Bank of Baroda reverses decision to sell its Guyana operations

I

ndian-owned Bank of Baroda has changed its mind about selling off its Guyana operations.

More than seven months ago, the Mumbaiheadquartered bank announced that it wanted to focus on a number of key countries – including Singapore, the US, UK and United Arab Emirates (UAE). It decided that it would sell a number of its operations, including

Guyana.

Following reports that the bank has reversed that decision and will be staying, Kaieteur News was yesterday able to confirm that this was indeed so.

Governor of the Bank of Guyana, Dr. Gobind Ganga, said that the Bank of Baroda will no longer be leaving, but declined to go into detail, saying that matter will be addressed later.

However, Kaieteur News was told that high-level

officials have been in communication with Bank of Baroda's headquarters since the Indian headquarters formally announced its intentions to divest the Guyana's operations in December.

A number of letters were written and Guyana's emerging oil and gas industry was pointed out.

The bank has two branches here, and the announcement last year would have come on the heels of a decision that the Bank of Nova Scotia was

Bank of Baroda has been profitable in Guyana.

Yesterday, Bank of Baroda (Guyana) Managing Director, Arun Kumar Gupta, confirmed the news.

The bank controls about three percent of the banking market shares in Guyana.

In all, the bank has 9,583 branches worldwide with 69 million customers.

The Guyana subsidiary's total business stood at $14.56B at the end of September 2018, down from $20.576B at the end of March 2017 and $21.09B at the end of March 2016.

In December, according

to a Request for Proposal (RFP), the bank said that it was seeking investment bankers for the sale/disinvestment of its entire 100 percent stake in the Bank of Baroda (Guyana) Inc.(BOBGI) operations.

According to the bid documents, “The Bank wished to invite proposals from interested empanelled “Investment Bankers” for the purpose of finding buyers for Bank of Baroda's 100 % stake in BOBGI. This will be based on and subject to the conditions included in (continued on page 14)

CJ to rule on challenge to house-to-house - Attorney General insists laws registration Aug. 14 do not cater for snap elections

hief Justice Roxane George h a s s e t Wednesday, August 14, for ruling in a court action challenging the constitutionality of house-tohouse registration which was filed by Attorney-at-Law Christopher Ram last month.

In the meantime, Attorney General Basil Williams, who is a Respondent in the matter, has asked the court to allow the registration exercise which commenced on July 20, to continue, on the basis that it is “the most doable mechanism to update the voters' list in preparation for free, fair and credible general and regional elections”.

Williams was at the time presenting submissions when Justice George continued hearing the matter yesterday at the High Court in Demerara.

Arguing that the houseto-house registration will take mere weeks to complete, Williams dispelled arguments

by Ram's lawyer Anil Nandlall, who is also asking the court to compel the Guyana Elections Commission (GECOM) to hold elections by September 18 - in keeping with the Constitution and ruling of the Caribbean Court of Justice (CCJ).

According to Nandlall, if one is to read the ruling of the CCJ, its consequential orders and the Constitution conjunctively, there is no

other logical conclusion that elections are to be held by that date, which is within three months of when the regional court handed down its judgment on June 18.

Nandlall nevertheless urged the court not to refrain from granting the orders his client is seeking, since according to him, the executive is “misbehaving” and the judiciary, which is the guardian of the Constitution, has to be stern.

H o w e v e r, Wi l l i a m s submitted that there is nothing in the ruling of the CCJ which indicates that elections must be held by September 18. In fact, the Attorney General argued that the legal framework for elections does not cater for snap elections.

This is notwithstanding the provisions of Articles 106 (6) and 106 (7) of the Constitution. They

respectively state: “The Cabinet including the President shall resign if the Government is defeated by the vote of a majority of all the elected members of the National Assembly on a vote of confidence.”

And “Notwithstanding its defeat, the Government shall remain in office and shall hold an election within three months, or such longer period as the National Assembly shall by resolution supported by not less than two-thirds of the votes of all the elected members of the National Assembly, and shall resign after the President takes the oath of office following the election.”

Williams submitted that there is no procedure stipulated as to what is to happen upon the successful passage of a No-Confidence Motion. He underscored, “There is no infrastructure to

Attorney-at-Law Anil Nandlall support it.” He suggested that the political players return to Parliament and adapt a course of action from other countries in which laws provide for such a motion.

“We have to go back to the drawing board to make provisions for NoConfidence Motion,” Williams argued.

Nandlall, on the other hand, rejected the Attorney General's contention and maintained that the Constitution makes certain

Attorney-at-Law Christopher Ram provisions for the successful passage of a NoConfidence Motion.

Further reacting to Williams's submission, Nandlall emphasised that the executive is “holding the Constitution and ruling of the CCJ at ransom”.

In essence, Nandlall said that by Williams holding such a position, he is denying the President the power to call elections.

Moreover, Williams admitted that government

was in an interim/caretaker mode - a pronouncement which was made by the CCJ. Since the No-Confidence Motion was deemed properly passed on December 21, 2018, the Attorney General maintained that the March 21 deadline for holding elections had already elapsed.

He said that the provisions of Article 106 (7) do not extend that time by another three months. He therefore insisted that it is now for political actors to return to the National Assembly and extend the elections timeframe.

According to Williams, the three month timeframe for holding elections stipulated in Article 106 (7) is directory and not mandatory.

The Attorney General held that GECOM is bound to do everything in keeping with the law to hold free, fair, and credible elections, and one such obligation is the house-to-house registration process, which he maintains is lawful.

El Paso hate crime and political incitement “This Anglo man came here to kill Hispanics, I’m outraged and you should be too. This entire nation should be outraged.” (New York Post, August 4) Yes, it was a hate crime. There can be no hedging on this one. No political leadership evasion.

According to a New York Times article titled, “Minutes before El Paso killing, hate filled manifesto appears online” (August 3). There can be nothing coincidental about that, and this must be faced head-on. A couple of quotes should be helpful in easing any lingering reserve.

First, the online document pointed to a “Hispanic invasion of Texas.” The evidence is there with El Paso close to the Mexican border, and hundreds of thousands of hopeful migrants from Central America battened down out there. They cause much discomfort and provoke still greater anger. A president has been the Twitter-powered messenger testing, stoking, and keeping insecurities and furies alive.

Patrick Crusius, described as a 21-year old Caucasian, is representative of that simmering, building anger. He worked himself into a rage, and then decided to take matters into his hands. Target: Walmart shoppers.

In that neighbourhood, it was guaranteed to be a massed swarm of innocent shoppers of a specific pedigree: Hispanics. Most likely working-class immigrants and firstgeneration families. The routine act of shopping at a mall in America now raises the spectre of an imminent and lethal hazard to life; and particularly so for those of a different skin colour.

Mr. Crusius’ manifesto could function very well as a collection of Twitter sentiments, no matter the source of those writings, nor the highly detectable and sure-to-inflame nature of their contents.

Here are some more, compliments of the same New York Times edition, as extracted from the online document, “If we can get rid of enough people, then our way of life can be more sustainable.” Chillingly matter of fact. And the main political parties are responsible for the United States “rotting from the inside out” and that “the heavy Hispanic population in Texas will make us a Democrat stronghold.”

Code red for rage.

Twist it or turn it, the role of politicians and media hatemongering and irresponsible - cannot be minimised.

When tone and thrust are aimed full blast and incessantly at minorities, then it is just a matter of time before the madness of an El Paso assault unfolds.

It was the Negro several decades ago, with lynching and riots, as powered by the demagoguery and hands of bigots.

Today, that is too tame, in terms of results; the answer: mass shootings from those who feel that they have been given just such a licence by divisive leaders, be they in the media, the pulpit, or the state house.

There is enough blame to pass around freely, notwithstanding rush for belated fixes. It does not matter that the manifesto, which is still to be confirmed as originating with alleged shooter, Mr. Crusius, contained the rather crafty disclosure that, “My opinions on…immigration…predate Trump and his campaign for president.” That should be great comfort to the now eternally unhearing victims, as well as their grieving families.

The point and lesson in all of this commonsense association of killer and rhetoric is that reckless, incendiary words do murder and maim, however indirectly. They keep the pot boiling at unmanageable temperatures. The impassioned and bitter are willingly drawn nearer to the heat, like a moth to a flame. People snap. Extremists are moved to take violent action.

It is why in this time in the Guyanese political calendar that leaders and followers have to sit up, pay attention, and appreciate what is the lay of the local land, and how they must conduct themselves.

This is more than about mere necessity or political correctness and decency. It is about what is vital and mandatory. The tone must be set from the top and insisted upon all the way down.

Much work is needed if we are to put this nation right DEAR EDITOR, The pundits have already pronounced on the likely election dates with some of them taking hard positions thereon. I verily believe that for the greater part they have all been missing the bus.

The ‘rulings’ from the CCJ are for the most part conciliatory and seek to enjoin the ‘combatants’ to get together for the common good of the nation.

The CCJ would not like to witness a replication in

the other Caricom territories. Most certainly not! That would be a recipe for political and social disaster.

The political parties should have been using this period to reconvene the ‘House’ for the sole purposes of establishing a constituent assembly which would work with civil society to craft a new constitution devoid of ambiguities and uncertainties. After the drafting and approval of this new constitution, we

could then have ‘credible’ elections with GECOM having completed its assignment of house-tohouse registration.

This is what this nation needs.

Not the baying of fools and the uttering of specious legal interpretations and the wasting of the Supreme Courts’ time with frivolous law suits.

Guyana needs to get serious with its politicians and demand that they get it right.

Much work is needed if we are to put this nation right. We have to forget about the blaring headlines of the media.

Their job is to sell their products and not necessarily to help to heal the nation.

Should our leaders get down to real hard and serious work, we would be able to overcome the fears and apprehensions of this period and come out ahead of the ‘pack’.

Track Hess Corporation to Gauge Future of Stabroek Block DEAR EDITOR, There was good news for Guyana in ExxonMobil’s call report for the second quarter of 2019. Stabroek Block’s recoverable reserves were revised upwards from 5.5 billion barrels of oil equivalent to over 6 billion barrels of oil equivalent. This increase by five hundred million plus barrels deserves at least a

high five for Guyana. It’s like a batsman quietly raising his score from 110 to 120, by making five twos in the over you went to the restroom.

By my estimation, that increase in reserves is worth an additional US$6 B in cash to Guyana over the life of the field.

Hess Corporation announced the revised upgrade earlier, based

presumably, on the same information derived from managing operator, ExxonMobil. Hess’ future depends heavily on the performance of the Stabroek Block. After the Stabroek find was announced and it started to develop world class proportions, Hess sold it Permian Basin assets.

