We believe that the luminous Mr Tucker knows that historyoverflowswithturncoats, sellouts, andbetrayers, all notable with one defining feature. They were the Fifth Columnists, Quislings, and saboteurs, the citizens of prostrated counties who bonded with callous foreign interlopers and covetous foreign invaders and surrendered theircountrymenforabowlofunpalatabledogmeat.

The cruel invaders turned exploiters called those objecting to their plunder and pillage, ‘warlike tribes.’ Mr Tuckershouldrevisithishistorybooksandlearnthat, aswe thankhimagainforthiscurseof‘lowlife’hurledatdissenting Guyanese. The Importance of a Strong Opposition in Guyana:ACall for Unity and Strategic Leadership

DEAREDITOR, Iunderstandtheconcerns raised in the H@rd Truths column headlined in the Kaieteur News Friday edition‘Apoisoned, hobbled Opposition’ regarding the current state of the opposition in Guyana. It is importantforademocracyto haveacredibleoppositionto hold the government accountableandtorepresent the interests of their constituents. Mr GHK Lall rightlypointsoutthedangers of having a weakened and ineffective opposition, especially in a time of nationalneed.

It is concerning to hear about internal conflicts within the PNC that undermine their ability to function as a united opposition. It is also alarming to hear about the alleged self-centeredness andnarrowthinkingofsome of the powerful elements withintheparty

However, it is important to note that he does not endorse any particular individual, includingAubrey Norton, as a solution to the current issues within the opposition Instead, the focus should be on finding ways to strengthen the

oppositionasawhole, andto ensure that they are able to effectively represent all Guyanese, regardlessoftheir background or political affiliation.

Furthermore, he highlights the importance of havingavibrantandcredible opposition, especially in the face of a government that may engage in corrupt practices.

This is an essential component of a healthy democracy In addition, I would like to emphasize the importance of engaging in conversations about the current state of the

oppositionandfindingways tostrengthenit.Thiscallfor engagement is necessary to ensure that all voices are heard, and that a solution is reached that benefits all Guyanese. Overall, Mr. Lall’s concerns about the state of the opposition in Guyanaarevalidandrequire attention.

It is important for all political parties to work towards strengthening the oppositionandensuringthat they are able to effectively represent the interests of all Guyanese.

Regards,

bag of tricksplenty promises, not much more

DEAREDITOR,

It is very unfortunate to see the government squandering away money that’ssupposedtobemaking Guyanese have a better live, and selectively giving away penniestoafewthatthey’ve successfully reduced to garbage collectors/drain cleaners In reality, the government could have installed garbage bins all around instead of giving those littering more confidence because they are under the impression that peoplearebeingpaidtowalk theroadandpickuplitter.

It’s my opinion that the gestureisnotaboutassisting, buttosimplyreducethemto garbage collectors because the people need the money andtheyhavetoacceptwhat the government decides, whichisnothingbetter They have no better plans for

Govt.

them. Meanwhile, you go around the place, you see a numberofwomendressasif they are going on a picnic, picking up garbage. You couldseesomefeelingquite insulted for doing that kind of work, but because of this embarrassing position an oil rich country is in, they have to.

E d i t o r , a s t h e government is going around finding avenues to squander the money between themselvesandfriends, there is nothing tangible to convince me that Guyanese wouldhaveabetterlife.

Allthecontractsthatthey boldlyexecute, mostofthose that are complete have started to experience faults, orareboundto.Moreofour money that they choose to spend to their liking would havetobeusedtoremedythe faults Meanwhile, many

contractors collect monies, not doing the work or delaying and causing additional expense. Whilst they are going around making a mockery of the citizens, theykeptpromising better with glorious plans, butnothingmaterializing.

Finally Editor, along the trail, the government knows thatjobsisextremelyhardto get, and lots of people lack skills to gain employment, so, they announce methods of furthering the knowledge ofthoseinterested.

