Richmond Hill - A microcosm SARA’s CEO has caught of the new American nation Jagdeo with his pants down DEAR EDITOR; The US justice system is one big ocean of brazen injustices, unashamed ignorance and transparent contradictions. The so called “Department of Justice” is built on the outrageous reality that the USA has the highest per capita incarceration in the world. Although we have only 5 % of the world’s population, we top the world’s prison population with 25 % of that total. Worse yet, the US incarcerates a disproportionate ratio of minorities- 1 in every 15 African American men and 1 in every 36 Hispanic men are incarcerated in comparison to 1 in every 106 white men. The Bureau of Justice Statistics reveals that 1 in every 3 black men go to prison in their lifetime. This staggering reality is further complicated by the fact that this country, the land of the free and the home of the brave, has led the world in making incarceration a leading industry by itself. Perversely, the multimillion-dollar prison complex is one of the fastest-growing public private industries, with Wall Street investors, having its own trade exhibitions, conventions, websites, and mail-order and internet catalogs. 95 % of people charged with crimes plead guilty in the US, an inexhaustible supply source. Richmond Hill, or Little Guyana, is a microcosm of these manifestations and contradictions. Most residents have felt the brunt of injustice, discrimination and oppression at every level, from top to bottom. Immigration raids on homes and businesses, livelihoods disrupted and families torn apart, undocumented children taken out of schools, the police issuing tickets to meet daily quotas, the City issuing sanitation tickets or invading homes issuing housing and building violations, traffic maids ticketing for expired meters, state and federal agencies harassing residents or the FBI overreaching minor infractions to major crimes are unfortunate, common realities. The government has now utilized the unfortunate trait of the “crabs in a barrel mentality” that diminishes most West Indian Americans from other groups living in the US in making star out of rats, equating each with the other, whether spelled backwards. Ed Ahmad received a 2 year sentence for robbing financial institutions of $50 million, using 162 properties to carry out his mortgage fraud scheme and ruining thousands of their savings, hopes and dreams. Ahmad blatantly refused to comply with the plea agreement that kept him from a 10 year prison sentence, paying the US government $29,000 of the almost 3 million dollars in fines he received at the time of sentence, and refusing to pay even the stipulated $500,000 before the date of his sentencing. However, his plea to only a conspiracy and attempt to commit a felony was still accepted. Indeed, had Ahmad not violated the terms of his bond by pledging an encumbered property and filing questionable tax returns, he would have totally avoided jail time despite all of his crimes. John Sampson, once the NY State Senate Majority Leader, received 5 years by the same Judge Irizarry for obstructing justice, although he was acquitted on other counts. Ahmad was a key witness in the 2015 trial against Sampson, but was criticized by the Judge for being referred to by jurors to Daily News reporters as “dirty.” She said she couldn’t understand “why the government is giving such short shrift to a blatant breach of the cooperation agreement.” Sampson stole the comparatively meager sum of $188,500. Community and civil rights leader attorney
Albert Baldeo received 18 months for advising immigrants that they had an American constitutional right not to speak to investigators who were questioning whether they made campaign contributions to his campaign, to be elected to represent the Richmond Hill community over some of the issues he often championed against the government. Baldeo’s independence and efforts as a fearless and tireless advocate got him elected to the position of District Leader, but he became a thorn in the establishment and institutional politics that marginalized the less fortunate. A coercive instruction from the Judge to his deadlocked jury made sure he was convicted of obstructing an investigation into the use of his own money to finance his campaign. Many jurists and experts have trouble comprehending why Baldeo was arrested and charged, and what was his underlying federal criminal conduct, while others blame it on the same dirty politics that sent others like Dr. King, Gandhi and Mandela to jail before him. Donald Trump, Hillary Clinton, Mayor DeBlasio, Governor Cuomo and thousands of politicians and candidates did worse than Baldeo, but have never been prosecuted. Baldeo’s case has created a dangerous precedent where the FBI can now invent a crime, and carry out witch-hunts to take down citizens for “conspiring and obstructing” them without any basis in the criminal statutes. Glen Hirsch, a white lawyer who benefitted as a co-conspirator with Ahmad, received a non-custodial sentence, although he did not testify against anyone. Instead, he was ordered to receive gambling counseling by the Judge instead. Again, why have top US prosecutors like Preet Bharara refused to prosecute violent offenders, drug traffickers, the Wall Street banks, investment and insurance power houses and terrorists likewise? These shortcomings reflect adversely on the integrity and uniformity of our justice system and demand Congressional investigation and hearings. Ahmad’s mortgage fraud and real estate shenanigans are not unique to the Richmond Hill community, and a large majority of real estate, mortgage and insurance personnel are guilty of the same crimes throughout the USA. Moreover, the government is destroying morale in communities by sending an obvious message that if you cooperate and snitch against others in your community, instead of fighting your charges on the merits, that you will be treated like royalty in our new “nation of rats and snitches.” They are encouraging communities to spy on each other, report, fabricate, distort and earn brownie points-to avoid jail. “Life, liberty and the pursuit of happiness” are no longer American priorities. One community activist who has featured in the records of some cases is Vishnu Mahadeo, Chairman of the Richmond Hill Economic Development Corporation. Newspapers, including the NY Post, recently carried front page stories of his pending indictment with his former boss, State Senator James Sanders a few months before his cooperation with law enforcement began. While his countrymen fell, Vishnu Mahadeo now talk of being the Mayor of Richmond Hill. Indeed, Darmin Bachu, the lawyer who sits on his board, and with whom he shares an office, was indicted for tax crimes, grand larceny, criminal possession and fraud recently. Vishnu Mahadeo is the new American the administration wants as its proud poster boy. George Anderson
DEAR EDITOR, I was not surprised after I read the article in the Kaieteur News (KN) on April 19th, 2017 captioned “Jagdeo says no to polygraph test” and learned that former President and now Leader of the Opposition in Parliament, Bharrat Jagdeo, sought to escape from participating in the open challenge issued to him by CEO of the State Asset Recovery Unit (SARU),Mr. Aubrey Heath-Retemyer. It will be recalled that Mr. Retemyer, in replying to one of Jagdeo’s diatribes against members of SARU, challenged Jagdeo to make himself (along with Retemyer) available for a polygraph test to see who the more credible person is in their utterances on matters of public interest and importance. I must admit that I experienced much amusement at the antics of Jagdeo when he was confronted with Retemyer’s challenge. Jagdeo, astute politician that he is, was fully aware that Retemyer was forcing him into a credibility contest. Without saying so he knew that the results of this contest would have put him in extremely bad light and, like the proverbial coward he is, he chose the cowards’way out. After denying the need for the polygraph test with Retemyer, and in a desperate effort to save his face he then called for a polygraph test with President David Granger. The controversy between Retemyer and Jagdeo has its genesis in an E-Governance operation that retrieved computers from the EnmoreHope NDC to prevent them from being sold to a high official of the NDC in violation of the terms of the agreement on which they were given to the NDC by an agency of the Guyana Governmnent, the Basic Needs Trust Fund (BNTF). That operation was carried out in the presence of members of SARU and residents of the EnmoreHope community and only
took place after a member of the NDC reported that the computers, which were donated for a specific purpose i.e., to conduct a training programme for young people in the community of Enmore-Hope, was not being used for the intended purpose and was about to be sold to the official of the NDC. Jagdeo and the PPP deemed the retrieval of the computers as politically motivated and unlawful. When faced with irrefutable evidence that the NDC had taken a decision to sell the computers, Jagdeo responded in his usual obnoxious style by cussing out SARU officials and accusing them of corruption. This drew a sharp reaction from SARU’s CEO who defended his Unit and referred to Jagdeo’s allegations as outright lies. In an article in the KN on Friday, April 14, 2017 captioned “SARU CEO to Jagdeo… I’m willing to take a polygraph test…are you?” Mr. Retemyer is quoted as saying, “… he can account for every penny he has and he is willing have an international firm conduct the exercise” He then challenged “Jagdeo to submit himself to the test if he has nothing to hide”. To all appearances unlike Retemyer, the PPP leader seems to have a lot to hide. Retemyer’s challenge calling out Jagdeo was appropriate since the issue surrounding the computers and Jagdeo’s accusations against SARU officials, as I pointed out above, raised questions of credibility. In normal circumstances this issue would be a straight forward matter, which would be resolved on the basis of the evidence. Not so for Jagdeo and the PPP. For them evidence don’t matter, every issue is partisan and must be exploited politically. Lies, deception and character assassination are their tools of choice. To realize this
objective, Jagdeo shamelessly invented the malicious and false accusation that SARU officials are shaking down businessmen and that their personal bank accounts have swollen with cash. This line of attack is consistent with the above approach. In political and diplomatic circles at home and abroad, Jagdeo, when he was President had developed a formidable repetition as a pathological liar. A person with such a character is unlikely to pass a polygraph test anywhere on this planet. No one is more aware of this fact than Bharrat Jagdeo. To cover his nakedness after being exposed, he, in a vulgar way invoked the question of rank and superiority, claiming he was President and Retermyer is not his equal. It is an incontestable fact that in the discourse between them Retemyer has struck Jagdeo a mortal blow, in the process forcing him to bow out in disgrace. Despite his public antics, Jagdeo is aware that time is running out and SARA will, inevitably, become reality and his talk of SARU not being a legal entity will be a thing of the past. Sooner, rather than later, the nation and the world will have evidence of Jagdeo’s and the PPP government rape of the country’s wealth. Then it will become clearer to everyone why Jagdeo could not accept Retemyer’s challenge to expose himself to a polygraph test. Tacuma Ogunseye

