Tullow strikes oil in Orinduik Block

ne of the United Kingdom's l e a d i n g exploration and production companies, Tullow Oil, has finally struck black gold in the Orinduik Block. In fact, Tullow's Chief Executive, Paul McDade noted the discovery was made at the Jethro-1 well which could hold more than 100 million barrels of recoverable oil.

According to a Reuters news article, Tullow is also smiling from ear to ear as its share price jumped by 20 percent yesterday following the discovery.

The other two partners on the Orinduik Block, being Eco Atlantic and Total, are ecstatic about the find too.

Eco Atlantic in its release to the media noted that the Jethro-1 exploration well was drilled by the Stena Forth drillship to a final depth of 14,331 feet (4,400 metres) in approximately 1,350 metres of water. The company said that evaluation of logging data confirms that the Jethro-1 comprises high quality oil bearing sandstone reservoir of Lower Tertiary age.

The company said that it encountered 180.5 feet (55 metres) of net high-quality oil pay in excellent lower Tertiary sandstone reservoirs which supports recoverable oil resources. It noted that the well has been cased, and is now awaiting further evaluation to determine the appropriate appraisal activity.

Gil Holzman, CEO and Co-Founder of Eco Atlantic, was keen to note that he is thrilled about the exciting discovery, describing same as a revolutionary moment for Eco. Holzman said, “It has been a long path of hard work for our team, and with this announcement, we feel our first rewards have justified our journey. We have been very confident in the prospects of the Orinduik since we first decided to make a licence application in February 2014, based on a strong recommendation from our team at Kinley Exploration.”

Holzman further stated that he always believed that Eco would create exceptional stakeholder value for its shareholders and the people of Guyana alike.

The CEO added, “This is a transformational event for the company, and we now need to strategically plan for an even brighter future.

With multiple targets to consider, and Joe as the next prospect to be drilled, we will now pursue our evaluation of the timing for wells to develop the Jethro field and to expediently bring it on production. We are funded for at least six additional wells.”

In sharing his thoughts on the momentous occasion, Eco's Chief Operating Officer (COO) and CoFounder, Colin Kinley, was quick to note that the Jethro1 well confirms the continuance of the petroleum system onto the Orinduik Block, an up dip

from the prolific discoveries on the Exxon-operated Stabroek Block.

Kinley said that the well has resulted in a mitigation of risk of the presence of quality reservoir sands, seal and trap parameters. He also stated that the company has multiple drilling targets on the block with similar geophysical characteristics.

Kinley said that the company will be moving the Stena Forth drill ship immediately to its next target, the Joe-1 prospect which is just a short move to a shallower target, and is expected to spud midAugust.

The COO said, “The Orinduik Block, and the corner of the block where Jethro is located, were

selected and pinned for drilling long before the first E x x o n d i s c o v e r y. We appreciate the support of our partners from Tullow, Total, and now Qatar Petroleum joining our quest, as well as the support of the Government of Guyana and its belief in our team.”

Head of Guyana's Energy Department, Dr. Mark Bynoe also commented on the discovery yesterday, stating that it represents a major development for Guyana as it adds to the further derisking of the deep and ultradeep zone. Furthermore, Dr. Bynoe said that it offers significant potential for the diversification of the CRG (Cooperative Republic of Guyana)'s hydrocarbon production base.

Additionally, the official explained the well encountered 55m of net oil pay which supports a recoverable oil resource estimate that exceeds Tullow's pre-drill forecast.

“The Department of Energy is encouraged by the prolific rate of discovery in the CRG and will continue to work assiduously and conscientiously to extract optimum value from these resources for all the peoples of our country,” the Director said.

ashington (CNN) - The T r u m p administration released a regulation yesterday that could dramatically cut the number of legal immigrants allowed to enter and stay in the US by making it easier to reject green card and visa applications.

Paired with last week's enforcement raids on food processing plants in Mississippi, yesterday's announcement amounts to a concerted effort by the administration to limit legal immigration and crackdown on illegal immigration.

The rule means many green card and visa applicants could be turned down if they have low incomes or little education, and have used benefits such as most forms of Medicaid, food stamps, and housing vouchers, because they'd be deemed more likely to need government assistance in the future.

It will encourage "selfreliance and self-sufficiency for those seeking to come to or stay in the United States," said acting US Citizenship and Immigration Services Director Ken Cuccinelli, appearing in the White House briefing room. In doing so, though, it'll likely make it harder for lowincome immigrants to come to the US. When asked about whether the rule is unfairly targeting low-income immigrants, Cuccinelli said: "We certainly expect people of any income to be able to stand on their own two feet, so if people are not able to be self-sufficient, then this

negative factor is going to bear very heavily against them in a decision about whether they'll be able to become a legal permanent resident."

The 837-page rule applies to those seeking to come to or remain in the United States via legal channels and is expected to impact roughly 382,000 people seeking to adjust their immigration, according to the Department of H o m e l a n d S e c u r i t y.

However, immigration advocates say millions of people could be affected by the regulation.

Under current regulations put in place in 1996, the term "public charge" is defined as someone who is "primarily dependent" on government assistance, meaning it supplies more than half their income. But it only counted cash benefits, such as Temporary Assistance for Needy Families or Supplemental Security Income from Social Security.

Officials can take into account an applicant's financial resources, health, education, skills, family status and age. But few people are rejected on these relatively narrow grounds, experts said.

WHO THE RULE DOES AND DOESN'T INCLUDE Immigrant advocates have argued that the rule goes beyond what Congress intended and would discriminate against those from poorer countries, keep families apart, and prompt

legal residents to forgo needed public aid, which could also impact their US citizen children.

They also said it would penalize even hard-working immigrants who only need a small bit of temporary assistance from the government.

"The rule reflects a dark vision of the United States -as an unwelcoming nation that wants to keep out people who seek to join their family, work hard, and climb the economic ladder -- based on the erroneous assumption that they won't contribute to our communities, our economy, and our nation," said Robert Greenstein, president of the Center on Budget and Policy Priorities.

Democratic presidential candidate Beto O'Rourke immediately slammed the proposal "Legal.

National Immigration Law Center yesterday, adding that her organization and others are preparing to bring a

lawsuit over the regulation.

Jeffrey Epstein – Dead men don’t talk The unimaginable occurred in a prison cell over in the United States. It was so obvious that it just could not happen by some peculiar confluence of circumstances.

Well, it did. The odds were shattered, and now the questions are scattered all over the place. Serial predator Jeffrey Epstein would have to answer for his crimes in another sphere.

What went wrong? Perhaps, the better question is what may have been allowed to go wrong. Allowed as in deliberate and calculated. Before anyone rushes to any thinking about conspiracy theories, the call is to be rational and wise in the face of the unknown and uncomprehending; what doesn’t make sense and leads to much head-shaking and jaw-stroking.

Billionaire predator and abuser Epstein was from the ranks of that most hated of criminals, the child molester.

Among his preferred victims were those between the ages of 13 to 16 years of age. The lower end of that age range is enough to put a man in grave danger in prison, through incurring the unending rage of the most hardened criminals, repulsed by such outcasts in the jail population. A regular predator would have been - as a matter of routine - isolated and watched. The former was in place; among the questions spiraling is how much was he watched? And whether he was really, seriously, watched, if at all?

Then, having attempted suicide (as was officially reported) while awaiting trial, one would have thought that this prisoner required special, round-the-clock surveillance, if only to prevent any such recurrence from finishing the first botched job. He was placed on suicide watch about three weeks ago, after being found unconscious in his Federal detention cell.

Suicide watch means 24-hour electronic observation and 24-hour scrutiny by human watchers. Some official suicide watch that one was, given what happened over this last weekend. The deed was done, whether by his own hand; or by the fouled ones of others.

Possibly foul because the world outside of prison walls inhabited by the likes of Jeffrey Epstein is one that even Hollywood is still to capture in its many glittering and dark colours. It is the blackest of bête noirs - that so thrills and intrigues and frightens ordinary people.

For here was a man who hobnobbed with many rich and powerful men; they were certainly from the world of politics, borderline crime, high financing, and the pantheon of movers and shakers. Screaming eagles and carrions of a like stripe in some instances, who share tastes in money, power, and vices. Attractive, underaged youngsters would and could feature as part of such titillating exotica; to that add “opaque finances.”

It should not require any stretch of intelligence (or commonsense) to ask if, speculate aloud, and conclude thoughtfully that, predator Epstein, once alive and full of knowledge of who and when and with whom, knew too much. Unlike the clean-cut, all-American Jimmy Stewart in the 1956 Hitchcock thriller, The Man Who Knew Too Much, who comes out alive in that fictional cinematic encounter, Epstein and his victims (and his friends) were/are from real life. Eternal silence is best; because, when all is debated, reviewed, and sanitized, there is this inarguable truth: dead men don’t talk; trails vanishing.

As to what secrets he may have had for influential and well-positioned people menaced by his imprisonment, and the likely public exposure of his darkest secrets, that operates best in the realm of the speculative, and is not contributory to hard, irrefutable conclusions. Conclusions that implicate others.

Whatever skeletons there were, and whoever they could have buried with them, remains unearthed and likely forever so.

As the mysteries of the life and death of Epstein is pondered, Guyanese do well to recall one George Bacchus.

Watched, protected, and possessing a head full of secrets that could have exposed the rich and powerful in this country. He, too, ended up taking his secrets with him.

Why are we afraid to speak out against dictatorship now?

DEAR EDITOR, On the 10th of November 2014, the then president of Guyana, Donald Ramotar, activated section 70(1) of the Constitution of Guyana and legally prorogued parliament. Despite the legality of his actions, the international and diplomatic community, civil societies, organizations, individuals etc., were very vocal in publicly condemning the President, resulting in the proclamation of parliament section 70(2) of the constitution, paving the path for General and Regional elections on 15th May 2015.

