GW LAW HAS SHAPED THE WORLD

Welcome!

International and comparative law has long been part of education at the George Washington University, which was founded in 1821. In 1898, public international law courses were offered at GW's School of International Jurisprudence and Diplomacy. Our Intellectual Property Law Program, which has made GW Law a world leader in intellectual property law, was founded in 1895 when the law school added the degree in Master’s in Patent Law. Other programs and centers have contributed to GW Law's engagement in international law: The Government Procurement Law Program, started in the 1960s; the International Rule of Law Center, founded in the 1990s; the Center for Law Economics and Finance (C-LEAF) and the National Security and U.S. Foreign Relations Law program, established in 2005; and the Center for Competition Law, started in 2008.

We hope you enjoy these 150 insights into our history. We appreciate that many people beyond those listed have made GW Law a leader, so we celebrate all who have contributed. The 150th anniversary of the George Washington University Law School allows us to reflect on GW Law’s contribution to international and comparative law.

Since its founding in 1865, GW Law has had a distinguished faculty. Early professors teaching international law included U.S. Supreme Court Justices John Harlan and David Brewer, U.S. Secretary of State John W. Foster, Rear Admiral Charles Herbert Stockton, and one of the founders of the American Society of International Law, James Brown Scott. In recent decades, Louis B. Sohn; Judge Thomas Buergenthal of the International Court of Justice; and Dinah Shelton, President of the Inter-American Commission on Human Rights, have been on the faculty.

130 New ways of problem solving: John F. Banzhaf III has been at the forefront of the global effort to abolish smoking. His mathematical technique, The Banzhaf Power Index, which explains voting strength based on the ability of the voter to shape an outcome, has been used to explain elections throughout the world.

Eleanor Brown studies immigration and property from a number of angles, including historical and racial. Naomi Cahn writes about gender issues, including those related to post-conflict environments, and the role of children in conflicts. Burlette Carter advised the Chinese National People’s Congress on a proposed trust and estates code.

Mary Cheh, a member of the D.C. City Council, spent a sabbatical working at the Centre for Applied Legal Studies in South Africa. Suzanne Jackson has written about mail-order brides as slavery. Having argued 20 cases in the U.S. Supreme Court, including Chadha v. INS, Alan Morrison regularly speaks to foreign judges and lawyers about the U.S. legal system. The work of Spencer Overton, an expert on election laws and interim President and CEO of the Joint Center for Political and Economic Studies, is relevant to both U.S. elections and elections in foreign countries. Alfreda Robinson, who is active in the National Bar Association, has traveled to Cuba on three occasions to speak about comparative law. Joan Schaffner applies international law to protect animals. Michael Selmi’s work on disparate impact in the workplace and known indirect discrimination in a number of countries has been of specific interest in Japan and the Netherlands.

1800s. The Intellectual Property Law Program was launched as a Master's in Patent Law degree in 1895. Graduates of the IP Program have patented innovations such as the Wright Brothers’ airplane, Alexander Graham Bell’s telephone, and the Fermi/Szilard nuclear reactor. In the early 1960s, the first Government Procurement Law Program in the U.S. was established, which includes a strong focus on international and comparative procurement standards.

136 In the 1980s, GW Law educated more than 20 Afghan lawyers

under a USAID grant, including The Honorable Nematullah Shahrani, Vice President and Chair, Constitutional Commission, and The Honorable Abdul Jabar Sabet, Attorney General.

137 In 1994, GW Law joined University of Oxford to launch the International Human Rights Law Summer Program, which has educated more than 1,500 students.

150 More than 300 foreign students have earned LLM degrees

from GW Law, under the Thomas Buergenthal Scholarship, the Benjamin Gupta Scholarship, and the Momsen Scholarship, as well as the Fulbright Foundation Scholarship. In 2016-17, the Licks Attorneys LLM Scholarship will be offered. GW Law Lobingier Professor Emeritus Thomas Buergenthal donated proceeds from his Gruber Foundation Justice Prize to support the Thomas Buergenthal Scholarships. The Benjamin Gupta Scholarship was established by Vinod Gupta in memory of his son, Benjamin, a JD student who died in his final year at GW Law. The Momsen Scholarship was established by the law firm Momsen, Leonardos & Cia in Rio de Janeiro, Brazil and the estate of Richard P. Momsen (LLB 1912). As well as being a prominent lawyer, Mr. Momsen helped found the American Chamber of Commerce in Brazil.

The Licks Attorneys LLM Scholarship has been established by the law firm of Licks Attorneys in Rio de Janeiro. Its principal, Otto Licks (LLM ’93, international law; LLM ’94, intellectual property law), is recognized as one of Brazil’s leading intellectual property lawyers.
