Ministry in discussion, not negotiation with GTU – says Minister - not committed to 40 per cent increase for teachers While the Guyana Teachers’ Union (GTU) is convinced that it has long started a process of negotiation with the Ministry of Education for a new multiyear remuneration package for public school teachers, Minister of Education, Dr. Rupert Roopnaraine, yesterday informed otherwise. The Minister in response to a question posed by this publication said, “I wouldn’t call that negotiations...I have been having some discussions with (GTU President) Mark Lyte and people in the Union and I’m hoping whatever difficulties they have we can resolve them; I think we can.” Insisting that no negotiations have started, the Minister added, “We haven’t really reached the stage of negotiations in the sense that, they bring their documents and we address their documents...that is going to be a higher stage of the conversation.” He, however, admitted that the discussions with the Union have thus far yielded a commitment on the part of Government to pay teachers the debunching money that the Union had long been
advocating for. The Union had previously inked an agreement with the previous administration which had agreed to pay the debunching money to teachers. During the lead up to the May 11, 2015 National and Regional Elections, the previous Government, the People’s Progressive Party/ Civic, had reneged on its commitment. But according to Minister Roopnaraine yesterday, “We are looking at the debunching right now...we have to honour whatever commitments the Government entered into with the teachers’ Union and right now I know they are looking at the whole debunching issue.” Teachers, under the debunching scheme, will be eligible for one per cent of their salaries for each year. “The Union and the Ministry have agreed to have the payout of one per cent of all teachers’ salaries beginning from 2011 to 2015...this means that for each month they will get one per cent of whatever salary they are receiving in that year,” the GTU President had told this publication. Based on the agreement the teachers
should be paid their debunching money by the end of this school term. But apart from continuing its appeal for the payment of the debunching money, the Union is negotiating for a 40 per cent across the board increase in salary for teachers. It is also hoping for a 45 per cent increase for next year (2017) and 50 per cent for the following three years (20182020) for all categories of teachers. In a proposal seen by this publication, the Union has taken into consideration inflation and made it clear that “should there be inflation higher than the percentage agreed upon, then the teachers/teacher-educators must get the benefit of the difference.” However, when asked whether the GTU-proposed 40 per cent increase across the board increase for public school teachers this year would be feasible, Dr. Roopnaraine would only say, “frankly I would like to give the teachers even more but you know we have teachers to deal with, we have nurses to deal with...if you begin to raise the salaries of teachers in the classroom, the nurses are going to say what about
us?” He qualified his remarks by adding, “I sit right next to the Minister of (Public) Health in Cabinet.” The Minister, however, added too that “I do believe that we need to look at the whole issue of what we’re paying the public servants.” The Union in its proposal is advocating for an additional performance-based incentive of three per cent per annum, of the total teachers’ wage bill and expects that this will be paid to eligible teachers with effect from January 1, 2016, once the multi-year agreement it is proposing, is accepted and approved. If the agreement under consideration is approved, teachers will also benefit from a monthly emotional/stress/ risk allowance of $5,000, and
Minister of Education, Dr. Rupert Roopnaraine all teachers who received duty free concessions will be granted a maintenance allowance of $7,000 monthly for their vehicles including cars, motorcycles and boats. Further, the GTU is proposing that all teachers who are owners of motor vehicles be granted mileage when they are invited to meetings or to meet with
officials at the Ministry of Education, and when they are required to attend Teaching Practice sessions organized by the Cyril Potter College of Education (CPCE). If the Union’s proposal is approved, teachers will also be eligible for double salaries in December each year, scholarships and other nonsalary issues.
129 graduate from BIT Training Programmes ...2015 saw 1625 graduating A total of 129 persons received their certificates from the Board of Industrial Training (BIT) for successfully completing training in their respective fields of interest, yesterday. The event was held at the National Cultural Centre, Mandela Avenue, and saw participation from the Minister of Social Protection, Volda Lawrence, and representatives from various governmental and nongovernmental agencies. These graduates were involved in various programmes from several teaching institutions and received training in their area of choice, such as Welding and Fabrication; Sexual Reproductive Health; Catering and Cake Decorating; Auto Mechanical training; Heavy-
duty operation training; PC Repairs and Information Technology; Youth Empowerment ; Care for the Elderly training etc. The Certificate the graduates received yesterday afternoon, are accepted throughout the country and the Caribbean. The BIT is currently working towards a National Vocational Qualification (NVQ) Level. The 2015 programmes have thus far produced 1625 graduates through the National Training Project for Youth Empowerment (NTPYE). The National Training Project for Youth Empowerment (NTPYE) is a programme which was launched by former President, Bharrat Jagdeo in June 2005 and is aimed at providing
The Minister of Social Protection, Volda Lawrence Technical and Vocational Education and Training (TVET), to out-of-school youths across the country. The programme is implemented by the BIT. According to the BIT website, the programme consists of on the job training and exposure to life skills educational classes. The youths who are targeted are between the ages of 15 and 25. Most of these youths do not have the requisite CSEC qualifications to enter the job market or they may not have completed secondary education. The Project is intended to train 1750 youths in one year in a variety of occupations on demand. So far, the Project has been implemented in all of the regions with the exception of Region Eight; programmes are scheduled to go on-stream there soon. The trainees are provided (continued on page 24)

Obama, Saudi king discuss strained alliance, Middle East conflicts
U.S. President Barack Obama meets with Saudi King Salman at Erga Palace upon his arrival for a summit meeting in Riyadh, Saudi Arabia yesterday. (Reuters/ Kevin Lamarque) (Reuters) - U.S. President Barack Obama met Saudi Arabia’s King Salman yesterday to seek joint action on security threats including Iran and Islamic State - and to talk through tensions between the two allies that have been laid bare in recent weeks. Obama’s fourth and likely last visit to the world’s top oil exporter has been overshadowed by Gulf Arab exasperation with his approach to the region, and doubts about Washington’s commitment to their security. Most of the Gulf Arab monarchies have in private been sorely disappointed by Obama’s presidency, regarding it as a period in which the United States has pulled back from the region, giving more space to their arch rival Iran to expand its influence. Obama met for two hours with Salman and a group of top princes and officials at the opulent Erga palace, a meeting that had been forecast to be awkward. Obama was recently quoted in a U.S. magazine interview commenting on the “complicated” nature of the U.S.-Saudi relationship, and describing some some Gulf and European states as “free riders” who called for U.S. action without doing enough themselves. The White House said the leaders exchanged views on a series of regional conflicts where the allies disagree, and also explored U.S. concerns about Saudi human rights issues. “The two leaders reaffirmed the historic friendship and deep strategic partnership between the United States and Saudi Arabia,” the White House said in a statement. Obama has spoken of his desire to persuade Gulf States to arrive at a “cold peace” with Iran that would douse sectarian tensions and allow all sides to focus on what he sees as a greater threat emanating from Islamic State. “More broadly, the president and King discussed the challenges posed by Iran’s provocative activities in the region, agreeing on the importance of an inclusive approach to de-escalating regional conflicts,” the White House said. Obama praised the king’s pledge of humanitarian aid to Yemen after a Saudi-led military campaign against the Iran-backed Houthi group - and talked about the need to help parts of Iraq hit hard by Islamic State fighting. They also talked about the need to reinforce a cessation of hostilities between Syrian government and opposition forces, and their support for a political transition in the war-torn country, the White House said.
The White House did not say whether the leaders had discussed a bill proposed in the U.S. Congress that, if passed, could hold the kingdom responsible for any role in al Qaeda’s Sept. 11, 2001 attacks. The attack was mounted by al Qaeda, then based in Afghanistan. Fifteen of the 19 hijackers were Saudi nationals, although no U.S. investigation to date has reported finding evidence of Saudi government support for the attacks. Obama has said he opposes the bill because it could expose the United States to lawsuits from citizens of other countries. LOW-KEYARRIVAL Obama arrived too late for the pomp of a televised official welcome for Gulf rulers at the airport, making a low-key entrance before being whisked off by helicopter to the palace. He later met privately at his hotel with Abu Dhabi’s crown prince Sheikh Mohammed bin Zayed al-Nahayan and discussed the need to find a political settlement for the Yemen conflict, and to head off the “actions of potential spoilers” for Libya’s nascent government. Earlier, U.S. Defense Secretary Ash Carter had talks with his Gulf Arab counterparts on ways of countering Iranian influence and fighting the Islamic State group. They agreed on joint cooperation towards improving Gulf missile defense, special forces and maritime security, but no new deals were announced. The GCC secretary general said the bloc and the United States would stage joint maritime patrols to stop weapons smuggling to Iran. American officials said these were already taking place and did not represent a new step. Today, Obama will attend a summit of the Gulf Cooperation Council (GCC), a group of monarchies comprising Saudi Arabia, Kuwait, Qatar, Bahrain, the United Arab Emirates and Oman. Apart from Oman, they are ruled by Sunni Muslim dynasties who see revolutionary, Shi’ite Iran as a threat to their security and say its involvement in Iraq, Syria, Lebanon and Yemen has fueled conflict and deepened sectarian divisions. That tension surfaced again yesterday when Iran’s Supreme Leader Ayatollah Ali Khamanei attacked Riyadh’s attempts to isolate its ally, Lebanon’s Hezbollah movement, in a series of fiery Tweets. “Hezbollah is shining in the Muslim world. It doesn’t matter if a corrupt, dependent and hollow government with the use of petrodollars condemns it in a statement. To hell with it,” he wrote.

