Jagdeo’s hordes ravaged the Rodney Monument DEAR EDITOR, Now that an inquiry into the circumstances leading up to Dr. Walter Rodney’s death is to be undertaken I wish to express my concern for the National Unity Monument-- a Walter Rodney memorial which the ruling People’s Progressive Party government has desecrated. It has since made inaccessible to myself and public following the construction of the National Intelligence Centre on the lawns of Castellani House. A few weeks back, I went to check out the monument. I was approached by security personnel who asked me whether I was looking to spend some ‘jail time’. I asked him how so? He responded that I was in the process of committing an act of treason. The man was so damn ignorant that when I responded to him he started

cursing me down. So walking on the lawns of Castellani House is now an act of treason! I am a law abiding citizen. I have made repeated requests for a meeting with Cabinet Secretary Dr. Roger Luncheon since 2011 to have some clarification about what will become of the National Unity Monument on the lawns of the National gallery now that the National Intelligence Centre has been built there. In earlier letters to Dr. Luncheon I stated that the National Unity Monument was built as a consequence of an independent initiative by myself, and partly financed from the sale of my works of art. My friends, businessman Hemraj Kissoon, Colombian Ambassador Dr. Hildalgo May Garcia and the late Gobin Dwarka, supported this initiative.

The monument was declared open on the 15th anniversary of the death of Dr. Walter Rodney, one of Guyana’s most illustrious sons. The late Dr. Dale A Bisnauth, the Minister of Education, Social Development and Culture in declaring open the monument said- “A better day could not have been chosen for the handing over of the monument. It is a day which commemorates the sacrifice of one of Guyana’s greatest sons. “A man, who lived for racial harmony, struggled for peace and justice and who paid the price for these fine human endeavours with his life.” Dr. Bisnauth expressed the hope that the monument launched on the anniversary of the June 13, 1980 death of Dr. Walter Rodney would also inspire Guyanese to live and

struggle for the things he did. The ceremony was attended by President Cheddi Jagan, United States Ambassador to Guyana Mr. George I Jones, Canadian High Commissioner Mr. Simon Wade, Mrs. Philomena Sahoye-Shury, members of the Working People’s Alliance (WPA) and artists. The National Unity Monument was endorsed by the late president Dr. Cheddi Jagan, a man who spent his lifetime advocating National Unity. The Castellani lawn was given over to the artists by the late Chairman Mrs. Janet Jagan to beautify with outdoor sculptures. However, upon her death the then President Bharrat Jagdeo took possession of the lawns to build his institution for the surveillance of the political opposition and the local population, just a few feet

We suppress our children DEAR EDITOR, The people who need love and understanding the most are usually the rebellious ones. Life is contemplatively ironic like that. That is the thrust of my take on the issue in Trinidad and Tobago where a 12-yearold girl was videoed receiving a beating from her mother for posting inappropriate pictures online. This video of the beating was then posted online as well. The m o t h e r ’s r e s p o n s e , n o doubt, has done further

damage to the already questionable self esteem of the child, which contributed to the attention seeking. At this point it is clear that the mother is not yet competent to deal with such a matter and informed intervention is best; in the interest of mother and child. Perhaps it’s never too early to start teaching management of the personal brand and draw attention to the fact of the permanency of whatever is communicated online.

On a wider level it instructs us to consider the effects of technology on parenting. Further, it reveals a sad reality of our Caribbean culture, embedded with violence and oppression that we interpret as “values” and “morals”. The same culture sees us having to sit quietly in class with finger on the lip, looking at the sign on the wall that says “silence is golden” while the rest of the world encourages their students to express themselves. It’s no wonder why we

have a hard time to say what is on our minds without resorting to forcefulness. We unconsciously have to fight to align our tongue with our thoughts, let alone benefit from the refinement of thoughts that dialogue can bring. Ah lie me ah tell? Check out some awe parliamentarians dem. I believe we can change though; I am not passing on that backwardness. It stops with me. I will love and care and empower with reckless abandon. Arun Sudesh Richard

away from the monument. And in the manner reminiscent of the barbarian horde, ravished the monument sites of its bronze plaques, claybricks that made the walkway and plants. Fully aware of the significance of the monument but of course his action was deliberate and well calculated. These people are hostile to the ideal of national unity, to Guyanese coming together to forge their own destiny. These PPP rules don’t know what it is to take your own money and do something for your country. All they have ever done over the years is to plunder the human and natural resources of our country. They have constructed villas in Prado Ville I and II, are given to an ostentatious lifestyle, the acquisition of more and more wealth, the display of vulgarity hitherto unseen in Guyanese politics. Their intention simply put is to suck Guyanese dry, dry. The cruel imposition of the 16 per cent VAT had shown how hard hearted these rulers have become; low income Guyanese have become paupers, people have nothing put aside for ‘rainy days’. This 16 per cent VAT has since had severe sociological repercussions. Under their rule over, 700 Guyanese have been brutally murdered by marauding

criminal gangs, phantom squads, and members of the Guyana Police Force. Thousands of young men and women without jobs or opportunities whose lives are ruined before it began. Others seek out devious ways of existence and are ensnared and criminalized by the authorities. Now these PPP rulers, shabbily dressed in the 1980 Burnham fraudulent constitution, which Walter Rodney militantly opposed in his lifetime have commissioned an inquiry into the circumstances leading up to Walter Rodney’s death at the request of the Rodney family. The PPP claim that they are not motivated by partisan political interest, that they do not seek to use the Rodney family request to further their own political agenda, which has absolutely nothing to do with the ideals of Walter Rodney of a free, just and humane society. Walter Rodney’s contribution helped to heal the open wounds of Guyanese Nation. He should be so remembered! Desmond Alli

Teen says he killed Mabura shopkeeper during struggle A 19-year-old has reportedly confessed to killing Mabura businessman Colin McLean, who was slain in his home last Sunday. Kaieteur News understands that the teen told investigators that he committed the act during a struggle with the 52-yearold shopkeeper. He is likely to be charged this week after a post mortem is conducted. The suspect was detained on Monday at his Vergenoegen, East Bank Essequibo home. Kaieteur News was informed that he had moved to Mabura some time ago and knew McLean. Investigators have been told that the youth was seen leaving the shopkeeper’s premises on Sunday, shortly after residents heard someone screaming inside McLean’s home. A relative, who saw the body at the Linden Hospital, said that the shopkeeper had been repeatedly stabbed behind the head.

- police source McLean, of 88 Wismar Housing Scheme, Linden, is believed to have been murdered at around 04.00 hrs on Sunday, when the lights in the community went off. This newspaper was told that at around that time, neighbours heard a loud scream and upon checking some hours later, found McLean’s bloodied corpse. NCN sends home Assistant Television Production Manager Popular radio announcer and Assistant Television Production Manager at the National Communications Network (NCN), Isaiah Chapelle, has been interdicted and sent home pending a management evaluation. He is home without pay. Contacted yesterday, Chapelle refused to divulge any reasons as to why he was sent packing, only to say, “I am at home with and family and I suggest you speak to NCN.” Acting Chief Executive Officer of NCN, Raymond Azeez confirmed that

Chapelle was sent home pending an evaluation meeting, after which Chapelle can either be suspended or fired altogether. A date has not been set as yet and according to Azeez, NCN is currently seeking legal advice in the interest of fairness and transparency. It was explained that an internal memorandum was issued to Chapelle to address some issues at the entity, but he refused to even acknowledge it. It was also pointed out that a second memorandum was sent to Chapelle in relation to the first one, as well as other matters that had developed, and he refused to acknowledge that as well as a third that was sent to him. This publication has learnt that last Tuesday, by way of a document, Chapelle was asked to attend a disciplinary hearing by management. He refused to take the document from an Assistant Human Resources staffer which she reported to management the following day. This publication was told that he was then verbally invited to the boardroom to meet with Azeez, the Acting Production Manager-Human Resources, as well as the acting Editor-in-Chief.

This publication was told that Chapelle refused to attend any disciplinary meeting and further, he wanted to consult with his attorney. Chapelle was reportedly advised that since it was an internal matter thus there was no need to consult with an attorney. He reportedly attended the meeting only after the managers agreed to remove the word ‘disciplinary’ from the process at which point in time they went through the meeting and he was requested to provide a written response. According to reports, Chapelle refused and indicated to the managers that his lawyer advised him that he did not have to comply with the request. This publication was told that since it was decided that Chapelle was disrupting the work of the company he was asked to leave the premises. A document to this effect was prepared, but he refused to take the letter. “After he left, management was advised that he should not be allowed to re-enter the compound.” It is the opinion of the managers at NCN that Chapelle’s action constituted an act of insubordination.

Gunmen storm Libyan parliament, stop lawmakers’ vote on next PM TRIPOLI (Reuters) Gunmen stormed Libya’s parliament yesterday and opened fire, forcing lawmakers to abandon a vote on the next prime minister, witnesses said. Parliament spokesman Omar Hmeidan said several people were wounded in the shooting by the gunmen, who were linked to one of the defeated candidates for prime minister. He gave no name. Lawmakers fled from the building, witnesses said. The incident ended quickly but the vote was postponed until next week. The government has been unable to control armed groups and Islamists who helped oust Muammar Gaddafi in 2011 but refuse to disarm and have carved out regional fiefdoms. Militias have repeatedly attacked the interim General National Congress (GNC) to make political or financial demands. Hmeidan said deputies

had started the final vote on a replacement for Premier Abdullah al-Thinni, who resigned two weeks ago saying that gunmen had attacked his family. In the first ballot, businessman Ahmed Maiteeq came out on top among seven candidates. A second round between Maiteeq and the

runner-up Omar al-Hasi had been meant to take place when the gunmen burst into the assembly. Thinni had resigned just one month after his election, replacing Ali Zeidan, who was fired by deputies over attempts by rebels in the volatile east to sell oil independently.

