IDB deploys financial, technical support for borrowing countries affected by COVID-19

h e I n t e r A m e r i c a n Development Bank (IDB), as well as IDB Invest, will be deploying financial and technical resources for borrowing member countries such as Guyana, and even for companies, to address the crisis created by the coronavirus (COVID-19).

Based on extensive dialogue with the governments of member countries and technical analysis by Bank specialists, the IDB Group said it will concentrate its support in four areas.

In the area of Immediate Public Health Response, the financial institution said that there will be support for countries' preparedness and response capacities to help contain the transmission of the virus and mitigate its impact, with resources to strengthen public healthcare systems and purchase supplies and equipment.

With regard to Safety N e t s f o r Vu l n e r a b l e Populations, the IDB said that there will be measures to protect the income of the most affected populations through existing transfer programmes, noncontributory pensions and grants.

Other proposed measures include extraordinary transfers to workers in the informal sector and support for

IDB President, Luis Alberto Moreno (IDB photo) companies in sectors particularly affected by the crisis, such as tourism.

As for Economic Productivity and Employment, the Bank said that there would be assistance available for small and medium scale enterprises which account for 70% of the region's jobs, through financing programmes and short-term liquidity guarantees, foreign-trade financing and guarantees, loan restructuring, and support for strategic supply chains.

The IDB has also put measures in place to address Fiscal Policies for the Amelioration of Economic Impacts.

Expounding on this area, the Bank said that there will be support for countries in designing and

implementing policies in three key areas: fiscal measures to finance the response to the crisis; continuity plans for the execution of expenditures and public procurement; and measures to support economic recovery.

On the premise of the foregoing, IDB President, Luis Alberto Moreno said that the bank is immediately reprogramming resources to help with this health emergency.

He noted however that the historic dimensions of the crisis require a multisectoral strategy that anticipates the social and economic impact over the medium and long term.

Moreno said that these lines of action reflect the priorities of governments and the deep knowledge

that the bank's specialists bring to bear on the specific challenges facing each of its member countries.

Since the end of January, the IDB Group has increased the availability of funds and adjusted lending instruments to streamline support for countries affected by the virus.

The Bank has also established learning and exchange platforms to help make its technical knowledge available to the region and facilitate dialogue with international organizations and governments that are collaborating to combat the pandemic.

In addition to reprogramming its existing portfolio of health projects to address the crisis, the IDB has said that it can direct US$3.2 billion more to the lending programme initially stipulated for 2020.

These funds, added to the available resources already programmed for this year, would make up to US$12 billion available to countries for the purpose of responding to the health crisis and its

consequences.

Kaieteur News understands that Governments can also request the redirection of resources from projects in execution in other sectors to meet needs related to the virus.

These resources could total up to US$1.35 billion.

As for IDB Invest, the private sector institution of the IDB Group, it will contribute up to US$5 billion to these efforts in 2020. Of that total, US$4.5 billion will come from its investment programme, focusing on companies impacted by the crisis.

A d d i t i o n a l l y, I D B Invest is working on a new US$500-million Crisis Mitigation Facility targeting investments that provide a direct response to the pandemic through health and health-related sectors and access to shortterm lending for small and

medium-sized enterprises through financial institutions and supply chain finance.

In addition to these efforts, the IDB Group is exploring options to streamline fiduciary processes and timeframes for approving operations in order to maximize and accelerate its support for the region at this critical time.

hief Elections Officer Keith Lowenfield has presented a draft plan to the Guyana Elections Commission (GECOM) for a recount that would take 156 days.

E x p e c t e d l y , Commissioners nominated by the opposition were disapproving of such a plan.

Commissioner Robeson Benn said that the GECOM secretariat is not being helpful in terms of producing a practical solution to the current political crisis, where five weeks have passed with no official credible elections results.

He said that all kinds of reasons are being proffered to justify the figure, but he is adamant that “in no way, shape or form” should the Commission have been presented with a document that suggests such a duration for the recount.

Benn said that the recount should take a matter of days.

Commissioner Sase Gunraj told reporters that the plan has a lot of issues, which both sides of the Commission agreed, need to be addressed. He (Gunraj) has undertaken to rework the document, including proposals he has to fine-tune the process, and will submit his proposal to the Commission this morning.

Briefly commenting on the duration, Gunraj said that the nation cannot survive a 156-day wait. He explained that a count of the votes, in his view, should take a week, at most. He intends to demonstrate how that could be done.

Government-nominated Commissioner Vincent Alexander preferred not to comment extensively on the contents of the draft plan or the duration presented. He said that the matter is under study, and that, as a matter of principle, it should not be under heavy discussion.

“We should allow the system to work,” Alexander said.

He did not comment on how reasonable the 156-day figure is, but explained that he understands the Secretariat to have taken into consideration a two-hour period for the count of each ballot box, certain preliminary exercises executed before the count, etc.

The GECOM Secretariat after observing the comments made by the Opposition-nominated Commissioners to the press, released a statement

labelling their comments as “absurd, distasteful and unethical”.

The statement released

by GECOM public relations officer Yolanda Ward said that the Commissioners are aware that the proposal considered the decisions of the Commission, and its content is still being discussed for finalization.

It posited that the proposal presented by Lowenfield includes a request by the Commission to have each ballot projected on to a screen, and examinations of the contents of the ballot boxes, i.e., ascertaining the number of electors on the list, the number of electors who voted, counting votes cast for both General and Regional Election and validation of spoilt, questioned and rejected ballots.

“Against this backdrop, the estimated time for one ballot box to be counted was projected to be two hours; utilizing 3 workstations for 10 hours per day (9:00hrs 19:00hrs) at a central location to count 2,339 boxes,” the Secretariat said.

Taking note of what it terms 'public ridicule' by the Commissioners, the

Lowenfield-led Secretariat acknowledged that the 156day duration is “lengthy” but it said that it had to consider matters of law in relation to the procedures to conduct a recount; approved decisions of the Commission and the current COVID-19 pandemic.

Meanwhile, the opposition People's Progressive Party in a statement released to the press, last evening, said that the proposal presented by the GECOM Secretariat is “simply ridiculous”.

“The timeframe proposed is 156 days. The law provides a 90 days period for preparation of elections.

F u r t h e r, t h e e n t i r e country's results are normally totaled in about 2 hours after the close of poll and the law provides 15 days for declaration of results, including recounts and further recounts. Yet, Keith Lowenfield wants almost 6 months to count less than 500,000 ballots.”

This is obviously yet another ploy by Lowenfield acting in concert with the rigging cabal to continue their enterprise of derailing the electoral process and thwart the will of the

electorate. Many components of the proposal presented are either unnecessary or are simply put forward to provide opportunities to corrupt the recounting process.

We take this opportunity, once again, to call upon the Chairperson to not only be vigilant, but to act decisively in respect of the proposals and, most importantly, in ensuring a fair and transparent framework is established in accordance with the law to facilitate an expedient recounting process that will enjoy the confidence of not only the stakeholders, but indeed the nation and the international community.

To contribute to such a framework, the People's Progressive Party, through its Commissioners, will present a comprehensive proposal which is in keeping with the law and will conclude the process within two weeks.

The nation's patience is wearing thin with each passing day. The PPP will therefore never accept any proposal that is farcical and which is ultimately designed to keep the illegal APNU+AFC squatting in office.”

EDITORIAL

A handful of words with an ominous ring “Not going to end well…” There is an ominous ring to the media headlines, in those less than a handful of words. What do we intend to do about them, if anybody listens or cares about what older brother said? To repeat for the umpteenth time, this society is not in a good place at all, it is in a very bad place.

When the few Guyanese, who take not a narrow party or racial view of how things should be, but dare to articulate a broad national vision, they are either studiously ignored or shouted out of existence by the massed multitudes on both sides of the divide.

What is sad is that we are not in a healthy place that could contribute to the social tranquility so urgently required here. It is that degree of tranquility which encourages communication across the divide; that facilitates a merging of minds on what needs to be carved out, how those should be made to emerge, and who should have a place and hand; and that powers towards any other place but to that tragic terminal where we appear to be bent on arriving.

Nobody is listening, be they leaders or be they the bulk of supporters, because everyone’s mind is made up, there is no interest. We, regardless of how neutral or independent is the claim, are seen as too close to, or too embedded in, the local problem to be able to be part of any solution.

Though, there is disagreement with such thinking, this much cannot be denied: There is neither courtesy nor time nor room allowed for any accommodation of the necessary conversations about what should be avoided at all costs, in the interests of the nation, and towards what could be promising and uplifting for it and all of its peoples.

