Justification to remove Linden’s electricity subsidy had prior approval by the APNU - passengers repeatedly begged driver to slow down

DEAR EDITOR, It was not public information that Linden enjoyed a subsidy for more than 22 years during the PPP/ C and also during the PNC’s 28 years in government. That secret was closely guarded for what reasons? Only after the PPP/C government attempted to ease the nationwide burden was the massive subsidy revealed resulting in the 2012 Linden riots. But the justification to remove Linden’s electricity subsidy had prior approval by the same PNC-APNUWPA leadership of Mr David Granger (PNC) and Dr Rupert Roopnarine (WPA) in an agreement with the PPP/C government. Why did black WPA-PNC-AFC extremists subsequently find such fertile ground to demand continued subsidy for only Linden’s black based PNC supporters? All other Guyanese regardless of color, race religion and what not, did not alltogether matter at that time to Linden’s extremist champions? Does even the rest of nationwide Black Guyanese matter to also get cheaper electricity? Are they rich unlike Linden’s “poor people”? Race only matters to those who are ”possessed” and when the few jumbies so decide. All other Guyanese regardless of color, religion, intermarriages, friendships and proximity as neighbours supposedly do not count or have any say. Sugar workers nationwide must regardless still work tomorrow to tap into the sugar levy unlike every Lindener who automatically benefits regardless of working or not.

For anyone to croon in delight about the nationwide sugar subsidy providing jobs, earning foreign exchange and ignoring its political, racial and economic repercussions is most pitiful and reprehensible. How does it compare to validating rioting for Linden’s electricity subsidy? Well, since Linden is all black, race is all that matters. It provides traction for mayhem and proves their point. Can there be any future magnanimous fairness and honesty? Production of comparable rioting evidence that Indians indeed fought against subsidy for Linden based on race may do the trick. But such evidence simply does not exist. Now we find some 300 sugar workers in 2014 picketing the National Assembly without disturbing the free flow of traffic, brutalizing and robbing people, burning private buildings and schools and without throwing any stones at the police have giving excellent reasons why no one was arrested. How can political affinity, race, behaviour, education, crowd control, or the race baiting agitation be responsible for any contrasts at both events? What was the role of those WPA and AFC instigators during the 2012 riots like it is still a secret? In contrast how long has the sugar industry been subsidized especially with AFC- APNU future goals to ensure its demise? Does uyana’s nationwide sugar industry (and workers of all races) have the right to a subsidy? For how long can

this last is the big question? Indo Guyanese workers were quickly put to work to stabilize Guyana’s economy right after landing. Even those many freed Black slaves from the Caribbean who came as indentured servants as well as Portuguese and Chinese labours shied away. Finally when all else failed Indian sugar workers were brought to build the wealth of Guyana. They still continues to do so in contributions to subsidize education and upkeeping Guyana’s growing infrastructure. In the 1970’s the PNC imposed a levy on sugar and skimmed the fat off the profits for “national development” Was any such levy imposed on either Linden or bauxite for national development? President Barack Obama quickly ensured that American banks and major car and housing industries were adequately subsidised after he was elected in 2008. ( I stood in line for five hours to vote for him!) However what some champion is subsidy to a community, rather than an industry, only encouraging laziness which can only ultimately create a welfare country. Encouraging Afro Guyanese to remain anchored on handout dependency only continues to keep them mentally shackled and does them no good. Sooner or later even Guysuco, if it continues to remain needy, must be divested to prevent the entire ship from sinking. Only the PPP/C government, and no one else, must be prepared to make that decision. Vassan Ramracha

Kissoon’s Blasphemy of... From page 4 Guyana at Agrciola and elsewhere in Guyana. I condemn that violence in 2002 as I condemn the violence that occurred in Guyana in Oct 1992, Dec 1997, Jan 1998, March 2001 and other incidents of violence in Guyana directed against people based on their race. I met Modi several times in the greater New York area as well as in India during my frequent visits. He is a very charming person who respects the sanctity of life and would not engage in actions that would not protect life or respect people of other ethnicities. Since the 2002 riots, there has hardly been any incidence of communal violence in Gujarat and Muslims appreciate Modi for his tough stance against communalism. Modi is loved in Gujarat and across India. Polls rate him as the most popular politician in India. Google reported last week that he got the most hits of any other politician in India. He was elected and re-elected four consecutive times as Chief Minister. In the last election in 2013, over a quarter of the Muslim population voted for him. It is

estimated that he will get about a third of the Muslim votes in the general elections now under way. Modi is contesting a seat in Varanasi where Muslims account for almost 25% of the votes; many Muslims are supporting him and he is expected to coast to victory. Also, everywhere I travelled in India, where I am polling at the moment, I discern a Modi wave even among Muslims. People of all religious background and ethnicities and castes believes he is the person who can end corruption and fast track development of this vast diverse nation. All over the country, Muslim clerics are backing Modi saying they no longer wish to be electoral slaves of other parties. They respect Modi- no nonsensical attitude and his tough response to terror. Kissoon writes out of ignorance and fails to demonstrate the traits of someone who was in academia. He is advised that before he makes uninformed, unintelligent comments, he should seek expert assistance. Otherwise, he will make a gatchu of himself as has been his norm. Vishnu Bisram

Several passengers got an unwelcome scare at around 14.30 hrs yesterday, when a route 42 minibus driver, who had repeatedly ignored pleas to slow down, drove his vehicle off the East Bank Demerara Public Road and overturned it in the Banks DIH Limited canal. The passengers, including two small children, were pulled to safety by residents of the nearby Meadowbank community. No one was seriously hurt but some of the victims lost their bags, cell phones and other valuables in the partly submerged bus. The driver of the 19-seater ‘Pit Bull’, BNN 7970, alleged that he was approaching Rahaman’s Turn when his brakes failed. He claimed he was unable to control the vehicle, which ploughed through a metal barrier at the opposite end of the road and ended up in the canal. But some passengers told Kaieteur News that the driver was going at a fast rate and had repeatedly ignored their pleas to be more cautious. Abena Fraser, who suffered minor injuries to her left leg, said that she had boarded the bus at Coverden,

East Bank Demerara. She alleged that the driver was speeding and overtaking other vehicles. “He was speeding and we were trying to tell him to stop but he ain’t listen to we,” she said. “You know how many vehicles he pass?” According to Fraser, when the bus was in the vicinity of Rahaman’s Park the vehicle began to “wobble” and the driver was unable to control the bus when it approached Rahaman’s Turn. Instead of going around the turn, the vehicle headed towards the Banks DIH Canal at the opposite side of the road. “He came straight across the road and I say we dead.” The bus then crashed through the metal barrier near the Banks DIH Canal, and ‘flipped’ into the canal, with the screaming passengers

still inside. Fraser recalled clambering through the door and later being pulled to shore by Meadowbank resident Bertis Cumbermack. She said that two small children were among those rescued. A male passenger, whose belongings were left in the bus, also alleged that the driver was speeding and ignored appeals for caution. “He was driving wild and people were talking to him but he didn’t pay them any mind,” he said. Police ranks questioned the driver at the scene before taking him to the East Ruimveldt Police Station.