GRA must fix deficiencies to deal with corruption - PAC Chairman Chairman of the Public Accounts Committee, Carl Greenidge, has expressed that while the Guyana Revenue Authority (GRA) can be lauded for a number of initiatives it has taken to improve its systems, there are still some areas that need to be addressed, if the question of corruption within the entity is to be dealt with. The Chairman said that this was the focus of the PAC on Monday last during their discussions of the Auditor General’s Report for 2011 and 2012. The Chairman said that the Committee was examining the workings and operations of the GRA. Describing the session as a “fairly exhausting” one, he noted that while a number of deficiencies were highlighted, one must bear in mind that the Authority did make some significant changes. “We were at the last meeting examining the operations of GRA. One part of the discussions focused on clarifications on some of the rules and regulations on some of those who are self employed and the question on how best their thresholds should be treated. There were a number of things pertaining to clarifications, and it struck me that if we as Parliamentarians are having so much trouble understanding the rules, then it must be a lot more difficult for the public. We therefore suggested that they organize some things in the future, especially to brief us on the rights and obligations and so forth.” The Parliamentarian highlighted as well that another area of concern was the fact that the information on a road service licence which is usually posted against the windscreen of a vehicle - carries too much information. “As far as I am concerned it is not justifiable to make that kind of information

PAC Chairman, Carl Greenidge

available to the passing members of the public. We were made to understand that the Commissioner General of the GRA, Khurshid Sattaur, had recommended to the Minister of Finance for it to be modified.” “The GRA has been doing quite well in terms of increasing effectiveness in collection of taxes in a variety of cases. I saw the World Bank commended them for reducing the time taken to pay taxes, which seemed to be reduced significantly in 2011 and 2012. There is an overall recognition that they were doing well, but there are a number of areas, particularly in terms of adequacy of processing, that they have to fix if the question of corruption is to be looked at carefully and dealt with, within the entity.” Greenidge said that the agency has to take a number of steps to raise the level of its performance. “Issues pertaining to work of GRA and its efficiency on the side of customs, was also one of the areas we discussed. We spoke of the problems of facilitating trade and speeding up its

procedures so that it can act not as a constraint on trade, but can facilitate and increase Guyana’s trade competitiveness by reducing the time required for processing goods, digitizing its information and putting in place smoother procedures. GRA has to enhance its processes. As long as you have long delays, unnecessary delays, it gives scope for businessmen to shortcut the system.” The Chairman asserted that there was a reasonable consensus on the fact that improvements in that area should be pursued. Additionally, the problem of liquor restaurants and the nuisances they create due to lack of control was also an area of concern for the PAC. “GRA has indicated that it has multiple agencies involved in handling this issue but we have reminded that its members have a role to ensure that the law is adhered to. We urged them to use their influences in the process, as GRA is often the entity which grants the licences and renews them,” the PAC Chairman concluded.

Two charged with Patsan driver’s killing Council worker jailed for stealing A gold trader and a car wash attendant, both from East Ruimveldt Housing Scheme, were yesterday charged with the murder of a driver/salesman who was shot dead last Thursday outside of Patsan Trading Services on John Smith Street, Campbellville. Randolph Marks, 20, and Kevin France, 26, appeared before Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates Court to be jointly indicted for the capital offence. The charge stated that the two men murdered 57-yearold Bharrat Ramcharan in Georgetown on April 24, during the course of a robbery. They were not called upon to respond since the charge was laid indictably. Prosecutor Inspector Michael Grant did not reveal the details of the alleged murder. He indicated that the investigation into the matter is incomplete and stated that the probe will likely conclude in three weeks. According to Inspector Grant, the Prosecution has eighteen (18) witnesses to support their case against the accused men and advice was sought from the Chambers of the Director of

Public Prosecutions. Nonetheless he indicated there are still some issues in relation to the matter which remains unsolved. M e a n w h i l e , representing France was Defence Attorney James Bond who told the court that his client is a 26-yearold father of two who is involved in gold trading on America Street. The Attorney also held on behalf of Adrian Thompson who is Marks’ attorney. He told the court that Marks is a 20-year-old wash bay attendant from East Ruimveldt. Alleging that there were “gr o s s irregularities” in the p r o c e ss, Bond said that his clien t (France) was subjected to a rigged Identification (ID) Parade and was later beaten by police ranks that he can name or identify. Bond c laimed too that the “confession statements” were elicited by another officer (name provided) through “trickery” and “inducement. ” In response to the lawyer ’s claims, the Prosecution was instructed by Magistrate SewnarineBeharry to investigate the allegations leveled against the police by the defence

attorney. The case is set to be called again on May 19. Ramcharan, of Enterprise, East Coast Demerara, was reportedly shot in the back at around 14.40 hrs last Thursday after he threw a bag of money over the gate of his workplace to prevent bandits from making off with the cash. The salesman, who had collected an undisclosed sum of money from customers, had reportedly just stepped out of his vehicle when two unmasked men on a CG motorcycle approached him. One of the men allegedly had a handgun. On seeing the bandits, Ramcharan reportedly threw the moneybag over the fence, and then stood with hands upraised. The gunmen reportedly ran into the compound and snatched up the moneybag. They then ran out of the compound and shot Ramcharan before speeding off on their motorcycle. The shot salesman, previous reports indicated, managed to stagger into the compound w h e r e h e collapsed. He was rushed to the Georgetown Public Hospital Corporation (GPHC) where he was pronounced dead. The subsequent day, police, reportedly with the aid of technology used to trace calls, tracked the suspects to a city hotel. Reports are that th e men were identified from images of the killers that were recorded on security cameras at Patsan Trading Enterprise. When arrested, one of the alleged bandits was reportedly still dressed in the clothing he had worn during the robbery.

from former Postmaster General

A former city council worker who claimed that he was suddenly gripped by a bout of “sticky hands,” made several stirring apologies before he was sentenced to four months in prison yesterday. Forty-three-year-old Damien James told Chief Magistrate Priya SewnarineBeharry that while he was in former Postmaster General Stanton Haley’s yard in Roxanne Burnham Gardens, Georgetown, he noticed a spray can and was reminded of his stint as a city council worker and his hands “suddenly get sticky.” James was charged for stealing Haley’s $20,000 spray can, $800 nozzle and $3,000 tool kit on April 9, last. He entered a guilty plea and added “Your worship, I only took the spray can, not

Damien James the other items. I went into the yard to see my aunt ‘cause I dislocated my hand and she is a nurse.” “Now when I was in the

yard I see the spray can and I remember when I used to work with city council and my hand get sticky and I pick it up. Then I hear somebody seh ‘somebody in the yard’ and I put the spray can on my back and jump over the fence.’” “They catch me in the other yard with it. Your worship, before now, I spent one year in prison for stealing a bicycle.” Continuing, James told the Chief Magistrate that he had not had a chance to apologize to the victim and moments later he turned to Haley and said “Boss man, I sorry right. Must please tell Miss Lady I sorry.” “I ain’t mean to tek yuh thing. You’re a nice big man. I don’t thief from them your worship ‘cause they are nice to me.” He was then sentenced.

‘Smoke man’ gets 3 months for stealing from man’s yard A 25-year-old man who finished serving a ninemonth jail term a mere two weeks ago was yesterday sentenced to three months imprisonment after he admitted to walking into a man’s yard and stealing his safety equipment. Mahesh Sarjoo faced Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court for stealing Shane Sankar’s safety helmet on April 26 at Main Street, Georgetown. When the charge was read to him, he responded “I guilty.

Mahesh Sarjoo Yes your worship I did it. I is a smoke man right and I ain’t got nobody. The other day I spend nine months in

jail. I come out two weeks now. See if you could give me a lil thing. I went for the same charge – simple larceny.” Police Prosecutor, Inspector Michael Grant explained that Sarjoo went into Sankar’s yard and stole the helmet. Interrupting, the accused said “He get back he helmet. He come same time and get it. He come same time your worship and he lash me in meh head with it.” The Chief Magistrate sentenced him to three months’ imprisonment.

Bicycle bandits shoot man, rob friend in West R/veldt There was drama last turned up at the GPHC. evening in West Ruimveldt, - suspect beaten, detained The teen’s father said at around 20.00 hrs, when that his son had served for two robbers on bicycles shot a 34-year-old man and gun-butted and robbed his friend, but public-spirited citizens then caught and beat one of the suspects before handing him over to the police. Kurt Brown, 34, of West Ruimveldt, was shot in the left arm while drinking with two other friends in H i b i s c u s St r e e t , We s t Ruimveldt. One of the friends, Calvin Daniels, 35, also of West Ruimveldt, was gun-butted and relieved of a gold band. However, residents later chased and badly beat a 19year-old man who the victims identified as one of the robbers. The suspect was nabbed in the John Fernandes Limited (JFL) container compound near Mandela Avenue, West Ruimveldt. He was handcuffed and taken to the Georgetown Public Hospital

Corporation (GPHC). The teen resides in a squatting area behind the JFL compound, and his parents, who were at the hospital, insisted that their son, whom they said is a former pastor at the ‘Brazilian church’, is no criminal and is a victim of mistaken identity. The wounded Kurt Brown, who was also treated at the GPHC, told Kaieteur News that he was drinking with Calvin Daniels and another friend in Hibiscus Street, when two men on bicycles, and armed with guns, rode up to them. He recalled that one of the men rode directly up to him. “He had a gun and I had a beer bottle and I ask what happen and he shot me,” Brown said. His friend, Calvin Daniels, said that both robbers were on BMX

bicycles and were firing as they approached, and one of them shot Brown in the arm. Daniels, who is a miner, said that one of the bandits struck him on the head with a revolver. The robber then snatched off Daniels’ gold band, but was unable to remove the miner’s gold ring. According to Daniels, the robbers then rode towards Mandela Avenue, and one of them rode into the John Fernandes Limited compound. Daniels said that he and other residents pursued and eventually caught one of the gunmen. “I approached him and he say ‘sorry sorry is not me,’ and we caught him.’” While his wounded friend, Kurt Brown, also said that the detained teen is one of the robbers, this was hotly disputed by the suspect’s relatives, who

seven years as a pastor at the ‘Brazilian Church’ before seeking employment elsewhere. According to the father, his son started working yesterday at another city establishment. He insisted that the teen has no criminal record. A sister of the teen said that he was going to meet his mother in North Ruimveldt when his grandmother asked him to buy some kerosene, tennis rolls and stove wicks. She said that he went out on a yellow bicycle and eventually returned with the items before heading out again on the bicycle. She said that shortly after, a friend told her that her brother was being beaten. Relative said that they saw several men beating the teen before he was placed in a car and taken to the GPHC.

The Carifta Games gold medalists should be supported Two of Guyana’s female athletes were outstanding at the just concluded Carifta Games. While as expected, Jamaica dominated those championships, Guyana did extremely well to have gained the gold medals that it did. Two of those medals were secured by an athlete who trains in Guyana. This is an amazing feat considering that this country is not known to have either world class facilities or top-rated international athletic coaches. An athletic track is still under construction. The locally–based athlete that did so remarkably well at the Games would have therefore had to train in less than ideal conditions. Her performance at these Games shows that we are capable of producing topclass athletes, who just need further training and exposure to graduate to world champions. The Carifta Games are no Olympics, but in those events that Guyana secured Gold medals, the mighty Jamaicans and Bahamians

were humbled. This is a sign that if the two athletes that brought glory to the Golden Arrowhead are properly managed, they can become forces to be reckoned with in two years’ time when the Olympics Games are held, or in three years’ time at the World Championships. But for that to happen, these young rising stars need to be exposed to high-level training and to be provided with the resources to improve their times and develop their skills to the fullest. The overseas-based athlete obviously has a better chance of receiving this sort of training, but it will take some doing for the locallybased athlete to become a world champion if she remains in Guyana. The fact that she will later this year be able to train on the athletic track that is under construction at Leonora should not be seen as the aiding her quest for Olympic glory. Trinidad and Tobago has long had the best sporting facilities in the Caribbean.

