on City Hall’s food bill DEAR EDITOR, Of recent, a topical issue has been, the estimated $700,000 that is being spent on food every time the National Assembly meets, which means almost $80M would have been spent in the next three years on food alone for the National Assembly and Committee Meetings. And one can understand the concern, when the ordinary person is struggling to put food on his or her table to feed their families. But one has to understand that it is not at the National Assembly alone that this dietary extravagance exists, but more so at the Georgetown Municipality.

Now at City Hall which claims to be in dire financial straits, there seems to be a meeting held there, every day of the week. Apart from their fortnightly statutory meetings, there exists a plenitude of sub committees which achieves very little as their recommendations have to go to the full statutory meeting where it is debated all over again before approval, then there are the ad hoc committees such as the parking meter negotiating and renegotiating committees, anniversary planning committees among a host of others, all for which snacks and meals are provided to cater for them to devour.

And meals and drinks are not only provided to the City Councillors but also to the plethora of staff members who are required to sit through these meetings . They can even be seen carting away boxes of food, apart from consuming their share. We’re reminded by the Georgetown City Council of the immensely popular song titles Hotel California that was created by the legendary group Eagles which lyrics went like this “Mirrors on the ceiling, The pink champagne on ice And she said ‘We are all just prisoners here, of our own device’ And in the master’s chambers, They gathered for the feast They stab it with their steely knives, But they just can’t kill the beast Last thing I remember, I was Running for the door I had to find the passage back To the place I was before ‘Relax,’ said the night man, ‘We are programmed to receive. You can check out any time you like, But you can never leave ...” Citizens need to keep a tab on City Hall’s food bill also. Regards Jermain Johnson

ANIMAL FARM IN REGION THREE DEAR EDITOR, Please permit me space to address an issue raised by Mr. Ganesh Mahipaul captioned, ‘Julius Faerber is suffering from epistemic ambivalence’, which was published on Friday August 10, 2018. First of all, Mr. Ganesh Mahipaul is not an employee of the Regional Administration of Region #3. He is employed by the Ministry of Communities as a Regional Development Officer assigned to Region #3 and not as a Regional Information Officer. The payroll within Region #3 does not have him as an employee of the Regional Administration of Region #3 and therefore has no legal authority to write as Regional Information Officer of Region #3. Secondly, Mr. Ganesh Mahipaul was a former school teacher of Essequibo Islands Secondary School prior to 2015 and does not have any clue about the demographics of Region #3 nor, does he have any knowledge about drainage and irrigation works. Region #3 is an Agricultural Region and as such, the drainage trenches pass through the housing areas hence, if they are not being cleaned and maintained in a timely manner, flooding will occur within certain low-lying communities, especially during the rainy season. Thirdly, Mr. Mahipaul was assigned to discuss with me (Regional Chairman) the movement of the mini excavators within Region #3 since, as the Regional Chairman of Region #3, I am also the director of the National Drainage and Irrigation Authority Board representing the interest and welfare of all the people of Region #3. It is the Regional Executive Officer of Region # 3 who has tasked Mr. Ganesh Mahipaul with that responsibility of over-looking the movement of the mini-excavators within Region 3 and to discuss with me (Regional

Chairman) on a weekly basis, the movement of those machines. This has not been forthcoming hence, the matter was raised on several occasions with the Regional Executive Officer, Mr. Denis Jaikaran. Fourthly, the mini-excavators were purchased out of requests made by citizens within Region #3 during the tenure of the. Peoples’ Progressive Party/ Civic Government in office. Many Neighbourhood Democratic Councils (NDC’S) were unable to provide drainage work within certain communities since, their rate collection was low and they did not have the monies to hire machines to clear the drains hence, many communities suffered drainage problems. Thanks to the wisdom of the Peoples’ Progressive Party/ Civic Government for purchasing those miniexcavator and assigning them to each region within Guyana. It was also the same Peoples’ Progressive Party/ Civic Government that had purchased the short and long reach excavators to assist with cleaning drainage trenches within the cultivation areas in every region. It is also the same Peoples’ Progressive Party/ Civic Government that had purchased tractors and trailers for Neighbourhood Democratic Councils in every Administrative Region of Guyana. Mr. Ganesh Mahipaul fail to remember these facts hence, I think he is the one that is suffering from ‘EPISTEMIC AMBIVALENCE’. Fifthly, Mr. Ganesh Mahipaul assigns the mini excavators to areas that are supportive to the present Government. Many times, Chairman of Neighbourhood Democratic Councils would request those same mini-excavators from the Regional Administration and have to wait long periods to

have the use of same and in most cases, none at all. Sixthly, these same miniexcavators are seen doing other work apart from drainage and irrigation works, for example, the mini excavators were seen grubbing Government yards, clear bushes on abandon lands, clearing bushes on the road edges while residents are flooded in communities such as, Canals no. 1 and 2 Polders, Parafaithe Harmony Housing Scheme, Tuschen Housing Scheme, Zeelugt and within Parika and Hydronie communities. The Regional Democratic Council had taken note of this and had discussed same with the Regional Executive Officer, Mr. Denis Jaikaran on numerous occasions. Finally, the National Ditirtage and Irrigation Authority’s Chief Executive Officer, Mr. Fredrick Flatts mentioned to the board at one of its meeting that there are manning the movement of the mini excavators within Region #3 (Demerara/ Mahica Region). The other Regional Chairmen of Regions 2 and 5 along with the Chairman of Region #3 was asking the Board of NDIA to have the same arrangement put in place since we felt that some of our communities were not given the same priority as others within the same region. Hence, our request was unanimous. I would like my friend and neighbour, Mr. Ganesh Mahipaul to understand the basis for making such requests since, we in region #3 feel like the animals in the book ‘Animal Farm’ written by George Orwell, where some persons are treated better than others and some are given priorities over others due to ethnic and political persuasion. Yours Faithfully, Julius Oliver Faerber (Regional Chairman, Region #3)

Harmon manifests the qualities ... From page 5 programme in the party that will develop the institutional capabilities of the PNCR. Coupled with the foregoing, the Candidate for Chairman of the Peoples National Congress Reform (PNCR) recognizes that the Party needs to develop its financial capabilities. Consequently, Mr. Harmon has been working on, and continues to work to place our party on a course of financial sustainability. I have listened to the views and positions of all three candidates. They have all done a good job. However,

I have concluded that only one who is grounded in,and is manifesting a clear understanding of the philosophy that underpins the PNCR. He is the best of the three, Joseph Harmon. Those who attended his meetings, were treated to a clear understanding of the history of the party. Mr. Harmon has shown a clear ability to contextualise that history and to extrapolate the relevant themes that are useful and applicable today. No other Candidate has even attempted to give that kind of information and guid-

ance to the party membership. In this regard Joseph Harmon towers over the other candidates. The PNCR will do itself justice if it elects one who is competent, philosophically clear, politically astute, inclusive in approach, has political management skills, an interest in youth, women and the party in general, and the education and financial development of the PNCR. Joseph Harmon is the only candidate that fits the bill. I endorse him for the Chairman of the PNCR. Aubrey C. Norton