My theory then was that it was a move to get cash to fund its thirty percent share of the cost of bringing Liza 1 into production. I believe

that the managers of Guyana’s oil sector should monitor Hess Corporation’s announcements, actions, behaviour, stock movements and SEC filings as a useful predictor of the financial future of the Stabroek Block. Hess’ future is much more closely aligned with and dependent on Guyana than anything else.

EMANCIPATION REAL OR FAKE? DEAR EDITOR, Emancipation was recently celebrated in Guyana, but what is being celebrated? Everyone has their version of emancipation to celebrate and that’s ok.

Poor people will never be emancipated, look in Guyana how they work and live.

In the ABC countries where the diaspora lives, they have to do two jobs and with travelling, it accounts for about twenty hrs per day out of a 24 hr day just to make ends meet.

True emancipation means not only physical but also financial and mental emancipation.

Slavery is the most profitable way of doing business since the beginning of time and no

investor turns away from the most profitable way of doing business.

In Guyana and the third world, slavery has morphed from whips and chains to shackling a country by resource exploitation and indebtedness, in other words, the people may be free but the country’s economy is enslaved. If Guyana was financially emancipated, why with a small population and abundance of resources has so much debt?

Why with so much land space, are there Guyanese with multi-million dollar mortgage debt for houses, student loan, car loans, and other debt?

If Guyana was mentally emancipated, firstly, the leaders would not have to be

lectured to by the ABC countries on how to manage Guyana’s resources and its state affairs.

Secondly, if Guyanese were mentally emancipated they would not be voting for two political parties, which have done nothing for them since independence.

The same ABC countries, which lectures Guyana on governance for unity, (since exploitation is easier with stable governments), have all elected right-wing antiminority leaders or have the right-wing gaining in their parliament.

The leaders of Iraq, Libya and Venezuela, recently declared their emancipation by announcing that their

country’s resources were for the people of the country.

The ABC Coalition then proceeded to show them how emancipated they really were.

Real emancipation means a country’s ownership rights to its assets, so the poor citizens can have a decent job, housing, right to basic health care, right to education, peace and security and can afford to live and travel freely all the country. The rich can feel emancipated but the poor who were celebrating emancipation, I only hope the food and drinks were free since that is the closest to emancipation you are going to get.

Taxation should be fair and progressive There is a story making the rounds in India following the apparent suicide by ‘Coffee King’ VG Siddhartha. His death has sparked a heated debate between the Modi administration and the opposition Congress Party on the issue of ‘taxation harassment’, which some felt may have contributed to Mr. Siddhartha’s untimely passing.

My own view on the issue of taxation is that it should be fair and

progressive. All individuals must be required to pay taxes on income, except for those earning below the income tax threshold. I think, with the anticipated flow of oil revenues, the income tax threshold should be increased to a minimum of $100,000 monthly. This will allow for greater disposable income for those earning at the bottom of the salary scales.

There should also be no income tax exemptions regardless of rank or status.

The President and the

Commissioner-General of the Guyana Revenue Authority among other high-income earners should be required to pay taxes on their earnings. This would send out the correct signal to others that the payment of taxes is a national imperative, in addition to putting emphasis on the principle of equity and fairness.

Regrettably, our taxation principle in Guyana is regressive rather than progressive with little consideration given to

those with large family members and special circumstances as was the case in previous years.

It is my understanding that ExxonMobil is exempted from the payment of taxes on their revenues, which will be borne by the Guyana Government. This in my view, if correct, needed to be revisited. This could potentially result in a loss of billions to the treasury, which as a country we can ill-afford.

The Haitians are an issue argued on innate racism DEAR EDITOR, In the career field I am in, one is compelled to explore and to study the philosophy of Mythical and belief thoughts towards an interpretation, reference.’

The demon does not know that it is evil, because its practices have become innate, second nature, which makes it demon to its victims not to i t s e l f .

Likewise, the ‘racist’ is unable to differentiate the logic and obvious circumstances that envelope a situation because ‘It’ is unable to separate itself from the irrational compulsions of its innate bigotry.

There is an erroneous outcry in some sections of the media “that Haitians are migrating to Guyana en masse”, the rhetorical question would be “why should they not?”

“Why of all the aliens in Guyana are they separated and castigated?” and “Aren’t they CARICOM nationals?”

The answer to all of

this is. The opposition to the Haitians is because they are Black, Afro C a r i b b e a n , To u s s a i n t L’Overture’s children. But so, in their hour of need, why can’t they come to t h e h o u s e o f K o f i ’s children.

More Cubans, Chinese, Brazilians have come here than Haitians, no problem, I sat before an Amerindian audience at N o r t h We s t a s t h e y pleaded for relief from any close association with the hordes coming into their community from Venezuela. Premier Jagan brought businesses from India pre Independence, they advertised Independence greetings to the nation in the Guiana Graphic as a separate group, 1966 no problem.

Never before have such an obvious political driven media outcry and hate blitz, directed at any of the latter groups mentioned.

That is currently focused on the Haitians; this is without doubt an

abysmal fabricated issue argued by unapologetic ‘innate racism’.

When the earthquake rocked Haiti some years ago, ACDA and other Afro- groups were invited to the African Museum by a group that constituted the late Hugh Cholmondeley and Andaiye among others, they were in a gracious way lobbying for our support for them to build an NGO to bring some level of assistance to Haiti, the idea was shifted when Joan Cambridge offered a hundred acres of land in her possession to create a settlement for dispossessed Haitians in Guyana, I proposed that since the French President had said that Haiti and France should begin a new relationship, in would be good to test that gesture.

The problem was that the PPP were the government, so I turned to Professor James Rose, a member of that political group, I asked him if it would be possible for the

What the constitution says is really what the court says it says DEAR EDITOR, I refer to a recent newspaper editorial of Monday, 5th August (Constitutional governance). According to the editor, there now exists a disjunction between what the constitution says (on one hand) and (on the other) what our highest court, the CCJ, says the constitution says.

The newspaper in question and others hold that the former should trump the latter. But this is a fake distinction. Constitution interpretation does not work that way.

All this arises in relation to the CCJ’s ruling in Section 8 that (i) notwithstanding its defeat and the resignation of the President and the Cabinet, (ii) the Government shall remain in office and (iii) “the tenure in office” of the Cabinet and the President continues ( a l beit on a caretaker footing). To reconcile the “defeat and resignation” stated in (i) with the survival of a functioning cabinet clearly implied at (iii), the political opposition, the newspaper and others have concocted the legal witchcraft that a material duality in constitutional interpretation co-exists: what the constitution clearly means and what the courts

say the constitution clearly means.

But the constitution does not interpret itself.

What it says is really a human intellectual endeavour.

And has been long established, and correctly declared by the CCJ in Section 5 of its ruling: “The judiciary interprets the constitution”. It is only that interpretation that matters, only that that binds. Any other interpretation could only be a wish.

True, we may disagree with a court ruling. And, while the newspaper did not so assert in this particular editorial, it has recently argued in its role as the

moderator of its blog that Section 8 of the CCJ ruling is “carelessly written”. But one suspects that the newspaper and others may have found this bold contention unsatisfactory as it would still leave the ruling (and, therefore, the cabinet) intact.

Hence, the attempt to falsely distinguish between what the constitution says and what our highest court says it says.

No such division exists that finally matters. Only the latter carries the day. And we have to live with it until and unless we reform the constitution.

We Guyanese have in our tens of thousands migrated illegally and legally to other countries, we boasted a flourishing back-track system, on the island of Antigua of a population of 65,000, there were twenty thousand Guyanese; other countries accepted us of all races, and we sent back remittances to sustain our people strangled in the public service, others jobless, existing in the fear of our drug violent landscape.

I find it quite disgusting, this selective

nationalism and pretence of Guyanese interests, but it is not surprising, since, as a founder member of ACDA, I know my social terrain, and can look deeper and identify the facades of discomposure indicative of ‘race hate’ by its scent, behind whatever prop is erected.

The citizens of Haiti are welcome as are other legitimate and to be legitimate migrants to G u y a n a . Wi t h m e , i t ’s personal as I’ve done their revolutionary history and is possibly in possession of the only legal illustrated document of the same.

While Guyana has in recent times opened its ports to many seeking refuge for various reasons, this has not been the case for the Haitians who have been passing through in droves, which could pose a security concern for any right thinking nation since it h a s s e c u r i t y a n d other implications for Guyana.

Underground mining could pose danger to environment, life and health of workers DEAR EDITOR, In April last, there was a report in the media that Guyana Goldfields Inc. announced that it will be embarking on deep underground mining at its Aurora mine. The Guyana Geology and Mines Commission and the Environmental Protection Agency are the two institutions, which are charged with protecting t h e c o u n t r y ’s m i n i n g safety and Environmental and Ecological interests.

Deep underground mining has never been done in Guyana and neither of the two institutions charged with protecting the country’s interest has the required expertise to do this. In South Africa where underground mining is done, many miners have died in their work situations or have had their health seriously impaired.

We w o u l d s t r o n g l y advise that the

Government of Guyana urgently seek the assistance of South Africa and Britain where there had been a tradition of underground coal mining. These countries would be able to give guidance on how to protect the safety of the workers and the E n v i r o n ment in underground mining. Please act immediately before it is too late.

Some great lecturers at the University of Guyana DEAR EDITOR, Over the course of about two years, I have managed to compile a series of grave concerns to us, the students of the University of Guyana.

I would’ve highlighted some issues and some solutions to same also.

It is with this same token that I pen this little tribute to some of the hardworking lecturers and tutors who work beyond the call of duty and beyond the lines of their contract to ensure that their classes are progressing positively. Before we go

Complaint regarding noise from generator DEAD EDITOR, I have a serious matter that is affecting my family and me, which is causing us to be uncomfortable in our own home.

A fence separates the Rice Cereal factory from my house and it makes a lot of noise beyond the limits, and gives off smoke also. My house had already started to build before construction started on that factory.

However, the representative of the factory, Mr. Suresh Narine, walked around and told everyone that there would be and I quote, “There would be “No Noise, No Dust”, but when I called him to make a complaint about the noise, he told me in a harsh tone of voice I and quote, “I just sit in a meeting, I will call you back” but he never called back because he doesn’t care about anyone’s health.

Every time the E.P.A. officers visited Essequibo, the workers don’t work the generator, I don’t know why but I suspect that they are getting some sort of contact; however, one of the workers told me that they got a secret pass for the noise.

My husband and I are suffering from high blood pressure and many times, we have to take over the dosage of tables to monitor our pressure and headache due to the hard noise; we can’t get rest.