These, however, never translated into a long line of athletic successes for that country’s athletes. Indeed a stronger case can be made that what regional athletes need is exposure to North American training and competition in order to become world champions. Jamaica has had a long tradition of athletic success, but much of their recent success is due to the exposure that their athletes receive by participating in international competitions and training overseas, including in collegiate championships in the United States. Guyana’s top performers at the recent Carifta Games should therefore be supported to train overseas. One of them is already doing so. Plans should be made to have the locally-based athlete undergo training within the United States. That, of course, involves her either winning an athletic scholarship to one of the top universities or colleges in the United States, or being given

support locally to train in the USA. The problem is that everyone looks to the government to provide this support. But the government has to be concerned with the overall development of sport, and cannot be seen to be concentrating all its efforts and resources on a few athletes. These two young ladies have done Guyana proud at the Carifta Games. They deserved a better welcome than they have so far received. If they were Olympic Gold Medallists they would have been likely to receive lucrative endorsements from overseas corporations. Their stock would have risen appreciably. And when this would have happened the local business community would have been tripping over each other to be gaining photo-ops with these athletes. The business community in Guyana loves to be associated with winners, but most of them fail to provide the support needed for these athletes to become winners. If you study carefully the support that is provided for athletes in Guyana, a clear pattern emerges. The bulk of the support given to sporting

organizations and sporting competitions comes from the large corporate sponsors. Without the support of these large sponsors, sport would be dead in Guyana. Despite there being thousands of small firms which can afford to spend a few thousand dollars each year to help our local athletes, support for sport in Guyana continues to be dependent on the government and those large corporate sponsors. However, when our local athletes do well, many small businessmen want to have their pictures appear alongside these successful athletes. They want to share in the glory. But ask them to put their hands in their pockets and sponsor a talented athlete and you will hear all manner of excuses, especially how business is not doing well. The business community, especially non-corporate interests and small businesses need to do more, much more, to support sport

in Guyana, and especially to provide support for our talented athletes so that they can develop their skills and be assured of financial backing when the time comes for them to jet overseas to receive the necessary training to become future Olympic stars. The business community should be lining up to give sponsorship to Guyana’s gold medallists at the Carifta Games, but you can bet your last dollar that it will be the large corporate sponsors who are already overextended in the support they are giving to local sport, who will be the ones that will have to step up to the plate to help support our Carifta Games champions. It should not be that way. But that unfortunately is the reality of a selfish and selfserving business class.

THE FREDDIE KISSOON COLUMN

Then let Guyana die. Period! Do you know while American troops were shooting Iraqi insurgents and Iraqi insurgents were roadbombing American soldiers, the leadership of both sides were negotiating with each other? The American general in charge in Iraq in 2007, Raymond Ordierno, was given permission to open dialogue with the insurgents. Ordierno’s political advisor, British volunteer Emma Shaw, told this to the British Guardian. She describes the hazardous pathways she manoeuvred to meet with the insurgents’ leadership. The Americans have done the same in Afghanistan. It was obvious to the Americans that politics and war are intertwined and negotiations are part of the solution. The identical situation exists in Guyana at the moment with the money laundering crisis. But unlike

the American leadership in Washington, we in Guyana have fools in power that do not understand history or politics, but are just interested in power for power sake. Also unlike the American public, we have a society in Guyana that is shamelessly selfdestructive. Both the opposition and governmental delegations that met a visiting team from the Caribbean Financial Action Task Force (CFATF) told the press that CFATF has emphasized the dire consequences that Guyana will have to endure if the amendments to the main Bill are not passed by the end of May. From the Government side, the adjective, “devastating” was used to describe those consequences. The word “draconian” was the choice of Basil Williams when APNU held a press conference after the meeting with the CFATF team.

If the CFATF people could spell out the danger that will envelope Guyana, why then can’t Guyanese see the disaster that is forthcoming and confront an obdurate, power drunk government that refuses to be reasonable. To date none of the organizations that are crying all over this country about the imminent death of the businesses, have taken the self-preserving step to insist that the government talk to the opposition on a quid pro quo. Take Clinton Urling, who recently demitted office as the head of the Georgetown Chamber of Commerce. Urling is seeking national recognition as an outspoken business person. Urling wants us to believe that he is not openly supportive of the PPP like his colleagues in the Private Sector Commission — Gerry Gouveia, Ramesh Dookoo and the late Ronald

Webster. The latter three are more straightforward. They don’t want to be seen as independent. They openly sided with the policies of the Government. Such candour should be accepted. Urling on the other hand has never uttered a word on the inherent political factor in the stand-off between the opposition and the Government over the stalled anti-money laundering Bill. A stakeholder runs the risk of being dismissed by the opposition if that stakeholder cannot see how large that political factor is. One has to be an extremely stupid person not to understand that no opposition party that has a majority in parliament derived from a general election is going to surrender that priceless political capital and kowtow to a minority regime. If there is any lesson that the AFC and APNU ought to teach this country it is that modern political power comes from popular support,

and if those with popular power are ignored then the alternative is tyranny. This is exactly the situation in Guyana at the moment. The insurance association, the banking association, the commercial classes, and the rest of the private sector in this country want to save their businesses from devastation and draconian consequences of the failed anti-money laundering legislation, but they want APNU and the AFC to do it for them. What we are seeing in this country unfolding in front of our very eyes is a macabre, bizarre, ghoulish manifestation of selfdestructiveness. The Government is refusing to concede to two demands from the combined opposition. If these two requests are rebuffed, devastation and draconian consequences take over Guyana. But no one in the entire business world in Guyana is prepared to go to the PPP leadership and tell them that the consequences

Frederick Kissoon can be avoided if the political reality of this land is recognized by the PPP leadership. And what is that reality? Power lies in the hands of the opposition to prevent economic financial ruin. The simple thing to do is to ask the Government to concede to the two requirements of the parliamentary majority. What are these two requests? They contain the seeds of an expanding democracy – presidential assent to a parliamentary Bill that will enhance local government jurisdiction; secondly, an oversight body to stop corruption in the tendering process. If the business world in Guyana cannot press the Government on these two democratic fronts, then let Guyana die. Period!

Walter Rodney Commission of Inquiry...

PNC Govt. killed Rodney – Karen de Souza It was the People’s National Congress (PNC) Government led by Forbes Burnham, that killed Dr. Walter Rodney, says prominent activist, Karen de Souza. De Souza, who said she was associated with the Working People’s Alliance (WPA) and was arrested numerous times during the late 1970s and early 1980s, made the statement yesterday during her appearance as a witness for the Commission of Inquiry into Rodney’s 1980 death which was blamed on a bomb hidden in a walkie-talkie allegedly given to him by former army rank, Gregory Smith. Rodney was a founder/ leader of WPA. De Souza was led through her evidence by attorney-atlaw, Latchmie Rahamat, at the hearings being held at the High Court law library building, Charlotte Street. She has been recognized for her work in Red Thread, a nonprofit organization, in which she is the Coordinator. According to the witness, she became active in WPA work especially in 1979 attending numerous meetings. Many of the meetings were broken up by the police’s “Death Squad” and members of the House of Israel, a religious sect led by Rabbi Washington, who was said to be close to the Burnham administration.

The members of the socalled “Death Squad” were “clearly vicious” individuals armed with batons and were happy to use them on unarmed persons attending WPA meetings. Questioned about the House of Israel operations, de Souza recalled that it was a religious organization that hosted a “radio programme, sold plantain chips and broke up meetings.” She was unable to describe the cult as a “quasi” one, preferring to call it religious. She believed that the sect was linked to ruling PNC as they were mainly “adversarial” to the WPA and the People’s Progressive Party. In the late 70’s and 80’s, WPA was mainly opposed to the policies of the PNC remaining openly critical. ARRESTED MANY TIMES Arrested too many times to count, de Souza recalled the 1979 arrest of Dr. Rodney for a fire at a Government facility. Arrested also were WPA’s Dr. Rupert Roopnaraine, Bonita Harris and her four-year-old son. The activist was detained, too, after she went to the CID headquarters to visit her colleagues. She was later taken to court for larceny…of a kit belonging to the Guyana National Service. That matter only ended in 1985, with no conviction.

De Souza recalled a 1979 meeting in Campbellville, Georgetown, where police charged the WPA members and supporters, beating many of them. The hand of Moses Bhagwan, a senior official, was broken while Dr. Rodney managed to escape. De Souza said she escaped a possible beating by sitting down. She said Burnham later joked of sending Rodney to the Olympics for his speed in running. Speaking of June 13, 1980…the day of Rodney’s death, de Souza said she was at her Croal Street home with another colleague, Andaiye, when she heard a loud explosion. Within minutes, she heard a loud banging on her door and found a bleeding Donald Rodney, the brother of Dr. Rodney, outside. He told them that a “terrible accident” had happened to Dr. Rodney. KILLED De Souza said that within minutes, she hurried down to John Street, Werk-en-rust, where she saw a large crowd. There were several members of the police ‘Death Squad’ there. She managed to move close to the damaged car and saw Dr. Rodney inside, slumped forward. The roof of the car was gone. She left after being recognized by one of the police. It was about 20:00hrs in the evening. She did not recall seeing

any Government official or persons from the House of Israel. Asked specifically about her opinion as to what happened, the activist was blunt. “Essentially that he had finally been killed by government.” She believed that he was killed because of the very adversarial “posture” of PNC. She spoke of two persons killed before by police that were from the WPA. These were Edward Dublin and Ohene Koama. Asked about the suspect, Gregory Smith, de Souza said she did not know him and only saw a photo of him in the Catholic Standard. The witness was also questioned about alleged threats by PNC leader, Burnham, who on radio messages told WPA members to make their wills. Specifically, she testified, Burnham said that “Let there be no weeping at the bar. No quarter must be asked. None will be given. And they must make their wills.” Burnham reportedly also said that “we will fight their steel with more highly tempered steel”. She was questioned by the Commissioners about the speed of the police to arrive at the scene and whether there were any sirens. De Souza was not aware that the WPA was stockpiling arms but noted her fight

involved a “can of spray paint”. However, Rodney’s death may now have come as a total surprise. According to de

Souza, “we were living with expectations that it could happen to us.” The hearings continue today.

