Fallout from Sithe pull out ...

US$80M from Norway in - Unfortunately, AFC did too jeopardy little too late - Donald Ramotar President Donald Ramotar has reacted to the negative vote by A Partnership for National Unity (APNU) which forced the Amaila Falls Hydro Electric Project developers, Sithe Global, to pull out, by emphasizing that the nation is still in danger of losing more money.

According to Ramotar, the US$80M that Guyana earned from Norway is in real danger of being lost, since this was to be injected into the Hydro Electric project as part of Guyana's equity.

Ramotar, in an address to t h e n a t i o n y e s t e r d a y, lamented also that the US$15M already spent to build the access road, along with the amounts still to be paid contractually to complete the road, would h a v e b e e n e ff e c t iv e ly wasted.

“Much of this, it should

be noted, was approved by the joint opposition in the 2012 Budget…Now with their rejection of support for this project they have in essence wasted these funds.”

The President did seek to assure the nation that, “I will continue to work to get cheaper energy for Guyana… I will continue to try to convince investors to stay on and invest in this project, and in this country, and I still hope that the opposition could see the bigger picture, and that they would put the interests of our people above narrow party lines and rise to the call to support this project.”

Sithe Global wanted full Parliamentary support for the project because of the magnitude of its investment, US$157M, and according to Ramotar, “because of the lack of support from all the opposition parties, the country has lost the

prestigious international partners' support.”

The opposition has maintained that it had not been fully informed on the project, but President Ramotar insists that this is not so.

Ramotar in his address said “the opposition parties cannot say that there was not full disclosure or that they were not fully engaged on this project…They were privy to exactly the same information that the Government had.”

He said that despite its overtures to the political opposition, “When the bill and amended debt ceiling motion were returned to the National Assembly, APNU voted against it.”

The Hydro Electric (Amendment) Bill and motion to adjust the debt ceiling guarantee for public corporations, were initially voted down on July 18, last,

but were resurrected on August 7, when it was approved with a majority vote.

APNU opposed the legislative changes, but the Alliance for Change (AFC) voted in support, along with the People's Progressive Party Civic (PPP/C).

Hydropower in Guyana ...

Shrouded in secrecy (Reprinted from The Economist, May 4, 2013) Guyanese have long dreamed of harnessing their powerful rivers for hydroelectricity. Instead, they rely on imported oil for intermittent and expensive power. Now the government wants to move forward with an $840m project at Amaila Falls, deep in the forested interior. At full capacity of 165MW, it could supply more power than Guyana's present needs.

The lead developer is Sithe Global, part of the Blackstone Group. Sithe wants a guaranteed 19% return on its equity stake, and plans to start construction this year. China Railway First Group signed an engineering contract in

September. The China Development Bank will lend most of the money. The Inter-American Development Bank has been asked to chip in $175m; the World Bank was initially involved, but has pulled out.

Amaila's supporters point out that it will flood less than 55 square km (21 square miles). No villages will be displaced and little wildlife will be disturbed.

Guyana would no longer rely on fossil fuels for e l e c t r i c i t y. A f t e r t w o decades, ownership would pass to the government, construction costs paid off.

Opponents worry that clean electricity will not come cheap. Guyana Power and Light (GPL), the stateowned electricity company,

Electricity bills are unlikely to fall (three people were killed last year in protests over electricity charges).

And Amaila's power may not be reliable. The El Niño weather pattern can bring a year-long drought. In normal years, the plant will run below capacity between October and April. GPL will have to pay for backup thermal power. The IMF has urged “careful consideration of the [financial] risks”.

Plans to build Amaila date from 1997, though Sithe only got involved in 2009. The estimated cost has

risen steadily. An access road is unfinished. There is as yet no economic feasibility study for the project; when completed, the study will remain confidential, as is GPL's outline power-purchase agreement. Opposition parties complain that the government is being “secretive” about Amaila.

On April 24th they blocked funds for a government equity-stake in the project. If Amaila is as beneficial as its backers claim, an open debate might generate broader support for the project, and cut its $56m bill for political risk insurance.

“For the first time the AFC voted for the bill, but not before slashing the debt ceiling guarantee from $130B to $50B…This is even after we acceded to their request to confine the debt ceiling to only the A m a i l a F a l l s Project…Unfortunately, the AFC did too little too late,” Ramotar said.

Government had initially sought a guarantee of US$150B, but did not specify the Amaila Falls

Hydro Electric Project or Guyana Power and Light Inc., which sparked speculation about its carte blanche nature.

“We exerted great efforts to stress the importance of this project to the opposition parties and to all stakeholders in the country…Sadly the opposition remained unconvinced,” Ramotar said.

He also pointed out that following the 2011General and Regional elections, government placed the project as a priority, given that “no one needs convincing that cheaper energy is indispensable to faster and greater advancement of our economy and country, moving Guyana from a commodity/agricultural based economy to one that manufactures value added products.”

“I cannot overemphasise the fact that a successful Hydro project will bring direct and indirect benefits to every single Guyanese.”

A debacle of no mean proportions The Diaspora is still Guyana’s most interesting location. These are the people who seem to be paying more interest in the country than even many of the people who reside within its borders. No longer must they rely on the letters and telephone conversations from their relatives and friends back home, they have access to information from numerous quarters.

These are the people who read the newspapers online, follow the various online news links and even listen to the internet radio out of the country. To hear some of them talk about issues, you believe that they actually live in Guyana and have access to the various sources of information.

That is why they are so upset with the air travel situation. Many of them had not seen their homeland for years for a variety of reasons. Some had overstayed their welcome, but had no choice but to scrounge and live quieter than a mouse for fear of being picked up and deported.

They all worked hard with a determination to help their relatives back home and to ensure that their children get the best that life has to offer. Eventually, for many, their situation improved and they could afford to visit their homeland, if only to show off to those they left behind that there is a better life outside Guyana. And when they opted to come they did not want to come alone, because there were others who also wanted to come. The need for companionship was great.

There were Guyana-based airlines that offered cheap fares, but these all failed for one reason or the other.

Caribbean Airlines, the region’s oldest airline, continued.

And being a monopoly, its fares suddenly climbed way above the average. Of course, this has not passed unnoticed, and the government has raised its voice in protest.

Caribbean Airlines has not been the most financially viable airline. Just recently it sacked its entire management team and replaced that team with fresh individuals. Before that, the Trinidad Government had to provide a bailout package.

That government is already subsidising the fuel provided to the airline, to the extent that other airlines operating in the region are protesting what they say is unfair competition.

But the Guyanese have another problem. They complain that the Trinidadians treat them badly at their immigration checkpoints. And indeed there have been instances where the Guyanese have been singled out for harsh treatment. This may be explained by the perception of the Trinidadians that Guyanese are all bent on settling in Trinidad.

The Trinidadians also believe that Guyanese are professional smugglers who seek to move any and everything past the immigration officers. Of course, they would have been familiar with the Guyanese who had been taking various consumer articles that were in demand in Trinidad and available in Guyana. Times have changed, although the perception of Guyanese as poverty-stricken people still remains, but the truth is that Guyanese are better off these days. To change the complaints, Guyana either needs to attract other airlines or initiate its own airline.

Indeed it had one, but that collapsed for a variety of reasons, one being the government’s perception of the management.

This year, after the collapse of EZjet, the carrier started by a Guyanese who now finds himself in the arms of the United States law enforcement officers, prices went through the roof and the government took notice.

The Tourism Minister spoke about the various airlines that the government had approached. He even said that they demonstrated an interest. Today, they are saying that they will not come unless Caribbean Airlines stops enjoying the subsidy it enjoys. This is not likely to happen and Guyana will be pennywise and pound foolish to withdraw the flag carrier status that it has granted the airline. There is talk in the international community that this flag carrier status has set back the drive to attract Fly Jamaica, a new carrier. If this is true, Guyana would have to find another way around this problem.

WHY NO NIGHT PATROLS ON SOESDYKE/LINDEN HIGHWAY?

DEAR EDITOR, On Saturday evening I attended the wedding of KN sports journalist, Edison Jefford. Leonard Craig and I planned to overnight in Linden through the generosity of Aubrey Norton.

During the reception, KN journalist, Rawle Welch informed us that he would be heading back to Georgetown. We made an on the spot decision to return even though it was late.

I rang Aubrey and thanked him for his generosity and we set out on the dark highway late at night

From Linden to Soesdyke, we did not see a police patrol. That highway is scary after midnight. You can easily be robbed. Ironically, earlier in the evening while we were traveling to Linden, there was a police road block searching vehicles. This makes no sense. A criminal is not going to carry drugs or weapons in his car in the day when the roadblocks are on. If he knows that after 22.00 hours, the police disappear then at that hour he is going to make his move From Soesdyle to Charlestown in the uncivilized hour in the morning we

saw no police patrol. Do the police sleep after 21.00 hours? Why are they not patrolling the eerie passages on the East Bank during these dark times?

With the horrible crime rate we have, it is not commonsense to let criminals know that there are police patrols when night falls?

Looking back, I don’t think I will travel on the Linden highway in those hours unless we are in a convoy. Once again, my appreciation for the offer by Aubrey Norton.

FREDDIE DID NOT ALWAYS ‘LOVE’ NIGEL HUGHES DEAR EDITOR, In his usual daily rants, Freddie Kissoon wrote, “Two fantastic Guyanese I met and have nothing but love for them are Nigel Hughes and Khemraj Ramjattan. They are extraordinary political activists in my book and for now I will continue to see them as I have always done.” (KN,August11).

When Bharrat Jagdeo attacked the credibility of Nigel Hughes at a 2011 PPP/C rally, Kissoon labelled this as a “naked and unbridled assault on the character of attorney Nigel Hughes.”

He wrote then, “The vicious attack on the integrity of Mr. Hughes at the Lusignan PPP rally last Sunday (October 23, 2011) by President Jagdeo will not dent the huge credibility of this brilliant lawyer” (Kaieteur News, Oct. 27, 2011).

The former President was at the time commenting on the 2003 murder of 35year-old Buxtonian Brian Hamilton who was shot and killed by one or more gunmen as he sat in the office of his Buxton Public Road gas station, in which he said, “They had a camera and he (Hughes) took away the tape…the police never got hold of that tape and I am saying it here publicly tonight because it’s the truth and why did he take away the tape of how this guy was killed?”

By his own admission in an earlier article, “Jagdeo attacks Nigel Hughes”, Attorney Nigel Hughes admitted that he turned up shortly after the murder, and with the help of the decease’s father, removed the surveillance tape from the crime scene, and returned it a few days later to Police Headquarters at Eve

Leary. However, Kissoon’s opinion of Nigel Hughes and his memory of this event differ drastically now from a letter he wrote to Stabroek News which was published on April 12, 2003, in which he called for Nigel Hughes to “resign his leadership role in the Guyana Bar Association”.

In that letter, “Did Mr Hughes commit an offence?”, Frederick Kissoon wrote, “I believe a lawyer can argue that it has to be proven under the Criminal Act that Mr. Hughes meant to defeat the course of justice. But the law is no fool. Anyone could be allowed to take away evidence and innocently claim that they were acting in the best interest of the murdered victim. Surely the law cannot be that stupid to assume that persons can take away evidence from a crime scene with good intentions.” He continued, “... The fact that Mr. Hughes kept the tape for three days, he opens himself to diverse types of suspicion. It is reasonable for a curious mind to ask if the tape was tampered with. Two senior policemen and a well placed journalist told me that the tape was altered.” He then concluded, “Now what is my opinion? I have read the Criminal Law Act (Offences) and it is clear to me that Chap. 8:01 applies to what Mr. Hughes did at the gas station. Here are the relevant passages.

329 - Anyone who conspires with any person to obstruct, prevent, pervert, or defeat the course of justice shall be guilty of a misdemeanor and liable to imprisonment for two years.

330 - Anyone who willfully attempts in any way, though not

otherwise criminal, to obstruct, prevent, pervert, or default the course of justice or the administration of the law, shall be guilty of a misdemeanor and liable to imprisonment for one year.”

Editor, it is obvious that Frederick Kissoon in April of 2003, thought Attorney Nigel Hughes broke the law, and was unfit to be in any leadership role in the Guyana Bar Association. Yet then, he chastised the former President for saying Hughes will never be appointed Senior Counsel under his watch. No doubt, Nigel Hughes is brilliant lawyer. He has to be brilliant to successfully defend one of the accused gunmen charged with the brutal murders of 11 innocent parents and children during the 2008 Lusignan massacare. But how does Kissoon justify calling for Hughes’ resignation then, and referring to him now as a lawyer “who has shown phenomenal ability in jurisprudence”; “a fine Guyanese lawyer”; and using adjectives like “integrity” and “huge credibility” to describe this man he said should resign his leadership position in the Guyana Bar Association?