Our small grandchildren also cry out for headache; however, when I make complaints, one of the workers told me when the generator starts to work they have a resting room, I must go over to their resting room to catch rest, and also when I have cleaning, I must inform them and they would send someone to clean my house.

It is not easy to have noise in your ears from 8:00 a.m. to 4:00 p.m.

Mr. Kadasi Ceres will suffice as probably the crowd favourite for anyone who is pursuing a degree in International Relations. Mr. Ceres gives you no notes to take home, but you are free to take notes or pictures from the ‘PowerPoint slides’ he uses. Whenever he gives an exam, it is strictly application. You are tested based on what you understand during the lectures and how it applies to Current International Relations.

For me, this strays away from the norm in most educational institutions, which test you based on what you remember, this was used more than its application.

M r. F o g e n a y, w h i l e many consider his style a bit boring, also invests a lot of time in ensuring his students are positively gaining from, not only

what it is he is teaching, but from real life experiences (many can vouch for the many examples he uses from his China trip). This in turn prepares you for life abroad if you so wish to further your studies and eliminate transportation costs and all other costs you would have incurred had you travel to do a sit-in examination.

I call Ms. Remy the ‘Special One’ - her teaching style being the most unique of all the lecturers. She teaches at a remarkable pace, really, you have to experience it.

Her ability to read and explain what it is that is being said so fast has to be a talent - nothing short.

H o w e v e r, s h e r e c o r d s very high pass rates and

nobody in the class complains. The most shocking revelations about this class is that really and truly, everyone understands what is being taught, despite the s p e e d . Wi t h t h e s a m e breath, I would also like to thank her tutors who work diligently to ensure t h a t t hose who don’t understand any part of the course outline are ‘up to speed’.

I call Mr. Hicks the “Patient One”. To teach a subject like Sociology for fifteen plus weeks is hard.

For one, the subject is widely perceived as boring and truth be told, can be so at stretches. Mr. Hicks goes through his slides very slowly and stop at every interval, not only to ensure that everyone is following, also to go over some key principles with his classes. Of course, he is the only lecturer I don’t always see eye to eye with on many issues in the subject area, but I understand very well what

is being said. The length M r. H i c k s g o e s t o l e t someone understand the historical aspects governing a sociological thought is commendable at best. For that reason, I attend all my classes.

Similarly, the tutors who work under him are also great, with Rebecca Persaud probably being the favourite with her class sizes.

M r. G u i d e l i o , w h o lectures Spanish, is also great. I dub him the ‘funny one’. His many jokes and his teaching style make learning a foreign language very e a s y, e v e n a t t i m e s simple. I’ve never met a disgruntled student under his guidance and that shows a lot of his character.

I will have to do a second part of this m i s s i v e i n t h e c o ming weeks, because some of the other great lecturers were not mentioned. Once again, thank you!

The Granger administration should resign and call elections immediately DEAR EDITOR, We have observed in another section of the media, the Attorney General has gone on record to establish that the CCJ ruling does not require Cabinet to resign. We concur, but wish to remind him that while this may be true, the successful passage of the no-confidence motion does.

The incumbent administration has no basis whatsoever, house-tohouse or otherwise, for not resigning and proceeding with elections. The current list delivered acceptable results in 2015 and at the last LGE. Whatever weaknesses it might have can be easily rectified by a claims and objections period.

The current exercise is just another example of the disregard the current administration has for taxpayers’ money by wasting it on this wholly unnecessary H2H exercise.

The Granger administration had its opportunity to serve Guyanese.

All it achieved was a well-deserved noconfidence motion. Let Granger and his coalition administration resign and call elections immediately.

For those who object to the no-confidence motion, here is why it was passed: 1. Granger reversed on many of the Coalition’s

campaign promises, including unemployment, leaving many youths and young families stranded.

2. His administration gave itself a 50% increase, dragged out negotiations for public servants, and scuttled the arbitration process with the teachers’ union that would have set the stage for much better wages and salaries across the public sector.

3. The incumbent a d m i n i s t r a t i o n demonstrated that it does not know anything about administering Guyana’s economic affairs by willfully not addressing our unemployment crisis. Also implementing and raising taxes and a host of new measures which ultimately made Guyanese poorer, inclusive of its intractable stance of not reducing the tax on gasoline which would make a great difference to struggling families with children who have to take public transportation to go to school.

The Coalition Administration adopted a dictatorial and domineering position on negotiation of the EXXON contract, which then and even today has been shown to forfeit at least US$10.9 billion in income tax receipts from the contractors.

The Granger A d m i n i s t r a t i o n

demonstrated that it is clueless about the responsibility of government to its people, and managing an economy by electing to lay off close to 5,000 sugar workers, stall payments of their severance benefits, and not implement significant long term arrangements to address the welfare of these individuals which should have at least included the implementation of unemployment insurance. In addition to directly impoverishing these Guyanese workers and starving their children, the administration has actively depressed and undermined the economic welfare of the communities, which depend on the incomes of these sugar workers for their existence. Granger’s own economic advisors, and even the IMF, would never have advised him of such an approach, which we have found to be against sound economic thinking, savage, brutish, cruel, and can be best described as economic genocide. We have filed a complaint with the United Nations and the International Criminal Court on this matter, a copy of which may be found in our Facebook group.

6. Finally, among the major issues, David Granger and his administration have exhibited an unhealthy, distasteful degree of

autocratic bullyism, which smacks of a much darker period in our history, which we do not appreciate, care for, or look forward to in any administration in the future.

All the bridges, roads, boats, buses, bicycles and any other infrastructural projects have been buried and made inconsequential by the above coalitionadministered policies.

David Granger has failed the Guyanese people. His administration has failed the Guyanese people. His administration has received a just and fair no-confidence motion.

The Constitution has directed that his administration resign.

Parliament has advised that his administration resign.

The Chief Justice has confirmed that his a d m i n i s t r a t i o n should resign. The CCJ has confirmed that his administration should resign. Civil Society has called for his administration to obey the constitution and resign. We call on the David Granger administration to resign. Let the People of Guyana manage their affairs in whatever way they see fit.

We do not need either a wet nurse or a dictatorship.

Ceres libel suit against Jagdeo, newspapers for further hearing Thursday Parties were ordered to return to court on Thursday

by Justice Fidela Corbin-Lincoln who is hearing a lawsuit filed by engineer Charles Ceres against Leader of the Opposition Bharrat Jagdeo, along with daily newspapers, Kaieteur News and Guyana Times, over information published as it relates to allegations related to land allocations. During a hearing yesterday at the High Court in Georgetown, it was revealed that Ceress affidavit in response was only filed yesterday afternoon on the defendants. As a result, the defendants were granted leave to peruse the documents.

According to Ceress lawyer, Darren Wade, the judge will consider the granting of an injunction requested by his client on Thursday, also.

In the statement of claim, Ceres and his wife Ndibi Schwiers are seeking damages in excess of $200M from Jagdeo for statements he made for claiming that she, through her husband, obtained public lands at Canje Creek, Bohemia and Liliendaal by corrupt, illegal and crimi-

nal means. The parties are also seeking damages in excess of $200M for the publishing of the unsubstantiated and defamatory statements via the Peoples Progressive Partys Facebook page and YouTube channels. The applicants are also seeking in excess of $200M each from news publications, Kaieteur News and Guyana Times, for

publishing articles based on Jagdeos claims that the couple might have obtained the said lands via immoral, improper, illegal and criminal means. Jagdeo, on the other hand, told the court that he will prove that most, if not all the lands, were allocated subsequent to the passage of the No-Confidence Motion.

Apart from the sum worth in

damages, the claimants are also seeking retractions and apologies from the news outlets. In the interim, the parties also asked the Court to consider granting them an injunction against the newspapers to prevent them or their servants from publishing further defamatory statements.

Jagdeo, in response to the $200 million lawsuit said that he is politically, legally and constitutionally enjoined and duty bound to speak out and condemn acts of corruption, nepotism and cronyism involving government and public officers.

In fact, Jagdeo, in an Affidavit in Defence, said that he has the legal right to hold these officials to public scrutiny and to reveal and inform the public of executive excesses, abuse of power, mismanagement, incompetence in public offices, as well as the misuse of state resources. Added to that, Jagdeo said that he further has the legal right to speak out against, “squander mania,

violations of the law and the Constitution by the government and public officers and indeed, all forms of public wrongs.”

Jagdeo, who is also General Secretary of the Peoples Progressive Party (PPP), the only opposition party in the National Assembly, during a press conference, had accused Ceres of obtaining several hundred acres of lands in Regions Six. The Leader of the Opposition had also spoken of another plot of land at Liliendaal, East Coast Demerara, for which no further details were provided.

Against this backdrop, Jagdeo contends that the allocation of the lands is “legally dubious, if not wholly unlawful.”

According to Jagdeo, all State lands belong to the people of Guyana and he has the duty to inform the public whom are allocated their properties, in what proportion, at

what value and under what circumstances. Jagdeo says that if he does not do so, he will be failing in his public, constitutional and political offices as a Member of Parliament, Leader of the Opposition and General Secretary of the PPP. ”Whenever I speak at a Press Conference, in the National Assembly of Guyana, at political meetings and indeed at all public fora, it is my national, constitutional and political responsibility to discharge the aforementioned functions and duties. I deny that my publications have caused any harm or damage to the Applicant/Claimant (Ceres) as alleged or at all,” Jagdeo insists.

In this regard, Jagdeo labeled Ceress lawsuit as “frivolous, vexatious and without merit” and urged the court to decline the claimants request for an injunction.

Limited access to legal aid among factors preventing women from claiming rights – UN Committee finds

There has been a noticeable increase in access to justice for women. This has been owing to ramped up representation of women among magistrates, the establishment of courts in all 10 of the country’s administrative regions and support granted for the functioning of Legal Aid Clinics in four regions.

This observation was made by the United Nation’s Convention on the Elimination of all Forms of Discrimination Against Women [CEDAW].

The CEDAW, a UN Committee, is an international treaty adopted in 1979 by the UN General Assembly. Described as an international bill of rights for women, it was instituted on September 3, 1981 and has been ratified by 189 states.

Despite the laudable development in Guyana, CEDAW said that it “notes with concern, however, that women continue to face difficulties in claiming their rights”.

This concern has been linked to the absence of legal aid clinics in regions One, Seven, Eight and Nine, and the long distances to courts in the hinterland; the backlog of cases in the courts, limited awareness of laws and procedure and insufficient means to bring legal actions, especially for women with low income, rural and indigenous women and lack of trust in the judiciary.