Controversial photo of Harmon and investors …
Tripping over things! The reasons for the controversial trip by a number of Government officials to the People’s Republic of China have not been satisfactorily explained. The Guyanese people are still waiting for a full and satisfactory disclosure on this matter. Until this is done there will remain suspicion and concern over what is happening within the government. It is the obligation of the government to explain the reasons for the trip, what it was undertaken, who approved it and who were authorized to proceed on the trip if it was approved by the government. There is nothing wrong with a government-private sector team going to China. That country is the largest investor in Guyana. It gives more money to this country than the United States and the European Union combined. There is nothing improper with sending a local delegation to China. What is improper is not

being liberal with information about the purpose and composition of the delegation on the trip. The public should not have had to read about this in the newspapers. The government should have been proud to announce that a high level delegation was going to China for whatever reason they were going there. We were told that the trip was in relation to NICIL’s business. NICIL reportedly owed the sum of US$5M for government shares in the Guyana Telephone and Telegraph Company which were sold to a Chinese firm. The government has reportedly been finding difficulty in tracing the sum which it was said was paid to the government. But did such a situation warrant a trip to China? If the money was paid then it should have been paid through a bank instrument, and the company involved should have been able to produce the evidence of this without necessitating a
Dem boys seh ...
Billions of $$$deh right here to collect Dem never expect to get all this problem wid de politicians of today. Dem never believe that skullduggery would be so rampant wid this new administration. Joe ShanLin been to China fuh find out and collect US$5M from de company that buy out de 20 per cent shares in GTT. He come back without de money and no clear answer. He can’t seh wheh de money deh, who collect it and when, or if it was paid. Wha Guyana know is that he had a good time in China. And right here Mahdia Gold owe de govt over US$10M years now. Nobody don’t have to travel first class and spend millions to go anywhere to collect this. Dem just got to send a lawyer letter. If that don’t wuk, do wha dem do wid BaiShan and seize assets. Instead, dem boys hear politicians from de PPP and APNU, getting big kickbacks. Dem ain’t certain bout AFC in it too. This is why nobody ain’t mekking any effort to collect de money. After all money going in dem pocket and some in bank accounts. Dem boys seh de same way govt sell out de GTT shares, is de same way dem sell out Omai property. De same way dem seh dem can’t collect de US$5M from GTT is de same ay dem saying dem can’t collect de US$10M from Mahdia Gold. Dem boys know you-all smart enough to figure out what is going on here. Is pure scampishness and skullduggery. De Cacique hotel behind Princess is another skullduggery. Dem sell de hotel to BaiShanLin and that company still owe de govt more than half wha dem buy it for. Dem boys want to know if Joe ShanLin ask took de opportunity, seeing dem was in de jet together, to ask for that money. He did seh he been and meet a new company that got most of de shares in BaiShanLin. Dem boys want to know if de new company gun tek over de Cacique too, or dem gun tek he over. Dem boys watching he movement all de time. Since he been to China and come back he running, ducking and hiding from de press. Trotty batting fuh him. Dem don’t know if he gun mek de runs to win de battle fuh Joe ShanLin. Talk half and collect de money fuh de treasury and not de pockets.
Harmon feels regret at jet flight in China - Trotman Minister and a top official of NICIL having to win out to China for this confirmation. The situation gets even more confusing since NICIL falls under the Minister of Finance and not the Ministry of the Presidency. So why was a Minister within the Ministry of the Presidency going to China on NICIL business and not the relevant subject Minister, the Minister of Finance? This needs to be explained to the satisfaction of the Guyanese public. We know from statements made by the President to the media that he said he saw the Cabinet Decision about the trip to China. This raises two questions: Was the trip to China discussed at Cabinet, and what do the records of Cabinet show as the reasons given for the trip? If the trip was discussed and authorized, then Cabinet had to know who was going on the trip and for what purposes. The second question is, was Cabinet apprised of the trip after it happened? This is possible in some cases where Cabinet may be asked to conform and adopt a decision taken without prior discussion and approval by Cabinet. We are not told whether the Cabinet was advised post trip or pre- trip. This question also needs to be answered. Whatever the answers, there still remains the purpose of the other persons, on the trip. What was their purpose on the trip? Why were persons other than the Minister and the official from NICIL on the trip? What mission were they on?
Minister of State, Joseph Harmon during a recent private jet trip with Executives of BaiShanLin
By: Kiana Wilburg Minister of Natural Resources, Raphael Trotman, does not believe that a photograph showing Minister of State, Joseph Harmon posing with BaiShanLin executives on a private jet trip, constitutes a conflict of interest. In fact, Trotman is of the view that there was nothing illegal about what the picture showed. He made this assertion in response to questions which called on him to explain why neither the Minister of Finance, Winston Jordan, Minister Trotman nor any other government official was on the recent trip to China. The Minister of Natural Resources asserted that Harmon had to travel to China to deal with a NICIL matter and his being in a jet ride is not uncommon. He explained, “It is not
uncommon that other matters came up on the trip. I may, for example, be in the USA for a particular matter and I may be asked to meet others as I have done quite recently. “Persons wanted to invest in oil and gas and a range of other matters even though the purpose of my trip was completely different. So it is not unusual.” With regard to the proposed Code of Conduct, Trotman was asked to say to what extent he is comfortable with Harmon’s trip as it relates to potential investors in Guyana. He said, “Let us be real. Of course they say pictures tell a thousand words but it is not uncommon…there are levels of comfort and there are levels of discomfort and I think that the picture by itself of course was a very uncomfortable one to look at.” The Minister continued,
“But I think if you were to look at it, it is not uncommon in modern travel for the use of a private jet. Exxon Mobil is operating in Guyana and has a fleet of helicopters at the Ogle airport. “Should we be invited to go out to the rig, would it be inappropriate for the Government officials or the President to use that helicopter?” Trotman said that the reaction to such situations would depend on the circumstances, but he has accepted Harmon’s explanation of the matter. He said, “I am certain that he regrets that (the situation) has led to this.” The Minister of Natural Resources said that while an official accepting an invitation on a private jet trip could be used for influence, he emphasized that there is no evidence to indicate that this (continued on page 23)