It is important that we reflect on some of the views that were expressed during that period and asked ourselves the reasons why some of these same stakeholders are either dumb or have completely disappeared, fearing possible consequences of political victimisation, personal interest or are in support of subversion of democracy by this David Granger-led coalition Government.

Some of the views expressed: - British High Commissioner Andrew Ay r e a n d t h e n U n i t e d St a t e s A m b a s s a d o r t o Guyana, Brent Hardt publicly criticized President Ramotar for his administration’s record of governance, specifically in the area of democracy. The UK envoy had also hinted

that his country might be inclined to withhold bilateral aid, except for elections, because of the absence of parliamentary oversight on how British taxpayers’ monies are spent British High Commissioner Andrew Ayre also said the country was on a “dangerous path” and could be referred to the Commonwealth Ministerial Action Group (CMAG) over the suspension of parliament.

- several organisations namely Transparency Institute Guyana Inc., Society Against Sexual Orientation Discrimination, Blue CAPS, Justice and Peace Commission of the Catholic Church, Guyana Bar Association, Guyana A s s o c i a t i o n o f Wo m e n Lawyers, Help and Shelter and Wo m e n Across Differences had issued a joint statement for the then government to, “swiftly exercise the options of either an immediate resumption of Parliament or holding of general elections. As various civil society organisations serving our members and all Guyanese, we recognize the vital importance of how democracy and good governance are practised by our legislature, our executive and our judiciary and the direct impact on Guyanese citizens, also the urgency of harmonising our Constitution with democratic practices”.

- David Granger said it was a dark day for democracy in Guyana and

that the Ramotar executive decree engineered a constitutional crisis.

- Khemraj Ramjattan said the Government wanted to continue spending and taking their kickbacks was the whole reason behind the suspension of parliament.

- Raphael Trotman called the action more distasteful than the suspension of Guyana’s constitution in the 1950s by the British Government, he also cited the illegality of the President’s decision that was compounded by the fact that not a certain date had been given to the restoration of the affairs of parliament.

- Michael Carrington said “I think the Government has to go, so we need basically to stop the visas and to have elections called as soon as possible”. He also asserted that the government was disrespecting Guyana by claiming that it had returned democracy while it was taking it away with the prorogation of parliament.

- The UK’s Foreign Office Minister, Tobias Ellwood, stated: “The UK Government views with concern the continued prorogation of Parliament

by His Excellency President Ramotar and calls for its earliest possible resumption. Parliament is r e q u i r e d b y G u y a n a ’s Constitution and the Commonwealth Charter, it provides the necessary checks and balances and enables citizens’ voices to be heard. The suspension of Parliament therefore means that an essential

element of a functioning democracy has been put on hold.

“We also continue to have concerns that there have been no local elections for over 20 years, which is also contrary to the democratic principles of the Commonwealth Charter and Guyana’s own Constitution. “The UK calls on all stakeholders to seek solutions to the political and socioeconomic challenges facing Guyana so that the country can develop in a f a i r, d e m o c r a t i c a n d equitable way.”

—The Secretary General of the Organization of American States (OAS), Jose Miguel Insulza stated: “…in a democracy, an efficient functioning of the Parliament allows for checks and balances and for the voice of the people to be heard.” He expressed the hope that: “…parliamentary debate could be resumed in the 10th Parliament in the shortest possible period of time.”

- Columnist Freddie Kissoon, at a demonstration, said the main reason for the action was to apply some form of pressure on the American, British and Canadian missions in Guyana, so that they would transfer that pressure onto the government so that members could not leave the country until general elections are held…”Now, this is a justified call, because these embassies are on record, even as [recent as] three days ago, (Continued on page 6)

The way forward is claims and objections; house to house is reinventing the wheel DEAR EDITOR, I submitted a letter published on August 8th, to which I referred to GHK Lall’s DemWaves speaking to the house to house issue. I previously submitted a letter published July 23rd stating my objections to the house to house exercise; as I will be removed from the national register of registrants database.

Two things happened; I personally emailed my former educator to inform him I was replying to his piece and I attached both of the abovementioned letters so he could clearly understand my position. His response to me (privately) was quite different from his reply to me publicly.

This is a non-factor to me currently, just should be noted.

My issue is that Mister

Lall doesn’t see my point that, a house to house exercise will lead us into 2020 for elections.

As I’ve said before, how many more 90 days must pass? December 21st, 2018 was 234 days ago, almost 3 sets of 90 days away.

I strongly urge Mister Lall and all Guyanese to take a look at the GECOM work plan being circulated all over social media.

It is clear that the way forward is to head to a period of claims and objections, sanitizing the list drawn from the database. A database that has been deemed credible by many international bodies.

House to House is reinventing the wheel, GECOM has spent a decade creating this database. Young people have the opportunity to register during a continuous registration cycle

as I did. I believe we can use the house to house to assist with claims and objections, but not the re-creation of a database. Don’t remove people that aren’t home from the list, they could be on holiday or like me studying to come back to make our home a better place.

What I found surprising and this is what took me aback for a while, was the reference of the constitution as an “evil concoction that was crafted to mislead and tie in countless knots”. I agree with him that it could be nationally despised in certain aspects. However, flaws and all, it’s Our Constitution, we as Guyanese people. It is what endows powers into the government. Without the rule of law (the constitution), there would be anarchy. If this is the case after September 18th

(if no election date is called) I would urge all Guyanese to stop paying taxes. As we have now entered an anarchical period.

My cry for Guyanese to harden on their stances and demand elections now, wasn’t one to lead to “harder hearts and hardest minds”. I would like to remind Mister Lall that hot water softens a potato but hardens an egg.

It is all about the stuff that one is made of. We need to accept the ruling of courts and move forward. President Granger needs to stop making excuses and give an election date. He has had multiple excuses since the 21st, all with which he claims to respect the constitution.

Something he hasn’t done yet.

The sanctity of the PSA will be maintained - the power of “paypa” DEAR EDITOR, An article appearing in KN on August 9th, captioned – “President Granger, energy department sending mixed signals on review of Exxon deal for Stabroek block”, is somewhat incomprehensible to me.

While the article revealed what most of the reading public is unaware of, myself included – that the PSA with Exxon is up for review or renewal every four years – it leaves more questions than answers.

My prior understanding was that the Petroleum Prospecting and Production License, the document signed

by Exxon and President Janet Jagan somewhere around 1999 -2000, was the document that was up for renewal every four years.

My understanding was that when the Coalition entered into a full-blown PSA with Exxon after Exxon found oil, the PSA obliterated the Petroleum Prospecting and Production License through something called a “bridging deed”.

My understanding of “sanctity of contract” means that the contract cannot be touched or changed.

Why was sanctity of contract mentioned so often when the call to renegotiate the PSA was rife? How does that coincide with a chance to change what seems internationally unacceptable in our PSA with Exxon “when the contract comes up for review in October 2020”?

Somehow the people should have been told that

changes could have occurred in the next 4-year cycle from 2016 to 2020 - the time the Stabroek block contractors were slated to start production. The review next year will induce conspiracy theorists to examine the aftermath of the Noconfidence motion (NCM) in the context of corporate greed and deed around the world!

The article stated that the head of the Energy Department was asked if Guyana will have a “special consulting team at its side for the crucial review”. Dr. Bynoe’s response was, “And so, whatever we do, as we have been on record as saying, we seek to hire third parties to assist us as we build up that national capacity, and that modus operandi is not likely to change.” What modus operandi is not likely to change! Is it the ones written in the PSA or is it the plans of the energy department?

Bynoe’s statement is a bit too vague to make a clear call.

“Mixed signals” used in the caption, is not in sync with what CEO John Hess said when asked at a conference in NY if he felt that his company would continue to benefit from the lopsided contract without any tweaks for the anticipated decades of the duration of the project.

Hess said that the license holders were assured by president Granger and the PPP in private and public that both sides will honour the existing contract.

Hess added; “We also

have Exxon as our partner and CNOOC, which I think helps us in ensuring the Production Sharing Contract is followed.” The mechanism of the corporate world expressed!

With both Coalition and PPP leaders promising to honour the PSA, what Dr. Bynoe is pontificating could be better understood from a Guyanese context. I can clearly recall that in the past, many high ranking police officers who went to run some division, would always be chanting about they were going to straighten things.

Two months after, by the time they made the right connections and, in local parlance, the “paypa” begins to pass, you had to wonder if they were transferred - total silence, the same old routine!

With the review of the contract coming up, the “modus operandi” is to make some noise to get the attention of the right people. This position will force the right people to, in local parlance, “speak”.

The “paypa” would more than likely be passed and the sanctity of contract for the 6 billion barrels would be maintained.

The energy department may hire technical people to have better contracts in the future, but for now the contractors of the Stabroek block will have their gift as promised by the two Leviathans.

The big question! Is there anything significant outside of the Stabroek block?

It’s unlikely that Gecom can produce a list fully representative of the voting population DEAR EDITOR, I am already registered and voted at the last Elections. As part of that registration, I was issued a National ID Card.

Gecom staff arrived at my home on August 11 for reregistration. I was asked for a Passport or Birth Certificate.

I do not have an original birth certificate. My Guyana Passport has expired. I brought my Canadian Passport. I was not registered because they cannot use my Canadian Passport. I offered my Guyana National Identification Card. This was also not acceptable. I offered my driver’s licence and this was also not acceptable. At this point, it appears that I will be de-registered.

Two members of my family do not have original birth

certificates; they have colour copies only. They cannot be registered. They were registered before and now it appears they will also be de-registered.

