MISCARRIAGE OF THE ECONOMY
O
n the face of it, it seems that the government is pursuing a strategy which, at its best, is tantamount to miscarriage of the economy and at its worst, is politically incoherent. The administration seems oblivious to the fact that the economy is ailing and is in dire need of medicine to cure it and turn it around. Since taking office three years ago in May 2015, the government has passed four budgets for a total amount of almost one trillion dollars. With each budget came the projection of a growth rate by the Minister of Finance, but all his projections have fallen short because the economy did not perform as robustly as was expected. While a 2.1 percent growth rate for 2017 was positive, it was below what was projected, and is the lowest growth rate Guyana has seen in decades. In 2015, Minister Jordan had predicted an economic growth rate of 3.4 percent but only a 3 percent growth rate was achieved. In 2016, he forecast a growth rate of 4.4 percent but a 2.6 percent growth rate was realized. And in 2017, a more optimistic Finance Minister projected a growth rate of 3.8 percent, but the economy grew at 2.1 percent. The Minister recently confirmed what many in the business community already knew - that the economy is in serious trouble and that it is expected to grow at less than two percent this year. The government, particularly the Finance Ministry, has faced much criticism from the opposition for failing to do proper growth projections. Instead of accepting responsibility for the poor performance of the economy, the government has blamed its predecessor. But it is also unfortunate that the opposition is naïve enough to believe that it has some magical solution or is imbued with such wizardry that the economy would improve under a PPP government. The time for the blame game has long passed. It is a self-destructive exercise that our politicians have nurtured, instead of trying to find real solutions to boost the economy for the sake of all of us. But make no mistake, it is the government and not the opposition that is responsible for the economic problem the country is in. The government has been illusive for the past few years and in many instances this has been occasioned by its inability to diversify, transform and restructure the economy. Not only has the government fallen asleep, but it seems that it has become completely disengaged from the process necessary to improve the economy. The truth is, regardless of which political party has governed the country over the last 50 years, they have inexplicably failed to diversify. The economic problems facing the country are real and will not be overcome by talking or maintaining the status quo. A consensus has to be generated and subscribed to by all stakeholders to rescue the economy and drag the country out of its quagmire. The failure of the government to turn the economy around is as plain as night versus day. It is borrowing and spending like there is no tomorrow, with no vision on the way forward or policies being implemented to correct the situation. Then, we have the public and private sectors that are not in tune with the necessity to raise productivity levels. And we have a government that is arrogant and elitist and appears unwilling to put the concerns of the people ahead of egos and personal interests. And contrary to popular opinion, it is not only the government to be blamed. We, the people, are equally culpable.
Absence of Exxon’s partners was troubling DEAR EDITOR, I attended the Private Sector Commission’s Seminar on March 6, 2018: Oil and Gas in Guyana: Perspectives for the Local Private Sector. At the forum Ministerial Remarks were made by Minister of Business, Mr. Dominic Gaskin. Instead of informing the audience of the measures contemplated by the Government to deliver economic and social benefits to individuals, communities, businesses and employed persons from the exploitation of non-renewable petroleum resources, the Minister stunned at least some in the audience with his attack on sections of the media, his unbelievably misinformed and inappropriate comments on the Esso/Hess/ CNOOC Petroleum contract, and his incomplete and flawed contrast between oil and gold. For brevity, here are three of the more outlandish statements on the contract by
the Minister, a member of the Oil and Gas quintet and a member of Cabinet. 1. That the 2016 Agreement is not a new Agreement. The Minister needs only to compare cover pages to see that while the 1999 Agreement was with ESSO Exploration and Guyana Limited, the new Agreement is with three companies - ESSO, Hess and CNOOC. 2. That there were no formal negotiations. Is the Minister not embarrassed to admit that the Government has entered into the largest Agreement ever in this country, granting what amounts to a forty-year tax holiday and binding succeeding governments for the same period, without any negotiations? 3. Most unbelievable of all, that the Company was under no obligation to negotiate. Does the Minister not know that it was Exxon that requested a new Agreement
and a new licence because the 1999 licence was about to expire and that Exxon threatened a GGMC Team visiting Texas last year that for ESSO to start spending, a replacement petroleum licence and agreement was required? Absent from the Seminar were the two other joint licencees – Hess and CNOOC/Nexen - whose silence is as troubling as is ExxonMobil, which has no legal status in Guyana, speaking for Esso, the other joint licence holder. This is more than theory since all three licencees make up the Contractor under the Agreement and share liabilities and obligations. Absent, too, were other holders of prospecting licences which are also operating in Guyana and which are also subject to local content obligations. On display was the obsequiousness of the private sector to the Esso/ Exxon people. For example,
Georgetown Chamber President, Deodat Indar, cautioned that questions must be respectful so as not to scare away ExxonMobil in future occasions, while the Seminar’s Chairman Christopher Chapwanya refused to permit comments from the floor after the opening presentations. And so smitten were the local private sector that even veteran Norman McLean found himself indirectly justifying the 2016 Agreement by stretched comparisons with the Omai Mineral Agreement. That was particularly disappointing. It would be unfair however not to acknowledge the courageous presentation on the Environment by Ms. Annette Arjoon-Martins who identified the flawed and rushed environmental assessment study of Esso. In this week of International Women’s Day, a lone woman stood out and stood up for Guyana. Christopher Ram
Rejecting the Govt. invitation to visit CJIA DEAR EDITOR, The Parliamentary Opposition notes with great amusement the invitation, under the signature of the Clerk of the National Assembly, being directed by Speaker at the behest of the Minister of Public Infrastructure to a tour of the Cheddi Jagan International Airport (CJIA) expansion project site, scheduled for Friday. The purported purpose of this tour, according to the correspondence, is to provide all Members of Parliament (MPs) with relative information so that a more informed discourse on the project may occur in the future. However, we wish to reiterate the following: 1. The Parliamentary Opposition will not participate in any charade, of any kind, at any time, to lend any semblance of legitimacy and to camouflage any appearance of transparency to this unaccountable Administration; 2. We remind all Guyanese of the hostile, diatribe and near sabotage of this project by the then Opposition, AFC and APNU, jointly. This was supposed to have been, according to their interpretation, a corrupt underhand deal by the then Jagdeo Administration; 3. The CJIA expansion project was part of a number of transformative projects, which included the Marriott Hotel, to bring in a new sector, mainly tourism with its eco brand. Guyana was being poised to become a hub for air traffic to facilitate regional and international traffic. One of the main effects would have been lower airfares and lower freight, which would
have resulted in a ‘big boom’ for the export of non-traditional projects, not forgetting the Speciality Hospital with a view to provide for medical tourism. The development of the synthetic track and other world class facilities would encourage sports tourism; 4. This contract that was entered into under the PPP/C Administration is a fixed price design and build contract, the documents clearly defined what was to be done. The expansion and lengthening of the runway, the new size of the tarmac, the number of boarding gates eight according to the document and the square footage of the building. It was clearly understood that all the risks, including the geo-technical risk, were to be borne by the contractor in this arrangement. We are aware that significant alterations and
changes have been made to the design. It is our intention, and we will at the appropriate time, call for a performance audit of this project, to ensure that the Guyanese people got value for their money and what was paid for was delivered. The Minister of Public Infrastructure on numerous occasions in the National Assembly, failed to answer questions or deliver information promised in regards to this project. His usual style of much rhetoric is now common place with very little to show; 5. I suspect the reason that we have had the entire Cabinet visit this PPP/C project and now an invitation to the entire Parliament, is that the environment is being prepared for supplementary request and approval for more monies for this fixed price project. At the appropriate
time, in the National Assembly, we will address these matters. It has been three years since this Administration has been foisted on the Guyanese people and they have not a single project, of a developmental nature, to show. Is this now an act of desperation for some media coverage, to show that things are happening? Maybe the now embattled Minister, who is facing private criminal charges for Misconduct in Public Office, through the Speaker may soon invite the entire Parliament to visit two other PPP/C projects, specifically, the East Coast Highway expansion and the West Coast Demerara road expansion and upgrade. Yours truly, Bishop Juan A. Edghill, PPP/C MP Parliamentary spokesperson on Public Infrastructure
SARA will be branded corrupt DEAR EDITOR, I was somewhat amused to read in KN that SARA is on the verge of launching an anticorruption campaign under the theme “corruption is everybody’s business.” The reason given for the campaign is “to raise awareness of corruption in Guyana”. This is funny! This has to be the understatement of the year. Who does not know that corruption is rampant in Guyana? The acronym SARA itself is indicative of the existence of corruption in Guyana. .As I read I wonder what or who awoke SARA from its hibernation. I thought of SARA’s first anniversary and
perceived this outing to be a celebration for same. When I saw the names and portfolios of who would be speaking on Friday- I had a Eureka moment. Whenever one sees designation such as “British High Commissioner” and “ Anti-corruption Advisor, United Nations Office on Drugs and Crime”, one is likely to be reminiscent of Anil Nandlall’s phrase, “Massa cracked his whip, the coalition could not dither” when Nagamootoo was gerrymandering with his Constitutional consultative Bill last year. I believe that Anil’s phrase is 100 percent relevant here. If the call for this forum
did not come from these two overseas entities, SARA would not have flinched a muscle from its hibernating cave. Now that the dust has settled on Friday’s proceedings “corruption is everybody’s business” will be dead and decayed, just as Nagamootoo’s “Constitutional consultative Bill”. The poor turnout is expressive of the populace lack of confidence and belief that anything good will follow to stop corruption in Guyana. I understand and respect the United Nations adviser and the British show of solidarity for the Guyanese people by getting SARA to (Continued on page 5)