=== The Freddie Kissoon column ===
One simply gives up on this silly country On Tuesday morning, I dropped into the GRA’s office to collect a driver license application. While waiting for the metal detector, the lady in front of me was refused entry. I saw the security rank holding her shirt sleeve indicating it was inappropriate. After I passed through the scanner I asked why she was barred. I was
told that her shirt sleeve was too exposing. I did not agree. I asked to see the dress code, was directed to it and it unambiguously stated; “sleeveless shirts.” The lady’s shirt had a short sleeve to her elbow with a split in the middle. Her shoulder blades were not exposed; her arm pit was not exposed. Based on the GRA’s
sartorial requirements, the woman was not in violation. I made a fuss and insisted that they were wrongly interpreting their own dress edicts. They let the woman in. During my contestation, the woman was quiet as a lamb. How can this stupid country treat people like this? Why is God allowing this country to exist? This lady might have travelled from a distant place to have a needed document and was turned down by a security rank that cannot interpret GRA’s dress code. I am now about to say something that is not within my character make-up but I will still spell it out because reality cannot be washed away. Many security personnel that work at the GRA, the High Court and other places are not people with advanced training or extensive exposure to life so their understanding of aesthetics are not highly developed. These people simply do not know what constitutes a sober
colour. The High Court dress code bars loud colours. Who enforces such a ban? Security people who may not have completed all the stages of high school. Am I being insulting? No I am not. If it is a fact, how am I being insulting? Can such people aesthetically define sober colours? They cannot and that is because I have seen their failure at the High Court many times when they enforce the rules. The policeman at the High Court refused entry to Denis Atwell of the Alliance For change claiming that his light-coloured blue jersey was too loud. It was not. Former security personnel for Minister Raphael Trotman, Gordon April, was refused entry into the magistrate court because he refused instruction to tuck his shirt into his trousers’ waist. April told the policemen that he was wearing a shirt jac. I intervened and clearly said to the policeman that the design of the shirt was in the shirtjac category therefore it was meant to be worn outside the trousers. April had a landlord and tenant case yet was refused
entry. The only reason he was not evicted due to his absence was because his wife and I pleaded with the magistrate. One year before the Gordon April incident, Leonard Craig, current Chairman of the Broadcasting Authority, was refused entry into the High Court because of the identical demand by a security rank as what occurred with April. Craig told him that he was wearing a type of shirt-jac and it was a shirt-jac design. These security personnel, wherever they are stationed, haven’t a clue what fashion is all about. Many, many innocent citizens travelling from far off places in Guyana to do business with public institutions are turned away because of the primitive mentality that has taken over this country. If I wasn’t there that lady on Tuesday morning would have suffered a bout of depression if she had to travel way back to Region Three or to Region Five. But it just goes to show how oppressive this country remains. The GRA has a dress code. The judicial system has a dress code. But can one ask
Frederick Kissoon if they have a performance code? You cannot go into the High Court with a multicoloured dress whose colour is loud but you can file a writ in the very High Court and die of old age before the trial commences. This is not an accusation against the judges but the system itself. The GRA is notorious for bad service. You have to wait for four hours just to get your application for driver’s license processed. Try importing a medicine to save your child. By the time the GRA personnel at the wharf or the post office is finished with you, the medicine has expired and your child dies. There is no dress code for participation in the Golden Jubilee celebration on May 26. You don’t even have to wear clothes. Your underwear might just do it for you.

Education Ministry advancing inclusivity with launch of Deaf Curriculum Social welfare and education policies on truancy as it relates to deaf students are among the recommendations made in order for a Deaf Curriculum adapted by the Ministry of Education to be effective. This notion was yesterday emphasised by Dr. Keren Cumberbatch of the University of the West Indies, Mona Campus, Jamaica, who has been helping the local Ministry of Education to phase-in the curriculum. But in the quest to develop the curriculum, Dr. Cumberbatch said that she was shocked to see the high level of absenteeism in deaf schools. She, however, disclosed yesterday that “a lot of it (absenteeism) was understandable given infrastructure issues and parents saying that ‘they just cannot afford to transport (their children) every day or it (the school) is too far...’” She, moreover, emphasised that “we have to work out infrastructural issues but we really do need social welfare involved, because a family needs to adjust to having a deaf child present
and all families cannot do that easily.” Dr. Cumberbatch, moreover, stressed the need for more parental involvement and teachers’ training, even as she added that “deaf education is something that is not easy...” As such she amplified the need for training for graduate and untrained teachers. She pointed out, too, that teachers must communicate with the child in his/her native language, ensuring that key concepts are firmly grasped and that the child should also be proficient in Signed English. And this is what the Adapted Curriculum will seek to address. Dr. Cumberbatch’s disclosures were forthcoming yesterday when the Ministry of Education launched an Adapted Curriculum for Deaf Education in Guyana at the National Centre for Educational Resource Development (NCERD). In delivering an overview of the project, Dr. Cumberbatch pointed out that it was introduced with a situational analysis of deaf education in Guyana, and
followed by the formulation of a conceptual framework for language learning and teaching for the deaf Guyanese student. Yesterday’s launch marked step three of the project, whereby the deaf curriculum will be introduced at the nursery, primary and lower secondary. Slated to follow the launch is the implementation and human resource development; that is, teacher training and education resource creation. This translated to a working session with educators of deaf students yesterday facilitated by Dr. Cumberbatch and others. “We can get all the fancy documents today and if we don’t have the context in place, none of it will work,” Dr. Cumberbatch asserted. Speaking at yesterday’s forum too, Minister of Education, Dr. Rupert Roopnaraine, not only assured that his Ministry is prepared to implement what is recommended, but went on to assert his Ministry’s commitment to providing access to quality education throughout the country.
“I want to assure that in relation to children with disabilities we are passionately committed to ensuring that the access to quality education does not exclude them,” the Minister added. Ms. Sabine McIntosh of the Deaf Association of Guyana said, that the adapted curriculum reflects the bilingual/bicultural approach and that deaf children will be taught to be functional and comfortable in two languages—sign language and English, and two cultures—deaf culture and the culture of the hearing. A bilingual approach in deaf education is necessary since according to McIntosh, “we believe it best prepares them for adulthood in the hearing world, without compromising their linguistic and cultural identity”. She said, too, that early family intervention is needed and because language development is age dependent, especially for the deaf child, acquiring visual communication skills (sign language) cannot wait until nursery age; language
Dr. Keren Cumberbatch development has to start at home. In emphasising the need to direct keen attention to deaf students, Chief Planning Officer, Ms. Evelyn Hamilton, pointed out that she had some time ago gained the awareness that students with disabilities have for too long been treated unfairly. In fact, she recalled that it was some 30 years ago she was informed that some of the brightest children in the education system were deaf and their needs were not being met. She, moreover, noted that the journey that is left to be travelled may very well be longer than what has already been trodden.
Chairperson of the ceremonial launch yesterday, NCERD Director, Ms. Jennifer Cumberbatch, regarded the proceedings as a very special occasion, even as she pointed out that “education is something very special to us...it is a deliberate, purposeful activity. It serves moral, social, political, social and economic ends, and we know schools play an important part in achieving this.” As such, she underscored that it is important that all students everywhere achieve education, and therefore must include children with disabilities, as this is their human right.