AG faces contempt of court motion over failure to activate JRA

A

ttorney at law, Anil Nandlall has filed a Contempt of Court motion against the Attorney General, Basil Williams over his failure to operationalise the Judicial Review Act, (JRA). The JRA is an area of public law which is designed to specifically assist members of the public in challenging acts committed against them by officials by State officials including Government Ministers. The Act was passed in 2010 but was scheduled to be enacted after the new High Court rules /Civil Procedure Rules, (CPR) were in place. The new High Court rules came into being in 2017 and the Attorney General and Minister of Legal Affairs Basil Williams was tasked with bringing the Act into effect by publishing an order signed by him in the Official Gazette. However, Williams has been accused of pussyfooting on the matter. He has since faced a series of

Roxane George. In her ruling in May, Chief Justice George noted that the JRA contained the procedures by which remedies can be accessed under the Act; one is a complement to the other. Justice George took into consideration information gathered from Hansard, (records of Parliament) which evidenced the fact that the JRA was unanimously passed by the House and was endorsed by the applicant (Nandlall) and the respondent (Williams) in the House. Further, the Judge took

Attorney at law, Anil Nandlall court actions, one which resulted in an order by the Chief Justice to enact the JRA by July 31, last. However despite rulings by both the Supreme Court and Court of Appeal in favour of operationalising the JRA, the AG has opted to hold

Attorney General Basil Williams

consultations on the matter As a result, Nandlall, an Executive member of the PPP and a former AG, has filed a contempt of court motion against the Minister I n h i s a p p l i c a tion, Nandlall has requested an order of the Court committing

the Attorney General to Georgetown Prisons, Camp Street, Georgetown for such period and terms and conditions for failing to bring the Judicial Review Act into force on or before the 31st day of July, 2018, as ordered by Chief Justice

into consideration Williams’s submission that the Court would be breaching the separation of powers doctrine if it were to mingle in legislative and executive affairs. Justice George made it clear that the JRA had been assented to already which meant it had passed the stage of the legislative arm. She noted, too, that in a situation where the Minister failed to perform his duty, the Court is empowered to compel the said Minister to do so. The Court cited a number of legal authorities to support the conclusions reached.

$700,000 food bill in Parliament…

Minister Hughes denounces Jagdeo’s liquor claims

G

overnment has slammed claims that Members of Parliament (MPs) are consuming huge quantities of high end liquor every sitting in the Parliament Buildings. Yesterday, an incensed Minister of Public Te l e c o m m u n i c a t i o n s , Catherine Hughes, made it clear that the Opposition Leader ’s claims were deliberate “lies”. Speaking to reporters, Hughes, a senior member of the Alliance of Change, which is part of the Coalition Government, said she woke up and learnt, in anger, of the “inaccuracies” of reports of alcohol use during the Parliamentary sittings in the lounge.

She also said that she want to clear the air about the cost of food at every sitting of the National Assembly. Kaieteur News, reporting on costs recently associated with sittings of the National Assembly, the country’s highest law-making forum, quoted the Clerk of the National Assembly, who disclosed that an estimated $700,000 was being spent on food of each occasion. The news sparked a raging debate about costs and even the work of MPs, in context of the seemingly high bill for food. On Thursday, Opposition Leader, Bharrat Jagdeo, during his weekly press conference, suggested that the cost for alcohol might be just as much as the cost for

food. He said, “It’s not just food. It’s a huge amount of alcohol that gets consumed and imbibed in the Parliament… fancy, fancy liquor. The Opposition leader said that it is simply “ridiculous.” Jagdeo said that he consumes the food provided, but never indulges in the alcohol. He noted that he has a room at the Parliament Building and he has instructed that no alcoholic beverages be put there. “You can ask them, I told them not to put any alcohol there...I do not even touch the things they provide.” Further, Jagdeo said that Opposition Members of Parliament would hardly ever, if at all, utilize alcohol provided by Parliament

Opposition Leader Bharrat Jagdeo Office. “They do eat. We eat. I eat the food. What do you suggest? I don’t go and eat the food? I eat the food, but I don’t drink the liquor,” I like eating too, and it’s not like its fancy food. It’s not fancy food, but it’s the alcohol part that I have a problem with,” said Jagdeo. Jagdeo suggested that some members of Government are excessive with the imbibing during sittings. Jagdeo recommended that systems be put in place to allow MPs to purchase alcohol if they desire to have a drink when they meet for sittings. He said that a canteen should be considered, “let them buy their own liquor.” He made it clear that he was not suggesting that legislators be made to eat out of boxes or that food be skimped. However, according to Minister Hughes, who is an MP, when she heard Jagdeo’s “ranting and raving and lying deliberately, misinterpreting the facts,” she felt it necessary to let Guyanese know that they (parliamentarians) are not an irresponsible set of people. “It is not 65 MPs eating $700,000 every sitting,” an upset Hughes told reporters yesterday. “I would not be sitting in that Parliament and tolerating

Public Telecommunications Minister Cathy Hughes

that.”In fact, the minister pointed out, many of the MPs and quite a few of the Opposition side, with whom she is “friends”, are similar in that regard. She disclosed that just over 300 persons eat at every sitting of the National Assembly. That works out just $2,200 (US$11) per person. Among that 300 persons would be the MPs - 65 of them; 40 media workers; 115 Parliament staffers; drivers and medical personnel. “There are even two drivers of Jagdeo who eat too,” Hughes said. She described the news of Jagdeo’s claims as “fake news” that MPs are eating $700,000 on each sitting, and said that it was all untruths being peddled. According to Minister Hughes, she does not know which lounge Jagdeo, a former president, visits, but the lounge in which she eats, does not serve alcohol. Rather, there is a range of teas, coffees, juices and water. She was quick to point out that there is alcohol served on occasions – at Christmas or when an MP would bring some for his or her colleagues during a birthday celebration, but these “are few and far between”. Hughes said that it is a big disservice to Guyanese to

hear that their hard-earned money is being ”wasted” and “squandered”. Responding to questions about the food bill and other issues, Clerk of the National Assembly, Sherlock Isaacs disclosed that the Assembly Committee of the National Assembly of the Parliament of Guyana considered and gave approval for a number of food suppliers to be invited through the restrictive bidding process, to bid for the supply of meals and snacks for sittings of the National Assembly and Committee Meetings. The four suppliers that bid were Maggie’s Snackette and Catering Service; Ambience Restaurant and Catering Service; Carnegie School of Home Economics and Water Chris Hotel and Bar. According to Isaacs, the contract was awarded by the National Procurement and Tender Administration Board (NPTAB) on 5th July, 2018 to Maggie’s Snackette and Catering Service for the supply of meals and snacks for sittings of the National Assembly and Committee Meetings. It was reported sometime back that the cost of every sitting, for food; for putting up MPs in hotels and for paying travelling from out of the region, among other things, was over $1.5M.

