Court ruling on Glenn Lall’s legal challenge over abusive tax waivers to oil companies set for September The High Court has set a timeline within which it will hear the oil tax case filed by Kaieteur News’ Publisher Glenn Lall. Lall had filed the case against the Government of Guyana over the extensive tax waivers granted to Exxon Mobil and other oil operators.

The matter which Exxon Mobil subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) joined as a respondent is set for continuation before Justice Nareshwar Harnanan at the High Court in Georgetown on August 12, 2022.

As such, Lall’s Attorney Mohamed Ali is expected to file submissions in response to the defence brought by the Government and EEPGL on or before June 3 while the respondents, Government of Guyana and EEPGL are expected to file their answers

by July 1.

All final written arguments are scheduled to be filed by July 29 and August 12, 2022 is set for

oral arguments.

On August 12, attorneys from all sides will be given at least 20 minutes to present

their case before the court, after which the Court is expected to rule on September 9, 2022.

Back in January, KN’s publisher filed the case which seeks to overturn the expansive tax provisions granted to the oil companies as part of the Production Sharing Agreement (PSA) for oil drilling exploration in the Stabroek Block.

Among the grounds, Lall lists his main contention as the provisions of the agreement violate the Petroleum Act, by purporting to extend production sharing concessions to persons other than those licenced.

Against this background, he argues that any exemptions referred to in Article 15 Petroleum Exploration and Production Act, purporting to extend concessions to persons other than the licensees are not

EPA gives ‘no-objection’ for ExxonMobil to start preparatory works for Gas-to-Energy project Ahead of approving its US1.3 billion Gas-toEnergy pipeline project, the Environmental Protection Agency (EPA) has given Esso Exploration and Production Guyana Limited (EEPGL), the subsidiary of ExxonMobil, its blessings to commence preparatory works for the project that remains under scrutiny.

On Wednesday, the Environmental Impact Assessment (EIA) for Exxon’s part of the project was submitted to the EPA. The document explains that separate from the project’s E n v i r o n m e n t a l Authorization, the agency has issued a no-objection letter, authorizing “selected early works activities that will support the proposed construction activities for the Project.”

The approved early works, according to the EIA, relate primarily to the upgrading, rehabilitation, and repair of approximately six bridges, and some 11 kilometers of roads along the West Bank of Demerara (WBD) Public Road from the village of Patentia south toward the Natural Gas Liquid (NGL) Plant site.

These works will allow for improved access to the site, the EEPGL’s Consultant, the Environmental Resources Management (ERM)

In addition, “the early works activities will also include the establishment of an approximately 5-hectare laydown area to stockpile aggregate, which is needed for the early works road improvements”.

ERM was keen to note that all the road and bridge improvements are expected to remain within the existing road’s right of way (RoW) and that the preparatory works will include maintenance of existing facilities.

The oil company

boasted that in addition to supporting its projectrelated activities, the improvements to the infrastructure is expected to benefit residents with improved vehicular access and enhanced safety in the area, who currently only have dry-season vehicular access in some areas because of poor existing

road conditions.

Exxon’s environmental impact study has pegged the Wales, West Bank Demerara project in excess of US$1.3 billion. The company will be funding the installation of the offshore and onshore pipelines, while the government would be responsible for the NGL (Continued on page 19)

consistent with the provisions of Act. He contends that “licensee” as defined by the Petroleum Act refers only to Esso Exploration and Production Guyana Limited (EEPGL), CNOOC NEXEN Petroleum Guyana Limited and Hess Guyana Exploration Limited and not to any other person.

The applicant has asked the Court to make a declaration that bringing the agreement into force that the tax waiver must apply only to licensees. On the issue of discrimination, Lall argues that the Agreement “is discriminatory to Guyanese employees by exempting from personal income tax income earned only by expatriate employees of the c o n t r a c t o r, a f f i l i a t e d companies or non-resident sub-contractors who are physically present in Guyana for 183 days or less on a cumulative basis in the tax year of assessment.”

Meanwhile, on the issue of taxes, Lall notes that while Section 51 of the Petroleum Act authorises the Minister Responsible for Finance to direct that any or all of the tax laws specified therein shall not apply to or in relation to a licensee who has entered into a production sharing agreement with the Government of Guyana, it however, does not empower the Minister to pay the taxes on behalf of any licensee.

Against this background,

he argues Articles 15.4 and 15.5 of the petroleum agreement requiring the Minister responsible for Petroleum to pay taxes for and on behalf of the licensees, and the Commissioner General to issue certificates to that effect is therefore a violation of the Petroleum Act. Regarding the Order by which the agreement came into force, Lall has advanced through his attorney Mohamed Ali, that the order is not a tax act or other subsidiary legislation made under such act and is therefore null, void and of no legal effect. It is for those outlined reasons that the Applicant is hoping the court will grant him the reliefs being sought. He also wants the court to declare void, Section 49 of the Act which purports to authorize the Minister to remit any royalty payable by a licensee or to defer the payment of such royalty, as being in violation of sub-sections 1A and 1B of Section 6 of the Financial Administration Act. Further, Lall is asking the court to declare Article 15.12 of the agreement as being in violation of Article 149 of the Constitution which provides for protection from discrimination—and for also being in violation of Section 5 of the Prevention of Discrimination Act. So far, the Government and EEPGL have responded denying the claims made by Lall.

Guyanese and oil

T

he oil companies must have made a special prayer to whatever Gods they worship. They have Guyanese exactly where they want them with this oil wealth of ours, which also pleases immensely our political people, from leaders to supporters reaping the hog of the benefits. There it was, compliments of a poll conducted by the International Republican Institute (IRI), in black and white: the majority of a population of Guyanese sampled, tells the nation all it needed to know about their interest in this oil bestowed upon us.

A very great majority of Guyanese polled, a staggering 98% of citizens, know little, or know far from enough, about this oil that is ours (“98% of the population in the dark about oil sector -IRI poll” -KN April 21). With due allowance for polling error, and whatever biases and foundations went into the structure and objectives of this poll, it is of numbers that condemn citizens of this oil-rich society in the worst way possible. Why dont we know more about this oil? How could Guyanese be so negligent with what is their wealth? What is it that makes this vast number of citizens so nonchalant about what could be a great blessing for this nation, most likely its biggest ever that they are in this state?

From the IRI poll, it can be gathered that locals either dont know, have little interest in knowing, or dont even care to know at all, notwithstanding the huge possible upside for the destiny of this country. Clearly, we are living the truth of that old saying that a horse can be taken to the water, but it cant be forced to drink.

We say this because, as is well known by now throughout Guyana, and even farther afield, this publication has blazed a trail in providing relevant and vital information about just about every development related to this oil and from the inception. Without delving too long and too much about our role, let it be said that it has not been limited to this newspaper alone, but radio and other communication channels have also been taken advantage of, to put a constant stream of information before our fellow citizens.

Therefore, it is more than startling to learn that many Guyanese are this lost, this indifferent, due to their being “unaware as to where they could access information relating to how government will be spending profits gained from the countrys oil reserves.”

We have not engaged in the usual propaganda of others, since we have no agenda, other than what is beneficial to all the expectant citizens of this country.

Perhaps, expectant is a bit of exaggeration, since Guyanese are this disinterested in what could enrich they and their families, this distant from what holds great prospects for the nation as a whole, and this self-destructive to their own interests.

If access to information is a concern, then it should not be a crutch on which to lean. Instead, every effort should be expended to get the information that is believed to be due to every citizen, regardless of whether politicians and government are cooperating or proving to be a powerful and tricky obstacle.

