STOP PLAYING WITH OUR TEACHERS

T

he Guyana Teachers Union (GTU) has informed the Ministry of Education of its members’ inten tion to strike as of August 27. The ultimatum was issued following the breakdown of talks between the government and the union. The head of the GTU, Mark Lyte has stated that the teachers would accept what they consider a reasonable offer but the government seems to be either intransigent or uncompromising on all the major proposals by the union. The breakdown of negotiations came six months after a High Level Task Force appointed by President David Granger to address the issues of teachers’ salaries and working conditions. However, the Task Force’s report which agreed with the majority of the GTU’s requests was inexplicably disregarded by the government. This seems to be another case of a waste of the taxpayers’ money, and the government acting unfairly and disrespectfully to the teachers, who clearly deserve better. For too long our teachers have been neglected by governments, in spite of the crucial role they play in educating our children. During the 2015 election campaign, then APNU+AFC Presidential Candidate David Granger had promised to increase the salaries as well as improve the incentives that were in place for teachers. But nothing has manifested over the last three years since this administration came to power. The GTU president intoned that teachers have been without a contract since the Memorandum of Understanding ended in 2015. The union is convinced that there is a deliberate effort on the part of the administration not to address the proposals submitted by the GTU to the Ministry of Education. The fact that the union has issued a strike ultimatum so early could possibly provide an opportunity for negotiators from both sides to reset. But for this to happen, both sides will have to adjust their hard ball approaches and compromise in the interest of the students. The government, in particular, ought to take into consideration that the new school year is just three weeks away, hence, and it would be a colossal mistake for teachers not to be in the classrooms. Should the teachers go on strike as planned, it will be the first in many years. A strike by teachers will not bode well for the government for several reasons. One, the saying that all politics is local holds true in this case because with local government elections scheduled for November 12, it seems likely that the more than 9,000 public school teachers will punish the government by either voting for another party or not voting at all. Two, most of the public schools are currently underperforming, which means that a prolonged strike will only worsen the situation. Third, our school dropout rate, especially among boys, is the highest in the Caribbean; therefore, a strike could see many of them leaving even earlier. And fourth, because of the low pay and poor working conditions that teachers endure, many qualified teachers have already moved away from the profession and some to ‘greener pastures’, and many more might will follow suit should a strike ensue. There is a crisis in the education system, yet there has been seemingly no serious attempt by the government to meaningfully address the concerns of the teachers, who are earning less than their counterparts in the Caribbean. Instead, the administration has gone to great lengths to frustrate them. It appears that the teachers have essentially reached a point of no return and that a strike is unavoidable, unless the government shows in some way that is ready to negotiate an acceptable pact in earnest. The government has to stop playing with our teachers. As reported, the Minister of Education has re-invited the union to the negotiating table. It may just be too late.

Pay Teachers What Was Agreed To Via The to prepare a proTask Forceexpertise posal which provides a justiDEAR EDITOR, A number of individuals, whether lobbyists for government or acting in their private capacity, attempt to dampen the GTU’s proposal that was agreed through the established Task Force by asserting that what is being asked for is too much, either in percentage terms or nominally. This pin-headed argument has been refuted by the coalition administration themselves, both on the 2015 campaign trail when they vociferously sought to represent public servants’ salaries issues, and upon accession to office, almost immediately granted themselves a whopping 50% increase on their own salaries, which far exceed that of the minimum wage many public servants receive. There is little dispute that teachers and public servants in general are grossly underpaid, and that this is a principal reason for much of the prevailing corruption and the dismal level of service across the public sector. At stake is the desired level to which the minimum wage should be adjusted in order to be in line with a ‘living wage’. (Acrossthe-board percent increases will be more costly than a flat nominal adjustment to all salary scales) It is unfortunate that the unions have been unable to secure technical

fied figure for a living wage. I myself have done some work previously in which I have shown that a salary of $146,000 (arbitrary, contextual number) still leaves public servants hard-pressed every month. The table is reproduced here: Claims by the administration regarding the estimated aggregate cost of the proposal of the Task Force I have already observed to be scurrilous and a shallow negotiating trick. The fact of the matter is that public servants’ salaries issues should have been addressed since back in 1999 under the PPP administration. This was never done because the PPP administration at the time considered it opportune and expeditious to address citizens’ welfare issues through grand projects which saw billions of taxpayers’ dollars being siphoned off to crony businesses through overpricing and shoddily executed contracts, which required still more taxpayers’ money to fix. Prior to the 2015 election, the coalition was on the side of workers, vowing to address their issues. Now they are sitting across each other at the negotiating table, with the coalition representatives insisting on attempting to make fools of workers’ representa-

tives. The welfare issues of Guyanese which can be so easily addressed through increased salaries if they are made a priority by this administration are being sidelined in favor of previous government policy of massive projects in successive national budgets which can never hope to accomplish what increased salaries can. Salaries and welfare issues of workers, both public and pri-

vate, are not a priority of this administration. They will only be addressed if they are made a priority. There are two ways to achieve this: 1) Carry out a sustained strike action for better salaries; 2) Replace them at the next national election. In respect of the proposals of the joint task force, it is recommended that the (Continued on page 5)

THE TWO PERCENT OIL CONTRACT IS WITLESS DEAR EDITOR, 1. What wisdom can you find greater than kindness. 2. What justice can you find greater than a fair contract. 3. What courage can you find greater than to fight for what is right. 4. What temperance can you find greater than perseverance. Wisdom, Justice, Courage and Temperance, these are the virtues that have stood the test of time. Sadly, we have discarded wisdom and justice from Exxon’s Esso 2016 agreement with the Government of Guyana. Clearly courage is now required to cast aside the ruthless, unfair and abusive elements in the contract. The acts of courage needed will have to be twinned with temperance, as we are in an uphill battle against a global corporate giant. Should we withdraw from representing the beneficial interests of aclear majority of Guyanese and instead give way to the greedy 1% horde;letting them fritter away unheeded, the resources of our nation.I have

watched key leadership in the opposition party join forces seamlessly with Exxon’s Esso and the party in power, against the Guyanese people as their loud silence on the atrocious contents of the 2% agreement deafens us all. There is no public space or gap between the leadership of the PNC and the PPP, when it comes to being silent on the terms of the sovereignty invasive two percent agreement. We will hear the platitudes of the need to learn from our past mistakes; epistles on what is required to “benefit” from on the contract as it is; the oil experts needed, the structure of a sovereign wealth fund; arguments over who controls the wealth fund, opinions on limitations or excesses related to Ministerial Powers; the different departments and agencies needed and even hollow and fantastical plans to give Guyanese from an unknown year US$1 Billion annually (250,000 households multiplied by US$5,000). Considering that US$1 Billion requires revenue of US$50 Billion, when selling 500,000 barrels per day in 2025 as projected

by Exxon’s Esso, then computing at US$70 per barrel, using a 360-day year, Exxon’s Esso claims revenue subject to royalty less than or equal to US$12.6 Billion, on which the crumbly 2% royalty amounts to US$252 Million. The consequence of this elaborate and shiny US$5,000 per household dangling bait is then debated by our other intellectuals, as to its merits and negatives. What fools we make of ourselves as we argue over the color, length, size and shape of the emperor’s new clothes, instead of spending that energy on ridding ourselves of the 2% contract and obtaining a contract that can ensure households are allowed an annual payout from Royalties. Not surprisingly our moneyed intellectuals are fixated on becoming wealthier. I support the noble thought of giving each household monies annually, from our oil resources. However, let us first have a fair agreement that enables such a payout, respects the Guyanese people and is consistent with international normalcy as it relates to royalty

on oil, as paid to countries by corporations in the Oil & Gas Industry. What is crystal clear and obvious to anyone with common sense and good intentions for the Guyanese people is that the 2% contract must be renegotiated or scrapped. But, but - we will lose the elections, mumble our politicians; they care not about the massive opportunity losses to Guyana and the Guyanese people. It is not paramountcy of the party that matters now, it is the paramountcy of power and material wealth for a few, political power that dominates the Exxon owned souls of our leaders. Do the politicians not realize that that courage and perseverance will benefit Guyanese ten times more; if only we show the courage and perseverance needed. Exxon’s Esso has used its position as one of America’s most global companies to leverage our politicians, who seem simply incapable of thinking that anything is more important than winning the next general elections. Any criticism of Exxon’s (Continued on page 6)

