he trial for the alleged theft of the law reports by former Attorney General and People's Progressive Party/Civic (PPP/C) Member of Parliament Anil Nandall, was further deferred as Judges in the Appeal Court are preparing for the hearing of the No Confidence Motion at the Caribbean Court of Justice (CCJ).

The matter is currently before Senior Magistrate Fabayo Azore in the Georgetown Magistrates' Courts. When the matter was called, the attorney-at-law for Nandlall, Glenn Hanoman, told the court that the appeal against the magistrate's decision for the accused to lead a defence into his matter has not yet been heard by the Appeal Court.

As a result, the matter was adjourned until May 24, next, for the continuation of his trial where Nandlall is expected to lead his defence.

The former Attorney General is accused of fraudulently converting

Accused: Anil Nandlall Commonwealth Law Reports belonging to the state to his own use and benefit.

It is alleged that Nandlall, between May 18 and May 29, 2015, being a bailee in the then capacity of Attorney General and Minister of Legal Affairs, fraudulently converted 14 Commonwealth Law Reports valued at $2,313,853, property of the Ministry of Legal Affairs, to his own use and benefit.

Nandlall has pleaded not

guilty to the allegation and is out on self-bail, pending the outcome and determination of the trial.

Late last year, Magistrate Azore ruled that Special Organized Crime Unit (SOCU) Prosecutor, Patrice Henry, was able to prove every element of the offence.

In the circumstances, Nandlall was called upon to lead a defence.

H o w e v e r, N a n d l a l l lawyers moved to the High Court to appeal the case so that a stay can be granted into the matter, but Chief Justice Roxane George, dismissed the appeal against a no-case submission.

The defence then moved to the Appeal Court where an interim stay was granted into the proceedings before the magistrate.

Nandlall was previously reported as saying that when he took up the post of Attorney General, he did so at a loss, and it was for that reason he agitated for the State to pay for the Law Reports.

number of gold miners have been questioned by police as part of an ongoing probe into alleged bribe-taking following the December 21 no-confidence motion.

Former government parliamentarian, Charrandass Persaud, fled Guyana to Canada, a country of which he is a citizen, after

PPP advisor, Peter Ramsaroop siding with the Opposition on the motion.

His one vote caused the coalition government to fall, triggering early elections according to the Constitution.

While elections are in limbo because the matter is being challenged in the courts, Persaud was under investigation by the police after it came to light that he was in talks with players of

the gold industry to purchase a large quality of gold…almost US$1M. The talks…evidenced by Whatsapp messages between Persaud and another man…occurred shortly before the shock December 21 vote, which still has the country reeling.

At least one gold dealer was reportedly asked to provide a statement.

Y e s t e r d a y , Commissioner of Police, Leslie James, refused to deal with specifics of the investigation but insisted that he is not being politically directed as was suggested by a number of media houses aligned to the political Opposition.

“I would not go into figures. I don't want to be restricted to that. I would say a number of them (have been questioned),” he told reporters in response to questions.

He insisted that Public Security Minister, Khemraj Ramjattan, did not give him directions to investigate the case. “Something was brought to my attention by the minister and based on that (continued on page 7)

US embassy paying close attention to situation in Venezuela - new ambassador W

ithin a few months, Guyana first floating oil production platform will arrive. Shortly after that, about 100 miles offshore, it will be hooked up to a number of wells.

The Coalition Government, under David Granger, has repeatedly said that the oil production scenario has brought some level of protection for Guyana in its border fight because of ExxonMobil's presence.

That oil company is one of the biggest in the world.

However, while oil production looms, the US and Guyana would be paying close attention to the developments in Venezuela, a Spanish-speaking country that has borders here but within recent years has been in downward spiral.

Ve n e z u e l a a n d i t s hardliner president, Nicolas Maduro, have been threatening the operations of ExxonMobil and its partners.

That US Company announced in 2015 that it has found oil, immediately sparking a swift reaction from Venezuela which published maps claiming the oilfield located about 100 miles offshore of Guyana.

Venezuela ended an oilfor-rice with Guyana despite harsh internal situation where the country, one of the richest in this part of the hemisphere, badly wanted food for its people.

Venezuela, facing long lines, hyper inflation and a shortage of medicines, has been using Guyana as a distraction from its woes.

Guyana has taken the border matter, which has been settled one century ago, to the International Court of Justice to be adjudicated once and for all.

However, even then, Venezuela is not playing ball and has signaled intentions that it will not recognize any court rulings.

According to recently accredited US Ambassador, Sarah Ann-Lynch, the US is worried about Venezuela.

That country's biggest oil operations were once in the hands of US companies which were ordered to leave as Maduro moved to nationalize a number of large entities. Hundreds of Guyanese who lived for years in that neighbouring country have fled to Guyana in a fast deteriorating situation.

Thousands more have migrated to other Spanishspeaking countries in the region.

The Supreme Court rules that a murderer has no right to a “painless death”

ASES DEALING with methods of execution produce the grisliest Supreme Court decisions.

Wilkerson v Utah, the first such case probing the limits of the Eighth Amendment's bar on “cruel and unusual punishments”, held that while being “embowelled alive, beheaded and quartered” are unconstitutional, firing squads are allowable.

That was in 1879.

In 2008, lethal injection was deemed acceptable in Baze v Rees. In a wrinkle on Baze in 2015, the Supreme Court rejected an inmate's claim that a drug in Oklahoma's lethal-injection cocktail entailed a risk of extreme and extended suffering.

Everyone may “wish to die a painless death”, Justice Samuel Alito wrote in Glossip v Gross, but “many do not have that good fortune”. Letting inmates escape the death penalty just because their execution method may entail a risk of severe pain “would effectively outlaw the death penalty altogether”.

With this rather fresh precedent on the books, the result in Bucklew v Precythe, a

case decided by a 5-4 vote on April 1, is perhaps not surprising. But the hard-hearted tone of the majority opinion is nonetheless shocking.

Russell Bucklew was sent to Missouri's death row in 1996 after threatening and raping his ex-girlfriend, shooting at her son and killing the man who gave them refuge.

Like most states that still practice capital punishment, Missouri puts its worst criminals to death with lethal injection. But Mr Bucklew has a rare medical condition that could make such an execution extremely painful.

In the words of Justice Neil Gorsuch, author of the majority opinion, Mr Bucklew's cavernous hemangioma causes tumours comprised of “clumps of blood vessels” to grow in his head, neck and throat.

The tumours are easily pricked and often bleed.

During lethal injection, Mr Bucklew's doctors say, the tumours would probably rupture and flood his airway, suffocating him for minutes. That, his lawyers argue, amounts to cruel and unusual punishment.

However, there is deep worry over Venezuela.

It has been a declining situation for years, she said.

The envoy stressed that the Maduro regime had “socalled” elections in late 2018 but it was later deemed “fraudulent and coercive”.

According to Lynch,

there was evidence of electoral rigging with the US and 50 other countries not recognizing Maduro as the legitimate government.

Rather, Juan Guaidó, an opposition leader, is being recognized at the interim president and leader.

According to Lynch, there has been growing pressure on Maduro from the international community for him to step aside and allow his country to be rebuilt and his citizens to regain their place in the region to feed their families.

EDITORIAL

When an embrace or kiss is not so harmless Former United States Vice President and 2020 presidential hopeful, Joe Biden, is under fire. He is under the glare of an unforgiving microscope for a certain style, a known habit, and a peculiar way. It is at once innocent, and then not so. Not in today’s cauldrons of politics, celebrity, money, and sharp sensitivities.

What was once accepted as avuncular, platonic, and old school charm has come in for jarring exposures.

Matters have metamorphosed into the suspicious and accusatory, through taking on a new, searing light.

The pictures are there: close and warm; and then just too close for comfort, and not so warming, but ruffling.

How to rebuff? How to pull back from the powerful and influential? When careers and futures are at stake, there is the great risk of being marked as troublemaker; a complainer and not a team player. From the reports, the targeted have played through the pain. Pretended to.

That was then; this is now. It is the now of a time and environment that facilitates recollections and regrets; shame and fury, too. Credibility builds when the incidents and examples multiply. There is traction and question.

There is the sanction of exposure and loss of face; loss of place and power, too; and picking up the pieces on both sides. Nobody wins, but there is cleansing and new codes.

As these allegations surface, it is reasonable to put before the public this inquiry: how many more leaders are similarly engaged?

Where is Guyana with this? Culturally and environmentally? Public and private sector? Politics?

Where is this society? Surprisingly, women of stature have been quiet. Women of empowerment and for empowerment are largely absent through muteness. They are way behind in outrage and outing. Change is overdue here, if only to protect the chaste and objecting.

Within limits, Guyana is of rewards and expected rights. Jobs, grades, premium negotiable -a tossup in flesh for the willing. These take many forms: forceful advance, holding hostage, leadership or comradely entitlement.

In feudal terms, droit du seigneur. Rewards are demanded in flesh; paid for in that same bartered commodity. Reports are of lascivious political powers, and powerful public servants, who demand a sampling.

The private sector has its own predators and secrets.

There is that matter of a picture and a thousand words.

Then there are those secrets without pictures or observers or evidence; those overtures that are unsaid, unseen, unsketched.

Nothing on which to go, but which still lends to a certain kind of interpretation and conclusion, if practised too often, too slyly, too calculatingly.

Bait dangled. Titillating. Suggestive. Inviting. The chase does not have to be aggressive; subtlety works better in some situations; provides space for retreat and the aggrieved defences of rush to judgment, witch hunt, or exaggeration.

Boils down to this: How close is too close? When is a kiss less of appreciation and more of naked aggression?

Where lines are crossed. Indignities demanded. Submit and play the game. Pony up. It may be a powerful figure, or some obscure controller in a worksite who holds destiny in the hand.

This is what it takes to stay, to get ahead. Not about prurience; but of people in charge of a situation (in authority, or respected) and the sexual power plays they make. Happens here, too.

And in the usual places.

In fairness, some come onboard the corporate ship with ambitions and plans: determined to hustle their way to the top. Nothing is off limits, any price palatable. When disappointment or rage surfaces -fallout cascades.

Families and the innocent get caught in the sweep.

Here in Guyana, nobody gets publicly dismantled because of part of the corrupting culture, helplessness, and fear. The time is ripe for change.

Oaths of allegiance, dual citizenship, and a tribute to Eusi Kwayana DEAR EDITOR, I noticed that some folks are still advancing a case for Ministers/MPs to retain dual citizenship and continue to introduce an irrelevance about the Diaspora’s potential role in our development.

I have made it clear that the diaspora with dual or triple citizenship must always be welcomed to share their skills and money to help develop Guyana.

This is distinct and separate from being a member of the highest law-making body in the State.

Below, you will find an extract of two Oaths of Allegiance required to become a citizen of two countries, USA and UK. The Oaths taken are in the following order: - USA, UK. “I ( name) hereby declare, on oath, that I absolutely and entirely renounce and abjure all allegiance and fidelity to any foreign, prince, potentate, state or sovereignty of whom or which I have heretofore been a subject or citizen, that I will support and defend the Constitution and laws of the United States of America.”(The bold type is mine) UK “I (name) swear by Almighty God that on becoming a British Citizen, I will be faithful and bear true allegiance to Her Majesty the Queen Elizabeth the Second, Her Heirs and Successors according to Law. Pledge: I will give my loyalty to the UK and respect its rights and freedoms.”

The above is pellucid.

Are we to be like some folks who in Court swear on a Holy Book to speak the truth, the whole truth, and nothing but the truth, knowing full well that in another moment they will be telling a lie.

We carry the title of being Honourable Members of Parliament/Ministers. We must at all times be true to this elevated and lofty status.

The moral principle is that if we allow or condone our law makers (MPs and no one else) to swear allegiance to another State they are in fact mitigating our Independence.

Are the proponents of Members of Parliament having dual citizenship not trivialising the exploits of ancestors Cuffy, Acrabee, Quamina, the Enmore Martyrs, Hubert Nathaniel Critchlow, Dr. Cheddi Jagan, Forbes Burnham, and those who took part in the independence struggle in the height of the Cold War? Could it be that the above factors are alien to some of our friends who now take for granted the sacrifice, perspicacity and vision of those who preceded them.

