EDITORIAL

A new information offensive against Venezuela Yesterday, the 19th find in Guyana’s offshore oil fields in the ExxonMobil-operated Stabroek Block was announced. The implication of this should be obvious – if managed well and in the interest of all Guyanese, this would further assure that this country, long rich with resources but long poor with developmental vision or execution, at last has a chance to elevate its people from what has frankly been squalor, both existential and economic. The jury however is still out on that one as our ethno-political divisions continue to plague us.

What we can be virtually certain about however is that the Government of our neighbour to the west, Venezuela, is going to use this discovery as yet another opportunity for sabre-rattling against us, with the core purpose, of course, of distraction against the slow-rolling extended crisis that continues to suck the life out of that besieged Bolivarian Republic.

Our options remain exclusively within the range of soft power strategies, which is to say that we need to enhance our ongoing information offensive against what has been a strategy from Nicolas Maduro’s administration that is based upon an admixture of ad hoc petulance, bluster and dead-end excursions into seizure of private property in Guyana’s territorial waters.

We need to put in place a clear-cut strategy of public information based on four main pillars: establishing the accurate historical narrative of the controversy; explaining the fundamental legality of Guyana’s internationally accepted borders; underscoring that this is about the very simple but powerful concept of national sovereignty, one that extends from every individual Guyanese citizen outward to Guyana’s territory and all the resources contained therein; and a consideration of the socioeconomic issues that currently plague the Venezuelan people, many of whom have been forced to flee to this country, as they have others, as the humanitarian crisis there expands.

With those four pillars established, a plan has to be created to get those core messages out to the people of Guyana, across class, across political parties, across languages and across the massive urban-rural, coastalinterior divide. It seems that there has recently been some commendable effort in this regard.

Last week, Minister of Housing and Water, Collin Croal, visited several communities in Region One, where he assured residents that Guyana has law and order on our side, and that residents of communities close to the border like Kamwatta, White Water and Yarakita have nothing to fear from Venezuelan aggression.

Croal stated, “If there is anything that all of us, on every side of the political divide, that we all agree on and have a commonality with, is that we have uniformity in our position and that is, Guyana belongs to us, the citizens of Guyana.

And so, every one of us on the different sides of the political divide shares that view. When you have a unified country on a matter, it sends a powerful message.”

There is no doubt that this country is going to emerge whole and undiminished from the decades-long controversy and all the attendant aggression and posturing from various governments of Venezuela whenever they decided that it was politically expedient to seek to establish a false claim over Guyana’s territory.

With that in mind, it should be considered – to follow Minister Croal’s logic – any new information offensive against Venezuela’s claims has to come from a sense of the very sort of national unity that has escaped us at least as long as Venezuela has been asserting its claims.

In the long run, the greatest danger that we have to find a common, clear voice against, isn’t really external aggression but internal division and conflict.

THE REAL GUYANA IN ACTION DEAR EDITOR, Those four words allegedly used by alleged partnering opportunists at the State controlled GUYOIL reveal the real Guyana in action.

As captured on 21st century technology, screen shots and embedded verbiage confirm and convey exactly how the business of the people of this nation is overseen, handled, practiced.

This is from the highest governing councils to men in the middle and right down to end beneficiaries.

I must make something clear immediately. When I mention ‘highest governing councils’ I do not limit myself to boards of directors. Rather, I elevate to the top of the PPP leadership hierarchy. If any Guyanese is so crass as to claim either ignorance or disbelief, then he should be placed in solitary confinement. Permanently.

Now, the four words I seek to emphasise are “yuh time gun come” (KN April 25).

It is clear that four months after last Christmas Day, ecstatic members of the victorious PPP are still celebrating daily and just about everywhere.

After all, this is democracy, one of the happiness hallmarks of unclean governance and unethical leadership, for which I again point to the top layers. But if it is not today, it is going to be tomorrow, with many other happy and rewarding days promising to follow. Just bear yuh chafe, buddy, and doan rack no boat with yuh stupidee impatience.

Oh, and by the way, just ensure that nothing is being recorded. Also, if there are actually any recordings (as suspected), then delete those immediately.

