Iceland protesters call for govt. to quit, want immediate vote
People demonstrate against Iceland’s Prime Minister Sigmundur David Gunnlaugsson in Reykjavik, Iceland last Tuesday. REUTERS/Stigtryggur Johannsson Reuters - Icelanders, not satisfied with the departure of the prime minister and a promise to hold elections this autumn, took to the streets again yesterday to demand the government quit over the Panama Papers leaks. About 2,000 people showed up at parliament for another day of demonstrations, banging pots and pans and calling for immediate elections. Iceland fell into political crisis this week after documents leaked from a Panamanian law firm linked the then Prime Minister Sigmundur David Gunnlaugsson to an offshore company that held millions of dollars in debt from failed Icelandic banks. He stepped down on Tuesday. The centre-right coalition tried to appease Icelanders by naming Fisheries Minister Sigurdur Ingi Johannsson as
prime minister and calling for early elections in the autumn. But many Icelanders, who have a deep distrust in government following a 2008 banking crisis which wrecked the economy, are saying it is not enough that Gunnlaugsson step aside. Saga Stephensen, a 33year-old multicultural adviser who showed up at yesterday’s protest, said others should resign. “They act like nothing happened and don’t bear responsibility and don’t apologise. I am fed up with their arrogance,” Stephensen said. Johann Bjornsson, a 50year-old teacher, called for elections as soon as possible. “To appoint Sigurður Ingi as Prime Minister is no solution,” he said. Yesterday, the head of Iceland’s anti-establishment Pirate Party - which polls
show would win an election if held today - filed a vote of no-confidence motion in parliament. The motion is seen however as largely symbolic since the coalition of the Progressive and Independence parties has a solid majority in the 63-seat parliament with 38 seats. “How are we going to reclaim our reputation if things just go back to normal?” Birgitta Jonsdottir, head of the Pirate Party, told Reuters. “We are the laughing stock in the international community because of the former PM. It’s too little and too late.” A poll by Icelandic media outlet Visir showed this week 43 percent of those polled would cast ballots for the Pirate Party if elections were held now, a stunning victory for a group set up by opponents of copyright enforcement rules.

Give up the appointments!
Transparency Institute of Guyana Incorporated (TIGI) is making an important statement of principle in relation to an honorific appointment that was made by the APNU+AFC government. The appointment was recently rescinded by the President. The appointment was nullified, but the damage seems to already have been done. This appointment is the talking point of Guyanese all over, and even the most hardened of government supporters are upset. The cause of their upset is, however, not the same as that which caused the TIGI to issue a statement. Supporters of the ruling party are fuming because of the person who was given the honorific appointment. The TIGI, on the other hand, is implying that it is tantamount to corruption for anyone to be rewarded with an appointment by the government because that person made a contribution to their political campaign. It sounds like a compelling argument. People should not be rewarded with government positions, whether honorific or otherwise, solely because they made a contribution to the political campaign of the party that won the seat
of government. Transparency Institute of Guyana Inc. may have been loose in its use of language, especially since the specific case it was dealing with did not involve any use of State resources. However, its essential message was that the ruling party was using its position as the government to reward its supporters and donors. This column will not go as far as Transparency International, however, and describe the specific appointment as corruption. It will only say that it is unethical for someone to be given a government appointment, honorific or otherwise, because that person contributed to the victory of the ruling party. Corruption has a specific definition: it is the use of entrenched political power for private gain. The gain does not have to be on the government side, it could be on the other side. According to Transparency International, political corruption need not involve money; it could be about trading influence. There is no evidence of this in the case that is attracting so much controversy. The system of handing out appointments to persons
who supported or participated in your campaign is known as the system of spoils and patronage. It has been practiced from time immemorial. Politicians always have to reward their supporters with positions. This still happens all over the world. Which government does not reward its supporters with government positions? The spoils system is part of our political culture. Governments hand out positions, including ambassadorships, to their friends and supporters. Financiers are placed on government Boards. What the Transparency Institute of Guyana is asking us to do is to rethink the spoils system. The government should not concentrate too much on the language of the release issued by the TIGI. The government should be more concerned with the principle. The government should ask itself the fundamental question: Should someone who has contributed to the efforts of the ruling party to win an election be given a government appointment on the basis of that person’s contribution to the election campaign? The ethical answer would seem to be a resounding,
“NO!” Governments should not be handing out appointments simply because someone contributed to their election victory. Appointments should be based on other considerations, such as the person’s suitability and ability. APNU+AFC has given out a number of honorific awards to its supporters in the United States of America and
Canada. Those who received these awards should check to see whether they were made in the name of the government or in the name of a party or parties in the coalition government. If the appointments were made in the name of the government, then the persons who received them should hand them back in as a matter
Page 9
of principle. They should not be proud of receiving a state appointment, honorific or otherwise, solely because of their contributions to the coalition’s election campaign.

== THE FREDDIE KISSOON COLUMN ==
Has power destroyed Joe Harmon? I have said to several persons in the AFC that if the party ever goes into a retreat to analyze politics since May 2015, it would be meaningless unless they invite outside minds who are not within the AFC substance and who would be mentally free to give realistic assessments of the AFC’s performance. It would be a futile exercise without these people, because an AFC Minister may not want to tell the Prime Minister that under his portfolio the Chronicle has remained similar to what it was under the PPP. An AFC Minister may not want to ask for the reassignment of the Minister of Agriculture. If the two coalition parties
are going to have internal reflections, then they need to listen to outside people. They bring a freshness of an unburdened mind that the burdened mind needs to have. But power always gets in the way. People with power do not listen. I remember I was a guest on the early morning TV programme, “First Look” on Channel 9, when I was asked about Joe Harmon’s outburst about not apologizing for the ministerial salary increase. I did mention that Mr. Harmon was one of my favourite PNC leaders who may have got it wrong, but meant well. One day after the salary increase fiasco, I called Mr. Harmon at his home and on
his cell numbers to advise him that an apology was the only avenue available, and that I would gladly help to draft the kind of apology that would go a far way in redeeming the situation. He didn’t return my call. I called Mark Archer, whom I am very fond of, and asked that he convey to Joe my strategy. I got no response. Exactly six weeks after he blurted out that he had no apology to make for the salary increase, Joe expressed contrition. What was unbelievable was that he waited and endured six weeks of devastating castigations of his politics and character before he said sorry. I am absolutely convinced that if he had done so in a very expressive way just one day after, Joe Harmon would not have gone into the bad books of many people The sad, yet troubling thing about the AFC and PNC (I really don’t like using that
acronym, APNU; I really don’t and I mean no insult to the WPA, a party I truly admire) leaders is that they do not consult “distant” people who can bring a perspective on things that they cannot see. Outstanding in this regard was former British Prime Minister, Tony Blair. Blair had his “outside” coterie that he sought ideas from. Those who were close to Forbes Burnham and Cheddi Jagan would tell you that they were very self-opinionated (due to their phenomenal achievements and towering presence) but they had persons outside of their party and governmental circles that they contacted in crisissituations The AFC and PNC hierarchy will continue to stumble, because they haven’t learnt anything from twenty-three years of PPP’s mountainous mistakes. The PPP went into selfdestruction mode because power drove it there. Few people in this country would be dishonest
to say that they didn’t offer support to the PPP after it came to power. The human mind always welcomes change, and it was twentyeight years of PNC rule. Nationally revered icon, Eusi Kwayana, issued a statement asking the Guyanese people to give the new president, Bharrat Jagdeo, a chance. Power destroyed the PPP and Jagdeo. It is debatable if the PPP will ever get back to office in the foreseeable future. Is the same happening to Joe Harmon? No matter how much you are in love with the PNC as an historical institution, and no matter how you admire President Granger as a democratic, clean President, damage is occurring in the House of the Grand Coalition, and it is lacerating the hopes of a nation. The two Harmon scandals – Tiwarie-gate and BaiShanLin-gate have come too early in the rule of the Grand Coalition. Why would Mr. Harmon
Frederick Kissoon want to do what he did so early in the reign of his party? What could Keith Scott have done so early in the reign of the Government to cause his transfer from the Ministry of Housing? Why did the Grand Coalition so soon after it got into power hand itself an oceanic salary increase and do this secretly? Why do Ministers run as if they are on the athletic track from the press so soon after coming into power making people feel they are like the PPP leaders? Obviously you know the answer – power destroys the mind, thus the capacity to reason.