Quiteafewopportunities were raised, which I enquired about with the intention of sharing with others. I contacted the Minister of Labour with regard to one in Region 3, and was provided with a name and telephone number to contact, which I did and arrangedameeting.

MyfriendandIwent. We heard of various plans, but what the government is telling the citizens and what is happening are totally different.Acertain course is not available in this Region and we still sign up for various courses in both Regions Three and Four Reluctantly, I left my number after promises of being contacted when coursesaresupposedtostart. Itisoveronemonthnowthat I’m awaiting a call but have notreceivedone.

What I’ve discovered is that when government goes about to different places, they quickly open their mouths and tell the people what they want to hear and walkawaysatisfied, because they gain their confidence withemptypromises.

Yoursfaithfully, SahadeoBates

How does one reconcile ‘Regional Outreaches’ with the authority and responsibilities of constitutional Regional Administrations? What organisational processes wouldprovideforfollow-up remedial action by the Regional Executive Officer and staff? Will the latter be accorded a comprehensive briefing of the oral commitments made at meetings where words have to be interpreted later in relation to individual needs and aspirations, by official subordinatestaff?

‘reaching in’

Areview of the book ‘Slippery Ochro’

DEAREDITOR,

Dr Kennard Ramphal’s latest novel is an intriguing commentary in social psychology structured around an antagonist, the like of which seems to actually exist in every society - a smooth, slippery individual who possesses a pathologically manipulative characteristic that enables him to carve a comfortable, cushy living off his close associates - a characteristic that lacks shame, social responsibility and empathy for fellow humans Curiously, I must add that I came across such characters in a master’s psychology programme, and, in all the cases, foundthemtobeofan

above normal intelligent quotient. In short, they are smarter than, can easily outsmart the average citizen andforthem, itistheend, not themeansthatmatters.Their lifestyle, although latently non-violent,isnotdissimilar tobullyism.

Borderingtocriminality, it is a social parasitism, the practice of which is only successful to the extent that host members of society are either tolerant, long suffering, sympathetic, naïve, scared, or perhaps afraid to have their social reputationdamaged.

Not just individuals, but sometimes a whole society can become the victim, especially if that society is

rustic and somewhat remote and removed from the mainstream, as was Canal Number Two Polder at the time the novel is set, in the mid-twentieth century Kennard Ramphal’s keen literary style pits an entire village of individuals possessing all the above ‘weaknesses” against a single indomitable archrival, appropriately nicknamed, ‘Slippery Ochro’.

But the practice of such villainy can only be successful with all the people some of the time, some of the people all the time, butneverwithallofthe peopleallofthetime.

Eventually, they fall

victim to their own constructs, they outsmart themselves.

Thus, Kennard’s anagnorisis climaxes when ‘Slippery Ochro’s’ own weapon - his lawsuit, brought against another genuine Village citizen and shop keeper, Mr Prashad whose most trivial remark ‘Ochro’twistedandblewup into a major defamation case, backfires in his face. Immediately for ‘Mr Ochro’, all things fell apart; the center could not hold, and mere anarchy was looseduponhisworld.Buta typical of such nomadic sneaks,‘Ochro’andhiswife quickly fold their tent and stealthily creep away in the dark of night to set up practice in some other faraway unsuspecting community

As in his other works, Ramphal’s fifth novel again harnesses real-life existing dualities, both in individual characters, as well as in society to render his images realistic.

For instance, the chief antagonist, ‘Slippery Ochro’ is himself a parody of R.L. Stevenson’s, Dr Jekyl and Mr Hyde, whose sweet talk onlythinlycoverssomevery dangerous intentions. He is as loathsome as he is

likeable. Multiple dualisms arealsoseeninthecharacter of victimized protagonist, Mr Mohabir Heisseenasan upright, leaderintheVillage, amanofsocialintegrityone who sits in and makes decisions at the Village Panchayat, yet he cowers before ‘Slippery Ochro’, is afraid, hidesbehindhiswife to make decisions, he shirks

and procrastinates, appearing naïve at times, and, like most IndoGuyanese drinks to cover it all up. There is even a dualism of good and evil as the man of integrity succumbs to the guiles of ‘Ochro’s wife’, Phulmattie. Thenhehideshisadulterous secret.