We have shown before that when there is the interest in achieving certain limited objectives, then no energy is withheld, and the time is found, to have our say and get our way. The long period of the last elections season proved that, and so, too, did the issue of parking meters in the capital city. Citizens exercised constant pressure in those two areas, and they prevailed.

It emphasizes that the careful and thoughtful expression of the power in Guyanese hands can be marshalled to get results.

Thus, it is most surprising that so many Guyanese are sheltering under this copout of lack of access to information or how to go about accessing what is needed.

The risk Guyanese are taking, and the trap they set for themselves, is that when they give political leaders free rein to do as they please with our oil riches, they will regret it forever. We caution that citizens will remain clueless about our oil bonanza, and hopeless and penniless, too.

How is it that we have arrived at this stage where art has become an object of ridicule?

DEAR EDITOR, This year marks the 50th Anniversary of Carifesta. The first Carifesta which was held in Guyana between August 25th to September 10th, 1972 brought together well over 1000 visual, literacy, and performing artists from 30 countries in the Caribbean and Latin America.

Carifesta attracted thousands of visitors to Guyana.

The head of state, the honourable Prime minister of Guyana Mr. Linden Forbes Burnham had a vision of Guyana becoming the Cultural Mecca of the Region.

The People’s Progressive Party then in opposition boycotted the occasion just as they did eight years after the introduction of The New People’s Constitution on October 6th, 1980. The PPP re-

jected the constitution on the basis that it was Fraudulent, the concoction of a mad Dictator. It is interesting to note that since the PPP assumed Office in 1992 it has adopted the PNC policies, additionally Congratulating itself on its graveyards of White Elephants.

Most of our great Guyanese Sculptors who amazed the World with their creativity are decreased. Gary Thomas MS migrated to the United States frustrated that a small group of artists from the University of Guyana who had gained the favor of the Minister, benefited from grants and contracts for public works while grassroots artists, members of the Guyana United Artists had to survive the best way we could with our works being

underpriced. How is it that we have arrived at this stage where art has become an object of ridicule, the artist community a laughing stock, this is what the PPP intended. Mediocrity has become the order of the day. They have made quite sure that Reputable Guyanese Artists who have given distinguished service to our country are not recognized or given any economic sustenance and have created a body of so-called leading artists and giving them each a grant of $1 million dollars. Their intention at the end of the day is to make Guyanese Artists look bad in the eyes of the Public with the proliferation of “potboilers” in public places of the Dynamics of the Creative Arts.

The PPP knows that Our Cultural Heritage is one of the

pillars in the Reconciliation of Guyanese society and in order to undermine the process they have unleashed an agenda that excludes the acquisition of works of political content on Guyanese history and Culture that could inspire hope and the progressive realization of the ideal of Freedom, Justice and a United Guyana.

In conclusion, I would like to take the opportunity to make reference to the National Unity Monument, an Embodiment of Guyanese History and Culture, on the lawns of Castellani House, concealed from public view by three concrete walls and huge trees for 27 years.

The AAG must get its act together DEAR EDITOR, Congratulations to the Guyana Carifesta Games Athletic team which returned home a few nights ago. This team which is perhaps the most successful Carifesta Games team to ever represent Guyana returned home without the expected fanfare. It won seven medals: two golds, three silvers and two bronze. There was a fiasco at the Games in Jamaica involving the Guyana team. Certain sections of the media reported that the team ran out of money to pay for food and Covid 19 tests. A member of the Guyana Delegation contacted the distinguished Attorney at - law Nigel Hughes for assistance. Mr. Hughes in his

true altruistic manner wired money to Jamaica to assist the athletes. For his magnanimous gesture he was accused of trying to score political points, unlike Mohamed’s Enterprise whose monetary contribution was accepted without any questions asked.

By the way, I hold no brief for this excellent Attorney - at law. I am not competent to do so.

The debacle started before the team left Guyana.

Police athletes Allyaha Headley 1500m and 3000m and Osa Blair 100m and 4x100m relay who trained hard under coach Lynden Wilson and achieved the qualifying times were selected to participate in the Games. They were

likely to medal. However, their hopes were dashed as the day before the departure of the team they were informed that no money was available for them to make the trip despite two weeks earlier the police had written to the AAG informing them that if they were any difficulties for the police athletes to participate the police were willing to assist. The police never received any response from the AAG. As a former Sports Officer of the Guyana Police Force I am certain that the Guyana Police Force would have made funds available for their athletes to participate in the Games. The police had done so before. I am sure that they would have done it again.

Their present Top Cop, Clifton Hicken is a sports enthusiast and would have easily found the money for his athletes to participate.

Oswick Pellow and Simeon Adams two other athletes who made the qualifying times and were selected to travel with the rest of the team to Jamaica suffered the same fates like the distraught police athletes. It is time that the AAG get their act together and be proactive rather than reactive or our athletes will continue to suffer due to incompetence of their association.

People in the news for good and lesser reasons DEAR EDITOR, I scan the Guyana landscape and evade getting bogged down in the brightness and grimness of our times. Indeed, we are a tale of more than two cities. We are the saga of two countries, two standards, two truths (if they could be called that), and two realities. I randomly select three recent issues to voice a quick word in passing.

First, His Excellency, President Ali, is reported to have invited the Opposition Leader for consultation on appointments. I applaud the President for taking this vital first step; it is what a national leader does, any leader possessing a wholeness of sound vision. I note

that the Hon. Leader of the Opposition, Mr. Norton, responded early, but with a list that is sure to cause some serious concerns in PPP Government circles. Police misconduct, discrimination, and oil fund are not areas the President or his people wish to go near. Too much pimpla bush, too many ants nests.

Nonetheless, I humbly submit to both of them that they don t start sparring, but work diligently for a meeting of the minds for a compromise agenda that leads to a quality conversation; one that is civilized and constructive one, and what is the first of many.

I respectfully recommend that both agree to include oil, costof-living relief, the border controversy, and political relations between the two

sides. It cannot be just about appointments. But meet they must, and with a view to laying the table for ongoing discussions on a scheduled basis. They both need it, if only for level sets and temperature checks. Guyana needs it, too.

Second, what Guyana needs urgently, almost desperately, is a Guyana Police Force (GPF) that is a presence recognized and hailed for legitimate efforts at being balanced, consistent, and fair, among many other reasonable and positive elements. I came across the caption of the connected and highly pedigreed attorney charged in the matter involving the unconnected and possibly grassroots pedigreed female officer of the law. I will not ask today why it took the

GPF so long, why such a tortured travel to this point for the GPF, and why this same painstaking devotion to hesitation by the GPF is not administered by the Force, and experienced by Guyanese of a perceived lesser citizenship.

Instead of so inquiring, the preference is that the first infant steps to the full term of justice be done, and be seen to be done, with energy, doggedness, and unattached and untouched professionalism.

To elaborate, the tentative steps towards justices resolution must be observed to be executed not belatedly, and under heavy public duress, but with zeal and zest. In brief, the system employed by the GPF must neither be interpreted nor concluded (Continued on page 6)

DEAR EDITOR, Please allow me the privilege to reply to a letter that was published in Friday’s KN titled “The Rewards of Oil belong to all”.

While the statement is indeed true and irrefutable, the rest of this angry letter showed how misinformed

some people really are in this country. Venezuela’s current economic woes, are not as a result of embarking on massive infrastructure projects as stated but mainly due to two factors: depressed Oil price and sanctions placed on that country by the United States and its allies whose intent

US$150B, maybe more DEAR EDITOR, A few friends who have read my article “Looking Out of Guyanas Fossil Window” in John Mairs third edition of “Oil Dorado?” have asked me to explain why I wrote that I expect Guyana to receive around one hundred and fifty billion US dollars over the next thirty years in Oil and Gas revenues.