Obviously, Freddie did not always “love” Nigel Hughes, neither did he “always” see him the same way as he makes his readers believe.

It would appear the hypocrisy of Freddie Kissoon has no limit.

There is a popular saying amoung Guyanese that, “A liar should have a good memory”.

Freddie Kissoon’s memory is obviously very short, if not, he has perfected the art of lying to his readers.

Bel-Air Gardens residents reject commercial use of community green area

By Zena Henry An idea to develop a piece of green area in the gated community of Bel-Air Gardens is facing stiff rejection by the high profile personage and diplomats living there. The residents are pellucid that they are unwilling to give up what they say is the community children’s playing area for any type of construction or for profitable means.

According to the residents, as recent as last month discussions were being held with the administrators of National Industrial and Commercial Investments Limited (NICIL) which is proposing to construct commercial properties on the said play area. They argue that such a move is unwelcomed, since for decades, the park has been an open space for recreation and a general play area. It also breaches agreements which were part of elements concerning the area, they said.

Residents said too that construction will destroy the natural layout of the community, while indicating the beautification purpose of the green space.

It was reported to Kaieteur News that the green space was being managed by the then disputed Guyana Stores Ltd., but when the company nationalized years ago, the park was part of the assets taken in by NICIL. Money is now being sought from that said area where commercial properties are looking to be built while residents and their children lose their recreational space, this publication was told.

Even members of the

diplomatic community, such as the Embassies which own property in the area are in discussions over the use of the park.

These discussions, the newspaper was told, have been taking place since before 2010. They said that signs were erected at the area where residents read that plans were in mind for the play area.

The show of resistance has caused the play area to still be available today, and the intent temporarily dissolved, a resident said.

When contacted, NICIL head, Winston Brassington said that the NICIL/ Guyana Stores matter is still before the court.

Residents are however fearful that their play area might well end up like the controversy occurring in Lamaha Gardens. That community’s playground was said to be sold illegally to a prominent businessman.

Residents kicked up a storm arguing that their children are left to play on the roadside in harm’s way.

APNU: We don’t want another Skeldon factory - willing to consider reworked Amaila’s project Hours after the US developer officially confirmed its pullout from Guyana’s flagship hydro electric project, the country’s largest Opposition bloc has made it clear that it is prepared to support a new proposal that would guarantee lower tariffs to consumers.

Senior leaders of A Partnership For National Unity (APNU) also defended the party’s non-support of two pieces of Parliamentary legislation last week which has been blamed for triggering the decision by Sithe Global to end its participation in the planned 165 megawatts Amaila Falls hydro-electric project in Region Eight.

The Opposition faction said it took the political risk to ensure that the “flawed” project does not end up like another Skeldon sugar factory.

Over the weekend, President Donald Ramotar announced that he was working with APNU’s Leader, Brigadier (Ret’d) David Granger to salvage the project. This was after indications that Sithe had pulled out after the entire Opposition did not endorse the project. The seven-seat Alliance For Change voted with the Government, but APNU was against.

Yesterday, Granger, in an emergency press conference, said that APNU has not changed its stance on the current project with several concerns not addressed.

“If you are being asked to fix a man’s motorcar and he brings the hub caps and the back windscreen alone…is it reasonable to say that you have looked at it and fixed it? There is not any Amaila falls project before Parliament and there has never been.”- Greenidge whether the 10-party coalition was prepared to change its position. However, with no new information available, Granger said he told the President that APNU’s stance is unchanged but the party remained committed to further talks.

yesterday that Government made unilateral decisions on the project, set to be the country’s most expensive infrastructural venture ever, yet never took it to the National Assembly for approval.

As a matter of fact, the party stressed, the only documents presented to Parliamentarians were two bits of legislation which were linked to the project. One had to do with the raising debt ceiling of the country and the other for the creation of a reserve area to deal with the possible environmental fallout.

Regarding the legislation related to raising the debt ceiling from US$1B to US$150, Greenidge expalined that the laws made it clear that Government can only guarantee loans for public companies that are wholly owned or in which the state has a 51% or more stake.

(AFHI), the local company which will be managing the project. Sithe has the remainder. Guyanese are therefore being asked “to make false choices”, he said.

Also of concern to the MPs were key, incomplete documents like the Power Purchase Agreement (PPA) which would detail the arrangements in place between the Guyana Power and Light Inc. (GPL) and AFHI. Greenidge also admonished the President’s tone in recent “abrasive” statements over the weekend in which the Opposition was accusation of not being nationalistic.

“This is a man who is leading a party that has burnt state property in the past. He can’t lecture to anybody about nationalism.”

LOCAL MARKET APNU, insisting that it has nothing against foreign investments, suggested that Government in any new attempt to rework the financing structure of the project, should look to raising some of the monies on the local market.

Greenidge also pointed to conflicting claims made by Government on tariff reductions once the hydro facility is operational. This contradicts the 27% hike that GPL threatened in recent times. The figures, as released

by Government, just do not add up.

Greenidge said that APNU was prepared to endorse any project that has national consensus, something that is prevalent in other countries.

Regarding talks with the Government, Greenidge was of the opinion that the administration over time paid little attention to what the Opposition wanted, despite the fact that there may have been common interests. The situation seemed all the more ridiculous with the fact that the ruling party operates as a minority in the National Assembly.

According to Granger, APNU has visited over 60 communities throughout the 10 regions with concerns being expressed by citizens on the project and the financing structure.

“As far as we are concerned, it would be riskier

to proceed on a flawed project without sufficient information…we didn’t want another Skeldon in the country.”

The official was making reference to the US$200M Skeldon sugar project which has failed to meet production expectations despite being touted as a saviour to the industry.

He said that it was better to pull out now and have something later which Guyanese could live with.

“We are convinced the decision is in the best interest of this country.”

Sailor’s body arrives in Guyana The body of 48-year-old Guyanese sailor Orlando Allen has arrived in Guyana.

According to relatives, it arrived in Guyana on Saturday morning and was taken to the Merriman Funeral Home.

Allen died onboard a vessel in Curaçao on July 27 last.

Debra Allen, the dead man’s wife, told Kaieteur News yesterday that relatives identified the body. She said that the remains could not be taken out of the casket to be fully examined at the time. The woman told Kaieteur News that a full examination of the body will be done this morning.

According to Mrs. Allen, the company which her husband was employed with Prichard-Gordon Tankers Limited has sent a copy of the death certificate. However the certificate, according to her, is blank and does not specify the cause of death.

She further told Kaieteur News that although there is no cause of death on the certificate there is no likelihood that a second post mortem will be done.

“We’ll go ahead and bury him…and try to get some sort of closure”

Dead sailor: Orlando Allen Last week the company transferred almost US$1500 to her bank account for expenses the family has incurred and to facilitate the burial.

Allen had told Kaieteur News that her husband left Guyana on July 23rd. She was told that the man was employed with the PrichardGordon Tankers Limited, a London-based Company.

This was Allen’s third trip with the company. According to the man’s wife, he had been a sailor for the last 20 years.

Burial is scheduled to take place today.

However, Moodie has countered that his job was to lobby for the residents, who he said were not being treated equitably., * , * Brazilian based Construtora OAS has been given the contract to undertake $7.2 billion project, and the Golconda to Debe segment of the highway is nearing completion., * Rambachan said that this segment of the highway would be open on August 30 and that the Golconda interchange would be opened on Friday., * Moodie, the head of the Debe to San Francique Highway Action Committee, * has issued a list of what residents see as unresolved issues which, * led to today’s protest action., * The following are the questions residents have asked that the politicians answer., * 1. The Minister promised he would acquire all those who are in the 100 Meters limit. * 8. Why are people being asked to move in 24 hours after payment? We are not animals., * 9. When will the land be made available in Petite Morne and Cedar Hill?, * 10. The agreement was one year rental allowance for all or until the land is made available. This is not in the contract. Why only verbal and not written?, * 11. Why is Paria Suites Hotel being used for negotiations with ACQ? This is a waste of money. We have an office in Debe available for this., * 12. Cop charged with stealing car (Trinidad Guardian) A police constable is to appear before a Port-of-Spain magistrate today charged with stealing a $120,000 car from the Morvant Police Station and selling it to a Central businessman.

The 35-year-old policeman, of Malabar, Arima, was arrested by officers of the T&T Police Service Professional Standards Bureau last Thursday after the owner of the vehicle reported that his car was stolen in Curepe.

The car was later recovered by police and impounded at the police station where the officer was assigned as a detective.

When the owner went to the station earlier

to retrieve the car, officers discovered that it was missing.

An investigation was done by Sgt Bryon Daniel, Sgt Seepersad, Cpl Joefield and Cpl Simon of the Professional Standards Bureau and it was discovered that the car had been sold to a Central businessman for $40,000 on August 2.

The constable, who has 15 years service, was later arrested. Director of Public Prosecutions Roger Gaspard gave instructions for the policeman to be charged for misbehaviour in public office and perverting the course of public justice.

WHAT YOU SEE IS NOT ALWAYS WHAT IS Politics has many faces.

During the past week, the Guyanese people saw what many of them believed to be the business side of politics, and they did not like the image they saw.

Many believed that it was because of financial interests that the AFC made what they perceived as an about turn in relation to the Amaila Falls Hydroelectric Project by joining with the PPPC to pass Bills which were said to be critical to the undertaking moving forward.

Many opposition supporters were left distraught after learning that the AFC had broken ranks with APNU and had joined the government in supporting the two Bills, one of which had to do with the country’s debt ceiling, and the other, with more regulatory matters.

The AFC’s position on the hydroelectric project was that it would follow the IDB. If the IDB green lighted the project, the AFC would support; if they did not, then the project would be a nonstarter. This position shifted after the AFC met with the developers.

The AFC was pleased enough by the outcome of that meeting to decide to support the project, even though the IDB had not given its go-ahead for the project.

What therefore caused the AFC to shift its position?

Many believe that this change was because of the business face of the AFC. They are wrong. What the AFC has done is what it is very adept at: outfoxing APNU. Just like during the problems at Linden one year ago, the AFC made its mischief, led APNU along on a leash, and then left it to shoulder the blame for the defeat of the project.

The AFC must have been told very clearly at the latest briefing it had with the developers that unless there was political consensus, the project would not go forward under the auspices of the developer.

The developer’s position was understandable. A project of this nature is subject to political risk, and the developer would have done its homework concerning the PNCR and would have known that this is not a party to be trusted.

As such, the support of APNU, of which the PNCR is the main partner, would have been absolutely necessary for this project to go forward. The developer knew that because of the new configuration in parliament, without APNU on board, the political risk would be too great to shoulder.

Is now dem boys know why Ash Knee and Brazzy go to Washington. Dem did want to mek sure that de money was safe. Dem boys seh that Ash Knee even did mark off de budget section from which he gun get de money.

Nio pay cut too. If de company pull out then he can’t get pay as company sectree. He vex too. But dem have people smiling because all of a sudden dem realize that Sithe Global didn’t put in any money and de project could be cheaper because dem don’t have to worry ‘bout paying 19 per cent interest.

De hydro road still building; at least dem boys think so, because wid all de fuss dem didn’t expect de workers to down tools. And in any case is Guyana building de road suh is not no loan.

But dem boys seh that de pull out do more good than bad.

It save money, at least US$12 million. But dem who was to get de money had more than dem can spend. Fip get US$6 million and all de talk ‘bout de matter deh in court is hot air. Which court?

Talk half and pick sense from nonsense.

There is, of course, political risk insurance, but when you have a situation such as we have, it is hard for venture capitalists to put their money into a project of this nature when we are dealing with a two-part opposition.

The first part has a history of nationalization when it was in power; the second has called for the nationalization of the Berbice River Bridge as part of its plug for reduced tariffs for crossing the Bridge.

The developer would have observed the conduct of the opposition since it attained a one-seat majority

and therefore knows that one cannot take any chances with the opposition.

As such, the position of the developer was clear, it is all or nothing. Either every parliamentary party comes on board or this project will not go forward.

The AFC knew that APNU would not support the project. It (APNU) will never support the PPPC bringing hydroelectricity to Guyana. It sees politics as a zero sum game.

As such, if the PPP builds the hydro, the PPP wins and it loses, because people will always remember that the PPP

did what the PNC promised to do, but failed to deliver.

The AFC therefore knew that APNU would not support the Bills. It knew also that its constituents are drawn primarily from the middle class and this class is business-oriented and wants hydroelectricity.

So the AFC made its gambit.

It sunk APNU. Knowing very well that APNU would not support the project at this time and knowing well that there will be major fallout because of any vote that kills this project, the AFC played its trump card.

