We have to visit and revisit race relations in

Guyana,sinceitisofsuchsignificancetothe continuity of this society as a peaceful, constructivegroupofpeople. Torepeatwhathasbeenlived withforallofourexistence,weareourownworstenemies. In what could be the best time in our history, we are at our worst, at our weakest. Guyanese animosities and enmities now have neither time nor place, not even the space for calmingdownandconsideringthatwearebeingripped-off andstrippedbarebylocalandforeignexploiters.

Wetakethetime,wemaketheeffort,toaddressourracial issue,andwecouldbeapeopleunitedagainstourexploiters. Ourexploitersimpoverishus,keepuswound-uplikeacoiled spring,sothatwearereadytojumpup,lashout,andmaim fellow citizens held as devilish enemies. Where are we going, where can we go, with a mentality like this? How strong are we, when foreigners scalp us and remove our wealthbythetankerfull,emptyourbankvaults,andallwe are content to do is to beat into submission our neighbours andourcompetitorsforpower,andaplacearoundthetable ofournationalpatrimony?

Weneedaplan,ourcircumstancescallforastructure,our nation requires a programme that is well-thought out, comprehensive,andall-inclusive.

ThesewereamongthepiecesofwhatOppositionLeader AubreyNortoncalledforrecently,whenhesaidthatweneed a race relations plan. In lending his voice and weight for enhanced race relations, Mr Norton said that “a national anti-discrimination agenda must focus on achieving harmonious race relations, women empowerment, equality of opportunity for all, and the minimizing of all forms of racialdiscrimination(“Nortoncallsfornationalplanonrace relations”,KNMarch22).

Wethinkthatthisisatimelycall,onethathasimmense benefits for this country, and all Guyanese. Instead of fightingeachother,wewouldserveournationbetter,andour familiesandfellowcitizensinawaylikeneverbefore,when we come to the clearest realization of where this country is poisedtoday

Wearebeingcalledanoilpowerbysome,whilemanyof ourcitizensarepowerlessintheirfightagainsthunger We areanoilpower,asrated,butwedonotevenhavethepower to address the lopsided and haemorrhaging nature of an oil contract that ruins our prospects, diminishes our present. As much as there is appreciation for Mr Norton’s call, our political leaders (included he himself) must go beyond wordsthatgiveofftherightsoundsinpublic.

There must be those actions by leaders in the PPP/C Government and theAPNU+AFC Opposition that signal a newmaturitythatisevident,apowerfulsinceritythatcanbe felt and believed, and the genuine commitments that are tangible,whichcouldleadusoutofthelocalracialswamps tosomewhereelse.

The Opposition must turn a leaf and engage the government at every forum and every opportunity Similarly, the government must be open to responding to overturesfromtheopposition,soastoexploreabetterroad for all of our citizens to travel in mutual understanding, appreciation,andrespect.

We have had and heard postures and words before, like those stood for by the Opposition Leader President Ali himselfhasbeenpushinghisideaof‘OneGuyana’,agood thingonthefaceofit.

However, what this country needs more is sober and profoundleadershipinitiativesrelativetobringingtheraces together, but which have been resisted by the big two politicalgroupsformostoftheirhistories.

IfthePresidentandOppositionLeaderareaboutwhatis authentic, then Guyana can get somewhere. Both must realize that harmonious race relations will not move as it should,withonehandleadingtheway

Itmustbeajointeffort,onethatisseriousandcompelling in its strength. We need harmony, if only to guarantee our prosperity

Grassroots is an expression used mostly by the elite, women included, whohavetheinterestsofthe upper-middle class, including the Georgetown ‘wineandcheese’politicos.

The Group of Nine asks “[d]oes being concerned about our country and our environment make us hypocrites?” Well, in many waysyes!

This is because the real intent of the letter is not to express real concerns about our country, but to make a political announcement,

namely to picket the Office of the President. Grassroots women are usually at work earning an income to feed their families; bourgeois women have the time to become the front with politicalmotives.