But now, from the sagacity and civility of distance, an authoritative outsider, a neighbour, and foreigner all rolled into one, a highly ranking one, has spoken.

Since he has spoken very frankly and very touchingly, there may be some pausing and a little listening. This is not because he is regarded as the wisest of all. Rather, it is due to his own leadership example, and the comparatively more reasonable social state prevailing in the society over which he is the chief political steward.

And in a nutshell that is Dr. Keith Rowley, the Hon. Prime Minister of Trinidad and Tobago, who took it upon himself to sound a warning, a timely and very pointed one, to the powers and peoples of Guyana, a member Caricom state. Whatever else he may be, PM Rowley is certainly wiser, more mature, more responsible than any of his political peers and brethren here in Guyana.

The prime minister did not pull any punches, which is evidenced and emphasized in the caption, “2020 Elections fiasco… TT Prime Minister disappointed with state of affairs in Guyana” (KN April 5).

A full-fledged, furious, and endless fiasco, it has been, with no end in sight, which has all the hallmarks of the tragic coursing below the surface.

This Trinidadian leader is “so very concerned about the state of affairs in Guyana” that he takes the time to have daily conversations with the current chair of Caricom, PM Mottley of Barbados.

No Guyanese aware of the situation in Guyana needs an introduction to PM Mia Mottley, and her own efforts and positions made public on where things are in Guyana.

But here it is that we have two other national leaders spending time to talk about us Guyanese, and we are not engaged in anything near to what they are sacrificing, their precious time, nothing at all.

We at this paper have tried time and time again, by ringing loud warning bells, without getting anywhere. We intend to keep ringing those bells, if only to arrest the rush of the thinking that leads to where Dr. Rowley warned, which is that he is getting “a feeling that this is not going to end well.” Truer words have not been said.

As Dr. Rowley said, he hopes to be wrong. We also hope that his words are not prophetic. There would be no turning back.

A dispassionate look at the next battlefields DEAR EDITOR, I begin at where I should conclude. It is that the recount, whatever the methodologies agreed to and employed, will not settle anything; but merely serve as the basis for returning to some of the scorched earth battlefields that wounded us so grievously and still enduringly. The sense is that, no matter how much I may desire that closure, with moving on to the many great challenges that lie on the horizon, it is not going to happen, along the lines anticipated by so many. Some evidence of this surfaced throughout last year, with new elements added, because of new circumstances, in 2020.

First, I take the easy one.

In any section of any region where the aggregate vote count exceeds the number of eligible voters, there is a problem, which would be the first in a series of cascading, interrelated ones. The automatic derivative of that is: should that occur, then from there to where? My solution would be to subtract those extra votes from whichever group exceeded the known and official number of eligible voters for that section, since it just can’t be, and raises not the specter or speculation of voter fraud, but the reality of the first of possibly many smoking guns.

Now I present the follow-

up issues: which party is going to agree to such a move? And who in GECOM or the observer teams could make that decision at the point of the problem? On what authority, GECOM’s administrative and controlling role notwithstanding, would such sensitive powers originate? I don’t foresee any foreign team wanting to be in that position. And the last problematic assertions have to be these: if this is what is detectable, then what else is there by way of other crafty skullduggeries? How much do all of what cannot be accounted for means in total numbers? How much of such subsets when taken together are material and consequential? And, when all of that is taken into consideration, why should any responsible party leave it alone?

Second, and all of this is related to the first issue about possible and actual ballot box tampering; or, worse still, a voting process on March 2nd, where the underlying components were flawed and subject to any manner of fraudulent conduct, unacceptable result, and the associated stringent resistances. By trial and error, by hard decisions taken on the ground and made on the run, there should be a final picture of numbers and papers reviewed, passed

upon, and last totalled. One side would be quick to claim victory; while the other would then be compelled to declare with the most strenuous and inflexible of objections that the entire process from the inception was begging for exploitation, as it was founded on the grossest of deceptions.

Third, and to be very specific, matters would boil down to that same thorny, bloated list, long deplored and damned, long pointed to and resisted against, but to no avail.

The record is there to be dredged up and dumped in the public domain, inclusive of foreign presences, who may wish to be anywhere but here.

For sure, parts of the dredging would be to remind one and all of the efforts aimed at getting to the bottom of the unreal and sanitizing (to preempt the controversies of today) through a house to house registration process, which ended in an untimely death.

Like it or lump it, twist it or turn it, this is how I foresee the road that lies ahead, and how the cookie will crumble.

I say this, too: there is some sturdy foundation for whatever flows from any recount process. Regardless of how poorly received this may be, it had to be said and in public, too.

The issue would no

longer come to a grinding halt at who cheated. Despite the early protestations of the coalition being drowned out in the later clamours of its riggings, the president himself is on record as having said that the opposition’s claims of electoral triumph are based on deception. In view of the reciprocal clashing contentions, it is no longer a matter of who engaged in fraud, but who cheated more than whom. And to that, there will be no end, no acceptance by any of the two sides.

In closing, I reassert that, no matter what I may think, the weight of accumulated objections will be so extensive that a recount will fail to bring closure this most dreadful episode yet in Guyana’s political practices and life. This would be but another chapter in what I believe is ahead and where things will climax in this latest round of Elections 2020. It promises to be just another stalemate from the many political checkmates seen so far.

With all of this in mind, I do not see how any leader can acquiesce or concede. Or how any group of supporters will rally in agreement. I wish I could envision a different future. I cannot, not with what we started, not with where we are.

More than televised count/recount needed for transparency of elections DEAR EDITOR, I applaud those speaking up including Mr. Gouveia and the Private Sector Commission making their voices known concerning the conclusion of the election process through a transparent televised process. The PSC is an engine of growth and is a powerful voice representing some major economic foundations of the country.

The continued impasse of an illegal government defeated at the No Confidence Vote since December 18, 2018 and walloped at the March 2 election, squatting in power, hurts the business community and affects the jobs of thousands of workers.

I would have been disappointed if the PSC was not speaking out.

In the matter of the PNCGECOM axis of evil with Police support working to steal the elections in front of the faces of the whole world, there is no neutrality. There is one and only one culprit in this matter and it is this axis.

This is not a problem created by both the PPP and PNC. The

singular issue is the PNC working hard to rig and steal PPP votes and not wanting to give up power. The PPP is the victim, not the perpetrator.

Let’s get our facts straight. We are not doing a recount. That is misleading.

We are doing a count and a recount. The Region 4 count was not finished, so we still need to count the reminder of the boxes using the real SOPs. The other nine Regions and 45% of Region 4 were completed and no party had any issues, so I don’t understand why we need to recount those. That only prolongs the national agony and trauma and creates more opportunities for more PNC delaying tactics and vexatious, frivolous shenanigans. With every day of delay, the PNC gets a chance to give away more land, spend and steal more money and continue their crookish ways. Already, Alexander, a rabid Burnhamite who dominates the Chair and GECOM, is calling for an audit, not just a recount. Now, if the PNC had won, why would they want an audit and

not a quick process so they can form the government?

PNC people are shameless.

The call for an audit should be nipped in the bud.

A televised count/recount is inadequate unless these other conditions are also present. All the contesting parties need a joint position and must fight to have these included as conditions: 1. Lowenfield, Myers and Mingo must not be involved. Representatives of the contesting parties must be allowed to attend. Foreign and local observers must be allowed, and “virus” excuses must not be used to bar or reduce the number of stakeholders from being present; 2. Party reps must be allowed to verify the SOPs being presented as authentic as they are being presented; 3. The counting process must be transparent and open with observers being close to the action and be able to see and hear what is going on. You have to watch them like a hawk; 4. The parties must ask for the media to be present and televise the count; 5. An observer or two must be

sitting next to the person calling out the numbers to make sure the correct numbers are being given; 6.

The ballots must be held up or shown on a clear screen where the numbers are readable and noticeable, in a slow pace, not rushed through; 7. All observers and representatives present must be able to take pictures; phones and recording devices must not be prohibited; 8. Parties must have the right to make objections as they happen and objections must be resolved before moving forward with the count; 9.

The Chair must be present to make rulings pertaining to the count and move the process forward. Lowenfield is not an honest broker; 10.

Lowenfield, Myers and Mingo, and those who produced the fake “rigsheets” with fraudulent numbers must be banned from coming near to 5 miles within the building; 11.

Foreign embassies must be invited as observers.

