The Bheri Ramsaran farewell Bheri Ramsaran has been the subject of much discussion and the object of derision for the past two weeks. Every Guyanese who could hold a pen or access a computer had his say on the abuse Ramsaran meted out to a woman protestor at Whim. Ramsaran himself had left his desk in the city to protest in support of former President Bharrat Jagdeo. As a candidate in the upcoming polls, many people who served as Ministers would go out on the campaign trail because they all need to secure their bread and butter. Nothing can be more important than saving one’s paycheck. Matters of state would have to wait. Bheri Ramsaran must have been more aware than most, especially since this was not the first report of untoward behaviour against him and certainly not his first abrasive brush with women. He was not immune to scandals and the administration was aware of his various misdeeds. But such is the close relationship between the administration and its party members that invariably, ranks would close and incidents against members of the public would be glossed over. Yesterday, President Donald Ramotar relieved him of his duties after criticisms from every diplomat in Guyana and from every corner of civil society. That it took the President two weeks to act is significant. President Ramotar had met with him earlier and had actually chided him. Left to him, President Ramotar would have considered that to be the end of the matter. He was not allowed to do so. This just goes to show that the government would only react to intense pressure. Ramsaran was at the centre of a scandal involving a young girl whose mother had allowed him to give the girl a lift. It is reported that after whatever happened between Ramsaran and the girl, someone gave the mother compensation in the form of cash. The government also gave her land. This was the same Ramsaran who had threatened to burn down the New Amsterdam Hospital because he was peeved. One can only assume that the fact that Ramsaran was costing the party crucial votes, that President Ramotar called him in on Tuesday and relieved him of the duties of Minister of Health. He had been the talking point in every community, and women were beginning to walk away from the party. President Ramotar must now ponder whether his action came a little too late. There is a school of thought that Bheri Ramsaran was relieved of his duties because this is the election season. And this may very well be the case because the government has never been known to bow to public opinion. It did not do so when Kellawan Lall discharged his firearm in public and attracted the attention of the police; it did not do so when one of its advisors was fingered in a smuggling probe; and it did not do so when some members of the government were fingered in acts of corruption. But be that as it may, there are other indiscretions occurring at this time. For example, former President Bharrat Jagdeo, on the campaign trail, with the support of his party made some inflammatory statements. Not only did he invoke race and was soundly condemned, but he also objected to the condemnation. To crown it all, his party also joined in the attack against the Media Monitoring Unit for daring to condemn Jagdeo. Ramotar remained silent amidst all this in support of what his party does. It may be that he feels compelled to protect his followers whom he would conclude, actually fought the Burnham real or imagined dictatorship. Perhaps these things should be the stepping stone to a new relationship with the public. The political opposition has caught the attention of the public, because of the desire to see an end to race politics and the winner take all politics. Ramotar should have demonstrated such seriousness instead of rejecting approaches by the political opposition. Cheddi Jagan did make an attempt to the point of accepting the office of Prime Minister in the Forbes Burnham administration.

Letters... Where your views make the news

The PPP lacks the vision required to move Guyana to modernity DEAR EDITOR, If one was to listen to the leaders of the Peoples Progressive Party (PPP) and have no worldview, they would safely conclude that service in the Armed Forces somehow negates one from service after one takes off the uniform. Contrary to its public utterances and histrionics about the support the coalition is getting from military veterans, the PPP has in its employ several exmilitary men; Ronald Gajraj,

Major Generals, Joe Singh and Michael Atherly, and several other veterans and active duty Officers who all serve at the pleasure of the President of Guyana, Donald Ramotar. That the General Secretary of the PPP Clement Rohee, whose party’s support base is rapidly dwindling, would choose to waste valuable time at a press conference to extol and misinform on his perception of the decision making of the leadership of

the APNU+AFC and the role of Military Veterans in that process, is pathetic. All Guyanese, regardless of where they served previously or where they are currently working, are welcome aboard the APNU+AFC Unity-Train. I am of the firm belief that Rohee and his bosses Jagdeo and Ramotar are not concerned about ‘ExMilitary officers’ in the APNU+AFC coalition, this rhetoric is a ploy, part of the script that will be used to

explain their defeat on Monday 11th May. The PPP had hoped that the old song and dance about the military would gain traction and cause persons in what used to be their strongholds to be afraid and cling to the cup. Times have changed and thanks to the World Wide We b ; s m a r t p h o n e s , television and Social Media only the uneducated and unwired are wooed by negative PPP propaganda and fear (Continued on page 32)

Guyana’s prime timbers - over-harvested, Someone needs to under-priced and minimally taxed calm this man down DEAR EDITOR, The author of the Peeping Tom column in Kaieteur News on Sunday 26 April 2015 (‘The Chinese are not the problem’) complained about the high domestic price of greenheart sawnwood, which he/she thought was the cause of the shift from traditional wooden to concrete houses in the coastland. The author attributed the price of US$638/m3 (G$300 per Board Measure, 1/12th of a cubic foot) to the inefficiency of the familysized Guyanese-owned timber processors and their inability to form consortia to compete with modern companies exemplified by the tax-assisted Chinese transnational loggers.

valuable products such as furniture, with a multiplier factor of 14 or more compared with the price of the unprocessed log. There seem to be three questions: Q1 – Can we continue to supply to the export market our excellent sawn timber properly priced and appropriately taxed? Q2 – If we continue to send our best timber overseas for value-added processing, how do we satisfy the local market? Q3 – Instead of having our timber improved in value by overseas processing, could we add value domestically and sell more processed products in the export market? In this letter, I address Q1

Commission’s casual approach to the required conservation of individual species among our 1000+ tree species has been allowing massive over-harvesting of the commercially-preferred timbers. The accompanying table shows that there is still a tremendous concentration for the export market on a very limited number of tree species. Unlike the practice in Suriname, the GFC only provides aggregate (total) volumes of log and lumber production and exports; it does not disclose any information by species or concession. In consequence we only have the information disclosed to the ‘annual

Information Report (FSIR) confirms this concentration. In 2012, the top three species for log production were greenheart, wamara and purpleheart and the top ten species accounted for 76 per cent of total log production (page 30). In 2013, the top class 1 timber was wamara (page 26), with no information about greenheart or purpleheart. In the last published FSIR, for January-June 2014, wamara and greenheart were the top two timbers and purpleheart was fifth in log production (page 23). The figures in the table show two marked trends: firstly, the trend of forest degradation is evident in the rise and fall in exports of

US$636/m3 as a domestic price is the same as the lowest grade of rough-sawn export lumber (‘merchantable’) declared by the Guyana Forestry Commission to the fortnightly Tropical Timber Market report of the International Tropical Timber Organization for the last fortnight of March 2015, while the premium grade of roughsawn export lumber (‘prime’) was selling for twice the price – US$1236/m3. These figures conform to economic theory; the best grades and highest price go to the market which can transform the lumber most profitably into even more

– continuity of supply. Our approved National Forest Policy (1997) and National Forest Plan (2001), both revised in 2011 but not approved by the National Assembly, and the GFC Code of Practice on Timber Harvesting (1996/2002/2014), promote and require a sustained supply of forest products. Sufficient seed-bearing trees of each commercially desirable species should be retained in all logged forests to ensure the survival of those species in those same areas. In contrast, it has been evident for years that the Guyana Forestry

DEAR EDITOR, From the time he took office, Bharrat Jagdeo has shown contempt for the rule of law. Everyone found out that he is a habitual liar; he cannot be honest about anything. Jagdeo has no decorum and no regards for anyone, man, woman or child Only heaven knows why he was tolerated as Commander in Chief for so long. Now he and the PPP in their quest to remain in power are condemning the very military which protected them for 23 years (too long). In 2009, if I recall correctly, former President Jagdeo embarrassed all Guyanese at a Caribbean Heads of Government conference at York College in New York. A lady asked him a simple question and his response was shocking-even the participating Heads of government raised their heads to the ceiling; they just couldn’t believe that their counterpart was so undisciplined. He began to curse out the lady in the presence of US Congresswoman Yvette Clarke. In our optimism, we should not take anything for granted, the PPP has no intention of going away quietly. They performed poorly, enriched themselves, and expect the masses to always look the other way. Enough is enough! This man Jagdeo is not God Almighty and someone needs to calm him down. He is encouraging the PPP base not to accept defeat on May 11th. Shouldn’t he be arrested for such utterances? Our people must free themselves from Jagdeo/

Ramotar and this PPP cabal’s marginalization, starvation, homelessness, rape, murder, joblessness, and lies. Enough is enough, and May 11th 2015 should mark the beginning of the end to racism and poor governance. We must be free of the fear that stalks the land, the fear that prevented the opposition from fighting back; the fear that prevented the army and police force from adhering to the rule of law; the fear that prevents the judiciary from administering Justice. In this period of history, we must unite as one. We cannot allow the PPP’s intimidation of fear to let us lose hope. We cannot allow the PPP’s cynicism of doom and gloom to hold us back. We cannot allow the PPP’s tirade about the military which protected them to disenchant us. Together we will have the strength to deliver us from this evil we face for too long on May 11th. What we need in Guyana today is leadership with a vision we can depend upon. Leadership and security is what the APNU + AFC with David Granger is offering the Guyanese masses today. Leadership and unity for all Guyanese! Finally, we must turn out Election Day to make absolutely sure that the ruling cabal are given the send-off they deserve. And as Clint Eastwood once remarked, “Sometimes if you want to see a change for the better, you have to take things into your own hands.” Yes, let us take it into our own hands and dismiss this cabal! “So shall it be written, so shall it be done” on May 11th. Questionable wealth…

Jagdeo is a real kick-down-the-door bandit - Ramjattan In the wake of revelations detailing what former President Bharrat Jagdeo really paid for his extensive tracts of land at Sparendaam, East Coast Demerara, A Partnership for National Unity/ Alliance for Change (APNU+AFC) candidate, Khemraj Ramjattan, has labelled the former President’s actions as ‘totally abominable’ and a rip off for the people of Guyana. The full page ad, which had stated that Jagdeo’s continued presence on the campaign trail was merely to protect the questionable wealth he had accummulated, detailed that Jagdeo in fact had paid $5M per acre or $114 per sq. ft, when the ordinary man would have paid $317 per

sq. ft, three times more than what it cost Jagdeo. Remigrants would have also paid more than ten times the price paid by the former President, some $1,111 per sq ft. The advertisement also presented the argument of Jagdeo’s expansive mansion as well as the unlimited benefits he currently enjoys. As part of the ex President’s benefits he signed into law before leaving office, Jagdeo has unlimited personal and household staff, including attendants and gardeners. According to the ad, there are also full time personal security and services of the professional guard services, along with an unspecified number of motor

vehicles to be maintained by the state. He also enjoys a tax exemption status identical to those of a serving President, meaning no tax on property, income or capital gain. The ad went on to list his monthly package of $5 million as equivalent to 125 persons working for the minimum wage or payments to 400 old age pensioners. Ramjattan, a co founder of the AFC, summed up the issue as an ‘abomination’ and a ‘rip off’ stating that though the former President spoke extensively on the campaign trail of ‘kick down the door’ policies of the Opposition, he was practising the exact thing. “This is how the banditry