Red Thread is a known outfit of the same WPA, the same WPA that aired a call for racial violence and subversion of the state, also based on what must be constructed as ‘racial resources’. Red Thread is a fossil. Whatneedstobedoneis basic research. Ask anyone outside a few WPA elitist cells if they ever heard of RedThread. It is with great sadness thatIhavetoexposethetruth behind why the baggage xray scanners and other security equipment at the Eugene F Correia International Airport (EFCIA) are always malfunctioning and never operational. The real reason behind why the inferior Chinese x-ray baggage scanner has not been operationalforalmostayear is because the advisor to security to EFCIA who had advised the oversight board of EFCIA to buy those Chinesemadeequipmentdid not put any arrangements in place with the Chinese supplier to have EFCIA technicians/engineers trained on how to perform maintenance checks, services and repairs on the Chinese x-ray baggage scanners.

This is also a regulatory requirement that all security equipment used at the airports must have a maintenance schedule in place to perform routine maintenances on that securityequipment.I’msure EFCIA didn’t know this because EFCIAhave people who know nothing about national requirements. They don’t follow any guidance setoutbythegovernment.

This is what happens when you have people who don’t know better in advisory positions advising

on things they do not know about or cannot even follow basic national requirements such as having trained personnel locally to perform maintenance on your equipment. No one in the country is qualified or trainedtodomaintenanceon those Chinese made equipment.

They should have consulted with the national authorities or local experts before wasting millions of dollars on inferior Chinese equipment.

Not even experts at the Cheddi Jagan International Airport (CJIA) could be of assistance with providing maintenance on your Chinese equipment because their equipment isAmerican made and follows the guidance from the approved listofequipmentforbaggage x-rayscannerssetoutbythe nationalauthorityandtheUS D e p a r t m e n t o f Transportation.

Unlike EFCIA, they did put arrangements in place with the suppliers to have their people trained because it’saregulatoryrequirement. But this is what happens when you have people who don’t know how to read and interpret regulations providingguidancebasedoff of what they think is right and not what is correct according to the national guidance set out by the Government of Guyana (GOG).

I cannot believe that a man of your position, Mr Nascimento, would go publicly on record and give such lame excuses as blaming GPL for power problems.You make it seem asthouyouarenowlivingin Guyana, and you are now aware of GPL’s problems.

I’msureyourflatscreenTV, refrigerator andAC at home have better power surge protection and backups than the million-dollar security equipment at EFCIA. Just blame GPL and use them as the scapegoat. As you said, youhavebeeninaviationfor far longer, yet these lame excuses are believable only toachild.

You mentioned in your previous correspondence that the Chinese embassy was providing assistance in gettingyourscannerfix.

It’s almost as if you’re saying the Chinese government donated that equipmenttoEFCIA.Whata jokethismustbe.Thematter is a private one. Private money was used to buy that equipment.

The issue is you have people who don’t know better advising your board wrongfullyonwhatneedsto be done and wasting that moneyfoolishly

That being said, if you have been covering up all the concerns, I have listed in prior correspondences, then therefore you have been compromising all of your neighbour’s security structure EFCIA is the weakest link in the chain. Nothing, however outlandish, however gross, however big the lie, is beyond these men to promote division and destruction in our country

These are not stupid men. THE PPP/C IS FLOATING WHEN IT COMES TO PUBLIC RELATIONS

Bharrat Jagdeo does not get it… and never will. His callforhisparty’ssupporters to take to social media to promote his party’s narratives of achievements exhibitshisinabilitytocome to grips with the public relations disaster within his government.

The government, of which he is Vice President, like the government of which he was President, has a problem not so much with selling its narratives to the people but with the persistence of antigovernmentcriticisms.

But it has always been thiswaywiththePPP/C.The PPP/C has always been besiegedbycriticismsabout the manner in which it governs.Various attempts at trying to address its public relations shortcomings have failed, including attempts at bringing in public relations expertstohelpdemystifyits controversial investment projects.

The government has a wealth of sources to counteract its critics. Listed among these is the Guyana Chronicle, the Department ofPublicInformation(DPI), National Communications Network (NCN) and the pressofficeofthePresident.

There are also a number of sympathetic and progovernment social media programmeswhichareaired regularly and which are aimed at giving the government’s side of issues and of attacking and counteracting antigovernment criticisms. The government also has on its payroll highly lettered individuals who are really paidpropagandists.

So what accounts then for the continued frustration on the part of the Vice President over criticisms of the government? The problem, however, is not purelypublicrelations. The problem is partly public relations but mainly political.