Wanted murder suspect captured Guyanese to in Moleson Creek backdam get INTERPOL TIP training Every rope has an end and that is what known character Bashier Harinauth, called ‘Boy’, found out. Harrynauth was nabbed on Monday by cops in the backlands of Moleson Creek on the Upper Corentyne. He had been on the run for over seven months. Harinauth (no address stated) was charged with the unlawful murder of 36 year old Shameer Ally called ‘Kazac’, a labourer of lot 1805 Crabwood Creek, Berbice, West Coast. ‘Kazac’36, a shady businessman of Grant 1805 Crabwood Creek was allegedly shot dead on Saturday October 24, 2015. Chief Magistrate Ann McLennan remanded the suspect to prison until May 4 when he will appear at the Springlands Magistrate’s Court to have his matter heard again. Harinauth was captured after police received information that he was hiding out in the backlands. Ally, a known character, was found dead in his yard with a suspected gunshot wound. It was revealed that he lived alone and was no stranger to the police. He was a known smuggler. He had a misunderstanding with a
Shameer Ally number of persons, including a man with whose wife he had a relationship. This led to constant altercations between the men. He also had a falling out with one of his partners following a sour deal and a number of issues with other persons in the area due to his nefarious activities. On the day in question, Ally had reportedly consumed a quantity of alcohol before going to a residence at Lot 15, Grant 1805, where he had an altercation with the occupants of that house. He
reportedly destroyed a number of windows on the premises and left. The man allegedly went home and a report was made at the station of the occurrence. The police were in the process of conducting investigations when they visited the man’s home to make an arrest. After calling for some time and getting no response the police decided to enter the yard. Ally was found lying in a pool of blood. Investigators reason that Ally, after going home decided to take a bath and was ambushed in his yard. No one heard anything including his relatives who lived next door, and two security guards who work at a next door sawmill. In the meanwhile an autopsy performed on the body of Ally by Government Pathologist Dr. Vivekanand Bridgemohan, at the Skeldon Hospital revealed that he died from shock and haemorrhage and multiple internal injuries due to a gunshot wound and laceration to the lung. Three persons were initially arrested but were subsequently released following investigation.
Resident attacks, wounds GPL contract worker …attacker suffers broken nose in return A man who attacked a Guyana Power and Light employed with a piece of wood after he alleged that the worker had unlawfully disconnected his lights, was himself wounded by the worker and is now a patient in the New Amsterdam hospital. Rohit Singh, 39 of Vryheid, West Canje Berbice, is suffering from a broken nose and a swollen face following an altercation between himself and Justin Bess, an employee of GPL and
of Sheet Anchor, East Canje, Berbice. According to information, Singh alleged that about two months ago Bess disconnected the electricity supply to his home after it was found that he was using electricity illegally. The man had since then vowed to harm Bess, whenever “he catches up with him.” Around 01:30 hrs on Saturday morning there was an altercation between the two men where Bess was allegedly attacked by Singh
who wounded him with a piece of wood. He received a cut to his right side jaw. Bess in return allegedly wounded Singh, breaking his nose and injuring his face in the process. Both men were taken to the New Amsterdam hospital where Bess was subsequently treated and sent away, while Singh remained warded. Bess has been released on station bail. Investigations are continuing and charges are likely soon.
Police up the ante against private hire operators …two nabbed red handed by decoys The Police in ‘B’ Division Berbice, have decided to take their fight against drivers who are operating their private cars for hire to another level. After years of complains by commuters and hire car operators against private operators who are operating their vehicles for hire, the police would usually arrest the drivers and detain their vehicles in the compound for a while before returning them to the owners. The owners would soon return to the same practice all over again. The cops have now decided to move the fight a step further by using decoys with marked money to nab the law breakers. On Friday two drivers were caught red
handed by decoys. The decoys with marked money boarded the vehicles at New Amsterdam heading to the Corentyne after they were solicited by the drivers. The decoys dismounted at Rose Hall and the drivers were paid with the marked money. After the transaction was completed the drivers were told of the offence and they were arrested and taken into custody. The drivers are Edroy Thomas 30, of 163 Tucber Park, New Amsterdam who was driving motor car PTT 2096 and Inties Khan, 23, of Fort Ordnance, East Canje Berbice who was driving motor car PTT 5717. They are to be charged with using their motor vehicle for purpose other than what it was licensed for..
Guyana’s fight against trafficking in persons received a significant boost when a team comprising two officials representing INTERPOL and one Officer from the Royal Canadian Mounted Police visited to conduct a Trafficking in Persons Needs Assessment. The visiting team was the guest of the Ministerial Task Force on Trafficking in Persons from April 9 to April 13, last. The Needs Assessment is the first phase in a three-phase INTERPOL Project to combat Human Trafficking and Migrant Smuggling in the Caribbean. According to a statement from the Ministry of Public Security, the mission by the INTERPOL Team began with visits to Itaballi, Puruni and Bartica in Region Seven in the company of a team from the Ministerial Task Force on Trafficking in Persons in Guyana. The trip to Region Seven enabled the visiting Team to experience the difficulties associated with travelling to interior regions in Guyana and policing these areas, and to witness working conditions in the mines and the general conditions in which persons in the area lived. This experience facilitated the Team from INTERPOL in making a general assessment of the risks and other difficulties associated with curbing occurrences of Trafficking In Persons in interior regions in Guyana. Before returning to Georgetown, the INTERPOL Team joined representatives of the Ministerial Task Force on TIP in conducting sensitization on the issue in the Bartica
Market, Arcade and Beach areas. This followed a similar Task Force ‘Roving Sensitization’ activity conducted along the Seawalls from the Bandstand to Vlissengen Road on Easter Weekend. The awareness activity in Bartica saw vendors and customers alike engaged in discussion on TIP. They were encouraged to report suspected cases. The activity also involved posters affixed to the walls of various market stalls, shops and other establishments; and brochures, flyers and other material bearing messages of awareness and the TIP hotline number distributed to individuals along the way. The Ministry disclosed that the activity seemed to yield instant results, as a report was received soon after through the TIP hotline of suspected trafficking in persons in the area. A raid conducted by Bartica Police saw eight women from the Dominican Republic recovered from a house in Bartica with one suspect arrested. The case is currently under investigation by the Guyana Police Force Criminal Investigations Department. Subsequent to the visit to Region 7, the INTERPOL Team met with the Ministerial Arm of the Trafficking in Persons Task Force, other Government Officials, Frontline Officers and other stakeholders in the fight against TIP in (continued on page 24)

Where were the City Police when... From page 5 equipment including a state of the art radio communication system. It would have been funny had it not been such a serious matter. Why are they involved in traffic management when they can’t provide basic protective services? What is the purpose of their much touted Bicycle Patrol? They can be seen cruising in the most remote parts of the city either joyriding or harassing home owners about a little sand left outside their premises or other building material. They should be in the business area, as the main advantage of using a police bicycle is stealth. Everyone is looking out for sirens in the distance and preparing for police cars to roll up. However, unless the bad guys are covering all access points
with lookouts, the police bicycle can sneak in through what would ordinarily be considered inaccessible vehicle entry points. Surprise is a game changer because it reduces the ability of those being surprised to react. Note these bandits are using CG motorcycles to avoid traffic. Bicycle patrol officers are able to place themselves in the mix sooner than officers in cars and pickups, who have to find a place to park, shut down, get out of the vehicle and walk to the scene. Since time to contact is decreased, it makes it harder for suspects to get rid of evidence, plan an escape, or create a bedtime story when asked what was going on. Why is City Hall not using this Bike Patrol more effectively? Amber Valentine
Notes on the... From page 4 there should be no significant leakages through the gates when they are closed and the tides are up. Thirdly, the outfall channels from the sluices to the low water level mark of the Demerara River should be dredged/excavated to grade to allow for free uninterrupted discharges into the river. Lastly, the installation of pumps with adequate capacity at key sluices to get rid of backed-up flood water in the upstream channels, when the tide is up and sluice gates are closed. This is because the channels do not have sufficient holding capacity to prevent overtopping. A start should be made to upgrade drainage in the commercial and administration sections of the City where flooding is most disruptive and the damages incurred costly. After nearly a year in office the APNU+AFC Govt. has no comprehensive plan and has done little to prevent flooding of low-lying coastal areas as the country apparently awaits the recommendations of Minister Patterson’s committee under the Chairmanship of Major-General (Retired) Joe Singh for interventions to improve coastal drainage. During previous administrations, responsibil-