Lusignan road to be temporarily closed tomorrow A section of the East Coast Demerara roadway is to be closed tomorrow as part of the ongoing four lane expansion. According to GTT, the East Coast public road within the vicinity of Lusignan Road will be temporarily closed tomorrow. The road closure is necessary in order to facilitate a request made by China Railway First Group, the contractor responsible for the East Coast Highway Improvement Project (Bet-

ter Hope to Belfield), the telephone company said, The work will include the installation of underground ducts to facilitate a cable diversion. “Pending favourable weather conditions, work will commence from 8:30hrs and is expected to conclude by 15:30hrs. Traffic will be diverted through Melsha Road (west) onto Railway Embankment into Church of God Road Buxton (East),” GTT said.

The Top Cop has to be more than honest and intelligent

A

t the traffic junc tion of Camp and Church Streets, there are vendors plying their wares. They are selling beverages, and one of them is even selling accessories for vehicles. This particular junction is a favourite haunt for persons begging for alms. As soon as a motorist stops at that particular junction, he or she is besieged with persons pushing all manner of objects into your face - or if your window is up, banging on it to beg for alms. The same thing happens at the junction of Vlissengen Road and Lamaha Street. The usual suspects at that location are now joined by a group of boys who as soon as you stop, begin to clean your windscreens. They do not ask you whether you wish a service. Even if you try to signal them not to touch your vehicle, they still spay their

cleaning material and then wipe it off with a rubberized blade. They demand to be paid, but they fail to realize that they do not have permission to do what they are doing. There is no consent, no offer and acceptance. Therefore, there is no contract; so why is payment being demanded? If anything, those providing the service should be reprimanded for what they are doing, providing unsolicited services. Another annoying development is the appearance of masquerade bands in the middle of busy thoroughfares. They stand in front of moving vehicles, forcing you to stop while demanding a donation. They are not promoting any cultural art form. Most of them can hardly dance, but are extorting money from motorists by blocking their path. The police need to clear

the junctions where there are traffic lights of sellers, beggars and hustlers. They need to ban masquerade bands from the main streets in the city and force them to go and strut their stuff within the communities. The police, however, are doing nothing. The police have become accustomed to turning a blind eye to these molestations which motorists have to encounter each day. The police have to maintain law and order. And there is no order at many junctions. The police are required to ensure that citizens are not harmed. Persons should not be selling at busy junctions. Their lives are at risk when they have to be moving in between vehicles to sell or beg or to provide unsolicited services. Yet the police do not realize that they have a responsibility to save these people from possible harm. They also

Cops nab murder suspect “Short boss” Police have finally captured the individual known as “Short boss” who allegedly gunned down 21-year-old Ronsley Clarke on August 2. A release stated that the suspect was captured on Thursday in ‘G’ Division (Essequibo Coast and Islands) and has since been handed over to police on the East Coast of Demerara. Clarke, a mason, of Timehri, East Bank Demerara, was gunned down in Sophia while he was at a party with his girlfriend. The victim and the suspect reportedly knew each other. Clarke’s girlfriend said that everybody was “having a nice time, drinking and smoking”, when shots rang out. She said her boyfriend ran a short distance after the shots were fired, and collapsed. Clarke sustained two gunshot wounds and was pronounced dead on arrival at the Georgetown Public Hospital.

Ronsley Clarke

have a responsibility to protect motorists from shysters offering unwanted services and from the extortion by certain persons pretending to be masqueraders. The problem that faces the police is not just one of leadership, as the President seems to presume. It has to do with the organizational culture of the police force, which allows them to ignore the need to ensure there is order. The President is saying that he wants a Commissioner who is intelligent and has integrity. If those are the only qualifications which he is seeking he should go and look for some pastors to run the police force. What the police force needs is someone who can change the organizational culture, in which the police ignore certain things which are taking place. It is hard to determine how the President will determine who is more intelligent than whom and in what areas. No explanations have been given as to how he will decide who

is more intelligent than whom. If someone is not honest, then keeping them away from the Commissioner’s job is not the solution. That person should not be in the force, period. You can, of course, have the most intelligent and honest person running the force, but that person cannot get the job done. On the other hand, if there are strong systems and rules within the organization, then it should be able to detect wrongdoing and dishonesty, and purge the force of unscrupulous elements. Unless there is a fair system of appointing persons in the police force, there will be loss of morale, because persons will curry favour with the politicians in order to rise through the ranks. The President therefore should implement a transparent system of finding a Commissioner of Police. There are human resources firms who specialize in such functions. Other than that, he should go along with the principle of succession

by seniority if he wishes to avoid creating more problems for the police. If appointments are politicized – which is the direction in which things seem to be heading – then the police force will become a hotbed of political opportunism. If appointments are politicized, then upward career mobility will not be based on performance, but rather on connections. And when this happens, the police end up being no different from the hustlers at the street corners. The Top Cop has to be more than honest and intelligent. That person has to be able to change the culture of the police force. Otherwise, the police will continue to turn a blind eye to the abuse of motorists at junctions. Lawlessness and disorder will result.

THE FREDDIE KISSOON COLUMN

When a cricketer turned science into an ass

T

here are things in life we will never know the real meaning of. How English cricketer, Ben Stokes, got off from his assault charges (he wasn’t

charged with assault but “affray’) will remain one of the deepest mysteries in the world of sports. In the developed world, there are surveillance cameras

everywhere. There are on the street posts and outside homes, places of entertainment and business buildings. The cameras showed Stokes beating up people, one of

whom had his eye socket badly damaged. The video was there for the world to see. The online newspapers carried the video. In a world of the ubiquitous surveillance camera, how did Stokes get off? The most compelling evidence in a court of law is when a judge or a magistrate looks at a video and sees the accused stabbing or shooting or assaulting someone, or a thief entering a store and robbing the proprietor. It has to be a sad day for science when a jury can watch at a tape and see a drunken hooligan in a vicious assault on others, yet find him not guilty. The world is in a bad shape, but more so, Homo sapiens. After the Stokes acquittal, can the courts ever rely on video evidence again? Here is the horrific dimension of his release. Soon after, he was selected for the third game in the current test series against India. Stokes does not belong to the world of international sports at the highest level. According to the BBC, this man’s salary from his contract with English cricket is 750,000 pounds a year. So he is back on the job after a night of mayhem in which he used loud violence on his victims. Stokes is a football hooligan. Look at his indiscretions. Way back in 2013, he was sent home from Australia for misconduct. In 2016, he was charged four times for drunken driving. English cricket authorities in 2017 reprimanded him for an outburst of staccato