Moreover, the UN Committee has called for the allocation of adequate resources for the establishment of Legal Aid Clinics in Regions One, Three, Seven, Eight and Nine. It has also recommended the establishment of mobile courts in the hinterland.

Among its recommendations, too, is the need for women to be encouraged to approach the competent authorities when their rights have been violated, through increased awareness raising in the local languages on their rights under the Convention, and under national law, as well as on available legal remedies and support for availing themselves of legal procedures.

The focus on access to justice, however, is only part of a gamut of areas that have been included in a report of CEDAW’s observation on various aspects of women’s rights.

The report which was released on July 22, 2019, has been gaining support from the South Rupununi District Council [SRDC] which said that it welcomes the concluding observations on Guyana by the UN Committee.

“The Committee’s Concluding Observations are timely, and incorporate many of the SRDC’s recommendations for government action to address discrimination against indigenous women.”

The SRDC’s recommendations were made in a shadow report submitted to the Committee and presented by SRDC representative, Immaculata Casimero, during the Committee’s 73rd session in Geneva.

Casimero as an SRDC representative and women’s rights activist, travelled to Geneva, where the mentoring programme From Global to Local, organised by the International Women’s Rights Action Watch, worked with her to prepare a presentation to the CEDAW Committee.

Illegal migration is a regional problem Last year, the Leader of the Opposition in the Turks and Caicos said that his island chain was being invaded…by Haitians. The influx of illegal Haitians was overwhelming that small Caribbean state; there was strong condemnation of persons who were involved in the illegal movement of these persons.

The opposition leader condemned the ‘mercenaries’, as he described them, who were taking advantage of the Haitians desperate for a solution to their problems. He alluded to the high cost the government of his country was paying for the repatriation of Haitians, and called for more stringent protection of the borders.

Haitians are desperate to get out, and they are going wherever they hope to find a safe haven. Fourteen Haitians died in an incident last year while trying to reach the Turks and Caicos. Another 28 drowned in February of this year in an incident off the

coast of the Bahamas.

Haitians are the largest migrant population in the Bahamas. Only last week more than a dozen Haitians were arrested trying to make an illegal entry into that country. And to add further intrigue, the government of Haiti announced that it was launching an investigation into corruption at its embassy in the Bahamas, following allegations of arranged marriages.

Barbados has backpedaled from its original position of not requiring visas for Haitians. It has now reversed itself in light of the influx of Haitians into that country.

Trinidad and Tobago is already reeling from the invasion of immigrants escaping the economic crisis in Venezuela. It cannot handle a large influx from Haiti.

Haiti’s neighbour, the Dominican Republic, reportedly sent back 5,000 Haitians during last month alone.

Is de same thing wid people who does mind pig. Chicken does tek six weeks, but pig does tek nine months. De only difference is dat de feed don’t cost suh much and pigs don’t dead as easy as chicken. De man who buying always got a tale of woe. He know how de market soft and pig don’t sell.

Yet when people see de price, dem does wonder if is de same pig dem sell.

Dem boys seh dat de government should go back to wha use to happen a long time ago - de army use to raise chicken, pig and even cows. When was Christmastime, dem had chicken to sell and give away. De army can supply all dem KFC and Church’s and Royal Castle, because it got nuff lazy soldiers who doing nutten.

Pig is anodda story. Since de army does cook in bulk fuh de soldiers, it always got nuff scraps to feed de pigs. De same chicken guts and things like dat would mek good pig food.

But then again, all dem government don’t want people to seh how dem bad and how dem tekking over business.

175,000. Haitians are the third largest migrant group in Chile, which has now been forced to call for illegal Haitians to register, in view of the steady stream of migrants from that country. It has given the Haitians up to October to regularise themselves.

And as reported earlier, Haitians have been migrating to Brazil, Venezuela and Mexico. With the United States rolling back on immigration from that country, the Haitians flow is likely to continue southwards, to include Guyana and other countries of South America.

What all this suggests is that the Haitian migrant problem is now a regional problem, on par with that of Venezuela, which is undergoing an internal economic meltdown which has led to millions of its national crossing the borders into other states.

Brazil, Colombia and

Peru are wilting under the pressure of illegal migration from Venezuela. The Haitians in that country are therefore likely to feel less welcome than before. And the backlash is that a process of reverse migration can take place, with the Haitians trying to avoid deportation trying to make their way to countries like Suriname and Guyana.

Guyana therefore has to take the issue of Haitian migrants more seriously.

This is not a simple case of tourists transiting the country to go to greener pastures. This is an issue which has many dimensions, including the possibility of Haitians being smuggled through Guyana to other places. More Haitians have arrived in Guyana for the first half of this year than there are Venezuelan migrants resident in Guyana.

Haiti’s political crisis, with violence in that

country’s capital, has come to the attention of the Caribbean Community. But CARICOM also needs to understand that there is the related issue of illegal migration which is overwhelming the smaller countries.The Guyana government may feel that because the majority of Haitians are crossing its borders to go to Brazil, there is no impact on our social services. They should not get too comfortable, because when the Brazilians, the Chileans and the Peruvians begin to tighten up, as the United States, Mexico, the Bahamas, Turks and Caicos and Barbados are doing, there will be reverse flow to look for the green pastures.

And as we know, Guyana has a lot of green pastures.

Guyana should summon an urgent meeting of the Caribbean Community and the Organization of American States to address the

ongoing migrant crisis emanating from Venezuela and Haiti. It cannot be business as usual when there is the real possibility of regional states being overwhelmed by the continuing influx from these two countries. Guyana stands to be swamped by illegal aliens from both Venezuela and Haiti if the situations in these countries worsen.

Then we will see how fast the 2% royalties will disappear in having to provide for these migrants.

I will donate to Haitians who want to settle in Guyana I was truly disgusted to the core of my soul when I read the commentary that Guyana should be careful in allowing in people from other countries. This was in reference to poorer souls from our neighbouring countries looking for life’s happiness for themselves and their families.

My disgust was combined with anger when I read the negative sentiments that they are coming to take “our economic greatness” and since they do not speak English and are not from our culture, they will contaminate it.

My vehement and emotional objection was two-fold.

Such perverse thoughts should never come from the pen and lips of a Guyanese.

We are a wandering people, journeying to all parts of the world in search of that very happiness. We have taken winged impulse since the fifties. PNC government or PPP government, the journey has never stopped. A Guyanese should never frown on poorer souls coming to this country to start a better life.

My second reason is philosophical. I do not believe poorer folks should be stopped at borders when in search of a better life. I know what the pangs of poverty are.

I know them because I endured them in Wortmanville in South Georgetown. I have been a newspaper columnist for 31 years, and I have never described my life of poverty from the time I was born. One day I will. If Haitians are coming here either to live or to pass through, then Guyanese must let them. Let the lower income people from Venezuela, Brazil, Venezuela and Haiti, and Cuba come here.

We must welcome them. The peoples of this world have an obligation to the people of Haiti. Haiti has suffered and continues to suffer from incredible levels of poverty. We

who live in countries that have a higher level of development have a moral and philosophical obligation to these souls. Haiti has endured unbelievable suffering for too long. If Haitians are looking for their place in the sun, then Guyana, one of the most under-populated countries in the entire world, should extend an inviting hand.

There is talk that they are using Guyana as a transit point. What is the problem with that? If they are passing through Guyana to get to other countries then why should we stop them? I doubt any reasonable Guyanese can shape an argument to reject the Haitians using Guyana as a gateway. I would like to see the premise of that argument. What is wrong with thousands of Haitians buying an airline ticket to come to Guyana, then, buying another ticket to fly out?

Obviously the recipient governments can object and say that you are using your geographical proximity to facilitate the Haitians into our countries. But to date, none of our neighbours have objected. If they are going to Brazil, Suriname and French Guiana, then why should Guyana stop them from com-

ing here in-transit?

It is a different story altogether if we facilitate the Haitians to cross our borders into other territories to commit crimes. That has not been the scenario, so let the Haitians pass through and let them go to the countries of their choice. What about those who want to stay in Guyana?

Here is where the ugliness of Guyana’s politics and sociology come in. There is the talk that if we let in thousands of Haitians, the demographic shape of Guyana will change.

Change to what? I must confess my ignorance here. I don’t know what will change if lots of people from India or Haiti come to Guyana. Is it our culture as one person lamented in his commentary? I would be over-anxious to see an explanation of how that can happen. What if we change their culture? That is more of a distinct possibility.

Guyanese are by nature, generous, democratic and funloving. The politics of it fits right into the boiling pot of electoral competition. There are those who feel, many Indians coming here will settle down to choosing a party that has Indian people in it, and the Haitians will do likewise.

Why are Guyanese so

Frederick Kissoon stupid to put race and politics into every aspect of their lives? If the leaders and citizens of US, Canada and CARICOM countries think in such vile terms, then Guyanese would have had to run to Iceland and Greenland.

If there is no wrongdoing by the Haitians, and if they come and they join Guyanese society, and if they come to make an honest living, then all Guyanese must welcome them. God knows, we need more people in this country.

It could do with a few millions.

“I was hungry and I didn’t have any money, that’s why I robbed them” - says teen remanded on five gun-related charges Hunger and a lack of finance apparently moved a teen to commit five gun-related charges on Emancipation Day last, for which he has

now been remanded to prison.

Eighteen-year-old Quacy Jupiter of 173 Campbell Street, Albouystown, made an appearance in the Georgetown

Magistrates Courts before Principal Magistrate Sherdel Isaacs-Marcus where the charges were read.

The first charge alleged

that on August 1, 2019 at Louisa Row, Werk-en-Rust, Jupiter was in company of another, and armed with a gun, robbed Robert Rawlins of articles amounting to $43,000.

Also on that same date and location he robbed Roxanne Daniels of articles, including cash, valued at $131,000, again while he was in company of another individual and armed with a gun.

Thirdly, it was alleged that under similar circumstances he robbed Ulric Bristol of articles valued at $63,000 on the aforementioned date and at the same location.

The last two charges read that on August 1, 2019 at Campbell Street, Albouystown, Jupiter had in his possession a .38 revolver and four matching rounds while he was not the holder of a firearm licence enforced at the time.

Jupiter pleaded not guilty to the charges involving Rawlins and Bristol, and denied the remaining charges.

Facts of the charge indicated that the defendant and his accomplice robbed the victims, and Jupiter later headed home. The third victim, Ulric Bristol, who went in search of them after being robbed, saw Jupiter standing at the door of a home, and he went to make a police report.