Appointments of Mayor, NDC officials…
Govt. insists its actions are completely lawful By Abena Rockcliffe-Campbell “The PPP (People’s Progressive Party) is largely motivated by sour grapes.” So said Attorney General and Minister of Legal Affairs, Basil Williams, as he defended Minister of Communities, Ronald Bulkan’s right to intervene in the appointment of Council Heads in Local Authority Areas where there were equality of seats. Williams said this at a joint press conference he hosted yesterday with Bulkan at the Ministry of Legal Affairs. The PPP is contending that as a result of a tie (between PPP and the Coalition), in accordance with the law, there should be a by-election. The party said that if the same result is arrived at, the Minister of Communities can then appoint councillors of his choice. The PPP and the government interpreted the law differently, so Minister Bulkan went ahead and made the appointments before any further elections could be held. However, the PPP petitioned the Court and on Wednesday Justice Diana Insanally issued an interim order in the High Court quashing the appointment of Henry Smith and Astrille Gamell as Mayor and Deputy Mayor, respectively, for Mabaruma. The court also issued temporary orders quashing the appointments of Chairmen and Vice Chairmen for the Woodlands-Bel Air,
Malgre Tout-Meer Zorgen, Gibraltar-Fyrish, IndustryPlaisance and WoodlandsFarm Neighbourhood Democratic Councils, where there were ties. The State has until April 20 to file necessary supporting documents to show why such interim order should not be made absolute. Despite the temporary court order, the Attorney General (AG) said that his government stands fully by Bulkan’s appointments and is ready to defend it in keeping with the Laws of Guyana. Williams vowed to challenge the PPP’s interpretation of the Municipal and Districts Councils Act as he contended that the declaration of Council Heads by Bulkan is indeed lawful. The AG rubbished PPP’s argument, as he highlighted the fact that the law does not provide for a return to the electorate on the election of Council Heads. Williams explained that the Local Government Elections are held to simply elect councilors and the elected councilors then vote in the Heads. “There is no direct election of any mayor, neither did the legislation contemplate it. Election of mayors is regulated by Section 13 of the Municipality and District Councils Act which dictates that if there is a tie whilst seeking to elect a Mayor, a second meeting should be held, and if there is another tie, the Minister of Communities can appoint a Mayor from the elected councilors,” said Wil-
liams. He added, “The Provisions of Section 13 of 28:01 provided for the Minister of Communities to select one of the persons as chairperson in the Neighbourhood Democratic Councils. Their compliance with the procedure, never objecting to the legality of the second meeting, means that the court can stop them from now objecting to the legality of the second meeting.” Williams said that the PPP/C would do well to look at the entire section of the legislation in order to grasp a better understanding of the spirit and intent of the legislation. The AG told reporters that he believes that the filing of the PPP/C motion cuts across the grain of other provisions within the scheme of the principal legislation which seeks to resolve local government elections in two weeks. “We first have an adjournment for three weeks, then the hearing and determination of the matter can take another few months…this unnecessarily stymies the work of those elected; because they only have one year to serve, at the end of which another election must be done,” Minister Williams explained. ‘I HAVE NOT BEEN SERVED’ “I have not been served with any order from the court to restrain or quash actions made based on our interpretation of the law,” said Minister Bulkan. Minister Bulkan said that PPP/C councillors were duly informed and notified by over-
seers of the second meeting. “They were even provided with an agenda which specified the purpose of that meeting to be the election of mayors. Minister Bulkan explained that before the first meeting was held with councillors to elect Chairpersons and Deputy Chairpersons, government offered a compromise for them (the PPP/C) to make such appointment, but the offer was refused. Bulkan did not appoint a single Council Head from the PPP/C; all those appointed are representatives of the coalition. Questioned about this yesterday, Bulkan told the media, “It was not our desire to resort to the employed decision.” He said that a compromise was offered but the PPP/C refused to go that route. According to Minister Bulkan, “the PPP/C was offered the opportunity to appoint Chairman and Deputy Chairman of Woodlands-Bel Air, Malgre Tout-Meer Zorgen, Gibraltar-Fyrish and Industry-Plaisance NDCs”. He said this came about from a proposal that the Party with the single most popular votes in each area would have
Minister of Communities, Ronald Bulkan
Attorney General Basil Williams
been allowed to appoint the Heads. This would have seen the PPP/C having the senior appointments of four of the six areas where there were ties in the number of councillors’ seats allocated. “Following that compromise and the non-acceptance of the offer, we will not allow the PPP to dictate the pace of transformation, we are so de-
termined to provide to the communities…they are looking forward for the delivery of services to improve their lives and environment,” Minister Bulkan explained. Williams told the media that the PPP/C was offered a “more than reasonable deal.” He said that the Party will now have to live with what its decision has resulted, as the law is on the side of the coalition.

Shot welder discharged from hospital A father of two, who was shot twice when bandits tried to carry out a daring robbery outside of a general store on Regent Street, Georgetown, two Thursdays ago, has been discharged from the Georgetown Public Hospital. Narine Samsadeen, a welder, was discharged last Tuesday. He is recuperating at home with his wife and children. The 30-year-old man sustained one gunshot wound to the abdomen and another to his foot. The bullets were successfully removed during surgery. He was among two persons shot during a botched robbery. Shazam Alli, a businessman of Tuschen, East Bank Essequibo (EBE), was also shot to the foot. He was treated at a private hospital. Samsadeen’s father-inlaw, Fazal Ali, works for the businessman. At the time of the robbery, the welder was just lending a helping hand. This newspaper was told that Samsadeen had an errand to run in the city and took a drop from the businessman early last week Thursday but eventually stayed to assist. According to information received, the businessman buys grocery in Georgetown and sells in the interior. It is believed that he was traced after leaving a gold and diamond dealer in the city. The police said that an armed man exited a motor vehicle at Regent Street and discharged several rounds at Samadeen and Alli before escaping in the motor vehicle. ”He (Samsadeen) doesn’t
Narine Samsadeen work with us. He had to buy something and he decided to stay and help us. We were buying stocks to take in the bush,” Alli said. He explained that they had gone to the store to purchase a freezer. “I was moving a bag of rice from the truck to put the freezer at the bottom when I hear gunshots and then I see two men run past me,” Alli recalled. The man explained that his son-in-law was at the top of the truck, while the businessman was exiting the store. “I don’t think they got anything because when they left, he (businessman) still had his bag on him.” Kaieteur News was told that the men opened fire on Samsadeen before turning their attention on the businessman, who after noticing what was taking place, ran for his life. The bandits opened fire at him, wounding him on the foot. They escaped empty-handed. There have been no arrests to date in the matter.
Ex-cop in court for allegedly accepting bribes A 54-year-old former police officer and member of Office of Professional Responsible (OPR), was yesterday brought before the court for allegedly accepting bribes, when she appeared in the Georgetown Magistrates’ Courts. Suzette Cornette, of Lot 3454 Coastal Plain, North Ruimveldt, Georgetown, is alleged to have corruptly obtained the sum of $262,000 and a Samsung Television valued at $320,000 between February 20 and 24, from Andrew Fung, “while she was an agent of the state to forbear to prosecute Fung for the offence of simple larceny”. The money and the TV
were allegedly handed over to Cornette at the OPR, Sheriff Street, Georgetown, and on two occasions at Camp Street, Georgetown. Cornette, who was represented by Attorney Lyndon Amsterdam, pleaded not guilty to the charges after they were read to her by Chief Magistrate Ann McLennan. She was released on $100,000 bail. Amsterdam made an application before the court for his client to be admitted to reasonable bail. He told the court that at the time of Cornette’s arrest she was a member of the OPR. The lawyer told the court that his (Continued on page 28)

