The signing of the

The minister explained that while bid rounds are the preferred method of award, direct negotiations are allowed under the country's PetroleumAct.
Moreover, the minister disclosed that Exxon has committed to undertake a minimum exploration work programme of 5,500 square kilometers of 3D seismic during the first phase of the explorationperiod.

In a leaked interview done with Travis Chase, businessman and gold miner Azeem 'Junior' Baksh said that one of his business associates, Satynarine Sahadeo owner of VALS Constructionhadallegedthat thepresidentwouldgetacut back from state contracts awarded to him and that at onetimeaverycloserelative of the head of state had reached out to Sahadeo demanding the cutback. The gold miner later issued a statement sayingthathefoundoutafter he did the interview that the allegations against the relative of the president demanding the kickback were false. Sahadeo also has come forward denying what Bakshsaidofhim.
Meanwhile, speaking on
the government-sponsored programme“StartingPoint”, Jagdeo acknowledged that while authorities have made significantattemptstotackle the problem, the trade has become more complex, with foreign actors, including some from China, now playingarole.
“Theproblemisthatalot of these are foreign nationals… the problem is when you charge people for smuggling, they get bail… andit'shardertochargethem for money laundering offenses. So,wenowhaveto strengthen the charges that weplaceonthosepeople,”he explained.WhenthePeople's Progressive Party Civic (PPP/C)Administration first returned to office, Canadian buyers signalled they were ready to halt gold purchases from Guyana, citing fears of “contaminated, ” gold enteringthesystem.
At that time, the concern was that Venezuelan gold was being routed through Guyana, re-exported, and used to bypass sanctions on Venezuela. According to Vice President Jagdeo, the situation has now shifted.
Authorities are hearing reports that gold from Guyana is being smuggled intoBrazil.Hecautionedthat if the country's gold sector were ever subjected to international sanctions, “all of our gold miners would be putatrisk.”
According to Jagdeo, a coordinated response has
since allowed authorities to detect new methods being used by smugglers This includes the creation of a multi-agency task force and theimplementationofcloser monitoring of gold declarations.
The task force, which is comprised of the AttorneyGeneral, the Minister of Finance, the CommissionerGeneral of the GRA, the Head of the Financial Intelligence Unit (FIU), the Governor of the Central Bank and representatives of the Guyana Gold Board, has already flagged weaknesses in existing regulations, and work is underway to tighten them.

