Amendments impacting Guyana’s Motor Vehicle and Road Traffic Act and the Intoxicating Liquor Licensing (Amendment) Act went into effect in 2022. Having spent millions of dollarsonaPresidentialCOI into the 2020 elections, the big question is what exactly it achieved. The COI was clearly a PPP/C campaign script for future elections. All that was said and recommended is known for years and it was the PPPC thatneveractedonit.
W h o v o t e d f o r Lowenfield to become CEO at GECOM? It was the P P P / C G E C O M Commissioners themselves who supported and even extended Lowenfield employment. As such, they allshouldresigninshamefor choosing a candidate that eventuallywentrogue. What has the PPP/C done substantially to make GECOM apolitical? The answer is nothing. Now it’s worst since all three top candidates are PPP/C supported officers, namely ACEO, DCEO and CEO. What has the PPP/C done through its Commissioners for Election finance laws over the two decades it has beeninpower? Nothing. GECOM is a puppet to whichever party is in
government. The following isanextractfromtheGuyana Chronicle news on 12th February 2023, under the headline,“Independentlegal adviser, management trainingneededforGECOM Chairperson”
“BASEDontheevidence submittedtothePresidential Commission of Inquiry (CoI) into events surrounding the 2020 General and Regional Elections, Senior Counsel, Sophia Chote, has signaled theneedfortheChairperson of the Guyana Elections Commission (GECOM) to benefit from an independent legal adviser and to undergo managementtraining.
According to Chote, the Chairperson of GECOM, Justice (ret’d), Claudette Singh, based on what she said during her testimony, appearedtohavedroppedthe ball on serious issues in the aftermath of the elections. “Cansherelyon…allofthe commissioners as a resource?AndIwillsayNo! Becauseonpartisanmatters, they will be split The chairman perhaps needs to have an independent legal a d v i s e r , ” C h o t e
saidSurprisingly, none of this was captured in final report What can ask reasonably ask why? This leadstolotsofspeculation.
The current DCEO and the issue of procedure relating the hard drive attractedmuchattention, yet nothingwasmentioned. This puts the impartiality of the Commissionunderquestion. Clearly, thisCOIfocusedon what the PPP/C wants. One islefttoseeifthisdocument willbepresentedinthecourt to bolster the current case, thereby playing well into PPP/Cgameplan.Itcontains the exact language PPP/C wants and incriminate the exactpersonsPPP/Cwants.
Thereisnodenialthatan attempt was made to rig the 2020 elections The procedures laid for justice wasfollowedandintheend, a new government was swornin.
The system worked. The PPP/C is no saint in this fiasco.Whoaretheoneswith fake signatures on the backers list for LGE 2023? Who squatted on AFC seat for Linden following the 2006 elections. It was the PPP/C? Whoproroguedthe
Parliament in 2015? It was thePPP/C.
Both sides are culpable of rigging and should halt this back and forth blaming. This country is in a serious governance crisis, abuse of state resources, harassment of media workers, lack of transparency, high nepotism and cronyism, Mae’s embarrassment, while oil revenue is squandered on baseless projects This matters to Guyanese now, how is the PPP/C fixing theseall?
It’sevidentthatGECOM needs fixing but who will, becauseanunfixedGECOM benefits the ruling government.
The COI is another pageant show for PPPC to ‘gootay’the past, something that everyone knows about. Moving forward, how different will the PPPC be anddofromAPNU?It’sleft to see what changes will be acted upon and changes to make GECOM better, c l e a r l y t h e C O I recommendations are insufficient to effect real change.

Where does Guyana stand on the issue of base erosionandprofitshiftingby multinationalcompanies? To date, Guyana has failed to join the list of countries of the OECD/G20 Inclusive Framework on base erosion and profit shifting (BEPS).
Interestingly, the list includes most CARICOM members, includingAntigua and Barbuda, Bahamas, Barbados, Belize, Domenica, Grenada, Haiti, Jamaica, St.Vincent and the Grenadines, and Trinidad andTobago.Furthermore, all associate CARICOM members including Bermuda, British Virgin Islands, and the Cayman Islands, many known as tax havens, are also on board. Most notably however
Guyana is absent. For unknown reasons, the topic of fighting tax evasion of multinationalcompanieshas failed to date to gain any attention of President Ali, Vice President Jagdeo or FinanceMinisterSingh. Which multinational enterprises operating in Guyana would be subject to theglobal15%minimumtax rate?