It sided with the government

and left APNU to take the blame for the fact that this project is now effectively dead.

APNU will not have to shoulder the blame for Guyana not having use of hydroelectricity. The AFC has slipped out of the noose. It sunk APNU and walked away looking like the good guy.

CHI looks to take lead role in addressing heart rhythm complications Through the Caribbean Heart Institute (CHI), Guyana is gearing to take the lead in the provision of Radiofrequency Catheter Ablations for arrhythmias.

Arrhythmia is a problem with the rate or rhythm of the heartbeat and the Radiofrequency Catheter Ablation is a procedure that is performed to correct a disturbance in the heart rhythm.

CHI’s Medical Director, Dr Mahendra Carpen, has observed that the procedure is not one that is done on a wide scale in the Caribbean.

This state of affairs was recently brought to his attention when he attended the 28th Caribbean Cardiac Society Scientific Conference in Curaçao, where he was required to make two oral presentations on the state of Cardiology in Guyana.

But according to Dr Carpen the issue of arrhythmia was not discussed very much at the forum as a challenge in the Caribbean. In fact, he disclosed that the only presentation on the condition was made by a representative from the Dominican Republic.

CHI’s Medical Director, Dr. Mahendra Carpen “Nothing came out of the English-speaking Caribbean, and that is not surprising, because there is only one other place in the Caribbean that I know of that does any work in Radiofrequency ablations for arrhythmias, and that is Trinidad.”

As such, he noted that this is an avenue that CHI will be seeking to pursue with a view of offering the procedure to not only Guyana, but the English-speaking Caribbean.

He related that plans have already been streamlined and it is anticipated that the

procedure will be available locally by year end.

According to him, the condition is known to happen mainly in young women and is usually caused by an abnormal electric circuit within the heart.

He said that there are many patients who have complaints relating to their “heart racing and palpitation that occurs from time to time.”

But although there are medicines that can address the condition, Dr Carpen pointed out that there could be some side-effects, thus the need for Radiofrequency ablations.

The procedure will be one of several that CHI has introduced since its introduction in 2007, which embraces the fact that “there are lots of interesting things happening regionally in the world of cardiology,” said Dr Carpen.

He disclosed that at the recent conference it was discovered that while the level of cardiac service here has room for improvement, it is comparable to what is offered elsewhere.

“We are not where we want to be just yet, but we are

certainly getting there,” the Medical Director intimated.

“Just from talking to some of the more experienced people around the Region, I was able to learn that some of the challenges that we face now were the same challenges that they faced when they started out their programme, but the general message was to persevere and press on and we will get there.

“I think we are moving a little bit faster than the general trend had been, but there are a lot more tools; a lot more guidance is available now that facilitates more rapid advancement.”

And given the fact that CHI was recognised for its high volume of patients at the Cardiac Conference, Dr Carpen said that he was approached there to help facilitate training for some physicians from a few islands.

“We see lots of very unique problems in Guyana, and so the training opportunity is here... and in a short time we do expect these physicians and even members of their teams will come over here and start to be trained,” he disclosed.

Commercial entities are chief contributors to solid waste - City Mayor “Arguing that unhealthy practices of waste disposal around the city should be everybody’s concern,” Georgetown Mayor Hamilton Green noted that commercial firms continue to be a major component to the effects of solid waste.

“The council has always encouraged those who vend along the streets of Georgetown to properly dispose of their garbage.

However, those who operate big businesses and the

everyday commuters continue to play a major role in garbage disposal around the city.”

Green in a recent interview with this newspaper, responded to a statement made by acting Town Clerk Carol Sooba, who had stated that street vending is one of the main contributors to the solid waste issue in the city.

Tina Insanally Foundation hosts music teachers’ workshop The Tina Insanally Foundation Inc. which trains Guyanese musicians to teach music is one of the institutions chosen from 25 countries that will benefit from the Cultural Centre of the Inter-American Development Bank (IDB.) Well-known Guyanese musician and teacher Derry Etkins is facilitating a music teachers’ workshop that was launched by the Tina Insanally Foundation yesterday.

The workshop is slated to run from August 12 to August 21 from 9am to 2pm on weekdays at its headquarters in the Guyenterprise Building, Irving and Lance Gibbs streets, Queenstown.

The Workshop was made possible with assistance from Ministry of Culture who covered Mr. Etkins’ travelling expenses and the Cultural Centre of the Inter-American Development Bank.

Roopnaraine also criticized the timing of the legislation at the last minute, despite indications that the

Government and Sithe Global seemed to have been aware of the requirements by the Inter-American Development Bank (IDB).

The US$858M project has been under scrutiny since being announced by former President Bharrat Jagdeo. The cost has risen from US$300M to well over US$800M, with commentators saying it would be among one of the most expensive hydro project in the world.

Government has been hoping to reduce its dependence on imported fossil fuel, one of its biggest expenses, as demand for power continues to grow.

The grants were awarded to innovative projects for technical training, art, music and theatre instruction for educators, artists and musicians.

Taking into consideration the diversity of the cultural disciplines, the projects were evaluated for their viability, educational scope, effective use of resources, the application of the teaching of the teachers (‘TOT’) model, the ability to mobilize additional sources of financing, and long-term impact on the community.

This year, the Cultural Centre received 867 project applications, from which 443 were preselected with help from the IDB Country Offices.

Then, a Selection Committee awarded grants to 45 project proposals from 26 countries.

Crazy things happened on the way to Edison Jefford’s wedding The ruling PPP recently held its Congress in Port Mourant. From reading the transactions in the press and from what others told me, the leaders of the PPP did what the PPP has been doing for over sixty years now - extol its working class virtues and achievements for the labouring masses.

But this has been a sixtyyear-old charade. Where are the advantages the ordinary wage earner possesses under

the twenty-one year-old reign of the PPP since 1992?

Big businesses, huge business places, rich business entities dominate the entire landscape of Guyana.

These are the people that own and enjoy Guyana. This explains why Guyanese carpenters run to an island of 166 square miles and make do with living in shacks fit for animals. It is this domination by big business that caused me to miss the church service

of my friend and Kaieteur News colleague Edison Jefford’s wedding last Saturday afternoon in Linden.

I am still angry at why that happened.

On Mandela Avenue just outside the operation site of two of Guyana’s largest companies, BK International and John Fernandes Limited are some unfriendly, sadistic craters.

Do not accept what this column says about these

holes at this particular spot on Mandela Avenue. Please check it out to ascertain if I am exaggerating. The most deteriorated section of Mandela Avenue is just outside BK International and John Fernandes Limited.

To anyone with commonsense the explanation is simple. These two companies use mind-boggling vehicular equipment that will break up the road. John Fernandes Limited is a container company, so humongous containers have to traverse the road every minute.

BK International needs no comment.

The average Guyanese knows the type of trucks, heavy duty machines and construction vehicles that the company operates.

On our way to Linden, the car, driven by Leonard Craig (of the protest group, People’s Parliament) ran into one of these craters. It was difficult to detect because it was covered with water.

The crater crushed the rim of one of the wheels so the car could no longer move. We finally got to a machine shop

that could have repaired the rim, but it was Saturday afternoon, and they were about to close off. They did have second-hand rims on sale and were kind enough to let us select any one we wanted so we could get to Linden. None of the dozens of rims could fit on Craig’s vehicle.

We touched five places looking for rims but couldn’t find a match. Then at the sixth shop the owner found one and agreed to loan us. But more trouble was in store. It was time now to get a tire to fit the rim. Five tire shops didn’t have a fit. Eventually one owner came to our rescue.

Let me close this part of the article by saying every one of those places we visited, the owners were extremely pleasant and went out of their way to help.

We reached Retrieve, Linden late, but I insisted that we still proceed to Calvary Temple Church, because we might get a glimpse of the closing part of the ceremony.

I was right. Things were still going on in the church.

We took our seats. Then a creeping discomfort came upon me. I couldn’t see the faces of Edison and his bride because they were backing the audience and facing the priest.

The bridegroom looked taller and slimmer than ‘Edo’.

This couldn’t be ‘Edo.’ I got up, went into the faces of the bride and the groom. The couple was not Mr. and Mrs.

Frederick Kissoon Edison Jefford. We were at the wrong wedding.

The bride’s father is a popular Lindener with the nickname Zar. I ran down the steps and asked the gathering on the street if Zar’s daughter got married early in the afternoon.

“Mr. Freddie, the procession just left; drive up quickly and you will catch them,” a young man said to us. Off we went and Leonard Craig yelled out, “Look the wedding procession, let’s cut in.”

We joined the long line of vehicles making noise with their horns and the hazard lights flashing. But wait a minute! Something was wrong.

These vehicles were going in the opposite direction in Linden to where the Watooka Club is and where Edo’s reception is being held.

As the traffic built-up, we got close to a car; “Is this Edison Jefford’s wedding,” we yelled out.” “Sorry, Freddie Kissoon, you’re in the wrong procession,” came a voice from the car.

I was soaking wet when I reached Watooka, gave my appreciation talk, immediately after took off my tie and shirt, donned an old T-shirt and enjoyed a wonderful night with ‘Edo’, his bride, their families and their guests.

Burglars cart off over $1M from city church

chose the wee hours of last Sunday morning to break and enter a city church and cart off over $1M in cash and electronic equipment.

arrived at the church on Sunday, a service was in session, while several persons were seen inspecting the premises to determine the extent of the break-in, in terms of losses.

Police also arrived on the scene and begun their investigations.

Members of the congregation were unaware at the time that the building had been broken into.

According to Senior Pastor at the Light House Chapel International Church, Collins Asabere, the premises was secured around 11:00 pm on Saturday by the caretaker, who is a student, and is employed on a part-time basis.

The Pastor, a Ghanaian national, said that about 6:00 am on Sunday he was made aware by a member of the church that the chapel had been broken into. He said that the caretaker told him that he did not hear a sound when the burglars struck.

“He was the one who actually discovered the church had been broken into,” Asabere said.

The ransacked Finance department

Located at lot 'BB' and 'CC' Freeman Street, East La Penitence, the church has been in existence for over eight years, and has never been broken into.

The Pastor further stated that when he arrived at the Church, a grilled wooden door which serves as the entrance to the media room was open. No equipment from the media room was removed.

From all indications, the door had been prised open with a crowbar and served as the entry and exit point of the

burglars, as all other doors were closed and secured. The intruders ransacked the offices of the Pastor as well as Finance and Administration sections.

There were footprints in a number of rooms and documents were seen scattered on the floor.

Asabere told Kaieteur News that about two weeks ago, a woman who claimed to be a member of a branch of the church located in Ghana, arrived at the chapel and requested to tour the church.

The pastor said that he was

told by the caretaker that the woman had arrived with two men in a taxi.

“No one had made a request to visit the church, so I found it strange and told him not to allow them in,” the Pastor said.

Investigations are ongoing.

The thieves took five (5) laptops, at a value of US$600 each, and over $800,000 in local cash along with some foreign currency. They also stole a few bottles of non-alcoholic wine.

Govt. confirms there's no final price for Hydro project One day after a formal announcement by Sithe Global that it has pulled out of the Amaila Falls Hydro Electric Plant, the Government has come out with an attempt to clear up what it calls 'considerable confusion' and in the process confirmed that there is still no finalized price for project.

Government yesterday said that a final price would only be ascertained, once there has been financial closure for the project, but it does not expect this to change significantly from the recently announced US$858M. Over the years the project price has been revised from US450M to US650M, then to US$840M and this past month it was revised upward

to US$858M. Government said it also wanted to clear the air concerning the exact costs in the project “to be borne by Guyana.” According to the administration, the only money it is putting in the project is US$100M. “It is very important to emphasize that NO more money will be paid by the taxpayer for Amaila Falls, and that NO government borrowing is taking place.”

What government did not say however, is that Amaila Falls Hydro Inc (AFHI), which is the private company set up to develop the project, is owned jointly by Government and Sithe Global. Sithe Global had committed US$158M to the project and along with

Guyana's US$100M, it gave a 60/40 make-up in ownership.

What government also did not say is that Amaila Falls Hydro Inc., negotiated and secured a loan for the project. That loan is for US$500M from the China Exim Bank, along with another US$100M being sought from the InterAmerican Development Bank (IDB).

The loans together with the money by Government and Sithe Global, brings the total project cost to the quoted US$858M. PAYING THE CONSUMER TARIFF Government in its statement said there has been further public confusion in

recent weeks about the expected reductions in the consumer tariff. It said the electricity tariff currently paid by Guyanese households and businesses is made up of three inputs. This includes GPL's generation cost, the cost of transmission and distribution, and costs resulting from inefficiencies such as technical and commercial losses.

