The govt. of the day has to facilitate FIT by eliminating red tape and financial constraints

DEAR EDITOR, The role of the private sector in the development of our country is not to be denied and I have always advocated that, for genuine development, the private sector should be the real engine of growth. Concomitantly, foreign investment and trade (FIT) are crucial additives to private sector growth, and, in places like Guyana where private enterprise has been curtailed and hampered by political interference over the years, FIT is increasingly the factor which will fuel economic growth and the creation of wealth, along with infusing the local private sector into new investments related to expanding FIT initiatives- all of which leads to better paying skilled jobs for the Guyanese citizens. Of course, like in Singapore, the government of the day has to facilitate FIT by eliminating red tape and financial constraints to encourage more investments and also enhance infrastructural works (roads, water ,power etc.)to attract more FIT. Under the previous

government of Jagdeo/ Ramotar the concept of wealth creation obviously did not make FIT and private sector growth paramount but instead, as their communist credo goes, the PPP government incorrectly believed that only politicians in power create wealth (building the Marriot with taxpayers money)- that is why none of the criteria for expanding FIT was ever implemented by the Jagdeoites in any meaningful way except to promote foreigners interested in ventures which excluded the best interests of the citizens of Guyana. Even infrastructural works to attract FIT were substandard under the PPP government , Robeson Benn being the point man for the shoddy efforts which will have to be fixed by our new government in order to realize FIT initiatives. Editor, the private sector of Guyana has to be responsible to the general public just as politicians have to be and that is why philanthropy should be one of their priorities in promoting a better Guyana. In many countries on this planet, the

rich and famous give back to the welfare of their respective nations and even to international charities-history is replete with many who gave back like Getty and Rockefeller in the early 1900s to Bill Gates in the modern era; Mellon of Pennsylvania, upon his death left a fantastic collection of art work which now resides in the National Museum of Art in Washington,DC for all to visit and is a testament to the role the rich in any society can play- the list of philanthropic wealthy persons worldwide is a very long one and here in Guyana, our wealthy compatriots should follow suit and start to seriously look at giving back to the general public. Of course, as in other countries where philanthropy is common, based on the scope and intention of that effort, tax concessions are given in order to encourage the rich to give even more- all for the betterment of the regular folks. Our new government should examine the possibilities of extending such concessions as they could encourage real support

to the upliftment of our less fortunate citizens. Editor, we do not need or want a greedy and selfcentered private sector just interested in making money and looking out for themselves and their rich friends, while they try to control money flows and constrict competition; no sir! What we need is a updated and forward looking private sector which accepts competition; provides economic patriotism through philanthropic acts; re-invests it’s profits, especially in manufacturing, to create better paying jobs; accepts international standards in doing business ; encouraging and helping young entrepreneurs to start up new businesses while promoting capable young people in their own enterprises. All of the above will, along with this new government ‘s resolve to boost wealth creation for our nation, prepare the Guyanese private sector for expanded foreign investment and trade(FIT) which, as I contended before, is absolutely necessary for our survival and growth as a nation. Do not denigrate management while promoting leadership DEAR EDITOR, A recent editorial captioned “Management and Leadership” referred to an article with an interesting title by Dr Rudi Webster: “The WICB: over-managed and under-led” which reportedly provided some insights into the difference between management and leadership. So far so good! However, the editorial goes on to attribute to Dr Webster what I consider to be some fallacious, if not dangerous, explanations; for example, to say that: “to manage is to control, manipulate and seek obedience” whereas “to lead is to guide, influence, inspire and motivate” is to ascribe to management the most negative definition I have ever seen; it is certainly wrong ( unless we are talking about some unscrupulous, vindictive persons parading in shepherds’ clothing to hide their wolfish ambitions). But, to précis Dr Webster’s definitions the way the editorial reported does not sit well with my own studies and practical involvement in management and leadership in a wide variety of organizations. Both leadership and management are indeed critical for the success of any organization and can indeed be provided by one and the same person; as a matter of fact that is an ideal. Depending on the context in terms of time, place, culture, exigencies and other circumstantial considerations, the focus

might shift between leadership and management, but at all times elements of both are relevant and necessary. It is interesting to reflect on these two core ingredients of organizational effectiveness. (In this regard I commend interested readers to the letter I wrote in the March 14, 2013 edition of Stabroek News). A pioneer in management literature, Mary Parker Follet defined management as “ the art of getting things done through people”. It is said that leaders have followers while managers have subordinates but that does not deny managers of followers nor leaders of subordinates. This is not to ignore the school of thought that argues for a clear definition on the grounds that the ‘roles’ of managers and leaders are often different at least conceptually. In 1989 Warren Bennis produced an interesting set of dichotomous relationships between managers and leaders such as: leaders innovate, managers administer; leaders develop while managers maintain; leaders take the long term perspective, managers concentrate on the short-term; leaders eye the horizon, managers keep an eye on the bottom line”. Then there is the question of leadership and management ‘styles’, but that must be left for another occasion. Nowrang Persaud

The Village Movement was Guyana’s... From page 4 reported that “to build the coastal plantation alone, a value of 100,000,000 tons of earth had to be moved by the hands of African slaves “(without machinery). 5. History has recorded that at Emancipation, 2761 British Colonizers received 4.281 M British pounds for 84,075 freed Africans. In today’s value, this is worth 3.13 Billion pounds. The slave

owners were paid in pounds while the Africans paid with their lives. 6. History hides the fact that in 1834 just prior to Emancipation and for centuries before, Africans created 100% of the economy in Guyana but OWNED zero % of it. 7. History hides the fact that Africans in Guyana and the Caribbean were the only group to have suffered the

double hardship of mass enslavement and genocide. Both are crimes against humanity. 8. History hides the fact that Africans were the pioneers of both the modern private and public sectors in Guyana. They diversified the economy in gold, balata and cocoa among other things. But let’s return to the three letters which seem to be advising Africans in Guyana

about what is best for them. Personally, Africans in Guyana know what is best for them. Just treat us fairly and equally, repair the historical economic genocide through reparations and leave us alone. The Village Movement and other remarkable feats in Guyana are testimony that if given equally access and equal treatment….Africans in Guyana will flourish. Eric M. Phillips

With several honourable doctorates, Mandela never referred to himself as ‘Dr. Mandala’

DEAR EDITOR, For some time I have been speechless that someone influential in society can allow themselves to be referred by a title that has not been achieved. While the reason for the above escapes me, my limited understanding tells me that a person capable of lying to society and a nation about their marital status is a fit candidate to engage in such deception. Finally, I pose the question: has anyone heard of Nelson Mandela ever being referred to as Dr. Mandela even though he has been conferred over fifty honorary doctorates from the most prestigious universities in the world, none of which he would have sought. This organization has abandoned the Cane Grove drainage and irrigation network DEAR EDITOR, Could the relevant authorities in charge of the Cane Grove Water Users Association (WUA) send a team of personnel to see firsthand how this organization has abandoned the drainage and irrigation network in Cane Grove? Myself and other farmers are ready and willing to take them by speed boat on a ten minutes drive, particularly to an area called Huntley where about thirty (30) farmers are doing cash-crop farming for over twenty-five (25) years. On the 16th and 17th of July we had heavy rains which caused flooding to our crops. This was as a result of the Huntley drainage trench not being cleaned for the year, although the WUA are having contractors cleaning trenches every month. On the 17th July, six (6) of us farmers cut a track in the Huntley trench in order to access some drainage which represented about 60% of the work only to learn that a contractor was

sent to do the remainder of the work. On the 3rd August myself and four (4) farmers attended a WUA meeting at the Cane Grove office to seek payments for works done on the trench among other things, only to be told that the Board will be looking to pay the contractor because they sent him to do the work. What is important to note is that the top three executives of the Board are not Cane Grove residents but farmers (two living in Mahaica and one De Hoop) and they have no clue as to where Huntley is. Mr. Editor, these same Board members had most of the trenches in Cane Grove rehabilitated just under three years ago and now they have put a halt to all trench cleaning in the area and are seeking Government intervention to have excavators to do the cleaning again. I don’t think this present Government can continue with this same board any longer. Mahadeo Birbal

National reconciliation can only come about through truth telling As it renewed its calls for the new government to allow the inquiry into Dr. Walter Rodney’s death to be completed, the Justice for Walter Rodney Committee said that national reconciliation cannot arise in a vacuum, but rather through truth telling. “Commissions of Inquiries are established to find the truth and this inquiry was no different. The world is waiting on the findings of this Commission,” the Committee said as it responded to comments made by Government Ministers recently with regards to the Walter Rodney Commission of Inquiry (WRCOI). In a statement titled: “Walter Rodney Commission of Inquiry was about Justice Delayed - Government Ministers should not disparage and denigrate, Cabinet should govern”, the body took note of statements made by Attorney General (AG) and Minister of Legal Affairs, Basil Williams and Minister of Governance, Raphael Trotman. It said the comments attributed to the officials demonstrated that they are “on a campaign to disparage, denigrate, and thus create the impression that the Walter Rodney Commission of Inquiry did not accomplish anything of substance.” One of the objectives of the Inquiry was to get to the truth as to the circumstances that led to the death of Walter Rodney on June 13, 1980. The Committee said it will be in the interest of the government that the Commission completes its work so that all of the evidence and the hearings can be placed in the public domain. “By making the recommendation to cabinet to disallow more time

- Rodney group tells Gov’t

Former WPA Leader, Dr. Walter Rodney for the testimony of crucial witnesses to allow for a smooth and proper completion of the Walter Rodney Commission of Inquiry, Mr. Williams is seeking to mold the public’s perception on the real historical meaning of this Inquiry,” the body said. The Justice for Walter Rodney Committee reminded of the importance of crucial material witnesses before a Commission of Inquiry, insisting that the inquiry was not a waste of time. Rather than allow the continuation of the hearings for two weeks upon the request of the Commissioners, and other interested parties, the cabinet voted against due process, the body noted. “Mr. Trotman’s characterization of the ‘collective decision taken by cabinet’ to disallow the continuation of the hearings for two weeks in his words, that is according to the report in the Guyana Chronicle of July 30, 2015, was not only to save the money of taxpayers, but also what he called “further embarrassment”, is particularly disturbing,” the body said. “As a global committee of activists interested in fairness, equality, and social justice for

Walter Rodney, we are appalled by any attempt to play with the truth in order to dismiss a Commission of Inquiry headed by a distinguished Caribbean Jurist, and which comprised two other acclaimed jurists. Non-Governmental persons and organizations cannot compel government, we can petition government,” it reminded. According to the body, the response of governments to petitions produces for the public at large a deep sense of the character of government. “As such, to make the claim without evidence to back up the claim that the extension sought by the eminent panel of Caribbean jurists, that is the three commissioners; the lawyers representing the WPA, Donald Rodney, and the Rodney family would not deliver anything that is earth shattering, is very perplexing,” the body chided. The proceedings of this inquiry are being closely followed by Guyanese and non-Guyanese across the world. “Among those paying close attention to the inquiry are lay people, academics, media people, jurists, at least one Chief Justice in an important global jurisdiction, Members of Parliament in several locations of the world, Prime Ministers in several countries, and others,” the body claimed. “It is disturbing that senior spokesperson of a government that came to power on the banner of national healing and reconciliation would be involved in this kind of desecration of the Walter Rodney enquiry. Walter Rodney is a national hero of Guyana,” the body ended.