At the police station, all three of the victims arrived one after the other, giving the same description of the persons who had allegedly

robbed them.

Acting on Bristols information of a location for the alleged robber, the police headed to the home along with the victims. After positively identifying Jupiter, his person and home was searched.

On his person the police ranks found the ammunition and firearm. Furthermore, in his room a number of items were recovered and the victims identified some of the articles as belonging to them.

Jupiter was then arrested and taken into police custody where he was later charged for the offences.

In addressing the court for his actions in relation to the charges he pleaded guilty to, Jupiter stated, “I was hungry and I didnt have any money, thats why I robbed them.”

Police prosecutor Shellon Daniels objected to bail based on the fact that no special reasons were given and a firearm was used when the acts were committed. Jupiter was then remanded to prison until September 23 for the continuation of the matters he pleaded not guilty to, however he will return today for sentencing for the two armed robberies.

VAT, other exemptions for foreign companies in oil sector discriminatory to locals - Fiscal laws, contracts need to be reviewed to amend such loopholes - Chatham House

he Production S h a r i n g Agreement (PSA) Guyana has with ExxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), and its two international partners, Hess Corporation and China's CNOOC/NEXEN, allows for all of its foreign subcontractors to enjoy a range of tax exemptions.

These subcontractors are exempt from Value Added Tax (VAT) and import duties on all equipment and supplies.

In fact, the only tax that these foreign subcontractors are required to pay is Excise Tax on fuel imports at a rate of 10 percent; meanwhile, locals have to pay 50 percent.

T a k i n g t h e aforementioned into account, Local Content Expert, Anthony Paul said that such exemptions for foreign subcontractors can only be viewed as discriminatory to locals and should be addressed, whether by law or the review of contracts.

Paul emphatically outlined same in a report that

That international organization had commissioned this report for the Government and it was handed over in 2016. In that document, Paul stressed that such exemptions could actually undermine Guyana's local content efforts.

But the Chatham House Advisor noted that the unlevel playing field of exemptions for locals and foreigners is not the only tax issue that needs to be addressed. In fact, Paul said

that Guyana needs to urgently review its tax legislation before first oil comes on stream.

In this regard, Paul said that there are a number of issues which Guyana needs to address, such as closing loopholes that allow for tax avoidance, transfer pricing, capital gains tax not being applied, and companies not disclosing their payments to the government.

The Local Content Expert also recommended that the concessions which are granted to the oil sector, be reviewed to ensure that Guyana is not giving away more than it should. Paul suggested that a special Negotiating Task Force be established to handle that particular issue.

He also cautioned that oil companies often engage local accounting firms to help them find the country's fiscal loopholes.

He said that to safeguard itself, Guyana would be wise to consider doing same, that is to say, hiring the right firms to help identify and plug the foregoing loopholes, among others, which can be used to keep significant revenue away from the national purse.

Labourer using ganja for back pain slapped with trafficking charge

wenty-one yearold Keon Yhap was yesterday hauled before a city magistrate and made to answer a trafficking of narcotics charge after a police raid unearthed a quantity of marijuana in his pants pocket.

The man, who was not represented by an attorney, informed the court that he resides in Stevedore Housing Scheme, Georgetown. He admitted to the offence after the charge was read to him.

It is alleged that on August 3, 2019 at Leopold Street, Werk-en-Rust, he had in his possession 22 grams of cannabis for the purpose of trafficking.

The charge was read to him in the Georgetown Magistrates' Courts by Principal Magistrate Sherdel Isaacs-Marcus.

Facts of the charge

presented by Police Prosecutor Adunni Inniss indicated that on the day in question at about 11:45hrs, ranks from the Brickdam Police Station carried out a raid at the location mentioned in the charge.

The ranks made contact with the defendant and identified themselves. Yhap was asked to have a search conducted on his person and a black plastic bag was found in his right side back pants pocket.

The plastic bag had 25 small Ziploc bags containing stems, leaves and seeds suspected to be cannabis.

Yhap was shown the items, told of the allegation and cautioned.

He was then arrested and taken to the Brickdam police station where the articles were weighed and tested in his presence and he was subsequently charged for the

offence.

A probation report highlighted that the defendant uses the marijuana for relaxation and as medicine for a back pain he suffers as a result of the work that he does. It was also noted that he is the sole breadwinner for his home.

Based on the information placed before the court, the magistrate decided to treat the matter as a case of possession of narcotics instead of trafficking. She ordered that Yhap be released on $10,000 bail and attend counseling sessions.

The defendant is to return to court on September 23.

Fishing Co-op Chairman proposes compensation, protection for victims Day 1 of COI into piracy…

Commission of Inquiry which was set up by President David Granger into the piracy attack in Suriname waters that left 12 fishermen dead, commenced yesterday at the Number 68 Primary School, and saw one person testifying.

The COI is headed by Dr. Rishi Thakur, with Attorneyat-law Darren Wade as the prosecutor.

Ta k i n g t h e s t a n d yesterday was Chairman of the Corentyne Fishing Coop, Pameshwar Jainarine. In his testimony, he made recommendations for there to be a speedy prosecution and also called for protection and compensation for fishermen who endured such traumatic experiences.

H e m a d e t h e recommendations on a general note, and not based

on the actual piracy attack that saw 12 fishermen being killed.

Jainarine reasoned that when fishermen become victims of piracy attacks, there should be protection for those who survived the traumatic ordeals along with reimbursements made available for vessel owners.

He recommended having fishermen testify in camera as a means of protecting them.

He also added that the owners for the boats that these fishermen are attacked on endure millions of dollars in losses, and detailed to the commission the average cost for parts on the vessel.

Jainarine said the average cost for a boat “pushes to $2M” or a little below that margin, while an engine racks up a cost of over $1M. He listed an ice box at a

During Jainarine's lengthy testimony, he surmised that one of the major causes of piracy attacks is centred on the abuse of drugs and alcohol.

He reasoned that many fishermen are in a pool of debt because of their abuse of the substances, and pointed out that in many instances vessel owners would loan fishermen monies to venture out to sea, and upon their return would look for collection of pay, but if they have not done well out at sea, then the fishermen would resort to robbing others.

This, he said, would suffice and assist in paying their debts.

Further on in his testimony, Jainarine spoke about protection for fishermen who were attacked by pirates but survived.

He said that fishermen do not receive justice immediately after reporting the matter to the Guyana Police Force, and added that when locations are revealed about where the incident took place, the fishermen are told by the police that nothing can be done by them if it occurred in Suriname waters.

Jainarine said that even if something is done by the police and the attackers are charged, the sentence is short. This, he explained,

allows the attackers to intimidate the fishermen who they attacked when they are eventually released from prison.

He called for stiffer penalties and lengthier sentences.

Meanwhile, Dr. Thakur, speaking with reporters upon conclusion of the first day, said that persons are fearful of coming forward to testify, but it will not stop the commission from going forward.

He said they are now looking to contact relatives of the dead fishermen and other survivors. Thakur mentioned that an extension might be necessary, since they are expected to take it to Suriname as well.

Bank of Baroda (BoB) has two branches in Guyana – one located on the Avenue of the Republic in Georgetown, and Mon Repos, East Coast Demerara.

PS Jayakumar, Managing Director and Chief Executive Officer, BoB, had also spoken of tapping into some prominent Asian markets.

“The bank is trying to look east a little bit.

We have done some kind of an alliance with a leading Korean bank,” he had said in July last year.

“They are all new markets that we need to look at, such as Korea and Japan, where there is a large amount of business going through.”

That might signal a gradual move out of the bank's six subsidiaries in Africa, one in Trinidad and Tobago and another in New Zealand.

In February last year, the bank decided to move out of South Africa in the wake of allegations that it facilitated money laundering by a non-

resident Indian family in the country.

Local banks have been complaining that tougher anti-money lau n d e r i n g laws have been placing significant burden on them, with high costs associated with the intense reports that have to be produced for regulators.

According to the Bank on its justification for the intended sale, part of the impact was a result of a regulatory restriction on issuance of Letters of Undertaking (LoUs), which shrunk the international portfolio of the bank to `19,000 crore from `38,000 crore over the April-June quarter of Financial Year (FY) 2019.

“Skeptical voters” tired of political rhetoric - Only comprehensive plans, policies will earn their votes - Dr. David Hinds

W

ith 2020 being deemed “the year for the mother of all elections,” Guyana's politicians will be hard-pressed to bring more than their political rhetoric to the table, says Executive Member of the Working People's Alliance (WPA), Dr. David Hinds.

Dr. Hinds stressed that now more than ever, political parties at the coming elections will be forced to convince a small but important segment of the

population that they are worthy of their vote.

The political activist said, “In my interaction, I have encountered a group of mainly young people across the social class and gender, and to a lesser extent, ethnicity, who are so alienated from the political parties that they are threatening not to vote at the next elections.

Their main complaint is that the political parties, when in office, have not implemented large

overarching policies that have had the effect of improving their material circumstances”.

Dr. Hinds continued, “Though some of them acknowledged some general improvements, they believe that these have not affected them directly. In light of the above, I think both the PPP and the Coalition have to work harder than usual for those extra votes they would need in order to secure a majority.”

He added, “I think they

have to do more retail politics, whereby they meet people in small groups and reason with them, rather than just talk at them.

The big question for both political forces is this: Convince us why we should give our vote to you in light of your failure to concentrate on the transformation of the political economy.”

Dr. Hinds said it follows, therefore, that appeal to the ethnic fears of the voters will not automatically work among this group of voters.

WPA Executive Member, Dr. David Hinds His sense is that the parties would have to tell them their vision for the coming oil and gas economy, and how the various sections of the population fit into that vision.

The WPA Executive Member said that for the first time in Guyana, policy would play an important role in the elections and the political parties run the risk of losing important votes if they ignore that reality.

Dr. Hinds also said that the “skeptical voters” have heard rhetoric about a few things such as the improvement of the social sectors and criticisms of the offshore oil contract, but they still await a comprehensive plan for the way forward.

Dr. Hinds reminded that it was the WPA which introduced the option of cash transfers to poor households, but the major political parties have yet to address it in a frontal manner. He said that this is just an example of one of the many things the skeptical voters would be looking for.

Be that as it may, the University Associate Professor said that Guyana is still at the stage of preference for individual policy interventions, rather than a comprehensive approach.

However, the side that advances a more comprehensive plan - that speaks to the varied needs of the people - would convince more of the skeptical voters, Dr. Hinds concluded.

Natural Resources Ministry welcomes 28 to third Youth Apprentice Programme

n an aim to urgently involve youth in the protection of the country's natural gems, the Ministry of Natural Resources launched its third Youth in Natural Resources Apprenticeship Programme (YNR3).