A c c o r d i n g t o government, Amaila will address the biggest input cost, namely the cost of generation.

It says that this will be reduced through Amaila by an initial 40 per cent in the first twelve years; by 71 per cent for the eight years after that, and by 90 per cent for the eighty years after that, based

on current fuel price projections.

The billions in subsidy transferred each year from the coffers as a bailout will also be eliminated with the reduced generation costs, according to Government. It argues that even if GPL did not do anything to reduce its operational inefficiencies, the reduction in tariff to be paid by consumers would be down by 20 per cent.

What the government did not address is the fact that even with the reduction of generation cost through Amaila, GPL will still have to ensure that its traditional mode of generation remains on stream in addition to garnering revenues to pay for its nongeneration expenditures.

The Government also did not say that there was never a finalized Power Purchase Agreement for the sale of electricity to GPL from the Amaila Falls Hydro Power Plant. In its argument, government concluded that

Guyana in paying for the Hydro Power Plant will only be putting US$100M taxpayers' dollars, with the remaining payments to be made via consumers paying for electricity.

It however ignored the fact that it is being asked to guarantee the payments to be made by GPL with taxpayers' dollars, should it have a shortfall. Government also ignored the fact that it is being asked to guarantee payments using taxpayers' dollars in contravention of the Law. The Guarantee of Loans (Public Corporations and Companies) Act which government is using to guarantee the repayments to Amaila Falls Hydro Power Inc, specifically says that the loans to be guaranteed have to be from a lending agency.

'Remorseful' woman gets 18 months for stealing friend's BlackBerry

D

esperate to own a Blackberry smartphone at all costs, a 21-year-old woman, after being left for a few minutes in her friend's office, in which there was one of the expensive gadgets, gave in to temptation and stole the item.

The charge, which was read yesterday by Magistrate Ann Mc Lennan at the Georgetown Magistrates' Court, stated that on July 22, Trisha Persaud stole a BlackBerry cell phone worth $70,000, property of Amit Ramdat, a 37-year-old coordinator attached to the Office of the President.

Persaud pleaded guilty to the charge.

Court documents revealed that the defendant and the complainant had been friends for three years.

On the day in question, Persaud visited Ramdat at his office at 34 'A' North Road, Lacytown, where they had a talk.

Ramdat was then called to another office where he stayed for approximately 15 minutes. During that time, Persaud picked up the phone

and walked out of the building without informing her friend that she was leaving.

When Ramdat returned to his office, he made several checks for his cell phone and realized that it was missing.

He then asked a male friend to add his BlackBerry Messenger pin.

Persaud, who activated the phone's internet service, accepted the request from the complainant's friend and began to talk with him. The said friend asked Persaud to meet for lunch and she agreed. A report was subsequently made at the Brickdam Police Station and the defendant was found with the stolen phone in her possession. Investigations were launched and Persaud was arrested and charged.

Persaud who was without representation, then said, “Your Worship, this is my first time before any court. I am very scared and I am sorry, so sorry for what I did.

Seaman fined for assaulting wife over text message … as spouse forgives him After being beaten by her husband over a suspicious text message, a 35-year-old woman begged for her husband to be pardoned based on his promise to attend counseling sessions.

Yesterday, Keith Azore was fined $5,000 after an assault charge was read to him by Magistrate Ann McLennan at the Georgetown Magistrates' Court.

The court heard that on August 10 at Lot 94 East La Penitence, Georgetown, the defendant assaulted Christine Azore.

Police Prosecutor Deniro Jones told the court that the two persons reside at the aforementioned address and have three children. The complainant on the day in question perused her husband's cell phone and came across a text message.

After reading it, she confronted the defendant to provide her with a plausible explanation as to why he was texting another woman in such a manner.

The man became annoyed and went to sit on a chair in their living room

where he ignored the victim as she continued to quarrel.

She then tried to sit on his lap, but he pushed her to the floor, slapped her and dealt her several punches to the body.

The matter was reported at the East La Penitence Police Station and Keith Azore was subsequently arrested and charged.

The 38-year-old seaman, w h o p l e a d e d g u i l t y, explained, “Your Worship, I had a friend that committed suicide and I was texting a woman who knows about it and she was consoling me. I never meant to hit my wife. I am sorry.”

The complainant then appealed to the court for her husband to be released.

“Your Worship I want the matter to end. I forgive him.

We together for 18 years… I would like to give him a chance. He promise me this time that we will go for counseling and I have been asking for us to go for a long time because lately we have been arguing a lot.”

Upon hearing her pleas, the Magistrate then fined the defendant and placed the couple on a bond to keep the peace for 12 months.

In spite of her impassioned speech, Persaud was subsequently sentenced to 18 months' imprisonment.

East Bank welcomes Guyana Watch medical team

- Over 400 persons treated Scores of East Bank Demerara residents took advantage of the free clinic offered by the Guyana Watch medical team yesterday at the Timehri Primary School.

All told, 422 persons turned out, among them 127 children. There were 120 dental visits. This was the second of a scheduled six clinics.

So far, the team has already seen more than 738 patients in just two days.

A first timer, Dr. Marvis

Agydiwaah, who works at the Jamaica Hospital Medical Center in the United States of America, said she was informed about the Guyana Watch Team by her colleagues who were on previous visits.

“They had doctors in our department who came with the team before and they told us all about their experience and I was excited to come. I wanted to learn about the different cultures and to educate the people about the importance of taking care of their health,” Dr. Agydiwaah said. She added that “we are only here for one week and I reiterate that I want to be able to educate these people about their health. If they are sick they should visit the hospital and don't stress about the money, your health comes first.”

According to the young doctor, for the past two days, she has been seeing patients with high blood pressure, skin rashes, diabetes, pains around the heart and dental issues. She advises patients to eat healthy and take their

medication on time.

Also joining the team this year was Annison Atherley-Ward, an overseasbased Guyanese who is a trained Physician/ Pediatrician. Dr. AtherleyWard has joined the team with the intention of “serving her people.”

“I always wanted to do something like this, but I never knew this team existed until a year ago when a friend of mine told me about it. We were talking about this kind of thing (voluntary services) and I let him know it's something I am

interested in and he mentioned that he goes to one in Guyana, and I just couldn't believe it…and I asked him how come I am not on it and I am Guyanese,” Dr. AtherleyWard recounted with a smile.

She added that her colleague immediately made arrangements for her to join the team this year. When asked about the most common complaints among the children, the Pediatrician said skin rashes and loss of appetite.

“The majority of things we see are skin issues and

everybody is complaining about the loss of appetite, but I think a lot of it has to do with parents…they have their children drinking too many sugary beverages which is suppressing their appetite, so you have to encourage them to stop that and enjoy their Guyanese foods and fruit drinks,” the Pediatrician stressed.

“I am having a good time. I feel privileged and honoured to help out my own people and I am making the best out of it.” She promises to return next year.

One of the busiest areas at all times is the Dental clinic and according to the dentist, Dr. Chiran Reddy, Timehri is a community where “you work, work, work and there's no rest.”

“We have been doing a lot of extractions and the children here have bad teeth and that is because they are drinking the water from the well which has no chloride.

They should take a few drops in the water they take,” Dr. Reddy advised.

Dr. Reddy who has been coming to Guyana for the past 11 years stressed that persons should take care of their oral hygiene.

“Persons should brush their teeth twice a day and parents should add a little sugar in milk and give their children, the sugar will kill the bacteria.”

Cocaine found in ochro shipment at CJIA A Campbellville man is assisting Police anti-narcotics ranks with their investigation into the discovery of a so far undisclosed amount of cocaine in a shipment of ochroes at the Cheddi Jagan International Airport, Timehri.

The drug was unearthed around 15:00 hours, during a routine search of the cargo which was destined for the United States of America via the charter service, Amerijet.

Reports are that police ranks at the airport, observed the shipper acting in a suspicious manner and decided to check the cargo.

According to a source, the ranks painstakingly cut open several ochroes and stumbled upon some of the drugs which were neatly packed in one of the vegetables.

This encouraged them to continue cutting open the

hundreds of ochroes and sure enough more cocaine was discovered. “There were a few in every box and there were about 100 boxes,” a police source told Kaieteur News.

The shipper who was there witnessing the tedious process, was promptly arrested. He claimed that it was the first time he was making such a shipment.

Yesterday's discovery comes less than two weeks after a bag containing more than 20 pounds of cocaine was discovered at the airport.

Cocaine in ochro is another ingenious way that Guyanese have been using to traffic the South Americanproduced drug to North America and other destinations such as Europe and Asia.

Cocaine has been discovered in other vegetables, pepper sauce, polourie, ornaments and even lumber for export.

Albouystown man sentenced to 12 months for “weed” John Beaton, 50, of Lot 55 Albouys Street, Albouystown, was yesterday sentenced to prison after he pleaded guilty to being in possession of 7 grams of cannabis. Beaton was placed before Magistrate Ann Mc Lennan to answer to two charges, the particulars of which stated that on August 10, at Albouys Street, Albouystown, he had in his possession 7 grams of cannabis. The defendant however, pleaded not guilty to the second charge which stated that he had ¼ gram of cocaine in his possession.

According to Police Prosecutor Deniro Jones, on the day in question, police were conducting raids throughout the city for illegal drugs and ammunition. When officers arrived at the defendant's home, they requested a search and he agreed. A bag containing

money was subsequently discovered in a sink. Further checks revealed that the bag contained a transparent bag with a white creamy substance and 12 white paper parcels which contained leaves, seeds and stems, suspected to be cannabis. Beaton was arrested and taken to the Criminal Investigation Department at Eve Leary where the cannabis was weighed in his presence and amounted to 7 grams. He was then charged for the said offence.

Beaton was denied bail for the cocaine charge and is expected to return to court for the commencement of his trial on September 11 before Chief Magistrate Priya Beharry.

With regard to the charge for possession of cannabis, the defendant was sentenced to 12 months imprisonment and fined $10,000.

Vagrant jailed for stealing handbag “Your Worship, I was hungry, I aint got no place fuh live, I does just deh on de road and I see de bag and decide fuh thief it. Oh gosh, see with me nuh! I am begging you. I didn't mean to do it. Is hungry I de hungry.” This was the plight of a 38-year-old vagrant who pleaded guilty yesterday at the Georgetown Magistrates' Court when the charges of simple larceny and damage to property were read to him by Magistrate Ann Mc Lennan.

On the said date, Ross who is employed at Rentokil Pest Control Agency was at a customer's residence. Whilst spraying the premises, the complainant was alerted by a maid, who informed him that his car was being broken into.

The victim ran out to his car and caught the defendant with his bag. Luthers was then taken to the station where a report was made. He was told of the offence and arrested. Magistrate Mc Lennan then gave the defendant two years on each charge. The sentences will run concurrently.

Opposition MPs urge swift cancellation of Sithe's licence

O

pposition Members of Parliament have called on Government to swiftly cancel the hydro licence that US developer, Sithe Global, had been operating with.

Over the weekend, Sithe Global, which was a key player in the development of the 165 megawatts Amaila Falls Hydro Electric Project, announced its withdrawal.

There are fears that Sithe's licence, currently in limbo, could be traded or sold, threatening the costs of any future development of the project.

A Partnership for National Unity (APNU) parliamentarian Jaipaul Sharma, has aired his concerns with respect to Sithe Global and its current position.

The entity announced its withdrawal from the Amaila project citing that consensus was not reached across the board by the three political parties in Parliament.

“It was not supported unanimously by all three political parties, a necessary

prerequisite to the project receiving international development funds required to complete it. Thus, the project cannot move forward.”

Sharma has since expressed his concerns with respect to the licence that was initially granted to Makeswhar 'Fip' Motilall's Synergy Holdings and subsequently transferred to Sithe Global to build the Hydro electric plant.

His concerns among other things are that the government should retake its licence from Amaila Falls Hydro Inc (AFHI) before they sell the licence to another company and “Flip” it and profit in the same way that 'Fip' Motilall did when he sold to Sithe Global.

Sharma believes that if Sithe Global decides to sell it, the company can do so to make a profit to offset the US$12M it had agreed to pay Motilall as well as the US$16M it would have already invested in the project.

Sharma had made reference to the HydroElectric Power Ordinance of 1956, while claiming that the government can retake the licence from Sithe Global.

“It doesn't matter if the people (Sithe Global) have it for 50 years, if government within two years says you are not progressing as was planned, the government can take it back.”

Kaieteur News upon perusal of the HydroElectric Power Ordinance found under the cancellation of licence that it can be done, if among other reasons, there is “non-compliance with or non-observance of any term or condition contained in the licence.”

