Two roads In Robert Frost’s much loved, much quoted and much misunderstood ‘The Road Not Taken’, the persona in the poem presents a narrative in which the underlying metaphor is the choice between two possible pathways forward: “Two roads diverged in a yellow wood, And sorry I could not travel both And be one traveler, long I stood…”

Frost makes the case for the dilemma presented between the two pathways, one well-trodden, the other not as significantly explored. In the end, the persona chooses: “Two roads diverged in a wood, and I— I took the one less traveled by…”

When it comes to energy policy, Guyana faces a similar bifurcation of pathways: on the one hand, we have the wellworn path of fossil fuels, with the most recent big sell being government’s plans to establish a gas to shore facility that brings natural gas from the Exxon-operated oil fields (with the generous cooperation of Exxon of course) offshore Guyana to generate electricity; on the other, we continue to take tangible if tiny steps along the road to renewable energy.

The thing is that the basic arguments for natural gas sound good on paper, but they continue to be curiously absent any sort of deeper contextual analysis and this is worrying. The main argument is that a unit of electricity produced by natural gas is a fraction of a unit of electricity produced by heavy fuel oil, which is what we are currently using to produce the vast majority of our energy needs.

This is what Vice President Bharrat Jagdeo refers to as the no-brainer logic on choosing to use natural gas to fuel our electricity generators. What is missing however are a couple of crucial calculations, the most obvious one being what the exact infrastructural cost – pipeline and processing plant – is going to be. That cost is going to determine the economic viability of whether or when natural gas electricity generation will be indeed cheaper than heavy fuel oil.

Even if the answer is yes, there exists yet another layer of consideration for economic feasibility. In theory, we could build an efficient natural gas pipeline and processing plant and produce significantly cheaper electricity as promised yet still end up at a loss considering the sheer reality of the volume of natural gas produced and how the excess is handled. Our fellow CARICOM country, Trinidad and Tobago – a mature producer of oil and gas – uses only eight percent of the natural gas it produces to fuel all of its considerable national electricity needs, and sells the balance on the world market.

The challenge for Guyana, currently with a population just about two thirds of Trinidad’s hence smaller domestic consumption and nowhere near the twin island republic’s industrial capacity, would in that scenario be what to do with the excess gas produced. It isn’t merely that we would have to enter a market that is already dominated by major, more established players, but that we are also seeking to establish viable marketshare of an increasingly shrinking market. Who are we selling to, at what price and for how long in such a market? How do we mitigate the impact of volatility? How do we handle storage in a glut?

Interestingly enough, we are ourselves contributing to that shrinking market. The Guyana Energy Agency’s Strategic Plan, 2016-2020, notes: “Recognizing the need for urgent action, Guyana’s Low Carbon Development Strategy, outlines Guyana’s approach to promoting economic development by protecting Guyana’s tropical forests while addressing global climate change. This goal is a timely one; particularly, in light of the recently concluded twenty-first session of the Conference of the Parties (COP 21) of the United Nations Framework Convention on Climate Change (UNFCCC) where developing countries, including Guyana, provided nationally determined contributions for limiting emissions to relatively safe levels. One significant and transformative goal under these contributions is the target of having 100% of electricity generation from renewable energy sources by 2025. This target will not only result in significant reductions in the consumption of fossil fuel but also improve Guyana’s energy security given the need for electricity generation to

Some Local Content talk sounds like rent seeking DEAR EDITOR, The continued debate ably highlighted by your newspaper - surrounding local content suggests it is a complex issue that has to balance the legitimate demands of the local private sector to benefit directly from the oil industry with its capacity to deliver the skills and economic resources to help in the optimisation of government oil revenues.

Firstly, I was drawn to comments made by GCCI executive Timothy Tucker who in Kaieteur News was quoted as saying, “We have to realise that we do not have the capacity to do everything, but it does not say that

I can safely say that there is no way I can do underwater diving with remotely operated equipment and deepwater fabrication or anything like that, but maybe I can compile a good proposal and put it to the Government or I can find a partner…”

This sounds a lot like rent seeking: In other words, Tucker and others in the private sector might not be contributing any actual skills or even resources to a joint venture for underwater diving.

Their only “asset” in any joint

venture would be the benefit of their company being owned by Guyanese. This may explain the push for legislation that will make “being Guyanese” something of great economic value.

I also note remarks by the Director for the Centre for Local Business Development, Natasha Gaskin Peters, who said that when the oil companies spend to procure goods from a local company “if they are importing them, that is not really local content.” Indeed, that’s basic trading and simply “getting a cut” for being a local company.

And that might also mean higher costs to the operator and therefore less revenue to

the government.

Again the bigger issue remains: there is a very real danger - in fact, it is happening already - that many other sectors will lose workers and economic resources in the private sector’s blinkered rush to profit off of oil.

That is the exact opposite of what President Ali envisions for a diversified and resilient economy.

That is why the call for a full understanding of the country’s labour force and projections on what the industry will need for the next five to 10 years is so essential.

PPP/C members, supporters and all Guyanese must demand justice for Sash Sawh and his family DEAR EDITOR, It is now 15 long years since Satyadeow ‘Sash’ Sawh, his sister Pulmatie Persaud, his brother Rajpat Sawh and the security guard Curtis Robertson were brutally murdered by terrorists on April 22, 2006.

It is an absolute shame that, after all these years, the People’s Progressive Party/ Civic (PPP/C) has not publicly provided objective and complete answers for what happened to one of its leaders, nor has it identified the organisers of this terrorist act.

These murders should be one of the priority ‘cold cases’ to be solved.

Sash Sawh served three PPP/C Presidents - Cheddi Jagan, Janet Jagan and Bharrat Jagdeo. Therefore, the PPP/C has the primary responsibility for putting an end to the hearsay, rumours and theories about supposedly inner-party jealousies, forestry concessions and drug lords. We Guyanese, at home and in the diaspora, need an answer as to why police assistance from the Federal Bureau of Investigation (FBI) and the Royal Canadian

Mounted Police (RCMP) never materialised.

All PPP/C members and supporters must support his wife, sons, relatives and friends who have been consistently calling on the PPP/ C leadership, for over 10 years now, to complete a full and proper investigation.