My relative from Canal #1 attempted to re-register. She had her original birth certificate but she did not have her Marriage Certificate nor her husband’s death certificate. It appears she is also destined for deregistration.

Anywhere you go in this country the National ID Card is accepted. It was issued as a result of Gecom Registration. Since your biometrics will not change, it should be accepted for reregistration.

My clear impression from this experience, is that this reregistration process is clearly designed with rules and

procedures to make it more difficult to register and easier to be de-registered.

I will have no confidence that the National Register of Voters, given this process, is likely to produce a list that will be fully representative of the voting population. Too many people will be left out.

The current political impasse DEAR EDITOR, The current political impasse in Guyana must, perforce, drive one to the realms of speculation – of past and present events – even into the immediate future.

Under the PPP/C Administration there was undeniably a better economy than the limping one we have under the current Administration. Undeniable also is the fact that major malfeasance was a byproduct of the previous Administration, as it is in the current one.

The AFC gained traction on the political landscape because of misdeeds of the PPP/C, rather than being an alternative to APNU. Thus the defeat of the PPP/C was self-triggered. Its hierarchy was dismissive of the masses.

The present Coalition seems to be following in the footsteps of the PPP/C. Apart from mediocrity in its performance over the past four years, it is in denial mode.

Denial is now becoming bullyism, apparent to all within and without. Not so

long ago regarded as objective and critical of poor performance at the national level, they have become condescending, even openly supportive of the present administration and its lacklustre performance. The battle lines are all but drawn.

The AFC, once thought as the Force to balance the political and economic equation, is almost extinct. It is now begging for gravy from the master’s bowl. The Herdmanston Accord is expired. The Coalition therefore exists precariously, perhaps not at all. What is the basis for the AFC to identify a Prime Ministerial candidate?

The electorate has not been made aware of any agreement, tacit or otherwise, which declares that the next Prime Minister must come from the AFC. Additionally, it is not inconceivable that, given an ailing President, APNU’s membership would be strongly resistant to, even unacceptable of, an Indian successor. That the AFC is more baggage than benefit to APNU is not a far-fetched

assumption. The Party has effectively exiled itself. Some of its top brass will likely be absorbed by APNU, but that is unlikely to add votes.

Even-steven, APNU cannot win a majority. It has to find more voters for itself than its present base on record.

The PPP/C also cannot win a majority. But it has no way to increase its voting population, even considering that it will get back votes which went to the AFC at the last elections. The election machinery is certainly not in its hands.

That machinery is in APNU’s hands, as is the wherewithal to “support” any political hanky-panky in its strongholds.

The PPP/C cannot field scrutineers in many APNU strongholds. It is an open secret that PPP/C scrutineers have been driven out from polling stations. That scenario will likely play out again. God forbid another 1964.

That is my take.

It is premature for our nation’s current leadership to pursue closure of estates DEAR EDITOR, The recent letter by Dr. Ramsammy of the PPP on the plight of sections of the economy that have been negatively impacted by the closure of several sugar estates, makes many doubt if the strategy for improving the industry is as solid as it could be.

If we are to consider the forecast increase in GDP for our Nation’s economy, it is easy to see that with the upcoming oil boom and the resulting increased per

capita income, whether distributed directly as suggested by some WPA members or trickled down via a capitalist model, the future improved buying power of the population should be more than sufficient to save the entire industry.

Thus it is premature for o u r n a t i o n ’s c u r r e n t leadership to pursue closure of estates which provide the very important t a s k o f sustaining the lifeblood of our villages and

small towns.

This will also mitigate any risk from the pursuit of a purely trickle down capitalist model associated with the usage of our oil revenue.

What setbacks are likely to befall forward thrust into the new future?

DEAR EDITOR, Perhaps I am behind the eight ball, but is there or was there any comment or series of comments on views, scenarios, effects, population impact, currency, geopolitical changes, alignments, petro-dollar management, infrastructure priorities, political evolvement, industrial development,

communications, energy, modern regional environs, when we consider the reordering of systems as necessarily there will be to our historical agricultural and primary products economy.

The PNC is trying to avoid the inevitable DEAR EDITOR, December 21st 2018 was D-Day for the Granger regime. It was the day that a successful no-confidence was passed and the government fell. Eight months have gone by since, but the government still maintains that it has not fallen, and, being in that denial mode, it refuses to fulfill its obligations to the constitution of this country.

Ever since that time, the PNC has been engrossed in the most expensive of litigations to stave off the expressed dictates of the law.

As we say in creole parlance, they have been on a “fight down” campaign on the constitution.

Billions of taxpayers’ dollars have been spent on senseless litigations as they try to circumvent Articles 106 (6) and (7) of the constitution. This is total madness, a nation cannot continue to fight against itself, the rule of law must take precedence!

All countries are governed by laws and Guyana is no exception, so why is the PNC

trying to stop the inevitable? Why stifle the rule of law? And the answer comes back again: they are scared stiff as to the results of an election.

The PNC’s leaders know that they will lose the next election in a very definitive way and this frightens the daylight out of them.

In their desperation they are testing the system to the maximum with these endless appeals and counter appeals; however, these moves only serve to delay the process somewhat, but in the final analysis they will have to face the electorate, which I can tell them would not be very kind towards them.

The Granger cabal must realize that the people of this great country are no fools, and we will hold them accountable for their actions.

Dire will be the consequences for this government, when it is the people’s turn to speak.

The situation is even worse than that now, and yet we don’t seem to have the same desire to uphold the constitution, the rule of law and democracy.

This situation could mean that the issue of fear in the society by the APNU/AFC coalition Government is even

more detrimental than ever in the history of Guyana. At a recent stakeholders’ forum at the Marriott Hotel in Georgetown, it was confirmed that the Government’s position must be final or the violence of the PNC will return to streets of Guyana. The PPP/ C has always had the Patriots in every situation, while the PNC APNU/AFC has always had the destroyers.

India warns China to stay out of Kashmir dispute as crisis intensifies India has issued a warning to China to stay out of the dispute over Kashmir’s status, after Pakistan said it would take the issue to the United Nations Security Council with the support of Beijing.

The remarks by the Indian foreign minister, Subrahmanyam Jaishankar, came after his Pakistani counterpart visited China in a bid to seek allies for a UN resolution against New Delhi for revoking Kashmir’s autonomy.

Mr Jaishankar flew to Beijing himself to meet China’s top diplomat, Wang Yi, saying at the talks that “the two nations should ensure that it was important that differences between us, if any, should not become disputes”.

China’s foreign ministry said in a statement later that it had taken a “principled” stand on “unilateral” actions

by India, and had urged New Delhi to play a constructive role in regional peace and stability. But India’s Ministry of External Affairs bluntly said decisions on Kashmir were “an internal matter concerning the territory of India”.

“India does not comment on the internal affairs of other countries and similarly expects other countries to do likewise,” the ministry added.

China has described

Kashmir itself on Monday remained under a communications blackout and a police curfew, with information still difficult to come by or verify.

The Indian government said it was easing restrictions Sunday, and that the Muslim festival of Eid al-Adha had been observed largely peacefully.

White House Targets Foreign Aid Cash With Caps Limiting Spending (Bloomberg) — The White House is stepping up its efforts to block the State Department from distributing several billion dollars in foreign aid by the e n d o f t h e f i s c a l y e a r, imposing daily limits on spending until it can ask Congress to cancel the funds later this month, said three people familiar with the matter.

After freezing about $4 billion in spending starting Aug. 3, the administration has now lifted the pause but ordered that spending be limited to what translates as about 2% of unobligated funds per day, according to the people, who asked not to be identified discussing private deliberations.

The administration, in a drive spearheaded by Acting Chief of Staff Mick Mulvaney and his

successor at the Office of Management and Budget, Russell Vought, is also leaning toward asking Congress to cancel the unspent money, a process known as rescission, as early as Aug. 20, they said.

The move to cap spending is the latest development in a multiyear battle by President D o n a l d Tr u m p ’s W h i t e House to cut foreign assistance funding even over the objections of Secretary of State Michael Pompeo, one of Trump’s most loyal cabinet members. The president’s proposed budgets for the last two years sought to cut funding by about 30%, only to have Congress reject the request.

“Mulvaney has had a bee in his bonnet going back to his days in the House of Representatives

about State and USAID and has been trying again and again and again to cut one of the most minuscule parts of the budget that has high impact and broad bipartisan support,” said L i z S c h r a y e r, c h i e f executive of the U.S. Global Leadership Coalition in Washington.

“He’s tried it multiple times and Congress just keeps stopping him. They’re really angry.”

A bipartisan group of lawmakers and Pompeo, along with officials at the U.S. Agency for I n t e r n a t i o n a l Development, had protested strongly after the Office of Management and Budget imposed the freeze on Aug. 3, arguing that it hurt U.S. national security goals and contradicted the will of Congress.

Future positives highlighted on International Youth Day - emphasis placed on development and “transforming education”

Minister of Education, Dr. Nicolette Henry, yesterday expressed her views on Guyana joining the rest of the world in observing International Youth Day 2019, which was celebrated under the theme “Transforming Education”.

Minister Henry drew att e n t i o n t o t h i s y e a r ’s theme, as well as the importance of youth development and the commitment of the Government of Guyana to achieving universal quality education.

The Minister said, “According to the United Nations, this theme is intended to “highlight efforts to make education more inclusive and accessible for all youth, including efforts by youth themselves. Rooted in Goal 4 of the 2030 Agenda for Sustainable Development – to “ensure inclusive and equitable quality education and promote lifelong learn-

ing opportunities for all” – , International Youth Day 2019 will examine how Governments, young people and youth-led and youthfocused organizations, as well as other stakeholders, are transforming education so that it becomes a powerful tool to achieve the 2030 Agenda for Sustainable Development.