Eighteen-year old Nalini Manikam and her 12-year old sister walked side by side up the court stairs, as they were being escorted by police officers to face a charge for allegedly murdering their father. Behind them were the boyfriend of the older sister,
21-year-old Veeran Dias Lall, also known as Adam, and his friend taxi driver, Devon Browne, 23, of Crane, West Coast Demerara. The quartet was charged with the murder of 64-year-old Roger Manikam, whose body was discovered in a clump of
bushes along the Coldingen Railway Embankment on Sunday. They arrived at the Sparendaam Magistrate’s Court, which is temporarily being housed at the pavilion of the Better Hope Community Centre Ground, around 11:00 hours, under
heavy police escort. As soon as curious onlookers realized that they were the accused in the highly-publicised murder, camera phones were pulled out. Many jostled each other to capture the moment. It was the same with reporters, many of whom had travelled from the city to ensure that the story was covered. The charge was read to the quartet by Magistrate Zamilla Ally-Seepaul, minutes after she had virtually emptied the court for the incamera hearing due to the fact that a juvenile was involved. However, curious onlookers and reporters peered through the open
door and got a glimpse of the accused as they stood calmly in the prisoners’ dock. This led to the police ranks closing the door and ordering everyone downstairs, and out of earshot. However, this newspaper understands that the magistrate gave the particulars of the charge which alleged that on April 3, they murdered Roger Manikram. The accused were not required to plead to the indictable charge and were remanded to prison until May 6. Police Prosecutor, Lance Corporal David Goodridge, who represented the state at yesterday’s first call-up, is expected to continue dealing
with the matter when the actual preliminary inquiry commences. Relatives and friends of the deceased and the accused turned up at the court to witness the arraignment. At the end of the hearing, the bewildered-looking accused were escorted to a waiting police pick-up van and whisked away amidst flashing cameras. Shouts of ‘stay strong’ were heard coming from relatives.

35 bands to traverse new Float Parade route Over 35 bands are expected to be a part of the 50th Jubilee Costume and Float Parade, on May 26, when Guyanese will celebrate the country’s 50th Independence Anniversary. The bands will also travel a new route—one different from the customary Church Street route used for the annual Mashramani Costume and Float parade. Addressing the launch of the Ministry of Education, Department of Culture, Youth and Sport’s, 50 days Countdown to Jubilee on Wednesday, Special Project Officer of Ceremony for the celebrations, Lennox Canterbury, said that the Ministry is projecting a 35band participation in the parade. However, the number could be as high as 50. He explained, however, that registration continues, and that a large number of requested registration forms, have not yet been returned. Questioned by the media, Canterbury explained that thus far, it is the regular big companies, Ministries, private groups and regions that have confirmed their participation in the parade. As it relates to the route, he explained that the parade will kick off at the usual starting point-Church and Camp Streets at 10:00hrs. The parade however, will proceed west on Church Street to Avenue of the Republic, south onto the Avenue of the Republic, then turn east onto Brickdam continuing into the Jubilee Park (Durban Park,) for the final round of judging. He said that the bands will exit the park through the easternmost bridge, then, proceed east along Homestretch Avenue, where they can either disband by the National Cultural Centre (NCC) or anywhere along that route. Artistic Director Dr. Seeta Shah-Roath explained that the designers, companies, ministries, regional representatives and other participating entities are looking at the five decades of Guyana from different perspectives as it relates to the concept and designs of the floats and bands. All the participating
entities will seek to capture the theme of the 50th celebration - ‘Reflect, Celebrate and Inspire’. “They are looking at the persons who were the major movers and shakers within the particular decades. They are looking at the new highlights, the major achievements whether as a nation, as a company, region, within the decade,” she said. She explained, too, that some of the participants are looking at their own companies within the decades and their major achievements. “We have had major participation in terms of throwing ideas around, deciding where they will go and how they would go,” Dr. Roath said. She explained, as well, that for the entire float parade, the committee is trying to achieve an event of international standard in terms of “artistic perspective” and in terms of “how we look and how we prepare the costume.” The committee is also looking to have maximum use of local material for the creation of the costume and bands and the use of all Guyanese music during the parade, she said. Ahead of the parade will be the Flag Raising Ceremony at the Jubilee Park on May 25. Canterbury explained that for this ceremony there will be cultural activities that would involve song, music, and dance and that these would take place prior to the arrival of diplomats, the President and the Prime Minister. These activities will feature a minimum of five mass presentations on the ground including a 100strong youth choir, and a 100plus strong national steel orchestra, he said. According to Canterbury, following the arrival of the President, there will be a special patriotic presentation by the choir, then a joint service band presentation, followed by the military drill display. Prayers will precede the hoisting of the flag. The parade will move off the square of the Jubilee Park and the night will end with fireworks display, Canterbury added. (GINA)

$500M NBS Purchase…
Deeds Registry still to provide forensic auditors with key info The former head office of the New Building Society.
Apart from a number of administrative inefficiencies, forensic auditors have noted that there is no evidence showing approval for the acquisition of the old New Building Society building or even documents to show what tender process was used. This was discovered during a forensic audit of the Deeds Registry. Auditors in their report
noted that the purchase of the New Building Society building at Lot 1 High and Commerce Streets, Georgetown, was undertaken by the Ministry of Legal Affairs to facilitate additional space for the Commercial Registry. The transport # 1150/2014 was passed in favour of the former Government of Guyana and was dated July 23, 2014 at a value of $550M. The Deeds Registrar’s office pro-
vided a copy of several documents including the transport, receipts for purchase paid by Deeds Registry totaling $4.1M, receipt for purchase paid by Lands Registry for $1.4M and a copy of the Agreement of Sale. The auditors are however worried that documentation showing the approval for and tender process undertaken before purchasing the building was not available. They
noted that correspondence requesting this information was sent to the Ministry of Legal Affairs and the Deeds Registry. Unfortunately, this information has not been provided to date.

Former murder accused jailed three years, fined $1.9M on drug charge A 34-year-old man who was accused of fatally shooting a policeman in 2007 and was subsequently freed of the crime, has been jailed for three years and fined $1.9M on a charge of possession of narcotics for the purpose of trafficking. Dorsett Mc Cammon of no fixed place of abode was handed the sentence by Magistrate Rhondell Weaver at the Weldaad Magistrate’s Court. According to the Prosecution, on December 5, 2015, police were conducting a stop-and-search roadblock on the Weldaad Public Road when they stopped a motor car which was heading towards Georgetown. The vehicle had a number of passengers inside, including Mc Cammon. Upon searching the vehicle the cops unearthed a bag which contained a black plastic bag with what later

ing a road block on the Berbice Bridge road, when they observed a silver-grey Toyota motor car bearing li-
cence plate PTT 5342 which had been driven over to the side of the road, a little distance before them. The cops, suspecting that something was amiss with the occupants’ behaviour in the car, joined their patrol vehicle and proceeded towards the car. But before the ranks reached where the car was, the driver accelerated the vehicle at a rapid rate in their direction, even as the cops tried to stop them. Not wanting to be involved in a head-on collision the cops veered out of the way. The police quickly
turned around their vehicle and began a lively chase behind the two occupants in the getaway car. However, as the cops began to close in on the vehicle as they approached the Berbice Bridge, the vehicle made a sudden veer to the corner before the occupants abandoned the vehicle. The men, who had bags with them, jumped into a drain then headed into a swampy area before disappearing into the bushes. The car which was abandoned with its keys intact was subsequently impounded by
the police. About two hours after a resident from Shoe Lane, New Amsterdam, turned up at the station claiming that his car had been stolen. He stated that he had parked his vehicle in Cumberland, East Canje, with the keys inside, and went and conducted some business. Upon his return a short while after he noticed the vehicle missing. The matter was apparently not reported immediately. The police did not believe the man’s story and he is now in custody. Investigations are continuing.

to lodge any money with the police. The lawyer informed the court that investigations were launched into the matters after allegations of unprofessionalism were made against some police ranks. Former murder accused... From page 27 contents were tested and weighed and turned out to be 962 grams of compressed marijuana. However in court he pleaded not guilty and went through a full trial and was subsequently convicted. Mc Cammon conducted his own defence. The matter was prosecuted by Sergeant Althea Daniels and Corporal Racquel Mars. In February 2007, Mc Cammon was charged with the murder committed of policeman Micah Cort, which occurred in New Amsterdam, Berbice. Mc Cammon was shot and injured during that incident and was taken to court in a wheelchair. He was freed for that offence in 2009.
He was freed again in early 2010 on a charge of robbery with violence which was pending since 2005. He was again freed in late 2010 on a charge of Possession of Narcotics for the purpose of trafficking. He allegedly had marijuana in the handle of the wheelchair which he was using, on his way back to prison. On another matter, Mc Cammon was charged with three counts of robbers under-arms. He was on the run for awhile and was arrested after an early morning raid at his home. Police unearthed two grams of marijuana on his person. He was also charged with that offence.
This meant there were no payments for one and half years. Aside from this, BK had filed claims against the ministry for breaches in the contract for US$8M. The company settled for US$1.7M. BK said that it did not even pay its Performance Security to the insurance company for the contract because of the delays by the ministry. Chief Justice (ag) Ian Chang, in his 80-page decision late November in favour of BK, found that the company had a contract and there was an option that could be explored –that of judicial review given the fact the state entered its contract with BK “in the exercise of the State's common law power to contract”; that “the general public had a direct interest in the project” given “the level of public expenditure…the importance of the project to public health and welfare.” BK International was represented by Attorney–at– Law Davindra Kissoon of the London House Chambers. The Attorney General's Chambers had appeared for the Minister and Permanent Secretary.