Thegovernmentdoesnot have an effective public relations strategy Various parts of the government’s information machinery are i n v o l v e d i n t h e d i s s e m i n a t i o n o f information. It is important in such circumstances that thelefthandknowswhatthe right hand is doing, if not thereisgoingtobedisjointed effortatpublicrelations.

Secondly, those who provide information about government’s development programmes are not necessarily best suited to counter political criticisms. Two different skills sets are involvedhereandthisispart of the problem with government.Itshouldnotbe requiring state-run government information agencies to do its political work.

Theiron-fishwithwhich the government controls NCN,theGuyanaChronicle and DPI needs to be slackened to allow media professionals to do their work.ThePPP/Cshouldnot b e a s k i n g m e d i a professionals to do its politicalbidding.Nordoesit need to engage public relations specialists to counter anti-government criticismstherearesufficient Ministers who are quite capable of defending their portfolios and the government as whole. There is insecurity among the PPP/C’s leadership A few individuals delude themselves into believing thatitisonlythemandthem alone who are capable of responding to opposition criticisms. And this attitude is at the core of the problem because often these same persons do not have the political wherewithal and savvy to effectively counter criticisms.

And the positions they often adopt run counter to disposing of opposition criticisms, and often give more credence to such criticismsthataredeserved.

Why, for example, does thegovernmentfeelithasto take seriously anything that the Working People’s Alliance says Even the Working People’s Alliance, whichisashellorganization, does not take seriously its own ranting. Why does the governmentbelieveithasto take seriously criticisms by those who lack credibility suchasthosewhoarguethat 33isnotamajorityof65?

The fact of the matter is that the PPP/C will always besubjecttocriticisms.And it should not take every criticism seriously because in doing so, it is only giving credence to those who lack and are undeserving of credibility

THE GREATER FOOL THEORY

The world of f i n a n c e , speculation, and WallStreethasalwayslived with a fever that induces an irresistible madness in usually sensible human beings.

Itiswhathasflourished to unbelievable degrees in onandoffseasons,andleave greatwreckagesinitswake. It is what is called ‘The GreaterFoolTheory.’

Though this theory of foolsinactionisbestapplied tomanandhismoney,italso has very strong application to dirty politics, and dirtier politicians. First, I look quickly at the madness of manandtheirmoney.

There have been Dutch bubbles (tulips),Wall Street (American) scams with

credit default swaps and housing, Ponzi schemes (postage stamps), Bernie Madoff mysteries (beating the market), Stanford Allen financial alchemies (CDs) all offering tantalizing glimpses into the carnages of the greater fool theory

The theory is of hucksters who know how to pull fast ones, targeting those who are easy marks, the schemersalwaysonthehunt for dumb suckers; one is borneveryminute.

Those were in America, and the more cosmopolitan sidewalksoflife,andalways involved making unwary people part with their money.

In Guyana, the greater fool theory is more than about money, though that is

always the ultimate objective.

It is built on the politics

of shrewd Guyanese political operators as clever as any Madoff or Allen. They are in the PPP Government. It works like this:selloneGuyanesealie, and he or she bites down hard,asifinadentist’schair

The victim-gullible, vulnerable,andmanipulable -is hoping for some form of relief, and a bright new Colgate smile at life. Win the trust of one, then leverage that belief into a larger community, and a whole group of reasonable peoplearereadytoabandon a lifetime of commonsense. They run after what something at the back of their minds rings warning

bells: careful! Too good to be true. That is, don’t put fullfaithandtrustinsuspect politicians, because an antenna cautions that something about them rings hollow, doesn’t feel right. After all, it is politicians being listened to, and the higher up the food chain one’s travels, the likelier therewillbedisappointment anddisaster

When that happens, politicians are quick to fold up their tents, and retreat temporarily, bide their time. Then, they travel to a different community in Guyana, and begin the deceptive process and their devious practices all over again.

Like Wall Street in the wake of the discovery of greatscamsthatweresoldas the London Bridge (Berbice) for a song, new ideas are formulated, and newtargetsareidentified.

Look at the PPP Government and its lights leadingtheway

The more people (their own electoral customers) find out their crookedness, the quicker they hasten to run to another section of their support base, and start over with more deceptions, moremischiefs.