Here in Guyana we are committed to achieving universal access to quality education. To this end, the Ministry of Education continues to work with stakeholders to improve the quality of education delivery. We have begun the process of education reform which involves, curriculum reformation, strategic planning and shifting to more technologicallyenabled learning experience.

The Government of Guyana is committed and determined to placing our

High Street building being sold to help cash-strapped Forestry Commission The property at High and Princes Streets

Cash-strapped Guyana Forestry Commission (GFC) is looking for long-term solutions to dig itself out of the hole it finds itself in.

One of the immediate proposals on the table is to sell the High and Princes Streets property, the former headquarters of the Guyana Broadcasting Corporation (GBC).

Prior to 2015, the then administration of the Peoples Progressive Party/Civic (PPP/

C) took $600M from GFC to help construct a new building.

That building was later deemed unsafe and was never used.

Government has been contemplating what to do with it.

However, according to management and the current board, headed by Jocelyn Dow, the Forestry Commission never recovered from that dent in its reserves.

To compound matters,

another $300M or so was transferred for the operations of the struggling Iwokrama forest conservation project.

That was almost $1B wiped off from GFC coffers.

In recent months, amid falling exports of logs and increased activities relating to the conservation efforts brought on by the Norway US$250M deal to conserve the forests, GFC has been struggling to pay staffers.

Yesterday, Dow confirmed delays in payments to staffers, but stressed that some staffers were not paid in days, as not for months as reported.

She also traced the situation of the GFC back to the previous administration.

She said that the current board members dont receive fees until everybody else has

been paid.

Government had ordered former Commissioner of Forest, Clayton Hall, to conduct an examination of GFCs operations, including aspects of the welfare of staffers. He is expected to hand over his report to Government shortly.

Last week, officials of the Guyana Agricultural and General Workers Union (GAWU) which represents workers of the commission, met the board and Minister of Natural Resources, Raphael Trotman on the financial situation of the commission.

Trotman has reportedly

since met with Finance Minister Winston Jordan to discuss help.

It was stressed that GFC had far more responsibilities as a consequence of the Norway deal and other international commitments.

“We are in problemsolving mode now. It is important we realize the forest has multiple roles. It is not only about timber. Under the laws we now have ecoservices and more importantly, commitments under the Paris agreements.

Those increased responsibilities come at a cost,” the chair pointed out.

Currently, GFCs monthly salary bill is over $60M. “We have to create more jobs. The days of cutting more trees to increase revenues will not work. It means we have to find the money for GFC from somewhere else. We have seen Baishanlin committing, but not processing one log.

We now have oil, which is more obligations for GFC. It cannot be the same way.”

She said that one of the proposals was selling the High Street building to raise money.

However, Dow acknowledged, GFC s problems on the long term will only be solved by a policy that involves all the stakeholders.

“Cabinet had agreed for the property to be sold. The union agreed that it should be immediate, with an infusion of cash into our purse.”

A credible list cannot emerge from house-to-house registration The Guyana Elections Commission (GECOM) has never been known for its swiftness in the tabulation of numbers. It often takes more than five days for the GECOM to tabulate just more than 400,000 votes cast in general and regional elections.

GECOM has not provided a precise figure as to the total number of persons registered thus far. It has merely said that more than 174,000 persons are registered. This may be an estimation or an approximation.

But regardless of the precise numbers registered, what is clear is that none of these persons were registered in the presence of scrutineers from the People’s Progressive Party Civic (PPPC). The opposition PPPC is vehemently opposed to house-to-house registration, which it views as intended to frustrate the constitutional requirement for elections within three months following the passage of a noconfidence motion.

The opposition believes that the government’s insistence on house-to-house registration is a ploy to delay giving effect to the no-confidence motion. The Caribbean Court of Justice (CCJ) had ruled that the no-confidence motion was validly passed and that this passage consequently triggered provisions which require elections within three months.

When last year, the Secretariat of GECOM was asked why, after the passage of the no-confidence motion, measures were not initiated to prepare for elections by March 21, 2019, it said that it could not do so unless instructed by the Commission proper.

It therefore seems bizarre that the same Secretariat, after the ruling of the CCJ, commenced house-to-house registration based on a proclamation made days before the CCJ decision, but imple-

mented after the CCJ decision which invalidated the appointment of the person making the proclamation.

The CCJ ruled on June 12, 2019, that the appointment of the then Chairman of GECOM, Justice (retd.) James Patterson, was unconstitutional. By the time house-tohouse registration commenced, the Chairman had resigned and the Commission was not functional. This alone should have signaled to the Secretariat that it should have aborted its plans for houseto-house registration, given that there was no Chairman and given its position last December that it needed the sanction of the Commission proper to proceed with elections plans.

The Commission now has a Chairperson and the first order of business should be to examine how advisable it was for the Secretariat to proceed with the registration process when there was a vacancy within the Chairmanship of GECOM. This is a very serious matter which needs to be addressed, since it concerns the nature of the relationship between the Secretariat and the Commission.

The government insists that house-to-house registration is necessary for a credible voters’ list. This implies that the list which was used for the local government elections was flawed. But the government is not making this connection, because it knows full well that its contention about the list is just a ruse to allow it to override the noconfidence motion.

The western governments are not fooled. They know full well what is afoot.

But it is most likely they are exercising restraint given the volatile situation next door in Venezuela.

In that country, the contention of the western governments and the LIMA

Group is that the election of President Nicholas Maduro was not free because the opposition had not participated in the elections which returned Maduro to power Well what are they going to say in relation to Guyana?

How can there be a credible voters’ list resulting from house-to-house registration when more than 40% of the electorate have been registered without a single scrutineer from the opposition monitoring the process? How can there be a fair election when there is no monitoring of the registrations by the opposition – a process which

is fundamental to preventing and detecting fraud and ensuring a clean list?

A credible list cannot emerge from house-to-house registration. The registrations are being done without oversight from the opposition.

And this will mean that there will be suspicions about what has taken place thus far.

House-to-house registration commenced when the Commission had no Chairman and therefore could not meet. So there was no oversight either from the Commission.

The house-to-house registration should have been stopped from day one, after it

was clear that a basic control measure to prevent fraudulent registrations – monitoring by the opposition and the Commission – was absent. That is the second bone of contention which the Commission should raise with the Secretariat.

As things stand, it is hard to see how there can be confidence in the election machinery and the voter registration process unless the conduct of the Secretariat, since the decision of the CCJ, is examined. There cannot be a credible voters’ list if 174,000 registrations are redone without opposition oversight and

unless the GECOM Secretariat is held accountable for its actions since June 12, 2019.

Dead meat, Charrandass and deconstructing “betrayal” I start this opinion piece by asserting most intellectually and emotionally, I agree with the action of Charrandass Persaud, when On December 21, 2018, he voted yes in a no-confidence vote (NCV).

I wrote before and I am repeating it once more and will keep regurgitating it – Charrandass did the right

thing in the context of the betrayal of democracy by the new look PNC under the name APNU; the AFC which has betrayed every political principle in the book; and the WPA which has sullied the legacy of a great Third World revolutionary, and one of my heroes, Walter Rodney.

Because of Charran, we are heading into an election

in months. If possibilities come alive that there is no winner-take-all regime, and that those who are currently demonizing Charran are out of power, one hopes that Charran comes back to his land of birth, resettles here, and grounds with the Guyanese people. Charran has been a longstanding friend, and we have kept in

touch since December 21, 2018.

If he finds favour with the election results, I will strongly urge that he returns to Guyana.

It is unfortunate that for security reasons, he cannot be on the campaign trail. I write this viewpoint here to denounce the constant demonizing of Charran by the leadership of the AFC, PNC, WPA and their surrogates.

It is disappointing that those countless citizens here and abroad who see the determinant of conscience in Charran’s role in the NCV are not confronting the constant use of the word, “betrayal” to describe Charran by a post2015 regime that has betrayed the Guyanese people in the most vicious ways, given all the claims of a dictatorship under Jagdeo and Ramotar, and our efforts in successfully removing that dictatorship.

Any deconstruction of the word, “betrayal” would reveal it applies more to t h o s e w h o h a v e abused power since 2015, than the action of Charran. What is betrayal in the deconstructed sense of the word? We can start with promises that were willingly cast aside for an ostentatious lifestyle by those who signed a covenant with the Guyanese people to eradicate corruption. This is a small country where citizens see the lifestyle of the powerful and wealthy every day.

It is the inflexible belief of this analyst that there are more expensive, privatelyowned cars being driven by ministers of the APNU+AFC government than any PPP mandarins during the 23year-old reign of the PPP.

Let’s deconstruct the word, “betrayal.” No PPP leader ever engaged in his/ her driver having to come out of the car and open it for the minister as a matter of routine. The driver also has to open the office door. I had cause to accost a minister on such colonial action.

Power intoxicates the mind Let’s deconstruct the word, “betrayal.” Confronting corruption if it wins was the campaign promise of APNU+AFC. This columnist is saying with pellucid assertion and unambiguous semantics that corruption thrives under the current government.

If there is another administration after the general election, SARA, without Clive Thomas, will no doubt investigate. During the Watergate scandal when Bernstein and Woodward would meet with “Deep Throat” in those vast underground parking garages, Deep Throat would say to them; “follow the money.” In Guyana, journalists investigating corruption should “follow the assets.”

Let’s keep deconstructing “betrayal.” In 2012 a line item in the budget was cut, meaning its funding was taken away. Those were funds for the state media units that the AFC and PNC in opposition said were government rags.

AFC travelled to Berbice to justify the cuts. I remember sharing the same platform with Christopher Ram and Gerhard Ramsaroop. I will always remember that night, because during his delivery Chris lost his voice and I had to replace him.