10-day contract pays US$2000 under Competitiveness prog. An Inter-American Development Bank (IDB)funded project awarded last month will see a consultant being paid US$2,000 for 10 days of work. The contract is a consultancy project under the Support for Competitiveness Programme. Katherine Marshall– Kissoon has been retained as a consultant for the review of the Doing Business Index (DBI) and to provide recommendations on its implementation. Under the background for the project, it notes that the overall targeted improvement in DBI ranking by 2015 is 35 places, from 115 to 80. It states that although this seems high, it is because Guyana’s current ranking of 115 does not reflect the ‘pure’ overall average of the rankings in each area for the DBI 2013, which would be 104. It indicates further that an improvement of 24 places – from 104 to 80 - should

Katherine Marshall–Kissoon account for the inevitable changes taking place as a result of reform in other countries. A ranking of 80 will put Guyana in the same league as other Caribbean economies – Trinidad (69), Jamaica (90), and the Caribbean region as a whole (96). It states too that a ranking of 80 reflects Guyana’s steady GDP growth rate of 5

per cent, and will take into account many of the current reforms taking place in the business environment, including in the areas of: Trade Transactions, Competition and Consumer Affairs Policy, Corporate Governance, Taxation, Deeds Registry and Commercial Court reform. The DBI is a composite index. Most of the indicators measure very specific things such as the number of procedures for starting a business or the cost to carry out an activity. The index is considered a good measure of the costs to businesses of taxes and regulations, administrative efficiency and the speed of Government dealings with business, and the legal and financial environment. The Doing Business Index can offer domestic and foreign investors a useful snapshot of a Country’s institutional progress.

Sibling cites rumours of infidelity... (From page 18) the gas stove and knock up the fridge, denting it. He would take her clothes and burn it and still my daughter refused to leave him,” the dead woman’s father said. Recalling what happened on that fateful night, the dead woman’s mother, Lachmin Mohan, said that early Sunday she tried numerous times to contact her daughter and son-in-law but failed. Accompanied by another daughter and the dead couple’s 11-year-old son, Omardat Ramdin, she went to her daughter’s house around

21:00hrs later that day. “The two children does live by me, so I carry they son with us. When we reach, the son take a stick and he was hitting the flooring and saying, ‘Mommy, Daddy wake up,’ but no one answered and the place was locked up.” She added that she started asking neighbours if they saw the couple. “People say that they see them a little before 06:00hrs on Saturday walking. They say he had an umbrella sheltering her and they were hugging and walking,” the grieving mother recalled.

The woman added that after talking to neighbours, as she was heading back to her daughter’s home, she heard a loud scream. “My daughter got into the house and she tell me that Nandanie dead and deh on the bed and Vickram deh hang up,” the tearful woman said. The police were called in and the bodies were removed from the home. Post mortem examinations will be performed today. The couple was supposed to attend the Vigilance Magistrate’s Court last Monday for a domestic matter.

Importance of ethical nursing... (From page 20) this publication that moves have been made, for instance, to revise the professional nursing programme being offered. He explained that moves to revise the professional nursing programme some four years ago entailed not only a modification to the curriculum, but there were also some changes made in the examination procedures; the kinds of areas to be tested and the marking system. In fact, Dr Persaud disclosed that the previous marking system was based on a pass mark of 50 per cent, but the recommendation for the existing curriculum requires that students secure a pass mark of at least 60 per cent. Obtaining this percentage was expected of the students who were admitted to the programme, some three years ago. According to the CMO, in

its current form the examination is adjudged in three areas: functional nursing, clinical nursing (both of which have two segments) and a practical aspect as well. The revision to the curriculum was touted as the primary reason for a daunting failure rate among students who participated in the Professional Nursing Programme last year. However, Dr Persaud noted that the result of the examination is likely to prompt further amendments to the programme with a view of addressing the state of affairs. This publication was reliably informed that more than 100 nursing students from the Georgetown School of Nursing undertook the examination

in October of last year, but a mere 19 were successful. However, according to Dr Persaud, this situation was not unique to the city institution as it was evident to some extent at the other nursing schools. There are currently three Government-operated nursing schools – Georgetown, New Amsterdam and Charles Roza – and another operated by the St. Joseph Mercy Hospital. Without giving the precise pass or failing rate per institution, Dr Persaud said that based on available statistics, a total of 23 of the 276 who wrote the examination failed “outright” while those who passed “outright” amounted to 31.

GDF inks new Collective Labour Agreement with GLU The Guyana Defence Force has inked a Collective Labour Agreement (CLA) with the Guyana Labour Union (GLU). GDF Colonel (Administration and Quartering), Captain John Flores and General Secretary of the GLU, Carvil Duncan were the main signatories. The agreement, which covers all permanent civilians employed by the GDF, was signed on April 16 last. Captain Flores noted that, the completion and signing of the agreement is indicative of the GDF’s continued respect and concern for the welfare of the Force’s civilian employees. “The GDF has great respect for all of its employees

GDF and GLU officials sign the CLA at the GDF’s Conference Room. At extreme left is GLU General Secretary Carvil Duncan while GDF Colonel (Administration and Quartering), Captain John Flores, is second from right. and we value the contributions of our civilian labour force. We will continue

to treat with them in the letter and spirit of this agreement and also with regard to our

national laws. Our doors are also open for consultations should any issue arise that is

not covered in this agreement.” The GLU General Secretary lauded the GDF’s commitment to protecting the rights of its civilian employees with the establishment of the new agreement. He also commended the GDF for maintaining a very healthy relationship with the GLU. “I am happy that an agreement has been reached and concluded between the two parties,” he said. “People often wonder how it is that a union is operating in a military organisation when unions are generally associated with goslows and strikes. With the GDF, we operate on principles embracing discussions and

consultations to arrive at consensus. The GDF is worker-friendly and takes care of their people. They also have a high regard for the union. The GLU enjoys a unique relationship with the Guyana Defence Force. The signing of this agreement shows a continuation of that relationship,” he added. Also present at the signing ceremony were, Staff Officer One General One, Lt Colonel Patrick West, Assistant Chief Labour Officer, Ms. Lydia Greene, GLU Field Officer, Mr. Michael Stevens and GDF Shop Steward, Ms. Doreth Christian. The previous agreement was signed in 1977.

Man wanted for rape shot dead by cops A Haslington, East Coast Demerara man who was wanted for the rape of a 15-year old girl was yesterday shot dead by police at Kuru Kuru on the Linden/Soesdyke Highway. Police said that a police rank had resorted to the use of force when he was attacked by the man, Joel Ross, while in the process of arresting him. According to the police, Ross went into hiding after committing the act on the teenager on Easter Monday at Haslington. Kaieteur News understands that the police received information that Ross was hiding out at a location on the highway and went after him yesterday just after midday. “At about 12:30 hours today (Tuesday)…, Joel Ross, who was armed with a cutlass, attacked a policeman who was in the process of arresting him at Kuru Kuru, Soesdyke/Linden Highway. This caused the rank to resort to the use

of force and Joel Ross was shot to his body. He succumbed to his injuries. Joel Ross was wanted in relation to a matter of rape committed at Haslington, ECD, on April 21, 2014,” a police press release stated. “We never got to put the (rape) allegation to him because he ran out of Haslington,” a police source said. Relatives of the dead man were informed of his death late yesterday afternoon when they were contacted by this newspaper. They said that although Ross was no angel, he was not stupid to attack an armed policeman with a cutlass. The relatives were however not surprised that Ross was wanted by the police since they claimed that he was always running from the law for some reason or the other. One female relative told this newspaper that the last time she saw him was a few days before Easter Monday last when he returned to

Haslington from Berbice. The woman informed that Ross had fled the village a few years ago after getting into trouble with the police and had settled in Berbice. However he fled the Ancient County and returned to Haslington after his reputed wife called in the police when he violated a restraining order. Relatives told this newspaper that they were unaware of the recent rape allegation against Ross. They claimed that he told them that he had landed a job on the highway and they were glad that he would somehow be out of trouble; they were wrong. “Like after de raping, he went to Kuru Kuru to work with some pig man,” a close relative told this newspaper. The relative said that yesterday she learnt of his death after she received a telephone call from Ross’ brother with whom he was living with

in Enmore shortly before he left for the highway. “Since I hear highway, I say is true, because is deh he get away and go,” the woman said. This newspaper spoke to the owner of the pig farm at Yarrowkabra where Ross was a temporary worker at the time of his death. The man said that he had employed Ross temporarily to cover for his usual farm hand who had requested some leave. The farm owner who resides on the East Coast of Demerara said that up to late yesterday he was unaware that Ross had been shot dead. He said that he was shocked by the news, since he had spoken to Ross earlier yesterday. “I was to take in his wife, but I could not make contact with her via telephone. When I called back the man yesterday, the police from Timehri answered the phone and said that they wanted to see me. I

told them that I was on the East Coast, but they did not tell me what had happened. All they said was that I should make contact with them,” the farm owner told Kaieteur News. He informed that from all indications Ross had left the farm at Yarrowkabra, since according to the police he was killed at Kuru Kuru, which is located several miles away. Ross’ relatives have not yet identified the body, which is presently lying at a city mortuary awaiting a post mortem examination. Recreation does for you what it says literally. It creates you again. It refreshes the mind, renews the spirit, and motivates the body. Constant working towards some objective can do the opposite, unless we control it by rest and relaxation.

Letters... Where your views make the news

Whither Port Mourant cricket DEAR SIR/MADAM, The village of Port Mourant is well known in Guyana for being the birthplace of our Father of the Nation, Dr. Cheddi Jagan, and also for being the home of the historic Port Mourant Cricket club. The PMCC has been the pride of our village and has always been managed and properly administered by outstanding Port Mourant born and bred residents with great success. Names like Manohar Pooran a/k Sam Suchit, Mr. Deen, Romain Etwaroo, Mr. Permaul, Mr. Nandu, Mr. M. Ali. Deonarine Persaud, Mr. Seenarine were all outstanding administrators who transformed the PMCC into one of the most feared cricket clubs in Guyana and we were proud of the achievements of our boys who we called our own. The PMCC over the last decades has fallen to total decline is a shadow of its old self and it take great effort to return it to the glory days of the past. Several dedicated

cricketers and administrators who were loyal to our club over the last few years are now looking on in total disbelief as the PMCC administration and cricket teams have been taken over by persons who have no connection to our village and no loyalty to the club. The executive body consisting of the president, first vice president, secretary, treasurer, assistant treasurer, cricket manager and coach have no connection to our village while our different cricket teams are looking like a united nation delegation with players coming from all over Berbice. Port Mourant is a proud village which has produced outstanding players like Rohan Kanhai, Basil Butcher, Ivan Madray, Joe Soloman, Alvin Kallicharran, Tyrone and Romain Etwaroo, Reginald Etwaroo, Mahendra and Vishal Nagamootoo, Arjune Nandu and Veerasammy Verapen. A few non Port Mourant players like the Fingal brothers, the