There is no delay in seeking reparations for - retired Canadian Judge slavery and genocide “There must be no delay in seeking justice where issues of human rights are concerned, particularly genocide or other related issues. There should be no time line for redress; no prescription,” explained prominent Judge (retired) Honourable Madame Justice Claire L’Heureux-Dubé when speaking on the topical issue of reparations for slavery and native genocide. Justice L’Heureux-Dubé served as a justice on the Supreme Court of Canada from 1987 to 2002. She was the first woman from Quebec; (a French-speaking province in east-central Canada) and the second woman appointed to this position. She is a strong advocate for human

rights and equality and was recently here in Guyana as a special guest speaker at a twoday colloquium with local judges, and some of their counterparts from Canada, the United Kingdom and the Caribbean Court of Justice. She told Kaieteur News in an interview, that there is no time limit for redress for any injustice meted out to someone, especially when it infringes on their right as a human being. She was making particular reference to insinuations made internationally about the length of time that had gone by since the days of slavery, and that England, one of the culpable nations in the slave trade and native genocide had pointed out that there

Members and stakeholders of the reparations committee in a general meeting could be no case once a certain number of years have passed. “They have the right to reparations, whatever time it

is, because this affects human rights and it cannot be persuaded,” L’Heureux-Dubé pointed out. She noted however, that one cannot judge without proof, and “evidence is very necessary, though more difficult if it goes far back.” L’Heureux-Dubé did submit that other means of proof have been used where Historians have been able to provide documented evidence, while elders have been able to give evidence in a matter that has great age. This she suggested may be useful in this case. L’Heureux-Dubé posited further that the Caribbean people have a legitimate right to seek redress for slavery and native genocide. The Caribbean is pursuing this with much vigour as every nation involved is gathering its evidence to take to Europe in June. It will be the first official approach to the former slaveowning nations to seek compensation for years of slavery and the death and wipe out of some indigenous clans of the West Indies.

The Caribbean Community has already secured the services of an English law firm if Europe is to deny the Caribbean’s claim. Leaders are hoping that the matter will not reach as far as the International Court, but already sanctioning on the matter without a formal approach, countries within the United Kingdom have indicated that “they will sternly resist paying reparations.” The law firm Leigh Day is channeling the Caribbean’s claim through the UN Convention on the Elimination of Racial Discrimination (Cerd), but it is sure to encounter difficulty especially since the UK accepts the jurisdiction of the International Court, but says only in cases relating to disputes arising no later than 1974 and those that do not involve Commonwealth or former Commonwealth countries. The Local Reparations Committee is however working full speed ahead and is bent on having Guyana’s case sorted out before the

Former Canadian Judge (retired)/ Human rights and equality advocate Honourable Madame Justice Claire L’Heureux-Dubé European approach in June. The local team has been meeting weekly in compiling the country’s case, and this they say is despite the poor records that were kept by the English colonizers.

GTUC warns of Govt. generated hysteria over AML/CFT Bill The Guyana Trades Union Congress is forewarning the nation to expect the government and its allies recommencing the hysteria in a few days regarding passage of the Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Bill. Guyana is scheduled to be evaluated by the Caribbean Financial Action Task Force (CFATF) Plenary Meeting in Miami during May25th to 29th. The GTUC yesterday reminded that this deadline was given by CFATF in November 2013. According to the GTUC, the blame for not passing the bill to date must be laid at the feet of the government and

those who condemned the effort to arrive at a negotiated settlement between the Executive and Legislature. The GTUC reminded that the hysteria leading up to the 28th February-the date used by the government in misleading the nation to think that Guyana faced international sanctions if the Bill was not passed-was merely a front to avoid negotiating with the Opposition and must not be repeated. According to the GTUC, the May deadline is real and given the importance of the Bill and the just requirements of the Opposition and Labour, there is enough time within the next few weeks to have these accomplished.

“GTUC condemns the government’s autocratic behaviour and denial of the rights of citizens in all forms. Given the government’s track record, passage of the Bill without conditions is an abrogation of the Opposition’s responsibility to the society.” According to the GTUC, constitutional prescriptions are not considerations for any Member of Parliament (MP), Executive or citizen to determine whether or when they will be upheld. The GTUC is adamant that the President, Ministers and every MP have sworn to uphold this instrument in its entirety. “The establishment of the Public Procurement (Continued on page 17)

Ukraine readies full military operation against pro-Russian rebels KIEV/SLAVIANSK, Ukraine (Reuters) - Ukraine’s armed forces plan to launch a “full-scale anti-terrorist operation” against proRussian separatists, acting president Oleksander Turchinov said yesterday, raising the risk of a military confrontation with Moscow. Angered by the death of a state security officer and the wounding of two of his comrades near the flashpoint eastern city of Slaviansk, Turchinov gave rebels occupying state buildings until this morning to lay down their weapons. He blamed Russia, which opposed a pro-Europe uprising that forced Moscowbacked former president Viktor Yanukovich to flee, for being behind the rash of rebellions across Russianspeaking towns in eastern Ukraine. “The blood of Ukrainian heroes has been shed in a war which the Russian Federation is waging against Ukraine,” he said in an address to the nation. “The aggressor has not stopped and is continuing to sow disorder in the east of the country.” Russia’s foreign ministry called the planned military operation a “criminal order” and said the West should bring its allies in Ukraine’s government under control. “It is now the West’s responsibility to prevent civil war in Ukraine,” the ministry said in a statement. It said it would put an urgent discussion of the situation in eastern Ukraine on the agenda of the United Nations Security Council. With East-West relations in crisis, NATO described the appearance in eastern Ukraine of men with specialized Russian weapons and identical uniforms without insignia - as previously worn

Oleksandr Turchynov by Moscow’s troops when they seized Crimea - as a “grave development”. Though the Ukrainian military did not resist the Russian takeover of Crimea with force, Turchinov threatened robust action against the rebels in the east. “The National Security and Defense Council has decided to launch a full-scale anti-terrorist operation involving the armed forces of Ukraine,” he declared. Ukraine has repeatedly said the rebellions are inspired and directed by the Kremlin. But action to dislodge the armed militants risks tipping the stand-off into a new, dangerous phase as Moscow has warned it will protect the region’s Russianspeakers if they come under attack. One Ukrainian state security officer was killed and five were wounded on the government side in yesterday’s operation in Slaviansk, interior minister Arsen Avakov said. “There were dead and wounded on both sides,” he wrote on his Facebook page. The Russian news agency RIA reported that one pro-Moscow activist was

killed in Slaviansk in clashes with forces loyal to the Kiev government. “On our side, another two were injured,” RIA quoted pro-Russian militant Nikolai Solntsev as adding. Russian TV broadcast grainy footage of what it said was the body of the militant. The images, which Reuters could not verify independently, showed a man in black clothes, slumped against the door of a car, with a pool of blood between his legs. A rifle lay next to him. The separatists are holed up in the local headquarters of the police and of the state security service, while others have erected road blocks around Slaviansk, which lies about 150 km (90 miles) from the Russian border. However, details of the fighting remain sketchy. A statement from the administration of the eastern Donetsk region indicated the security officer may have been killed between Slaviansk and the nearby town of Artemivsk. Putting the number of wounded at nine, it said “an armed confrontation” was going on in the area. An eyewitness in Slaviansk said a gunman walked up to a car in the city centre and fired four or five

shots into it. Video footage from the scene later showed a man being pulled out of the car, either seriously wounded or dead. It was not clear what links the shooting had with the unrest in the town. Kiev accuses the Kremlin of trying to undermine the legitimacy of presidential elections on May 25 that aim to set Ukraine back onto a normal path after months of turmoil. However, Russian Foreign Minister Sergei Lavrov said Kiev was “demonstrating its inability to take responsibility for the fate of the country” and warned that any use of force against Russian speakers “would undermine the potential for cooperation”, including talks due to be held on Thursday between Russia, Ukraine, the United States and the European Union. Relations between Russia and the West are at their worst since the Cold War due to the crisis that began when Moscow-backed Yanukovich was pushed out by popular protests in February. Moscow then annexed Crimea from Ukraine, saying the Russian population there was under threat. Some Western governments

believe the Kremlin is preparing a similar scenario for eastern Ukraine, something Moscow has strenuously denied. In Kramatorsk, about 15 km south of Slaviansk, gunmen seized the police headquarters after a shootout with police, a Reuters witness said. The attackers were a wellorganized unit of over 20 men, wearing matching military

fatigues and carrying automatic weapons, who had arrived by bus. Video footage showed the men taking orders from a commander. Their identity was unclear. Their level of discipline and equipment was in contrast to the groups who have occupied buildings so far in Ukraine. They have been mostly civilians formed into informal militias with mismatched uniforms.

