EU arrives in Guyana to monitor recommendations for future elections

Both sides of the political sphere have expressed their initial interest in fixing the Electoral Process here in Guyana. The visiting European Union Observers Mission while listing some 26 recommendations to this effect, has disclosed that the relations with Guyana will not be affected if such recommendation is not implemented.

The reason for success in the process is listed as consultation with key stakeholders, in order for change to take effect for the next election.

Chief Observer and Member of Parliament, Urmas Paet, has emphasized that those recommendations are intended not to let what happened last year.

If they are not implemented the situation will not affect relationships with the EU. “We made our recommendation because we really want to see that democracy and the democratic system in Guyana strengthened.

“This is completely a non-selfish goal or idea; that is why I say it is up

to you, it is up to your Government and society if you want to implement something from this or not.

“We made this proposal because we think that it would be good for your democracy.

So, in the distance, if nothing would be implemented from the proposals then is your choice, it’s the choice of your Government.

“And in this sense to think that it is now linked to EU relations to Guyana is not the case” The Mission Head

noted that the EU delegation will stand ready to access Guyana, once it falls within the ramification of the Mission’s recommendation.

“Our Mission finished its job actually now after we presented the recommendation but the EU Delegation is here permanently in Guyana and of course, the EU and EU delegation here in Guyana are absolutely open to continue this work.

“If there is a wish, a political wish from your Government or from your parliament then, of course, we are ready to assess,” Mr. Paet said The Observation Mission has flagged Guyana Electoral System as one that is of deep concern and requires urgent attention before the next election.

In a report, the Mission has recommended 26 areas that need to be addressed.

There are eight priority areas that are urgently needed to be addressed.

They include a review

of and consolidated fragmented election legislations; the launching of a consultations process to overhaul the composition and functioning of the Election Commission; the development of effective legislation to regulate political finance; the fostering of transparency and accountability in on and offline campaigning; the transforming of the state-owned media into a genuine public service broadcaster; the adaptation of clear procedures for transmission and tabulation of elections results; they accompany and declaration of results by the simultaneous publication of detailed polling station results and digital copies of all statement of polls and the establishment of a comprehensive election dispute resolution system, among other.

On the issue of Law, Mr. Paet that there is a need for a clear process in which election is run.

He noted that added to the outdated laws, there

are laws scattered all over.

While speaking to the issue of transparency, He said there is a clear need for this to occur in all processes, especially the tabulation of the vote which was seen as a major problem during the last elections.

He added that transparency, as it relates to the funding of the campaign, is also seen as an issue, as the money allocated towards campaigning is yet to be known, and in fact, who remains the outside financier.

The Mission which handed over its report on June 5, last year is now back in Guyana to hold a consultation on way forward and to look at how these recommendations will be implemented The Mission is set to meet with several stakeholders on Monday to determine the way forward.

The Mission is hoping that all goes well since both parties have expressed concern about what happened at the last election.

CARICOM Heads were clear that they wanted “all parties in Haiti to engage in meaningful dialogue in the interest of peace and stability”.

The Heads also said that they looked forward “to the conduct of free and fair Presidential elections in accordance with the Constitution of Haiti”. Eight CARICOM countries – Barbados, Belize, Grenada, Guyana, St Kitts-Nevis, St Lucia, Suriname and Trinidad and Tobago backed Antigua and Barbuda’s draft resolution.

In the end, through a process of two weeks of negotiations, countries with important concerns about Haiti – Brazil, Canada, Chile, the Dominican Republic, and the United States joined the nine Caribbean countries in settling a draft resolution that was then negotiated with the Haitian delegation.

a perfect resolution and not every paragraph of it satisfied everyone. But it was enough to allow the Permanent Council of the OAS to adopt it by consensus.

Essentially, it offered “good offices of the OAS, under the authority of the Permanent Council, to facilitate a dialogue that would lead to free and fair elections” and asked the President of Haiti “to consider inviting the Permanent Council to do so”.

This was done against a background that since January 2020, there has been no legislature and no government in Haiti, and President Moïse has been ruling by decree.

Further, marauding gangs have been raping women, including young girls, kidnapping people (rich and poor) and demanding huge ransoms. Violence has exploded in the country, particularly as hundreds of thousands of people have been protesting against President Moïse and deadly force has been used against them by a police force that

is allegedly highly politicised.

The UN High Commission for Human Rights has stated its “concerns about judicial independence” which it says “has further eroded the separation of powers” in Haiti.

Time is fast running out to avoid further worsening of the situation in Haiti. The OAS resolution, offering to facilitate dialogue, has come only after deep polarization and distrust in the country. The OAS should have acted much earlier.

If President Moïse does not respond positively and swiftly to the offer by the OAS, no dialogue between the stakeholders might be possible. A standoff between them will occur with further confrontations.

Many Haitians have already stated publicly that “no dialogue is possible with Moïse”, and he has not sought a meaningful dialogue either.

Instead, he is persisting with plans to hold a

referendum in June on altering the Constitution.

But there has been no consultation with major Haitian players who say he has no authority to hold such a referendum.

What is clear is that, in 2015, Haiti had more than 6.5 million people registered to vote. Moïse has now issued new identity cards which his OAS Ambassador says has been distributed to 4 million people.

Human rights groups in Haiti dispute that figure, putting it closer to 2 million. Either way more than 2.5 million persons are currently disenfranchised.