World Bank, IMF to test Guyana’s Financial Sector In an effort to assess the resilience of the country’s financial sector and its ability to deal with crises, Government has requested the International Monetary Fund (IMF) and the World Bank to conduct a Financial Sector Assessment Program (FSAP). This is according to Finance Minister, Winston Jordan. He said that this is likely to be done in 2016. The FSAP is a comprehensive and in-depth assessment of a country’s Financial Sector. It analyzes the sector, the quality of the regulatory and supervisory framework, and the capacity to manage and resolve financial problems. Jordan explained that the goal of FSAP is twofold: to gauge the stability of the Financial Sector and to assess its potential contribution to growth and development. He said that Government certainly looks forward to this independent review and will consider the ensuing recommendations to strengthen the Financial Sector and hence promote the development of Guyana. The Finance Minister said that consideration would also be given to bringing the Credit Unions under the supervision and regulation of the Bank of Guyana and to having a Deposit Insurance Scheme established. He said that work has already commenced on the development of a legal and institutional framework for market conduct and financial consumer protection. As for the Credit Bureau, the Finance Minister noted that it is making measured progress towards having credit information from the Credit Information Providers and subsequently making credit reports accessible. As it relates to the Foreign Account Tax Compliance Act (FATCA), which is a measure instituted by the United States of America to combat tax evasion by US persons

- Finance Minister holding investments in foreign accounts, Jordan said that the Government has indicated its intention to sign the Model 1 Reciprocal Intergovernmental Agreement (IGA). The Finance Minister said that the Guyana Revenue Authority (GRA) has been identified as the competent authority to receive and submit the financial information of customers identified as US persons by the reporting institutions. He said that this information will be sent by the GRA to the United States Inland Revenue Service (USIRS). He said, too, that the reporting institutions, particularly the commercial banks, have already begun the process of registering with the USIRS as compliant Foreign Financial Institutions and are putting measures in place to ensure compliance with all reporting requirements. As far as financial sectoral developments go, the Minister said that throughout last year and the first half of 2015, the licensed financial sector, including the insurance sector, remained strong; it was adequately capitalized, profitable and with high excess holdings of liquid assets. By the end of December 2014, he revealed, total assets of the licensed financial institutions stood at $508.9 billion, which is 3.6 percent above the level at the end of 2013, with the commercial banks accounting for $413.8 billion or 81.3 percent of total assets. As at June 30, 2015, the Finance Minister said that total assets for the Licensed Financial Institutions (LFIs) amounted to $525.6 billion, 3.3 percent above December 2014. Overall, he said that the level of assets in the system

Finance Minister, Winston Jordan is indicative of an environment that is stimulating and promoting growth. With regard to the insurance industry, the Finance Minister noted that it has rebounded somewhat since the calamitous collapse of CLICO in 2008. He said that that event had a significantly negative impact on the industry’s financial strength in that year. He said that the recovery, notwithstanding net premiums reported by the long-term insurance sector, were only 42.3 percent of the amount prior to the CLICO debacle. Jordan said that this is an indication that many policyholders might have lost confidence in the long-term insurance sector. He said that the systemic failures by CLICO have reinforced the need for enhanced regulation in the insurance sector. In this respect, Jordan said that the drafting of the new Insurance Act and attendant Regulations was finalised and they are being examined with a view of bringing them to the National Assembly for passage. In the meanwhile, Jordan noted that efforts will be made to build supervisory capacity in the insurance sector while a risk-based supervisory framework will be developed to supervise and regulate the sector.

Merkel says migrants bigger challenge Plane with 54 on board crashes in remote for EU than Greek debt crisis Berlin (AFP) - Chancellor Angela Merkel yesterday condemned a surge in German attacks on refugee shelters and warned that the issue of asylum could become a bigger challenge for the European Union than the Greek debt crisis. Asked about more than 200 arson attacks against homes for asylum-seekers seen in Germany this year as the country faces a record influx of refugees, Merkel said: “That is unworthy of our country.” Merkel warned that waves of refugees would “preoccupy Europe much, much more than the issue of Greece and the stability of the euro”. “The issue of asylum could be the next major European project, in which we show whether we are really able to take joint action,” she told ZDF public television. For Germany, where some officials have said the number of asylum-seekers could top 600,000 this year, Merkel said the issue posed particular challenges. (AFP Photo/Jurgen Detmers) applications, Merkel said the current situation was “absolutely unsatisfactory”. She called for the European Union to establish a list of safe countries of origin, where citizens are not under threat of violence or persecution. Last week Germany’s interior minister said it was “unacceptable” that 40

percent of asylum-seekers in his country were from the Balkans, calling it “an embarrassment for Europe”. About half of Germany’s 300,000 asylum applications since January have come from the southeast European region that includes Albania, Bosnia, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro and Serbia.

Berlin is looking at ways to deter such claims in order to better serve people from crisis zones such as Syria, Iraq and Afghanistan. The UN refugee agency has said the number of people driven from their homes by conflict and crisis has topped 50 million for the first time since World War II, with Syrians hardest hit.

JAKARTA (Reuters) - An aircraft with 54 people on board crashed in Indonesia’s remote and mountainous region of Papua yesterday, a government official said, the latest in a string of aviation disasters in the Southeast Asian nation. “The latest information is that the Trigana aircraft that lost contact has been found at Camp 3, Ok Bape district in the Bintang Mountains regency,” Air Transportation Director General Suprasetyo told reporters. “Residents provided information that the aircraft crashed into Tangok mountain.” There was no immediate word on whether anyone survived. Earlier, the National Search and Rescue Agency (BASARNAS) said a twinturboprop plane had lost contact with air traffic control as it flew over the forested area of eastern Indonesia but efforts to trace it were difficult because of failing light. Trigana Air Operations Director Beni Sumaryanto said that within 30 minutes of hearing that the aircraft was

missing, the airline sent another plane to scour the same flight path but it had found nothing because of bad weather, local media reported. According to the official BASARNAS Twitter account, the aircraft, a shorthaul ATR 42-300 airliner belonging to Trigana Air Service and built in France and Italy, was carrying 44 adult passengers, five crew and five children and infants. The plane was flying between Jayapura’s Sentani Airport and Oksibil, due south of Jayapura, the capital of Papua province. Air transport is commonly used in Papua, Indonesia’s easternmost province, where land travel is often impossible.

Trump says would raise visa fees to pay for Mexican border wall Reuters - Republican presidential candidate Donald Trump would increase fees on some Mexican visas and all border crossing cards as part of a broader plan to force Mexico to pay for a wall along the southern U.S. border. Trump, the frontrunner in a crowded Republican field, has made immigration a central plank of his campaign. On NBC’s “Meet the Press,” he said he would deport all undocumented immigrants and rescind U.S. President Barack Obama’s executive orders on immigration. The orders, if enacted, could protect as many as 5 million undocumented immigrants from deportation. In a policy paper issued yesterday, Trump said he would increase fees on temporary visas for Mexican chief executives, diplomats and North American Free Trade Agreement (NAFTA) workers if Mexico does not agree to pay for the wall. The NAFTA agreement of

1994 eliminated most tariff and other barriers to free trade and investment between the United States, Canada and Mexico. It permits the temporary cross-border movement of business travelers within the region. Trump said he would also impound all remittance payments derived from illegal wages and increase fees at ports of entry from Mexico. Foreign aid cuts and tariffs would also be considered. “The Mexican government has taken the United States to the cleaners,” he said. “They are responsible for this problem, and they must help pay to clean it up.” Mexico’s foreign ministry declined to comment directly on Trump’s proposals but said in an emailed statement that Mexicans make a significant contribution to the United States economy, and that net migration between the two countries reached zero in 2012.Trump began his campaign in June by saying

Mexico is sending its criminals and rapists to the U.S. The comment sparked outrage from Hispanic civil rights groups and others. In his new position paper, Trump said he would triple the number of Immigration and Customs Enforcement (ICE) officers and pay for the increase by eliminating tax credit payments to illegal immigrants. He would also increase penalties for people who overstay their visas and end the policy of giving automatic citizenship to the children of illegal immigrants. Applicants seeking to enter the U.S. would have to certify that they could pay for their own housing, healthcare and other needs, he said, and he would raise the bar for the admission of refugees and asylum-seekers. Trump said he would also place the issuing of green cards to foreign workers on pause so employers would have to hire from the domestic pool of unemployed workers. “This will help reverse women’s plummeting workplace participation rate, grow wages, and allow record immigration levels to subside to more moderate historical averages,” he said. The presidential election will be held in 2016.

Labour cannot win power as a party of protest, says former PM Brown Reuters - Opposition Labour Party must choose a leader who can make it electable and not just a party of protest, former Labour Prime Minister Gordon Brown said yesterday, after a poll found voters believe the current frontrunner would worsen its chances of winning an election. Labour, which in May suffered its worst election defeat since 1987, is the process of voting for a new leader. Opinion polls suggest left-winger Jeremy Corbyn is leading the race ahead of the result due on Sept. 12. Many supporters of Corbyn, who wants to return the party to its socialist roots, have said that by moving towards the political centre ground under three-time election winner Tony Blair, Labour sacrificed its principles in pursuit of power. Although he avoided mentioning Corbyn by name, Brown made a veiled warning to the more than 600,000 party members and supporters eligible to vote in the leadership contest that Labour would be unelectable if it chooses the veteran politician.

“It is not an abandonment of principles to seek power,” Brown, who was finance minister for a decade before serving as prime minister from 2007-2010, said in a speech in London. “The best way of realising our high ideals is to show that we are an alternative in government that is credible, is radical and is electable ... Protest will not be enough.” Brown’s intervention in the increasingly fractious leadership contest follows warnings by Blair that the party cannot win on a leftwing platform and faces annihilation if it picks Corbyn. A ComRes poll for the Independent on Sunday found 31 percent of the 2,035 members of the public surveyed believed Corbyn would worsen Labour ’s chances of winning in 2020, compared with 21 percent who thought he would improve it. That gave him the worst net score of all four leadership contenders. “If we cannot give people the realistic hope ... we have elected people who will ensure that there is a Labour

Gordon Brown government and will do their best to make that possible then people will walk away from us,” said Brown, who quoted several former Labour leaders during a 50-minute speech delivered without notes. Brown, whose intervention during the Scottish independence referendum campaign last year was credited with helping rally his fellow Scots behind the United Kingdom, also implicitly criticised Corbyn’s international policies. Corbyn has expressed sympathy with Russia over its actions in Ukraine and described members of the Palestinian group Hamas and Lebanon’s Hezbollah as “friends”. Britain has officially designated Hamas and the military wing of Hezbollah as terrorist organisations. “If our global alliances are going to be alliances with Hezbollah and Hamas ... and Vladimir Putin’s Russia, there is absolutely no chance of building a worldwide alliance that can deal with poverty and inequality and climate change and financial instability,” he said.