GuySuCo and progress in Guyana The internet service that GTT DEAR EDITOR, The changing world requires a thinking that is visionary and in keeping with the dictates of progress. There are many success stories of people who started with nothing but a dream and who attained great heights in whatever field they chose to pursue. It is the passion of belief that fuels the fire of success and so creative thinking must be encouraged and expressed. This should be allowed free reign once it is constructive and in the best interest of growth and development. Of course, systems in place to ensure transparency are essential for good governance and creativity must take precedence over negativity. Guyana has always been steeped in the throes of race politics and it is good that we can finally begin to move
away from this with good grace and poise. This has always been used at the onset of any political campaign dating back to the 60’s when the thirst for power was so great that the aftermath of that era still haunts the thinking of today. But more importantly, we must remember that there were good people at the helm of leadership despite all that was encountered. Desmond Hoyte had a different thinking than Burnham and so began the Economic Recovery Programme. This was already in place when Cheddi Jagan became the Executive President after the 1992 elections and who embraced this process. However, the evolution of politics in Guyana saw a young and vibrant President in Bharrat Jagdeo and who, at one time, was the people’s hero. In 2006, he won the elec-
tions by a large majority . After then, the popularity of the then Government spiraled downwards and eventually led to change in 2015. For you see, internal political strife within the party cost them the elections. It became a power struggle and so the well-being of the people played second fiddle. Bharrat Jagdeo and Komal Chand despised each other where the politics of Guysuco was concerned and that led to the demise of the then administration, created by the need for individualistic aggrandizement rather than a concerted effort to think strategically. A classic example of Power at Play. The now APNU/AFC Government is in danger of making the same mistakes that cost the PPP/C the elections. The insistence that Dr. Clive Thomas continues as (Continued on page 6)
SARA will be branded corrupt From page 4 put up a show. I am of the belief that independence is the worst thing that could have happened for this country. Don’t call me unpatriotic! Look back from 1966. Have you seen the poor benefiting from independence? I think not. Look at the politicians! After 50 years of independence we still lack what we had lacked then. Have you ever seen anyone digging to find oil with a shovel? From the 1990s the politicians start begging the foreigners to come back for the said resources that the politicians had told us they were taking away and they are sharing the spoils with these companies. Look at the giveaway in the PSA the present coalition signed with Exxon Mobil as a classic example! It is reported that Robert P made hay with BaiShanLin. The Maharajahs of Pradoville One and Pradoville Two did their evil things too. All the poor people of this country ever wanted were jobs; a chance to work, earn and have a decent life in peace and security. Successive political administrations since independence failed to deliver
anything close to that. Would the Venezuelans have ever thought of laying claim to our territory had we remained a British protectorate? I think not. No one is born a patriot. Patriots are bred by a country showing its citizens care and respect. Squandering a Country’s resources and showing no concern to matters that will affect the people as stipulated in Article 13 of the constitution, are not conducive to a breeding ground for patriots. Independence has been nothing less than a millstone around the necks of the poor, but a prized jewel to the politicians. The Coalition has amassed its fair share of atrocities under the banner of corruption in three yearsthere was D’Urban Park, drug bond, constitutional violations- all of which pale in comparison to the giveaway to Exxon embedded in the PSA. On Friday Dr. Thomas said “There is no single case that we have ever pursued that has not been referred to us either by another criminal agency … or a government department.” On the follow-
ing Tuesday Thomas said that SARA is looking at over 50 cases – more than half of which involve land and buildings and all of which were reported to the agency. “Remember, we can only pursue a case after it has been reported to us.” He emphasised that while the agency relies on citizens to report cases, it is careful not to just follow wild or baseless accusations. Friday it was “ another CRIMINAL agency or a Govt. department” that did the reporting. By Tuesday it was emphasised that the agency relies on CITIZENS to report cases. Clive Thomas shifted SARA’s goal post in five days and identified SARA as “ another CRIMINAL agency” that does not institute criminal proceedings. Funny! SARA will never be able to recover its cost and will be branded the word it was intended to curb. Corruption. Rudolph
cannot fix DEAR EDITOR, I resort to the use of this medium to ventilate my inconvenience and frustration caused by GT&T, hoping that those in the relevant authority in the said company could render assistance after reading this letter. Not knowing anyone in the right place at GT&T and having absolutely no tangible result from the several call-ins to the customer service department, I thought it useful to use this medium. I am a longstanding customer on GT&T DSL internet service on its Gold plan. GT&T should have no difficulty in accessing my account number from my undersigned name. My frustration and inconvenience all started in February 2018 when I reported to the customer services department that there was a static on my landline phone and my download speed on the internet is significantly reduced to not more than 3.5 mbps. I was given a ticket number 1995825 on February 11. On February 14 GT&T confirmed that both problems were fixed. The problem with
the landline was indeed fixed. On February 15, I again reported to the customer service department that the problem with the reduced bandwidth speed persists. I was given a ticket number 1997179. Several calls to the customer services department led to the technicians visiting my home and confirmed that the problem was fixed on February 20. Hereafter, I had to contend with a bandwidth speed with an average of not more than 4.0 mbps. I am reliably advised that this is low for the Gold plan. On April 17, I was experiencing intermittent connectivity on the internet and a bandwidth speed that ranged from 0.5 – 1.5 mbps. I reported to customer service on this day at 6.10 am and was given ticket number 2012055. Technicians visited my home the next day and confirmed the problem fixed. In accessing the internet the said evening, I realized that the problem was not fixed; same intermittent connectivity and bandwidth speed was worse. On April 19 at 8.05 pm I again called customer service and was given a ticket number 2013026. The next day at 11.32 am
someone from customer service called me from 226-1466 and indicated that the technicians will be visiting my home shortly and requested that someone be at home. As at April 24, the technicians are still traveling to reach my home; 15 minutes from GT&T head office. On April 23, I called customer service at 1.20 pm, and was advised that “the technical team is working on it right now”. As at April 25 at 6.00 am, the connectivity and bandwidth speed are still the same – horrible. Not having any success with GT&T customer service, I sought the intervention of the Public Utilities Commission (PUC). I spoke with an employee on several occasions. She was very courteous and extremely willing to assist. On April 24, an employee from the PUC called my home and indicated that GT&T has confirmed that the technicians will visit my home on April 25. Editor, unless the government of the day decides to liberalize the telecommunication sector, GT&T will continue to take customers for a ride, because they know that customers (Continued on page 6)
JOCKEYING FOR POSITION DEAR EDITOR, Sell Basil Williams, buy Joe Harmon. And invest in popcorn too because the 2020 presidential slot for the PNC led coalition which is set to open at the PNC Congress, looks wide open. There is a head of steam building around the view that David Granger was only interested in the Presidential pension and now with that issue sorted, the party may be able to persuade him to step aside just before the 2020 elections and leave the rest to the people who are currently running the country to figure out
the rest. So why buy Harmon? Joseph Harmon, the Minister of State, seemed to have recovered from the controversial China Trip although the missing US$5 million on the GTT share payments remains an unsolved mystery. But something big is happening as the party members assemble for the upcoming PNC Congress. Mr. Harmon has moved into pole position to compete for the Chairman of the Party against Basil Williams. The information coming to my attention from several PNC members is that they
are more inclined to vote for Harmon rather than Williams because they see him as a “man of action” who is more likely to get things done for the PNC members rather than Williams. May the better man win but it is my conclusion that if Mr. Williams sneaks in, that will be the end of Harmon after 2020. Alex Duncan