APNU’s Joseph Harmon

AFC’s Khemraj Ramjattan

Former President, Bharrat Jagdeo

is being committed by them. (They are) people who have accused us of kicking down the doors when they are the kick down the doors bandits.” Describing it as nothing less than larceny, Ramjattan stated that they were literally ‘kicking down the doors of institutions.’ “It is appropriation (when) they call it economics. And when someone steals it is called larceny. It is totally abominable and we have to ensure it comes to a halt on May 11.” APNU political candidate and Public Works point man,

Joseph Harmon, also weighed in, describing the former President’s actions as a ‘travesty’. He referred to it as a scheme concocted by the PPP/C to purchase large tracts of land, speculate and then resell the land for exorbitant prices. “The PPP/C has shared out the prime land to their friends, at far less what is the ordinary price. Ordinary people are paying more for small parcels of land, than what Jagdeo is paying for large tracts.” While on the campaign trail, Jagdeo had been flagged

by the Media Monitoring Unit (MMU) for making comments deemed ‘racially divisive’ in their monthly report. Chartered Accountant Christopher Ram subsequently filed a criminal charge against the former head of state. Jagdeo, however, never showed up to answer the charge at the Whim Magistrate’s court. He subsequently reappeared on the campaign trail, telling PPP/C supporters at the Albion rally, Berbice, that the opposition would partner with the military and ‘kick down doors’.

Guyana Business Coalition re-launched with wider health focus The audience at the re-launch forum yesterday

With a wider health focus, the Guyana Business Coalition on Health Awareness (GBCHA), formerly the Guyana Business Coalition on HIV/AIDS, was re-launched. The occasion took the form of a simple affair venued at the Quamina Street, Georgetown, Cara Lodge. Speaking at the start of the proceedings yesterday was GBCHA's Ruth Autar who noted that the forum was one designed to celebrate a special accomplishment of the Coalition. She related that after focusing directly and indirectly on cross-cutting issues such as domestic violence, gender issues and health issues other than HIV/AIDS over the past two years “we are officially expanding our

mandate and adjusting our name accordingly to address general health and wellness in the workplace and the community.” She recounted that since 2008 GBCHA has been in receipt of support from various entities, individuals and organisations, significant financial and technical support through the USAID/GHARP, all of which have helped to build the Coalition's organisational capacity. In fact she singled out a few individuals and specific business entities that have offered immense support to the Coalition over the years. “The good foundation that was laid by those who were at the first launch on May 30, 2008, and also the vibrant and

versatile members who are at this launch today are testimony to the success of GBCHA,” said Autar as she, on behalf of the Coalition expressed appreciation for lasting support as she solicit continued support from those who witnessed the relaunch yesterday. GBCHA, Executive Director, Suzanne French, in speaking of the name change said that it was quite a task to rename the non-profit organisation. She nevertheless stressed that the importance of the organisation's achievement is that of the partnership it has been able to achieve overtime. The mission of the Coalition now is to not only mobi-

Attending the forum yesterday was Mr Derrick Cummings, who, according to Autar, was instrumental in the formation of the Coalition. He currently holds the portfolio of Permanent Secretary within the Ministry of Tourism, Industry and Commerce. He in brief remarks commended the on-going work of the GBCHA and extended wishes for its continued success. In his presentation he spoke of his former involvement in the Coalition through the President's Emergency

Plan for AIDS Relief (PEPFAR) funded USAID/GHARP Project. Cummings in speaking of the success of GBCHA reflected on its genesis as he lauded the tactic to engage the private sector in Guyana in response to HIV/AIDS and that of former US Ambassador to Guyana, Ronald Bullen and former Minister of Health, Dr Leslie Ramsammy, among others. But according to him, it was the private sector and the groundwork by the International Labour Organisation that was instrumental in putting in place work place policies. This all occurred, Cummings said, when there

was an abundance of stigma and discrimination associated with HIV/AIDS. “I know stories where families actually put their own relatives to sleep somewhere at the back of the yard or so...didn't want to share the same utensils with them; look how far we have with HIV and AIDS,” said Cummings. Also speaking at the forum yesterday was Deputy Chief of Mission, United States Embassy, Peter Anthes. He, in his presentation, lauded the efforts of the Coalition which has done commendable work not only in HIV/AIDS but also health and social issues such as gender based violence.

Companies quote US$30 million to fix US$5 million cable... From page 3 insisted that he hold a press conference devoted specially to the Brazil fibre optic cable project. The Cabinet Secretary was particularly perturbed about the “scandalous” contentions about the contract government entered into with Dax Contracting Services. He said that the articles on the agreement are not only “incredulous” but prove that there is an agenda by both media outfits to tarnish the reputation of the government during this period of election campaigning. Kaieteur News reported yesterday that government

granted tax exemptions, incentives, tax holidays, remissions and duty free concessions on vehicles. This information was obtained from a copy of the contract between Government and Dax Contracting Services owned by Faisal Mohamed on March 16, last. This same contracting service owned by Mohamed was one of the five contractors hired to lay the cable from Lethem to Georgetown. The agreement is for the repair, use and maintenance of the fibre optic cable from Brazil. It is for an initial 25 years with an option to extend it for a further 15 years.

Luncheon said that these were inaccurate, that the contract that he has speaks an entirely different story. When media houses pressed Dr. Luncheon for a copy of the contract he has yesterday, it turned out that Kaieteur News had reported accurately. Luncheon said that of the 12 pairs of fibres in the cable, Dax was granted a few for his exclusive use. Dr. Luncheon also said

Bai Shan Lin delays US$70M... From page 3 that Bai Shan Lin used a Guyanese to acquire and hold around 700,000 hectares until Chu Hongbo became a national of Guyana last year. With the delays of its wood processing operations, revelations that a Guyanese acquired the forestry conces-

sions and the fact that Bai Shan Lin has gained a significant toehold in the gold mining sector, there has not been much word from Government as to how serious it is about value-added processing in Guyana. Last year, exported logs earned $24.4M compared to

US$12.5M in 2013. Bai Shan Lin has been granted lands to build luxury homes at Providence as well as a mall. It has also been granted significant duty free concessions on executive SUVs, and other equipment as well as tax holidays on basis of being tax gifts.

that while Dax has spoken about forming a consortium, he can only say that the partner is coming out of Venezuela. Dr. Luncheon reminded that the rehabilitation work was at no cost to government. He said that the second part of the agreement with the company saw both parties

agreeing on Dax maintaining this rehabilitated cable for the life of the agreement. He said that the cable will forever be a government owned. The maintenance arrangement, he said, was seen by both parties as an “insurance” and was the best way to guarantee that

Dax remains committed to servicing the cable. (See full contract details)

THERE SHOULD BE A PROCESS OF GRADUATION TO TOWNSHIP STATUS Many decades ago at one of the Bartica Regattas, a wellknown media consultant was interviewed by Clem David, a radio announcer with the State-owned radio station. That media consultant who was in the employ of the then PNC government told Clem David that Bartica would within ten years become the next capital of Guyana. Clem David was so delighted by this announcement that he was beside himself with excitement. He kept on asking the media consultant to repeat what he had just said: that Bartica would become the new capital of Guyana. That was during the period when the then PNC government was opening up Guyana’s interior to development and Bartica was seen as an important gateway to the interior. There were great expectations for Bartica, but these never materialized. The ten years passed and Bartica never became the new capital of Guyana. Indeed, despite being one of the main gateways to Guyana’s interior riches, Bartica remained in a state of neglect under the PNC. It was ironically under the PPPC - a party that has never promised to make Bartica the capital of anywhere - that

Bartica became a thriving riverain community. Today there are astounding buildings in the community. There are banks, there are businesses, there are schools, there are hospitals etc. Bartica has developed under the PPPC. The PPPC has plans to make Bartica into a secondary town, quite unlike APNU which now wants to make the area a full-fledged town and even more so, the capital of Region 8. Administrative Regions are part of the local government system. Administrative Regions have Administrative Centres, not capitals. Bartica is already an administrative centre. But I suppose that when APNU+AFC promises that Bartica will be made into the capital of Region 8, it means that it will be the main district within that Region. When APNU+AFC says that Bartica will be made into a town, it means that the area will have its own municipality. In some ways this is a way of APNU+AFC indirectly paying a compliment to the PPPC’s governance in Guyana. Instead of being a neglected riverain community, Bartica has developed to such an extent under the PPPC that within one year of APNU+AFC

coming to power they would be in a position to designate Bartica as a town. But again I wish to argue that this is again another example of APNU+AFC placing the cart before the horse. Under the system of local government that we have, towns are administered by municipalities. But one does not go about establishing a municipality merely to make a community a town. Having a municipality does not make a community a town. For a community to become a town, a municipality is not a precondition. There are other things which must be in place before a community can be designated a town, and once these things are in place, then the municipality can be established.

What are these things? Firstly the community must have designated borders. This will allow for the area to be demarcated as a town. Towns have to have clearly demarcated borders. Secondly, there must be a critical mass of people. A town has to be larger than a village but smaller than a city. While there can be small towns, the area itself would have had to have been developed in such a manner that in relation to other nearby communities, it has a superior critical mass of residents in order for it to be qualified as a town. Also, the surrounding communities must have some transport links and dependence to the community that is being designated a town. Thirdly, there must be designated commercial and

industrial zones within the area being designated a town. You cannot have a town without one or the other. Bartica already has a commercial zone and some small industrial activity, but there is a need for proper zoning before Bartica can qualify as a town. Fourthly, there must be certain forms of infrastructure in place such as markets, water, electricity, hospitals, roads and bridges befitting a town. In saying that within one year it will make Bartica a town, APNU+AFC is admitting that these things are already in place, and all it is doing is hosting a ceremony to the progress that Bartica has enjoyed under the PPPC. Fifthly, there is a need to establish an adequate revenue base. This would

entail doing an inventory of the properties in the community to ensure that they can yield sufficient revenues from taxes in order to sustain a municipality. It is doubtful whether this can take place in one year. Finally, it is always advisable for a community to graduate to township status by first being designated a secondary town and then later a full-fledged town. The APNU+AFC coalition is trying to woo votes from Bartica. It need not worry. It will take Bartica and Region 8. It may however be overreaching by promising township within one year to Bartica.

