Letters... Where your views make the news Letters... Where your views make the news

We need to educate our population about helping wildlife DEAR EDITOR, I wish to highlight to your readers another senseless trapping which resulted in unintended cruelty to a shy member of our voiceless wildlife. On April 17th, just after 9:00 am, I got a call from Mr. Mandall, Presidential Guards Office in the Botanical Gardens. He told me there was a man at their gate trying to sell a Sloth. I went over to the gardens and found a young 3-toed Sloth in a rice bag. The “owner” or “kidnapper” of the sloth took it out, but it could not move since it was securely tied to the fork of a tree branch to keep it from “running away”. It was heartbreaking to see the sloth try to move, but without success. Both back legs were tied tightly to the tree branch with a black elastic band and the upper side of one was swollen to twice the size of the other. One of the Presidential Guards, Anil,

took the time to carefully cut the elastic band loose. The sloth immediately moved his two arms and one of his legs, but the swollen leg seemed to be without feeling. However, he soon realized he was free and began to crawl across the grass, pulling himself with his powerful long arms. Anil put him in my large dog kennel and I drove him to the Zoo. The man who caught the Sloth, Paul, said he lives at Half-mile Wismar and that he farms on the land. A week ago Paul said he saw a family of Sloths in some trees and went to get help to chase them away. Some left, but he managed to catch the smaller one. Paul told the Presidential Guards he also catches caiman, snakes and other wild animals and sells them to a “white woman” who makes regular visits. I thanked the Presidential Guards for their concern and told them I thought they just watched out for people. Mr.

Mandall said their job was to look out for anything out of the ordinary and that they loved animals of all types. I took the sloth to the Zoo for temporary housing. Since the 3-toed Sloth is an herbivore, and only eats leaves from selected trees not available in the Botanical gardens, I was told that the zoo could only keep it for a short time, until their vet checked the Sloth’s injuries. I promised to pick it up later and have it released back into the wild. I was told that Paul had tried to sell the Sloth to the Zoo, but their policy is not to buy animals. That’s a good policy and, according to the Zoo Manager, is their attempt to send a message that wildlife should be left in the wild. When Mr. Mandall and I told Paul that it is illegal to capture wildlife (without special permits) he said he didn’t know about the laws. Paul’s attitude towards

From page 4 Indigenous people, but to key people in their communities to bribe them to betray their own people, a known strategy. The PPP, which can no longer rely on the Indian vote in this country since the Indo Guyanese are beginning to see past its agenda of kleptomania, is now targeting the Amerindians since due to their isolation don’t know the depth of the corruption of the PPP which we on the coast know. If the Indigenous People were assured by our ongoing actions that the opposition supports their right to have more say in the operating of their ancestral areas, they would know that we have their interest at heart and would trust us, and there is no way that the PPP can mobilise a spurious picketing exercise outside the parliament to protest cuts to the budget. Such protests would simply be labelled as PPP mischief. Instead we have taken

this simpler path of “we don’t have any money to bring these Bills back to the house”. If for example we made the changes I suggest to the Amerindian Bill, I dare Mr. Ramotar to refuse to assent to it! We have to stop this cycle of pantomime, where the opposition is deliberately starved by the ruling PPP of the economic necessities to challenge them legally or otherwise, not only officially but unofficially as well, since any supporter of the opposition who has financial resources quickly becomes a target for victimisation by the PPP, especially when the opposition’s impotence to protect its own is well known. And what is worse, they don’t understand that they are part of the government as members of the National Assembly. In fact, the leader of the opposition is supposed to be a member of the executive

under the constitution [chapter X, article 110] since certain key appointments cannot be made without his assent, and it is his job to oppose. The PPP loves to tell the public that so and so are antigovernment, but the function of an opposition is to oppose and to expose corruption, incompetence and maladministration, to get the PPP out of power. It is what they were elected to do. But oppose with what assets? The executive has unlimited cash to do whatever it wants to the opposition and frankly during the budget period when the opposition had the necessary leverage to make demands for the past three years, to level the playing field, they failed us! Tony Vieira

We have to stop this cycle...

wildlife in Guyana seems to be way too common. Too many people seem to think that humans have the right to kill and eat wild animals wherever and whenever they like or to catch and sell them to anyone at any time and in any quantity. That was the attitude of the seafarers who killed the last Dodo bird (now extinct) on the island of Mauritius two hundred years ago. Last week in a letter to the Editor I referred to the new “Wildlife Management and Conservation Regulation”, recently passed by Parliament. Paul and people like him need to be informed as quickly as possible on the

details of these new regulations. Our various agencies with responsibilities for protecting our wildlife must make themselves heard; sending their messages across Guyana, not once or twice but on a regular basis: Protect our Animals! Thanks to the Presidential Guards (Mr K. Mandall and Anil) for being alert and taking action; thanks to the Guyana Zoo for its support, and thanks to Gerhard Ramsaroop for releasing the Sloth back into the wild, which took place on April 18th. A friend paid Paul’s passage back to Half-mile Wismar. Let’s hope he learned something and stops trapping animals.

If you see a wild animal crossing the road and its life is in danger, please help it get to safety. Try not to touch it and please don’t take it home as a pet. Most wild animals brought into Georgetown have very short lifespans. At 2:20pm on April 18th, I received a call from Gerhard. He said he tried putting the Sloth in a tree but it was too weak and fell out; he tried giving it water but it refused it. Strange how one can get so attached to a wild animal in just a few hours. I held back my tears and asked Gerhard to leave it in a protected area with plenty of trees and let nature take its course. Syeada Manbodh

DEAR EDITOR, I appreciate your great sense of concern for the safety of the public and for being the consciousness of the country; however, the picture depicted on the front page of your newspapers on April 24th is quite deceptive and wicked. It gives the impression that the container was blocking traffic and precariously parked. This was not the case. I was right there when your photographer positioned herself to make it look like the container was dangerously parked. Instead of taking the shot facing east that would have given a straight line of sight along the road’s northern edge, she positioned herself to shoot in a southeasterly position. When I asked her what she was doing she said she was shooting a front page shot. This picture, taken on Thursday April17th, and its

caption, are so wicked and misleading. The container just spent a few hours there as it was being unpacked. All the time we had people. If the purpose of this picture was to sell newspapers you have succeeded, but if it was to protect public safety then you have not done your civic duty. I trust that you will now stop endangering the lives of road users by promptly removing your containers when they arrive at your Saffon Street location. Your

unlit containers would normally encumber the western lane of Saffon Street and are there for days and nights without reflectors and warning signs. Abdul Wahab

A quite deceptive and wicked front page picture

EDITOR’S NOTE: As the photograph suggests, the container was not entirely off the road. The reporter took the picture as she saw it. More importantly, containers should not be using the streets in those areas.

Murder/suicide rocks Non Pareil

Dead: Nandanie Mohan called ‘Michelle’, and her husband, Vickram Ramdin By Romila Boodram Eleven years of domestic abuse came to a tragic end late Sunday for a young couple of Non Pareil Housing

Scheme, East Coast Demerara. The usually quiet neighbourhood was rocked by news of a murder/suicide

in the community. Just around 21:00 hrs, relatives found the bodies of 28-year-old Nandanie Mohan, called Michelle and her husband, Vickram Ramdin, 31, in their home at Lot 165 North ‘D’ Non Pareil Housing Scheme. Mohan’s body was found on the couple’s bed with a sheet wrapped around her neck while her husband was discovered dangling from a rafter, just above her. From all indications, the 31-year-old man had strangled his wife and then hanged himself. A senior police source said that the couple was supposed to attend the Vigilance Magistrate’s Court yesterday for a domestic matter they had before the court. “During the investigation, Mohan came and dropped the charges but we have a system where once a domestic matter is dropped, we refer the persons involved to the probation office,” the police official noted. He added that after reviewing the report from the probation office in front of the parties involved, the Magistrate would then make a decision. “The two of them had already talked to the probation officer so they only had to come and the Magistrate would have made

The couple’s Non Pareil house where the discovery was made a decision.” Yesterday, the dead woman’s mother, Lachmin Mohan, said that she talked to her daughter on numerous occasions to leave her abusive husband but her daughter was too “madly in love”.

The woman said that early Sunday, she tried numerous times to contact her daughter and son-in-law but failed. “I tried calling but none of them answered so I cooked and I went to bed. I got up back around 18:00hrs and I

asked my other daughter if Nandanie called and she said no so I tried calling again but I got no answers so I say to myself that something definitely wrong. I took a taxi and we went to their house,” a still traumatized Mrs. Mohan said. Accompanied by another daughter and the dead couple’s 11-year-old son, Omardat Ramdin, she went to her daughter’s house. “The two children does live by me so I carry they son Continued on page 24

Quarrel over prayers abuptly ends City Hall meeting The split between Mayor Hamilton Green and his team and the acting Town Clerk and her team was made obvious once again yesterday as Acting Town Clerk Carol Sooba, walked out of the Council’s statutory meeting, taking her senior officers with her. Before the proceedings could get underway, Sooba said to Mayor Hamilton Green and Councilors that the meeting was not “duly constituted” because she was not allowed to say the prayers. As a result she left the meeting telling officers, which included the Solid Waste Manager, City Engineer among others, to exit. The weekly gathering of Councilors and Officers

would usually commence with prayers and the reciting of the National Pledge. However, given certain remarks made about Christians by the Town Clerk (Ag) during the Easter Day spot sales issues, the Mayorin a later address- explained to the media that he saw it fit to have Councilors say their own prayers. While Councilors silently prayed to themselves, the Town Clerk (Ag) continued to register her disapproval in not being allowed to read the prayers. She thus walked out of Council Chambers during the reciting of the National Pledge, telling Officers to remove because the meeting was unconstitutional. Apparently unsure about

what to do, the Officers stood around the Chamber until the Town Clerk (Ag) returned shortly after, instructing them once more to remove because the meeting is not constituted. People’s Progressive Party (PPP) Councilors after registering their disgust with the constant tug between the two sides also left the meeting as other Councilors contemplated their next move. Mayor Green later requested of the Chief Constabulary Officer, Andrew Foo, to summon the Deputy Town Clerk to record the minutes of the Council. However, Foo informed the Mayor that the administrators had left the compound and given the

situation he has to maintain order. He added that he could not leave the Chambers until the Mayor ’s mace is removed. The Mayor accepted the excuse and announced that a special meeting should be convened on Friday to deal with the matter. Prior to this, Deputy Mayor Patricia Chase-Green had read out the Council’s standing orders which do not speak to the reciting of prayers as a constituted duty, but rather a formality. She said that anyone can say the prayers and it is a prerogative of the Chairman or head of the meeting to decide who can read the prayers. Chase-Green added, also, that “personally” given Sooba’s utterances about

Christians during Easter she does not care for the Town Clerk to say prayers on her behalf. She agreed with the Mayor that the religious denominations vary with Councilors, so it would be fitting for everyone to say a silent prayer. Another Councilor charged that Sooba’s action to walk out of the meeting was premeditated. A colleague beside her questioned the tolerance of the Council in allowing such behaviour. Apart from the fiasco, Councilors also expressed their disgust as certain matters to be discussed were omitted in the Council’s agenda despite being sent to the Town Clerk’s office to be set. This included the motion

to discipline the Town Clerk (Ag) and Constabulary officers who took part in the “illegal” sale of Easter spots on the seawall and another motion for a vote to be taken on Sooba’s removal as Secretary to the Council. In an emergency press briefing, the Mayor related that the Town Clerk has also seen it fit to write him a letter requesting that he “immediately” return the Statutory Mace which was left at her office for a few days. The Statutory Mace and the Mayor’s chair are symbols of his authority, the media was told. The Town Clerk said she was not available when media operatives requested a comment.