dealer money laundering probe widens … Hundreds protest Rose Hall estate “closure” Gold I acted on instructions
from higher up
The sugar workers yesterday in Berbice.
Over 500 field and factory workers of the Rose Hall Estate staged a picketing exercise outside the estate’s Administrative Office protesting plans by the Government of Guyana and GUYSUCO to close the estate. The exercise comes at a time when President David Granger stated that the Albion, Blairmont and Uitvlugt Estates will likely be the ones remaining in operation. The workers who are against the possible closure picketed that not so long ago
at the Rose Hall Martyrs Ceremony, Prime Minister Moses Nagamootoo had charged those gathered at the event that “some estates will have to close but sugar will never die”. A worker from the Harvesting Gang stated , “If the estate hours close then definitely it would affect everyone. Young people won’t have jobs, people with children that go to school will suffer.” He said, “You just can’t leave people hanging like that, people need answers, this is people’s future a stake.”
A Fitter Machinist and one of the very few women attached to the estate told reporters that everyone depends on the sugar industry in some way or the other. She stated that jobs are already difficult to find. “The car man, the store man and everyone depend on this. I working here for 28 years; I have children. Dem say they giving land, when you cultivate who gon buy?”. According to GAWU release, if the Rose Hall Estate is closed it will take a toll on many communities and
spawn unwanted social ills. Mr. Harvey Tombron, of GAWU, Berbice, who was present with the workers picketing the move by the government said that social activities will be affected tremendously. “Many people will come to the GAWU office for a letter of withdrawal from the bank to say we don’t owe the credit union and we have this amount of savings. The reason for that is that many people owe the bank; some have mortgages and if the estate is closed what will these people do”. The Rose Hall Estate employs some 2,400 persons. Areas such as the entire East and West Canje, New Amsterdam and also along the Corentyne will see major economic challenges since businesses will experience a drop in sales. Many sugar workers after being paid would venture to shops to purchase. That will end, many are of the opinion that business will “just not be the same if the industry is swept away”.
Legal Officer of the Guyana Gold Board (GGB), Suzanne Bullen, is maintaining her innocence. The attorney at law is claiming that she was instructed to “help” embattled gold dealer Saddiqi ‘Bobby’ Rasul set up his gold mining company. This is what she told investigators. Recently, Kaieteur News broke the story that Bullen was instrumental in helping Rasul form the company that was later issued a licence by the GGB. The details are part of the Articles of Incorporation documents, as filed in the business registry. In the Declaration of Compliance, Bullen said that she assisted in the formation of the company. She even used the GGB address of Upper Brickdam. Bullen’s role would raise serious conflict of interest questions as she is also the Compliance Officer of the state-owned GGB. Bullen was one of three persons sent on administrative leave Thursday by the Ministry of Natural Resources, to facilitate a police probe into alleged money laundering activities by Rasul. Also sent home were General Manager, Lisaveta Ramotar, and her deputy, Andrea Seelochan. Ramotar is the daughter of former President, Donald Ramotar. Kaieteur News understands that the finger pointing has begun. Investigators say that Bullen is claiming that she was told to set up the company and while Bullen is saying this, Ramotar is holding out that she knows nothing about
- Legal Officer
GGB Legal Officer, Susanne Bullen what transpired. The operation started under the People’s Progressive Party/Civic Government but became finalized under the APNU+AFC government. According to the registry documents, SSS Minerals Trading Enterprise Inc. was incorporated on October 16, 2015. But Bullen had sworn to the Declaration of Compliance since March 26, 2015. The company took a number of months to be incorporated. Kaieteur News understands that the uncertainty about what would have been the fate of top officials at GGB is what slowed down the “operation” in the beginning. However, it seems as if after the so called ‘witch hunt’ did not extend to the GGB top brass, the green light was given for a resumption of the process and so the company came on stream in October. Mason accused of stealing from woman at Agricola Twenty-one-year-old Shemar Moore was arraigned before Chief Magistrate Ann McLennan, accused of stealing a quantity of items from a woman at Agricola, East Bank Demerara. Moore, who resides at Evans Phillips Park, Agricola, pleaded not guilty to the charge which alleged that on April 12, he stole from Lorna Archer, a Samsung Galaxy S5 phone valued $165,000, a BLU cell phone, a purse and a Republic of Guyana passport containing a United States of America visa. He was granted $75,000 bail. Police Prosecutor Arvin Moore told the court that none of the items were recovered. He opposed bail for the defendant, citing the fact that he is a flight risk and that none of the items were recovered.

