2022 FINANCIAL REPORT

GVR has enjoyed yet another year of fiscal health. The local housing market remained strong through much of the year, and members have returned to recreation programs in much larger numbers over the year before. The projected expenses shown below are lower than budgeted, largely due to staff positions remaining open either by circumstance or design.

Breaking it down further:

Member and new member fees include guest cards, tenant cards, and fees associated with real estate transactions: Initial Fees and Property Acquisition Capital Fees that contribute to the facilities MRR fund.

Other Revenue includes interest on investments and cell tower lease proceeds.

Personnel expenses includes wages and associated taxes and benefit for the equivalent of 97 full time employees. Again in 2022, most employees worked in the facilities department (56), followed by recreation (23). The balance of staff work in Administrative Services which includes IT, Finance, Communications, HR, the CEO, and Administrative support personnel.

Currently, a surplus of approximately $300,000 is projected for the end of 2022. This surplus is primarily the result of not filling staffing positions. Low wages and the difficult labor market was a significant contributor to the staffing shortage

GVR experienced in 2022. In some cases, positions were not filled until a careful analysis of need was conducted. As a result of that analysis, some of those positions have been eliminated, while other needs have been identified. A staffing reorganization starting this month and a compensation study concluding next month will further refine our organizational chart.

So what happens with that surplus? End-of-year surpluses are not carried forward. Customarily the Board of Directors moves the money into reserve funds. Those funds are used for capital projects such as building the East Center pool, as well as scheduled MR&R activities such as replacing flooring, remodeling locker rooms, and repainting walls and sports courts.

The 2023 budget was adopted by the Board of Directors at their October 26 regular meeting. The full budget will be posted after November 7 at www.GVREC.org under the Governance tab.

A Letter from the GVR Board President DID YOU KNOW?

The Pickleball Center on La Canoa is the only GVR recreation facility built by GVR. As developers constructed neighborhoods, they included rec centers to increase the appeal of the homes built “on spec.” The developers then deeded the rec centers over to GVR, distributing the cost of maintaining the facilities across the wider community. The result is the varied collection of centers members enjoy today, each with a distinctive architectural style and suite of amenities.

Fairfield Homes is proposing to build 337 new homes south of the Canoa Ranch Golf Club in three phases. GVR staff have been in contact with Fairfield about the impact this development will have on traffic at the Canoa Ranch Center. In anticipation of residential growth in the vicinity, the site at the Canoa Ranch Center is designed to accommodate a 12,000 square foot expansion. Building out Phase 2 at Canoa Ranch is not a near-term project, but it is a discussion members may begin hearing and reading about.

Dues payment plan

There is an option for members who do not qualify for a dues waiver through MAP, but will have difficulties paying annual dues in a lump sum. A monthly payment plan is available for qualifying members. The GVR property in question must be owner-occupied to qualify. If you participated in the dues payment plan in the past, you must re-apply every year. In November, find the 2023 application at GVREC. org under the Membership Resources tab, or ask at any customer service desk. 2023 applications will be due no later than January 13.

Many thanks to all who took the 2022 GVR member survey in October. The Board and staff look forward to hearing the results after the holidays. If the survey got you thinking in a wider way about GVR, you might find yourself curious about how the organization is run and what it might be like to participate in GVR governance.

Wednesday, November 9, at 2pm is your opportunity to satisfy some of that curiosity. Join the Nominations and Elections Committee at West Center in Room 2, to learn what Board service entails. The 2023 Board election begins in February. This is the time for those interested in volunteer governance to make a determination about their possible candidacy.

During this informational meeting, current Board members will describe what it’s like to be on the Board of Directors and how much time individuals put into the job. Prospective candidates (like you?) will have an opportunity to ask questions about Board service, committee work, and the election process. Attendees should leave the meeting with a sense of the role that is the best fit for them. If the Board is not a good fit, a committee may be.

This year, the Board has worked cooperatively and productively and we’d like to continue doing so. We are looking forward to meeting you and answering any questions you have about joining the effort. Put November 9th on your calendar at West Center, Room 2, at 2pm. No reservation or registration is necessary.

GVR provides important services to the unique population of approximately 23,776 Members in Green Valley, Arizona. Our lean ratio of 1 staff position to every 256 Members demonstrates how we strive to make every dollar count. The pandemic presented a number of challenges over the past two years but also triggered a thorough look at GVR operations and a push for efficiencies. GVR continues to look for opportunities to minimize costs and improve service delivery, while at the same time focusing on providing excellent customer service. In developing the 2023 budget, we have made every attempt to find savings while maintaining our 2023-27 Five-Year Strategic Plan as our guide. As we enter the next fiscal year, we will again need to closely monitor revenues and expenditures to ensure that revenues are coming in as budgeted and make any necessary expenditure adjustments throughout the year. We are confident that GVR’s staff will continue to meet this challenge. The budget process is a team effort and reflects many hours of hard work on the part of staff, Fiscal Affairs Committee members, and the Board of Directors. We extend special thanks for the hard work of staff and the GVR management team, particularly David Webster, CFO, in developing the 2023 budget. In summary, this 2023 budget accomplishes the Bylaws requirement that GVR “shall be guided by the actual expense of operating the recreational facilities of The Corporation, including a reasonable reserve for Capital Replacements with the objective of operating the facilities on a self-sustaining basis.” This budget is a solid foundation to keep GVR fiscally strong and responsive to its Members.