Political witch-hunting and frivolous charges DEAR EDITOR, It appears that Mr. Bharrat Jagdeo is in a world all by himself. I came to this conclusion while watching local television news this week. I heard Mr. Jagdeo alleging political witch-hunting against the leadership of his party. To be fully transparent, I am an avowed supporter of the Coalition so it is no surprise that I am able to quickly and contextually recall some of the massive problems the PPP left the current administration with and by extension,
Guyanese taxpayers. I recall the CCJ’s judgement in favor of SM Jaleel and Company which I learned owns Guyana Beverage Inc. This current government was recently ordered by the CCJ to pay this company more than six million American dollars for an unfair environmental tax that the PPP had imposed on it during its time. The fiasco with lands owned by Toolise Persaud Limited, but taken away again by the PPP and sold to Movie Towne Theaters on the lower East Coast Demerara, is also
yet another disaster that this administration has to correct, a massive holdover from the PPP.The Guyana courts have ordered the cabinet to pay Mr. Persaud more than a billion Guyana dollars for that wicked deed by Mr. Jagdeo and the PPP to illegally take away the lands and give to the party’s friends at Movie Towne. As Minister Harmon has said, the PPP has left the Coalition in some very dark holes and as time goes by, taxpayers will learn more about what is in these deep, dark holes.
THE SYSTEMS ARE OPEN AND TRANSPARENT DEAR EDITOR, In 2015, the nation voted with great enthusiasm for the coalition Government to bring back the issue of transparency, accountability and democracy to a country that seemed to be void of fairness, equity, justice and transparency for years. It was this APNU+AFC government that saw the reestablishment of the Procurement Board /Commission and the Integrity Commission to aid in the process of restoring and revitalizing the faith in a democratic system and the judiciary to provide answers to the
many questions that have been asked with regard to a number of gross violations in our nation. Our judicial system which has been for years shrouded in secrecy, bribery and corruption, citizens can now have a sense of judicial satisfaction and fairness, as we battle with the many complex issues of irregularities. I believe that it is only fair that we allow the government to exercise jurisprudence and rely on the judicial aptitude and ability. The recent case of charges brought against two former members of the PPP were not according to the Minister of State politically motivated or directed but rather stemmed from the results of elaborate investigation procedures. Editor, the previous administration as it has been public knowledge had al-
lowed the general populace the believe that they care about the socio political development of this nation hence the attack of what I call tit for tat and racial politics, when we in fact know that the opposite is true. The attempt of divisiveness will not be sustainable if this nation will survive the rigours of true democracy as a united and cohesive nation. It is clear to see that this government remains committed to transparency by the setting up of various agencies and to ending corruption at all levels. We, the Guyanese citizens should stand with Government to ensure that those who hold public office, who engage in malfeasance while in office be brought to justice. Best Regards, Dillon Goring
The internet service... From page 5 don’t have a choice. Either you take their service or do without. I shudder to think of the hundreds of customers who, like me, don’t know anyone who could assist them in getting their problem fixed. But then again why
should we depend on knowing someone in high places to have our simple problems fixed for a service that carries a high price? Yours faithfully, Jairam Petam Area Q, Turkeyen East Coast Demerara 623-9046
My mind immediately runs to SARA and Mr. Clive Thomas. As it continues to investigate past misdeeds, additional problems of this nature having to do with state assets will surface. And Mr. Jagdeo and the PPP leadership will again allege that they are being charged frivolously, harassed and witch-hunted. I am confident that time will determine which concept is correct. Eric Whaul’s termination is a private matter DEAR EDITOR, The Guyana Oil Company Ltd (GUYOIL) has noted articles in the press on subject of the former Marketing and Sales Manager of GUYOIL, Eric Whaul’s departure from the company. Please be advised that this is an internal matter and any issues will not be resolved in the press. If Mr. Whaul feels aggrieved, he has avenues available to him through which he can seek redress. Mark Bender, Chairman, Board of Directors, GUYOIL
GuySuCo and progress in ... From page 5 Chairman of Guysuco by the Agriculture Minister cannot stand scrutiny since Dr. Thomas’s time is up. Granted, he is a brilliant individual but from a purely academic perspective. He no doubt, made his academic contributions. To insist that he continue to Chair an Industry as complex as Guysuco with its financial woes that himself and the Interim Management Committee failed to arrest after being furnished with $32B of the taxpayers’ dollars to do just that, is surely not sending the right message to the electorate. What message is being sent is that despite their failures, some within the current Administration still expect them to continue, seemingly at the expense of the nation. That is bad karma. As an economist, Professor Thomas should have been able to sit with his Board and the IMC and arrive at solutions as to the way forward for the Company with the taxpayers $32B. Instead, what transpired is that not only did the money evaporate, but Guysuco had never seen such dark days under any other Management. The failure to generate $52B over the fiscal period 2016-2017 and leave to rot in the ground, the sugar equivalent of $80 B in the form of neglected crops, is sacrilegious and borders on criminality.
For who would accept that having entrusted them with the business for betterment, that factions within the current Administration would insist that they continue to fail by validating their continued service in that regard. It is the natural order of things where survival of the fittest dictates the pace and shape of evolution and which is applicable to any business model. The time has come where there is need for new thinking in that the generation post 1966 must now step up to the plate and contribute to the growth of our nation. We cannot allow sentimental governance to take precedence over realism. It is with this in mind that a new Board for Guysuco was sworn in and chaired by Colvin Heath-London, Head of the Special Purpose Unit, NICIL. Heath-London is a Financial Expert with vast international experience. His contributions to date within the Industry, have seen a positive upswing in the fortunes of the Company. Since business cannot be as usual, he has instilled a revolutionary thinking that is strategically, methodically and fiscally driven to the benefit of all and sundry. The mood of the majority within the Company, speaks to hope in that with this new Management, things have surely started to improve. His penchant for diverse thinking that benefits the fiscal fortunes of the Company while providing employment to those that were ousted under the previous management, speaks volumes. There is definitely renewed hope for staff, workers and residents in and around the communities of Enmore and Rose Hall/Providence Estates with the recently concluded grinding operations at the former and currently, the movement of canes from the latter’s cultivation to the Albion’s Factory for crushing. In addition, the resuscitation of the cultivations is in effect. This has provided much needed employment while at
the same time, offer hope to a people. There is, also, much positive anticipation at Skeldon where the startup of grinding operations is concerned and generally across Guysuco, the employees are more confident that change in Management is bearing fruit, seen in their renewed commitment to the job on hand. The plans for moving the Industry forward, were well articulated and found favour with the Stakeholders by Heath-London. To date, he has been able to deliver despite the many challenges faced. The move to attract investors cannot be upended by political uncertainty, especially since there is much more at stake than egos. It is quite obvious that the Honorable Minister of Agriculture is out of his depth where knowledge of the business is concerned. He cannot allow fickle thinking to take precedence over progress, especially when that thinking is nurtured by proven failures who are clinging desperately to his coattails. Not a seasoned politician, It is most untenable that he allows emotions to dictate over good governance. Alas, in this instance, change has not brought with it the promise of progress. We all understand that the state of affairs in Guysuco need not be where it was at 31/12/2017. Those who have been following the developments in 2018, would realize that HeathLondon and Team have been able to come up with solutions that are beyond the capabilities and capacities of previous Leadership. This should be encouraged and fostered by the older generation and their support to ensure that progress continues nationwide, must be unabated. It is, therefore, imperative that wistful thinking be disallowed and transitionary governance to a more youthful and vibrant generation be given the opportunity to make a positive difference to the growth of our Country in its entirety. Govt. team visits Rusal…

Task Force established to deal with possible loss of jobs Workers paying keen attention to address by Ministers and members of the task force.
Minister Raphael Trotman addressing BCGI workers. The Coalition government has established a task force to ensure workers of the Bauxite Company of Guyana Incorporated (BCGI) are not adversely affected by recent sanctions affecting parent company Russia Aluminium (RUSAL). Minister of Natural Resources, Raphael Trotman, yesterday visited Rusal Guyana’s operations, located in Kwakwani, Region 10 to deliver the assurances first hand to workers. Rusal Guyana is a majority shareholder in BCGI and a subsidiary of Russian owned
RUSAL. “We are here to assure you that we are not going to see your jobs just go aside. We are going to be fighting,” Minister Trotman told workers. He announced that a task force headed by Minister within the Ministry of Natural Resources, Simona Broomes, will be leading this effort. A proposal was made to Cabinet on Tuesday to establish the task force which would address the “crisis that could come” and address general company workers relations, a government
statement said yesterday of the visit.Last week, the United States Treasury Department announced the sanctions against RUSAL which would effectively ban the company from conducting business in American currency. The sanctions were to take effect in June but this week the Treasury Department announced it is pushing back the deadline to October 23 to give American companies time to wind down business with RUSAL.Germany-owned shippers, Oldendorff Carriers, had announced a June 5 pullout from Guyana.
However, this may be cancelled now if the US sanctions are eased further. The task force is a cautionary measure and includes Finance Minister Winston Jordan, Members of Parliament Jermaine Figueira and Audwin Rutherford, General Secretary of the Guyana Bauxite and General Workers Union (GBGWU), Lincoln Lewis, and the Department of Labour. “Rusal, the company, the management and its workers have to find a way to work together to save this industry. America St. money-changer murder...
Three more witnesses testify in PI A police witness and two relatives of the men who are accused of murdering an American Street moneychanger, yesterday testified in the Preliminary Inquiry (PI) into the murder. The matter is being conducted before Principal Magistrate Judy Latchman in the Georgetown Magistrates’ Court. Yesterday, Police Constable Troy Henry along with Debra Straker and Monika Deterin testified. Shawn Nurse, called ‘Fabulous’ was shot and killed while plying his trade on America Street. Kerwin Dos Santos and George Hope, both 24, of Freeman Street, La Penitence, Georgetown, are currently on remand for Nurse’s murder. It is alleged that on February 4, last, at America Street, Georgetown, they murdered Nurse, during the course or furtherance of a robbery. The prosecution intends to call 20 witnesses during the PI. The matter was adjourned until May 8 for the continuation of the PI. According to reports, Nurse, of Apartment 33 Shopping

Last October, Hope was arrested by police after he was suspected to be involved in the murder of 58-year-old Fazal Shaheed, who was shot and killed during an invasion at his family home in East La Penitence on September 24, 2017.A few weeks after that

The father of three died at the scene, while his killer fled with an undisclosed sum of cash and a quantity of gold jewellery.According to the police, Nurse was shot to the left cheek just below the eye by an identifiable male dressed in a red hoodie and

According to reports, a party of policemen descended on the East La Penitence home, where Hope was allegedly seen standing next to a barrel, which when searched, contained a haversack with leaves, seeds and stems inside.
has a duty to stand and work with you to save your jobs,” Minister Trotman said. Minister Broomes also gave assurances to workers that the task force will work in their best interest. “Just know the reason for the task force is not to sit down and take information, but to come with solutions,” Minister Broomes said. GBGWU’s General Secretary, Lewis, echoed the call for collaboration between workers and the company to further the task force’s work. “It is for you to give the government the mandate as to the way forward. The government representatives … have made the point that the government is not prepared to leave you in the wilderness but to stand with you,” he said. Managing Director of BCGI, Valerii Vinokurov, explained that the mining
operations had halted operations following the announcement of the sanctions. Rusal Guyana will now resume work after being stalled for some 10 days. He added that contractor, Oldendorff Carriers, will also continue its work with the company. Additionally, BCGI is working with the Bank of Guyana to open accounts in Euro currency to continue operations. “I want to assure you there is nothing to be afraid of. S
ome 900 East Coast Demerara students will have a brand new school to pursue their secondary education come May. The construction of the Golden Grove Secondary School is expected to be completed in another three weeks.
Following an extensive tour of the facility, Region Four’s Regional Executive Officer [REO], Pauline Lucas, noted her satisfaction with the work completed thus far. According to Lucas the old building originally accommodated 300 students, however the new school will house
three times that number. The $170M structure will be equipped with a modern science lab, library, home economics department, home management unit, staff room and multi-purpose hall among other facilities. REO Lucas also disclosed that the refurbished school will be equipped with an el-