Govt. allocates $85M to procure treated nets Between 2014 and 2016 there has been a steady decrease in the incidence of malaria in Guyana. According to information out of the Ministry of Public Health last year, there were 10,165 confirmed cases of malaria. But the Ministry of Public Health is working on a strategic tactic that will further help to reduce the numbers. To help realise this goal, government has allocated $85 million in the 2017 fiscal estimates for the procurement of Long Lasting Insecticide Nets [LLIN] to facilitate the roll out of a mass distribution of these nets. According to Minister of Public Health, Ms. Volda Lawrence, the mass distribution of nets will be done every three years in Guyana commencing this year. Continuous net distributions will be done at health facilities across this nation. These distributions, according to the Minister, will be supported with an Information Education and Communications [IEC] campaign in response to the challenge of having limited access to and use of this important malaria prevention tool in the country. This approach is in keeping with an existing National Strategic Plan 20152020 for the malaria programme in Guyana. The Strategic Plan was drafted with the intention of
Minister of Public Health, Ms. Volda Lawrence optimising and building upon the lessons learned from previous periods and recent years of programme implementation. The Strategic Plan, therefore, is one that seeks to lay out the foundation for eliminating the local transmission of the disease in low endemic regions of Guyana. As such, it has outlined as a goal under the Strategic Priority Four, the need to optimise the distribution and use of long lasting insecticide nets in malaria affected communities. The main target areas are Regions One, Seven, Eight and Nine. Minister Lawrence said that during the course of last year some 10,000 nets were distributed through health facilities across the 10 administrative regions and she is optimistic that this
number will be surpassed this year. Moreover, Minister Lawrence in a message to mark World Malaria Day 2017 said, “We cannot afford to become complacent as persons are still dying of this scourge in our beloved country.” World Malaria Day is observed annually on March 25. This year the theme embraced is ‘A push for prevention’. The Ministry of Public Health has over the years been gaining substantial support from its international partners and donor agencies to help combat scourges such as malaria. Its main support have been coming from the Pan American Health Organisation/World Health Organisation [PAHO/WHO] and the Global Fund for HIV/ AIDS, TB and Malaria, which according to Minister Lawrence, has been offering considerable technical support to the malaria programme. But according to the Minister, “The Government of Guyana along with its international partners and donor agencies cannot do it alone. We count on the involvement of each citizen of our beloved country to join us in eliminating mosquitobreeding sites, especially around mining and logging camps.” In 2015, about 8,000 cases of malaria were recorded by the Ministry of Public Health’s Vector Control
...in quest to reduce incidence of malaria
Services Unit. This suggests that there has either been an increase in cases or the Ministry has been able to improve its surveillance capacity in order to detect more cases. Malaria is transmitted by the female anopheles mosquitoes. Its symptoms include shaking chills that can range from moderate to severe, high fever, profuse sweating, headache, nausea, vomiting,
diarrhoea and anaemia. In its efforts to heighten detection of malaria during the course of the past year, the Ministry had rolled out a pilot project which saw the training of miners in Region Eight to use malaria rapid testing kits and to administer treatment for uncomplicated cases of malaria. Ninety-six miners from mining areas such as Black Water, Jumbie Creek,
Micobie, and Konawaruk were trained. Operations Training Officer of the Vector Control Services Unit of the Public Health Ministry, Mr. Keith Moore, had during the past year revealed that the Ministry had embraced the initiative to train miners with a view of having malaria diagnosed quickly. This move, he said, (Continued on page 16)

Trusted Trader programme in initial stages …companies encouraged to make formal applications
Minister Dominic Gaskin
Companies will benefit tremendously from the Trusted Trader Programme (TTR) for which the Department of Commerce of the Ministry of Business is responsible. The Guyana Revenue Authority (GRA) will be launching a pilot programme to implement the TTR which is a variant of the World Customs Organisation’s (WCO) Authorised (AEO). The agency is encouraging companies that meet the eligibility requirements and wish to achieve the TTR status to make applications to the GRA.
The programme, according to a government release, in its initial stages, will mainly target companies that have numerous transactions with the GRA for ‘Trusted Trader’ status. According to the agency, once deemed as a ‘Trusted Trader’ by GRA, the company can benefit from reduced processing, release and clearance times; reduced frequency or level of physical inspections and examinations and appropriate documentary and date requirements. Approved companies will
be issued three-year compliance certificates and yearly tax exemption letters for manufacturing purposes as opposed to the requirement on a shipmentby-shipment basis. There are a number of criteria to determine eligibility which includes taxes—total taxes paid on a yearly basis for the last three years should be a minimum of $500M annually or a minimum of $200M annually could be considered if all/most of the other criteria are satisfied. The GRA said that the company’s turnover should be a minimum of $1 billion annually. Companies that are well established must be reputable and been in existence for a minimum of seven years, must be registered under the Companies Act of Guyana for a minimum of seven years preceding the date of applications, and the company must have submitted audited financial statements to the GRA for the last seven years. With regards to
immovable assets owned by the applicant, not subject to floating charges, consideration may be given for critical sectors depending on the type and nature of the sector including medical, brokerage- the company must have on board a licenced Customs Broker who is on good standing with the GRA. Additionally, the release said, accounting and record keeping must be acceptable systems to reflect their asset positions and their operating activities. Electronic record keeping that are accessible and secure will be preferable. According to Minister of Business, Dominic Gaskin, after consultations and close examination of the internal procedures of several public entities, the concept of the Trusted Trader programme has been advanced to the final stages of its development. A number of relevant agencies have been engaged and they have communicated their endorsement of the programme. Minister Gaskin said that the Department of Commerce has established a help desk which is fully functional and capable of
offering clear and concise advice on matters related to the conduct of business in Guyana, in order to further support businesses. Gaskin said he has great confidence in the business community with the expectation of improved growth throughout 2017, based on current projections. “The target of 3.8 percent growth rate demands confidence in our economy at all levels and we should avoid the temptation to talk ourselves out of the good life,” Minister Gaskin said. Between 2015 and 2016, Guyana improved by 16 places on the ranking of the World Bank’s doing Business Index. This has been the largest single improvement achieved in its history of being on the Index. To further improve the position, the government will examine the viability of the recently recommended reforms of the World Bank in the areas of starting a business, registering property, trading across borders, getting electricity and obtaining construction permits and will develop among others.
GRA is getting to roll out the Trusted Trader Programme (TTR) that will see the faster processing on container clearance for selected businesses.

THE MULTIPLIER EFFECT The government seems to now be awaking to the reality that the economy is in crisis. There has been a tacit admission of a slowdown in business activity. It does not take 20-20 vision for the government to equally concede that the productive sectors are in recession. The government by now conceding that there is a problem may be trying to do something about it. The government seems to be moving in the direction of a fiscal stimulus. The government is of the view that if it spends more money there will be a multiplier effect on the economy in the sense that money spent by one person represents income to another person and so forth. So the theory is that the more money that the government spends the more money will circulate. This is not necessarily so and depends on the propensity to consume, to save and to
invest. So not because there is more money being pumped into the economy by government means that more of it is being spent. It is not government spending per se, therefore, that is the basis for a stimulus but how and where the money is spent. The best way for the government to prime an economy is through increasing production. The government is faced with an economy in which all of the sectors except gold are shrinking. The contraction means that money is not circulating. The government seems to now be keen on injecting a fiscal stimulus through increased spending on housing development. But this is a waste of time. Government spending has never been the answer, because Government spending does not reach as many hands as are needed to really boost business activity. Government spending ends up in the hands of
contractors. There is not as great a trickledown effect as if the government had spent that same money say on sugar where they could have been assured that even though there will be a loss in the sugar company, more than sixty per cent of what the government would have spent will end up in the hands of workers who will spend within the local economy. Spending on housing is social spending. The government is said to be thinking about spending about 5 billion dollars. But this sort of spending will place greater pressure on imports since cement and other imported building materials will have to be procured. So it really cannot be a stimulus to the economy. The government should be spending on the productive sectors. Public spending without production will drive up inflation so it makes no sense to spend five

I will nail you tonight.” Jagdeo faint. Talk half and wait to see wha SOCU gun do.
billion dollars on housing without trying to boost the productive sectors which generate spending in the local economy. This is why it made no economic sense for the government to have gone ahead and close the Wales estate. It would have only cost the government about 1.9 billion dollars to keep Wales going but the multiplier effect of that spending would have been far greater than the multiplier effect of the five billion dollars they are expected to inject into the housing sector. The government by spending this money on building housing units is displacing the private sector. The construction of housing should be a private sector activity. The infrastructural
works for housing schemes should be government’s responsibility. The government knew that the forestry sector was contracting. Yet it allowed Barama to walk away costing about one hundred jobs. Barama had the funds to invest in expanded production. The company had the money to invest in the infrastructure needed. The Barama concession was large. Instead, the government now plans to break up the Barama concession into smaller concessions. This makes no sense at all in terms of improving production. Where will the small concessionaires find the investment to establish production? The government could
have still been doing business with Venezuela today. Guyana lost its most valuable rice market because somebody decided that a Venezuelan airline owed Guyana money and denied it landing rights. The Venezuelans decided enough was enough and they did not renew the rice agreement. We will have an increase in rice production this year. But where will the rice be sold? A fiscal stimulus is a good idea but it makes no sense if it is misdirected. It should be directed to those areas in which it can help increase production and in which there is a greater multiplier effect.