My calculations are premised on the following: 1: the price of oil will average US$68 per barrel. Currently, it is over US$100 per barrel but it will fluctuate.

2: the Expected Ultimate Recovery of Oil will be 10 billion barrels over the life of the field. Currently, Recoverable Reserves are estimated at 11 billion barrels of oil equivalent. I expect that it will be higher by the time the exploration phase is completed.

3: Capital expenses incurred to tap the field will average US$10 per barrel. Liza

One was US$7 per barrel, Liza Two was lower and Payara is expected to be a little higher but I believe ten dollars is a reasonable estimate for this exercise.

4: Operating expenses expected to average US$30 per barrel to get the oil from under the seabed to the floating platform, ready for sale.

5: Guyana will receive 2% royalty on oil sold by ExxonMobil and its Stabroek block partners, referred to hereafter as EEPGL. Note: I assume that Guyana will not receive a royalty on its profit share of oil.

6: Until EEPGL recovers its upfront capital expenses, system-wide within the Stabroek block, 75% of the sales revenue will be allocated to expenses, firstto operating expenses and the rest to recovery of capital expenses. The other 25% will be considered (Continued on page 6)

was to remove the former Chavez and now the Maduro Governments which America does not find favorable.

Guyana has to develop and move forward and will not be able to do so without investing in the infrastructure it needs and in the children who represents the future of this nation. To start handing out money from the paltry amount in its fledgling Natural Resource Fund would be premature and irresponsible on the part of any Government. I agree completely with Gloria Holder when she said that instead of providing handouts to those who are sitting around waiting with outstretched hands for free money, the country

would be better served by investing in its children with free breakfast and lunches at school and infrastructure projects that will serve the needs of all Guyanese. Despite being in Office for less than two years, we see a Government that’s in tune with the needs of its people. It recognizes what needs to be done and it is busily and expeditiously doing so. We see that daily in the allocation of house lots, the building of new homes, encouraging investment, Job creation, building roads, potable water supply to rural residents, electricity generation, telecommunication improvements, drainage, flood mitigation, agriculture, Oil and gas develop-

ment, environmental protection and the list goes on and on. I commend Mr. Shuman for recognizing the Government’s efforts and his willingness to give praise when it is due instead of indulging in negative partisan politics and bare-faced lies like we see from the Opposi-

tion, Guyana seems to be on the right track with the leaders it needs at its helm. Let’s hope the negative comments from its detractors do not distract them from their goal in building a country that all can be proud of.

From page 5 “profit” whether or not there is an actual profit, and Guyana will receive a half of that as its share, beginning as it did, from the first calendar quarter of production.

7: If and when EEPGL recovers its capital expenses, then a split of the actual profit, half for Guyana and half for EEPGL kicks in, with Guyana receiving its share in oil (and gas if gas is sold).

8: Depending on the price of oil, once EEPGL has recovered its capital expenses, the percentage of the sales revenue that Guyana receives can be any percentage from 12.5% to much higher.

Lets use premises 1 to 5 above to calculate Guyanas total revenue over the estimated 30-year life of the Stabroek field:

Oil available for sale: 10 billion barrels.

Sales price: $68 per barrel.

Revenue = $680 billion Capital expenses at $10 per barrel = $100 billion.

Operating expenses at $30 per barrel = $300 billion.

Total expenses, both operating and capital recovery = $400 billion.

Profit = $680 billion-$400 billion = $280 billion.

Sharing half and half: Guyanas share =$140 billion.

Notice that $140 billion of total of $680 billion = 20.6%.

Then there is the royalty due to Guyana. Since Guyana would have received 20.6% of production, its royalty is based on the portion sold by the others, or 79.4%.

So Guyanas royalty = 2% of 79.4% of $680 billion = $10.8 billion.

Therefore, Guyanas total revenue = $140 + $10.8 = US$150.8 billion.

Yes, that comes up to 22.18% of the total sales of the Stabroek block.

Not bad, considering that the US government gets around 15% to 18% in deep water Gulf of Mexico oil fields.

Please keep in mind that Guyanas revenue stream is back loaded, for two main reasons: 1: it will take several years to fully ramp up production to peak levels, 2: like all investors I know, EEPGL wants to recover as much of their capital costs as soon as possible, before sharing the profits.

Actually, Guyana getting at least 12.5% of sales right from the start is a good deal, and makes up partially for

some of the more egregious lopsidedness and loopholes in the agreement. But I believe it is time for Guyana to move on, learn from the mistakes, correct them in future deals and focus on how to maximize this huge income stream for the betterment of all Guyanese living in Guyana.

I was curious to find out what the average price of oil needs to be for EEPGL to fully recover their capital investment, using the above scenario. The answer that I came up with is US$46.65 per barrel. And how much can Guyana get if the price averages around the current price of US$100 per barrel? My answer is US$314 billion! Or 31.4% of sales! But I wouldnt bet on this scenario because I have seen the many times when the price of oil made everyone involved look like a genius and just as many times when it made many look like grime. And if the average price was US$44 per barrel, EEPGL would have lost money on this deal and Guyana would have received US$62.7 billion over 30 years if EEPGL stuck with it!

Buckle up, Guyana.

I deliberately refrained today from using such sullying words as political, or influential, or racial, or even class, as in social. I think the mellow serves us better presently. Third, I saw that the Natural Resources Fund has a new board chair. I tender congratulations, despite having misgivings, better left unexpressed today. The new chair is a Guyanese who has been around, knows how to get around, and has manifested that he has what it takes to stay around. The Army, GECOM, and telecommunications are not small fry, but sharks of the biggest poundage. On the basis of those alone, I would say well done. But there are other matters that speak a different language, now unsaid until later. One I would touch, though, is age, with both the newly christened chair and another of those presences on the weather-beaten side.

I seem to recall the prior partisan theatrics about geriatrics, psychotics, and eccentrics. Since some of these appointments reek of those, I limit myself to saying, different times, very different rhymes. Another place I go to is politics, which the fairness of gender prevents me from going deeper.

The political has never really served the national interest in this society, which I am absolutely positive that all Guyanese would agree with me on this one. So, when I heard that name, I recognize a political figure, no matter where located. As I ponder the Britisher, the PPPC Government must be complimented on its ability to pull rabbits out of hats. Perhaps, that is exactly what it desires on that NRF board.

Guyanese could learn from me, since neither the House of Commons nor even the White House fazes me, and rabbits are what we have re the NRF board. To all, I say tally ho, cheerio, and good show, though there is some reluctance to extend the same to the GPF, given its uncertainties that lead to contradictions. The spirits of Lent and Easter prompt the better instincts in me, so I extend.

There may be others (spirits that is) at work.

Linden Hospital CEO in hot water for firing 27 staff - decision rescinded by Health Ministry

Linden Hospital Complex CEO, Rudolph Small

Chief Executive Officer (CEO) of the Linden Hospital Complex (LHC) Rudolph Small is making headlines again for terminating the services of 27 low level staff. In a correspondence to the staff, Small informed them that their contracts will not be renewed. “I write to inform you that after careful consideration, the management has decided that your service would no longer be required with effect from 1st June, 2022,”

it said.

The letter was sent to cleaners, porters and kitchen staff. Immediately after the decision went viral, Minister of Health Dr. Frank Anthony said, “When the Ministry learned about it, we reached out to the CEO and asked him to rescind the letters, so as of last night, all those letters should’ve been rescinded so nobody is going home, so I just want to make sure that people understand that. We’ll expect that the contracts for all those persons will be renewed and would be renewed for the usual duration.”