GTUC warns of Govt. generated... Tourism Ministry gears to construct Commission (PPC); respect for workers, Local Government autonomy and management of the Consolidated Fund are prescribed in the Constitution and must be put in place.” According to the umbrella union body, when President Donald Ramotar took the Oath of Office in December 2011, he assumed responsibility for the nation’s affairs as Chief Public Servant. “The President can no longer escape his continuous poor judgement on the affairs of state by accusing others of being unpatriotic and unreasonable when called upon to discharge his duty.” “Demands for the establishment of the PPC, assent to outstanding Bills and respect for the 2012 High Court ruling to re-issue letters to commence the Bauxite Company of Guyana Incorporated (BCGI) arbitration proceedings are just, fair and within the remit of the rule of law and good governance.” GTUC maintains that Guyana is awash with money laundering, drug-related crimes and other forms of

financial improprieties. “The credibility for the buoyancy of this economy is a concern to the law-abiding and the international financial institutions. The GTUC said that Professor Clive Thomas and the International Financial Institutions have estimated Guyana’s informal economy, namely drugs and organised crime, represents 47 per cent and higher of the official Gross Domestic Product (GDP). “This data and Guyana’s image are disconcerting because they hinder the fostering of a conducive legitimate business climate and threaten national security…An acceptable business climate is based on legitimacy and citizens are guaranteed their participation is secured.” GTUC said that it notes the Private Sector Commission is scheduled to meet this week to address the AML/CFT consistent with complaints within its community. “GTUC further notes the sector’s one-dimensional focus on the AML/CFT passage and urges

cognisance be taken that the responsibility of good corporate citizenship requires embracing and honouring laws and acceptable international best practices.” GTUC said that it empathises with businesses claiming they are affected by CFATF, but “this inconvenience, though necessary, must be laid at the feet of the government…It is the government’s intransigence since 2009 that resulted in Guyana being placed on a watch list/ blacklist in 2013.” This status will likely remain for a minimum of two years, according to Roger Hernandes, CFATF’s Financial Advisor, with removal contingent on implementation/enforcement of the laws. “The GTUC sees the AML/CFT Bill as a necessity and urges those who gave cover to the government autocracy to commence objective consideration of the demands made by the various groups, with a view to arriving at a law that the government posturing clearly indicates it has no desire to put in place.”

US$4M Hospitality Institute this year With the possibility of the Tourism and Hospitality Sector raking in over US$210million; contributing about 8.3 percent to the country’s Gross Domestic Product (GDP), the government through the Ministry of Tourism, Industry, and Commerce is working towards the construction of a US$4million Hospitality Institute which is likely to see the light this year. Tourism Minister Irfaan Ali said that the government continues to recognize that Tourism has the potential to be a “mainstay for our economy,” and according to the World Travel and Tourism Organization (WTO), it is estimated that about 10,000 locals are already employed in the sector. It is on this basis that the government believes that the Hospitality Institute is necessary to ensure that the country can offer world class services as it continues to grow. Ali posited that service is the most important aspect of the industry and the sector should have well trained staff to coincide with new and higher quality infrastructure which the Administration is investing in. He pointed out that while

the Institute is just in its design phase, the Ministry is interested in building the school either on the East Bank of Demerara or in the compound of the University of Guyana. The conclusion of the Institute, the Minister said, is however dependant on the contractual terms, since again it is only in the design phase. It is the government’s hope, the Minister continued, that not only will there be international Lecturers and Presenters at this institute, but the quality of service delivered will also attract international students, studying in the areas of Hospitality Management, Food and Beverage Preparation, Business Management among other things. To realize an 8.3 percent contribution from the Tourism and Hospitality Sector, Ali said that several aspects have to come on stream. He said that Guyana welcomes over 170,000 visitors, with almost 150,000 of them coming to visit friends and family and to conduct personal business or enjoy one-day trips. He said these persons stay on average 15 days and spend US$60 per day. Of the total visitors, 8,832

Minister of Tourism Irfaan Ali tourists come to Guyana for the purpose of adventure, nature tourism or scientific research. Another 18,914 come to Guyana for an average of seven days. The tax revenue rate collected for the expenditures comes up to about 15 percent. Stressing the urgency of this Hospitality Institute, Minister Ali highlighted that about 10 years ago Guyana welcomed some 70,000 to 80,000. In 2012, the country recorded that 176,000 tourists came to Guyana. Already for 2014, Guyana has recorded a 6.4 percent growth in tourist arrivals, and in 2013, Guyana was among Caribbean countries that recorded double digit growth in the sector, with some 200, 235 tourists making their way to these shores. With the inclusion of COPA (Panama) and CONVIASA (Venezuela) which are commencing flights to Guyana, the Minister estimated that Guyana will now become accessible to about one billion people and with the possibility of them traveling to our Amazon paradise, “we must be prepared.” Minister Ali went on to mention events such as trade shows and expos that will showcase Guyana on the world stage. He pointed to mechanisms such as travel magazines, CDs to also sell the country, and again pointed out the necessity for a Hospitality Institute which will take the country’s service provision to a whole new level. Already, the Minister charged, there are some parts of the country, especially in interior regions, which depend on tourism. Rupununi, he said for example, has tourism as its mainstay, while in the Essequibo River, the trend is taking shape. Rupununi had its first Music and Arts Festival in February and there are plans to make it an annual event. It is events like those, the Minister highlighted, that are going to take Guyana to another level and “we must have the staff to compliment it,” he asserted.

Governments’ traditionally have promoted ownership of newly built homes as a solution to the housing shortage in the Caribbean and Latin America, according to the InterAmerican Development Bank (IDB). But a revealing new study highlights the key role rentals play in urban areas and their potential for serving the needs of a broad variety of growing population groups. According to Rental Housing Wanted, a new report by the Inter-American Development Bank (IDB), one in five Latin American households, or roughly 30 million families, are renters. This proportion has been on the rise since the 1990s in Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Mexico, Nicaragua, Peru, and Uruguay. Nevertheless, there is a large stock of unoccupied homes that could help ease the regional housing crunch. Nearly 54 million families, or 37 percent of the Region’s households, suffer housing problems such as overcrowding, insufficient access to basic services, shoddy construction or materials, or lacking a property title. What is more, some nine million households are either homeless altogether, or live in substandard homes, or ones that are beyond repair.

- report suggests alternative to traditional home ownership-based policies

Colombia is the Latin American country where renting is the most common (38 percent of all households), while in the Dominican Republic the ratio is one in three households and in Honduras, Ecuador, Bolivia and Jamaica it is one in four. The five cities with the highest rates of rented homes are Bogota, Santo Domingo, Cali, Medellin and Quito, where it exceeds 35 percent of all households. “Unlike in more developed regions, in Latin America renting is not something restricted to the poorest people,” said Andrés Blanco Blanco, IDB senior specialist and a co-author of the study. “In fact, in some countries in our Region, the trend toward renting rises as household income goes up, and in others, rentals are concentrated among middleincome households. The reason for this is the high rate of informal housing, which lets low-income families own their houses, whatever their quality or location,” he added. The study, which examined 19 metropolitan areas of Argentina, Brazil, Chile, Colombia, El Salvador,

Jamaica, Mexico, Peru and Uruguay, debunks the myth that only the rich rent to the poor. Landlords vary widely in their socio-economic level, with just a minimal presence of major real estate investors and a supply spread out among many small-scale owners. For example, in Chile 80 percent of landlords own just a single rental home. The preference for renting is associated with certain social groups: the ones who rent most often are young people, divorced individuals and immigrants. The kind of household also matters. Extended families and widows rent less frequently than nuclear families, while singlepeople and unmarried couples usually are renters. There is a direct link between the age of the person and the likelihood that they rent. Depending on the country, a person between the ages of 25 and 34 is between three and eight times more likely to rent their home in comparison to an older person. And a young person aged 15 to 24 is five to 14 times more likely to do so than an older person. Renting offers major advantages over

homeownership for many people because it tends to be concentrated in areas that are more centrally located, more densely populated and more established neighborhoods. It is also better adapted to the preferences of certain social groups and works well in a labor market that demands that people be mobile. In light of these findings, the IDB is engaging in a dialogue with countries of the region to explore how a policy to promote rental markets could complement their broader housing policies, establishing incentives both for landlords and renters, updating regulations and linking housing issues with the tools of urban planning. “What this study proposes is to open up new, unexplored territory in housing policy,” said Vicente Fretes, chief of the IDB’s Fiscal and Municipal Management Division and co-author of the report. “It’s not a question of replacing the focus on home ownership but rather of complementing it. It’s sound advice, taking into account the advantages for fiscal sustainability and for containing urban sprawl,” Fretes said. Some policies could be relatively simple, such as expediting home repossessions or creating a system of rental guarantees. This would help expand the supply of homes available for rent, creating incentives to add to the market at least part of the considerable stock of vacant homes, which in some countries represents as much as 20 percent of all homes.