THE FREDDIE KISSOON COLUMN...
PPP leaders are a genetically superior species in Guyana There was a letter in the newspapers two weeks ago by one of the most infamous ministers this country has produced from the time of the formation of British Guiana to the present moment. His name is Leslie Ramsammy. Ramsammy enjoys freedom in Guyana for reasons that are beyond comprehension. His name has been associated with the worst period of mayhem since Independence. Most historians interpret the violence in the sixties as the most painful era in the country’s history. But that was before Independence. After Independence it is the psychosis of violence between 2002 and 2005 that was intricately intertwined with the gunmen held up in Buxton. Leslie Ramsammy’s
involvement in that infamy needs to be investigated by the police. Why it hasn’t been done simply defies logic. In his letter, Ramsammy accused the government of nepotism in employment. Ramsammy with this statement comes close to being the world’s most unconscionable hypocrite. Ramsammy himself, when he was Minister of Health, in some of the worst acts of nepotism in the exercise of power employed his relatives and friends at the Georgetown Public Hospital. Two weeks after Ramsammy wrote his foul letter, the nation got to know, if it hadn’t known before, that when he was President, Donald Ramotar’s daughter became the CEO of the Guyana Gold Board. She was
sent on leave to facilitate an enquiry into one of the largest scandals of moneylaundering involving a very rich gold miner. Ms. Ramotar may have a million questions to answer. At the same time Ramotar’s daughter was sent home, his son was ordered home too. The son was a data process manager at GWI. We all know about the other son who was in charge of the egovernance cable which now is lying in a comatose state. Knowing the genetic make-up of Ramsammy, he would argue that those instances were not expressions of nepotism. You see, Ramsammy represents a certain type of deformed psyche that is dangerous and very frightening and can be found in every first, second
and third tier leader in the PPP. Here is a brief description of the form this corrugated, contorted, chewed psyche takes. The PPP Government was an Indian formation. Those indians were humans that are superior to the other people who form the leadership of other governments in Guyana. When PPP leaders employ their family members, relatives and friends in high places in the state it is not nepotism. It cannot be nepotism because such superior persons have a divine right to make such appointments. Superior humans do not make mistakes. When PNC leaders in PNC governments in the past, and at the moment, employ friends in the public sector, it cannot be accepted. The reason is because such inferior persons are constrained by impure blood and therefore are not entitled to have their own people in high places. This is the theory behind the PPP explanation as to why it has not committed illegal depravities for the 23 years it was in power. And make no mistake; this genetic justification by the PPP for its
nasty immoralities and semicivilized criminalities is perpetrated by their propagandists in civil society. Hindu priest Aksharananda has a piece in the Bobby Ramsaroop stables in which he expressed indignation at the dismissals of former PPP mandarins in state employment. Aksharananda’s sidekicks, Ravi Dev and Ryhaan Shah, have interpreted this as marginalization and have begun the chant of Indian marginalization with its attendant call for Indians to resist. Strangely enough, no African propagandist for the Coalition Government has urged African Guyanese to rise up and fight Indian control of the economy. Aksharananda is livid with anyone who talks about Indian control of the economy. This is how he puts it in a newspaper that many believe is co-owned by Bobby Ramroop and Bharat Jagdeo. Here is Aksharananda in his own words; “… of recent we have been reminded that Indians “own 96%” of
Frederick Kissoon Guyana’s economy. I have often wondered why the surveyors of this gem even bothered to stop at just 96%.” Aksharananda knows very well that it may be as high as 98 percent.” Huge State resources have been stolen from this country by PPP leaders, family and friends running into more than a hundred billion dollars. But in the theory of genetic superiority as propounded by PPP leaders and their civil society triumvirate – Aksharananda, Dev and Shah- this cannot be illegal because superior leaders are entitled to such resources. But most people get what is commonly known as a rude awakening. The three Ramotar offspring got theirs. Jennifer Westford got hers. And Anil Nandlall was arrested last Monday.

Bagotstown man stabbed to death over illegal water connection row Mark Ifill , 42, of no fixed place of abode was yesterday stabbed to death by Sheldon Bowen, called ‘Muslim’, after a heated row over an illegal water connection from which the two men were collecting water. According to a resident, some time around 10:00 hours, yesterday, the two men were collecting water from the connection when the disagreement started. The woman said the argument stemmed from the fact that the Guyana Water Incorporated (GWI) was in the area doing their rounds and Bowen was peeved that Ifill, called ‘Yankie’ was still utilizing the services of the
illegal connection. She said that the argument between Bowen and Ifill laboured on for some time since Ifill who does odd jobs around the community was unmindful of GWI’s presence and continued to collect his water. The upset woman related that a fight ensued some time after the argument and residents that were nearby separated the two combatants. She said that Bowen left and those that witnessed the altercation thought the issue was settled. The woman said to her surprised Bowen returned armed with a gun that had an empty
magazine and slapped Ifill across the face with the gun. Another altercation started. She recounted that after the slap, the gun fell and upon seeing the empty magazine Ifill, who was deported from the United States of America in 2004 attacked Bowen. Some time during the second altercation Ifill fell to the ground and it was at this juncture that Bowen ‘whipped out’ a knife that was concealed in his waist and started to slash at his opponent. By this time the Ifill had gotten hold of a piece of wood and attempted to ward off the attack. The woman said all this time residents looked on helplessly as the attack unfolded. The woman said suddenly she heard Ifill exclaim “You all call the ambulance’. The woman said she saw blood gushing out from a single wound on the left side of his chest. She said that residents came to the man’s aid but their attempts to stop the bleeding were futile and he bled to death as horrified residents looked on. By this time public spirited citizens restrained the attacker who has previously been charged for murder. He is now in police custody. In a press release the police said they are investigating the murder of Mark Ifill a/k “Yankie”, 39 years, a labourer of no fixed place of abode, which occurred about 10:30 am at Water Street, Bagotstown, EBD, allegedly by a 41 year old security guard of the said village. Enquiries disclosed that the suspect and Mark Ifill had a heated altercation over the

A team of medical personnel from the GPHC responded and pronounced Ifill dead. The body is presently at Lyken’s Funeral Parlour awaiting a post mortem examination.

Rusal’s bauxite production on the rise Rusal’s bauxite production in Guyana has improved, its parent company said yesterday.
Russian Federation aluminium titan, U.C. Rusal, released operating results for the first quarter of 2017 yesterday. Aluminium and bauxite production numbers were down slightly in the quarter, while bauxite production showed a marginal increase, the company said. Rusal’s smelters ran at a 95% utilization rate and turned out 910,000 metric tons of primary aluminium in the quarter, off by 2.1% from the previous quarter. Production was led by the firm’s Siberian smelters, who accounted for all but 6% of production. Rusal credits the marginal fall in production to the fact that the first quarter had two fewer days than the quarter prior. The first-quarter average aluminium realized price came to US$1,949 per ton, an 8.3% increase over fourth quarter numbers from last year. A nine per cent increase quarteron-quarter of aluminium at the London Metal Exchange and a 1.4% realized premium growth to US$153 per ton buoyed the average aluminium realized price in the quarter. The firm sold 985,000 metric tons in the
quarter, an increase of 6.8% quarter-onquarter. That number includes 436 thousand metric tons of value-added products, an increase in that department of 7.8% over the preceding quarter. Rusal credits leftover inventory from the quarter before for the increase in sales. Alumina production was slightly off in the just-ended quarter, totaling two million metric tons, which was 2.6% lower than the previous period. Operations in Russia accounted for over one-third of the quarter’s total output, which ran largely true to projections. Refineries at Achinsk and Urals boosted production, largely offsetting seasonal repairs carried out at Windalco, Auginish, and Bogoslovsk. Rusal harvested 2.9 million metric tons of bauxite ore in the quarter, which was a one per cent increase over the prior quarter. The Bauxite Company of Guyana led the production charge that quarter by posting a 13.2% increase quarter-on-quarter. Rusal has operations in Aroaima and Kwakwani, Region Ten.