Washroom facilities unacceptable at schools across Region 10 - Regional Chairman By Enid Joaquin Regional Chairman Renis Morian yesterday expressed his disappointment over the condition of the sanitary facilities at several schools across Region ten. The official was adamant that he needs a report on the state of all the region’s schools’ washroom facilities and their surroundings within a month, so that works can commence where necessary. Morian made those observations at yesterday’s statutory meeting in the RDC boardroom. He exhorted councillors to visit the schools closest to them and take note of their condition. Morian also tasked the Region’s Health Committee and the Department of Education, with preparing a checklist of works to be executed at schools before their opening. Those checks will include the physical condition of the school itself, but with special emphasis on the
Regional Chairman Renis Morian washroom facilities. The Regional Chairman said that he became very concerned after a recent visit to Amelia’s Ward Primary School, where he found the washroom facilities to be “unacceptable and disappointing.”
INDIGENOUS COMMUNITIES Morian pointed out that not only schools in Linden have sanitary facilities that are in a deplorable state, but schools in the indigenous communities seem to be the worst affected. He cited the case of the Muritaro Primary School, which has an unusable sanitary block due to faulty work by the contractor. This has caused the students to resort to using a pit latrine, Morian declared. In alluding to this particular school, Morian called on representatives from the Department of Education to look within their budget and allocate funds to rectify the situation. “All our public works were badly done, especially those in indigenous communities, we have one in Muritaro that was built before we took office - the children can’t use it, so residents had to build a
wood latrine. “So now that we’re in office we have to establish a minimum standard for the education system, where everybody has to be at this standard, they mustn’t fall below it. We came into office meeting public infrastructure run down… in a terrible state. So our challenge now, is to correct the situation. In some instances it would be better to break down the whole structure and rebuild.” “We’ve got a big job. In the indigenous communities facilities are in a sad state, so bit by bit we have got to correct these things - especially in communities such as Muritaro, Riverview and Falmouth, so we have a big challenge ahead of us. “That is why I gave the directive today that we are going to start with the aesthetics around the school, and the washrooms must be at a minimum standard.” In closing the chairman
stated, “we can’t fix everything today or tomorrow, but we have to start somewhere.” Last February several teachers attached to the Mackenzie High School had staged a protest at the Re-
gional Education Department over what they described as the “untenable situation” regarding the school’s washroom facilities. At the time, apart from toilets that were not functioning, it had been reported that there was only one toilet available for approximately 40 female teachers.
Boy, 12, shoots friend, 14, in leg A 12-year-old is now in serious trouble after shooting his 14-year-old friend in his leg with what is said to be a pellet gun. The incident allegedly occurred around 11:00 hrs yesterday at Golden Fleece, West Coast Berbice. Up to press time information was sketchy. But according to reports the two teens were at the 12year-old’s residence having a conversation when he went inside and returned with the
gun, and in showing it to his friend, shot him in the leg. The older youth was reportedly hit with three pellets. The 14-year-old told relatives that he did not realize that he had been shot until he felt a burning in his leg. He was rushed to the Fort Wellington Hospital where he was treated and discharged. The gun, which reportedly belongs to the parents of the 12-year-old, has been lodged as investigations continue.

Minister Dawn Hastings-Williams (centre, front row), GWI Chief Executive Dr. Richard Van West-Charles (centre, back row) and management pose with several contractors. The Guyana Water Incorporated (GWI) says it is collaborating with 17 local contractors on a programme to combat the droughtaffected communities in Region Nine. Local contractors involved in well drilling were invited to meet with Chief Executive, GWI, Dr. Richard Van West-Charles in early March. According to that state-owned company, the Chief Executive provided details on the urgency of the situation in Region Nine, including the fact, that many communities are in need of new potable water wells since the existing sources of water have depleted due to the prolonged dry season. “Since March 2016, the response from local contractors and members of the private sector has been overwhelming with donations amounting to in excess of $8M.” As a gesture of gratitude, the contractors involved were invited to a meeting with Minister within the Ministry of Communities, Dawn Hastings-Williams and the
Chief Executive on Wednesday at the GWI Corporate Complex. “Indeed, the situation in Region Nine warrants our urgent attention, and I am heartened by the response of our local contractors and the business community,” Minister Hastings-Williams stated. “I urge all Guyanese to emulate this level of cooperation and partnership as we work together to build the nation.” Dr. Van-West Charles explained that with the financial support of the local contractors, eight potable water wells will be drilled in Wowetta, Rupertee, Aranaputa, Kwaimatta, Marcanata, Shulinab, Potarinau and Kumu – Region Nine. Work commenced this week on those wells. The Chief Executive expressed gratitude to all the contractors who contributed to the programme, including Andre Webb Drilling Company, S. Jagmohan Hardware Supplies and Construction Services, C.B. General Contracting Services

Brazilian bribe money Jamaica, Trinidad begin talks to solve entry issue ‘funded Rousseff’s reelection’ KINGSTON, Jamaica (JIS) — Talks have started between the governments of Jamaica and Trinidad and Tobago following recent cases in which Jamaicans were denied entry to the twinisland republic. Minister of Foreign Affairs and Foreign Trade, Senator Kamina Johnson Smith, told JIS News that steps are being taken to address the issue. “We are seeking to find a solution at the political level, so I have started conversations with my counterpart in Trinidad and Tobago, Senator Dennis Moses, Minister of Foreign and CARICOM Affairs. We have spoken twice and we will continue to speak in good faith to find a solution,” she said. Johnson Smith said that the Foreign Affairs Ministry is aware of the interest and frustration as it relates to the
Kamina Johnson Smith movement of Jamaicans within CARICOM. “We understand the frustration of Jamaicans on these matters, including those of the private sector, who have made strong pronouncements. We are working to try to achieve a solution and we will update the public as soon as we have
made some progress,” she said. Meanwhile, the Foreign Affairs Ministry is reminding Jamaicans that: • There is a CARICOM Complaints Procedure, which may be used to ensure that nationals who have been denied entry, detained or mistreated at the ports of entry of other CARICOM countries file a formal complaint with the Ministry on return to Jamaica. • The complaint forms are available on arrival at the airports in Jamaica. • Once a complaint is received, an investigation is conducted with the relevant authorities in the CARICOM country concerned. • Jamaican nationals may also make reports directly to the Ministry of Foreign Affairs and Foreign Trade. (Jamaica Observer)
Brasília (AFP) - Bribe money from a giant corruption scheme at Brazilian state oil company Petrobras went into President Dilma Rousseff’s reelection campaign coffers, a former CEO has told prosecutors, a report said yesterday. Folha de Sao Paulo daily quoted what it said was leaked testimony from Otavio Marques Azevedo, ex-CEO of Andrade Gutierrez, Brazil’s second-largest construction company, who was arrested last June. Testifying as part of a plea bargain with prosecutors probing Petrobras corruption, Azevedo reportedly said that millions of dollars in legal donations to the 2014 Rousseff campaign were originally funded with money from bribes paid in connection to huge contracts handed to Andrade Gutierrez. Folha’s report said that it was not clear whether the dirty money was paid into the accounts of Rousseff’s reelection committee or to her Workers’ Party. The report fuels a potentially explosive new front in the crisis engulfing Rousseff and Brazil’s government. She is already facing impeachment on allegations that her government illegally masked budgetary shortfalls during her reelection year. But a so far quieter probe is also underway at the country’s
Dilma Rousseff electoral court into allegations that her campaign was funded with stolen Petrobras money. If the court finds Rousseff guilty on this, then her reelection victory would be annulled, meaning both she and her vice president would have to step down, followed by new elections. Prosecutors say that for years under the presidency of Rousseff’s predecessor and ally Luiz Inacio Lula da Silva, a group of powerful companies and politicians conspired in a pay-to-play scheme where bribes were given to win inflated contracts. Bribes went to executives at Petrobras and other state companies, influential politicians and also allegedly into political campaigns, including those of Rousseff
and her narrowly defeated rival in 2014 Aecio Neves. The money allegedly ending up in Rousseff’s campaign originated in contracts won by Andrade Gutierrez at a Rio oil facility, a nuclear power station, and the huge Belo Monte hydroelectric dam complex, the report said. Folha quoted Rousseff lawyer Flavio Caetano responding that all donations had been given “legally and voluntarily to the 2014 campaign — and in smaller amounts than those given to the opposing candidate.” “It is unfortunate that the instrument of a plea bargain should be used, yet again, for political reasons via selective leaking,” he said.