It is not by coincidence that the 1945 Health Ordinance is being use DEAR EDITOR, David Granger now heads a de facto government; all pretense and the cover of legality have been stripped away. Granger speaks of a Cabinet and empowered Ministers in open contravention of law and norms of civilized, lawful societies; the sheep’s clothing has been abandoned and the Dictator is there for all to see. Now comes the phase of this game which is most dangerous for all; the rule by decree in the absence of a parliament, will there be resistance and attendant repression? I can point to where the repression will come from as outlined by Granger to date.

The COVID-19 outbreak has provided authoritarian regimes around the world cover for repression, this was noted by American organization Freedom House’s President, Michael J Abramowitz “In recent weeks, we have observed a number of concerning signs that authoritarian regimes are using COVID-19 as a pretext to suppress independent speech, increase surveillance, and otherwise restrict fundamental rights, going beyond what is justified by public health needs,” certainly Granger’s use of a 1945 ordinance to allow his de facto Public Health Minister, Hon. Volda Lawrence, to “take measures to “restrain, segregate and isolate persons suffering from the disease, or who may be likely from exposure to the infection suffer from the disease” to “remove to the hospital and provide curative treatment of persons suffering from the disease” and to “remove, disinfect, and destroy the personal effects, goods, buildings and any other article, material or thing exposed to infection from the disease” would fall under the most repressive methods on record in the world.

Already there have been many troubling issues with the way the pandemic is

being handled by Granger’s Junta. We had the issue of the Ministry of Public Health (MoPH) having sole authority over who would be tested for the virus; then Volda Lawrence was given the results before and instead of the treating physicians, which prompted an official complaint from the Guyana Medical Council, there are instances where doctors and patients alike are being informed by news outlet who has an apparent inside source.

News that Deryck Jaisingh was in selfquarantine with his immediate family filtered out my way almost two weeks before his death, I like others assumed that he was under medical supervision and was being monitored by the MoPH; to find out after his death that he was seeking help from the Ministry hotline to no avail is simply devastating. It adds to the speculation of what the criteria might be for testing and care; Volda Lawrence’s words of 2018 haunt me “Well I got news for you: The only friends I got is PNC, so the only people I could give work to is PNC” one can only hope these sentiments do not apply to COVID 19.

Politicizing of the pandemic is not limited to MoPH; Granger’s Prime Minister, Moses Nagamootto posited that GECOM would need to approach the government for permission to recount votes as decided by the Commission. The Ministry of Public Infrastructure is collaborating with other agencies to place persons in a makeshift quarantine facility at Camp Madewini. This quarantine facility places persons in dorms on bunk beds, one infected person will defeat the purpose of the exercise; it also placed military personnel in harm’s way as they deal with possible Coronavirus victims without adequate training or Personal Protection Equipment; guns have only worked as a defensive measure in North Korea.

Mr. Komal Chand was of great service to our Nation and we thank him for his steadfast dedication to helping give voice to the Nation’s workers over the years. Granger’s de facto regime is now quasi-isolated, cut off from much-needed aid. An application to the World Bank for USD 5M is procession whilst USD 14B is being disbursed. De facto Finance Minister Jordan has also applied for left-over funds from an IDB funded road project to be utilized for the COVID-19 battle only to be told ‘hold strain, it is being processed’ by the Office in Jamaica. The obvious message is lost on the oblivious, the good news, however, is that the applications have not been dismissed and should Guyana’s electoral process be concluded in a credible, fair, transparent and open manner, the international financial institutions will also be able to reach an end to their ‘process’.

There have been recent developments; the MoPH has caved to public pressure and will allow private hospitals and labs to conduct COVID19 tests and the MoPH has also launched an app to assist with reporting, identifying and tracking possible COVID-19 cases. The first is positive; the second is not, for me.

Guyanese don’t just have to worry about the Coronavirus, we have to take into account our political affiliation before we use the MoPH app; the lessons of the period immediately before 1945 are instructive; laws such as those operationalized

by Granger were used by politicians to place persons in camps, similar to Granger’s edict, persons were picked up and never heard from again and eerily the inmates of camps were also subject to cremation after death. Should I cough, I will self-quarantine and cross my fingers, I will not go willingly into the ‘delousing chamber’.

Editor, it is not by coincidence that Granger has used the 1945 Health Ordinance that predates the UN adoption instead of the 1953 version which places authority in the hands of the Chief Medical officer and even then limits him to permanent regulations related to treatment and prevention of the disease. The situation and circumstances Guyanese have been placed in by David Granger and his de facto cohorts are a clear violation of our human rights as outlined in the Universal Declaration of Human Rights adopted by the United Nations in 1947. Coronavirus and political uncertainty does not bode well for the health and well-being of Guyanese DEAR EDITOR, The Coronavirus is probably one of the most disruptive of all viruses in modern history. Its impact and consequences are being felt in all parts of the globe, with varying degrees of severity.

Here in Guyana, the virus is being overshadowed regarding the failure of GECOM to allow for a recount of the District Four votes as declared by the Returning Officer. There is a strong body of opinion that the votes are not a true and accurate reflection of the electorate, especially when matched against that of the PPP/C. The failure to have a declaration by the Guyana Elections Commission (GECOM) after three weeks

since polling day has resulted in much anxiety and frustration among the populace, a situation made worse by the threat of the Coronavirus. There exists among a significant segment of the population a feeling of suppressed anger over the current political stalemate and the long and protracted delay in the declaration by GECOM of credible elections results.

This convergence of Coronavirus and political uncertainty does not bode well for the health and wellbeing of the Guyanese people. A certain level of fatigue and exasperation is already beginning to take its toll. This is manifested in the limited nature of social interactions and intercourse

among people. Many people are now afraid to leave their homes out of fear of contracting the dreaded COVID-19 disease. Social distancing and other behaviourial changes are changing the nature of social relations.

Amidst all of this political and social trauma, we remain hopeful that normalcy will be restored and that a new day will dawn sooner than later in which truth and democracy will prevail and the existing threat of the Coronavirus will go away.

In the meanwhile, I urge all Guyanese to exercise due care and diligence in the fight to win this highly contagious disease.

Some observations on the conversation of elections and “shared governance” DEAR EDITOR, I have examined Dr. David Hinds’ column, “Scrap the election and install an interim government” (KN, 04-05-20), and listened attentively to the entire video broadcast by Globespan 24x7 Program, “the Election Update & Discussion on Interim Government” (04-06-20), with the panel consisting of Prof.

Charles Sugrim (Moderator), Dr. Hinds, Mr. Derrick Arjune, and Mr. Timothy Jonas.

Space does not allow me to articulate all my observations from these two sources, but here are a few that particularly cogent: · Hinds surmised that for the social/political impasse “to end nice”, it is essential to ignore the results of the 2020 elections and embark on a system of “shared governance,” with Mr. Granger as President and the “PPP man” as PM. · Jonas debunked the notion of ignoring the results of the election in favour of model foisted by Hinds. He argued that the principle of the election is paramount and sacred in our society, and voters should have the opportunity to change their leaders if they feel this is necessary. · Arjune claimed that ANUG’s info regarding alleged rigging came as second-hand info - from the PPP. Jonas countered that he was a primary source regarding the SOP’s (at the places of poll), and that he was present with local and

foreign observers who walked out in protest of the blatant rigging undertaken by Mr. Mingo. · Jonas emphasized that the volume and tone of the conversation of shared governance within the last month have been virtually absent from 2015, and that Hinds’ argument that shared governance has been the mantra of the WPA since 1974 does not hold water given the silence since the coalition came to power. · Jonas accused Hinds of being “intellectually dishonest” for not upholding the truth (regarding the election results) and pointed out that irresponsible rhetoric could give ordinary people something to “grab on to” in fueling violence. · Responding to the

ethnic/social/political dilemma, Jonas concluded: “So, how do we solve this problem? The only way to solve the problem is for the powers that be to say to their people, ‘We will honour this fair result, and we will walk away, and you must not do anything about it. And when the PPP wins – (as we all know, they have won), [then] cater, quarrel, negotiate for shared governance…’”

I agree with Jonas’ premise that political leaders need to proclaim to their supporters that they will respect and accept the results of fair, free, and transparent election results, and then commence the conversation towards shared governance.

Guyana must signal political stability, return to normalcy DEAR EDITOR, The latest ruling from the Guyana Court of Appeal clears the way for final resolution of our electoral uncertainty, and not a moment too soon. GECOM and the responsible officials must put aside the temptation to fall into petty disputes and proceed to the recount with all haste. It is of the utmost importance that Guyana has its new, legitimate administration in place regardless of who the victor is.