ity for drainage of coastal areas except Georgetown was with the National Drainage and Irrigation Authority (NDIA), a Division of the Ministry of Agriculture. Presently, drainage of coastal areas appears to spread over several ministries with the Prime Minister clearing outfall channels to ease flooding of villages and cultivations in Region 6 while Minister Patterson has been busy with the drainage of Georgetown and the East Bank of Demerara. The NDIA with some inputs from the NDC’s has been handling the remaining coastal drainage areas including the conservancies. President Granger should be aware that the disjointed management and operation of the coastal drainage system is not only confusing but is responsible for the neglect and gross mismanagement of the drainage of coastal areas where flooding has been occurring with undue frequency. The management, operation and maintenance of Guyana’s coastal drainage system as well as irrigation of farm lands have to be under the responsibility of a single ministry if confusion, mismanagement and yearly flooding/ droughts are to be avoided. Poultry body accuses Jamaican feed company of dumping on local market The Guyana Poultry Association is complaining about a Jamaican company that has been dumping its feed on the local market. The association is urging Governments in the region to up the pressure and even apply a 15 percent CARICOM External Tariff (CET) tax because the feed does not qualify for exemption. According to the association last evening poultry feeds from the Jamaican producer, Nutramix Feeds Ltd (Nutramix), a subsidiary of Caribbean Broilers Group, Custom authorities should move to apply the tax immediately. The body explained that to qualify for origin status, the Jamaican company in question must add 40 percent local value in its manufacturing process. “As none of its raw materials used are made in Jamaica, such feeds do not qualify. No corn, rice, soybean, phosphate, edible oils or other ingredients are produced there. Nutramix Feeds Ltd is essentially a mixing operation for ingredients produced and shipped from USA.” The association insisted that the Jamaican authority issuing such certificates must re-examine this deception by Nutramix.
There is also a need for CARICOM Secretariat to police the granting of the certificates to safeguard against abuses of the rules of origin to ensure that intra-regional trade are fair and follow established rules. The body noted that the Jamaican poultry feed industry is in excess of 550,000 metric tons per annum compared to Guyana’s 70,000. Two companies dominate the Jamaican market, Jamaican Broilers Ltd and Caribbean Broilers Ltd, owner of Nutramix. ”Feed producers in Guyana are tiny in comparison to its Jamaican counterparts but create strong local value added as a high percentage of raw materials used are produced locally. The local industry provides employment for more than 10,000 rural households and a market for by-products of rice and coconut and fish industries.” The association said that over the past 18 months. Nutramix has been using its dominant position in its local market to subsidize its exports of feeds to other CARICOM markets, including Guyana. Nutramix, the association charged, uses higher prices in its local market, a practice re-
A Jamaican company is being accused of dumping its poultry feed on the local market. ferred to dumping that is condemned under WTO rules, in the process causing much dislocations. ”In fact Nutramix is ‘picking the pockets of Jamaican consumers’ because it is exporting poultry feeds to Guyana at a discount as much as 20% on its best local prices. In other words, if Nutramix applied the same price in its local market as that of its export price to Guyana, then the price of chicken in Jamaica would be at least 15% lower.” The Jamaican feed
producer is allowed to abuse not only its local market position in breach of WTO rules on dumping, but also the abuse of the CARICOM Rules of Origin, the association said. “No bilateral agreement could address this practice. It is time that Governments in the region and CARICOM’s Council for Trade and Economic Development (COTED) address this abuse without delay.” The association said that in Guyana, the Customs department must act.
Harmon feels regret at jet flight in China... From page 9 is what took place in Harmon’s case. With regard to his controversial trip, Harmon had explained that the Ambassador of China to Guyana, who was in the country at that time, made arrangements for him to meet officials of four companies, which had signaled their intention to make significant investments in Guyana. These Companies were located in Beijing, Shanghai, Hebei and Heilong Jiang Provinces. Because of the significant distances involved and the limited time available on that trip, the Minister of State said
that the Ambassador made arrangements for these companies to provide transportation, both air and land, for me to travel to their respective Head Offices. He revealed that one such arrangement was made for him to visit Long Jiang Forest Industries Group, a Company situated in Heilong Jiang Province. The Long Jiang Forest Industries Group is a state-owned company that had acquired 55 percent of the shares in BaiShanLin and is intended to fully take over the company this year. Harmon said, “Two officials from the Long Jiang Forest Industries Group,
GHRA worried... From page 20 fact that the Harmon affair is a symptom of all that is threatening the realization of his best intentions. In so doing, he must now lead from in front.” US STATE DEPARTMENT While the GHRA has registered its concerns with the Government of Guyana, the United States State Department’s 2015 report on Guyana’s human rights practice has highlighted that corruption remains a problem for Guyana. In fact, the report has highlighted that there re-
mained “a widespread public perception of corruption involving officials at all levels, including police and the judiciary.” That being said, the report acknowledged that the law provides for criminal penalties for corruption by officials, and that the government generally implemented the law effectively. The report also noted, that while there were isolated reports of government corruption during the year of 2015, the current administration has responded to these reports.
along with two officials from BaiShanLin, accompanied me on the aircraft on the flight from Beijing to Heilong Jiang Province to attend the meeting.” “At the meeting, the Vice Director of the Company, Mr. Wong Dong Xu, in the presence of officials of BaiShanLin, gave the assurance that the Company’s officials will be in Guyana by May 2016 to
complete due diligence for the takeover, and to satisfy and expand on the obligations of BaiShanLin to Guyana.” The Minister of State emphasized that he used the opportunity to convey all of the concerns and expectations of the Government and people of Guyana with respect to foreign investment generally and those with respect to BaiShanLin in particular.
Four held for West... From page 2 bedroom. Mohamed Munir, 75, and his wife Bibi Jamila Munir, 69, perished shortly after 23.00 hrs on Sunday, after they were trapped in a raging fire that destroyed their heavily-grilled, two-storey house. Their badly burnt corpses were retrieved from the debris after the fire was finally extinguished. Eyewitnesses said that the blaze started in the upper flat and that the entire flat was engulfed within minutes. While some residents said that they had heard gunshots, post mortem examinations performed on the victims showed that they had died from severe burns. Police have received reports from at least one female neighbour, who said that she saw two people in the
couple's verandah before the fire broke out. The neighbour also claimed to have heard Mrs. Munir screaming that 'bandits' were in the house. Shamiza Khosial said that she was up at around 23:00 hrs, when her son told her that there were people fighting at the Munirs' residence. On peeping outside, Mrs. Khosial said that she saw two people on the couple's verandah. She also heard the Munirs screaming for help. “The place was dark and I see two persons on the verandah and then I started to hear they (the couple) shouting that bandits were in the house,” Khosial said. Investigators believe that someone who is familiar with the couple's home was responsible for their deaths.

Carpenter remanded on Pastor faces High Court gun in septic tank charge trial for alleged sex with under-aged church member Pastor Andrew Hannibal, 45, of Bennet Dam, Rosignol, and the founder of the Rosignol Deliverance Temple, of Marcy Dam, Rosignol West Bank Berbice, who is accused of having sex with a girl under 16, was on Tuesday committed to stand trial in the High Court. . The man is accused of between Friday January 29 and Saturday January 30, at Rosignol, he engaged in sexual intercourse with the girl, who is also a member of his church. Hannibal, who has been a pastor for over 27 years, appeared before Magistrate Rhondell Weaver at the Blairmont Magistrate’s Court. The matter was called three times where the committal statements were read. The pastor was given a chance to respond to the statements filed, but did not. After perusing the evidence submitted via the statements, the Magistrate committed Pastor Hannibal to stand trial in the next session of the Berbice Criminal Court.
For trial: Pastor Andrew Hannibal
It is understood that the man was having an affair with the fourth form schoolgirl for some time, ever since she was in third form. According to reports, the girl’s parents missed her one night and began inquiring about her whereabouts. They went looking for her, but were unsuccessful. The man’s attorney had given a lengthy submission for bail and cited his good character.
Prosecutor Sergeant Althea Solomon had opposed bail on a number of grounds including, that the accused and victim lived in close proximity to each other and if granted bail there is a possibility that the accused will use his influence to tamper with witnesses. After the matter was reported, the pastor was arrested and placed in custody and subsequently charged.
A McDoom resident was remanded to prison yesterday at a city court after he denied concealing a gun and ammunitions in a septic tank. Darren Eddie, 22, visibly shaken as he stood in the prisoners’ docks to answer the gun related charges. He was heard muttering “Oh God…oh God…” whilst shaking his head, as the charges were read by Chief Magistrate Ann McLennan. The police are alleging that on April 15, last, Eddie had in his possession a 9mm Glock pistol and 35 rounds of matching ammunition when he was not a licensed firearm holder. It is further alleged that on the same day he had 26 rounds of.32 ammunition when he was not a licenced owner. Eddie of lot 50 Middle Street, Mc Doom, East Bank Demerara, denied all of the allegations. Eddie’s solicitor, Clyde Forde, made an attempt to secure bail for his client stating that he functions as a dutiful carpenter by trade and does not pose a flight risk.
He was fixated on proving that the police officers did not find the items stated in the charge on his client. He told the court that the building is also occupied by three persons and his client resides on the lower flat of the building. He said that when police officers came to his client’s home to conduct a raid, “My client’s mother was present and they did not find anything in the house, but they went outside into the yard inside a septic tank under a piece of wood where they found the items…There is no link, yet the police still charged him.” He further stated that to his understanding other persons are said to have been charged with the same offence. However, Prosecutor Dinero Jones objected to bail based on the seriousness of the offence and the penalty it attracts. The Chief Magistrate had the defendant remanded to prison to May 9, next. People who knew the suspect were heard wailing outside of the courtroom “He didn’t do nothing…he didn’t do it.
129 graduate from BIT Training... From page 6 with a monthly $6000 travelling allowance, $25,000 worth in safety gear and National Insurance Scheme coverage. Courses can run for periods of four months to one year. Most courses are of six months duration. Businesses are asked to teach trainees on the job and to provide for the evaluation of their performance. Minister Volda Lawrence, during her feature address, commended the efforts of the BIT for their involvement in providing youths with the “requisite” skills and tools to function in society. “But you have the daunting task of shaping and influencing their young minds in a direction of selfworth, competence, selfreliance and self-sufficiency of inculcating positive values at a time when our society is riddled with so many social ills. The Ministry of Social
Protection – under whose umbrella you are, is cognisant of your efforts and expresses its deep appreciation for your commitment to our youths,” the Minister said. Lawrence said that she welcomes the BIT’s initiative to provide skills training to the differently-able groups including, the deaf and visually-impaired. She also informed the gathering that the empowerment of women features highly on the Ministry’s list of development goals. “...And so I exhort the BIT to target our women so that they develop and acquire skills, which will allow them to advance their careers in the field of entrepreneurship; bringing an end to their impoverishment and engendering their selfsufficiency” she said. The Minister then challenged BIT to make an impression on the youths during their interaction with
them; to instil onto them how pivotal the role of training and education are. By doing this, the Minister stated that it will ensure the future of the trainees and ultimately, the sustainability of Guyana. Minister Lawrence delivered the charge to the graduates, in her opening; she commended them for choosing to be proactive and their will to empower their lives to bring about stability in their homes and communities. She urged the graduates to be aggressive in their pursuit of education so that they can be marketable to generate an income. “ E d u c a t i o n a l opportunities, vocational pursuits, are the answer...Do not be satisfied with what you have achieved, you have the potential to rise to greater heights. So I challenge you to be imaginative, creative and entertain thoughts of further development, “Minister Lawrence said.
Guyanese to get INTERPOL TIP ... From page 21 Guyana. Discussions at these meetings afforded the INTERPOL Team the opportunity to articulate the goals of their Project, and to gather more information on the operational and technical needs of the Agencies involved in the fight against trafficking in persons. The Needs Assessment
phase of INTERPOL’s Project would be followed by a Training Phase and an Operational Phase. In the Training Phase of the Project, officers from different Agencies in Guyana would be invited to benefit from a number of Regional Training Courses which will span a total of seven weeks. The training will focus primarily on Law Enforcement but there would also be sessions which would benefit trafficking in persons, stakeholders from other Agencies. A ‘Training of Trainers’ would be one of the Courses included. As such, those trained would be encouraged to return to Guyana to train others – both law enforcement and otherwise – in the topics learned.
INTERPOL would also share a curriculum, to be contributed to by authorities in Guyana, which is intended to be added to the training programme at the Guyana Police Force Officers’ Training Centre. The Operational Phase would see INTERPOL lend support to the countries being considered in the Project in their local anti-trafficking in persons operations. The Ministerial Task Force on Trafficking in Persons said, it eagerly anticipates the development of this Project and looks forward to continued collaboration with INTERPOL, as well as other international partners as it seeks to effectively combat this scourge of trafficking in persons in Guyana.