AG: We will arrest Hart ...if he doesn’t return to court cases Trinidad Guardian Attorney General Anand Ramlogan Saturday warned that former executive chairman of the Urban Development Corporation of T&T (Udecott) Calder Hart will be hunted down and arrested if he fails to return to T&T for criminal and civil suits in which he is a key figure. The AG said Hart has given a commitment to testify in court. He said “by this week or next week” Hart’s matter will come up for “case management with directions to be given for a trial.” Hart has been living in Fort Lauderdale, Florida, since he resigned from Udecott and left the country in 2010. Ramlogan said one claim by the State is for $500 million for the mismanagement of the Brian Lara Cricket Stadium at Tarouba. Civil proceedings started after the Uff Commission of Enquiry report, which called for the police to probe Hart for allegedly misspending billions of dollars in Udecott projects across the country. Defendants in the case include Hart, former Udecott

Calder Hart deputy chairman Krishna Bahadoorsingh, former financial manager Ricardo O’Brien and former corporate secretary Neelanda Rampaul. “Mr Hart has in fact been located and has been communicating through his lawyers, and at the appropriate time, will have to come to testify and be crossexamined in court,” Ramlogan said. The AG said on every occasion that the matter has come up before Justice Andre des Vignes, Hart’s attorneys have communicated with the judge and State attorneys. He is being represented in the

matter by Dr Lloyd Barnett QC of Jamaica. Ramlogan said Hart has indicated through his legal team that “he is available and will not evade the jurisdiction of court and will submit himself for crossexamination when the trial begins”. He said the decision on how soon the matter will start lies in the hands of the judge who has to set a trial date. “But I made a plea to the judiciary to treat these matters with the urgency they deserve because they involve serious allegations of misuse and corruption of public funds,” Ramlogan said. “My only worry is that the judicial process is very slow. This matter should be given priority.” Ramlogan said when the trial starts, should Hart evade the jurisdiction of the court, “we will invoke the procedures to compel him to present himself before the court, including asking for his arrest if necessary, but that is academic because thus far he has been communicating through his legal team.” When the matter comes up on the next occasion, Ramlogan said, the judge will give directions for filing of witness statements, following which he will give a date for trial. Hart will then have to appear in court to testify and be cross-examined. The AG said he is confident of the State’s chances of success in this matter.

Crackdown on illegally imported vehicles Jamaica Gleaner - A Range Rover and a BMW X5 were two of several highend vehicles seized by the police in a series of coordinated operations across five parishes Saturday as part of a major crackdown on motor vehicles believed illegally imported. Investigators at the Major Organised Crime and Anti-Corruption agency (MOCA) and the Revenue Protection Division (RPD) of the Ministry of Finance - the two agencies leading the operations - confirmed that 10 vehicles had been seized. According to one investigator, the predawn operations in Kingston and St Andrew, St Catherine, St Elizabeth, and St Ann were carried out after “months of intensive and detailed investigations”. “Investigations indicate that these vehicles were imported contrary to the Customs Act,” the investigator told The Sunday Gleaner.

MOCA and the RPD officials have declined to release the identities of the persons whose vehicles were confiscated, but warned that under the Customs Act the cars and sport utility vehicles could be forfeited to the State. “The vehicles are uncustomed goods and are likely to be subject to forfeiture proceedings,” revealed one investigator who asked not to be named. The RPD was re-

established as a division of the finance ministry in 2008 with a mandate to protect government revenues through the enforcement of the revenue and customs laws. MOCA was launched in 2012 with a mandate to ‘take profit out of crime’. The police unit targets top-level crime bosses and their facilitators in a bid to destroy their criminal networks and seize their assets.

Police Constable murders wife, then commits suicide KINGSTON, Jamaica – A Police Constable, Davian Thompson attached to the St Catherine North Police Division Saturday night, shot and killed his wife, Latoya Campbell-Thompson at the Oaklands Housing Estate located on Constant Spring

Road in St Andrew. It is understood from residents at the scene that Constable Thompson killed his wife at approximately 11:00 pm. Further, it is reported that Thompson was found dead in the Grant’s Pen gully which

is close to the Oaklands Housing Estate by residents of the area at approximately 6:00 am today with a single gunshot wound to his head. Investigators strongly believe that Constable Thompson committed suicide.

T&T man kills children, self PORT OF SPAIN, Trinidad - CMC – Trinidad and Tobago police are

investigating the circumstances that led a father to murder his two children before killing himself in Matura, east of the capital, yesterday. They said Barry Karamath committed the crime after a domestic quarrel with his

wife, who was not named. Media reports said that the man and his wife have had “serious problems” in the past, climaxing with a “serious argument” yesterday, leading to the murders. Police have given no further details on the incident.

Chile: 16 dead, toll rising in Valparaiso fire VALPARAISO, Chile (AP) — A raging fire leaped from hilltop to hilltop in this colorful port city, killing at least 16 people and destroying more than 500 homes. More than 10,000 people were evacuated, including more than 200 female inmates at a prison. The fire began Saturday afternoon in a forested area above ramshackle housing on one of the city’s many hilltops, and spread quickly as high winds rained hot ash over wooden houses and narrow streets. Electricity failed as the fire grew, with towering, sparking flames turning the night sky orange over the darkened remains of entire neighborhoods. “It’s a tremendous tragedy. This could be the worst fire in the city’s history,” President Michelle Bachelet said as firefighters contained most of the blazes, mobilizing 18 helicopters and planes to drop water on hotspots Sunday. Bachelet warned that the toll of death and damage would rise once authorities can enter the smoldering remains. Military Police Gen. Julio Pineda said 16 were killed and more than 500 people were injured. Patricio Bustos, who directs the national forensics service, said DNA tests would be needed to identify remains. It was already the worst fire to hit the picturesque seaside city of 250,000 people since 1953, when 50 people were killed and every structure was destroyed on

several of the city’s hills. While the fires were mostly contained to several hilltops, Bachelet declared the entire city a catastrophe zone, putting Chile’s military in charge of maintaining order. “The people of Valparaiso have courage, have strength and they aren’t alone,” Bachelet said. Valparaiso, which was declared a World Heritage Site by UNESCO in 2003, is known for colorful neighborhoods hugging hills so steep that people have to use staircases rather than streets. About 75 miles (120 kilometers) northwest of the capital, Santiago, it has a vibrant port and is home to Chile’s national legislature. But many homes in poorer areas above the city center have been built without water supplies or access points would enable firefighters to intervene, so much of the fight was from the air. “This is the worst catastrophe I’ve seen,” said Ricardo Bravo, the regional governor. “Now we have to make sure the fire doesn’t reach the city center, which would make this emergency much more serious.” While 1,250 firefighters, police and forest rangers battled the blaze, 2,000 Chilean sailors in combat gear patrolled streets to maintain order and prevent looting. Shelters were overflowing, and hospitals treated hundreds of people for breathing problems provoked by the smoke. Maria Elizabeth Diaz, eight months pregnant and trying to rest with her two sons in a

shelter set up in Valparaiso’s Greek School, said she had been hesitant to flee her home in Cerro Las Canas when she first learned that the hilltop above her was on fire. “I didn’t want to move because I was afraid they’d rob me, but I had to flee when I saw the fire was coming down the hill,” she said. “I lost everything. Now I’ve been ordered to rest because I was having contractions. My little one knows that he can’t arrive quite yet.” Another evacuee, Erica Gonzalez, 74, said her daughter and some neighbors had to carry her to safety because the fire burned her wheelchair. “I was left in the street. My house was completely burned, and that of my daughter a block away,” she said, visibly upset as she hugged a grandchild. As fires were contained in some areas, some people managed to return and discover that their homes had been destroyed. “It’s frightening, everything is burned,” said Francisca Granados, who had spent the night with friends in the neighboring city of Vina del Mar. Thick clouds of smoke surrounded the city prison, where nine pregnant inmates were transferred to a detention facility in the nearby city of Quillota. Another 204 female inmates were being evacuated to a sports arena. More than 2,700 male inmates will remain at the prison for now, prison guard commander Tulio Arce said.