YOU ARE FIRED! YOU ARE HIRED! There was a first wave of firings within the Public Sector. There is now a second wave. There will be other waves. Some will be let go with the same brutality and harshness that characterized some of the dismissals in both of the first two waves. There was a principle enunciated that any person who was part of a party list could not be part of the Public Service. This has not been

consistently applied because there are persons who were on the list of political parties that are still in the employ of the government. But this principle cannot only be applied in a one-sided manner. It has to be applied across-the-board. It also has to apply to the APNU+AFC coalition. If there are persons from those parties that were part of the List of Candidates for the coalition, then those persons cannot be employed

in Public Service positions. They can be Ministers; they can be Advisers but surely they cannot be appointed as public officials if the principle is to be universally applicable. There is lesson in all of this. Security of tenure is a myth. Those who may feel secure today can be uprooted under the pretext that there has to be an investigation into their work or that they need to take their annual leave. Either way they have

to proceed on leave. If someone is sent on administrative leave to facilitate an investigation, the person has a right during the course of the investigation to defend himself or herself against any allegation made during the course of the investigation. At the end of the inquiry, the person has a right to be allowed to respond to the findings of that investigation. The public also has a right to know about the findings and to be assured that due process has taken place. The Registrar of the Land Registry was sent on administrative leave. She is not going to return from that leave because someone else has been appointed to her position. Was there an investigation into the operations of the Land Registry? During the course of this investigation was the person who was sent on administrative leave afforded the opportunity to respond to any allegations that may have been made about her administration of the Land Registry? After the investigation would have been complete,

was she afforded the opportunity to see the findings of the investigation and to respond? This is the basis of due process and it is hoped that the government can indicate whether due process was followed in this instance. Not that anyone expects the media to ask them. The Head of the Guyana Revenue Authority has proceeded on annual leave. No one knows for sure whether he will be coming back. Many people feel that he will not be coming back. There are many persons out there who are looking to replace some of the incumbent office holders. In other words, they would like to obtain these persons’ jobs. Who would not like to be catapulted into a position of authority? There are persons who may feel that they are sitting comfortably in public office. Some of those sent off felt the same. But they must not be so certain about what the future can bring because who knows there may be persons who may be understudying them so as to replace them. No sooner does the understudy “learn the ropes” of the job, the incumbent can

be sent packing. This happens in all transitions. Persons are placed to understudy others and no sooner do they learn the rudiments of the job, the person they are understudying is fired. In principle, no new office holder should accept a job where the person he or she is replacing was not given due process. Professionals should take such a stand and not accept new positions where there is evidence of arbitrary dismissals. It is the best way to prevent arbitrariness from enveloping the government. The wrong that was done to a predecessor may also be done to the successor. Office holders should also be careful in teaching others their jobs because you do not know whether the person you are mentoring will replace you. This is why also if you are an incumbent you have to be careful how you are teaching newcomers your job. They may be the ones to snatch your position.

State of creative industries up for discussion during CARIFESTA XII As the days draw nearer for Guyana’s participation in Caribbean Festival (CARIFESTA) XII in Haiti, the state of the nation’s creative industries and those of the Caribbean at large will be up for discussion. Though CARIFESTA is widely known as a celebration of culture throughout the Caribbean, serious issues are also broached during the festival’s duration in the form of symposia. And Guyana is more than prepared to deal with these issues and has already prepared a list of topics to bring up during the upcoming festival. This is according to Al Creighton, one of the principal officials for the Guyana delegation, who explained that the main issue broached will be the state of the creative industries in Guyana and the Region. According to Creighton, the symposia are an important part of CARIFESTA as they allow important issues governing the arts in the Region to be broached, analysed and presented. In terms of Guyana’s presentation, he shared that the issues raised will have direct impact on this nation in some way.

Speaking on the state of the creative industries, Creighton admitted that the issue had been raised at one other CARIFESTA occasion. He explained that in 2008, when Guyana hosted CARIFESTA X, the very issue had been raised. “When Guyana hosted CARIFESTA in 2008 one issue that came out was the development of the Caribbean cultured industries and the development of creative industries. The question was asked of whether we were there yet and if we had reached a position where we can say that we have creative industries that are running and that are vibrant and that are profitable and so on,” Creighton said. However, a number of years later, the issue is still alive and has not yet been settled, Creighton noted. Therefore, he said, the issue needed to be revisited with hopefully more positive outcomes this time around. “It is a topic that has engaged the CARICOM Secretariat and it is a topic that has engaged some of the other countries across the Region and therefore it becomes an important issue to examine at CARIFESTA. We are prepared to do that;

Al Creighton we are prepared to lead a discussion in this respect,” he added. Narrowing his focus on issues affecting the creative industries, Creighton pinpointed the development of writing and the improvement of theatre and drama as issues plaguing Guyana. He also added the development of Indian dance and dance forms in general as another issue. All of these issues were deemed by Creighton as underresearched in the Region. In terms of writing, he said that specific areas such as fiction writing, the tasks

ASP Roberts organizing the crowd.

Young people from the Number Five District as well as neighbouring villages on the West Coast of Berbice, turned out in large numbers at the Number Five Play Ground on Saturday, in support of a fund-day organized by the Fort Wellington police, as part of their Partnership with the Community Programme. The crowd at hand witnessed a few track and field events before viewing a friendly football match, featuring a Number Five under17 team against the Number Thirty under-17 team. At the end of the day the officers distributed school supplies to the children present. According to Assistant Superintendant of Police, Guy Nurse, who is the Officer in Charge of the West Berbice District( Abary to Ithaca), the administration of the force believes that positive social interaction between the police and the community can play a significant role

in assisting in the fight against crime. He further stated that the objective of the initiative is to restore and build confidence in the police force in general. ASP Nurse stated that he is quite encouraged by the response from the young people in the area, as well as the support received from the business community, and he is confident that there would be a significant turnaround very soon. Young people can become involved in scout groups in each police district: Weldaad, Fort Wellington, and Blairmont. There are also youth clubs in each district, and young people are encouraged to get involved through the police. Other initiatives employed by the police to build confidence in the force include face the community meetings, Community Policing Groups, and Station Management Committees.

presented to writers and what writers have been doing over the years to represent their societies will be analysed during the symposia. Additionally, he said, theatre and drama have had interesting developments over the years in Guyana and such an outcome would be worth sharing with the Caribbean. However, while sharing the proposed discussions to be presented by Guyana, Creighton stressed that there will be more issues discussed during the symposia. “I am not telling you what CARIFESTA will be in terms of the symposia because that is being finalised and put together elsewhere but I am telling you what Guyana is prepared to present and represent at the event,” he clarified. He added that while the forum will be highly academic, “it is not an ivory tower” and will be looking at real issues that engage creative artists in Guyana and the Caribbean. LITERARY PARTICIPATION Meanwhile, Guyana’s

literary works will also be exhibited during the upcoming festival. Creighton explained that an item for the Guyana delegation will be an exhibition of Guyanese literature. He stressed that this is a major exhibition of Guyanese literature that was put together by the University of Guyana Library. “The University of Guyana Library has worked for a long time on this. They have exhibits in their possession in the library on campus. They have taken on some of the exhibits from the Guyana Prize for Literature and they have put that exhibition together,” Creighton shared. He said that the exhibition will have different parts with the Guyana Prize accounting for a major part of it. “It will represent all the winners’ shortlisted books and all the writers who have participated in the Guyana Prize of Literature throughout the history of the prize,” he added. Additionally, Creighton said that part of the exhibition will focus on “The Guyana

classics”. This is a series of publications that has been developed and printed since 2008. Creighton said too that this collection basically attempts to reprint many outof-print Guyanese publications. “They [the publications] are extremely important and are icons of Guyanese literature but are out-of-print. Many of these have been reprinted and have been made available through the Guyana Classics. We have important documents like Walter Raleigh’s first publication, which is regarded as the first publication in Guyanese literature even though it was written by an Englishman and not a Guyanese. Some of the important publications that have developed since then are going to be on exhibit,” Creighton said. CARIFESTA XII kicks off in Haiti this Friday and will run until Sunday August 30. The Government of Guyana has committed $65M to Guyana’s 80 strong delegation which will include dancers, artists, musicians and dramatists.

Sustainability, inclusivity undergirding new Youth Empowerment Policy As issues facing the youths of Guyana are being placed on the front burner, a new National Youth Empowerment Action Plan (NYEAP) is in the works, with sustainability and inclusivity key considerations going forward. This is according to Minister within the Ministry of Education with responsibility for Culture, Youth and Sports, Nicolette Henry, who made the announcement during recent International Youth Day celebrations. According to Henry, the youths of Guyana play an integral role in the nation’s development. She stated that not only are youths valuable but are invaluable partners who can provide meaningful solutions. Focusing on remarks made by United Nations Secretary General Ban Ki Moon on the day’s observance, Henry quoted, “Youth movements and student groups are challenging traditional power structures and advocating a new social contract between States and societies. Young leaders have contributed fresh ideas, taken proactive measures, and mobilised through social media as never before.” She further said that in order to foster these qualities in Guyana’s youths, a strategic approach is needed in the form of the NYEP. “Our Government has proposed the development and implementation of a National Youth Empowerment Action Plan that supports focused and strategic youth development,” Henry said. Similarly, UN Resident Coordinator Khadija Muse

Minister Nicolette Henry opined that the potential of Guyanese youths have not yet been reached. She added that the achievement of this potential is stymied by factors such as education and unemployment. However, Muse said that while youth development is a challenging task, youths are becoming more engaged by governments, civil agencies and non-governmental organisations and the public and private sectors. Furthermore, she said, the policies which impact the lives of youths in Guyana should be reviewed while simultaneously pledging the UN’s support. Additionally, she stressed that with regards to policy implementation, time must not be lost on operational aspects of it. As the Guyana Government moves forward with the NYEP, Minister Henry indicated that the National Youth Policy (NYP), which covers the period 2015 to 2020, is the first step in achieving youth development. She said that through the NYP, the Government will be able to enhance the lives of Guyanese youths and organise the work of

communities, national, regional and international bodies and seek to advance youth identity, employment, participation, representation and ultimate well-being in Guyana. Last month, the Education Ministry in collaboration with the United Nations Children’s Fund (UNICEF) and the United Nations Population Fund (UNFPA) hosted a twoday workshop aimed at the finalisation of the NYP. During the sessions, youths were able to raise a number of issues including respect, active participation in civil society and acceptance of diversity. Furthermore, Education Minister Rupert Roopnaraine had emphasised that the NYP must not only be a report but a policy driven by action. More recently, Finance Minister Winston Jordan during his budget presentation last week indicated that a draft of the NYP 2015 had been completed following wide consultations with various youth groups and other organisations. “The National Youth Policy 2015 aims to build a nation where our youth are safe and healthy, have equal access to opportunities, can participate in public life and are empowered to meaningfully contribute to Guyana’s sustainable development. This comprehensive document captures the Government’s vision for the youths of Guyana. It caters for the needs of youth in the 15 to 35 cohort, which is over 50 percent of the population. Once accepted, a National Youth Policy Action Plan will be crafted and implemented,” he said.