Harriet Tubman to be first African-American on U.S. currency (Reuters) - Anti-slavery crusader Harriet Tubman will become the first African-American to be featured on the face of U.S. paper currency when she replaces President Andrew Jackson on the $20 bill, the U.S. Treasury Department announced yesterday. She will also be the first woman on U.S. paper currency in more than a century. The redesigned $20 bill will move Jackson to the back of the bill alongside an image of the White House, Treasury officials said. A new $10 bill will keep founding father Alexander Hamilton on the front, while adding images of five women, all leaders of the women’s suffrage movement, to the back. The reverse of a new $5 note will honour events held at the Lincoln Memorial in Washington D.C., including former first lady Eleanor Roosevelt and Martin Luther King, Jr., officials said. The slew of changes give the Treasury “a chance to open the aperture to reflect more of America’s history,” Treasury Secretary Jacob Lew told reporters on a conference call. The decision to replace the seventh president of the United States with Tubman, who was born a slave and helped hundreds of slaves escape using the network of safehouses known as the Underground Railroad, followed public outreach by the Treasury Department regarding which woman should be featured on a bill after they announced plans in June to feature one on the $10 note. While no depictions of African-Americans have appeared on U.S. currency, the signatures of five African-Americans have been on it. Four were Registers of the Treasury and included Blanche K. Bruce, Judson W. Lyons, William T. Vernon and James C. Napier, and one was U.S. Treasurer Azie Taylor Morton. Native American Sacagawea has been fea-
tured on the gold dollar coin since 1999, and suffragist Susan B. Anthony has appeared on the silver dollar coin since 1979. Deaf-blind author and activist Helen Keller is on the back of the Alabama quarter, which was first issued in 2003. Prompted partly by a young girl’s letter to President Barack Obama about the lack of women on U.S. currency, a social media campaign last year called “Women on 20s” began pushing for a woman to replace Jackson. Yesterday, the movement’s leaders said they were “ready to claim victory” but only if the bill was issued by 2020 to mark the 100th anniversary of women gaining the right to vote. “What was to be a celebration of female American heroes ... cannot be postponed,” the group’s founder Barbara Ortiz Howard said in a statement. U.S. Treasury spokesman Rob Runyan could not say when the redesigned bill would be issued. The women last depicted on U.S. bills were first lady Martha Washington on the $1 silver certificate from 1891 to 1896, and Native American Pocahontas in a group photo on the $20 bill from 1865 to 1869.

Ecuador death toll tops 500, new quake shakes coast
An aerial view of Pedernales, after an earthquake struck off Ecuador’s Pacific coast, yesterday. (Reuters/Guillermo Granja) (Reuters) - A 6.2 magnitude quake shook Ecuador’s already devastated Pacific coast before dawn yesterday, terrifying residents and hindering rescuers searching for survivors of Saturday’s even bigger quake which killed more than 500 people. The latest big tremor, which followed several hundred aftershocks from Saturday’s 7.8 quake, hit 25 km (15 miles) off the island of Muisne on the northwest coast at a depth of 15 km (9 miles), the U.S. Geological Survey said. That was near the epicenter of the weekend’s major quake, which leveled a long swath of the coastline and dealt a major blow to the oilproducing nation’s already fragile economy. To help fund a long, multibillion-dollar reconstruction, Ecuador may issue bonds on the international market, President Rafael
Correa said yesterday. Meanwhile, already shaken Ecuadoreans were woken up by two strong tremors of about 30 seconds each yesterday, sending residents running into the street. No tsunami warning was issued and there were no immediate reports of deaths or major new damage. Ecuador’s Geophysical Institute reported 17 aftershocks. Local media said rescue operations were temporarily suspended as hopes dwindled of finding anyone alive from Saturday’s quake, which killed 525 people, according to a central government tally. More than 100 people are still missing and more than 4,600 were injured in that disaster, which destroyed about 1,500 buildings, triggered mudslides and tore up roads. Some 23,500 are sleeping in shelters, their homes and livelihoods crushed.
Correa, supervising work in the disaster zone, said the weekend quake had inflicted $2 billion to $3 billion of damage and could knock 2 to 3 percentage points off growth, meaning the economy could shrink this year. Lower oil revenue had already left the poor Andean nation of 16 million people facing near-zero growth and lower investment. “It’s hard to imagine the magnitude of the tragedy. Every time we visit a place, there are more problems,” he said. “We’re looking at the possibility of issuing bonds on the international market, but other measures have been planned, a tax reform is being discussed,” he added, but gave no details. Ecuador has said current high yields would make it too expensive to issue debt. Yields on its bonds are close to 11 percentage points higher than comparable U.S. Treasury debt, according to JPMorgan data. Leftist Correa’s government in 2008 defaulted on bonds with a similar yield, calling bondholders “monsters” and the debt value unfair. Creditors are likely to be even more wary of Ecuador following the quake damage. Communities isolated by the quake struggled without water, power or transport, although aid was trickling in. Along the coast, stadiums served as morgues and aid distribution centers. Scores of foreign aid workers and experts arrived and about 14,000 security personnel kept order, with only sporadic looting reported. Rescuers were losing hope of finding anyone alive even as relatives of the missing begged them to keep looking.