Dhaniram brothers and Rajendra Sahadeo played with us over the years but the emphasis was always on our own bred players. Under the current administration there has been a few positive changes in terms of meals, supplies of balls and fund raising but some long serving members are very concern that a person whose name was in the press via a supreme court advisory for charges of trafficking in illegal substances is involved in our club. The overall development of our youths is very vital to residents of Port Mourant. We have also observed that a new culture is developing whereby tents are set up for loud music and the drinking of liquor by a selected few closely associated to the new emperor at our club. I was recently at three major matches and observed junior players being encouraged around the tent. A club leader must learn to respect and sadly this new

GT&T resolved telephone issue in a jiffy DEAR EDITOR, I refer to a letter by Johonel Munroe which was published in the April 21, 2014 edition of the Kaieteur News. The customer complained about her mobile data service. I wish to indicate that the matter was actually resolved on April 22, 2014 through the intervention of the Chief Executive Officer, Mr. R. K. Sharma, and our Mobile Sales Coordinator, Ms. Allison Dundas. The fact is that customer Johonel Munroe simply needed to change the data settings on her phone. Further, in recognition of the inconvenience which the customer would have suffered, admittedly through no fault of ours, GT&T in an act of good faith provided Ms. Munro with one month’s data service free of charge. We might add that after the problem was

resolved, the customer promised to do another “letter to the Editor” that was supposed to put the entire matter to rest. However, to date, we have seen no such letter published in any of the dailies. With regard to the customer’s handset which was stolen, the company contacted Mr. McAllister, Acting Commander (CID) at New Amsterdam who could not confirm that CID Head Office in Eve Leary had made any request to GT&T for the relevant information. However, we have since advised the Acting Commissioner to make such a request through the Crime Chief. This is the usual procedure. We would be quite happy to provide the relevant information to Ms. Munroe through the Guyana Police Force when such a request is received by the company. Allison Parker Public Relations Officer

culture is not a way to do so. My greatest fear is that once the destructive opposition supports our beloved Government and pass the anti-money laundering Bill that the beloved club of Legends would be in deep trouble. Peeping Tom’s fallacy From page 4 those councils devolved authority although it is envisaged that they can be bequeathed such authority. Therein lies the fundamental difference between the City Council and the RDC. The City Council is fulsome. The RDC is a shell and merely carries out delegated functions on behalf of central ministries, one of which is to supervise the work of the Neighbourhood Democratic Council (NDCs). This delegation is provided for in section 10 of the Local Democratic Organs Act. It should however be noted that the NDCs are far

more fulsome and autonomous that the shell (RDC) which superintends their operations. Hence, my original and unrefuted contention remained uncontested. A Town Clerk by virtue of the provisions of the Municipal and District Council Act is behoven to the City Council in a manner in which a REO is not behoven to the RDC, since the RDC presently merely engages in agency and is not constituted or operated in a manner similar to the City Council, while the City Council has its full fledge operations, including its revenue base.

The argument about comity therefore does not stand and that of counterbalance is irrelevant to the matter at hand. The attempt to analogize or synonymize Town Clerk and Regional Executive Officer is therefore an equivocation and fallacious. That a contradiction may exist in principle because of the various caps the REO wears does not negate the fact that he/she wears them, nor does it have any bearing on the issue at hand. My innings is done and Peeping Tom’s last ball has been dispatched where it belongs. Vincent Alexander

Scores disconnected as GPL swoops down on West Dem.

A dangerous connection runs over a trench and through a yard in Sisters Village, W.C.D. With little or no care for the danger of electrocution, electricity theft dominates the cases Guyana Power Light (GPL) encounters, with their Loss Reduction Unit combing villages countrywide and illegal connections being unearthed. Some of them assembled in the most blatant as well as shrewd manners possible. GPL’s ongoing exercise to reduce commercial losses resulting from electricity theft caused their operatives to yesterday descend on squatting areas on the West Bank Demerara, including Sisters Village and Skull City. Many residents’ excuses were pertaining to lack of regularization of their community, cost of living and corrupt GPL operatives who gave them wrong advice, rather than explaining the proper procedures to obtain the utility’s service. “Imagine we applied for

service how long now and never get through and there are poles all over the place…What should I do, accept darkness?” one resident questioned. Another said; “What will happen to all my meat in my fridge? How will my children study at night? What am I supposed to do? I have done everything I was supposed to at GPL and then this happens.” Many persons also complained of large bribes that were reportedly paid to some GPL operatives - in some instances, persons claim to have paid between $75,000 and $100,000 per connection. GPL operatives in the field explained that the company cannot survive if persons continue to steal electricity. Yesterday some 3000 feet of duplex wires were seized along with several tampered meters to the dismay of the consumers.

“When others steal e l e c t r i c i t y, t h e p e r s o n s who are paying for their services are affected and already we are seeing extended periods of power outages across the country. This will more than likely continue if electricity losses are not reduced drastically. No entity can survive and improve services to customers without the much needed capital.” One senior GPL operative lamented, “The cost of stolen electricity is being passed on to the other consumers. Some persons even risk their lives to steal electricity and a number of them have died in the process. Children are killed accidentally while playing, because of crudely installed wires which are not meant for electrical transmission. Homes have been destroyed by fire as well. But many persist in making

GPL operatives, in the company of police, rolling up some of the illegal seized wires found in nearby premises. illegal connections to their homes.” According to Field Services Manager, Looknauth Singh, if GPL personnel are found taking bribes to breach and tamper with meters and install illegal connections, they can be investigated, since all meters are registered within the system along with persons who installed them. Singh explained that disciplinary measures can be taken which can lead to termination of services or contract and if someone is found in breach of the established requirement, that contractor can be fined $20,000 for each illegal job done. He explained that if persons visit GPL in a large group and request service, the power company will submit such a request to Central Housing and Planning Authority (CHPA) to give the go-ahead to have

them provided with service legally, pending regularization of the community. It was also noted that consumers who steal electricity can also apply for service but if they are caught stealing electricity, GPL can refuse the request. In addition, if a person is found guilty of illegal connections or meter tampering, they can be charged and placed before the courts. Before the household could be reconnected, the person would have to pay a reconnection fee, and a backbilling penalty. According to a Senior Investigator attached to the Loss Reduction Unit, illegal GPL connections can be uprooted today and tomorrow persons find ingenious and even more dangerous ways to reconnect. He said GPL only issues 60 feet of service line

and a consumer has to pay for the extra to reach their home. However, if it surpasses 125 feet, then that would be done under Government’s capital works. It was also explained that although a customer is charged, he/she can still appeal to the Public Utilities Commission (PUC) to dispute what GPL found and the commission has mechanisms and an engineer to check the installation and reveal their findings, and even ask that GPL explain if they are not satisfied. Records reveal that 22 percent of the company’s losses are non-technical in nature and are largely as a result of electricity theft, faulty meters and deficiencies in the billing system. After four years and the injection of billions of dollars, the company was only able to secure a mere 2.3 percent loss reduction.

Ukraine separatists seize second provincial capital, fire on police

Pro-Russian armed men take cover behind a car near the local police headquarters in Luhansk, eastern Ukraine, yesterday. REUTERS/Vasily Fedosenko LUHANSK, Ukraine (Reuters) - Hundreds of pro-Moscow separatists stormed government buildings in one of U k r a i n e ’s p r o v i n c i a l capitals yesterday and opened fire on police h oled up in a regional headquarters, a major escalation of their revolt d e s p i t e n e w We s t e r n sanctions on Russia. Russian share prices rose in relief at the mildness of the newly announced U.S. and European sanctions, which amounted mainly to adding a small number of names to existing blacklists while putting off threats to take more serious measures. Demonstrators smashed their way into the provincial government headquarters in Luhansk, U k r a i n e ’s e a s t e r n m o s t province, which abuts the Russian border, and raised separatist flags over the building, while police did nothing to interfere. As night fell, about 20 rebel gunmen opened fire with automatic weapons and threw stun grenades

at the headquarters of the region’s police, trying to force those inside to surrender their weapons, a Reuters photographer at the scene said. “The regional leadership does not control its police force,” said Stanislav R e c h y n s k y, a n a i d e t o Interior Minister Arsen Avakov, referring to events in Luhansk. “The local police did nothing.” The rebels also seized the prosecutor’s office and the television center. The separatist operation in Luhansk appears to give the proMoscow rebels control of a second provincial capital. They already control much of neighboring Donetsk province, where they have proclaimed an independent “ P e o p l e ’s R e p u b l i c o f Donetsk” and declared a referendum on secession for May 11. The rebels include local youths armed with clubs and chains, as well as “green men” - heavily armed masked men in military uniforms without insignia. Adding control of

Luhansk would give them sway over the entire Donbass coalfield - an unbroken swathe of territory adjacent to Russia - where giant steel smelters and heavy plants produce around a third of Ukraine’s industrial output. It is the heart of an area that Russian President Vladimir Putin described earlier this month as “New Russia”, reviving a term from when the tsars conquered it in the 18th and 19th centuries. Most people who live in the area now identify themselves as Ukrainians but speak Russian as a first language. Ukraine, a country of 45 million people the size of France, has a thousandyear history as a state but has spent much of the last few centuries under the shadow of its larger neighbor. It emerged as a modern independent nation after the Soviet Union broke up in 1991, with borders d r a wn up by Bolshevik commissars from territory previously ruled by Russia, Poland and Austria.

Firm says finds plane debris in Bay of Bengal – CNN (Reuters) - A private company said it had found what it believes is wreckage of a plane in the Bay of Bengal that should be investigated as possible debris from the missing Malaysia Airlines Flight MH370, CNN reported. The Joint Agency Coordination Centre managing the multinational search for the missing plane dismissed the possibility, saying it continued to believe that the plane came down in

the southern Indian Ocean off Australia. The Bay of Bengal is located between India and Myanmar, thousands of miles from the current search area. The wreckage was reported by Australian geophysical survey company GeoResonance. “The company is not declaring this is MH370, however it should be investigated,” CNN quoted

GeoResonance as saying in a statement. (link.reuters.com/syr88v) GeoResonance says on its website that it offers a unique and proven method of geophysical survey that detects electromagnetic fields suggestive of subsurface deposits. Flight MH370, carrying 227 passengers and 12 crew, went missing in March en route from Kuala Lumpur to Beijing.