Walter Rodney COI …..

Ex-policeman to testify about personal assignment to infiltrate WPA By Latoya Giles A former policeman who is expected to be a witness in the Walter Rodney Commission of Inquiry is slated to testify about his arrest and detention at Special Branch headquarters and that he was required to report directly to former senior officers including the now deceased Commissioner Laurie Lewis, Crime Chief Cecil “Skip” Roberts and Norman Mc Lean. Lead lawyer for the Commission, Attorney Glen Hanoman made the disclosure yesterday at the commencement of the Inquiry. According to Hanoman, the identity of the officer would not be revealed. He explained that the witness is expected to talk about his connection with Walter Rodney, Gregory Smith, Dr. Rupert Roopnarine and two other persons known as “Brezhnev and Chico”. It is expected too that the witness will speak directly about being a member of a Special Squad in the police force. Moreso, the witness is expected to speak about his personal assignment to infiltrate the WPA and to carry out acts of ploy and assassination.

Meanwhile, Chairman for the Commission Sir Richard Cheltenham said yesterday that they consider the Inquiry important and that the public should take part. Cheltenham said that the hearings were not court roomlike trials and evidence in keeping with the established Terms of Reference (TOR) will be accepted in seeking to arrive at the truth. He also made the point of persons not having to fear prosecution. It was noted that the Commission of Inquiry Act gives the power to subpoena witnesses and to have persons who disregard the Commission’s subpoena cited for contempt, adding that this is a power which it hopes never to exercise. WITCH HUNT…. Meanwhile, APNU’s Chairman, Attorney at law Basil Williams said that number four of the Terms of Reference which seeks to examine and report on the actions and activities of the state and whether it carried out actions against the political opposition during 1978 to 1980, is like a witch hunting exercise. Williams said that even though they had said that they would not work with the Commission, and send

people to give evidence, “we are here to represent the interest of the Party.”Williams, along with APNU members Joseph Harmon and James Bond would head the legal team for that Party. Williams said that he was concerned about the reputation of many which he said is on the line. He said the PNC will be looking closely to see how the COI regulates this flexibility.

During the hearings it is expected that an unnamed officer of the Guyana Defence Force would come forward to give evidence. This evidence would be about the movement of arms and ammunition out of the Guyana Defence Force and the movement of aircraft. Roman Catholic priest Malcolm Rodrigues, former WPA activist, Karen De Souza and Reverend Kwame

Gilbert are all witnesses likely to testify during this week. Rodney died following an explosion in 1980. After his assassination, Rodney received several honours. In 1993, the Government of Dr. Cheddi Jagan posthumously gave him the country’s highest national award, the Order of Excellence and the Walter Rodney Chair in History was established at the University of Guyana.

Rodney had traveled widely and became very well known internationally as an activist, scholar and f o r m i d a b l e o r a t o r. H e taught at the University of Dar es Salaam in Tanzania during the period 1966-67 and later in Jamaica at his alma mater UWI Mona. He was sharply critical of the middle class for its role in the post-independence Caribbean.

Aurora mine to produce first gold bar in 14 months – PM Hinds Prime Minister Samuel Hinds over the weekend visited the Guyana Gold Fields project, the Aurora Gold Mines located in the Cuyuni-Mazaruni, Region Seven where he was given an update on the progress of work for the soon-to-be-established open pit and underground mining operation. “The activities have moved from prospecting 10 years ago, and now they are moving into the construction of a plant, and if all goes as planned about 14 months from today they should have their first bar of gold,” the Prime Minister stated in a Government release. The Aurora Gold Project is designed to produce 3.29 million ounces of gold, averaging 194,000 ounces yearly. Development of the mining area was known for 100 years before its development, the Prime Minister stated, and “when I visited 10 years ago they were prospecting, and we saw

some equipment from some activities from way back.” The Prime Minister added that the operation would start with an open pit and then continue into an underground operation and the possibility of extending the life of the plant or making way for a bigger one, will be explored. The Aurora Gold Mines has a project life of 17 years. Meanwhile, the company’s General Manager, Vic Rozon, said they started construction in January of this year and a completion date of May 2015 has been set. Thus far, the company has seen investments from companies in Australia and Peru, and provides employment for hundreds of Guyanese. “Construction of a road project has begun and we were working on other infrastructure areas such as dams and bridges and airstrips and also getting

the mine areas ready for production. There is a lot of work ahead of us, so far we are committed,” Rozon said. Rozon also stated that he was pleased with the Government’s commitment towards the company in terms of providing the necessary duty-free concession and other support. Guyana Goldfields is one of South America’s largest gold mines and Guyana’s second largest gold extracting operation since the departure of OMAI in 2005. It has been operating in Guyana since 1996, conducting explorations and surveys. Up to 900 staff are being employed, the majority of them Guyanese, during the period of 2013 to 2014 for the construction phase. Routine operations will see as many as 500 staff being employed, and according to company officials, up to 95% of the workforce will

be local employees. From its initial launch in 1996 to 2013, about US$192 million has been invested. The sum of US$249 million will be invested from 2013 to 2014, with US$153 million to be spent from 2015 to 2017. The mine is projected to be in operation until 2031. Guyana Gold Fields has undertaken a comprehensive ESI and the necessary permits to ensure compliance with local laws and international best practices. The company’s management team took a decision to reduce the “carbon footprint” of the site’s mining plant from 2,000 hectares to 1,200 hectares. The Environmental Protection Agency (EPA) and the Guyana Geology and Mines Commission’s Environmental Division will be upgrading their monitoring capability and enforcement capacity to manage and ensure compliance.

Have you ever wondered? Each year the opposition parties express concerns about the system used by the government to procure pharmaceuticals. Each year, there is criticism that the system is intended to benefit one particular company whose principals are believed to be close to the ruling party and government. This year, the opposition had an additional grouse. They were concerned that the pre-qualification criteria used to select the successful supplier were biased in favour of the same company which hogs the greater portion of government procurement of pharmaceuticals. Despite these concerns, the opposition parties have never failed to give their

consent to the appropriations for the Ministry of Health and for the Georgetown Public Hospital to which the majority of pharmaceutical purchases are consigned. Have you the readers ever asked yourself how is it that year after year the opposition parties have never refused to give their consent to the appropriations that fund the very company which they feel is unfairly hogging the supply of pharmaceuticals? Have you ever asked yourself how it is that the opposition has been cutting and not giving its approval to a whole range of programmes but the very one over which they have been most critical, they continue to give their approval? Have you ever

wondered why? They refuse to cut the appropriations for the supply of pharmaceuticals over which they have concerns but they easily refuse to approve funding for the Amerindian Development Fund because, as the AFC said, they have concerns about how the previous allocations were used. This is the excuse that the AFC used to deny approval of funds for the Amerindian Development Fund. They are saying they had concerns. Well, they also had concerns about how the monies allocated in previous years for the Guyana Sugar Corporation were used. But they passed it after sugar workers protested outside

parliament. APNU had in fact indicated that it was not going to grant automatic assent to the subvention to GUYSUCO, but in the end it did even though it is no closer to knowing just how the six billion dollars is going to turn the industry around. It also passed monies for the GPL. But the Amerindian Development Fund was cut because the AFC had concerns about how the previous years’ allocations were utilized and because they wanted a technical institute built. In the case of APNU their contention was that this was slush fund to buy votes. No one however objected to the $10,000 which was allocated for each school child whether rich or poor. This seems to me to be a votebuying measure. And I can tell you there are multimillionaires in this country who are going to go into their children’s schools to collect this $10,000 per child. But the opposition did not cut or deny approval for this. But they refused to approve of funding for the Amerindians even though APNU itself has been laying claim to the need for greater development west of the Essequibo River. The AFC has attempted to deflect responsibility for the noapproval of this fund from itself. In so doing, the party employed some well- known methods of deflection. The first of these was to blame the government by saying that the government did not adequately answer the questions that it posed. But did the government adequately answer the questions and concerns about the purchases of pharmaceuticals in the health sector or about how the

monies for GUYSUCO will be used? The government was also blamed for allegedly lumping projects together. However, what the opposition has not told the public, though, was that this has always been the way in which line items in the estimates are presented. The government has not done anything ingenious in the way it presented its estimates this year. The second foray was to say that those like Peeping Tom who had criticized the AFC’s non approval of the Amerindian Development Fund were misleading the public. According to the AFC, Peeping Tom conveyed the impression that all of the projects under the Amerindian Development Fund were being administered by the UNDP. Yet the AFC could point to nothing in my column in which I claimed that YEAP was being administered by the UNDP. So was it YEAP that was the problem? If YEAP was the problem what is the alternative? YEAP is a far more flexible and better plan than the building of the technical institute that the AFC proposes. YEAP will do much more than the proposed technical institute which the AFC wants to be built. But if YEAP was the problem why did the AFC not come out at the onset and say that it has no problem with the Community Development Projects being administered by the UNDP and which were part of the ADF that was not given consent? Whenever the opposition is cornered it usually finds support within sections of the media who do their best to put a spin on

things. The latest spin is the implication that it is not just the opposition that is opposed to the CDPs under the Amerindian Development Fund. If those sections of the media are to be believed, it is also the government who is opposed to the CDPs. A tape recording has surfaced in which a senior government functionary is said to be telling Amerindians that he does not want to hear them saying that the CDPs are UNDP initiatives. Well this is precisely what he is saying. He is merely trying to clarify that these CDPs while being administered by the UNDP are not UNDP projects; they are projects of the Government of Guyana which is paying the UNDP for administering them. But a spin is being put on this story to make it look as if the Amerindians are being threatened to not support the CDPs. Nothing could be further from the truth. A grave injustice has been done to the indigenous communities of this country by the combined opposition. Instead of trying to right this wrong, those responsible are shamelessly attempting to pass off their mistake onto others. As you the readers ponder on that, I want to remind you to also ponder on why the allocations for the purchasing of pharmaceuticals for the Georgetown Public Hospital and the Ministry of Health once again received the approval of the opposition. Why?