We need a National Development and Economic Policy DEAR EDITOR, I wrote this letter on the 20 July, 2018 and decided not the send it to be published because I thought that people are not really listening, they are caught up in doing one activity after the next. However, I decided to send it after I read Anthony Paul’s comments as reported in the Kaieteur News on 3 August, ‘Future contracts must include provisions for ring fencing, be sanctioned to new laws’ and on 6 August, ‘Guyana urgently needs a clear picture of priorities, shared national vision oil’; extracts from a UNDP report. Here is the letter below. I would just like to re-iterate a point I have made in previous letters, we need to be more strategic as a country. There are a lot of activities, economic, social and others but WE NEED POLICIES! WE NEED POLICIES! Strategies are not enough. Strategies should evolve from policies or expand into policies. What we need is a broad development and economic plan for the country; a document that lays out our plan or course of action around which the government, businesses, institutions individuals, the international community, investors will be mobilized, organized and become oriented. A document that will guide and influence and determine our decisions, actions, thinking and general behaviour. A national policy from which other policies such as our foreign, economic, social, etc. will evolve around. The national policy document will provide a greater sense of purpose for both our institutions and citizens. A national policy will link, how our institutions will work, what people should study and our progressive growth path, so that the role of our people, especially our young people, our young professionals can be moulded. For decades, perhaps since the National Development Strategy 2001-2010 we have not had any comprehensive national development policy to guide us. Here is an extract from the Staff Research Report for the ‘US-China, Economic and Security Review Commission’ states that his 80-chapter, more than 60,000-character document seeks to address China’s “unbalanced, uncoordinated, and unsustainable growth” and create a “moderately prosperous society in all respects” through innovative, coordinated, green, open, and inclusive growth.

It is the most environmentally-focused FYP (Five Year Plan) to date and reinforces the Chinese government’s commitment to rebalance the economy to more sustainable growth based on highervalue-added manufacturing and domestic consumption. The 13th FYP also broadens the Chinese government’s stated commitment to innovation, emphasized in the 12th FYP, and to improving citizens’ quality of life, an effort that began under the 11th FYP through prioritizing the environment, health, education, and social welfare. The 13th FYP created a blueprint for China’s future development based around five key themes’. These are: Innovation, coordinated development, green growth, openness and inclusive growth. My proposal is, we focus on organizing Guyana’s development and economic programme around six pillars: these are the: Green Economy, Blue economy, Service Economy, Agrarian Society or Agricultural Economy, Oil and Gas Economy and Natural Resources Economy; all of our policies, strategies, programmes and plans will be developed around these as well as be interlinked in order to achieve our overall national and development objectives. What is noteworthy about China’s focus is that the country is on their 13th FYP, hence underscoring continuity. If Guyana’s development and economic agenda is built around the six pillars mentioned, the country can follow a similar path of continuity for the next 30-40 years because there are not political party specific. There

would obvious be some changes more in terms of how they are achieved but fundamentally could be generally accepted. At the moment we are activity-driven, let’s take the new bridge to be constructed over the demerara river. That is an economic activity to create greater and possibly easier access. It contributes to the transportation sector, add value to infrastrutural development, but where is the wider context. Let’s now link it to the wider context of the service economy, natural resources economy and the agriculture economy, specifically as it relates to Regions, 3 , 2 and 7. As people we will then be able to locate and relate the positive impact of the new bridge to the development of specifically these three regions. This will also inform the debate on whether to keep or not to keep the Demerara Harbour Bridge based on the projections for these three regions, not only as it relates to residential usage but economic activity, both bridges will be necessary. Policy development requires specialized skills and expertise according the Paul ‘as important as this is for the subsequent stages …this stage is often ignored or improperly developed. One of the reasons is that it requires deep specialist analysis…to be combined with a clear assessment of the country’s consensus on its development outcome’. Finally, to many of our young and old people seems not to know or to have lost their sense of purpose as to their role in the growth and development of their country. Audreyanna Thomas

Pay Teachers What Was... From page 4 teachers’ union simplify their case for now by scrapping the miscellaneous items and stick to getting their proposed percent increases. Increases of 40% annually for the next three years will go a long way to ameliorating the dire needs of all teachers. The solution to many of the problems which plague us as a society is increased salaries for public servants. If we want to see improved pass rates for students which will give them a better chance in this increasingly challenging globalized environment, increase public servants’ salaries. If we want to see an improvement in public health care, increase public servants’ salaries. If we want better infrastructure which lasts, in-

crease public servants’ salaries. If we want to see reduced corruption in GRA, the police force and other government institutions which handle money, increase public servants’ salaries. Just increase public servants’ salaries. Once the unions have been able to establish an acceptable living wage, they should immediately pursue efforts to recover monies due to public servants for back years. Best Regards, Craig Sylvester.

THE TRUTH ABOUT THE AFC FROM THE HORSE’S MOUTH DEAR EDITOR, The Alliance for Change is now faced with a hasty exodus of the remaining few of its honest, committed and hardworking members as the Local Government Election (LGE) approaches. Two days ago Mr. Gladwin Abdulla followed in his brother’s footstep and resigned from the AFC and joined the PPP/C to campaign for the upcoming LGE. This move took me by surprise since Mr. Gladwin was totally determined that the Coalition was the best solution to have ever happened to Guyana since ‘change’ will pervade the land and the ‘good life’ will enter the homes of the impoverished and corruption will be a distant memory. So I called him and seek an explanation for this drastic metamorphosis. What I heard was the most pitiful tale from a neophyte politician caught in a corrupt web of deceit woven

by his seasoned counterpart who thought they saw a gullible fly. I immediately recalled the poem, ‘The Spider and the Fly’ written by Mary Howitt (1799-1888). The Spider had said, “Will you walk into my parlor?” said the spider to the fly; “Tis the prettiest little parlor that ever you did spy”. Fortunately, Mr. Gladwin did not suffer the same fate as did the fly, the flattery did not last long and he soon saw through the façade of pretensions and hypocrisy peddled by the AFC ministers and Party officials. He told me that various ministers who visited Region 6 would often compliment him for the great work he was doing both for the Party and the residents in Region 6. His zest and zeal for community development was recognized by everyone and he claimed that he would even utilize his personal funds to do community works.

However, he explained that corruption was spiraling out of control and the AFC Ministers who regularly visited Region 6 did not even bat an eyelid even though the media is replete with allegations of corruption. He further explained that the proverbial straw which finally broke the camel’s back was the $120 million road slashing contract which was awarded to mostly AFC members and officials. Mr Abdulla’s brother who was an AFC’s NEC member resigned soon after the Coalition won the 2015 General Elections since he was also shocked by the high level of corruption which began in earnest as soon as the APNU/ AFC Government took office. Both of these gentlemen are now campaigning on behalf of the PPP/C in the upcoming LGE. Yours sincerely, Haseef Yusuf RDC Councilor Region 6

Clogged trenches at Prospect Dear Editor, I would like to request the assistance of your newspaper to bring attention to the state of the trenches in the village of Prospect, EBD, as well as the bridge of access to the Covent Garden Nursery school. To the best of my knowledge the trenches have not been cleaned in many months and the grasses and vegetation in the trenches have reached an alarming density and height. In the pictures attached, all the large expanse of greenery are in fact trenches. This is especially troubling as it leads to flooding and the spreading of diseases through mosquitoes utilizing the stagnant water as their breeding grounds. The other issue of concern is the access bridge to the Covent Garden Nursery school. The approach to the bridge and the descent from the bridge is quite a muddy mess in the event of rainfall as well as the approach to the Nursery school itself. The bridge has widely spaced boards with holes that are not at all safe

for daily traversing of little feet. The trench the bridge crosses is also filled with bushes. The relevant NDC has been repeatedly contacted but to no avail. School will be back in session soon. It is my hope that by bringing

to light this issue in your newspapers some action will be taken. Thank you very much in anticipation of your cooperation. NB: the pictures will be sent in several emails as it’s too much for on Saaliha Khan