HPV infection more common than HIV and Herpes – Health Advocate ...stresses importance for persons to take advantage of vaccine Persons should not have to suffer from the Human Papilloma Virus [HPV] since there is a vaccine that can prevent this from happening altogether. This notion was
yesterday emphasized by Dr. Patrice Douglas, a self proclaimed advocate for the health of women and girls. As part of her advocacy, the 26-year-old General
Medical Officer has embraced the importance of the HPV vaccine which can help prevent health concerns such as cervical cancer. “I truly love this [HPV]
vaccine...from doing multiple outreaches and in getting into conversation with others, I have realised that the [entire] Guyanese population don’t know that there is a vaccine
that can prevent cervical cancer...I was quite appalled by that, therefore I decided, with my other colleagues, that I would do an HPV awareness campaign,” Dr. Douglas said. But an HPV awareness campaign is certainly not a novel undertaking. This is in light of the fact that the Ministry of Health [now Ministry of Public Health] had long before embarked on such a journey. According to Dr. Douglas, she was forced to embrace such a campaign again because “people [still] don’t know [about HPV].” Dr. Douglas’s disclosure was forthcoming even as she addressed a Vaccination Week forum spearheaded by the Mayor and Councillors of the City of Georgetown yesterday at the South Road, Georgetown Dorothy Bailey Health Centre. Dr. Douglas explained that HPV, which is classified as a sexually transmitted infection [STI], is the most common STI known to the health system. “It is more common than HIV; it is more common than herpes. It is said that everyone who is sexually active, at some point of their sexual life, will come into contact with this virus,” the young doctor informed. She said that for women who are 50 and older, more than 80 percent of them already have HPV. “The thing is HPV is preventable but it isn’t curable,” said Dr. Douglas as she disclosed that there are over 100 types of HPVs, 16 of which are known to cause cancer. As an STI, HPV is transmitted through sexual contact or sexual intercourse, according to Dr. Douglas. She said that while sexual contact speaks to the actual bodily contact with an individual, including touching parts of the naked body and not excluding the genitals, sexual intercourse refers to oral sex and actual penetration of the vagina or the anus. “This is serious business,” asserted Dr. Douglas as she continued her deliberation by emphasizing how the virus could be prevented. “Apart from total abstinence, because you can’t say I’m not having penis and vagina sex and I’m protected...once you’re ‘bumping and grinding’ you can expose yourself to this
Dr. Patrice Douglas virus,” cautioned Dr. Douglas. “Condoms do protect but they are not 100 percent...the entire genital is not covered, the scrotums are out there and there is still skin to skin contact.” Although the vaccine is available here in Guyana it is only made available to girls nine to 13. But according to Dr. Douglas, in other countries, “males are able to access the vaccination, too, from nine to 26 but sadly [here in Guyana] only our girls nine to 13 can have that vaccine.” Dr. Douglas yesterday appealed to those in the audience to help to raise awareness and in doing so, seek to encourage all parents and guardians of girls between the ages of nine and 13 to ensure that they are administered the HPV vaccine. “The vaccine works, it is safe, it is effective, it has been tested and it works,” insisted Dr. Douglas. But the effort doesn’t stop there, as according to Dr. Douglas, “health care providers, like myself, we have a job to do. We have to bring awareness to this disease...every adult that we come into contact with, every young person that we speak to both male and female, they have to know about this vaccine.” Dr. Douglas pointed out that while the virus is known to more often affect the female gender, males are not immune. “HPV don’t only affect girls – it leads to cervical cancer, anal cancer, mouth cancer, cancer of the vulva, cancer of the vagina and penile cancer. It also leads to genital warts. No one is really protected from HPV; it can affect all of us,” Dr. Douglas warned.

Alleged fraudster back in court Clayton Allen, who was charged in March for allegedly defrauding a man of $26M in relation to the purchase of motor cars, is back in court again. This time, the man who claims to be a financial consultant is accused of defrauding three persons of a total of $1,631,000, monies they were required to hand over to secure loans.
It is alleged that between November 3, 2016 and February, 8 2017 with intent to defraud, he obtained the sum of $516,000; $415,000 and $3M from Samuel Mangal, Rohan Lalchan and Kizzy Shepherd respectively, by falsely pretending he was in a position to grant them individual loans totaling $7,500,000. According to the prosecutor, persons would go to the defendant and request to borrow various sums of loans to which they are required to make down payments. Prosecutor Moore disclosed that the victims handed over the monies to the defendant and were issued with receipts. But they never received their loans and were in some instances issued with bounced cheques. The prosecutor opposed to bail for Allen citing that he is still under investigation by the Criminal Investigation Department Headquarters,

Eve Leary, Georgetown. Prosecutor Moore disclosed that Allen is still to provide police with the names of the companies he has been advising. Back in March, Allen denied a charge which alleged that between December 2, and December 13, 2016, at Georgetown, with intent to defraud, he obtained from Jeetendra Ram of Fantasy Auto Spares six motor cars valued at $26, 300,000 under or upon virtue of a forged Republic Bank manager’s cheque drawn for the said sum in favour of Fantasy Auto Spares. At that hearing, he was released on $400,000 bail after his attorney Paul Fung-a-Fat told the court that the vehicles were returned to the victim. Police Prosecutor Deniro Jones had told the

However, when Ram attempted to encash the cheques they bounced. Yesterday, the man who posted bail for Allen came to court and requested that the bail be withdrawn. The request was granted by the Chief Magistrate.

In wake of deaths at Drop-in Centre…
Evacuation plan developed for care facilities The Civil Defence Commission (CDC), with financial support from the United Nations Children’s Fund (UNICEF), has developed an Evacuation Plan and Emergency Checklists for the Ministry of Social Protection’s institutions. The plan and checklists were developed in the wake of a fire at the Children’s Drop-in Centre on July 8, 2016, which claimed the lives of two children. The Mahaica Children’s Home was used as the pilot for development of the plan and checklists.
However, according to the Ministry of the Presidency, these can be used, with minor adjustments, to suit the other care facilities registered with the Ministry of Social Protection. As part of the project, emergency equipment such as fire blankets, fire extinguishers, flashlights and first aid kits were purchased and handed over to the Mahaica Children’s Home and the Childcare and Protection Agency (CPA). representatives of the CPA and the Mahaica Children’s Home. He also conducted site visits to the Mahaica Children’s Home and held orientation sessions with
representatives from the CPA, CDC, the Ministry and private care facilities registered with the Ministry. This consultancy was another collaborative effort
between the CDC, UNICEF and the Ministry, with the overall aim of enhancing disaster risk management (DRM) capacity within the Ministry.
Prior to this consultancy, UNICEF had financed the development of an Emergency Response Plan for the Ministry, which was also coordinated by the CDC.