There is the guarantee that they will be received warmly,sincepeopleloveto beflatteredwithavisitfrom

‘big ones’, have theirhopesstirred,be taken for fools. They arestillthattrustingin the nature of the PPP Government.

When the PPP finds itself cornered and on the receiving end of distrust, it resorts to the time tested. Government, party, and leaders point accusing fingersatthePNC.

Whenmoreisneededfor a robust jumpstart, the PPP pointstothewarinUkraine, people living in poverty all over,andinflationasnormal asthecommoncold.

Tosumthisupinfinance terms, it is either the mysterious ways of the markets responsible, or the fault of some dirty speculator, for whatever is goingwrong.

Is this not what the PPP has done better than anyone else, including its archenemythePNC? Party and government know that allthattheyhavetodoisfind a scapegoat, and the way is cleartocontinuelikebefore. The PPP brain trust knows that coming up with a new verbal stunt, some new distraction, and the people willswoonandfall.

Though Guyanese were burned before, curiosity kills more than cats; it has wiped out goodwill, more hopes,andendlesstrusts.

Look at what has

happened on the ground. A minister rushes in some community and tries his or her hand with the same old tricks and dodges, only to find some people in some areasarehavingnoneofthe nonsense.

Not to bother, there will always be another village, andanothergroupwaitingto swallow whatever goodies the party has drummed up forthem.

Look at how much COVID-19 money was doled out. Look at how fishermen and sugar workers got more than they couldhavehandled.

Now just wait to see what is intended with that $5B slush fund under leadership control, and watch who gets and why There will always be those whofallforsuchgimmicks. Trump will not appear in court in handcuffs – lawyer

BBC - Donald Trump’s court hearing has been set for Tuesday afternoon, according to the BBC’s US partner CBS News.

The former president is expected to fly from Florida on his private plane and hand himself in with federal agents there to protect him.

A grand jury has indicted Mr Trump in connection with a $130,000 (£105,000) pay-out to porn star Stormy Daniels.

The charges are not yet public, and a lawyer for Mr Trump said on Friday that he too has yet to read the indictment.

A law enforcement official told CBS that Mr Trump is expected to fly his private plane to New York on Monday before surrendering to officials on Tuesday.

The process is likely to involve dozens or possibly hundreds of Secret Service agents, the official added, speaking on condition of anonymity.

Mr Trump will not be handcuffed, the official added, saying that shackles are typically only used on suspects who are thought to be a flight or safety risk.

The hearing is due to take place at 14:15 local time (19:15GMT).

Mr Trump’s lawyer, Joe Tacopina, told ABC News that Mr Trump will “probably” appear in court on Tuesday, “but nothing is certain”.

Prosecutors “will try and get every ounce of publicity they can from this thing”, he said, adding “the president

will not be put in handcuffs”.

“I understand they’re going to be closing off blocks around the courthouse, shutting down the courthouse,” he continued.

Security is being coordinated by the FBI, NYPD, Secret Service and New York City court officers.

Sources tell CBS that they are bracing for possible scenarios that include attacks against Mr Trump, prosecutors, jurors or members of the public. The district attorney’s office has received “many threats”, the sources said.

On Friday morning, the streets around the courthouse were calm but the barricades were going up in anticipation of what may come next week.

Police officers were on patrol and security plans were being put into place. Many expect the area to go into lockdown when the former president attends court.

The district attorney’s office had initially asked Mr Trump to surrender on Friday, according to Politico, but the request was rejected because more time was needed for security preparations.

Mr Trump, 76, denies wrongdoing. He is the first serving or former US president to face a criminal charge.

It is unclear how many charges are contained in the indictment, which is still sealed.

Media reports have said the ex-president faces more than 30 counts related to business fraud and Mr Tacopina said on Thursday he thought

there would be 34. But on Friday, he said he did not know how many.

“We know what the subject matter is, we know the basis of the charges. We don’t know the exact counts or how they’re formulated,” he said. On Friday Mr Trump began attacking the judge assigned to his case in an effort to undermine the credibility of the investigation and rally his base to his defence.

Republicans - including House Speaker Kevin McCarthy - have accused the Manhattan district attorney of weaponising the criminal justice system to influence next year’s presidential election. Georgia Congresswoman Marjorie Taylor Green, who Mr Trump recently suggested should run for Senate, called on followers to protest and said she plans to be present in New York next week.