At the ceremonial launch of the programme, which was hosted yesterday at the Herdmanston Lodge in Georgetown, dozens of youths in the natural resources field, inclusive of special invitees, came out to celebrate with the 28 persons that were chosen for this year.

Applicants who desired to enter this year's programme had to address either of the following topics; How Recycling Helps us to Conserve Natural Resources; The Importance of Guyana's Natural Resources to Guyana's Economical Development; or The Body of Water as a Natural Resource.

The applicants had to send in, along with their desired topic, a photo collage showing them in a natural

resource setting,; a 200word essay to accompany that collage; a three-minute video showing the applicant involved in any activity related to natural resources; or a 300-word essay.

This year, the ministry received 70 applications, but only those who showcased their creativity, clarity, knowledge of research,

appropriateness of the topic and theme were shortlisted.

All of this year's applicants were selected from various regions across Guyana and they ranged between the ages of 15-19.

In the duration of the three-week programme, the participants will be coming into direct contact with bauxite, gold and diamond

mining, and teaming up with petroleum companies and international conservation camps. This is said to equip them with the tools to better understand Guyana's natural resources, how they benefit the citizens, and how to protect them.

Major security, parking improvements to National Park - PAC

T

he Department of the Environment, through the Protected Areas Commission (PAC) and the National Parks Commission (NPC), has undertaken a number of initiatives aimed at enhancing the facilities at the National Park so that citizens can safely utilise same for recreation in safety.

According to the Commission, it has been working with the National Parks Commission since the end of 2012 to enhance the facilities at the park, which are heavily utilised by Georgetown residents.

Under the Three Parks Initiative, the National Park has benefited from many

improvements as resources have become available.

Through the initiative, lights have been installed to facilitate the use of the inner circuit beyond daylight hours.

The lights were upgraded in 2017 and 2019 under a project managed by the Guyana Energy Agency with funding from the British High Commission and the Canadian Fund for Local Initiatives.

This upgrade, the PAC said, has seen more efficient lighting systems installed to enable even later evening use of the park's walkways and other facilities.

The Commission has also started construction of

The construction of two stands is also earmarked for this year.

Revetment has been installed along the park's main canal, which had eroded significantly over the years, resulting in a loss of land area and flooding.

“The park's walkways have also been raised and sections paved to ensure an even path and to reduce the risk of injury to pedestrians, walkers and joggers. The athletics field has also been raised by three to four feet in some areas, and the field is

rolled frequently to ensure that it is always ready for use.”

Additionally, a new koker, designed to look as close as possible to the original structure, has been installed. The sluice is used in tandem with a large tractor-operated pump to remove most of the water from the Park, even when the wider drainage network is flooded, to reduce the impact of flooding.

The Commission disclosed yesterday that it has also desilted primary canals bordering the boundary of the National Park in order to supplement its internal efforts.

The main access bridge at the north western end of the National Park was repaired at the beginning of

2019 and the staff and public washrooms rehabilitated.

“With an increasing demand for use of this green space, the Commission has taken steps to mitigate and reduce the challenges of maintaining order and compliance by users to enhancing security. The PAC has restructured its Security Department and has been working on various upgrades to ensure that there is basic compliance with the rules and policies governing use of the Park. These upgrades were first implemented in 2017.”

Woman struck by police C'tyne man blames GPL, motorcycle, claims being as fire razes home shortly “abandoned” at hospital after power outage

ampbellville resident Donna Clarke is very angry with the police who she claims acted inhumanely and unprofessionally in dealing with her situation.

According to Clarke, in May last, she was struck down by a police rank on a Force motorcycle, in the vicinity of Homestretch Avenue, Georgetown, and was taken to the Georgetown Hospital, where she has since “abandoned by the police”.

The woman, whose right leg was fractured in four places, said when the policeman struck her down he skidded and ended up hitting three other persons as a result of him speeding.

Those persons were reportedly treated at the same hospital and sent away.

The police rank was also hospitalised at a private hospital for a short period as well.

The rank is said to be stationed at the East La Penitence.

Clarke said on the night of the incident there was a 'Wash Down Concept Party', in proximity to the National Communications Network (NCN) compound, and she had gone to the event with other relatives.

She said the area was busy, with people milling about in the street, and everyone was shocked when the police motorbike came 'ploughing through', hitting her and three other individuals.

The woman said she made several attempts to call the Police Traffic Department, but was given the 'royal runaround', each

time she tried to get an update with regards to her situation.

The woman is of the opinion that the police are taking matters into their own hands and are preparing to write off, or maybe already have written off the matter, since” it involves one of their own”.

Cricketer charged with assaulting cop

u y a n e s e cricketer Christopher Barnwell was yesterday arraigned before Principal Magistrate Sherdel IsaacsMarcus in the Georgetown Magistrates' Courts, after he allegedly assaulted a Police Officer.

Barnwell denied the charge which alleges that on March 23, last, at Thomas Lands, Georgetown, he assaulted Trevor Benn so as to cause him actual bodily harm.

The 32-year-old cricketer is being represented by attorney-atlaw Kezia Williams.

information received, on the day in question there was a friendly cricket match between the Police Force and another team, when an argument ensued between Barnwell and Benn.

As a result, it was alleged that Barnwell pushed Benn to the ground which caused injuries.

The matter was later reported and Barnwell was charged for the allegation.

Police prosecutor Shellon Daniels had no objections to bail being granted to Barnwell, however she asked that conditions be attached to same, for him to stay away from Benn, and to not make

Christopher Barnwell any form of contact with him.

The submission was upheld by the magistrate and she granted bail in the sum of $30,000. The matter will continue on August 19, when statements will be served.

50-year-old man is suffering from burns about his face, head, hands and back after his house was completed destroyed yesterday morning during a fire.

Injured is Rishiram Rajpaul of Line Path Village, Upper Corentyne, Berbice.

Reports are that Rajpaul lived alone, and was at home when the fire started at his home, shortly after a power outage.

He told reporters that he was watching television when there was a sudden power outage.

Rajpaul said he stayed on his couch waiting for the electricity to be restored by Guyana Power and Light (GPL), but he fell asleep and was subsequently awakened by the smell of something burning in the house. This, he claims, was followed by a sparking on the electrical wire in the back room of the house.

Rajpaul says he immediately retreated to the lower flat and grabbed a receptacle of water to throw on the area that had already

“I couldn't do anything with the bucket; it wasn't flame it was extreme smoke.

When I get up with the bucket I couldn't do nothing and the smoke had me, I could not move, and I barely make it to the side at the window to jump out. My neighbour had come in the yard and he put a table and he catch me… a second more and I would have been dead” Stanley Singh, who rescued Rajpaul, told reporters that he heard his neighbour calling out for him

frantically, and he armed himself with a cutlass and rushed into his yard. He was however met with clouds of smoke emanating from the building and he noticed his neighbour gasping for air at the window of the house.

According to Singh, while he was attempting to render assistance to his neighbour, a police patrol was passing and they stopped to assist. The fire service was then contacted but arrived half an hour later.

“The fire service is less than 3 kilometres away and they came without water.

They had water problem 'cause the pump on the brigade ain't working properly and the area ain't get proper drainage as well,” Singh added.

Rajpaul is estimating over $15M in losses and said he plans to take legal action against GPL, since it was the fourth power outage in 15 minutes before the fire began. This was confirmed by other residents who also stated that for weeks the electricity has been on and off frequently, coupled with low voltage.

UG students' survey finds Tiger Bay youths “neglected at home and school”

o u t h s i n underprivileged location of Tiger Bay, Georgetown, recently became the focus of a group of Final Year University of Guyana students (Social Sciences Faculty) conducting their Community-Based Final Year Assessment Project.

In this venture, students selected both children and teenagers from the underdeveloped community and exposed them to various academic, and special arts projects geared at preparing them for better educative enhancement as they readied for a return to school for the September term. Students were exposed to teachings in

the various academic subject areas, art and craft, public speaking and other avenues cited to develop their intellect and confidence.

Project Coordinators Secola Thomas and Evita Rodrigues told this publication that during the project which lasted three weeks, the findings after interacting with students at the various levels was astonishing.

They said that they discovered a large number of students were suffering from low self esteem, but what alarmed them more was the level of neglect that was evident at the parental level, and even in the school system.

They explained that the students, when they were made comfortable, told harrowing stories of how they were neglected at home by their parents and how much they yearned for guidance from older persons, with positivity and their welfare at heart. The coordinators indicated that students also complained of neglect by teachers in some schools, emphasising that several teachers were bent on giving credence to the stigma that 'nobody good comes out of Tiger Bay'.

The coordinators also explained that there were many slow learners from the area as well as some who were otherwise gifted, but

have not been able to discover and develop their talents, all because the talents have never been peaked or been allowed to

blossom before.

It was also revealed that some students expressed the desire to be located and live elsewhere since they are

growing up in an area, not conducive to positive learning, but instead exposed to crime, poverty, (continued on page 22)

Both Minister Trotman and Reece concluded their speeches by wishing all of the participants the best of luck in their new and adventurous programme, which is said to last for three weeks this month.

“Security personnel have also been issued with handheld radios and a bicycle patrol system has been implemented along with other measures: such as the installation of additional security cameras - which provides off-site monitoring; enforcing rules, which prohibits persons from storing their personal property on the premise; removal of personal property left in our Security Office and other parts of our premises.”

According to the PAC, as part of the park's safety precautions, traffic is usually channelled away from walkers/joggers and other pedestrians to reduce risk of injury.

“On the eastern side of the park, a lighted, 60-vehicle paved parking lot was constructed, to a height above 2005 flood levels, to provide a secure, all-weather parking option for visitors. The lot includes a ramp for wheelchair access and persons with

disabilities. As with the Carifesta Avenue parking lot, vehicles are charged a nominal fee for parking from 3:00 pm every day, except on those days when the Park is reserved by both private and public agencies for other events.”

The PAC explained that as the facility generates revenue, it is expected to cover some of its maintenance costs in the long term.

Created under the Protected Areas Act 2011, the PAC oversees the management, maintenance, promotion and expansion of the National Protected Areas System.

The PAC has been working with the National Parks Commission since the end of 2012 to enhance the facilities there, which are heavily utilised by Georgetown residents.

The Commission has also through the Three Parks Initiative, focused on enhancing the facilities and services provided by the three main urban parks in Georgetown.

Victims traumatised after horrific accident that claimed life of bus driver “It was the worst thing that ever happened to me. I was trapped in the front seat for a very long time because I had to wait until the door of the bus was removed before someone could take me out.”