What Can Move Caribbean Governments to Take Some Humanitarian Actions
DearEditor,
As this article is being written some sixty-eight thousand three hundred and twenty-sixPalestinianshave been murdered in the Gaza strip More than seventy percent of the counted dead were children and women. Thosewithinjuriesaremore than double the amount of thedead.
The figures themselves as high as they seem are grossly underestimated Tens of thousands are reported missing, most certainlydead.
The inhumanity of the Israeli terrorist regime compares very favourable with those of the Hitlerite Fascist regime of Germany during the 1930s and 1940s. The Apartheid regime has devised other ways of decimating the Palestinian people other than bombing their homes, their hospitals, their schools and now their tents.
After expelling the UN's relief body UNRWA which has been providing some servicesfortheoccupiedand oppressed Palestinian people, they have engaged an American organisation, set up in February 2025, c a l l e d t h e “ G a z a Humanitarian Foundation” (GHF) to distribute food to
thesufferingpeopleinGaza.
The Israeli soldiers are using those areas to kill Palestiniansastheylineupto receive some morsel Childrenseemtobethemain targetfortheIsraelisoldiers. About one thousand have already been killed at those centres.
Whilemillionsoftonsof foodlieintrucksatthegates of the Gaza strip, Palestinians are starving to death This method of murder (by starvation) is killing more children and babiesthanadults.
The inhumanity of the occupiersisdisplayedbythe factthattheyaredeliberately preventing baby formula into the strip. To try to restrict news of the mass murder and the imposed inhumane conditions which Israel has created in the Gaza, they have been targeting journalists On August 11, six journalists, were assassinated in their sleepinatentjustout-sideof analmostdestroyedhospital inGaza.
Allied with Israel in this deliberate scheme to force Palestinians to leave their land or die are the Western g o v e r n m e n t s Demonstrators in the main cities in the United States, London, andotherEuropean
Capitals are being thrown in jailforprotestingagainstthe unbelievable atrocities that are being committed against thehelplessciviliansandare being beaten and arrested in the streets. Thousands of University students are facingthesamefaith.Added tothat, thosewhoarenotUS citizens are being deported for standing up for human decency US citizens are being denied graduation
Those are the countries that claim for themselves of being civilised and respecters of human rights. ThesituationintheGazahas takenthemasksofftheirreal inhumanenature.
Itisalmostembarrassing to look at the Arab world.
Those countries, Saudia Arabia, Egypt, Turkey and Jordan to name just four, spend trillions of dollars arming themselves They remain content not to lift a finger to help. From time to time, they mutter some meaningless, ineffective criticism. Only Yemen, one of the poorest countries in the world, is giving real solidaritytothePalestinians. They have proven to be the most humane in the Middle East.
It is very disappointing that Caribbean governments have been so silent in the
face of such a catastrophe that is happening to a poor and oppressed people. Very rarely they mutter some small criticism and then promptly ignore what is happening daily to the unfortunate Palestinians. In thelightoftheseriousnessof whatishappeningandonthe eve of another Israeli invasion into Gaza, silence amounts to complicity with thecrimesagainsthumanity!
The only country in our region which has taken a principled, andhumanitarian positionisBelize.Theyhave severed diplomatic relations with the murderous Israeli regime.Belizehasshowreal courage which others in our region is clearly lacking. I c a l l o n C a r i c o m Governments to show real solidarity with the poor, suffering masses in Palestine Show your humanity and your stated solidarity by immediately breaking relations with Israel. GECOM's administration is not progressive or proactive in the administration of elections
DearEditor,
I n m y o n g o i n g introspection of GECOM's operations, it has become mostobviousthatGECOM's administration is not progressive or proactive in the administration of elections.
They may well be consciously retrogressive. They have acted conjointly with the government nominated Commissioners andtheChairtostymiemany efforts (the introduction of biometrics and the deletion of the names of the dead from the list) aimed at enhancing the electoral processes.
My belated realisation is GECOM's in-action to provide for workers on the oil rigs to be able to vote by proxy, as is provided for Transport and Harbour workers;orbypostalballots, as provided for the joint services, and non-resident Guyanese.
Whenapproachedonthis matter GECOM simply reiterated that there is no
special provision for those who work on the rigs, other than the employer's obligationtogivethemtimeofftimetovote.
Whenthelawwaspassed providing for Transport and Harbour workers to vote by proxy, there was no oil industry, but the current circumstancesofworkerson the rigs are more dire than those that necessitated special arrangements for Transport and Harbours workers.
Their number is greater andthefeasibilityoftimeoff isalogisticalandoperations nightmare.
A progressive GECOM could have simply initiated the amendment of the pertinent legislation for workersontherigs,over200 milesoffshore, tobetreated in like manner to the discipline services, or Transport and Harbour workers.
In that regard, GECOM has repeatedly insisted that theinitiationoflegislationis not their responsibility This
insistencefliesinthefaceof GECOM's constitutional responsibility and the legislative provision for GECOM to overcome difficulties.
I plead guilty of not raising this matter earlier.
However, the reality is that
GECOM was confronted with the issue and never addressed its mind to a solution, although solutions arewithinitsreach. Similartotheinstanceof the incarcerated being disenfranchised, itisofno (Continuedonpage5)