Why? Because Guyana is being buffeted by unprecedented forces of global instability. The coronavirus is plodding unrelentingly through our communities. Far worse is to come. Two things will be vital for Guyana to minimise the brutal impact of the virus: a legitimate functioning government and the support of international aid. At the moment, we have neither.

The experience of other nations, most far more wealthy and organised than Guyana, shows clearly that a strong government is needed to make and enforce the rules for halting the virus’ spread.

After a month without a clear resolution to our electoral squabbles, Guyana is losing valuable time and energy that could be directed towards preparing for the virus. We are also losing opportunities to redirect our new state resources (i.e. our oil revenues) to meet these ends.

having necessary funding, supplies and medical equipment furnished by international aid. Yet Guyana did not make the cut for the World Bank’s first round of aid operations. I suspect that this snub may well be because of our highlypublicised political troubles.

While other nations have advanced preparation and asked for support, we appear to outsiders to be a trouble child in the international political community – little wonder we lost our place in queue.

A speedy resolution to our elections and the formation of a new government is therefore critical. The new administration should look to quickly enact clear directives such as the testing and social distancing measures seen in other nations. It must also look to international aid for some of the medical equipment and supplies that will be needed to care for Guyana’s sick as infection rates start to soar.

Getting that aid should be easier once Guyana’s reputation is improved.

A new government can also begin to utilise our secret weapon: oil revenues. I have been surprised by the lack of discussion around this point.

Many nations are scrambling for funding in order to prop up businesses, households and healthcare systems.

Guyana recently received over US$50 million from our first lift of oil alone, with more on the way! Those revenues can and should be redirected via emergency decrees to provide relief for citizens, buy medical equipment such as masks and ventilators and fund care for infected Guyanese.

This political battle could not have come at a worse time. Now we have been caught out by the onset of a global pandemic. Let us put the elections to rest.

Government has dropped the ball in the fight against COVID-19 DEAR EDITOR, On March 11, 2020, Guyana recorded its first confirmed case of the Novel Coronavirus.

This pneumonia-like virus is responsible for the sufferings and deaths of thousands of people globally. It is public knowledge that there is no cure for the virus. It was later advised that social distancing was the only known measure to stop the spread of this dreaded disease.

To begin, after the first death in Guyana due to the virus was recorded, tests were conducted on relatives of the deceased and it was realized that the virus had already spread to other individuals.

In reaction to this, the government started to institute measures to combat this virus such as closing ports, social distancing, wearing face masks and more recently, the 6pm to 6am curfew.

This was a positive move by the government. But how effective are the measures outlined, when people are still allowed to operate in a free but controlled manner?

People are still travelling to work in public transportation, supermarkets, bars, restaurants are still in operation, and market vendors are still conducting

their trade. And sad to say, many are not even wearing masks and practicing social distancing and are even openly criticizing those who are.

Scientists and medical professionals are still trying to determine the mode of transmission of this virus. We were told initially that the virus can be transmitted by touching surfaces that was touched by someone who has tested positive for the virus and that wearing face masks are only for those who are exhibiting flu-like symptoms.

We were later told that the virus may be airborne and that everyone should wear a face mask once they go out into public domains. This is where I believe the government has dropped the ball in the fight against COVID-19.

Given the knowledge of how this virus can be transmitted and its deadly effects on persons, especially those with underlying medical conditions, Guyana should have been placed on total lockdown from the confirmation of the first case.

This would have placed the government and the medical professionals in a better place to manage the spread of this dreaded disease and possibly eliminate it completely from our society.

Just take a look at Italy.

On February 07, 2020, they reported three (3) confirmed cases and within a very short period of time the death tolls climb dramatically and so can be said about other countries that refused to take draconian measures to combat the virus.

These measures may seem cruel or inhumane, but it has been proven that they are effective.

In Wuhan, where the virus was first detected, they took these measures and recorded a minimum amount of deaths compared to other countries.

In closing, I strongly believe that the government should give the citizens a few days to secure groceries and other essential items.

They should also use this time to distribute whatever aid or supplies they have for the public to those in need. And with the exception of hospitals, pharmacies and law enforcement, shut down the country for two weeks. If this is not done, people will continue to walk around spreading this virus.

Those who are staying home and adhering to the guidelines, eventually their groceries will deplete and they too will have to go out.

A total lockdown is what is needed before it is too late.

We have read and heard of the “change” that was supposed to come to our shores of Guyana, fast forward to the no confidence motion that led to the fall of the Government.

We all know how the Government fell to its knees and grappled onto a very thin thread of power, failing to vacate office, failing to call general and regional elections.

Since 2015 the only thing that has changed, was the thirst and hunger for power, power that has slipped away from their hands and they are doing any and everything to keep their so-called powers.

I think I am mistaken, much has changed for the

sugar workers that lost their jobs, many are graduating and are finding it hard to get jobs, and oh yes we are entering what one may term, “ a new era”.

Fast forward to present day, we are many days post elections, and GECOM will finally go forward with an outline for a recount.

Throughout this ordeal of excuses and very immature moves by the ones who are grasping at power as if it was oxygen, we must all recognize the young persons who refuse to be bullied by the power drunk ones.

Coalition, ah yes that’s the party that refuses to allow this great nation of diverse persons to move forward, the coalition has given us a gift.

A gift, that has shown us Guyanese that we are strong,

we will not be held hostage by our own brothers and sisters, a gift that has shown us actions are truly stronger than words.

Young professionals will not be silenced! This gift we will forever treasure that they served us on what I’d called the platter of doom! We will continue to raise our voices and not be shunned!

Therefore, to the chefs of doom we are appealing for you to change those ways and respect the young people of this nation and stop stalling the process! Please be honest and decent, and let the recount be done smoothly.

Let our votes be counted and verified/ascertained, give us the chance to believe you can also whip up platters of happiness.

Sixth coronavirus victim was prominent engineer Dead: Colonel John Lewis

- 37 cases confirmed to date

A

s this newspaper r e p o r t e d yesterday, the novel coronavirus (COVID19) has claimed a sixth life in Guyana. The victim has since been identified as 77year-old Colonel John Lewis, former head of the Guyana People's Militia, prominent engineer, and sports enthusiast.

Colonel Lewis passed away on Tuesday evening at the Georgetown Public Hospital.

While the Ministry of Public Health did not immediately identify him as the sixth person, multiple sources have confirmed that this is the case.

The engineer lost his wife to pneumonia-related complications in late March, and his passing now would

be a double blow for the family and a sports fraternity who knew, loved and respected him.

Friends said that the engineer had been assigned recently to the Sheriff Street/Mandela Avenue expansion project.

Lewis would have worked over the years in a number of areas, including at the state-owned water company.

President David Granger in a message of condolence said he was saddened at death of Colonel John Percy Leon Lewis.

Lewis, according to the Ministry of the Presidency, attended Saint Stanislaus College and later earned a Bachelor of Science degree in Civil Engineering.

His military career

started on March 9, 1968 when he enlisted as a Second Lieutenant in the Guyana Defence Force (GDF).

Lewis would spend his entire military service in the Reserve Force of the GDF; the Guyana People's Militia (GPM).

He was promoted to the rank of Colonel on January 1st 1999 and was the Commanding Officer of the 22 Battalion GPM. “In over 30 years of military service to Guyana, Colonel Lewis greatly enriched the life and development of the Militia.

Colonel Lewis was an avid sportsman and represented the GDF at rugby. He also played soccer, badminton and basketball. President Granger extends heartfelt sympathy to Colonel Lewis's

Ministry assesses impact of COVID-19 on businesses

The data gathered from this survey will aid in shaping the ministries to make considerations to economic policy changes.

Ye s t e r d a y , a k e y spokesperson for government on the pandemic, Minister of P u b l i c H e a l t h , Vo l d a Lawrence, confirmed that one more person had died.

She, as indicated, did not name that person, but did disclose that the number of Coronavirus cases has increased to 37.

The conditions of three have worsened, she said, and those patients are in the Intensive Care Unit (ICU) of the Georgetown Hospital.

According to Lawrence, 145 persons have been tested for COVID-19 thus far, with 108 negatives. She noted that the test results of the person who died on Tuesday evening confirmed that he was positive. Also, as of Tu e s d a y e v e n i n g , t h e number of persons at the Ministry of Public Health's isolation and quarantine facilities increased to 27 and 30 persons, respectively.

Additionally, Lawrence stated that seven individuals who had been quarantined and three individuals who were isolated were medically cleared, and were

discharged yesterday.