The third line of our National Anthem states ‘We are born of their sacrifice, heirs of their pains.’

We must not sing our Anthem and not be committed to those fine words.

If they fail to embrace ancestral piety they will be easy victims to external forces.

In my earlier letter, I gave the proponents for constitutional change, a gracious way out by saying that I hope my Party, the PNC,

is not persuaded for what appears to be a momentary emotional reaction to an extant public issue.

I avoided being as harsh as Freddie Kissoon.

Indeed, I hope there will be no need to write again on this subject, and ask one and all to again read the Oath of Allegiance of certain foreign countries.

CELEBRATINGAN ICON On a different note, we join in celebrating the 94th Birth Anniversary of a great Guyanese gentleman, an icon in his own right, Eusi Kwayana.

A letter published in Sunday’s Kaieteur News, written by Dr. David Hinds, is a fitting tribute to Mr. Kwayana. I urge the other national newspapers to publish that letter by Dr. Hinds for the benefit of all.

Many of us share the sentiments expressed in that tribute and there is no need for any embellishments.

In 1953, under the Waddington Constitution, which for the first time gave ordinary people the franchise to vote, the PPP swept the polls and secured 18 of the 24 seats. This was in spite of the propaganda by the ultra-right.

The 18 members, all immaculately dressed in white were led by Forbes Burnham, Chairman and Dr. Cheddi Jagan and the other four new Ministers, Dr. J.P Latchmansingh, Jainarine Singh, Sydney King (Eusi Kwayana) and Ashton Chase.

The other MPs were Fred Bowman, C.R. Wong, F.O. Van Sertima, Ramkarran, C.S.

Persaud, S. Latchmansingh, Adjoha Singh, R.S. Hanomansingh and Mohamed Khan.

The group, as they marched triumphantly to take their seats in the new Parliament, was proceeded by the three famous Js; Jane Phillips-Gay, Janet Jagan and Jessie Burnham, the first females ever to be Members of Parliament.

Of that group, the only survivors are Eusi Kwayana and Ashton Chase.

I remember Kwayana, slim and stately, marching with purpose and elegance. I also recall his alleged five words spoken upon learning that the Governor, Sir Alfred Savage, had intruded the Minister’s jurisdiction by giving orders related to the control of the Demerara River waterfront.

What we did not know then, it was in preparation for the landing of British Troops ahead of the suspension of our Constitution in 1953.

My mother quipped, ‘Savage is savaging us’.

When Dr. Hinds is next in Guyana, I hope he can, with others, initiate the naming of some school or Institution or a Monument to honour the Sage of Buxton. He deserves such an honour.

Judging from his recent writings, Kwayana’s memory and mind is manifestly magnificent.

On behalf of my wife, Dr. Jennifer Basdeo-Green, family and friends, we wish Kwayana well on his birth anniversary.

Eusi keep on batting, just make singles and you will meet your target, but keep your eyes on the Umpire.

A case for the impressive Erva Giddings Dear Editor, In my long, thirty years association with the game of cricket, I have witnessed many dedicated and hardworking cricketers but none of them came close to the commitment and sacrifice that I have seen from Erva Giddings. Erva first joined the Rose Hall Town Youth & Sports Club at the age of 22 in 2008 when we founded the Rose Hall Town Metro Female Team.

She made her debut for Guyana in 2009 and over that period of time has been by some distance, our country’s leading bowler. In 2019, she once again proved her value to Guyana, to not only emerge as the top wicket-taker for our country, but the leading fast bowler in both 20/20 and 50 Overs tournaments combined.

I have seen all the present

crop of Female Fast Bowlers playing for the West Indies and I can say without fear of correction that Erva Giddings is the best of the lot.

With the present structure of female cricket and the fact that the Rose Hall Town Youth & Sports Club has the only Female Team in Guyana, Erva has been forced to play Second Division and Intermediate Cricket for the Club.

She has dismissed close to 200 of her male counterparts as the leading RHTYSC Second Division Fast Bowler in our history. I have heard her male counterparts express fear of her swing bowling and the embarrassment they face with when they have to tell friends/ family that a female fast bowler knocked out their middle stumps.

Only recently, she claimed

5 for 16 against a powerful Skeldon Titans Team and her 198 wickets at the Second Division level has been taken at an average of 10.50, strike rate of a wicket every 22 balls, and an overall run rate of 3.01 per over.

Over the last decade the Membership and Management of the Rose Hall Town Youth & Sports Club, MS, has been forced to be a tower of strength for Erva, as she was regularly overlooked for Regional selection.

I can say with a level of certainty that she has been the most successful Female Fast Bowler in Cricket West Indies Tournaments over the last ten years and despite this, her International Career has been limited to just two ODI and a few tours.

Her faith in God, her belief in her ability and love for the game has kept her going. Erva

Giddings is now in her prime as a fast bowler, is fit, and her batting has improved over the years.

As President of the Berbice Cricket Board and Secretary/CEO of the Rose Hall Town Youth & Sports Club, MS, I would like to urge the selection panel of the Cricket West Indies to reward her outstanding performances with selection to the Regional Team.

Newly-elected President Ricky Skerritt has stated that selection would be based on performance, and it is my hope that the four Wise men of West Indies follow their boss’ advice. For too long, Erva Giddings has suffered for no reason, and it is time for her star to shine on the International level.

The APNU + AFC circus continues: Commissioning old things, ignoring the people DEAR EDITOR, Both Ministers in the Ministry of Public Health ventured away from their offices on Brickdam and traveled to Region 6 last week, to supposedly commission significant upgrading of the health sector.

In the aftermath of the December 21st NoConfidence Motion (NCM), APNU+AFC has embarked on a desperate charade, a “circus”, to demonstrate they care for the people.

After four years of total neglect, after four years of bourgeoisie-style and elitist government, the NCM woke them up. Just a few days ago, they stepped out into their front lawn at the Square of the Revolution, a mere one to two minutes walk, for a circus deemed “bringing government to the people”, never mind the people had to travel to see the Ministers in the Ministers’ front lawn.

After that circus failed, the Ministers are desperately seeking some other way, any other way, to fool the people.

It is this desperation that brought the two Ministers in the Ministry of Public Health to Region 6. If the Square of

the Revolution fiasco was the “biggest circus ever” in Guyana, the foolishness of this rare Region 6 visit by the Ministers was, simultaneously, farcical, disgusting and insulting.

While the Ministers were present in Region 6, the whole area from Fyrish Village to Bloomfield was out of any potable water service from GWI. Thousands of families were exposed to major inconvenience, facing a serious public health threat.

There was no evidence that the relevant authorities care an iota for these Guyanese sisters and brothers, for the thousands of Guyanese children living there.

Sadly, a young woman in Williamsburg, a small community about five minutes drive from the Port Mourant Hospital, was brutally murdered by her husband. No government official found it necessary to visit the family or address the out-of-control domestic violence against women and girls. Even as that tragedy was playing out, workers from the Albion Sugar Estates were on strike, their families

further burdened, but no one engaged them.

The two Ministers went to New Amsterdam Hospital, totally ignoring the shame that the mortuary at New Amsterdam Hospital is closed and families who are already traumatized by the death of their family members must pay to use private mortuary services.

The Ministers ignored, also, that just within the last two weeks residents in Region 6 have been protesting poor services at the Hospital and the highhanded behaviour of officials.

The Ministers behaved as though nothing was wrong at the hospital, ignoring questions surrounding maternal and child deaths at the hospital and the chronic medicine and medical supplies shortages.

One would believe that they brought with them profound new and improved

health services. They also went and commissioned a refurbished kitchen at the New Amsterdam Hospital.

After neglecting maintenance for the kitchen and after millions of dollars of questionable spending at the hospital, two ministers showed up to boast of a refurbished kitchen as a big health achievement for APNU+AFC, and as an important upgrade of the health sector for Regions 5 and 6.

The kitchen, of course, is important for the hospital. But the refurbishment would not have been necessary had the kitchen been maintained, rather than the total neglect since May 2015.

In the meantime, the Ministers ignored that a HighDependency Unit was constructed, but remained unused because it was constructed in the wrong place.

It is a shame, an absolute disgrace.

The Ministers went to Port Mourant to recommission the Ophthalmology Hospital.

This important hospital has been dormant, literally closed soon after the May 2015 elections. After four years of ignoring the Ophthalmology Hospital, the Ministers, like Knights in Shining Armour, showed up to re-commission the facility.

They failed to announce that the hospital still will not resume its main function, provide eye surgeries, like cataract surgeries.

They did announce an outreach eye care team from the US military will be using the facility to perform some eye surgeries.

This US military medical outreach has existed for almost two decades, it is an important and successful outreach program, but this

does not solve the problem of a once successful hospital being virtually closed for almost four years now. What were they commissioning?

This kind of behaviour is shameful. It is disgusting that taxpayers’ money is being used in such a wasteful manner, for a show.

The Ministers’ outreach insult has not escaped the people.

They see it for what it is a farce, disgusting and insulting.

The people are not fooled.

Their eyes are wide open and they are waiting impatiently for the elections, because more than 80% of Region 6 cannot wait to register their rejection of APNU+AFC. The Ministers may be able to parade, in a charade of power, but the people have a simple X that is far more powerful than anything APNU+AFC has.

I can only surmise that this claim of deregistration is but a rouse DEAR EDITOR, I am privy to an Opinion: House to House DeR e g i s t r a t i o n Unconstitutional, by Anil Nandlall, which was published by Demerara Waves on March 20th, 2019.

This opinion has since morphed into the threat of litigation against GECOM and its CEO. It is most disingenuous for Mr. Nandlall to seek to label “Registration “ “de registration” when the exercise that GECOM is preparing to undertake falls within its jurisdiction as specified in articles 161 A and 162 of the Constitution of the Co-operative Republic, and is no different from the exercise done in 2008, when the PPP was in government and provided the resources for it; and from what GECOM decided that it would do periodically, and specifically

in 2019 based on its approved budget, which approval was supported by the PPP/C parliamentarians.

What is unfolding in relation to the PPP’s antiregistration stance, now, clearly exposes that the registration issue goes beyond delays in holding the elections and is in itself the object of PPP rejection, although they had previously supported it and even advocated for it.

I will now expose the flaws in Nandlall’s new position and then surmise as to why the PPP is taking this new position.

1. Nandlall claims that the Chairman of GECOM colludes with the PNC ‘socalled’ commissioners on every matter that they have proposed. Not true! The Chairman voted with the PPP commissioners to shoot down the appointment of an applicant for the position of Legal Officer, who was the

only short listed candidate; met all of the advertised requirements; and whose recruitment was proposed by the ‘so-called’ PNC commissioners.

2. Nandlall argues that the House to House exercise is predicated on the removal of overseas Guyanese.

Whether there is that predication or not, the fact is that House to House Registration does not provide for absentee Guyanese to be registered. This has been the practice ever since overseas voting was abolished, mainly at the PPP’s behest in 1992.

3. Nandlall refers to the system for the removal of deceased persons from the list as if registration since 1992 allows for overseas persons to be registered.

While it might be true that a visiting Guyanese might be registered, House to House or Office based registration only

caters for Guyanese who are physically present in Guyana, so the issue is not House to House, it is registration period, except that House to House by its very nature is more stringent and less susceptible to fraudulent registration. It not only verifies who the registrant is, it also seeks to establish the place of residence, the physical presence of a registrant and the place of abode.

4. Nandlall describes the process ‘House to House’ as anachronistic. In Guyana’s circumstance I await his proposal for a modern system. But given his argument against House to House period, such a proposal may never be forthcoming, since it would fly in the face of his intended retention of the bloated list.