expletives hurled at West Indian test players. Now read this – Ben Stokes was again reprimanded for imitating a disabled boy, caught on video. Imagine an international sports star did that. Stokes is now back in business. But wait! Here is the part that shows us that something about race in this world is going to bring down 21st century civilization. Stokes has been selected to play in the Australian Big Bash. This was before his night of mayhem. But do you think the Australians would frown on him the way they did a Black cricket star – Chris Gayle? Given the Australian mentality, they would find nothing weird about a night fight in which a cricketer almost killed his victims. Australians would find Ben Stokes a cool guy. That is the Australian way of life. Stokes will play in the Big Bash, but not Gayle. Gayle was not selected in 2017. What was this terrible crime of Gayle? In an interview with a female, Australian reporter, he went beyond protocol, told her, he finds her eyes beautiful and invited her for a drink. I don’t believe a huge international superstar like Gayle should disrespect a woman like that. Disrespect for female sports reporters by chauvinistic make athletes must stop. When asked by an Antiguan female reporter how the pitch feels, Gayle told her while laughing, that he doesn’t know, because he hasn’t felt her pitch as yet. Surely that

Frederick Kissoon crossed the line. But comparing the action of Stokes and Gayle would be an act of dishonesty. There can be no comparison. Stokes is a violent man. He is a serial defender. Gayle simply has to be advised on how he answers female reporters. I doubt Gayle will be employed by Big Bash teams. Stokes will play. Gayle is Black. And this we must not forget. If a Black cricketer from the English test team had been violating international sporting ethics since 2013, you think he would still be in the team? The recall of Ben Stokes to the English test team a day after he was wrongly freed of his charges is simply another indication of the type of world we live in. The English knocked into the heads of cricket fans over a hundred years ago that of all the different types of sports in the world, cricket is a mannerly game, in which the virtue of good behaviour is its chief characteristic. The Australians damaged that angelic image decades and decades ago. They are still doing it. After Ben Stokes, science and cricket have become asses, just like the law.

Reports of attacks at sea cause cancellation of yachting rally The 6th International Nereid’s Rally which was scheduled for the 13th September, to be hosted at Hurakabra River Resort and the participants welcomed to Guyana at a lunch hosted by Minister of Business with responsibility for Tourism, Dominic Gaskin, has been cancelled. The rally which was scheduled to host some 15 yachts, has suffered the sudden, short notice withdrawal of 11 yachts. According to the Hurakabra River Resort, the cancellations resulted from the widespread domestic and international publicity given to what has been described in the headlines of local media

over the deadly attacks which left more than a dozen Guyanese missing and feared dead during attacks between warring Guyanese fishermen living in both Guyana and Suriname.“These headlines have found their way into the international media, on to the specialist websites upon which cruising yachts rely for their information and, most recently, less than a week ago, into a major Wa shington Post story reporting on attacks at sea on Trinidad & Tobago boats (not yachts) from Venezuela offshore Trinidad.” According to the resort, the Washington Post story, unfortunately, reports that: “In April, masked men

boarded four Guyanese fishing boats floating 30 miles off the coast of the South American nation”. The story reports that “David Granger, the President of Guyana, decried the attack as a “massacre”. The story further reports that “Guyanese authorities linked the story to gang violence in Suriname”. The resort said that sadly for Guyana, Suriname and French Guiana, whose offshore seas are traversed by the International Nereid’s Rally, have been labeled in the minds of yachtsmen as a place where piracy occurs and where they do not belong. “It is to be appreciated that the owners of the majority of these yachts are “live aboards”. The boats are their homes at sea.” One of the yachts that cancelled, for instance, had already requested a booking for its crew and friends to visit Kaieteur Falls.

Boy, 14, bailed, three men remanded in parking lot coke bust

Denzel Park

Patrick Ram

Ricardo Denhart

A 14-year-old boy was yesterday among four persons who appeared before a City Magistrate to answer to a trafficking of cocaine charge, after Customs Anti Narcotics Ranks (CANU) busted the quartet at a fast food restaurant transporting over 22 lbs of cocaine. The persons charged are Patrick Ram, 24, a minibus operator, Ricardo Denhart, 47, a taxi driver; Denzel Park, 49, a businessman, and the young teen. They appeared before Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts. The charge stated that on August 14, last, at Popeye’s Fast Food Parking Lot, Vlissengen Road and Duncan Street, they trafficked 10.078 kilograms of cocaine. They all denied the allegation after it was read to them by the Magistrate. Facts presented by Police Prosecutor, Gordon Mansfield stated that on the day in question, CANU ranks acting on information, set up a sting operation at the Fast Food Parking Lot. While there, the ranks observed Denhart exiting motor car PWW 6944 with a

bulky multi-coloured bag. He then proceeded to motor bus PKK 8454 which was a short distance away and was being driven by Ram. The court heard that the teenager and Park were seated in the vehicle conversing with Ram. The officers then approached both vehicles and identified themselves as CANU ranks, then they carried out a search on the vehicles. The court heard that in the right side passenger front seat of the bus a quantity of square brick-like parcels were found in a multi-coloured bag. The defendants were then told of the offence to which they denied. They were arrested and taken into custody. The men were all represented by Attorney-atlaw Nigel Hughes who asked that bail be granted to his clients in a reasonable sum, citing that they are not flight risks. He added that if bail is granted his clients would return to court for the trial and they would adhere to the conditions of the bail. The Prosecutor strongly objected to bail being granted to the men, on the grounds of

the prevalence of the offence and the amount of cocaine discovered. The magistrate after taking into consideration the juvenile’s age released him on $200,000 bail, but remanded the three men to prison. They were told to make their next court appearance on August 31.

SWF mechanisms not strong enough to prevent Govt. from raiding oil revenues The mechanisms outlined in the discussion paper that the Government has released on the management of oil revenues are too weak, according to Opposition Leader, Bharrat Jagdeo. “Any flow to the budget must be conditional, based on events that can be independently verified by a third party which reports to the National Assembly,” Jagdeo stated. He said this will avoid ‘raiding’ of the fund by Government, based on contrived events which have happened in other countries. The Government recently released a Green Paper on the management of oil revenues. According to the Opposition Leader, the model outlined in the Green Paper is one that ignores best practices around the world, which dictate that there should be minimal political involvement in the management of the fund. He pointed out that the entire fund is going to be controlled by the Government through the Ministry of Fi-

- Opposition Leader nance. The vision of the Government is that there will be a Natural Resource Fund which will be held by Central Bank, but Jagdeo noted that the bank reports to the Minister of Finance. As it relates to the management structure for oil revenues, Jagdeo also noted that the Minister of Finance will name the members of the macro-economic committee and the investment committee ‘…Totally dominated by the Government, unlike most of the models that have been successful around the world. So we have a huge disappointment with that. If that will dictate what is in the legislation we will oppose, because it will lead to enormous problems down the road and too much political involvement,” Jagdeo noted. He also raised concerns

that oil revenues will be comingled with revenues from the forestry and mining sectors. According to Jagdeo, the Green Paper is three years late, coming at a time when the Government had promised draft legislation on the management of oil revenues. “It was our own Government who assured us several times in the past three years that they were working on and they would bring legislation to the Parliament concerning a Sovereign Wealth Fund shortly, and that was over the past three years. Now to be confronted with a discussion paper takes us right back to 2015,” Jagdeo stated. With Government now securing views, Jagdeo predicts that legislation may be ‘far away’, but Guyana is expected to start producing commercial oil in 2020.