The National Budgets: A Tale of Two Administrations
DearEditor,
Between2015and2019, the coalition government approved a total of $1.268 trillion in national budgets through the National Assembly The annual breakdownisasfollows:
Ÿ –$221billion 2015
Ÿ –$230billion 2016
Ÿ –$250billion 2017
Ÿ –$267billion 2018
Ÿ –$300billion 2019
During its tenure, the coalition government not only consistently raised the income tax threshold each year, but also increased the minimum wage and improved public servants' salaries These increases weredoneona , slidingscale meaning that workers at the lower end of the pay scale received larger percentage increases This was a deliberate shift from the PPP's typical "across-theboard" approach, which often widens the gap between the rich and the poor.
Many critics claim that this was all the coalition
achieved. However, it's important to highlight that without access to a single dollar of oil revenue, the coalitionreducedincometax ratesfrom A 33⅓%to28% 5⅓% reduction in the tax burden for all Guyanese earning a taxable income. That meant more money remained in the pockets of working people and I emphasizethefactagain, all donewithoutoilrevenues
In contrast, between 2020 and 2025, the current government has approved a staggering in $4.541trillion nationalbudgets:
Ÿ –$329billion 2020
Ÿ –$383billion 2021
Ÿ –$552billion 2022
Ÿ –$781billion 2023
Ÿ –$1.114trillion 2024
Ÿ –$1.382trillion 2025
Yes, these budgets were also approved through the NationalAssembly With over $3 trillion more allocated than during the coalition years, one would expect that the lives and livelihoods of ordinary Guyanese would have
The PPP's scorecard is good
DearEditor,
improved significantly. Unfortunately, that has not been the case. Today, Guyaneseareburdenedbya skyrocketingcostofliving. Evenfoodsproducedlocally have become unaffordable for many The gap between the rich and the very poor continues to widen, and countless citizens are still living paycheck to paycheck, struggling to makeendsmeet.
So where has this $4 trillion-plusgone?
Much of it has been poured into infrastructure and concrete projects While development is important, it should not come at the cost of people's well-being. The sentiment among many Guyanese is clear: "We cannot eat roads and concrete " In what appears to be a last-ditch effort to gain public favor ahead of elections, the current administration recentlyreducedincometax from whichisa 28%to25% mere For 3%decrease

Vile comments by Prime Minister and Leonard Craig
DearEditor, I wish to register my strongest condemnation of the vile and distasteful comments made by Prime Minister Mark Phillips and Leonard Craig at the PPP/C rally in Bath, West Coast Berbice, on Sunday, August 10, 2025 Particularly disturbing were the remarks by Mr Craig, who holds no official position in the PPP/C, but who recently foundpoliticalrefugewithin the party His comments displayed blatant disrespect to women and sought to belittle and embarrass his African brothers and sisters.
Such conduct is shameful, divisive, andunbecomingof anyone seeking to influence public opinion in a democraticsociety
The leadership of the PPP/C will not rebuke these utterances; instead, one can only imagine them laughing behind closed doors, satisfied that such rhetoric distracts from their own failings.
But this is precisely the brandofpoliticsthatpoisons our national unity and corrodesthemoralstandards weshouldexpectfromthose inpubliclife.
The people of Guyana
deserve better, leaders and political actors who lift the conversation, who respect women, who honour our diverse heritage, and who unite rather than divide. We must reject this gutter politics and hold to account those who use public platforms to demean, disrespect, andinsult.
Yourssincerely,
AnnetteFerguson