Satyadeow Sawh was a patriot and internationalist whose time among us was too short. He was a compassionate and intelligent person who graduated from York University in Toronto with a Degree in Economics.

He was one of the most effective democratic leaders in the Guyanese diaspora in North America, an outstanding Ambassador for Guyana and one of the most dynamic, efficient and effective Ministers ever in any Guyanese Government.

As we know, between 1968 and 1985 in Guyana, there were rigged elections, economic decline and trends towards dictatorship and the militarisation of the society.

That was a very difficult time for the democratic forces in Guyana. Some PPP leaders in Guyana defected to the PNC,

In the document, objectives are set out for a renewable power transition that includes hydropower, solar power, wind and bioenergy. The Agency is currently enthusiastically rolling out solar power initiatives all over the country and has expressed commitment to hydropower initiatives including the resuscitation of the ill-fated Amaila Falls Hydropower project.

Logic would dictate that the country cannot be simultaneously transitioning in the short term to primarily renewable energy for domestic (meaning national) purposes, and fossilbased natural gas electricity generation at a cheaper price than heavy fuel – we barely have the economy of scale for one of those pathways, much less both. From 1982 to 1993, in response to these challenges, Sash Sawh, the patriot, led the Association of Concerned Guyanese (ACG) in Toronto to organise the Guyanese diaspora and Canadian organisations to support the successful return of democracy to Guyana in 1992.

As an internationalist, Sash also led the ACG to support organisations in Toronto that were struggling for an end to nuclear arms, for the liberation of South Africa, Zimbabwe and Namibia, for an end to dictatorships in Central and South America and for progressive change in the Caribbean, Europe and Asia.

From 1993 to 1996 in Venezuela, Satyadeow Sawh distinguished himself as an Ambassador for Guyana. In recognition of his contribution to improving relations between the Guyanese and Venezuelan nations, he was honoured with a national award in Venezuela.

Today, the Guyanese diaspora in Venezuela, who

number over 30,000 persons, still fondly remember Ambassador Sawh for his steadfast support of their legal rights in Venezuela and for facilitating many of their family members to return to Guyana.

In 1997, Satyadeow ‘Sash’ Sawh was mandated by the late President Dr. Cheddi Jagan to create the new Ministry of Fisheries, Other Crops and Livestock.

Under his leadership, the agricultural sector was diversified into new and expanded sub-sectors like honey production, commercial fish farming and processed juices.

As a Minister, Sash was humble, caring and approachable. He had an unbreakable grassroots connection with fisher folk, farmers, workers and the poor. He understood their problems, concerns and aspirations, and represented their interests with zeal, passion, and integrity.

Regardless of ethnicity or political affiliation, Minister Sawh carried the message of “food security” to farmers in their villages across Guyana.

tion of electricity costs for households and businesses; making Guyana’s energy cost globally competitive; working with Brazil and Suriname to create a new energy corridor; and outlining a clear path to becoming a net energy exporter. The question is, are we taking the natural gas pathway or are we taking the renewable energy pathway towards these goals?

What in essence really should be a binary choice, at present is being presented as seemingly schizophrenic policy with one section of government taking a gung ho, Oilfield of Dreams approach to natural gas (If you build it, the savings will come) and the other section forging ahead with a seemingly sound renewable energy transition plan but one that appears to completely ignore what is being sold as a fait accompli with the gas to shore project.

Two roads are before us when it comes to addressing our energy needs over the medium to long term.

We cannot travel both and be one traveler or, as we seem to be telegraphing, continue to straddle both with different legs, one increasingly at odds with the other. What we need from government is a clear, comprehensive, fact-based plan to how we sensibly and practically handle our energy future, at the very least in the medium term. Whatever path we decide to take, that will make all the difference.

Rape had psychological effects on Mahadai Das DEAR EDITOR, I thank Freddie Kissoon for that spot on commentary on Mahadai Das (Apr. 6). I have anecdotes to share about Ms. Das confirming that she, like so many others, was a victim of rape.

She had astonishing beauty as colleagues stated.

I did not meet her till around 1985/86 in New York through an introduction by Ravi Dev. I also met her at events organised by and at the home of the great dancer Gora Singh, son of Rajkumarie Singh, whose name Freddie mentioned. Freddie is right that rape at national service had a psychological telling effect on Mahadai Das. I know of Ms. Das through her crowning of the coveted title as Ms. Diwali Queen and her controversial support for national service that almost the entire Indian population opposed. I too fought against national service when I was a student at Corentyne High School. Although, I paid for that green dressing outfit, as was mandated, I refused it and never got a refund. I was a lucky one who escaped to America to pursue tertiary studies rather than sought entry at UG where I would have been forced into national service.

As Mahadai revealed to me and Ravi Dev that national service destroyed her life.

Dev used to lead a group called Guyana United Democratic Movement with an office at 168 Place, Jamaica. Dev was also founder and funder of Indo-Caribbean Social Center and Caribbean American Resource Center (with Roop Persaud). Activists

used to gather there where I met Mahadai on a few occasions. Gora Singh was our contact with her and I encountered Das at his apartment. Ravi also met her at Gora’s apartment in Brooklyn.

Ravi and I also met her at or near the CUNY Graduate Center (42nd Street) where I was enrolled for my PhD studies in International Politics; Dev and I would meet regularly there during the 1980s.

Mahadai was doing graduate studies in Literature at Columbia University and needed a part-time job. I promised to assist. I was also doing a second MA in Economics at CCNY having already completed the MA in IR and was elected President of the Graduate Student Council. I approached the Director, Edward Evans, of Extra Curricular Activities at CCNY for permission to hire Ms. Das. He consented and the GSC approved. A Guyanese professional engineer (with initials RR) who served on the Council was hesitant about hiring her because he knew of her background when he was a student at UG. She led groups who used violence against student protestors against national service. RR was a victim and he was forced into national service in order to get his diploma to further his studies abroad. RR confirmed Das was raped as were hundreds of others. I convinced him to put it aside and support the motion to hire Ms. Das on a part-time basis.