Warner: I feel vindicated Trinidad Express - Asked for comment on the reports Saturday former National Security minister Jack Warner said by e-mail: “During my tenure as Minister of National Security I was accused of having knowledge and operating a New Flying Squad in my ministry. I have consistently maintained my innocence of the allegations against me which were malicious and, at times, even vicious. Mervyn Cordner has wasted the time of the Police Service and the country with his frivolous ideas and has sought to bring into disrepute the names of good men. Regrettably many more pressing matters will never have the benefit of such attention of the Police

Jack Warner Service, the Police Complaints Authority nor even the Government. I have been provided with copies of the report of the office of the Commissioner of Police as well as the Police Complaints Authority into the

alleged establishment of the New Flying Squad. I as well as others who worked under me during my tenure have been fully vindicated in both reports. I however remain surprised and shocked that the Police Complaints Authority would seek to hold Commander Heerah responsible for misbehaviour in public office for the way he dealt with Cordner and others. In my view the evidence does not support such findings against Commander Heerah who worked as my advisor in the Ministry of National Security at the time. I hope the Government and the media will treat my vindication with equal vigor in the same way they tried to persecute me when the allegations were made.”

Page 21

PRETEND POLICE Investigations reveal New Flying Squad operated without ministry’s and top cop’s authority Trinidad Express Investigations conducted by the Trinidad and Tobago Police Service (TTPS) and the Police Complaints Authority (PCA) have both confirmed that the New Flying Squad Investigations Unit (NFSIU) was operational. And while the NFSIU had no authority to function and was not sanctioned by acting Commissioner of Police Stephen Williams under whose remit covert units fall, both reports concluded that officials from the Ministry of National Security facilitated the operations. Both reports obtained by Sunday Express have absolved former minister of National Security Jack Warner of any wrongdoing and also found that fired Minister in the National Security Ministry Collin Partap (who denied any knowledge of the NFSIU) is not answerable. However, based on the findings of the investigations, the reports concluded that the conduct of then strategic adviser at the ministry, Commander Garvin Heerah should be examined. The PCA report said civilian members of the NFSIU, who admitted to the

PCA to being involved in (reconnaissance/intelligence gathering), may be said to have been “pretending to be police officers” under the words of Section 62 of the Police Service Act. The TTPS report, however, recommended that the conduct of retired police inspector Mervyn Cordner should be referred to the Director of Public Prosecutions (DPP) Roger Gaspard, SC. The Sunday Express learned that both reports were referred to the DPP in February to determine if criminal charges should be laid arising out of the findings. The Flying Squad was first formed in the 1970s but was disbanded in 1980 after charges of conspiracy to murder were slapped on former police commissioner Randolph Burroughs. Cordner had repeatedly claimed he was recalled by Warner to head the NFSIU in July 2012 but operations were forced to shut down due to lack of funding. Warner denied any knowledge of the NFSIU. Following a series of newspaper articles, Prime Minister Kamla Persad-

Collin Partap Bissessar, who is also head of the National Security Council, referred the matter to the CoP for an investigation into any alleged wrongdoings, unlawful conduct and/or action by any or all persons purported to be involved in the matter. However, Williams opted to step aside after various quarters criticised his involvement in the investigations, citing a possible conflict of interest after he was named in Heerah’s report submitted on the matter. Deputy Commissioner of Police Simon Alexis was assigned to lead the investigation.

17 Guns for freedom Police say Kartel offered info on wanted men, arms Jamaica Observer Convicted entertainer Vybz Kartel told the police the whereabouts of several wanted men in Portmore, St Catherine and provided the authorities with information that led to the recovery of 17 illegal firearms, a highlyplaced police source has disclosed. The move by the embattled entertainer was part of an effort to gain his freedom, or at least a vastly reduced prison sentence, the police said. The startling revelation came to light during a Jamaica Observer interview with a member of the constabulary’s top brass late last week. “He wanted to meet with the commissioner who assigned a member of the high command to meet him. During the meeting he offered information on wanted men in Portmore and also coughed up a number of illegal firearms. He was trying to broker a deal to get the charges dropped,” the source said. The police said several wanted men were subsequently nabbed. Kartel along with André St John, Shawn ‘Shawn Storm’ Campbell and Kahira Jones were all found guilty and slapped with life sentences for the murder of Clive ‘Lizard’ Williams, who police say was bludgeoned to death at a house in Havendale, St Andrew, on August 16, 2011. The men will have to serve 35, 30, and 25 years respectively if the Appellate Court throws out their appeals, which will likely be heard in a minimum three years from now, based upon the pace at which such appeals are dealt with. According to the police source, the artiste made the offer when he realised that the walls were closing in on him, after homicide investigators were sealing up their probe into Williams’ murder. The police also said that Kartel and a funeral director also met with a top-ranking cop after a probe was launched into whether or not Williams’ remains were cremated. Police are also probing the disappearance of funeral home operator Jennifer Edwards, who went missing in January. The police said evidence was suggesting that Edwards was killed and her body disposed of as she had knowledge of sinister dealings relating to Williams’ body.

“We believe she was killed because she was the weak link and she knew too much, but we are still investigating,” the source said. Last Wednesday, Police Commissioner Owen Ellington drew the ire of defence attorney Tom Tavares-Finson when he declared that Kartel (real name Adidja Palmer) was the boss of a criminal outfit that was responsible for more than 100 murders. Tavares-Finson could not be reached for comment on the latest allegation as the Sunday Observer prepared for a press deadline. The Sunday Observer source went even further and named a well-known gang based in several Spanish Town communities, as the gang that the commissioner was referring to. “He was very influential in the Klansman gang. That gang used to carry out his killings for him until his Gaza Empire started doing the murders themselves. We have footage of him and a leading Klansman member bragging about the best places to kill people, whether in the church or other places. That Klansman was heard bragging that he shot eight people in a church already,” the source said. The Sunday Observer has also been informed that the police have in their possession additional footage of the video that was shown in court where men were overheard planning murder. The footage, the source said, showed a headless body, believed to be that of Williams, lying on the floor. It was not clear why that was not entered into evidence during the recently concluded trial. Shawn Campbell, another police

Vybz Kartel source said, may have been a victim of loyalty to the ‘Worl’ Boss’ as he now faces the possibility of serving a 25year sentence after refusing a deal to plead guilty to accessory before or after the fact and serve a three-year sentence. The police said that Campbell may not have known that Williams and the prosecution star witness Lamar Chow were earmarked for death when he accompanied them in a taxi driven by a man known only as ‘Need For Speed’, to the ill-fated house. “We have information that he was under the impression that the men would be beaten for their carelessness in the disappearance of the two guns. When he arrived, we heard he was surprised to see so many strange men, who we believe to be members of the Klansman gang, and that is why him tek weh himself. “We know that it is only after the voice notes were revealed that he became aware that he, too, could have been harmed over the guns. Maybe he would have acted differently if he had heard some of the things that came out in court,” the source said. All four convicts are now being housed in a maximum security section of the New Horizon Adult Remand Centre on Spanish Town Road in Kingston where high-risk inmates are kept at the State’s pleasure.