B u t t h e r e a d e r understands, pities him, might even forgive him Because there is the prevailing duality whereby his most esteemed social strengths of kindness, affluence and influence becometheveryweaknesses that‘Slippery’exploitstothe maximum.

Ironical, howinlife, like thebiblicalSamson, thevery strengthsweboastaboutcan become the cause of our downfall.

He is forgiven, he is human, like all of us who, according to Carl Jung,

possess that “shadow archetype” which represents “the dark side” of our personalities, a tumultuous sub-world of our psyche where we store the most primitive, primordialpartsof ourselves.

Thus, in the end, Ramphal exonerates Mr Mohabir, and even his wife, Dularie for becoming a regular rum drinker, something only done in secret in such cloistered Canalcommunity Afterall, it was not their calculated fault; it was ‘Ochro’and his wife, Phulmattie who beguiled Phulmattie into becoming a regular rum drinker, and her husband, Mohabirintoanadulterer

The reader cannot help admiring how Ramphal is enamoured with his umbilical Canal Polder which he departed half a century ago, but in his mind remains the idyllic, independent hamlet, frozen in cultural patterns of the midcentury

Even the vernacular is uniquely Canals Polder It is not a simple thing to do in making a uniquely localized vernacular widely readable, anartKennardhasobviously mastered, of course making rich use of footnotes to aid thereader

Using local vernacular makes any story familiarly realistic and down to earth, which incidentally reminds meofRooplallMonar,Peter Jailall,BrendaDoHarrisand Oonya Kempadoo, Guyanese writers who have all been very successful in theuseoflocalizeddialects.

Dr Kennard Ramphal is a retired education officer and anti-racist consultant with the EastYork Board of Education, Ontario, having migratedtoCanadain1975. HeisaformerCaptaininthe Guyana Defence Force and was badly injured in an explosion during the quelling of the Rupununi rebellion in January 1969. He later served as Aide-decamptothefirstPresidentof Guyana, Arthur Chung Hailing from Canal Polder, hefirststartedteachinginthe early 1960’s at the Wales Canadian Mission School where he began as a Pupil Teacher and left as Senior Master for cadetship to Sandhurst Military Academy

H@RD TRUTHS

IS THERE NO DECENCY LEFT IN THIS COUNTRY?

I was an eyewitness to a concerned young Guyanese womanmanifestingsignsof anger and anxiety It is of the assault via social media on another female around her age group who is a member of the local press corps She has been besmirched and victimized in the most reprehensible and vulgar manner by PPP functionaries under the coverofdarkness, andfrom behind the barricade of Facebook.

B e c a u s e o f i t s anonymity, Facebook has become the crowded

stronghold of assorted scoundrels, bushwhackers, vagabonds, and perverts

These menaces to local societyplytheirtradethere, and on taxpayers’dollars to boot. Menfromthevantage point of high public offices vilifying women, while insulting the intercourses in oursociety

Surely, this cannot be governanceunderthewatch ofPresidentAli. Iaskofthe President: is this what leadership and the presidency has degraded to, this repugnance? Of Prime Minister Phillips: what

aboutwhatisgoingonunder thenose? FortheentirePPP governance apparatus, there is this baseline inquiry: is there no sense of decency left? Istherenothingthatis sacred and off-limits, hence untouchable? This is not governance; it cannot even be dignified by the label of politics. It is a heinous crime, and one that calls for apublicflogging, asastart. Itwouldbeinterestingto observewherethewomenin thePPPGovernmentcabinet are on this odious development by their comrades, mostlikelymale.