Chemical watchdog to investigate Syria chlorine gas claims AMSTERDAM/BEIRUT (Reuters) - The global chemical weapons watchdog overseeing the destruction of Syria’s toxic stockpile will send a fact-finding mission to Syria to investigate allegations by rebels and activists of chlorine gas attacks, the organization said yesterday. The Hague-based Organisation for the Prohibition of Chemical Weapons (OPCW) said President Bashar al-Assad’s government had agreed to accept the mission and had promised to provide security in areas under its control. “The mission will carry out its work in the most challenging circumstances,” the OPCW said, referring to the three-year-old conflict between Assad’s forces and rebels. It gave no exact date for the mission but said it would take place soon. Accusations by rebels and Syrian activist of at least three separate chlorine gas attacks by Assad’s forces in the last month have exposed the limits of a deal which Assad agreed last year for the destruction of his chemical arsenal. The accord followed a sarin gas attack on rebel-held outskirts of Damascus last August in which hundreds of people were killed. Washington and its allies blamed Assad’s forces for the attack, but Damascus authorities said rebels carried it out to try to force Western

military intervention. Damascus has now shipped out or destroyed 92 percent of the chemicals it pledged to eliminate. However chlorine, which also has many industrial uses, was never included in the list submitted to the OPCW. Videos released by activists of chlorine gas canisters they said were dropped in barrel bombs from Syrian military helicopters could not be verified by Reuters but analysts say the pattern of attacks suggest a coordinated campaign with growing evidence of government responsibility. The U.S. State Department said last week that if Syrian authorities used chlorine gas with the intent to kill or harm this would violate the Chemical Weapons Convention (CWC), which it joined as part of last year’s agreement. In addition to the possible chlorine use, diplomats say Western powers believe Syria may have not have declared all of its chemical stockpiles an accusation which Syria has denied. One Western diplomat said a separate OPCW mission arrived in Syria last week to discuss discrepancies between Syria’s original declaration and the quantities which have been shipped out so far. Last year’s chemical deal helped avert the threat of U.S. air strikes against Assad’s forces. Since then the 48-year-

old president has consolidated his control around Damascus and central Syria and now appears determined to match those military advances with political gains. On Monday he declared he will run in a June 3 election - dismissed in advance by his opponents as a charade which is widely expected to deliver him a third term in office. Ten other hopefuls have also put their names forward, but Syria’s election law requires candidates to have lived in Syria for 10 years and to win the endorsement of 35 members of the pro-Assad parliament, ruling out members of Syria’s opposition in exile or any other dissenting voices. A day after Assad’s formal nomination, more than 50 people were killed in car bombs and mortar attacks targeting governmentcontrolled areas of Damascus and Homs. In Homs, at least 37 people including children were killed by two car bombs near a busy roundabout in Zahraa, a neighborhood where the population is mainly from Assad’s Alawite minority, an offshoot of Shi’ite Islam. A local security source put the death toll at 42. In central Damascus, two mortar shells struck an education complex in the mainly Shi’ite district of Shaghour, killing at least 14 people and wounding dozens.

Cameron faces vote test after Mercer’s resignation (Reuters) - Prime Minister David Cameron faces a potentially awkward test of voter support following the resignation yesterday of MP Patrick Mercer, a former member of his Conservative party. Mercer ’s resignation, after reports he was to be suspended for six months for breaking lobbying rules, triggers an election that would allow the antiEuropean Union UK Independence Party (UKIP) to test their growing popularity in a region where the Conservative party is traditionally strong. The result could reveal how much support the Conservatives, who in 2010 had a healthy 16,000 vote majority in Mercer’s Newark constituency in the English Midlands, have lost to UKIP. The vote will not take

place until after European Parliament elections next month, in which UKIP is expected to push Cameron’s Conservatives into third place behind itself and the Labour party. Minority parties tend to do better in European than domestic elections as the voting system favours them and voters are more likely to cast their ballots in protest or on single issues. So a big loss of Conservative votes in Newark to UKIP, which has nine seats in the European Parliament but no elected members in Britain’s parliament, could hint at a serious split in the centreright vote in next year’s national election. UKIP leader Nigel Farage - who has enjoyed a huge rise in media coverage ahead of the EU elections - is himself

“seriously considering” standing for the seat, a party spokeswoman said, and will make a decision today. Earlier this month, UKIP’s poll ratings hit their highest ever levels, according to one data series. Another showed its anti-EU and antiimmigration policies had spurred Conservative voters to defect. The parliamentary standards watchdog is due to publish a report tomorrow into allegations uncovered by a television documentary last year that Mercer, a member of parliament since 2001, offered to use his influence for personal gain. Local media reported yesterday that the committee would recommend suspending him from parliament for six months. “What has happened, has happened and I am ashamed of it.

Trinidad police officer facing 100 fraud related charges P O R T- O F - S PA I N , Trinidad - CMC – A 40 yearold police officer will return to court on May 2 to answer 100 charges of allegedly defrauding the Police Service of nearly TT$400,000 (One TT dollar = US$0.16 cents). The female police officer, Elizabeth Hope, a 10-year veteran, was released on TT$350,000 bail when she appeared before a Port-ofSpain court on Monday. She was not called upon to plead to the charges that were laid indictably.

The police allege that Hope, between 2010 and last March, with the assistance of another woman, Cherisse Austin, who is also before the court, allegedly tendered false bills and receipts of medical services done with an official stamp from a doctor. Hope also billed the Police Service for medication she allegedly received while she was supposedly undergoing treatment for cancer. The court was told that Hope had informed the police’s Finance Branch that

she was ill with cancer and forwarded to them a number of receipts for treatment she allegedly received as well as medication, all purported to have been signed off by a doctor named in the charge. The prosecution had objected to bail citing Hope as a flight risk. But her defence lawyer, Keith Scotland, disagreed submitting that his client, who was abroad on 21 days sick leave, had immediately returned to the island after finding out about the investigation against her.

Newly arrived virus spreads in Dominican Republic SANTO DOMINGO, Dominican Republic (AP) — Health officials in the Dominican Republic say a mosquito-borne virus has spread widely since making its first appearance in the country. The Health Ministry says it has documented about 3,500 suspected cases of chikungunya virus since it was first detected in March. Most cases have been near the capital, but Health Minister Freddy Hidalgo said Tuesday there have been some isolated cases in northern provinces. Hidalgo spoke at the start of a two-day conference attended by representatives

from Central American countries. The virus is most commonly found in Asia and Africa. It was first detected in the Caribbean in December in French St. Martin and has

spread to nearby islands. Chikungunya is rarely fatal but it can cause high fever and intense joint and muscle pain. There is no vaccine.

Central Bank comments on shortage of US currency on local market PORT OF SPAIN, Trinidad – The Central Bank of Trinidad and Tobago (CBTT) says it has pumped half a billion US dollars into the domestic foreign exchange market, saying it is aware of the difficulty some businesses and the public have been experiencing in obtaining foreign currency. In a statement, the CBTT said that it has been “actively

and aggressively” taking steps to address the situation and that in the last three and a half months it has sold US$500 million to the banking sector to alleviate tensions in the domestic foreign exchange market. The CBTT said that it typically supplies 25 per cent of the total foreign exchange needs of the market, with the remaining 75 per cent

supplied by the banking system. “The Central Bank is assuring the public that other initiatives are currently being pursued to strengthen the operational efficiency of the domestic foreign exchange market. The Bank continues to monitor developments in the foreign exchange market and will take appropriate action as needed,” the statement added.

PM has been ‘working, working, working’ KINGSTON, Jamaica — Prime Minister Portia Simpson Miller yesterday sought to justify her overseas travels saying that seeking opportunities for trade and partnerships with other countries is integral to getting investments for the country. The prime minister was making her presentation to the 2014/2015 Budget Debate in Gordon House. Simpson Miller said that she made a trip to Spain in 2007, and in March this year,

Spain’s Hospiten Group invested US$20 million for the construction of a highly specialised general hospital at Cinnamon Hill, Rose Hall in St James. The prime minister said that when the Hospiten Group made the announcement in March, it was also highlighted that they decided to invest in the country because, when the prime minister visited Spain, she had raised the possibility for them to build a hospital in Jamaica. “When you don’t

see me, I am working, working, working,” Simpson Miller reiterated. The medical facility, which is expected to be completed within a year, is expected to provide services for residents of the North Coast area, as well as for visitors to the island. Simpson Miller added that she was supposed to be in Mexico, but because of her presentation in the 2014 Budget Debate she was unable to make the trip.

Match drawn but Real thrash Bayern as Jamaica crowned champs Ronaldo makes history Gros Islet, St. Lucia, CMC – Two promising batsmen, Jermaine Blackwood and Sunil Ambris, featured prominently with breakthrough hundreds before Jamaica claimed the Headley/Weekes Trophy with a tame draw against Windward Islands in the Final yesterday here. Blackwood completed his maiden first-class hundred of 118, propping up the Jamaicans’ batting, as they were dismissed for 200 in their second innings about halfhour before lunch on the last day of the finale to the Regional 4-Day Tournament. This left the Windwards to chase a highly improbable, if not impossible target of 376 on a docile Beausejour Cricket pitch, and Ambris used the relaxed atmosphere to carve out his second first-class hundred of 102, as Windwards reached 204 for six in their second innings when play ended an hour before the scheduled close. The result meant that the visitors clinched the Trophy by virtue of accumulating a higher number of points in the match. They ended with eight, including two batting points and three bowling points, while the Windwards finished with five. The Headley/Weekes

Tamar Lambert and David Bernard Jr. hold the Headley/Weeks trophy.

Cristiano Ronaldo fires home a free-kick to complete Real Madrid’s 4-0 victory over Bayern Trophy was inaugurated five years ago in honour of the late Jamaica and West Indies batting legend George Headley, and living Barbados and West Indies batting legend Sir Everton Weekes. Blackwood, a graduate of the Sagicor West Indies High Performance Centre, struck 15 fours and two sixes from 170 balls in 3 ¾ hours. He reached his hundred from 159 balls, when he dragged a delivery from left-arm medium-fast bowler Kenroy Peters into square leg for a single. Blackwood shared two vital tail-end stands – 33 with Damion Jacobs for the eighth

wicket and 30 with Sheldon Cottrell for the last wicket – before being caught at straight mid-wicket off Windward captain Liam Sebastien, bowling his offspin, to bring the Jamaica innings to a close. Peters was the most successful Windwards bowler with 6-66 from 17 overs, Mervin Matthew grabbed 2-35 from 11 overs and Sebastien grabbed 2-46 from 18 overs. Ambris, a highly-regarded former Young West Indies batsman, batted almost 2 ½ hours, faced 120 balls and struck 13 fours and one six. He reached his hundred from 118 balls, when he lofted Andre McCarthy, bowling his uncomplicated off-spin, over long-on for his only six. Along the way, he put on 58 for the third wicket with veteran lefthanded opener Devon Smith and shared 83 for the fifth wicket with his elder brother Romel Currency before he was caught behind chasing a delivery from McCarthy. Smith hit 40 and fellow opener Tyronbe Theophile got 22, but no other Windwards batsman made it to 20. McCarthy ended with 2-13 from five overs and legspinner Jacobs finished with 2-75 from 22 overs. There was a bizarre twist to the day, when the players seemed content to end play at tea-time with both teams meeting halfway between their respective dressing rooms for the typical post-play shake of hands. Ground-staff had extracted the stumps and started to water the outfield, but were soon informed that play would resume as scheduled after the break. Under tournament rules, play on the last day could not be ended until 75 overs had been bowled on the day or 4 p.m. East Caribbean Time (Jamaica minus an hour), whichever is the later.