Jamaica reports big drop in lionfish sightings KINGSTON, Jamaica (AP) — Jamaica is reporting big drops in sightings of lionfish, the voracious invasive species that crowds reefs and preys on native marine creatures. Some four years after a campaign to hunt lionfish in coastal waters got started, Jamaica’s National Environment and Planning Agency is reporting a 66 percent drop in sightings of the candy-striped predator in waters up to 75 feet. Dayne Buddo is a Jamaican marine ecologist who focuses on marine invaders. He attributes the decrease to efforts to catch and market lionfish as food. Buddo said yesterday that fishermen are now selling it briskly at markets. In 2009, he says fishermen “didn’t want to mess” with the fish with venomous spines. Lionfish are native to the Indian and Pacific oceans. But they’ve colonized Caribbean and Atlantic reefs for years.

Abdullah leads in first official Libyan Prime Minister quits results from Afghan vote after one month, citing violence

KABUL (Reuters) - Initial election results put Afghan opposition figure Abdullah Abdullah in the lead yesterday, but with less than 10 percent of votes counted and widespread allegations of fraud, there was no clear indication of who would succeed Hamid Karzai. Results based on 10 percent of votes from 26 out of 34 provinces showed Abdullah with 41.9 percent and Western-leaning academic Ashraf Ghani second with 37.6 percent. A third candidate, Zalmay Rassoul, backed by two of Karzai’s brothers, trailed far behind with 9.8 percent. “I want to make clear that the results could change in future, as we announce the results with additional percentages of the vote, and this is not the final result,” said Independent Election Commission (IEC) chairman Ahmad Yousuf Nuristani. Afghanistan’s allies praised the April 5 vote as a success because of a high turnout estimated at 60 percent of 12 million eligible voters and the failure of the Taliban to stage high-profile attacks. But widespread fraud could undermine the legitimacy of an election meant to usher in Afghanistan’s first democratic transfer of power, as Karzai steps down after more than 12 years in power and as Western forces prepare to leave. If no candidate secures more than 50 percent of valid

Abdullah Abdullah ballots, the top two will go into a run-off. Abdullah has said he had already discussed joining forces with other candidates for a run-off, including Rassoul. “Our program will be to form an inclusive government ... We should use any capacity that exists in this country,” Abdullah told Reuters yesterday. “So we are in contact not with just one candidate, but also other candidates and politicians in the country.” Ghani said it was far too early to talk about a victory for his rival as the partial results were not significant. “We are in a 100-minute game and we have only done 10 minutes ... the result will change,” he said. The Independent Election Complaints Commission (IECC) has recorded 870 “Priority A” complaints considered serious enough to affect the outcome of the

election. That is more than the 815 recorded in 2009, although the increase could reflect a greater willingness or ability of observers and voters to complain. Overall, the IECC received 3,724 complaints, up from 3,072 in 2009. That may rise as more complaints reported in the provinces reach Kabul. “There is a possibility, in order to review the high number of complaints accurately, that we may expand the timeframe for reviewing complaints in provinces for some days,” said IECC spokesman Nader Mohseni. Video clips of people stuffing ballot boxes are circulating on the Internet, but it unclear which candidate would have benefited most from such activity. Urban participation in the election was unexpectedly high, but it is unclear to what extent rural voters were deterred by the Taliban and what role state officials, including police, had in encouraging people to back a particular candidate. The United Nations, which administers the fund that is paying for the election commission and the complaints body, said it was still too early to call the election. “Until the final results are announced by the IEC, stakeholders should be careful in drawing premature conclusions so as not to create inaccurate expectations,” said U.N. special envoy Jan Kubis.

Senior official from China’s Sichuan under graft probe: Xinhua SHANGHAI (Reuters) - A senior government official in China’s Sichuan province is under investigation for “severe discipline violations”, which is often a euphemism for corruption, state media said. Zhao Miao, a senior official in Chengdu, capital of the southwestern province of Sichuan, was taken away on Thursday for questioning by anti-corruption investigators, the Xinhua news agency said late on Saturday. President Xi Jinping has launched a sweeping crackdown on corruption since taking power, warning that the problem is a threat to the Communist Party’s survival. The most senior politician to be ensnared in a graft scandal since the Communist Party swept to power in 1949

Zhao Miao is former domestic security chief Zhou Yongkang, whose power base was Sichuan. Investigators have questioned a raft of senior government officials over corruption and links to Zhou though it was not clear if the

investigation into Zhao had anything to do with Zhou. Zhao, born in 1959, is a standing committee member of the Chengdu municipal committee of the Communist Party of China, Xinhua said. Xinhua gave no other details of the investigation into him. Separately, Xinhua reported that Shen Weichen, party secretary and executive vice president of China Association for Science and Technology (CAST), had been put under investigation for suspected corruption. As China’s largest national organization of scientific and technological workers, CAST maintains close ties with millions of scientists, engineers and other people working in science and technology, according to its website.

TRIPOLI (Reuters) Libya’s interim prime minister handed his resignation to parliament yesterday, just one month into the job, saying gunmen had tried to attack his family. Abdullah al-Thinni’s resignation adds to the growing chaos in Libya, where the government has struggled to control brigades of former rebels nearly three years after the fall of Muammar Gaddafi. The General National Congress (GNC), the country’s parliament, has not yet officially recognized Thinni’s resignation and will decide what to do at its next session tomorrow, a GNC spokesman said. Thinni said he would stay in his post until the GNC selects a new prime minister. “We are meeting now and we’re looking for someone to replace him,” Mohamed Ali Abdallah, head of the GNC’s planning and budget committee, told Reuters. In his resignation letter, Thinni said he and his family

Abdullah al-Thinni had been victim of a “cowardly attack” and he could not “accept to see any violence because of my position”. “I have decided therefore to present my apologies as I cannot accept this temporary position,” the letter said, without giving details about the incident. Ahmed Lamin, a spokesman for the prime minister’s office, said no one had been hurt in the attack,

which he described as a “near miss” outside Thinni’s family home. The post of interim prime minister is becoming difficult to fill. A suitable candidate must be able to bridge deep political divides in a parliament inter-laced with militia rivalries. With no real national army, OPEC member Libya is struggling with its transition to democracy as the brigades of former rebels who once fought Gaddafi refuse to disarm and often challenge the state’s authority. Thinni was appointed in March after the GNC voted out his predecessor, Ali Zeidan who had failed to end a standoff with rebels who were occupying vital oil ports. The final blow was Zeidan’s failure to stop a tanker from illegally loading crude oil at one of the blocked ports. Thinni’s government reached an agreement to reopen two ports, but the return of steady oil revenues is not a given.

Anti-Kremlin protest draws German government to thousands in Moscow ‘cancel Saudi tank deal’ Berlin (AFP) - The German government will not approve a reported deal to sell up to 800 battle tanks to Saudi Arabia, a German yesterday newspaper said, citing government sources. The sale of the Leopard-2 tanks had been billed as one of the biggest deals for the German armaments industry, Bild reported. But Economy Minister Sigmar Gabriel, a Social Democrat in the left-right “grand coalition”, has “positioned himself against a tanks delivery to the autocratic royal house”, it said, citing government

(AP Photo/Alexander Zemlianichenko) MOSCOW (AP) — More than 10,000 people turned out in Moscow yesterday for an anti-Kremlin rally to denounce Russian state television’s news coverage, particularly of the crisis in neighboring Ukraine. In promoting the Kremlin line, state television has portrayed the new proWestern government in Ukraine as a “fascist junta” under the control of the U.S. government and determined to oppress Russian speakers in eastern Ukraine. The broadcasts have taken on a harsh anti-American tone.