A crisis has erupted at the state of the art New Amsterdam hospital over the shortage of foodstuff, with one patient dying after not eating for over one day. On Wednesday afternoon a group of concerned citizens and family members had mounted a protest action outside of the hospital. According to reports the in-patients at the hospital who are usually fed by the hospital, had not eaten since

Tuesday after it was found out that not much was available to cook. Further checks revealed that most of the rations had spoiled. According to a source at the hospital one patient went into a diabetic shock and died. According to another source, since the removal of the storage bond from the New Amsterdam hospital, the shortage of food stuff has become a regular feature.

Ration was subsequently sourced from the nearby National Psychiatric Hospital. However, according to a patient, the food stuff was placed on a trolley which was used to transport the dead. Up to yesterday afternoon

the patients were not fed. Wednesday afternoon a group of concerned citizens and family members mounted protest action in front of the hospital demanding better treatment for their loved ones who are in-patients.

=== The Freddie Kissoon column ===

Swami Aksharananda and the concept of my Jehovah Witness friend You think you understand life? Well you may try but I doubt we can ever understand it. I am not a very religious person. I embrace the philosophical thought of existentialism. But ironically religious people have had an undue influence on me. I was strongly influenced in my academic work by Catholic nun, Sister Mary Noel Menezes. She is one of the persons I respect and admire intensely. There was the Jesuit priest, Father Andrew Morrison. I owe a lot to Father Morrison. The Jehovah Witness denomination has a special

place in my heart. I came out of poverty and achieved social elevation because of a devout Jehovah Witness, Fred Philips. He was the administrator of the Georgetown Club and lived where Bonny’s Supermarket is, on Church Street. I left school at the primary level and lived a wasteful life on Durban Street. Fred Philips saw potential in me and bought all the books I needed to study privately for my GCE. If it weren’t for that man, I would probably have had a miserable future. I simply can never forget what this staunch and

devoted Jehovah Witness did for me. I have a friend who is a Jehovah Witness, Julian King, whose son is a longstanding staff at the Kaieteur News. One day, Julian gave me the answer to a question about God that somehow stays with me and won’t go away. I asked Julian how God could allow people to preach the word of God, practise religion in a place of worship yet be bad people who do wrong things. I told Julian that I could understand how ordinary people could get away with it but why doesn’t God act against people who are priests, imams and pandits but who do terrible things; things for which God should punish them. Julian with unrestrained nonchalance and a smile said, “Freddie you must understand that the Devil

comes in many forms. The Devil tries to defeat God by assuming different roles like preachers.” In other words, the Devil gets people to lose their belief in God by inserting himself into people who commit sins in the name of God.” This makes perfect sense to me. What do you think? How can people preach the word of God and be racist, narrow-minded, dishonest etc? When I read Swami Aksharananda’s poisonous condemnation of AFC leader, Khemraj Ramjattan and Aksharananda’s politically dishonest portrait of the PNC in Government and his distorted description of Guyanese history in Tuesday’s edition of the Stabroek News, the first thing that came to my mind was, “Isn’t this guy a very holy man who is disgracing himself?’ After reading his jaundiced analysis only one type of assessment flew into my mind – this was a tribal

support for the PPP to get Indians to vote for the PPP in the election. One thing for sure; after reading his caricatured commentary on Guyanese history, I have lost all respect for him. I can never see him as a true religious figure. The part of his venom that really made me livid was his return to the murder of Walter Rodney without even the decent recognition that Courtney Crum-Ewing was murdered in the midst of the election campaign. There is no mention of Ronald Waddell. Why is this so? One has to go back to ancient Hindu scripts and what those documents say about darkskinned people, Africans and the framework of the caste system. When Aksharananda (his real name is Oudaipaul Singh; the Swami title is a selfimposed one) points to Walter Rodney and leaves out Waddell and Crum-Ewing, his caste mentality was at work. Waddell and Crum-Ewing are Africans. They were victims of an Indian Government. In the caste

Frederick Kissoon system, Africans are put on the lower rung of the civilization scheme. In Aksharananda’s thinking much weight needs not be put on the lives of these two Guyanese activists. The socalled Swami told us that a trade unionist was kidnapped and flown over waters in a GDF helicopter, and threatened with death. He is referring to Gordon Todd in 1979. The incident never happened and Mr. Todd is on record as saying so. He was taken against his will and left in a far away place to walk back to Georgetown. Next, the so-called Swami refers to the concept of “PNC atrocities.” One wonders where the Swami was the past fifteen years when Jagdeo was on a rampage. I guess the two attacks on my life don’t matter to the socalled Swami because like Waddell and Crum-Ewing, I am dark-skinned. In the caste system, an Indian like me would be just next to Africans. I think it is called Chamar. Hey! I am a Chamar.

Guyanese cash jet pilot pleads guilty in deal with prosecutors One of the planes owned by the Guyanese pilot.

A Guyanese-born pilot who made headlines after he was arrested with over US$600,000 in cash he had stashed on his jet, has pleaded guilty in a Puerto Rico court. Captain Khamraj Lall, through his lawyer, Rafael Castro Lang, on Tuesday, filed court documents asking for a “Change of Plea Hearing”. The lawyer said that change was due to a plea agreement with the Government. Lall will now await a hearing on his guilty plea. Just over a week ago, Lang asked for one week extension to consider a counter-offer by US prosecutors under a plea deal. Lall, who owns Kaylees Gas Station in Coverden, East Bank Demerara, was arrested by airport authorities in Puerto Rico in November, after his jet made a stop to refuel, on its way to Guyana. Stashed in different parts of the plane was more than US$600,000 that Prosecutors say was not declared by Lall. He reportedly took responsibility for the cash at the time of arrest. On board were his father and another person. The pilot, who also

Guilty plea: Khamraj Lall owns a limousine service in Guyana, had flown President Donald Ramotar on occasions on the private jet. His company, Exec Jet Club, has a private hangar at the Cheddi Jagan International Airport. There were swirling questions over the operations of the hangar and its accessibility. Government had denied that it granted the company any special privileges and said that the operations were in keeping with regulations. Exec. Jet has reportedly also closed its Gainesville, Florida Office because of the troubles.

In addition to charges related to bulk cash smuggling, Lall is in deep trouble with the US authorities who by law can seize properties that are linked to illegal transactions. As Puerto Rico is a territory of the US, the country’s tax body, the Internal Revenue Service (IRS), had stepped into the matter, going after 14 bank accounts, a Lexus car and two planes, including the jet that Lall used on that fateful flight. Two weeks after he was arrested in Puerto Rico, US tax authorities, on December 8, filed a civil case in New Jersey. They were able to seize US$442,743.59 from accounts controlled by Lall and his companies. This is in addition to the US$600,000 that was found on the jet in Puerto

Antigua wants another stay on free movement of domestic workers ST JOHN’S, Antigua (CMC) – Antigua and Barbuda is seeking another five-year exemption to the Caribbean Community (CARICOM) Single Market and Economy (CSME) regime that allows for the expansion of the free movement of people, particularly domestic workers, a senior diplomat said. The CSME allows for the free movement of goods, services, skills and labour across the 15-member regional grouping. Regional leaders have agreed to allow university graduates, artistes, musicians, sports persons and media workers free movement. However, some countries are yet to fully implement the measures to allow nurses, teachers, artisans with a Caribbean Vocational qualification, as well as holders of Associate Degrees or comparable qualifications and household domestic workers to move freely. Ambassador Clarence Henry of the National Authorising Office (NAO) told the Observer media in Antigua Tuesday that the island had argued its position at the 40th meeting of the

Council of Trade and Economic Development (COTED) that was held in Guyana last weekend. “When a country is unable to finance its own institutions and continue to owe international and regional institutions, the country’s constraints must be taken into consideration. And the region, through its different organs and institutions, must find a way to assist member states that are challenge. “So, COTED agreed with Antigua and Barbuda that the matter ought to be sent up to the (CARICOM) heads,” he said. Henry said that while the Gaston Browne administration had made the request to COTED, the decision has to be made by the regional leaders who meet in Barbados in July. “It is our position the prime minister should be allowed to make an appropriate representation at the forthcoming heads of government meeting for its continuance. “The national free movement committee in the ministry of labour and immigration, met with myself

and were apprised of the situation, the issues and ramifications since November last year,” Henry said, noting that Antigua and Barbuda has always had a very liberal immigration policy which extended beyond the CSME free movement categories. He said there is already a very large immigrant labour force here and there would be serious ramifications if Antigua and Barbuda were to be asked to adopt an even more liberal system at this time. In 2009, Antigua and Barbuda was granted a fiveyear exemption. The island also has exemptions on the movement of teachers and nurses under the CSME. When the first exemption on domestic workers was granted, it was agreed that a study would be done on the then immigrant labour situation and the impact of adopting the free movement policy. But the findings of the study were later rejected by Antigua and Barbuda, with island questioning the method used and the accuracy, efficiency and validity of the information/ data contained in the study.

Rico, and which is subject to seizure too. Investigators, apparently working on information, started tracking Lall’s deposits to accounts held at Wells Fargo, Citibank and JP Morgan and found startling evidence that between April 2011 and September 2014, the pilot and family members deposited an astounding US$6,324,411.41 (G$1.3B). There were over a thousand transactions. The IRS believes that a scheme was devised where Lall and others deliberately deposited less than US$10,000 each time in attempts not to trigger suspicion by banks which are mandated to report transactions above that amount. Lall’s wife, Nadinee, and mother Joyce, were named in the transactions. Investigators tracking the money said that Lall and his family had properties in New Jersey, Florida and New York. The US Government said that it is not yet requesting seizures of properties that the Lalls control in three states but intends to do so, as proceeds of the deposits were

used to renovate or pay mortgages. According to the US Government, when domestic financial institutions, including banks and money service businesses, are involved in a transaction for the payment, receipt, or transfer of United States currency in an amount greater than $10,000, the institution is required to file a currency transaction report (“CTR”) for each cash transaction, such as, by way of example, a deposit, withdrawal, exchange of currency, or other payment or transfer by, through, or to a financial institution. “Many individuals involved in illegal activities, such as tax evasion, money laundering and narcotics trafficking, are aware of the reporting requirements and take active steps to cause financial institutions to fail to file CTRs in order to avoid detection of the movement of large amounts of cash.” The court documents said that Lall and his family and others “structured” their payments deposit below US$10,000. In February, Lang

disclosed that a plea bargain is being actively pursued but additional time of one month is needed. The Defence asked permission for the matter to be transferred from Puerto Rico to New Jersey for purposes of plea and sentencing. Lall’s case has been generating much attention in Guyana, Puerto Rico and mainland US, because of the amount of cash that he was found with. In February, the US Government filed applications in the District Court of Puerto Rico to seize the jet which was reportedly used in the illegal transport of the cash. Assistant United States Attorney, Maritza Gonzalez, said that the forfeiture of the plane is in keeping with the Federal Rules of Criminal Procedure. The plane in question is a 1988 fixed wing, multi-engine Israel aircraft bearing FAA registration N822QL. It is one of the aircrafts that Lall has been using to fly to Guyana. Also to be seized are the related aircraft maintenance log books and other records.