Real Madrid moved a step closer to ruling Europe for a tenth time as they blew away defending champions Bayern Munich 4-0 to complete a 5-0 aggregate victory in a recordbreaking semi-final. Holding a 1-0 lead from the first leg, a first-half brace from Sergio Ramos and two goals from Cristiano Ronaldo which took his season’s UEFA Champions League tally to a record 16 handed Los Merengues a comfortable success that takes them to the Estadio da Luz to face either Chelsea or Atletico Madrid on May 24. The only negative for Real on a night when they took their goal tally in this s e a s o n ’s Champions League to 37 - another record - was a booking for Xabi Alonso that rules the midfielder out of the decider. Both teams made just one change from the first leg with Gareth Bale replacing Isco for Real and Thomas Muller coming in for Rafinha for Bayern. There was a minute’s silence before proceedings began in honour of former Barcelona coach, and Pep Guardiola’s former assistant, Tito Vilanova and former Real boss Vujadin Boskov, who both passed

away last week. Both sides looked nervous at the outset and it was not surprising that the first chance came from an error as Manuel Neuer came out of his area to head away but could only find Bale, who fired over an empty net from distance. Angel Di Maria fired a speculative effort over the bar shortly after and it was not long before the visitors took the lead in the 16th minute. Dante did well to cut out a Karim Benzema chance, but from the resulting corner Luka Modric swung in the ball and an unmarked Ramos headed powerfully home. The Germans were now looking at an uphill task and that became nearly impossible four minutes later when rampant Real h a d t h e i r s e c o n d . To n i Kroos fouled Bale on the right, around 25 yards out, and Di Maria’s delivery was flicked on by Pepe to the edge of the six-yard box, where Ramos met the ball with a diving header to double the lead. Real predictably now seemed quite happy to sit back and hit their opponents on the counter and Ronaldo took advantage in the 34th minute. Di Maria spread the ball right to Benzema, who

freed Bale and the Welshman and Ronaldo were two-onone with Jerome Boateng. Bale slipped the ball across to the Portuguese and he calmly slotted below Neuer. Everything was going perfectly for the Spaniards but they suffered a blow in the 38th minute when Alonso deservedly went in the book for a clumsy challenge on Bastian Schweinsteiger. Guardiola removed Mandzukic at the interval and brought on Javi Martinez, and it was Bayern who had the first chance after the break as Ramos was forced to head over his own bar under pressure. The second half was a far more subdued affair and despite Arjen Robben curling an effort wide and Ribery bringing a save from Casillas, neither side looked like scoring in the first 15 minutes. Ronaldo headed over the bar but neither side showed much of a threat in the closing stages as Carlo Ancelotti brought off Ramos, nullifying the danger of a yellow card that would cost him his place in Lisbon. Ronaldo completed the rout in the final minute with a low free-kick from 18 yards as Real completely outclassed the Bundesliga champions.

Wimbledon 2014: Early round losers see large prize money boost Prize money for players who lose in the first three rounds at this year’s Wimbledon Championships has risen by over 100% over a three-year period. The overall prize fund has increased by 10.8% to £25m, with first round losers seeing their reward rise from £11,500 in 2011 to £27,000 in 2014. All England Lawn Tennis Club chief executive Richard Lewis said: “I’m not saying

they are pleading poverty. “But they aren’t making huge sums of money for worldclass sportsmen.” The singles champions will receive £1.76m, 10% more than Andy Murray and Marion Bartoli received last year. Brook added that defending champion Murray’s slip to eighth in the rankings will not harm his seeding for this year’s tournament.

Wimbledon use a surfacebased system to determine seedings, based on their performance on grass in combination with their ranking. As a result, Brook said the system will have a “significant impact” on Murray, who triumphed at the Queen’s Club and Wimbledon last summer, as well as reaching the Wimbledon final in 2012. Donald Sterling banned for Royals win on boundary life from NBA and fined $2.5m count after tie and Super Over

Banned for life: Los Angeles Clippers owner Donald Sterling cannot be involved in the team’s operations after racist comments allegedly made by him were made public The NBA have banned Los Angeles Clippers owner Donald Sterling from the game for life and fined him $2.5 million for racist comments made public over the weekend, the league’s commissioner said yesterday. Sterling, the longesttenured owner of any of the 30 NBA teams, will not be allowed any role in the operations of his team or be able to serve as one of the league’s governors, NBA Commissioner Adam Silver announced at a news conference in New York. The controversy began over the weekend when the celebrity website TMZ.com released an audio recording with a voice said to be Sterling’s criticising a friend for associating with ‘black people.’ An investigation into the recording concluded the voice was Sterling’s, Silver told reporters. ‘The man whose voice is heard on the recording and on a second recording from the same conversation that was

released on Sunday is Mr. Sterling,’ said Silver, who is confronting his first major crisis since he was named commissioner in February. ‘The views expressed by Mr. Sterling are deeply offensive and harmful.’ Sterling’s comments caused a wave of outrage from fans, players and coaches of the league, which was on the forefront of racial integration in US professional sports, all the way to Barack Obama, the first black US President, who blasted the ‘incredibly offensive racist statements.’ The move may not be enough for some critics, who called on Sterling to give up ownership of the team, though observers said the other 29 owners of NBA franchises were not likely to back any move that could set a precedent that would harm their property rights. Silver said he would call on the owners to vote to force Sterling to sell the team. Such a move would require approval of three-quarters of

the current owners. The league acted after several team sponsors including auto dealer CarMax Inc, Virgin America, State Farm, Kia Motors America, music mogul P. Diddy’s water brand, AQUAHydrate, Red Bull and Yokohama Tire all announced on Monday that they were stepping back from the team. Some advertisers have asked to move their commercials out of the national broadcast of Tuesday’s (yesterday) Clippers playoff game against the Golden State Warriors by TNT, owned by Time Warner Inc, and the local airing on a sports channel owned by 21st Century Fox, according to sources. Sterling bought the Clippers in 1981 at a time when basketball was far less commercially successful than it is today, and the franchise could now be worth as much as $800 million, estimated Robert Boland, chairman of the sports management department at New York University. A few days ago, individual brilliance from Chris Lynn had given Kolkata Knight Riders a win from nowhere, which sparked wild celebrations. Yesterday they experienced what it was like to be on the receiving end of such an unexpected result. Knight Riders needed only 16 off 12 balls with six wickets in hand, when their middle and lower order capsized against James Faulkner in the penultimate over. Shakib Al Hasan forced the match into a Super Over and Knight Riders would have been confident of Sunil Narine defending 12. But with three needed to win off the last ball, Steven Smith played a smart dab into the vacant space at extra cover and ran an easy two, leveling the match again and taking Rajasthan Royals to a thrilling win on the basis of a greater number of boundaries scored in the match. For Knight Riders, it should have never come to that stage. Faulkner hadn’t had the best of times in this year’s IPL and was benched for a match after ordinary outings in his first three games, but bowled an inspirational over to turn the game on its head. Cameos from Suryakant Yadav and Shakib had almost brought Knight Riders on the doorstep of a smartly constructed innings and a win seemed there for the taking. They had added 49 runs in 26 balls. Then, Faulkner’s slower balls, so effective last year, made a sparkling re-entry. Yadav, looking for a big hit, sliced the first ball of the 19th over to long-off to fall for a 19-ball 31. It was still Knight Riders’ game, but Faulkner’s fourth and fifth deliveries proved to be the icing on his birthday cake as Robin Uthappa and Vinay Kumar missed straight deliveries to be bowled. Six

Steve Smith and Shane Watson celebrate Rajasthan Royals’ dramatic Super Over heroics balls, three wickets and 12 off nine became 12 off 6. With Shakib still around, Knight Riders still had some chance - they kept up with the task as Shakib squeezed out a boundary off the first ball off the last over. Kane Richardson didn’t bowl the best of overs, serving leg-side balls and half-volleys. Shakib too, failed to connect properly again in the over, but managed to tie the game. However, Smith’s presence of mind on the last delivery of the Super Over that won them two points showed Royals were in no mood to spoil Faulkner’s birthday party. One of the heartening side stories for the Knight Riders to emerge despite the loss was Gautam Gambhir’s return to form. Gambhir didn’t set the stage on fire - the slower Abu Dhabi pitch was never going to allow that sort of strokeplay and that’s not Gambhir’s game anyway - but his 45 from 44 deliveries was ideal platform for the middleorder stroke makers. Such had been the drought that Gambhir would have been satisfied with anything of substance; he had hardly spent any time in

the middle. Instead, he ended up playing the solid knock that was needed at the top of the order following the same template Ajinkya Rahane, who top-scored with 72, had set in the first half of the match. A pull shot off the gentle medium pace of Stuart Binny didn’t run to the boundary but was the ideal tonic for a sagging spirit. Once he had played a few balls though, Gambhir was in familiar territory, comfortably nudging the ball in the gaps and using his feet to the slower bowlers. Familiar with Rajat Bhatia’s tricks, Gambhir handled his Delhi teammate with ease, once using his feet to carve a slower delivery over extra cover in trademark fashion. But he was caught in the boundary to a sweep shot, five short of his half-century. His team’s fate followed a similar course. Rajasthan Royals 152 for 5 (Rahane 72) tied with Kolkata Knight Riders 152 for 8 (Gambhir 45, Faulkner 3-11) Super Over Rajasthan Royals 12 tied with Kolkata Knight Riders 12 but won the match on a higher boundary count

Rio Olympic preparations ‘worst’ ever: Coates Amete Smith (2nd right) receives the ticket from Air Jamaica’s Marketing & Reservation Officer, Mr. Wesley Tucker. At left is MSC Treasurer Troy Lewis. Malteenoes Sports Club (MSC) pulled off a successful and exciting Bingo on Saturday April 26 at the National Park in Georgetown. Close to 4,000 persons attended the event which was bigger than last year’s WOW Bingo. The forty consolation prizes were quickly won, with multiple winners in several games. Prizes included a refrigerator, a freezer, bicycles, electrical appliances, hand tools and a box of chicken sausages. Air Jamaica donated the special prize for the coupon drawing a free air ticket to New York. A team from the Jamaica based airline which has recently acquired a

second aircraft, led by its Marketing Manager and two stewardesses made the presentation to the lucky winner. The lucrative cash prizes for the cover-all games of $300,000, $200,000 and $100,000 created the usual buzz and spine tingling moments. Just prior to the cover-all games, the club reduced the cost of bingo tickets from $1000 to $500. The three lucky persons left the Park several hundred thousand dollars richer than they were before the bingo event. “The executive and members take this opportunity to thank all those

who supported and participated in the event, including sponsors, donors, food and drink vendors, the Guyana Police Force and, of course, all the bingo players, young and not so young, male and female” Said PRO of the club Sherwood Lowe. “Proceeds from the Bingo will go towards the completion of the internal renovations of the MSC building on Thomas Lands, Georgetown,” Lowe added. The club, founded in 1902 by Barbadian Taylor Fernenad Archer, thanked all of their sponsors and added that this event could not have been a success without their generous support.