GRA briefs Linden Municipality, Chamber on tax issues

T

he Guyana Revenue Authority (GRA) recently engaged staff of the Linden Municipality and the Linden Chamber of Commerce and Industry as it culminated its 2018 Regional Tax campaign. The August 13 campaign was facilitated by the Communication and Tax Advisory Services Division which focused on several topics relevant to procedures at the GRA and the 2018 tax laws and regulations. According to GRA, at the meeting held with the Linden Municipality one of the main topics covered was the two percent Withholding Tax on resident contractors which the Town Council as a central authority may have to apply when outsourcing. GRA’s Tax Specialist, Roopnarine Ramkishun, led discussions in that regard, expounding on the o b l i g a t i o n s o f b o t h the contractor and contractee, and the entities and transactions that are exempt

from this law. “The residents were also notified of the current developments at the GRA’s branch office at Casuarina Drive, including the selling of a quantity of alcoholic beverages by way of Sealed Bids. The public was informed that the winning bid will be subject to G$16 per Excise Stamp for each bottle. The rationale behind the introduction of the excise stamp was explained in detail at the workshops,” GRA explained. The engagement with the Linden Chamber of Commerce concentrated more on Trade and Miscellaneous Licences, in particular the recent passage of the Tax Amendment Bill which will allow the GRA to issue a provisional licence to small shops, pending the grant of such permits as building permits and fire permits. “Discussion with the chamber members enabled the autho r i t y t o g a r n e r feedback about its services and whether or not those

Tax Specialist Roopnarine Ramkishun speaking to personnel at the Linden Mayor and Town Council

services are working in the best interest of businesses in the town.” The tax sensitization campaign is in keeping with the authority’s mission to

promote compliance through education. The exercise commenced in May last, focusing on the

2018 legislative amendments and Excise Stamp control programme. Essequibo - Region Two;

Berbice - Region Six; Lethem - Region Nine and Linden, Region Ten were the locations visited.

Linden businessman detained for trafficking Venezuelan women Police last evening swooped down on the Riverview International Hotel and Bar at Wismar where they removed two Venezuelan women who were reportedly being held there against their will. The women told police

-.reportedly paid $25,000 for victims that they were being held by the proprietor and that they were “sold” by a “rasta man” to the businessman for $25,000. Official from the

Counter-Trafficking In Persons Unit at the Ministry of Social Protection was subsequently called in and the women were handed over to the Unit’s officials.

AFC official resigns over “open display of corruption”

A

n Alliance for Change member who has been actively involved in promoting the party and its proposals in Region Six has, as of the 15th August, last, resigned from the party. In a resignation notice seen by this publication, Gladwin Abdulla of Fyrish Village stated that he has terminated his membership with the AFC. The missive was addressed to the general secretary of the party, Marlon Williams. Abdulla stated that the reason behind his resignation was centred “on the many corruption charges being leveled against officials and members of the AFC and their penchant for attacking members who are honest and hardworking”. He revealed that the tipping point was the $120 million road slashing contract

which was awarded to mostly AFC members and officials. He claims that in relation to the contract, “I came face to face with undeniable proof of corruption. I was highly embarrassed by an open display of corruption” According to Abdulla, many of the AFC members who were given the $120 million contract do not have financial resources execute the work and he was asked to act as a guarantor for a line of credit for them - with two businessmen - to purchase slashers, gas and oil among other items. “It got worse when only a few days ago I discovered that the workers from #19 Village were not even paid a dollar for the work they did on behalf of an AFC member turned contractor, “Abdulla claimed. He said that the workers who were not paid, visited his home and complained bitterly,

Resigned from AFC: Gladwin Abdulla while hurling expletives. “I had to explain to them that the contractor was holidaying in the US. After much harsh statements they left. I was never so much embarrassed in my life, since this is not the first time that I had to defend this particular

AFC member. I recently had to pay $200,000 which he had ‘borrowed’ from a big poultry farmer from Kilcoy whom he had refused to pay. I also lent him various other sums of monies which he has not repaid until now”. The AFC official said that

his brother, Erwin Abdulla, who was an AFC National Executive Committee member resigned soon after the Coalition won the 2015 General Elections, since he was also “shocked by the high level of corruption which began in earnest as soon as the APNU/AFC Government took office”. The member also claimed that “corrupt AFC members” would tell persons attending their meetings that “ (Gobin) Harbhajan (PM representative)’s contract will not be renewed and that the PM is on his way out”. Harbhajan has been increasingly vocal about alleged corruption issues within the region by government officials. He had raised several issues at the monthly RDC meetings, and emphasised that if the officials are indeed involved in corrupt acts then they should be dealt with.

Abdulla, who was a member of the AFC for over 5 years, stressed that he was a dedicated and committed member of the coalition, “But I soon saw through the facade of pretensions and hypocrisy peddled by the AFC ministers and Party officials. The various ministers who visited Region 6 would often compliment me for the great work I was doing both for the Party and the residents in Region 6. “My zest and zeal for community development was recognized by everyone and I would even utilize my personal funds to do community works. However, the corruption by the AFC officials was spiraling out of control and the AFC Ministers who regularly visited Region 6 did not even bat an eyelid, even though the media is replete with allegations of AFC corruption.”