Govt. mulls Procurement Act amendments

By Keeran Danny Government is considering amendments to the Procurement Act to restrict contractors from bidding for more projects than they can handle, in light of large civil works projects experiencing significant delays and an uncompetitive construction industry.

Cabinet Secretary Dr. Roger Luncheon made this disclosure during a recent interview with Kaieteur News.

“There is obviously the need to restrict contractors who are way behind time, and contractors who are not performing satisfactorily, from being eligible for bidding on additional projects.”

He pointed out that the law does not restrict a bidder from tendering for projects, even if that bidder is engaged in other projects.

“The law says if you meet the requirement of the bid and are the most responsive you get the work…The law has not contemplated you the contractor having so much work that you should not have bid. You have to change

Speaking on the East Bank and East Coast Demerara Public Road expansion projects, Luncheon gave some brief

insights as to why they are significantly delayed.

In relation to expansion works on the East Bank of Demerara, from Providence to Diamond, Luncheon said “man proposes and God disposes”.

The contracts for the Three Lots between Dipcon Engineering Services Ltd, GEICO Construction Company in association with General Earth Movers, BK International and Government were signed on October 3, 2011, with an 18month period of completion.

Delays to the project particularly Lot Three, from Diamond 'high bridge' to Diamond Housing Scheme entrance which was stalled for several months - were blamed on poor weather conditions and existing utilities.

A Partnership for National Unity (APNU) Parliamentarian, Joseph Harmon, had expressed concern that the contractor, BK International, responsible for Lot Three, is “somewhat overwhelmed” with projects.

H o w e v e r, B K International in a press statement had distanced itself from the delay in East Bank Demerara road project and blamed the presence of utilities and other problematic elements.

Meanwhile, Dipcon Engineering Services Ltd., responsible for carrying out works from Providence to Prospect, is also executing works in more than one lot on the East Coast Demerara road-widening project.

Luncheon, development of the East Bank Demerara thoroughfare is now expected to conclude in February 2014. The delay

proved inconvenient for visitors and locals traversing the East Bank Demerara Public Road when Guyana recently hosted Caribbean Premier League Twenty20 cricket fixtures. “ H a d t h o s e infrastructure works been completed, we would have had a less negative impact, because many visitors had to deal with that traffic and the traffic congestion, and that is why even before cricket returned to Guyana, work was being done there.

U n f o r t u n a t e l y, m a n proposes and man disposes,” Dr. Luncheon said.

Similarly, on the East Coast Demerara Public Road, the intention was to incrementally move the expansion project from Better Hope east to the Railway Embankment.

“Providing a more userfriendly thoroughfare has also been obstructed by…I don't know if I should blame God this time… We have a few carpenters and contractors, who could indeed be blamed for the delayed in the completion of those works.”

Contracts for the first two lots were inked in September 2011. Falcon Transportation and Construction Services was responsible for Lot One, from Better Hope to Montrose. The company's contract was terminated based on poor performance a claim the contractor denies. It was later given to Dipcon Engineering Services, who is yet to conclude expansion works for Lot Two from Montrose to Golden Grove.

Luncheon, Prime Minister Samuel Hinds has reflected on the fact that some

contractors are being awarded too many contracts.

“I would agree that on the basis of the uneven…it is uneven, you see… if you had an industrial environment where you give “X” amount over a period. But what has happened public expenditure, particularly investments, has grown significantly. If you go back to 1992 and look at the way expenditure of the PSIP (Public Sector Investment Programme) has grown, and go and look in the registry to see how investments by contractors have grown, you would see where the disparity keeps growing more and more. In other words, the volume of contracting businesses, that is, contractors and those who support contractors, clerks of work and quantity surveyors, the economy is just not churning them out fast enough,” he said.

Luncheon said this is sad, but what Guyana is trying to achieve now should have been done long before.

He emphasized that the rest of the English-speaking Caribbean passed over these hurdles between the 1960s and 1990s.

“We are on the road to try to overcome what we have been visited with through those last years. We have to dig up; if they move 10 miles we have to move at 40 miles per hour, he said.

He opined that if there were restrictions, more companies would be encouraged to join the sector thus leading to a competitive industry. However, he is pessimistic about the reaction from “experts” who would want to object to the restrictions, even though in the advocacy stage they would have agreed.

Human Services Ministry actively addressing domestic violence - emphasizes importance of reporting incidents The Human Services Ministry has introduced what it has described as a “multidimensional, multi-faceted” approach to holistically combat the challenge of domestic violence that has of recent pervaded sections of the country.

In fact, a statement issued yesterday said that the move comes in keeping with the Ministry’s mandate to address the scourge of domestic violence.

Moreover, it was revealed that the Ministry through its many sections and departments has independently, and in collaboration with its partners, been addressing the situation through training, advocacy, sensitization and awareness programmes.

The statement follows on the heels of a series of violence domestic incidents which has left persons dead but others injured and traumatized.

“The Administration of the Ministry…is deeply saddened by the recent loss of lives and injury as a result of domestic violence. We continue to implore perpetrators to seek help through the government system or non-governmental organizations.”

It was also noted that while these incidents could be preventable, they require

much effort from perpetrators, victims, communities, civil society, Government and other partners, as according to the Ministry, “Domestic Violence is everybody’s business.”

As such, officers of the Probation and Social Services Department have been working in communities across the country in a bid to sensitize the public about the services available to victims.

The public, through this way, is also enlightened to the fact that counselling services are provided to victims and perpetrators, even as community members are made aware of their social responsibility to report cases of Gender-Based Violence (GBV) that occur in their respective communities.

The statement highlighted that in the last two years the Men’s Affairs Bureau has been working with young boys and men in schools, sports clubs and football teams to address issues such as anger management, domestic violence prevention and interaction with the opposite sex via the “No More Black and Blue” and the “Red Card Domestic Violence” campaigns.

In this regard, the Ministry has worked in more than 30 schools and communities and has reached

more than 20,000 boys and men.

And the Women’s Affairs Bureau (WAB) through its regional arm, the Regional Women’s Affairs Committee, has also been sustaining advocacy against genderbased and domestic violence through their domestic violence prevention programmes.

In addition, the WAB continues to host sensitization sessions through Faith Based Organizations on many issues such as conflict and anger management, and existing situations involving domestic violence.

It was emphasized too that the Ministry has continued to provide financial support to Help and Shelter with an annual subvention of $10 million, for the daily operation of the home for survivors of domestic violence.

Also through the Guyana Legal Aid Clinics, the Ministry provides legal advice and services to survivors and perpetrators of domestic violence in four coastal regions.

The Guyana Women’s Leadership Institute has conducted training for volunteers in Regions Three, Four and Five to work in their communities to provide immediate support to victims, perpetrators and survivors of

GBV. And so far, 93 volunteers have been trained.

Added to this it was disclosed that during the last quarter of this year, training will be conducted for persons living in communities along the East Bank of Demerara and in Region Two, a move which will soon be expanded to other Regions to assist in the reduction of Gender Based Violence.

It was also amplified that the Board of Industrial Training has been assisting in the empowerment of people by providing training, inclusive of a travelling stipend, to single parents, equipping them with a skill to earn and achieve financial independence.

These programmes are designed in recognition of existing empirical evidence that reveals financial dependence as a critical factor in the decisions made by persons who remain in

abusive relationships. This premise, as well as the recognition of the sting of poverty, also guides the operation of the Ministry’s Difficult Circumstances Unit.

However, it was noted that despite all of the work and services undertaken by the Ministry there can be no results without the assistance and cooperation of members of all communities and victims of domestic violence.

“As we have been advocating in every

community, school and sports club in which we have been working, Domestic Violence is everyone’s business; we are our brothers and sisters’ keepers.

Thus, we must report the incidents wherever and whenever they occur to the nearest police station,” the Ministry emphasized.

GTU supports revised Automatic Promotion Policy With the sustained practice of national consultations embraced by Minister Priya Manickchand, the Education Sector is set to return to its former glory.

This was the deduction made by President of the Guyana Teachers’ Union, Mr Colin Bynoe, during a recent interview with this publication.

According to Bynoe, it was through national consultations that the Education Ministry was able to recognise the need to review the Automatic Promotion Policy.

The revised Policy, which is expected to take effect when the new school year begins next month, will take into consideration not only subjects students are good at, but also subjects that are required for their matriculation.

In fact, Minister Manickchand at a press conference disclosed that “the parents, teachers and even the students themselves believe that promotion from one grade to another should not be automatic but earned.”

Bynoe asserted that the move to review the policy was always anticipated by the GTU. Moreover, he noted that “what the Minister is saying and what they (Ministry of Education) are trying to implement now is what we have been saying all the time…but what we were doing was simply being patient for them to have it tried and tested.”

In the past, students who failed to achieve the overall pass mark set by the school were made to repeat the grade and by extension, all the subjects, including those at which the student may have done exceptionally well.

Minister of Education, Priya Manickchand boredom of having to redo subject matter they would have already gone over continually or through embarrassment of having to be in the same class with much younger students.

It was for this reason that the Automatic Promotion Policy was initially introduced under the tenure of former Minister of Education, Shaik Baksh, to correct the negative effects of Grade Repetition.

However, the policy, which applies only to secondary schools, was designed to not only automatically promote, but to ensure that students were furnished with intense remediation.

But according to Minister Manickchand, “for a whole host of reasons this was not happening…so we could deduce from that, that the students who would have been automatically promoted may not have been as successful as if they were forced to master a subject.”

And although no formal analysis was undertaken by the Education Ministry to ascertain the performance of automatically-promoted

students, they were yet promoted to the next grade, regardless of their performance following the annual assessments.

But after the completion of a promised review of the policy, complete with reports from some 30 consultation sessions across Guyana, it was revealed that the policy was not popular with any of the critical stakeholders.

And according to Bynoe, “I know that the Minister would have done so, because she did seek to have national consultations, and that is crucial in this country.”

“The more consultations you have with people it makes it easy for decisionmaking and we at the GTU are happy about this,” said Bynoe, who is convinced that this move will cater to the development of the education sector.

The revised policy will now require that students who score below the overall pass mark set by the school, in more than 50 per cent of the subjects being undertaken, repeat the grade.

Verification exercise for light bill subsidy ends today Guyana Power and Light Inc. (GPL) has announced that the extended “registered pensioner’s verification exercise for eligibility of Electricity Bill subsidy” ends today (August, 13, 2013.)

According to the power company, pensioners who come into the head office on Main Street, Georgetown will have to walk with a form of identification and a proof of address so that the company can verify both pieces of information and finalize a list for the Ministry of Human Services and Social Security.

Parliament approved a $20,000 a year subsidy for pensioners, and to date the company has identified some 6,000 beneficiaries.

Pensioners will also have to provide their 2013 pension book so the address can be

verified against the address of the active GPL account. In addition, a recent bill or a receipt of payment should also be used.

The company attempted to match the provided names to its database for pensioners in Regions Two, Three, Four, Five, Six and Seven.

“We actually received a match for one of the names (first and last name) from over 12,000 pensioners but when we tried to do a match for names and addresses, the addresses in most cases did not match”, Chief Executive Officer Bharat Dindyal had said.

GPL had also contacted the Guyana Water Incorporated (GWI) to see how that entity went through cleaning up its list. What was discovered was that each customer was contacted in order to establish a match.

Amerindian Development Fund project underway

By Tiffanne Ramphal With the initiation of community projects in the hinterland well underway, the beneficiary Amerin d i a n communities are now anticipating rich returns from their proposed business ventures to assist in curbing the poverty levels existing in those regions.

The Amerindian Development Fund (ADF) project, implemented by the Ministry of Amerindian Affairs in partnership with the United Nations Development Programme, is expected to benefit approximately 180 Amerindian communities across the ten administrative regions of Guyana.

As set out by the first phase of the project, 27 com-

munities will receive funding of up to $5M each for the development of a communitybased and -led initiative or business investment.

According to information provided by the Ministry of Amerindian Affairs, 20 of the 27 communities to benefit from the poverty reduction funds have already begun to receive disbursements into their community bank accounts.

A list generated as recent as yesterday, provided by the Amerindian Affairs Ministry, identified the current beneficiary communities as well as their proposed business venture.

Of the set, Region Nine holds the largest number of communities to benefit from the project, with Region One following suit.

The proposed projects

identified by the communities include, on a large scale, agricultural activities, with the majority getting involved in farming, aquaculture and poultry and cattle rearing.

Toshao Floyd Edwards of Region Six communities Orealla and Siparuta, during a recent interview with this newspaper confirmed that Siparuta has been selected as one of the first communities to benefit from the ADF project.

Edwards informed that approximately $3.5M has already been disbursed into the Siparuta bank account and the balance is expected to be disbursed at a later date.