Politicians sign on to self-regulatory code of conduct - should be used as the holy grail for campaigning As politicians signed on to a non-punitive code of conduct to govern their behaviour as General and Regional elections near, stern warnings were sent their way by GECOM Chairman Dr. Steve Surujbally who emphasised that decency does not have an expiration date. Surujbally further maintained that GECOM must not be placed in a position where it must try to manage and produce credible elections in a hostile environment filled with “calculated coarseness, unnecessary vulgarity, and abominable attacks”. Dr. Surujbally dispensed the words of caution yesterday during a “historic” ceremony for the signing of the code of conduct for politicians. Before representatives of the diplomatic corp, GECOM staff, and contesting political parties, Surujbally indicated that the code was not a punitive one but was rather self-regulatory. He opined that its self-regulatory essence held its “greatness” as it called for politicians to show their control and political maturity to the voting populace. “Decency does not have an expiry date; statements used at news conferences and on roadside platforms should be to edify and inform, not to numb, mystify and create doubt and social unrest,” Surujbally said. He added, “By placing your signatures on the document, you are in effect placing our nation first; you are demonstrating your willingness and preparedness to adhere to the rules of a code of conduct which you yourselves have meaningfully contributed to.” According to the

GECOM head, the code of conduct is “here to stay” and should not be weakened by distrust or discarded for personal reasons. He further said that the code was more than a guideline but should instead be viewed as “the Holy Grail for campaigning”. Surujbally also said that adherence to the code will deal with, rather than promote, social fissures. Speaking directly to the representatives of political parties who were present at the signing, Surujbally opined that “arrogance, aggression, slanderous and openly confrontational statements on the huskings or at news conferences might go a long way to ensure the discreditation of a politician.” He also warned the representatives of the power they hold to better Guyana and to facilitate free, fair and transparent elections. “Up to now, during campaigning, you would have talked the talk but now you, by signing this document; you’ll be walking the proverbial walk. The electorate is our country’s treasure; this nation is longing for greatness; Guyana’s future is in your hands. Treat the citizenry gently and respectfully, lest it be unforgiving at the polls,” Surujbally advised. The signing of the code of conduct comes less than two weeks before Guyanese are slated to cast their votes at the upcoming general and regional elections. Furthermore, the disciplined forces are scheduled to cast their ballots this Saturday. However, though the code of conduct was lauded by many, others have raised questions on its purpose when there is no mechanism in place to adequately deal with breaches. Further, the code of

Political parties sign code of conduct

conduct had been criticized for its lateness; since the announcement of a date for elections, a number of major rallies have been held. Even more notable are the explosive comments made on these platforms by politicians ranging from character assassination to fearmongering. Only a handful of political rallies remain now that the code of conduct has been signed. The 7 parties contesting in the upcoming elections and which signed on the code of conduct are the A Partnership for National Unity and Alliance for Change (APNU+AFC), People’s Progressive Party/Civic (PPP/ C), the Independent Party (IP), The United Force (TUF), United Republican Party (URP), Organization for the Victory of the People (OVP), and Healing The Nation Theocracy Party (HNTP).

Luncheon raises more concerns over ... From page 2 since International and Local observer missions will have to “write and document” whether the May 11 elections subscribe to the standards of international recognition. While on the topic of election observer missions, Dr Luncheon also took the opportunity to provide an update on the status of the invitations sent to international observers. He confirmed that the overseas organisations sending observers for this election will include the “three C's”; Caribbean Community

(Caricom) and Commonwealth, Carter Centre, along with observers from the United Nations and the Organisation of American States. New to the scene will be the Union of South American States. Dr Luncheon added that bilateral engagements between the Government of Guyana and Suriname have seen a “favourable response” from the country's President Desi Bouterse. However, the Cabinet Secretary contended that the Administration has not fully

achieved its two objectives with relation to the operation of the international observer missions. These are with regard to getting them early enough to observe the conduct of the campaign and to confirm how many would remain in the country after polling day. “Those objectives, I must admit, have not been met,” said Dr Luncheon, “Some of the observer missions are here already, in the context of the campaign activities, and others have clearly identified their intention to remain after May 11.”

Woe to Guyana if Chinese go into fishing - Businessman Chinese have already made moves to get into the fishing industry, but while fishermen expressed concerns over that worrying attempt, local businessman, Jacob Rambarran has explicitly stated that Guyana would be in serious trouble if the Chinese enter the country’s fishing industry. Rambarran said that Chinese nationals have, in recent times, taken over the mining and logging industries while maintaining a strong grip on commerce. During a recent interview that was aired on Channel 13, Rambarran sided with critics who had before stated that Bai Shan Lin is raping the forest while giving Guyana little or nothing in return. He projected that the same thing would happen if the Chinese go into the fishing industry. The only difference is that lots of Guyanese will be put out of jobs and the price for fish would skyrocket. Discussions have already commenced between officials of the Agriculture Ministry and representatives of interested Chinese fishermen. The foreigners sought clarification on various aspects of the country’s fishing sector, including local legislation. Minister of Agriculture, Dr Leslie Ramsammy has said, “They (Chinese) are seeking

Businessman, Jacob Rambarran clarifications on our laws… we (Ministry) are seeking more information about their interest.” The last time the Chinese fishing matter came up; members of the local industry had expressed grave concern over those operators entering the sector. Local fishermen were initially concerned about purported additions to the fishing industry. The Guyana Association of Trawler Owners and Seafood Processors (GATOSP) had expressed unease when allegations surfaced that some 40 fishing licences were being granted to Chinese nationals. The Agriculture Ministry had

however, clarified the matter stating that no licences had been granted. Local fishermen were more concerned about the purported additions to the fishing industry since they claimed that they were being asked to reduce their operations because of depleted resources. During his interview, Rambarran said that that fishermen are already struggling to cope with high fuel prices and “if government should grant fishing licence to the Chinese, it is going to be a disaster for all the people involved in fishing whether they work in the processing plant, dry fish or sell fish.” He said, “No one will be able to monitor the Chinese; they will not only fish. They are going to catch everything in the ocean and they are going to have one large processing plant.” Rambarran added, “They are not only going to source fish using their own boats, they will buy from local fishermen….there will be less for local consumers, the price will go up. People will lose jobs. The businessman explained that the Chinese have fished their entire ground and are now coming to small countries, “and catch everything. There will be no monitoring.” He said that the same thing that is happening in the logging industry will happen in fishing.

Three more wardens held for Hospitals fail to report smuggling narcotics and other stillbirth, Ministry unable contraband items in to prison to launch investigation

Three Prison Wardens have been handed over to the police following the discovery of a number of contraband items which they were planning to smuggle into the Georgetown Prison. The Wardens were held with the items on Tuesday night after random searches were carried out on their persons by their superiors. Among the items found were narcotics, cigarettes and fronto, (raw tobacco used to smoke marijuana). At the time of the search, the ranks were reporting for duty. “They were being briefed and then we decided to do a random search,” a source at the Georgetown prison told this newspaper. Within recent times, quite a few prison staffers have been placed before the court for attempting to smuggle contraband items into the

main penal facilities. Director of Prisons Welton Trotz, told Kaieteur News that although authorities have put arrangements in place to address the problem, there will always be some openings that are created by prison employees themselves and relatives of prisoners. “We do random checks on our officers and inmates are checked daily,” the Director explained. Smugglers have been using ingenuous methods to beat the system, including stashing the contraband in food stuff as well as strapping it to their bodies. This is in addition to the age old method of throwing it over the prison walls. Studies have shown that most of the illegal items that find themselves behind prison walls are smuggled in

by prison officials themselves, while a small percentage enter the institution th r o u g h prisoners with collusion from wardens. Several searches have unearthed a number of illegal items, including cellular phones and weapons, both original and makeshift. And Director Trotz has vowed to ensure that the lid is tightly placed on smuggling and other criminal activities within the prison system. “This Director will not just sit down and allow the image of the prison to be tarnished. I don’t want to be a part of this. I prefer to go home than be a part of criminality within the system,” he declared. The three Prison Wardens are expected to appear in court sometime today.

Guyanese great-greatgrandfather killed by hit-and-run driver (New York Daily News) A vibrant Queens greatgreat-grandfather who loved to pedal his bike around the neighborhood has died after being critically injured by a hit-and-run driver, police said Tuesday. That driver, who fled in a blue sedan after striking Mohamed Ali, 88, on April 16 on 131st Street near Rockaway Boulevard, in South Ozone Park, was still at large on Tuesday, two days later Ali was laid to rest during a ceremony in Queens, his family said. “He was so full of life,” his daughter, Razia Ali, 51, said. “He was not the type of guy to be sitting around — he was riding a bike at 88!” The Guyanese immigrant was the patriarch of a brood of six kids, 10 grandkids, 11 great-grandkids and two great-great-grandkids, Razia Ali said. “He made us laugh. He was jolly,” she said. The elderly man had worked as a security guard before retiring, his daughter added. He often ran errands on his bike or rode around for recreation, she said. It was not known where he was going on the day he was struck, nearly two miles from his home, she

funds for airfare and accommodation. He added that though they were able to secure $2M through the Ministry of Health for the girl's treatment, much more is needed. Records seen by this newspaper indicate that Colleacia's case was an urgent one. Her father added that the tumour was far along and required emergency surgery. Meanwhile, Colleacia is struggling each day with her condition. Her father said that she has not returned to school and is unable to walk on her own. He said, too, that she had been experiencing a lot of intermittent pains along with other difficulties. “It's not something easy to have to be watching someone you love so much deteriorate right before your eyes,” the distraught father said. Persons interested in making donations to Colleacia's overseas treatment, can do so through Republic Bank account 730-269-1. The girl's father can also be contacted on 699-1005 and 622-4080. Additionally, JIPA Network, which is responsible for the girl's treatment, has provided a bank account in the USA where funds can be sent to support Colleacia. Like the mothers of the three children Jaden Mars, Akeela Benons and Kevon Critchlow, who died due to the alleged negligence of the health sector, Teresa Lalltoo, the woman who gave birth to a stillborn baby girl last Monday is now seeking justice for the loss of what would have been her second child. The woman’s family has been on some run around to get answers and justice for their relative, who is now struggling to recover from her trauma. The woman claims to have suffered due to the ordeal which altogether could have been avoided, had it not been for bad medical practice and irresponsible calls by both doctors and nurses. Dave Lalltoo, the woman’s brother, said that yesterday he along with a close family friend went to the office of the Chief Medical Officer (CMO), Shamdeo Persaud, but was greeted by the CMO’s Secretary. He said that he related his sister’s incident to the very understanding Secretary who then made calls to the Matron of the Georgetown Public Hospital (GPHC) and to the Administrator of the West Demerara Regional Hospital (WDRH) to make enquiries into his claims. She was unaware of the incident but she was unsuccessful in obtaining any information. She then informed him that neither of the hospitals sent a report of the matter, and advised that an investigation is not possible without the reports which should have been made within 24 hours of the occurrence. He said that he ventured over to the WDRH to meet