Das and I interacted quite a lot in the GSC office at NAC/ 210. As McDonald penned and as Freddie affirmed, Das was absolutely brilliant, an

accomplished poet, finest product of Guyana. She was widely read. I too read a lot of world renowned literary works. She knew literature extremely well having read the works of virtually every literary figure imaginable. She was an excellent product of Eccles/Peter’s Hall.

Das did tell me and Dev that she was raped at national service and she got no empathy or support from the Burnham government.

Freddie is right about Das’ support of national service and her expectations of it. She was an idealist who really believed national service was good. Ironically, she was a cheerleader for national service until she was raped. She revealed that other girls were also raped at national service.

Indian doctors in Georgetown told me that rape was a common occurrence at national service. They treated hundreds of victims and performed abortions on many, unwanted pregnancies that were the result of rape. Abortion was common to avoid shame in the family. Girls from very prominent families were raped. Two doctors treated the bulk of the cases. One prominent doctor passed on

a few years ago while the other is not doing very well health wise. He told me: “Rape was a regular thing. I treated many patients. I could not make a report of allegations of rape because of fear for my life. My patients included government Ministers and their families and army, national service, and police officers. All the bigwigs from President to PM to Ministers came to me for various ailments”.

But both Dev and I could detect psychological issues affecting Das. At times, she was not ‘normal’. I am not a psychologist (although a course was mandatory for my BS in Bio-Chemistry and six courses were required for my licensing in teaching). And I am not an expert on rape. But I detected in Das an anxiety syndrome, depression, and stress. Her voice, thinking and speech were not at times normal. There were deep scars and psycho-trauma.

She looked frail. There were flashbacks of the trauma of rape. She displayed anger and aggression and she displayed distrust of men. Dev and I discussed her ‘issues’ and tried to assist as best as (Continued on page 6)

There is an upside to the COVID–19 pandemic DEAR EDITOR, The COVID-19 pandemic has caused the imposition of severe restrictions to airline travel as well as group gatherings. Heads-of-state and various Ministers that would have been plane hopping to the numerous conferences and meetings are now doing all of them virtually.

The upside to this is that our President and his Cabinet have freed up a lot of time to physically attend to our problems locally. It is a joy to see Ministers each and every day all over the country, sometimes in one day at warp speed being at extremities, for one minute in Crabwood Creek and the next at Lethem solving a host of issues on the spot.The President and his Ministers are having a first-hand and on the ground assessment of the work or lack thereof by designated government agencies and per-

sonnel. Clogged drains, silted canals, inoperable pump stations, water woes, lack of electricity, errant engineers, petty crimes, drug abuse, larceny, dilapidated community centres, poor healthcare service, outstanding pension payments, unattended house lot applications and a host of important community matters that were long neglected or given short shift by government officials are brought to light. The President and his Ministers are actually remedying most of these problems on the spot or instituting systems in place for an effective solution for those that will require some time to resolve.

This is really a situation of the government working for your tax dollars and maybe an upside brought about by the COVID-19 pandemic.

CONTINUED SCHOOL CLOSINGS DEAR EDITOR, I refer to the article titled, “Schools to remain closed for April - Education Minister” (KN April 5). There is comfort that the authority vested in the Hon. Minister of Education is exercised with the wisdom of restraint, through sensible discretion. I think that it was the only step that could have been taken, all circumstances appropriately weighed, and I applaud the Minister for doing so.

This should be comforting to most parents, though quite a few of them would like for their children to be out of the house and in a real physical classroom setting, with all the related pros and cons attached, understood, and accepted.

The children may have other ideas, as they are straining at the virus-imposed isolation, which distances them from their friends and the fastfading freedoms of youth, especially the senior ones.

Social media fills some of the voids, but is a poor substitute for pressing the flesh, and the heats-meteorological, mental, physical, emotional, instructional, and environmental that are all parts of a regular

school day. We can all recall that one about school days being happy days, and before we knew it, we were speaking in the past tense about ‘those were the days.’

Despite those considerations and pressures building from parent and progeny, the times do not leave with much choice. It is: open schools and be open to every manner of second guessing. Open to wisps being blown up into whirlwinds. Open to questions about sanity and smarts and the possession of any particle of good sense.

Those would be the albatrosses that the Education Minister would have hung around her neck. I would say rightly so. Nobody would be interested, or have any patience, with any attempts at justifying reopening because consultations with the COVID-19 Task Force and the Health Minister and his professionals led in that direction.

I wouldn’t, and whomever is responsible, whether directly or indirectly involved in the decision-making, would not hear the end of it from me in the most scornful and scorching terms. However, my first aiming and primary salvoes

would be in the direction of the Hon. Minister of Education.

Editor, I am willing to admit that it may be unfair, but schools are automatically seen as inseparably attached to the Minister of Education and not the one from Health or elsewhere; not even that abstraction, which is a secret society to most Guyanese, the Cabinet.

Therefore, she has to draw line, stand ground, and throw down the gauntlet: cross at peril. Stated differently, no reopening of schools, protecting her charges. When the uptick of numbers is contemplated not an avalanche, but unnerving enough - it is clear that the virus currently has the upper hand in this literally lifeand-death struggle, and that it gains ground slowly, remorselessly. Thus, I say: let’s not tempt the Fates. Let’s not push the envelope with inconsiderate, hasty reopening.

The best euphemism for that would be too aggressive. The worst ones would be outright stupidity or damning foolishness.

Together we can conquer the deadly virus DEAR EDITOR, Every year, the Easter is celebrated with gusto and enthusiasm. It is a celebration of joy and peace upon the earth but more importantly a celebration of light upon the earth when Jesus is resurrected. Christians gather in churches to commemorate the event of resurrection and hence consolidate the faith in the resurrection. In Guyana, flying kites is very

much associated with the Easter where people of every walk of life fly kites in unison.