A pastor has been jailed for 18 years because he raped a six-year-old girl. The sentence was handed down by Justice Jo-ann Barlow following a probation report at the Georgetown High Court, yesterday. Josiah Baptiste was convicted for having carnal knowledge of the child between June 1 and June 30, 2007. The man was at home with the girl and her sibling when the act was committed. He called the child into a bedroom where he sexually penetrated her. The child later confided in her mother but the mother disbelieved her. The child then told another relative and the matter was reported to the police. The accused was subsequently arrested and charged. Last month, after more than two hours of deliberations, a mixed 12-member jury returned a guilty verdict against Baptiste for the offence of carnal knowledge. The verdict was unanimous. However, on that date, Baptiste’s lawyers Attorneys-at-law, Folio Richards and Maxwell Mc Kay made a request for a probation report to be presented to the court prior to the sentencing. The judge acceded to the request. Yesterday, the report was presented to Justice Barlow in a packed courtroom of the convict’s relatives and those of the victim. Emotions ran high as the report was presented. The information highlighted the traumatic experience the victim endured at the hands of

Josiah Baptiste the accused. As a result of the incident, the mother’s relationship with her children, particularly her raped daughter, was severed. The probation report also outlined that Baptiste continues to deny that the incident ever occurred. He claims that the girl and her brother, who witnessed when the act was committed, had lied on him. When he was given a chance to speak, the man said that he had nothing to say about the incident. His attorneys, however, told the court that he would like an opportunity to contribute meaningfully to society. “During his time of incarceration, Baptiste was described as a model prisoner. He has shown signs that he can be rehabilitated,” attorney Richards said. In considering her sentence, the Judge noted that Baptiste by his actions frac-
tured the most precious relationship— a relationship between a mother and her daughter. “These persons would have trusted you because you claim to be a man of God,” Justice Barlow stated. Society must be sent a strong message that such actions will not be condoned, the judge said. The judge initially sentenced the man to 20 years for the crime but noted that he will only serve 18 years in jail. Two years were deducted for mitigating factors. Following the ruling, Baptiste’s family members were visibly overcome with emotions as they left the courtroom. The case was prosecuted by State Attorneys, Shawnette Austin, Tamieka Clarke, and Mandel Moore. The Prosecution called several witnesses to the stand, including the victim.
(Reuters) Two Venezuelan men died yesterday from gunshots at political demonstrations, bringing to 26 the number of fatalities around this month’s protests against President Nicolas Maduro’s socialist government. The state prosecutor’s office said Orlando Medina, 23, was gunned down on a street in western Lara state during a protest local media identified as anti-Maduro. Luis Marquez, 52, died in the Andean state of Merida in the early morning after being shot on Monday at a proMaduro rally, state ombudsman Tarek Saab said. In more than three weeks of chaos since Venezuela’s opposition launched street protests, 15 people have died in violence around demonstrations and 11 others in nighttime lootings, the state prosecutor’s office said yesterday. Political activists and Venezuelan media have reported more deaths, but those have not been confirmed. The ruling Socialist Party
accuses foes of seeking a violent coup with U.S. connivance, while the opposition says Maduro is a dictator repressing peaceful protest. With near-daily demonstrations by both opponents and supporters of Maduro, there have been fatalities on both sides, as well as one National Guard sergeant killed during a protest. “Any death hurts, government or opposition,” chief state prosecutor Luisa Ortega said in a speech. Four fatalities were adolescents and 437 people had also been injured. ELECTIONS SOUGHT The opposition’s main demands are for elections, the release of jailed activists and autonomy for the oppositionled legislature. But protests are also fueled by a crippling economic crisis in the oil-exporting nation of some 30 million people. The unrest is Venezuela’s worst since 2014, when 43 people died in months of
mayhem sparked by protests against Maduro, the 54-yearold successor to late leader Hugo Chavez. Nearly 1,500 people have been arrested, with 801 still detained as of yesterday, rights group Penal Forum said. Trying to keep the pressure on Maduro, the opposition Democratic Unity coalition is planning a march on Wednesday toward downtow n C a r a c a s . P a s t a t tempts to reach that area have been blocked by security forces using teargas and rubber bullets against masked youths hurling stones and Molotov cocktails. “The Ve n e z u e l a n people will stay in the street until there is an election timetable, a humanitarian aid channel, freedom for political prisoners and independence for public institutions, especially the National Assembly,” said Ismael Garcia, a legislator with opposition party Justice First.

I acted on instructions from higher... From page 6 Investigators would want to know why GGB did not redflag Rasul’s transactions. The gold deal burst onto the gold trading scene last year, rapidly rising to become one of the biggest sellers to GGB. According to data, between September and November last year, Rasul conducted over $7.6B in transactions with GGB, selling both at the Bartica branch and at the Upper Brickdam office. What should have raised staffers’ suspicions was the fact that Rasul allegedly used a company he owned – R. Mining – to conduct the majority of his business with
GGB. There was a reason for this. Under regulations, mining companies are not required to pay the two percent tax. They are, however, mandated to pay the five percent tax. In essence, Rasul is alleged to have bought gold through his gold dealing company, SSS Minerals, later passing it through R. Mining to the GGB. Between September and November, the state reportedly lost an estimated $100M in taxes, because of what the gold dealer allegedly did. Those alleged transactions are said to be money laundering.
Rasul’s activities have drawn the attention of not only SOCU but also the Guyana Revenue Authority. In recent weeks, a Lexus SUV and Toyota pickup, both bullet-proofed, were seized. Investigators have also raided the Bartica and city operations of Rasul as well as the premises of his business associates. Police have also seized several guns and a significant quantity of documents. Rasul has also been charged with a $950M fraud at the Bartica branch of the Guyana Bank for Trade and Industry. He has been placed on $3M bail.

GPSU to hold elections tomorrow as injunction discharged The injunction that was granted by Justice Nareshwar Harnanan, last Thursday, to prevent the Guyana Public Service Union (GPSU) from proceeding with elections for new office bearers for the Executive Council, was
discharged yesterday. According to GPSU, the application for the injunction had been made by Gregory Gaspar of the Guyana Geology & Mines Commission (GGMC). Gaspar was represented by Attorney-at-Law, Nigel
Hughes. GPSU, according to a statement, said that the judge after hearing submissions by the union’s attorney-at-Law, Roysdale Forde, agreed that Gaspar’s claims of the union’s non-compliance with the
rules and its obligations under the Trade Union’s Act were erroneous and misconceived. Forde’s submissions included evidence that annual returns to the Registrar of Trade Unions which had Income and Expenditure Statements and Balance Sheets for the entire period up to 31stDecember 2016. Also presented was a statement from the Auditor General confirming that the Audit of the Union’s accounts up to 2005 and that Income and Expenditure Statements and Balance Sheets up to 31stDecember 2016 were in his possession. According to GPSU, both Gaspar and his “instigator”, Jermain Hermanstyne, were fully aware of these facts but “deliberately” set out to publicly misrepresent them for personal and petty
GPSU’s President, Patrick Yarde reasons. “They also advocated that their backward views should supersede rights of members in accordance with the rules of the union. Investigations would reveal that both Mr. Gasper and Mr.
Hermanstyne were amongst the poorest performers and achievers as members in the Guyana Public Service Union,” the statement said. GPSU said that its Elections Officer has been advised that the union is now free to proceed with the elections. “The Elections Officer and supporting personnel are working assiduously to hold the elections (tomorrow) on Thursday 27th April, 2017. The General Secretary has issued a circular calling on all members that notwithstanding the obvious inconvenience caused to make every effort to discharge their civic responsibilities towards the union and meaningfully participate in the upcoming elections.” GPSU’s long-time president, Patrick Yarde, has been facing stiff challenge for his position.
PI winding down for mastermind accused of killing co-worker Neville Chandrawattie, who is the mastermind behind a $93M staged robbery at the El Dorado Gold Trading Company in 2013, was further remanded to prison for the murder of his co-worker Darran Chanmangra which occurred on April 21, 2007 at Port Kaituma. Yesterday, a preliminary inquiry into the offence continued before City Magistrate Judy Latchman during which it was discovered that two police ranks, Prem Narine and Troy Whitaker, have not completed giving their evidence in chief nor were they cross examined. Prosecutor Glen Hanoman indicated that he will notify the witnesses to be present in court on May 9 for further taking of evidence. Once this is done, the prosecution will bring a close to its case. Chandrawattie of Sparta, Essequibo, is being represented by Attorney Compton Richards. According to reports, during the robbery Chanmangra was