QC again reigns supreme as 2018 CSEC results released From page 3 2017. Mathematics saw an improvement with a pass rate of 43.39 percent this year as compared to 39.23 percent in 2017. Additional Mathematics on the other hand, remained constant with a pass rate of 68.45 percent. Last year the pass rate was 68.61 percent in 2017. TOP PERFORMERS Following the announcement of the results yesterday this publication sought to reach out to a number of the top performers, many of whom are currently enjoying their summer vacation. CHRISTIAN PILE – 19 Grade ones With his 19 grade ones, 16-year-old Christian Pile, of D'Urban Backlands, has again claimed the top performer place for QC. He disclosed that although his initial plan was to undertake 16 subjects the encouragement of his mother, a former teacher, saw him challenging himself to do three more. In addition to the support of his parents [FayAnn and Nigel Pile], Pile credits his success to the support he got from both his class and lesson teachers, classmates and the Almighty Creator. Come September, Pile hopes to commence Sixth Form at QC as he decides on the career path he will eventually follow. SHAKIRA BHOLO – 18 Ones, 2 Twos Seventeen-year-old Shakira Bholo, a student of Anna Regina Secondary, said that she is most grateful to God for her outstanding performance. The Cotton Field, Essequibo Coast resident also spoke of the support from her parents. “They supported me financially, morally and most of

all emotionally,” said Bholo, who aspires to one day become an economist. SALMA MAJEED – 18 Ones “My performance has shocked me, but I am extremely contented and filled with delight,” said 16-year-old Salma Majeed of her CSEC performance. The ISA Islamic student credits her achievement, “to Allah, since of course nothing is possible without His will.” She was also in high praise for her parents, and both lesson and class teachers whom she said “always believed in me.” While Majeed, who resides in Queenstown, Georgetown, hopes to one day become a lawyer and humanitarian, for now her plan is to head to Sixth Form. AREEB ALI – 17 Ones, 3 Twos, 1 Three Areeb Ali, yet another QC top performer, has been named among the top performers. He however is not too jubilant but rather, said, “I feel chilled, I don't really feel anything.” The brother of CAPE top performer and a former CSEC top performer too, Aadilah, Ali is hoping to follow in his sister's path to continue at QC to complete CAPE. He too credits his success to Allah, his teachers, parents and his sister, and all those other persons who backed in one way or another. CAMECIA DE LACRUZ – 17 Ones, 2 Twos, 1 Three Camecia De Lacruz who hails from Anna Regina, said that she owes her accomplishment to her parents, whom she said have been very supportive and catered to her every need. Although the Anna Regina Secondary School student had hoped to do much better, she expressed

appreciation for the support she gained from other relatives, her teachers, classmates and siblings. De LaCruz also emphasised that, “God has also been with me each step of the way.” As she looks to the future, she hopes to one day enter the medical field by becoming a surgeon, oncologist or an obstetrician. HAEMA DASRATH – 17 Ones, 1 Two, 1 Three “I dedicated myself to my work,” confided Heama Dasrath, as she revealed that there were days that she did not have the confidence that she would have excelled in all of the subject areas she wrote. She however said that she challenged herself to do her best, but admitted, “when I saw my results, it was a shocker.” This 17-year-old Ruby, East Bank Essequibo girl, credits her success to family support and the commitment of her teachers. With her good grades in hand, Dasrath hopes to be accepted at a university overseas where she intends to pursue studies in Law. “I hope to maybe one day become a Prosecuting Attorney,” she said. AARTI HOOBLALL – 17 Ones, 3 Twos Happy with her results, 16-year-old QC student, Aarti Hooblall of Annandale, East Coast Demerara is ready to continue at QC at the Sixth Form level. In an invited comment to this publication, Hooblall said that her success was due in part to her dedication to her studies and the support she got from her parents, especially her mother, and her teachers. Explaining the reason for opting to write so many sub-

jects, she said, “I wanted to have a chance to have options in terms of deciding on my career path.” RESEDA HACK – 15 Ones, 3 Twos, 1 Three For Reseda Hack, being among the country's CSEC top performers is an amazing accomplishment. It was important for this 17-year-old to do well, since according to her, “my parents uprooted their whole family from Bartica just so I could've attended QC.” Hack, who made Meadow Brook, Georgetown, her adopted home, said that she is especially grateful for her achievement. Not only were her parents a main source of support, but her teachers and friends were as well. She hopes to continue at QC with the hope of pursuing an Associated Degree in Natural Sciences. LESHANNA BINDAH – 15 Ones, 2 Twos, 2 Threes Although Leshanna

Bindah of Newtown, Georgetown had her heart set on claiming the top position at the CSEC exams this year, she nevertheless said that she was proud of her accomplishment. “I thank those who worked tirelessly with me throughout the stressful period,” said the 17-year-old QC student. She was especially eager to thank several family members and teachers as well as some of her friends. As she heads to Sixth Form, Bindah said that she one day aspires to become a Psychologist, Fashion Designer and a model. YASHODA SAMAROO – 15 Ones, 2 Twos Sixteen-year-old Yashoda Samaroo certainly was not expecting what she was able to achieve at CSEC. But she is pleased that she got the necessary support to come out on top. This QC student from Lusignan, East Coast Demerara, is especially thank-

ful to her parents, siblings and teachers, and God, too, for helping her along. She plans to head to the University of Guyana where she will pursue studies in Law. BEGUM BAKSH – 15 Ones, 1 Two As she contemplates her career path, 17-year-old Begum Baksh is basking in the glory of her CSEC achievement. The Anna Regina Secondary student, who hails from Sparta Dam, Essequibo Coast, said that she is proud. She like the other top performers insisted that she could not have excelled had it not been for some key supporters in her life including her parents and, of course, teachers. Although the top performer has a passion for Geography and Mathematics, she said that while she once dreamt of becoming a lawyer, she is yet to decide on a career pursuit.

Imran Khan elected Pakistan prime minister ESPNcricinfo - Former Pakistan captain and World Cup winner Imran Khan has won a parliamentary vote, confirming him as the next prime minister of Pakistan. Following the success of his party, the Pakistan Tehreek-e-Insaaf (Movement for Justice), in elections across the country last month, his election to the top political job was imminent. He beat the rival candidate, Shehbaz Sharif, by 176 votes to 96. All that remains before Imran officially takes over as prime minister is an inauguration ceremony, to be held today. Initially, Imran had grand plans for the event, wanting it to be a celebration that extended beyond the political nature of the occasion, and hoped to invite a number of his cricketing contemporaries from India. Invitations were being mooted for, among oth-

Sidhu, who had called Imran a “pure soul who led from the front” after the elections, will be present though. Imran’s dovish remarks about India since the elections may have given long-

suffering fans on both sides of the border hope that cricketing ties between the two countries may be closer to resuming. Political tensions have meant India and Pakistan haven’t played any bilateral cricket since Pakistan toured India in 2012 for two T20Is and three ODIs, while the last time they played a Test match was

back in 2007. The next fixture between the two, however, is mere weeks away - a group stage tie at the Asia Cup in the UAE in September. Since retiring from cricket after winning the World Cup in 1992, Imran has increasingly turned his attention to politics. He formed his own political party in 1996, but it wasn’t until 15 years later in 2011 that he emerged as a serious political force. His party was one of the main opposition forces after the 2013 elections, when Nawaz Sharif became prime minister. Now, with Imran finally ascending to the job he has eyed for over two decades, there could be significant changes afoot in Pakistan, particularly as far as cricket is concerned. He has a famously poor relationship with the current chairman of the PCB, Najam Sethi, who he has repeatedly accused over the years of helping Nawaz Sharif unjustly win the elections in 2013. With the prime minister allowed - according to the PCB constitution - to change the PCB chairman if he so desires, Sethi’s days at the helm of the PCB could be numbered.