As of yesterday, calls to the COVID-19 hotline totaled 1,627. These include calls from Regions 1, 2, 3, 4, 6 and 10.

“As you can see from our national statistics, our numbers of confirmed cases as well as deaths continue to rise. Have you considered that if we fail to adhere to the guidelines provided, that the

possibility exists that our loved loves will be left to endure much suffering,” the Health Minister expressed.

Against this backdrop, she once more appealed to Guyanese to follow the guidelines stipulated by the Public Health Ministry.

“Just stay home. I beg you,” she appealed.

Health of offshore workers being closely monitored as Guyana's COVID-19 cases continue to increase - ExxonMobil

i t h t h e steadily climbing numbers of coronavirus (COVID-19) cases in Guyana, Public Relations and Government Affairs Advisor for ExxonMobil, Janelle Persaud, has given all assurances that the American multinational oil and gas corporation is taking all the necessary precautions to protect the health of its employees, especially those offshore.

Persaud said that offshore workers are being screened at the Ogle heliport before they are cleared to travel offshore. She said that this is done to ensure they are not exhibiting symptoms of the virus and that they have not knowingly come into contact with anyone who has the virus.

The ExxonMobil official also said that there are medical personnel onboard ExxonMobil's offshore facilities, while adding that they are taking necessary

precautions to monitor the health of the workers and provide appropriate treatment and care.

Persaud said that for the time being, there is no impact to production on the Liza Destiny, Guyana's first floating production storage and offloading vessel.

“At this time, we are managing production rates to ensure safe and responsible operations and as indicated before, we continue to monitor the situation closely and will make adjustments as necessary,” the ExxonMobil official concluded.

From the global perspective, ExxonMobil's Chief Executive Officer (CEO), Darren Woods has said that the company has been cutting back business travel.

Woods reminded that ExxonMobil has a long history of operating in countries around the world where there has been over time, the outbreak of

different viruses such as Ebola and Severe Acute Res piratory S yndrome (SARS).

He said that as a result of those periods, ExxonMobil has been able to develop robust protocols, so that it can respond effectively when faced with similar situations such as the coronavirus pandemic.

Wo o d s s a i d , “ We executed that (robust protocol) very early on, which means cutting back discretionary travel; which means folks moving into their homes and working remotely. We have geared up our workforce so we can do that effectively…So we have implemented that early on.”

The ExxonMobil CEO added, “What happens is, as we find that coronavirus is breaking out in different localities, we will set up systems. We have about 1500 employees in China, 750 in Italy, 125 in South Korea, and all those protocols have been in place.

I am pleased to say that it has not affected our employees.”

With respect to the effect the coronavirus has had on operations, Woods admitted that some of ExxonMobil's customers in China have pulled back and “that meant less product demand.”

O n Tu e s d a y, t h e company announced that it has shaved off US$10B from capital investments and even reduced operating expenses by 15 percent. EU provides US$8.6M grant for C'bean to combat COVID-19

W

ith the aim of assisting the Caribbean to fight against the Coronavirus (COVID-19) pandemic, the European Union (EU) has provided a grant of €8M (US$8.6M), which will be implemented by the Caribbean Public Health Agency (CARPHA).

F unds from this grant will support the CARPHA, and by extension Caribbean member states, in preventing, detecting, isolating, controlling and treating the Coronavirus— which thus far has a total of 417,416 confirmed cases with 12,597 deaths in the Regions of the Americas.

M ember states will also be guided on how to strengthen the public's education regarding the virus, behavioral change p r o g r a m m e s o n c o m m u n i c a b l e d i s e a s e s , a s well as strengthening the coordination of the Caribbean region and institutional capacity of the CARPHA in preparing for and responding to public health emergencies.

T his financial boost will also pave the way for vaccines and treatment when available, and will permit the CARPHA to hire two laboratory techn o l o g i s t s w h o would assist in the

anticipated surge in demand for testing for the Coronavirus.

A dditionally, this grant will be utilized to purchase COVID-19 testing kits, Personal Protective Equipment (PPEs), testing reagents, masks and other medical equipment that are required for testing of the disease.

A dditionally, the grant will also seek to boost the capacity of Caribbean countries to conduct testing for the Coronavirus, tracing persons who might have come into contact with infected individuals, and aiding isolation and quarantine procedures.

We are sitting on top of an active volcano

I

f you want to see Guyana have a total shutdown, all that has to happen is for it to be announced that a certain political party will be having a protest march. The entire country will come to a standstill.

This is what used to happen in 1998 when that party was protesting the election of the president at that time. Once word went out that a protest was underway, shopkeepers would pull down their shutters and close their doors.

Workers would scurry home; many of them being robbed at the car parks in their attempts to exit the city.

Parents would rush to the schools to collect their children.

That went on not for days but for months. It reappeared in 1999 during the infamous 57-day strike launched by the Guyana Public Service Union. During that strike, dubious methods were employed to force the country to come to a halt.

These events affected economic life. They impacted on people earning a living. Many persons did not leave their homes for months. People survived for months without working.

They got by on what they had.

There was therefore no reason why a total lockdown, except for health care providers, law enforcement, the media, and those employed in the utilities, could not have implemented.

'Shock treatment' was what was needed, at least for one week, to drive home the seriousness of the coronavirus pandemic, and to try to make an immediate impact on the local spread of the virus.

This has not happened.

There is an overnight curfew.

This will not impact much, because more than 90% of the country are indoors at nights anyway. There is now the closure of businesses, except for essential services.

That will help, but stronger action was needed for at least two weeks.

It will be difficult to convince persons that the politics did not take a frontseat to the country's coronavirus response. It will be hard to convince them that the lockdown was not timed to coincide with GECOM's decision for a recount.

Guyana lost a vital seven days in taking action. We will pay a huge price for that mistake.

Governor Andrew Cuomo of New York made an interesting point recently.

He said that his State underestimated the COVID19 threat and has paid dearly for that mistake.

Guyana is also going to pay dearly for using the COVID-19 threat as a political football. But it will not be those who did the mischief who will pay the price; it will be the innocent people who will end up in the hospitals with this illness.

There was no need for a learning curve. All the data was there already. The evidence suggested that the country's borders should have been shut even before the first case was registered.

This was not done until March 19th. By then at least three persons had already come with the virus into the country. There may have been more.

The ongoing and unnecessary controversy over the elections' results distracted the nation from acting earlier and with greater urgency. Still, more should have been done. At a time when the total number of confirmed cases had risen from 5 to 8, this newspaper called for a total lockdown. It pointed to what other countries in the Region were

We are seeing the results of that failure. The daily numbers of coronavirus infections are rising. The mortality rate, even considering the low levels of testing, is frightening. We are sitting on the top of an active volcano.

Instead of slackening the restrictions, as is now evident in relation to markets and the productive sectors, these restrictions should be tightened. It will be tough for

all Guyanese, but most persons are willing to make the sacrifices to reduce further infections and deaths.

Wearing face masks is a mitigating measure. By now every single Guyanese should have had in his or her possession at least two face masks.

The PPPC is leading the way in getting thousands of face masks produced locally.

But what about APNU and the AFC. Goat bite them?

Guyanese like freeness.

They are waiting for their free masks.

Let us not wait until the rainy weather comes and the inevitable panic which will result when people begin to confuse influenza symptoms with those associated with the coronavirus.

Mingo's mingle-mangle: When Mandingo failed

W

hile I do believe that because of the poor results from the AFC 's 2015 performance, the PNC's war room decided as early as 2015 to ensure strategies were stored up to arrange GECOM for an election victory, I cannot accept that they knew before

Tuesday night, March 3, that APNU+AFC had lost.

In my column of Wednesday, March 24, 2020 with the caption, “Claudette Singh paid for my groceries and I was convinced,” I traced the mechanisms the PNC put in place, starting from 2015, to rely on GECOM's energy to fix the

election results in case that became an exigent engagement.

So there is no need for a repetition here. My analysis here does not contradict that argument, but I am contending that the PNC and AFC leaders did not unleash GECOM top brass on the election landscape until

Wednesday at noon, because there was no need to. The euphoric PNC and AFC bigwigs honestly thought that they were in the lead to win.

What happened then that caused the Mingo minglemangle?

On Tuesday, March 3, at midday, after the day of voting, PPP leaders went on a lockdown. They were told to cut communication with the outside world, except close family members.

Intimates of individual PPP leaders, who are generous to such leaders, could not get in touch with them.