Open Letter to International Observers - Campaign Finance and Mounting Party Paraphernalia
DearEditor,
With the 2025 General and Regional Elections on the horizon, one would expecttheGuyanaElections Commission (GECOM) to befullyengagedinensuring compliance with campaign regulations, promoting fairness, and safeguarding the rights of all political actors. Instead, what we are witnessing is the unchecked and vulgar display of political power through material wealth most notably by the People's Progressive Party/Civic (PPP/C)—with little to no intervention from the body constitutionallymandatedto
Article 162(1)(b) of the Constitution of Guyana empowers GECOM “to issue such instructions and takesuchactionasappearto it necessary or expedient to ensure impartiality, fairness and compliance” in the conduct of elections. This is not a symbolic mandate—it is a binding constitutional duty
Further, Section 108 of the Representation of the People Act (Cap 1:03) prohibitsthedisplayofflags, bunting, banners, or other political symbols on certain
public buildings and in the vicinity of polling stations, w
e Section 109 criminalizes the destruction or removal of another political party's campaign material without lawful authority These provisions exist precisely to prevent intimidation, domination of public spaces, and the erosionofpoliticalplurality Current Reality Yet, these powers and provisions appear dormant. Across the country, the PPP/Chassparednopole,no fence, no street corner from their political markings
Residents report as many as ten PPP/C flags affixed to a
single utility pole in some areas.
is not mere
campaigning it is saturation propaganda, calculated to create an o
disadvantages smaller parties and distorts the competitive balance of our democracy
Worse still, credible reports have emerged of PPP/C supporters removing the flags and campaign materials of the WIN party from public areas Such actions, if verified, are a direct violation of Section 109 of theAct and a breach
of the political rights guaranteed under Articles 147 and 149 of the
Constitution The silence from GECOM on these incidents is unacceptable and risks giving the perception of partisan tolerance.
QuestionsforGECOM
This situation raises urgentquestions:
1. Who within GECOM is actively monitoring campaign activities in the field?
2. What protocols are in placetopreventonepolitical party from monopolizing publicspaces?
3.Whyhastherebeenno public statement reminding parties of their legal obligations under the RepresentationofthePeople Act?
TheNeedforCampaignFreeZones
Guyana should follow international best practices by establishing CampaignFree Zones clear, enforceable areas around schools, hospitals, government buildings, and high-traffic public spaces where partisan materials are prohibited These zones preserve neutrality, protect votersfromundueinfluence, and ensure that public infrastructureisnotco-opted forpoliticaladvertising.
ACall to Act Now GECOM'sroleisnotthat ofapassivereferee;itisthat of an active enforcer of the rules. When one party can effectively purchase visibility to the point of suffocating its competitors, and when the removal of another party's materials is metwithofficialsilence, the fairness of the electoral processitselfisjeopardized.
If we are to have electionsthattrulyreflectthe will of the people, GECOM mustimmediately:
1 E n f o r c e t h e RepresentationofthePeople
Act's provisions on campaignmaterialsinpublic spaces.
2 Investigate and publiclyaddressincidentsof interference with other parties'paraphernalia.
3 Establish and rigorously enforce Campaign-Free Zones nationwide.
The people of Guyana deserve an election where the contest is determined by ideas, policies, and leadership not by the vulgar, monopolisticdisplay of money and material Anythinglessisabetrayalof the democratic values e n s h r i n e d i n o u r Constitution.
Yoursfaithfully, A.Rampersaud

Thosepolicepromotions
The recent police promotions coming now, on the eve of an election cycle, suggests a strategic political ploy rather than a genuine correction of past oversight.
For years, these same officers were left stagnating in the system without proper acknowledgment or reward. The sudden burst of promotions, tied conveniently to a renewed interest in winning support from law enforcement, a group traditionally skeptical of the ruling PPPC reeks of opportunism rather than leadership.
This pattern reflects a broader issue in governance of which is the instrumentalisation of public servants to secure votes, rather than to serve justice or fairness. If President Ali and the PPP/C were genuinely concerned about equity within the ranks of the police force, these officers would have been promoted based on merit years ago, not paraded now as symbols of benevolence to curry favour with a typically disenchanted voting bloc.
Using public service recognition as a transactional tool in the political marketplace diminishes both the office of the President and the morale of the police force.