This used to be the way in which we celebrated the Easter. However, this year has brought an enormous challenge to all celebrations, including the Easter. Due to COVID-19, this year, Easter saw a much toned down celebration mostly confined to the homes. It seemed Easter light was dim both from COVID and rain. In order for us to see the light, we need our eyes. Light on its own,

without the eyes, is meaningless and also if we have excess of light, our eyes might be blinded or vice-versa. We have huge challenges ahead of us in ensuring that we, as a community, see the light of Easter as we overcome the darkness of COVID-19. Jesus conquered darkness of death so shall we also conquer this pandemic. However, it is crucial to cooperate with guidelines and measures that are in effect to slow and conquer this deadly virus.

Das completed her MA at Columbia and transferred to University of Chicago for her PhD. Something went wrong in her Chicago Studies, which was suddenly discontinued. I lost touch. Dev funded her travel to Barbados to be with a sister or family member who cared for Das. Sometime later, during my visits to Guyana, I would see Das frequenting WPA office on Croal Street and interacting with Rupert Roopnarine. She needed comprehensive care.Mahadai Das was a teenager at

UG, very naïve, and would have lacked the capacity at the time to understand the dishonesty of political figures, the wretchedness, and travails of politics. She was coerced into supporting national service, thinking she would be protected from violence. Even the big ones and her support for Burnham could not protect her from being violated. Talent, skills, culture didn’t/don’t matter. But like other beautiful youngsters, she was preyed upon by men in

authority. In the end, she took refuge in her culture, which has been marginalised by successive governments. Her culture gave her the spirit to live on. She was a very strong woman who withstood so much abuses at national service and by those who ‘used’ her for their own selfish ends.Since it was introduced by Burnham in around 1975, there has never been an inquiry into rape at the national service to bring closure or justice to the victims. It can’t be “bear am and forget am”! It is not too late for a national inquiry.

Black Bush Polder is not an isolated case A young woman wrote a very distressing Open Letter to the First Lady of Guyana, Mrs. Arya Ali. In that letter she detailed her frustration at the lack of opportunities for persons in her community, Yakusari, Black Bush Polder (BBP). She highlighted her own challenges in attending school, in deferring her dream career and in finding employment.

Her story got the attention it sought. An obviously embarrassed Minister indicated in a Facebook post that her Ministry will find the girl.

However, the struggles of this one young lady are symptomatic of a national malaise and one which disproportionally affects not a few individuals but tens of thousands of school leavers.

This is a rural problem not an individual problem. Finding that young lady and providing that young lady with a scholarship will not resolve the plight of the tens of thousands of young rural schoolleavers who lack similar opportunities.

The Office of the First Lady responded with a statement. It thanked everyone who had brought the young lady’s plight to the First Lady’s attention and indicated that she and the Minister had discussed how they can bring meaningful change to BBP. BBP is not an isolated case. How many interventions will be needed? This is a national problem which cannot be solved by selective interventions. Each year thousands of teenagers leave

school and encounter limited opportunities for further education and employment. The problem is most acute in rural areas, and it has generally gone unnoticed.

BBP has its own deepseated problems. It is one of the areas which is most prone to suicides and the authorities have not found out why this is so.

One month ago, a letter writer pointed out that given the wealth which this area generates, the communities in the Polder should have had better lights and roads. They should also have had better opportunities for the schoolleavers.

Instead, suffering and suicide blights the communities of BBP. Many parents cannot afford to send their children to school. Many parents cannot afford to send their offspring to the Tain Campus to further their education after secondary school. Many of those leaving school cannot find employment. Some people cannot afford a decent meal every day.

The news which comes out of the Polder is problemriddled. If it is not floods and drainage, it is bad roads, lack of internet, landlines and poor water supply. If it is not murder and suicide, it is streetlights and robberies or the loss of cattle. BBP is a list of tragedies.

The only escape is migration. This often means trying to get abroad by any means possible, including arranged weddings. There is a lot of heartbreak in the BBP area because many young men are

forced to leave their girlfriends and seek jobs outside of the Region. Some of them end up in Suriname. Many never go back.

And yet, BBP is one of the top-producing agricultural areas in the country. The area produces rice and cash crops, which feed large sections of the country’s population. So why then should there be this problem with lack of opportunities?

Rice has been the backbone of BBP. But there are still feudal relations within the rice-growing sector in Guyana, and this includes BBP. And land ownership is skewed.

The problem with BBP is not unique to rural Guyana.

It is a problem of economic inequality.

If the First Lady and the Ministry of Education intend to make interventions in that area, they should examine the economic inequalities in the Polder. They should examine who has the land and who benefits from government services the most and the extent to which those persons plough back their wealth into the community.

But the problem is also one of economic policy.

Since Cheddi Jagan died, the PPP/C has pursued an economic model that promotes inequality. The trickle-down effect of the neo-liberal did not trickle down to BBP. The PPP/C should be asked what it did for BBP in terms of creating jobs outside of rice and sugar for the people of BBP. BBP has been left behind also in education. If the Min-

Bolivia and Guyana: Oh the stupidity of humans!

The PPP made a stunning comeback in the March 2020 election. Seven months after this achievement in Guyana, it was repeated in Bolivia. The Movement Toward Socialism lost power when the military, in October 2019, pressured President, Evo Morales to resign.

An interim government was installed, whose leader from the Senate ruled for a year then decided to contest the October 2020 election along with several right-wing parties. They lost. Why? Because for the year they administered Bolivia, they refused to learn the lessons that

hundreds of years have given the people of the 21st century.

When in power, when you criticise the leaders you removed, you have to rule in the opposite way. You have to distance yourself from the raggedness, corruptibility, mistreatment of the poorer classes, arrogance, incompetent management, etc., of the previous administration. If you do not do that, the electorate will come to hate you and would be eager to remove you.

Before we discuss Guyana, I keep referring to the election of the left-wing party of Greece, Syriza. It came to

power in 2015 during severe austerity measures imposed by the European Central Bank as a requirement for debt relief. Its rejection of the harsh impositions made it very popular among the Greek people who voted it into power.

Then Syriza’s Prime Minister, Alexis Tsipras, did one of the most idiotic things any politician from any age could have done. The very austerity impositions he denounced when in opposition, he accepted and implemented in even more severe ways.