Regional Officials however are adamant that the decision to rescind is not enough and demanded that Small be removed from the

position. Regional Chairman Deron Adams in this regard said, “I was made to understand that the termination has been rescinded but that is not enough; we will be protesting, we are sending a strong message that this time around this must not happen.

Small does not have the interest of the residents of Region 10 at heart, staff continue to complain.”

Adams is also calling on Small to fill the scores of vacancies at the hospital as well. “Positions in the stores department, for drivers, kitchen staff, maintenance personnel such as plumbers and office staff are all vacant, with Rudy Small refusing to fill these vacancies and keeping Lindeners from the

opportunity for employment in these areas…”

Member of Parliament Jermaine Figueira was also disappointed with Small’s behaviour which he described as “wicked and uncalled for.”

Mere months after Small was appointed, scores of employees from the St John’s Ambulance Brigade lost employment after the organization’s long standing contract with the hospital was terminated. Several other long standing contractors also lost their contracts with LHC. Subsequently, nurses had staged weeks of protest for Small’s removal in response to degrading comments he had made about them to the media.

1 person in COVID-19 ICU, 8 new infections recorded With no new COVID-19 related deaths recorded since April 13, the Ministry of Health on Friday reported that one patient is now admitted into the COVID-19 Intensive Care Unit for treatment.

Additionally, the ministry via its latest dashboard revealed that within the last 24hours, it has recorded eight new infections across the country, bringing the total number of confirmed cases to 63,407.

The new infections, according to the Ministry were detected in Region Four which recorded five cases, Region Nine which recorded two and Region Three which recorded one. The dashboard data also show that five persons are in institutional isolation, 85 are in home isolation and 11 are quarantined institutionally. To date, a total of 62,088 persons have recovered after being infected with the virus.

WHAT A STORY! About 10 years ago, the Trinidad Express reported a most amazing story. Not only was the story an eyeful but the comments that accompanied the story typified West Indian humour and satire.

The newspaper reported that a man was scheduled to appear in front of a court charged with bigamy. This is not a regular occurrence and so when it does, it becomes the talk of the town.

So what is bigamy? The common understanding is that someone commits bigamy when he marries someone else while being lawfully married to another person.

A son once asked his father, “Dad does bigamy mean that a man has one wife too many?”

The father replied, “Not necessarily, son. A man can have one wife too many and still not be a bigamist.”

A person commits the criminal offence of bigamy if that person who was previously married ties the knot again with another person without the first person being dead or presumed dead or without a divorce. A marriage ends when one party dies or when the marriage is nullified

through the granting of an absolute divorce.

In charging someone with bigamy, the burden is on the prosecution to show not only that the person was married twice but that he or she knew that the individual to whom they were first married was still alive.

What was most interesting about the case reported in the Trinidad Express was that the person who was due to appear in front of a magistrate court was not just charged for having two wives but for having 10 wives. Yes, 10 wives!

The comments in the blog beneath this story were a riot.

One blogger observed that some men have difficulties to find one woman to marry, but this particular one found 10.

One man requested to know what the accused bigamist was bathing with, since the blogger, wanted to marry his neighbour and a coworker but does not know how to ask his wifes permission.

Another called on his fellow bloggers to leave the accused alone, since if a person has 10 partners then nobody would get “horn”. Yet another

observed that the difference between this guy and another person with children with several women was that one broke the law while the other was dealing with broken water bags.

Then there was someone who explained that perhaps the accused simply liked wedding cake.

All of these comments ignored the fact that the man had not yet been found guilty. As such, he should have been presumed innocent until proven guilty.

In a case many years ago, an accused bigamist was found not guilty by the courts. In discharging him, the judge said, “You have been found not guilty of bigamy.

So you can now feel free to go home.”

The man looked at the judge with a puzzled look and asked, “Which home shall I go to, Your Honour?”

In a case in India, a Delhi court ruled that persons actively participating in key ceremonies of a persons unlawful wedding for a second time are guilty of aiding and abetting bigamy.

ceremonies did not ipso facto constitute abetment to bigamy since abetment connotes active suggestion or support in the commission of a crime. However, those who were closely associated with the essential ceremonies involved in an unlawful wedding ceremony cannot escape sanction since they would have actively supported the bigamy.

In another case, a man was sentenced to a mere three months probation for bigamy. Apparently, the man during his first marriage left

his matrimonial home many times. He had last left home four years ago and his first wife said that the last time she heard from him was in May this year when he called to inform her that he was married to another woman.

Apparently he must have presumed that once you are separated from your spouse for an extended period this amounts to a divorce. Well, not under the law. The court still has to grant a divorce before someone can remarry.

This one got off lightly.

Many others are not so lucky.

We remind readers we wrote another letter this year (in January) opposing the visit of President Bolsanaro.

We got intelligence data from the owner of a discotheque in Brazil (yes the discotheque and bell bottom trousers are back) that the Bolsonaro visit was a continuation of where Pompeo left off. Brazil will be assigned the role of

overseeing the militarisation of the sea lanes of the Caribbean. Those who describe us as the usual suspects are the usual fools.

We got the wife and son of Dr. Rodney to add their names to that letter. That was a phenomenal achievement.

The Rodney family abstained from any comment on anything on or about Guyana since Dr. Rodney’s death in 1980. Those who call us the usual suspects didn’t have the decency to acknowledge that the signature of the wife and daughter of Dr. Rodney was a superb political success.

We were able to stop the Bolsanaro visit (columnist note; Mr. Bolsonaro did not come because his mother died).

We are opposed to the June visit of Secretary of State, Antony Blinken. We believe he is coming to Guyana do the coup de grâce. The Russian invasion

of Ukraine has now catapulted the Caribbean Sea into the geo-strategic lap of Washington, DC. The war has damaged the Caribbean.

It is no longer a zone of peace. We warned the world about this in our September 2020 letter when we rejected the Pompeo visit.

‘Blinken not coming to Guyana’ - US Embassy debunks Stabroek News report

T

he United States has denied that Secretary of State, Antony Blinken will be coming here in June, contrary to a report by the Stabroek News.

The privately-owned newspaper reported earlier this week quoting an unmanned source that the top US diplomat would be coming here. “The U.S. Embassy wishes to advise that there is no such visit planned at this time.

In the event of such a high-level visit, the U.S. Embassy would inform and coordinate with the Government of Guyana,” the statement added.

According to the embassy the U.S.Guyana relationship is important, and the United States continues to share a strong bilateral partnership with Guyana. “The U.S. Embassy is proud to continue furthering our productive partnership.”

Murder suspect nabbed by resident, Mabaruma CPG Residents and members of the Mabaruma Community Policing group assisted police on Friday to capture a man wanted for the death of his foster son, Daniel Wilson.

A c c o r d i n g t o information received, 30year-old suspect Nigel Abraham was nabbed in the L o w e r B l a c k Wa t e r community located in the North West District, Region One. It was reported that 17year-old Wilson of Lower Black Water, Barima River, was allegedly stabbed to death by his foster father on Easter Sunday night.

According to reports, the tragic incident which claimed the life of the teen and left his cousin hospitalised occurred on Sunday around 22:00hrs.

Investigation so far revealed that Wilson, his foster father and one of his cousins, Ron Moonsammy were imbibing alcohol when an argument ensued amongst them. Details about the argument which remains unclear led the suspect to stab the now deceased with a knife.