Nasir Jamshed: ExPakistan opener banned for 10 years over spot-fixing Nasir Jamshed made 68 appearances for Pakistan across all formats of the game. (Getty Images)

BBC Sport - Former Pakistan opener Nasir Jamshed has been banned for 10 years for his part in the spot-fixing scandal that marred the 2017 Pakistan Super League. The 28-year-old, who played in 48 one-day internationals and two Test matches, had already been given a one-year ban for his failure to co-operate with an investigation into the issue. The Pakistan Cricket Board said Jamshed was the “lynchpin” in the scandal. Six Pakistani players have been given bans of varying lengths.

The five other players are Sharjeel Khan, Khalid Latif, Mohammad Irfan, Mohammad Nawaz and Shahzaib Hasan. PCB legal adviser Taffazul Rizvi said: “The tribunal has reached the verdict that the PCB’s multiple charges against Nasir Jamshed have been proved and he was banned for 10 years.” Jamshed’s last international appearance came in March 2015 in an ODI against United Arab Emirates at that year’s World Cup, while he has not appeared in domestic cricket since December 2016.

WBC champ Wilder Halep downs Barty to crashes Fury’s weigh-in move into quarter-finals

Deontay Wilder and Tyson Fury during the weigh-in at the Europa Hotel, Belfast, Britain. (Action Images via Reuters/Lee Smith) WBC heavyweight champ Deontay Wilder caused a scene in Belfast, Ireland yesterday, crashing the weigh-in for Tyson Fury and getting into a shouting match with his father, John Fury. Wilder (40-0, 39 KOs) interrupted the weigh-in for the fight between Fury and Francesco Pianeta by shouting “Bomb squad!” and drawing the ire of the elder Fury, who got into a shouting match with Wilder and had to be restrained.

Tyson Fury (26-0, 19 KOs) is expected to be announced as Wilder’s next opponent should he win Saturday night against Pianeta. Wilder is in town to sit ringside during their bout. It’s expected he’ll face Fury in November.Tyson Fury and Wilder also had to be restrained by security after the weigh-in when the two met in the hallway outside. Fury beat Wladimir Klitschko for the WBA heavyweight title in Novem-

ber 2015, but ceded the belt amid an investigation into doping and a reported failed drug test. His boxing license was suspended in October 2016, but was reinstated in January of this year. He beat Sefer Seferi in his return to the ring in June. Wilder won the WBC title with a unanimous decision against Bermane Stiverne on Jan. 17, 2015 and has defended it seven times since. FIFA threatens four clubs with points deductions for failing to pay players ZURICH (Reuters) - Four clubs — two in Qatar, one in the United Arab Emirates and one in Iran — have been fined and threatened with points deductions for ignoring orders to pay “overdue” amounts to players, FIFA said yesterday. World soccer’s governing body said in a statement that Qatar Sports Club and AlShamal Sports Club, both based in Qatar, Shabab Al Ahli

Dubai (United Arab Emirates) and Saba Qom (Iran) had been given deadlines of between 30 and 90 days to pay up. Any club which did not meet its deadline would be deducted six points in its domestic league and banned from signing players for the next one or two transfer periods, FIFA added. The four had failed to comply with previous orders,

either from FIFA or following appeals to the Court of Arbitration for Sport (CAS), FIFA said. The fines ranged from 15,000 (£11,843.3 pounds) to 30,000 Swiss francs. FIFA said the decisions marked a “new framework” for debtor clubs. In a separate decision, FIFA announced that La Liga side Atletico Madrid had been fined 52,000 euros ($59,192) for a deal with a player which involved “third-party influence”. FIFA said the Spanish club entered into a contract which “enabled a third party to influence the club’s independence in employment and transfer-related matters”, which breached transfer and players’ status rules. FIFA policy on third-party ownership bans either clubs or players from entering into economic rights agreements with third-party investors. Frequently such deals involve outside investors retaining or gaining a share in ownership of a player.

Simona Halep (ROU) returns a shot against Ashleigh Barty (AUS) in the Western and Southern tennis open at Lindner Family Tennis Center. (Aaron Doster-USA TODAY Sports) (Reuters) - World number one Simona Halep began a busy day by beating Australia’s Ashleigh Barty 75 6-4 in the Cincinnati Masters third round yesterday. The victory was the seventh consecutive for Romanian Halep who won last week’s Rogers Cup in Montreal where she beat Barty in the semi-finals. “It was very tricky, and she’s a tough opponent because she’s mixing the rhythm,” Halep said in an oncourt interview. “I’m really

happy I can go through this, and tonight I’ll have another match.” Because of the tournament’s many weather delays, Halep will be back on the court later on Friday to play Ukrainian Lesia Tsurenko in the quarter-finals. “I feel like she missed more than me today,” Halep said of Barty. “When I started to play more on the backhand and make her move, it was better for me.” The Romanian rallied from a break down in the first set,

as Barty won three of the first four games. Halep then won the last three games after holding at love when she served to stay in the set. Halep also lost the first two games of the second set, as number 16 seed Barty led by an early break, but the Romanian won four straight games to take control of the match.Still Barty fought back and had a break point in the final game that would have leveled the score at 5-5, but Halep sealed victory with a backhand winner.

Stokes back in England team for third India test (Reuters) - England allrounder Ben Stokes has been named in the team for the third test match against India starting at Trent Bridge today, three days after he was cleared of affray, captain Joe Root said yesterday. Stokes will replace Sam Curran from the side that won the second test at Lord’s by an innings to help the hosts take a 2-0 lead in the five-match series. “It was one of the most difficult decisions I’ve had to make as captain. It’s about us as a squad delivering over five games and on this occasion Sam is unfortunate to miss out,” Root told a news conference. “Ben is desperate to get back playing cricket. He’s desperate to get out there, put in performances and concentrate on his cricket now. He feels ready to play.”

Five Jamaican men have already booked their tickets for the finals, with one likely to do so in Birmingham. With only seven athletes to move into the finals, McPherson is in joint seventh spot with American Courtney Okolo. McPherson has the psychological advantage here after beating the American easily a week ago at the NACAC Championships, where she won the gold medal.