Cameron, Argentina’s Macri Bill Clinton criticizes Black Lives caught in Panama Papers swirl Matter protesters at rally
David Cameron London (AFP) - The storm unleashed by the so-called Panama Papers continued to swirl yesterday as British Premier David Cameron admitted benefiting from his father’s offshore trust and prosecutors opened an investigation into Argentine President Mauricio Macri. A host of world leaders, celebrities and sports stars have been caught up in the tempest unleashed by the worldwide media investigation of the 11.5 million documents leaked from Panamanian law firm Mossack Fonseca. Cameron, who has been on the defensive over the revelations about the secret financial dealings of the rich and powerful, admitted he held a £30,000 stake in an offshore fund set up by his late father. He told television channel ITV he sold the stake in the Bahamas-based trust in 2010, four months before he became prime minister. “We owned 5,000 units in Blairmore Investment Trust, which we sold in January 2010. That was worth something like £30,000,” Cameron said. The sum is roughly 37,000 euros or $42,000.
Mauricio Macri “I sold them all in 2010, because if I was going to become prime minister I didn’t want anyone to say you have other agendas, vested interests.” He insisted he had paid income tax on the dividends from the sale of the units, which he bought in 1997. The Panama Papers have felled Iceland’s prime minister and forced other political heavyweights onto the defensive, including Russian President Vladimir Putin, China’s Xi Jinping and now Macri, the leading symbol of a budding right-wing resurgence in Latin America. Argentine federal prosecutor Federico Delgado said he had asked a judge to request information from the national tax authority and anti-corruption office to determine whether Macri “omitted, with malicious intent, to complete his sworn declaration” of assets, a requirement for Argentine public officials. The conservative president is listed on the board of directors of two offshore firms — one registered in the Bahamas and the other in Panama. He did not list either in his
financial declarations when he became Buenos Aires mayor in 2007 or president last December. Macri, who vowed to fight corruption during his presidential campaign, denies wrongdoing and says the firms were legitimate operations set up by his father, a wealthy business magnate. Putin for his part ridiculed the international media probe behind the revelations, deriding it as US-orchestrated and boasting that a year-long investigation had failed to find any mention of his name. The leaks have left Panama fighting to salvage its reputation. Vice President and Foreign Minister Isabel De Saint Malo told AFP the country would open a “technical-level dialogue” with the Organisation for Economic Cooperation and Development on sharing tax information. The Paris-based, 34-nation OECD, which helps coordinate the global fight against tax evasion, has sharply criticized lawlessness in the Panamanian finance sector, which accounts for seven percent of the Central American country’s economy.
Reuters - Bill Clinton angrily told Black Lives Matter protesters that they “are defending the people who kill the lives you say matter,” prompting criticism from black voters whose support Hillary Clinton is counting on in her quest for the presidency. The former president spent more than 10 minutes facing down the protesters at a campaign rally in Philadelphia for his wife over the criticisms that a 1994 crime bill he approved while president led to a surge in the imprisonment of black people. The Democratic race has become increasingly heated in recent days as Hillary Clinton, stung by a string of losses in state nominating contests, has traded barbs with her rival for the nomination, Bernie Sanders, over who is more prepared for the White House. In Philadelphia, several
protesters heckled the former president mid-speech and held signs, including one that read “CLINTON Crime Bill Destroyed Our Communities.” Video footage of Hillary Clinton defending the bill in 1994 by calling young people in gangs “super predators” who need to “be brought to heel” have been widely circulated during the campaign by activists in the Black Lives Matter protest movement. Bill Clinton defended her 1994 remarks, which protesters say were racially insensitive. “I don’t know how you would characterize the gang leaders who got 13-year-old kids hopped on crack and sent them out on the street to murder other AfricanAmerican children,” he said, shaking his finger at a heckler as Clinton supporters cheered, according to
video of the event. “Maybe you thought they were good citizens. She (Hillary Clinton) didn’t.” “You are defending the people who kill the lives you say matter,” he told a protester. “Tell the truth.” Hillary Clinton, who also has faced protesters upset by her remarks, has said she regrets using the term. Bill Clinton said last year that he regrets signing the Violent Crime Control and Law Enforcement Act into law because it contributed to the country’s high incarceration rate of black people for nonviolent crimes. His remarks yesterday prompted criticism online as some saw him criticizing the Black Lives Matter movement, which was the product of anger over a string of encounters around the country in which police officers killed unarmed black people.
Reuters - Nigeria plans to split state oil company NNPC into two to help ease a planned stake sale and wants to sell at least 40 percent of a newly created National Petroleum Co (NPC) in coming years, according to a draft of a long-awaited oil bill seen by Reuters. The bill envisages the sale of at least 10 percent of NPC over five years and is targeting 40 percent or more over 10 years, as Africa’s top oil exporter seeks to fix a cash shortage that is hampering investment at NNPC and end graft. Parliament is to start debating within days the amended Petroleum Industry Bill, in the works for a decade and designed to change everything from taxes to environmental rules and revenue
sharing, as well as overhauling NNPC. Lawmakers have not previously been able to agree on the 200-page bill, but President Muhammadu Buhari has made its passing a priority as he seeks to overhaul the oil and gas sector, which accounts for 70 percent of state income. NNPC’s output has been stagnant at around 2 million barrels a day for years as the company struggles with graft, bureaucracy and funding problems. To accelerate the reform process, the West African nation is breaking up the bill, with the first part dealing with the reform of NNPC, a pet
project of Buhari. “Divestment of shares ... may include the sale or transfer of shares to institutional or strategic investors,” the draft said, without giving more details. A sale of at least a 10 percent stake in NPC is to take place within five years, with the rest to happen within 10 years, the bill says. The previous draft had called for a 30 percent sale within six years.