Tsipras had to be the biggest fool in the world to think he

would be re-elected. The obvious picture of him in front of the eyes of the voter was that of a deceiver. If you promise citizens to reduce the working hours and when you come to power and you didn’t do it, they may forget the promise. But they will hate you when do the opposite, that is, extended the working hours. So we have Greece, Guyana, Bolivia and there will be hundreds more like them in competitive elections in the future, the reason being people refuse to learn from the graphic mistakes that reside in history. In Guyana, the March 2020 election drama

will not fade away because the Guyanese people have internalised a strong historical lesson.

In the 21st century, with the ubiquity of social media, the faults and sins of all governments will be intensely discussed; no country is exempted. This is what happened to the APNU+AFC, 2015-2019. Its broken promises, corruptibility, power drunkenness, anti-working class insensitivities, mediocre performance, distant leadership and insipidity of its presidential outlay enraged the voters who expected so much after 23 years of PPP domination.

The thing that Guyana, Bolivia and Greece have in common is their former ruling parties face a dismal future.

The Movement Toward Socialism is unlikely to be defeated by a disjointed conservative movement. Syriza’s success was born in unique circumstances that will not be repeated in the distant future in Greece.

In Guyana, the worst case scenario is present. The AFC’s death is a scientific fact; though they say never apply science to human behaviour. What could happen is that one of the smaller parties can slowly develop to attract the type of voters that gravitated to the AFC between 2002 and 2014. But that is way down into the future.

The PNC is going to continue to be a weakened party.

It recovered from the Corbin years because people saw the new leadership plus its alliance with the WPA as the birth of a different PNC. The selfdestruction of the PNC from March to the present time

Frederick Kissoon makes it difficult to regain its historical strength.

It is impossible for the PNC to gain power in the coming decades. First, it does not have numbers to ever win an election. Secondly, no smaller party is going to touch the PNC even with a 10 feet pole.

One can say with definitiveness that the future of the PNC is uncertain.

The vacuum is worrying because no matter how electorally popular the PPP will remain, no matter how generous the PPP will be with oil revenues, no matter how deep will be the lessons, the PPP would have learnt from its 23 years in power, transparency, accountability, good governance and democracy will always be preserved even in diluted forms once a country has an energetic, vibrant and competent opposition. I guess it would be best to say that a party named the AFC and an entity named the ANPU was a moment that may never come again.

Linden woman missing days after she planned to move out of boyfriend’s house The relatives of 21-yearold Shonnette Dover of Wismar Linden, are calling on Linden police to investigate the circumstances surrounding her mysterious disappearance some days after she had planned to move out from her boyfriend’s house.

Dover has been missing since Saturday, with the last person that claims to have seen her being her brother, Trion Dover, who said he gave her $2,000 after she asked him for ‘a raise’. He said she was in the company of an unidentified girl.

Commander of Region 10 Hugh Winter said, the police are investigating the matter and have questioned all parties involved. He said information was shared with the other divisions in hopes of finding her.

Speaking to Kaieteur News on the matter, Shonnette’s cousin, Esther Dover, said Shonnette confided in her a few days prior to her disappearance that she wanted to move out of her

boyfriend’s home because she was fed up of him cheating.

“She was planning on leaving her boyfriend to move back with the grandmother where we used to stay, she was planning to move back and leave him…I am the only person who she told. I am the only person that know what she was planning…he is a cheater but she never mentioned him being abusive,” Esther Dover said.

She said according to Shonnette’s sister who was staying with her, she was last seen when she left for work but according to her workmates, she never turned up to the bar where she was employed. She was last seen at work since last Thursday.

Her boyfriend Shaquan Allen, told Kaieteur News that he and Shonnette had no issues, but later in the telephone interview, he said that he saw an individual’s name in her phone and when he asked her about it, she told him not to question her about

Fisherman feared drowned after net pulled him overboard A 45-year-old fisherman is feared drowned after the fishing net, which he tossed into the sea got entangled with his feet and pulled him overboard at Waini River Mouth, North West District.

According to police, Vickram Hardowar also called ‘Ramo’ of Uitvlugt Village, West Coast Demerara (WCD), reportedly fell overboard sometime around 04:30hrs on Monday, while he was in the company of six other crew members.

Kaieteur News learnt that Hardowar and his crew would normally go out to the Region One area to fish. It was reported that, on the day of the incident, the father of one was seen tossing the fishing seine in the ocean some 65 miles offshore when his feet got entangled with the seine. As a result, the fisherman lost balance and fell overboard.

One of his crew members, who saw what transpired, told investigators that he tossed two life jackets in Hardowar’s direction and was in the process of turning around the boat, when he heard him shouting for help three times.

The man reported that after the 45-year-old called for help; he didn’t hear him after that. After learning what transpired, the fishermen then began to search the area but came out empty handed.

Yesterday when Kaieteur News contacted the man’s family, his sister Dolly Hardowar related that on Monday around 15:00hrs, she received a call from her brother’s boss man, who informed her of the incident and that Hardowar wasn’t seen since. After hearing the news about her brother, she and her relatives went and made a report to the police. According to Dolly, her brother who normally lives with her had left home one week ago to go to the area. She stated that he would usually spend two weeks out on the sea before returning home. She related that since his departure, she has not made contact with him because he does not have a phone. Meanwhile, an investigation into the incident is currently ongoing.

“When I go and look and see, I saw the key right where I left the key and I said, this girl ain’t come home but I know the first time she did something like that and when I was looking for her, she was at her mother’s residence so I didn’t dig nothing, I sleep,” he related.

After calling her phone the next day and it was going to voicemail, he went over to the mother’s residence who told him Shonnette is not there and she did not sleep there.

Two persons succumb to COVID-19, 31 new cases recorded - MoH The Ministry of Health (MoH) yesterday reported two new COVID-19 fatalities, a 78-year-old female from Region Ten (Upper DemeraraBerbice) and a 67-year-old male from Region Three (Essequibo Islands-West Demerara).

According to the MoH Press Release, both persons passed away while receiving treatment at a medical facility and now take the country’s toll to 249 COVID-19 deaths.

However, both deaths were

not reflected in yesterday’s dashboard.The Ministry also recorded 31 new cases, now bringing the country’s total of confirmed cases to 10,637.