Debate on 2015 Budget begins today, Opposition PPP/C to enter Parliament for first time Parliament building

Weeks of uncertainty over when the People’s Progressive Party/Civic (PPP/C) would enter parliament and take their seats on the opposition benches should be laid to rest today when its members are expected to join in the debate of the 2015 national budget. The PPP/C MPs will be sworn in for the first time today and former Head of State Bharrat Jagdeo who has been touted as the opposition leader will lead them in the 11th Parliament. Today’s session will be the seventh sitting of the National Assembly, following the May 11 victory at the polls by the A Partnership for National Unity/Alliance for Change (APNU+AFC) coalition. Items on the agenda are the budgetary allocations and members from the Government’s side are expected to present their cases, while the opposition Members of Parliament will rebut or enquire into the monies to be spent. Taking into consideration the intense battles that were previously fought between the PPP/C and the APNU and

AFC in the National Assembly during the life of the tenth parliament, leading up to its prorogation in November of 2014, one can conclude that the sessions of the 11 parliament will be electric. Already, the PPP/C has had nothing but harsh words for the $221B budget, with Jagdeo describing it as “lengthy and underwhelming”. The former President has also been quoted in sections of the media as saying that the budget should be renamed “A fresh start to deteriorating standards of living in a destroyed economy.” However, the PPP/C MPs serve another purpose. They are expected to sit on several Standing Committees, including the Public Accounts Committee (PAC). This Committee examines Government expenditure, as well as accounts and is chaired by a member of the opposition. Other Committees are the Parliamentary Management Committee (PMC), the Parliamentary Standing Committee on Constitutional

Incoming Opposition leader Bharrat Jagdeo Reform, the Committee on Appointments and the Parliamentary Standing Committee on Oversight of the Security Sector. Membership of these Committees is interspersed with Government and Opposition MPs but is generally limited to the National Assembly. The only exception is the Constitutional Reform Committee, which can enlist individuals with the appropriate expertise and experience outside of the Assembly.

HIROSHIMA MON AMOUR Abraham Lincoln started his famous Gettysburg Address with, “Four score and seven years ago.” At the foot of the Lincoln monument, Dr. Martin Luther King started his even more famous speech, reputedly the best so far by anyone in our time, with, “Five score years ago.” The King James version of the bible, which for those of us who love the English language is a pearl of great price, commented on the game of life in tones reminiscent of the best of all cricket commentators, John Arlott, and adjusted the possible score to a kind of Duckworth-Lewis system, “The days of our years are threescore years and ten; and if by reason of strength they be fourscore years, yet is their strength labour and sorrow; for it is soon cut off, and we fly away.” On Monday I made my three-score-and-ten with no major loss of wickets, just a few appeals, a couple reviews and with two balls left. I am not sure about the four-score or if the scorer will get bored and close the book or some natural disaster, like rain, hail, a thunderstorm or a just a washout will stop play. A hedgehog ended a

Derbyshire final in 1957. A deadly red-bellied black snake stopped an Under 17 match in Blacktown near Sydney, Australia. An eclipse, snow, and even a herd of elephants have at various times in different places ended important games. Penguins messed up one at the North Pole and snow was involved there again. Cricket is truly fragile – if the umpires don’t screw it up, the weather or some unforeseen circumstance gets you every time. In my time at the wicket or at the popping crease I’ve had more than my fair share of Eclipses but mine came from the Mount Gay distilleries in Barbados and instead of stopping play made it more enjoyable. I saw Snow fall in the Queen’s Park Oval but the famous English fast bowler got up again and continued to take wickets. In my life I have seen snakes aplenty but they had only nuisance value and never stopped my flow of form, and in the rooms I frequented there were always elephants but the game went on despite their trumpeting, mighty blowhards though they were. In a way, as Jonathan Wilson the ESPN cricket writer says, “You play the

hand you’re dealt as best you can and hope that’s enough. And that’s why cricket is probably a better metaphor for life than any other sport.” Wilson uses this story: A priest I used to know, long dead now, loved the analogy that life was like seam bowling. “Some days,” he’d say, “you’ll get a greentop and some days you get a shirtfront. Some days you’ll bowl beautifully and beat the outside edge 20 times and not take the edge, and some days you’ll bowl a load of long hops and full tosses and take 5 for 20, but at the end of your career your figures will be roughly what you deserve. If you keep striving and putting the ball in the right place, in the end, you’ll be all right.” While J. Alfred Prufrock in T.S.Eliot’s poem measured out his life with coffee spoons and I have done the same whether with Nescafe or Blue Mountain, Kenya Double A or meaningless Rituals, the carefully doled out half-

measures are not anything for me but grounds for rebellion and improvisation. If I had to measure out my life with anything it would be the pleasure I get from it, the sheer unalloyed joy that I feel every morning that I wake up. The fact is that regardless of what I know is on the schedule, a court appointment daunting to any of us who is not a lawyer, going to any Government office for anything, or even a meeting with the boss, I look forward to the day aheadmaybe hoping for an Eclipse, snowfall, snake or elephant to provide some variety, respite or rescue. My three-score-and-ten started on August 10th 1945. It was four days after the first atom bomb was dropped on Hiroshima in Japan and, together with my birth and thousands of others throughout the world, it was the day that Japan surrendered unconditionally and so ended the Second World War. The games of war

and peace are still on but in my little arena I continue to seize the opportunity on some evenings to bowl about a hundred balls to my son Zubin. I find the elliptical walker, treadmills and rowing machines passive exercise. I love cricket. I was never a batsman. Bowling forces me to think, to try to be accurate and tricky at the same time, and as a professional communicator, to spin and spin some more. In other words, I treat each day after aged 70 as a lagniappe or what some Caribbean people call “broughtas” or extras. Every day is a gift from the almighty. Life itself and its every moment is the present. I live it one ball at a time. I suppose I should end with my own message but I read something from Mandy Hale author of The Single Woman and while we are different in almost everything that matters to most people

including gender, colour, age and country of origin, I am struck by our common view of life. She says, “You’ll learn, as you get older, that rules are made to be broken. Be bold enough to live life on your terms, and never, ever apologize for it. Go against the grain, refuse to conform, take the road less travelled instead of the well-beaten path. Laugh in the face of adversity, and leap before you look. Dance as though EVERYBODY is watching. March to the beat of your own drummer. And stubbornly refuse to fit in.” The one significant difference is my motto, told even to Prime Ministers, “I will tell you what you want to hear if that is what I want to say.” *Tony Deyal was last seen repeating that he wants to be buried at sea with the Directors of the West Indies Cricket Board as his pallbearers.

Govt. explores avenues to keep a sinking GWI’s head above water One of the billboards

As he stressed “water is life,” Minister of Finance, Winston Jordan recently declared that the Guyana Water Inc. (GWI) is barely surviving as it is currently operating at a loss. However, he declared that his government will do all it can to ensure loss reduction. The pledge came as the Minister presented Budget 2015 to the National assembly in the absence of the People’s Progressive Party/ Civic opposition.

Jordan vowed that the APNU+AFC government will work to ensure that every Guyanese has access to reliable, safe and quality potable water in every tap, in every town and in every rural and hinterland community. However, the Minister informed his colleagues that an analysis of the state of GWI revealed that the agency is “operating well below break-even- indeed at an operating loss.” He said that the cost of

production of potable water surpasses the current tariff, with electricity cost and nonrevenue water being key factors affecting financial viability. GWI has had its fair share of negative publicity in recent times, with all the woes being connected to the core problem of mismanagement of resources. The financial resource of GWI, which is now said to be limited, was reported to have been misappropriated by the

$233M set aside for cultural institutions The government has set aside a sum of $233M to support Guyana’s cultural institutions over the next four months. Minister of Finance, Winston Jordan in his presentation of the 2015 national budget said that government has recognized the critical role of culture and the arts in reflecting the cultural mosaic of a nation. He told his colleagues in the National Assembly that the richness of Guyana’s history provides fertile ground for the cultivation of a diverse repertoire of literature, music, dance and theatre that is unique to “our beautiful country and our people– indeed the very essence of our cultural and national identity.” “The preservation of our heritage documentation, artifacts and old traditions, support for national festivals and the strengthening of our schools of dance, art, music, theatre arts and drama, all constitute essential components of the focus this Government has given and continues to give to this area,” said Jordan. Further, the Minister stated that many Guyanese artists, who have excelled both in their work and entrepreneurial spirit, are to be applauded and emulated by budding artists. “Our Government remains committed to promoting and

elevating our local artists in all spheres of endeavor that is comparable to their counterparts in other parts of the Caribbean and the wider world. Support for, and promotion of local films and the literary community will continue, and it is expected that, in the medium term, these will serve to create jobs as the community evolves into an industry,” said Jordan. He then noted that the $233M has been allocated to support cultural institutions over the next four months.

This includes an increased subvention to the Theatre Guild and digitization of artifacts. The Minister noted that specific initiatives that will be pursued to 2020 include the integration of education and heritage and culture into the school curriculum and certification of instructors and the expansion of mobile museum exhibitions into communities. This, he said, will enrich learning experiences of Guyanese young people and reinforce national pride and identity.

previous administration. Also, it was said that the family of a former top GWI official, used the company’s physical resources like they were their personal properties. Earlier this year, former GWI CEO Shaik Baksh’s son crashed a pickup that belonged to the company, wrecking it and seriously injuring himself on the Soesdyke/Linden Highway. Under regulations, the CEO’s son was not supposed to be driving the vehicle. Baksh was reportedly out of the country at the time. Also, just after elections, it was reported that GWI and a local advertising agency were at loggerheads following the refusal by GWI to pay nearly $7M for billboards. The billboards were commissioned as GWI ads but instead were changed to be used as campaign tools for the PPP/C. According to the source, GWI received an invoice for almost $7M from the advertising company, Impressions. The invoices were for nearly two dozen billboards ordered by the utility company. The source admitted that Impressions had indeed been hired to produce billboards for the utility company. Specific designs had been agreed upon by both sides. However, a subsequent check of the erected billboards showed that they did not conform to the previously agreed upon design. Instead, the billboards were used as an electioneering tool and were modified to include the People’s Progressive Party/ Civic (PPP/C) elections

slogan, “for a strong, stable and secure Guyana vote PPP/ C”. Subsequently, Baksh was sent on leave by the new administration. Baksh, who was appointed as CEO in October 2012, was asked to proceed on leave effective June 1 by the Chairman, Ramesh Dookoo. Baksh’s leave is for 72 days but his contract is due to expire before it is up. Despite the financial woes of GWI, government said that it remains committed to the company. During his budget speech, Jordan indicated that government will ensure that improvement and efficiency related to reducing losses in the production and distribution of potable water is at the top of the list. Interestingly, the Minister did not state if the quest to reduce losses may mean a hike in water tariffs. He told the National Assembly that the entire reticulation system of Georgetown, along with substantial overhaul of the Shelter Belt facility, will commence shortly. The Minister said that within the next few months, new treatment plants will be constructed to supplement existing production capacity. Further, Jordan told the House that focused attention will be p l a c e d on addressing the gaps in potable water availability in the far flung reaches of our deep hinterland neighbourhoods, since, in many instances, the intensive activities associated with river mining and logging pollute

Former GWI CEO, Shaik Baksh the rivers and creeks. “We will invest $2.9 billion to ensure increased coverage of an improved quality of water supply. In this regard, the sum of $422 million is provided for the completion of wells at Goed Fortuin, Hope and Cotton Tree, while drilling and interconnection works for new wells at Port Mourant, and Wakenaam will commence this year. We will also expend a sum of $950 million to construct more wells, install ground storage tanks, and install transmission mains and water meters at Uitvlugt, Diamond and Sheet Anchor. In addition, the extension of distribution transmission mains will be done in areas such as Hope Housing Schemes, Stanleytown, Williamsburg, Kildonan and No. 59, 66 and 69 Villages. Under this same provision, rehabilitation works will be done to the Timehri and New Amsterdam Water Treatment Plants,” said Jordan.