5. Nandlall seeks to establish his case by reference to constitutionality,

and in so doing references Articles 59 and 159 of the Constitution. In reference to article 59, he snidely, does not mention 59 (2) C which states that for persons to qualify to be registered, they must “satisfy such other qualifications as may be prescribed by or under the law”. It is the said Constitution that has provided for and legitimizes residency as a basis for registration. House to House registration is therefore no deregistration of anyone. A new register is being prepared and anyone meeting the requirement of 159 is entitled to be registered. And may I add, is available to be registered, since overseas registration is a thing of the past, courtesy of the PPP/C. This provision is no different to other provisions by which the Constitution confers an entitlement but provides

criteria and procedures for the realization of that entitlement. This is patently so with Citizenship where a born overseas Guyanese virtually has to be naturalized if he/she is not recorded / registered as a Guyanese at the time of issuance of his or her birth certificate.

6. It should be noted that under the National Registration Act, that any Guyanese once present in Guyana can be registered or have his or her name included on the list through the process of a Claim, hence registration does not deregister or disenfranchise anyone as Nandlall seeks to portray.

I can only surmise that this claim of deregistration is but a rouse and that there are interior motives in the PPP’s desire to derail registration.

Our country needs a comprehensive cybersecurity strategy DEAR EDITOR, The global economy is dependent on technology.

More so, it is driven by technology.

The technological innovations help businesses pursue their value chain activities and turn a profit for their owners and shareholders. It is therefore important that Guyana put more emphasis on how technology can improve its social and economic development plans.

There have been advances in the development of a robust internal telecommunication network infrastructure, with a bridge to the internet. The introduction of community access points is a great strategy that brings the internet to the citizens of our country.

This brings our citizens closer to the global e c o n o m y. Ye s , e v e n Facebook is a player in this domain. While this has been lauded as a great effort, little attention has been placed on the development of a robust cybersecurity strategy.

A robust cybersecurity strategy is important because with the adoption of information systems, there are inherent risks.

The term cybercrime would not be important if we were not pursuing the adoption of information and c o m m u n i c a t i o n t e c h n o l o g y. T h e r e f o r e , cybercrime is not a phenomenon but a real persistent threat. This threat must be addressed in a very holistic manner since it has the potential to deny and disrupt our society and economy.

The recent cybercrime bill was an important start to developing our national cyber governance road map. Jamaica has made excellent strides in pursuing governance and has developed a maturing cybersecurity strategy that addresses technical capabilities, human r e s o u r c e a n d c a p a c i t y, legal and regulatory compliance, and socialization among its citizens. A measure of performance and effectiveness of this

strategy is to develop a culture of cybersecurity.

Guyana can also achieve this, in addition to achieving superior understanding of digital citizenship.

As we advance as a small nation state, we need to develop superior strategies that focus on the development of superior e ff i c i e n c y, q u a l i t y o f service, innovation, and sustainability. We need to ensure that we begin to develop standards that set us apart and ensure success for every stakeholder. In our public s e c t o r, w e n e e d t o implement advanced management information systems. In our private sector, we need to facilitate the sharing of knowledge, experiences, and best practices.

Since they both share the same critical infrastructure, we need to provide confidence in our cyber-physical systems.

How do we provide the defence in depth and defence in breadth needs of investors, among others?

How do we signal that we are prepared to deliver confidentiality, integrity, and availability of our national infrastructure so that they can be assured to abstract their businesses in our economy?

We c a n b e g i n b y developing “The Guyana National Cybersecurity Policy Charter.” This will signal to the world, that while we are open for business, we are also committed to ensuring the protection of the socioeconomic information assets in our nation state.

As we embark on this activity, our leaders must furnish cybersecurity governance that considers international and foreign

risk management frameworks as superior languages into new and appropriate creolized policies and standards.

Our top priorities should be to begin addressing security in three dimensions: as we pursue the development of incident response capabilities on the X axis, the ability to stop cyber criminals in context of the Cyber kill-Chain on the Y axis, and the abstraction of businesses and their value chain activities on the Z axis.

It is also important that we strategically address roles and responsibilities, develop proper organizational structures, include formidable control mechanisms, and provide incentives to develop our security culture.

It is not possible to cover all the various aspects of cybersecurity, strategy, and governance in a letter. However, this should be considered as a discursive narrative that

sparks the conversation about G u y a n a ’s cybersecurity posture as it benchmarks against Jamaica, the Caribbean and Latin American countries.

Our country is at a point of exponential development. It is very important that we consider all the factors that can limit our ability to effectively achieve social and economic success.

Cybercrime affects economic and social stability. Cybersecurity is a driver for economic growth and it is important that we take full advantage of it.

Our strategic partners have moved beyond ICT and have seen returns on investment from its adoption.

They’ve invested h e a v i l y in cybersecurity. It’s important that we develop a strategy that provides reflective security governance as we participate in the global economy.

Copa flight delayed after bomb threat

T

he Cheddi Jagan International Airport received bomb threats around 14:30 hours yesterday, just as COPA Airlines was boarding its flight. The bomb according to the caller was stashed in the passengers' luggage.

The police were contacted and the bomb disposal team as well as the other necessary contingents were dispatched to the area.

The all clear was given around 16:30 hours, after every piece of luggage was checked and the plane thoroughly searched.

As the phone call was short, it couldn't be traced at the time.

However the police are working with the telephone service providers to trace the call as investigations are on-going.

Meanwhile, according to Copa in a statement, all 127 passengers and six crew members onboard Flight 255 are safe following a false report of an explosive device aboard the aircraft yesterday at the CJIA. “Following the alarm which

But once elected to office, they become so enamoured with its provisions and the benefits they derive from them that they either choose to become oblivious to their promises of Constitutional reform, or pay lip service to them.

This perspective was r e c e n t l y p r o ff e r e d b y Chartered Accountant and former Auditor General, Anand Goolsarran, in his recent writings.

Constitutional Reform is a matter which must be taken seriously by the leaders of the day, he said.

He noted that since the new Constitution was promulgated in 1980, many concerns have been

More qualified people apply to Guyana Police Force …linguists are now part of the force

R

ecruitment for the Guyana Police Force has been in overdrive. The force has seen persons with exceptional qualifications, from both CXC and from tertiary institutions applying to be enlisted. Among them are linguists.

Not only has the force seen a recruitment overdrive but also the level of education of the applicants has risen over the years.

Applicants of late are those who have done exceedingly well at CXC. Some have even gone on to tertiary education and are the holders of diplomas and degrees.

During an interview with Paul Williams, Deputy Commissioner, Administration, back in 2002-2003 officials from the force had to go out looking for people to be enlisted.

However times have since changed.

People are now finding their way to the training centre at Eve Leary to apply.

Currently the force has approximately 1,500 applicants waiting to enlist. Every year the force trains approximately 400 new recruits.

The force always has a standard which continues to rise. Currently the force has officers who are linguists. They speak two, three and as many as four different languages.

Some speak Mandarin.

Deputy Commissioner Paul Williams With the 21st century bringing a new generation and changes where certain things are concerned, the force has seen and will continue to see some changes in keeping up with the times.

To deal with the youths of today and to curb certain issues in society, a technological evolution has also occurred, thus new and improved equipment has been acquired.

With the current brain power along with future recruits the force sees great heights to which it can aspire, Williams said.

Two on trial for Corentyne labourer 2016 murder

T

wo Corentyne men who are accused of a December 2016 murder are on trial in the Berbice High Court.

The men are Ravendra Ramnauth, alias “Andy”, 28, of 58 Beharry Street, Rose Hall Town; and Rocky Ramoo, 30, a farmer of Lot 112 Williamsburg Squatting Area, both villages on the Corentyne.

They are accused of murdering Mohan Ball, of Williamsburg Squatting Area on December 29, 2016. They are on trial before Justice Jo Ann Barlow and a mixed jury.

The case is being prosecuted by state prosecutor Mandel Moore while the men are being represented by state appointed attorney Sasha Roberts.

The deceased was reportedly found partially submerged in a trench located in the backlands of Williamsburg Squatting area.

The police were subsequently summoned to the area. The body reportedly bore visible marks of violence.

Investigations were conducted and the men were subsequently arrested and charged.

The matter is continuing.

Work around the politics!

I

f there is anyone who knows to throw a party it is Dr. Glenn Lall. Last Thursday, was one of the better parties which he has ever thrown - and for the simple reason that he did not invite a single politician to the event.

Politicians are spoil sports. They come and make fine political speeches, woo the audience, and then disappoint them.

The absence of the politicians did not spoil what was a wonderful evening celebrating the Silver Jubilee of Kaieteur News. And their absence must have weighed on the mind of one of the main invitees at the event, Dr. Yesu Persaud. He posed a most interesting question to the audience Dr. Persaud after making an impassioned plea for

Guyanese to ditch tribalism and to act in the interest of unity, asked “What are [politicians] really doing for you, the people?” He went to ask, “Do we need politicians?”

His comments have been widely misinterpreted as suggesting that there may be no need for politicians. This is not what Dr. Yesu Persaud meant or intended to convey.

What he was saying was that instead of people placing their hopes in politicians, they must become more resourceful and shoulder the burden of ensuring a better country.

He noted that this is a responsibility which is owed to our children and those to come.

And then he made an appeal to those within the audience – and by extension

in society – whose pockets are deep. He asked them to open their hearts and their pockets.

What Dr. Persaud was saying is that despite the reservations about what the politicians are doing or can do, people can make a difference. And he called on those with the resources in society to step forward and to do something.

This was the essence of his message. He was not suggesting that politicians were not needed.

Dr. Yesu Persaud should k n o w. H e i s n o t a businessman. He was a former business executive who ran a successful conglomerate. The companies with which he was associated did well both when there was competition and wasn't. And he has learnt

The Chartered Accountant believes that it would be in Guyana's best interest to have the Constitution amended to elect Members of Parliament on a constituency basis, so that each Member is

Goolsarran also suggested the removal of immunity of the President in the Constitution and make him accountable to the Legi slature and to the courts for his or her actions as well as all decisions taken.

He has seen it all. And he was able to maneuver his companies into successful positions.

In other words, he has managed to work around the strictures which were erected by the politicians. He and the companies with which he was associated has succeeded despite the politicians and Guyana's tribal politics.

There are many persons like Dr. Yesu Persaud in our business community who have not allowed politics to become the excuse for failure. His message, therefore, is not to ignore political responsibility but to do what needs to be done to

secure a better future for our children and those to come.

The business community in Guyana has a terminal flaw. It looks at all times to the government to solve the ills of society. But these businessmen and businesswomen are not always willing to step forward to lend a hand to be part of the solution.

Guyana has many problems which the coming of oil is not going to solve.

Trinidad and Tobago was awash with oil revenue. Yet it could never have solved its unemployment, poverty and crime problems.

Eric Williams used to boast that oil don't spoil.

Burnham used to taunt him with “you cannot eat oil.”

Oil don't spoil, but oil also does not solve all problems.

And Dr. Yesu Persaud was saying that despite the challenges of our tribal politics we can do better,

especially those with money.

They can lend a helping hand. Not just to the political parties which will soon come knocking on their doors for campaign financing but also to the poor.

If every businessman in Guyana sponsors one of the children of the dismissed sugar workers by simply providing a small sum to cover the child's transportation to attend school and something for lunch, it will make a world of difference within the sugar belt. And it will not cost these businessmen a fortune.

Work around our tribal politics! You don't need politicians to make a difference. Lend a helping hand to those who need help!

Is Lincoln Lewis the Black version of White fascism?

I

read Lincoln Lewis column in last Sunday's Kaieteur News and the first thing that flashed through my mind was if I was the editor for that day, would I have carried that piece. I probably would not.

As I kept reading this commentary all I could have thought of was how easy it is to fall prey to the virus of misplaced nationalism.

Lewis's presentation is directly out of the songbook of white fascism that is sweeping Europe and the US. When you read Lewis, you wonder if he was in fact plagiarizing the words of the Trump, the Brexit advocates in the UK and those who presently rule Italy, Hungary and other countries that are implementing fascist xenophobia.

Lincoln Lewis has been a friend for more than forty years. I didn't expect that state of mind from him. I would never have thought that Lincoln could use the kind of canvas he painted to describe foreigners coming to Guyana to live and work.

To quote extensively from his viewpoint would take up too much space. The entire article is about foreigners invading Guyana and would take away our country from us and we must not allow that.