Following the interval, Arsenal fought hard in search of an equalizer but squandered a number of opportunities. It was not until the 44th minute when Jaren Fontane-

lle pounced on a ricochet off the boot of one of his team mates to beat the outstretched hands of Cougars custodian. Brendan McCullum (left) and Darren Bravo led the Trinbago Knight Riders to a shock victory over the St Lucia Stars. GROS ISLET, St Lucia, CMC – Darren Bravo and Brendon McCullum produced one of the greatest displays of power hitting in the Hero Caribbean Premier League (CPL) to lead the Trinbago Knight Riders to a shocking win over the St Lucia Stars here Thursday night. Bravo belted an unbeaten 94 from just 36 balls – laced with six boundaries and 10 sixes – and McCullum smashed 68 from 42 balls during a fourth-wicket stand of 137 to help the Knight Riders snatch victory from the jaws of defeat, overhauling the Stars’ challenging total of 212 for two, to reach 218 for five in 19.5 overs. The result left fans at the Darren Sammy Stadium in disbelief, as their team’s losing streak increased to 15, dating back to 2017. After Rahkeem Cornwall had struck twice in successive overs to leave the Knight Riders on 20-2, a Stars victory seemed on the cards. And even when Bravo joined the hard-hitting McCullum at 71-3, few believed there was any hope for the Knight Riders, including St Lucia’s Prime Minister Allan Chastanet, who was in the stands. Heading into the final five overs they required 85 runs for a seemingly impossible victory. But in the ensuing over,

Bravo took his fellow countryman Pollard to the cleaners, smashing him for five huge sixes in an over which yielded 32 – the most expensive ever in the history of the CPL. McCullum then joined in on the act, clouting Obed McCoy for two sixes and a four in the next over which went for 21, as the Stars’ bowlers suddenly began to lose their composures. By the time Mitchell McClenaghan returned to account for the wickets of McCullum and Javon Searles within three balls of each other in the 19th over to leave the score on 209-5, the damage had already been done. Denesh Ramdin hammered the final nail with a six, the 34th of the match, off the penultimate ball that not only sealed the win but also equalled the record for most sixes in a Twenty20 match. Earlier, half-centuries by David Warner, Rahkeem Cornwall and Pollard had pushed the Stars to their highest ever total overs and given them a real chance of picking up their first win in the competition in over a year. It was the first time in CPL history that three batsmen had scored half-centuries. Following the dismissal of Andre Fletcher for 17, and the score on 49 in the sixth over, Pollard made the bold

decision to promote Cornwall. That immediately paid dividends as he pummelled Fawad Ahmed over midwicket for six and soon after hit fast bowler Shannon Gabriel out of the ground twice. He quickly raced to the third-fastest 50 in this year’s competition, off just 25 balls, before losing his wicket soon after. That brought Pollard to the crease and together with Warner, belted 80 runs from the last five overs. Pollard’s 50 came from just 18 balls, the joint-fastest ever in the CPL’s history, as he finished unbeaten on 64 off 23 balls inclusive of one boundary and seven sixes. Warner was much more patient, his unbeaten 72 requiring 55 balls and containing four boundaries and three sixes. In the end though it wasn’t enough, as the Knight Riders claimed their second win of the competition while handing the Stars their fourth loss. Scores: STARS 212 for seven off 20 overs (David Warner 72 not out, Kieron Pollard 65 not out, Rahkeem Cornwall 53). TKR 218 for five off 19.5 overs (Darren Bravo 94 not out, Brendon McCallum 68, Colin Munro 25; Mitchell McClenaghan 2-21, Rahkeem Cornwall 2-52).

Since its formation in 1990 by three times Guyana and C o m m o n w e a l t h Yo u t h Service Awardee, St. Francis Community Developers, the Rose Hall Town Youth & Sports Club has assisted over one hundred rival cricket clubs and hundreds of young cricketers with millions of dollars worth of cricket gear and equipment. The trend continued last Friday when eight young cricketers drawn from across Berbice received their own cricket bats from the Patron’s Fund of the Rose Hall Town Youth & Sports Club, with sponsorship from Nand Persaud Co. The eight cricketers drawn from Clubs like No. 73, Port Mourant, Albion, Rose Hall Canje and Young Warriors were chosen by Cricket Coaches attached to the Berbice Cricket Board or were recommended by their own Clubs. A total of twenty

Female cricketers like Mariam Samaroo and Erva Giddings have received their bats earlier in the week. Secretary/CEO of the RHTY&SC Hilbert Foster, who is also the President of the Berbice Cricket Board, urged the eight cricketers to develop a culture of personal discipline, positive attitude and hard work. The Club, he disclosed would continue to assist more youths in the future, despite the fact that there were members of other clubs as the main objectives are to develop Berbice Cricket. Guyana’s leading youth and sports organization since its formation in 1990, has assisted over 400 young cricketers with their own personal gears which include Rajendra Chandrika, Shimron Hetmyer, Shawn Pereira, Askay Homraj, Linden Austin, Plaffiana Millington, Gudakesh Motie and Shemaine Campbelle. GFF contributes to National Players journey to Portugal The Guyana Football Federation (GFF) has purchased the airfare of two national footballers – Trayon Bobb and Colin Nelson – who will head to Portugal for a oneyear contract with 1 Dezembro, a third-division club owned by Canadian Hall Of Famer, Alex Bunbury. This presentation of the tickets was made in GFF’s Boardroom by Acting General Secretary Rennella Bourne to the two players who will depart tomorrow for Portugal for an opportunity to advance their respective football careers. Trayon Bobb said he was happy for the contribution, which follows various fundraising activities done on his behalf: “I feel very great, it’s a wonderful feeling and I just would like to thank the Guyana Football Federation for this contribution. I would also like to thank the persons who contributed to the fundraising activities held

on my behalf. I really appreciate it and I will go to Portugal and do my best.” Two club matches were the main fundraising activities held on Travon’s behalf by his Home Club, Uitvlugt Warriors FC. These were held at the National Track and Field Centre, Leonora. In expressing gratitude, Nelson said this initiative by the Federation will boost the confidence of the players to explore the football opportunities available to them with the knowledge that the Federation is willing to assist their efforts: “Coming on board for an opportunity like this is great for the Football Federation. From my perspective, this will boost our players and it will certainly help me to elevate myself and, in the near future, elevate other players who are willing to explore their football ambitions beyond the shores of Guyana.”

The National Defender said he is looking forward to the experience of playing in Europe: “It is a great opportunity to go to Europe and play in Portugal, one that I am looking forward to. Hopefully, I will learn a lot from this journey so that I can, in the near future, return and help Guyana National team and youth athletes in Guyana. It will be a great boost for my career as well given the fact that players rarely leave Guyana and head out to Portugal to play. This will give me some sense of confidence that players can actually achieve their true potential and play to greater heights not only in Guyana and the Caribbean but out there in Europe. I plan to make the most of it to elevate my country and future.” President Wayne Forde extended congratulations to the players and said the GFF’s ExecutiveCommittee is pleased to facilitate the (Continued on page 25)