According to the Toshao, Siparuta identified furniture production as their proposed business venture.

He said that the decision

was based on the fact that the community had been involved in logging activities for many years.

“The community realised that using lumber to produce furniture will ensure more value for the resource.”

He said that the community is proposing to sell their produce to market places in Corriverton and Rose Hall, two towns located in Berbice, as well as in Georgetown. Since Siparuta is located “just on the border to Suriname”, the neighbouring territory is seen as a prospective partner in marketing their product.

According to the Toshao, the community will use the opportunity to assist the Ministry of Education in furnishing nearby

schools with much needed seating facilities.

He said that with the provision of the first set of funds, the community has started their project with the construction of the building that will house the furniture factory.

“The foundation has already been laid. Contractors have set up columns and they are presently working on the roof,” he informed.

Region Four community, St. Cuthbert's Mission, also selected to benefit from the first phase of the ADF has already taken steps to implement their project; that of constructing an eco-tourism lodge.

The community's Chairman, Luke Simon, related to Kaieteur News that the community, with its proposed project plan, is mak-

ing way for tourists to find relaxation in the community while bringing in much needed finances and creating permanent jobs for its residents.

The Toshao informed that the resort area will house six benabs, a restaurant and three bush houses, while a number of canoes, bikes, telescopes and binoculars will be purchased for the use and enjoyment of the tourists. Included in the set, the community has proposed to purchase four horses, complete with saddles.

All preparations for the operation of community projects are expected to be completed by the end of S e p t e m b e r, f o l l o w i n g which, implementation of the projects' second phase will commence.

The Mayor noted the dumping of garbage by commercial entities worsened

with implementation of the dumpsite site at the Haags Bosch landfill.

“The council had long argued that the establishment of that landfill at Haags Bosch was not feasible, since it creates a situation where persons will have to travel along the East Bank Public

road, which is usually jammed with traffic to dispose of waste at the site that is only open for specified hours and there is also a tipping fee.”

The Mayor said that the current Administration is to be blamed for the complications of solid waste and Haags Bosch. Operating

on the directive of BK International, the Haags Bosch landfill sits on several acres of land at Eccles Industrial site, East Bank Demerara. The contract for the landfill was awarded to BK International and Puran brothers at a cost of US $9.7 million.

The two companies were tasked not only with constructing the landfill, but also with operating the site over a five to nine-year period.

The landfill is a collection and treatment site, as is the role of sanitary landfills, which is basically a hollow in the

ground in which garbage is dumped, flattened and covered daily with a fresh layer of dirt. The facility caters for the garbage disposal of the 15 Neighbourhood Democratic Councils, as well as other locations.

The garbage disposal at Haags Bosch follows a systematic process. The complex opens from 6am-5pm daily.

PC academic future deemed a “worry” - Quarter of fourth form students passed

alms are sweating as most await the Caribbean Secondary Education Certificate (CSEC) results that are slated to be announced today in Region Two. More specifically, many who have connections to President's College are “worried” about the results; just crossing fingers hoping that the students do well.

Kaieteur News understands that the recent trend set by senior students of the East Coast Demerara School is the source of all the concern.

According to very reliable sources, the school which has been for over two years functioning without a Board of Directors, is “running right down” and consequently, so is the academic performance of the some students attending.

One of the many sources told Kaieteur News, “Make no mistake, there are children who still perform well and upkeep the name of President's College; but

It was revealed that a mock exam sat by the outgoing students wasn't up to scratch with “the usual

PC standard.”

Further, this publication learnt that only about 25 percent of the fourth form students have passed to go over to fifth; the pass mark being 60 percent.

It was also disclosed that not all of the students who secured an overall pass mark passed English and even fewer passed Mathematics.

It was also pointed out that the high level of failure in Mathematics from the fourth form students is as a result of the students going one and a half terms without a teacher.

This publication was told that midway through the second term, there was a vacancy for a Mathematics teacher and only three weeks before end of term exams begun was a replacement found.

“So probably the fact that for about one and a half terms the students went without a Mathematics teacher is yet another factor,” said another source.

Kaieteur News understands that at various levels, there are students that are performing “very poorly” to the extent that some students' overall grade went no higher than 28 percent.

It was related to this

newspaper, as well, that most of the students who fail are those that came from hinterland communities.

One source's comment w a s , “ Yo u w i l l f i n d repeaters…But the repeaters here are mostly hinterland students. They really cannot cope with the level of learning; it is just higher here.”

Another said “It comes down to what a student wants; parents sometimes send angels and at the end of five years get monsters.

And in some cases it is not only the house parent, it is the parents too, because parents would loose their children and they don't look

back… parents need to be up to date with their children's performance. The children are sometimes really unruly.

Sometimes if they don't want a class they would mix up the electrical circuit so that the classroom won't have light.

Then when the house parent gets them mad they give dem and all blackout.”

“There are teachers at that school that would go to the end of the earth to make sure that the name of President's College lives, while there are others who just don't care.

And it is a lot of politics going on.”

AGENTS: 44 gunned down in Nigeria mosque MAIDUGURI, Nigeria (AP) — Suspected Islamic militants wearing army fatigues gunned down 44 people praying at a mosque in northeast Nigeria, while another 12 civilians died in an apparently simultaneous attack, security agents said Monday.

The attacks were the latest in a slew of violence blamed on religious extremists in this West African oil producer, where the radical Boko Haram group, which wants to oust the government and impose Islamic law, poses the greatest security threat in years.

The news from Borno state, one of three in the northeast under a military state of emergency, came as journalists received a video featuring Boko Haram leader Abubakar Shekau, who gloats over recent attacks, threatens more, and even says his group is now strong enough to go after the United States.

The mosque slayings occurred Sunday morning in Konduga town, some 35 kilometers (22 miles) outside Maiduguri, the capital of Nigeria’s Borno state.

A state security service agent and Usman Musa, a member of a civilian militia that works with the military, said Monday they had counted the bodies at the mosque after the attack.

Musa said four members of his group — known as the Civilian JTF —also were killed

when they reached Konduga and encountered “fierce resistance from heavily armed terrorists.”

Musa and the security service agent said the attackers wore military camouflage uniforms used by the Nigerian army, which they may have acquired in one of their attacks on military bases.

On their way back from Konduga, the security forces came upon the scene of another attack at Ngom village, 5 kilometers (3 miles) outside Maiduguri, where Musa said he counted 12 bodies of civilians.

Twenty-six worshippers at the mosque were hospitalized with gunshot wounds, said a security guard at the emergency ward of Maiduguri Teaching Hospital. He and the state security agent both spoke on condition of anonymity because they were not allowed to give information to reporters.

It was not immediately clear why the mosque in Konduga was targeted, but Boko Haram has in the past attacked mosques whose clerics have spoken out against religious extremism.

The group also has attacked Christians outside churches and teachers and schoolchildren, as well as government and military targets.

Nigeria declared a state of emergency in much of the northeast on May 14 to fight the onslaught after Boko Haram fighters took over several northeastern towns

and villages in this nation of more than 160 million, which is divided almost equally between the predominantly Muslim north and the mainly Christian south.

In the video received by journalists Monday, Shekau brushes off any gains asserted by the security forces.

“You soldiers have claimed that you are powerful, that we have been defeated, that we are mad people,” Shekau says, speaking in the local Hausa language. “But how can a mad man successfully coordinate recent attacks in Gamboru, in Malam Fatori, slaughter people in Biu, kill in Gwoza and in Bama, where soldiers fled under our heavy fire power? “We have killed countless soldiers and we are going to kill more.”

He further insists the extremists “strength and firepower has surpassed that of Nigeria. ... We can now comfortably confront the United States of America.”

Under orders from the military, cellphone and Internet service has been cut in Borno, making communications difficult. The military says the extremists were using cellphones to coordinate attacks. But some government officials argue that the lack of communication prevents civilians from informing them of suspicious movements and getting help when they are attacked.

Obama orders panel to review possible spying abuses President Barack Obama on Monday ordered Director of National Intelligence James Clapper to create a special committee charged with reviewing America’s high-tech spying programs.

Obama’s memo to Clapper, made public by the White House, calls for the creation of a “Review Group on Intelligence and Communications Technologies” that will have until Dec.15th to report back.

“The Review Group will assess whether, in light of advancements in communications technologies, the United States employs its technical collection capabilities in a manner that optimally protects our national security and advances our foreign policy while appropriately accounting for other policy considerations, such as the risk of unauthorized disclosure and our need to maintain the public trust,” Obama said in the memo.

The order came after a former aide to Sen. Ron Wyden, D-Oregon ¯ one of the program’s fiercest critics in Congress ¯ d e l i v e r e d a b o d y b l o w t o O b a m a ’s frequent claim that he welcomes the debate over the sweeping collection of

Americans’ phone and Internet records.

When it comes to open debate and the democratic process, Jennifer Hoelzer wrote, “it seems to me if your Administration was really committed those things, your Administration wouldn’t have blocked every effort to have an open debate on these issues each time the laws that your Administration claims authorizes these programs came up for reauthorization, which ¯ correct me if I am wrong ¯ is when the democratic process recommends as the ideal time for these debates.”

Missouri Fair clown draws criticism for Obama mask KANSAS CITY, Mo. (AP) — A clown wearing a President Barack Obama mask appeared at a Missouri State Fair rodeo this weekend and the announcer asked the enthusiastic spectators if they wanted to see “Obama run down by a bull.”

The antics led the state’s second highest-ranking official, Lt. Gov. Peter Kinder, to denounce the performance in a tweet Sunday. He said it was “disrespectful” to the president.

“We are better than this,” the Republican tweeted.

State Fair officials said the show in Sedalia was “inappropriate” and “does not reflect the opinions or standards” of the fair. “We strive to be a family friendly event and regret that Saturday’s rodeo badly missed that mark,” they said in a statement Sunday.

It wasn’t clear if any action will be taken against the performers.

Perry Beam, who was among the spectators, said “everybody screamed” and “just went wild” as the announcer talked about having the bull run down the clown with the Obama mask.

“It was at that point I began to feel a sense of fear.

It was that level of enthusiasm,” Beam, a 48year-old musician from Higginsville, said Sunday, referring to the reaction from the crowd that filled the fair’s grandstand.

He said another clown ran up to the one wearing the Obama mask, pretended to tickle him and played with the lips on the mask. About 15 minutes into the performance, the masked clown had to leave after a bull got too close, Beam said.

Beam was at the rodeo with his wife and a student they were hosting from Taiwan. He said they were having a good time until the end of the rodeo.

“It was the usual until the very end at bull riding,” he said. “As they were bringing the bulls into the chute and prepping them ... they bring out what looks like a dummy.

The announcer says ‘Here’s our Obama dummy, or our dummy of Obama.

“They mentioned the president’s name, I don’t know, 100 times. It was sickening,” Beam said. “It was feeling like some kind of Klan rally you’d see on TV.” Officials with the Missouri Rodeo Cowboy Association, the organization

that coordinated the rodeo, did not return phone calls seeking comment Sunday.

After Beam and his family returned home, he posted a photo of the clown in the Obama mask on his Facebook page. The photo and the posting were then promoted online by a blog, Showmeprogress.com, which elicited a huge response Sunday on Twitter.

Scott Holste, spokesman for Missouri’s Democratic Gov. Jay Nixon, said Sunday in an email that Nixon “agrees that the performance was disrespectful and offensive, and does not reflect the values of Missourians or the State Fair.”

Beam, who grew up attending the State Fair and attends the fair just about every year, said he has never seen anything like the Obama mask display, which he felt was inappropriate for a statesanctioned event that receives state funding.

“This isn’t the Republican Missouri State Fair,” Beam said. “It was cruel. It was disturbing. I’m still sick to my stomach over it. ... I’m standing here with a mixedrace family. My wife’s from Taiwan, and so was the student (his family was hosting). I’ve never seen anything so blatantly racist in my life.

“If an old country boy picks up on something like that, imagine what a person of color would think.”

St Thomas village still in shock over double murder

BY KARYL WALKER EDITOR (Jamaica Observer) TODAY marks a month and two days since brothers Herman and Norman Rowe were executed at their plantation at Rowlandsfield, eastern St Thomas, but their relatives and friends are yet to achieve any degree of normality in their lives.

The bodies of the two siblings were found with multiple gunshot wounds in the field that is located miles from their home, in bushes close to the border of St Thomas and Portland.

Both brothers will be buried today, as the family

only received the bodies from homicide investigators two weeks ago.

According to Alfred Rowe, brother of the two men, the wounds are still fresh, especially in light of the fact that no one has been charged with the double murder that sent the normally quiet farming district into shock.