Here is some pretty obnoxious ranting from Lincoln. This quote here is identical to the mind- set of the fascist leaders in Italy, Hungary and Donald Trump; “We are a small nation in population size and the only English-speaking country in South America. Unplanned

immigration brings with it consequences such as stress on the education and health services, housing overrun, the creation of slums, and our resources exploited by others willing to undersell their labour.

“We also face a crisis of submerging our culture further. This threat comes from others who do not speak our language and share a common culture... we also face a crisis of submerging our culture… we are facing a pending catastrophe which we must seek to avoid at all cost.”

I definitely selected this particular quote because of how identical it is to white fascist speakers in the US and Europe. Pay attention to words like: “They do not speak our language and share a common culture.”

Those words have become deadly and dangerous because White fascists egged on by Trump have adopted those words as their Bible. Hispanics are constantly harassed in popular American cities and told to speak English.

Pay attention to another cluster of words by Lincoln Lewis which make you want to believe he has been copying from Trump and the Brexiters.

Lewis said that if we allow these people to come in as they are presently doing Guyana will have a catastrophe. This is what Brexiters told the UK after Rumanians and Bulgarians joined the EU and went to the UK. This is what Trump has been telling his supporters every day.

But here is the section of Lewis's column that makes me feel that he read Trump and plagiarized the American president; “We are already bearing witness to criminal elements crossing our porous border and

terrorising our citizens in unprotected border settlements.” Having you been reading what Trump says all the time about Hispanic refugees? Those are the words Trump uses.

Does one need to educate Lewis by telling him there are more Guyanese living in the combined territories of the CARICOM countries, the US, UK and Canada than the current population of Guyana? Does Lewis know there are substantial numbers of illegal Guyanese in Antigua, Barbados, Trinidad, Suriname, US and Canada?

Does Lewis know that perhaps every Guyanese now residing in this country has a parent or sibling or cousin or aunt or uncle or niece or nephew living in another country?

I will offer the final quote from Lincoln which present day fascist leaders around the world are wont to use when they reject foreigners coming in. Lincoln wrote that there people are pouring

Frederick Kissoon into “our” country (Lewis doesn't speak for me on this issue, I want him to know that) at a time when “we are on the cusp of economic greatness.”

This is pretty sick stuff coming from a citizen who lived in the days when foreign nations have been nice to us and have use their “economic greatness” to provide a place in the sun for untold numbers who fled Guyana.

I don't know if you share the same sentiments as Lewis but I welcome those who come to Guyana in search of a better live. I will always thank Canada for putting its “economic greatness” at my disposal.

A poor fellow like me with no future in front of him got a Masters and a doctoral scholarship from that country. I never looked back.

Gov't allocates $98.5M for restoration of Guyana's natural sea defences I

n G u y a n a , mangroves provide protection for over 90% of Guyana's population who live within naturally low-lying flood prone areas along the coast.

Given the fact that Guyana's economic wellbeing is tied to the safety and protection of coastal resources and land, the National Agriculture Research and Extension

Institute's (NAREI) Mangrove Restoration Project intends to focus its 2019 restoration activities on creating mangrove environments in Regions Two and Four respectively.

This was disclosed by Coordinator of the Mangrove Restoration and Management Department, Kene Moseley, who said these activities will be executed through the

construction of groynes.

“A 200-metre geotextile groyne will be constructed in Region Two at Anna Regina to accelerate the accretion process and increase shoreline elevation to a level that will support mangrove restoration.

In Region Four, a 240metre rubble mound groyne field will be constructed along the foreshores of Beterverwagting and La

Bonne Intention, East Coast Demerara,” Moseley said.

In 2019, government allocated funds to the sum of GY $98.5M to cover costs attached to increasing the resilience of coastal communities through the restoration of Guyana's natural sea defences.

In 2018, mangrove restoration activities focused on mangrove seedling planting and coastal infrastructure as interventions to promote and encourage sedimentation and natural regeneration.

The project included the completion of 700 metres of brushwood dam field at Aberdeen and Columbia and the planting of 14,876 Av i c e n n i a g e r m i n a n s seedlings along a 300 metre stretch at Walton Hall, Essequibo Coast, Region Two. Guyana's coast lies below sea level and is protected by 370 kilometres

of sea defences, 80 kilometres of which are defensive structures that range from earthen banks to concrete walls. The vulnerability of the coastal zone is made more acute by predictions of a rise in average sea level driven by climate change.

Mangroves play a vital role in defending Guyana's coastline from the rising sea level. This is particularly important for communities which are most vulnerable to natural disasters.

Agriculture Minister Noel Holder noted that Guyana has developed a Sea and River Defence Policy, which calls for alternative solutions to the traditional 'hard structures'.

“This includes the restoration of mangroves for effective flood defence, and to protect environmental resources. The construction and maintenance of manmade sea defence structures

costs millions of US dollars.

Although Guyana is fortunate and has never experienced extreme natural disasters like hurricanes and tsunamis, research indicates that communities with considerably more mangroves have reduced impacts,” Holder said.

At least ten agencies are involved directly or indirectly in the management of mangroves in Guyana.

The principal agencies are the Sea and River Defence Department (S&RDD), the Guyana Forestry Commission (GFC), the Environmental Protection Agency (EPA) and the Ministry of Agriculture's Fisheries Department. Other agencies include the Georgetown S e w a g e a n d Wa t e r Commission, the National Drainage and Irrigation Authority (NDIA) and the Civil Defence Commission.

Parents turns blind eye to underage girls parading in bars - district welfare representative fails to intervene

he entire village of Calcutta (Mahaicony, East Coast Demerara) is outraged at the very carefree attitude of a resident mother who for months has been allegedly allowing her two underage daughters to track several bars in the Mahaicony District, consume alcohol and offer sexual favours.

Just recently, ranks from the Mahaicony Police Station confirmed that the two girls were arrested at the Park Square Fun City Entertainment Centre (Central Mahaicony) recently. There they were observed drinking alcohol for a prolonged period.

Wo m a n C o n s t a b l e Corlette Charles who works periodically at the entertainment centre, arrested the two young girls late last week and had hauled them to the nearby police station.

Ranks there then summoned the mother, Rosalyn Gordon, of Calcutta Village, but she had refused to visit the police station.

After some days the woman's non-appearance forced the ranks to release the two young girls

The girls are said to be very young, at ages twelve and fourteen.

Residents in the village say that the mother has turned a deaf ear to their pleas to have the relevant authorities deal with the very rebellious young girls. The woman then says that it is the father's responsibility.

According to villagers, the father does not live in the home, and the mother has since given the young girl's free rein to do as they please.

It is also said that the 12year old has been out of school for several months now. Concerned mothers in the village were aghast at the mother's attitude. Some indicated that she is allowing the girls to track bars by n i g h t , o ff e r i n g s e x u a l favours to men for money.

They are even more infuriated that the female welfare officer in the village who is designated to deal with such cases has turned a deaf ear to their pleas to intervene.

A few housewives have even informed that the female welfare officer more than once was seen in the company of the girls, and never seemed interested in

reprimanding them for their actions.

Villagers informed that when the girls were arrested just recently, police, several hours later, took them to the home of the mother.

Reports are that the mother was at home at the time, but bluntly refused to come out to police ranks.

Villagers encouraged one newspaper reporter to stay around and observe the exploits of the young girls at night.

Indeed they were observed at a snackette and movie shop in the village in the company of older males, way after 23:00 hrs. It was shocking to watch them make advances to the males with the seemingly established experience of pros.

And the young men apparently could not match their food and cash demands, so the girls left with the older of the two swishing her skirt.

Residents of Calcutta are hoping higher authorities look into the situation. Some are suggesting the girls be taken to the New Opportunity Corps (NOC) since no one seems to be able to control them.

n a simple but significant opening ceremony yesterday morning in the auditorium of the Police Officers' Training Centre, Camp Road and Young Street, Eve-Leary, 66 Subordinate Officers of the force began a six-week training for Station Management and Newly Promoted Ranks.

Delivering the feature address and declaring the courses open, Commissioner of Police, Leslie James DSS, DSM, urged the ranks to maintain professionalism and to be proactive.

He implored them to see themselves as being very much important to the Force.

“From this day forward, we would like to see a change in your approach to your duties, we will like to see commitment as you execute your daily routine.

“We would like to see professionalism when you are engaging with your peers, when you are engaging with your colleagues, as more importantly when you are engaging with members of the public and our communities,” the Commissioner underscored.

James reminded the ranks on the Station Management Course, which is mainly for Sergeants, that many corporals are on the course, because they have been identified by the Force's Administration to deal with station management.

“We would like to see when you are in the enquiries offices across the country you take charge of those offices and to ensure that there is no recklessness.

“Ensure that you and

your subordinates understand very clearly that we have Standard Operating Procedures and our Standing Orders to follow and m a i n t a i n , ” t h e Commissioner said.

They were reminded by the Top Cop that when a person with injuries goes to any police station or outpost, it is the duty of the police to take that injured person to seek medical attention.

A stern warning was given to the ranks to desist from entertaining relatives or persons who go and ask for their family members to be placed in custody.

“Do not engage in the kind of performances where persons are coming to police stations and asking for you to take their relatives into custody because they are behaving 'bad' or having imbibed.

“That is not your role, you are to have clear instructions and clear understanding of your functions, roles and responsibilities; behaving bad is not an offence. When that person is taken into custody it has implications for us,” Mr. James stressed.

Motorists were also warned not to offer any bribe to the police and then go around saying that the police taking bribe.

“Once there is no offer, there won't be any acceptance. It goes both ways. We will be coming after you - those of you offering. You cannot be offering to police and then say the police taking bribe.

“It is simple;, do not commit offences. If you do not have a tint permit, it simply means you cannot carry tint on your vehicle.

When you driving on the public road, there are markings and signs and having being trained as a driver you must understand what you should and should not do.

“If a police man stops you for committing an offence and you decide to offer him a bribe and he accepts, both of you are guilty of corruption, it is not a one way exercise.”

The Commissioner also told the ranks, “If you are not comfortable with your salaries, leave the job, because you came on having being told what the job has to offer as it relates to salaries.”

As of March 2019, the Guyana Police Force has seen a much reformed and developed force as a new

three-year strategic plan 2019-2021 has been rolled o u t .

The Strategic Plan will be focused on strategic priorities including Operational Priorities, Human Resources, Partnership, Performance and Infrastructure.

There are eight national objectives- Crime, Confidence, Effectiveness and Efficiency, Professionalism and Legitimacy, Continuous Engagements, Human Resource Management, Building Improvements and Engagement with Stakeholders and Communities.

Additionally, there will be Monitoring and Evaluation which will be

done by the Head of the Strategic Planning Unit of the GPF. There would also be the formation of a Change Team consisting of the Minister of Public Security, Commissioner of Police, members of the Force's Executive Leadership Team and Selected Officers; this team main task is to ensure that the performance and the duties of the Force are being properly carried out.

It was alleged that on April 3, 2019 at Tabatinga Lethem, Jarvis had in his possession 53.74 kilo of cannabis and 1.59 kilo of cocaine for the purpose of trafficking.

that on April 3, 2019 at Tabatinga Lethem, Jarvis attempted to pervert the course of justice by handing over to Samuel Chapman $180, 000 to drop the narcotics investigation.

Jarvis was represented by attorney-at-law Jerome Khan who entered an unsuccessful bail application for his client.

According to the attorney, the accused is 44 years old from 100 Tabatinga Lethem. He is the father of three.

The attorney said that according to his instructions his client was at home when he received a phone call from Chapman asking him for $200,000. Being a Good

Samaritan to his fellow businessman he went to the home with the money where he was arrested upon arrival.

However, police prosecutor Gordon Mansfield related a different story to the court as he presented the facts of the charges. He was noted that police ranks at Lethem acting on information received, went to a location at Tabatinga, Lethem about 19:30hrs on the day in question.

ire yesterday, Monday, destroyed a wooden building at Lot 114,Third Avenue, Bartica. The building was home to Neil and Michelle Garraway and their threeyear-old son, Brent Garraway.