Goodbye social media!
I have finally decided to give up social media. Yes, I'm signing off. Not just signing off, but in the way a m a n s i g n s o f f a will serious, permanent, and possibly with someone in the background asking, “Areyousureaboutthis?” I am sure. Because if I scrollonemoretimethrough the toxic swamp that Facebook TikTok, and Instagram have become, I may start believing that Guyana is actually run by a secretsocietywithaccessto Wi-Fi.Yousee,it'snolonger a“social”network. It'smore like a chemical spill—dark, polluted, andspreadingfast. Journalists who actually went to school to learn how to verify facts are now competing with people whose main qualification is knowing how to talk into a phone camera. Casting the ballot, casting oneself in stone
IfIweretosayVotePPP, that would be the sweetest thing for a good fraction of the electorate. If I were to sayVotePNC,thatwouldbe interpretedasalmostasgood by another portion of Guyana's electoral population.
Depending on the results, I could be hailed as heroic; or denounced as 'haram.' Now, if I were to say Vote WIN, I could be sanctioned in more ways than can be imagined Democracy or tyranny? Democracy or hypocrisy, or aspecialtypeofimmorality? The liberty is taken to add indecency and plain ole

Forthethirdtime,I haven't decided whether I'm going to vote But regardlessofwhichpolitical group I vote for, that should notmakemeanenemyofthe State. Orofthepeople. Or any party In theory, that is powerful. In practice, it is what makes me and other citizens incorrigibles, lepers and outcasts, fit only for the company of the likes of Nicolas Maduro. For me, it doesn'tmatter,Icouldgivea damn.
But what about other Guyanese, who recoil from such classifications? More importantly, what about the democracy of which so much is loved, and so much is spoken? Guyanese high andlow, andthroughoutthis society, arefondofinsisting abouthowmuchtheyarefor democracy and its ideals. Lovely Then, they don't have the luxury of being selective; can't convert themselves to an on-off switch. Meaning, whenthey are strongly for its tenets, and when they turn a blind eye. If there are 100 other citizens of Guyana, in Guyana, who think along these lines, and conduct themselvesinacloseenough manner, then what a different society Guyana couldbe.
But how can it be anything other than what it is, when there are those Guyanese who called themselves devout men and women, but still hold onto and fetch around the hurts from 60-70 years ago? And tothatmassofcitizens, there is no choice but to add that other mass of disappointed and psychically devastated Guyanese from five years ago. This is not pleasing stuff, nor is it found inoffensive by some, many But there's persevering, there cannot be any turning back. Eveniftherewassuch thinking or faltering, that beast cannot be fed. Chief Wickham urged personswhoareresponsible for jeopardising the lives of those who require critical care to desist from such actions. “For persons who have been in the habit of making prank calls to the fire service, I advise you to consider the waste of resources that it takes to go to a call when there is eventuallynoneed”,thefire chiefurged.

GECOM yet to take action to allow oil rig workers to vote by proxy
Op p o s i t i o n
n o m i n a t e d commissioner, Vincent Alexander has called out the Guyana Elections Commission (GECOM) for its laxed approach to managing the upcoming general and regionalelections.
With less than three weeks left to the national polls,Alexander revealed in a letter that the commission isyettotakeactiontoenable thousands of workers on oil rigstovotebyproxy
Describing GECOM as consciously regressive, Alexander accused the
government-nominated commissionersandthechair of GECOM of hindering many efforts—including the introduction of biometrics andtheremovalofdeceased persons from the voter's list—aimedatenhancingthe electoralprocess.
Inhismissive,Alexander pointedoutthatGECOMhas not taken action to enable workersonoilrigstovoteby proxy, as is provided for transport and harbour workers, or by postal ballot, as is available for the joint services and non-resident Guyanese.
“When approached on
GECOM Commissioner, Vincent Alexander
this matter, GECOM simply reiterated that there is no specific provision for rig workers, other than the employer'sobligationtogive
them time off to vote,” he said
Alexanderexplainedthat GECOM has taken this stance although the law was
passed allowing transport and harbour workers to vote byproxy
He emphasised that the currentcircumstancesforrig workers are even direr than those that mandated special arrangements for transport andharborworkers.
“Their numbers are greater, and the logistics of granting time off pose a significant operational challenge A more progressive GECOM could have initiated the amendment of the relevant legislation to treat workers on offshore rigs, over 200 miles away, in the same manner as discipline service or transport and harbor workers. Yet, GECOM has repeatedly insisted that initiatinglegislationisnotits responsibility