Some of those who took part in the demonstration, called a “March of Truth,” carried blue and yellow Ukrainian flags. One woman, wearing a traditional Ukrainian wreath of flowers on her head, held up a sign with President Vladimir Putin’s picture and the words: “Stop lying.” Among those who spoke to the crowd was Andrei Zubov, a history professor who was fired from one of Moscow’s most prestigious universities last month after criticizing Russia’s military intervention in Ukraine’s

Crimean Peninsula. Zubov argued against the annexation of Crimea by comparing it with Nazi Germany’s annexation of Austria on the eve of World War II. Zubov told the crowd that by lying to the Russian people on television, the government was leading the country toward “an abyss.” The U.S. and Ukrainian governments have accused Russia of orchestrating the unrest in eastern Ukraine in an effort to split the country. Russia has denied any involvement.

sources. “Without agreement from the economy minister the deal has no chance,” Bild said. The report said the deal had not been sent to the German national security council, which counts Chancellor Angela Merkel among its members, for approval. In 2012 Bild am Sonntag had reported that Saudi Arabia wanted to buy 600-800 Leopard battle tanks from Germany, more than twice as many as originally envisaged. Its latest report yesterday said that Saudi Arabia had been chasing the German

tanks for years and had budgeted nearly 18 billion euros ($25 billion) for them. The Leopard-2 tanks, Germany’s main battle tank, is also produced under licence in Spain. For decades Germany declined to sell heavy weapons to Saudi Arabia because of concerns over human rights and fears for Israel’s security. Contacted by AFP, an economy ministry spokeswoman said the government did not give information about “individual procedural stages of possible approvals for export of munitions”.

Israeli, Palestinian negotiators meet on crisis-hit peace talks

Palestinians throw stones at Israeli security forces during clashes in the center of the West Bank town of Hebron. (AFP Photo/Hazem Bader) Jerusalem (AFP) - Israeli and Palestinian negotiators met yesterday in a fresh bid to save their teetering USbrokered peace talks, a Palestinian official said. Chief Palestinian negotiator Saeb Erakat met in Jerusalem with his Israeli opposite number, Justice Minister Tzipi Livni, and Prime Minister Benjamin Netanyahu’s special envoy Yitzhak Molcho, he told AFP. There was no immediate word from the Israeli side, which observes the sevenday Jewish holidays of Passover from sunset today. A Palestinian source close to the talks said a new meeting between the negotiators was set for tomorrow or Wednesday evening, with US envoy Martin Indyk due to attend. Indyk, who presided over a meeting last Thursday, has since returned to Washington for consultations but is due to return on Tuesday, the source added. The peace process has since last week suffered a new blow when Israel said it would freeze the transfer of duties it collects on the Palestinians’ behalf, in retaliation for their diplomatic offensive against

Israel at the United Nations. The monthly 80 million euros ($111 million) in taxes collected by Israel represents about two-thirds of the Palestinian Authority’s income. Israel also reportedly plans to suspend its participation with the Palestinians in developing a gas field off the Gaza Strip and to put a cap on Palestinian deposits in its banks. Foreign Minister Avigdor Lieberman, in a meeting with ambassadors posted in Tel Aviv yesterday, blamed the Palestinians for the rapid deterioration in the peace process. “We were very close to an agreement with the Palestinians, a complex transaction which was being examined by the (Israeli) cabinet, but at the last moment the Palestinians broke their promises and submitted applications” to join international treaties, he charged. “We are ready to discuss and negotiate but we will not accept unilateral steps,” Lieberman said. A senior Palestinian official, Nabil Shaath, said the

Palestinians still had “several options” and would not be deterred. “Israel’s sanctions will not deter Palestinian steps to join international treaties and organisations,” he said, quoted by the Palestinian news agency WAFA. The Israeli reprisals have sparked concern in Washington. “We’ve seen these press reports, but we have not seen an official public announcement by the government of Israel,” State Department spokeswoman Jen Psaki told reporters on Friday. “That said, we would regard such a development as unfortunate. “We believe that the regular transfer of the Palestinian Authority’s tax revenues and economic cooperation between Israel and the Palestinian Authority has been beneficial and is important to the well-being of the Palestinian economy.” The talks hit an impasse two weeks ago when Israel refused to release as agreed a group of Palestinian prisoners and the Palestinians retaliated by seeking accession to several international treaties.

Step up action to curb global warming, or risks rise: U.N.

Wind turbines used to generate electricity are seen at a wind farm in Guazhou, 950km (590 miles) northwest of Lanzhou, Gansu Province. REUTERS/Carlos Barria BERLIN (Reuters) - A United Nations report said yesterday that governments must act faster to slow global warming and delays until 2030 could force reliance on littletested technologies to extract greenhouse gases from the air. The study, drawing on work by more than 1,000 experts, said a radical shift from conventional fossil fuels to low-carbon energy such as wind, solar or nuclear power would shave only about 0.06 percentage point a year off world economic growth.

“It does not cost the world to save the planet,” O t t m a r E d e n h o f e r, a German scientist who is co-chair of a meeting of the U.N.’s Intergovernmental Panel on Climate Change (IPCC), told a news conference in Berlin. The report, endorsed by governments, is meant as the main scientific guide for nations working on a U.N. deal to be agreed in late 2015 to rein in greenhouse gas emissions that have hit repeated highs this century, led by China’s industrial

growth. “We don’t have the luxury of time,” Rajendra Pachauri, chair of the IPCC, told Reuters, saying costs would rise sharply if strong action was delayed to 2030. “We will have to move quickly and with an unprecedented level of international cooperation.” Governments have promised to limit temperature rises to a maximum 2 degrees Celsius (3.6 Fahrenheit) above pre-industrial times to avert e v e r m o r e h e a t w a v es, floods, droughts and rising

Syria’s Assad says war turning in his favour

(Reuters) - President Bashar al-Assad said yesterday that Syria’s threeyear conflict was at a “turning point” due to his forces’ military gains against rebels, state media said. Assad’s allies have portrayed him as confident and in control and they expect him to run for and win a presidential election in July - a turnaround from last year when he looked on the verge of defeat as rebels advanced towards Damascus, struck in the heart of the capital and took control of key areas. Addressing graduate students and staff of the political science department in Damascus University: “(Assad) pointed out that there is a turning point in the crisis in Syria in terms of the continuous military achievements ... by the army and armed forces in the war against terror and in ... terms of national reconciliation,” state news agency SANA reported. In recent months, government forces, backed by Lebanon’s Shi’ite Muslim Hezbollah fighters, recaptured several rebel-held areas and border towns, closing off rebel supply

Bashar al-Assad routes from Lebanon and securing the main highway leading north from Damascus towards central Syria, Homs and the Mediterranean. The government has also struck localised truces in districts in and around Damascus, ending sieges on rebel-held areas, many of which lasted for more than a year, causing severe hunger and death. Assad is preparing to run for a third term in an election expected in July which international powers that back the rebels have described as a “parody of democracy”. Last week, a former

Russian prime minister quoted Assad as saying that he expected much of the fighting to be over by the end of the year. On the same day, the leader of Hezbollah was quoted as saying that the president no longer faced a threat of being overthrown. The civil war, which started as a peaceful protest movement, has killed over 150,000 people, forced millions more from their homes, and seen the government lose control of swathes of northern and eastern Syria to Islamist rebels and foreign jihadis. Assad has used tanks and warplanes to attack rebel-held areas and his opponents have accused him of using poison gas to force civilians in rebel-held territories to submission. Yesterday, opposition activists said at least 20 people were killed when warplanes attacked Douma, a town near Damascus. A day earlier, rebels and the government blamed each other for an alleged poison gas attack on Kfar Zeita village in the central province of Hama that they said wounded scores of people.