No referendum or election held in these conditions would be credible or acceptable.

Still worse, the current Provisional Electoral Council, to manage a referendum and elections, comprises persons appointed solely by Moïse. They are known to have close links to him. Similarly, the draft Constitution has been written by persons he has hand-picked.

None of this is “in accordance with the Constitution of Haiti”, and, for the opposition parties, are red rags to a bull.

On March 29, Haiti will mark the anniversary of its 1987 Constitution the very thing that the President is seeking to alter. Stakeholders are pledging to put more than 2 million people on the streets in its defence on March 28 and March 29.

The Charter of the OAS strictly forbids interference in the internal affairs of States.

And, while there have been various artifices by some OAS member states to circumvent that prohibition, the majority of countries adhere to that principle generally.

Consequently, the OAS cannot insist that President Moïse accepts its offer to play a good offices role. It must await an invitation from him to do so.

In this context, member states of the Organization should work behind the scenes with Moïse and other stakeholders to

urge them to talk and, in so doing, to take the idea of a referendum on the Constitution off anyone’s agenda; to ensure that independent election machinery is established by agreement of all parties and that Presidential, legislative and local elections are held at the earliest possible date, and until then Presidential decrees should be suspended on anything except that on which major players decide.

While this diplomatic work takes place – and CARICOM should be a part of it – the OAS should continue to be vigilant about developments in Haiti and ready to speak out against any further deterioration in the constitutional, political and humanitarian situation.

The people of Haiti need and deserve objective and constructive support in their collective interest, and not for the benefit of any political elite.

Mr. Harmon was accompanied by Shadow Minister of Foreign Affairs Amanza Walton Desir, MP; Khemraj Ramjattan MP; and Geeta ChandanEdmond MP. High Commissioner Berman was accredited on February 1, 2021.

COVID-19 kills 212

The Ministry of Health (MOH) regrettably informs that as of March 17, 2021, three people who tested positive for the novel coronavirus (COVID-19) died. This takes the total number of deaths from the pandemic to 212.

The fatalities are a 42-year-old male from Region Three (Essequibo Islands-West Demerara), and two 66-year-old men from Region Four (Demerara-Mahaica) who died while receiving

care at the COVID-19 Intensive Care Unit.

The MOH expresses sincerest condolences to the family of the deceased and will make every effort to provide all the necessary support during this difficult time to render any assistance needed.

The Ministry is also appealing to the general public to respect the confidentiality of the deceased and his family and to allow them to mourn their tragic loss in peace.

IS GUYANA HEADING FOR TOTAL BANKRUPTCY? Dear Editor, As a concerned senior citizen, I write this letter to draw the attention of those Bureaucrats, and to request that they inform all Guyanese in all walks of life, what could be expected for the future years ahead.

Looking at what has been agreed to with Exxon, and as far as I can see, (please correct me if I am wrong) the Company takes half of all the oil produced, without any cost to themselves and no taxes whatsoever. I am sure their shareholders are going to say thank you so much, you stupid people.

On the other hand, Guyana and more importantly, the people of Guyana, have to bear the total cost in every way, start-up, exploration, extraction, and even the toilet paper they use.( my apologies if I am incorrect), from half of the proceeds received from the sale of our crude.

So, the question I am asking is what would be left for us Guyanese, if anything at all or with

bankruptcy.

Let us look at the known factors.

Guyana has received bills from Exxon for approximately US$6 billion start-up-costs and recently US$7 billion for the first year. My fellow Guyanese, we are talking of BILLIONS, not millions. Guyana has never had such a debt in its history. And it will get worse when the bills come in.

I can remember my father telling me, the son never hangs your hat where you cannot reach.

Now let us look at the income Guyana has received from its share of oil to date.

Approximately US$280 million, I repeat millions, not billions.

I would like to ask the Bureaucrats if they could kindly produce a graph of income and expected bills from Exxon for five years and ten years, to give Guyanese some idea of what could be expected.

I will endeavour to do my own estimate based on the above-known figures, and extrapolate

and stand corrected.

Billed costs $45 billion, or even let us be

conservative and take half of that figure and say that billed expenses is approximately US$22.5 billion and then compare that to the income of $3.840 billion. That is US$3.84 billion. I don’t think a further explanation is needed since we are looking at a loss of US$18.660 billion.

One British man has died and four more have suffered a dangerous blood clotting condition

after being given the AstraZeneca vaccine, the Medicines and Healthcare Products Regulatory Agency (MHRA) confirmed on Thursday.

The five men, aged between 19 and 59, suffered from Cerebral Venous Sinus Thrombosis (CVST), although the MHRA said they did not know if it had been directly caused by the vaccine.

The MHRA urged people to continue getting the vaccine, adding that

the chance of suffering the condition after a vaccination was currently just one in a million.

The condition is so rare that it is difficult to establish an underlying rate for the population.

Speaking at a press conference on Thursday afternoon, Dr Philip Bryan, MHRA Vaccines Safety Lead, said: “We have had five reports of a unique form of blood clot, Cerebral Venous Sinus Thrombosis, concurrent with low blood platelets.

This is similar to some of the cases reported through Europe.

“What we don’t know is whether these have been caused by the vaccines.

We are working closely to determine this, because these illnesses do very rarely happen naturally.

“We do know that after more than five million this is extremely rare – less than one in a million cases of this even after vaccination.

“Covid disease is associated with significant