Opposition Leader and presidential candidate for A Partnership for National Unity (APNU), Aubrey Norton, has accused the ruling People’s Progressive Party/Civic (PPP/C) of attempting to rig the upcoming General and Regional Elections scheduled for September 1. HealsosaidthattheGuyana Elections Commission (GECOM) has already recruited known PPP/C affiliates to key polling day positions.
Norton’s claims centred on alleged bias within GECOM, which he says is being influenced and controlled by the PPP.
Speaking during a live broadcast on 104.1 Guyana Lite FM with host Bobby Vieira, Norton charged that GECOMisfarfrombeingan independent electoral body He said, “We made it clear that as far as we’re concerned, the PPP is

Norton alleged that the Commission has appointed returning officers and polling day staff who are known to be affiliated with the PPP “The returning officersandpolldayworkers thattheywouldhavechosen, a good 90% of them are known PPPpeople,” Norton stated, adding that this u n d e r m i n e s t h e Commission’s credibility andprofessionalism.
He also criticised the selection of the GECOM Chairperson, Justice (Ret’d) Claudette Singh, who he claimed was installed with the support of the PPP.
Norton argued that this appointment is part of a broader effort by the ruling party to maintain control over the electoral process.
“You have the situation where the chairman of the Elections Commission wouldhavebeenvotedinby

UN chief puts Israel, Russia 'on notice' over conflict-related sexual violence accusations
(Reuters) - United Nations Secretary-General Antonio Guterres warned IsraelandRussiaonTuesday that he has significant concerns about patterns of certain forms of sexual violence by their armed and security forces, according to areportseenbyReuters.
The alleged crimes included incidents of genital violence, prolonged forced nudity of captives, and abusive and degrading strip searches aimed at h u m i l i a t i o n a n d interrogation.
Inhisannualreporttothe SecurityCouncilonconflictrelated sexual violence, Guterres put Israel and Russia "on notice" that they could be listed next year among parties "credibly suspected of committing or being responsible for patterns of rape or other formsofsexualviolence."
The warning resulted from "significant concerns regarding patterns of certain formsofsexualviolencethat have been consistently documented by the United
Nations,"hewrote.
I s r a e l ' s U N Ambassador Danny Danon described the concerns as baselessaccusations.
"TheU.N.mustfocuson theshockingwarcrimesand sexual violence of Hamas and the release of all hostages. Israel will not shy away from protecting its citizens and will continue to act in accordance with international law," Danon saidinastatement.
Palestinian militants Hamas-whoseOct.7,2023, attack on southern Israel triggered the current war in Gaza - were listed in Guterres' report on Tuesday as a group "credibly suspected of committing or being responsible for patterns of rape or other forms of sexual violence" in armedconflict.
“We categorically reject all these allegations," senior Hamas official Basem Naim told Reuters, adding in reference to Israeli remarks: “These are certainly new attempts to use lies to divert attention from the ongoing
brutal crimes committed by this fascist government and itsarmyagainstourpeoplein Gaza."
'CREDIBLE INFORMATION'
In his warning to Israel, Guterres said he was "gravely concerned about credible information of violations by Israeli armed and security forces" against Palestinians in several prisons, a detention center andamilitarybase.
"Cases documented by the United Nations indicate patterns of sexual violence such as genital violence, prolonged forced nudity and repeated strip searches conducted in an abusive and degradingmanner,"hewrote inthereport.
While Israeli authorities hadengagedwithhisspecial envoy on sexual violence in conflict over the past year, Guterres said "limited information has been provided on accountability measures undertaken in relation to alleged incidents of sexual violence, despite witnesstestimonyanddigital

Guterres wrote that he was "gravely concerned about credible information of violations by Russian armed and security forces andaffiliatedarmedgroups" primarily against Ukrainian prisoners of war, in 50 official and 22 unofficial detention facilities in UkraineandRussia.
"These cases comprised a significant number of documented incidents of genital violence, including electrocution, beatings and burns to the genitals, and forced stripping and prolonged nudity, used to humiliate and elicit confessions or information," hesaid.