=== The Freddie Kissoon column ===

I admire and respect President Obama but disagree with him on this one Barack Obama has gone down in history. He has two more presidential years left and he needs to build on his young legacy. All the people in the world who admire him are hoping in those two years that he adds to his achievements. Known to be a deep liberal with qualities of phenomenal tolerance, Mr. Obama comes across as someone that is instantly loveable. However deeply you admire him, I believe that he may have slipped up in his reaction to a racist remark made by an NBA team owner, Mr. Donald Sterling, owner of the Los Angeles Clippers. For most humans that must be an unforgivable remark. Here is what was revealed in a secret tape by his lover; “It bothers me a lot that you want to broadcast that you are associating with Black people. Do you have to? The little I ask is not to promote it…and not to bring them to my games.” In a solicited response, President Obama said; “When ignorant folks want to advertise their ignorance, you don’t really have to do

anything; just let them talk.” I disagree. Ignorance must be fought with enlightened speeches. Ignorance must be condemned publicly and one great reason explains why. Young minds in this world are listening and seeing these displays of uncivilized conduct and society owes them an obligation to dispel the dangers. I believe Mr. Obama lost the majority in the House of Representatives in the 2012 congressional elections because of the crass and sickening ignorance peddled by the Republican Party against his health care legislation. Innocent and underdeveloped minds bought the argument that Mr. Obama was using taxpayers’ money to help people who don’t want to help themselves to get free medical treatment. Voters bought the right wing propaganda that Obamacare was out to crush private enterprise. When such diseased ignorance is thrown onto the world stage, good, concerned, educated people must relentlessly confront it because civilization is at risk. We have come a far way in

this world in respecting women rights, gay rights, religious differences and fighting racial bigotry and that is because civilized people have fought back. It is simply unbelievable that not one Third World country has condemned Uganda for recent legislation that makes homosexuality a crime that carries life imprisonment. The death penalty clause was dropped. The Guyana Government should have been the first country to condemn Uganda for reasons best left for another time. If any country sees an obligation to resist ignorance to save the minds of decent humans, it is Guyana. I have made it a policy to reply to the miasma that the Government of this country peddles in public on a daily basis. All patriotic Guyanese should. I was filling up my car when the serving gas station attendant said to me, “Mr. Kissoon why the opposition doesn’t want Guyana to have hydropower. You know Mr. Kissoon that is bad.” I have encountered remarks like this, thousands of times in my life and you have to take the

time to explain to people. The IPL cricket season is on and when you see the ignorance and animal behaviour NCN is promoting during the breaks in the overs you cannot help but disagree with President Obama’s reaction to Mr. Sterling’s racist howl. You have to confront ignorance before other minds fall into the trap NCN is playing a tape that tells the nation of the damage to Guyanese life that the budget cuts will bring. The propaganda is terrible and sickening. Can an innocent young person watching the cricket and seeing that tape play over and over fall for the lies of NCN? The answer is

yes. I have seen that kind of vulnerability in this country thousands of time. The PPP regime may be intellectually deficient but there are people in their ranks that are not stupid. The award of radio licences to the PPP party itself and the friends of the PPP was not just an act of incestuousness. It was a strategy designed to widen the propaganda machinery of the ruling cabal. This explains why a big fight is on the card between Linden and the regime. The regime will not allow Linden to have its own television transmitter. The Region Ten signals will go

Frederick Kissoon beyond Linden and reach into other communities. This is a fear that is driving the PPP to deny the Linden administration a transmitting licence. Finally when the PPP and its paid sycophants write in the Kaieteur News and the Stabroek News, our sacred duty to civilized Guyanese is to reply to their ignorance.

Fly Jamaica acquires new aircraft Just in time for the upcoming peak summer season, new comer Fly Jamaica is gearing to put a second plane into the skies. As promised, the Jamaicabased carrier, owned by Guyanese and Jamaican entrepreneurs, has arranged for a second plane to join its fleet from early next month and with good timing, especially since it experienced problems with its B-757 that

delayed passengers out of New York earlier this week. Aircraft remarketing specialist Cabot Aviation has arranged for the acquisition of a Boeing 767-300ER for client Wings Aviation, the lesser to Fly Jamaica Airways. The aircraft, msn 24876, was acquired from the major leasing company in the US. “We first worked with WingsAviation Inc. in 2011 when they bought a B757-200ER from

another Cabot client. That sale forged a good relationship leading to the purchase of this B767-300ER which will also be leased to Fly Jamaica Airways The transaction went very smoothly and quickly due to the excellent teamwork between Wings Aviation, the seller’s aircraft remarketing group, and Cabot Aviation,” says Charley Cleaver, senior Vice President, Cabot Aviation. Fly Jamaica has reported strong passenger support on its nonstop flights from Toronto to Georgetown since its start-up late last year and similarly, good news on its New York flights despite competition from Trinidadian carrier CaribbeanAir and Travel Span. Fly Jamaica Airways, a Jamaican flag carrier, operates scheduled and charter services between Georgetown, Guyana, Kingston, Jamaica, New York, USA and Toronto, Canada. The B767-300ER will enable the airline to expand its international network. The 747 is a long-range, wide-body twin-engine jet airliner that can seat 181 to 375 passengers depending on variance.

Gold Scam… Police ranks reviewing video footage at Bartica Office Investigating ranks probing the Gold Board scam have begun reviewing video footage of the operations at the now closed Bartica Office. According to a source close to the investigations, the ranks have begun reviewing footage at the office over a period of one month prior to the racket being uncovered. This move comes following an announcement by the Ministry of Natural Resources and the Environment that there will be a forensic audit of the Gold Board operations. “The Guyana Gold Board has engaged the services of an external auditor to perform a full forensic audit of the activities of the GGB at its locations to assist with the current investigation by the Guyana Police Force,” the Board said in a statement released via the Ministry of Natural Resources and the Environment. The Gold Board insists

that its control systems remain one of the most robust in the region, even as investigators continue their probe into how staffers managed to breach systems into a fraud scheme. Police are also still hunting for a technician of the Bartica branch of the GGB who reportedly went on the run after the probe was launched earlier this month. The Board announced that it closed one of its main sub-offices at Bartica, Region Seven; a community located up the Essequibo River and once considered the gateway to the hinterlands. The closure was said to be because of allegations that staffers may have tampered with the gold being purchased from miners. Gold Board sources insisted that the probe is centered on a specific timeframe, March, when the bulk of the alleged tampering of the gold took place.

It is believed that as much as 50 ounces of gold ($10M) was involved. Police have been pursuing a theory that staffers colluded in switching purchased gold with silver and were doing so almost on a daily basis. It is also not being ruled out that the staffers could have also colluded with miners by buying gold of a lower purity quality and passing it through the Gold Board system as gold of a higher quality, attracting better prices. At least six persons were taken into custody, including the female manager and the accountant but have since been released on bail. The case is worrying authorities as gold remained for the third consecutive year, the biggest foreign exchange earner and a major spinner and employer of the economy. Last year, gold exports earned a massive US$648.5 million.

Complaints spark management audit at GCAA At least two senior managers at the Guyana Civil Aviation Authority (GCAA) are expected to go on leave as early as next week. Minister of Public Works Minister Robeson Benn has directed that a management audit be conducted into the operations of the agency in light of numerous complaints pouring in over the conduct of some staffers, senior agency officials told Kaieteur News yesterday. According to one senior official, the agency’s Board of Directors, at a recent meeting, suggested that an audit be conducted to ascertain the managerial aspect of the agency. The proposal was seconded by the Public Works Minister. It was explained that the issue involves complaints about certain managers’ mode of operation which pertained to alleged “autocratic behaviour and acts of nepotism.”

Edghill distances self from sole sourcing comment The article headlined ‘Overpricing comes about through sole sourcing – Minister Edghill tells IDB forum’-- in the April 27 edition of Kaieteur News was attributed to Junior Finance Minister Juan Edghill. The forum at which the comment was made was one hosted by the Inter American Development Bank and the Ministry of Finance. It was attended by Minister Edghill who also addressed the forum. However, while the statement about overpricing

facilitating price gouging is realistic and was made at the forum, the person to whom the statement should have been attributed was an officer of the IDB. However, for Minister Edghill to be so angry at a simple misattribution to the point of describing the mistake as yellow journalism; would suggest that he is averse to any criticism of any member of the government to which he belongs. “At no time at the workshop which dealt with the management of claims and the resolution of disputes, did I

discuss, pronounce on or even in any veiled way spoke about sole sourcing and over pricing,” Edghill said in a public statement. That is acknowledged. And what suggested that the headline was a mistake was also noted by Edghill. “I have noted that even though the words of the headline were attributed to me, the body of the article suggested that it was an IDB official who supposedly made those remarks.” We can only conclude that he took umbrage to the fact that his government facilitates sole sourcing and that through

Page 11

this process there is overpricing, especially in the area of pharmaceutical acquisition. “Any decent and honest person would not hesitate to have his name associated with such a comment, much less a public official. “For Minister Edghill, a senior public official, to disassociate himself from such a comment leads one to believe that he is uncomfortable to challenge sole sourcing through which the previous President created conditions to enrich his friend,” said Publisher Glenn Lall.

...two managers to be sent on leave It was explained, further, that complaints point to proper systems and policies, “especially disciplinary actions,” not being taking when handling matters. The official claimed that complaints deem the functionaries as being “reactive rather than pro-active.” The official also claimed that members of the aviation industry have been especially vocal on the matter, In the meantime, Kaieteur News understands that the navigation services and aviation safety regulation department are set to be probed. To what the officials are calling a “systematic breakdown”, it is expected that the regional oversight body, Regional Aviation Safety Oversight System (RASOS) is likely to conduct the investigation. It is also expected that security oversight will take precedence, while an audit of the entire system could be conducted. A report at the end of this probe is expected to be returned to the Board and to the Public Works Minister. While the Head of the Civil Aviation Authority, Zulphicar Mohamed, did not want to speak too early on the matter, he did say that the audit will look into the functions and procedures of the agency. Previously, members of the aviation sector have been even more vocal in their calls to strengthen the Aviation Authority. They have alleged poor management practices, particularly in the agency’s oversight ability and

addressing issues of incidents and accidents. The local aviation sector has also been marred by allegations of cover ups and snail pace investigations being conducted with results almost never being made public. Recently, aviation officials reported a plane crash which may have resulted from the pilot allegedly using his cell phone during takeoff. They complained that the information was allegedly being covered up. The Aircraft Owners Association had also voiced its opinion that much work was needed to boast the local flight agency. They presented a five part proposal to the government to hopefully be considered in this year’s budget. They however expressed dissatisfaction that not even a part of the proposal was incorporated in plans for the sector. The Association had indicated that the local aviation is suffering even as it tries to improve and maintain the system.