It would be still more revealing to absorb the reaction of regular PPP media contributors, defenders, and spinners in what they say and write about this abomination They are quick to rise in righteousindignationatany and all perceptions of improper advances, attacks, and assaults on things I n d i a n , h i g h l y inappropriate, and unacceptable. If this is the sick, perverted company that men and women, leaders and lackeys, in the PPP Government can embrace as their bosom companions, then there is not much left to be said aboutthem.

I take in this, and shake myheadinstunneddisbelief that this is where oil has brought this country, its government, its leadership. A young woman doing her job, asking frank questions, pushingforstraightanswers on oil management and issues, and this is where mattersdeteriorate. No!this cannot be happening. No one in the PPP or PNC can be this shameless, this malicious, this vengeful, this full of the poisons that spew forth and sully others. WhointhePPPGovernment gave a licence to do so? Who, like a King of England, letloosethesocial mediaassassins?

What is there to fear in this oil that others can be torn to pieces in such a whimsical and capricious manner? When ordinary questions, the persistent questions tabled, about oil and corrupt practices, about

l e a d e r s h i p malfeasances in office can lead to a socialmediaoutrageof this unequalled monstrousness, then Guyana has collapsed into a dark, deep cesspit. What is it about our oil wealth that frightens this governmentsomuch?

What are leaders in the PPP Government so upended that the only resort isfortheirpaidcowards, and their henchmen, to scurry over to their social media lairs and blast others with their venoms and infectious viruses?

If and when women are consideredtobefairtargets, thenitisfairtoconcludethat children are not immune from anything that is lurid and putrid, as invented by PPP social media gangs moonlighting in high government offices. Taking thisasthenowsettlednorm, then it is fair to ask what (if anything), and who (if anyone) is immune in this country?

Of the American Ambassador, and those of equivalent diplomatic rank from other prestigious nations, I respectfully ask whether these are the kinds of people that are entertained in official functions at residences? I would hope not; for as an Americantaxpayer, itwould makethebloodstir

WhatwehaveinGuyana todayisnotjustvileness, itis madnessofaparticularsort, a sickness of an incurable kind. Wehuffandpuff, and areallsoundandfury, when a woman is brutalized and

batteredbeyondrecognition in her domestic confines. Where are we in this instance, when a woman is smashed to smithereens within the confines of what are her professional and principled journalistic pursuits?

The Hon. Minister of Social Protection is usually properly vocal about domesticbatteryandabused women, I would be impressed (all Guyana would) if she were to be courageous enough, and possessingthesufficiencyof character, tosayinthemost publicfashion:thishasgone too far, this will never be acceptable, and this only incurs condemnation, flagellation, anddamnation.

It is ironic that in the PPP ranks, there are those who are blatantly lacking in moral and ethical character, but they sponsor atrocities onthecharacterofothersso recklessly, sowantonly Itis character assailed, a woman’s name tainted, and the Guyana press corps put onnotice.

Whoisgoingtostandup against the ongoing floods of indecency? Who is so contemptible as to remain silent?

Women’s equality in agrifood systems could end food insecurity for

45 million people - new FAO report

Tackling gender inequalities in agrifood systems and empowering women reduces hunger, stimulates the economy, and reinforces resilience to shocks like climate change and the COVID-19 pandemic, reveals a new report by the Food and Agriculture Organization of the United Nations (FAO).

The report “The Status of Women in Agrifood Systems”, the first of its kind since 2010, goes beyond agriculture to provide a comprehensive picture of the status of women working across agrifood systems— from production to distribution and consumption. The report highlights that, globally, the role of women tends to be marginalized and their working conditions are often worse than those of men in irregular, informal, part-time, low-skilled or intensive jobs of manpower. Similarly, women who work as wage earners in agriculture earn 82 cents for every dollar that men receive. “If we tackle the gender inequalities endemic in agrifood systems and empower women, the world will take a leap forward in addressing the goals of ending poverty and creating a world free from hunger”, says FAO Director-General, QU Dongyu, in the foreword of the report.

