JOHN MAGUFULI: QUESTIONS RAISED OVER MISSING TANZANIA LEADER Questions have been raised over the health of Tanzanian President John Magufuli who has not been seen in public for 11 days.

Opposition leader Tundu Lissu has told the BBC that according to his sources the president is being treated in hospital for coronavirus in Kenya.

The BBC has not been able to verify this report independently.

Mr Magufuli has faced criticism for his handling of Covid-19, with his government refusing to buy vaccines.

The East African nation has not published its coronavirus cases since May. Its 61-year-old president has called for prayers and herbalinfused steam therapy to counter the virus.

Earlier this month, at a funeral for a top presidential aide, Mr Magufuli said Tanzania had defeated Covid-19 last year and would win again this year.

The aide died hours after the vice-president of the country’s semiautonomous islands of Zanzibar, who was being treated for Covid-19.

‘Silence irresponsible’ Mr Lissu says he was told that President Magufuli had been flown to Kenya for treatment at Nairobi Hospital on Monday night.

According to the opposition leader, the president has suffered a cardiac arrest and is in a critical condition.

There has been no official response from the government, which has warned against publishing unverified

information about the Tanzanian leader, who was last seen at an official event in Dar es Salaam on 27 February.

Nairobi Hospital also said it could not comment.

Mr Lissu told the BBC that the government’s silence was fuelling rumours and was irresponsible, and the president’s health should not be a private matter.

It would not be a surprise to Tanzanians that Mr Magufuli had contracted coronavirus as he had been reckless in the face of the virus, he said.

“He has never worn a

mask, he has been going to mass public gatherings without taking any precautions that people are taking all around the world,” Mr Lissu told the BBC from exile in Belgium.

“This is someone who has repeatedly and publicly trashed established medicine, he’s relied on prayers and herbal concoctions of unproven value.”

The 53-year-old alleged that Tanzania’s Finance Minister Philip Mpango was also being treated at the same hospital in Kenya’s capital.

Africa Correspondent It would be an explosive development if President Magufuli was confirmed to be suffering from Covid-19 - the disease he has conspicuously spent months denying the threat from.

Aside from the potential implications for Tanzania’s government if he is indeed seriously ill, for his critics, the diagnosis and treatment abroad would be proof of a failed strategy towards the disease.

In the absence of any official data, there is no way of knowing the true extent of coronavirus infections in Tanzania, but in recent weeks there has been increasing concern about a spike in cases.

If the president were to be among those recently infected, it would be a grim vindication for those who have been warning against ignoring the spread of the virus. line Mr Lissu, who came second in presidential

elections for the opposition Chadema party in October with 13% of the vote, said he considered his rival’s reputation to be in tatters.

“He’s built a reputation as a patriot, that he doesn’t travel outside the country, that he’s a president for the poor - and he’s refused to do anything to ameliorate the situation in Tanzania by telling people we are fine.”

Last week, the Catholic Church in Tanzania urged people to take Covid-19 precautions more seriously, saying 60 nuns and 25 priests had died in the last two months after showing symptoms of coronavirus.

Mr Lissu first went into exile in 2017 after surviving an assassination attempt.

He returned to take part in last year’s polls, the results of which he says were rigged.

He left the country again in November, saying he had received more death threats.

NORILSK NICKEL: MINING FIRM PAYS RECORD $2BN FINE OVER ARCTIC OIL SPILL

A mining firm has paid a record $2bn (£1.4bn) fine over a huge oil spill that caused one of Russia’s worst environmental disasters.

Norilsk Nickel, the world’s leading nickel and palladium producer, said it had paid the fine on Wednesday.

The fuel spill last May saw 21,000 tonnes of diesel pour from one of

the company’s storage tanks into rivers and lakes in Russia’s Arctic north.

It prompted President Vladimir Putin to declare a state of emergency.

“I ask you to ensure that this [money] is used primarily to improve the environmental situation in [the city of] Norilsk itself and the surrounding region,” President Putin

told a government meeting.

The penalty is the biggest ever issued for environmental damage in Russia, officials say.

Norilsk Nickel, also known as Nornickel, was told to pay the fine by a Russian court in February and chose not to appeal.