The fire started at around 11:00

hours when the toddler, Brent, who was thought to have been asleep, was said to have been playing with a cigarette lighter. He eventually ignited a mattress. The flames rapidly engulfed the wooden house.

Neil, Michelle and Brent were fortunate to escape the fire without

injuries. Neighbours, after observing fire and smoke emanating from the building summoned the Bartica Fire Service Chapter. The firemen arrived and effectively contained the blaze, in the process preventing it from destroying the nearby buildings.

Minister Simona Broomes who was in the municipality at the time, visited the Scene in the aftermath of the fire. With her was Mr Gordon Bradford, Regional Chairman of Region Seven; and Mr Oswald Pitt, Assistant Superintendent of Police, and Officer in Charge of the

Bartica Police Station.

Mosquito infestation halts classes/exams at Freeburg School

hile teachers a t t h e Freeburg Secondary School, Norton Street, Georgetown, were yesterday forced to conduct classes outside of the building, classes and three major examinations had to be halted as a result of a prolonged mosquito infestation.

At the school yesterday, teachers were seen leaving the institution, even though it was just after midday. Some teachers were not pleased that there were still some students engaged in an important examination inside the building, lamenting about the mosquito bites they had to endure in the process.

They blamed it on inexperienced construction men and plumbers who were solicited to do repair works at the school. They said that the area most affected involved several classrooms on the bottom floor which remained water logged for weeks because of bad plumbing and sewerage works.

A reporter who attempted to take photos of this area was soon attacked by swarms of mosquitoes.

Some teachers informed that the school has no cleaner on duty, and that the cleaner only came once or twice per month. They added that the water tanks from which

“It was brought to the attention of the Ministry of Education that there is an issue concerning mosquitoes affecting the Freeburg Secondary School.

“As it relates to that issue, an officer of the Department of Education was contacted, and based on information received, please note the following since this is the last week of the school term.

“Parents will be asked not to send their children to

the school while efforts are made to address the issue before the new school term begins.”

The examinations that were not written this term will be done in the new term, according to officials.

Minister Norton impressed by works on Synthetic tracks “I am very impressed with what I see and I am quite excited for it to be completed and be in use,” said Minister of Social Cohesion, Dr. George Norton.

His comments came after visits to the synthetic tracks being constructed at Linden in Region Ten and in Berbice, Region Six. Dr. Norton, who holds t h e r e s p o ns i b i l i t y f o r Culture, Youth and Sport, was accompanied by the Ministry's Permanent Secretary, Ms. Melissa Tucker; and the Assistant Director of Sport, Ms. Melissa Dow-Richardson.

The team visited the Region Six site at New Amsterdam on Thursday and the Region Ten site at Wismar, Linden site on Friday.

During both visits, Minister Norton inspected

the works being executed and questioned the contractors in relation to what he saw on the ground.

“I am no expert in engineering, so it was important that I asked the right questions so that we know what exactly are the works happening on the ground. We had to visit to ensure that what is reported to us is actually what is taking place,” Minister Norton said.

The Minister expressed s a t i s f a c ti o n w i t h t h e thoroughness of the contractors and workers in relation to answering questions and explaining details of the project.

“This is a good sign. It tells me that these are workers who are confident and keen about their work. I am very happy with the way this project is going. So far, it

CCJ to rule on applications in GRDB's appeal against $99M judgement

T

he Guyana Rice Development Board (GRDB) has appealed to the Court of Appeal against $99M judgment which was granted earlier this year to Essequibo rice miller, Arnold Sankar.

Sankar had sued the State entity over a breach in an agreement.

However, through his Attorney-at-Law Anil Nandlall, he has moved to the Caribbean Court of Justice (CCJ) where he is seeking special leave to appeal against the decision of the Court of Appeal, to extend time to file the appeal.

He is also seeking leave to appeal on the basis that the delay was excessive.

Following a lengthy hearing last week, the CCJ will make a ruling on the

applications being sought by Sankar.

The lawsuit was filed by Nandlall and Associates on behalf of Sankar of Arnold Sankar and Sons Rice Mills of Airy Hall Essequibo Coast.

A c c o r d i n g t o information, the milling company entered into an agreement with GRDB, which requested the company to purchase as much paddy available on the market at a price between $3,000 and $3,300 per bag.

GRDB had allegedly promised and agreed that it would purchase the paddy from the company at a price of US$490 per metric tonne.

But GRDB is said to have failed to deliver on its promise, resulting in the milling company filing action in the High Court.

In July, 2017, High Court Judge Diane Insanally refused to grant judgment in the sum of $99,670,273 to the milling company after it requested that the matter be completed on the basis of a late defence filed by lawyers representing the State entity.

Sankar, being dissatisfied with the decision appealed to the Full Court of the High Court before Justices Jo-Ann Barlow and Simone Morris-Ramlall who ruled that Justice Insanally ought to have awarded judgment at that point as she would have become dutybound to do.

The Full Court granted judgment to Sankar to the tune of $99,670,273, which allegedly amounted to monies he lost as a result of the breach in the paddy supply deal.

Man freed of raping boy, 6

e sat in the prisoners' dock with his head bowed for about 10 minutes awaiting the arrival of the jury yesterday at the High Court in Georgetown.

Jarrell Duke, 21, soon after breathed a sigh of relief after the jury informed him that they had found him unanimously not guilty of raping a six-year-old boy.

At the announcement of the verdict, trial Judge Brassington Reynolds, urged Duke to take the opportunity to go on in life in a way that would bring honour and glory to whatever God he serves.

"This is the closest you would want to come to a life sentence." The Judge told him that only the "good Lord" knows what transpired between December 14 and December 18, 2013, when the young boy was alleged to have been raped.

Based on the facts, Justice Reynolds told Duke, "Some strange things happened that night at your home. It is my recommendation to the parents involved that the children get professional intervention."

Jarrell Duke Duke was represented by Attorney-atLaw Ravindra Mohabir, while the case for the State was presented by Prosecutors Lisa Cave, Seeta Bishundial and Sarah Martin.

GRDB was ordered to pay interest at a rate of six percent per annum from November 7, 2016, when the writ was filed, to the date of judgment, which was passed in April, 2018.

Further, GRDB was ordered by the Full Court to pay interest at a rate of four percent per annum from the date the judgment was passed until the amount has been fully paid. Sankar also secured $249,963 in High

Court costs, as well as $50,000 in costs from the Full Court.

In its appeal against the Full Court ruling, which was filed last month with the Court of Appeal, GRDB argued that the learned trial judges of the Full Court erred and misdirected themselves in law when they failed to consider that they had no jurisdiction to award judgment for unliquidated damages in favour of Sankar.

GRDB is of the view that judgment was granted in favour of Sankar on the basis of a specially endorsed writ, and Justice Insanally acted correctly, lawfully and properly when she declined to award judgment in favour of Sankar.

A c c o r d i n g t o information, at the time of purchasing the paddy, GRDB provided the milling company with $60M which was handed over to some of the farmers from whom the paddy was purchased under the aforesaid agreement.

H o w e v e r, t h e s u m advanced, Sankar claimed, was not enough to pay for the entire paddy purchased. It was revealed that “this was known to the officers of GRDB, who accepted and acknowledged delivery of all paddy purchased by him under this agreement.

Pursuant to and as a part performance of the said agreement, the officers of the GRDB requested Sankar fully pay the remainder to the farmers and promised, undertook and agreed to repay them from the proceeds to be received from the sale of the said paddy.”

Acting and relying upon the undertaking, Sankar therefore purchased 32,622 bags of paddy, equivalent to 2,121 tonnes, at the purchase price of $90,749,215.

upon the said warranty, guarantee, promise, undertaking and agreement, applied for and obtained overdraft facilities from the Guyana Bank for Trade and Industry (GBTI) Limited and from that facility Sankar paid to the unpaid farmers the balance of $30,749,215.

In breach of the said agreement, on May 5, 2015, the GRDB only accepted delivery of 813 tonnes of paddy, leaving a balance of 1308 tonnes of paddy. The value of the 813 tonnes of paddy was the sum of $21,447,467.

The miller applied for and obtained overdraft facilities from the Guyana Bank for Trade and Industry Limited and from that facility he paid to the unpaid farmers the balance of $30,749,215.

Sankar had sent several requests to the Rice Board to accept delivery of the remaining 1308 tonnes of paddy.

As a result, the miller was forced to sell the remaining 1308 tonnes of paddy to CRice Inc. of Water Street, Georgetown, at the price of US$225 per tonne because the paddy was on the verge of spoiling.

fire of unknown origin on S u n d a y , completely destroyed a twostoreyed wooden building where a couple and their two children lived, The fire broke out at 11:30 am at Number 57 Village, Corentyne, Berbice.

According to Marcia Portman, she was downstairs with her daughter in the kitchen when she noticed smoke emanating from the back of the house.

"Both me and my daughter run out the house to see where it coming from and then I see it coming from the upstairs. I run in back to see if I could go upstairs

because we got an inside step but the stairway was already black with smoke so I tek me daughter and run out," she said.

The woman explained that she ran out of her yard and alerted neighbours who immediately contacted the fire service, which arrived 30 minutes later. By then the building was already completely consumed by the fire.

"By time they come everything already burn up," Portman added.

The woman who is a domestic worker, said the building was not theirs but rather her husband's relatives

who had left the house for them to live and take care of.

Their children, ages 12 and 6, are left with the clothes on their back.

All of their school supplies and clothing were burnt in the inferno. The 12year-old boy attends the Skeldon Line Path Secondary School while the six-year-old girl attends the Number 57 Village Nursery.

Portman had told this publication that she is still trying to figure out how the fire started but noted that there was nothing alight in the upper flat nor was she experiencing trouble with electricity.

Defence to present no case submission in Subryanville hotel shooting

Forty-five-year-old Erwin Bacchus, of Fifth Avenue, Subryanville, is currently on remand for the offence before Principal Magistrate Judy Latchman in the Providence Magistrates' Courts.

Bacchus was not required to plead to the indictable offence which stated that on August 4, last, he murdered Jason De Florimonte.

Last Friday special prosecutor, attorney-at-law Dexter Todd, closed his case on behalf of the state after disclosing the post mortem report to the court.

Todd was assigned to the case by the Director of Public Prosecutions (DPP) instead of a Police Prosecutor after De Florimonte's relatives complained to the Police

Complaints Authority and the Crime Chief about several alleged discrepancies involving the manner in which the case was being handled by the police.

The lawyers for the defendants are contending that their client was trying to defend himself after he was attacked by De Florimonte who was at the time allegedly armed with a knife and a rolling pin.

However, the police stated that on the day in question, around 01:00 hrs, De Florimonte, 30, of Lot 96 Fifth Avenue, Subryanville, was seen abusing a female and the handyman went to part them. Soon after, an argument ensued between them.

Small contractor questions Govt. selective award of contracts A

small contractor is questioning the manner in which contracts are awarded by the State. The contractor, who spoke to Kaieteur News on the condition of anonymity, raised questions about the award of contracts at the level of the National Procurement and Tender Administration Board, (NPTAB).

The contractor complained of the selection process, which he says, favours large contractors.

“Whenever the government puts out tenders for big projects, the projects most likely find themselves in the hands of the big contractors, even though small contractors offer to do the work for far less.”

The businessman has been managing a private construction firm for 20 years. He started bidding for Government contracts a few years ago.

The contractor says the experience with NPTAB has left a bitter taste in his mouth. He believes that s o m e l e v e l o f underhandedness is at play at the Tender Administration Board.

His comments come days after a staff member of NPTAB was sent on leave to facilitate a police probe into an alleged incident of bid tampering.

According to the businessman, there are numerous instances where the award of contracts by N P TA B h a s ' r a i s e d eyebrows' of smaller contractors.

He highlighted one scenario in which he believes he was duped out of a contract. The contract was eventually awarded to a well known big contractor.

In 2017, I put in a bid for the contract to build the Ministry of Finance Annex.

My bid was $186 million and the contractor who won the bid Courtney Benn Construction, tendered $228 M. “My offer was far below the threshold---engineer's estimate-- and I could have done the project for less yet they overlooked me and the other small contractors.

