GUYANA POLICE FORCE AND PROFESSIONALISM

Wewelcometheannouncementfromafewweeksagoof the readiness of the Guyana Police Force’s (GPF) training manualsonprofessionalism. Welookwithanticipationfor an improvement in attitudes and standards in the GPF at every level, from aTop Cop that is accessible and honestly listening to the most junior rank treating every citizen with the courtesy that is deserving, courtesy that must be a twowaystreetthroughoutGuyana.

It would only be to the benefit of long-disappointed, continually frustrated, citizens, law-abiding Guyanese, to haveandtolivewithmembersoftheGPFofbothseniorand junior levels, who are exemplary in professionalism. We speakoftheprofessionalismneededinthestreets,thekindof considerate professionalism that must be consistently on display in the precincts of Georgetown and those in distant outposts, the professionalism that sets an example in the offices of the GPF’s administrators, commanders, and its differentlevelsofmanagersandsupervisors.

It is about how to speak to citizens who have an issue, doing what is required to sustain them in a time of fear, or hurt,orloss. Tobefrank,weknowofourstreets,andthere are times when there are not many GPF positives to laud. Why are there not more traffic interventions by ranks in attendance, either on foot or on motorcycles and vehicles, whencleardisruptionsandviolationsarevisiblerightintheir presence? Whydo traffic stops have to be a process that is suspicious, one that reeks of ulterior motives, and which introducesrealormanufacturedoffenderstoatasteoforder ontheroads,Guyanesestyle,theGPFway? Manualsabout professionalism are a commendable development, and are usuallyfilledwithwhatiswiseandpractical,buttheyareof limited value when they are not fully and continuously implemented.

Ourpolicing environment must be a place where one and the same standardappliestoall,foreignandlocal.

WeallknowthatthoughaperfectGPFisaspiredto,itis better to condition ourselves to expect a professional one. When we come consistently close to such, then it must be cherished and ways found to improve upon what we is achieved. This phenomenon has had tremendous negative effects on resource-rich countriesthroughouthistory, with examples ranging from oil-richnationsintheMiddle

including threats and harassment. These attacks appear to be motivated by a desire to silence critical reporting and intimidate thosewhowouldspeaktruth topower

It is crucial that the governmentofGuyanatakes swift and decisive action to protect the safety and wellbeing of journalists in the country This includes thoroughly investigating these attacks and holding those responsible,

However, there are appropriate measures and initiatives that the governmentcantakeinorder to effectively mitigate the impactsoftheDutchdisease that may threaten our economy and, by extension, our people’s way of life. What, therefore, can the government do in order to avoid the disastrous symptoms that have arisen fromtheDutchdisease?

Itisimportanttonotethat althoughtheexplorationand production of oil in Guyana are still in its embryonic stages, the potential impact ofthecountry’sdiscoveryof oil reserves warrants critical evaluation.

JAGDEO IS FLOATING WHEN IT COMES TO FPIC

Judging from the comments he made at his most recent press conference, last Thursday, Bharrat Jagdeo h a s a s u p e r f i c i a l understanding of the relationship between Free Prior and Informed Consent (FPIC) and the REDD+ initiative under which Guyana is hoping to benefit from the sale of carbon credits.

IfJagdeowouldtakethe time to familiarize himself with this important concept o f i n t e r n a t i o n a l environmentallaw,hewould not be so flippant in dismissing the concerns of the Amerindian Peoples Association(APA).

In fact, if he was better informed, he would recognize that the APA’s challenge poses a threat to the deal Guyana recently signed with HESS for the purchase of carbon credits over the next ten years. These payments are expected to average US$74M per annum, a not insignificantsum.

The APA has written to the organization responsible for certifying these credits, indicating that there was no FPIC with Amerindians prior to the signing of the agreement. Jagdeo accuses the APA of trying to scuttle the deal and his office has issued a statement arguing that there was broad-based engagement over the Low Carbon Development Strategy(LCDS).

Even though the sale of carbon credits is touted as one of the main policies whichthePPPCgovernment willpursueundertheLCDS, consultationsovertheLCDS cannotsubstituteforanFPIC

processfortheforestcarbon agreement into which the governmenthasenteredwith HESS.