This was the reflection of 42-year-old Liloutie Deolall, who lives at Lot 5 Kuru Kururu, and was in the front seat of the route 42 mini bus that was involved in a headon collision with a 4x4 pickup last Friday at around 06:30hrs in the vicinity of New Hope Village, East Bank Demerara (EBD).

Speaking with Kaieteur News from her bedside at the Georgetown Hospital, Miss Deolall, who sustained a fractured hip, cuts and bruises to her face, along with a broken left foot, told Kaieteur News that she was on her way to work at Pritipaul Singh Investments, located at providence when the accident occurred.

“It’s about fourteen years since I travelling with this bus to go to work, I knew the driver of the bus personally and he didn’t drink alcohol and he was always careful when driving.”

She also stated that it was the driver of the pick-up that caused the accident, because it looked as though he was not in control of the vehicle, as it was “swerving on the

road from one side to the next”. Then the driver tried to overtake a truck that was in front of him, and within a split second the pick-up slammed into the front of the bus.

Miss Deolall added that she was conscious throughout the entire ordeal and was very fearful for her live because she was the last person to be removed from the bus because of how she was pinned down in the front seat.

Liloutie Deolall, along with several other passengers who were in the bus at the said time were rushed to the Diamond Diagnostic Centre and subsequently transferred to the Georgetown Public Hospital where they were all admitted because of the severity of their injuries. However the driver of the mini bus who was identified as 59year-old Oswald Roberts of Kuru Kururu, Soesdyke, received the worst of the impact and did not survive.

Another survivor of the tragic accident, 32-year-old Candacie Vickerie, of Kuru Kururu, who was also admitted with broken hands, a broken left leg and cuts to other parts of her body, recounted that she had to undergo an emergency surgery whereas doctors inserted a piece of steel in her left foot so as to prevent further damage.

Miss Vickerie, explained that she was seated directly behind the driver on her way to the Annex at Critchlow Labour College, where she is presently training to become a nurse when the accident occurred. “I saw the driver of the pick-up swerving from one side to the next and the driver of the bus was trying to swerve away from him, but every time the driver swerved away the pick-up swerved in the same direction, and before you know it there was an impact and everybody in the bus start screaming.

She also said that she was very fearful for her life because the seat she was in behind the driver’s seat - was bracing so hard on her left leg that the pain was unbearable.

She added that the blood at the scene was so much that she fainted for a split second and upon regaining consciousness, she heard a lot of screaming in the bus and she fainted again. Also surviving the accident but badly damaged were Gina Chin and her sister Sheena Chin, who are both medical students, and reside at Kuru Kururu. They were on their way to David Rose Health Centre to do research for a project when the unthinkable happened.

The sisters, who related similar stories, said that when

the vehicles collided they fainted and upon regaining consciousness, they were already in the hospital receiving treatment. The sisters were passengers in the minibus and suffered severe factures to their feet.

Other passengers that were in the bus included 35year-old Tatema Murray; Murissia McPherson and her fiancé John Cheddi; 48-yearold Andrey King; 30- year-old Cherryann Millington and her relative 69-year-old Glixman Adams, all of Kuru Kururu; and 22-years-old Dave Taylor, of Laluni Creek, Soesdyke.

According to sources,the driver of the pick-up along with his female passenger are both admitted in a private medical centre. The driver is being treated for abdominal trauma while his passenger is being treated for a fractured right arm.

Court orders compensation of over $5M for victims of unlawful detention Justice Gino Persaud has handed down decisions in respect of cases filed against Police Officers, the Commissioner of the Police and the Attorney General. The decisions have rendered members of the Guyana Police Force, (GPF) liable for unlawful detention and the victims, an award of over $5M, payable by the State.

According to documents seen by this newspaper, the first case was filed by Tularam Ramessar against Mark Abraham, a member of the Guyana Police Force, the Court issued a declaration that his detention and arrest was unlawful, and in contravention of his fundamental right and freedom.

The court further ruled that given the breach of Ramessar‘s fundamental rights of personal liberty as guaranteed to him by Article 139 of the Constitution of Guyana, he should be compensated in the sum of $1.5 million.

Additionally, the Court issued a declaration that the detention of the man’s property (a Toyota Runx motorcar, which is valued at $1,425,000), which detention still continues, contravenes his fundamental right and freedom not to be deprived of his property without adequate compensation as guaranteed to him by Article 142 of the Constitution of Guyana.

The claimant was there-

fore issued $500,000 for breach of his fundamental right not to be deprived of his property; special damages for loss of the motorcar in the sum of four hundred and seventy thousand dollars ($470,000); aggravated damages in the sum of $200,000 and interest on all sums at a rate of 6% from the date of the filing of the proceedings to the date of judgment and 4% from the date of judgment until the sum is paid; costs in the sum of $150,000.

The case is linked to a matter by which police on the East Coast Demerara allegedly detained Ramessar‘s wife, Raywattie Harrychand, and her mother-in-law Phulbasia Kallu, over an alleged theft of money from a supermarket.

In a separate statement of claim, Harrychand said that the police had accused her of conspiring together with another woman, Debra Anglin, to steal some $12 million from the Kuree Supermarket and General Store.

The woman claimed that she was detained at Mahaicony, and later the Beterverwagting Police Station for three days over the alleged theft. The woman claimed that police also detained her mother-in-law after questioning her in relation to the matter. She however denied the accusations and the police placed her family member on bail. She claimed, too, that the police could not pro-

duce evidence of the theft, yet detained her husband (Ramessar).

According to the document, he was arrested while delivering food to his wife and mother.

The man claimed that police approached him, and demanded that he park his car in the compound of the station and remove all his belongings.

He said that the vehicle was searched and after nothing was found, he was asked to sit on a bench. He was also detained and his car seized.

In the second case filed, the Judge therefore granted Harrychand and Kallu (claimants), a declaration that the detention and arrest was in contravention of their fundamental right and freedom along with compensation in the sum of $4 million for breach of their fundamental right not to be deprived of personal liberty; aggravated damages to both claimants in the sum of three $375,000 each; interest on all sums at a rate of 6% from the date of the filing of the proceedings to the date of judgment and 4% from the date of judgment until the sum is paid, along with costs in the sum of $150,000. The claimants were in both cases represented by lawyers Mohabir Anil Nandlall, Manoj Narayan, Sasha Mahadeo-Narayan, Rajendra Jaigobin and Anuradha Deodasingh.

Body of Guyanese woman, 27, recovered from Bajan beach Barbados - Police are on the scene at Hastings Beach in Christ Church, investigating the discovery of a body.

Police received a report via telephone informing them that the body of a young female was seen near the water s edge and was subsequently pulled onto the sand.

Police patrol immediately responded and confirmed the discovery.

They have also said that the body belongs to a 27-year-old Guyanese national who was living in St Matthias, Christ Church.

CARICOM/OAS/Commonwealth mission arrives in Dominica today ROSEAU, Dominica CMC – A joint delegation from the Caribbean Community (CARICOM), the Organisation of American States (OAS) and the London-based Commonwealth Secretariat arrives here today to discuss the electoral reform process in Dominica.

A statement issued by the Guyana-based CARICOM Secretariat said that Roosevelt Skerrit government had made the request to the regional and international organisations “to assist in the country’s efforts with various aspects of electoral reform”.

It said as a result of the request the three organisations have agreed to partner in a Joint Special Mission to Dominica.

“The mission will meet with the principal stakeholders in Dominica’s electoral process, including the major political parties, electoral authorities, government authorities and members of civil society. “It will seek to develop a deeper appreciation of and

13th Junior Caribbean Cycling Championships

Total number of countries now confirmed is 11 Some 11 countries have confirmed that they are heading to Guyana later this week to participate in the 13th edition of the Junior Caribbean Cycling Championships which would be taking place in the Green Town of Bartica.

Yesterday, M a y o r o f B a r t i c a , H i s Worship Gifford Marshall and President of the Guyana Cycling Federation (GCF) Horace met yesterday in Bartica to further fine tune plans ahead of what is anticipated to be an exciting championship with the future of the Caribbean on show.

Bermuda, Barbados and St. Martin were among the first to send the list of their riders for the championship; eight more nations have emulated them, they are Suriname, Aruba, Anguilla, Puerto Rico, Cayman Islands, Trinidad and Tobago, Bahamas and Grenada.

The first set of nations are expected to touch down here on Wednesday; the Twin Island Republic of Trinidad and Tobago, Anguilla, Bermuda and Suriname, the latter coming over land.

Burrowes in an invited comment stated that despite many hurdles, the GCF in association with the Mayor and Town Council are pulling out all the stops to e n s u r e t h a t t h e c h a m p i onships are a success.

The Time Trials would be contested on Saturday while the Road Race will take center stage on Sunday. So far, close to 50 cyclists in the juvenile and junior categories both male and female will be aiming to out pedal each other, this weekend.

Tucber Park Cricket Club to host holiday camp New Amsterdam based cricket club Tucber Park is set to host a one week camp for male and female cricketers. The camp is the first of its kind to be held in New Amsterdam by the club and it is geared at teaching the basic skills of cricket to youngsters along with other life skills including leadership and the importance of education. One of the main aims of this camp is to provide children with an opportunity to be part of a sporting organisation so that they can be meaningfully occupied with extra-curricular activities which can one day result in them representing Guyana and West Indies.

The camp which will begin on August 12 and conclude on August 17 will be held at Berbice High School from 09:00 hours to 12:00 hrs each day.

Coordinating the camp is former national youth player and Berbice senior team batsman Anthony D’Andrade who has also recently completed the Cricket West Indies (CWI) Level 2 coaching course held last month at the National Stadium. National under-19 coach Julian Moore, who is a certified CWI Level 3, is the head coach. Moore will have as his assistant, West Indies female all-rounder Tremayne Smartt who also undertake CWI Level 2 course.

Interested parent/guardian are asked to contact coordinator D’Andrade on 655-4638, Moore on 615-9239 or Smartt on 682-2389 for registration.

Among those who have represented the club are Guyana and West Indies A team pacer Romario Shepherd, Jeremy Gordon, Eugene La Fleur, Tremayne Smart, Anthony D’Andrade who have represented the UWI Vice Chancellor’s XI against Zimbabwe in 2010.

Wellman Masters defeated Regal Masters in consecutive softball matches on Sunday to take the Royston Ramsarran trophy at the GNIC Sports Club, Woolford Avenue.

Wellman Masters won the first encounter by six wickets.

Batting first, Regal Masters were reduced to 13-2 before Lynden Lyght and David Harper took the score to 48.