Editor, this is how clean

governance is delivered in Guyana today.

When unclean and unethical leaders put unclean men in positions of stewardship, then only the grotesquely criminal can occur.

When men with tawdry histories are recalled and reinstalled in positions of potency, then only the most acute and serial types of vagabondage can result. In fact, this is what is expected of them, if they are to justify their existence. This is what they are brought back for and in droves.

Dirty men, crooked men and men with monstrously dark visions dancing in their heads on how to seize the moment and make the best out of a mouthwatering situation.

After all, they know the score. That is, the political godfathers (think high up) that put them there are waiting impatiently in the

wings for their percentage of the action. Guyanese do not need to know how the American Mafia or Sicilian Cosa Nostra operates, for there is the PPP and its leadership sopranos, as local equivalents.

Naturally, they have the best defence available around here: they dig up all those sickening examples of stalwart PNC men and women, who used public office to make hay while the thick elections clouds hovered.

To steal a word from the tapes of the alleged GUYOIL conspirators, I substitute “shout.” As in the gold bush, somebody hit it big.

In the meantime, the leaders speak of democracy and accountability, while deh get men fuh raab de peeple blind. Indeed, “yuh time gun come.”

Thank you Rev. Massiah for speaking up, speaking the truth, just as God would want DEAR EDITOR, On Sunday, April 25, I was consoled because yet another decent Guyanese stepped forward. Thank you Rev. Massiah of the Assemblies of God Church in Guyana. Rev. Massiah boldly urged his congregation and his Guyanese sisters and brothers of all religious persuasion to do the right thing and take their COVID19 vaccines. He joined many other religious leaders in Guyana. We must be grateful to all the pastors, pandits and imams who have come out and supported the COVID-19 vaccination programme. Truth be told, however, is that many of the pastors have been silent.

For me, encouraging people to take their vaccines is not only the right thing to do; it is what God wants us to do.

Thank you brother, thank you Sir, respect.

COVID-19 is a killer. The COVID-19 vaccine can help us STOP COVID-19. More than 121,000 Guyanese as of Sunday stepped forward and took their first dose of the COVID-19 vaccine.

Already, more than 2,500 of them have taken both doses of their vaccines. But there are too many Guyanese who are hesitating to take their vaccines. And the reasons are because social media and a whispering campaign have been peddling fake stories, conspiracy theories.

Rev. Massiah itemised the false stories and dispelled them, one by one. I urge other pastors, other

religious leaders, political leaders, business leaders, other influential persons to similarly come forward.

There are many things that provide opportunities for discord. But on this life and death issue, we have a common cause to come together. If ever we need to work together in solidarity, fighting COVID-19 provides a platform and taking our vaccines is an excellent, lifesaving way to work together to resist COVID-19.

On Sunday, too I got the horrendous news that my friend who once worked with me at the Ministry of Agriculture died from COVID-19. Only last night I had asked the doctor how he was doing and was told he was hanging in there, stable and more positive than before. I wanted to call his family to tell them not to worry he would come home soon. I did not make that call. By afternoon, I had to speak to his mom, regrettably to inform and console them. This story is not a unique story and is not a story that is rare anymore.

In our country, more than 280 times since March 11, 2020, too many of us have had to relate similar stories.

Around the world, more than three million times, people have had to narrate similar stories. And for us Guyanese, it is not only those who have died here at home in our country, many of our relatives, perhaps as many as have died at home, have also lost their lives, whether in New York, or

Miami, or Texas or London, or Toronto and many other foreign cities around the world.

It is in this context that Rev. Massiah’s sermon provided consolation. There are sensible Guyanese. Rev. Massiah took the stage to remind us that we are a sensible people and we must not abrogate our responsibility.

Today, Israel recorded the first day without a single COVID-19 death, after 10 months. Israel is the leading country in the world in vaccinating her people.

Almost 70 percent of Israel’s population has received the COVID-19 vaccines. Israel is proving that we can vaccinate our way out of the COVID-19 pandemic. The US, which for most of the time since March 2020 has been the most affected country in the world is now stabilising its COVID-19 pandemic in those States with high vaccination. The US is vaccinating its way out of the pandemic. The UK is also doing the same. New Zealand and Australia are doing the same. Bhutan, a developing country is doing the same. Guyana must follow these examples vaccination works.