JUST AS WITH THE OIL BOOM, SPORTS WILL RISE IN GUYANA DEAR EDITOR, Just as oil, sports and youth development have the will to rise in Guyana, sports, games and physical fitness have been a vital component of our civilization, as evident from the existence of the highly evolved system of yoga and the vast range of highly developed indigenous games, including martial arts. The intrinsic linkage between sports and games and the human quest for excellence was recognized ever since the inception of human civilization, reaching its epitome in the Greek civilization, which was the progenitor of the Olympic movement. As stated in the Olympic character, Olympism is a philoso-

phy of life, exalting and combining in a balanced whole the qualities of body, will and mind. So also is spirituality, based on the complete control of body and mind. Blending sport with culture and education, Olympicism seeks to create a balance and rounded individual development. Sports and physical activity have positive effects on both individuals and society in general. There is no clear distinction , between the intrinsic value of physical activity and the social significance of sport. Sport at all levels is important for both those who participate and many people around them. The value and

effect of playing sport is the primary reason, why the state provides funding for sporting activities. Support for voluntary membership based sports clubs, is important for the maintenance and development of a comprehensive , strong range of various local activities. In closing a well maintained sports facilitiy is needed in Guyana, so that as many people as possible can play sports and engage in physical activity. It is also very important that facilities reflect the population’s activity profile. Yours Sincerely. Ivan .A. Bentham Councillor Apnu+Afc Region Four

Guyana’s Presidential Candidate of Party G, the election declaration will then be accepted as final, by other countries with minor exceptions. Of course, we will have the usual post mortem electoral analysis of what could have been done better, etcetera, etcetera, etcetera from all the respected local and international institutions and Governments in countries such as the United Kingdom and Canada, most of the other countries will

queue up behind the declaration of t h e U n i t e d States and the agents of ExxonMobil. That is the q u a n d a r y of our politicians: personal power or the welfare for Guyana and Guyanese. A book authored by Guyanese Eric M. Phillips and titled “Know Thyself”, published in 2013 - referenced Aesop as the greatest story teller of all time… and that Aesop fables were short simple tales with moral endings transcending time and place. One of Aesop’s famous quotations referenced in the book is “United we stand, divided we fall.” Guyanese political, civil and media leadership need to stand united against this ignoble 2% contract. A NURSE’S PLIGHT DEAR EDITOR, As I type you this letter my eyes are very teary to see my husband unable to provide for his family despite the change we both voted for. My husband is a Nursing Assistant and was in the process of updating his professional status to Registered Nurse when he received a letter stating if he continues the course he will be paid a stipend for the next three years. The stipend is sixteen thousand dollars a month. If he decides to drop the course he has to repay the government for the months he was paid his salary which is a total of five months. Let be back up a bit, he did the Professional Nursing Course and kept failing one particular paper of which the last time he did a re-sit, the paper had a typographical error. After failing again he was devastated since the only chance was to do the entire course again, which he refused to do . After much encouragement by myself, family and close friends he applied for the course again this year. Now this is my problem, at the interview the matter of salary was never discussed

and he was not briefed on some memorandum which stated that persons who wished to pursue a Bachelor’s Degree or Post Graduate qualifications and have been employed in the Public Service for not less than a period of five continuous years of pensionable service or more could be granted study leave with pay and those less than five study leave without pay. Now a couple of things I have been questioning: my husband is already serving in the capacity of nursing assistant and should be paid for that. Secondly he’s on contract at the hospital he is stationed at and not a part of Public Health staff so he does not fall under the category of being a pensionable worker so in my mind this does not apply to him. Thirdly he is not pursuing a Bachelor’s Degree or any Post graduate upgrades he simply wants to complete his Professional Nursing Certificate. My husband is not a lazy individual rather he is very ambitious and a very good nurse, he loves what he does. He went to several meetings with persons in office and authority who he thought

could give him some assistance including our Honourable Minister of State, Mr. Harmon twice but no one is doing anything. The government is saying young people should get up and be employed, upgrade, develop themselves, these are things he is trying to do while supporting his family. We are in the process of building our home. The work has already started, we have bills to pay, our son is now starting school, we have to eat, and we have to survive. How can you corner a man to a wall like that? It hurts to see your loved ones suffer. Now the only options he has is to do the course with sixteen thousand dollars a month. What on earth can that do? Nothing! Or work the five months without salary? Is that fair? Is that the change we both voted for? Is that the type of people we have governing our nation who don’t care about the small man, this is a young man who is trying to make something of himself and live up to the commitments of his family and the government wants to destroy that. It is a shame, a real shame. A concerned wife

NEGLECT BY NDC CHAIRMAN DEAR EDITOR For the past weeks I have been complaining of the unsanitary and clogged drains in the La Jalousie community. It is with dismay that I pen this letter . Several complaints were made to the La Jalousie/ Nouvelle Flanders NDC while

a number of telephone calls were made to the Overseer. On all occasions the Overseer related that whenever he asked to send the labourers to the community they are sent elsewhere. Whenever the rain falls my yard is flooded due to the clogged drains. I tried to keep my drains clean but it is the NDC’s responsibility to do that. Other neighbours and residents share similar sentiments. Residents believe that nothing is being done for our community while other villages such as Windsor Forest are favored. It is a fact that all the capital works and programmes budgeted to

happen in Windsor Forest while other communities like ours are left on the sidelines. Why is this so? It has been three years since the new council took over and the chairman and council con t i n u e t o d o whatever they feel like and neglect residents who put them there. It is total ignorance by the NDC chairman who residents believe is very rude and incompetent. To the ch a i r man and councillors of the Lajalousie/Nouvelle Flanders NDC , please get this right! Local governm e n t e l e c t i o n s a re just around the corner. Sincerely, Concerned resident

Lack of capacity to audit ExxonMobil’s pre-contract cost…

This is an astounding admission of incompetence by Govt. – Chartered Accountant Chris Ram Chartered Accountant, Christopher Ram has questioned the statements made by Minister of Finance, Winston Jordan regarding the lack of capacity to audit the precontact cost submitted by ExxonMobil. “That is the most astounding admission of incompetence to have emanated from this government. If you can’t audit US$460M how are you going to be able to audit US$4B? Who did Mr. Jordan

consult to know that the country does not have the capacity?” Ram questioned. Nearly two years after the 2016 Production Sharing Agreement (PSA) was signed between the current Government and ExxonMobil, Jordan told reporters last week that Guyana currently still lacks the capacity to audit the US$460M. “It is really a tough issue for us,” Jordan stated. He added, “We are still

putting systems in place to do all the monitoring of expenses by ExxonMobil. I must admit that we hardly have any skills at the moment, but it is not as if we don’t audit this thing in 2015 then we’ve lost all chances.” Ram stated that ExxonMobil must be laughing at the ridiculousness of some of the statements emanating from Guyana’s Government. He described it as ‘simply mind boggling’.

“The accounting professionals should take offence at such a statement and even our Audit Office,” Ram noted. He suggested that Minister Jordan should consult with the Minister within the Ministry of Finance, Jaipaul Sharma, who has successfully piloted several investigative and complex audits. “Sharma oversaw dozens of audits, often of a far more complex nature. We do have the capacity. In the case of the audits that Mr. Sharma supervised, you didn’t (Continued on page 11)

Opposition members are to visit the office of the Special Organised Crime Unit (SOCU) at Camp Road today. According to Opposition Chief Whip, Gail Teixeira, the aim of the visit is to present the findings of the Public Procurement Commission (PPC)’s report on a consultancy contract for the new Demerara River Bridge. The PPC report highlighted procurement breaches in the award of contract to LievenseCSO Engineering Contracting BV, a Dutch company. The move to SOCU follows a statement released by the Ministry of Public Infrastructure on Monday which sought to justify the process used to award the contract. Teixeira told Kaieteur News yesterday that the statement by the Ministry totally ignored the PPC report and its findings. “We will be submitting the PPC report to SOCU,” Teixeira assured. The Chief Whip had written to the PPC requesting the investigation into the December 2016 contract award. The PPC noted that the reference tender was for $148M. The PPC in its investigation found that the Minister of Public Infrastructure,

Opposition Chief Whip, Gail Teixeira David Patterson’s request to Cabinet for approval of the contract was not forwarded through the National Procurement and Tender Administration Board (NPTAB). Based on the PPC report, the submission by Patterson, directly to Cabinet, was in breach of the Procurement Act. The PPC found that the procurement procedure used to select the company did not meet the requirement of any of the methods described in the Procurement Act. Additionally, the PPC probe highlighted that the General Manager of the DHBC, Rawlston Adams signed the agreement without the approval of the DHBC Board. LievenseCSO was one of

23 companies that responded to a November 2015 advertisement from the Ministry for the feasibility study for the new Demerara River Bridge. Twelve companies were shortlisted and were requested to submit detailed proposals. Only two companies submitted detailed proposals as requested. The Ministry noted that having reviewed the two proposals, an evaluation Committee deemed one of the two detailed submissions as being inconsistent with what was required, and the other, far in excess of budget, even after negotiations with the bidder. Consequently, the Ministry noted, with the agreement of the NPTAB, it annulled the tender process. According to the Ministry, this then left the Government “in a most peculiar situation of having faithfully and dutifully executed the outlined procurement process and having yielded zero result for a project which is of national importance”. The Ministry admitted that an unsolicited proposal was received from LievenseCSO Infrastructure & Environment with Econovision and Ace Consultancy. The Ministry stated that the proposal satisfied the government’s requirements. Further, it was noted that given the relevant time constraints, it was felt that it was in Guyana’s interest to take advantage of the proposal.