According to the MoH updated dashboard, 12 persons are currently in the COVID19 Intensive Care Unit (ICU), eight persons are now in institutional quarantine, 75 in institutional isolation and 947 in home isolation. Additionally, a total of 9,354 persons have since recovered from the virus.

Accident claims life of pensioner An accident that occurred on Monday night on the Providence Public Road, East Bank Demerara (EBD), at around 21:30 hrs. has claimed the life of 86-yearold, Neville Williams, a resident of New Scheme, Herstelling, East Bank Demerara.

According to a press release, a motor vehicle with plate number, PYY 114, was proceeding south within the eastern drive lane along the eastern carriageway.

The driver reported that the pedestrian walked out onto the roadway and directly into the path of the vehicle.

The suspect then allegedly tried to swerve from the deceased, but failed due to his close proximity. This led to the left side of the vehicle colliding with Williams. As a

result of the impact, Williams fell to the road where he sustained several injuries.

Kaieteur News understands that the driver exited the vehicle in order to render assistance to the injured but conscious Williams.

He then proceeded to place the victim in the vehicle and rushed to the Accident & Emergency Unit of the Georgetown Public Hospital Corporation (GPHC). On arrival, the injured man was examined by a doctor, who subsequently pronounced him dead. A post mortem is to be conducted to determine the cause of death.

Police conducted a breathalyzer test on the driver and no trace of alcohol was present.

He is currently in custody and investigations are continuing.

Man found with smoke grenade in his possession Police yesterday arrested a man who had a grenade in his possession at Middle Walk, Victoria, East Coast Demerara.

According to information received from the Guyana Police Force, at around 13:50 hrs., officers were dispatched to look into an incident at Middle Walk, where the suspect was alleged to have done damage to the property of taxi driver, Rondell Thorne.

When the officers arrived, the suspect was reportedly seen running away; the police gave chase and caught up to the man and detained him. After conducting a search, they found an unused smoke grenade that was on the suspect’s person.

The man was arrested and taken to the Cove and John Police Station, where he was placed in custody.

Measure local content by value not volume – T&T Oil Expert warns Guyana While the Energy Department is in the process of adding the finishing touches to the draft Local Content Policy, there is one key rule that should not escape its attention—Measure the number of goods and services used as well and locals employed by value and not by volume alone. This was noted by Anthony Paul, a Trinidadian Local Content Expert. He made this revelation during a guest appear-

ance in October 2019 on Kaieteur Radio’s - Guyana’s Oil and You programme.

There, the Energy Advisor said, “I like to think of local content as something we can measure because if we can measure it, then we know how well we are doing. People often describe local content as the number of people employed; the number of companies engaged.

But remember, every activity has to be budgeted for. As

such, I like to think of local content in a monetary sense.

I ask, ‘What is the value of inputs for the activities being carried out in the sector?”

On this premise, the Energy Advisor said that a company’s local content plan must therefore spell out how many people would be employed, for how long, to do what, and how much they will be paid. And while this is being done, he said that one must examine how the foreign

participants can be used to build capacity.

Paul said, “So if you have a five-year project, you must ask what the company’s starting point for local content is, where will you be after year one, after year two, and so forth, in a way that you will see progress.

For this, you will also need targets.”

Additionally, the Trinidadian said that the foregoing information needs to be stored in

a place where the right institutions can have it. ”In this way, the University of Guyana, for example, can see what skills the agencies serving the sector need down the road and figure out what it needs in order to provide that. ”Even the investors, they need to have access to information that will allow them to see what projects are coming down the road so they can take that and build a business and build proper plans, which they can take to the bank,” the Energy Advisor expressed.

Paul stressed that access to information will be critical to Guyana’s success in achieving maximum local content while noting that an accountable regulator would be instrumental to the process.

The Local Content Expert said, “Remember, at the end of the day, your oil is paying for every person that is trained or employed. You pay for everything…so make sure you get it right.”

Consultation underway for the enactment of social work legislation A series of consultations is underway to enact legislation to guide social work practices in Guyana. The discussions will include input from several stakeholder organisations, including the Ministry of Human Services and Social Security, as well as, the University of Guyana.

Director of Social Services, Whentworth Tanner, told Kaieteur News that the Ministry has been moving towards creating a Social Work Act, which will allow for the licensing of those employed in the field locally.

He had explained that the Act will guide social workers and educate them on how to resolve challenges better.

According to Tanner, this will help to keep social workers accountable for the services they provide and “ensure that persons cannot practice if they are not abiding by the guidelines set out in the social work standards.”

At present, social workers are guided by a policy which was drafted since the 1970s.

In addition, the Ministry had developed standards to guide

The relatives have become even more anxious, following the discovery of the decomposed body of 19-yearold Joel Skeete whose corpse was found between rocks on the western side of the Demerara River at Belle Vue. The youth had been reported missing last Wednesday after he never returned home from an evening trip to the barber shop at the Harbour Bridge Mall.

Logger gets “licks” after approaching man to fight A logger who approached a man to fight on Monday ended up “getting licks” at Kwakwani Park, Region Ten. Police identified him as Adolph Allicock, better known as “Dog Man”. Allicock was beaten sometime around 22:35hrs.

According to police reports, Allicock believes that the man is sleeping with his wife and has been angry with him for some time now. On Monday night, he reportedly saw the individual walking in the company of friends and decided to approach him (the man) with a rum bottle in his right hand.

Police stated that Allicock started an argument with the man and pelted him with the rum bottle. The individual was struck to his face and in retaliation, he reportedly picked up a piece wood and began beating the logger.

Suspect confesses to killing Swan man in home; claims intention was to rape female occupant One of the two suspects arrested in the murder of a man who was found dead in his Swan, Kuru Kururu, Soesdyke/Linden Highway home, has reportedly confessed to detectives that he is guilty of being involved in the killing.

The lifeless body of 23year-old Roy Ross was found with multiple stab wounds in his living room sometime after 06:00hrs on Monday by his neighbour.

Crime Chief, Wendell Blanhum, has confirmed reports that the suspect admitted that he was involved and he implicated another individual who he claimed fatally stabbed the victim.