Today the state media

Frederick Kissoon units are bigger rags, with Nagamootoo and Barrington Braithwaite brazenly writing in the Chronicle that Charran took money to say yes in the NCV. Whatever happened to the laws of libel? I will answer that. Betrayal defeated the laws of libel.

Let’s deconstruct, “betrayal.” The AFC promised its supporters it would never join with the two ethnic Leviathans because it is a multi-racial, third force whose raison d’être was to move Guyana way from the culture of the PPP and PNC. It openly proclaimed that it would become dead meat if it went into that pathway. It did and became dead meat.

Finally, Nagamootoo promised the AFC that his foray into politics had come to an end after 2015. He wanted to defeat the PPP. He said he would remain until the 2020 poll then retire. He still wants to be the Prime Minister.

Multiple babies through IVF is nothing to boast about – IVF Specialist While helping women to conceive through in vitro fertilisation [IVF] is nothing short of a miraculously feat, what some people may not know is that there could be a downside to it as well. This notion was underscored recently by the country’s lone infertility specialist, Dr. Madhu Singh.

IVF is explained as one of the several techniques available to help people with fertility problems have a baby. During IVF, an egg is removed from the woman’s ovaries and fertilised with sperm in a laboratory. The fertilised egg, called an embryo, is then returned to the

woman’s womb to grow and develop.

A major downside to this process referenced by Dr. Singh, during a recent interview, is that of multiple babies.

“Getting multiple babies through IVF is not something to boast about...it is certainly not something we boast about, but multiples do happen sometimes,” Dr. Singh noted.

In explaining the intricacies of multiple babies

by IVF, the infertility expert noted that “if it becomes more than two, you are supposed to reduce it. You are not supposed to allow a woman

to go through with three and four babies...that is very bad; the outcome can be bad.”

This, Dr. Singh said, can range from the woman having a miscarriage, to other health complications such as the development of diabetes and hypertension.

As she addressed the possibility of a miscarriage, she revealed that once there is a multiple baby pregnancy, one possibility is that “by the time a woman reaches 16 weeks or even before she could have a miscarriage if you allow them to continue.”

Since introducing IVF to Guyana at Dr. Balwant Singh’s Hospital in 2014,

where she also holds the portfolio of Chief Executive Officer, Dr. Singh said that she has only had to reduce one set that surpassed twins.

“I had to reduce only one...we had triplets and I counselled the patient and fortunately she was very understanding and she said go ahead. She went on to have healthy twins at the end of it, so it was fine,” Dr. Singh recounted. But even twins could be a challenge, since they can deliver pre-term, Dr. Singh explained. In the case of her twins, the delivery was at 26 weeks and considerable effort had to be invoked to ensure their wellbeing.

In addition to the risk of multiples and possible miscarriage associated with IVF, Dr. Singh said that there is also the concern of how best to explain the need for reduction to a woman who has been dealing with infertility for many years.

“It is not easy sometimes when you are dealing with a woman who has been trying to conceive for so long and you have to tell her she is going to have three babies but you have to reduce one...half of them [women] would want to freak out and say ‘no, I am quite fine carrying three’ but you have to be able to explain to them that if you insist on carrying the three you may lose them all, so reducing is the best option,” Dr. Singh related.

Dr. Singh sees it as especially important to properly explain to her patients the importance of reduction since she always

There is also a possibility that she will not get pregnant again because she already has all of these infertility issues.” Reducing multiple babies, Dr. Singh shared, is done by ultrasound guidance and through this means, she said, “we don’t touch the others. We just reduce one...you have to be able to do that if you are doing IVF.”

Dr. Balwant Singh’s Hospital is the lone IVF Centre in Guyana and currently boasts of a success rate that is on par with those in Barbados and Trinidad.

Worldwide, the IVF success rate stands at a mere 20 to 30 percent and commenting on this, Dr. Singh said, “If anybody boasts of more they are just lying.” Last year the published success rate of the United Kingdom was 19 percent.

Revised Cummingsburg Accord in four weeks - AFC The Alliance For Change (AFC) held its quarterly National Executive Committee (NEC) Meeting on Saturday, at the Arthur Chung Convention Centre, Liliendaal, East Coast Demerara.

According to the party, several critical matters were discussed including its preparation for the upcoming General and Regional Elections.

One of the issues included the “historic Cummingsburg Accord which precipitated our entry into government in 2015 with our coalition partner, A Partnership for National Unity (APNU), led by David Arthur Granger,” AFC said in a statement yesterday.

According to the AFC, the smaller of the coalition factions, the existing accord remains in effect, until its life expires or it is amended by mutual agreement.

The accord spells out how government will be shared under the coalition.

“The AFC remains fully committed to coalition politics in the national interest. Coalition politics in this regard reinforces our core belief of a functional multi-ethnic, multi-viewic society to unleash the energies of all our people regardless of race, class, religion or gender enabling all Guyanese to enjoy their fullest

potential.”

AFC said that a review of the accord, signed three years ago, has engaged the partys full attention since 2017.

“More recently the party met jointly with its Coalition partner and discussed a path forward in view of General and Regional Elections. There is broad agreement between the two parties that the existing accord can be amended for better alignment with the Constitution and can accommodate additional guiding principles that may previously have been omitted.”

Additionally, AFC said, it was agreed by the two parties that a revised accord would be more desirable than drafting a completely new accord at this stage.

“Festival of the Sacrifice” sees hundreds enjoy the spirit of community

T

his year, and like every other year, M u s l i m s yesterday celebrated Eid ulAdha, the "Festival of the Sacrifice".

E i d u l - A d h a commemorates Ibrahim's willingness to sacrifice his son to obey Allah or God's command. However, his devotion is rewarded, as instead God gave Ibrahim a lamb to be sacrificed. In honour of this, Muslims may choose to sacrifice an animal such as a lamb or cow as part of the festival.

The festive day began with early-morning prayers.

At around 7:00 a.m., hundreds gathered at the Muslim Youth Organization (MYO) in Thomas Lands, where the scarifying of the animals commenced.

When Kaieteur News visited the MYO yesterday, scores of people - of different races, colours, religions, and ages gathered to receive their portions of meat.

bull but about people coming together as a community. On a day like today there is no

colour, there is no race - it doesn't matter. And I think that this is an example of the way that Guyana should be overall. Every time we have a religious get-together, whether it's Muslim, Hindu or with the Christians, everyone in Guyana comes together.”

Hussain further explained that in some masjids across Guyana only 20- 50 bulls are sacrificed, but due to the fact that the

MYO is much larger, close to 200 bulls are sacrificed yearly.

“No one keeps all of the meat. Actually we only keep one-third of the meat, and the rest is distributed throughout the community,” he noted.

When questioned about whether there was an increase in persons collecting their share of meat, Hussain replied, “I think that you would find that the economic conditions

of Guyana are different this year. So we have seen that more people are asking for help.

It is a time for unity and celebration, and sharing. It's about showing that no matter how much you have, you should always turn around and give.

Most of what you have, if you give it away then you're eventually going to have in the end - and I think that's what Eid is all about.”

Each benefit is counted separately, meaning if two benefits are used in a month, it'll count as two months.

The rule will take effect October 15.

Force to assist Divisional Commander who lost home in fire

A

n early morning fire on Saturday last destroyed three cars and the home of Commander of 'G' Division, Essequibo Coast and Islands, Crystal Robinson.

Her colleagues from the Guyana Police Force (GPF) have since pledged to assist her.

Deputy Commissioner of Police Nigel Hoppie headed the team of Crime Chief (ag) Senior Superintendent Michael Kingston; Deputy Commander of 'D' Division, Superintendent Dion Moore; Personal Assistant to the C o m m i s s i o n e r , Superintendent Alistair Roberts; Deputy Traffic C h i e f , D e p u t y Superintendent Joseph Jack, as well as other Senior O ff i c e r s , w h o v i s i t e d Commander Robinson on the afternoon of the tragic incident.

The team met with the commander at the premises of where her home once stood at 154 Back Street Stewartville, West Coast Demerara.

Mr Hoppie personally assured the commander of the Force Administration's full support in bringing relief to herself and family.

In response to the helping hand being extended, Commander Robinson stated, “Well one must feel glad that their colleagues are reaching out to them in their time of need, so I'm very happy about the gesture.”

The commander indicated that she is expected to meet with force members today to know what help will be rendered to her.

Ms Robinson's home was entirely destroyed by the fire along with three cars.

The fire which started around 01:30hrs on Saturday

morning is still of unknown origin. The house was home to five persons, with four residing in the upper flat and the other in the lower flat.

According to Ms. Robinson, she was at the National Cultural Centre for the Guyana Police Force Pageant when she received a phone call from her neighbour.

“It was about 01:30am when my neighbour called me saying my cars were on fire which was spreading to the home.”

She said one person was asleep at the time in the home and with an alarm raised by neighbours the young lady escaped unhurt.

“I was told that by the time my neighbours from each side of my home tried to come out and do something the house was already on fire. The fire service was called, however when they arrived the house was completely engulfed.”

Despite the fire attendants' arrival on the s c e n e p r o m p t l y, t h e i r equipment was not ready to work.

Robinson claimed that she was shown a video in which the hose the firemen attempted to use had holes and the water was escaping out of it preventing the pressure to reach to the flames.

“From what I heard the firemen had to leave and go get another hose, because the one they came with had a lot of holes, but by the time they returned nothing could have been saved. I can't give an estimated cost for my losses, but every single thing I lost, which may amount to millions of dollars.”

According to the commander, her next move is to rebuild, not allowing the unfortunate situation to get her down.