Iraqi panel finds Maliki, others Greek opposition party refuses to responsible for fall of Mosul back PM in any confidence vote Reuters - An Iraqi parliamentary panel called yesterday for former Prime Minister Nuri al-Maliki and dozens of other top officials to stand trial over the fall of the northern city of Mosul to Islamic State last year. Separately, Prime Minister Haider al-Abadi directed military commanders accused of abandoning their posts in Ramadi, the capital of western Anbar province which was overrun by Islamic State in May, to face court martial. The moves come a week after Abadi launched a sweeping campaign to reform the governing system, and are the most drastic steps yet taken by Baghdad to provide accountability for the loss of nearly a third of the country’s territory to the radical jihadists. Abadi also slashed 11 ministerial positions yesterday, cutting the three

Nuri al-Maliki deputy prime ministers and four other posts while combining four ministries with other similar ones. A year in office, Abadi is seeking to transform a system he complained has encouraged ethno-sectarian party patronage, spawning

Rescuers work to clear China blast site of chemicals before rain falls Reuters - Chinese soldiers and rescue workers in gas masks and hazard suits searched for toxic materials in China’s port of Tianjin yesterday as Premier Li Keqiang arrived to offer condolences, days after explosions flattened part of a national development zone. The goal is to clear the chemicals before any rain falls, which could create further toxic gas. The death toll rose to 112 from Wednesday’s disaster, which sent massive yellow and orange fireballs into the sky, hurled burning debris across a vast industrial area, crumpled cars and shipping containers, burnt out buildings and shattered windows of nearby apartments. The number of missing rose to 95, most of them fire fighters, state media said, suggesting the toll would rise significantly. More than 720 people remained in hospital.

Officials acknowledged the presence of toxins but said they posed no risk to people outside a two-km evacuation zone surrounding the blast area. “I can responsibly say that there will be no secondary damage to the people,” Shi Luze, the chief of staff of the People’s Liberation Army’s Beijing Military Region, told reporters, referring to people outside the zone. Shi confirmed the presence of more than 100 tons of deadly sodium cyanide, stored at two separate sites. He said workers were trying to clear the area of chemicals before possible rain showers, which could create toxic gas. Fire crews were criticised for using water to douse flames in the initial fire, which may have contributed to the blasts, given the volatile nature of the chemicals involved.

graft and incompetence that deprived Iraqis of basic services while undermining government forces in the battle against Islamic State. The million-strong Iraqi army, trained by Washington at a cost of more than $20 billion, has been hobbled by low morale and corruption that impedes supply lines. Its effectiveness is hurt by a perception among Sunni Muslims that it pursues the hostile interests of the Shi’ites, a majority in Iraq. Islamic State’s seizure of Mosul, Iraq’s second city, in June 2014 as it swept across the Syrian border and declared a modern “caliphate”, exposed once and for all the brokenness of the system left in place by the 2003-2011 U.S. occupation. It has left the Baghdad government dependent on Shi’ite militias, many funded and assisted by neighbouring Iran, to defend the capital and recapture lost ground. The panel’s findings allege that Maliki, who remains a powerful figure despite having his vice president position cancelled last week in Abadi’s reforms, had an inaccurate picture of the threat to Mosul because he chose commanders who engaged in corruption and failed to hold them accountable.

Reuters - Greece’s socialist PASOK party joined the main opposition yesterday in saying it would not back Prime Minister Alexis Tsipras if he calls a confidence vote following a rebellion in the governing party over a new bailout deal. Tsipras had to rely on opposition groups including PASOK to win a parliamentary majority on Friday in favour of the 86 billion euro bailout programme, Greece’s third with international creditors since 2010. By contrast, Tsipras suffered the biggest rebellion yet among anti-bailout lawmakers from his leftist Syriza party, forcing him to consider a confidence vote that would pave the way for early elections if he loses. PASOK made clear that while it had backed the government over bailout for the sake of saving Greece from financial ruin, that support would not extend to any confidence vote in the coming weeks. The party blamed Tsipras and Panos Kammenos, who leads the minority partner in the coalition government, for the fact that Greece had to take yet another bailout with tough austerity and reform conditions demanded by the euro zone and IMF. “The government has signed the third and most

All the negative consequences for the country and its citizens bear the signatures of Mr Tsipras and Mr Kammenos,” the party said in a statement. “We have no confidence in the Tsipras-Kammenos government and of course will not give it if we are asked.” PASOK, once the dominant force on the Greek left, now has just 13 members in the 300 seat parliament but Tsipras may need all the support he can get. Crucially, it did not say whether it would vote against the government, or merely abstain. On Friday, support for the government from within its own coalition parties fell

U.S. warns China on agents pressuring expatriates to return home - NY Times Reuters - The United States has sent a warning to Beijing about Chinese agents it says are operating covertly in the United States to pressure fugitives, including some suspected of corruption, to return to China, the New York Times reported yesterday. Citing U.S. officials, the newspaper said the operation, named Operation Fox Hunt, was part of a worldwide effort by Beijing to repatriate fugitives and recover funds suspected of being tied to criminal activity. The Times said the State Department warned China in recent weeks to stop the agents’ activities. According to U.S. officials cited by the newspaper, the agents, working undercover for China’s Ministry of Public Security, were likely entering the United States on trade or tourist visas and using “various strong-arm tactics” to pressure

expatriates to go back home. Such tactics included threats against relatives in China, and had intensified in recent months, the officials told the Times. The newspaper cited Ministry of Public Security figures that more than 930 suspects worldwide had been repatriated under the programme since last year. Those being sought by China are believed to be prominent expatriates, some wanted for economic corruption or for what China considers political crimes, the Times reported. Chinese President Xi Jinping is scheduled to make his first state visit to the United States next month as the countries seek to resolve tensions over such issues as trade, human rights and hacking. The State Department did not immediately respond to a request for comment.

below 120 votes, the minimum needed to survive a confidence vote if some others abstain. The main conservative opposition party, New Democracy, has also said it would not back the government, which won power in January on promises to reverse austerity policies. Tsipras was forced to back down to secure the new deal. Opinion polls show Tsipras remains popular, even though he presided over the closure of banks for three weeks, the imposition of capital controls and a near brush with financial collapse. This has raised doubts about how much the opposition parties may want to force new elections. A government official said yesterday that until Greece had secured the new funding, it would focus solely on the technicalities which need to be wrapped up. The official, who spoke on condition of anonymity, said Tsipras would hold meetings with government officials after Aug. 20, when a 3.2 billion euro debt payment to the European Central Bank falls due, “in order to determine further moves”.

Half against Holness - JLP MPs split evenly to keep Andrew as opposition leader The Gleaner - Members of the Jamaica Labour Party’s (JLP) parliamentary group are split evenly in their support of Opposition Leader Andrew Holness, despite efforts at presenting the public with a unified front after their latest caucus last week. And the posting of a video on the socialnetworking site Facebook last week with vicious, offensive allegations against JLP members of parliament (MPs) opposed to Holness showed that the unified faÁade presented last Tuesday has already crumbled. While the party reported that there was no vote on Holness’ future during last Tuesday’s caucus, it significantly downplayed the challenge he faced. “It was not discussed .... It was not necessary; it was not requested,” Leader of Opposition Business Derrick Smith told journalists following the caucus. “Forget this thing about people questioning Mr Holness’ leadership. Some will always question it, [but]

within this room and within the wider party, that’s not an issue,” added Smith. Despite Smith’s denial, The Sunday Gleaner has confirmed that at start of the meeting last Tuesday, a letter demanding an immediate vote on Holness’ continued role as opposition leader, which was signed by two senior MPs, was presented. “Based on the utterances at Friday’s (August 7) meeting, it is clear that the opposition leader does not have the support of a significant number of MPs,” read the letter in part. “Before moving forward, we need to determine if the leader of the opposition has enough support to command the authority necessary to move us forward as a parliamentary group. “We now ask for a secret ballot, with the leader recessing himself in the traditional manner,” ended the letter. According to Sunday Gleaner sources, the tabling of the letter started a firestorm, but with Smith adamant that he would not be

Andrew Holness presiding over a vote, and with some MPs equally adamant that he did not have the right to decide whether a vote was done, it seemed a showdown was inevitable. The vote was postponed at the ninth hour after a rural Jamaica MP, who was expected to vote against Holness, indicated that he had had a change of heart and would stick with the man who has led the party since 2011. “At that time, it was clear that neither side had the advantage, so after talks and

negotiations, it was decided that there would be no winner, so the vote would be futile,” a JLP source told The Sunday Gleaner. “If either side was confident of a victory, there would have been a vote, so even though Derrick was correct that there was no vote, it was only avoided because it was clear that it was 10-10. “In addition, Andrew pulled off a masterstroke to buy himself time, when, in an emotional presentation, he accepted that there must be some truth to some of the criticisms against him and vowed to make some changes in the way he operates,” added the source. According to Sunday Gleaner sources, Holness was given until the end of August to prepare a plan with clear deliverables for what the party has dubbed ‘Project Victory’, which is to ensure that the JLP forms the Government following the next general election, with the parliamentary group to review the developments at the end of September.

Dominica, China sign agreement to boost security Daily Observer - An agreement amounting to US$1.5 million has been signed with China towards purchasing police vehicles and equipment as well as the training of policemen and women. National Security M i n i s t e r, Rayburn Blackmore who made the announcement on Friday at the commissioning of a new police station and court in Laplaine, to the east of here, said the agreement is one that deepens ties between both countries. “I signed on behalf of the government of Dominica with the Ministry of Defense with the government of the People’s Republic of China… to the tune of US$1.5 million and it is going to be utilized to procure new vehicles, to train police officers, and to invest in equipment for search and rescue.” He said the agreement is with a view to further developing the friendly

Brazil protests aim to oust embattled President Rousseff Reuters - Tens of thousands of demonstrators gathered across Brazil yesterday to call for the impeachment of President Dilma Rousseff, whom they blame for a vast corruption scandal and the economy’s worst slump in a quarter century. Less than a year into her tumultuous second term, the left-wing president’s support has dwindled to single digits in recent polls, while two in three support calls for her impeachment. Yesterday’s protests were the third major demonstration of the yea r a g a i n s t Rousseff. Protesters swarmed to midday marches on Rio de Janeiro’s Copacabana Beach and in front of Congress in the capital Brasilia, but a more tepid buildup on social media suggested the nationwide movement may not attract the millions of marchers touted by independent organizers in past days. Support for the protest movement remains widespread as rising unemployment and inflation presage the worst economic downturn since at least 1990. Government austerity efforts

Demonstrators attend a protest against Brazil’s President Dilma Rousseff, part of nationwide protests calling for her impeachment, at Paulista Avenue in Sao Paulo’s financial centre, Brazil, yesterday. Reuters/Paulo Whitaker meant to keep the country’s investment-grade credit rating have also turned off Rousseff’s supporters and met

resistance from lawmakers. A Datafolha survey this month showed impeachment has the most support among

the poorest and least educated Brazilians, who overwhelmingly backed Rousseff in her narrow re-

election victory last October. Sensing weakness, congressional leaders have sabotaged much of the

president’s legislative agenda. The leader of the lower house of Congress, who is responsible for moving ahead with an impeachment vote, broke entirely with her government last month. The president had measured success last week consolidating support among restive Senate leaders for a pro-business agenda. But their alliance remains fragile. Further muddying the waters, a bribery and moneylaundering investigation at state-run oil company Petrobras has spilled into the political realm as the prosecutor-general readies charges against sitting politicians. Brazil’s biggest-ever corruption scandal already landed several of the country’s most prominent executives in jail, and plea deals have implicated congressional leaders and senior members of Rousseff’s government. No evidence has emerged incriminating Rousseff, but many protesters consider her responsible for wrongdoing at Petrobras, where she was chairwoman from 2003 to 2010.