Minister Trotman reveals... From back page agreement involves a three year deal with the final being hosted here. He could not give figures. While Minister Trotman gave a ‘ball park’ costing, the final total is still to be worked out and disclosed by Finance Minister Winston Jordan subsequently. Trinidad and Tobago had invested US$2.5M to host
the final last year and based on the disclosures by Trotman the cost would be in that vicinity. Initial reports had stated that the CPL organisers were asking for US$4.5M (G$932.4million) for the award of the finalfour. Minister Trotman’s disclosures have pegged that figure as less. Several persons have come forward to question the soundness of
investing that sum of money on hosting CPL, when it could be better spent on upgrading current sports facilities and also assisting many sports organisation to function better. While the questions and debates will rage, it will be seen in due course whether this decision, in the initial stage and long term, is beneficial to Guyana and the economy at large.

While this might be true in the short run, it leaves no sustainable lasting economic imprint on our economy. Moreover, one has to ask if this hosting is so lucrative for our economic fortunes, then why would the region’s richest economy and last year’s host give up the opportunity to host this year, and was only prepared to offer less than half of what

There are 18 Organizations for sport governance in Guyana; they fall under the Umbrella of the Guyana Olympic Association, now that I know such funding is available for sport, I urge the member organizations to fight for the rights of the youth of Guyana to play organized sport, to be given access to sporting equipment free of charge, to sports programmes in schools and the multitude of other needs. In closing I urge my fellow sport administrators to join me in speaking out against this atrocity being perpetrated on our youth. “So it falls to all of us to take action. Is the CPL decision a case of misplaced priorities?
article titled, “ Finals Finally!” revealed that the Government of Guyana paid
nearly a billion dollars ($US4.5 million) for the rights to host three cricket
matches (finals and semifinals) at the Providence Stadium. Additionally, the Trinidad Guardian newspaper reported in its April 19 edition that Guyana beat out Trinidad and Barbados for the opportunity to host the aforementioned matches. The Guardian report also indicated that a source close to the negotiations informed that last year’s host Trinidad offered US$1.5 million and was willing to increase its offer up to US$2 million. While I’m a huge sports fan and cricket buff and looks forward to the CPL finals, this latest decision by the government represents another striking example of misplaced priorities. At a time when
negotiations for public servants salary increases have not been completed, the Wales Sugar Estate being closed without an alternative viable plan presented, sports associations receiving US$1000 (in some cases (US$200 as reported by the Baseball Association) and the Guyana Football Federation having to cede the hosting of its next Caribbean Cup game to Curacao because of the lack of a proper football pitch, this decision is nonsensical as it is untimely. Just imagine what this close to one billion dollars could have done to address those issues stated above. I know the football fraternity is seething since it would have cost a mere 8 to
10 million dollars to upgrade the Lenora Athletic Facility’s field to meet the required international standard or just around US$1 million to build a new football facility with stands. Additionally, sports associations would have been more than happy to each receive one million dollars annually for several years to administer and develop the disciplines under their charges. Even the Ministries responsible for the hosting of the month-long Independence Jubilee celebrations are probably miffed at the fact that 3 matches will receive three times what has been invested for the one-month of (Continued on page 25)
Robin Singh maintains objection to CPL Subsidy DEAR EDITOR, A mere three days ago (published in Kaieteur newspapers 16th April, 2016) I wrote to express my strong objection to a Hundred Million Dollar subsidy of the Caribbean Premiere League and its cartel of Billionaire owners, I leave to your imagination my reaction to finding out that instead of that now seemingly paltry sum, our Government has instead agreed to pay subsidies in excess of One Billion dollars to the CPL! This cannot be part of the Good Life for All espoused by our President, One Billion dollars spent on sport can indeed have a massive impact on the quality of life of our nation’s youth, we can put basketball hoops and supply balls to all schools, cricket coaching kits can be supplied, volleyballs, footballs, baseballs, badminton shuttles, cleats, sneakers, uniforms, it boggles the
mind that a government can show such callous disregard for its youth, recently at the track meet at Leonora, many athletes could be seen running barefoot or with sneakers, very few had running spikes, how many villages have little or no sport equipment? Sport and school fields are uncut due to lack of availability of tractors and slashers in all regions of Guyana, the cost of equipping all regions would not exceed 60 Million, yet we are set to pay members of the Billionaire club a Billion dollars (1,000,000,000)for the ‘right’ to host three Cricket matches. If the fans of CPL cricket really want matches in Guyana, they must be prepared to pay higher ticket prices, the subsidy of the Billionaire playboy club cannot come at the expense of our nation’s youth and the taxpayers hard earned dollar, I ask that we be spared any hocus-pocus explanations of ‘benefits’ that would include possible tourism (Continued on page 29)

Head Coach Laurie Adonis, Captain Richard Staglon and other members of the team. Green in his remarks gave a synopsis of the new dispensation within the rugby fraternity which included the North American & Caribbean Rugby Association (NACRA) being replaced by RAN that has now been divided into the Southern and Northern Zones with one winner emerging as the qualifier for the 2019 World Cup after the winners of the two zones meet for the right to represent RAN. He also disclosed that the Southern Zone has one additional country with Jamaica joining Guyana, Trinidad and Tobago (T&T) and Barbados. Commenting on Saturday’s game, Green said he was optimistic that Guyana will prevail over Barbados a team that they’ve beaten numerous times in the past, adding that while the year is 2016 and they are not cognizant of what calibre of team the visitors will present the result will be the same. Green added that the winners of the South Zone will face the winners of the North Zone with Mexico being the current champions
of t h a t zone, while T&T are the title holders of the South. He urged all Guyana to come out and offer vocal support to the Green Machine as they commence their quest to regain the championship and a spot at the 2019 WC. Adonis in his presentation said the team was beginning to gel as a unit and he expects them to defeat the Bajans. He revealed that the team has intensified preparation after a slow start and with the arrival of Staglon, Peabo Hamilton and Ronald Mayers, all experienced players who’ve played at the highest level, there has been an increase in intensity. “The guys know the importance of the game and what it means for the sport in Guyana,” Adonis said. Staglon, who has been at the helm of the team for a number of years and a very experienced campaigner in his remarks told the media that he is satisfied with the make-up of the team which according to him is a mixture of experience and youth and they intend to continue their dominance of the Bajans. He said that while he understands that every
Haylee Slaughter. tournament is getting harder and harder to win he is confident that Guyana will put up a good showing in front of the anticipated large turnout. “The young players are keen to learn from us, they are asking a lot of questions and that to me is a very good sign,” Staglon noted. The Bajans will arrive in Guyana tomorrow at 14:15 hrs at the Ogle International Airport. Meanwhile, the occasion will be an historic one with USA’s Haylee Slaughter, a female referee slated to become the first female official to officiate here in Guyana. Starting time is 16:00 hrs.