While Israel is reporting zero deaths from COVID-19, India and Brazil are reporting record numbers of deaths. India has become the epicenter for the COVID-19 pandemic. Mass graves have become the symbol of the COVID-19 disaster in these countries. India is

trying to get vaccines to her people, but is overwhelmed.

Guyana must not be in India’s position or in Brazil’s position.

To follow the direction of Israel with vaccination is the right thing to do. The government has secured enough vaccines already to vaccinate more than 260,000 Guyanese. If COVAX comes through, we can vaccinate with both doses, more than 300,000 people, more than 50 percent of the population, before end of July. This is a massive achievement. The Government is already concluding arrangements for another 400,000 doses of vaccines to bring the total number of Guyanese vaccinated to more than 500,000, meaning we can vaccinate before the end of the year, more than 80 percent of the adult population.

The government is doing its part. The Ministry of Health is rolling out the vaccines to every community in the country.

The health workers are doing their part, working every day, beyond the call of duty. We, the people, must do our part. We are not asked to make long lines, as in the US and other countries. There are convenient sites everywhere. Rev. Massiah is right - take the vaccine. Do not listen to those who want to mislead you because they are bringing death to our doors.

Anticipating the New Human Resources Management Environment DEAR EDITOR, “America’s courts are under siege from right-wing special interest. They want to rig the federal judiciary to favour large employers over workers, mega banks over small businesses…”

The quote is extracted from a Project Syndicate article reproduced in Stabroek News of April 20, 2021.

The authors constituted of one Senator and one Congressman.

It is by no means farfetched to conceive of this type of organisational misbehaviour is being replicated outside of the United States. Not totally unrelated are murmurings of behaviours of foreign employers, whose presence is continually increasing but for whom there appears to be no coordinated induction programme for observing this country’s labour laws; nor into institutionalised procedures for physically and mentally enhanced employment (in face of the generosity of vaccinations).

But to revert to the initial quote, a more fundamental implication is one that involves leadership, the moral standards that inhere and, perhaps more importantly, the objectivity to be brought to decisionmaking, preferable to the justification articulately wrought to satisfy empathetic followership.

Arguably, the pandemic has brought a new dispensation to the world of work. It has caused the restructuring of organisations in creative ways on the one hand; but

on the other hand, countries around the world have seen ‘lock-downs’ on employment opportunities.

Thousands have lost jobs, with families of all ages being traumatised by the new ‘virtual reality.’

The use of technology has become competitively pandemic-demanding new skills, while dispossessing the so-called ‘semi-skilled’ and ‘other craft skilled’ categories constipated in our own Public Service, since four decades or more ago. But then the state of constipation applies to all categories of jobs published in the Annual Budgets, inclusive of ‘Contracted Employees’ in the long wilted 14 grades of salary scales.

In this connection, there is no immediate indication that the 20,000 scholarship winners over the next five years would experience new organisational and a c c o u n t a b i l i t y relationships; not to mention appropriate remuneration.

The confusion in grading (job evaluation) is palpable, with obvious implications for gratuitous placement and remuneration.

Compounded by the fact that no performance appraisal system exists, public servants do not earn increments based on productivity, but are solicitous towards the imperious provision of annual across-the-board increases.

In the milieu, unlike the current absences, care should be taken to advertise both new and reconstructed jobs and their respective technical/managerial requirements so that

selection and recruitment could be a more transparent process.

In the final analysis however, it must be that institutions will have to reconstruct some of their work, taking account of how those with whom they interact affect them.

Arguably, therefore there could be a substantive case for meaningful sharing of intellectual and physical resources.

If not all, many should be involved in conceptualising, redesigning and implementing work of the (predictable) future – in a

carefully planned series of Workshops.

But then the brainstorming hardly ends there. Who will teach these new skills? A range of institutions will have to be involved, with the University of Guyana being a major player. It therefore follows that the Administration must engage the University with the highest level of respect and support in its commitment to be proactive in preparing future generations for an inevitable new world of work.