We’ve Talked Too Long - JMA Boss Declares Time To Act Against T&T The Gleaner - As anger continues to mount against Trinidad and Tobago (T&T) over a protracted immigration and trade gridlock, the Jamaican Government is being urged to stop talking and act. “We have talked for too long,” declared Metry Seaga, president of the Jamaica Manufacturers’ Association, as he addressed a Gleaner Editors’ Forum held at the newspaper’s North Street, Kingston, offices. The focus of the forum was on the upcoming Expo Jamaica 2016, scheduled for April 14 to 17, but Seaga took time out to respond to the concerns regarding the country’s relationship with T&T, particularly in light of recent complaints about illtreatment of Jamaicans denied entry into the twin-island republic. Foreign Affairs Minister Kamina Johnson Smith has already launched a probe into the reports, and William Mahfood, president of the Private Sector Organisation of Jamaica, has called for a boycott of that country’s exports. However, when the matter was raised about what has become a sore issue in Jamaica, T&T’s largest trading partner in the region, Seaga declared that something has to give. “We don’t want to talk anymore. What we want are clear and definitive requirements from our Government to the government of Trinidad,” he argued. Seaga was supported by
Metry Seaga Paul Lewis, a representative of the Jamaica Exporters’ Association (JEA), who warned that local consumers continue to feel disrespected and have been saying enough is enough. “With the recent happenings in Trinidad, I am getting the feeling that there is a different feeling that is developing in the marketplace, driven by the consumers,” stressed Lewis. Said Seaga: “Our Government must say to them: ‘This is what the agreement states; this is what is happening. We need you to bring A, C, and X in line, and the timeline to so do is A, B and C’.” He continued: “We want a very clearly outlined definitive plan of action as to how we are going to deal with immigration and trade. We are asking the Government to so do post-haste.” Seaga suggested that refusal by T&T to meet the requirements would necessitate a plan of action. Berletta Henlon-
Forrester, manager, development, agriculture, and nonfood manufacturing at JAMPRO, said that after a screening process, she expected at least five teams from T&T to attend the expo at the National Arena/Indoor Sports Centre in St Andrew. Approximately 500 booths and a multitude of local products are expected to be showcased at the three-day event. Led by former Foreign Affairs and Trade Minister A.J. Nicholson, the previous administration was engaged in talks to address concerns raised by Jamaicans. This was after scores of their compatriots were turned away, under questionable circumstances, at the Piarco Airport in the T&T capital of Port-ofSpain two years ago. As representative Lewis suggested, there was urgent need for understanding by both countries of the CARICOM requirements. He warned of dire consequences if the situation was not resolved.
UN agency to train regional experts on techniques to identify zika SEIBERSDORF, Austria — The United Nations atomic energy agency plans to train dozens of participants this month from mostly Latin America and Caribbean countries on how to use nuclearderived techniques to detect the zika virus in as short a time as three hours. The International Atomic Energy Agency (IAEA) said that “early, fast and accurate detection” is crucial to managing outbreaks of the zika virus which has been associated with serious birth defects and neurological disorders in adults. “The training includes practical and epidemiological simulations, and will help prepare national laboratories to quickly differentiate zika from
other similar viruses, such as dengue and chikungunya,” said IAEA deputy director general for nuclear sciences and applications Aldo Malavasi. The training, which will include more than 36 participants from 26 countries, will be held at the IAEA laboratories in Seibersdorf, Austria. The participants are from laboratories affiliated with national health authorities,
and will be expected to share their knowledge at home. They will learn how to use the reverse transcription polymerase chain reaction (RT-PCR) technique, and to apply the procedures recommended by the UN World Health Organization (WHO) and the United States Centers for Disease Control and Prevention for the detection of zika.

Doping: Kenya given until 2 May by Wada to pass new rules Kenya could be banned from the Olympics if it does not pass new anti-doping rules by a new World AntiDoping Agency deadline of 2 May. Kenya has already missed two deadlines to show it is tackling cheating in sport - 11 February and 5 April. If Kenya does not legislate to create a new national anti-doping agency, it will be declared noncompliant and move a step closer to missing the Rio Games. Meanwhile Ethiopia has been given until November to perform mass doping tests. The two nations are among the most successful in track and field, and placed first and fifth respectively in the medal table at the 2015 World Athletics Championships. Since 2011, more than 40 Kenyan athletes have failed drugs tests and the country has been placed on a ‘watchlist’ of nations at risk of breaching the World AntiDoping Agency (Wada) code and told to take legal steps to toughen its anti-doping procedures. But while lawmakers have held a preliminary reading of a bill criminalising sports doping, two further hearings

Flawless Spieth sets early pace at the Masters
Jordan Spieth makes a birdie putt on the 10th green during the first round of the 2016 The Masters Golf tournament at Augusta National Golf Club. Rob Schumacher-USA TODAY Sports Jordan Spieth’s love affair with Augusta National continued yesterday as the reigning Masters champion fired a flawless six-under-par 66 to seize an early three-shot clubhouse lead in the opening round. The American world number two, bidding to become only the fourth player to claim back-to-back Masters victories, took advantage of relatively calm morning conditions to storm to the top of the leaderboard. Shaking off a run of inconsistent form in recent weeks on the PGA Tour, Spieth sank a six-footer at the third, a 13footer at the sixth and a fourfooter at the eighth to reach the turn in three-under 33. He then picked up further strokes at the 10th, 13th and 18th, where he rolled in a sixfoot putt before pumping his fist in celebration, to finish three ahead of Englishmen Paul Casey and Justin Rose in the year’s opening major championship. Out on the course, Ireland’s Shane Lowry was at five-under after completing 10 holes while pre-tournament favorite and world number one Jason Day of Australia was four-under after 13. ”I would have signed for two-under today and not even played the round, knowing the conditions that were coming up,” said the 22-yearold Spieth, who is aiming to emulate Jack Nicklaus, Nick Faldo and Tiger Woods with consecutive Green Jackets. ”Got a lot out of the round with what I felt like was kind of average-ish ball striking. Just scored the ball extremely well, which is something I’ve been struggling with this season. “I put it up there with one of the best rounds I’ve played, one of the best rounds I’ve scored.”
Casey, who played in Spieth’s company, was hugely impressed by the reigning champion’s 66. “That was a flawless round of golf,” said Casey, who shot a 69 on an increasingly blustery day. “One of the toughest days I’ve ever seen around Augusta National. ”Although, I think we got let off the hook with the rain last night, still incredibly tough. I played a wonderful round of golf, but it was great to have a front row seat to watch that.” Spieth won the PGA Tour’s Hyundai Tournament of Champions in January, but struggled to string together four good rounds in his next five strokeplay starts before returning this week to the welcome surroundings of Augusta National. He tied for second on his Masters debut in 2014, then last year stunned the golf world as he completed a wireto-wire victory by four shots, matching Woods’ tournament record low of 18-under 270 for 72 holes. While Spieth flourished in Thursday’s opening round, former world number one Ernie Els made a nightmare start as he seven-putted from just shy of three feet at the par-four first to run up a mindboggling 10. It was the worst ever Masters score on that hole by two shots and left South African Els, who has struggled badly with his short putting for much of the past 12 months, shaking his head in disbelief. Among the late starters, Northern Irish world number three Rory McIlroy was at two-under after nine holes in his bid to complete a career grand slam of golf’s four blue riband events. (Reuters)

Klopp guides Liverpool to draw in Dortmund Divock Origi gave Liverpool a potentially crucial away goal in their Europa League quarter-final tie with Borussia Dortmund as the first leg in Germany ended in a draw. The Belgium striker struck on Reds boss Jurgen Klopp’s return to his former club with a low finish across goal. Dortmund goalkeeper Roman Weidenfeller then denied Origi one-on-one. Mats Hummels headed in an equaliser and the hosts pressed in search of a winner, but Liverpool kept them at bay. In the end it was a fair result as Dortmund, favourites to win the Europa League, dominated possession but Klopp’s tactics ensured Liverpool frustrated their opponents, restricting them to few real chances. A stirring rendition of You’ll Never Walk Alone - a song both teams have adopted as their football anthem - before kick-off set the tone for the game, with a special atmosphere playing
its part in an encounter that was tense and, at times, thrilling. Some eyebrows were raised before kick-off when Klopp decided to start Origi instead of England international Daniel Sturridge. Origi had not scored since 14 February, while Sturridge appeared to be finding his form after returning from injury with three goals in nine games. The 20-year-old was nothing more than a spectator in the opening stages as Liverpool soaked up some early pressure, but Klopp said before the game that he had given him the nod because of his pace and power - and both were on show when the visitors took the lead. He controlled captain Jordan Henderson’s slightly awkward ball superbly before turning towards goal and steering a low strike into the far corner. From then on, Origi held up the ball excellently to relieve some pressure on a defence that
unsurprisingly came under some heavy pressure at times. In Pierre-Emerick Aubameyang, Dortmund possess one of the most lethal finishers in Europe, but Dejan Lovren and Mamadou Sakho stood up to the task of nullifying the 33goal Gabon striker. He was limited to one real chance, an effort from close range that was blocked by Lovren, while Sakho threw his body in the way of Henrikh Mkhitaryan to deny what was an almost certain goal. Interest in Klopp’s return to Dortmund was huge in the build-up. The 48-year-old German is fondly remembered for his achievements at the club he managed for seven years from 2008, having led them to two Bundesliga titles as well the final of the Champions League in 2013. Around 20 television crews and some 100 journalists were in attendance for his pre-match

news conference, while one German TV had been planning a ‘Klopp Cam’, which would have focused on the Liverpool boss for the full 90 minutes - although that idea was ultimately shelved. When Klopp emerged before the match, his name was chanted by the home fans but the Liverpool boss was evidently keen to make sure he was not the centre of attention. After acknowledging the home fans with a clap, he
switched focus firmly to his own players warming up and there was no doubt about where his allegiances lie when he thumped his chest and roared in delight after Origi’s goal. Despite the away goal, the tie is far from over. Dortmund have scored in each of their previous six away games, including two goals at Tottenham in the previous round of the competition. Improving their
defending at set-pieces will also be key for Liverpool. Hummels was left unmarked to head in the simplest of goals from a corner, meaning the past three goals Liverpool have conceded in the Europa League have been from set-pieces. History is on Liverpool’s side, though. They have progressed from 11 of their past 12 European ties in which they have drawn the first leg away from home. (BBCsport)