sea levels that the IPCC says are linked to man-made warming. But policies in place so far are inadequate and put the world on target for far higher rises, the IPCC said. IPCC scenarios showed world emissions of greenhouse gases, mainly from burning fossil fuels, would need to peak soon and tumble by between 40 and 70 percent from 2010 levels by 2050, and then to almost zero by 2100, to keep rises below 2C. The IPCC said that natural gas, which emits fewer greenhouse gases than coal, could get a boost until about 2050. “Ambitious mitigation may even require removing carbon dioxide from the atmosphere,” the IPCC said. Delay in acting to cut emissions until 2030 would force far greater use of such technologies, a 33-page summary for policymakers said. One method would be to burn wood, crops or other biomass to generate electricity, capture the greenhouse gases from the

exhaust fumes and bury them underground, it said. The experimental technology would reduce the amount of carbon in a natural cycle of plant growth and decay. But there are risks, such as the need for vast land areas to grow biomass, which would displace crops and push up food prices. A simpler method to remove these gases from the air is to plant trees that soak them up as they grow, the IPCC says. Many world leaders welcomed the IPCC report, even as it underscored they were not doing enough. “This report makes very clear we face an issue of global willpower, not capacity,” U.S. Secretary of State John Kerry said. European Union Climate Commissioner Connie Hedegaard said: “The report is clear: there really is no plan B for climate change. There is only plan A: collective action to reduce emissions now.” U.N. Secretary-General Ban Ki-moon hoped world leaders would bring “ambitious announcements and actions” to a summit in

New York in September to map out ways to fight global warming. The IPCC report is the third and final part of a massive United Nations series, updating science for the first time since 2007. A summary of findings will be issued in October. The IPCC says it is at least 95 percent probable that man-made emissions are the main cause of warming. But many voters are doubtful, suspecting that factors such as the natural vagaries of the weather or sunspots might be to blame. Low-carbon energies, which accounted for 17 percent of world energy supplies in 2010, would have to triple or quadruple their share by 2050, displacing conventional fossil fuels as the top source of energy, IPCC scenarios showed. Low-carbon energy can include coal-, natural gas or oil-fired power plants if they use carbon capture and storage (CCS) to bury emissions underground. That technology, however, is mostly experimental, and costly.

Pacquiao defeats Bradley to regain title LAS VEGAS (Reuters) - Manny Pacquiao scored a unanimous decision win over Timothy Bradley to regain the WBO welterweight title on Saturday and avenge a highly controversial loss to the American in June 2012. Two judges scored the fight 116-112 for Pacquiao, while a third saw it as a 118-110 win for the Filipino. In their previous fight, Bradley was awarded a split decision victory that many observers felt Pacquiao had won clearly. “He threw a lot of punches and I didn’t want to be careless,” said Pacquiao. “In the second half of the fight, I listened to my corner and they told me to work on the timing of my punches.” Pacquiao added that his trainer Freddie Roach “told me to make adjustments and I did. Bradley was wild on the outside so I took it to the inside.” The early rounds of the fight were explosive, with Pacquiao the aggressor and Bradley looking to land big counter right hands as the Filipino moved forward. A wild third round saw both men exchanging vicious shots, a pair of lefts from Pacquiao being followed by an uppercut and a right hand from Bradley and a series of

ripping body shots by the American. Through five, Bradley (31-1, 12 KOs) appeared to be on top and Pacquiao looked uncertain how to land cleanly without exposing himself to big counters. In the sixth, however, the momentum shifted. Bradley’s output suddenly dropped and Pacquiao (56-5-2, 38 KOs) adjusted his style to throw fast combinations and move out of the way before Bradley had the chance to load up. The seventh may have been the Filipino’s most dominant round, as he pinned Bradley to the ropes and unleashed flurries. Bradley beckoned him on, daring him to attack, and Pacquiao paused warily before resuming his assault and landing a hard left hand that stunned his foe. Bradley continued to have his moments, notably in the ninth round when he landed some hard combinations to Pacquiao’s chin to stem the challenger’s assault, but his punches were more ragged and wild, while Pacquiao’s were shorter and sharper. Bradley said he had been going for the knockout. “I tried. I really tried,” he said. “I wanted that knockout. Manny’s a great fighter, maybe one of the best ever. I lost to one of the best.” It was the first defeat of Bradley’s career.

Bishoo grabs 15-149 in sensational comeback but match in the balance By Sean Devers Leg-spinner Devendra Bishoo grabbed 6-71 to finish with match figures of 15-149 and put Guyana in a wonderful position to register their first win in the final round of this year’s Regional four-day cricket match when the penultimate day of the contest against Trinidad & Tobago ended at Providence yesterday. Bishoo crowned a sensational comeback after being dropped for the last round and will hope that with the match in the balance, the batsmen don’t waste his effort today on a last day pitch expected to offer assistance to the spinners. Bishoo said he had nothing to prove to anyone. “I did not have anything to prove to anyone but myself. I am very happy to be back in the team and for such an achievement. I took the most wickets by a Guyanese in this match and also reached 200 first-class wickets today (yesterday) so I am satisfied

with my performance here,” Bishoo disclosed. He said while he was disappointed in not being retained for the CPL “there are some things you have no control over”. Set 225 to win in 35 minutes plus the entire day today after dismissing the visitors for 212 in their second innings, Guyana reached 171 when bad light stopped play with four overs of the day remaining. Guyana, who fell 12 runs short of T&T’s 294, lost Trevon Griffith (13), who was struck a nasty blow when he ducked into bouncer from Shannon Gabriel, before being trapped LBW to offspinner Amit Jaggernauth just before the close in fading light. Tagenarine Chanderpaul (3) and night watchman Bishoo (0) saw Guyana to the close, 208 away from a consolation victory which would deny T&T their first title at this level since 2006. After Barbados beat the

Barbados beat Leewards by an innings & 49 runs NORTH SOUND, Antigua (CMC) – Barbados defeated Leeward Islands by an innings and 49 runs before lunch on the third day of their final round match in the Regional FourDay Championship at the Vivian Richards Cricket Ground in Antigua Sunday. Scores: LEEWARD ISLANDS: 94 (Devon Thomas 30; Ashley Nurse 4-24) and 183 (Devon Thomas 60, Kieran Powell 31, Jahmar Hamilton 29; Fidel Edwards 4-24, Ashley Nurse 3-94, Sulieman Benn 2-52) BARBADOS: 326 (Kraigg Brathwaite 92, Omar Phillips 79, Jonathan Carter 39, Shai Hope 29; Anthony Martin 5-78, Jacques Taylor 2-42)

Leewards by an innings and 49 runs inside three days yesterday to climb to 82 points, T&T, who began the final round on 72 points, must win today if they are to prevent Barbados from successfully defending their title. A draw will not be enough for T&T and all Barbados would be hoping the Guyanese do not suffer their fifth defeat of the season in a game of only academic interest to them since they are at the bottom of the points table. The prospects of rain today could add to the drama as T&T hunt their sixth title as they aim to avoid a second loss in two games on the road following their defeat in Barbados. Guyana began the day in overcast conditions on 247-7 and were dismissed for 282, 47 minutes into the day despite Zaheer Mohamed’s (58) fourth half-century at this level. Bishoo, who joined Ryan Hinds and Derick Parry as the only bowlers with 15 wickets in a regional match, fell for 27 as Jaggernauth (4-78), Gabriel (3-44) and Skipper Rayad Emrit (3-39) took the wickets for T&T. When T&T, with four wins in the tournament began their reply, only Jason Mohamed (33) Stephen Ketwaroo (32), Imran Khan (29), Lendl Simmons (25) and Marlon Richards (25) reached 25 as T&T slumped from 99-3 to 212 all out. Bishoo, who fell one wicket short of the record 16 wickets in a match set by T&T leg-spinner Rajendra Dhanraj who took 16 against the Leewards in 1996, captured his 12th five-wicket haul and his second 10-wicket haul following his 9-78 in the first innings which is a Guyana record. Fast bowler Keon Joseph, who took the other wicket to fall in the first innings, captured 4-56 as he and the 28-year-old Bishoo took all the T&T wickets between them on the placid track. Joseph removed both openers, Simmons at 37-1 and Ketwaroo at 77-3 before returning to get rid of Khan and Richards while Bishoo, who began this match with 13 scalps, advanced to 28, one short of Guyana’s leading wicket taker, fellow Albion Test spinner Veerasammy Permaul, who missed this match due to Chicken Pox. Play on today’s final day is scheduled to commence at 10:00hrs.