Explain plans to ease US$$ shortage facing businesses - PNM candidate to Central Bank Governor Trinidad Express People’s National Movement (PNM) candidate for Port of Spain North/St Ann’s East Stuart Young is calling on Central Bank Governor Jwala Rambarran to inform the country of his plans to alleviate the foreign exchange cash crunch facing business people. In addition, Young wants Rambarran to say why the Central Bank’s allocation policy for foreign exchange dealers was changed and who exactly has received the US$658 million that has been pumped into the local banking system in the last year. In a statement to the Sunday Express Saturday, Young said the perennial shortage of US dollars was cause for concern and could cause this country’s legitimate businessmen to be blacklisted internationally. Young was responding to the decision by Republic

Bank Ltd to “tighten controls” on its foreign exchange given the demand for US dollars. “I had first raised this concern in the Senate in June 2014 when the system began experiencing shortage problems in the prior months, which can reasonably be associated with the unilateral and secret change in allocation by the Governor of the Central Bank of Trinidad and Tobago (CBTT). To date no explanation whatsoever has been provided by the Governor for his decision to change the allocation policy that was coupled with a decision not to provide reports (that had prior to been provided) as to whom the CBTT allocations were distributed to,” he said. He pointed to the Central Bank’s re-allocation policy to its foreign exchange dealers in June 2014 which altered the market and for which it has not recovered.

“The fact that Republic Bank Ltd (RBL) has had to take the measures that are now being reported with respect to their sale of USD foreign exchange should heighten concern. This is not the first August vacation period that Trinidad and Tobago has experienced so to try and place the blame on the increase in demand in August and a decrease in supply at the same time is respectfully not good enough. An astute manager of this part of the economy would have predicted this (if it were true to the extent that CBTT would have us believe) and taken precautionary steps and measures to ensure the least disruption,” he said. “Businesses have been crying out...This continued shortage situation is affecting T&T’s international trade position and local citizens. It is quite simply unacceptable,” Young said.

Antigua to begin consultations on plans to join CCJ ST JOHN’S, Antigua (CMC) - A memorandum of understanding has been signed between the ruling Antigua Labour Party (ALP) and the Opposition United Progressive Party (UPP) to begin consultations on amending the constitution to make the Caribbean Court of Justice (CCJ) the country’s final appellate court. Following a recent meeting with CCJ president, Charles Michael Dennis Byron, Prime Minister Gaston Brown signed the MOU with UPP Leader Harold Lovell. However, according to Lovell, his party will not put a timeframe on the nation’s move to accept the CCJ as the appellate court. The party’s leader said, on Thursday, “We believe there needs to be full public discussion and there needs to be meaningful consultation with all the major stakeholder groups in the country and on that basis we can move forward.” He said the party will not get on board based on a statement from Attorney General Steadroy “Cutie” Benjamin, who said “Within the next eight months” the country will be fully on board with the CCJ. The UK-based Privy Council is currently the final court of appeal for Antigua and Barbuda. To substitute the CCJ for the Privy Council would

require a constitutional change, which would have to be approved by voters in a referendum. Only four CARICOM

member states have signed onto the CCJ in its appellate jurisdiction – they are Dominica, Barbados, Guyana, and Belize.

Jamaica public servants get pay hike, increase in benefits under new wage deal

Prime Minister Portia Simpson-Miller (third left) signs the new Heads of Agreement along with (from left) Vice President of the Jamaica Confederation of Trade Unions Helene Davis Whyte; Minister of Finance and Planning Dr. Peter Phillips; and President of the Jamaica Civil Service Association O’neil Grant. KINGSTON, Jamaica – After several months of negotiations and more than a dozen drafts of a new wage deal, government has finally reached an agreement with most of the island’s public sector trade unions that will see civil servants getting a seven per cent pay hike and increased benefits. The majority of unions and associations bargaining with the Portia Simpson-Miller administration under the Jamaica Confederation of Trade Unions (JCTU) umbrella have signed the Heads of Agreement for the 2015-2017 period. Under the new deal, public servants whose salaries include allowances will get an additional J$48,000 (US$410) annually, while those who do not get any allowances, will get an increase of J$68,000 (US$581). Prime Minister Simpson-Miller said 12 items from the 2012-2015 agreement with the unions were still to be finalized, but she disclosed that the new deal includes increases in benefits, including meal, taxi and subsistence allowances, death benefits and funeral grants, and a J$45 million (US$384,944) fund for tertiary education grants for children of public sector workers. She said the signing was “a culmination of a process of dialogue, mutual respect, consultation and understanding” and commended the public servants representatives for their patience and understanding of government’s current economic programme, which did not allow for bigger increases. President of the Jamaica Civil Service Association O’Neil Grant said he was satisfied with the outcomes of the negotiations.

“I think we went as far as we could go and we got as much as we could, given the current economic situation that the country finds itself. There are some things that we would have wanted a bit more on, but in the spirit of compromise and to able to reach an agreement, we had to give in on some things,” he said. Among the increased allowances are an almost doubling of the funeral grant for permanently employed public servants who die in the line of duty or after a prolonged illness. It moves from J$220,000 (US$1,881) to J$400,000 (US$3,421). The amount has tripled for those who die from natural causes – from J$100,000 (US$844) to J$300,000 (US$2,566) – , while funeral grants move from J$80,000 (US$684) to J$120,000 (US$1,026) for employees who are part-time employees who worked a minimum of 156 days in a year. The death benefit for public servants who die in the line of duty also moves from J$8 million (US$68,434) to J$10 million (US$85,543). Grant said in addition to the increases in salary and benefits, civil servants will get access to cheaper loans. “We have a lot of officers in the service who have over committed themselves, particularly to micro lending institutions, and the interest rates from these agencies tend to be a little bit higher because of the risk attached to it. So, what we have done is ask the Ministry of Finance to assist these officers . . . to redeem their high-interest rate loans from micro lending agencies for three per cent on the reducing balance payable over two years,” he said. That provision will be implemented by November 2015. Eligible officers will have to apply to the Finance Ministry.

Former US governor bashes T&T Govt. Trinidad Guardian Former New York governor David Paterson Saturday bashed the People’s Partnership Government while addressing thousands of supporters at the People’s National Movement (PNM) rally at Woodford Square in Port-of-Spain. Paterson criticised the Government for failing to implement PNM leader Dr Keith Rowley’s housing plans. Paterson said the Government was dishonest with citizens and “shut down” all the agencies that measured statistics on progress. “The Moody’s rating agency...downgraded the credit for Trinidad, and just a few days ago, the largest commercial bank has now reduced the amount of revenues of US dollars. But the people of Trinidad, they don’t need a bank or a rating agency to know how bad the quality of life has been in the last few years.” Paterson said hundreds of businesses were going out of business, that the national budget was “wildly” out of balance, and many more were without food or shelter than “anytime in the last 20 years.” During his short speech, he said since the Kamla Persad-Bissessar-led Government had failed to follow Rowley’s plan on public housing, it was time to vote her out of her public house. Paterson justified his presence on the PNM stage, saying that New York held the largest group of Trinidadians outside of T&T and that his family was originally from T&T. Paterson was elected by the Democratic caucus of the Senate as minority leader on November 20, 2002, becoming both the first non-white state legislative leader and the highest-ranking black elected

Although he spoke of voting out the People’s Partnership, he was never elected to the NY governor’s office but became governor by default when his predecessor, then NY governor Eliot Spitzer, resigned amid sex scandal allegations. In 2010, Paterson suspended his own run for office after his administration became embroiled in a domestic violence case involving one of his personal aides. In 2008, Paterson and his wife admitted they had intimate relationships with other people during a rocky period in their marriage several years ago. Paterson is the first African American governor of New York and the second legally blind governor of any US state. Towns brings greetings to PNM The second US guest at the PNM rally was former congressman Ed Towns who served in the US House of Representatives from 1983 to 2013.

Towns spoke for about two minutes bringing greetings to the crowd. “I am just so excited about what I’ve seen and what I’ve heard and I am certain that when Dr Rowley becomes prime minister of Trinidad and Tobago, eyes have not seen and ears have not heard about the good things that he’s gonna do on behalf of Trinidad and Tobago.” Towns ended by saying the only place that success comes before work was in the dictionary. Towns worked on behalf of underserved Brooklyn communities and won recognition from several organisations for his efforts. In November 2000, Towns was severely criticised by India for requesting that the White House “declare India a terrorist state” because of “the pattern of Indian terrorism against its minorities.” Towns published a “list of attacks on Christians” to bolster his views. The White House dismissed the allegation, saying there was “no credible evidence” of any government involvement in the massacre.” In 1992, Towns was named in the House banking scandal, having written 408 cheques on an overdrawn bank account. On April 16, 2012, he announced his retirement. Governors can speak out The Sunday Guardian understands that because of the US separation of state and federal government, governors are not aligned to the State and are therefore allowed to speak out on any issue and on any platform.

US PGA: Australia’s Jason Day wins first...

Australia’s Jason Day won his first major title with a record score of 20 under par at the US PGA Championship. (Getty Images) From page 32 “I didn’t expect I was going to cry,” said Day. “A lot of emotion has come out just because I’ve been close so many times and fallen short. “To be able to play the way I did today in tough conditions with Jordan in the group - he was the favourite to be able to play the way I did was amazing. “Overall I’m just really pleased with how I played. I couldn’t ask for anything better.” SPIETH SECOND, BUT ON TOP OF THE WORLD The 22-year-old American might have come agonisingly close to becoming the first man to win all three American majors in the same year, but he had plenty to smile about. With McIlroy back in 17th place, Spieth had done enough to replace the defending PGA champion at the top of the new world rankings. “It’s as good a consolation prize as I’ve ever had,” said Spieth, whose major finishes this year read first, first, fourth and second. “It was not easy to dethrone Rory and it’s going to be even harder to try and stay on top.” McIlroy, who had not played since the US Open in June after rupturing an ankle ligament playing football with friends, admitted Spieth was a worthy number one. “Honestly, the way Jordan has been playing and the way I haven’t played much this year - I think that was only my 12th or 13th event - it’s very deservedly so,” said McIlroy. “Winning two majors,

winning a couple of other times this year, had a chance at the Open, had a chance today. “I’d be the first one to congratulate him because I know the golf you have to play to get to that spot, and it has been impressive this year.” CHASING PACK FALL SHORT Among the many stellar names looking to reel in Day, it was unheralded world number 28 Grace who got closest when he moved with one shot after a birdie at the seventh. Day responded to the danger with three straight birdies, however, and was never again fewer than two shots in front. Dustin Johnson had harboured hopes of challenging from six shots back at the start of the day, but a horrendous quadruple bogey at the first heralded a bizarre round that saw him drop four shots in the first six holes, and then make five birdies and an eagle within eight holes. It all added up to a round of 69, a share of seventh place and another major letdown for the world number eight. Rose looked to be moving into serious contention after four birdies took him to 16 under par by the 11th, only for a double bogey on 13 to effectively end his challenge. Germany’s Martin Kaymer fell away with a double bogey on the sixth, while the likes of India’s Anirban Lahiri, South African George Coetzee and Americans Brooks Koepka and Matt Kuchar were too far behind to worry Day, despite fine rounds.