Narine’s action cleared ahead of IPL West Indies spinner Sunil Narine has had his bowling action cleared by the ICC, just two days before the start of the IPL. Narine has not bowled since November, having been reported while on international duty, but all his deliveries with a remodelled action have been found to be legal. Narine has been a key player for his IPL franchise, Kolkata Knight Riders, and their new coach, Jacques Kallis, had earlier admitted he did not know if the West Indian would be available. Narine has taken 74 wickets in four IPL seasons and helped Knight Riders to the title in 2012 and 2014. He was suspended in November, after being reported during an ODI in Sri Lanka, and his last appearance came at the

He is now free once again to play in international and domestic competitions. Narine had previously spent a year out of the West Indies side working on his action but, three games into his comeback, he was pulled up again. The WICB initially named him in the squad for the 2016 World T20, but he withdrew citing “insufficient progress in the rehabilitative work on his bowling action”. He was also called for a suspect action during the

IAAF to decide on prosthesis criteria in June The International Association of Athletics Federations (IAAF) is to finalize by June a set of criteria on the use of artificial limbs by athletes who want to compete at the ablebodied Olympics. The ruling body of athletics said yesterday it was creating a working group to review Rule 144.3 (d) which says athletes using a mechanical aid cannot compete at major events unless they can prove the use of an aid will not provide them with an unfair competitive advantage. The group’s formation was triggered by 2014 German long jump champion Markus Rehm who is attempting to become the second athlete with a prosthesis, after South
African Oscar Pistorius in 2012, to compete at the Olympics. Rehm, who is known as ‘Blade Jumper’ due to his carbon-fiber prosthesis and also competes in able-bodied events, must prove he does not have an unfair advantage if he wants to feature at the Rio de Janeiro Games in August. He has complained about the IAAF’s delay in issuing a set of criteria and will not have much time to plead his case. ”An IAAF working group studying the generic use of prosthesis in competition by athletes with a disability, specifically the long jump, has been formed following a decision at last month’s IAAF Council Meeting,” the governing body said.
It added the group would consider the criteria necessary for athletes who use prosthesis and want to compete at the Olympics and the European Championships in July. ”This group will draw upon extensive knowledge from across disability and able-bodied athletics,” said IAAF general secretary Jean Garcia. ”It is our aim to bring clarity to what is a complex question of technical eligibility as soon as possible so athletes wishing to compete at the European Championships in Amsterdam and at the Olympics in Rio are aware of eligibility.” Rehm has threatened to take legal action if he believes the IAAF is stalling. IPL opener to be held in Mumbai after High Court adjourns hearing The opening match of IPL 2016 will be played in Mumbai tomorrow as scheduled after the Bombay High Court adjourned a matter related to the hosting of matches in the drought-hit state of Maharashtra. While hearing a Public Interest Litigation on Wednesday and yesterday, the High Court had sought an explanation from the BCCI and the three state associations on why water should be “wasted” on IPL matches in Mumbai, Pune and Nagpur following a severe state-wide drought in recent months. The matter will next be heard on April 12. While the division bench, comprising Justices VM Kanade and MS Karnik, has not yet passed an order, it has asked the Maharashtra government and Mumbai’s civic body, the Brihanmumbai Municipal Corporation, to file replies outlining plans to address the issue of water shortage in the state. The court has also asked for a report on how the water suppliers for organisations like the BCCI are getting water from. The Advocate General’s office, appearing on behalf of the state, contended that 21,000 litres of water were sanctioned to the Wankhede Stadium for use per day, 0.00058% of the water utilised by city of Mumbai. ”We don’t care about a tournament like the IPL. Their interests are purely commercial and to mint money,” the court said yesterday. “But just because they can pay for water tankers providing water at a premium rate, while others can’t afford it,
Mumbai Indians owner Nita Ambani and captain Rohit Sharma ring the opening bell at the Bombay Stock Exchange, while Ricky Ponting looks on, Mumbai, April 7, 2016 © Mumbai Indians. means there is a problem that the state has failed to identify and address. ”The state authorities must, therefore, find out where the BCCI’s water suppliers get their water from. That is not the BCCI’s prerogative, it is the state’s.” While the court stressed on the accountability of civic agencies, it also criticised the arguments made by the BCCI counsel in response to the PIL filed by Loksatta Movement, a Hyderabad-based NGO, which had demanded relocation of IPL matches from Maharashtra. The board’s senior counsel, Rafique Dada, said that less water was used at the grounds during the IPL in comparison to preparations for an international match. “For international matches, there is a requirement