Sugar, Rice and Gold suffer blows during 2019 first quarter - Central Bank Report reveals

T

he Quarterly Report and Statistical Bulletin of the Central Bank has revealed that the agriculture sector registered increases in the output of forestry, fishing and other crops which were attributed to greater productive capacities as well as favourable market conditions.

But in the case of sugar, rice and gold, these major economic pillars took a beating for the first quarter of 2019.

According to the Central Bank, sugar experienced a shortfall in production with the restructuring of the Guyana Sugar Corporation (GuySuCo). It was noted that sugar declined by 34.3 percent. As for the rice industry, it was found that output declined by 9.3 percent due to significant paddy bug infestation as well as increased costs for inputs.

The mining and quarrying sector registered lower production during the period under review. Further, the gold industry experienced a decline in declaration by the foreign gold mining companies, while there were increased declarations by the local small and medium scale gold miners. As for bauxite, Bank of Guyana said that the outturn plummeted on account of industrial unrest at RUSAL mining operations.

The construction sector experienced accelerated public & private investments.

With respect to the outturn in the services sector, Central Bank said that this was reflective of activities in

the real estate and storage subsectors. It said that preliminary estimates suggest that the activities of the petroleum industry have capitalized economic activities, particularly in the construction and services sectors during the first quarter of 2019.

Turning its attention to the performance of the manufacturing sector, the financial regulator said that this was mixed with increased production of ice cream, margarine and nonalcoholic beverages while there was decreased output of o x y g e n , l i q u i d pharmaceuticals, acetylene and nitrogen gas.

As for the inflation rate (year to date), Central Bank said that this was somewhat flat at 0.1 percent at the end of March 2019. It further stated that this marginal uptick resulted from the increase in food prices.

In addition to this, Central Bank noted in its report that there were declines in the price indices of housing (which comprises fuel and power), as well as t r a n s p o r t a n d communication.

The Bank's statistical data also indicate that the overall balance of payments recorded a lower deficit of US$71.2 million at the end of March 2019 compared to US$94.0 million for the same period last year. This was primarily due to a higher capital account surplus.

Central Bank explained that the capital account surplus resulted from increased foreign direct investments, mainly on account of the oil and gas sector, at the end of March 2019.

hile its selections have not yet been made public, this past week the Global Fund Country Coordinating Mechanism held an extraordinary. The meeting on Friday was presided over

by Education Minister, Nicolette Henry, the Country Coordinating Mechanism Chairperson, and was intended to address the endorsement of recommendations presented by its review committee.

Members were tasked with reviewing the proposals submitted by organisations interested in becoming subrecipients for both the Malaria and Tuberculosis programmes in Guyana.

Among those present at the meeting was Pan American Health Organisation/World Health Organisation [PAHO/WHO] Resident Representative, Dr. William Adu-Krow.

Although international

funding has been dwindling to sustain gains made in the fight against HIV for instance, in 2018 it was reported that Global Fund's Board had factored Guyana into a batch of HIV grants that were approved.

Reporting on this development was Aidspan, a non-profit organization based in Kenya which has as its mission to reinforce the effectiveness of Global Fund to fight AIDS, Tuberculosis and Malaria, by serving as an independent watchdog of the Fund and its grant implementers.

According to the Aidspan report, the timeframe for the grant approved for Guyana was January 1, 2018 to December 2020. The Health Ministry was named as the Principal Recipient, which it also noted managed Guyana's previous HIV grant.

It was revealed that in 2017, Guyana submitted a

programme continuation request for its HIV component. Programme continuation requests are meant to simplify the funding request process for well-performing grants that have been recently reviewed by the Technical Review Panel [TRP] and do not require significant programmatic overhaul.

This, Aidspan noted, meant that “The epidemiological context and geographic focus of interventions remain the same when compared to the previous request.

The country continues to experience a mixed e p i d e m i c t h a t disproportionately affects key and vulnerable populations –– men who have sex with men (MSM), female sex workers, transgender people, miners and loggers. The strategic focus was on increasing impact by implementing mixed strategies to intensify

the linkages to treatment and instituting a “treat all” policy.”

According to the TRP, Aidspan noted, the proposed

programme built upon the successes and lessons learned from Guyana's prior programming for key populations, and aligned

with the mid-term evaluation and revision of the National Strategic Plan [NSP] called HIVISION 2020); 2020 HIV (continued on page 19)

n growing efforts to eradicate the cultivation of marijuana, police ranks from the 'B' Division, Berbice, on Sunday last destroyed about 300 ganja plants during an eradication exercise.

The ganja farm was discovered in East

Berbice-Corentyne at Whim Crown Dam, located about 5 miles from the Public Road.

The plants measured from one foot to 5 feet in height.

They were later set alight. No arrests have been made.

Father of three electrocuted GNBA records over 150 infringements in five months while fishing with family ...after net comes in contact with severed wire from pole

he Guyana N a t i o n a l Broadcasting Authority (GNBA) has recorded over 150 broadcast infringements within the space of five months.

According to Chairman of the GNBA, Leslie Sobers, the Authority has been working to ensure that broadcasters boost their level of compliance in keeping with the regulations.

In an invited comment on the subject, Sobers noted that broadcasters continue to commit a number of infractions which include the breach of good taste and decency, through the use of obscene language in songs and audiovisual content, the use of profanity in movies, irresponsible reporting on sensitive issues, irresponsible programme hosting, and inappropriate graphic content in reported pieces.

The GNBA official noted that of the 19 registered television stations, and 20 registered radio stations, there were 39 infringements in January, 40 in February, 49 in March, 22 in April, and at least 16 infringements recorded in May of this year.

He noted, however, that as a regulatory body, the GNBA is not taking a big stick approach to ensure compliance.

“It's a step by step process. These broadcasters are given several warnings

Sobers noted that the GNBA has constantly implored broadcasters to use the guidelines for the broadcasting legislation, as a guide, to work towards achieving quality broadcasting in Guyana. In fact, he noted that several consultations are planned for the next two years in keeping with the Authority's strategic plan.

The GNBA Head said that the Authority has been developing strategies to monitor as well as assist broadcasters to be compliant with the rules of broadcasting.

“We are aware that there are some challenges but we have been encouraging broadcasters to as much as

The GNBA had noted, however, that while the Authority is willing to cooperate and assist broadcasters who fall below the mark, it will specifically target broadcasters, who never had a broadcasting licence and are still on the air; those whose licences have expired and have not renewed their licences but are still broadcasting, and those who owe the authority millions of dollars and are refusing or failing to pay.

In fact, the authority has already moved ahead with litigation against certain broadcasters. Persons will not be placed before the court for broadcast content.

family fishing trip end tragically yesterday for 35-year-old Orlando Anthony Ramnarine, of Pharmacy Street, Sarah Johanna, East Bank Demerara, after he was electrocuted near a Cherry Farm located at Coverden, East Bank Demerara, where he was with his 22-year-old reputed wife Samantha Parmanand and their three children, ages 4, 2, and 11 months. The incident occurred about 15:00 hours.

According to family members, all of whom were fishing at the time, Ramnarine was using a cast net and when he threw it in the trench, it made contact with a severed electrical wire from a utility pole, and he was electrocuted.

The wife of the dead man told Kaieteur News that her husband had planned the fishing trip some months ago and was very excited to take his kids and other relatives along. She said that she thought her husband was having “an attack of fits” when he collapsed to the ground. It never occurred to her that he had been electrocuted.

“I did not even know that is shock he getting shock! All I see he fall on the ground and start trembling, and I called my brother and tell he, and is my brother pull he off the wire.”

Ms. Parmanand described her husband of four years as a very helpful, caring and hardworking individual who would have done anything for his children and other family members.

The Company's 2550 km2 3D seismic survey was completed in September 2017, well within the initial

In September 2017, Eco announced that its subsidiary, Eco Atlantic (Guyana) Inc. entered into an option agreement on its Orinduik Block with Total, a wholly-owned subsidiary of Total S.A. Pursuant to the option.

Total paid an option fee of US$1 million to farm-in to the Orinduik Block.

An additional payment of US$12,500,000 was made when Total exercised its option to earn 25 percent of Eco's working interest in September 2018.

Following the exercise of the option by Total, the Block's working interests became: Tullow – 60% (Operator), Total – 25% and Eco – 15%.

In October, last, the Government approved of the To t a l f a r m - i n o n t h e Orinduik Block, which has the potential for almost three billion barrels of oil equivalent.

Just a few days ago however, Total sold 10 percent of its interest in the Orinduik Block to Qatar Petroleum.

The government is still to grant approval for this farmin by Qatar Petroleum.

CPA highlights grooming among red flags of sexual abuse

T

he Child Care and Protection Agency (CPA) is seeking to help parents and guardians identify red flags which lead to sexual violence.

In a bid to raise the level of awareness, the CPA has launched a campaign to expose the methods of grooming, and how they can be used to lure innocent children into the arms of sexual predators.

In information released via its social media page, the CPA noted that a significant number of child sexual abuse cases begin with grooming.

According to the CPA, grooming is when an adult builds an emotional relationship with a child to gain the child's trust for the purpose of sexual abuse or exploitation.

The CPA noted that children can be groomed online by a stranger, or by someone they see and know very well. They can even be groomed by a family member or friend.

“Grooming is a slow, methodical, intentional process. Grooming can take place in any type of establishment where an adult has a trusted position with children/ young people.”

The agency stressed that churches, religious houses and even schools are not exempt.

In fact, the CPA pointed out that a number of stories have emerged over recent years, where famous international athletes, even footballers, have claimed that they were groomed by their coaches (teachers) and sexually abused while in training to learn the rudiments of their sport.

The CPA noted further that cases are being brought to trial every day; decades after the incident would have taken place, because the psychological pain caused by the abuse is real and everpresent for the survivor.