Consent has to be specific to any REDD+ project. So even if the LCDSreceivedconsent,this doesnotabrogatetherightof thegovernmentandHESSto seek the consent of the Amerindian people for the agreement relating to the saleofthecarboncredits.

J a g d e o a n d h i s government may also be confusingconsultationswith consent.Andhemayalsobe deluding himself into believing that consultations on the LCDS constitute consentinrelationtocarbon creditarrangements.

Consultations may be a means through which consent can be obtained but consultations, broad-based or otherwise, about the LCDS, do not constitute the right to assume consent in relationtothecarboncredits dealwithHESS.Jagdeoalso misrepresents the intention of the APA in filing the complaint.

He says that the complaint is aimed at stoppingmoniesgoingtothe Amerindianpeople.Butthis isnotsoatall.Thecomplaint isabouttheabsenceofFPIC intermsofthedealwhichthe government signed for carboncredits.Itisaboutthe righttoFPIC.

Jagdeo also went on to question if the APA got the consent of the Amerindian people before it filed its complaint,contendingthatit appears that in so far as the APAisconcerned,consentis onlyforthegovernmentand notforthem.

Libraries can be filled with what has been written about Guyana’s Vice President. It has been mostly of what is dark. Instead of adding another chapter to what is widely believedtobeasordidlitany of the dangerous and destructive, I take another tack, start all over, on this occasion. In my efforts to raisethebaronournational conversations, this is what will be the norm, with the bar raised first and highest onmyself.

Some may think that there is joy, possibly some mysterious psychic benefit, from stripping the Vice President, but of which nothing could be more remote from the truth, what isintheheart.

A start is made by addressing my brother, the Vice President by his name.

I give Bharat Jagdeo that courtesy, that dignity that is due to all human beings. The thinking is that this would be good for Guyana, regardless of what sacrifice

hastobemadebyme. This is what matters, for as this brother takes off and soars, so can this country; so, can every citizen. He soared with his condemnation of what was hurled at KN reporter, Ms. Davina Bagot. I congratulate the VP; it is momentous. Now please rein in the reckless, the damaging.

Jagdeohasbeenbranded withanincredibleamountof rough stuff, but I move on, notwithstanding whether suchhasbeenrichlyearned; or that many Guyanese maybe so off the mark. So many foreign presences officially resident here, so many fleeting overseas visitors, too, when the subjectofhisnameandwhat hestandsforcomeunderthe spotlight.ThisiswhatIsay, andthisiswhereIstand.

Dr Jagdeo, a former President, has the tools that could carve out a better Guyana. So, why isn’t he? Whyarewenotdistinctively better,saveforapaltryfew?

Dr Jagdeo, Vice President and Chief Oil Minister,

possesses the accumulation of skills, and the combinations of them, that could be put to use, so that there is a Guyana that is proud because it is prosperous. Its people are ecstatic because they have been treated with respect. Not because they have been taken for granted, and don’t care. Notduetothembeing taken advantage of, but of which they are purposely ignorant. Not from them being dismissed as being so limited that they are unable to grasp the commonsense essentials of what are their circumstances, what their environment holds, and what should be coming to them from it. No, it is not any of those unhappy situations.

The Guyanese people, the sum of them in their distant hamlets, and their nearby houses of glitter, are happy and proud because Dr Bharat Jagdeo would havebroughtthefullweight of his considerable talents and energies put to the best use for those who love him,

those who appreciate him, thosewhokissthegroundon which he walks. All of that wouldbegreatandglorious. ButwhenDr.Jagdeomakes the fullest, the most sagacious, employment of his gifts for those who neither love nor appreciate nor have any good thing to say about him and his actions, then he has transcended into that realm where immortals reside And reign righteously; well if that is asking too much, then at least rightly most of thetime.

I think that former President Jagdeo, Vice President Jagdeo, and Oil Minister Jagdeo is capable of doing so, of turning that corner, of reading all that thatnewbookandeveryone ofitspageshastosaybyway ofinstruction. Ispeaknotof Bible, nor Koran, nor Sanskrit. I write of the sacred book of clean and conscientious life that we makeourown. Istudyhow the Vice President’s people, and he himself, go after those who disagree with

him,objecttohim. My small word of counsel is why not marshal and redirect those passions, those energies, all those constructs towards those who make the best of our vast patrimony, while weclawinourself-imposed wilderness of loathsome enterprises, and of reptilian venomousness.