Reports are that Moonsammy intervened and tried to save his cousin but the suspect reportedly turned on him with the knife and stabbed him too. Wilson was rushed to the Mabaruma Public Hospital where he was pronounced dead while an injured Moonsammy was rushed to the same hospital in a critical condition but later had to be transported to the Georgetown Public Hospital Corporation (GHPC) for further

Cane cutter gets 8 years for chopping off reputed wife’s wrist

Jailed, Warren Dennis.

Cane cutter, Warren Dennis, 42, was on Friday sentenced to eight years imprisonment for chopping his reputed wife to her face, shoulders, left hand, and severing her wrist.

Dennis, formerly of Beterverwagting, East Coast Demerara, was arraigned before Justice Simone Morris-Ramlall in the Demerara High Court.

In March 2022, he pleaded guilty to the

attempted murder charge which stated that on April 23, 2017, in the county of Demerara, he wounded a woman with intent to commit murder.

As such, on Friday a probation report in favor of Dennis was read to the court before his sentencing.

Justice Morris-Ramlall sentenced Dennis to eight years behind bar for the offence. However, she (Continued on page 19)

Courtney Benn bids again for project he failed to complete in 2020 Courtney Benn Contracting Services Limited, a company that was flagged in 2017 by the Ministry of Public Works for failing to complete rehabilitative works on the Bartica Stellin, is now bidding again for the same project. Kaieteur News had reported last month that the Ministry through the Transport and Harbours Department had put out a tender for a new contractor to continue the rehabilitation of the Bartica Ferry Stelling which is estimated to cost $572,635,628.

The project was opened for tender on Thursday at the National Procurement and Tender Administration Board (NPTAB) and the office saw a lone bidder, Courtney Benn Contracting Services Limited submitting a proposal of $570,492,695 to execute the works.

Twenty-eight-year-old Amrita Dharampaul, of Mon Repos, East Coast Demerara was on Friday placed on $200,000 bail for allegedly embezzling over $1 million dollars from Nexlink Communications.

The woman appeared in the Georgetown Magistrates’ Courts before Principal Magistrate Sherdel IsaacsMarcus. She denied that between September 08, 2021, and October 21, 2021, at Church Street, Georgetown, while being employed with Nexlink Communication, she stole the total sum of $1,745,513 from the said company.

According to the facts, the young woman who was a cashier was assigned to a

system to receive payments during her allotted working period when the company recognized that funds were missing.

The company then conducted an audit which c o n f i r m e d t h e aforementioned missing funds. Further checks were made at the defendant’s system which showed payments were being backdated.

CCTV footage that was obtained also showed the defendant placing money in her jacket. She was arrested, told of the allegation and charged.

Dharampaul is expected to make her next court appearance on May 20, 2022.

It is unclear what works had taken place, but the government changed and the

People’s Progressive Party/ Civic took office in August 2020. During a visit to the Bartica and Leguan Stellings, the new Minister of Public Works, Juan Edghill had expressed his disappointment with the pace of work ongoing at two facilities. The Minister had stated that the projects were inherited by his government from the previous administration and were at a stage of failure and riddled with poor performance and delays.

The Minister had reportedly given the contractors some time to finish off the works as quickly as possible but Courtney Benn had reportedly failed to meet his new deadline and as a result the contract was taken away from him and the current administration decided to retender the project.

In February this year Minister Edghill had told the National Assembly that the total contract sum for the

Bartica Stelling was $434 million and that the former administration had paid the contractor 90 percent of this amount when only 15 percent of the work was done. He then announced to the national assembly that his government will budget more funds to complete the project In the 2022 budget, the government allocated $455 million for the continued rehabilitation of the Leguan, Fort Island and Bartica Stellings. Of that allocation, $217M would be spent on the Bartica Stelling, and according Edghill the incomplete works left by the flagged contractor will be completed next year.

With the recent development of the default contractor bidding again for the same project, Kaieteur News had asked Edghill if he had refunded any of the money it was paid for the incomplete works. Edghill said that to date, no money was refunded.

Also present at the meeting which was held in the Boardroom of the A t t o r n e y G e n e r a l ’s Chambers and Ministry of Legal Affairs were Chief Parliamentary CounselCharles Fung-a-Fatt, SC; Solicitor General-Nigel Hawke; Deputy Solicitor General-Deborah Kumar; Deputy Chief Parliamentary Counsel-Joann Bond; Law Revision Officer-Diane Woolford; and Principal Assistant Law Revision Officer-Renee King-

Peruvian oil spill affects 1625 wildlife species In a recent update on the Peru oil disaster, the c o u n t r y ’s A g e n c y f o r Environmental Assessment and Enforcement (OEFA) reported that the National Service of Protected Natural Areas by the State (Sernanp) sighted 1625 wildlife species that were affected.

It was also disclosed that of 1625 wildlife species that were sited; only 93 were rescued and of the approximately 12,000 barrels of crude that was spilled on January 15 – Sernanp recovered 7,000 gallons of supernatant hydrocarbon at sea, using specialized equipment.

The crude was spilled from one of the La Pampilla refineries, which is owned

by Spanish oil giant, Repsol, off the coast of Ventanilla in the region of Lima, Peru.

The spill was reportedly caused by shock waves from an undersea volcanic eruption near Tonga in the South Pacific Ocean. At the time of the undersea eruption, Suezmax tanker, Mare Doricum, was offloading a shipment of Brazilian crude oil at one of La Pampilla refinery’s offshore mooring buoys, and as such, a quantity of the cargo was released.

Earlier this week, 5,006 people that were affected by the spill and unable to work were given the green light by the government of Peru to access the emergency fund the government had organised for them to receive as advance compensation from the culpable oil company.

fishermen and others affected by the spill came about as a result of negotiations done by the Government of Peru which is working towards getting the Spanish oil giant, Repsol, to assume the economic impact of the spill.

It was reported that due to the fact that a legal process for compensation to the affected families would take a long time, the Government of Peru got the oil giant to sign an advance compensation agreement.

In order to provide adequate aid for the citizens, the Peruvian government recently ordered the oil giant, to pay an additional s u m o f U S $ 7 0 0 compensation to each citizen affected by the spill.

M o r e o v e r, P e r u ’s Ministry of Environment (MINAM) recently stated that it has been strengthening environmental enforcement actions to remedy the areas affected by the oil spill.

It was further stated that

the Ministry is also developing actions from the risk management approach to prevent events similar to the disaster caused by Repsol – along these lines it was stated that it will promote bills that will strengthen the regulatory framework to deal with environmental emergencies, care for those affected, and restore the affected areas in the shortest time possible.

Following the oil spill, several Peruvian officials had called for the oil giant to compensate. This led to them initiating several fines on Repsol.

To date, Repsol has failed to comply with five of the 16 administrative measures issued: identification of the areas affected by the spill; cleanup of affected areas; containment and recovery of hydrocarbons; containment, recovery, and cleanup of hydrocarbons in Natural Protected Areas; and containment and recovery of

the hydrocarbon from the second oil spill which occurred on January 15, 2022. As such, the OEFA has so far imposed five coercive fines for a total amount of 2,300,000 soles (US$616, 043).

The first action taken against the company was by Peruvian judge, Romualdo Aguedo, on Friday, January 28, 2022, who granted an order to prevent four Repsol’s executives from l e a v i n g t h e c o u n t r y.

Peruvian media reported that Judge Aguedo imposed an 18-month ban on the grounds of the potential risk that the officials might leave Peru. Among them were: refinery manager, Jaime Fernández-Cuesta Luca de Tena; terminal manager, Renzo Alejandro Tejada Mackenzie; environmental manager, Gisela Cecilia Posadas Jhong and production manager, José Gregorio Reyes Ruiz.