By Tuesday afternoon, after going through the statements of poll (SOPs), the PPP knew it had won a majority. By Tuesday night, individual members of the PPP hierarchy were now telling those intimates that the PPP had won. One of the very close associates of a top PPP leader informed me on Tuesday night of the PPP's success.

By Tuesday night, the PNC and AFC bosses had not gathered all of the SOPs, but were still embracing the conviction that they had won. But things were tumbling down inside that building on Lamaha Street – APNU's campaign office.

By Wednesday morning, word got out that the PPP had won. Whether the PPP let out the information deliberately or not is not known, but mental confusion ran amok on Lamaha Street.

Three headaches pierced the ambiences of the war room on Lamaha Street. An

important footnote needs to be recorded before we get to those anxieties. In 2015, APNU's campaign office was in Queenstown, and it was there that Raphael Trotman was based, not at the AFC's place.

I campaigned for the AFC in 2015, and Trotman hardly came to the AFC office, if he ever did. In the 2020 poll, the AFC's campaign office was at Stone and Campbell Avenues.

Trotman was based, instead, at Lamaha Street.

Back to the headaches.

One - the PNC and AFC were unnerved at hearing the news of the PPP's victory, because it seems that their sources convinced them of what they knew.

Two - the PNC and AFC were numb when they saw the PPP's lead of 51,439 with 9 Regions except Region 4 declared. Three – with SOPs coming in, the PNC and AFC saw that they had lost.

Region 4 tabulation had to stop, because the PPP victory would be announced on Wednesday afternoon of March 4. Clairmont Mingo was resorted to.

This situation can be likened to the prizefighter in the movie “Mandingo.” But Mingo was no prizefighter.

He was a circus acrobat whose strings were being pulled by fellow circus clowns.

That pattern continued for ten days that culminated on the Friday evening, March 13, with Mingo, his p r o j e c t o r, a p i e c e o f cardboard and a bed sheet.

Here is my contestation.

If by Tuesday evening (the day after the election) the PNC and AFC knew they had lost, I think both parties would have gone for more ingenious alternatives of rigging, rather than pin their hopes on Mingo being a Mandingo and bringing home the prize for them.

And the alternatives were many. I can think of some – cite election irregularities before Tuesday night; ask for a recount in several Regions, refuse to participate any further in the election process unless certain impossible requirements were met. That is called strategic thinking.

The PNC and AFC had no strategic thinkers when they summoned their Mandingo in the ring on that fateful afternoon of March 4.

Mingo's mingle-mangle and the comedy of the circus clowns virtually reduced GECOM, the PNC, AFC and Guyana to the ridicule of the world.

Man viciously assaults girlfriend, knocks her 8-year-old daughter unconscious

mother and her 8year-old daughter are currently hospitalised at separate health institutions in Berbice, after a man with whom the woman shares a relationship, assaulted the woman, then knocked her daughter unconscious.

Hospitalised are 32-yearold Shevieka Cameron and her daughter Sojourner Johnson, both of Scottsburg, Upper Corentyne, Berbice.

The suspect, a resident of Courtland Vi l l a g e , Corentyne, and a Lineman attached to the Guyana Power and Light, is presently in police custody.

understands that Cameron has been in a relationship with the suspect for over a year and would regularly visit his home with her daughter.

They reportedly went to stay at the man's residence on Monday, but yesterday, an argument erupted after the man accused Cameron of cheating on him, and the row escalated.

This publication was told that the man inquired from Cameron why her cellular phone is always on vibrate when she visits him. He then told her to call "the man" he accused her of cheating on him with, and she told him that she has no-one else.

The enraged man did not stop there. He then reportedly took a green liquid substance in a bottle believed to be poisonous, and poured it on Cameron's face and mouth.

By that time neighbours who overheard the commotion rushed over and intervened.

The mother and daughter were immediately rushed to the Port Mourant Hospital where Cameron was admitted, her daughter was transferred to the New Amsterdam Hospital.

Meanwhile, when the suspect was arrested, he claimed that Cameron had poisoned his tea. He told the police that after he consumed the tea, his stomach began to burn. He was taken to the Port Mourant Hospital for a medical assessment, but was found to have no poisonous substance in his system.

ith the aim of supporting the less fortunate during the fight against the novel Coronavirus (COVID-19), local business company, Japarts, has prepared 1,000 food hampers to distribute to the less fortunate.

Owner of the heavy duty machinery company, Mr. Terry Singh, explained that many families, especially the less fortunate ones, are unable to gather basic essential items due to the restrictions as a result of the Coronavirus pandemic. He was also keen to note that social distancing and the shutdown of business have also played roles in that predicament.

Against this backdrop, Singh thought it necessary to prepare and distribute 1000 hampers, which consist of items such as flour, sugar, pasta, potatoes, rice, sanitary supplies, among other necessities. Singh said that

24 sinks installed to benefit Essequibians in fight against COVID-19

wenty-four sinks, placed at key locations on the Essequibo Coast, will now benefit residents in their fight against the novel coronavirus [COVID-19].

The idea to have sinks placed at various locations along the Coast, was conceptualized by Best Cop, Sergeant Gladwin Hanover, who said that though there are no confirmed cases at this time on the Essequibo coast, prevention is most essential.

The Sergeant, who is stationed at the Police Training College on the Essequibo Coast, underlined the fact that persons need to take all precautions against the virus, citing sanitization as being most effective.

Explaining how the idea was born, Hanover said, “As we hear on the television, there's no cure for this virus, so prevention is the best shot we've got. So I thought to myself that if people come out on the road, most likely they have to interact with the public, but there's nowhere

Man shot dead by cop during “attempted robbery” - Relative believes “old grievance” was reason

orty-six-year-old Mark McLean was shot and killed by a police officer on Saturday last while at a shop in Stevedore Housing Scheme, South Ruimveldt, Georgetown.

According to a release from the Guyana Police Force's Public Relations Department, McLean was attempting to rob a group of men at the shop while brandishing a pistol.

The report stated that the men were engaged in a card game after the officer was done cutting his hair at the establishment.

Shortly after, McLean rode up on a bicycle, drew a pistol and demanded that the men hand over their valuables.

The release stated that the officer drew his service weapon and discharged four rounds in the direction of McLean, who then fell to the ground. Shortly after, he was found motionless, reportedly with a Beretta pistol lying next to him.

Police were summoned to the scene and McLean was picked up in an unconscious state and taken to the Georgetown Public Hospital where he was pronounced dead on arrival.

It was reported that the Beretta pistol along with a magazine and three matching live rounds were removed from the scene.

OLD GRIEVANCE Family members, however, are alleging that the man was fatally shot by a police officer with whom he had an old grievance.

The dead man's sister Rachel McLean, who spoke to Kaieteur News, accused the police of dragging their feet on the matter.

According to her, on the night in question, her brother had left her home for his South Ruimveldt residence after he was called away by a few friends who were gambling.

“He was going home, but he stop to visit his friends, a bunch of them at a table at this shop in Stevedore was gambling, including the

The younger McLean alleged that it was at that time her brother was shot.

Rachel McLean believes that the shooting stemmed from an old grievance, allegedly between the two men.

“My brother childmother that he use to live with had problems, but they separate years ago, and we learn that the police who shot my brother is related to her.”

McLean's family believes that he was shot wrongfully and demanded that a thorough investigation be conducted.

Veteran sugar union leader, Komal Chand, dies at 75

he trade union world in Guyana has been thrown into a state of mourning with the passing yesterday morning of Komal Chand.

Chand, 75, the President of the Guyana Agricultural and General Workers' Union ( G AW U ) , h a d b e e n receiving treatment in Cuba.

According to the GAWU - the country's largest sugar workers' body - at the time of his demise, Chand had served with distinction and pride.

His passing would come as sugar remains in deep trouble, with four estates closed in the last five years by the Coalition because of poor performance.

“Cde. Komal, as he was fondly known, joined the GAWU in 1975 as the union's Organising Secretary. At that time, the almost three-decade struggle for our union's recognition on behalf of the field and factory workers in the sugar industry reached a high point.

It was on Old Year's Day 1975 that a poll was held, and at which the GAWU roundly defeated the incumbent MPCA (Manpower Citizens' Association) to become the bargaining agent of the thousands of sugar workers who toiled in the fields and factories of the sugar e s t a t e s , ” t h e G AW U remembered.

Chand, the union disclosed, is credited to be among those who on February 26, 1976, appended the Recognition and the Avoidance and Settlement of Disputes Agreement with the then Sugar Producers' Association (SPA), the forerunner to GuySuCo. “Cde Komal was most committed to his work and tasks and for that he enjoyed the respect of the workers. It was his dedication that saw him rising to become the Union's General Secretary and later its President. He was, in our view, an outstanding trade unionist and very much committed to

the upliftment and advancement of the working-class in our country and even beyond.”