Instead of seeing enemies in the local terrain, brotherJagdeo,Ipointtothe international terrorists that h a v e e s t a b l i s h e d impregnablebastionsonour soil to reap the fruits of our seas. In keeping with the toneandtemperatureofthis offering, there will come a time when that word “terrorists” will no longer apply, for by then the Guyanese people would have gotten what is rightly, richlytheirs. IfIamwrong, ahatedenemy,forharboring these thoughts, then I am ready for any impalement, though I would prefer that suchnotbe.

A bandit claiming to be an employee of American oil giant ExxonMobil on Thursday hijacked a Toyota Fielder Wagon taxi in a desolate area at South Ruimveldt, Georgetown.

The car was being driven by Annand Ramprashad, who is attached to the PY Taxi Service on the East Coast of Demerara. The victim told Kaieteur News that he first met his hijacker on Tuesday.

He described the suspect as a tall, slim, dark skinned man wearing a “white Covid19 Mask” and a reflector vest.

Ramprasad said the hijacker approached his base that day looking for a car.

Ramprashad took the hire for a drop in town. As they journeyed to his destination the suspect reportedly “gaffed” with Ramprashad.

“He tell me how he and he girl get problem and how he does was work Exxon”, Ramprashad recalled.

The suspect reportedly told Ramprashad that he is planning to move out from his girlfriend and would like to hire him to transport his belongings at a later date.

Convinced that the man was genuine, Ramprashad did not hesitate to give the suspect his number when he asked for it.

On Thursday around 18:00hrs, Ramprashad received a call from the suspect to locate him on the East Bank of Demerara so that he could pick up his belongings from his girlfriend and take them to Lusignan.

Mercedes reorganisation sees James Allison return as technical director

- James Allison has returned as Mercedes technical director in a major reorganisation following the team’s disappointing start to the season.

The 55-year-old swaps roles with Mike Elliott.

Elliott assumes the position of chief technical officer, to which Allison was appointed in a 2021 reshuffle.

The changes come a month after Mercedes started a season in an uncompetitive position for the second consecutive year.

The team said Allison’s return to lead car design came

at Elliott’s instigation.

A Mercedes spokesperson said: “Mike has led a review of our technical organisation to ensure we have the right structure to deliver sustainable success in the future. “We are focused on building the best racing car - and building the best team to develop that car, with everybody playing to their greatest strengths in the organisation.”

Theleagueandthemonthitself are two major commercial opportunities in the year and thus far have not faced major overlaps (theIslamiccalendarislunar-based so each year Ramadan starts ten daysorsoearlierontheGregorian calendar). We are now entering a period, however, where there will be overlap and franchises worry that may eat into their commercial opportunities.

Another worry is the current depthoftheplayerpoolinPakistan, especiallyinthetoptwocategories, withsixteamsalreadystrugglingto pick players because of the depleted draft list - another two wouldstretchthatfurther.

The PSL on paper is a homeand-away tournament but the PCB hasn’t been able to play it out over six venues - in practice only four franchises play at home venues. Moreteamswillmeanmoregames and could potentially enhance the broadcast value but at the same timeitwillincreasethe

St. Kitts to host Women’s CG United Super50 Cup and United Super50 T20 Blaze Regional Tournaments

The best women’s cricketers in theWest Indies will be back in action as Cricket West Indies (CWI) hoststheCGUnitedSuper50 Cup and the T20 Blaze regional tournaments in St. Kitts.

The CG United Super50 Cup matches will be played at three venues – Warner Park, the Conaree Cricket Centre,andSt.Paul’sSports Complex from 8 to 17 May with the 50 over matches startingat10amlocaltime.

The T20 Blaze will feature five full days of entertainment for the fans from20to27MayatWarner Park. There will be three matchesperday–startingat 10am, 2:30 pm and 7 pm (underlights).

Barbados are defending championsintheCGUnited Super50 Cup and Jamaica the defending champions of the T20 Blaze. The other teamsarethenewlyrenamed

Trinidad & Tobago Divas, Guyana, Windward Islands andhostsLeewardIslands.

The Tournament comes on the cusp of CWI’s announcementtostartanew Women’s Academy in July for the best U23 players in the region.