enhance the delivery of education while catering to the needs of all,” Lucas said.Project Engineer, Wayne Newton, of Ivor Allen Contracting Services said that the
works are on schedule to be completed next month. “Right now, we are just putting on the final touches. We definitely will be completed by the middle of May.”
Essequibo Rice Miller secures $99M judgment against GRDB
A
n Essequibo rice miller, Arnold Sankar, has secured a judgment against the Guyana Rice Development Board (GRDB) to the tune of over $99 million. Sankar of Arnold Sankar and Sons Rice Mills had filed the lawsuit over an alleged breach in agreement with the GRDB. According to the motion filed by Attorney –at- Law Anil Nandlall and Associates, under the agreement the GRBD had promised to repay Sankar for the purchase of paddy. However, the Plaintiff (Arnold Sankar and Sons, Rice Mills) stated that the
GRDB requested the company purchase as much paddy available on the market at a price of between $3,000 and $3,300 per bag. The Rice Development Board had guaranteed, promised and agreed that it would purchase the entire said paddy from the Plaintiff at the price of US$490 per metric tonnes but failed to deliver on its promise. During the trial, lawyers from Nandlall and Associates represented the rice miller while Attorney from the Attorney General (AG) Chambers represented the GRDB. Sankar’s lawyers highlighted the failure by the AG‘s
attorney to meet the court’s deadline in filing their affidavit in response to action. They noted that the failure to meet the deadline resulted in a delay in the court proceedings. The AG lawyers did not meet the initial deadline. The court subsequently granted them more time to file their defence. Failure to do so would have resulted in judgment being granted in favour of Sankar.Again, the lawyers reported that the attorneys from the AG Chambers failed to reach the deadline. An affidavit was only filed later. However, the matter was placed before the Full Court.
In the judgment handed down on Wednesday at the Georgetown High Court, Justices Diana Insanally and Joann Barlow awarded the Essequibo rice miller the $99 million judgment in addition to interest per annum and court cost At the time of purchasing the paddy, the Milling Company noted the GRDB supplied them with $60 million. The cheque of $60 million was handed over to some of the farmers from whom the paddy was purchased under the aforesaid agreement. However, the sum advanced, the plaintiff claimed, was not enough to pay for all the
paddy purchased. It was revealed that “this was known to the officers of the defendant, who accepted and acknowledged delivery of all paddy purchased by the Plaintiff under this agreement. Pursuant to and as a part performance of the said agreement, the officers of the GRDB requested Sankar fully pay the remainder to the farmers and promised, undertook and agreed to repay them from the proceeds to be received from the sale of the said paddy.” Acting and relying upon the undertaking, the Plaintiff therefore purchased 32,622 bags of paddy, equivalent to
North Korea test site could be unusable after collapse - Chinese scientists (BBC) Chinese scientists have concluded that North Korea’s nuclear test site has partially collapsed, potentially rendering it unusable. The test site at Punggyeri has been used for six nuclear tests since 2006. After the last, in September, a series of aftershocks hit the site, which seismologists believe collapsed part of the mountain’s interior. O n S a t u r d a y, N o r t h Korean leader Kim Jong-un announced he was suspending his country’s nuclear and missile tests. The surprise declaration came ahead of historic talks with South Korea and the US.
The latest research from the University of Science and Technology of China (USTC) is due to be published in Geophysical Research Letters, a journal of the American Geophysical Union, in the coming days. It concluded that eight and a half minutes after September’s test, there was “a near-vertical on-site collapse towards the nuclear test centre”. The Punggye-ri site is situated in mountainous terrain in North Korea’s northeast, and tests have taken place in a system of tunnels dug below Mount Mantap. A one-page summary of the research on the USTC
website concluded: “The occurrence of the collapse should deem the underground infrastructure beneath mountain Mantap not be used for any future nuclear tests.” But those words do not appear in the final peer-reviewed paper. It instead says that the “collapse in the test site calls for continued close monitoring of any leaks of radioactive materials”. Prof Wen Lianxing, the lead author of the study, told the Wall Street Journal that the conclusion about the test site’s viability would not be included in the published paper, but did not say why.
2121 metric tonnes, at the purchase price of $90,749,215. The court set out that Sankar, “acting and relying upon the said warranty, guarantee, promise, undertaking and agreement, applied for and obtained overdraft facilities from the Guyana Bank for Trade and Industry (GBTI) Limited and from that facility the Plaintiff paid to the unpaid farmers the balance of $30,749,215. In breach of the said agreement, on the May 5, 2015, the GRDB only accepted delivery of 813 metric tonnes of paddy, leaving a balance of 1308 metric tonnes of paddy. The value of the 813 metric tonnes of paddy was the sum of $21,447,467. The miller applied for and obtained overdraft facilities from the Guyana Bank for Trade and Industry Limited and from that facility he paid to the unpaid farmers the balance of $30,749,215. The value of the 813 metric tonnes of paddy was the sum of $21,447,467. Sankar had sent several requests to the Rice Board to accept delivery of the remaining 1308 metric tonnes of paddy. As a result, the miller was forced to sell the 1308 metric tonnes of paddy to Rice Inc. of Water Street, Georgetown, at the price of $225 per metric tonne because the paddy was on the verge of spoiling.” And due to the aforesaid breach, Sankar suffered loss and damage and therefore claimed from GRDB the sum of $99,670,273.

Liberia for example, is known for its oil rich potential just offshore West Africa. Its oil industry has attracted multinationals such as Chevron and ExxonMobil. Even though the Government of this English speaking nation is elated to have the attention of these oil giants, it is by no means an indication that there would be a free for all for those entities as it relates to inflated costs. In one of its PSAs, Liberia ties ExxonMobil and its other oil partner to a strict set of provisions. Murdered fisherman’s boat, other belongings tendered in trial A grey and red ballahoo (a small wooden boat), a Yamaha engine, a fishing line and a pair of long boots were among the belongings of murdered fisherman Envil Pollard, which were inspected by Justice Sandil Kissoon yesterday. The items which were aback of a truck in the compound of the High Court in Georgetown were also inspected by a 12-member mixed jury which was selected to decide on the evidence in the trial of Marlon Callender, who is charged with murdering Pollard, called “Rastaman”. The fisherman, formerly of Crane, West Coast Demerara, was shot and killed on January 29, 2015 at Pritipaul Wharf, McDoom, East Bank Demerara. Reports indicate that the 45-year-old and father of eight
was fatally shot in his boat, allegedly by Callender who was at the time a security guard attached to Pritipaul Singh Investments Inc. (PSI), Mc Doom, East Bank Demerara. The shooting occurred in proximity of the entity’s wharf. Pollard was reportedly shot to the neck and groin with a shotgun. Based on the prosecution, an unarmed security guard attached to the establishment had asked Pollard to remove from the wharf area, but he refused. The prosecution is contending that Callender, who was an armed security guard, discharged several bullets at Pollard, resulting in his demise. Representing Callender, who has denied the murder charge, is Attorney-atlaw Everston Lammy-Singh, while Prosecutors Lisa Cave and Mandel Moore are

appearing for the state. When the trial continued yesterday, Police Sergeant Ross, who is seconded to the Marine Police Station, was called by the prosecution to testify.
Ross said that during January 2015, he was stationed at the Marine Police Station and that some of his duties entailed patrolling the waters. Recalling January 29, 2015, Sergeant Ross said that at around 09:30hrs he received a phone call from an unknown number. He said that after answering the call, he consulted with Inspector Anthony, who was at the time the most senior rank at the station. The witness added that he received certain instructions from his superior and as a result he and other police ranks boarded a boat belonging to the Guyana Police Force, and left for Pritipaul Wharf, McDoom, East Bank Demerara. “On arrival there I saw a
Neal and Massy employee accused of stealing $434,000 Shaquan Williams, a 20 year old, who resides at Moca, East Bank Demerara, was yesterday charged for stealing money from Massy Incorporated, a company with which he was employed. Magistrate Fabayo read that on April 20, Williams stole $434,900 from the Company, located at Ruimveldt, Georgetown. Williams’ job involved daily collection and depositing of the sales monies for the day. It was stated that instead of depositing the money he stole it and converted it for his own personal use. Police Prosecutor, Simone Payne, did not present any facts to the court, and had no objections to bail being granted to the defendant. Williams was granted bail in the sum of $100,000 and is expected to make his next court appearance on May 30.

grey and red ballahoo on the western side of Pritipaul Wharf. As I approached closer I saw a male lying face up in the ballahoo. He had what appeared to be blood stains on his stomach. He was lifeless.” According to Sergeant Ross, the man’s body was removed from the boat and placed on the wharf. He recalled that he took possession of the boat containing a Yamaha engine, a pair of long boots, a hammer, a knife, a fishing line and other items belonging to the man. The boat with the articles that were within, Sergeant Ross said, was towed to the Marine Police Station. On June 30, 2016, Sergeant Ross recounted that he took the items to the Georgetown Magistrates’ Court where they were tendered, marked and admitted as evidence in the Preliminary Inquiry (PI) conducted by Principal Magistrate Judy Latchman. Yesterday, these same items were also tendered, admitted and marked as evidence in Callender’s trial. On Monday, the victim’s reputed wife, Ashmoon Khan, told the court that her husband was a fisherman who used a small boat to ply his trade at Pritipaul Wharf. According to her, after her husband had fished for the day, he would give her his catch to sell in the Stabroek Market. Khan said that on
January 29, 2015, she and her husband left home for work using public transportation. She recalled that some time later in the morning, she received a phone call from a gentleman who informed her that her husband was shot. “I started hollering and I went to the Ruimveldt Police Station to make a report. Then I went by Kaieteur News because I needed someone to publish the story.” The witness said that police ranks escorted her to the wharf where she saw her husband lying in his boat in a slouching position with his head on the bench. She added that the boat was in the Demerara River. “(Her husband) was not moving. I started to cry when I see him. I shake him… He had holes in his left side neck and left side thigh.” The woman further told the court that her husband’s body had several “fine fine” holes from which blood was flowing. She said that blood was also flowing from his mouth. The court heard from Khan that the following day she went to the Georgetown Public Hospital Mortuary where she identified her husband’s remains to the pathologist, who later performed a post mortem examination. She revealed that her husband was buried in midMarch of 2015 at Best Village, West Coast Demerara. This trial is continuing.