In taking additional steps, Peru’s former Minister

of the Environment, Rubén R a m i r e z o n M o n d a y, January 31, 2022, revealed that the government had taken the decision to suspend the company’s hydrocarbon loading and unloading activities. In other words, Repsol’s operation in the country was halted until it can substantially prove that another oil spill will not occur again in its waters.

Subsequently, a fuel shortage in Peru forced the country’s OEFA to lift the suspension on Repsol’s operation temporarily.

However, the company was only allowed to continue its operations for 10 days and under supervision from the OEFA. That 10-day period has long elapsed with the Peruvian government stating that it has other alternative sources to obtain fuel.

According to Repsol’s Chief Executive Officer (CEO), Josu Jon Imaz, the clean-up and remediation of the spilled crude is expected to cost some US$65 million.

Further, Peru’s current Minister of Environment, Modesto Montoya, has cited the importance of legislative reform to adequately deal with companies after oil spills and to protect citizens.

As the country grapples to recover from what has been described as an

“ecological disaster”, the Minister pointed out that the country’s current laws are too permissive with the pollution produced by companies.

Minister Montoya emphatically stated that he believes that Repsol is setting a bad example for the population and other companies, due to the fact that it is not fully complying with its obligations in the clean-up and remediation of the areas damaged by the oil spill.

As the Government of Peru takes action to protect its people and its environment, Guyana in contrast, continues to give American oil giant, ExxonMobil, permission to operate without a guarantee that it would cover the cost for any oil spill that surpasses the capacity of its subsidiaries to pay.

I n F e b r u a r y, l a s t , ExxonMobil announced that it has commenced oil production at Guyana’s second offshore development area called Liza Phase Two in the Stabroek Block.

Among the oil companies working in Guyana’s backyard is the very oil company –Repsol – that caused the oil spill in Peru.

Local Group in Vreed-en-Hoop shore base inks US$300M agreement with ExxonMobil to support Yellowtail Project Guyanese businessmen involved in the ambitious Vreed-en-Hoop Shorebase Inc. (VEHSI) project have inked a US$300M agreement with oil major ExxonMobil Guyana to provide shore base services to its upcoming US$10B Yellowtail development offshore Guyana. The local investors are confident that this transformational venture will among other things; significantly reduce the cost of shipping, while creating a springboard facility that will aid in the development of other local service provision companies here.

NRG Holdings Inc. Nicolas Degoo Boyer, one of the main partners in the business consortium told a gathering of government representatives, Exxon officials and other oil and gas stakeholders that the group expects its operation to kick off by the fourth quarter of 2023, recognizing the immediate need for the facility to support Guyana’s new energy industry.

Boyer explained that it was only in 2020 that his company, Andron Alphonso of ZRN Investments Inc. and Nazar ‘Shell’ Mohammed of Hadi’s World Inc. got together in a bid to provide the project under NRG Holdings Inc. Shortly after, a competitive tender process was initiated by Stabroek Block operator Exxon Mobil, seeking the provision of support infrastructure for its offshore Yellowtail development.

Instead, the businessman said, what must be shown to separate the shore base project from all other projects in the country, is that this investment is a catalyst for growing country and people. “What drove us through this process was a responsibility, a privilege that we had to do this for the

country because the country needs the development that will increase local content, reduce commercial shipping cost, provide land for service companies and provide land in a place that is not impacting on existing operations…” It is for that reason, Boyer said, that the company went through and is still conducting a complete environmental impact assessment which has so far provided data on the specific maritime space that had never existed.

Responding to criticisms of government investment, Boyer said that the shore base project is totally financed by private investors who are taking all the risk.

“This is entirely a private initiative and that means that the risk capital is being borne by the developers, the entrepreneurs, and our partners.” Government he

said has played its role in providing the environment for the project’s development.

ExxonMobil’s President Alistair Routledge said that the incoming shore base development falls in line w ith the development position of the Stabroek Block operators, the government and the Public Sector Commission. He told the gathering that it is unprecedented the pace of oil development in a country that has very limited industrial and major infrastructure. The shore base project is one that addresses this shortfall while adding significant value.

He told the gathering that unlike the two and a half acre Guyana Shore base Inc. at Houston, East Bank Demerara, the new facility will be much larger. “This project will be 10 times that

area,” he stated, “and there will be much more capacity to do more construction and assembly in country that will truly be a spring board for the yellowtail and future developments to increase local content for what we do in the oil and gas industry.”

The shore base project is also a means to increasing local content and to spread the benefits of investment decisions. In Region Three where the project is located, Routledge opined that huge opportunities along with the upcoming gas to energy project, also slated for that region. Natural Resources Minister, Vickram Bharrat, was keen to note that he saw the upcoming project as being among those that will spread development across the country. He touted that Region Three is the fastest growing part of the country and would experience even more opportunities with the upcoming gas-to-energy project. “Because of oil and gas many opportunities are coming to Guyana,” the minister mentioned. He said that the government has been pushing local content while adding that there are over 100 areas where Guyanese can partner with foreigners or seek to invest alone.

“There are so many services that Guyanese can offer in the oil and gas sector that we are now learning of it.”

The NRG Holdings is a family-owned business. It involves Alfro Alphonso, Nazar ‘Shell’ Mohammed and of Eddie Boyer. Their sons, Andron Alphonso, Nazar ‘Shell’ Mohammed and Nicholas Boyer respectively, lead in the project.

EEPGL said the project will involve capturing associated gas produced from crude oil production operations on the Liza Phase 1 (Destiny) and Liza Phase 2 (Unity) Floating, Production, Storage, and Offloading (FPSO) vessels, transporting approximately 50 million standard cubic feet per day of rich gas via a subsea pipeline and then to an onshore pipeline to a natural gas liquids (NGL) processing plant (NGL Plant), treating the gas to remove NGLs (i.e., propane, butane, and pentanes+) for sale to third parties, and ultimately delivering dry gas meeting government specifications for use at the power plant.

Construction is expected to begin as soon as possible after the oil company receives all necessary authorizations with a target date of August 2022 for start

of NGL Plant site preparation, and will take approximately three years.

The combined offshore and onshore pipeline system is targeted to be ready to deliver rich gas by end of 2024, and the NGL Plant is targeted to be operational by mid-2025.

She was later found in the trench and rushed to the Georgetown Public Hospital Corporation (GPHC) in a police vehicle.

Dennis had gone into hiding following the attack but later surrendered. He was subsequently charged and passed through the court.

Additionally, later in the year, the Chartered Institute of Arbitration, Caribbean Branch will host two training courses on arbitration. One will be held in September and the other in December.

LCDS 2030 Series Pt 2...

Guyana holds keys to be prudent oil manager, climate change champion While Guyana is now one of the world’s most coveted oil and gas exploration hotspots on account of the 31 discoveries made offshore and its reserve of 10 billion barrels of oil in the Stabroek Block, she remains focused on being a model State to the rest of the world.

According to the Government of Guyana’s Low Carbon Development Strategy 2030, revenues earned from the exploitation of this resource will go towards ensuring the country’s social and economic needs are met while providing support for diversification and a low carbon energy transition.

The document outlines that oil and gas revenues will be used to fund increased social and economic investments, most notably in health and education, to enable all Guyanese to reach higher standards of living and wellbeing.

Diversification of the economy will involve support for physical infrastructure – including river, road and air transport networks; the national digital connectivity network; and repairing coastal and Hinterland climate protection infrastructure. It will also involve targeted support for agricultural expansion in non-forested parts of Guyana to enable Guyana to become self-sufficient in key agricultural products, as well as an exporter to the region and beyond.