Liverpool hit 10-man Malinga’s knee issue a ‘substantial injury’ Everton for four
Daniel Sturridge scores the third goal for Liverpool. (Reuters / Andrew Yates) (Reuters) Liverpool maintained their stranglehold over Everton in the Merseyside derby with a one-sided stroll against their local rivals who had Ramiro Funes Mori sent off for a horror-tackle in the second half. Liverpool were never under any serious or sustained pressure and scored twice late in the first half through Divock Origi and Mamadou Sakho, both from James Milner crosses, before Daniel Sturridge came off the bench to make it 3-0 and Philippe Coutinho finished off the rout. Sturridge was introduced in place of Origi, who was taken off on a stretcher after Funes Mori planted his studs into the Belgian striker’s ankle, which earned the Argentine a straight red card despite his protestations of innocence to the referee. Liverpool, who are now unbeaten in the last 11 top-flight Merseyside derbies, stay seventh in the table, but riding a wave of recent momentum and finding form at a good time ahead of their Europa League semi-final against Villarreal.
Correction Kaieteur Sport would like to apologise for mentioning Banks DIH as a sponsor of the Georgetown Turf Club Horse Race Meet on Sunday, April 24 which was stated in the Wednesday, April 20 edition. The official sponsor of the event is Ansa McAl under its Stag Beer and Carib brands. Kaieteur Sport would like to apologise for the inconvience caused.
The victory came at a cost, however, with Liverpool manager Juergen Klopp later confirming that Origi had suffered a twisted ankle. “I would like to say yes, I am delighted, but the injury to Divock Origi has cost me some joy,” he said. “They say it is disgusting, awful pictures. But it’s not broken, it is a twisted ankle, he is on crutches walking around so we will have to see.” Everton, who face Manchester United in the FA Cup semi-final on Saturday, are 11th, but morale will be at rock-bottom. They have not won at Anfield since 1999 and never looked like breaking that hoodoo at any point on Wednesday, while pressure is mounting on manager Roberto Martinez, who did not seek to sugar-coat the defeat. “It is a really hurtful experience,” he said. “At the moment we are facing strong adversity but we have to switch attention to the big game at the weekend.” Liverpool had to wait until the 43rd minute to take the lead when Milner floated a cross to the far post for Origi to outjump John Stones and plant his header into the net. The second goal was remarkably similar with Milner again the architect, picking out Sakho unmarked to head home from close range in first-half stoppage time. The second half was only five minutes old when Funes Mori saw red and Sturridge swiftly capitalised, receiving a pass from Lucas and coolly firing home for his fifth goal in his past six Premier League appearances. He wanted to claim Coutinho’s fourth as the Brazilian’s curling finish brushed the striker’s shorts on its way into the net. In other scores: West Ham 3 – Watford 1 and Man Utd 2 - Crystal Palace 0.
Lasith Malinga leaves hospital after more checks on his knee, Colombo, April 20 © AFP ESPNcricinfo - Sri Lanka Cricket’s doctors have confirmed a “substantial injury” to Lasith Malinga’s left knee, after the bowler was ruled out of both the World T20 and the ongoing IPL. The SLC medical team has not advised surgery, but said the injury requires rest and periodic reassessment. For now, it appears that the bone bruise will rule Malinga out of the forthcoming tour of England, at least. The limited-overs leg of Sri Lanka’s tour of England begins in June. “Malinga is suffering from a stress reaction in the knee,” said SLC medical committee chairman Dr. Harindu Wijesinghe. “This has been caused by pressure being put on the knee. There is a chance that a stress reaction could worsen to a stress fracture, at which point he would need surgery.” Malinga has only played one competitive game since sustaining the injury during West Indies’ tour of Sri Lanka last November. He has repeatedly missed prospective recovery dates,
and as such, SLC doctors were reluctant to specify a fresh timeframe for his return to top level cricket. “A few doctors have been advising Malinga, and we feel that he needs to rest his knee, while undergoing physiotherapy and strengthening,” Wijesinghe said. “Only after seeing how he the injury reacts to this, will we be able to say how long he might be unavailable. It might be a number of months before we decide to scan and test him
again. It’s difficult to put a time frame on his recovery.” Wijesinghe added that when Malinga had a similar injury in his right knee in 2009, he was forced to spend a year out of the national side. That injury had also ostensibly prompted Malinga’s retirement from Test cricket at the age of 27. After the England tour there is also ODI and T20 cricket against Australia scheduled for August, but Malinga appears in doubt for those series as well.

ESPNcricinfo - Rohit Sharma returned to a familiar batting position which has brought him considerable success to thwart Royal Challengers Bangalore’s designs on a flat Wankhede deck, in the process helping Mumbai Indians revive their campaign with a six-wicket win. Promoting himself to open, Rohit made a 44-ball 62 as Mumbai overhauled Royal Challengers’ 170 for 7 with 12 balls to spare. The manner in which he slid back into the crease to direct the ball with his wrists behind point, used his powerful forearms to flick, and danced down the track to pull the ball into the stands at long-on and deep midwicket with minimum effort showed he was in fine touch. He took charge of the chase along with Ambati Rayudu, who was anything but elegant yet equally effective during his 31. The second-wicket stand of 76 in 55 balls laid the platform for Mumbai’s chase, before Iqbal Abdulla gave Royal Challengers a new lease of life by dismissing Rayudu and Rohit in quick succession, both to slogs. Mumbai were 109 for 3 then, needing 62 off seven overs - well on track as dew took effect. Jos Buttler and Kieron Pollard, who replaced Martin Guptill, flexed their muscles by hitting five sixes between them. While Buttler was out for 28, Pollard remained unbeaten on 40 off 19 balls as Mumbai recorded their second win in five matches. Halfway into the first innings, Mumbai, who opted to bowl, were staring at a
200-plus target as Virat Kohli and AB de Villiers feasted on some friendly bowling during the course of a 59-run stand, before the unheralded players rose to the occasion in what was billed as a battle of two heavyweight teams. Krunal Pandya’s twin strikes to get rid of Kohli and de Villiers in the space of five deliveries stunned Royal Challengers, who had made as many as six changes to their XI. Shane Watson fell not long after, but Travis Head, on IPL debut, and Sarfaraz Khan lifted Royal Challengers from 99 for 4 to 170 for 7. Frenetic action highlighted the first 20 minutes of the game. KL Rahul - opening in place of Chris Gayle who was away on paternity leave - was put through a short-ball test in a hostile burst by Mitchell McClenaghan, during which he was hit hard on the helmet. After the early jitters, though, he ramped and slapped his way to 23 before being caught in the slips. Kohli and de Villiers then counterpunched before the cluster of wickets resulted in a complete breakdown in momentum. Head took his time to
settle in, the nervousness clearly showing as he pushed and prodded his way for nine deliveries before exhibiting his ball-striking power to swat Hardik Pandya for six over deep square leg in the 15th over. Sarfaraz showed there is more to his game than just scoops and paddles as he milked the spinners. He saved his best for the final over, clubbing two sixes off successive deliveries from Jasprit Bumrah. Mumbai lost Parthiv Patel in the second over of the chase, but Varun Aaron’s third over, which went for 19, brought their innings back on track. Once Royal Challengers’ uncapped Indian bowlers were summoned, a game that was only marginally tilted in Mumbai’s favour turned decisively in their direction. Abdulla’s wickets injected a touch of excitement, but any possibility of a close finish was firmly snuffed out by Pollard’s charge. Scores: Mumbai Indians 171 for 4 (Rohit 62, Pollard 40*, Abdulla 3-40) beat Royal Challengers Bangalore 170 for 7 (Head 37, Kohli 33, Bumrah 3-31, Krunal Pandya 2-27) by six wickets.

Minister Trotman reveals Govt. will have to pay over US$2M to host CPL Georgetown, Guyana – Following Minister of Education, with the responsibility for sport Dr. Rupert Roopnarine confirming on Tuesday that Guyana will be hosting the finals of the 2016 Hero Caribbean Premier League T20 tournament, additional details have been forthcoming when Minister of Natural Resources in his capacity as Government Spokesman, Raphael Trotman, at a Post- Cabinet Briefing responded to questions on the arrangement brokered. Minister Trotman in responding to questions posed began his response by giving the genesis of the negotiations. He said, “When we assumed office we were told that there was an outstanding bill of half a million dollars (US$500,000) which no documentation could readily be provided for. Through intervention made from overseas, a group of ministers and others met with a CPL team late last year. We managed to arrive at what we believe is a settlement, because even though there was no documentation to support the claim of US$500,000 being owed, we believe in the interest of cricket and in the interest of good
relations and …the future of the sport, that we should come to an amicable resolution, so we decided it would be paid in tranches and also what I think was attractive to the government was the fact that the CPL organisation or organisers extended to us the offer of hosting the final, semifinals and four (other) games here,” the minister explained. He further elaborated that the decision to host part of the popular Caribbean T20 cricket tournament here was to tie in with Guyana’s 50th Anniversary Jubilee celebrations and the costs was over one and a half million US dollars. “In our Jubilee year we believe it would be a good fillip to the celebrations and the initial request was in excess of US$2M and we are still to confirm, but the last figure I know of was on or about US$1.5M, that’s the package, but the Minister of Finance
(Winston Jordan) is to conclude the discussions and negotiations with the CPL organisers. But suffice it to say we are doing everything possible to bring the games to Guyana,” he disclosed. Questioned on the soundness of the investment to host the games here, Minister Trotman stated, “We believe, for the reasons I stated, this is our jubilee year, cricket of course, given the West Indies teams, the three teams glorious feats, we believe that having cricket here, having international stars in Guyana, just the festive mood would be a

good injection to our economy. Sometimes you can’t put a dollar value to…the strengthening of cricket in the Caribbean. It has taken a beating and we believe this tournament being held in Guyana will not only serve Guyana’s purposes but also the Caribbean’s.” Kaieteur Sport had attempted to get details on the arrangement on Tuesday and Permanent Secretary Alfred King, while confirming the hosting of CPL games here when contacted, had informed that the (Continued on page 29)