Kaieteur News was told that the suspects went to Ross’s house with the intention to “commit an unlawful sexual act on one of the occupants of the house”, with the expectation that he (Ross) was not at home.

The two shared a relationship and have a child together. In his confession, the suspect told investigators that upon their arrival at the house, they were confronted

According to information received, Ross’s girlfriend was staying with her mother but had gone to check on him in the company of her brother.

ne man was killed on Monday fol lowing a gambling row which took place at “Rocky Shop”, located in Second Street, Grove, East Bank Demerara (EBD).

Police identified the dead man as Trevor Alfred, 49, a shopkeeper of Nazarene Street, Grove Squatting Area.

According to reports, Alfred was stabbed to death by his gambling partner sometime around 18:30hrs.

The two had been gambling in the shop when an argument erupted between them over money. As a result, the shop owner chased them outside.

Alfred reportedly lost his balance and fell to the ground and his gambling partner dealt him several stabs. Police stated that Alfred managed to free himself and ran but his gambling partner chased behind him.

The gambling partner eventually caught up with him and they continued fighting until they both ended up in a culvert stabbing each other.

With both men wounded, public-spirited citizens intervened and they were taken to the Georgetown Public Hospital Corporation (GPHC).

Alfred was pronounced dead on arrival while his alleged killed was treated and admitted under police guard.

Sash’s focus was on how farmers and processors could increase their incomes by exporting value-added products and by substituting imported foods with quality local products.

There were successes.

Seafood export revenues grew from US$3 million in the early 1990’s to over US$62 million in 2007.

In 2001, over 40 percent of the chicken that Guyanese consumed was imported from the USA. By 2011, Guyana became self-sufficient in poultry production.

Everyone, especially

young people, can learn a lot from Sash Sawh. He set an example by his deeds and not just his words.

Even when things went wrong and there were defeats, he displayed an unwavering commitment to the cause of democracy and a better life for all Guyanese.

His ethics were grounded in his religious and moral upbringing, the compassionate lessons of his parents, and his life experiences growing up in Mahaicony and, later, Georgetown.

The secret of Sash’s success was his self-sacrifice and devotion to what he loved to do, happily serving his family, country, farmers, workers, the poor and the disadvan-

taged.

He was a loyal son, a fantastic father and husband, a patriot and an internationalist – a true humanitarian.

Sash was always dedicated, committed and loyal to the People’s Progressive Party/Civic.

He had an impressive ability to effectively articulate the struggles, aspirations and victories of workers, farmers and other working people. He was blessed with a booming voice and an undeniable ‘people’s touch’.

This was confirmed at his funeral when thousands of Guyanese showed an outpouring of love for him because he was honest, forward-looking, competent and

inspiring, and he had a genuine interest in their wellbeing.

His happy personality, joyous laugh and engaging smile infected everyone. He was a perpetual optimist. He was not a negative or complaining person. He was always cheerful and enthusiastic.

All PPP/C members and supporters and all Guyanese, at home and in the diaspora, cannot be silent and allow the injustice of April 22, 2006 to continue.

We want the PPP/C government to hold an investigation now. If we do not do this, then it will be the PPP/C’s shame for generations to come.

Man arrested for robbing men dining at restaurant identified as suspect in another robbery The 22-year-old man of ‘B’ Field, Sophia, who was arrested on Monday in relation to the million-dollar robbery carried out on two men, dining at a restaurant last Saturday, was positively identified yesterday by the victims in that matter and was also identified as a suspect in another robbery.

According to reports, the suspect, Christopher Cornette, a clothes vendor, in the company of another, walked into a restaurant at Lot 15 Klein Pouderoyen, West Bank Demerara, and reportedly robbed Navindra Kooblall, 34, a boat captain, of La Grange Old Road, West Bank Demerara, and Leon Dyal, 33, a sales representative, of Aron Street, Goed Fortuin, West Bank Demerara, of millions in cash and items.

Cornette was arrested on Monday, and last evening the Guyana Police Force (GPF) in a

statement revealed that he was positively identified by Kooblall and Dyal during an identification parade.

Kaieteur News had reported that last Saturday, between 20:15 hrs. and 20:30 hrs., Kooblall and Dyal were dining at Hong Xiang, a Chinese restaurant, when Cornette and his accomplice, both armed with handguns, walked into the restaurant and approached their table.

CCTV footage shows one of the bandits holding the men at gunpoint, while the other pulled the gold chains off Kooblall’s neck.

Both men stayed still with their hands in the air while the bandits continued relieving them of their valuables.

According to a police report, Kooblall was reportedly robbed of six gold chains valued $2,145,000, two gold rings valued $220,000,

one gold band valued $400,000, one iPhone pro 11 max cell phone valued $320,000, one Samsung A17 cell phone valued $150,000 and $300,000 cash. The total worth of the items was $3,320,460. As for Dyal, he was robbed of one Samsung A50 cell phone, valued $60,000 and $195,000 in cash.

Based on the CCTV footage, after relieving Kooblall and Dyal of the items, the bandits then instructed them to walk to the back of the restaurant. The bandits then exited the restaurant and made good their escape in a white 212 motorcar.

Additionally, while on the identification parade yesterday, Cornette was also positively identified by Jadeshwar Doolchand, as the person who robbed him on March 30, 2021, at Goed Fortuin, West Bank Demerara.

Rose and James upbeat about Guyana’s chances

tanton Rose Jr., the captain of Guyana s e n i o r m e n ’s basketball team, along with co-captain Delroy James, are both confident that the selected 12-man squad can continue to create history for Guyana when they touch down in El Salvador for their first ever appearance at the CONCECABA prequalifiers for the International Basketball Federation (FIBA) 2023 World Cup.

Rose, during an interview with Kaieteur Sport, shared his thoughts on the composition of the team that departs Guyana on April 12, “I feel good about the team, we have the pieces we want but I think maybe we needed another pure shooter but that’s what the coach gave to us and I am confident in his decision making and the ability of our players to get the job done because we have a little bit of everything in the squad.”

Despite being surrounded with a few players of with more experience, Rose is unfettered by the expected pressure and he shared that, “It will be a bit challenging but as long as we can communicate with each other we will be fine.”