Public Procurement Commission

PAC to select nominees without Govt’s submission The Public Accounts Committee (PAC) Chaired by A Partnership for National Unity’s Carl Greenidge, is likely to select nominees for the Public Procurement Commission shortly, even though Government has not yet submitted the names of its nominees. This was confirmed by Greenidge during an interview with this publication yesterday. He noted that a definitive decision has not yet been made, but the Committee is most likely heading in that direction. Greenidge enlightened that prior to the Committee breaking for the National Budget 2014 debates and consideration of the estimates; members were looking at the criterion for selecting qualified persons to be part of the Commission. The joint OppositionAlliance For Change (AFC) and A Partnership for National Unity (APNU) - have submitted the names and resumes of their nominees for quite some time.

Carl Greenidge, Chairman of PAC The AFC has nominated former Auditor General Anand Goolsarran and Chartered Accountant Christopher Ram while APNU has submitted in excess of 20 nominees. The Public Procurement Commission, a constitutional body born from the Public Procurement legislation, was expected to be established in 2012. In May of that year, Foreign Affairs Minister, Carolyn Rodrigues-Birkett had said that the Commission would have been established by the end of June 2012. That did not materialize even though it is one of the provisions of the Economic Partnership Agreement (EPA) with the European Union. However, at a recent press conference, President Donald Ramotar gave an insight as to why Government has not prioritized the establishment of the Commission.

According to Ramotar, the issue of the Public Procurement Commission came about in the Eighth Parliament. He explained that the Procurement Act was sent to the National Assembly where it was modified on the floor “ill advised”. Negotiations on the modifications broke down and the Bill was passed. He said that Government needs to maintain its no-objection in the award of contracts. According to Greenidge, the last presentation from the People’s Progressive Party showed that they still want to retain the no-objection clause. Once the Commission comes into being Cabinet’s role in offering its noobjection would not be needed. In November 2013, Government tabled amendments to the substantive Procurement Act in the National Assembly to ensure it could continue to give its no-objections even with the Commission in place. Greenidge emphasized that, that legislation was not accepted by the House. As such, the legislation was withdrawn and Government had said it would discuss the matter further with the Opposition. He finds the Government’s position unreasonable since the Minister of Finance is the individual responsible for appointing members of the National Tender and Procurement Administration Board.

Rohee says: PPP’s Integrity and Discipline Committee still to get complaints General Secretary of the Peoples Progressive Party (PPP), Clement Rohee, has said that the internal Integrity and Discipline committee that was established last year to address the improprieties of the conduct of PPP party members has so far had no complaints. This is against the backdrop of reports of corruption within the Progressive Youth Organization (PYO) the youth arm of the PPP and the allegations of corruption within the party. Rohee, who is also the Home Affairs Minister, said, “We don’t have any specifics with respect to that information or report so I don’t think I would wish to engage in conjecture.” He said that nobody has brought anything to this integrity committee thus far. “The committee will only become activated when a party member brings information to the Committee. Left on its own, the committee was not going to go out seeking after information, persons have to bring information to us and then the committee will kick into action.” He said that the Committee is limited to only party members. “It’s an internal party body.”

General Secretary of the PPP Clement Rohee However, when Rohee previously spoke to the establishment of that commission he said it was open. The General Secretary had said that once it is reported, the matter will be investigated irrespective of the period during which it occurred. The General Secretary had also pointed out that a report can be made by any member of the public and is not just open to PPP members/supporters and the commission will address existing issues, anyone can complain. Apparently the position has changed. The establishment of the Committee, Rohee had said,

was a move to “ensure that members of our Party serving in public offices at all levels maintain the highest level of integrity in the performance of their duties.” Minister Rohee said that the Commission will investigate allegations of theft, bribery and forgery. He noted further, that the Commission is mandated to investigate misconduct by Party Members who engage in activities unbecoming of a good member. These could include defamation and sexual harassment or sexual misconduct. According to Rohee, the decision to establish the Commission flows from the last Congress. He said however, that during deliberations at the new Central Committee meeting it was affirmed that additional steps be taken to establish “a mechanism to address allegations of misconduct and to reinforce party discipline, at all levels.” Rohee outlined that the commission is made up of long standing executive party members who will report to the Executive Committee on its findings. It was noted that the Committee will work like any other, receiving allegations, evidence and accessing the information.

Lawyer disbarred in US gets top post in Guyana Shaun Orville Allicock, a lawyer who was admitted to the Guyana Bar in October 1998, was disbarred months later in United States of America, on August 6, 1999. According to reports, he continues to practice as a partner with a local law firm. He has also been employed as Company Secretary of the Guyana Securities Council.

That entity is a statutory body tasked with regulating the local stock exchange. Allicock was disciplined in the US in March 1998, and was ordered to notify his clients and other interested parties that he was suspended from practice and to submit an affidavit to that effect to the Supreme Court. He failed to submit the

affidavit. His misconduct, in the US Jurisdiction, which began less than two years after he was licensed to practice law, included commingling client and personal funds in his clients’ trust account, failure to deposit clients’ funds in his trust account, paying personal expenses from that Continued on page 24

GPL’s application to reduce interest rate on deposits turned down

The country’s utility regulator has turned down an application by the Guyana Power and Light for a reduction on the interest rate payable on consumers’ deposits. The Public Utilities Commission (PUC) has instead recommended that the power company maintains its rate of interest at 2.4 percent per annum compounded annually. This was the same rate that PUC ordered back in 2011 for a two-year period. PUC said that the rate is “reasonable, equitable and just and we order same to be applied to the consumers’ security deposits with effect from November 01, 2013, for a period of two years ending October 2015.” However, at least one Commissioner, Maurice Solomon, did not agree with the rest of the PUC members and proffered a dissenting opinion. “It is his view that having regard to the weight of the consumers’ submissions and to present circumstances, the rate of interest on consumer’s deposits should be pegged at 3.4%.” GPL had been asking for the rate to be reduced to one per cent. “The approved rate will therefore, remain in effect for two years and will expire on the 31st October 2016, when it will again be the subject of a review. GPL will again have to apply to the Commission for such a review,” PUC said in its statement. Interest on consumers’ security deposit is authorized by the provisions of the Standard Terms and Conditions for Electric Services of GPL’s Licence which sets out the terms and conditions for the supply of electricity to consumers. It was approved in October 1999 and modified in March 2000, December 2001, January 2005 and in October, 2010. The licence gives GPL the right to require any customer to provide a security deposit and to increase the amount. According to PUC, the licence provides that interest

on the deposit shall accrue at the rate of 7% or such other rate as agreed by GPL and approved by PUC compounded annually, from the date the deposit is received by GPL, provided that the company holds the security deposit for more than six months. If a customer fails to pay any amount billed for services rendered, GPL can apply all or any portion of that consumer’s security deposit to the unpaid amount. “If GPL takes that step the customer will be required to adjust his security deposit in accordance with the amount allowed under Section 4.9 failing which, GPL will have the right to disconnect the customer’s supply.” Up to and including October 2011 the interest rate for the security deposit was 7%, and GPL had applied to the Commission in 2011 to vary and reduce that rate to 1.6% per annum, claiming that since the original consumer deposit interest rate was set at a discount of 32% on the then existing term deposit rate, the same basis and discount rate should prevail and be applied to the current term deposit interest rate.” In the November 15, 2013, application, GPL was seeking to have the Commission approve a reduction of the interest to 1% on the grounds that the interest rate on a twelve-month fixed-deposit account is currently 1% and in effect is really 0.08% when

the withholding tax is taken into consideration.” The Commission held a public hearing on April 02, 2014 which was attended by officials of GPL, Guyana Consumers’ Association and members of the public. GPL argued that it is incorrect to equate the interest on consumers’ deposits with interest payable on loans at the commercial banks. The company explained that GPL is precluded from borrowing funds through the banking system because of the HIPC (Heavily Indebted Poor Countries) conditionality, and that because of this it receives loans at concessionary rates from the Government of Guyana and from International Financial Agencies. However, PUC said it contended that commercial banks have tended to “become mercenary and this accrues to the detriment of consumers. Reductions in savings rates over the years and the multiplicity of innovative miscellaneous charges that surface from time to time have disadvantaged the customer.” Savings rates are significantly lower than the rate of inflation, resulting in the shrinkage of the customers’ savings on an annual basis, and the withholding tax compounds the plight of the savings public, PUC said.

Police officers welcome integrity testing, but…!!!

President Donald Ramotar inspects a guard of honour at last Thursday’s opening of the annual Police Officers’ Conference. There are some grumblings among senior officers of the Guyana Police Force over the recent pronouncements by President Donald Ramotar on the possibility of integrity tests within the law enforcement organization. While the officers have welcomed the President’s pronouncement as part of efforts to arrest corruption within the Guyana Police Force, they are calling for their political superiors to lead by example if they are serious about rooting out the scourge that has been plaguing several state institutions. The possibility of

integrity tests for Senior Police Officers was hinted at by President Donald Ramotar during his address at this year’s Police Officers Conference, which concluded last Saturday. “In future, appointments to some senior positions and some new organisations that we are creating, there must be some form of integrity testing. Some of this is happening in some areas already but we have to ensure that the Force that is empowered to ensure our safety from criminals are themselves free from such elements,” said Ramotar. While the media

highlighted the President’s position, officers did not discuss the initiative in earnest during plenary sessions at the conference. “We did not really follow up on it because it was just implied, but we cannot escape the fact that it is a possibility,” a senior police officer told this newspaper. Some senior officers are making a fuss over the situation, and while it is not official, this newspaper was reliably informed that the officers have been tasked with reviewing the President’s entire address, with specific reference to the subject of integrity testing.