The Agency stressed too that signs that a child is being groomed are not always obvious, especially with teenagers.

“Some adolescents are normally secretive and moody anyway, so if they were having covert conversations with a perpetrator, it would not necessarily change their behaviour.

However, parents have the right to ask questions, and to delve into every aspect of their child's life.

They have a right to know

who their children's friends are; where they go, and with whom they are likely to come into contact.

The CPA warns that groomers are tactful in their methods of control; they can influence children into lying and behaving out of character.

“By asking questions, parents can garner a fairly good idea of whether there are any red flags that may need investigating. If there are any characters lurking around their child that arouses suspicion, they should not get too alarmed or frighten the child in any way.”

Additionally, the CPA noted that parents can intervene discreetly, by advising their child about healthy relationships, and why it is good practice sometimes to avoid certain people, or keep them at arm's length.

“Parents should monitor the situation until they feel sure that their child is safe.

Even if it means having a diplomatic word with the suspect so he is aware that an adult is safeguarding that child. It pays to be protective; nothing should be taken for granted where child safety is concerned.”

trend is growing among Guyanese children, and therefore is yet another precaution that parents need to consider when they allow their children to spend hours

In Guyana, the grooming of a child is illegal, and perpetrators can be charged and imprisoned under the Sexual Offences Act (2010).

GPL attempts once more to bury troubled cable below Demerara River

GPL will be attempting to permanently fix the 69kv submarine cable across the Demerara River, from Vreed-en-Hoop to Kingston, by burying it five metres beneath the river bed.

Weeks after managing to successfully install an alternative submarine power cable across the Demerara River, the Guyana Power and Light Inc. (GPL) is currently looking for a more permanent fix.

Beginning last Wednesday, August 7th, the exercise across the Demerara River is expected to last 12 days. A notice by the Maritime Administration Department (MARAD) over the weekend said that the exercise will be between Vreed-en-Hoop, West Bank Demerara and Kingston, Georgetown.

Four vessels will be used to conduct the burying of the cable at least five meters.

The Chinese-laid cable was part of a US$40M project commissioned back in 2015.

It would have included new transmission lines, several sub-stations and

submarine cables across the Demerara and Berbice rivers.

However, the one across the Demerara River has been proving a major headache.

Lying in the middle of the most traversed area, it has been damaged a number of times now.

The cost to repair the cable is in the tens of millions of dollars, but would pale in comparison to the cost of the power cuts that resulted as the Demerara and Berbice engines were not producing enough for the demand.

With a 26-megawatt power station at Vreed-en-Hoop, the last cable incident in June, suspected to be from a ships anchor, left Demerara and the inter-connected system to Berbice without the badlyneeded power. It had led to prolonged outages.

GPL will now be

attempting to correct the problems that came from the works of the Chinese contractor, CMC, by burying the submarine cable deeper.

In June, GPL successfully energized a new 13.8 kV submarine cable across the Demerara River linking the Vreeden-Hoop and Kingston power plants via Princes Street. On June 2, GPLs 69 kV cable from Kingston to Vreed-en-Hoop sustained damage which resulted in the unavailability of 14 MW of generation to the eastern half of the DemeraraBerbice Interconnected System (DBIS). The safety of the cable from potential damage due to ocean-going vessels will be monitored by MARAD. The temporary 13.8 kV cable was providing over 5 MW of power to the eastern Demerara and Berbice Interconnected System. It will be

Backpacks, school supplies for children at Molsen Creek

A new school year is almost here and as such many parents find it difficult to purchase all the necessities that their children might need to carry out their school tasks.

The Management and staff of Canawaima Ferry Service yesterday distributed 72 school backpacks to children between ages 6-16 at Molsen Creek, Corentyne. The bags were packed by the staff of the company with penc i l s , p e n s , s t a t i o n e r y, purses, books, sharpeners, erasers, and handkerchiefs. This has been done in the past by the

management and staff of the Ferry Service.

“This activity is done annually, and as such we as a management see it as our duty to fulfill our corporate social responsibility,” General Manager of the company, Ms Gale Culley-Greene stated.

The students had bright smiles on their faces when they received the gifts. The company received positive feedback from the people in the area thanking them for their support and the encouragement they give to the children as they venture back for the new school year.

“During the meeting, the GAWU, among other things, drew the Ministers attention to the regular delays in the payment of salaries and other benefits. The Union pointed out that salary is personal property and the

management had no right to delay such payments beyond the stipulated pay day. We also pointed out that, in recent times, the Commission has been charged with additional responsibilities.”

GAWU said that it understands too that the commission has not been receiving any additional resources to meet its new obligations.

“With regards to one such obligation, the Union referred to a large number of employees employed by the Commission who are engaged in tasks reportedly unrelated to the Commission. On that score, we urged that given the roles of the Commission in protecting a significant natural resource of our people, the State, we felt, was obligated to provide appropriate support to ensure that the Commission

effectively discharges its expanded mandate.”

The union said it pointed out to Minister Trotman that the Forestry Act stipulates any shortfall in the Commissions expenditure be charged to the Consolidated Fund.

“The Minister expressed appreciation to the Union and thanked the GAWU for its presentation.

The Natural Resources Minister committed that he would take the matter to Cabinet with a view to seek a subvention for the Commission as an immediate relief.

He also informed that he would advise the Government to divest the High Street property and repay the GFC its investment.

REUTERS/Henry Nicholls LONDON (Reuters) - A majority of Britons believe Prime Minister Boris Johnson must take Britain out of the European Union “by any means”, even if that involves suspending parliament, an opinion poll conducted for the Daily Telegraph said yesterday.

Johnson has promised to lead Britain out of the EU on Oct. 31 regardless of whether he manages to secure an exit deal with Brussels, despite many in parliament being opposed to leaving without a deal.

A ComRes opinion poll

showed 54% of respondents said they agreed with the statement: “Boris (Johnson) needs to deliver Brexit by any means, including suspending parliament if necessary, in order to prevent MPs (Members of Parliament) from stopping it.”

Johnson is seeking a deal with the EU but has not ruled out suspending parliament to prevent lawmakers’ attempts to block a no-deal exit.

The poll showed 46% disagreed with the statement.

The result was based on the answers of 1,645 respondents, after those who said

they did not know their preference had been excluded.

The same survey found support for the Conservative Party had risen by 6 percentage points to 31%, compared with 27% who said they would back the opposition Labour Party. That result was based on 1,783 responses.

That finding is largely in line with other polls showing an increase in support for the Conservatives since Johnson took over from Theresa May, who formally quit last month having failed to deliver Brexit on schedule.

WASHINGTON (Reuters) - U.S. Transportation Secretary Elaine Chao said yesterday she has asked the new head of the Federal Aviation Administration (FAA) to assess the agency’s performance in the wake of two fatal crashes of Boeing Co’s (BA.N) 737 MAX planes since October.

Chao, who administered the oath of office to new FAA Administrator Stephen Dickson, a former Delta Air Lines (DAL.N) executive, at an event in Washington, said Dickson’s arrival “is an important opportunity to take stock of how well the FAA is doing in carrying out its critical safety functions.”

She added that she has asked Dickson “to assess the performance of the agency and the results of the ongoing investigations to make recommendations about any needed reforms.”

Elaine Chao Dickson reiterated the position of his predecessor, Dan Elwell, who has been the acting FAA chief since January 2018, that the Boeing 737 MAX “will not fly in commercial service until I am completely satisfied that it is safe to do so. FAA is following no timeline in returning the aircraft to service. Rather we are going to where the

facts lead us.”

Major U.S. airlines have canceled flights into November as a result of the MAX grounding. Boeing said last month it plans to conduct a certification test flight in the “September time frame.” Some officials do not expect the 737 MAX to actually resume flights until early 2020.

Venezuela’s Guaido says govt. plans to dissolve opposition-run legislature CARACAS - Reuters - Venezuelan opposition leader Juan Guaido said President Nicolas Maduro’s government is preparing to dissolve the oppositionrun legislature and call new legislative elections, potentially escalating Venezuela’s political crisis.

Guaido, who is also head of congress, said the decision was expected to be made yesterday by the all-powerful Constituent Assembly - a parallel legislature controlled by the ruling Socialist Party - and could involve more arrests of legislators.

Such a move would likely fuel criticism of Maduro in the international community and halt

Norway-brokered talks between the government and Guaido allies meant to reach a negotiated solution to Venezuela’s political stalemate. The next parliamentary elections are not scheduled until December 2020.

The information ministry did not reply immediately to a request for comment.

Guaido invoked the constitution in January to assume a rival presidency, saying Maduro’s 2018 re-election was fraudulent.

He has been recognized by more than 50 countries, including the United States, as Venezuela’s legitimate president.

Government supporters have staged attacks outside the

assembly’s headquarters in recent months. At least 21 deputies have fled the country, been arrested, or sought asylum in embassies to avoid detention.

ICC working towards cricket in 2028 LA Olympics, says MCC’s Gatting ESPNcricinfo - Cricket is in line to be included in the 2028 Olympic Games in Los Angeles, MCC World Cricket Committee chairman Mike Gatting has said following an address by the ICC’s new chief executive Manu Sawhney at Lord’s this week.

In what would be the end to one of cricket’s longest and least satisfying sagas, Gatting said Sawhney told the MCC’s Cricket Committee that strong progress had been made to ensure the game is given the global platform many of its custodians want it to gain - those including, seemingly for the first time, India.

“We were talking with Manu Sawhney the ICC chief exec, and he was very hopeful we can get cricket into the 2028 Olympics,” Gatting said. “That’s what they’re working towards at the moment and that would be a huge bonus for cricket worldwide, it would be fantastic.

“I believe there’s going to be a statement out in the next two days or even tomorrow just to confirm the women are going to be playing in the Commonwealth Games at Edgbaston,” Gatting said.