Outside of the GAWU, Chand served as the Vice President of the Federation o f I n d e p e n d e n t Tr a d e Unions of Guyana (FITUG) and a member of the Presidential Council of the World Federation of Trade Unions (WFTU).

“Cde Komal was also deeply admired by those

who worked along and together. It was from this vantage point that many of us got an opportunity to see up close how deeply he cared for the workers and more so the working-people and their families. He always embraced and espoused policies and initiatives aimed at improving the standard-of-living and wellbeing of the ordinary people.”

US requests another emergency evacuation flight for citizens

The US Embassy has asked Government to permit another flight to take its citizens and permanent residents stuck in Guyana to the US.

he US Embassy in Georgetown says it has requested the permission of the Government of Guyana for another special commercial relief flight to take its citizens and permanent citizens out. According to the US embassy yesterday, the flight will be operated by Eastern Airlines between Georgetown and Miami on

“If you are a U.S. citizen or Legal Permanent Resident currently in Guyana who wishes to depart, we strongly encourage you to consider taking this flight or prepare to shelter in place in Guyana.

We will not be able to offer this service indefinitely and cannot promise additional flights will be either available or approved

throughout the COVID-19 pandemic,” the embassy said in a statement on its Facebook page.

Already, the US embassy would have evacuated about 800 persons, including staffers, back to the US. The embassy is reportedly running on a skeleton staff, scaling back operations considerably.

The GAWU indeed has a lost a great leader and the trade union movement and the workers of Guyana have lost an outstanding and dedicated comrade. He was not only an outstanding comrade but an icon and will be deeply missed by the union and the members of GAWU.”

The union said that it is much stronger and better for his efforts and his contributions, not only to GAWU, but the trade union movement as a whole.

Meanwhile, Chand's party - the People's Progressive Party (PPP) disclosed that the union leader served in various capacities, inclusive of being a long-standing member of the Central and Executive Committees.

“He also represented the PPP and the PPP/C in Parliament for over 20 years.

But his most notable contribution was as the head of GAWU, the country's largest trade union. His contributions to protecting the rights of sugar workers, fisherfolks, and forestry sectors employees, among others are well recognized across our country and will be remembered by generations to come. Also, his efforts to unify the labour movement are unparalleled and this led to the formation of FITUG.” The Opposition party, however, opined that the “brutality meted out to thousands of our sugar workers by the APNU+AFC during the past five years” would have taken a severe toll on his well-being.

The regional health authorities in Region Ten held an emergency meeting yesterday to address several issues including their contingency plan to tackle the rapidly growing COVID -19 situation.

Mayor of Linden, Waneka Arrindell, Regional Democratic Council (RDC) officials, regional health workers and a team from the Ministry of Public Health, inclusive of Deputy Chief Medical Officer (DCMO) Dr Karen Boyle, Epidemiologist Dr Luella Sucre, Emergency Medicine Specialist Dr Tracey Bovell, and Mrs. Bonita Lowenfield Mc Donald, were among those in attendance of the meeting.

The RDC, in the statement, noted that the patient has since been identified as a 49-year- old visually impaired man. The man reportedly accommodated overseas guests at his home recently.

Further, the RDC said that a case involving a six yearold child, who died recently after she was rushed to the Emergency Room, (ER) at the Linden Hospital Complex was discussed.

Acting Medical Superintendent of the Linden Hospital Complex, Dr. Joseph London explained that the girl was taken to the hospital for mild fever, trouble breathing and tummy pains.

During the visit, Dr London revealed that the pediatric team immediately conducted some X-rays and other tests on the child.

It was subsequently recommended that the child be transferred to Georgetown for a higher level of care.

However, Dr London disclosed that the child “died within 90 minutes of arrangements being made.”

“While we were waiting to transfer her, she was not main-

taining oxygen over 70.This made her unstable for transfer. She was resuscitated to comfortable level and her condition continued to worsen.

Her condition was suspicious; however, we were unable to conduct a test on her,” Dr. London told the meeting.

He added that, “by the time, the medical staff was ready to have her transported to Georgetown, she died.”

Further, Dr London informed the meeting that the man who was transferred to Georgetown has worsened He noted that this will result in several persons who would have interacted with him being quarantined.

He stressed that he is happy that several of the medical staff that dealt with the patient had on their protective PPE gear, while following standard operating procedures. “We are cognizant of the impact and extent of this virus, thus anyone coming

“With one confirmed case and a possible case within a day of each other, it is important that the residents of Region Ten and health authorities here enact their plan immediately as it is evident that COVID has already entered.” she added.

Dr Boyle warned the health officials in Region Ten that with COVID-19 already in their region, she wants to see a continued proactive and aggressive approach. She congratulated them on their preparedness, while reminding them that the fight must be a collective one with one voice.

I love playing the longer version says Kevlon Anderson - Wants better pitches in local cricket

By Sean Devers When Kelvon Anderson made his GCB/CGI three-day Franchise debut for Lower Corentyne, he was just 16years old but he batted with a maturity that belied his age.

His skill level, technique, temperament, maturity and his ability to consistently score runs are hallmarks of a good batsman and Anderson, born to Alex and Gail Anderson in Berbice, has them all.

When I first saw Anderson, about five years ago, batting for the then National Secondary Schools Champions, Lower Corentyne Secondary, my first thought was ‘this little boy could bat’.

He reminded me of former West Indies U-19 Captains, Ramnaresh Sarwan and Leon Johnson at that age.

In 2013, a 13-year-old Anderson was named ‘Best Cricketer’ at the 16th annual Rose Hall Town Youth & Sports Club Awards Ceremony before making his U-15 Berbice debut a year later.

He made the Berbice U-17 team the next year before making his Guyana debut at both U-17 and U-19 in 2017.

He was not selected on the West Indies Emerging players’ team for the 2019 Super50 in Trinidad last November.

Anderson, one of eight siblings, including two girls, was one of two Guyanese in the West Indies team for the 2020 U-19 World Cup in South Africa which ended on February 9 when Bangladesh beat India in the final.

Anderson, who scored a

century in the warm-up game, made 17 against Australia, a well compiled unbeaten 86 against England and 25 against Nigeria as West Indies won their first three games to finish top of their group and along with Australia qualified for the

next stage.

In the super League quarter final Anderson made 33 in a losing cause against New Zealand and did not bat when West Indies reached 621 from 12 overs as rain washed out their fifth-place play-off against Australia.

West Indies ended fifth after finishing with more points than Australia in the group stage.

“It was a dream come through I’ll say, playing at the youth world cup against other international teams was such a special feeling to be there and perform,” said Anderson, who grew up in East Corentyne Number 1 Road, Berbice.

The elegant right-hander expressed satisfaction with his World Cup performance but said if he had eliminated all of his ‘soft dismissals’ he would have gotten more runs.

He added that the conditions were always favourable for cricket with good pitches and fast out fields.

Anderson, who turns 20 on September 28, seemed on the fringe of making his firstClass debut when the Corona Virus brought the Regional four-day season to a halt with Guyana (with no chance of winning a sixth consecutive title) having two matches to play.

“Well I don’t really think too far, too fast, I take it one step at a time. But that would’ve been a big boost for me personally since it (four-

day cricket) is something I love, I love playing the longer version.

But I am not discouraged because there’s a God and he’ll make a way when the time is right,” said Anderson when asked how disappointed he was that the season was cancelled.

“What I have learnt most from playing in the Franchise League? I would say staying patient at the crease and pick the balls to score from. The runs gonna come once you are out there,” explained Kelvon, who scored his maiden Franchise League century (122) against East Coast at Lusignan after batting for over seven hours.

Anderson, who described himself as a batsman who could bowl, explained that his strengths as a top order batsman are his pre delivery method of getting into position early, keeping his head still and having lots of patience.

It is no surprise that his favourite batsman is West Indies opener Barbadian Kraigg Braithwaite.

“Defending three runs in the final over against Trinidad and Tobago in last year’s Regional U-19 tournament is my most memorable moment,” informed Anderson who says he prefers Tests and ODIs to T20s.

Asked about his thoughts on the standard of local cricket, Anderson said that it

is of a fairly good quality.

“But I think if we as players have better pitches, that would be a plus and our cricket will improve …. I loved the pitches in South Africa,” disclosed Anderson who favours the cut, flick and ondrive.