The most obvious companies fitting the multinational enterprises category are Exxon and its partners Hess and CNOOC, which are developing Guyana’s offshore oil resources in the Stabroek Block. They are operating under a Production Sharing Agreement (PSA), which guaranteeseffectivetax

The APNU’s allegations totheeffectthatinthecourse of the submission of lists of candidates and nominators, a c t s o f f o r g e r y , impersonation, intimidation and threatening behavior were committed, is reminiscent of similar allegations made in the aftermath of the 2020 elections.
The APNU must know that such acts, once proven, arecriminaloffencesandthe right thing to do is to take those allegations to the appropriatelawenforcement body along with the evidence they may have, should they be desirous of having their allegations addressed.
GECOM is not criminal law enforcement body, it is not staffed with a crew of investigators to pry into alleged criminal behavior; and even if it were to do so, the fundamental question to be asked before any investigation is launched wouldbetowhatend?
The APNU’s call on GECOM to investigate its allegations is an attempt to push GECOM to act unlawfully, as though it is a courtoflawtoadjudicatethe spurious claims that party has been bellyaching about. Itispreciselyforthisreason that the chairman of GECOM has advised the APNU to either appeal to a magistrateorfileanelection petitionafterLGE2023.
GECOM’sconstitutional role is very clear and
unambiguous; to give general direction and supervisionoftheconductof General and Regional elections as well as Local Governmentelections.
To call on that body to investigate the APNU’s allegations about “tons of names of persons who are notliving”incertainareas…
“but their signatures are there.” is to trample on the Criminal Investigation Department, the only legal body vested with the authority to act on such matters.
For Commissioner Alexander to now claim ‘he is seeking legal advice’ on the matter going forward, is not only duplicitous, it is disingenuous on his part sinceatthestatutorymeeting of GECOM held last Thursdayhepretendedtobe anAttorneyatLaw,whenhe proffered legal advice and interpretedthelawtosuithis party’s political agenda as regardstheroleandplaceof a Returning Officer in accepting lists of candidates from parties, community groups and independent candidates In so doing, Commissioner Alexander openly challenged and rejected the learned Judge’s andGECOMLegalOfficer’s legalopiniononthematter
The APNU’s threats to stop the LGE if their allegations are not resolved, resonates perfectly with the persistent shenanigans and filibustering tactics used from the outset by APNU C o m m i s s i o n e r s a t
GECOM’s statutory meetings under the pretext that they are doing so to ensure a ‘free, fair, credible localgovernmentelection.’
This posture is unbelievable if not mind boggling considering their attempts to steal the results of the 2020 General and Regionalelections.
The APNU is upside down in its claim that given ‘the totality of powers that GECOM has it can investigate fraud in respect to forgeries, impersonation andintimidation.’
This is just a feeble attempt by that party to divert the public’s attention away from the infighting within its ranks whether it should or should not contest the LGE and to camouflage the fear of losing dramatically what they now desperatelyhangonto.
In the circumstances, it would come as no surprise were the APNU to continue playing the guessing game withitssupportersandatthe same time signaling the threatthat, that‘allofitison thetable;noneofitisoffthe table.”WhileGuyanesehave grown accustomed to the chicaneryoftheAPNU,they are tired with their pretense at calling for free and fair elections and their unashamed attempts at pressuringGECOMtoadopt baddecisionsinlawthatcan provedisastrous!

The naming of May 5th as Arrival Day is an act of gross disrespect to all the peoples who came to G u y a n a . T h e P P P Government did not name May5asIndianArrivalDay even though it was on this verydayin1838thatthefirst Indian Immigrants set foot on this mud flat. According to historian Tota Mangar“Within recent years, the meaning of the day has certainly broadened, both in context and scope, to fittingly include all ethnic groups which came as indentured labourers ” G.C.05/05/2021.