“There are teams that were established to look into the speeches of the President and the Minister of Home Affairs and come up with suggestions. I want to think that the team looking at the President’s address will come up with a position on the issue,” the officer said. This newspaper could not get a comment from Commissioner of Police (Ag) Seelall Persaud as he is out of the country on his first overseas engagement since taking over as head of the Force. As was expected, there were mixed reactions to President Ramotar’s utterances, since he was not definitive on what method will be used to carry out the tests. In the past, integrity testing in Guyana took the form of a lie detector test which has been the subject of much controversy in Guyana ever since it was first used in relation to ranks of the Customs Anti-Narcotics Unit (CANU). Several operatives from that unit lost their jobs after failing the tests. In the case of the Guyana Police Force, it will be used to influence the promotion of all senior ranks. This formula has however, Continued on page 24

U.S. Embassy to host Visa Fair

The U.S. Embassy in Georgetown will hold a Visa Fair on Saturday, May 3, on Main and Bentick Streets from 10:00 a.m. to 2:00 p.m. The Fair will provide the Guyanese public with information about the consular services offered by the Embassy. The event will give prospective and current visa applicants an opportunity to pose general questions about the application process for non-immigrant and immigrant visas. It will also offer American citizens and legal permanent residents, or “green card” holders an opportunity to acquire information on services applicable to their circumstances. During the event, the Embassy’s Consular staff will present information on nonimmigrant visas (NIVs) to attendees. There will be features on each visa type and guidance on specific factors that determine which visa class applicants should apply for. Those interested in nonimmigrant visas such as tourist, business, transit, crewmember, and student travel permits, will be able to learn more about the application process and familiarize themselves with

the supplemental items necessary to include with their applications. The Visa Fair will also present information on immigrant visas (IVs). Fair attendees interested in permanent residence U.S. visas, can learn more about the steps involved with the extended application process. Information will also be shared and clarified about

commonly confusing aspects of the process such as priority dates for applications and processing fees. Attendees with questions regarding adoptions and marriages can learn how these factors affect visa petitions as well. Furthermore, there will be information for dual citizens at the Fair. American citizens living in

Guyana can use this opportunity to ask about registrations for births abroad, processes for voting, and taxes. There will also be information available for legal permanent residents of the United States, offering them an opportunity to learn more about this conditional status and clarify laws on traveling outside of the United States.

Teenaged father gets 18 Murder/suicide rocks... months for armed robbery A 19-year-old father of one was yesterday sentenced to prison by a city Magistrate after he admitted to executing a knife-point robbery. This most recent sentence adds to a four year jail term he is serving. Jamal Cromwell, of 54 Dowding Street, Kitty, was last year nabbed at the city hospital while being treated for the gunshot wound he sustained after a police rank opened fire on him during an armed robbery attempt. The teen was accused of carrying out four robberies (three armed and one with violence), discharging a loaded firearm and attempting to commit two felonies. He first appeared before the Chief Magistrate, Priya Sewnarine-Beharry on November 28, last year, at the Georgetown Magistrates’ Court. The charge, to which he admitted yesterday alleged that on October 12, last, at Thomas Lands, while armed with a knife, he robbed Javed Barakat of his iPhone valued at $160,000 and Tyrone Marok’s BlackBerry Curve valued at $45,000. It was previously explained by the Prosecution that about 17:15hrs on October 12, last Barakat and a friend were entering the National Park when they were confronted by Cromwell who was riding a bicycle. Cromwell brandished a knife, placed it on the victim’s neck and relieved him of the iPhone and BlackBerry and later escaped on his bicycle. When he appeared before the Chief Magistrate he was not allowed to plead to the

charge and the case was subsequently transferred to Magistrate Fabayo Azore where the defendant entered a not guilty plea. As a result a trial got underway earlier this year but yesterday he changed his plea. Magistrate Azore said that before sentencing Cromwell she had considered both the mitigating and aggravating circumstances. She said that she considered that a knife was used in the commission of the crime but that thought was given to age, the fact that he did not waste the court’s time as well as the fact, that he has one minor child. As such, the Magistrate imposed a jail term of 18 months. Cromwell is also before the courts for allegedly brandishing a handgun at Carmelita Frank on November 19, last, on Regent Street and stealing one gold chain valued at $27,000 and one BlackBerry Z10 valued at $90,000 from her. On November 21, at Camp Street, while armed with a handgun, he allegedly robbed Narvin Davenauth of one Samsung Galaxy 3-4 valued at $202,000. Against Cromwell too, the police alleged that on November 22, in Georgetown, Cromwell violently mugged Lavern Griffith and stole $400,000, one shoulder bag valued at $2,500 and other personal documents from her. He is also accused of attempting to rob Joel Sukra and Sarah Bisoondyal and further discharging a loaded firearm on Police Constable

18438 Praim Narine with intent to maim/disfigure or cause him grievous bodily harm, that too on November 23. It was explained to the court that Constable Narine who was dressed in plainclothes was passing in one of the force’s motor vehicle when he observed the accused with a handgun and suspected that a robbery was in process. About 18:20hrs on November 23, last, Sukra and Bisoondyal were reportedly walking at the corner of Irving and Anira Street, Queenstown when the accused confronted them with a handgun and demanded cash. The Constable exited the vehicle and approached Cromwell who then reportedly discharged several rounds in the officer’s direction. The Constable in response, returned fire and hit the accused who then escaped on a motorcycle which was driven by an accomplice. Cromwell was later apprehended at the Georgetown Public Hospital Corporation (GPHC) where he was admitted because of the injuries he had sustained. Subsequent to him being discharged, he was charged and taken before the court on the seven charges. He had been held in remand ever since. The matters are continuing to engage the court. Cromwell was also found guilty of one of the armed robbery charges and sentenced to four years in prison by Magistrate Judy Latchman.

Police officers welcome... From page 23 not gone down well with some senior police officers. “If you don’t have good and sufficient evidence of a person being engaged in corrupt activities, why would you want them to go through this?” one officer questioned. “There are people who are incorruptible and who failed similar tests because of the structure of the tests. It could be that they were very uncomfortable answering the questions, so why affect someone’s career in a negative way because of a lie detector test?” the officer added. On the other side of the coin, the President’s approach to greater openness and transparency, especially as it relates to the wide held view that the Guyana Police Force is riddled with corruption, has been welcomed. One columnist wrote in this newspaper that

“By signaling the possibility of integrity testing, Donald Ramotar is sending a message to the Guyana Police Force that he expects honesty to be the hallmark of police work and that this will be an important consideration in future promotions in the Guyana Police Force.” However, some senior officers referred to the address given by Home Affairs Minister Clement Rohee, who urged them to lead by example to eliminate corruption and other wrongdoings in the Force. “We want people like the Minister to lead by example and make the findings public,” one officer told Kaieteur News. He reminded of evidence that came out of the Linden Commission of Inquiry, which revealed that there were instances where there were serious questions about the minister’s engagement with a

senior police officer on the day when three persons were shot dead during protest actions in the bauxite mining town. “We had the case of the Minister’s role coming under intense scrutiny and it was found that there were some inconsistencies as it related to his contact with the Police Commander at the time. This was no lie detector, this was an inquiry and it brought out many things about some persons’ integrity,” the officer stated. He noted that with all the corruption in government agencies and by state officers being exposed, to single out the Guyana Police Force alone is being discriminatory. “Integrity is uprightness and it can’t be for one and not for others. We cannot deal with it in isolation. Yet we are going about our business as if nothing had happened,” he added.

Mohan parents and her two children From page 6 with us. When we reach, the son take a stick and he was hitting the flooring and saying, ‘Mommy, Daddy wake up,’ but no one answered and the place was locked up.” She added that she started asking neighbours if they saw the couple. “People say that they see them a little before 06:00hrs on Saturday walking. They say he had an umbrella sheltering her and they were hugging and walking,” the grieving mother recalled yesterday as she sat on a chair at her home with her now dead daughter’s two children beside her. The seemingly distraught woman added that after talking to neighbours and was heading back to her daughter’s home, she heard a loud scream. “My daughter got into the house and she tell me that Nandanie dead and deh on the bed and Vickram deh hang up,” the teary mother said. The police were called in

and the bodies were removed from the home. The dead woman’s father, Dudnath Mohan, said that his daughter who got married since she was 16-years-old was beaten on many occasions by her husband. He said that two years ago his daughter was forced to take up a job at a snackette at the Mon Repos Market because her husband hardly worked. “He does do mason work and he hardly work. I does take care of he two children since baby. If my daughter talk to him about getting a job, he does start behaving bad and hitting her. Whenever he work and get pay, he does bury his money under the house and don’t gave my daughter any,” Mr. Mohan noted. He said that last year, on Mashramani Day, his now dead son-in-law held a knife to his daughter’s neck and threatened to kill her, forcing her to jump from her 12 feet high verandah. “When he get ready, he does cut up the hose from the gas stove and knock up the

fridge, denting it. He does take her clothes and burn it and still my daughter refused to leave him,” the dead woman’s father said. According to the Mohans, their daughter would on many occasions report the matter to the police but would later go and drop all charges against her husband. “I tell her to leave him but she does ask if he go to jail what will happen to them children and what will happen to her. “Then she does go and drop the charges. She say she reporting the matter just to frighten him,” the devastated parents said. A worker at the snackette where Nandanie Mohan worked said that she would go to work in tears on many occasions. “Up to last Saturday, we talked to her and tell her to leave that man but she don’t listen.” The couple leaves to mourn their relatives and two children, seven-year-old Sabrina and Omardat.

He also failed to perform legal services competently in four client matters, communicate with clients in two matters, promptly pay a medical lien or keep his address current with the State Bar. “In addition, he improperly withdrew from employment in three matters and entered into an improper business transaction with a client.” Allicock was suspended for three years, stayed, and placed on three years of probation with an actual 18month suspension and until he made restitution to three clients. Allicock stipulated that he

mishandled his clients’ trust account by failing to deposit full amounts of settlement checks, commingling personal and clients’ funds, misappropriating clients’ funds and failing to keep proper records. He also admitted to four counts of failing to perform legal services competently. Allicock also dismissed a racial discrimination case filed on behalf of a client in federal court, promising to re-file it in state court. He did not return 17 phone calls from the client and never re-filed the matter. However, he persuaded the client to agree to loan him US$10,000 to help buy a bulldozer for a gold-mining operation in Guyana. In exchange for the loan,

the client would receive either a one-sixth interest in the bulldozer or a share of the lease agreement on the mine and partnership. Allicock borrowed an additional US$7,000 from the client and caused him to incur about US$1,500 in cellular phone charges. He had signed a note agreeing to pay the client US$8,500 and in neither of the business transactions, did Allicock advise the client in writing that he could seek independent counsel. Allicock also did not pay a medical lien for one client in a personal injury case. In an insurance dispute he handled for another client, he failed to finalize the settlement for two and a half years.