Mayor Narine requests immediate financial assistance from Central Govt.

DEAR EDITOR, The Georgetown Municipality is suffering under the management of the Government of Guyana. The Municipality is yet to receive its budgetary subventions of ten million dollars for 2020 and 30 million dollars for 2021.

Meanwhile, two hundred million dollars is set to be handed by the Government of Guyana to employees working in an unproductive sugar industry.

Guyanese heads of organisations, citizens of Georgetown and across Guyana and Guyanese within the diaspora all complain of the state of the city especially as it relates to the collection of garbage and the rise in the spread of COVID-19 in the city.

The City Markets need to be closed to facilitate deep cleaning for full sanitation to aid in reducing and spreading COVID-19 in and across the city’s shopping areas. The city sprays and fumigates the markets weekly to maintain a healthy environment and prevent the spread of COVID-19.

Vincent Alexander responds to Dr. Jacob Opedayi DEAR EDITOR, I refer to my letter of April 24 re. the Government’s 20,000 Scholarships, the response

by Dr. Jacob Opedayi and Kaieteur News’s elevation of the exchange to an article in their April 25, 2021 edition.

Both the response and the article give credence to the concerns that I expressed in my original letter, notwithstanding some snide remarks in Dr. Opeyadi’s response. It is not my intention to address the snide remarks less that distracts from the attention that my concerns have and should attract; and the importance of the matter.

In the response, to my letter, Dr. Opedayi indicates that there will be no bonding of the awardees. He contends that I was inaccurate in suggesting that the awardees would be bonded. I am therefore attaching my source of that information, a screen shot of the publication: “The Government of Guyana 20,000 Scholarships For Online Learning” on the Ministry of Public Service website, where under the

caption: “Why A Scholarship?” The third bullet reads: “Job Security – graduates are bounded by contract and are guaranteed a job within the public sector after completing studies” (sic).

Instead of the snide remarks, Dr. Opedayi should correct what according to him would be false and misleading information as is on the website to which I have referred. He went on to indicate that the awardees would be required to give community service during the duration of their studies.

This disclosure raises a number of questions apart from its propriety and administrative concerns.

1. Is the Government going to invest billions of dollars in scholarships without any guarantee of the Nation benefitting from what must be considered a human resource development initiative?

2. What mechanisms will be established to ensure that the Nation benefits from this massive outlay of capital or are we embarking on another phase of financing human resource development for the benefit of other countries?

3. Is this a slight-of-hand reintroduction of national service for the beneficiaries of scholarships?

Dr. Opedayi also dismissed my concern about the congruence of these scholarships with the development of our professions. Here my specific reference is to the Teaching Profession. Our Teaching Profession requires teacher training

and its certification as is, done by authorised institutions (the teacher training institutions and UG) yet the scholarships as advertised caters to persons who are not qualified teachers. Dr. Opedayi however refers to the training as professional development when the beneficiaries, based on the advertisements, are not necessarily members of the teaching profession.

Opedayi’s response clearly indicates that the Guyana Online Academy of Learning (GOAL) will be assuming a human resource development function, which has been traditionally undertaken by the Public Service Ministry. What is not clear is whether GOAL will only deal with the identification of online resources and the management of the online scholars or will the entire function of human resource

development and training, in particular, be undertaken by GOAL to the exclusion of the Public Service Ministry?

The Public Service Department pre 2020 had developed an approach to identifying national human resource needs and the matching and available

training opportunities. A software was developed to aid in that process. Has that baby been thrown out with the bath water or has the valuable resource been harnessed?

My previous questions were described as groping, but here I am again asking

pertinent questions, which in my view can only aid in the thought process that should be guiding the development of any programme such as the 20,000 Scholarship Programme and GOAL. Yours sincerely, Vincent Alexander

Who are the architects and builders in Guyana?

DEAR EDITOR, We are told we are on the cusp of great economic development in Guyana, with great potential in so many areas. However, as we proceed with the multiple upcoming housing schemes, it seems obvious some developers and architects are not thinking long term at all with an eye on the future - not for one second. I understand we are expected to be the Dubai of South America.

are a perfect example, though it is also pleasing to note the thought for a playground and health facility, hopefully with welltrained nurses and doctors.