CP Got Even wins Guyana Cup 2015 feature event A large and vocal crowd that included Director of Sports Christopher Jones saw defending champion CP Got Even ridden by overseas based Guyanese Michael Semple of the Elcock/Poonai Stable repeated what it did in 2014. The animal trained by veteran horse owner, trainer Colin Elcock came through with a blaze of speed down the homestretch as it defended its turf to win the feature A and lower event and take the $3M top prize and the Banks DIH Limited trophy. With the speedy Princess She Not of the Shariff stable with Colin Ross setting a merry gallop early, the chasing pack had a lot to do.

As the animals break for the homestretch CP Got Even started to make its move and with about 100M to go the two animals were neck and neck, but it was the defending champion that was able to pull away for the win and spark a grand celebration by the massive crowd that was estimated to be the largest to have witnessed the mega event. With Princess she is not holding on for second, the surprise duo of Bridal Stone Corner and Lady Budapest finished in a dead heat for third and fourth. Among some of the other winners were - Its My Choice of the Jumbo Jet stable with Budram Singh winning the three Year West Indies

Keanu Legadeace and Rawl Aludain netted for the winners while their opponents had an own goal. In the preliminary round games, goals from Profitt and Kenny Fraser gave Masjid-

An-Najm a 2-0 victory over Old Mosque, while Masjid Muhammad beat New Mosque 1-0 courtesy of a Quacy Brown strike. Andre Sookdeo slotted home to give Old Mosque a 1-0 win over Masjid Muhammad who got the better of New Mosque 20 after goals by Profitt and Fraser, Old Mosque thumped New Mosque 3-0; Anthony Charles scored twice and Sookdeo once, and MasjidAn-Najm trounced Masjid Muhammad 3-1; Andrew Rodney, Fraser and Profitt were the goal scorers for the winners, while Quacy Brown found the back of the net for Masjid Muhammad. The competition was

organized by Masjid-AnNajm and sponsored by Trophy Stall, Mohamed’s Enterprise, Masjid-An-Najm, Betten Court restaurant and Fazal Naeem Grocery among others. Iman of Masjid-An-Najm, Naeem Muhammad said the competition was part of a community project to develop sports and promote brotherhood. Novak Djokovic claims the pungent smell of cannabis left him feeling dizzy

Novak Djokovic claims the pungent smell of weed left him feeling dizzy on court at the Rogers Cup. (AP) Daily Mail - Novak Djokovic was forced to complain to the umpire during his Rogers Cup victory against Jeremy Chardy after claiming the smell of cannabis on court was making him feel unwell. After winning the first set in Canada, the World No 1 approached the chair to speak about the pungent smell filling the air. The Serbian ace said: ‘Someone is smoking weed, I

can smell it, and I’m getting dizzy. Somebody is getting high. Can you smell it? The whole place smells of it. ‘He also told reporters after his victory: ‘I can’t believe how bad it was. ‘Whoever it is, I hope he doesn’t come back tomorrow. He’s probably on the seventh sky somewhere. First in the doubles match, today again. Somebody’s really enjoying his life around the tennis court.’

Fortunately for Djokovic the odour in the air did not harm his tennis as he cruised one step closer to a fifth ATP World Tour Masters 1000 title of the year. He needed just 37 minutes to wrap up the opening set and he went on to seal the match in an hour and 20 minutes, despite needing treatment to his forearm during a changeover. Victory for Djokovic means he will come up against rival Andy Murray in Sunday’s final after the British No 1 eased past Japan’s Kei Nishikori. Many expected Murray to have a long drawn out contest with Nishikori, but that never materialised as the world number four wilted after an early flourish in just an hour and five minutes. At first it looked like the semi-final would match expectations, with both players breaking the other inside the first five games, but once the Scot went 4-2 ahead there was only going to be one winner. Murray went on to seal the first set 6-3 and then he blitzed Nishikori off the court 6-0 in the second to set up the clash with Djokovic, who has beaten him on each of their last eight meetings.

US PGA: Australia’s Jason Day wins first major at Whistling Straits BBC Sport - Australia’s Jason Day won his first major title with a record score of 20 under par at the US PGA Championship. Day, 27, shot a closing 67 at Whistling Straits to record the best ever total at one of golf’s four majors. The world number five saw off a chasing pack that included US Open and Masters champion

Jordan Spieth, who finished three shots back in second place. That was enough to ensure Spieth will overtake Rory McIlroy to become the new world number one. Branden Grace of South Africa was third on 15 under and England’s Justin Rose finished fourth on 14 under after his challenge faded with

Serena Williams ranks 2nd on Forbes Highest-Paid Female Athletes of 2015 MN - Forbes has released their annual list of highestpaid females in sports, and our gal Serena Williams made the cut–of course. Williams’ $24.6 million she raked in from June 2014 to June 2015 ranks second to rival Maria Sharaporva, who places at number one for the eleventh straight year with $29.7 million. No matter, this year has proven to be one of my accomplishments and historic rankings (four straight Grand Slam titles) for the 33-year-old who is ranked No. 1 in women’s singles tennis. She brought in $11.6 million with winnings and $13 million in endorsements from the likes of Chase Bank, Audemars Piguet, Gatorade and PepsiCo. This year’s list boasts of slew of tennis players–7 out of 10. Race car driver Danica Patrick and UFC fighter Ronda Rousey also ranked on this year’s list.

a double bogey on the 13th. McIlroy closed with a 69 to end his first tournament back following an ankle injury at nine under par. FROM NEARLY MAN TO MAJOR CHAMPION Day had previously recorded nine top-10 finishes in the majors, six of them in the top four, but held his nerve superbly to finally get his hands on one of golf’s leading trophies. His final score of 20 under par broke Tiger Woods’s major record of 19 under at the 2000 Open Championship. The Queenslander began the final day with a twostroke lead and made four birdies before the first blip came at the eighth hole. Despite the ominous presence of Spieth alongside him in the final group, Day recovered from a desperate mishit on the ninth to pick up further birdies on the 11th and 14th. He then responded immediately to a dropped shot at 15 with his seventh birdie of the day, and played the treacherous closing two holes superbly. Continued on page 31

Brazil prosecutors find Olympic village workers living in squalor SAO PAULO (Reuters) A company working on the Olympic village that will receive athletes in Rio de Janeiro next year has housed some of its own workers in conditions that public prosecutors compared to slavery. A sting by a Rio labor court and Brazil’s labor ministry found 11 workers living in squalor as part of their work for Brasil Global Serviços, which is subcontracting on the Ilha Pura residential complex for the 2016 Olympic Games. “There were cockroaches, rats and sewage in the residences. Many slept outside given all the filth,” said prosecutor Valeria Correa in a public statement on Friday. “Considering the degrading conditions and a unilateral change to the contract, when the company

stopped paying rent, there are elements here characterising working conditions analogous to slavery,” she added. Representatives for Brasil Global could not immediately be reached for comment. Prosecutors said most of the workers had come

from poorer states in Brazil’s northeast on the promise that the company would pay their room and board. One of them told prosecutors that he lived with as many as 30 other workers in a single house in the Beira Rio slum.

Beaton’s X1 beaten by... From page 37 for four as the tempo ‘picked up’ after Persaud reached his 50, while Beaton hit the pint size Deonarine back over his head for six. Needing to score at almost a run-a-ball to win, Dick looked positive from the word go; hitting a six in the first over. He then smashed Jason Holder for four and spanked Bobb for consecutive boundaries in the same over. With Jaikaran being the silent partner, Dick reached his 50 in the 8th over before depositing Inderjeet Nanan for consecutive sixes in the 11th over. He then struck Nanan for six to reach his century before Nanan had the last laugh when the explosive Dick was caught in the deep at 141-1. But it was too little too late for Beaton’s X1 as Jaikaran, who favored the dab behind point, saw his team home.

MotoGP: Jorge MISFIRING CHELSEA CRUSHED Lorenzo takes victory BY CITY, ARSENAL WIN in Czech Republic BBC Sport - Spaniard Jorge Lorenzo moved level with Italian Valentino Rossi at the top of the championship after winning the Czech MotoGP in Brno. The 28-year-old Yamaha rider got a good start from pole position and won in a time of 42 minutes, 53.042 seconds. Honda’s Marc Marquez was 4.462 seconds behind to finish second with Rossi taking third to join his teammate on 211 points in the standings. It was a fifth win of the season for Lorenzo and his first since June. “Luckily I had a little bit more pace than Marc and won this very important victory, because now I’m leading the championship with Valentino,” said Lorenzo,

the 2010 and 2012 MotoGP champion. “For Marc, it’s now more difficult to recover.” Last season’s champion Marquez is third in the championship on 159 points. Lorenzo claimed his 38th overall MotoGP victory on the 22-lap, 5.4-km Brno circuit. In the Moto3 race, Britain’s Danny Kent, seeking to become the first Briton to win a world championship in any class since Barry Sheene in 1977, saw his lead cut to 45 points as he finished seventh. Italy’s Niccolo Antonelli took the race win. The Moto2 race was won by Frenchman Johann Zarco, who leads the championship standings by 79 points.

Belinda Bencic wins Rogers Cup as Simona Halep retires hurt Belinda Bencic (AP)

BBC Sport - Swiss 18-year-old Belinda Bencic secured her second career title by winning the Rogers Cup as Simona Halep retired hurt in the final. Bencic, who beat Serena Williams in the semi-final, came through 7-6 (7-5) 6-7 (4-7) 3-0 in Toronto. Second seed Halep required treatment as she struggled with a leg injury and the extreme heat. The Romanian said: “Sorry that I couldn’t finish the match. I tried very much but it wasn’t possible.” Bencic, who accounted for four of the top six seeds this week - Halep, Williams, Caroline Wozniacki and Ana Ivanovic - said on BT Sport 2: “Even if I would have lost it would have been an amazing experience.” Halep broke back from 5-3 down in the second set and won the tie-break to huge applause, but retired after losing her serve twice in the third set. Bencic, who claimed her first title at Eastbourne in June, has won 21 of her past 25 matches and will move from 20th to 12th when the world rankings are announced today.