Its net profits for 2020 fell by 39% as a result of

the fine, Reuters news agency reported.

How did the spill happen?

The diesel oil began leaking on 29 May last year. It is thought to have originated from a rusty storage tank at Norilsk Nickel’s power plant in Siberia.

Investigators believe the tank near Norilsk sank because of melting permafrost which weakened its supports.

The Arctic had seen weeks of unusually warm weather widely believed to be a symptom of global warming - prior to the disaster.

The oil contaminated the Ambarnaya river and surrounding subsoil before drifting about 20km (12 miles) north

of Norilsk.

It then entered Lake Pyasino, which flows to the Kara Sea in the Arctic Ocean. In total, the oil contaminated a 350 sq km (135 sq mile) area.

The environmental impact from the spill could last for decades, Russia’s Greenpeace climate project manager Vasily Yablokov said at the time.

Meanwhile, Oleg Mitvol, the former deputy head of Russia’s environmental watchdog, said there had “never been such an accident in the Arctic zone”.

He said the cleanup could cost 100bn roubles (£1.2bn; $1.5bn) and take between five and 10

years.

Delays over reporting the spill prompted criticism from President Putin, but Norilsk Nickel said the incident was reported in a “timely and proper” way.

The fuel spill was followed by a series of smaller incidents in the region, raising criticism of Norilsk N i c k e l ’ s environmental and safety measures.

Norilsk is already a well-known pollution hotspot, because of contamination from the industry that dominates the city.

The company reportedly plans to spend some $5.5bn on environmental projects by 2030.

TENSIONS LOOM BETWEEN US, ETHIOPIA IN 737 MAX CRASH PROBE From Aljazeera

Tensions over how to characterize the findings of a probe into an Ethiopian Airlines 737 Max crash two years ago have prompted U.S. investigators to consider taking the unusual step of issuing separate comments with their own conclusions, according to people familiar with the probe.

The Ethiopian Accident Investigation Bureau said Wednesday it plans to release a final report on the fatal crash of the Boeing Co. jet in the “near future” after lockdowns to

contain the Covid-19 pandemic hampered the investigation.

The work is in the final stages, the Transport Ministry said in a statement on its Facebook page Wednesday, without giving a publication date.

The update coincided with the twoyear anniversary of the Ethiopian Airlines jet disaster outside Addis Ababa, which killed all 157 people on board.

Looming in the background is disagreement over findings in the report,

said two people familiar with the behind-thescenes activity. They asked not to be named while discussing the highly sensitive talks between the two nations.

The U.S. National Transportation Safety Board has been concerned about pilot actions during the fatal flight and how systems on the jet should be described, said one of the people.

The Ethiopian report was still being discussed between local investigators and

external stakeholders, said a third person with knowledge of the matter in Ethiopia who also asked not to be identified.

Calls and messages outside regular working hours to Ethiopian investigators at the Ethiopian Civil Aviation Authority and Transport Ministry seeking comments were not immediately answered.

The NTSB continues to work with Ethiopian investigators “to assist them with completing the investigation, which

includes reviewing their draft final report and providing our comments,” the U.S. agency said in a statement. “In accordance with the provisions in Annex 13 of the International Civil Aviation Organization, all investigative information will be released by Ethiopian authorities.”

Annex 13 governs how nations interact during international investigations. ICAO is an arm of the United Nations.

At least some disagreement has existed for months between officials in Ethiopia and the U.S. Investigators in Ethiopia had been prepared to conclude the cause of the crash a year ago, but held off issuing those findings after objections from the U.S. and France, Bloomberg reported.

The interim report issued in 2020 focused on Boeing’s design and contained little in the way of analysis of the pilots’ actions, and that needed to be addressed, people said at the time.

The crash followed another fatal 737 Max crash in Indonesia less than five months earlier and led to regulators grounding the model worldwide, plunging Boeing into crisis. The U.S. planemaker has since made revisions to the model and addressed safety concerns, and the jet was cleared to return to the skies in its home market late last year.

While regulators in the European Union, U.K., U.A.E. and others have since followed suit, others are more circumspect. China, a major market for Boeing, still has safety concerns and said this month it’s awaiting conclusions from the Ethiopia probe.