Reuters - International Olympic Committee (IOC) Vice President John Coates has called Brazil’s preparations for the 2016 Rio de Janeiro Games “the worst” he has ever seen and critically behind schedule. Attending an Olympic forum in Sydney, Coates told delegates that construction had not commenced on some venues, infrastructure was significantly delayed and water quality was also a major concern two years out from the Games. He warned, however, that there was no “plan B” to find another host. “I think this is a worse situation than Athens,” said the Australian, referring to preparations for the 2004 Games, which were plagued by construction delays. “In Athens, we were

dealing with one government and some city responsibilities. Here, there’s three. “There is little coordination between the federal, the state government and the city - which is responsible for a lot of the construction. “And this is against a city that’s got social issues that also have to be addressed; a country that’s also trying to deal with the FIFA World Cup coming up in a few months. “It’s the worst that I’ve experienced.” The first Games on the South American continent have been plagued by delays, rising costs and bad communication between different levels of the Brazilian government and organisers, prompting criticism from international sports federations. Rio’s Mayor Eduardo Paes said the city “has to

accept the criticism and work hard. “We have to work with great zeal and dedication in order to deliver everything on time,” the news site G1 reported him as saying. HISTORIC MISSION Local Games organisers pointed out they were moving in the right direction. “The time has now passed when general discussions about the progress of preparations contribute to the journey towards the Games,” Rio 2016 said in a statement. “It is time for us to focus on the work to be done and on engaging with society.” They noted that important decisions were taken recently on the Games budget and said improved communications between federal, state and city authorities were reaping benefits. They also urged the IOC to get behind the city.

Pepsi Sonics holds Basketball Easter Clinic USA based Coaches onboard

Pepsi Sonics Prisident Merle Casey, the overseas coaches and the participants at the CASH yesterday By Sean Devers The Pepsi Sonics Basketball Club and the Ministry of Culture, Youth and Sport annual Easter Basketball Clinic got on the way on Monday at the Cliff Anderson Sport Hall (CASH) under the watchful eyes of North American based Coaches Aubrey ‘Charlie’ Chalmers, George Sharple and Holisworth Casey. President of Pepsi Sonics Merle Casey described the Clinic, which is scheduled to conclude on Tuesday and catered for youths between the ages of 8 and 18, as very important for the young participants some of whom were playing basketball for the first time. The former National female player who represented Guyana from 1986-1990, said that her biggest challenge is the lack of sponsorship and feels that more companies should support youths since it is at that age they need guidance and support and not when they are established players. “If ignored they could easily become a burden to society and maybe turn to

crime and other social ills. Sports could help to prevent that from happening,” Casey said. The towering Casey said that the lack of sponsorship and unavailability of a venue prevented the Clinic from starting earlier and running for a longer duration and thanked Automotive Essentials for their sponsorship. She also said that Demerara Distillers Limited (DDL) provided refreshments while Neil Kumar and the Sports Ministry ensured the use of the National Sports Hall for the first time after previous Clinics, held during Easter and the August holidays, were held at the National Gymnasium. “I am very satisfied with the programme, which is an annual one and the quality of Coaches the youth are being exposed to. Both Chalmers and Sharple are former Guyana players and it’s a pity they could not be here longer. They are expected to leave tomorrow (today) and we will use our local Coaches when they leave,” Casey informed. Chalmers, who resides in

Canada, represented Guyana from 1972-1981 and was a facilitator last year, he explained that 22 kids participated in the Clinic which comprised the fundamentals of Basketball which he stressed is very important to those now learning the game. “We did some drills and finished off each session with playing sessions where they got to display what they had learnt. Many of these kids have the ability to progress in the future and I was impressed by their enthusiasm. This is a good program but it should be continuous…. not just for a week …the sport has to be taken back to the schools,” Chalmers opined. Sharple, who played for his country between 19721985, said the standard of local basketball has dropped in comparison to the 1970s and 1980s and agreed with Chalmers that it was imperative that sports play a bigger role in the schools. “You also need to get places like Linden, Berbice and Kwakwani back into the mix since those areas

produced a lot of National players in the past,” Sharple said. On his first visit to Guyana in 28 years, Sharple explained that an ex-Guyana National Basketball Association was formed in the USA which would contribute balls and other gear to the local sport and when Merle said she wanted some assistance with coaching he willingly got on board. “When we played we would go on tours to Barbados, Suriname and Trinidad to play against club teams. The National teams today don’t get enough exposure but then it comes back to funding. Holisworth Casey who lives in Brooklyn is the Treasurer of t h e P e p s i Sonics Club and assisted with coaching the y o u n g s t e r s y e s t e r d a y. Merle Casey concluded by saying that there was a lot of work to be done in the sport but feels that new President Nigel Hinds is doing a commendable job so far in reviving basketball in Guyana.

Rising Sun Judo Club/Alpha MMA stages second in-club Judo tourney for 2014 Even the Sunday morning showers on April 27th couldn’t stop what is turning out to be one of the biggest local Judo rivalries from continuing as Raul Lall and Randy Phillips once again made it to the finals of the second Rising Sun Judo Club/Alpha MMA i n - c l u b J u d o t o u r n e y. Letter to the Sports Editor

Sunich thanks teams for taking part in Trophy Stall tourney DEAR EDITOR, Softball cricket has been on the ascendency for many years now. It has become one of the most popular and exciting spectator sporting events in our country. Numerous and highly successful softball cricket tournaments have been organized, but none of these tournaments has exemplified the transformation taking place in softball cricket better than the recently hosted Trophy Stall Softball Competition held under lights

at the Demerara Cricket Club (DCC), Queenstown. As the sponsor of this recently concluded tournament, I wish to express my appreciation to all the teams that participated. This tournament was held under the auspices of the Gu y a n a Floodlights Softball Cricket Association (GFSCA). It was a wonderful event which was played at the DCC ground which is now illuminated with permanent lights.

Floodlights cricket now has its own Mecca. I wish to personally express my thanks to the GFSCA and especially to Mr. Ricky Deonarine for the significant investment that he has made in ensuring that softball cricket can now be played at that venue under floodlights. I also wish to say that this just concluded Trophy Stall Softball tournament would not have been as successful had it not been for the great work done by Mr. Deonarine and the GFSCA. I

trust that other companies and individuals would imitate the generosity and commitment of Mr. Deonarine and would support the Guyana Softball Cricket Association (GFSA) in taking softball cricket to even greater heights. Trophy Stall will continue to support softball cricket in Guyana as we have done over the years, not just by sponsoring tournaments but also through its support of its branded teams. Seon Bristol throws support behind Atwell as fighter leaves for NY training base

Owner of Millennium Manor Hotel Lance Bacchus (left) presents a package of support to Clive Atwell yesterday. A press briefing was called yesterday at the Millennium Manor Hotel on Hadfield Street by boxer Clive Atwell and members of his team to update the media on preparations for his May 24 fight against Johnny Gonzalez of Mexico for his WBC Featherweight title in Acapulco, Mexico. It was revealed that Boxing Promoter Seon Bristol has offered support in the form of taking care of aspects of Atwell’s stay in the United States as he trains prior to the fight, while Millennium Manor owner, Lance Bacchus made a donation to Atwell and renowned Guyanese boxer now trainer Lennox Blackmore, who was present, and Dillon Carew, will join Lennox Daniels in preparing Atwell for the final leg of his preparation for this fight. President of the Guyana Boxing Board of Control (GBBC) Peter Abdool also informed that the fight, based on his understanding, would be staged in Acapulco which is just 98 feet above sea level, and not Mexico City, which is much higher, where it had originally been stated the fight would take place. This eliminates the altitude factor which has been a concern of many Guyanese fans. However, the training team is not leaving anything to chance and will ensure Atwell is prepared whether the fight is staged at altitude or not. Atwell began the proceedings by touching on

some misconceptions in the media as to how his management team handled negotiations for the fight. He explained that he being an underdog fighter in status to Gonzalez and the fight being a voluntary defence, his management could not negotiate beyond a certain point. He thanked the media for the publicity but noted that the light in which his management was cast could be deemed as not totally accurate. Atwell said it has affected their creditably and their power to effectively seek sponsorship for him. The boxer stated that he has a good business relationship with his management, while admitting they may have disagreed over some issues in the past, the focus is for a common good, having him fully ready for the fight. He informed that Bristol offered to assist and will be in charge of his encampment in the US. He will workout at the Gleason’s Gym in New York under Blackmore, Carew and Daniels. Bristol said he was overwhelmed to be able to aid this talented fighter and the priority is the task ahead. He informed that after speaking with Atwell, his main concern was the time span they had available before the fight. However, he has done all in his power to ensure that Atwell is taken care of and can focus on the task ahead. Bristol said that despite the underdog tag, once

Atwell is adequately prepared he can win this fight. GBBC President Abdool added his bit, stating that due to the fact that the fight is not being televised on Pay per view (PPV) with significant TV rights, is was difficult for the management to bargain for more. Abdool said he was grateful that the fight is taking place and he was confident in Atwell’s ability, noting that this is one fighter that is focused going into bouts and he will be no pushover. He continued by stating, due to the fact he is a member of the World Boxing Council (WBC) board of directors, he has been urging them to afford more opportunities to Guyanese fighters. He also stated that Atwell is a product of the Friday Night fight programme and winning the title would be a major statement to the success of that programme initiated by the GBBC. Veteran Lennox Blackmore was forthright in stating that he feels Atwell is mentally ready for this fight. He said he knows of Gonzalez and feels with a bit more sharpening Atwell will be fully ready for the contest. Blackmore said, with some sparring and conditioning work along with specific strategising, Atwell could prove more than enough for his Mexican opponent. He described Gonzalez as a strong fighter who comes at his opponents, and noted they will have Atwell ready to deal with this challenge. Lennox Daniels, who has been preparing Atwell since his retu r n h o m e f r o m Dominica for the bout, was a bit more cautious, stating that as of now, he feels the boxer is at 75% readiness, but noted that he will be fully ready for the contest with the additional work and the high level sparring scheduled at Gleason’s gym.