Mission accomplished! During the last years of the PPPC administration, there used to be a man riding around, dishevelled and with a filthy tongue shouting profanities at the government and their officials. For years, he would ride around verbally abusing the PPPC leaders. He had had his wish. On 15th May 2015, the APNU+AFC coalition won the general elections. The verbal tirade ended. He was hardly seen around. Some people thought that he had passed on. He is still alive and kicking, but he is silent these days. He rides silently. His mission accomplished. He is still unkempt, still rides a bicycle. His political masters have not rewarded him. He is still poor and looks even more emaciated these days. His fortunes seem not be have improved. But he is not complaining about the government. This is the sort of personality which VS. Naipaul would have made a case study.

There are many like him who are living contradictions. There are many supporters of APNU and the AFC who supported them when they were in opposition who are in no better shape today than they were three years ago. Yet, they have not given up on the ruling elite. They still believe that better days are ahead and that they will end up financially secure if not rich. They are hoping that first oil will do what has not been done over the past three years. They are hoping that riches will come their way. But also they really do not care if it does not happen, because they have gotten their wish – the parties they support are in power. When you consider the oil reserves which ExxonMobil says that it has discovered, then every single Guyanese should be rich today. No one should be poor. People should not be emigrating. Reverse migration should be taking place. But it is not

happening. Nor should we be fighting among ourselves. The opposition should not have to criticize the government; the government should have been able to agree to some sort of plan with the opposition given the billions of barrels of oil which lie offshore. The teachers should not have to strike for a 45% wage increase and then only agree to an additional 5% per annum. Every household would have been able to receive a cash-grant of $400,000 per month, not per year. But instead of signing a proper agreement, instead of properly marketing our oil, instead of ensuring local content legislation, Guyana gave away its oil wealth in exchange for a 2% royalty and 50% of profit oil. Now we are learning about free oil, without caps. And guess what? The supporters of the government could not give a hang about the poor deal which was negotiated with

Dem boys seh ...

It easier to find a virgin in a brothel When Soulja Bai seh he want an unbribable police commissioner people seh that he trying to achieve de impossible. People remember Laurie Lewis. He was de longest serving police commissioner and even some politicians did frighten him. But dem had certain people who did know to approach him and to this day dem believe is he mek de Monica Reece case still open. Dem had Henry Greene. When he dead he had nuff counterfeit United States dollars. De Treasury did not pay him that money suh it had to be

that somebody give him. And people don’t give away money just like that. It had to be a bribe fuh something big. That is only two Commissioners that dem boys suspect was not unbribable. Just de odda day dem had this policeman who guh to raid a camp and a miner end up dead. He was there to serve and protect but like he choose to serve heself and protect he partner. This same policeman refusing to go pun an ID parade, because he sure dem have people who might pick him out fuh odda crimes. Poor Soulja Bai got a task pun

he hand. He probably seeking de impossible, unless he gun go to de maternity ward and tek de commissioner from de day he born and mind him till he get big. That way he gun know fuh sure that de commissioner unbribable. In fact he can mek an entire police force in that way because dem boys seh de whole force want changing. De task that Soulja Bai set heself is like a man looking fuh a virgin in a whore house. And he might have more luck than Soulja Bai. Talk half and watch Soulja Bai waste he time.

ExxonMobil. It is not that they do not know that a poor deal was signed. They know. They are sane enough to understand what they have been hearing and reading. But they are not going to stand up and call a spade an spade, at least not when it comes to the government. They have found and will continue to find excuses to defend the government. Like the man on the bicycle, they will blame the previous administration, even though

they know better. So why should they care about the Belt and Road Initiative (BRI). This newspaper has been pointing to the dangers of Guyana becoming part of the Belt and Road Initiative. This newspaper has pointed out the debt-trap into which many countries have fallen. This newspaper has exposed what happened in Sri Lanka and in Pakistan. But yet there is not a protest has been registered about the BRI.

Perhaps they are like the man on the bicycle. Perhaps the main priority was not the well-being of Guyana, but merely to see the backs of the opposition. Perhaps, like the man on the bicycle, their mission has been accomplished.

=== The Freddie Kissoon column ===

Can someone tell the AFC to stop this nonsense? Ravi was going to a wedding in Berbice. He asked his cousin for a ride i n t h e c o u s i n ’s B M W. “Sorry I’m filled up” was the answer. He went to his uncle to pinch a space in his uncle’s SUV. “Sorry, I haven’t got space even for a baby” came his uncle response.” Ravi in desperation headed for the Berbice car park at Stabroek Square. The only available transport is a packed minibus. He took a seat. After the wedding, Ravi posted on social media that he went the mini-bus route because he wanted to mix with the common folks and stop along the way to see the villages. Ravi lied. The minibus way was forced upon him. This is the identical situation with the

AFC’s decision to enter the November local government elections (LGE). Against this background, it is utterly bewildering why the AFC leadership as a group and in their individual capacities, are making pronouncements that make them look terrible in the eyes of people that they will ask to vote for them. They continue to say that going into the LGE as the AFC is necessary, so as to show the nation that they are a strong party with support. In fact, the word “necessary” was emphasized. But that is not truthful and factual. That is pure deception. The AFC failed in its negotiations with APNU for a LGE accommodation. The direction was forced upon

the AFC. Having admitted that the dialogue for an LGE arrangement broke down, why then tell the nation it is necessary to contest the LGE to prove your strength. The AFC went into directions that were extremely weird and excessively morbid after it got into power in May 2015. I had promised readers to cite the number of columns I did on the pitfalls of the AFC since it settled into power. They were so many that I stopped counting after I reached eleven. Since the announcement that it will participate in the November LGE, the commentators and letters have been travelling on a broad consensus road – the AFC electoral existence is threatened. How did the AFC arrive at its present predicament? I need not repeat those columns which have exhausted the subject. But

some new notes are in order. What the AFC decided on as a matter of policy is that it would no longer continue as a separate electoral entity. The policy was wrapped in cement – there would be an electoral entity named APNU+AFC. In both local and general elections, there would be a contestant named APNU+AFC. How that pathway was arrived at is extremely enigmatic. How can a supporter say I like the AFC, I am glad it is a third force, I will vote for it, when the AFC will not advance its ideology, worldview and agenda, as a distinct and separate political party competing for votes within that kind of existence. The AFC has not explained even to its highest body – the national executive - why it shaped its future to become an integral part of election machinery with APNU. I know definitely that there has never been an official ana-

lytical explanation by the leadership of the AFC why it chose such an electoral future. Now that is behind the AFC, it would be more than intriguing to find out from its bigwigs why it felt comfortable with such a change in status. I honestly don’t think that my columns in the past three years on the AFC have left out any dimensions of its biology and physiology, so I doubt whether I will pursue any further analysis. I honestly believe it will do so poorly in the LGE that the PPP will laugh at it and the PNC will not accept the AFC’s 2020 overtures with any substantial concessions. The war room of the PNC will demand to know what crucial role the AFC will play if the 2020 elections are to be won. There are powerful actors in the PNC who will frenetically argue that if the AFC comes on board in 2020, then it must not be treated

Frederick Kissoon even as a small brother, but simply be seen in symbolic terms. Out of that configuration, PNC leaders will say that the best the AFC should be offered is patronage. My prediction for the relationship in 2020 is one of two things. There will be an APNU+AFC ticket, but with no written covenant as we had with the Cummingsburg Accord. The PNC will argue that there cannot be any guarantees. Alternatively, if the AFC rejects this, it will contest alone and fail.