“We’re hoping they’re going to get the nod on that, which

will be fantastic.”

Among other things, the committee also discussed the security situation in Sri Lanka, following the 2019 Easter bombings, and also Pakistan, which has suffered from an almost total lack of international cricket in the country since the attack on the Sri Lankan team and ICC officials’ buses in Lahore a decade ago. On Sri Lanka, committee member Kumar Sangakkara said he expected the forthcoming tour scheduled by England would go ahead.

“All countries do their independent assessments about security and the level of threat and I feel those questions have been answered very satisfactorily up to now,” Sangakkara said.

“I don’t see that changing for the England tour but we will see discussions going ahead.

I played cricket at heightened times of trouble in Sri Lanka and we’ve had those arrangements in place for teams to tour the country.”

As for Pakistan, Gatting said that the committee was eager to see the resumption of tours to the nation after 10 years, and that the MCC would be interested in sending a touring team of its own by way of re-opening the door - final security checks pending as ever.

“We had a brief presentation from [PCB managing director] Wasim Khan,” Gatting said. “As MCC, I think we can see there’s some safety issues that are still there, but I suspect if those can be overcome eve r y b o d y i s happy, [then] I don’t see why there’s any reason we can’t [organise] an MCC tour there, and other teams would have to make their own assessment of how safe it is to play there. One hopes it won’t be long before they can convince people it is a lot safer than it was and as soon as that’s the case, MCC will look at sending a touring party over.”

Italian rider Pozzovivo seriously injured in crash AFP - Italian rider Domenico Pozzovivo has been seriously injured after being knocked down by a car, his Bahrain-Merida team said on Monday.

Pozzovivo was involved in the collision while training near Cosenza in southern Italy.

(Reuters) - Liverpool goalkeeper Alisson Becker’s calf injury in their Premier League season opener will keep him sidelined for ‘the next few weeks’, manager Juergen Klopp said yesterday.

Alisson was injured and substituted during the first half of his side’s 4-1 win against promoted Norwich City last week when he slipped and went down holding his calf before he was helped off the field by support staff.

Klopp had confirmed that the injury would keep the Brazilian out of contention for tomorrow’s UEFA Super Cup clash against Chelsea with new recruit Adrian, who made his Liverpool debut when he replaced Alisson, set to play in goal until his return. “(It’s) not too cool. AFP - England pace bowler Jofra Archer warned the Australian batsmen yesterday that he is not just a one-day cricketer and said he will try to “work miracles” if he faces them at Lord’s in the Ashes this week.

The 24-year-old Barbados-born seamer, who starred for his adopted country in their World Cup triumph, missed the first Test defeat at Edgbaston because of a side strain.

“If you don’t have a good 10 overs (in white-ball cricket) that’s it. You’ve got to wait to the next game, but you’ve ample chances in Test cricket.

“I’m more ready than I’ve ever been.

“I bowled 50 overs in one game for Sussex and am the one usually bowling at the end.

“Test cricket is pretty much the same as first-class.

Know what your strengths are and stick to them.”

Archer, whose father Frank is British, became eligible to play for England under the three-year residency rule earlier this year.

Nand Persaud Karibee Racing Stable Golden Blue Echo runs - Touch Down wins two events away with feature event

Action during the day was very competitive.

The Nand Persaud Karibee Racing Stables took full advance of home conditions to be crowned champion stable when the Nand Persaud Group Of Companies held it Sprint Classic horserace meet.

The event which was held on Sunday last at the company’s racing facility at Macedonia Estate, Number 36 Village, Corentyne and was promoted by the Company’s Sky Plus Promotion Group.

Despite the inclement weather the day’s events came off with a bang much to

the entertainment of the large gathering that was in attendance. Seven races were held during the day.

The feature E and lower event saw horses of the Nand Persaud Stable taking the top two positions in the feature four furlongs event. Golden Blue Echo t r a i n e d b y Mohendra Persaud under the command of Colin Ross was red hot as it took the top spot with ease from stalemate T and T with Simple Slide third. The win was worth $300,000 and the Ansa Mc Al Trophy.

The event for 2-Year-Old horses saw Justify the Heat turning up the pressure to win by a nose from Uprising King with Katholic Boy third and Jean fourth. The race was a close call with Justify the Heat winning by a nose from Uprising King. The winner was only confirmed after reviews of the finish by the official on the big screen.

Thus Justify the Heat, of the Port Mourant Racing Stables received $150,000 and trophy for the win.

GCOS acquires Hero Honda motorcycle for fundraiser raffle

The Guyana Committee of Service’s (GCOS) whose mandate is to support sportsmen and sportswomen along with the performing arts have acquired the last prize

remaining for the annual fund raising raffle, which proceeds goes towards the committee’s mandate.

The grand draw for the raffle will be on August 31st,

The Cow Horse Race was won by Brown. The Champion Jockey was Wills, while there were a number of contenders for champion

stable and trainer awards.

They were rewarded with trophies compliments of Trophy Stall of Bourda Market.

An enjoyable was had by all with fun activities and the Big Screen TV showing replays throughout the day.

Russell dazzles in heroic effort but Knights miss out on title TORONTO, Canada, CMC – Recovering West Indies all-rounder Andre Russell snatched a fourwicket haul and narrowly missed out on a half-century, before facing and then bowling a nerve-jangling super-over, as the Winnipeg Hawks edged his Vancouver Knights in a dramatic Global T20 Canada final here Sunday.

Opting out of the recent T20 series against India after a flare up of his chronic left knee injury, the 31-year-old Jamaican showed little sign of discomfort in a Herculean performance which nearly got Knights over the line.

Sending down his medium pace, he claimed four for 29 from his complement of four overs as Hawks, sent in at the CAA Centre, reached 192 for eight off their 20 overs.

United Arab Emirates opener Shaiman Anwar slammed 90 from 45 balls with eight fours and seven sixes, posting a frenetic 73 off 36 balls for the first wicket with Australian Chris Lynn (37) before adding a further 81 for

the third wicket with South African JP Duminy (33).

Russell removed Lynn in his first over – the sixth of the innings – and returned to prise out Sunny Sohal for one in the eight over for one.

He returned to take his last two wickets in the penultimate over when he knocked over Kaleem Sana (5) and Umair Ghani (0) in successive deliveries.

Former West Indies batsman Dwayne Smith lasted just two balls for his one before missing one from speedster Ali Khan (2-30) and having his stumps rattled.

In reply, Knights got a top score of 53 from captain Shoaib Malik while Russell blasted a sensational unbeaten 46 off just 20 balls to propel the Knights.

Saad Bin Zafar (27), South Africa batsman Rassie van der Dussen (23) and Daniel Sams (21) all chipped in with valuable contributions.

However, Knights still found themselves slumping at 53 for four in the eighth over after West Indies allrounder and captain Rayad Emrit (2-37) removed both

openers cheaply with his new-ball spell.

Shoaib then came to his side’s rescue in an 86-run, fifth wicket stand with Bin Zafar before Russell arrived to dominate a 53-run, sixth wicket partnership with Bin Zafar.

Arriving at the crease at the end of the 17th over, Russell was sensational in belting three fours and five sixes to haul Knights back into contention.

He smashed Emrit for two back-to-back sixes in the next over before single-handedly taking 21 runs from the penultimate over from Dutch pacer Paul van Meekeren.

With 17 runs required from the last over, Russell clobbered two sixes off the first three legitimate deliveries from left-arm pacer Kaleem Sana, but could only manage two runs off the next three balls to tie the game.

In the super-over, Russell hit a six off the first ball from Sana as Knights tallied nine runs but then failed to defend the total with the ball in hand.

he Commander ‘A’ Division of the Guyana Police Force five-aside Football Tournament for Youth Groups in the division began on July 15 at the National Gymnasium but due to a power outage the Boys Final and the

entire Girls tournament had to be completed yesterday at the same venue.

In yesterday’s Boy’s final, East Ruimveldt, led by Skipper Travis Anthony, enjoyed most of the play and good passing.

Solomon, urged on by their vocal supporters beat Albouystown 2-1 as Azandei King scored the consolation goal for the losers.

In the Girls final Mocha defeated East Ruimveldt 1-nil thanks to a crafty Goal from the

Tournament’s MVP and Mocha’s Captain, Kellyann Niles.

The MVP in the Boys division was Albouystown’s Delon Niles who is of no relation to Kellyann Niles.

Sargent Fredericka Roach, who coordinated the well organised

tournament, said she was satisfied with the competition which was well attended and included pulsating music from the Sound System and meals for the teams and officials.

She was assisted by other staff members of the GFP.

The Annual Pre-Heritage senior male and female tournament sponsored by Guyana Rush Saints Football Club kicked off on the 26th of July to be completed on the 17th of August, at the St Ignatius Sports Ground. It has reached its semifinal stage with matches set for today and tomorrow at the St Ignatius Sports Ground.

Seven clubs who are participating in this year’s tournament are looking to capture the 3rd edition championship along with some exciting monetary incentives.

The tournament is used for investment and preparation of the host club, who is preparing for the RFA’s central qualification knockout tournament scheduled for 4th to the

14th of September, 2019.

Semifinal matches will be played today at the tournament venue, the St Ignatius Sports Ground from 6:00pm.

The opening encounter will see Snatchers FC facing Guyana Rush Saints FC in the first match to determine the first female team through to the grand finale. At 8:00pm the first male finalist

will be decided with Gladiators and Snatchers FC colliding.

The semifinals continue at the same venue tomorrow, Wednesday, at the same times. In the Female match-up: Gladiators FC challenge Far East United SC, while in the Male contest: Guyana Rush Saints FC battle Far East United SC.