Building capacity, increasing coaching and providing more avenues for competition will be pivotal to achieving this objective. “This will become the focus of the collaboration that will be established between the Department of Sports and the National Lotteries Authority.”

According to the first draft of the schedule, India were supposed to play in the first few days of the tournament, but the ICC accepted the BCCI’s request and pushed back the date of their first match. The return to the 1992 format, and the schedule, were approved by the ICC’ chief executives committee (CEC) during the ICC’s quarterly meetings on Monday and Tuesday. The ICC Board, which meets on Thursday, is yet to ratify the CEC’s decisions. Warriors eliminate Spurs, advance to... From page 33 t o u g h c o v e r. B u t t h o s e three Pelicans – Moore (size), Miller (fundamentals) and Hill (speed) – each have major defensive liabilities Durant can exploit. And Durant will have plenty of help. Klay Thompson (24 points) appears headed back on track after a clunker in Game 4. Draymond Green (17 points, 19 rebounds and seven assists) looks locked in. And, of course, Stephen Curry is poised to return sometime against the Pelicans. The Warriors weren’t very impressive in the San Antonio series. Nor did they need to be. The Spurs
were just overmatched, unable to summon nearly enough offense. But Golden State showed enough focus and reminders of its talent to retain favored status even against better opponents – like New Orleans, which swept the Trail Blazers. Anthony Davis and Jrue Holiday lead a surging team. The Spurs want to get back on that level, and that stars with solving the Leonard dilemma this summer. Will they offer him a super-max extension? Would he take it? Will they trade him? Will he request a trade? With questions like that facing San Antonio, by comparison, the Pelicans are stable at small forward.

Real Madrid snatch 2-1 comeback win at Bayern
Real were poor in the first half, however a minute before the break they equalised through Marcelo’s fine strike. (Reuters) MUNICH, Germany (Reuters) - Holders Real Madrid came from a goal down to snatch a precious 21 victory at wasteful Bayern Munich yesterday and carry a considerable advantage into their Champions League semi-final second leg in Spain. Real, eyeing a third straight title, needed a 44thminute equaliser by Marcelo against the run of play to cancel out Joshua Kimmich’s opener after Bayern, chasing three trophies this season, had missed a hatful of chances. A quick break allowed Real substitute Marco Asensio to beat Sven Ulreich with a fine effort and grab the winner in the 57th minute. There was more bad news for Bayern with Germany defender Jerome Boateng suffering a suspected adductor muscle injury that could rule him out for the final part of the season and the World Cup.The result was identical to last year’s quarter-final first leg between the teams before Real won the return game as well on the way to the first successful Champions League title defence. “We are satisfied with the result but this does not count

for much,” Real coach Zinedine Zidane told reporters. “You can never feel absolutely safe in football. “We won tonight and I think we played well, we got a good result after a hard game.” Liverpool crushed AS Roma 5-2 in the other semifinal first leg on Tuesday. Bayern, who had lost only one of their last 22 home games in the competition, had only themselves to blame and were punished for their profligacy. They almost scored after 25 seconds when Real defender Dani Carvajal failed to clear properly in a furious and physical start to the match. The hosts’ game plan seemed to go out the window after eight minutes with speedy winger Arjen Robben was forced off with an ankle injury. PRESSING GAME They were undeterred by Real’s early tight pressing game, however, taking the lead when Kimmich slotted home after a superb through ball from former Real player James Rodriguez. The Bavarians should have scored again even after another setback when Jerome
Boateng went off with a thigh muscle injury, with chances falling to Franck Ribery, Mats Hummels and Thomas Mueller. But it was Real who struck against the run of play with a low drive from Marcelo a minute before the break as the Brazilian full back added to his goals against Paris St Germain and Juventus in previous rounds. The Spanish side, who have had a disappointing domestic campaign, then caught the Germans napping after a defensive blunder as Asensio raced clear to score their second goal. “It was a curious game,” Bayern coach Jupp Heynckes said. “We gifted Madrid two goals through our mistakes. We had really good chances and we did not use them. One should not be surprised that we lost.“When you have that many chances and you don’t score then you cannot win.” Bayern struggled to recover from the blow and despite having nearly 60 percent of possession they could not find an equaliser. The defeat snapped Heynckes’s 12-game winning streak in the competition stretching back to 2013.

Djokovic crashes out in Barcelona, Nadal wins, Nishikori retires BARCELONA, Spain (Reuters) - Former world number one Novak Djokovic suffered a surprise secondround exit at the Barcelona Open when the Serb was beaten 6-2 1-6 6-3 by world number 140 Martin Klizan yesterday. But favorite and 10-times champion Rafael Nadal eased past fellow Spaniard Roberto Carballes-Baena 6-4 6-4 in his first appearance at this year’s tournament to reach the third round and set a record by winning 38 consecutive sets on clay. Second seed Grigor Dimitrov of Bulgaria also moved smoothly past Frenchman Gilles Simon 6-2 6-1 to reach the last 16. Djokovic, who received a bye in the opening round, has not made the last eight of a tournament since last year’s Wimbledon and has struggled with a long-term elbow injury. The 30-year-old lost to Austria’s Dominic Thiem in the last 16 of the Monte Carlo Masters last week and looked far from his best in what was his second career appearance in Barcelona. Klizan claimed the first set in just 32 minutes before Djokovic broke the Slovakian’s serve twice to take the second. Klizan snatched a crucial break in the eighth game of a tense final set and went on to claim his first career victory over Djokovic in five meetings. “I feel I haven’t lived up to your expectations, not even my own,” Djokovic told a news conference. “It’s hard to deal with these types of games and defeats, I wasn’t playing at my best, only during the second
Novak Djokovic set. I will try to continue and see where it takes me.” SLOW START World number one Nadal, who also had a bye to the second round, packed out the main court at the Real Club de Tenis in Barcelona which is named after him. Perhaps still feeling the effects of his triumph in Monte Carlo on Sunday, Nadal made a slow start against Carballes-Baena and was broken in the opening game to fall 2-0 behind. The Mallorcan responded by breaking twice to take a 4-2 lead and went on to claim the first set. Nadal broke in the opening game of the second set but lost his serve in the sixth. He went in front again and had match point at 5-3 but could not take advantage, although he comfortably closed the match out with his next service game. “It was a difficult game and I committed a couple of errors at the start. The first game here after Monte Carlo
is always hard but I soon found my rhythm,” Nadal told reporters. The victory saw the Spaniard surpass Romanian Ilie Nastase’s record of winning 36 consecutive sets on clay in 1973. Nadal will now meet another Spaniard, Guillermo Garcia-Lopez, who progressed after 14th seed Kei Nishikori retired from his first match after experiencing pain in his right wrist. The 28-year-old Japanese, who lost to Nadal in the Monte Carlo Masters final on Sunday, withdrew after losing the first set 6-3. “My expectations grew in Monte Carlo, despite losing to Nadal,” Nishikori told reporters. “However, I started feeling discomfort again during the first set and I did not want to take any risks.” He missed last year’s U.S. Open and the Australian Open at the start of 2018 after injuring the same wrist in August.
Cuba stuns Jamaica 1-0 in CFU Women’s Challenge Series Kingston, Jamaica - Jamaica’s senior Reggae Girlz suffered a shock 1-0 defeat to neighbours Cuba, closing their Caribbean Football Union (CFU) Women’s Challenge Series campaign in disappointing fashion at the Waterhouse Mini Stadium in the Jamaican capital of Kingston on Sunday. The lone goal was scored by Maria Torres in 61st minute, her fourth in the three-team Group B warm-up series for the upcoming Concacaf World Cup qualifiers set to start on May 5. Cuba finished as the top team with six points from two games, with its other victory coming in a 7-0 demolition of Barbados in the opening contest on Wednesday last. Host Jamaica ended with three points following its narrow 3-2 triumph over Barbados on Friday last. Barbados failed to earn a point. Even though the result did not go Jamaica’s way on Sunday, it had a spell of possession, plus a few handsome goal-scoring opportunities.
And in the first attack of the game, runaway Shantel Bailey looked certain to open the scoring for Jamaica, but succeeded only in shooting straight at Cuban goalkeeper Lucylena Rodriguez. Shortly afterwards, the Girlz threatened through Kevena Reid whose header ballooned over the advancing Cuban custodian from a sniff away. In between those offensive moves, the Cubans tried to breach the Jamaican defensive wall, but found no way through. In one instance, goalkeeper captain Chris-Ann Chambers prevented Cuba’s Rachel Ellis’s from finding the mark, parrying to safety her left-footed effort from 18 yards. Moments later, the Jamaican goalie was called upon to deny the dangerous Torres, who broke away from her markers to come face to face with Chambers. Yet again, Chambers was equal to the task. But it was only a matter of time at this stage before the increasingly ominous Cubans picked the lock.