Something has to be fundamentally wrong with any historian who is au fait with this insult as are the personswhointhefirstplace decided to make May 5 an occasion to “include all groups who came.” Indians alone arrived on May 5, so how does that translate to include“all”others?Thisisa slap in the face of Indians and also to “all” the other ethnic groups of Guyana. And to the Indians whose ancestorssetfootonthisland onMay5,theP.P.P istelling them that YOU ARE NOT IMPORTANT enough to have your Arrival Day dedicatedtoyousolely The INSULT of making May5ArrivalDaydedicated toALLethnicgroupsandnot to Indians is an affront. That the other ethnic groups are silent to this shameful act towards themselves and their ancestors too is beyond comprehension. Apartfrom

In a recent conversation onthetopicofpoliticswitha group of young people and three elderly women, a young man angrily exclaimed,“Politicsisavery dirtyprofession!”Oneofthe elders immediately rebuked him, saying: “No son, it is a very honourable profession with many dirty, dirty people in it ” Following those remarks, I contemplated for some time on the two individuals’perceptions and decided to share my views on the topic with readers of your newspaper My views, however, areprimarilybased on Politicians and Politricksters, especially those within the Caribbean region.
Politics, as defined by Dictionary com, is “the practice or study of the art and science of forming, d i r e c t i n g , a n d administrating states and other political units” It defines Politician as “ a person who is experienced or skilled in the art or science of politics, g o v e r n m e n t , o r administration”. But what about Politrickster? In local parlance, politrickster is defined as ‘a devious or dishonest politician who does not keep his/her promises’ Themajorroleof politiciansistorepresentthe people.Whenpeoplevoteto have a particular party in
government, they expect good governance, which speaks to the proper utilization of the country’s resources for sustainable development.
Mohit Bhattacharya
(2013) posited that good governance needs to be discussed beyond the World Bank and other funding agencies. He said: “A more creative approach would be to treat the issues as new opportunities to have a fresh look at state-civil society relationships in today’s c o m p l e x w o r l d o f governance.”
Listed below are eight characteristics of Good Governance posited by Bhattacharya:
1Participation
The participation of citizens in the process of governance is the key characteristic of good governance. The aims and objectives of the political rights would be fulfilled by the greater participation of thepeopleinthesociety. The legal framework represents theruleoflawwhichensures impartiality in terms of participationinthedecisionmaking process of governance.
2.RuleofLaw
Another important characteristic of good governanceistheruleoflaw
It needs a fair legal framework to establish the rule of law in society The
rule of law ensures impartiality which helps to protect human rights, particularly for those most marginal in society The independent judiciary system, its impartial nature, and an incorruptible police forcearethekeyelementsto ensuretheruleoflaw
3.Transparency
Governance needs transparency for the fair delivery of services to the citizens.Itensuresabalance between policymaking and its enforcement following properrulesandregulations. It enables the citizen to access governmental information regarding various policies and their implementationfreely
4.Responsiveness
Responsiveness can m o t i v a t e t h e interrelationships between administrationandpeople.It requires sufficient services to the people within a specifictime.
5.ConsensusOriented Governance depends on the consensus of people in society to make it good. It could fulfill the interests of the people as well as the community It helped to achieve the long-term perspective of human development.
6 Equity and Inclusiveness
Anequitable, justsociety must be established for ensuring good governance.
Society’s well-being dependsonhowitsmembers feelaboutit.Itrequiresallits members to feel that they haveastakeinitandtheyare not excluded from the mainstream in the governance.
7. Effectiveness and Efficiency
Effectiveness and efficiency ensure the outcomes of the institutions tomeettheneedsofsociety
Proper utilization of society’s resources for the establishment of sustainable development is the key to good governance. It also ensures the sustainable use of natural resources for the p r o t e c t i o n o f t h e environment.
8.Accountability
Accountability is one of the most important characteristics of good governance Good governancedependsonhow accountable Governmental, aswellasprivatesectorsand civil society organizations, are to their people and their institutional stakeholders. Without transparency and t h e r u l e o f l a w, accountability cannot be established.
These characteristics, if practiced by all sitting ministers of a government, will make it difficult for the oppositiontogetthemoutof office.
But is this form of governance being practiced
in every territory within the Caribbeanregion?
TheanswerissurelyNO! NO, because we have seen many governments come and go because of failure to a d h e r e t o t h e s e characteristics.
Ontheonehand, during election seasons, many politicians will visit your town or village dressed in angelic garments and, with ochro-slime-laced tongues; promisingyouthemoonand thestarsifsupportisgivento their party Many of those promises will also be boldly written in their manifestos. While driving, they would even stop their vehicles and cajole you to vote for them. But when they get into the office and see you while driving in their posh vehicles, theywillaccelerate and turn their heads in the opposite direction, pretending they did not see you, becausethosepromises werealreadyforgotten.