“It is very, very rough. We are all still traumatised and we don’t know what to expect next. The pain is very real.

Losing two brothers in one go can never be an easy thing for any family, especially one that was as close as ours,” he told the Jamaica Observer.

The brothers were known

to embark on their daily task of driving through a treacherous stretch of road that was constructed by a telecommunications company to erect a cellular tower to reach their farm land.

On the fateful day of July 8, they would never return home.

The farm is so far away from the district that the sound of gunfire would not be heard by anyone in that village. Calls to their cellular phones after night fell went unanswered, and suspicions were aroused and sparked a search by concerned relatives and friends who became even more worried after they found a Toyota van parked on the land, but no sign of the men.

But the search party’s worst expectations were realised when they stumbled

on the bodies of the two men lying face down close to each other.

Since that tragic double slaying, Rowlandsfield has not been the same.

“We are all still traumatised. Both men had two children each and they have not been doing well.

Norman had two grandchildren and they are wondering if they will see him again. The pain is sometimes too much to bear. My mother has also been hit hard and we have to be taking her to the doctor every now and then, and she breaks down often when the reality that two of the children to whom she gave birth were taken away from her for some foolish reason which we cannot understand,” he said.

But the Rowe family will be forced to find the strength to attend the funeral and burial of their two loved ones today.

A thanksgiving service will first be held at the Lyssons Full Gospel Assembly, after which the bodies will be transported to another

church in Rowlandsfield where they will be set up so members of their hometown can view the remains and pay their final respects.

Afterwards, the remains will be interred in a family plot as a gruesome reminder of the untimely end both men met.

But what is even more worrying for the relatives of Herman and Norman Rowe is that no one has been formally charged with their murders and the murderers could still be at large.

“Two men were held but they were released. There is really no hard evidence so we can’t really blame the cops.

But sometimes it is a hard pill to swallow, to know that all my brothers did all their lives was work hard to make an honest bread and some lowlife shot them down like dogs and still has their freedom and life. It is very hard to take,” he said.

Herman was shot in the face, the upper right side of his chest and his right arm.

His brother was shot in the back and neck.

At one section of the farm,

two pairs of water boots and two machetes were seen. The Rowes’ relatives said that the boots and tools belonged to the slain brothers. Police also removed several spent shells from the scene.

“It seemed that whoever committed that double murder was known to the two brothers,” head of the St Thomas Police Division Superintendent Merrick Watson told the Sunday Observer, a day after the murders occurred.

Residents of Rowlandsfield are also in fear.

“A dance was held in the community on Independence Day and it did not go too well as some people don’t know what to expect. We are not the only ones affected, but the wider community has been thrown into shock and fear as well. People are still scared,” he said.

But according to brother Alfred, despite the harsh reality that they will never see their brothers alive again, he and his relatives will have to move on and try their best to cope with the pain.

Kallis may have to Christine Ohuruogu takes gold in photo-finish decide on ODI future soon BBC Sport - Great Britain’s Christine Ohuruogu regained her 400m World Championship title with a stunning finish in Moscow.

The 29-year-old beat defending champion Amantle Montsho by four thousandths of a second in a photo-finish in a new British record of 49.41 seconds.

The British captain and Olympic silver medallist had work to do having come off the bend in fourth. But Ohuruogu reeled Montsho in to steal gold, six years after her last triumph at the world championships. Botswana’s Montsho took the silver with Russia’s Antonina Krivoshapka taking the bronze in 49.78.

Trinidad officials confirm Baptiste’s doping absence MOSCOW (Reuters) Trinidad and Tobago athletics officials confirmed on Monday that Kelly-Ann Baptiste, who won a world 100 meters bronze medal in 2011, and fellow sprinter Semoy Hackett missed the Moscow world championships because of doping violations.

The national head coach wants South Africa’s veteran allrounder to commit to playing “some ODI cricket” before the 2015 World Cup if he still harbours hopes of competing in that tournament.

Kallis has not played an ODI for South Africa in almost 18 months after Gary Kirsten deemed it “no longer necessary” for him to play in bilateral series because he was too important to South Africa’s Test ambitions.

Kirsten left the door open for Kallis to make a return in major events but Domingo has indicated he will not follow suit.

“If Jacques wants to play in the 2015 World Cup, he will have to play some ODI cricket for us along the way,” Domingo said. “It will not be fair on other players if it doesn’t happen that way.”

Kirsten’s rationale was that Kallis’ 17-year international career had earned him the right to pick and choose when he wanted to play but it was an approach which backfired.

Kallis was also due to be part of the squad that played in June’s Champions Trophy but he pulled out at the last minute, throwing South Africa’s plans into disarray.

Two days before the squad was announced, South Africa’s convenor of selectors Andrew Hudson confirmed Kallis was part of the plans.

He was, at that stage, unaware of Kallis’s 11th hour withdrawal because of “personal reasons.” That decision was communicated only to Kirsten and not the selection panel, until much later, who then included David Miller instead.

If Kallis wants to be part of that, he will have to begin playing regular one-day cricket soon. Domingo confirmed he has a timeframe in mind and he will let Kallis know when that is.

It may not be as soon as

the five-match ODI series against Pakistan in October and November, but it could well be in the home summer when South Africa will play limited-overs cricket against both India and Australia.

South Africa are also scheduled to travel to Zimbabwe and Australia next year and host West Indies before the 2015 World Cup and it is likely Domingo would want Kallis to feature in majority of those matches if he hopes to play in the main event.

Should Kallis not agree, Domingo does not seem too phased. “As a South African unit, we’ve got to be able to live without Jacques Kallis,” he said. “We’ve had him around for so long but we’ve got to realise there will be a day when he will no longer be around.”

Already, Kallis has not been part of the limited-overs squads and even his participation in Tests has been hampered by fitness concerns.

He did not play in South Africa’s last Test because of a calf injury and has suffered niggles in the last five Test series South Africa have played.

His ailments have ranged from a stiff neck which kept him out of the Wellington Test in March 2012 to back spams which prevented him from bowling against England at Leeds and a hamstring problem which affected his batting and left him unable to bowl against Australia in Adelaide in November last year.

He has been out of action since this year’s IPL and has had the better part of six months form his various concerns. Kallis is expected to be back for the two-Test series against Pakistan in the UAE in October.

Despite rain fall overnight that left the Kennard Memorial Turf Club Bush Lot farm venue in a soggy state the organisers were able to run off the third annual Digicel Horserace Classic on Sunday.

There were some outstanding performances as top horse, Score’s Even of the Dennis DeRoop’s Simple Royal Stable, again won the feature event for the fifth time from 12 starts. While the Jumbo Jet Stable took top honours with three wins and Dookie stable putting in an admirable performance with two first places.

Score’s Even turned another impressive victory to win the feature B class one mile event and romp home with the hefty $2.5M and the Digicel Trophy. In front of an appreciative crowd, the racehorse, a Kentucky bred animal from the United States, once again ridden by jockey Randolph Richmond showed who is boss for another convincing win.

As the animals set off the going was slow and heavy, but the animals plowed through with The Message, Score’s Even, and Swing Easy

out early. Swing Easy had the call early with the others breeding down its neck. Into the homestretch there was still a fierce battle with Score Even and Swing Easy up front. However, it was the powerfully built Score’s Even that had enough to surge ahead down the homestretch for the win. Swing Easy held on for second ahead of Got to Go and the Message.

The Jumbo Jet stable took charge in the Three year old 1mile event with Princess Alicia ridden by Colin Ross winning from Monsoon to take the $1.3M up for offer with Its My Turn and Silent Night rounding out the money.

The Jumbo Jet stable had things its way in the D3 and lower 1200M event with Who Is on the Case with Ross in control winning from Treacle, Silent Lizzy and Country Armagh. The win was worth $900,000.

DEAR EDITOR, The Parliamentary Select Committee (SC) on the Cricket Administration Bill has failed miserably to fulfill its mandate, which, initially, was to provide for the legalization of the Guyana Board, which could only have been completed by granting same, corporate status.

It then, inexplicably, decided to expand its mandate to deal with a voter allocation issue within the Demerara Cricket Board. This is tantamount to inferring with a legal body of members governed by its own rules and constitution.

Surely, this SC should not be changing a constitution without any agreement from its membership or outside of its rules and constitution. What example is being set by this Committee in the hallowed halls of our esteemed Parliament?

This is not the required solution for the DCB matter. The solution should not be legislated nor politicized. A proper investigation of the events leading up to the 2 AGMs in January 2011 is needed to solve this perceived problem.

First of all, this Select Committee has been tainted with bias and partiality from the inception with 2 of its key Committee members having played very active roles in the whole manufactured cricket fiasco.

The Chair of the SC, Dr. Frank Anthony, was the Minister directly responsible for disbanding the GCB and installing an IMC and illegally locking the Offices of the GCB. An unholy amount of taxpayers’ monies was wasted in these dastardly acts.

The other key member, Attorney General, Hon Anil Nandlall was the attorney for a grouping attacking the DCB & the GCB during the cricket fiasco prior to being named the AG and unsuccessfully represented that faction in several of those cricket matters, some of which are still pending in Court.

It is worthwhile to mention that these court matters are being delayed ad nauseum in tandem with the works of the Select Committee almost suggesting that something is afoot here.

AG Nandlall was also responsible for the legal actions that searched several GCB Officers’ homes and Offices and seized the equipment and records of the GCB. These coercive actions achieved its ends into forcing several GCB Officers to resign

from their positions in cricket administration.

There were numerous other types of harassment exercised through the arms of the State in its quest to take over cricket administration; another Officer is before the court for the charge of perjury- here again this case is meandering along and postponed and called up to suit the fancies of the hierarchy; another Officer was investigated for forgery- this investigation is not being concluded as these persons want to keep these matters hanging in abeyance so that their cohorts can use these charges for the embarrassment effect that it engenders against these individuals whenever they so choose; several Officers have been subjected to investigation by the GRA and constant harassment and ridicule in the media and otherwise.

How can this Select Committee produce an impartial document when they have been deeply involved in the problem from the inception? If the Honorable Speaker of Parliament was responsible for these appointments, then they should be immediately corrected as surely this was a huge mistake.

The GCB just finished hosting the Pakistanis in Guyana and for the first time in 2 years we saw international cricket returned to Guyana. The public felt satisfied.

Dr. Anthony even made presentations after the matches. Everything is not perfect now as we have been set back by almost 5 years of manufactured labels by the disgruntled group who are masquerading around the place claiming that they have total control over the politicians.

Are we now going to set back cricket administration even further? The GOG has gotten what they wanted; one of their shining stars, now owns the Guyana team and is the title sponsor for one of the most lucrative forms of cricket, T20.

The GCB will continue with its mandate to produce cricketers for all forms of the game of cricket even if it means being the nursery for others. We hope they do recognize this!

We say to the Select Committee that they need to await the outcome of the court matters and have an impartial investigation done into the DCB AGMs of 2011. Otherwise, hands off the cricket administration!!

Toluca tops Caledonia 3-1 in Mexico City It seems high altitude of Mexico City proved yet again, that it is a mammoth advantage for home sides, when Mexican club Deportivo Toluca topped Trinidad and Tobago club Caledonia AIA 3-1 on Tuesday night last in the opening day of the 201314 CONCACAF Champions League.

The odds were always against Caledonia playing at the Estadio Nemesio Díez, which stands 8,793 feet above sea level. And Toluca’s now unbeaten form in nine of 10 all-time CCL home games (7-2-1) says a lot in terms of the altitude advantage.

Caledonia went under in

the 24th minute when Edgar Benitez, who set up the Diablos Rojos’ third item in the second period, slotted a low strike past goalkeeper Glenroy Samuel and into the lower right corner.

Toluca gained possession in the midfield through Edy Brambila who sent a perfect through pass to an onrushing Benitez, who found himself with a couple of steps ahead of new Caledonia defensive signing Jamal Smith, and motored his way into the penalty area before finding the back of the net.

That item came a minute after Caledonia midfielder Andre Toussaint blasted a 22-yard effort high after

weaving past a couple Toluca players.

The host did not wait very long to double its advantage when in the 30th minute Miguel Almazan fired a free kick from 25 yards past a fully stretched Samuel and into the lower left corner for a 2-0 cushion.

Caledonia was later inches shy of pulling a goal back, when midfielder Keyon Edwards’ crack at goal from distance was superbly gloved onto the crossbar by goalkeeper Alfredo Talavera to the disappointment of the Morvant/Laventille club.

And in the 60th minute, Raul Nava netted his fourth career CCL goal, converting

a Benitez pass from the top of the penalty box with his left foot to make the score 3-0.