The Member Assistance Program (MAP) Guest Policy Changes

The GVR Foundation recently issued a friendly challenge to GVR Clubs to help raise money for 100 GVR members in need of MAP funds.

Over the past 27 years, the Member Assistance Program, or MAP, has helped Green Valley Recreation members in financial need pay their annual dues. Since its formation in 2014, the GVR Foundation has raised money for MAP.

Annual MAP awards and the GVR Foundation MAP endowment are funded through the generosity of the Green Valley community and GVR members like you

In 2022, over 1,100 of your neighbors are living on less than $1500 per month. Carving a budget out of that income is not something many of us would like to contemplate.

Your tax-deductible donation made to the GVR Foundation for MAP will help a struggling neighbor continue to have access to pools and fitness centers, card groups, free movies, craft clubs, and sports partners. You can ensure your neighbor doesn’t have to sacrifice those truly essential things money can’t buy: connection and friendship

Please donate to MAP today. If you are a GVR club member, ask your club president if they have made a plan to take up the challenge. Otherwise, find a donation envelope in any major center lobby, or click the donation button at GVRECFoundation.org.

We look forward to celebrating the giving spirit of GVR Clubs as we pursue our goal of raising $50,500 for 100 members in need. On behalf of those neighbors, I thank you in advance for your generosity.

If you are a GVR member who needs dues assistance, MAP applications (simplified this year!) are available now at GVR customer service desks and online at GVREC.org.

GVR is a private membership organization and our goal is to ensure we protect our members’ interests, which include members having proper access to the facilities and amenities they pay for. Non-eligible guests add additional wear and tear on our equipment and facilities and can negatively impact access for members.

GVR has long faced challenges with Guest Card misuse. While a large portion of our membership is aware of the policy and adheres to it, there is an increasing number that do not. This misuse has continued to intensify with the improper use of Guest Cards for Tenants, Airbnb and VRBO rentals, and local friends.

The Board Affairs Committee considered the input received from members and staff and developed an updated policy recommendation for Board consideration. At a regular meeting on October 26, the GVR Board adopted a new policy, effective immediately. The key elements are:

A. Guests are defined as temporary visitors who live more than 20 miles from the GVR boundary. Note that visitors are not paying lodgers. If a person is paying for lodging, they are tenants. Tenants carry tenant cards, not guest cards.

B. CHANGE: The requirement to be staying in a member home has been removed, as it was unenforceable.

B. Members may purchase annual or daily guest cards.

C. CHANGE: Guest cards no longer admit unlimited numbers of guests. A limit of four adults may be admitted per guest card.

D. Guest cards are not required for guests under age 18.

FACILITY PROJECT UPDATES

As we go to press, the East Center pool has a new deck and shade structures. The pool interior surface will be completed mid-November. Pima County’s final inspection process will begin shortly thereafter.

The Kino Room at Santa Rita Springs has been re-fitted to house the Computer Club, which will be moving soon. The Computer Club currently occupies space on the ground floor that will become a Glass Arts Studio.

The fitness center at Santa Rita Springs will expand into the space formerly used as a customer service office. Once designs have been completed the plans will be submitted for permitting by Pima County.

The pool deck shower renovation at Madera Vista will be completed by mid-November.

Share the Pool Lanes

Lane sharing is required when all lanes are full. Swimmers with swimmers and walkers with walkers. Introductions are a recommended courtesy before entering an occupied lane, but permission is not required if swimmers are joining swimmers and walkers are joining walkers.

Swimmers and walkers may share a lane if mutually agreed. If a swimmer and walker cannot agree, the preference of the person in the lane first, prevails.

More than two walkers may share a lane by circling the center line and maintaining a similar pace.

Swimmers should split lanes unless both parties agree to circle and maintain a similar pace.

Swimmers and walkers have equal access to lanes.

Leisurely water time such as bobbing and noodle riding should occur outside swim lanes.

Lanes do not require float dividers to be considered lanes. In some cases, lanes are only marked on the bottom of the pool.

It’s easy to share the GVR Now! with friends and neighbors who are still up north. The online version is posted on the homepage at GVREC.org. Past issues are also available at GVREC.org under the “News and Info” tab.

People in lanes should stay in motion up and down the pool, aside from brief rests at the walls. Other pool users should stay out of lanes that are in use for lap exercise.

Lanes cannot be reserved by any method. The first-come, first-served rule is based on who is in the water first. That said, remember: no running on the pool deck. ;)

Serve with a Vet

The Serve with a Vet fundraising program is sponsored by the GVR Tennis Club but is open to anyone who wishes to celebrate Veteran's Day and contribute to the Honor Flight Arizona program. The mission of Honor Flight Arizona is to pay homage to our WWII, Cold War, Korean War, and Vietnam War veterans. The program provides the support needed for them to complete a three-day journey of honor and remembrance to their memorials in Washington, D.C.

This year the Serve with a Vet program will actually take place on Veteran's Day (11/11/2022)—a first! All are welcome to participate to the degree they wish. 100% of donations goes directly to the Honor Flight Arizona initiative. Join us!