Delroy James, back in Guyana since 1993 when he was seven years-old, gleefully divulged to Kaieteur Sport that, “It’s surreal to be back here

especially after travelling all over the world, I’m happy to return to my roots and to play for my country. To help them (Guyana) take their game to higher heights is a very precious moment for me.”

“We have a very good team and I think that we just have to take it one game at a time and we will be able to compete and make the next stage of the world cup qualifiers.”

Although Stanton is many years his junior, James has 100% faith in the young man, “He should be the captain, he has been in the system for years and he is the future of Guyana basketball.

I still think I can learn from him about the playing style of the Guyana team

and don’t know everything but I will try to help him as much as I can by sharing my experience.”

Despite much criticism about the final 12 players, James, who has much success in European ball noted that, “I’m happy about the squad makeup, it is a bit crazy that it got cut down to 12.

I wish it was 14 because we missed out on two very good players but it just shows how crazy our squad depth goes when two good players get left behind.

Initially, Guyana was set against the hosts, Nicaragua, and Costa Rica but a late application by Jamaica has now seen the number of teams in the first round of qualifiers moving to five.

The teams will be contest one-off round-robin games with three out of the five teams moving on to the next round of qualification.

Guyana will tip off the competition when they clash with Nicaragua on April 15 from 21:00hrs then they will play Jamaica the next day at 18:00hrs followed by El Salvador on the 17th at 21:00hrs before their last game against Costa Rica on the 18th at 18:00hrs.

Teenage prodigy Gauff plotting own path to glory (Reuters) - American teenage prodigy Coco Gauff says she is spending less time on social media now as she focuses on charting her own course to success in tennis.

Gauff has been in the spotlight ever since her astounding run as a 15-yearold at Wimbledon in 2019, where she knocked out her idol and five-time champion Ve n u s Wi l l i a m s a f t e r becoming the youngest player in the professional era to survive the qualifying draw.

Her dream run at the grass court Grand Slam continued until the fourth round, and the following

year she reached the same stage at the Australian Open on the hardcourts of Melbourne Park.

Expectations for the now 17-year-old Gauff have remained high, and she is constantly trying to live up to them.

Part of that entails focusing on her tennis more and social media less, she told reporters at the WTA 500 event in Charleston.

“I think I was just trying not to be on social media as much because a lot of people have opinions on you and how they think you should play,” Gauff said. “ B u t I t h i n k i t ’s important that you focus on

your journey, your path, and you’re going to have a different path than other players. That’s what I’ve been working on lately, is just focusing on my journey and my path.”

African-American Gauff also emerged as a leading voice in the fight against racial injustice in America last year.

Letter to the Sports editor

Illegality of GCB election Dear Sports Editor, Please permit me to express by displeasure in the way which the recently held elections of the Guyana Cricket Board was conducted.

Firstly Mr. Editor, the Essequibo Cricket Board, which is one of the counties that makes up the GCB, was not invited to this election.

Other than a post on social media done by the minister of sports, there was no time nor venue provided by the said minister, nor the cricket ombudsman for this election, was this a deliberate attempt to keep the ECB out?

Essequibo Cricket Board is one that is without any doubt, never had to be determined by the court of its legality unlike Berbice and Demerara where the court had to oversee their elections.

Secondly, the cricket administration act, which is supposed to be the laws governing the sport was breached. The act states clearly that notice for AGM must be sent one month prior. Was this done?

Additionally, the single most important role of the cricket ombudsman was to verify clubs in the three counties before GCB

elections are held. Again Mr. Editor was this done? If so why wasn’t this made public or submit to the three counties so that the elections could have been considered as legitimate.

Mr. Editor, I write for no one, whoever is elected to head the GCB is not the issue here, the issue is that the election should have been done in a transparent manner, free from political interference.

It seems as if the Minister of sports is out of depth in terms of the cricket issue and his highhanded approach to the issue should be condemned.

In closing Mr. Editor, I am calling for the cricket ombudsman to provide answers to these questions and to fulfill his responsibility which is the verification of clubs in the three counties. Until this is done no election of the GCB can be said to be legitimate.

Chair of the Steel Challenge and Director of the Guyana Sport Shooting Foundation, Mr. Dallas Thomas noted that shooters will be competing under three divisions; Production, Limited and Wildcat. The match will consist of two stages, with each stage being shot five times. Times are recorded and the worst one is discarded, leaving the shooter with four recorded times, the total of which is their score for the stage.

Devon Ramnauth Youth League recognizes Nandu century, Rasheed 5 for late coach Courtney Gonsalves pilot ECC to comfortable win

ue to his unwavering c o a c h i n g services to Essequibo’s cricket for over two decades, the late Courtney Gonsalves was recognized by the recently played inaugural Devon Ramnauth Youth League Development under19 tournament with the championship trophy.

Ramnauth, a former national youth player, on Sunday last handed over a plaque also to his family who is currently residing in Canada at a simple presentation.

According to Ramnauth, Gonsalves was indeed a household name in Guyana and his commitment to help the youths with their development is duly recognized.

Gonsalves passed away at the age of 62 in Canada 2013 but before his migration in 2001, Gonsalves had done a tremendous job in Essequibo and by extension Guyana.

Gonsalves had the distinction of representing Guyana at the regional firstclass level too, while his son Ian Gonsalves played for Guyana at the youth level.

“I want to take the opportunity to recognize the late Gonsalves’ contributions to Essequibo’s cricket because I recently ran off the youth tournament and it is only fitting that Gonsalves must be remembered for his outstanding coaching job in the County; he was a wellrespected coach and his love and passion for the coaching

job and cricket resonated well,” Ramnauth mentioned.

At the presentation, Ramnauth, who would have featured for Essequibo at various levels in InterCounty cricket tournaments, stated that he and the family are still saddened by Gonsalves’ death and they want to do these tangible things to remember him in every aspect of life.

“As a youth player for Essequibo I always have the burning desire to see the continued development of cricket; at the just concluded youth tournament I saw a great number of talented under-19 cricketers and this is the exposure our young talented and promising players needed and I am sure my favourite coach, (Continued on page 25)