U.S. sanctions Putin allies as Ukraine violence goes on

Pro-Russian men attack pro-Ukrainian supporters during a pro-Ukrainian rally in Donetsk, eastern Ukraine. (CREDIT: REUTERS/BAZ RATNER) (Reuters) - The United States imposed new sanctions on allies of Russian President Vladimir Putin yesterday, prompting Moscow to denounce “Cold War” tactics amid more violence in eastern Ukraine. Banning visas and freezing assets of the likes of Putin’s friend Igor Sechin, head of oil giant Rosneft, also drew fire from President Barack Obama’s domestic critics, who called it a “slap on the wrist”, even as European allies wrangled over how to follow suit without badly hurting their own economies. The new round of sanctions, following those imposed last month when Russia annexed Crimea, barely registered in eastern Ukraine, where pro-Moscow

rebels were holding a group of German and other OSCE military observers for a fourth day. Despite a Ukrainian military operation to contain them, the militants extended their grip by seizing key public buildings in another town in Donetsk region. In the regional capital, Donetsk, club-wielding pro-Russian activists broke up a rally by supporters of the Westernbacked government in Kiev. And the high-profile mayor of Kharkiv, Ukraine’s second city, was badly wounded by a gunman, raising fears of further unrest in a Russian-speaking region that has seen less trouble of late than the neighboring provinces of Donetsk and Luhansk. U.S. sanctions were

aimed, Washington officials said, at “cronies” of Putin. Seven men, including Sechin, were targeted by visa bans and freezing of any U.S. assets, and 17 companies were also named. EU states added 15 names to its blacklist and will reveal them today. “The goal is not to go after Mr. Putin personally,” Obama said. “The goal is to change his calculus with respect to how the current actions that he’s engaging in Ukraine could have an adverse impact on the Russian economy over the long haul.” There was little quick sign of a change in the calculus for Putin, who critics say is stirring up fear among ethnic Russians so as to redraw postSoviet borders and rebuild Moscow’s empire.

(Reuters) - An Egyptian court sentenced the leader of the outlawed Muslim Brotherhood and 682 supporters to death yesterday, intensifying a crackdown on the movement that could trigger protests and political violence ahead of an election next month. The Brotherhood, in a statement issued in London, described the ruling as chilling and said it would “continue to use all peaceful means to end military rule”. An Islamist alliance that includes the Brotherhood called on Egyptians to demonstrate against the death sentences in the streets of Cairo tomorrow. In another case signaling growing intolerance of dissent by military-backed authorities, a pro-democracy movement that helped ignite the uprising that toppled autocrat Hosni Mubarak in 2011 was banned by court order, judicial

sources said. The death sentence for Mohamed Badie, the Brotherhood’s general guide, will infuriate members of the group, which has been the target of raids, arrests and bans since the army forced President Mohamed Mursi from power in July. The United States and the United Nations expressed alarm over the ruling. Some Brotherhood members fear pressure from security forces and the courts could drive some young members to violence against the movement’s old enemy, the Egyptian state. Islamist militants based in the Sinai Peninsula have stepped up attacks against security forces since Mursi’s overthrow, killing hundreds. Last night, Cairo authorities found two bombs that were planted in the car of an army officer, security officials said. Badie,

considered a conservative hardliner, was charged with crimes including inciting violence that followed the army overthrow of Mursi, who is also on trial on an array of charges. The slight, 70-yearold veterinary professor stood trial in Cairo in a separate case, hours after the sentence was affirmed. “If they executed me one thousand times I will not retreat from the right path,” Badie was quoted as saying by lawyer Osama Mursi, who attended one of his trials in Cairo. The comments were published on the Facebook page of Osama Mursi, son of the Brotherhood leader ousted as president. Two security officials told Reuters that Badie appeared relaxed and joked, asking other Brotherhood members to buy him the red outfit that prisoners condemned to death wear.

Assad seeks re-election as Syrian civil war rages (Reuters) - Syrian President Bashar al-Assad declared yesterday he would seek re-election in June, defying calls from his opponents to step aside and allow a political solution to the country’s devastating civil war. Assad formally submitted his nomination to Syria’s constitutional court to stand in an election which his Western and Arab foes have dismissed as a parody of democracy. He is the seventh person to put himself forward for Syria’s first multi-candidate presidential vote in decades, but none of his rivals are expected to mount a serious challenge to 44 years of Assad family rule. The announcement was made in parliament by speaker Mohammad al-Laham, who read out Assad’s submission. “I ... Dr Bashar Hafez al Assad ... wish to nominate myself for the post of president of the republic, hoping that parliament will endorse it,” it said. State media said crowds gathered to celebrate the coming election and recent military gains by Assad’s forces who, supported by foreign allies, have turned the tide of a war which 18 months ago challenged his control over Damascus. “As soon as we heard that the president announced his candidacy we came down to the streets t o c e l e b r a t e because we cannot see any future Syria without his excellency President Bashar al-Assad,” said Khadija Hashma, one of about 100 people demonstrating in the central Damascus district of Mezzeh. In a statement minutes after his candidacy was announced, Assad appealed for restraint and said any “demonstration of joy” should be responsible, urging people not to fire celebratory shots in the air. ELECTION “ILLEGITIMATE” S y r i a ’s opposition leaders in exile, barred from standing by a constitutional clause requiring candidates to have lived in Syria continuously for 10 years, dismissed the vote as a charade. The constitution also says candidates must have the backing of 35 members of the pro-Assad parliament, effectively ruling out dissenting

A picture of Syrian President Bashar al-Assad is seen at a shop in Damascus (CREDIT: REUTERS/KHALED AL-HARIRI) voices from the campaign. The National Coalition, Syria’s main opposition umbrella group in exile, said Assad’s determination to win another term in office showed he was not interested in a negotiated settlement to the conflict. “From the start this regime is illegitimate, and so is this action,” said Hadi al Bahra, a member of the c o a l i t i o n ’s political committee. “This has no value, but says that the regime is not serious about a political solution.” Authorities have not said how they will hold the vote in a country where six million people have been displaced and large swathes of territory remain outside government control. Another 2.5 million refugees have fled Syria, many smuggling themselves across the frontier to avoid Assad’s security forces. Election commission head Hisham al-Shaar was quoted by S y r i a ’s A l - Wa t a n newspaper on Monday as saying Syrians who had left the country illegally would not be eligible to vote. More than 150,000 people have been killed in S y r i a ’s c o n f l i c t , w h i c h started when protests a g a i n s t A s s a d ’s r u l e erupted in March 2011, inspired by other Arab uprisings. Demonstrations were put down by force and the uprising became an armed insurgency which now pits mainly Sunni Muslim rebels and foreign jihadis against forces loyal to Assad, who is from Syria’s Alawite minority - an offshoot of Shi’ite Islam. The president has been backed by Iran and Russia

and his soldiers have been reinforced by Shi’ite fighters from Iraq and Lebanon’s militant group Hezbollah, while regional Sunni Muslim powers have backed the rebels. TURNING POINT? Assad’s forces have consolidated their grip around Damascus and central Syria, and hold the Alawite heartland provinces on the Mediterranean coast. Rebels control much of the north and east, but have been plagued by infighting. Two weeks ago Assad said the Syrian conflict had reached a turning point and the deputy leader of Hezbollah said it was time Assad’s Western foes accepted he was there to stay, adding that Assad would win re-election decisively. Peace talks in Geneva brokered by international mediator Lakhdar Brahimi, who is widely expected to announce his resignation soon, broke down in February. Brahimi has warned that holding the presidential election on June 3 would present an even greater challenge to reviving negotiations which were supposed to include discussion of a transitional governing body in Syria including both opposition and government representatives. B a h r a s a i d A s s a d ’s campaign for a third term in office contravened an accord, known as Geneva 1, agreed by international powers in Switzerland two years ago which was supposed to form the basis for the peace talks. “He is in defiance of all U.N. Security Council resolutions and outside the Geneva 1 process,” Bahra said.

AG SHOWS SIGNED LETTER

‘I reject any allegation of collusion or wrongdoing’ (Trinidad Express) Eight days after a request from the Express, Attorney General Anand Ramlogan on Sunday produced a signed copy of a letter written by former solicitor general Eleanor Donaldson-Honeywell SC to Prime Minister Kamla PersadBissessar where she withdrew her call for an investigation into attorneys in prison litigation. She had expressed concern that the attorneys were engaged in an unethical business venture. Ramlogan had first released the unsigned letter, allegedly from DonaldsonHoneywell on April 19 in response to questions from the Sunday Express on an article first citing the former solicitor general’s concerns. The Sunday Express had requested further the Attorney General produce a signed letter. On Saturday, a request was again made by the Sunday Express to provide a signed copy of the follow up letter. Ramlogan had responded: “I was advised by the SG that she had in fact sent that letter to the PM. I do not know if I have a signed copy. You have contacted me on a weekend and staff would not be able to check my files.” On Sunday, Ramlogan issued a copy of the letter, signed by DonaldsonHoneywell, with receipt acknowledged by the Ministry of the Attorney General dated November 2013; the specific date was obscured. Donaldson-Honeywell resigned from the Office of the Attorney General on November 12. Along with the letter, Ramlogan issued a release criticising the Sunday Express for its lead story “Curious case of unsigned letter” where it was reported that the letter sent by DonaldsonHoneywell to the Prime Minister on October 22, 2013, was unsigned. Donaldson-Honeywell did not confirm or deny to the Sunday Express that she did not sign the letter. On August 30, 2013 Donaldson-Honeywell wrote to Persad-Bissessar requesting that she initiate an investigation into attorneys involved in litigation against the State and whether there was a breach of professional ethics for indirect or direct financial gain. The October 22 letter

Attorney General Anand Ramlogan retracted this request. In a release Sunday, Ramlogan stated that the story gives the impression that there might be some wrong doing or fraud. Ramlogan said he was not informed by Express journalists that DonaldsonHoneywell’s comments had given rise to concerns surrounding the letter and had he been afforded the opportunity to respond he would have pointed out that there was no story as he had a signed copy of the letter. The AG stated that the allegations made by Donaldson-Honeywell “were thoroughly investigated and there was no evidence whatsoever to support the allegations being made by the Express’ sister radio station Radio i95.5FM that there was collusion on the part of the attorneys in my ministry and those external attorneys representing prisoners to procure favourable settlements”. He stated that attorneys in his legal departments are independently appointed by the Judicial and Legal Services Commission. “They are professionals and have the utmost integrity. I therefore reject any allegation of collusion or wrongdoing. The procedure for settlement is such that it has inherent safeguards and checks and balances. Different attorneys are randomly assigned files and senior lawyers have to review and endorse any advice recommending settlement before it comes to the Solicitor General who must approve and recommend it to

the Attorney General,” stated the AG. The State, he stated, can only defend matters where there is evidence to support a viable event. “In the case of the Prison Service this is in fact an exception and my attorneys are criticised by judges for wasting the courts time by proceeding to defend cases with shaky defences,” stated Ramlogan. He stated that the settlement of these kinds of matters pre-dated his appointment as AG. Ramlogan quoted from Justice Judith Jones’s ruling in Antonio Sobers vs. the AG that: “In recent years there has been brought before the court an increasing number of cases alleging brutality by servants of the State and, in particular, police and prison officers. Statistics provided by the court reveal that of a total of 427 cases of assault and battery filed in the High Court during the period 16th of September 2005 to 31st May 2012. 302 matters were alleging assault and/or battery by persons employed by the State. To put it another way, 71 per cent of the cases alleging assault and/ or battery filed in the High Court of Justice between 16th September 2005 to 31st May 2012 are cases alleging abuse by way of physical assault by servants of the State. The cost of these actions to the reputation of the Police and Prison Services cannot be measured. Nor am I qualified to assess the effect of this “institutionalised” violence on our increasingly violent society.