Baghdad, Iraq (CNN) Pope Francis landed in Iraq on Friday for a historic tour of the war-ravaged nation, where he is meeting with members of the country’s dwindling Christian community, aiming to draw attention to their plight.

The trip, which marks the first-ever papal visit to Iraq, also includes meetings with the country’s top political and religious officials. It is the pontiff’s first trip outside of Italy since

“I am happy to start trips again and this is a symbolic trip. It’s a duty,” the Pope told journalists traveling with him on the papal plane.

“It has been a martyred land for too long.”

On Friday, the pontiff held meetings with Prime Minister Mustafa alKadhimi and President Barham Salih. Rows of traditional dancers, none of whom wore masks, greeted the Pope as he arrived at Baghdad

International Airport.

Pope Francis and his entourage have all been vaccinated against Covid-19.

He later met with clerics and other officials at a Baghdad church that was the site of a bloody 2010 massacre. A crowded of excited congregants greeted Francis in the churchyard, singing “the Pope is here, the Pope is here.”

The Pope sat on a throne under a towering collage of the parish members who died in the terrorist attack. “We are gathered in this Cathedral of Our Lady of Salvation, hallowed by the blood of our brothers and sisters who here paid the ultimate price of their fidelity to the Lord and his Church,” the pontiff said.

‘Healing wounds “Holy Father, we are

healing our wounds, and here you are, healing our wounds with us,” said President Salih in an impassioned speech on Friday at a meeting with the Pope.

The Pope said he has come to Iraq as a “pilgrim.”

“I come as a penitent, asking forgiveness of heaven and my brothers and sisters for so much destruction and cruelty,” said the pontiff during a speech on Friday. “I come as a pilgrim of peace in the name of Christ, the Prince of Peace. How much we have prayed in these years for peace in Iraq.”

Francis was widely expected to cancel the visit after a surge in coronavirus cases

gripped Iraq in recent weeks, and a spate of new rocket attacks deepened security fears. But the Pope insisted that the visit go on as scheduled, referring to Iraq’s ancient Christian community as “that martyred Church.”

“For some time I have wanted to meet that people who suffered so much, Francis said on Wednesday. “The people of Iraq are waiting for us. They were waiting for St. Pope John Paul II, who was not allowed to go,” he added, referring to a planned trip in 2000 which was canceled after a breakdown in talks between the Vatican and then President Saddam Hussein.

“The people cannot be let down for a second time. Let us pray that this trip can be carried out well.”

Iraqi officials have hailed the visit as an

important moment for the country, while privately admitting that the timing of the trip has proved a challenge for authorities.

Iraq has imposed a total curfew for the entirety of the four-day papal visit in an attempt to minimize health and security risks.

One of the key parts of the Pope’s itinerary is a Saturday visit to Grand Ayatollah Ali al-Sistani, a widely revered Shia cleric.

Sistani will receive the pontiff at his residence in the holy city of Najaf, to the south of Baghdad.

The papal meeting with the 90-year old Sistani -- who is rarely seen in public -- can be seen as one of the most significant summits between a pope and a leading Shia Muslim figure.

COVAX offers hope of vaccine equality with roll out across Africa

( C N N ) W h e n Covid-19 vaccinations arrived in Kenya for the very first time this week, the country’s health minister likened them to critical weapons of defense.

“We have been fighting this virus, but we have been fighting it with rubber bullets,” said Kenya’s Minister of Health Mutahi Kagwe. “But what we have received here is equivalent, metaphorically speaking, to acquisition of machine guns, bazookas, and tanks to fight this war against Covid-19.”

Kenya received the initial shipment of just over 1 million doses Tuesday through the COVAX program, a

global vaccine-sharing initiative to reduce vaccine inequality with discounted or free doses for lower-income countries.

Weeks after many wealthier nations began receiving their first doses, COVAX got underway last week starting with a delivery to Ghana.

Days later, the country’s president became the first to publicly get vaccinated through the program.

“It’s important that I set the example that this vaccine is safe by being the first to have it,” Ghanaian President Nana Akufo-Addo said Monday, as he kicked off a country-wide vaccine drive.