“It leaves me to question by what measure are these contracts given. Is there transparency, fairness and accountability at play or are we losing because of dishonesty?”

multimillion-dollar annex is being constructed at the site of the former sports club of the Guyana National Cooperative Bank (GNCB), on Winter Place and Croal Street in Georgetown. The annex will house the ministry's training room, a sports complex, a gym and the Camp Street valuation office.

NPTAB which falls under the purview of the Ministry of Finance is responsible for among other things, the opening and processing of bid documents from contractors and suppliers.

Last week, a longserving official of the Board was sent on additional leave as police continue their probe into an alleged incident of bid tampering.

At least two staffers of the NPTAB were asked to visit the police headquarters at Eve Leary where they were questioned about what they knew.

The police also called in the Procurement Officer, who has been years with NPTAB and who is at the centre of the probe, for questioning. He reportedly came with his lawyer.

The matter of the bid tampering for the tender, from the Ministry of Public Infrastructure, has caused it to be pulled back.

The matter had dragged in the Finance Ministry, raising questions about how extensive the wrongdoings were.

The Commission, which is the body to investigate wrongdoings in the handling of state contracts, had written the NPTAB asking it also to explain why they were not apprised earlier that there was a problem.

NPTAB acts as a sort of clearing house for accepting bids from ministries and state agencies, processing and recording them.

Over time, the NPTAB has been accused of wrongdoings, including collusion with contractors.

Until now, the NPTAB has not issued an official statement.

In fact, it was only when approached that Finance Minister, Winston Jordan, disclosed that a report has been completed with the matter being addressed by the Finance Secretary,

Jordan admitted that “some irregular activities” occurred.

Asked about whether he is worried about the breaches after the Coalition Government had vowed to clean up things at the Tender Board, on being voted in May 2015, Jordan was clear.

“You will always be worried. As we said, no system is fool proof but luckily we had a system here that actually caught some irregular activities.”

He said that there is evidence that some “irregular activities” happened at “irregular times”.

It was reported that a Senior Procurement Officer of NPTAB, who has been there for years, was sent on administrative leave almost five weeks ago.

This was after he was reportedly caught on camera taking bid documents from a secured room at NPTAB. It was reported that NPTAB, which oversees the opening of bid documents from contractors and suppliers, processed a number of them.

The documents were then stored in a special room.

Copies were reportedly also in the custody of a senior manager.

Hours later, the staffer sought permission to enter the room, something that is unusual.

Rather, under the control system, the officer should have requested documents and sign for them.

here are several tactics emerging oil producers like Guyana can employ to maximize the participation of local firms in the oil and gas sector.

One of the most effective ways is through the modification of the procurement strategy that governs the sector. This is according to the International Petroleum Industry Environmental Conservation Association (IPIECA).

Headquartered in London, IPIECA develops shares and promotes good practice and knowledge to help the oil and gas industry of countries improve environmental and social performance.

According to IPIECA, there are several modifications a country can make to ensure local businesses are given a fair advantage. It outlined one option to be Reservation or 'set asides' provisions which mandate that only qualified local firms are allowed to bid for certain contracts.

IPIECA also said that the procurement strategy can be improved by providing local companies with additional information, reducing the size and complexity of the scope, or simplifying procedures or processes to

make it more likely for them to participate in the procurement process.

The Association said that modifications can be made to the Bid Evaluation Process to help businesses have more participation. In this regard, it said that the General Preferencing provision can be used. This allows for a local bidder to be selected when it is relatively close to other competitors on quality and price.

Another effective change which can be made to the evaluation process is called Price preferencing. This allows local bidders to have a set preference figure discounted from their tender price. IPIECA said that this provides a price advantage against outside competitors.

S i g n i f i c a n t l y, t h e Association said that feedback should be given to unsuccessful bidders.

IPIECA said that this enables local firms to improve and can also lessen potential grievances on the part of unsuccessful bidders.

The call was reportedly from someone by the name of Marlon. Chapman engaged in a conversation with the caller who allegedly promised to pay $1.2M to have the narcotics returned to him. However at the time he only had $200,000.

Prosecutor Mansfield further stated that since Chapman was arrested he had claimed that the narcotics belonged to the

defendant. Chapman was released from police custody and a sting operation was set up in which he was followed to his home.

Jarvis reportedly showed up at the home shortly after and handed over the sum mentioned in the charge.

The prosecutor added that given advice by the Director of Public Prosecution (DPP) the charges were made out against Jarvis. None was made for Chapman.

The prosecutor objected to bail for Jarvis. This submission was upheld by the magistrate who remanded the accused to prison and adjourned the matter until April 18, 2019 where it will be called again in the Lethem Magistrate's Courts.

car race in the wee hours of yesterday morning ended when one of the vehicles crashed into the yard then ploughed into the home of an elderly couple at De Kenderen, West Coast Demerara (WCD) leaving the family traumatized.

According to reports, the driver Dushaant Ramsundar, from Tuschen, East Bank Essequibo, (EBE) was driving motorcar PSS 2685 at the time of the accident.

It was said that he was racing with two friends around 01:00hrs when he lost control of his vehicle and crashed into the fence of the yard. The vehicle then slammed into the veranda of the house located on the De Kenderen public road.

Further reports indicated that after crashing the vehicle, Ramsundar allegedly made good his escape from the scene. He went to the Leonora Cottage Hospital where he sought treatment for his injuries.

The suspect: Dushaant Ramsundar He then went home and reported to his father what had transpired. The father showed up to the scene and he revealed his son's identity to the victims.

At the time of the accident, the owners of the house, elderly couple Thelma and Rupert Greenidge were at home with their granddaughter and her son. Luckily no one received any injuries.

Investigations are ongoing into the matter.

These include business training in bids and contracts, ethics, financial management, supply chain management, human resources, marketing and communication; and business planning and quality management.

It also provides advisory services which includes oneto-one advice and mentoring

to companies to improve managerial efficiency and quality of service delivery, as well as specific guidance on bid submission and postcontract support.

And that's not all. CAE also acts as a liaison between multinational company procurement departments and registered Angola clients.

This is implemented by channeling procurement announcements to registered suppliers to gauge interest and capacity, and then providing a list of capable candidates to the company soliciting competitive bids for a specific product or service.

IPIECA notes that through this initiative which also saw modification of the procurement strategy, allowed for local businesses to benefit substantially.

Health Ministry refutes findings of IDB report on issues affecting Indigenous People A report that was published by the InterAmerican Development Bank (IDB) in February had highlighted that there are a number of issues affecting Guyana’s Indigenous villages, one being poor healthcare.

But the Ministry of Public Health is refuting many of the findings the IDB had in this regard.

The Ministry recalled that the IDB report said that in Baramita, “dengue is the most commonly reported illness, while in Waramuri, several different unclassified cases were reported.” The Ministry stressed that this is not so.

It said that the epidemiological profile for Baramita shows that Malaria, Acute Respiratory Infections, Acute Gastroenteritis, and Non-communicable Diseases (for example hypertension and diabetes) are the health conditions that impact that community. It said, “To substantiate this, currently, in Baramita, microscopy testing and treatment are done. In 2017, the Ministry of Public Health (Vector Control Services), with the Regional Democratic Council conducted a mass net distribution. Currently, there are two Community Health Workers in training who would have received rapid

diagnostic testing ( RDT) for malaria and they are also in training for treatment of malaria.”

The Ministry also deemed as inaccurate, the finding by the IDB report that malaria is endemic in St. Cuthbert’s Mission. Contrary to the IDB report, the Ministry categorically stated that in Muritario, there are no reported cases of tuberculosis while noting that there has always been a Community Health Worker there for the past 15 years.

It said that visits by the Medex were done every eight weeks and for the past two years and on a monthly basis by a doctor.

According to the IDB report, diarrhoea was most the frequently reported case in Santa Aratak Mission, and Waramadong. The Ministry noted that indeed, Santa Aratak Mission was plagued with the prevalence of diarrhoea but not in the past two years.

It said that this was mainly because of difficulties in getting to access potable water. Recently, the Ministry said that there have being water wells and the practice of rain harvesting continues to be done with hygienic measures being put in place.

The Ministry said that based on the epidemiological

profile of the Upper Mazaruni, the most common conditions reported are Upper Respiratory Infections especially in children, and skin conditions that affect both adults and children.

It said, “Occasionally there are sporadic cases of gastroenteritis. Diarrhoea is not the most frequent condition in Waramadong. Of significance, both Waramadong and Jawalla are health posts that have the privilege of doctors being placed there to execute a higher level of care.

“A health post is a level one facility and as such a Community Health Worker is usually assigned to such facility. The fact that we have fully qualified doctors in those areas means to say that diverse disease conditions can be easily detected and managed. The Ministry of Public Health based on its mandate deployed doctors to those areas given the nature and types of activities that take place there.”

The Ministry added, “The article claimed cold and flu were most frequent in Moraikobai. Hitherto, this is the only area whereby reported information seems to be correct. Based on confirmed reports, there has been an increase in the number of cases of cold and flu.

“An estimate of cases from December 2018 to March

2019 revealed that currently there are approximately 140 cases.”

MEDICALSTAFF IN THE VILLAGES The IDB report which is based on a 2014 survey said that the lack of adequate numbers of full-time medical personnel is an important issue that needs to be addressed to improve the health and wellbeing of the residents of these villages.

In this regard, the IDB pointed out that with respect to part-time medical personnel, it was found that seven of the 11 villages were discovered to have at least one part-time doctor. Five had part-time dentists, three had part-time medics, three had part-time nurses, and none had part-time midwives or health workers. Baramita, Waramuri, St. Ignatius, and Muritaro had no part-time medical personnel.

Considering the aforementioned, the Ministry explained that health facilities are staffed according to the LEVEL of services they provide. The Ministry said, “In Guyana, we have five LEVELS of facilities beginning with the health post (LEVEL 1 facility), which is located in most of our indigenous communities and is usually managed by a Community Health Worker (CHW) who is trained and authorized to provide some basic care and focus on health

promotion and prevention, with the option of referring a patient to the next levels if need be. The highest facility being LEVEL 5 facility (the GPHC) would offer secondary and tertiary health care services.” It added, “All the communities mentioned have health facilities which are currently being managed by at least, a CHWs. A d d i t i o n a l l y, Waramadong, Waramuri, St. Cuthbert’s Mission, Jawalla and Baramita have all been enjoying the services of a medical doctor over the past four years. The placement of medical doctors in those locations is as a direct result of the Ministry of Public Health’s plan, in responding to the specific/different healthcare needs of the communities, and it is done on a priority and resource availability basis.”

In addition to this, the Ministry said that other

communities have health facilities ranging from LEVEL #1 and LEVEL #2. The Ministry said that those facilities would have been staffed with the appropriate level of staff base on the level of the health facility.

“For example, a Community Health Worker works at a level one health facility which is a health post.

However, in a few areas where the communities have large population, to ensure accessibility in health care, one may find a doctor working at a health post, as noted in some areas in regions one and seven,” the Ministry said. The Public health Ministry also said that it continues to review the annual plans being presented by the various regions to ensure that they are done in keeping with the guidelines as stated in the national strategic document (Health Vision 2020).

US urges peaceful reaction to CCJ UNICEF urges regional countries rulings on no-confidence vote to protect undocumented New US ambassador to Guyana, Sarah-Ann Lynch, has urged Guyana to have a “peaceful” reaction to the impending ruling at the Caribbean Court of Justice (CCJ) on the no-confidence vote which triggered early elections.

In her first interview with the country’s newspapers, Lynch declined to speculate on the likely outcome.

One thing is clear…the US embassy stands steadfast…firm in respect for democratic institutions, and democratic processes, she stressed.

According to the ambassador, she has been heartened in just over a month in Guyana.

“The political leaders that I have discussed this issue with, both in the current government…in the Opposition, and other

political parties also indicated that they would respect this ruling and there will be a peaceful reaction to it,” she said.