F1 goes back to Baku, hoping for another thriller
Ferrari has been in good nick so far this season. BAKU (Reuters) - The Azerbaijan Grand Prix has a lot to live up to this weekend and Formula One world champion Lewis Hamilton has plenty to think about as well. Baku dished up a crazy thriller of a race last season, with Red Bull’s Daniel Ricciardo winning after Ferrari’s Sebastian Vettel famously succumbed to ‘road rage’ and clashed with Mercedes’ Hamilton. The Force India pair collided, Canadian Lance Stroll made it to the podium for Williams but was pipped at the line for second by Mercedes’ Valtteri Bottas, who also had a coming together with Ferrari’s Kimi Raikkonen. The most exciting race of last year, with the safety car driver kept busy, had been the most boring on its debut a season earlier. Fans, Formula One’s owners, struggling Williams and the ever-smiling Ricciardo in particular will be hoping that the 2017 sort of lightning strikes twice, even if Ferrari and Mercedes would rather it didn’t. Hamilton, on pole position last year when the race was held in the much hotter month of June, is still chasing his first win of a campaign that is well on the way to becoming a classic. Nine points adrift of championship leader Vettel, he complained in China two weekends ago of being in ‘no man’s land’. The ultra-long Baku straight could favor Ferrari, with Vettel aiming to make up for the disappointment of finishing eighth in Shanghai after winning the first two races in Australia and Bahrain. Mercedes, without a win in three races for the first time since the V6 turbo hybrid era

started in 2014, will need to get their tires working properly and can take nothing for granted. “We know that we have a massive challenge on our hands,” said team boss Toto Wolff. “Last year, we were in a tough fight with Ferrari. However, it was nothing compared to the intensity of this year’s battle. “Last year’s race threw up a podium that nobody could have predicted and, as is the way with street courses, we can once again expect the unexpected.” Ricciardo, winner in China after a safety car period fell into Red Bull’s lap, is on a high and Baku rewards the brave overtaking moves he is known for. “Baku is different to other street circuits, because there are places where you can pass. Actually, lots of places where you can pass,” said the Australian. “With a street circuit you have to love it — but you also have to respect it and understand it. I understand that, to be fast, you have to be on the limit — but put yourself there and it can bite you.” Force India were heading for the podium last year when Sergio Perez and Esteban Ocon collided, and the two now have a very clear understanding of what is expected. Williams, whose podium was the only one by a team outside the top three, meanwhile return to Baku as the only ones yet to score a point in 2018. “For Lance it would be bold to expect another podium but he should perform well given his significant achievements in Baku last year,” said technical head Paddy Lowe.

Old Trafford to host IndiaPakistan World Cup clash ESPNcricinfo - June 16, 2019. Mark the date. Two years after clashing in the Champions Trophy final, India and Pakistan will meet at Old Trafford in the marquee contest of the 2019 World Cup. The tournament returns to the format used in 1992: all 10 teams play each other in the league stage with four of them progressing to the knockouts. England will meet South Africa to unveil the most prestigious event in cricket at The Oval on May 30. The tournament will be played at 11 venues across England and Wales with Lord’s hosting its fifth World Cup final on July 14. Even though the World Cup will be played during the first half of the English summer, the ICC has insured the knockout matches - both semi-finals and the final - by having reserve days for the three games. Old Trafford will host the first semi-final (No. 1 v No. 4) on July 9 with the action shifting to Edgbaston two days later for the other semi between the second and third-placed teams on the league table. The eleven venues that will host the tournament are Lord’s, the Oval, Edgbaston, Trent Bridge, Headingley, Old Trafford, Taunton, Bristol, Chester-le-Street, Southampton and Cardiff. Defending champions Australia will play qualifiers Afghanistan in Bristol on June 2 under lights. That match is one of seven daynight contests scheduled for the tournament, including the June 29 clash between 2015 finalists Australia and New Zealand at Lord’s. In all, the tournament comprises 48 matches to be played across 46 days. The India-Pakistan contest, at the same venue that hosted their Super Six clashin the 1999 edition of the tournament, is expected to once again attract record eyeballs, as was the case during both their meetings during last year’s Champions Trophy. By the time India play their first match of the tournament - against South Africa on June 5, in Southampton - some of the other teams will already have played two matches. This is the result of a request from the BCCI, who wanted India’s first match pushed back to comply with the Lodha Committee’s recommendation that there needed to be a 15-day window between the IPL and India’s participation in any international (Continued on page 27)

Dhoni, Rayudu raze down 206 in blaze of sixes ESPNcricinfo - Chennai Super Kings picked up their fifth victory through thunderous performances from two heroes - Ambati Rayudu and MS Dhoni - in an explosive performance where they made nearly half the target of 206 with the 17 balls that flew over the ropes at the Chinnaswamy Stadium in Bengaluru. On an evening where Super Kings were good with the ball, they still found themselves chasing 200 plus. The perfect switch came after they slipped to 74 for 4 in nine overs; the win was eventually completed with two balls to spare and took them to the top of the table. The sub-plot, once more, was that Royal Challengers didn’t have the bowling to defend the runs their batsmen scored. They had seven bowling options on the night and their two best bowlers - Yuzvendra Chahal and Umesh Yadav bowled out their overs for a combined 3 for 49. The two other spinners were given a combined four overs, the better bowler of their two allrounders Colin de Grandhomme -
MS Dhoni brought out the big hits from ball one, he raises his half-century off just 29 balls ©BCCI didn’t have a bowl, and, yet again, a glaring lack of a death-overs plan resulted in an embarrassing collapse. The top does it again for RCB By the time Super Kings had got into the third over after electing to bowl, Virat Kohli had figured out his method against the opening bowlers: short strides
against Deepak Chahar’s swing and a few steps down at Shardul Thakur. He also exchanged notes with Quinton de Kock who aggressively kept gesturing how Thakur’s knuckle ball was coming out. Both teams had gone with three spinners on a damp evening, a move that seemed mysterious when de Kock stepped out and
Windies open World Cup quest against Pakistan LONDON, CMC – Twotime winners West Indies will open their 2019 World cup campaign against nemeses Pakistan, in their bid for a third title in the International Cricket Council’s premier 50overs showpiece. While the world governing body is set to officially unveil the full schedule of the event on Thursday, the fixtures were leaked yesterday for the May 30 to July 14 tournament in England and Wales. West Indies will take on Pakistan in Nottingham on May 31, having not beaten the Asian side in a bilateral series in 27 years, and win-
ning just four of the last 19 ODIs against them. The Caribbean side will clash with world champions Australia on June 6 also in Nottingham before facing South Africa four days later in Southampton. Jason Holder’s side will then do battle with hosts England on June 14 also in Southampton and take on Bangladesh in Taunton three days later. The Windies will lock horns with New Zealand (June 22) and India (June 27) in two Manchester fixtures, battle Sri Lanka at Chester-leStreet on July 1 before wrapping up their preliminary cam-
paign on July 4 against Afghanistan in Leeds. All 10 teams will play each other in the preliminaries with the top four progressing to the semi-finals carded for Manchester and Birmingham on July 9 and 11. West Indies will not play a single game at the historic Oval in London, where most of the their traditional Caribbean support can be found. However, the ground will be the scene of the tournament opener between England and South Africa. The Oval will be one of 11 venues utilised, with Lord’s, Edgbaston, Trent Bridge, Headingley, Old Trafford, Taunton, Bristol, Chester-leStreet, Southampton and Cardiff, all hosting matches. West Indies missed out on automatic qualification for the World Cup for the first time, after finding themselves outside the top eight in the ODI rankings at the cut-off date of September 30 last year. They sealed their spot at the tournament, however, after finishing second behind Afghanistan in last month’s 10-team qualifier in Zimbabwe.
Dwayne Bravo brings out his celebratory jig after dismissing de Kock ©BCCI launched Harbhajan Singh over long-on from outside off. Thakur managed to pull it back momentarily with a quite remarkable feat - a wicket maiden off a T20 over faced by Kohli and de Villiers - but the bleeding wouldn’t stop. De Kock and de Villiers, together, put up 103 for the second wicket from there in under nine overs, starting with a 16-run punishment off three balls that took Harbhajan out for the rest of the innings. When the ball lost its shine, there did appear to be grip from the surface. But the South African duo weren’t averse to using their feet to move laterally in the crease or down the pitch to open up the field. With their abilities to clear the ground in tow, that proved vital, because the spinners were forced into bowling faster than they should have been. Mighty fall The next breakthrough, the wicket of de Kock in the 14th, also came in a maiden over. It might even have been a double-wicket maiden had Super Kings reviewed an lbw decision where Bravo got Corey Anderson on the back leg off a full toss. It didn’t do too much damage though as Imran Tahir produced two: De Villiers and Anderson, off consecutive deliveries. Suddenly, it was turning big. Super Kings could’ve had Mandeep Singh, but Dhoni failed to anticipate a spitting turner from Ravindra Jadeja and couldn’t get his hand on a s t u m p i n g o p p o r t u n i t y. What followed was a six over midwicket and a re-
verse-swept four to get Mandeep going. A missed opportunity and Royal Challengers looked like they would capitalise. But another collapse came. Royal Challengers lost seven wickets in the last five overs and played out two maiden overs in the innings. They didn’t have the bowling to afford such mishaps. How to lose a match Royal Challengers had made the perfect start with the ball. Shane Watson, Suresh Raina and Sam Billings, who have all made winning contributions this season, were out inside seven overs and the wicket was allowing big turn. Super Kings seemed to have given them some help too, when they sent Jadeja ahead of Dhoni at No. 5. That move brought a 15run fourth-wicket stand that consumed 16 balls. U m e s h Ya d a v h a d bowled out his overs in a testing opening spell, t h o u g h , a n d Yu z v e n d r a Chahal would be done in the 13th. The brutal effect of that reality in simple, numerical terms: Super Kings hit 12 sixes 64 balls after Dhoni walked in. Rayudu didn’t exactly fly under the radar. Like he had against Sunrisers in Super Kings’ previous match, he dealt mainly in flat-batted shots. He was severe on Hyderabad Ranji teammate Mohammed Siraj, and did not allow Washington Sundar a chance to settle. At the other end, Dhoni smashed the confidence out of Pawan Negi. Shortly after coming in to bat, he swatted the spinner over midwicket, and upon his
return in the 14th, a visibly nervous Negi fired full ones flat into Dhoni’s arc. Two of Royal Challengers’ spinners had been neutralized on a spin-friendly surface. That was the beginning of an inevitable deathovers meltdown. With 70 required off 28 balls, Umesh put down a simple chance at extra cover that would have ended Rayudu’s innings. It was perhaps the only time Anderson’s plan of sliding cross-seam length balls across came close to working. By the end of that over, he was truly found out - Rayudu hit balls from the same line outside off over extra cover and then over midwicket. Colin de Grandhomme, brought into the XI on the night, did not feature in Kohli’s bowling plans. This meant that Royal Challengers would bowl their last six overs with two bowlers: a strategy scarcely seen in ODI cricket that shouldn’t have a place in T20 cricket. But it did have a place. And it summed why Royal Challengers’ economy in the death-overs this season - 13.29 - is the worst by any team in any edition of the IPL. Only the 2015 Royals a team that did not have both a bowling analytics coach and a bowling coach, apart from an exbowler head coach - have done worse with 11.60. Scores: Chennai Super Kings 207 for 5 (Rayudu 82, MS Dhoni 70*) beat Royal Challengers Bangalore 205 for 8 (De Villiers 68, De Kock 53, Bravo 2-33) by five wickets.