Since the country recognizes the need to align the development of its oil and gas sector with global trends towards decarbonisation, the relevant authorities have every intention of achieving ambitious domestic targets to maintain its position as a net-zero economy.

ABOUT LCDS 2030 LCDS 2030 outlines how the Government of Guyana will accelerate economic growth and development in a non-polluting, low carbon way. It outlines how Guyana will utilize and monetize its natural resources such as its lush and pristine forests in a sustainable manner so as to combat the impacts of climate change.

The document also ensures the country’s world-class forests, biodiversity, water, and marine resources are valued for the vital contribution they make to the health of the planet.

The current draft that was launched by President, Dr. Irfaan Ali in late 2021 is undergoing a period of consultation with citizens on how the nation can re-double its efforts towards achieving the outlined vision, the roots of which can be traced back to 2009.

In 2009, Guyana had launched the first Low-carbon Development Strategy as a developing country, setting out a vision for inclusive, sustainable development, while simultaneously maintaining the country’s forests, about 85% of the country’s territory, to help meet some of the most urgent challenges the world faces.

There is no doubt that Guyana intends to stay true to the vision set out in 2009 which is to create a model low-carbon economy for the world.

Since 2009 however, local authorities have gained a greater understanding of the outsized contribution Guyana’s ecosystems make to the world’s health and economy, as well as its role as one of the world’s most important countries for biodiversity conservation.

Here are some interesting facts about the important role Guyana’s forests play as noted in the LCDS 2030.

Guyana has the second-highest percentage of forest cover on earth and is working with partners to sustain 99.5% of that forest while building the foundation for a new low carbon, ecosystem economy. The government has said it expects to tap opportunities to access a market mechanism for forest climate services and other ecosystem services. This will enable Guyana to store 19.5 billion tonnes of carbon dioxide equivalent (the measure used for greenhouse gas emissions).

Deforestation rates are among the lowest in the world and Guyana is one of only four countries in the world (and one of only two in the Amazon Basin) verified to have sustained a High Forest Low Deforestation (HFLD) state.

Guyana is one of four countries which host the Guiana Shield, one of the most pristine rainforest landscapes in the world. The Guiana Shield stores around 18% of the world’s tropical forest carbon and 20% of the world’s fresh water.

Guyana has already earned income for ecosystem services. Over the period 2010 to 2015, the Guyana Norway Agreement on climate and forests saw Guyana earning US$220 million which saw over 2,000 jobs created under the micro and small enterprise project; 180 communities and villages received funding to strengthen entrepreneurship in Amerindian village economies; the Amerindian Land Titling Programme advanced with 13 villages issued with Absolute Grants, bringing the total number of Absolute Grants to 109. Furthermore, 21 villages were demarcated, 19 were issued with certificates of title, bringing total Certificates of Title to 96. Additionally, more than 500 villagers were trained in Free Prior and Informed Consent (FPIC), mediation and awareness exercises.

Importantly, the Guyana Norway Agreement provided financing for the rehabilitation of the Cunha Canal, provided finance for the first utility-scale solar project in Guyana, and is financing the establishment of 200 ICT hubs in hinterland and rural areas.

LCDS 2030 is currently undergoing a period of national consultation. Once this is completed, the LCDS will be finalised and then tabled in the National Assembly.

Ali shared that there appeared to be no forced entry into the home. He is unsure if anything was stolen. “...we went down at the back of the building and we noticed one of the zinc was removed. I suspect that she was sitting here (bottom flat veranda) and heard a noise and went to the back to investigate and the perpetrators probably slit her throat and she was left lying there,” Ali disclosed.

He added that it appeared like she dragged her badly injured body to the front of the house and fell unconscious on the bottom flat where she was subsequently discovered by her friend. He added that the friend would usually visit her in the afternoon when she is on her way home from work and it was no different Thursday when the discovery was made. He said the friend contacted a police officer who lived next door and he rushed over and wasted no time in transporting her to the Port Mourant Hospital. She was subsequently transferred to the New Amsterdam Hospital where she underwent surgery yesterday.

The matter remains under investigation.

We underperformed as a team, says Hamilton as Mercedes run ends

IMOLA, Italy, (Reuters) Mercedes were shut out of the final phase of Formula One qualifying for the first time since 2012 yesterday and seven-tim e s w o r l d champion Lewis Hamilton said the failure was a collective one.

“I think we underperformed as a team today,” said the Briton after qualifying 13th for Saturday’s sprint race in a messy session at the Emilia Romagna Grand Prix with team mate G e o r ge Russell faring slightly better in 11th.

“There are things that we should have done that we didn’t do,” he added.

Hamilton said Mercedes had arrived with

optimism, and recognised the hard work being done back at the factory, but “things just don’t come together”.

“We will work as hard as we can to move up in the sprint race, it is going to be hard, but maybe the weather will improve and w e c a n d o b e t t e r, ” h e added after a rain-hit session punctuated by crashes and red-flags.

“Each weekend is a rescue.”

Mercedes team boss Toto Wolff said the car, which has suffered ‘porpoising’ since the start of the season, was bouncing worse than ever at speed on the straight.

“You can’t drive, you have to lift on the straight,”

the Austrian had said after the day’s sole free practice session.

“I have never experienced in my life bouncing like this, but c l e a r l y i t ’s n o t driveable.”

Hamilton is fifth overall in the championship, 43 points behind Ferrari’s leader Charles Leclerc, and his hopes of a record eighth title receding with every race even if he has not given up hope.

“There’s still time for us to turn this around, still time for us to fix this car and extract the full potential and that’s what I know all the team are working flat out to try to achieve,” he had said earlier yesterday.

Minister Ramson becomes impromptu referee at weigh-in for WBC Title Fight The Road to Redemption WBC double header, promoted by Dharry Promotions, Jack Bharat and Nexgen Global Promotions in association with The Ministry of Culture, Youth and Sport got off to an early start at the Pegasus poolside Weigh-in when scuffles broke out between the main event fighters.

Caught in the middle was Minister Charles Ramson Jnr as the Panamanian fighters seemingly took offence to remarks by Elton Dharry and Dexter Marques and rushed the Guyanese duo with fists flying.

The Minister, looking like a fighter himself, stepped in to separate the fighters and told them in no uncertain terms that the fight belonged in the ring.

“Save it for the thousands who are coming to watch their favorite fighter win the title for their country, we want the world to see just how good you are, not just a few hundred fans.”

Promoter Aleem Hussain confirmed that in addition to the super-fights, there will be an incredible halftime music and cultural show and an af-

ter-party put on by HJ Entertainment. “This fight will be seen by not just thousands of Guyanese but will also be broadcast to the Caribbean, Panama, US, Canada and UK thereby promoting Guyana as a business and sports tourism destination to millions of viewers.

Verstappen ends pole wait at wet and chaotic Imola IMOLA, Italy, (Reuters) Formula One world champion Max Verstappen took his first pole position of the season yesterday in a wet and crashinterrupted Emilia Romagna Grand Prix qualifying for today’s sprint race at Imola.

Ferrari’s championship leader Charles Leclerc, thwarted by a late stoppage, will line up alongside the Red Bull driver on the front row for a 100km race that decides who starts first in tomorrow’s main event.

Verstappen goes into the Formula One record books as the pole setter for the weekend, regardless of where he starts tomorrow. Last year the winner of the sprint was awarded pole instead.

“It was hectic but I am very happy to be here, it is an amazing track and it also really punishes you if you make a mistake, you can go into the wall,” said Verstappen, who has suffered two retirements in three races.