The official, said to be only the second female US ambassador to Guyana, would come at a testing time…when Guyana is about to start producing oil commercially and when the country is facing fallouts from a unprecedented noconfidence vote that was carried on the evening of December 21.

“So I am hopeful that will happen and that all political parties and citizens will react in a peaceful way,” she urged.

The diplomatic community has been nervous over what has been a testing period for Guyana.

“As I have said publicly on several occasions, the policy of the government of Trinidad and Tobago for non-nationals has always been to provide primary health care services, public h e a l t h i n t he area of vaccinations, and we continue to do that,” he said in response to a question from an opposition legislator as to whether or not the government is providing funds to the health sector to accommodate the influx if Venezuelans.

He said in addition, the Venezuelans could receive free treatment at the Accident and Emergency health facilities and well as receiving treatment for noncommunicable diseases.

“That is the stated government policy to deal with the health concerns of Venezuelan migrants and all migrants,” Deyalsingh added.

Scores benefit from Subraj Foundation-facilitated eye care outreaches Within a six-day period three eye care clinics were conducted in the three counties of Guyana. Free eye screening was conducted and hundreds of spectacles were distributed to residents at no cost to them.

The activities compliments of the US-based George Subraj Family Foundation Team in collaboration with the Department of Ophthalmology of the Georgetown Public Hospital Corporation [GPHC].

The visiting team offered its services during the period March 27 through April 1, 2019 and included the family of the late Philanthropist and business mogul, George Subraj. The foundation team members/ coordinators are Subraj’s wife, Gloria; children: Tony and Jasmine and his close friends: Jay Jainarine and Richard B. Mahase who are elated that a number of milestones were accomplished during this recent trip.

According to information filtered to this publication by Head of the GPHC Ophthalmology Department, Dr. Shailendra Sugrim, a number of residents who benefited from the free clinics had their eyes tested for the first time. In fact, he disclosed that “some of these patients were found to have uncontrolled diabetes and hypertension because the team also conducted blood pressure and blood sugar testing.”

He said, too, that patients were counselled on how to seek assistance to manage

Clinics, Dr. Sugrim said, were held at Wales, West Bank Demerara, Wednesday March 27, 2019 where 350 patients were seen; Bartica, Essequibo on Friday, March 29, 2019 where 60 patients were seen and at the No. 70 Village, Berbice, on Sunday March 31, 2019 where 250 patients were seen.

He said that the GPHC team consisted of ophthalmologists, nurses and optometrists who volunteered their time during the clinics.

The last day of the eye clinic, Dr. Sugrim shared, also consisted of an ophthalmologist and optometrist from the Woodlands Hospital.

From all indications, Dr. Sugrim said, “Residents were very appreciative for the free spectacles given and for the opportunity to have their eyes screened and tested in their regions.”

L a s t D e c e m b e r, t h e Subraj Foundation also worked closely with Cornea Specialists, Dr. Joseph Pasternak of Washington, and the Lions Eye Bank to procure emergency corneal transplant tissues for a one-eyed patient who was about to lose his only seeing eye.

He had developed an infection of the cornea [fungal keratitis].

According to Dr. Sugrim, “Tony Subraj, President of the Subraj Foundation, acted immediately to purchase and ship the desperately needed corneal tissue immediately to Guyana to save the patients only functioning eye.”

The current state of affairs is that the patient is now about to use his eye to move around and perform his daily tasks without assistance, Dr. Sugrim related.

A further four corneal transplants were done last February by GPHC surgeons.

This, according to Dr. Sugrim, has resulted in a total of 88 Corneal Transplants being successfully completed at the GPHC through close collaboration with the Subraj Family Foundation.

This relationship with GPHC was started by the founder of the foundation – the late George Subraj. The foundation, on an intermittent basis, continues to assist with the provision of corneal tissues for sight-saving surgeries at GPHC. The GPHC Ophthalmology team was trained by US-based Corneal Specialists to perform these surgeries independently.

Sugrim said, include a table-top tonometer and a hand-held tonometer which are necessary equipment that aids eye care professionals to test the intraocular pressure [eye pressure].

The third equipment is a Corneal Topographer - an

instrument that scans the cornea and aids in diagnosis of corneal diseases and also

in management of cornea patients after cornea transplant surgery.

The GWA has set up its Inter-School Wrestling Committee in Region 6 and plans to have one in every Region in Guyana in the near future.

These committees will oversee wrestling in the respective Regions.

For future plans the GWA wishes to have schools/clubs tournament, followed by the inter-school championship in the respective Regions, then its national championships to select a national team which will then represent Guyana in the international games.

Muguruza retains Monterrey title as injured Azarenka retires (Reuters) - Spain’s Garbine Muguruza successfully defended her Monterrey Open title on Sunday when Victoria Azarenka retired injured from her first WTA singles final in three years.

Second seed Muguruza was leading the match between the two former world number ones 6-1 3-1 when Azarenka decided she was unable to continue because of an injury to her right leg.

“It’s unfortunate I couldn’t give my best today, but I tried my hardest,” a tearful Azarenka, who had not previously reached final since the birth of her first child in December 2016, said at the presentation.

The first match of the weekend ended in a 2-2 draw between Lazio FC and River’s View.

Ezekiel Skeete and Troy Parris were the players on target for Lazio, while River’s View got both their goals from Jermaine Mitchell.

Mavindra Dindyal struck a fine century to lead the Guyana Cricket Board (GCB) Select U15 team to a 44-run victory over Essequibo when the GCB Bel Air Rubis Inter County U17 50-over tournament commenced yesterday.

Dindyal anchored the innings after pacer Sheldon Charles removed openers Jadon Campbell (02) and Rampertab Ramnauth (10) to reduce the U15 side to 35-2, batting first at Enmore. Left arm spinner Ryan Atkinson had Tameshwar Mahadeo (00) stumped before Dindyal and Alvin Mohabir steadied the innings with a fourth wicket stand of 67. Dindyal capitalised on some below par fielding from the Essequibians who floored several catches as he accumulated on both sides of the pitch with some sweetly timed boundaries and sensible rotation of the strike.

The right-handed Dindyal struck nine fours before he was caught off Ronaldo Scouten for 104. Mohabir who played the supporting role well, hit two fours before he bowled by Abdul Nadir for 29 while Zachary Jodah was run out for 13 as the Essequibians managed to restrict the scoring somewhat in the latter stages of the innings, limiting the U15 side

Mavindra Dindyal for 188-7. Charles claimed 219 while Atkinson took 2-39.

Pacer Isaiah Thorne trapped Nadir lbw without scoring as Essequibo lost their first wicket with the score on 11. Charles and Scouten then took the score to 41 before Scouten who struck two fours was lbw to Matthew Pattaya for 14. But Charles timed the ball well on both sides of the pitch and along with Azizi Christiani put Essequibo on course for a successful chase with a third wicket stand of 58. Charles hammered four fours and one

six before he was lbw to Krsna Singh for a top score of 52 before Singh also removed Aryan Persaud for four, leaving the score on 105-4.

Seven runs later, Singh had Christiani caught for 24 to trigger a collapse as Essequibo were bowled out for 144 in 42.3 overs. Only Wazim Mohamed (16) and Jason Holder (11) of the remaining batsmen managed double figures as Singh claimed 4-26 while Mohabir snared 3-13. Dindyal was named man-of-the-match.

On Sunday 28th April, the Rose Hall Town Youth and Sports Club, MS Guyana’s leading youth and sports organisation would be hosting its 29th Annual Award Ceremony at its Head Office. A total of forty club members would be specially honoured for their contributions and performances on the cricket field and in assisting the Rose Hall Town Youth & Sports Club to successfully complete over 900 activities over the last fifteen months.

Club Secretary/CEO Hilbert Foster and Asst Secretary/CEO Simon Naidu head the planning committee for the event and have both expressed confidence that all plans would be in place. This year a total of $2M worth of trophies, medals, framed certificates, prizes and gifts would be shared out instead of the usual $3M due to the Club’s heavy investment into Berbice Cricket and increased expenses on the cricket field due to the large amount of tournaments organised by the Berbice Cricket Board.

On Tuesday last, the organising committee received donations from Canadian Surplus, The Gift Centre, John Lewis Styles, Namilco, Factory Price, Da Silva Optical, Gizmos & Gadgets and H.A Snacks Co. Ltd. Namilco donated fifteen hampers and $60,000 worth of trophies, while the Providence based Canadian Surplus donated a large quantity of educational

materials and two coffee makers. Gizmos & Gadgets, official sponsor of the Club’s First Division Team, handed over three Smart Watches, while The Gift Centre and John Lewis Styles donated luxury watches and other gifts.

Factory Price contributed 40 medals towards the honouring of the cricketers, while H.A Snacks Co. Ltd donated several hampers, Dr. Phillip Da Silva of Da Silva Optical contributed financially.

Naidu expressed gratitude to each of the donors and stated that over the last twenty nine years, the Award Ceremony has served as an inspiration to Club Members to perform at the highest level.

Club Members who receive Awards are use by Management as Role Models for younger members.

National Cricketers Jonathan Rampersaud, Mahendra Gopilall, Jeremy Sandia, Kevin Sinclair, Junior Sinclair, Clinton Pestano, Shemaine Campbelle, Erva Giddings, Sheneta Grimmond, Shabiki Gajnabi are among the expected awardees. The 2019 Award Ceremony would also include honouring the outstanding Teachers, Retired Teachers, Law Enforcement Officers and Medical Personnel. The Club would also use the opportunity to make donations to several organisations and individuals.

Over the last twenty five years, the Cricket Teams of the Rose Hall Town Youth and Sports Club, MS has administered a highly successful Say Yes to Education Campaign as part of their personal development programme.

The Campaign on Tuesday last received a major boost when the National Milling Company (Namilco) handed over thousands of Exercise books valued at $500,000 to the Rose Hall Town Youth & Sports Club, MS. Club Secretary/CEO Hilbert Foster received the donation in the presence of Club Members Simon Naidu and Ravin Kissoonlall. Foster disclosed that the Exercise books would be distributed shortly to schools at the Primary level as part of the Club’s effort to get children to make education the main goal in their lives. He expressed gratitude to the Management of Namilco, especially its Managing Director Bert Sukhai for their confidence in the Rose Hall Town Youth & Sports Club

and its ability to get things done.

Foster stated that the Rose Hall Town Youth & Sports Club and its ten cricket teams strongly believe that education is the Key to Success.

He expressed great concern that many children are dropping out of school at a very tender age and this does not auger well for Guyana’s future. The long standing Sport and Youth Official, who was recently awarded a National Award, stated that every effort must be made to get youths to stay in school and complete their education.

The first round of the Guyana Motor Racing and Sports Club (GMR&SC) Endurance meet finished in controversial fashion as Team Wreckers’ Adrian Fernandes pulled off a thrilling win over Sean Bacchus for the overall title and Bacchus along with all competitors will be revving their machines for round two of the championship which speeds off on the last Sunday of this month (April 28).

The March 3rd event that kicked started the club’s calendar was delayed by over five hours due to some heavy showers in Timehri but the

unforgiving sunshine dried the South Dakota Circuit and action got underway and the defending champion driver tallied 78 laps to narrowly defeat Bacchus who finished 77 laps, both in 1600cc and overall brackets in the twohour long drive.

There was much speculation as to which date the second round of the competition would have been but after the Executive Committee of the club convened last Thursday, it was decided that April 28th will be the date.

During round one action, the unlimited class was won

by Romeo Singh (72 laps) but Motilall Deodass (59 laps) surprisingly finished second ahead of Seejatan. Deodass’ Motor Trend sponsored Starlet encountered problems from the start of the race so he had to race at a decelerated pace throughout the event.

Mohamed Ali (33 laps) was the best driver in the 2000cc class, while Roshan Ali (20 laps) finished second followed by Rafeek Khan in third with 19 laps.

In the 1500cc class, Narendra Mangar (73 laps) won followed by Richard Hamid (70) in second place and Mark Wong (69) in third.