Berbice Cricket Board holds Upcoming ODI series critical to World Cup success: Holder Stakeholders Conference The Executives of the Berbice Cricket Board as part of its Meet the Club Programme on Sunday 22nd April, 2018, hosted its first every Berbice Cricket Stakeholders Conference at the Albion Sports Club. President of the Berbice Cricket Board, Hilbert Foster has made it quite clear that all major decisions concerning Berbice Cricket would only be made after consultation with Stakeholders across the entire county. The President stated that no one has a monopoly on ideas and as such every suggestions or ideas would be taken into consideration before a decision on the way forward is made. The Berbice Cricket Board is pleased to inform the Cricketing Public that the following decisions were made at the Stakeholders Conference which was attended by the majority of Clubs in the Ancient County. The vote was unanimous and the Berbice Cricket Board as mandated by the Stakeholders of Berbice Cricket would work hard to achieve them. a) On a recommendation from the Albion Cricket Club, delegates supported the return of the Senior InterCounty Championship between Berbice, Demerara and Essequibo. Delegates were of the opinion that the Senior InterCounty Championship was an honour for players to represent their county at the highest and should be held once again. They agreed that the Guyana Cricket Board Franchise League was a novelty idea but should not replace the historic Championship.b) Delegates supported the call for the Guyana Cricket Board to permit the Berbicians on Cricket Contracts to train in Berbice under the supervision of a Guyana Cricket Board appointed Level II Coach. Delegates were very vocal that it was totally unfair
for players to travel four days per week to Georgetown as the monthly stipend for the Academy Players are used up doing so. The usage of the Guyana Cricket Board Hostel should also be made available to the players if the first suggestion is ignored. The Albion Cricket Ground is the most ideal venue to conduct daily training, while Berbice has numerous Gyms for the players to train. Coaches like Julian Moore, Michael Hyles, Albert Smith and Winston Smith are all Berbicians and are available to supervise the players. c) Delegates supported the call for the end of any discrimination against players who leave the Guyana Cricket Board Cricket Academy Programme. Players are of the view that they are being blacklisted when they cancel their contracts and this should not be the case. The Berbice Cricket Board would support all of our players as they have their financial status and families to consider when making decisions. d) Delegates also supported the call for the hosting of Inter-county matches in Berbice at the junior level. They were of the view that it was totally unfair for one team to have one hundred percentage home advantages when Berbice have venues like Albion, Blairmont, Rose Hall Canje or Skeldon to host such matches. Travelling to Blairmont is less than ninety minutes from the hostel, the same as travelling to venues over the Demerara River. With the Berbice Bridge in operation, the Guyana Cricket Board has no excuse for not bringing matches to the Ancient County. Our players have the right to play the game at home in front of their Club mates, friends and family. The Berbice Cricket Board is confident that no sponsor would object to this as Berbicians support their businesses and deserved to be treated equally.
e) Delegates supported the Berbice Cricket Board Policy of enforcing discipline at all levels, the wearing of the proper cricket attire at all matches and the policy of focusing on Berbician players to play in Berbice Cricket Board Tournaments. Only one non-Berbician would be allowed to play in certain competitions while none would be allowed at the Second Division level. f) Delegates supported the motion that selection for the Guyana Cricket Board Franchise League must be done properly in a transparent way with the setting up of Selection Committees for the West Berbice, New Amsterdam/Canje, Lower Corentyne and Upper Corentyne Franchise Leagues. They were of the view, that the selection policy left much to desire as one person was doing the job and was mostly bias to friends and club mates. The policy of selecting Managers and Coaches also need to be looked into, it makes sure that the most qualified persons are selected. “The Berbice Cricket Board intends to work hard to fulfill the mandate of its Stakeholders. We would like to reassure every Berbician that they would be consulted on every major decision and that every decision taken would be done in the best interest of Berbice Cricket. The Berbice Cricket Board would also like to make it quite clear that it is not the puppet of anyone and would not be lectured to. Our mandate is to develop Berbice Cricket and would do so even if we have to raise every cent on our own. No one would be allowed to lecture us on where our office should be located, who should work for us or what we should do. Berbice Cricket belongs to Berbicians and would remain so,” a release from the BCB informed.
BRIDGETOWN, Barbados, CMC – Captain Jason Holder has underscored the importance of several oneday series leading up to next year’s World Cup in England, stressing it was vital West Indies used them to gain confidence, momentum and a settled line-up for the global showpiece. In preparation for the May 30 to July 14 event in England and Wales, the Windies will play home and away ODI series against Bangladesh later this year, tour India for another five matches before hosting England early next year. “For many of us it will be another opportunity to play a World Cup; for some of us it will be the first opportunity so it’s definitely something we’re all looking forward to,” Holder told reporters here at Kensington Oval. “But we’ve got four series leading up to the World Cup and we’ve got to handle those series first, think about those series and try a few combinations in terms of the make-up of our final squad. “This year is obviously very important for us. If we can do well in these one-day series we have leading up to the World Cup, improve our ranking and gain some confidence.” The Caribbean side missed out on automatic qualification but secured one of the two spots up for grabs by finishing second in a 10-team qualifying tournament in Zimbabwe last month. Favourites at the start, West Indies played unbeaten in the preliminary round, lost one match in the Super Six second stage before clinching their spot in the final against eventual winners Afghanistan. While the Windies’ participation in the tournament – which involved the likes of Nepal, Hong Kong and Papua New Guinea – was
Captain Jason Holder … says Windies need to pay attention to series leading up to World Cup. widely regarded as somewhat belittling for the twotime former World Cup winners, Holder said it had been a blessing in disguise. “Playing in the World Cup qualifiers was not all bad in a way. I think it was an opportunity to come together as a side, get some wins under our belt, play some of the Associate nations and some of the nations which qualified as Full [Member] nations,” explained the 26-year-old, who led the Windies at the last World Cup in Australia and New Zealand. “It gave us some momentum, it gave us a feeling [of] winning again – we’ve won quite a few games in the World Cup qualifiers – and everybody got some performances in here and there and it wasn’t one or two individuals that really stood out in every particular game. “It was a situation where a different individual put up their hand in every game.” Despite their stature, West Indies did not have things all their way in the competition. They never got the measure of the Afghans and lost to them twice – once in the Super Sixes and then in the final. In the preliminaries, they watched a decent United Arab Emirates side post 297 without being dis-
missed in pursuit of 358 and then survived a scare against PNG, crashing to 58 for four chasing 201 before recovering through Holder ’s unbeaten 99 to win comfortably. Holder conceded the campaign had been made difficult by the unfamiliarity with opposition players as well as the conditions. “It was challenging. It was challenging from the aspect that we had not played against many of those teams before, we didn’t know many of the players and it was a chance for us to see what we were coming up against,” he said. “When we plan, I try to focus on us and not focus on the opposition. I think once we handle our part of the plot, I think the rest of it would have taken care of itself. “The conditions made it difficult as well [but] I think the conditions also levelled the playing field in terms of the opposition. If you check, many of the g a m e s w e r e v e r y, v e r y close and there was some entertaining cricket played in Zimbabwe.” He added: “I am glad that we did qualify for the tournament and it’s just a situation for us to build on that, get some more wins under our belt leading up to the 2019 World Cup.”