Also, after being v i c t o r i o u s , s e l faggrandizement is the order oftheday

Frompage4 exemptionfortheentireterm of the contract. The PSA stipulates that the GovernmentofGuyanapays the taxes owned Exxon, its partners and subcontractors to the Guyana Revenue
Authority, and then (astonishingly!) issues certificates of paid taxes. This enables Exxon and its partners to claim tax credits in their home countries. For 2021,Oil&GasGovernance
Network (OGGN) has recently estimated that Guyana has forgone at least USD 397 million in taxes to Exxon and its partners. By contrast, the closing balance of the Natural Resource Fund (NRF), Guyana’s sovereign wealth fund, was at USD 608 million at the end of 2021 as reported by theMinistryofFinance. The NRFisfedbyrevenuesfrom Guyana’s oil sales and royalties paid by Exxon and
its partners, since the onset ofoilproductionin2019.In other words, the tax exemptionsgrantedtotheoil companies in 2021 alone amounted to 65% of Guyana’s total oil revenues earned between 2019 and 2021.
W h a t a r e t h e consequences of Guyana’s a b s e n c e f r o m t h e
OECD/G20 Inclusive Framework on base erosion and profit shifting (BEPS)?
First,Guyanaislosingouton taxing its largest contributors to its rapidly growing economy A c c o r d i n g t o t h e International Monetary Fund, the oil and gas industry is expected to accountfor60%toGuyana’s nominaldomesticproductin 2023. Second, failure to tax Exxon and its partners, means that Guyana’s ability to build up foreign currency reserves, primarily in US dollars, is seriously undermined. If Exxon were to pay taxes in Guyanese dollars, they would have to exchange millions of US dollars at the Bank of Guyana to meet their tax duties. This would rapidly increase Guyana foreign currency reserves. Finally, any taxes on multinational
enterprises not claimed by Guyana will be claimed by other jurisdictions, such the UnitedStatesandChina. Not taxingExxonanditspartners inGuyanaistothebenefitof others.
Tax exemption clauses are an important tool to attract foreign companies to set up operations domestically, but they need to be issued with strict term limits, suchasamaximumof ten years. Guyana has failed to do so with the Stabroek Block PSA signed in 2016.
The current PPP-led administration has to date rejected calls to lift the indefinite tax exemptions granted to Exxon and its partners. Overall, failure to tax multination companies operating on Guyanese soil is reckless and a bad governancepolicy.Howcan a government expect simple citizens to pay their taxes, while the big fish remain exempt from taxation? This policy is unsustainable and will be a hard sell for any
partyplanningtocontestthe upcoming general elections in2025.
As a first step to fix the unfair taxation regime of multinational companies, Guyana needs to join the OECD/G20 Inclusive FrameworkonBaseErosion and Profit Shifting (BEPS). Secondly, it needs to implement a minimum 15% corporatetaxrateforallnew production sharing agreements Finally, the Government of Guyana needs to renegotiate the Stabroek Production Agreement on the basis of having to comply with the OECD/G20 Inclusive FrameworkonBaseErosion and Profit Shifting (BEPS). ThisisastrategythatExxon and its Stabroek Block partnerscanhardlyreject.

Is it that Guyanese have low selfconfidence and is that why more than ten of themwouldsitinaspeeding minibus, placing their lives at risk and not utter a single syllable demanding that the driver step off the accelerator?
No,Idonotbelieveitisa matter of low self-esteem, whichallowsGuyanesetosit silently in the presence of dangertotheirlives.
The real explanation has todowiththefactthatmany of us have not yet acquired that level of assertiveness, which could save so many lives from being lost on our roadways because of accidents involving speedingvehicles.
Whiletheproblemisnot low self-esteem, I believe it is directly related to a complex that we have developed and passed on to our children regarding those thatprovideservicestous.
Thatcomplexisonethat sees the person providing that service as being in a superior position and thereforewefeelinferiorand dependentonthatpersonand are thus reluctant to assert ourrights.
We have come to see those who provide services tous, servicesthatironically, we pay for, as doing us a favour, thattherewasatime in this country when some young women used to go crazy for minibus drivers andconductors.
Itwasabigthingtohave a boyfriend who was a minibus driver and many a young lady could be found boasting, “My man is a minibusdriver.”Itisnotthat thesegirlsthoughtsolowof themselves that they w o r s h i p e d t h e s e transportation providers.
Rather, it is they thought –andmanystilldo—highlyof these guys especially those with the ‘ready rides’ who driveasiftheywishtobethe successorsofEvilKnievel.