Education Ministry to announce CSEC, CAPE results tomorrow With 19 grade one passes, the nation’s top Caribbean Secondary Education Certificate [CSEC] examination performer this year is a male student of the country’s premier secondary school – Queen’s College [QC]. This is according to reliable information filtered to this publication. QC has over the years been able to consistently produce top performing students at the Caribbean Examinations Council [CXC]-administered examination. In fact the school’s head teacher, Ms. Jackie Benn had told this publication last year that achieving the outstanding results was as direct result of the strong partnership between teachers and students, the school has been able to maintain over the years. According to Benn, a plan was crafted to with the view of bringing into being an enabling environment for students to learn. The plan, Benn said, has been working well for her school. QC has over the years been producing many top performing students who have over the years opted to write much more than the 11 subjects that the school’s timetable would easily allow. Last year QC’s Michael Bhopaul wrote 25 subjects of which he secured 21 distinc-

tions, and was named the national top performer. Several other schools have also been producing students opting to write a large number of subjects. But the Ministry of Education had last year made it clear that students will not be permitted to write many subjects if they do not have the ability to matriculate. Chief Education Officer [CEO], Mr. Marcel Hutson, had said that “if we allow our children to write [many subjects], particularly in our junior secondary schools, it will affect their performance and we don’t want their performance to be affected.” The CEO had noted that the Ministry does not intend to spread its resources thin at the expense of students not being able to matriculate. Although a circular was disseminated throughout secondary schools, that limited the number of subjects students will be able to write, at the senior and junior secondary schools, Hutson explained that the Ministry has also made provision for exceptional students. Based on the circular, students of senior secondary schools were limited to 10 subjects and those of junior secondary schools were limited to six. Since alternative provisions were made for ex-

ceptional students, Hutson assured, that students who were capable would still be allowed to write as many subjects as they like. In an interview with this publication, Minister of Education, Nicolette Henry, had explained further that students would be allowed to write as many additional subjects as they like based on the recommendation coming from individual schools. “If your school recommends that you do so many subjects, then so be it...they make their recommendations based on performance; so based on your performance they can even recommend you to do 30 something [subjects] or based on your performance they could recommend that you do five...that has always been the case and will remain the case,” said Minister Henry, even as she asserted that the school system is always required to work with rules and regulation. Moreover, the Minister amplified that the focus of her Ministry is more on quality of performance and not on the quantity of subjects written. “The number of subjects, this can get you some attention, [but] it is not our primary focus, our focus is to ensure that students in the secondary schools are able to matriculate, and that is to pass

Magistrate defers ruling in Dr. Westford $600M larceny trial Principal Magistrate Judy Latchman has deferred her ruling on whether the prosecution has proven a case beyond reasonable doubt in the trial of former Minister of Public Service Dr. Jennifer Westford and her Personnel Officer Ms. Margaret Cummings. Together, Dr. Westford and Ms. Cummings have both denied 24 simple larceny charges which alleged that between August 2011 and April 2015, while being employed in the Public Service of Guyana, they stole $639,420,000.

They are currently out of $4.8M bail each. The ruling, which was initially set for Tuesday, was put off until next Friday, August 24, after a request was made by lawyers for the defendant. According to court facts, Westford was employed as Minister of Public Service from 2001-2015, while her coaccused was the principal personnel officer of the Ministry. Cummings was also in charge of the Ministry’s accounts department. It was alleged that on numerous occasions

Westford signed memoranda amounting to $639,420,000 and sent them to the Office of the President for approval. Approval was granted and cheques were prepared and encashed by Bank of Guyana (BoG). The monies were requested to carry out various activities throughout the 10 administrative regions. However, personnel from the various regions were contacted and denied ever receiving the cash. Investigations were carried out but the monies were never recovered.

This is an astounding admission... From page 7 always get the cooperation of some of the auditees. The document trail might have been missing or gone cold. In the case of ExxonMobil, they have a contractual duty to maintain records which need to be verified,” Ram noted. Ram had previously expressed the view that Guyana should not have included the US$460M pre-contract cost in the PSA without having it audited. He had also pointed out that the US$460M only accounts for 1999 to 2015.

Ram is of the opinion that the cost is overstated by US$92M and that additional pre-contract cost should be expected for the period January 2016 to October 2016. International Lawyer Melinda Janki indicates that Guyana is already in a US$900M hole as of October 2016. Costs continue to be incurred from 2016 to now, towards the development of the Liza Phase One Project. This will be added on top of the pre-contract cost, which is all cost recoverable.

ExxonMobil has boldly stated to be open to such an audit should Guyana make the request. Jordan had stated that persons requesting Government hire the necessary skills should also indicate how the hiring would be funded. “Mr. Jordan doesn’t have a clue of what he is talking about, and to think he is a part of the quintet of Government Ministers overseeing the oil and gas sector is what bothers me so much,” Ram pointed out.

Mathematics and English,” asserted Minister Henry. The official release of the results of the 2018 CSEC examination, along with the results of the 2018 Caribbean Advanced Proficiency Exami-

nation (CAPE), will occur tomorrow at the National Centre for Educational Resource Development [NCERD] in Kingston, Georgetown, at 13:00 hours, a statement from the Education Ministry said.

According to reports reaching this publication, the Ministry of Education will have a lot to celebrate, since based on the results, Guyana’s performance this year has noticeably improved.

$2B in mercury-free initiatives for gold mining announced Two major projects targeting the reduction of the use of mercury in mining will soon be introduced as part of a National Action Plan (NAP) on the phasing out of mercury in the mining sector. On Monday, the Ministry of Natural Resources met with regulatory agencies, miners’ associations and international partners to discuss the advancement of the Minamata Convention on Mercury. During the meeting, it was noted that Conservational International (CI) Guyana and the World Wildlife Fund (WWF) are preparing to introduce two major projects which will see the reduction of dependence on mercury. CI Guyana in collaboration with the Global Environment Facility (GEF) will soon introduce the Eldorado Gold Project. The $1.2Billion (US$5.8Million) project will work with artisanal and small-scale miners in Regions Eight and Nine to explore mercury-free mining by 2025 along the supply chain from prospectors to producers. The WWF, with funding from the French Global Environment Facility (FFEM), will be working with the Guyana

Geology and Mines Commission (GGMC) to align the Minamata Convention. The $804Million (€3.4Million) project will see the demonstration of mercury-free extraction models and sharing of mercury data on a regional level. Both of these projects are scheduled to be launched later this year. Guyana signed onto the United Nations Minamata Convention on Mercury in 2013 and ratified the convention in 2014. The ministry said it has partnered with the WWF and the GGMC to draft a (NAP) which will see a phased reduction of the use of mercury in the mining sector to complete elimination by 2027 through the implementation of a phased mercury reduction strategy. The NAP captures a number of objectives and strategies as outlined in the Minamata Convention. These include mercury use reduction, increasing the viability of small and medium scale mining, management of mercury waste, environmental assessment, contaminated sites, public health aspects and public information awareness and education. Monday’s meeting

Govt. has announced programmes involving $2B to help miners to ease on mercury use sought to create a working group to advance the work of the NAP and address any shortcomings in the document, Minister of Natural Resources Raphael Trotman said. The stakeholders will be meeting again in September.