men, leaving the GM tied up, reportedly took the gold and cash and headed back to Charity on the Essequibo Coast. Detectives from Georgetown were called in to probe. It was reported that Chandrawattie hatched the plot after he misused some of the monies entrusted to him by the company. It was during the police investigation that the mastermind cracked under pressure. He reportedly confessed to planning the heist and gave detectives a detailed account of the plot, including the names of all the parties involved. In May 2016, Chandrawattie and his accomplice, Anil Dairam, of Blairmont, Berbice, pleaded guilty to stealing raw gold valued at $22M and $71M before Magistrate Alex Moore in the Matthew’s Ridge Magistrate’s Court. Chandrawattie was jailed for five years while Dairam was sent to prison for four years. The murder accused was charged in 2014 for the capital offence. He had spent 13 months on remand for the murder before he was granted bail in the sum of $750,000 by a Magistrate sitting in the Matthew’s Ridge Magistrate’s Courts. However, the prosecutor at that time sought the intervention of former Chief Magistrate Priya SewnarineBeharry and the Director of Public Prosecutions. They both ordered that the decision be ignored since a Magistrate has no authority to grant bail to a murder accused. That Magistrate subsequently recused himself from the matter and it was transferred before City Magistrate Judy Latchman.

North Korea stages big artillery drill as U.S. submarine docks in South
The USS Michigan, an Ohio-class nuclear-powered submarine, arrives at a naval base in Busan, South Korea, yesterday. Cho Jueong-ho/Yonhap via REUTERS North Korea conducted a big live-fire exercise on Tuesday to mark the foundation of its military and a U.S. submarine docked in South Korea in a show of force amid growing concern over the North’s nuclear and missile programs. The port call by the USS Michigan, which is designed to carry ballistic missiles and cruise missiles, came as a U.S. aircraft carrier strike group steamed toward Korean waters in an effort to deter North Korea from a sixth nuclear test or more missile launches in defiance of U.N. sanctions.
Instead of a nuclear blast or a big missile test, North Korea marked Tuesday’s 85th anniversary of the founding of its military by deploying a large number of long-range artillery units on its east coast for a live-fire drill, South Korea’s military said.South Korea’s Office of Joint Chiefs

EU tightens Brexit demands on residence, banks: document (Reuters) European Union leaders will insist Britain grant permanent residence to EU citizens who arrive before Brexit in 2019 and stay five more years, according to a draft negotiating plan they will endorse this weekend. In the latest sign of the bloc cranking up pressure on Prime Minister Theresa May to guarantee full rights after Britain’s departure for the 3 million EU nationals living there, new draft guidelines include wording that diplomats said aims to head off any British move to cut immigrant numbers by forcing people out. The nine-page document, seen by Reuters yesterday and which officials do not expect to be significantly changed before May’s 27 EU peers sign off on it over lunch in Brussels on Saturday, was also revised on Monday to make clear there is no guarantee that a future EU-UK free trade deal will give Britain’s big financial services industry access to the bloc. Leaders will also demand that Britain cover its share of new payouts from the EU
budget for two years after it has left. The guidelines were first drafted by EU summit chair Donald Tusk in response to May’s formal launch of the twoyear negotiating period before Britain leaves the EU — deal or no deal — at midnight at the end of Friday, March 29, 2019. The final draft tightens wording on Brussels’ promise to ensure European expats who have made their home in Britain do not lose out. It makes clear that even those not there yet but who arrive to live in Britain even on the day before Brexit must retain the same EU rights as those already in the country. Diplomats said some states, like Poland which has more than 800,000 nationals in Britain, feared May would argue guarantees only apply to those resident before she triggered withdrawal last month — or even before last June’s Brexit referendum. “FIVE YEARS” Responding to complaints that British red tape was making it hard to exercise rights to permanent residency, the EU now insists
London offer “smooth and simple” processes. And the final draft also spells out that any EU national living in Britain on Brexit Day should have a right to claim permanent residency after “five years” there. Other EU documents show Brussels wants Britain to guarantee those people can also bring in relatives for the rest of their lives and, even after Brexit, make new claims to benefits such as social housing. The leaders’ guidelines will bind the EU executive’s Brexit negotiator Michel Barnier, who will next week offer more detail on his plans, before full talks begin after a British election set for June 8. Barnier’s priorities are protecting expats, securing payment from London for outstanding bills to the EU and, only later, talking about a future trade deal. In response to calls from France and others, the final draft also underlines that a trade agreement, if it includes financial services at all, will insist British banks, insurers and others submit to EU regulation and oversight, diplomats said.

number seven, was left stranded on 16 as his teammates failed to show the required judgement on a decent track that offered precious few devils. Set 32 for victory, Pakistan were untidy and made heavy weather of the target before finally crossing the line 20 minutes after lunch, when captain Misbah-ul-Haq launched ineffective leg-spinner Devendra Bishoo for consecutive sixes. Both openers perished in the six overs possible before the break, with Ahmed Shezad nicking fast bowler Shannon Gabriel to wicketkeeper Shane
Dowrich in the third over for six and Azhar Ali playing on to pacer Alzarri Joseph in the following over for one. On 13 for two at lunch, the visitors lost veteran right-hander Younis Khan in the fifth over following the resumption when he missed a full length delivery from Bishoo and was plumb lbw for six, with the score on 24. B y t h e n , h o w e v e r, Misbah had had enough of his batsmen’s dithering. He smashed the second ball he faced from Bishoo back overhead for six and then cleared the ropes at midwicket off the very next delivery, to ensure victory. For Pakistan, the success
ended a run of six straight defeats while the result left West Indies with their 11th loss in their last 15 outings. Entering the final day still 28 runs behind and facing the daunting prospect of surviving against the guile of Yasir, the Caribbean side required nothing short of a miracle but no such interventions materialized. Debutant left-hander Vishal Singh and nightwatchman Devendra Bishoo, both yet to score at the start, saw West Indies through the first seven overs of the day and extended their stand to 21 before the first breakthrough came. Vishal had just punched the previous delivery from left-arm seamer Mohammad Amir to the cover point boundary when he shouldered arms to the next ball and saw his stumps
shattered for nine. Bishoo (18), meanwhile, played and missed several times before losing his discipline, slashing at one from Abbas and edging to Younis at second slip. And two balls later with no addition to the score, Dowrich missed one that came back from Abbas and was lbw, leaving West Indies tottering on 129 for seven – only eight runs ahead. Captain Jason Holder played positively on arrival, stroking three fours in 14 as he temporarily raised hopes of a revival in a 22-run stand with Chase. But he perished to a loose stroke, wafting at a wide one from seamer Wahab Riaz and edging a catch behind. Yasir fittingly performed the final rites, trapping Alzarri Joseph lbw for one off the first ball of the next
over to pick up his ninth fivewicket haul in Tests, before having last man Gabriel caught at mid-off, skying an attempted big hit. The two teams will travel to Barbados for the second Test starting at Kensington Oval on Sunday. Scores: WEST INDIES 286 (Roston Chase 63, Jason Holder 57, Shane Dowrich 56, Kieran Powell 33, Devendra Bishoo 28; Mohammed Amir 6-44, Yasir Shah 2-91) and 152 (Kieran Powell 49, Shimron Hetmyer 2 0 ; Ya s i r S h a h 6 - 6 3 , Mohammad Abbas 2-35). PA K I S TA N 4 0 7 (Misbah-ul-Haq 99 not out, Babar Azam 72, Younis Khan 58, Sarfraz Ahmed 54, Ahmed Shezad 31; Alzarri Joseph 3-71, Shannon Gabriel 3-92) and 36 for three.