Sergio Aguero scores past Chelsea keeper Asmir Begovic just after the half-hour mark. (Getty Images) LONDON (Reuters) The Premier League season is only a week old but the problems are already piling up for misfiring champions Chelsea after a 3-0 thrashing at Manchester City on Sunday. Goals by Sergio Aguero, Vincent Kompany and Fernandinho were the least City deserved for a dominant display against a side who took 70 minutes to register a shot on target. While a buoyant City top the table with six points, six goals scored and none conceded, Chelsea have one point after failing to win either of their opening two fixtures for the first time since 1998. Chelsea’s troubles will not have gone unnoticed by Arsenal who belatedly got their season into gear with a 2-1 derby win at Crystal Palace — Damien Delaney’s own goal sealing their first points of the season. The sense of unease in the Chelsea camp was increased when talismanic skipper John Terry was substituted at halftime — the first time he had ever been hauled off by manager Jose Mourinho. Mourinho later confirmed that Terry had been replaced by pacey central defender Kurt Zouma for tactical reasons. The Portuguese caused

contro v e r s y l a s t w e e k when criticising first-team doctor Eva Carneiro for treating Eden Hazard and leaving Chelsea temporarily with nine men in the opening day draw with Swansea City and he faces another testing week. Mourinho was already on the offensive, though, saying Chelsea’s defeat by City had been undeserved. “The best team in the first half won the game. The best team in the second half was Chelsea for sure,” he told Sky Sports. “Second half everything was different. If the 1-0 was a doubtful result at minute 70, 3-0 is completely fake.” PUZZLINGANALYSIS Chelsea did regroup well but his analysis was still puzzling. “It was a comfortable game. To start the way we did today is definitely the right signal but there’s still a lot to come,” City captain Kompany said. Chelsea’s 2-2 draw with Swansea came a week after defeat by FA Cup winners Arsenal in the Community Shield and was followed by Mourinho’s removal of Carneiro from bench duties. His team needed a response on Sunday but they were outplayed in the opening

45 minutes. Aguero had already been causing Terry and central defensive partner Gary Cahill headaches and had three sights of goal in the opening 30 minutes before finally putting his side ahead. The Argentine played a one-two with Yaya Toure in a crowded area, wriggled into space past a lumbering Cahill and fired the ball just inside Asmir Begovic’s post. Eliaquim Mangala should have made it 2-0 when he headed wide as Cahill was flattened by his own goalie. Tempers then flared as Fernandinho’s elbow left a furious Costa bloodied. Hazard had Chelsea’s one real chance in the 70th minute but fired a shot straight at Joe Hart before City’s defenders cleared the loose ball with Costa lurking. Kompany’s glancing header gave City breathing space before Branislav

Ivanovic gave the ball away and Fernandinho completed Chelsea’s misery with a clinical finish past Begovic, who could have expected more protection on his first start in place of the suspended Thibaut Courtois. Arsenal had Alexis Sanchez back in their starting line-up and it was the Chile forward’s 55th-minute header that was turned into his own net by Delaney as Arsenal responded to last week’s home defeat by West Ham United. “I’m very pleased with the three points. If we had gone two games and zero points it would be absolutely difficult, we knew this would be a tricky one,” Arsenal manager Arsene Wenger said. Olivier Giroud had given the Gunners the lead with a smart volley in the 16th minute, only for Joel Ward to equalise against the run of play 12 minutes later.

IAAF, Adidas launch best World Champs performer award

Fans around the world will be able to select the best performer of the day during the IAAF World Championship in Beijing. In conjunction with Adidas, the official IAAF partner, the IAAF is asking athletics fans around world to choose the best performers of each day. After each evening session of the championships, which runs August 22-30, a panel of experts will put together a

shortlist of three athletes deemed to be among the day’s best performers. The IAAF will then announce the names of the three athletes — who need not be winners or even medallists but nevertheless are competitors who grab the imagination of the experts — through the IAAF website and social media, opening it up to the public to vote via www.iaaf.org and decide a winner. The athlete with the most

votes will be announced before the following day’s evening session (except for the winner of the final day which will be announced the following morning, the day after the championships). Each day’s winning athletes will then form a final shortlist — the ‘champion of champions’ shortlist — and voting will take place from Monday, August 31 to Friday, September 4. One athlete will emerge as the overall winner and get the accolade of being the Best Performer of the IAAF World Championships, Beijing 2015 presented by Adidas. The overall winner will be announced on September 4 and will be presented with a special Golden Shoe Award at the IAAF Gala in November. (Jamaica Observer)

IAAF suppressed study of admitted dope cheats: report LONDON (Reuters) World athletics’ governing body (IAAF) has suppressed a 2011 survey that reveals that up to a third of the world’s top competitors admitted using banned performanceenhancing techniques, Britain’s Sunday Times and German broadcaster ARD/ WDR reported. The authors of the study, which involved interviews with 1,800 athletes at the 2011 world championships in South Korea, were told to sign a confidentiality agreement a month after the information had been collected and analyzed, the newspaper said. The revelations are the latest in a series of damaging blows for the sport in the countdown to the start of this year’s world championships in Beijing on Aug. 22. Earlier investigations by ARD and the Sunday Times prompted claims that more than 800 athletes tested between 2001 and 2012 had suspicious test results that were not followed up by the IAAF. The IAAF has since initiated disciplinary action against 28 athletes after retesting samples from the 2005 and 2007 world championships with new technology that can uncover previously undetectable substances. The organization came under heavy fire from the authors of the 2011 study, which was conducted by researchers at the University of Tuebingen in Germany and leaked to The Sunday Times

and ARD/WDR. “The IAAF’s delaying publication for so long without good reason is a serious encroachment on the freedom of publication,” a statement from the researchers said. The statement added that the IAAF had not commissioned the survey but had used its influence to suppress the findings. Reacting to the latest accusations in a statement, the IAAF said it “had never vetoed” publication of the survey and understood it had twice been rejected for publication in a scientific journal. It also questioned the validity of the research. “The IAAF does however have serious reservations as to the interpretation of the results made by the research group as confirmed by highprofile experts in social science who reviewed the publication on our request,” it said. “The IAAF submitted those concerns to the research group but has never heard back from them. “The IAAF is surprised that any professional team of social science researchers should choose consistently to leak research material through the media before it is published,” adding it was continuing it’s own study, started in 2011, for publication in coordination with World Anti-Doping Agency (WADA). The results of the leaked study showed that 29-34 percent of the 1,800

competitors at the championships had violated anti-doping rules in the previous 12 months. “These findings demonstrate that doping is remarkably widespread among elite athletes and remains largely unchecked despite current biological testing programs,” the study said. The study was financed by WADA, which told the newspaper on Friday that they had given the IAAF the power to veto publication in return for allowing access to the athletes at the 2011 championships. According to the newspaper report the IAAF said it was negotiating with the authors and WADA about its publication. “The IAAF is extremely surprised to see WADA quoted on Friday as saying that the IAAF has a right of veto (if the quote used by the Sunday Times is in fact accurate. The quote in the article attributed from yesterday to the IAAF was never made),” the IAAF statement said. The lead author, Rolf Ulrich, said he and his fellow experts had been barred from even discussing their work. “The IAAF is blocking it,” Ulrich told the newspaper. “I think they are stakeholders with WADA and they just blocked the whole thing.” Some of the study’s headline figures were leaked in America in 2013, but the IAAF continued to prevent full publication, the newspaper said.

Trinidad, Guyana share spoils in Fruta Conquerors’ Goodwill tournament A mixed team of local women’s footballers turned in a lukewarm performance and paid dearly for several tactical blunders with a 6-1 drubbing when it clashed with the Girls’ U19 squad out of the Fizabad Senior College FC, Trinidad and Tobago at the Tucville Ground last Saturday evening. The occasion was hosted by the Fruta Conquerors FC and coincided with their August holidays programme where dozens of youngsters are currently undergoing training in football and other life improvement skills at the host entity’s Tucville headquarters. One game later, Buxton United avenged the women’s loss with a 2 nil defeat over the Trinidad and Tobago men’s team. Dellon Wright and Elton Sullivan netted on both sides of the match to send the Buxton team across the line after the former player latched on to a loose ball and weaved his way down the left wing. He dexterously evaded the Trinidadians’ defensive cordon before unleashing a

terrific strike from an acute angle. The two teams battled on with the locals attempting to widen the margin while the team from the land of the Humming Bird worked to equalize. There were enterprising raids characterized by near misses but at the end the score line remained unchanged in that session with the most notable effort coming from Buxton striker, Maurice Barns who sent in a wicked kick from the centre of the field than narrowly missed its mark, sliding down the right side of the goal shortly before the whistle. The battle continued into the second session and once again both teams, despite valiant efforts from their front men, struggled to get past the opposing custodian. Just when it appeared as though Wright’s effort would have been the decider, Sullivan displayed sound adroitness when he went up to a pass from Wright and ripped in a header shortly before the whistle sealed the Trinidadian’s fate. The women’s match was a

totally different affair as Trinidad, sporting an experienced lineup, humiliated their local counterparts with relative ease. Led by a double from Dennecia Prince, the Trinidadians enjoyed a field day after three other players scored. They were Collette Nicolleen Morgan, Rodessa Hackshaw and Krystal Preddie. A goal defection from a local player during a goal mouth scrimmage certainly did not help the cause nor did the inconsequential goal scored by local player, Tiandi Smith mere minutes after the second session started. The action culminated last evening with the Trinidadians opposing two other teams and seeking to take home two beautiful trophies donated by corporate Guyana. Bakewell and Sterling Products also assisted with valuable contributions. Last night’s games were also played at the Fruta Conquerors FC venue and the organizers have said that the exchange visit forms part of a programme of developmental activities for the club during this August holiday period.

Bolt skips camp ahead of world championships, Bailey-Cole out

Jamaica’s Usain Bolt celebrates after winning the Men’s 100m Final Action Images via Reuters / Matthew Childs KINGSTON (Reuters) - Six-times Olympic gold medallist Usain Bolt will miss Jamaica’s training camp in Japan before the world athletics championships in Beijing later this month, the manager of the Caribbean island’s delegation said. “He’s (Bolt) the only one who is not in camp, because you know he was undergoing some amount of examination while he was preparing at the same time,” manager Ludlow Watts told Reuters by telephone from Japan. “He was to come in (camp in Japan) but at the last moment it was decided that he should not come, considering that the team is just two days away from traveling to Beijing. “It was considered necessary that he should perhaps go to the venue of the competition directly, rather than coming here.”

Watts also said about 14 athletes, including reigning double sprint champion Shelly-Ann Fraser-Pryce, who were having problems obtaining Chinese visas through Italy, should get them by Monday in Japan. “It is being sorted, in other words by tomorrow it will be completely sorted because it is in the process and I expect it will be completed by Monday,” Watts said. Meanwhile, Commonwealth Games 100m gold medallist Kemar Bailey-Cole has been ruled out of Beijing after suffering a torn hamstring. In a message on his Facebook page, the 23-year-old sprinter said he was ending his season. “It is with bitter emotions that I am announcing that my season has come to an end. I will not be competing at the World Championships,” read the post. “This is so as an ongoing cramp to both hamstrings at the London anniversary games now lead to one of them been torn yesterday (Aug. 15) in practice. “Thank you all for your thoughtfulness. Your generosity and support during this difficult time is greatly appreciated.” Watts said Nesta Carter will likely replace Bailey-Cole in the 100m sprint. “The technical team will determine that, but it’s like that Nesta Carter would be the one to take the 100m meter spot,” Watts told Reuters. Carer, who came fourth in the 100m sprint at the Jamaican trials, won the bronze medal in the same event at the World Championships in Moscow in 2013. “We still have a good team and I hope that things will work out well,” Watts said. “We have options in the sense that there’s a number of person in the 200m who can also be considered for the sprint relay, so we have at least three people who we could use to replace (Bailey-Cole) in the 4x100m (pool).”