Public Security Ministry seeks help in locating juvenile escapee The Ministry of Public Security is appealing to the public for help in locating the 16-year-old robbery accused Leon Patterson who escaped from the Juvenile Holding Facility two Thursdays ago. A release stated that the discovery was made when the teen’s mother came to visit him between 12:00hrs and 13:00hrs that day. “An instant search of the premises and surrounding areas was then made which proved futile, after which security cameras were examined, which revealed that one juvenile was emptying garbage, while the escapee was seen walking towards the admin building unaccompanied, and showed by another camera later exiting the admin building through the back door. “The relevant authorities were immediately informed and the facility was visited by ‘A’ Division Commander and other officers of the Guyana Police Force, and a search of Sophia area was immediately done by Police from ‘A’ and ‘C’ divisions. Anyone with knowledge about the teen’s whereabouts is asked to contact the nearest Police Station as police continues their search. The teen, who is on gun and armed robbery charges, and who has a history of es-

caping from custody, slipped out of the Juvenile Holding Centre at Sophia, reportedly after being taken to the Admin. office to speak with a senior civilian staffer. Kaieteur News was told that after speaking to the staffer, the youth exited through the back door of the office. He reportedly then slipped through the main gate. A source said that a police rank had escorted the juvenile from a cell to the office. However, the ranks are reportedly not allowed to be present when the juveniles are being interviewed by civilian staff. In a recent interview with Kaieteur News, his mother related that she has not seen or heard from her son since his escape. She is pleading with the public not to harm him, but to contact the police. “I don’t want to be involved. I’m tired of him misbehaving. Let the police handle the situation,” she said, adding that, on numerous occasions she has told her son to stay away from bad company and find a job. The single parent said that her son keeps the company of older male friends, most of whom are unemployed. “To be honest, I mek de children, me ain’t mek dey mind. Let the police catch him and place him before the court and what-

ever the Magistrate do I’m okay with it.” The woman related that she is always there for her son and would attend all his court hearings to lend support. Despite his age, some police ranks at the facility view him as a potentially dangerous inmate. According to one source, he has repeatedly been found with sharpened implements. Just about a month ago, he reportedly sawed through metal bars in his cell, but other juveniles tipped off police ranks in time to foil his escape. The youth was arrested last April after he allegedly slapped a painter and robbed him at gunpoint. The incident occurred in ‘C’ Field, Sophia. Police, acting on information, went to the teen’s home, where they allegedly found him with a revolver, a cell phone and other suspected stolen items. A police official stated that the teen claimed that he rented the firearm from a ‘C’ Field, Sophia resident, whom he identified. But after being taken into custody, the youth bolted from the Cove and John Police Station, after asking a rank to use the washroom. When he turned up at his mother’s home, the woman alerted the police and he was rearrested.

The need to have conclusive, viable alternatives to mercury is more important than ever following health and safety concerns that arose earlier this year with unsafe emissions at the

Guyana Gold Board’s Brickdam facilities. The complex has since been cleaned up and mercury emissions were declared below threat levels by a PAHO/ WHO team that conducted

an assessment. Miners in recent days have appealed for Government to assist more in helping them to find alternatives way of mining to mercury use.

Miners’ body appeals for CoI into alleged police extortion - slams Govt. over industry’s downturn The Guyana Gold and Diamond Miners’ Association (GGDMA) says it is “condemning in the strongest possible way” the alleged extrajudicial killing, by the Guyana Police Force, of a miner in the Puruni area. “This is the latest in a series of contemptuous actions being meted out by the Government of Guyana against the mining industry, starting even at the highest level,” the mining association said in a strongly worded statement yesterday. The organisation called for an immediate investigation into the alleged execution of a miner who was working “legally on a legal claim”. According to reports, Brazilian miner, Estevao Costa Marques, 29, was shot dead in a Puruni mining camp, Region Seven over the weekend, by two cops who apparently were not supposed to be there. Brought to the city, the policemen are being accused of shooting the miner from behind. Police ranks were being accused of raiding camps and demanding gold, while reportedly checking for documents. The GGDMA is calling on President Granger to “establish a Commission of Inquiry into the ongoing neglect, cor-

ruption, shakedown and extortion and now murder of miners at the hands of the security forces and appointed government officers”. “The GGDMA notes the current level of impunity in which brutality and neglect is allowed to be meted out to members of the mining industry. The ongoing neglect of the backbone of the Guyanese economy has not gone unnoticed.” According to the association, when the Minister of Finance takes to the media to “bemoan and lament” the dismal performance of the Guyanese economy, he must also address the outstanding issues under his portfolio that are negatively impacting the industry and then “look squarely in the face of his colleagues who, for the last four years, have mismanaged and neglected the industry which carried Guyana on its back. No one in the Government is doing anything to help miners, they are just applying pressure. We are demanding our respect”. According to the miners, there seems to be no one in charge of the mining sector and the government is yet to articulate its policy on continued mining in Guyana. “There is an increasing

level of bullyism taking place and public officers are clearly operating outside the law without consequence. The most recent murder of a miner and the recent detention of a dredge sailing in the Demerara River (not dredging) by an unauthorised regional authority officer demonstrate clearly to all miners that Government does not care about miners or their families.” GGDMA said that death, corruption and frustration are now the pillars on which the current government seems to be moulding the industry. “For more than three years now, no major mining roads have been constructed, and many existing ones have been allowed to disintegrate to a state of impenetrability. Mining is surely on the downturn and the blame for this lies squarely at the feet of the current government.” GGDMA said that more than three years later, the President of Guyana is still refusing to meet with the largest private sector employer in Guyana. “We will not take it anymore,” the body warned. Gold mining has been leading the foreign exchange earners for Guyana for the last decade.

She added that she believed the evidence of the witnesses, led by Customs Anti Narcotics Unit (CANU) Prosecutor, Konyo Sandiford. She went on to tell the court that the Prosecutor was able to prove the case beyond reasonable doubt. Before sentencing, the Magistrate told the court that she took into consideration the prevalence of the offence. She pointed out that the court had to impose a sentence which would serve as a deterrent. Magistrate Latchman added that she also considered the quantum of drug involved and the manner in which it was concealed to be trafficked thereafter. Carmichael, after hearing that he was sentenced, began to cry, and he stated that he was innocent of the charge and that it was setup.

comes on the heels of a recent announcement by the Securities and Exchange Commission that it was ending its probe into Exxon’s valuation of its reserves and public disclosures about climate risks and the company faced no punishment. The employees’ suit is not the only one still pending against Exxon, however. In Massachusetts, Attorney General Maura Healey is investigating Exxon for climate changerelated deception and New York Attorney General Barbara Underwood is continuing an investigation started by former attorney general Eric Schneiderman into possible securities fraud by the company. Shortly after the investigations began, Exxon filed suit against Healey and Schneiderman in Texas, alleging that the investigations are politically motivated and violate the corporation’s federal constitutional rights, including the right to free speech. In that suit, Kinkeade initially ruled that Healey must submit to a deposition, but later relented and sent the case to New York, where it was eventually dismissed by U.S. District C o u r t J u d g e Va l e r i e Caproni, who called Exxon’s allegations that the investigations are politically motivated a “wild stretch of logic.”

Diamond natural gas well acts up again - GGMC Engineer says, “It’s perfectly normal.”

The scene after the area had resettled.

The eruption in the wee hours yesterday Diamond residents went into panic once again in the wee hours yesterday, when there was what was thought to be a recurrence of an eruption of a Natural Gas well that was recently capped a few weeks back, after a Diamond home owner attempted to drill an illegal water well, that turned into a disaster for himself and most neighbours within proximity to where the well was being dug. The initial natural gas explosion that occurred a few weeks ago, at lot 1200 4th Street, Section A Block X, Diamond, sent shock waves through the community, and many residents of 6th Avenue were left in fear after repeated booming sounds reverberated from the premises, and a huge geyser could be seen on the premises. The well was being dug by Soownauth Gorakh, the home owner, when all pandemonium broke out after a natural gas pocket was ruptured. The original eruption caused damage in the tens of millions and saw a collaborative effort of a number of agencies including Guyana Geology Mines Commission (GGMC). This effort was spearheaded by the Civil Defence Commission (CDC), which is the body that deals

with disaster responses in Guyana. The GGMC had just recently capped the well and was “waiting for the casting to cure”, with one of the proposed intentions being to harness the Natural Gas for use in a gas-powered generator in the area. Yesterday morning’s eruption saw members of the CDC, GGMC, Guyana Fire Service and Guyana Police Force responding promptly. When this publication visited the scene around 02:30 hrs, officials from the CDC were issuing safety warnings to all in proximity to the geyser that could be seen coming from a 20-ft. pipe that was placed on the well head, to see the free release of pressure that had built up. When a GGMC official, who happens to be an Engineer in Petroleum Technology, arrived on the scene, he reassured residents that there was nothing to worry about, since this was natural, and the next step was the setting up of a separator, which will deal with the separation of the gas from other substances that will be coming up, this will be followed by the placement of holding tanks to actually contain the gas, before it is used.

Officials from the CDC and GGMC discuss the way forward as it relates to the recent development.