This complex has its roots in the food crisis that afflicted Guyana in the seventies and the eighties whenGuyaneseusedtohave to stand in line for hours on endforbasiccommodities.
In those days, when an itemwasshortandwasbeing rationed, which was most of thetime, personswouldhave to make some purchases at state-owned or operated outlets and then depending on the generosity of the cashier to decide whether howmuchofthescarceitem youwouldget.
If you were leaving Guyanaonaholidayinthose days, yourequiredataxexit certificate. When you went to apply and uplift this from the tax agency, you had better be respectful or else yourfilecouldbepulledand you could be denied an exit certificate.
Here again, the public was intimidated by those providingthisservice.
It was the same in many other areas of life including when a traffic cop stopped you on the roadway If you did not have your licence with you, you could bet that nine times out of ten, you wouldnotbeallowedtimeto presentthis.
Youfacedthepossibility of being issued a ticket for not having your licence on yourperson.
In the private sphere, it was the same. Flights out of Guyana were limited but if you had the contact in the travel agency, you stood a chance.
In the markets, you needed to be on good terms
with whomever you made your purchases from so that thepersonwouldkeepsome of the scarce item for you, even if you were paying an inflatedpricefortheitem. So over time, we developed in Guyanaanesteemedopinion of those providing services forus.
When, for example, we wenttothebutchershopand themangaveusfiftypercent of the weight in bones, we could not complain because the next week, he could refuse to sell us and that would mean that we would have to do without. In hard times, this was not an opinion many people relished.
Today things have changed, competition is increased and customers do not have to accept substandard products. They candictatewhattheywant.
However, this same approach is taking time to filter down to other areas such as the transportation sector
This is why when three personsarealreadysittingin a seat in a minibus which caters for three and the conductors demand that a fourth be accommodated, it is not out of sympathy that most persons comply, it is simplybecausetheyfeelthat theycanasserttheirrightsto refusebecausetheyfeelthat it is his bus and that he can putthemout.
Public commuters fail to insistthattheyarepayingfor aserviceandthatthisservice places them in the superior position whereby they shouldinsistoncomfortand safety, rather than accepting whateverisdonetothem.
Theproblemofdeathson ourroadwaysisnotgoingto be changed by placing more trafficcops on the roadways

Resultsofarecent s t u d y undertaken by WEConnect International reveal that women-owned businesses in Guyana receive limited access to financial products and services.
T h e s t u d y w a s conducted in six countries, includingGuyana,aspartof the WE3AProject currently beingrolledoutnationally
W E C o n n e c t International is a partner of the project and works to connect women-owned businesses to qualified buyers around the world. The WE3A Project is an initiative aimed at strengthening womenowned businesses and fostering their participation in corporate supply chains.
The name WE3A derives from the initials Women Entrepreneurs and the 3A refer to the three pillars of theproject:womenbusiness owners/leaderswhoAspire, ActivateandAccelerate.
The study showed that despite its harsh effects on small and medium businesses, the COVID-19 pandemic has also opened new opportunities for growth and expansion into new business areas and commercialization formats. The study focused on the challenges and needs women-owned businesses face in Guyana, Guatemala, El Salvador, Costa Rica, Honduras, and Ecuador, to participate in global supply chains.
According to the NGO, today women own approximately 30% of businesses worldwide but receive only 1% of public procurement and corporate spend. For Inter-American Development Bank (IDB)
Lab and the World Bank’s We-Fi, financial supporters of the WE3A project, it is crucial in the region to empower women-owned businesses(WOBs)tofoster nationaldevelopment.
It was stated that in Guyana, the two main challenges for WOBs are restricted access to capital funds for business projects and lack of training and education on business management. On the other hand, the most pressing needs are linked to the challenges.Itwasexplained
thatWOBsrequirefinancial productsandserviceswhich are designed for the scale andtypeoftheirbusinesses. They also need specific capacity building and training, which considers the specific needs, interests and peculiarities of women entrepreneurs and business womeninGuyanaandmore accelerators and incubators to strengthen their businesses would also be welcome.
It was stated that the mainopportunitiesareinthe hospitality sector and the export sector mainly horticultural production, handcrafts and processed foods.Intheoilsector, most of the opportunities are in provision of indirect services, like accounting, services for expatriates or events (organization, catering, etc.). Notably, WeConnect International was hired by the project’s implementing institution,