for pitches to be watered 48 hours prior to the match, but for IPL matches, it is just watered twice a day on the day of the match.” Dada submitted. “Therefore, if taken to its logical conclusion, there is less water used during the IPL than otherwise.” Dada added that apart from watering pitches, the remaining usage of water was “routine” by the standards of “all international stadia for its day-to-day maintenance”. He also argued that prohibiting such day-to-day maintenance would lead pitches and grounds of international standards to “die a natural death”. In response, Justice Kanade observed: “We were expecting you (the board) to show some consideration or at least submit that you
will consider using the water for the tournament responsibly. But here you are almost suggesting that grounds and pitches are more important than people who are dying without water in the state.” Arshil Shah, who represented the petitioners, insisted the court pass an interim order to stop the IPL matches in Maharashtra until the report from the state and civic agencies is submitted. The court rejected the suggestion. “Let the report be submitted, if it shows that moving the matches out of the state will help address the water drought situation, then we shall consider,” the bench said. The judges also stated that despite the timing of the PIL, the issue of a state-wide drought cannot be ignored: “We agree that the timing of the Petitioner just days before the start of the tournament shows they may not have the best intentions at heart, but the larger issue of a state-wide drought cannot be ignored.” Overall Maharashtra is scheduled to host 20 matches in the ninth edition of the IPL. Wankhede Stadium in Mumbai will host eight matches, including the tournament opener tomorrow and the final on May 29. Nine matches have been allotted to the Maharashtra Cricket Association stadium in Pune, including the Eliminator on May 25 and Qualifier 2 on May 27, while three matches will be played at the Vidarbha Cricket Association Stadium in Nagpur, designated as home games for Kings XI Punjab. Nedd hits 38-ball ton as DCC hammers Saints in U-17 final; Singh grabs 6-2 By Sean Devers It is said that catches win matches but as Saint Stanislaus College found out in sweltering heat yesterday at DCC, dropped catches cost you dearly. National U17 all-rounder and DCC Captain Ashmead Nedd was dropped on zero off Daniel Persaud in the day’s first over and the 16-year-old made Saints pay dearly with a brutal 38-ball century to spearhead his team’s 217-6 and a crushing 185-run. Saints were dispatched for 32 in 10.2 overs with pacer Bujnarine Singh snatching 6-2 in a destructive six-over spell. Guyana Diabetic Association (GDA) collaborated with the Georgetown Cricket Association (GCA) to stage the eight-team Under-17 T20 competition which was sponsored by the Ministry of Public Health (MPH), PAHO/WHO and Smalta, and yesterday’s lop-sided final produced the highest and lowest totals in the tournament.
The students invited DCC to bat on a flat track and fast outfield and Nedd produced a brutal display with the bat on World Health Day where the GDA staff, led by its President Ms Glynis Beaton-Alonzo, tested the blood sugar levels of the young and old. There was no dawn in Nedd’s pugnacious innings which began at high noon after he had tested the catching of the opposition which they failed. The right-handed Nedd, who bowls left-arm spin, manhandled the bowlers with disdain after losing his opening partner Robin Williams (1), taken at cover off Rueben Sukraj in the second over at 5-1. After that it was the Ashmead Nedd show as he dispatched every bowler. It rained sixes in bright sunshine as he dominated a punishing 144-run stand with Garrick Persaud, the silent partner in the batting blitz. Nedd cut the unlucky Persaud for four consecutive
MOM, DCC Skipper Ashmead Nedd cuts during his swashbuckling 38-ball 100 yesterday boundaries in the third over which cost 22 runs to set the tone for what was to come in the vicious onslaught. Nedd was on fire and pulled a high full toss from Sukraj for four but could only top edge the next (free hit) for a single. He however finished off the over, which cost 23, with successive fours to post the 50 in the fourth over. Persaud edged Kennard Moonsammy for his only boundary while Nedd blazed away at the other as he decimated the hapless bowlers to all parts of the
small ground to the delight of a decent working day crowd. Nedd clobbered Ezekiel Canes for four sixes in his second over which cost 26 to rush past TSC’s Adrian Hinds’ 30-ball 90 before reaching his century in Canes’ next over with his 11th four. His ton also included six sixes but he was taken on the cover boundary as Canes finally broke the stand in the 14th over. The in-form Sagar Hatheramani joined
Persaud, not equipped with the ‘big’ blows, and he was run out for 24 at 166-3 before Hatheramani (5) lofted Canes to long-off, next ball. Alphius Bookie (9) was run out but Singh started a great day at the office with an explosive 30 from 12 balls with three sixes and two fours before he was removed by Daniel Persaud. But by then the total, aided by 40 extras, was over 200 and the shell shocked Saints fielders were operating on auto-pilot. When Saints began the run chase, Qumer Torrington bowled with pace but it was his new ball partner Singh, who started the demolition job when he removed Kennard Moonsammy (1) at 6-1 in the second over. From 11-1 Singh ran through the batting order and took the next six wickets for one run before seven wickets tumbled for eight runs. Canes (10) smashed Nkosie Beaton for a four and six in two balls before Hatheramani finished off the game when Canes hit him to
long-off. Left-arm pacer Dquan Bamfield took 2-6 to support the Singh who took the award for the best bowler in the final. Joshua Bankay copped the best fielder award. Hatheramani and Hinds were the MVP of their respective Zones while Nedd collected the Championship Trophy, the MOM award and best batsman prizes as he led his team to the tournament’s highest total, surpassing TSC’s 207-6. The Umpires, Scorers and each team member from both teams were given medals as did DCC’s Curator, former Guyana youth batsman Orin Samuels. TSC was adjudged the most disciplined team. Ms Beaton-Alonzo informed that the tournament was born from a discussion she had with Coach Nedd while President of the GCA and representatives of the sponsors also spoke at the presentation Ceremony.
NSC issues statement on Guyanese Queen Stafanie receives regal WI female cricketers snub reception The Director of Sport, Christopher Jones, has issued a statement on the snubbing of Guyana’s West Indies female cricketers, who had a lukewarm welcome home after they were part of the World T20 winning World Cup team in India last weekend. No one of influence from the Guyana Cricket Board (GCB), National Sports Commission (NSC) and Government turned up at the airport to welcome the players, Shemaine Campbell and Tremayne Smart back to Guyana. The issue sparked outrage on social media. Below is the full text of the Director of Sport statement: Firstly my heartfelt apologies to Ms. Smart and Ms. Campbell on behalf of the National Sports Commission, the Government and People of Guyana for not affording them the hero’s welcome as they so rightfully deserve. We were fully aware that two female Guyanese were members of the West Indies ICC women world T20
champions and were eagerly awaiting their arrival to welcome and honour them. The Guyana Cricket Board which is the authority in Guyana as it relates to cricket whether Women, Men, Under-19, Under-17 etc and would have been the recipients of the itinerary of the two players just as they would have been for the others. For reasons best known to the GCB this information was withheld from the Government and the people of the Cooperative Republic of Guyana. It is important to note from sannsports.com, an online news agency which has confirmed from a GCB personnel that they did not invite the Government. “A personnel from the GCB confirmed that the relevant sports dignitaries in the sports were not informed about the players’ arrival.”sannsports.com The Director of Sport in recognition of the faux pas of the Guyana Cricket Board, at National Sports
Commission statutory meeting on Thursday 25th February 2016 indicated his intention to host a luncheon for the U19 Cricketers on Wednesday 6 April 2016. This was unanimously agreed to by the C o m m i s s i o n e r s additionally, corporate Guyana was invited to be a part of the venture and 704 Sports Bar came on board immediately as well Sanjays Jewellery. Unfortunately or fortunately due to logistical constraints that event was postponed to Friday 8th April 2016 at the said venue, now since we have the opportunity to again correct the blundering of the GCB we will include the female cricketers not as an afterthought but to correct the glaring errors of the GCB. I have been adamant that athletes leaving these shores are ambassadors of our nation and as such must be treated with dignity and respect and my r e c o r d w o u l d demonstrate this.
Late on Tuesday, the Jamaican members of the triumphant West Indies men’s team returned to the island to a hero’s welcome. And on Wednesday it was the turn of Stafanie Taylor, the women’s captain, who was greeted like a queen as she arrived at the Norman Manley International Airport. The 24-year-old allrounder, the lone Jamaican in the West Indies squad, was hosted by team sponsor Digicel inside the Pineapple Lounge. Petals were laid at her feet as she walked before she was seated on a chair akin to a throne for royalty. The West Indies Women’s team beat favourites Australia by eight wickets with three balls to spare in the World Twenty20 (T20) final in Kolkata, India, on Sunday. Taylor, who was named player of the tournament for outstanding contributions with bat and ball, made 59 runs in the final. Her firstwicket partnership of 120 with 18-year-old Hayley Matthews, who made 66, put West Indies on the brink of victory.
Stafanie Taylor
She said the team’s resolve was steeled because many gave them no chance against the dominant Australians, who were seeking a fourth straight T20 title. ”I remember I had a press conference and a guy from Australia asked if I was intimidated by the Aussies, and I was so angry that I almost cursed,” she told journalists. ”I went back to the girls and I told them this is what is being said. We had to take it in a positive way because it was the Aussies who should be intimidated by us because we had nothing to lose,”
Ta y l o r c o n t i n u e d . It is the West Indies women’s maiden T20 title and first time beating Australia in the game’s shortest format. Sport Minister Olivia ‘Babsy’ Grange, representatives of the Jamaica Cricket Association (JCA), including President Wilford ‘Billy’ Heaven and Chief Executive Officer Courtney Francis, as well as members of the Digicel staff, led by Patrick King, the telecommunications firm’s customer solutions director, were among those who received Taylor. Jus’ Waters Inc / GSSF Steel Challenge Competition
Ryan McKinnon and Naresh Samuels (Law Enforcement) emerge winners Ryan Mc Kinnon has continued his dominance of shooting under the umbrella of the Guyana Sports Shooting Federation (GSSF) when that entity held the Jus’ Water sponsored Steel Challenge Match on Saturday last at the Timehri Rifle Ranges, Yarrowkabra, Linden Soesdyke Highway. Shooting in the Limited Division which required the use of 9mm or higher caliber pistols, Mc Kinnon once again ruled the roost with a score of 56.75 to take the top prize. Occupying second place was GSSF President Ms. Vidushi Persaud with a score of 72.53 while third place went to Shawn Smith (79.43). Copping the special trophy for the Highest Law Enforcement competitors was Naresh Samuels with a score of 192.48. Shooting commenced on the Roundabout stage, followed by Showdown, and finally
the most popular Smoke & Hope stage which consisted of the largest targets thereby allowing the shooters to really exercise their trigger fingers in the fastest display of the day. In every stage competitors were required to shoot five different steel targets set out at various angles and distances, one of which is designated as a “stop plate” which is shot last. Registering a hit on the plate stops the time. The total time it takes to hit all five plates is used for the score (Your time is your score.) Misses and penalties add 3 seconds to the time for each. Scoring is done using a digital timer which records times according to shots fired. The competitor’s best four scores out of five strings of fire on each stage were then added together for collective score. The lowest