Dave Lalltoo consoles his traumatized sister, Teresa Lalltoo with the Administrator. He said that the Administrator was quite reluctant to speak with him, but eventually he did with much scorn and pretense of not being aware of the situation. The man has opined that the WDRH is trying to turn the attention away from the institute as they attempt to evade being culpable by pretending not to “know anything.” He said that something that has raised some questions in his mind is that the referral letter from the WDRH to GPHC stated that the foetus’ heart rate was 160, and that the death certificate issued by the GPHC stated that the baby died at the WDRH. “Nobody wants to be blamed; WDRH don’t want to take the blame” he emphasized. understands that the Opposition, APNU+AFC, has contacted the family offering legal support. Dave Lalltoo has expressed some appreciation for the generosity and sympathy shown by the Opposition and the CMO’s secretary. A police report was made at the Vreed-en-Hoop police station since the family intends to take legal action against the hospital. Meanwhile Natalie Caseley is awaiting a response to her application for a court hearing at the Georgetown High Court, against the GPHC as she is certain that her four-year-old son, Jaden Mars, was a victim of malpractice of health practitioners at that institution. Mars died December 2013. Caseley is anxious to receive information on the new investigation that the Health Minister, Dr. Bheri Ramsaran claimed to have launched some two Mondays ago.

Minister relieved of duty

Page 27

…Nageer says President’s action is a desperate attempt to regain confidence and support Minister of Health, Dr. Bheri Ramsaran, has been relieved from his post as Minister of Health amid a bitter scandal involving human rights activist, Sherlina Nageer. Dr. Ramsaran has been replaced by Dr. Jennifer Westford, the country’s current Minister of Public Service. Over the past nine days, two recordings surfaced with the former Health Minister being verbally abusive to Nageer; in one he was heard threatening to slap her and have her stripped. Dr. Ramsaran made headlines when last week, a recording of him calling the women’s rights activist “an idiot”, “a little piece of shit”, threatening to “slap her ass...just for the fun of it”, and to have her stripped by “some of my women” surfaced. The first recording caused quite a stir with even several members of the diplomatic corps condemning Ramsaran’s actions. It did not even end there, however. The day after he issued an apology for his “harsh words” Ramsaran launched into another tirade against Nageer. The second time the Health Minister was recorded labeling Nageer a “miscreant,” saying that she was in need of “psychiatric help.” With elections less than two weeks away and with pressuring mounting from all sectors of society for him to make the “right move”, President Donald Ramotar yesterday announced that embattled Dr. Bheri Ramsaran

The former Health Minister during the first tirade against women’s rights activists, Sherlina Nageer has been relieved of his ministerial duties. This was after a meeting between the two. A release from the Office of the President said “Minister Bheri Ramsaran has since been relieved of his Ministerial duties following a meeting with the President. The President reiterates his outrage at the verbal outbursts and insults uttered by the Minister recently.” The statement did specifically say that Ramsaran was dismissed but did not specify whether Dr. Ramsaran will continue serving as a member of the Cabinet. Speaking to Kaieteur News yesterday, Nageer made clear that she was not appeased by the action taken against Ramsaran. The human rights activist has been conducting picketing exercises outside various public offices including the Ministry of Health, and the chambers of

Attorney General and Minister of Legal Affairs, Anil Nandlall. Not only did she reject Ramsaran’s first apology, she too had called for Ramsaran’s removal from public office. The activist yesterday said the actions taken against Dr. Ramsaran were “too little, too late.” Nageer maintained that there are too many other ministers and public officers who indulge in the abuse of power and menacing behavior that are yet to be sanctioned by the administration. She pointed specifically to Attorney General (AG) Anil Nandlall, who is still in position after issuing threats to Kaieteur News, soliciting a female journalist whom he referred to as a “little thing” for his uncle as well as admitting to misappropriating public funds. “I think it should be taken with a huge grain of salt. Magistrate orders psychiatric evaluation for defendant Magistrate Sunil Scarce on Tuesday recommended that Junior Adolphus should undergo a Psychiatric evaluation. Adol p h u s o f Richmond Housing Scheme was the father who tried to kill his son last week at his home. Adolphus, 30, appeared at the Anna Regina Magistrate’s court on Tuesday and was ordered by the Magistrate to return to court on June, 2. Magistrate Scarce asked Adolphus what prompted him to want to kill his son and Adolphus told the court that he was sorry for his actions. He also described his erratic and estranged behaviour as troubling. Scarce recommended that Adolphus’s health be investigated, before any charge is imposed on him by

the police. Police mentioned that on April 23, last, Adolphus held a knife against his son’s neck and attempted to sever the child’s head. The child’s mother, who saw what her husband attempted to do, ran to her son’s aid. He was

subsequently transported to the Suddie Public Hospital where he received medical attention for a laceration to his neck. Adolphus has been fingered in a series of other incidents on the Essequibo Coast.

Woman busted with coke strapped to her body A Guyanese woman is now in police custody after she was busted with cocaine before she could board a flight at the Ogle Airport, bound for Barbados. The woman had the drug strapped to her body when ranks from the police antinarcotics unit intercepted her. Meanwhile, the woman found with the drugs is expected to be charged and

placed before the courts as early as today. The ranks also detained another woman who they believed was travelling with the suspect, after they harboured suspicion that she too had ingested drugs. However, an x-ray did not reveal any drugs in her system and she denied that she was travelling with the suspect.

under pressure to secure their position as the ruling party,” Nageer said. She added that government’s decision can be seen a desperate attempt to regain confidence and support of Guyanese, who have been affected by incident. Meanwhile, the Guyana Trade Union Congress said that it took note that Ramsaran has been relieved of his portfolios by the President Donald Ramotar days after his abuse Nageer and only after public pressure from all quarters. By way of public statement, the umbrella union said though it welcomed the move, it was “looking through the lens of the trade union

being relieved from duties does not necessarily translate to being fired.” It went on to state that this is the first time the Head of State has relieved a minister of duties and “it only comes at a time when the PPP (People’s Progressive Party) is desperately seeking every vote in society and women are considered a critical demographic.” “As such this must be seen for what it is, another cheap political exercise because Dr. Ramsaran will receive his salary for the month and retain access to all state privileges, inclusive of vehicles which taxpayers will continue to shoulder the burden,” the GTUC noted. Tackling ‘woman’ violence from the root It may seem as though the media has been exploding with sanctions for violence against women in Guyana recently. However, it is not merely as effective as abuse itself which continues to occur daily. Sadly the act of violence is not limited to a particular age, class or culture in society. Lately, a brutal murder of a young girl was carried out by her not so adult boyfriend. Also making the headline was a person holding a prestigious recognition abusing a female activist. Members of Guyana’s two main political parties and concerned citizens have been critical of this unacceptable behaviour which has in some cases led to women being murdered. The APNU+AFC female candidates have tailored their

campaign to the rights of women as they pledge in striving to eradicate woman violence which has been very prevalent in Guyana. Help and Shelter has also recently reemphasized the prevalence of domestic violence in Guyana. They reminded that the shelter is open for counseling to abused women and their partners who would have perpetrated the act of abused. Shelter is provided for women who have decided to walk away from abuse and have nowhere to turn to, along with their children; if any is involve. The shelter which is free of cost, accommodates these women for six months, however, this can be negotiable according to their circumstance. Abuse is not limited to a single avenue; it comes in

various forms that women are not aware of, so they pass it by with their acceptance of the situation. It is almost sure that “bird calling” in the streets were taken as compliments or mere annoyance with no consequence by women. However, like all the other types of abuse, Street harassment is now being fought against. The “Witness Project” an initiative of the Margaret Clemons Foundation, in partnership with Help and Shelter, has embarked on a campaign which targets one root to woman violence. The campaign “IT’S NOT A COMPLIMENT- IT’S STREET HARASSMENT” was initiated to bring awareness and to educate not only women, but also men on the vile behavior, street

Murdered Jamaican ganja farmer was robbed Investigators are trying to establish if it was a heated dispute for the control of marijuana sales in the Berbice River or a plain robbery that led to the murder of a Jamaican man in the Kimbia area a few days ago. Police investigators who travelled to the area on Tuesday are in the process of gathering information about the murder of the man who has been identified as Allister Delion of Spanish Town, Jamaica. Kaieteur News was told that Delion was a member of the Guyana National Service

farming area for the past five years, carrying out agricultural activities, which includes the cultivation of marijuana. It is alleged that he and his gang were having a dispute with another that is also engaged in similar activities in the same area. According to a source, reports reaching the police are that the other gang invaded Delion’s camp and robbed him of about $2M, shooting him in the process. The source said that another man from Delion’s camp is believed to have been wounded, but is reportedly

seeking medical attention at an unknown location. Since the body may be in a state of decomposition, it is not clear if it will be brought out from the location or arrangements will be made to have a post mortem done on sight and bury it right there. “What we’re hearing is that this thing happen like two days ago. We don’t have a name or any information on who kill him,” the source told this newspaper. “People hardly live there… most people planting ganja there,” the source added.