Anderson, like most top order batsmen, says he prefers pace ‘first up’in his innings since he finds it easier to ‘get a start’ off the pacers and then build from that when the spinners are introduced.

The youngster likes reading, music and playing basketball and Football. His first two hobbies will be ideal for this period of inactivity due to COVID-19 which forces people to stay at home.

“I want to tell people just to be safe and remember prevention in better than cure.

So stay at home, wash your hands and let’s fight this together.

I will do my usual drills that I normally do before I joined the Academy and the more stuff I have to do for the (Guyana Jaguars) trainer Neil Barry,” said Anderson who has been given an Academy contract.

The Guyana Cricket Board has suspended all Cricket in Guyana including the daily training for the Academy players until further notice and Barry has sent a programme to all of the players involved in the senior National set-up.

(Reuters) - The world athletics championships have been moved back 11 months to July 2022 to avoid clashing with the Tokyo Olympics, which was also postponed due to the coronavirus outbreak, the sport’s governing body said yesterday.

World Athletics confirmed in a statement that the event, which is usually held every two years, would now take place from July 1524 in 2022 in Eugene, Oregon.

The original dates of Aug. 6-15 2021 would have clashed with the Tokyo Olympics, which was last month postponed by a year from the original July-August 2020 schedule.

The new dates for the worlds were chosen to avoid clashing with the 2022 Commonwealth Games in Birmingham, England, from July 27 to Aug. 7, and the European Athletics Championships in Munich,

from Aug 15 to 21.

World Athletics said these dates would enable athletes to compete in all three events, where eligible.

“The new schedule will prevent a direct conflict between any of these major events and, with careful programming, will ensure athletes can compete in up to three world-class competitions,” said World Athletics in a statement.

World Athletics president Sebastian Coe said that having the three events run consecutively over the course of a single summer would be “a bonanza for athletics fans around the world”.

“They will be treated to six weeks of absolutely first-class athletics,” said Coe. “We would not have chosen to have three major championships back-to-back but it will give us a unique opportunity to promote our sport and its stars around the globe over a six-week period.”

Former Rugby boss Col. Lewis MSM passes Army reserve Colonel (Ret’d) John Percy Lewis MSM (Military Service Medal) passed away Tuesday evening to plunge the local sports fraternity into deeper sorrow after losing the battle to a suspected COVID19 health complication.

Lewis, a former rugby champion, served for at least a decade as the President of the Guyana Rugby Football Union (GRFU) while being actively involved in some capacity for years. Secretary of the Union, Terry Grant, highlighted during an invited comment with Kaieteur Sport that his experience with Lewis was a very pleasant one, “You ask anyone, any player and they will tell you how helpful John was. John was a very good man. Anytime you called him for assistance whether rugby related or not, he was there to lend a helping hand.”

Terry recounted that throughout the late 80s, himself, Carl Beresford and Lewis were very instrumental in keeping the sport alive in Guyana. Col. (Ret’d) Lewis’ greatest achievements on the rugby pitch would include the moment when he captained the Rugby West Indies 15s side to their first tour of England in August 1976 with the regional side only travelling back to the United Kingdom once more, 25 years later.

Infantino talks of different football, but what might it look like?

BERN (Reuters) - FIFA president Gianni Infantino has said that football will be “totally different” when it restarts after the coronavirus.

He has talked of smaller, but more meaningful, competitions, more balance and football being “more attentive to true values.”

Infantino has not yet gone into further details and some may question his credentials in this matter: as FIFA president he has increased the World Cup from 32 to 48 teams and, in a previous role as UEFA general secretary, oversaw growing financial inequality in European football.

But, putting that aside, what might such a future look like?

Recent talks and meetings have provided some clues as to what the future could hold.

England’s Rugby Football Union (RFU) last month confirmed the end of the 201920 season for all league, cup and county rugby due to

COVID-19 but the English Premiership was excluded.

The country’s top flight league was suspended for five weeks on March 16 and Childs said they were exploring the option of rescheduling the Premiership Rugby Final at Twickenham Stadium until later in the year.

“Following a series of constructive meetings with our clubs, investors, players’ representatives, commercial

and broadcast partners, and the RFU, we have agreed on our approach to restart rugby, as soon as it is safe to do so,” Childs said in a statement.

Australia went soft on Kohli because of IPL deals - Clarke M E L B O U R N E (Reuters) - Former captain Michael Clarke believes Australia went soft against India during the 2018-19 home series fearing sledging the likes of Virat Kohli would cost them lucrative Indian Premier League (IPL) contracts.

India’s 2-1 triumph made them the first Asian side to win a test series in Australia who sorely missed batting mainstay Steve Smith and opener David Warner due to ball-tampering bans.

“Everybody knows how powerful India are in regards to the financial part of the game, whether that be internationally or domestically in regards to the IPL,” World Cupwinning captain Clarke said on the Big Sports Breakfast radio programme.

actually sucked up to India.

“They were too scared to sledge Kohli or sledge the Indian players because they

had to go and play with them in April.”

Kohli captains Royal Challenger Bangalore and

his limited-overs deputy Rohit Sharma leads Mumbai Indians in the Twenty20 league which features several Australian cricketers.

Smith skippers R ajas than Ro y als and Warner is captain of the Hyderabad franchise, but the s t a r t o f t h i s y e a r ’s tournament has been put back to April 15 due to the global coronavirus pandemic and further postponement looks inevitable.

“So the players are like, ‘well, I’m not going to sledge Kohli, I want him to pick me for Bangalore, so I can make a million U.S. (dollars) for my six weeks’,” said Clarke, who played for the IPL’s now-defunct Pune franchise in 2012.

“I sort of feel that was

“I feel some players think by winding him up, he might try and play that big shot early out of aggression or frustration,” Clarke said.

“I sort of feel Kohli is one of those players that you are better off saying nothing to and just allow him to hopefully be a little bit sleepy at the start of his innings and make a mistake.”

Australia fast bowler Pat Cummins is the IPL’s most expensive overseas buy after Kolkata Knight Riders bought him for $2.18 in December.

Binotto: F1 can’t make emotional decisions on future amid virus crisis

Autosport - Ferrari boss Mattia Binotto is open to a reduction in the cost cap for 2021, but says Formula 1 should avoid making “emotional” decisions in response to the COVID-19 crisis.

T e a m s h a v e provisionally agreed to cut the cap outlined in the new FIA financial regulations, from $175m to $150m as part of continued measures to keep costs under control, which includes delaying the 2021 regulations by a year.

However, McLaren and others are now pushing for $125m, and a sliding scale downwards has been discussed for future years.

Ferrari, who along with Mercedes and Red Bull are most affected by the cap, have reservations about dropping any further without the consequences being properly assessed.

“We are fully aware of the difficulties of some teams,” Binotto told Sky Sports News.

“We are fully aware that we somehow need to address costs for the future of F1, reducing the costs, which is the first driver of making each single team survive. “ We a r e c u r r e n t l y discussing with F1, the FIA and all the teams a budget cap reduction, but we should not forget when doing that exercise somehow that we’ve got different structures, we’ve got different assets.”

As previously revealed, Monday’s online meeting of

team principals and F1 bosses featured a discussion about different cap levels for different teams - with those who design and supply parts getting a higher level than their customers.

“There are teams which are constructors, [like] Ferrari and other top teams, where we are designing, developing, homologating and producing each single component of our cars.

“Other teams are customers, so buying some parts, so not having the same structure obviously because they’re not designing, developing etc, all those components.

“So I think when discussing a budget cap, we should not forget that we’ve got different situations, and it’s important that we find common ground somehow which is suiting to the different situations.

“And maybe the answer is not a single budget cap equal for all the teams finally.

“More important as I said, we had a meeting [on Monday] with all the teams, FIA, F1, and I think it has been a constructive and positive meeting.

“I think there is still analysis required to make the right decisions. I think we should avoid being really emotional at the moment.

“We know we will face difficult situations, but we need to somehow maintain what is the DNA and essence of F1, which is competition, and we should not forget

“I think it’s important that we all together look ahead, and make sure we are taking the proper decision with proper priorities.

“But as I said before, I don’t think we should avoid simply acting on an emotional basis at the moment.”

Binotto is fully behind the decision to postpone the change of regulations from 2021 to 2022.

“I think it was the right and good decision, because it has to be a responsible decision.

“I think the situation and

the emergency we are facing is the priority.

“I think we cannot only act in the interests of a single

team, in the interests of Ferrari, but really looking at the wider picture and wider situation.”