The Acting President stated, “From what has been done by the Club and the Foster brothers, they have by example shown us we can
change the image of our country, we can change the image of our society and instead of negatives, we can inject positives; we can inject confidence…. That there are always people in our society like the Foster’s, who are prepared and can lift them up.” Nagamootoo made the remarks during the Club’s 2 7 t h A n n u a l Aw a r d s Ceremony where over $3M worth of Prizes and donations were distributed to Club members, Retired Teachers, Law Enforcement Officers, Teachers of the Year, Outstanding Cricket Coaches, Cricket Clubs, Churches, NGO’s and Sporting organisations. West Indies player Shimron Hetmyer was also honoured in recognition of his test debut VS Pakistan. Hilbert, in response to the praise of the Prime
Alex Foster Minister and numerous other speakers, stated that while he and his brothers work hard, they are surrounded by a wonderful team of both young and experienced administrators along with visionary advisors. The dedication of the Foster brothers, he stated is the result of growing up in poverty, a strong desire to assist others and the guidance of their single parent mother, Claudette, who taught her sons to always remember that no matter how poor you are, there is always someone poorer than you.

Representatives of the Clubs pose with Director of Sports, Christopher Jones after receiving the gears.
In its continuing effort to improve the standard of cricket in Berbice, the Rose Hall Town Youth and Sports Club, M.S joined hands with the National Sports Commission and Food for the Poor (Guy) INC to assist 12 Cricket clubs drawn from across the ancient county. The Clubs that received a collection of cricket balls, cricket bats and a set of cricket stumps were Bush Lot United, Blairmont,
Courtland, Tucker Park, Kildonan, Police, Fyrish, Chesney, Berbice River, Big Star, Upper Corentyne and Black Bush Polder. Club Secretary/CEO H i l b e r t F o s t e r, w h o spearheaded the project, stated that all Berbicians should be worried about the future of Berbice Cricket. Foster disclosed that when the RHTY&SC was founded in 1990 by the ST. Francis Community Developers
there were over 120 functioning cricket clubs, but that figure has fallen to below 40 in 2017. The RHTY&SC, he stated is the only cricket Club in Guyana and the Caribbean that works overtime to assist rival cricket clubs to fulfil their mandate. The long serving Secretary/CEO stated that this assistance is done under the Club’s Say Yes to Sports Award and the assistance is given because the
RHTY&SC wants every other Club to enjoy the same level of success as it does. The Club sought and obtained $300,000 from the National Sports Commission to purchase the cricket balls, while Food for the Poor contributed close to $1M worth of Cricket bats and stumps. The RHTY&SC Secretary/CEO expressed gratitude to Director of sports Christopher Jones for his continued confidence in
the work of the Club. He noted that the balls would enable youths from the different Clubs to organise matches against other teams. Food for the Poor (Guy) also came in for high praise for its continued investment in Berbice Cricket and special mention was made of Chairman Paul Chan-a-Sue, CEO Kent Vincent and Senior Manager Jimeel Davis for their part in obtaining the cricket gears.

2nd Annual Boyce & Jefford Ralay Festival & Family Fun Day
West Front Road confirm participation West Front Road ‘Gold is Money’ confirmed participation in the 2nd Annual Boyce & Jefford Ralay Festival & Family Fun Day which will be staged on Sunday, at the Police Sports Club ground, Eve Leary. Captain of the team Hubert Pedro when contacted by Kaieteur Sport via telephone yesterday established their willingness to participate in the event, adding that they will be fielding a very strong unit for the 5-a-side competition. According to Pedro among the players expected to be part of the line-up are Randolph Wagner, Michael Oie, Carl Tudor, Jamal Pedro and Roy Cassou and they form a formidable unit that could beat any team on their day.
Cassou has been one of the most prolific scorers in the shorter version of the sport and along with the experience of Hubert Pedro, Oie and Wagner they could go all the way to the final. However, they will be mindful of the enormous challenge they face against the other invited teams like Sparta Boss, Agricola Champion Boys, Bent Street, Back Circle and Broad Street Bullies. Meanwhile, even though the other two invited teams Guyana Police Force and the Guyana Defence Force are newcomers to this format, they possess players who’ve played for their respective communities in other such competitions and are very familiar with the

$25,000. Just to add some more excitement to the day’s proceedings will be the return clash between Milo champions Chase
Academy and beaten finalist Morgan’s Learning Centre. These two teams have large bands of supporters and whenever they clash
the on-field rivalry resembles that of the Spanish La Liga ‘El Clasico’ that features Barcelona and Real Madrid.
Igloo Ice cream U-17 Inter county cricket
Algoo’s 81 powers B’ce to victory over E’bo Balkishun’ all round showing give Dem win against Nat U-15s By Sean Devers Alex Algoo’s 81 and 4-21 from Gavon Shultz spearheaded Berbice to a 11 5 - r u n v i c t o r y o v e r Essequibo at Everest, while useful all-round work from Pradesh Balkishun led defending champions Demerara to a 20-run win against the National U-15s at Bourda when the GCB’s Igloo Ice Cream U-17 InterCounty 50 overs cricket tournament bowled off yesterday. In the more competitive game yesterday, the home team, who left out the National U-17 pair of Sachin Singh and Ashmead Nedd for turning up late, were restricted to 168-9 when their 50 overs expired in sunny conditions. Hemnauth Dindyal (25 from 82 balls), Jerimiah Scott (22), Balkishun (18), Navindra Persaud (17), Alphius Bookie (13) and Andre Samaroo (13*) all failed to build on good starts. Sheldon Charles (3-40) and Hemraj Harrilall (2-26) took the bulk of the wickets on a slow track but all of the other six bowlers used by National U-15s were economical.
Tight Demerara bowling combined with erratic running between the wickets and inability to rotate the strike or hit boundaries kept batsmen in shackles but the youngsters managed to bat for 49.4 overs until Gavrau Ramesh became the fifth batsman to be run out to end the game with the score on 148. Ricardo Ramdehol topscored with 43 with five fours but his painstaking innings took 98 balls, while Sheldon Charles laboured for 70 balls in his 22. Mark Ramanand laboured for 42 balls and stuck his only boundary off his 41 delivery in his pedestrian paced 16. After Rajendra Singh (5) fell to Travon Charles at 191, Persaud and Bookie added 39 for the second wicket before Bookie departed, while Balkishun was run out at 80-4 just when he was beginning to flow. Dindyal and Scott repaired the damage with a 37-run stand before the hosts lost their next six wickets for 57 runs. When the U-15s began their reply Ramdehol pivoted and pulled Diquan Bamfield for two boundaries, while his third st
boundary was off the edge to third man off the impressive Torrington. Shemar Yearwood (12) played some attractive drives before spooning a catch off Balkishun, who also removed Ramdehol after he had pulled a full toss from Samaroo for four to post the 50 in 20 overs, to leave the score 86-2. Sheldon Charles, struggling to get the ball off the square, broke the shackles with two swept boundaries off Dindyal and when Charles was LBW to Kester McAllister 91-5, the innings went into terminal decline.
Sheldon Charles took the most wickets at Bourda in a losing cause Seepersaud was looking positive before he was run out for four from six balls at 96-6 in a terrible mix-up with Ramanand, who was eating up ‘dot’ balls. Seepersaud was stranded at mid pitch after Ramanand refused a very tight single