Minister relieved of duty From page 27 body posited that in order to demonstrate that this is not another exercise in “cheap politicking the President must now move to remove Dr. Ramsaran’s name from the List of Electors so that after May 11, whether the PPP wins or lose Dr. Ramsaran is not given another chance to enter the National Assembly as a representative of the people.” On Monday, General Secretary of the PPP, Clement Rohee, told the media that the Party’s executive committee had “sanctioned” Minister of Health, Dr. Bheri Ramsaran. He was unable to say what punitive measures were taken but stated that Ramsaran was spoken to “seriously.” “We have sanctioned the comrade…He was spoken to very seriously,” said Rohee. He added that whether Ramsaran resigns or is removed from his Ministerial post is left to Ramotar’s discretion. The umbrella union body

warned Guyanese not to be fooled by this political gimmick since the President has “ignored public outcries on the wanton abuse and acts of threats by his other ministers, among them Attorney General Anil Nandlall who made sexual statements about a female reporter and Minister of Home Affairs Clement Rohee despite the National Assembly vote of a noconfidence in his poor performance.” GTUC is of the view that if the President can relieve Dr. Ramsaran from duties he can relieve former President, Bharrat Jagdeo from behind him campaign with “his crude and bovine behaviour that is creating division through fear mongering.” The body said that the Minister who is overheard threatening to get women to strip Nageer suggests that the he, his government, or those whom he associates with could commit criminal acts against those whom they

want to be silenced. “This revelation certainly causes one to wonder how many times this may have happened before where persons have been commissioned to commit acts of criminality to silence PPP dissenters. This nation can recount tales of hired mercenaries paid to commit atrocious acts.” It said, “Ramotar and Jagdeo governments have been one of a culture of violence and fear and the nation must remember the President’s recent threat to an Amerindian public servant from Aishalton with a slap were Mr. Jagdeo present which is similar to that expressed by Dr. Ramsaran.” Governance under their leadership has seen policies that condone violence which continue to be used to seek political mileage and divide the nation. ”The disbanding of the Military Crime Unit is another effort that their leadership sees crime as functional,” it ended.

harassment. It seems as though, not only were the organizers of this campaign thinking out the box in identifying one cursor to the ongoing problem of woman violence, but some among them might have at some point been a victim of the violation. Alysia Christiani, a representative of the Witness Project, is able to proudly be a part of the initiative, as she too has been a victim of one of the worst types of street harassment while she was in New York. She now hopes to empower other women as she encouraged them to join in the fight against this unlooked at and prevalent issue. Christiani said, “We need to educate both men and women as to how street harassment is not just a compliment, but how it inhibits a woman’s ability to move about freely and without fear in public spaces.” Women are hardly able to traverse the streets without gaining too much or in some cases unwanted attention by men. Some women who do not understand the gesture behind the comments they receive on the streets, may take it as a compliment, when in reality, it is an attack on the woman depending on the thoughts of the man whom is sanctioning. Although some men may mean no harm as they genuinely give a compliment to a woman, many are in the habit of

addressing women with provocative slogans and actions with the intent to possibly maim her. “Street Harassment ranges from leers, whistles, honks, kissing noises, and non-sexually explicit evaluative comments, to more insulting and threatening behavior like vulgar gestures, sexually charged comments, flashing and stalking, to illegal actions like public masturbation, sexual touching, assault and murder.” The campaign which will be running for the rest of the year will see oversized posters featuring women and girls reacting to commonly used catcalls will be papered on participating businesses and public buildings across Guyana by the members of Witness Project. According to reports some major businesses has already came on board with the project. Along with the posters being put up, youths will be engaging in public handing out of flyers. There will be open discussions in the streets, defining street harassment to clarify why it is a problem. The public is also invited to join the on-going online discussion aimed at educating the public and brainstorming ideas on how to end street harassment. Rosheni Takechandra, the Project Director said that she is

committed to leading the projects’ youth in this new endeavour. “It’s Not A Compliment it’s a much needed space, tool and campaign to make a strong, firm and powerful statement in the Guyanese Society. “Witness Project has chosen to tackle this issue because though street harassment is seen as a minor and accepted offence (if it’s seen as an offence at all), is in reality a form of sexual harassment and the gateway to increased violence against women.” “Women will no longer stay silent on matters that concern their safety and freedom of expression in public spaces. This campaign is using marketing strategies and the arts to give women and girls a platform to make their voices heard. It is giving women and girls a space to work side by side with decent men to bring an end to the vile and worthless act of street harassment.” Help and Shelter said that the campaign is a continuation to its mission to end the cycle of violence against women and children through the use of the arts. With the prevalence of woman violence in Guyana, violence against women is being taken seriously. Women are advised to break the silence on any form of abuse, including street harassment.

Triumph man killed after car crashes into guard hut Police are blaming speeding for the death of 22-year-old Arif Williams who perished when the car he was driving crashed into a guard hut at Montrose, East Coast Demerara on Tuesday night. Williams was pronounced dead at the Georgetown Public Hospital hours after his rented car toppled several times, while his female companion Ashley Singh was admitted a patient at the same institution. The security guard, who was in the hut at the time, also received injuries but was treated and sent away. Police said that their investigations revealed that Williams of Triumph, East Coast Demerara was driving a rental car allegedly at a fast rate around 22:30 hours, when he reportedly swerved from a pedestrian who was attempting to cross the road and the vehicle toppled. The vehicle struck the guard hut of a residence, resulting in injuries to security guard Mahendranauth Krishram, 52, of Atlantic Gardens, ECD. A police told this newspaper that Williams had picked up Singh his girlfriend, and was heading west along the Montrose Public Road to purchase food. The source said that after swerving from an object, Williams’ car rolled over many times before slamming into the guard hut located about 60 yards off the public road. Williams was reportedly hurled from the vehicle and landed several feet away. “It clearly showed that he was pacing the road. It is highly impossible for him to reach where he landed if he wasn’t speeding,” the source said. Williams’ death has taken the country’s

Dead: Arif Williams road fatality figure to 34. It came after the death of a woman at the GPHC, yesterday, one week after she was involved in a vehicular accident in Berbice. It also comes at a time when the police traffic ranks have been controversially ordered to “go light” on speeding and drunk driving offenders. Figures show that from an average of 500 speeding cases per week, the Police Traffic Department recorded no such case for the period April 19 to April 25. There were also no recorded cases of driving under the influence of alcohol, a noticeable reduction from the high figures previously recorded. And this is despite the recent acquisition of radar guns and breathalysers, at a significant cost to taxpayers.

SELECTIVE REMEMBERING OF GUYANA’S POLITICAL HISTORY DEAR EDITOR, By asking whether PPP women are being trained in the art of public stripping, Dr David Hinds is engaging in some selective remembering of Guyana’s political history. The public stripping of women has always been part of the racial violence that has marred Guyana’s political landscape. It did not only happen in the 1960s but in the post elections violence of January 1998, and onward through the terrorism that gripped the East Coast villages in particular and had its epicentre in Buxton.

The women selected for stripping in these attacks were perceived to be PPP supporters, i.e., Indian women. They were not only stripped and humiliated but the stripping was more often than not a precursor to rape. Both GIFT and GIHA compiled reports on these violations and recorded accounts from the women. The hurt and humiliation that these Indian women experienced have never been validated or given legitimacy in our nation’s collective memory. The perpetrators were not only men but included women

and the atrocities were always accompanied by curses and racial pejoratives. It is disappointing that Swami Aksharananda in his letter requesting Minister Bheri Ramsaran’s resignation failed to mention any of this, and to make the point that the public stripping and assault of women are nothing new to Guyana’s political culture. He was there in both GIFT and GIHA and heard many of the accounts of the atrocities first-hand. The outpouring of anger that Dr Ramsaran’s threat of stripping has generated gives hope that any such act

done by any person of any political persuasion in the future would result in as much rage and disgust, and would lead to criminal charges being laid against the perpetrators as should have been done in the past. There is a distinct impression that because of the PPP government’s arrogance and corruption the coalition should be held sacrosanct and above all criticism and questioning. If this is a predictor of the coalition’s style of governance should they win, where is the change? Ryhaan Shah

The PPP lacks the vision required to move... From page 4 mongering. The people of Guyana know that Granger and the APNU+AFC pose no danger but instead are game changers. The fear of the PPP leadership and the reason why they see the APNU+AFC movement as a danger is that the APNU+AFC and Granger represent the new politics that is needed to usher in National Unity and National Development. The PPP knows that the only people that Granger is a danger to, are persons in-

volved in criminal activities and those who intend to commit crimes against the state. The real danger to the PPP has been technology; not Granger. Access to information continues to work against them and their messages of doom and gloom. A visit to Wikipedia would show scores of Political leaders who served in the military. The United States of America; of her 44 Presidents, 26 were Military Veteran, 20% of Congress (2013-2014) were Mili-

tary Veterans, 73% of Congress (1971-1973) were Military Veterans. Four of Great Britain’s Prime Ministers (Winston Churchill, Clement Attlee, Anthony Eden and Harold Macmillan) were Military Veterans. Like on so many other issues in these elections, the PPP is again on the wrong side of history and continues to show that it lacks the vision and the forward-looking strategy that is required to move Guyana to modernity.

The PPP on this issue, and as reflected by its policies and programmes over the last 23 years, is bent on ‘small-tent’ politics; the politics of subtraction and division, a formula that has left us a broken and divided nation. APNU+AFC is the future; ‘big-tent’ politics, six political parties committed to the formation of a government of National Unity. This is the way forward, this is a winning formula for Guyana. It is Time. Mark Archer

Guyana’s prime timbers – over-harvested... From page 5 overharvested, and are extinct or approaching commercial extinction in accessible forests. The ratio of their log volumes to total log volumes far exceeds the ratio of the volumes of the standing trees in the forest to total forest volume. Secondly, these four species together comprised more than 50 per cent of total log exports in all but one year (2004), and more than two-

thirds of all log exports between 2007 and 2010. The remarkably large difference between the declared FOB prices for logs exported from Guyana compared with the declared CIF prices for the same or similar timbers landed in China and India is conventionally a signal of transfer pricing. This practice involves incorrect Customs declarations and indicates collusion by the GFC and the

Guyana Revenue Authority. In addition, taxes for our excellent timbers are notably much less than for equivalent timbers in Malaysia. So the answers to Q1 are that harvesting is excessive and unsustainable, pricing is wrong and taxes are too low. Corroboration about Customs fraud is in the report on ‘Illicit financial flows from developing countries: 20032012’ from the Washingtonbased Global Financial Integrity (December 2014). These flows are estimated for Guyana at US$ 84 million in 2003 rising almost continuously to US$ 440 million in 2012. Around half of the illicit flows (US$ 1464 million for 2003-2012) are attributed to export underinvoicing. The Asian log exporters will continue to cream

Guyana’s fragile forests of commercially desirable species until the last tree is harvested. They are supported in their quest by the explicit statements of the President (KN, 28 August 2014, ‘President Ramotar condemns “attacks” on Chinese investment’), the Minister of Natural Resources and the Environment (SN, 6 September 2014, ‘Natural Resources Minister blames energy cost for lack of valueadded forestry’) and the GFC (Guyana Forestry Commission’s Fact Sheet on Forest Management - debunking misrepresentation. Part 2. 16 August 2014; accessed on Ministry of Natural Resources and the Environment’s website on 17 September 2014). I will address questions 2 and 3 in subsequent letters. Janette Bulkan