Draw Reveals Groups for the 2019 Concacaf Beach Soccer Championship - Guyana in Group D with El Salvador, Guadeloupe & Belize Miami – The Confederation of North, Central America and Caribbean Association Football (Concacaf) and Beach Soccer Worldwide (BSWW) yesterday conducted the official draw for the 2019 Concacaf Beach Soccer Championship, at the Calle Independencia, in Puerto Vallarta, Mexico.

The 2019 edition of the biannual Concacaf event, which will be held with the support of the Municipal Government of Puerto Vallarta, will have the participation of the 16 best national beach soccer teams in the region.

The two best-ranked teams in the competition will ensure qualification for the FIFA Beach Soccer World Cup Paraguay 2019. The draw,

which sorted the 16 participating teams into four groups, was conducted by Concacaf Chief Football Officer Manolo Zubiria.

The groups for the 2019 Concacaf Beach Soccer Championship are as follows (listed in the order drawn): Group A – Mexico, Costa Rica, Jamaica, Guatemala.

Group B – Panama, Trinidad & Tobago, Turks and Caicos Islands, US Virgin Islands.

Group C - United States, Bahamas, Antigua and Barbuda, Bonaire.

Group D - El Salvador, Guadeloupe, Belize, Guyana.

Guyana will play its first match against El Salvador on Tuesday May 13 followed by a clash against Guadeloupe on Wednesday May 14. Their final group match will be

against Belize on Thursday May 16. After round-robin play, the first and second place finishers of each group will advance to the quarterfinals. Quarterfinals winners will advance to the semifinals. Semifinal winners will automatically qualify for the tournament’s final, as well as the FIFA Beach Soccer World Cup Paraguay 2019.

In the last edition of the Concacaf Beach Soccer Championship in the Bahamas, Panama overcame Mexico in the final, to win its first Beach Soccer title. At that championship, Guyanese Jamal Haynes was named the Scotiabank Best Young Player.

The Guyanese’ lone win was against Antigua & Barbuda, 6-4, Haynes netting a hat-trick.

Led by a fine all round performance from Andre Seepersaud and a four-wicket haul from Skipper Chanderpaul Ramraj, Demerara made light work of defending U-17 Inter-County 50 overs champions Berbice as they romped to an emphatic nine-wicket victory at Bourda in the first round of the Under-17 Inter County 50overs competition yesterday.

After the Court ruled the GCB Executives illegal, the tournament, which concludes tomorrow, is being run by the GCB’s Administrative staff and is being funded through the personal contributions from Lalta Gainda, Nazimul Drepaul, Anand Sanasie, Rahaman “Buddy” Khan and Richard Jodah.

On the field, Seepersaud followed up his 3-6 with an unbeaten 31 from 52 balls decorated with three boundaries and shared in an unfinished 42-run second wicket partnership with the ultra-cautious Renaldo Mohamed who laboured for 85 balls to end on 14 not out as Demerara took 28 overs to

reach 67-1 after the 50 was posted in 24 overs.

The left-handed Matthew Nandu was the only wicket to fall when he was bowled by Johnathon Rampersaud for 11 from 31 balls.

GPL blacks out opposition to win Inter Department Dominoes - Mix Up storm to Inter Club Title

Players focusing in the first round of the Bartica Easter Regatta Inter Department Dominoes Competition at the Bartica Community Center.

Led by the Most Valuable Player of the finals, Clive Griffith with the maximum 18 games, Guyana Power and Light Inc. came out victors of the Bartica Easter Regatta committee Inter Department Dominoes competition on Sunday last at the Bartica Community Center.

Attracting a total of six entities, GPL amassed a total of 84 games to take the top spot ahead of Administration which managed 76 games with Transport and Harbours Department

Setting the stage in the early rounds of the Bartica Easter Regatta Inter Club Dominoes Competition.

(T&HD) stuck in the cellar position as a result of low tide on 68 games.

For their effort, GPL were powered up with a cash prize of $50,000 as the champion along with a trophy with $30,000 (and trophy) and $20,000 presented to Administration and T&HD. MVP Griffith was rewarded with a trophy.

In the Inter Club showdown which attracted seven (7)

clubs, Mix Up was too hot for their rivals to handle, chalking up a whopping 92 games to win the first place prize of $100,000 and trophy.

Lotto played their cards right somewhat correct to end in second place on 78 games and collected $40,000 and atrophy.

Bringing up the rear in third place and not too pleased was Upsetters, they received $20,000 for their effort. The MVP of the Final was Inshan Alam.

The Berbice Cricket Board on Tuesday last launched another cricket tournament as they strive to fulfill their committment to organise as much as thirty tournaments at all levels in 2019. The vibrant Board has already launched tournaments at the Under-15, Under-17, Under-19, Under21, Internal Zones, Primary Schools, Intermediate, Secondary Schools and Second Division levels in the first three months of the year and would be launching several others in the coming weeks.

The new tournament launched was for teams in the New Amsterdam/Canje Sub Zone area at the Second Division level.

The Berbice Cricket Board since Foster’s election in February, 2018, has organised cricket at the Internal Zone level as part of the effort to promote the game at the grass root level. The five Sub Zone areas that the Berbice Cricket Board organises cricket are Berbice River Zone, West Berbice, New Amsterdam/Canje, Lower/ Central Corentyne and Upper Corentyne. The tournament is being sponsored by a group

of overseas based Berbicians named Friends of Berbice Cricket and would be contested by 15 teams.

The teams are: Flying Star Cricket Club, Edinburgh Cricket Club, Mt Sinai Cricket Club, Guymine Cricket Club, Tucber Park ‘A’ Cricket Club, Tucber Park ‘B’ Cricket Club, Young Warriors ‘A’ Cricket Club, Young Warriors ‘B’ Cricket Club, Kendall’s Union Cricket Club, Kendall’s Union Sports Star, Police Sports Club, Goed Bananen Land Cricket Club, Betsy Ground Cricket Club, East Bank Blazers Cricket Club, Rose Hall Canje Welfare Cricket Club and Mental Hospital Cricket Club.

The teams are divided into four zones with the winner of each zone advancing to the semifinals.

The tournament would be played 100 Balls per side with three bowlers allowed to bowl three six balls overs, while two could bowl four overs including an eight balls overs.

A maximum of two fielders would be allowed off the 30 yards for the first five overs and a maximum of five for the rest of the innings.

Clubs are allowed only

two First Division players per game, while all teams are reminded that all players shall be attired in whites. Victoria, BV-B, PlaisanceB and Guyana Water Incorporated (GWI), were amongst the teams to punch their tickets to the main draw of the Guinness ‘Greatest of the Streets’, East Coast Demerara edition, following playoff wins on Sunday.

Witnessed by a sizable crowd at the Haslington Market Tarmac, newcomer Victoria secured two hardfought victories to earn their place in the prestigious competition.

The youthful Victoria unit defeated the experienced Vryheid Lust’s outfit 2-0 on penalty kicks after regulation time ended scoreless. In their second matchup, Victoria needled Paradise-B 1-0.

Meanwhile, former champion BV-B downed Belfield Stars 2-0, while Plaisance-B overcame United Ballers 2-0 on penalty kicks, following a scoreless regulation time interval.

However, GWI would provide the unlikely result of the match-day, dismantling Nabaclis by an impressive 5-

0 final score line.

In other results, newcomer Non-Pareil squeaked past Plaisance-A 2-1 on penalty kicks, after a scoreless regulation time interval failed to decide the outcome.

Former Champions, Melanie-A, got a walkover win over Police-A, while debutants Lilliendaal Hustlers also got a walkover against Police-B. Aurora Knight Riders book semi Trophy Stall supports Guyana Carnival final spot with win over Tap Shattas Domino, Duck Curry Competitions in Linden On a day where the wind was hiding from the angry sun, Aurora Knight Riders romped to a comprehensive 82 runs victory over Tap Shattas when play in the South Essequibo T/20 cricket competition continued last Sunday at the Affiance Cricket Ground.

Inserted to bat on a wicket with lots of preparation moisture, the Knight Riders lost opener Timur Gafoor for 2 off pacer Shazim Saleem in the third over. Ravi Beharry and Deoraj Dindyal then teamed up and enjoyed a honeymoon period with an eye-catching 57 runs second wicket partnership before Dwayne Burrowes broke the honeymoon when he had the left handed Dindyal caught and bowled for 20 at 83-2 in the 9th over.

Garfield Phillips and Beharry continued to bat positively with Beharry being the aggressor and Phillips the accumulator. Left arm spinner Wilton Rodrigues was introduced in the 11th over and was immediately rewarded when Beharry tried to sweep at a full delivery and was bowled for his entertaining 53 which contained six boundaries and three maximums. Anand Manniram (5) and Gangabeharry Ramdanie (6) were quickly removed by the versatile Rodrigues in quick succession. When Phillips (24) was caught at long on off spinner Nissan Khan, Quasie Reedon (19*) and Roddy Spencer (26) tore into the Shattas bowling with some lusty blows with one of Spencer’s sixes travelling out of the ground onto the roof of a nearby house, much to the annoyance of the grumpy owner.

Khan, bowling a nagging line and length, broke the partnership when he had Spencer holding out to long off. Skipper Saieef Ally (18*) and Reedon marshaled the Knight Riders to the end with a 28 runs unbroken eight wicket partnership to see the Knight Riders to 192-7 off their allotted overs.

Rodrigues was the pick of the bowlers with 334, Khan claimed 2-43, while Burrowes 1-34 and Saleem 1-31 were the other wicket takers.

Ravi Beharry Set a daunting 193 for victory, Tap Shattas were given a bright start when Burrowes promoted up the order, dumped Chaitram Ramdanie for a spanking boundary to the mid wicket fence in the second over. However, Ramdanie had the last laugh when Burrowes tried one too many and was taken at long off for 5. Skipper Nissan Khan was then removed by his opposite Saieef Ally for 2 at 23-2.

Ramdanie struck again in his third over when Imram Wahab was dismissed without scoring. Thajnarine Daonarine and Sherkhan Khan then put together a fighting 25 runs partnership before off spinner Deoraj Dindyal had Daonarine caught at mid wicket for 17. Khan soon followed, caught at cover off Ravi Beharry for 15. Wilton Rodrigues hung his bat around for his 13 before Dindyal accounted for him. Shaheed Khan (6) was then bowled by Anand Manniram, while Abu Khan was run out from a direct hit by Manniram for 5 as Tap Shattas ended at 111-8 when their overs expired. Ramdanie grabbed 3-17, Dindyal 2-21, while Ally had 1-12, Beharry 1-8 and Manniram 1-13 to hand the Knight Riders an 82 runs victory.

East Coast Demerara’s Annandale Secondary School defeated Patentia Secondary of West Demerara in the final of the KFC sponsored Inter Secondary School Super 6-over Tapeball cricket competition that was contested last Saturday at the Durban Park Tarmac.In the lead up to the final, Annandale defeated La Bonne Intention (LBI) Secondary in the semifinal stage, while Patentia got past Hope Secondary in the other eliminator.

At the end of the one-day tournament, the

KFC Trophy and medals were presented to the winners Annandale, while Patentia Secondary School team left with the runnerup trophy.Ryan Wong of LBI, Ganesh Persaud of Patentia and Chanderpaul Ranraj of Annandale were presentedwith special prizes for their outstanding performances in the competition.

A total of eighteen schools participated in the competition that was coordinated by James Lewis.

Guyana now has three qualified level one wrestling coaches and one level one referee, these four individuals also participated in a National Federation Workshop, which was made possible by the United World Wr e s t l i n g a n d B a r b a d o s O l y m p i c Association through Olympic Solidarity at the Caribbean Super Week held recently in Barbados. Coaches Qualified at that workshop are Ms. Kerryanne Edwards, Mr. Kobe Bowen and Mr. Marcello Small and referee Mr. Charles Johnson.

It was a packed programme and the

officials of the GWA were well pleased for this opportunity which gives a better insight of wrestling and the many opportunities wrestling has to offer to Guyanese youths.

There’s junior, cadets and senior championships and several games athletes can participate in. Several countries representatives were present at the Caribbean Super Week in host country Barbados, which included Guyana, Jamaica, St Lucia, Bahamas, Suriname and Haiti.