Security camera records employee helping bandits to steal money safe - suspects forced to drop loot during confrontation with cops The employee of a Providence, East Bank Demerara family is to be charged with armed robbery after security cameras recorded him helping a gang to steal a money safe. Police said that the intruders assaulted the family member after demanding the keys for a safe containing cash and

Ex-Trump aide Manafort had ‘huge dumpster of hidden money,’ court told ALEXANDRIA, Va. (Reuters) - Paul Manafort had “a huge dumpster of hidden money” abroad, a prosecutor said yesterday, urging a jury to convict the former Trump campaign chief on financial fraud charges based more on a paper trail of evidence than the testimony of a former protégé. Special Assistant U.S. Attorney Greg Andres gave his closing statement in federal court in Alexandria, Virginia, where Manafort is on trial on tax and bank fraud charges, along with failing to disclose foreign bank accounts. The trial is the first to come out of Special Counsel Robert Mueller’s investigation of Russian meddling in the 2016 presidential election. The charges involve tax and bank fraud, not possible collusion between Russia and Donald Trump’s campaign for president. A Manafort conviction would undermine efforts by Trump and some Republican lawmakers to paint Mueller’s

Russia inquiry as a political witch hunt, while an acquittal would be a setback for the special counsel. The star witness against Manafort has been viewed as Rick Gates, his former righthand man, who was indicted along with Manafort but pleaded guilty and agreed to cooperate with the government. The defense has portrayed Gates as a lying thief who had his hand in the “cookie jar” and was only trying to reduce his own sentence. Andres argued that while Manafort did not “choose a Boy Scout” as his associate, Gates’ testimony was corroborated by other evidence, including nearly 400 exhibits. “The star witness in this case is the documents,” he told the jury. “That wasn’t a cookie jar,” he added, referring to the tens of millions of dollars Manafort had overseas. “It was a huge dumpster of hidden money in foreign bank accounts.” Prosecutors say

Manafort, 69, tried to mislead bankers with doctored financial statements in 2015 and 2016 to get loans and willfully failed to pay taxes on more than $15 million that he earned as a political consultant in Ukraine. Defence lawyers decided not to call any witnesses in the trial and Manafort, a veteran Republican political operative, will not testify in his own defence. In its closing argument, the defence took aim at Gates, who admitted in court to an extramarital affair. He also said he helped Manafort doctor financial statements, hide foreign income and evade hundreds of thousands of dollars in U.S. income taxes. Manafort’s attorneys have portrayed Gates as living a secret life of infidelity and embezzlement. Defence lawyer Kevin Downing told the jury that Gates had shown himself to be a liar. “He came in here and tried to get one over on you,” Downing said.

Turkey doubles tariffs on some U.S. imports ISTANBUL (Reuters) Turkey doubled tariffs on some U.S. imports including alcohol, cars and tobacco yesterday in retaliation for U.S. moves, but the lira rallied further after the central bank’s liquidity moves had the effect of supporting the currency. Ankara acted amid increased tension between the two NATO allies over Turkey’s detention of a Christian American pastor and other diplomatic issues, which have helped send the lira tumbling to record lows against the dollar. The currency <TRYTOM=D3> has lost nearly 40 percent against the dollar this year, driven by worries over President Tayyip Erdogan’s growing influence on the economy and his repeated calls for lower interest rates despite high inflation. It rebounded some 6 percent yesterday, briefly strengthening to less than 6.0 against the dollar, after the

Optimism about better relations with the European Union after a Turkish court released two Greek soldiers pending trial and a banking watchdog’s step to

Serena beaten by Kvitova in second round in Cincinnati (Reuters) - Serena Williams was beaten 6-3 2-6 6-3 by Petra Kvitova in a thrilling second-round match at the Cincinnati Open on Tuesday, ending the American’s bid for a third title at the event. Williams looked rusty in the first set, struggling to handle the Czech’s booming left-handed serve and never created a break-point opportunity. But the 23-times grand slam champion dug deep in the second, thumping serves and blasting returns to the delight of the supportive crowd under the lights. Williams appeared to be in command when she broke Kvitova to start the deciding third set but the two-time Wimbledon champion elevated her service game and was defensively resolute to set up a third-round clash with Kristina Mladenovic. For former world number one Williams, the loss is another setback as she attempts to get back to the top ranking after a difficult childbirth last year.France’s Mladenovic had earlier defeated qualifier Viktoria Kuzmova 6-3 6-0, while her sixth seeded compatriot Caroline Garcia defeated fellow power hitter Victoria Azarenka 6-4 7-5 to advance to the third round.

(Aaron Doster-USA TODAY Sports) Former world number one Azarenka, who on Tuesday was given a wildcard for the U.S. Open, never found her stride and committed her fifth double fault on match point to hand Garcia the win. Big-serving Czech Karolina Pliskova fired an ace on match point to dispatch Agnieszka Radwanska 6-3 63 in their first-round match. Pliskova had never won a set against Radwanska in seven prior meetings but cruised to the win over the 29year-old Pole, who is working

her way back from injuries. Greece’s Maria Sakkari edged 20-year-old Naomi Osaka in a closely contested second-set tiebreak to dispatch the Japanese 6-3 7-6(8) in their first-round match. Dutchwoman Kiki Bertens cracked eight aces and won 90 percent of her first serves as she strolled to a 6-2 6-0 win over American Coco Vandeweghe. Fifth seed Elina Svitolina outlasted Russian Svetlana Kuznetsova 7-6(1) 4-6 6-4 in their second-round clash.

Self-belief still there, says Stars skipper Pollard

KINGSTON, Jamaica, CMC – Embattled St Lucia Stars captain Kieron Pollard has insisted his struggling side still possess the self belief to turn around their ill-fated campaign in the Caribbean Premier League. Starts lost their third game in a row on Tuesday night at Sabina Park when they went down by six wickets to unbeaten hosts Jamaica Tallawahs. The defeat was the 14th on the trot for Stars dating back to the 2016 season, after also going winless last season. “I’ve played in enough franchises. I’ve played in a franchise where everyone thought we were dead and we came back and won the tournament,” Pollard said following the contest. “So for me in my mind, the belief is still there and in the mind of the guys, the belief is still there. Until we are mathematically out of this tournament we will continue to fight and we will continue to fight hard.” Stars suffered a 100-run crushing by reigning champions Trinbago Knight Riders on the opening night of the tournament in Port of Spain a week ago, before also losing to Guyana Amazon Warriors by three runs in Georgetown three days later. Last night at Sabina Park, they put up a challenging 175 batting first but then failed to defend it, and Pollard pointed that errors in the field had been to their undoing. “It’s the nature of the game. In order to win games and to win championships you have to concentrate for 40 overs and we haven’t been doing that,” Pollard explained. “Having said that batting first on that pitch

Regional Under-19 Championship – 2nd day, keep 2nd round Unbeaten Tallawahs woeful Stars winless KINGSTON, Jamaica, CMC – Woeful St Lucia Stars plummeted to their 14th defeat on the trot, going down to Jamaica Tallawahs by six wickets in the seventh match of the Caribbean Premier League here Tuesday night. The visitors did well to get up to 175 all out off their 20 overs after opting for first knock at Sabina Park but the hosts produced a measured run chase to get home with two balls to spare, to post their second straight win. Kiwi opener Glenn Phillips lashed 58 off 40 balls while West Indies star Rovman Powell steered Tallawahs home with a typically entertaining unbeaten 43 from 23 deliveries. Stars have now lost the opening three fixtures of this year’s tournament and lie bottom of the table, and have now not won a game in the tournament since the 2016 edition, after having the dubious honour of going winless last season. Opener Andre Fletcher top-scored with 43 from 33 balls with five fours and two sixes while former captain Darren Sammy chipped in with 36 and current skipper Kieron Pollard, 26. Man-of-the-Match legspinner Adam Zampa (3-27) and fast bowler Oshane Thomas (3-39) spearheaded the Tallawahs attack. Australian David Warner’s poor form continue when he played on to Thomas for seven in the second over but Fletcher and Lendl Simmons (22) combined in a 54-run second wicket stand to repair the innings. Simmons looked ominous,

Jamaica Tallwahs’ Rovman Powell … saw his side to victory with an unbeaten 43. striking a four and a couple of six but his dismissal, well taken at extra cover by Johnson Charles off seamer Andre Russell, triggered a slide which saw three wickets tumble for 23 runs. In need of a partnership, Sammy and Pollard put on 36 for the fifth wicket, setting the stage for a late assault which never came, as neither could conjure up the necessary acceleration required. Sammy belted two fours and three sixes off 24 deliveries while Pollard struggled in a 22-ball knock, gathering only a brace of fours and a single six.In reply, Tallawahs got out of the blocks well, as Phillips combined with Charles (31) in an 81-run opening stand to put Stars on the back foot. While Phillips blasted two fours and half-dozen sixes, Charles counted four fours and six in a 20-ball outing. Both fell in the space of 19 runs, however, and when Andre McCarthy (20) holed

out to Pollard running in from long on off left-armer Mitchell McClenaghan, Tallawahs were stumbling somewhat at 125 for three in the 15th over – still needing 51 runs from 30 balls. But Powell took charge of the back end of the run chase, slamming two fours and four sixes, dominating a 38-run, fourth wicket stand with Russell (3). With Tallawahs needing eight runs from the final over, Powell got a single from the first ball before Ross Taylor (eight not out) cleared the ropes at mid-wicket with Pollard off the third ball to virtually put the game to bed. Scores: STARS 175 all out off 20 overs (Andre Fletcher 43, Darren Sammy 36, Kieron Pollard 26, Lendl Simmons 22; Adam Zampa 327, Oshane Thomas 3-39). TALLAWAHS 176 for four off 19.4 overs (Glenn Phillips 58, Rovman Powell 43 not out, Johnson Charles 31).