The first thought that comes to mind when looking at these upcoming structures reminds one of the depressing buildings of the concentration camps in Germany in World War II, which are still present.

All uninspiringly alike.

The upcoming numerous housing schemes are not being compared to housing

schemes outside of Guyana, but can anyone honestly say that our local architects are leaving us with a landscape of buildings and homes that shows creativity and are inspirational even if the homes are for individuals with lower incomes?

Are these the same architects developing buildings with no thought of parking spaces in highdensity areas? This is serious. We hope that the folks at housing really take a second look at the

The Government of Guyana has not set aside any special funding to prevent the spread of COVID-19 in the Municipal districts of Guyana and is slow on their disbursement of subventions to the municipality. The subvention from the Government of Guyana to the Georgetown Municipality is used to purchase equipment that bolsters the uptake of Garbage thereby maintaining the environment.

Government subventions to the

municipality aids in providing a clean and healthy environment for the citizens of Georgetown. To stifle the Municipality from receiving these two subventions should be cause for concern to organisations, Guyanese and International citizens who operate in and around the City of Georgetown.

The Municipality has not purchased any new equipment, nor have we received any new equipment for the movement of garbage since the APNU+AFC Government was in office.

I am appealing to the Government of Guyana to facilitate the payment of the two subventions, for the release of municipal funds and as such, I wish to inform all businesses, residents and the international community that all Markets need to be closed to facilitate full sanitisation of the stalls and drains around the Markets. The funds will also assist the purchasing of equipment needed to help with the removal of solid waste from Market facilities across the city and its environs.

The Georgetown Municipality wishes to contribute to the 2030 Millennium Development Goals and the 17 Sustainable Development Goals that Guyana signed to improve health, the environment, improved water and sanitation and maintenance of solid waste, among others.

Frequent breaches alarming DEAR EDITOR, The frequent breaches of koker doors resulting in flooding, losses and damages to residents are alarming.

It is just plain unacceptable that residents again and again are confronted with this predicament, emergency works are instituted and everything is fine, until the next time.

The authorities need to explore a long-term solution to this recurring problem.

In the interim, we sympathise with the sufferers of the latest disaster and hope a speedy recovery period will be of some consolation.

March 22, GPL reportedly asked the union for a new proposal concerning the two outstanding clauses that were not mutually agreed upon.

Nagasar further stated that the new proposal that was submitted to GPL by the union is the three years’ salary increase package, which is 5% for 2020, 7% this year and 9% for 2022 and not the 5% that GPL had offered.

GPL then informed the company that the proposal will be handed over to management who will then take it to the company’s stakeholders. However, since then the union did not receive any update concerning the two clauses.

Nagasar also told the reporters that the Union is hoping to get Prime Minister, Brigadier Mark Philips, involved, since GPL falls under his management. He also noted that the workers are very annoyed, out of patience and that the protest will continue until the matter is resolved.

When the policeman attempted to hand him the document, Liverpool refused and stated, “You could give me duh?”

The officer proceeded to walk over to Liverpool’s car, which was parked a short distance away and placed the summons on the bonnet. Liverpool then rushed over and pushed the cop away while saying, “Don’t put nothing on me vehicle bai.”

He also took the document and threw it on the ground. The traffic rank then cautioned him that he had just assaulted a police officer but instead of adhering, Liverpool charged at the officer and punched him to the face.

Escarraga also expressed that Macorp is well aware of the role sports plays in developing communities whilst offering youths the opportunities to develop and become viable members of society. ”And that’s why we also see this as an opportunity to motivate others that may want to get into football to participate knowing there are opportunities out there for them; that’s why this is so important for us.”

President Forde shared what prompted him to reach out to Escarraga in relation to the players benefitting was when in February, he read that Macorp was investing USD $25M to construct a mega complex at Covent Garden, East Bank Demerara which would cater for among other things, a Training Academy as part of the new strategic direction of the company. ”It came to me that this might be an opportunity for players to have access to and I reached out to the CEO and