According to a FAO release, the study explains that closing the gender gap in farm productivity and the wage gap in agricultural employment would increase global gross domestic product by nearly $1 trillion and reduce the number of food-insecure

people by 45 million. Similarly, benefits from projects that empower women are higher than those that just mainstream gender. The authors explain that if half of smallscale producers benefited from development interventions that focused on empowering women, it would significantly raise the incomes of an additional 58 million people and increase the resilience of an additional 235 million.

“Efficient, inclusive, resilient and sustainable agrifood systems depend on the empowerment of all women and gender equality. Women have always worked in agrifood systems. It is time that we made agrifood systems work for women”, adds Qu.

Latin America and the Caribbean

In Latin America and the Caribbean, governments have increasingly addressed the challenges related to the structural gaps facing rural women in access to land, inputs, services, finance, and digital technology, developing policies and programmes that contribute to closing the inequalities they face.

However, women suffer from more food insecurity than men in all regions of the world do, and the gap has widened since the outbreak of COVID-19. Globally, the gap between men and women in the prevalence of moderate or severe food insecurity increased to 4.3 percentage points in 2021 from 1.7 percentage points in 2019, largely driven by growing differences in Latin America and the Caribbean, where the gap

reached 11.3 percentage points. Women make up 36% of all agrifood system workers in Latin America and the Caribbean but show substantial variation in the proportion of women among countries in the region. For example, they represent 54% of the agrifood system workforce in Bolivia. In some countries in the region, the proportion has increased since 2005: by 9 percentage points in El Salvador, 8 percentage points in Colombia, and 6.3 percentage points in Ecuador. The proportion of women in the agricultural workforce is higher or increasing compared to men in rural areas with high emigration.

Recommendation

Overall, the report concludes that reducing gender inequalities in livelihoods, improving access to resources, and promoting resilience is a critical pathway towards gender equality, women’s empowerment and more just and sustainable agrifood systems. This includes closing gaps related to access to assets, technology and resources. The study shows that interventions to improve women’s productivity are successful when they address care and unpaid domestic work burdens, provide education and training, and strengthen land-tenure security.

Access to childcare also has a large positive effect on mothers’ employment, while social protection programmes have shown to increase women’s employment and resilience.

Officer (CEO), Olive Sampson said that from September 2022 to February 2023, government owes the organisation an estimated GY$49 million. She said the organisation was relying on local and diaspora donations to carry out some of its work especially to help residents of Mocha, East Bank Demerara where their houses were demolished.

FOR REGISTRAR

According to the lawsuit filed by Hughes, IDPADA-G is seeking an Order of Mandamus to have the subventions that was budgeted for last year, to be returned to the Organisation ahead of the final determination of the matter. Hughes explained that IDPADA-G had a legitimate expectation of the subvention based on engagements and agreements made with the previous and current Governments. The organisation was given no reason or notification as to why the funds were ceased.

The Attorney said that the Government has “breached the legitimate expectancy” to

pay the annual subvention which is handed over in 12 equal parts as per months of the year. He said too that the act of cessation of payment is an abuse of power. Further, he said that the Government should have declared or placed on notice, that changes to the distribution of funds would occur and give the organisation an opportunity to be heard.

He had explained to reporters that IDPADA-G’s case is also supported by the fact that the Government budgeted for the sums to be disbursed to the Organisation and by law, this should have been done. IDPADA-G had consulted with and developed relationships with both the David Granger-led and Irfaan Ali-led Administrations with both sides making a commitment to fund the Organisation within the United Nations designated decade. The Organisation received funds from the Government up to August 2022 when it was abruptly stopped.

To explain further, the GOA’s Secretary General, Vidushi Persaud-McKinnon, pointed out that the notification of the deadline for the submission of long List information required for the CAC games was conveyed at the March Council Meeting at which AAG’s president Aubrey Hutson was present.