Jurgensen resigns... From page 32 manner. The board president will take the decision. There was no official discussion, so it doesn’t help Bangladesh cricket when this sort of talk happens. “It has happened before, which I feel has always affected the players and coaching staff. After such bad performances recently, discussions were bound to happen at all levels. But we didn’t make anything official,” he said. Jurgensen bagged the two-year deal in February last year keeping in mind the 2015 World Cup. During his time as full-time head coach, Bangladesh won a Test match after four years, against Zimbabwe, and drew Tests against Sri Lanka (in Galle) and against New Zealand at home. They also drew an ODI series in Sri Lanka and blanked New Zealand 3-0.

Letter to the Sports Editor

Eton Moses’ spot kick must be retaken DEAR EDITOR, A timely reminder, “I’m not into cliquism, in pursuit of seeking a position, or becoming a member of any cabal that seeks to disrupt the smooth flow of the sport’s administration. Rather my desire is for the sport to be reflective of meaningful development. Is this asking too much? Since it’s not my intention to have an ongoing public discourse with Eton Moses on pertinent issues that continue to affect the development of football, in the interest of “Fair Play” I, would advocate that his spot –kick from the penalty spot, after once again diving in the penalty-area, and unjustifiably being awarded a penalty, which should have resulted in him receiving a “caution” (yellow card), be retaken. His spot-kick unbelievingly missed the intended target, and nevertheless uprooted the corner flag, much to the dismay of his team-mates,

coaching staff and supporters, which was well documented in his letter captioned “A response to Lester Sealey’s letter of 21-042014" K.N 24.04.14. Instead of seeking atonement for squandering a glorious goal scoring opportunity and a possible match winner, Moses seeks to blame the asst: referee for improper positioning. As a consequence his overindulgence in polemics, has once more unfolded, despite his complete avoidance of issues I had raised in my letter. But he resorts to shifting the goalpost to suit his personal agenda, launching personal attacks and character assassination, under the guise of “quality research” that he can easily conduct. Since as a close confidante of the current President, who can always provide the relevant information, Moses can also be assisted by his other compatriots, employees of the GFF. Editor, there are no “skeletons in my cupboard”

and over the years, my public expressions about the continued underdevelopment of the sport, focused mostly on issues. Occasionally, individuals were mentioned whenever it mattered most. While I was previously aware of the salary scale of the General Secretary, in triple digits, I am totally unaware that allowances were paid to him and his Deputy, to attend meetings. Surely, if it were so I would have condemned it publicly as I had on more than one occasion publicly advocated. “Given the poor structure of local football, there is no need for a Deputy General Secretary, since the money can be better utilized towards paying a full-time local national coach and assistant!” Additionally, as a layman, I was against the GFF forfeiting its rights as a host nation in the World Cup Qualifier against Mexico, Eton you can do the research. While I don’t condone or uphold wrongdoings, a timely

reminder often entails realizing previous mistakes, strive towards correcting them and be bold enough to extract the positives and move on. But is this so? Absolutely not, rather pettiness surfaces within the context of how long I took to respond to a letter; despite the fact that I have no jurisdiction over Kaieteur News’ Sports Department, in the publication of letters. An executive who flouted the rules of the Congress and played on the same day and spat at a referee (Female) as a national player, Once again “quality research” would show that it takes “two hands to clap” and with four teams being involved on January 1, 2014 at the MSC ground Linden, all four should have been sanctioned. But it couldn’t have, since it would have affected Matthias’ cronies within the UDFA! By the way, wasn’t the former national player, who now sits as an executive subject to a disciplinary hearing dealt with for the spitting incident? “Those who live in glass houses should not throw stones”! If this was so the Buxton United Secretary would have known that “respect for one’s office they hold is paramount”! Did he not verbally abuse the former GFF President (ag) at a National League match, with no sanction? Wasn’t he derogatory in his remarks to a representative of the former

GFF Auditors at last year’s AGM? And only recently at the EDFA-AGM, Eton’s abrasiveness was on display once again as a “badge of honour”! Can the sport allow such unruly and unethical behavior sir, moreover, when the perpetrator is an employee of the Parliamentary Office, who fails to apply the relevant procedures associated with how meetings are conducted? I.e. On a point of order; Mr. Chairman, through the chair, “The foolishness of a fool is always in his folly” and it’s with great pity the surname Moses, is not in the realm of the biblical Moses, with a prophetic voice! “Moses, Moses, take off your shoes, where thou standest is holy ground”! While the list would be very long to list my successes and contributions to the sport, in the areas of management at the association level extensive and not quality research would have to be done. A few examples would be: i) The then GFA inaugural Cecil Farinha intersub association round-robin K.O under-16 finals GFL (3) Vs. UDFSA (0) venue. GNS Sports Complex: ii) GFA Carib League finals GFC: GFL (2) Vs. UDFSA (0) iii) Fruta Conquerors 6 youth titles; 3 Mayor’s Cup

K.O titles; 2 Kashif & Shangai K.O. titles; 2 Futsal titles;2 GFA Premier League titles; 1 GFA President’s Cup K.O. and 1 GFF National League title. For the record, Fruta Conquerors remains the only club in the history of the Kashif & Shanghai K.O. to win a title without conceding a goal, which is also applicable in the GFA, President’s Cup K.O. Numerous clubs in the city can attest to my administrative assistance, in addition to crafting a constitution for the East Bank, years ago, that was subsequently adopted at a GFF General Council meeting, enabling them to have affiliated status. Within East Demerara, your club Eton benefitted from playing in youth tournaments within the city, en-route to its success. “Ingratitude is always worse than witchcraft, and there are still teachers around, that beat for the answers and not the questions”! And definitely I cannot fail to mention the numerous players Fruta Conquerors provided to the national grid, both at the junior and senior levels. While within the GFA, unlike what occurs now, competitions were played at the Under-11,13, -15, -17, -19, - 21, 1st Division and Premier League, along with a knockout competition for all clubs. Respectfully yours, Lester Sealey.

Guyana which they left in the reds. I can defend my point Mr. Shabazz, that there is growth without development, hence when you and associates pursued improved FIFA ranking, they collapsed the national youth programme and did not register for the CFU U15, and did not train coaches to replace you. Or is that development for you? Was this planned just for you to EAT since you helped secure the sponsorship? Mr. Editor Guyana was told on 25/ 4/14 that it would be given solutions to its football problems but I am still looking. I went searching for his development modules and training manuals that he would have developed for the GFF when he was Technical Director but I found none. Did you develop any Mr. Shabazz? It is against this backdrop

that I issue a challenge to you, Sealey, et al, that Buxton will pay for an hour air time to discuss issues of Football development in Guyana at any point in the last 20 years and on any subject area. I will walk with a panelist of my choice and you, et al are afforded the same. In this way our collective energies will be directed to a singular purpose. Mr. Editor, while Mr. Shabazz ponders on my invitation he can answer these questions: Where in the world else will YOU get 36 paid trips home in a one year contract? Where else in the world would YOU have an undated contract that involves so much US $. Which country could YOU advise that YOU and Team be given a bonus (US$$) for losing the game? For which country YOU would have been allowed to bring back players that (Continued on page 29)

Eton Moses responds to Shabazz missive DEAR EDITOR, I am grateful to be allowed in my second attempt to reply to Mr. SHABAZZ’s missives (14/4/25&26 KN) in your space. I dare say to Mr. Shabazz that every club in Guyana is part of the GFF and that his employment arrangement is our business, hence nothing about that should be a secret that ought to be leaked. As Mr. Sealey would have opined the General Council (Associations) should have known leading to all the Clubs knowing. We have all right to question the financial dealings whether you like it or not. Mr. Editor, Shabazz’s earnings at the GFF is not a module, what is under focus is the financial arrangement in place at the time, given the fact that those who managed that era now see themselves as saviors of football in

Brazil’s national soccer team players pose for a team photo before a friendly soccer match against South Korea October 12, 2013. REUTERS/Kim Hong-Ji SAO PAULO (Reuters) With a passionate crowd behind them, a savvy coach and a settled team enjoying a sparkling run of form Brazil are hot favorites to lift a record sixth World Cup this July. After their quarter-final defeat to the Netherlands four years ago, coach Dunga was replaced by Mano Menezes who re-shaped the team and gave debuts to young, agile players such as Neymar, Oscar, Fernandinho and Paulinho. In turn Menezes made way for old favorite Luiz Felipe Scolari in December 2012 and the man who guided Brazil to their fifth World Cup triumph in 2002 has since added both steel and guile to the undoubted flair in the squad. Crucially he rallied fans behind the team and, in just six months, turned Menezes’s callow group of youngsters into one capable of great things. The way they waltzed through the Confederations Cup last year, defeating Uruguay and Italy on the road to a 3-0 final drubbing of world champions Spain, was unforgettable and instilled a belief in the side missing for the best part of a decade. Brazil have won seven games in a row and 13 of their last 14, and fans no longer wonder whether they can win the competition, they are expecting it. The worry,

however, is whether they have peaked too early. No team have won the World Cup after lifting the Confederations Cup a year previously. Brazil won the dress rehearsal tournament in 2005 and 2009 but a year later suffered crushing disappointment. Another pertinent question is how will they respond to the pressure of playing the World Cup at home in front of passionate fans desperate for success. While every member of the 23-man squad has European experience few will have encountered the expectation about to be heaped on their shoulders. “It’s different,” said Juninho, the former Vasco da Gama, Atletico Madrid and Middlesbrough midfielder who took home a World Cup winner’s medal in 2002. “There’s much more pressure. Representing your country is more important.” The only other time Brazil hosted the World Cup was in 1950 when the home side lost out in the final match to Uruguay. ENORMOUS PRESSURE That defeat scarred the nation and the enormous pressure to finally lift the trophy at the Maracana could be an issue if the team start slowly in their opener against Croatia and anxious

supporters get on their backs. So far, at least, the players do not appear overawed. The good run has left them brimming with confidence and with good reason - they scored 25 goals in the last seven games, conceding only two. Five of the seven teams they faced had qualified for the World Cup. “We’ve ended this preparation phase perfectly,” Thiago Silva said after the team’s last friendly, a 5-0 drubbing of South Africa in March. “We were unbeaten in winning the Confederations Cup, we did what Felipao asked of us in this match and I am certain we’ll do a great job in the World Cup.” That confidence is not misplaced, but it must be accompanied by humility if there is to be no repeat of 2006 when, delirious with the form of the Four Rs (Ronaldo, Rivaldo, Ronaldinho and Roberto Carlos), Brazil thought the tournament would be a walk in the park. Instead they crashed out in the quarter-finals to France. Scolari has repeatedly and boldly declared Brazil will win the World Cup and seven of the UK and Ireland’s biggest bookmakers make them the favorites. The feeling at home is the tournament is theirs to lose. A nation expects.