Fair performance from Guyana at Commonwealth Games – GOA boss More effective planning needed going forward The Guyana Olympic Association (GOA) held a press conference at their head office at Olympic House, Block XXX Lilliendaal, East Coast Demerara, yesterday, to brief on Guyana’s performance at the recently concluded XXI Commonwealth Games which was competed in the Gold Coast, Australia. The Golden Arrowhead was represented by nine officials and 23 athletes from seven disciplines during the games which ran from April 5th to 15th, namely Badminton, Boxing, Rifle Shooting, Squash, Swimming, Table Tennis and Athletics. And, the general consensus of the team’s performance was fair by the officials that made up the entire GOA panel during the presser.US-based triple jumper, Troy Doris, created history for Guyana when he leapt to a season best 16.88m to win that event in Australia, the only Guyanese to win a medal at the 2018 edition of the event and the first Gold Medalist since 2002 when Aliann Pompey won the 400m final in England. Boxer Winfield Braithwaite won the first Commonwealth Gold for Guyana in the 1978 Games held in Edmonton Alberta Canada. The boxing pair of Colin ‘Superman’ Lewis and Keeve Allicock received much praise from the officials, which included head of the GOA, K.A. Juman-Yassin, along with the other coaches and GOA officials that went to Australia. The officials all echoed
Some of the athletes and coaches participated in the Gold Coast games earlier in the month. Seated from left, Noel Adonis, Godfrey Munroe, K.A. Juman Yassin, Hector Edwards and Sebert Blake. their dissatisfaction with the poor officiating during Superman’s fight which they believed should’ve gone in the Caribbean lightweight champion’s favour after he was struck several times below the belt and they noted that the sentiment was also shared in the Australian media.Upon arriving in Australia, there was a mix up with the Allicock’s weight class and the young boxer who won the silver medal at last year’s Commonwealth Youth Games, had to lose eight pounds in 10 days. Despite
such, he showed great fight and discipline which the General Manager of Team Guyana, David Fernandes, posited, “Made me proud to be a Guyanese.” Juman-Yassin noted that the way the team was put together was efficient since there was no mechanism or guide to determine which would be the best team to represent the ‘Land of many waters’ and with the Central America and Caribbean (CAC) Games on the horizon he intends for the GOA to rectify this process.
The GOA boss noted he, “Was just ensuring that everybody get a piece,” although a confident Boxing unit who wanted to send three fighters were only awarded two, while a timid Guyana Table Tennis Association (GTTA) whose head Godfrey Munroe is also vicepresident of the GOA, were awarded the largest contingent; a total of six athletes. Munroe had stated that tennis’ prospect of medaling is somewhat unrealistic, prior to the contingent’s departure. Athletics, which along
with Boxing has been the two most successful sport disciplines for Guyana at the Olympic level, also had six athletes at the Gold Coast Games. Juman-Yassin was present at the XXI games in the capacity as Vice-President of the Commonwealth Games Federation which provided air-fare for the GOA’s 23 athletes and nine officials to Australia, while GOA official, Dr. Karen Pilgrim served in the capacity of President of the GOA at the competition which had over 15,000 persons volunteering.
Going forward, the GOA is working to be more effective for the CAC games which will be held in Colombia this July-August with a rugby, boxing, hockey, athletics and badminton disciplines set to be represented by Guyana. Juman-Yassin noted that he hopes the Government of Guyana and the National Sports Commission (NSC), who didn’t contribute to team Guyana’s participation in the Commonwealth Games, come onboard to help support Guyana’s athletes in the future.
Harden hits heights as Rockets soar over Timberwolves Los Angeles, United States (AFP) — James Harden scored 36 points as the Houston Rockets moved to the brink of a Western Conference first-round play-off series victory with a 119-100 rout of the Minnesota Timberwolves on Monday. Harden underscored his status as front-runner for the NBA’s Most Valuable Player award after leading a stunning third-quarter performance that saw the Rockets explode for an astonishing 50 points. That devastating burst of scoring — a franchise record — included 22 points from Harden as the Rockets transformed what had been a onepoint contest at half-time into a comfortable victory. “We hit the switch that we’ve been trying to hit since the beginning of the playoffs, at both ends of the court,” a satisfied Harden said afterwards.
“It’s pretty scary what we’re capable of when we’re locked in defensively like that and when we get rolling offensively.”The win gave Houston a 3-1 lead in the best-of-seven series, giving the Western Conference leaders a chance to book their place in the second round of the play-offs with a victory at home in game five today. The smart money will be on Houston to wrap up the series quickly after Monday’s demolition job at Minnesota’s Target Center arena. “It was a great [third] quarter for us,” Harden said. “It gave us the belief. Now we go back to the crib and try to finish it off.”While Harden’s virtuoso third-quarter performance ultimately decided the contest, the Rockets will also take heart from an offensive display that saw five players finish with double-digit points tallies.
James Harden Point guard Chris Paul weighed in with 25 points — including 15 in the lop-sided third quarter — while Eric Gordon had 18 and Trevor Ariza 15. Centre Clint Capela finished with 14 points, and also pulled down 17 rebounds
during his 31 minutes on court. The Timberwolves’ scoring was led by Karl-Anthony Towns with 22 points, while Jimmy Butler (19) and Derrick Rose (17) also made significant contributions. Minnesota had looked
capable of snaring a serieslevelling victory after a close first half in which the Rockets took a 50-49 lead at the break. But Houston’s scorching 50-point third quarter saw the Rockets head into the fourth quarter with a 100-69 lead. While Minnesota closed the gap as Houston eased up, the Rockets never looked like surrendering the initiative, keeping the Timberwolves at arm’s length as they closed out the win.In Monday’s other game, the Utah Jazz moved to within one win of clinching their series against the Oklahoma City Thunder with a convincing 113-96 win in Salt Lake City. Rookie star Donovan Mitchell made the decisive contribution for Utah with 33 points as Russell Westbrook and Paul George’s Thunder came unstuck. Utah lead 3-1 heading into
last night’s game five in Oklahoma City. All five Utah starters made double figures as the Jazz overturned a 30-24 firstquarter deficit to tilt the contest in their favour in the second and third periods, outscoring the Thunder 6643. George led the scoring for Oklahoma City with 32 points, while Westbrook had 23 points and 14 rebounds. Carmelo Anthony finished with 11 points on a night when the Thunder’s offence was effectively contained. Utah’s Spanish international Ricky Rubio saluted the performance of Mitchell, who belied his age with a composed performance. The 27-year-old Rubio, who finished with 13 points, also said the collective defence had helped subdue the potent Oklahoma City lineup.

Semenya’s reign to be ended by new IAAF gender rule
L
ONDON (Reuters) South African Caster Semenya’s long and controversial reign as the queen of middle distance running looks set to be ended this year not by a track rival but by a new hyperandrogenism rule that will stop her from running 800 and 1500 meters races. The IAAF will publish new rules tomorrow to prevent women with the condition, which produces higher than normal levels of testosterone and is deemed by the governing body to give them an unfair advantage, from running distances from 400m to the mile. The International Association of Athletics Federations would allow them to compete at international level only if they took medication to reduce naturally occurring levels of testosterone. Semenya, double Olympic and triple world champion over 800m and who completed the 800-1500 double at the C o m m onwealth Games this month, has always been a controversial figure in the sport as its authorities have sought a solution that respected her rights while also providing a “level playing field”.

The 27-year-old’s powerful physique and deep voice, followed by the revelations of her hyperandrogenism, left some rivals complaining that they faced an impossible and unfair challenge. T h e I A A F ’s p r e v i o u s attempts to regulate the issue fell foul of a Court of Arbitration f o r S p o r t r u l i n g i n 2 0 15 following an appeal on behalf of Indian athlete Dutee Chand, who had been banned from competing because of her testosterone levels. The IAAF Council announced last month that following a review of available
evidence it would revise its regulations, with the changes coming into force on Nov. 1. “All testosterone, either naturally occurring or artificially inserted into the b o d y, p r o v i d e s s i g n i f i c a n t p e rformance enhancements,” IAAF head Seb Coe said at the time, while also going out of his way to stress that nobody was suggesting Semenya had done anything wrong. “We were asked by CAS to provide evidence of the magnitude of the advantage, which we now have,” he said.
Warriors eliminate Spurs, advance to face Pelicans
Kawhi Leonard-less San Antonio couldn’t keep up with Kevin Durant. Can New Orleans? NBC Sports - Kevin Durant drained a pull-up 3pointer reminiscent of his signature NBA Finals shot in the final minute of the third quarter. The Spurs ended the quarter with a flurry and kept coming. D u r a n t m a d e consecutive mid-range jumpers over Kyle Anderson midway through the fourth quarter. The Spurs called timeout, subbed Rudy Gay for Anderson and kept coming.
Durant drove past Gay and dunked. The Spurs called another timeout and kept coming. Each of those Durant shots seemed as if they could be the backbreaker. Credit San Antonio for continuing to play hard. But without Kawhi Leonard, the Spurs were just overmatched against the superstar small forward in the Warriors’ 4-1 first-round victory – which ended with Golden State’s 99-91 Game
5 win Tuesday. The Warriors’ next opponent – the Pelicans, who open their second-round series Saturday – could soon learn the feeling. New Orleans relies on E’Twaun Moore, Darius Miller and Solomon Hill at small forward – not the slate of stoppers that seems ready for Durant. Even on an off night (1-for-8 on 3-pointers, five turnovers), Durant scored 25 in Game 5. He’s a (Continued on page 27)
FEMALE CLASSIFICATION Media in the UK and South Africa yesterday published sections of the report ahead of its official release, revealing that the new hyperandrogenism regulations would include a separate female classification to be known as an Athlete with Differences of Sexual Development (DSD). “Experts consulted by the IAAF have gathered and reviewed all of the published evidence and data, which indicates that increasing the level of circulating testosterone from the normal female range to the normal male range leads to increased muscle mass and strength and higher hemoglobin levels,” the report, which has not been seen by Reuters, is reported to have said. “The result is these new regulations, which seek to facilitate the participation in the sport of athletes with DSDs on terms that preserve fair and meaningful competition in the female classification. “The significant overrepresentation of DSD athletes in certain events, and their success in those events, provides further indirect but strong corroboration of the above.
“In addition, the IAAF has gathered observational data about the difference in performance levels of DSD athletes depending on whether or not their testosterone levels are suppressed.” T h e I A A F ’s m e d i c a l advisors have suggested the advantage held by DSD athletes is far less pronounced in short sprints or longer distance endurance races, leaving the door open for Semenya to move up to 5,000 or 10,000 meters if she desires. The South African began raising eyebrows when she won the world junior championships in 2008 and the senior world title the following year, with dramatic improvement in her times. The IAAF made Semenya take a sexual verification test, which was initially kept secret but revealed by the media in 2009. Since then virtually all of Semenya’s performances have been followed by questions about her sexual and physical status, but she has long stopped answering them. Reuters sought Semenya’s response to the IAAF’s decision through her manager but he did not immediately reply.