Rawle Toney 3X3 Linden tips off tonight - MVP Sports joins the squad Rawle Toney’s 3x3 Basketball tournament is expected to have a grand entrance into his hometown of Linden when it is hosted for the first time in that area tonight.

Following a successful hosting in February at the Burnham Basketball Court in Georgetown, a decision was made to take the one-of-akind event to Region Ten. In an interview on Thursday he revealed he had to put a cap on the number of teams given the overwhelming response which now pits it as a Linden v Georgetown battle. The tournament will be held on April 23 at the residence of Chairman of the National Sports Commission, Kashif Muhammad, in

Richmond Hill.

According to Toney, since the tournament is FIBA-endorsed it will aid players to get muchneeded rating points, and from a wider scale, it can kickstart the development needed for the sport locally.

A concept of 3x3 is the fusion of basketball and entertainment, and Saturday will feature Barbados recording artiste, ‘Mole de Chief’, whom he said will be visiting Guyana for the first time to perform.

There will be four teams from Linden, three from Georgetown, and one from West Demerara.

Linden Town Week ‘Guinness in de streets’ football starts tonight at Christianburg hard court Four matches will kick off the return of the popular Guinness in the Street football tournament following its launch last night in the mining town of Linden.

Yesterday the organiser Kellon Josiah indicated that football fans can look forward to a grand return of the street soccer as Banks DIH has committed to its sponsorship coming out of the COVID-19 pandemic.

Linden during the Linden Town Week has in the past hosted the Guinness in the

street during its annual anniversary celebrations; and after two years Banks DIH Linden Sales Manager Shawn Grant said the beverages company is pleased to again provide sponsorship.

This year’s Town Week ‘Guinness In De Streets’ football has four scheduled opening games tonight at the Christianburg Hard Court starting at 7.00pm.

At the launch of the tournament at the Golden Taste Fish Shop and Guinness Bar the matches

drawn for tonight are Swag Entertainment versus Midas, Bullets meet Trendsetters, Coomacka tame on Darkside and the final game at 8.30pm brings together Goodfellas and Germans. This sixteen team tournament will see the champions carting off $100,000 with second place finisher $200,000, third $100,000 and fourth place finisher collects $70,000.

Next Thursday at the Silvercity Hard Court the competition continues with four games starting at 7.00pm.

MCYS ‘learn to swim Fury and Whyte ready for ‘war’ after champion weighs programme’ concludes at NAC in under a stone heavier

Fury tipped the scales at 18 stone 12 pounds on the eve of the blockbuster battle in London.

Challenger Whyte had weighed in at 18st 1lb at Boxpark before the two Englishmen engaged in a friendly face-off.

Fury was lighter than expected as he prepares for the

second defence of a title he won by beating Deontay Wilder in 2020.

The ‘Gypsy King’, who beat Wilder in a thrilling trilogy fight last October, has claimed this will be the last bout of his career.

If it proves to be his swansong, the unbeaten Fury plans to sign off in style in his homeland.

The left-handed Narine hit four sixes and five fours as his team reached a formidable 256-7 from the 20-overs and then dismissed Hibernia Strikers for 152 in the 15th over.

The Ministry of Culture, Youth and Sport ‘ learn to swim’ programme concluded yesterday at the National Aquatic Centre.

The programme, which commenced on April 11 at Colgrain, attracted over 450 male and female participants, and for the first time the event was held outside of Georgetown.

Sessions were also held at Linden, Berbice and Lilliendaal and participants were given lessons on the basics of swimming such as kicking, breathing, streamline, position and gliding.

Speaking at the closing ceremony Minister of Culture, Youth and Sport Charles Ramson Jr urged the youths to take the sport seriously and made mention about the sports academy which is set to be launch shortly.

He added that touch pads were purchased the National Aquatic Centre.

The minister said he was pleased with the interest shown by the youths and told them to look forward to the August programme which will be free of charge.

He indicated that 70% of the participants did not know how to swim and by the conclusion of the event they would have learnt a life saving skill.

Mahaica said they are looking at the possibility of reaching out to other regions and unearth new talent. He stated that he was impressed with the turn out.

Mike Tyson involved in altercation on plane Reuters - Mike Tyson was involved in a scuffle with another passenger on an airplane at San Francisco International Airport on Wednesday, his spokesperson confirmed to ESPN. TMZ posted a video that purported to show Tyson punching the passenger, who was seated behind him and previously was seen trying to get Tyson’s attention. A spirited and enduring performance from the AX Galaxy Football Club saw them overcoming their more seasoned counterparts, Rivers View in the final of the inaugural Bartica Easter Regatta

Football competition on Easter Saturday night at the Bartica Community Centre Ground.

AX Galaxy and Rivers View both put on a spirited show for their supporters and

fans and the many dignitaries who were on hand to witness the action.

At the end of regulation time, the score was tied at 0-0 as neither team was able to break down the

o t h e r ’s d e f e n c e i n t h i s championship clash. Then, it was down to kicks from the penalty mark where AX Galaxy prevailed 3-2 over Rivers View.

Both teams were rewarded

with cash and trophies for their efforts in the tournament that was organised by the Bartica Football Association (BFA) in conjunction with the Easter Regatta Committee.

On hand to hand over the winning purse was Leader of the Opposition, Aubrey Norton who congratulated the teams for their efforts.

A total of four clubs participated.

Second Gaico Grand Prix UCCA’s Vishnu Super Store Chess Tournament begins today 40-Over Cricket competition continues tomorrow

The second Gaico sponsored Grand Prix tournament which is organised by the Guyana Chess Federation (GCF) begins today, Saturday April 23, from 9:00 hours then continues on the 24th, 30th and May 1st.

A total of eight rounds are scheduled to be played over those 4-days.

Due to a late start in this year’s tournament season, there will only be time to host three Grand Prix tournaments this year, instead of the typical four.

Players earn Grand Prix points from playing these tournaments which gives them the opportunity to qualify to represent Guyana at the FIDE Olympiad.

The Olympiad is the highest level of international chess that Guyana competes in.

It is typically contested by nearly 200 countries.

This year’s Olympiad will be hosted by the All India Chess Federation in Chennai, India.

More than 20 players have already registered for the Second Grand Prix including Anaya Lall, Pooja Lam, Mayas Khan, Taffin Khan, Jessica Callender, Emmanuel Primus, Anthony Drayton, Justino DaSilva,

Strict covid-19 safety protocols will also be observed. Trophies will be awarded for the best female player in the tournament, as well as the top male and

female junior players.

Trophies and cash prizes will be offered to the top three finishers in the tournament while medals will be given to 4th to 10th place.

The Guyana Chess Federation wishes to express its gratitude to Gaico Construction and General Services Inc. for their generous sponsorship of the four Grand Prix tournaments.

For the past 29 years Gaico has been operating in various industries from construction all the way to marine, oil spill and waste management.

They have been constantly expanding in an attempt to keep up with the fast paced development of Guyana and for its entire lifetime has been committed to giving back to the people.

Gaico’s long standing relationship with the Guyana Chess Federation is another way in which Gaico supports the development and the future of Guyana through constructive recreation and building of many critical thinking skills.

The tournament will be supervised by FIDE-arbiters John Lee and Anand Raghunauth.

Cricket action is expected to continue tomorrow in the Upper Corentyne area with play in the ongoing Vishnu Super Store 40-overs competition.

Some 30 teams are taking part in the competition with the teams being divided into four zones.

The Upper Corentyne area takes in teams from the Crabwood Creek to No 43 areas inclusive of the Black Bush Polder.