‘Give Another Chance Foundation’ supports Guinness Cage

St Lucia Stars captain Kieron Pollard. everyone thought it was a bad decision but I think 175 was always going to be a challenging total. “We brought it right down to the end and taking a couple of our catches and bowling a couple more tight overs and it could have been a different ball game.” Stars take on TKR again tonight in Gros Islet before clashing with 2014 champions Barbados Tridents at the same venue the following night.

Participating teams in the Second Annual Three Peat Promotions / Guinness Cage Competition will be outfitted with jerseys compliments of non-profit organisation ‘Give Another Chance Foundation’. The Foundation, which is in its eight year of existence, was setup mainly to provide another chance for lesser fortunate children, whose parents are either deceased or simply cannot afford to supply some of the basic necessities for their educational and other relevant needs for their development. However, on Monday, the Foundation seized the opportunity to extend its generosity to Three Peat Promotions Football Tournament by pre-

senting Representative Rawle Welch with a large quantity of jerseys that will benefit the teams and lucky fans during the competition that is being played at the Haslington Market Tarmac. Public Relations Officer Sophia Dolphin, who made the presentation on behalf of the Foundation, said that the entity is always willing to extend help to any organisation or individual that is in need of assistance. She pointed to several acts of goodwill that they’ve conducted including sending students who just could not afford to continue studies at the University of Guyana back to the institution in addition to similar undertakings at St. Cuthbert’s Mission.

Dolphin further disclosed that the Foundation was scheduled to travel to Wakenaam yesterday to present students with back packs full of school supplies for the new term in an effort to ease the burden on those who cannot afford to purchase the necessary materials to return to school. Welch in his brief remarks thanked the Foundation for its support, adding that the mere fact that they were willing to step out of their mandate to offer assistance to the Promotions speaks volumes of the organisation’s willingness to help at all cost. The tournament is being held to foster social cohesion and integration among competing communities.

Stokes should make instant return for England, says Hussain (Reuters) - England allrounder Ben Stokes has shown great mental toughness during his 11-month trial and he should be welcomed back into the test team after being cleared of affray, former national team captain Nasser Hussain has said. New Zealand-born Stokes missed England’s 2017-18 Ashes tour of Australia while he was investigated for his role in a street brawl outside a Bristol nightclub in September last year. The 27-year-old was found not guilty on Tuesday before the England and Wales Cricket Board (ECB) recalled him for the third test against India which starts in Nottingham on Saturday. “I am amazed how well he has coped mentally over the last few months with this hanging over him and as long as they feel he is mentally fit for selection then they should pick him,” Hussain told Sky Sports News. The ECB confirmed it would now hold its own disciplinary process for Stokes and team mate Alex Hales, who was also involved in the incident. Hussain wants Stokes to work on taking his “unassuming” character beyond the cricket field as the player looks to rebuild his reputation. “The Ben I know and who I see around the cricket team is a popular, unassuming, down-to-earth, very pleasant

In a column for the Daily Telegraph, former England skipper Michael Vaughan said Stokes has “suffered

enough punishment” and must be backed to start a new chapter in his career. “There is no need to keep clobbering him with suspensions,” Vaughan said. “There is no question he brought the game into disrepute but cricketers have few opportunities in their lives to play an Ashes series in Australia and missing that tour was a massive blow for Ben.” Another former England skipper and batsman Kevin Pietersen joined the conversation on Twitter, saying Stokes’ return can only benefit the sport. “All sports need their entertainers. Stokes is one of those for cricket. He’s been cleared, HE HAS TO PLAY!,” the 38-year-old said. England lead India 2-0 in the five match series.

Hearts of Oak United thump Arsenal FC

H

earts of Oak United defeated Arse nal by four goals to one when the Berbice Football Association/ Guyana Football Federation/ Pele Alumni/ Frank Watson U15 league tournament continued on Tuesday last at All Saints ground, New Amsterdam. Arsenal took the lead in the 25th minute through Jaren Fontanelle who dribbled and outran the chasing Hearts of Oak defence only to miss the ball entirely in his initial shot but recovered nicely to back-heel the ball into his opponents’ net. However, this lead was short lived when a defensive error caused by Arsenal’s Jamal Adams in the 27th minute found the equaliser; Adams tried to clear a free kick but booted the

ball into his own goal. Following the interval, Hearts of Oak with the wind now in their back clearly dominated possession as Antoine Wright netted a hattrick. He gave his team the lead in the 47th, when he shot from almost half way down and caught Arsenal custodian way off his line. His two other goals came in the 54th and 60th minutes when he shot past the outstretched hands of Samuel Rawlins. Previously, Monedderlust and Rosignol United were no shows for their encounter with Corriverton Links. The competition continues today with Arsenal FC playing Cougars FC at the said venue at 15:30hrs.

Woods had already announced his plans to play in the first two playoff events — the Northern Trust and the Dell Technologies Championship.Woods has not competed at the BMW since tying for 11th in 2013 when the event was held at Conway Farms in Lake Forest, Ill. The course had played host to the Quicken Loans National in 2010 and 2011. (Reuters) - Roger Federer cruised to a 6-4 6-4 win over Peter Gojowczyk in his first appearance since losing in the Wimbledon quarter-finals while rising Greek Stefanos Tsitsipas crashed out of the first round at the Cincinnati Masters on Tuesday. World number two Federer, the top player in the men’s draw following Rafa Nadal’s withdrawal due to fatigue, looked fresh as he overwhelmed Gojowczyk with pinpoint serving and speedy defense. World number 47 Gojowczyk failed to convert any of his five break points on the fast Ohio hardcourts, easing the pressure on the 20times grand slam champion. Federer, playing in his first match since turning 37 earlier this month, said taking the fight to his opponent was a key to his continued success. “It’s important to always try to play your game, especially on faster surfaces, and not be too reactive,” he said. “In this day and age everybody serves big, everybody can hit big from the baseline... so it’s important to bring in your own energy, whether it’s the first round or the finals.” Federer will look to continue toward a record eighth title at the Ohio event when he faces Argentine Leonardo Mayer in the third round on Thursday. Aronimink plays host to BMW Championship for the first time, and if the 42-yearold Woods competes in the event, it would add to an increasingly busy schedule for the former world No. 1 golfer who returned to the PGA Tour in 2018 after recovering

from his fourth back surgery. Playing the BMW would mean Woods would play five tournaments in a six-week stretch, with additional possibilities later next month including the Tour Championship from Sept. 19-23 and a Ryder Cup appearance — if he gets chosen as a captain’s pick — from Sept. 28-30 at Le Golf National outside Paris. They had the ideal chance to take the contest in three straight sets but wasted two match points in the third, as Barbados came from behind to snatch the win and force a fourth stanza. Barbados had earlier led in both the first and second sets only to throw away the advantage. In the second set, they were in sight of a win at 21-18 but let slip six consecutive points, and T&T wasted little time in grabbing the opportunity presented them. “We came with a young team and learned a lot from

We came for a medal and got one.” Daneil Williams of T&T led all scorers with 21 points including 19 kills while Marc Honore chipped in with 17

of what distance a Defender or a Midfielder is expected to cover within the game: “It doesn’t rule out decisions but it influences how we choose to do the next day’s training and also how we motivate players to be a lot fitter and stronger. So, it gives us a great tool to analyze a player’s performance; it gives us a great tool to see what the team is doing collectively over 90 minutes of game.” Johnson noted that a lot was