Manufacturers, private sector bigwigs ‘eagerly’ awaiting meeting with Kellier over sugar tax The Gleaner - President of the Jamaica Manufacturers’ Association (JMA) Brian Pengelley, says he is eagerly awaiting a meeting proposed by Agriculture Minister, Derrick Kellier, on the impending imposition of a tax on imported refined sugar. Imported refined sugar is one of the main ingredients of many manufactured products, particularly in the beverage industry. Speaking at a press conference at the JMA’s office in downtown Kingston, Pengelley noted that there has to be another way to support the sugar industry. According to him, taxation will only create negative repercussions for poor people of Jamaica. Chief executive officer of LASCO, Lascelles Chin, President of the Private Sector Organisation of Jamaica, William Mahfood, and private sector leaders are attending the press conference. Last week, Kellier, announced that a cess

will be imposed on imported refined sugar as part of plans to restructure the regime governing the importation of that product. The decision has angered manufacturers, with declarations coming from the JMA and the PSOJ that members will not pay the tax on the product. However, some stakeholders have come out in support of the move. Chairman of Worthy Park Estates Limited, Peter McConnell, says the decision is an attempt to reduce the impact of falling international prices on local producers. The Jamaica Cane Products Sales Limited, Karl James, Pan Caribbean Sugar Company Limited and the All-Island Jamaica Cane Farmers’ Association have also voiced their support for the move. In a statement Tuesday, the Agriculture Ministry said it remains open to continue the dialogue with the JMA and other stakeholders to arrive at a mutually acceptable solution.

MPs clash over PetroCaribe consultancy

Jamaica Observer Government Member of Parliament Fitz Jackson and Chairman of the Public Accounts Committee (PAC) Audley Shaw locked horns at yesterday’s sitting of the PAC at Gordon House over issues surrounding the US$84,000 consultancy engaged by the PetroCaribe Development

draft document prepared by the consultant because of concerns about intellectual property rights, among other issues. A guarded Financial Secretary Devon Rowe explained that the issue had now taken on legal dimensions, and that he had to be cautious about

liabilities could come to the PetroCaribe Fund,” he said. Rowe said a copy of the document was with the PDF, but that the fund had not taken ownership of the document and has, therefore, not implemented any of its recommendations. “The fund has developed its own risk arrangements,”

In response to the Auditor General’s concerns about a formal risk management framework not being in place at the PDF, the board revealed that it had “not accepted” the

I am very concerned about what I say, but the PetroCaribe Fund is being careful in terms of how it takes ownership of a document which may prove, or not prove, that there are intellectual property issues. The fund, he added, was also seeking to recover what it has spent so far, and has been in discussions with multinational auditing services firm, Pricewaterhouse Coopers, with a view to engaging a new consultant. Shaw demanded to know what the specific legal process was, as well as what “other issues” were involved in the dispute.

Agreement clears way for oil exploration off Barbados Daily Nation Government has signed two licences with BHP Billiton, clearing the way for the Australian oil giant to explore for oil and gas offshore Barbados. Prime Minister Freundel Stuart and BHP Billiton Petroleum vice president, exploration, Dr Niall McCormack signed the agreements yesterday morning during a ceremony at Government Headquarters, Bay Street. Stuart said this latest step would “send a clear message to the industry that Barbados is opening for business and is serious about the development of its offshore petroleum sector”. He added that Barbadians “stand to reap early benefits on executive of the licences through the negotiated provisions for annual training, scholarships, local content, coastal and marine environment research and the acquisition of critical

equipment and software”. BHP Billiton’s licences are for the Carlise Bay and Bimshire blocks, which are located approximately 40 kilometres south east of Barbados. They cover 5 000 square kilometres and are located in waters ranging from 1 200 to 2 000 meters deep. McCormack said based on what his organisation knew about the geological

trend in the area “we are optimistic about our chances of discovering hydrocarbons within these blocks”. Now that it has been licensed, BHP Billiton has to get Government’s approval of an environmental impact assessment and environmental plan to start the first phase of its work, which is a 2D seismic survey on the two exploration blocks.

Venezuela cuts working hours to tackle energy crisis CARACAS, Venezuela (AP) — Venezuelan government workers are getting a few extra hours off each day as officials try to save on electricity. Starting immediately, government offices will stay open only six hours a day, closing early at 1 p.m., Electric Energy Minister Jesse Chacon said. Earlier this week, Chacon said the country saw a sudden jump in power

usage over the last week because high temperatures led to greater use of air conditioning. Many key sectors are exempt from the cutback, including schools, clinics, the oil industry and security forces, he said. Officials said they’ll also increase inspections of hotels and shopping centers to ensure their compliance with mandatory reductions. It’s unclear how long the

emergency measures would last. A lack of infrastructure investment and surging demand driven by some of the world’s lowest tariffs has been battering Venezuela’s electricity sector for years. The socialist country suffered major blackouts in 2012 and 2013. The administration blamed the power outages on sabotage, while opponents said they were the result of government incompetence.

Bachelet asked Congress to fasttrack measures to fight corruption SANTIAGO, Chile (AP) — President Michelle Bachelet is endorsing anticorruption measures and launching a dialogue for a new constitution after a series of recent scandals. Bachelet asked Congress to fast-track the measures to fight corruption yesterday after announcing that businesses will no longer be able to contribute to political parties, which will now be financed by the government. “This not only prevents conflicts of interest but also establishes harsher penalties,” Bachelet said. The measure, she said, is “important to help end bad practices of clientelism and influence peddling while it allows a larger oversight than what has been carried out by previous authorities.” Chile’s

corruption is among the lowest in South America. But trust in politicians and the business elite has been eroded after a bank loan scandal involving Bachelet’s son and a campaign financing scandal involving

right-wing politicians and a prominent financial company. Bachelet won the presidency last year promising to fight against Chile’s inequalities and the flap involving her family has taken a toll on her image.

Phil Simmons should demand culture change from WI players DEAR EDITOR, The recent humiliating loss to England has once again shown that the West Indies team is still wind-less. They continue to be blown in all directions, even by a mild storm. The arrival of a new Coach has not changed much within the team and while it is early days yet, the signs seem ominous. I recalled sometime ago the dubious display by some WI players immediately after a loss, partying in the stands. Such grandstanding seems to still ignite the negativity of a flagging team. The signs of grit and determination, putting in the extra effort in the nets, arriving to practice in a timely manner including on the team bus and the burning desire to listen and learn have been sporadic rituals of the current players. Instead the usual temporary flair, flat-footed drives, repetitive blunders and waning energy shift have signified the lackluster creativity and attitude. Frustration has crept in so often whenever a partnership grows and it is the same frustration that erupts whenever there is penetration from the opposing bowlers. Batsmen rejoice upon reaching a century but lack the discipline to bat deeper and firmer. Personal milestones became more significant than that of the team goals. These are images that are more reflective of club matches. Not surprisingly it is the shallow depth by which the think tank remains. I am of the firm opinion therefore that new Coach Phil Simmons must instill a healthier culture of refined work-ethic, passion and uniformity in team building as well as meticulously shaping the fighting spirit that so epitomizes the maroon colour. The script or the riot act should not be held in isolation since too many players are being recycled, excused so that they can play IPL, decide when they are available, while others cannot withstand the physical demand of international cricket. Which other country in the world accepts such callous maneuvering and the administration accepts it? The time has come therefore for a serious selfappraisal review of every player and this should be done by the Coach. I was indeed pleased that Caricom has taken a more

attentive approach to the governance of West Indies cricket through fruitful discussions with the WICB. Inherent in such discussions therefore should not exclude the lackluster culture that seems to reduce the competitiveness and fire within the team. This is an ideal opportunity therefore for the former West Indies all-

rounder Phil Simmons to make a colossal impact on the future of West Indies cricket. The statistics are not overwhelming and will not change over-night. However, Simmons will know best that demanding a culture change will inevitably create a formidable force of continuity, consistency and potency. Elroy Stephney.

Today is the final countdown for ‘The President’s 9-Hole Golf League’

Battle lines drawn this evening in Guyana/Suriname friendly

Today marks the end of 6 weeks of refreshing golf play for the 19 golfers who participated in the exciting President’s 9-Hole Golf League at the Lusignan Golf Club. Table1 gives the outlay of the current 8 best net finalists, over the last 5 weeks, though upsets are always possible when counting net scores. For amateur golfers the Net score really tests the proficiency of the better golfers, since the handicap allows weaker players to still get a chance at rating well. In the current scores, President David Mohamad and experienced Kishan Bacchus are in the lead, but

they have not always been there and it is possible that they can be displaced; this adds to the excitement of the game! All golfers will certainly try to put their best play forward today so that the 1st to 4th places in the Net scores is open to at least 8 possibilities! The Gross 1st and 2nd seem fairly clear at this stage. Avinda ‘Gangully’ Kishore – former Guyana Open Champion when at age 18 seems bent on taking away the Best Gross prize, while former Club Captain and veteran golfer Patrick Prashad also seems set on the 2nd place in the Gross ratings. Only phenomenal play can

see those two places being changed. Table 2 shows the top Gross scores. Club President, David Mohamad, has already informed golfers that there will be 4 Best Net prizes and 2 Best Gross prizes. Moreover, for golfers present at the final day’s play, there will also be some surprise prizes! The public is invited to view this upcoming Thursday 3:30 p.m. final League tournament – like all other tournaments at the Lusignan Golf Course - free of charge. This weekend, Saturday 2nd May, there will also be a Beacon Ministries sponsored 18-hole tournament at the Course.