stand of 64 with Chandra Mohan who made 14. Ronald Williams was the only other batsman that reached double figures with 11 as Christopher Campbell snared 3-11, Dwayne Dick 3-46 and Joshua Persaud 2-25. GNIC replied with 144-1 in 16.5 overs. NAMILCO One Love Football Classic

Alpha United are champs again, needle GDF in pulsating finale Defending champions Alpha ‘The Hammer’ United were pushed to the brink by an energetic and stubborn Guyana Defence Force (GDF) side before they could have found the back of the nets to retain the NAMILCO One Love Football Classic knockout title in an extra time epic. Apart from bragging rights for the next year, Alpha’s reward for the 1-0 win compliments of a 111th minute goal off the boot of second half substitute, Jamaican Mark Miller, was a cheque for a whopping $1.2M; half that amount went to the GDF for their efforts. In the third place game, tournament host, Fruta Conquerors thumped Riddim Squad 4-2 to take the $400,000 incentive with $200,000 going to the loser. The final game of what was the 7th edition of the competition was the ideal climax to a successful tournament. Neither finalist was willing to sit back and allow the other to impose their will as they both showed offensive intentions early in the piece. GDF bettered Alpha in midfield play and stood rock solid in defence led by Selwyn Isaacs, Seon Prince, Captain Royan Morrison and the tournament’s Most

Valuable Player, Delroy Fraser who created quite a few problems for Alpha’s defenders. Alpha were also solid at the back but lacked offensive decisiveness with Kithson Bain (midfield), Captain Dwight Peters, Gregory Richardson, Andrew Murray and company never looking settled to the extent that Richardson was substituted early due to an injury. Richardson was replaced by Sheldon Holder and even his introduction did not bring a marked change in fortune for Alpha, even as they created some chances, but lacked the discipline in the final third, muffing many chances. The Army’s goalkeeper, Carl Stevenson, came up big for his team as did his opposite number Ronson Williams, who was named the tournament’s Best Goalkeeper. Both sides inserted fresh legs during the regulation period as they sought the opening goal but it never came until the second period of extra time. Even Bain was taken off by Coach Dover who was visibly displeased with the lack of decisiveness of his charges. The longer the game went meant more pressure for Alpha. But with the introduction of Mark Miller in midfield, Alpha began to look more threatening, Miller sought to bring some stability and effectiveness to the engine

ESPNcricinfo - Shane Jurgensen, the Bangladesh coach, has resigned from his position less than a month after the World T20, where his team won just two out of seven matches. BCB officials, however, have not ruled out convincing him to stay till his two-year contract ends on February 2015. BCB’s cricket operations committee chairman Akram Khan, effectively Jurgensen’s boss, has already called it an “emotional decision” and that there will be a meeting with the coach when he arrives in the country later this week. “Just before I entered the board’s emergency meeting today, I got a letter from our head coach telling us that he has resigned,” Akram said. “One of the reasons he has given is that he saw in the media that some directors have spoken against him.

There was no official communication with him in this regard. I didn’t expect such a letter. “The head coach has told us that he wants to stay till the India series (in June). It seems to me that it was an emotional decision. He will come to Bangladesh, and we must discuss before we can think of taking any decisions.” There had been talk within the BCB to replace the coaches after Bangladesh’s woeful home season. The team managed just one win in the Sri Lanka series, lost all four Asia Cup games and in the World T20, they could only manage wins against Afghanistan and Nepal but lost to Hong Kong. The first such statement came from the BCB president Nazmul Hassan during the World T20, but he stopped

Bravo disappointed with continued Test exclusion ESPNcricinfo – Dwayne Bravo believes the West Indies selectors have “got it wrong” by excluding him from the Test side over the past few years. The allrounder’s last Test appearance came in December 2010 in Sri Lanka and he said that it had been “disheartening” and “disappointing” watching from the outside. “To be honest I was very disappointed that I was not able to make the Test squad within that time [since 2010],” Bravo told Line and Length. “In the little time I’ve played Test cricket, I think I’ve done good enough to still at least be part of West Indies’ Test attack. “From the selectors down to the coach as well, every day I see them, I abuse them,” Bravo joked. “I keep asking what it is I have to do again to be selected. Obviously, they can’t really give a proper answer so it always finishes off with a small laugh. Nothing really serious comes out of it.” Bravo, the West Indies ODI captain, is currently in London undergoing rehab following a shoulder injury in Chennai Super Kings’ first IPL match that ruled him out of the ongoing T20

league. He said that the “hunger is always there” and that he had always showed a desire to continue playing Test cricket despite his many T20 obligations globally in the past couple of years. Bravo said he was optimistic he could be recalled for the three-Test home series against New Zealand starting June 8 given his recent form. In his 40 Tests, Bravo has made 2200 runs at an average of 31.42 and taken 86 wickets at 39.83. With the Pybus report under scrutiny to help revamp West Indies’ Test status by ensuring the first-choice players are present in the domestic cricket season, attention has been drawn as to how dedicated some Caribbean players are to Tests and how receptive they would be to Pybus’ recommendation. Chris Gayle undertook a Test hiatus in 2012 after a dispute with the West Indies Cricket Board that lasted 18 months. Following West Indies’ semi-final exit at the World T20, Gayle, who was nursing a glute injury, Darren Sammy, Sunil Narine and Bravo all failed to play a single match in the

Regional Four Day tournament. Kieron Pollard played two round-robin games before leaving to link up with Mumbai Indians as Trinidad & Tobago went on to lose in the semi-final. Marlon Samuels, Andre Russell and Denesh Ramdin have played only one match each in the domestic season. Sammy, the Test captain, had bemoaned the team’s away performances against India and New Zealand late last year and said “we cannot continue like this”. Bravo said it was tough coping with West Indies’ recent Test performances but added that the last time New Zealand visited the Caribbean, the West Indies topped them. “Losing Test matches within three days is something no Test nation would really like to see,” Bravo said. “As a West Indian player to see that happening and know that I’m not able to actually contribute or be a part of it is really disheartening. But I think we will be a very difficult team to beat at home if we get the right combination and right players selected.” Given the nature of the Caribbean pitches, “quality spin” would be West Indies’ trump card against New Zealand, Bravo said, and added that using Sulieman Benn or Shane Shillingford to partner Sunil Narine would be most effective. Bravo also said that he hoped to see younger brother Darren recouping his international form. Darren Bravo had left the New Zealand tour during the ODIs due to personal reasons but was part of T&T’s regional campaign. “We all know that he’s one of our more talented batsmen,” Dwayne Bravo s a i d . “ H e ’s b e e n g o i n g through a tough time mentally and had some family and personal issue to take care of. room and he proved to be effective. Both teams were guilty of not taking shots on goal, when Alpha did, on one occasion Stevenson could not hold the shot and the ensuing rebound was placed wide by Alpha. The deadlock was however broken with a looping left foot missile from about 25 yards out by Miller that sailed over the outstretched hands of Stevenson who never expected a shot from that distance. Alpha United 1, Guyana Defence Force 0. The ease that the goal brought among the Alpha supporters and team was felt around the GFC ground which attracted a very large gathering. In the third place game, Fruta Conquerors led by tournament Highest Goal Scorer (6) Dwayne Lawrence with a double (18, 60) romped to a convincing 4-2 win over Riddim Squad which had taken the early lead in the 13th minute through Sceyon Hope. At the half way mark the game was tied 1-1, three minutes after the interval, Riddim Squad regained the lead when Amos Ramsey found the back of the nets. Conquerors neutralized proceedings in the 51st minute when Delon Williams rocked the nets before Lawrence handed them the lead and Jahall Greaves sealed the deal in the 63rd minute.

Jurgensen resigns as Bangladesh coach short of suggesting that the coaching staff would be replaced, merely saying that there will be a lot of changes. In subsequent press briefings, Hassan said there was a plan to hire specialist coaches for short-term duty. Some board directors, citing anonymity, told ESPNcricinfo recently that they are actively searching for a coach with a batting background but haven’t found one. Jurgensen, a former fast bowler who represented three domestic teams in Australia, expressed his disappointment at the matter, saying he was reconsidering his position. Akram has criticised the discussion on appointing a new coach, which he believes has affected the players and coaching staff. “I don’t think people should talk in this (Continued on page 25)

I don’t feel free at all. Manchester City and PSG breach Uefa FFP rules BBC Sport - Manchester City and Paris St-Germain have both been found to have breached Uefa’s financial fair play (FFP) rules. Under 20 clubs in total are understood to have failed to meet the criteria. They have received settlement offers from Uefa’s club financial control board (CFBCB), who meet on Thursday. Uefa has made its first FFP ruling based on club accounts from the past two

seasons - 2011-12 and 201213. The clubs must now decide whether to accept the offered sanctions or try to negotiate a lesser punishment that may vary from a reprimand to a fine up to European squad restrictions next term. The outstanding cases will go to an adjudicatory panel for a final decision if an agreement cannot be reached. While the settlements each club have been offered remain unknown, Uefa could

reveal the outcomes as early as Friday. Uefa president Michel Platini recently said he did not think any of the clubs who breached rules, which limit losses to £37m (45m euros) over the last two years, would be liable to the most powerful sanction of being excluded from European competition next season. Sides not playing in Europe this season will not have to pass the FFP rules until next autumn.