AP — President Joe Biden on Friday urged Russia to release Wall Street Journal reporter Evan Gershkovich, who was arrested on espionage charges — allegations the newspaper denies.

“Let him go,” Biden told reporters at the White House when asked about his message to Russia on the arrest of Gershkovich.

Russia’s Federal Security Service has accused Gershkovich, a U.S. citizen, of trying to obtain classified information. It is the first time an American journalist has been detained in Russia on accusations of spying since the Cold War. The Journal has said it “vehemently denies” the charges.

IMF board approves $15.6bn Ukraine loan package

Loan is part of a broader $115bn international support package to help the country meet urgent funding needs.

Aljazeera - The International Monetary Fund (IMF) has approved a $15.6bn support package for Ukraine to assist with the conflict-hit country’s economic recovery, the fund has said.

The Russian invasion has devastated Ukraine’s economy, causing activity to contract by around 30 percent last year, destroying much of its capital stock and fuelling poverty, according to the IMF.

The 48-month Extended Fund Facility (EFF) programme approved by the fund’s board is worth roughly $15.6bn. It forms the IMF’s portion of a $115bn overall support package comprised of debt relief, grants and loans by multilateral and bilateral institutions, the organisation confirmed in a

press conference Friday.

The IMF recently changed its rules to allow loan programmes for countries facing “exceptionally high uncertainty”. The new fouryear programme aims to “anchor macroeconomic and financial stability as well as to undertake critical structural reforms as the war continues,” IMF Deputy Managing Director Gita Gopinath said in a statement.

Of the total amount approved by the IMF, $2.7bn is being made available to Ukraine immediately, with the rest of the funds due to be released over the next four years.

The more “ambitious structural reforms” to support sustained growth and post-war reconstruction, as well as facilitate Ukraine’s path to EU accession among other goals, will be left until active combat ends, she added.

Wimbledon lifts ban on Russian and Belarusian players

SportsMax - Russian and Belarusian athletes will be allowed to compete at this year’s Wimbledon after the All England Club (AELTC) reversed its ban from the previous year.

Players from those nations were banned from competing in response to Russia’s illegal invasion of Ukraine in 2022 and the support provided to Russia by Belarus.

The lifting of the ban does come with certain conditions, with players only allowed to compete if they do so as a “neutral” athlete and without funding from either state or state-run organisations.

Players and support staff

will also have to sign neutrality declarations and will be barred from showing any “expressions of support” for the ongoing war in Ukraine.

“We continue to condemn totally Russia’s illegal invasion and our wholehearted support remains with the people of Ukraine,” said AELTC chairman Ian Hewitt.

“This was an incredibly difficult decision, not taken lightly or without a great deal of consideration for those who will be impacted.

(Reuters) - Ukrainian athletes will not be allowed to take part in qualifying events for the 2024 Paris Olympics if they have to compete against Russians, government minister Oleh Nemchinovsaid.

Nemchinov, secretary of Ukraine’s cabinet ministers, said the government’s decision was adopted following a proposal by sports minister Vadym Huttsait and that national federations ignoring the ruling could be sanctioned. Huttsait is also president of Ukraine’s Olympic committee.

The International Olympic Committee ( I O C ) i s s u e d r e c o m m e n d a t i o n s Tuesday for the gradual return to international competition for Russian and Belarusian athletes as neutrals.

The Guyana Harpy Eagles (GHE) gained some much-neededtractiononthe penultimate day in the final round of the 2022/23 West Indies Championship against Leeward Islands Hurricanes (LIH), at the Guyana National Stadium (GNS),Providence.

Harpy Eagles, the tournament leader, showed grit to change their view of staring down the barrel of defeat to setting their sights on a more favorable outcome.

The main focus of the meeting was to prioritise safety during the boat races, outline maritime proposals, decide on an alternative route for users of the river during the boat races on the 9th of April 2023, mark coordinates for buoys to be placed, outline emergency plans and responses, among other areas There was

consensus that a notice to marinerswouldbeneededto inform the general public of changes to usual routes in order to facilitate the boat races, which Captain Courtney McDonald agreed with, and will assist in the requestprocess.