By Franklin Wilson in Suriname in association with Fazia’s Collection and Fitness Express Good old rivalry in the field of sports will be renewed this evening at the Andre Kamperveen Stadium when football foes Guyana and Suriname clash in a friendly international game as both nations prepare for the FIFA World Cup Russia 2018 qualifying which continues in June with second round matches. While the teams have enjoyed fierce battles over the years with Guyana holding the upper hand in the recent past, focus would be on getting necessary leg hours ahead of World Cup qualifying, Suriname set to open away to Nicaragua on June 7 at the EstadioNacional Dennis Martinez, while Guyana is away to St. Vincent & the Grenadines on June 10 at the Arnos Vale ground. The respective Head Coaches, Jamaal Shabazz and Dean Gorre’ and other officials were yesterday present at a press conference held at the Excellence Hotel, Paramaribo. Debutant Captain Dwain Jacobs said he is looking forward to start his campaign on a winning note if not a draw to keep the team on a high as they seek to maintain their unbeaten record so far this year in international friendly matches. Guyana drew with Barbados in the Land of the ‘Flying Fish’ which was followed up by wins against St. Lucia and Grenada at home. Secretary/CEO of RHTYSC Hilbert Foster stated that the day’s tournament is expected to be quite exciting as players of the calibre of Delbert Hicks, Akshay Homraj, Balchand Baldeo, Sharaz Ramcharran, Khemraj Mahadeo, BalramS amaroo, Linden Austin, Anil Beharry, Imran Khan and Vidal Crandon would be playing. players are aiming to keep the unbeaten record intact while also aiming to show the Technical Staff that they belong. “The players are very focused in order to get the job done for many reasons; this is a local squad called for the game and they have to get the performance in order to make the final pool for the world cup qualifiers so a lot is at stake for the local based players.” Shabazz stated that football always excites the peoples of the two nations and thanked Dean Gorre’ for accepting the invitation to play. “This game against Suriname would be very good for us to prepare for our very own qualifiers. Of course we would have to play with a lot of passion because our people in Guyana want never for us to draw or lose to Suriname; not even in the friendly game for women. So we want to play hard and give our best to get a good result and give the Surinamese people a good game also.” Gorre’ who was born in Suriname but grew up in England took over as Head Coach in February this year and the Guyana game this evening would be his first game against another National team. The Surinamese drew with TT Pro league side WConnection on Boxing Day last year 1-1 to a sold out Andre Kamperveen Stadium. “I’ve got a big squad, from that squad everybody will get minutes in the game. We want to make a very

competitive game and to win same as Guyana because I already have people chasing me on the street saying, you are not allowed to lose, so you can understand the amount of pressure I’ve got on my shoulders.” Gorre who never played for Suriname although he wanted to, represented Holland at the U19, 20, 23 levels but not their senior national team. Meanwhile, the Suriname Voetbal Bond headed by President John Krishnadath, in preparation for the 2018 World Cup qualifiers has petitioned the Government by way of two bills to parliament with a view of allowing the hundreds of Dutch players with Surinamese roots to attain dual-citizenship. Looking ahead to the time when the Holland and other based players would have the opportunity to play, Gorre’ indicated that they have two teams in training, one based in Holland and one in Suriname. “We are looking to get dual nationality in Suriname so we got a team in Holland with players of Suriname roots and we got a team here with the local boys. If the authorities are working with us, soon we’ll be able to mix the international players with Suriname background to play for us.” Guyana starting team: Akel Clarke, King Solomon Austin, Adrian Butters, Chris Camacho, Clive Nobrega, Colin Nelson, Sheldon Holder, Kanata Manning, Dwain Jacobs (Captain), Vurlon Mills, Pernel Schultz.

GCA COMPETITIONS BOWLS ON THIS WEEKEND Georgetown Cricket Club will match skills with Everest at the said venue at 13:30 hrs. (Javed Persaud and Cyril Garnath). In the lone game that finished in regulation time, Russians squeezed past

In the opening encounter of the night, Wisroc moved on after prevailing 2-1 on penalty kicks after the game ended nil-all. After recently launching its Next Generation Project, the Guyana Football Federation (GFF) has already stepped out on the field to get the ball rolling, so to speak. Part I of its Inaugural National Coaching School “D” Licence Course was held this past weekend on April 25 & 26 at the Ministry of Culture, Youth, & Sport Resource Centre in Georgetown. A total of 20 candidates from various communities were invited to attend the course that addresses the philosophy and methodologies associated with coaching football to young children between the ages of 6-12, which FIFA refers to as “grassroots.” The Lead Instructor, GFF Technical Director (TD), Claude Bolton, said he was enthused by the focus that the participants exhibited. “They were asked to set aside for a moment the ideas that they had about coaching and to be open minded toward theories that were to be presented over the 4 day course. They are being challenged and they are responding.” Bolton also highlighted that as this D License is conducted throughout the various districts, the GFF

Technical Staff will have an opportunity to identify coaches that could be utilized to help carry out other aspects of the Next Generation Project, such as leading the Academy Training Centres (ATC) that are to be established. Technical Development Officer, Lyndon France, also instructing the course, highlighted that the Long Term Athlete Development (LTAD) approach to sport being outlined by the GFF, “…is a commitment to embracing the latest scientific teaching and training methods.” Candidates were also afforded an opportunity to meet with Golden Jaguars National Staff Coaches, Jamaal Shabazz and Wayne Dover, who both pointed to

the significance of creating this resource for Guyanese coaches. Part II of the Inaugural National D Licence Course will conclude this coming weekend, May 02 & 03. Candidates will have a series of assessments that will determine if they have achieved the level. However, as Bolton is quick to remind, coaches that are not quite at the level required, will be given opportunities to mentor and prepare to be assessed again in the future. The GFF NEXT GENERATION PROJECT is an initiative that simplifies and articulates clearly the next steps that are necessary for us to aid in the development of the next generation of player, coach, club, fan, corporate partner, Association, and Federation. This endeavor clearly places at the forefront of Guyana football development the areas of Grassroots, Youth, Women, and Coaching Education. It also, humbly, yet proudly, ascertains that such focus can also have a direct and positive social impact on our children, hence, our future community.

SUNIL NARINE BANNED by BCCI from bowling off-spin in IPL 2015 WICRICNEWS - In another setback for Sunil Narine, West Indies player for Kolkata Knight Riders has been barred from bowling offspinners in all matches organised by the Board of Control for Cricket in India (BCCI), including the ongoing Indian Premier League (IPL). Kolkata Knight Riders’ ace spinner Narine underwent a biomechanical analysis in Chennai after being reported for a suspected illegal action again during the IPL tie against SunRisers Hyderabad in Visakhapatnam on April 22. After reviewing the footage

of the game and analysis in Chennai, the BCCI has decided to ban his offspinners. “Following the provisions of the IPL Suspected Illegal Bowling Action Policy, the Committee has concluded that Narine’s bowling action for his off-spinner, contravenes Law 24.2 (as read with Law 24.3) of the Laws of Cricket and therefore the player is now banned from bowling the off-spinner in matches organised by the BCCI, including the IPL. He may however continue to bowl his other deliveries (the knuckle ball and the quicker

straight ball),” the BCCI said in a statement. The statement further read: “If Narine were to again bowl the off-spinner in this season’s IPL, the on-field umpires would apply Law 24.2 and call “No ball” and, at the end of the match, would issue a further report. “Pursuant to clause 3.4 of the IPL Suspected Illegal Bowling Action Policy, the player would in such circumstances automatically be suspended from bowling in BCCI-organised matches.” Though he was eligible to play, Knight Riders did not pick him in the playing XI after

the match in Visakhapatnam. “Narine may undergo a course of bowling rehabilitation and take corrective measures to ensure that his action does not contravene Law 24 and may then request a further Official Assessment by the Committee,” said the BCCI. The BCCI had earlier banned Narine, whose ‘doosra’ was under the scanner, during the 2014 Champions League T20 where he was not allowed to represent Knight Riders in the final after being reported twice in as many games for a suspect action.

Busta Soft Shoe Football Tournament

Weavers, West Front Road, Sparta Boss, Queen Street into semis By Rawle Welch Underdogs Kitty Weavers produced another impressive performance to send favourite Festival City crashing out of the inaugural Busta Soft Shoe Football Tournament, during quarterfinal action which concluded on Tuesday evening, at the GFC ground. Appearing in the second fixture, Kitty Weavers inflicted a 3-0 drubbing on Festival City to move into the semi-finals where they will play overwhelming favourites Sparta Boss for a place in the final. The North Georgetown unit took the lead in the 7th minute through Colin Clarke and had to wait until the second period for their next goal which came from the experienced Wendell St. Hill in the 19th minute. One minute before full time, another local standout Quincy Madramootoo got into the act when he netted to seal a semi-final spot. The game of the night, however, was the clash that featured Sparta Boss and the upstarted Sophia side which went into overtime after the teams remained deadlocked at 2-2 at the conclusion of regulation time. Sparta Boss, who is favoured to win the tournament due to the cadre of quality players they possess in their line-up, had to scrap tooth and nail to shake off the pesky Sophia unit that included the diminutive Dwayne Lowe, who happened to score the equalising goal three minutes before full time to send the contest into extra time. Shemroy Arthur gave Sophia the lead inside the first minute that silenced the Sparta Boss band of supporters, before former national striker Gregory Richardson responded in the 8 th minute to level the proceedings. Another national striker Travis Grant then gave them the ascendancy when he fired past the goalkeeper, but his effort was cancelled out by Lowe to beckon extra time. It was during this period that the strike duo of Richardson and partner Devon Millington found their range and went on a rampage, scoring all three goals to eventually come away with an

emphatic win and advance to the semis. Richardson’s brace which came in the 33rd and 37th minutes of extra time was only interrupted by Millington’s strike in the 34th minute of play. The two other teams that were heavily favoured to go through Queen Street of Tiger Bay and West Front Road (Gold is Money) did just that beating a weakened Bent Street and Cross Street of Werk-en-Rust respectively. They will face each other in the semis tomorrow, at the same venue. Three exhibition games will precede those matches. The winning team will take home the championship trophy and $600,000, while the second, third and fourth placed finishers cart off $300,000, $200,000 and $100,000 respectively along with trophies. The Most Valuable player collects $50,000, Most Disciplined team $25,000 and the respective group winners $25,000. The second, third and fourth placed finishers within the groups will receive $15,000, $10,000 and $5,000 respectively. Lowden grabs Assuria Men’s Over-35 Singles title

G

odfrey Lowden spared no time in entrapping the Assuria Mens Over-35 Singles Championship from Carlos Adams in straight sets with 6-3, 6-0 on Monday evening at the Le Ressouvenir Tennis Club. The two have a rivalry that go years back and expectations were high since both men are very resilient in their attempt to be Guyana’s modern day Veteran Tennis Champion. There were a flurry of shots between the two players as they both seemed energized enough to break each other serve until 3-3 when Adams seemed to slow down with a high level of unforced errors. This is when Lowden started to deliver spectacular passing shots to easily go on to take the first set at 6-3. Lowden started the second set re-energized as he played a slower and more tactical game immediately breaking Adams first service game. This threw off Adams w h o s e e m e d uncharacteristically low on

Godfrey Lowden energy and starting landing more balls in mid court. Lowden recognizing this opportunity moved into the net which proved very effective as he whitewashed Adams to take the set at 6-0. The pair was in action again last night at the Nash Tennis Court battling in the Men’s Over 45 singles.