An email was sent to the respective sports disciplines on March 28, 2023 requesting submission of long list information for prospective athletes/teams who may qualify for the games, this email listed the GOA athletes and official’s registration forms which captures all biographical data requirements used for the purpose of accreditation to Olympic cycle games.

A Reminder email was sent on April 4th and another separate email outlining picture specifications was sent on April 5th.

The GOA said they received a response from the AAG on April 6th, 2023 with simply a list of names of athletes with no biographical or long list information provided. GOA sent another email on April 8 giving a deadline of April 11 for the receipt of all of the requested information.

GOA received some pictures on April 11, but regrettably most of which cannot be used because of not meeting the specifications and requirements for the games, and this position was conveyed to the AAG.

Of note, the GOA said, is that attempts at entering the information provided were made by inputting the information provided into the accreditation system in addition to using pictures the GOA had on file for some athletes, however the CAC games accreditation system didn’t allow for

As such, GOA sent another email on April 11 giving a further deadline of April 12 for submission of information.

Persaud-McKinnon further pointed out that the President of the GOA personally reached out and sent another formal correspondence yesterday for submission.

This was done in the interest of the athletes and with a view of assisting the AAG.

As of the time of the release last evening, the executive committee had received edited photographs of athletes and officials which they will seek to validate and ascertain if it would reach the games requirements.

The GOA said they note this is a Deja-vu situation and strongly condemns this tardy position of the AAG which is not indicative of the Olympic values, good governance and in the best interest of sport and Guyanese athletes.

Fernandes hails spirited performance from women’s team at Jr Pan Am Hockey C/Ship

It was a spirited performance by Guyana’s women’s team in their second match at the Junior

Pan Am Championship, but they fell 0-8 yesterday to an unbeatenChileside. Having secured an impressive 3 – 0 win over

Barbados in their previous match, theGuyanesewomen were chasing another three points to keep their hopes alive of advancing out of

Group B, which also includestheUSA.

However, though showing lots of promise in their first Junior Pan Am Championships, Guyana was outplayed by more skilful and well-oiled Chileanwomen.

Martina Lira (2', 9') and VictoriaArrieta(57',58')had a double against Guyana, while Chile’s other goals came from Laura Müller (14'), Francisca Irazoqui (31'), Josefina Gutierrez (39') and Monserrat Obon (48'). Head Coach, Phillip Fernandes, speaking exclusively with Kaieteur News from Barbados, applaudedhisteam’seffort.

AccordingtoFernandes, Guyana has one of the youngest teams in the tournament,“remember, this is an under 21 tournaments, sotheaverageageofthebig nationswillbe20,whileour team, the average age probably is somewhere around 17. We have a 13year-old, and we have some 15-year-olds and so-on. It is a building for the future for us. “Coupled with the fact that we had some bad weather at the beginning of the year, which made us unable to train properly

becausethegrassfieldswere out, meansthatwehadsome very adverse conditions and we were preparing for somethingmuchbiggerthan that,”Fernandessaid.

Fernandes, who also holdsthepositionofGuyana Hockey Board’s president believes “the girls did their best, theytriedhardtoday,it was a loss against Chile by eightgoalstolove.Butwhen you take it into context, Chile beat Canada by four goalstolove.”

“And so we can see improvement in our team as we usually do incrementally with every game that we play And I’m very proud of them. I think they did a fantastic job yesterday and today The game against Canada was the toughest

becauseitwasthefirstonthe turf,”Fernandeshighlighted.

The long-serving Hockey administrator is hoping that the GHB’s issue of not having a turf in Guyana for hockey is remedied by the relevant sports organisation, “I hope thatgoingintothefuturewe would have the kind of surfacesonwhichtopractice so that we won’t be practising in the first games of the tournament, but we candothatbeforehand.”

This year’s Junior Pan Am Hockey Championships marks the first time Guyana isparticipatinginthefemale fractionofthetournament. While the men’s tournament started in 1978, the women’s championship cameonstreamin1988.