Caledonia finally pegged the away goal in the 88th minute for a 3-1 score when second half substitute Julian Wade knocked in an Aubrey David pass from the left corner.

The Montserrat international guided the ball first time through the legs of Talavera to celebrate one late, while Toluca took top position of Group 6.

Both teams’ next games will be against Guatemala’s Comunicaciones. Toluca will visit the Guatemalan club on August 22, while Caledonia will host the Central American side on August 29.

Shelly-Ann Fraser-Pryce wins gold IAAF Website -The women’s 100m final featured the eight fastest entrants of the championships, but ultimately there was no doubt over the winner as ShellyAnn Fraser-Pryce triumphed with the biggest winning margin in World Championships history. The Jamaican was looking to regain the title she last won

in 2009, memories of her fourth-place finish at the last World Championships still fresh in her mind.

With such tough opposition – a race that included the second-fastest woman of all-time and five other women with PBs below 10.9 – Fraser-Pryce knew that there was little room for error.

Gardner wound up outside the medals in 10.97 and Jamaica’s Kerron Stewart was given the same time in fifth place.

Nigeria’s Blessing Okagbare, who had been touted as a medal contender after running 10.79 in her last race before the World Championships, was outside 11 seconds with 11.04 to finish a disappointing sixth.

Children being prepared for future as Gavin Nedd facilitates cricket summer programme The belief that the youths are integral to tomorrow’s future is beginning to take traction and local sports administrators are beginning to walk the walk as they are talking the talk by implementing programmes that prepare these youths for the takeover.

One only needs to take a walk at the Demerara Cricket Club Ground, Queenstown, at around 09:00hrs weekdays to find the requisite proof of youth development at work.

Indeed, more than 90 youths, all aspiring cricketers, are engaged in sessions that teach the basics of the sport.

Former Guyana pace bowler, Gavin Nedd, is conducting the sessions and he said that he is pleased with the progress of the youngsters.

He explained that sessions are split into two parts with youths below the age of 13 being tutored in the morning sessions between 09:00hrs -12:00hrs.

Spencer’s disqualification from 400H upheld after appeal Jamaica Observer MOSCOW, Russia Jamaica’s Kaliese Spencer’s appeal against her disqualification in the first round of the women’s 400m hurdles has been upheld after an appeal by the Jamaican management team was thrown out at the 14th IAAF World Championships in Moscow, Russia Tuesday morning.

Team media liaison officer Dennis Gordon confirmed with the Jamaica Observer that their appeal was overturned based on the evidence provided.

Spencer won the first heat in the 400m hurdles in a season best 54.10 seconds but was later disqualified for breaching rule 168.7 (a) which states- foot or leg is, at the instant of clearance, beside the hurdle (on either side), below the horizontal plane of

the top of any hurdle.

A RELEASE FROM THE IAAF SAID: An incident occurred in Heat 1 of the Women’s 400m Hurdles where Jamaican athlete Kaliese SPENCER (bib number 524) who crossed the line in first position but was disqualified under rule 168.7 (trailing leg).

Video evidence was examined, the Jamaican Team not satisfied, and filed an Appeal to the Jury.

The Jury of Appeal met and rejected the Jamaican appeal. The result stands.

This is not the first time the athlete has been affected by this rule and she was disqualified at the IAAF Diamond League meeting in Birmingham last year but was reinstated after an appeal by MVP president Bruce James who was on hand.

GASA to host FINA Level 1 Coaching Clinic The tots take up their respective positions during one of their practice matches yesterday between the ages of 15-19 are accommodated from 13:0015:00hrs. Activities are conducted at the Clubhouse, Lance Gibbs Street, Queenstown and Mr. Nedd said that the summer programme has commenced some years ago and has proven to be very beneficial to the youngsters interested in honing their skills in the sport. He said that several players that had represented

this country at various levels had emerged out of the programme including Renaldo Renee, Asmead Nedd and Dexter George.

He said that this is what encourages him to continue working with young people and he intends to continue in that vein for years to come.

“Some of the guys are preparing for the impending Georgetown Cricket Association U-19 tournament

but the inclement weather has caused a delay,” said Mr. Nedd.

He said that while the youngsters are awaiting the start of this tournament, the summer camp is being used for practice sessions as well as to keep themselves sharp.

Activities commenced last Monday, August 5 and will conclude this Friday, August 16. Participants will also receive certificates at the end of the programme.

The Guyana Amateur Swimming Association (GASA) will be hosting a FINA Coaching Clinic and Level 1 Certification Course.

The Coaching Clinic will start next Monday, August 19th and run until the 28th while the Certification Course will be conducted from August 29th to 31st, respectively.

According to a GASA release, no fees will be charged for these courses, but snacks/meals can be provided, for a cost, at the request of participants.

Facilitating the two programmes will be Mr. Rick Powers who ran last years’ Clinic and have run several

FINA Coaching Clinics around the world.

Guyana Football Referees Council honours DIANNE FERREIRA-JAMES

G

uyana’s former f e m a l e international football referee Dianne Ferreira-James (MS) has been honoured by the Guyana Football Referees Council (GFRC) in recognition of her outstanding service to refereeing in Guyana.

Ferreira-James, who was on a short visit to Guyana, received a plaque from the GFRC which was presented to her by Prime Minister Samuel Hinds during the opening of the Guyana Football Federation (GFF) 2013 season Sunday at GCC ground, Bourda.

Ferreira-James served on the FIFA list from 1998 to 2012.

The leading female football official, who retired from active duties last year, was recently appointed to the Caribbean Football Union (CFU) Referees Committee and will serve until 2016.

ay Millington of the Flying Ace Cycle Club (FACC) showed that the minor problems that led to him being off the road for a few months is far behind him as he excelled to win the inaugural Council of Friends of New Amsterdam (COFONA) Emancipation

45-miles cycle road race which was organised by the Flying Ace Cycle Club.

Millington in his second race since being back on saddles, finished second in that event two weeks ago, upped his game and won the race in a time of one hour, fifty seven minutes and fifty eight seconds (1:57:58).

The rider showed that he is one of the top wheelers in Berbice as he out-sprinted four other riders that included club mate Neil Reece and Dwight Holder and Juban Crawford from Trojan Cycle Club to win the event.

The four stayed together until the turnaround point. From then on it was a cat and mouse game as the leaders took turns to establish mini breaks, but were soon caught by the others.

backs, the riders continued at the bruising pace. There was then a fierce sprint home for the finishing line with Millington coming home ahead of Holder, Reece and Crawford with Syborne Fernandes coming in fifth.

ENGLAND WIN ASHES as Stuart Broad stars with ball

BC Sport - An inspired spell of fast bowling from Stuart Broad catapulted England to a 74-run win over Australia in the fourth Test and sealed victory in the Ashes series.

Chasing 299 for victory, Australia were well placed on 168-2 but lost their next eight wickets for 56 runs as they collapsed to 224 all out.

Tim Bresnan turned the tide when he had opener David Warner caught behind for 71 and Broad followed up with a devastating burst of 6-20 in 45 balls to finish with 11 wickets in the match.

A breathless and barely believable evening session, in which nine wickets fell, ended in fading light at 19:40 BST when Broad had Peter Siddle caught at mid-off to put England 3-0 up in the series with one match to play.

The Guyanese B team pair of Terence Raush and Niron Bissu defeated their fellow countrymen Tariq Saunders and Kaysan Ninvalle of the A team 1311,19-17 and 11-4 in the Boys U-11 doubles final.

Both teams registered victories in their respective semifinal matches. Terence Raush and Niron Bissu overcame Jonatan Paredes and Sjoerd Guertsen of Aruba 11-7, 12-14, 11-4 and

Amazingly, less than two hours before the final wicket fell, it appeared far more likely that Australia would be heading to The Oval on 21 August with a chance of levelling the series.

The tourists made the ideal start to their run chase as Warner and Chris Rogers put on 109 for the first wicket - Australia’s first century opening partnership in the Ashes since The Oval in 2005.

With just one wicket needed, England were granted an extra half-hour but, with the light fading, the umpires insisted on them bowling spinners from both ends.

Six overs came and went without any great alarm before the reappearance of the setting sun gave Alastair Cook the opportunity to go back to his pacemen.

Six balls from James Anderson failed to deliver the breakthrough but, when Broad returned from the Lumley End, it took him only three to induce a false stroke from Siddle and send the crowd into raptures.

Idelsa Beaz of Dominican Republic and Mikayla Mathilda of Aruba 11-9, 11-5 and 11-6. Ackayla Lucas and Shurjah Welch of Trinidad and Tobago took Bronze.

Trinidad and Tobago pair of Joshua Maxwell and Jakeem Welsh rebounded to beat Guyana’s Jeremy Singh and Micheal Wong in the final of the Boys U-13 Doubles. After they were locked at 2 sets each with Guyana winning the second and third 11-3 and 11-8 and Trinidad and Tobago taking the first 7-11 and fourth 811, the players were given an extra recess period which was due to a power shortage at which time the Guyanese were leading the final set 107. When play resumed the visitors probably made good use of their rest unofficial interval and bounced back to win the set 10-12, taking the game 3-2. Jean Claude Hoek and Jeandry Matilda of Aruba finished third.

Trinidad and Tobago Boys team of Brandon Lee Young, Messiah Walcott, Aaron Amoroso and Darron Douglas won the U-11 division 4-0, while Guyana B team, which is made up of Kaysan Ninvalle, Brandon Jaikarran, Yeudustir Persaud and Navindra Persaud took second place with three wins and Tariq Sunders, Terence Raush, Niron Bissu and Isaiah Layne of Guyana A team claimed third.

Amateur boxers turn in creditable performance in Trinidad

uyanese pugilists turned in very c r e d i t a b l e performances as they carted off the lion’s share of the titles when a six member squad engaged their Trinidad and Tobago counterparts in an Invitational junior youth tournament at the Cosmic Boxing Gym, Marbella, Trinidad and Tobago, over the past weekend.

Guyana Defence Force boxer, Quincy Boyce was adjudged the

unanimous winner in his featherweight encounter with Trinidadian Malcolm Benjamin, while Shaka Moore of the Essequibo Boxing Gym (EBG) also earned a points decision win over Akmal Stroude. Forgotten Yo u t h F o u n d a t i o n ( F Y F ) representative, featherweight boxer, Diwani Lampkin, clinched a similar victory over Jared Nunes while Lampkin’s gym mate, Junior Henry, defeated Justin Parris to

make it four wins for the Guyanese.

Light/middleweight Travis Fraser of the Tiger Eye Boxing Gym (TEBG) dropped a points verdict to Ryan Cummings, while Harpy Eagle’s bantamweight pugilist, Travis Hubbard suffered a similar fate to Christian McDonald.

The boxers returned home Sunday night and convened at the Main Street office of President of the Guyana Boxing Association

(GBA), Steve Ninvalle, where the media was briefed on details pertaining to the event.

All of the boxers were grateful for the opportunity to show off their wares on an international stage and extended gratitude to the officials of the GBA, while both Manager and trainer of the squad, Eustace C u ff y a n d C l i f t o n M o o r e , expressed satisfaction at their charges’ performances.

T&T Red Steel prevail in tense LCPL match finish E

SPNcricinfo - Trinidad & Tobago Red Steel prevailed in a tense lastover victory against Antigua Hawksbills in Port-of-Spain to move to fourth place in the points table after their second successive win.

Antigua needed 33 off the last two overs and 19 off the last but they fell short by a run despite hitting three fours and two sixes in the last two overs in the rain-affected match.

After T&T scored 169, Antigua’s innings was interrupted by rain in their first over and

the revised target was 134 from 15 overs.

They lost two wickets, of Kieran Powell and Rahkeem Cornwall, within six overs but Johnson Charles smashed three consecutive sixes in the fourth over off Samuel Badree to hoist their run-rate to 10.

However, Dwayne Bravo counterattacked with a slower delivery and dismissed Charles for 46 in the eighth over which conceded only three runs.

Sulieman Benn followed it with another parsimonious over by giving two runs in the

next and Antigua now needed 66 from 36.

Benn then removed Marlon Samuels and Devon Thomas in three balls in the 11th over despite being hit for a six in the same over.

Out walked Ricky Ponting at No. 7 but he was soon caught and bowled for 1 by Kevon Cooper in the 12th over at the end of which Antigua needed 45 from 18.

A six from Ben Rohrer and a few singles helped them score 12 in the next over. Cooper started the penultimate over with a wide and (Continued on page 32)

He further complemented the GBA President while pointing out that he is the only official from any sport entity to have mapped out an itinerary and submitted same to Minister of Culture, Youth and Sport for perusal and assistance.

The boxers will resume training at their respective gyms from this afternoon.