Harper was caught off Lakeram Singh for 19, while Lyght was run out for 32 with two fours and one six. No other batsman offered any resistance as Regal Masters managed 98-9 off their allocation of 20 overs. Wayne Jones, Imtiaz Mohamed, Greg De Franca, Singh and Rawl Reid had one wicket each.

Wellman Masters responded with 102-4 in 13.4 overs. Lloyd Ruplall and Dinesh Vivickanand put them on course with an opening stand of 52 before Vivickanand was dismissed for 34 with one four and four sixes.

Ruplall hit one four and three sixes in scoring 37 not out while Troy Lewis made 18; Saheed Mohamed took 210 while Eric Thomas and Harper had one apiece.

Wellman Masters won the second encounter by six wickets. Regal Masters took first strike and posted 131-5 off their reduced quota of 12 overs.

Having lost opener Dharam Persaud for seven, stumped off Greg De Franca with the score on 23, Eon Abel and Eric Thomas added 86 for the second wicket to steady the innings before Abel who slammed three fours and four sixes was bowled by Jones for 46. Thomas counted two fours and eight sixes before he was bowled by Imtiaz Mohamed for a top score of 62. Jones had 2-18 while De Franca and Mohamed had one each.

In the chase, Ruplall and Vivickanand put on 37 for the first wicket before the latter was bowled by Saheed Mohamed for two. Ruplall

and Troy Lewis then took the score to 54 before Ruplall was taken off Fazleem Mohamed for 47 with one four and six sixes.

Lewis fine run of form continued as he struck two fours and six sixes in an unbeaten 52 to lead Wellman Masters to 137-4 in 10.5 overs.

The matches were organized to honour Ramsarran, the former longstanding Organizing Secretary of the Guyana Softball Cricket Association (GSCA).

In his hay days at the GSCA, Ramsarran organized lots of tournaments and brought to the fore many talented players who are now masters of the beautiful game.

Bjorg Lambrecht: Belgian cyclist dies following crash during the Tour de Pologne BBC Sport - Belgian cyclist Bjorg Lambrecht has died at the age of 22 following a crash during stage three of the Tour de Pologne.

Lambrecht crashed around 60 miles from the end of the race from Chorzow to Zabrze in Poland.

He was taken by helicopter to hospital where he later died yesterday.

“The biggest tragedy possible that could h a p p e n t o t h e f a m i l y, friends and team-mates of Bjorg has happened. Rest in peace,” said his team

Lotto-Soudal.

Lambrecht was riding in his second season at the top level of professional cycling and had been regarded as one of Belgium’s most promising riders.

He won the under-23s’ version of the LiegeBastogne-Liege race in 2017 and finished second in the U23 Wo r l d Championships last year.

Guyana away to Aruba on Sept 6 Miami – The Confederation of North, Central America and Caribbean Association Football (Concacaf) yesterday confirmed the schedule and venues for the first round of groups stage matches of the 2019-2020 Concacaf Nations League.

The first 34 matches for Leagues A, B and C, are set to take place during the September 2019 FIFA Match window. The 2019-2020 Concacaf Nations League will be played during the official FIFA match windows in September, October and November 2019.

The Final Championship, previously scheduled to take place in March, will now take place in June of 2020. At the conclusion of the group stage, the winners of each League A group will qualify to the Final Championship, which will determine the champion of the new competition.

Additionally, the group winners from Leagues B and League C will be promoted to League A and B, respectively, while the teams at the bottom of each League A and League B groups will be relegated to League B and C, respectively.

The Concacaf Nations League began with a one-off qualifying phase. Following 68 matches, the 34 participating teams were compiled into an aggregate table, ranking them 1-34. The final standings of each team determined if they were placed into League A, B or C. The six teams that participated in the Hexagonal Round of the FIFA World Cup Qualifiers Russia 2018 where pre-seeded directly into League A. The Concacaf Nations League is a new centralized men’s national team competition representing a new era of national team football for

Concacaf Member Associations.

The Albion Community Centre home of the Albion CCCC. The Albion Community Centre Cricket Club (ACCCC), formally the Albion Cricket Club and Albion Sport Complex Cricket Club are presently celebrating 71 years in existence.

The club was established in 1948, with its headquarters being the Albion Sports Complex now the Albion Community Development Center, Albion, Corentyne, Berbice.

Over its 71 year of existence, the Club has developed to be one of the top Cricket Clubs in Berbice and Guyana and continues to make sterling contributions to Berbice, Gu yana and West Indies cricket at all levels.

In Berbice the Club’s dominance in cricket at all levels is unmatched, winning numerous tournaments over the years.

At the national level it has copped over ten Guyana Cricket Board’s “Club of the Year” Awards, the most recent being in 2017, that being its fourth within five years (2013 to 2017).

The ACCCC has won numerous national titles at all levels inclusive of the 2009 Neil and Massy 40 Overs National First Division (the last national club tournament it played).

It won its first National First Division title in 1985 when it won the Bristol Cup 50 Overs Tournament under

the captaincy of Michael Chin.

Albion also won the last National under-15 Tournament in 2007, the Neville Sarjoo U-16 Tournament and the Youth and Sports National under-19 Tournament on several occasions.

It has produced five test cricketers so far, in Sew Shiwnarine, Narsingh Deonarine, Sewnarine Chattergoon, Devendra Bishoo and Veerasamy Permaul, while young Anthony Bramble only recently earned his first West Indies Senior Team call up for the ongoing T20 Series against India.

A number of notable players from Port Mourant and other clubs represented Albion from time to time include Randolph Ramnarace, Gopi Beasmonie, Burlin Shaheed, Rudolph Latcha, Veerasammy Verapen and Hubert Evans.

Current West Indies U19 selectee Kelvin Omrow is from Albion.

A number of individuals have also served the Club with distinction overs the years in the field of administration.

Guinness National Fixtures set, starts August 9 Following a tremendous outpouring of fan support for the recently concluded Guinness ‘Greatest of the Streets’ Georgetown Championship, the highly anticipated National Championship will commence on Friday August 9th at the Jubilee Park Tarmac.

The two day tournament which concludes on August 10th, features 16 teams competing in an elimination format.

Six teams (champion Gold is Money, Albouystown-B, Sophia, Broad St., Leopold St. and Sparta Boss) will represent Georgetown, while four representatives will e m a n a t e f r o m We s t Demerara (champion Brothers United, Showstoppers, Ballers Empire and Up-Top-Bosses).

Two teams (champion Beacons and Police) will represent Bartica and East Coast Demerara (champion Melanie-B and Paradise-A) respectively.

The remaining two will come from Berbice (champion Trafalgar) and Linden (champion High Rollers).

According to an official release from tournament coordinator Three Peat Promotions, “The anticipation is at a fever pitch for the National Championship following a wonderful and exciting Georgetown Zone Championship.”

The release further said, “The Georgetown teams and fans are bracing themselves for an invasion of talent as the visiting teams have been arduously preparing for this moment in which they put their abilities against the

traditional giants of the sport.”

The correspondence concluded, “We can expect another exciting and thrilling tournament that will captivate the audiences who are expected once again to descend on the venue in their thousands.”

The tournament will officially be launched today, where further details will be disclosed. 15th annul Buxton Cricket Academy Launched - ECCB Secretary Anandjit gives opening remarks

esterday morning at Charlie’s place Public Road Buxton, the 15th annual Buxton Cricket Academy was launched with a simple opening ceremony at 09:00hrs and will carter for 40 youths of both genders and will run for two weeks at the Club’s ground on the East Coast of Demerara.

After a prayer and reciting of the National Pledge, Secretary of East Coast Cricket Board (ECCB) Davteerth Anandjit said this Academy was very important for not only cricket on the field.

“This Academy has produced several players who have represented East Coast, Demerara and Guyana at the youth level.

But even if you don’t make it in cricket you could b e c o m e a s c o r e r, a n Umpire, a curator, a cricket Journalist or Broadcaster and make a comfortable living.

Charles Gibbons, an Ex Police officer and member of the ECCB said he was happy to see the youths present but was a bit disappointed that there were not more at the opening.

“Not everyone can make it in Cricket so an education

is very important and you must stay in school and this Academy should help to make you fit mentally and physically. Stay away from drugs and alcohol and it will benefit you as you get older,” Gibbons said.

“We are going ahead with this because we feel it is a good thing for the youths to stay out of trouble by having something positive to do now school is closed,” said President of the Club Esse Peters.

The Buxton Club is one of the strongest cricket teams on the East Coast and has produced former National U-19 all-rounder

Clive Andries, who is one of the leading all-rounders in East Coast cricket, although he is finding more success as a footballer.

“This camp will teach the youths to play together, have discipline and respect and cricket skills and we are begging for help to make our Camp a success this year,” said Peters.

The camp caters for children between ages 7-19 and Peters, explained that it will facilitate participants from Buxton and villages in close proximity.

“The camp is not to make money, but to instill good values to the youths

and keep them away from doing the wrong things when they have so much free time now school is closed,” Peters explained.

Peters added that registration is free, since asking for money from the parents of these children, many of whom comes from single parent homes, would be counter-productive to the intended purpose of the camp.

Peters informed that some parents have brought their off-springs to register the bulk of youngsters will come from the Buxton S e c o n d a r y, S t r a t s h e y Primary and Paradise

Primary. Sessions will include technical, practical, physical and off-the field activities from 09:30hrs to 15:00hrs daily. Facilitators have already been identified for daily sessions.

Also speaking yesterday was club member Damion James and President of the Golden Grove Cricket Club Alstyne Haywood.

The club was founded in 1992 and played in tapeball competitions before being officially launched as the Buxton ‘Carl Hooper ’ Club in 2002 when Hooper was appointed West Indies captain. (Sean Devers)

At the end of the knockout match, Edghill, who recently signed a professional contract with a second division club in Portugal, noted that she was extremely disappointed in how the match went but vowed to keep training and improving.

who have qualified for this year’s Wo r l d C h a m p i o n s h i p s i n Emmanuel Archibald, Abrams and Brenessa Thompson, while Jenea McCammon, who will be contesting the women’s 100m hurdles, arrived yesterday.

Archibald, who reset the national long jump record twice this year with a best distance of 8.12m, is aiming to make the Olympic qualifying distance of

8.22m at these games. In addition, he has also been given the green light to compete in the men’s 100m dash in which he has some big wins including victory against Olympic Gold medalist Yohan Blake.

Abrams, Archibald and Thompson all posited that they are not fazed by the cold temperature and humidity of Peru and are all looking to register personal best when they hit the track.