Ghana and Kenya, as

well as Rwanda, Senegal, Nigeria, the Ivory Coast and the Democratic Republic of Congo, are among those to receive their first vaccines in recent days as COVAX rolls out across Africa.

Reported coronavirus deaths there remain

lower than other continents, surpassing 100,000 last month, according to Johns Hopkins University data. But a second wave of infections is overwhelming hospitals as many African nations find themselves far

behind other parts of the world in the race to inoculate against Covid-19.

COVAX coordinators hope that will soon change as access in developing countries continues to accelerate.

“We’ve delivered 10 million doses in fourteen countries so far, and we will now be doing at least another 10 million in the next week and scaling up from there,” Dr. Seth Berkley, the CEO of Gavi, The Vaccine Alliance, told CNN. “So, yes, not enough doses and not as quick as we would like. It took us 83 days from the first jab in the UK to the fist jab in Africa, but now we’re off to try and get as much of this out as

increased investment was necessary to deter Chinese military ambition in the region.

Describing China as “the greatest longterm strategic threat to security in the 21st century” Davidson said Beijing has been carrying out increasingly threatening moves, citing Chinese military activity around Taiwan, along its disputed border with India and even around US islands in the Pacific.

“I’m worried that they’re accelerating their ambitions ... to supplant the United States and our leadership role in the rules-based international order, which they’ve long said that they want to do that by 2050. I’m worried about them moving that target closer,” Davidson said.

China is adamant its military is defensive.

“The development of China’s national defense aims to meet its rightful security needs and contribute to the growth of the world’s peaceful forces,” the country’s 2019 defense white paper said. “China will never threaten any other country or seek any sphere of influence.”

Concerning Taiwan, the self-governed democratic island that China claims as its sovereign territory, Davidson said Beijing may make a move to take control of it in the

near future. “I think the threat is manifest during this decade, in fact in the next six years,” he said, adding that the threat to Taiwan is increasing while the US’ ability to deter Chinese actions is “eroding.”

Asked if it is necessary for the US to defend Taiwan, Davidson said inaction would damage the US’ international status and harm its credibility as a defense partner.

Mainland China and Taiwan have been governed separately since the end of a bloody civil war in 1949 but Beijing has vowed to never allow the island to become formally independent and has refused to rule out the use of force if necessary.

“Taiwan is an inalienable part of China,” Defense Ministry spokesman Senior Col. Wu Qian said in January. “The PLA

we can.”

COVAX, run by a coalition including Gavi and the World Health Organization, uses donations from governments and multilateral institutions to buy vaccines for poorer nations that can’t afford contracts with major drug companies.

The program has secured vaccines from AstraZeneca, PfizerBioNTech and the Serum Institute of India, with hopes of additional doses from companies currently working to get regulatory approvals.

But getting enough supplies has been difficult, in part because wealthier countries ordered more than they need.

Hong Kong (CNN) China is assembling an increasingly offensive military and expanding its regional footprint, as Beijing steps up efforts to supplant American military power in Asia, a top US commander warned Congress on Tuesday.

“I cannot for the life of me understand some of the capabilities that they’re putting in the field unless it is an aggressive posture,”

Adm. Philip Davidson, the head of US IndoPacific Command, said in testimony before the Senate Armed Services Committee.

“I see them developing systems, capabilities and a posture that would indicate that they’re interested in aggression,” Davidson said.

Davidson, who in the hearing defended budget requests for billions of dollars of new weaponry in the Pacific, said the

Man freed of Blue Iguana murder A man who was nabbed some 14 years after allegedly shooting a man outside the Blue Iguana NightClub is now a free man after a jury found him not guilty of the murder.

The accused, Mark Lowchee, called “Mark Lee” was on trial before Justice Navindra Singh, when the jury this afternoon found him not guilty of murder.

Lowchee was charged with the murder of Collis DeAbreu, which occurred on September 21, 2003, at Light and Fifth Streets, Alberttown.

That day there was a misunderstanding

between Lowchee and the owner of the nightclub over a glass belonging to the Blue Iguana.

It is further alleged that Lowchee pulled out a gun and discharged several rounds in the vicinity of the nightclub, hitting De Abreu to the chest and injuring other patrons.

De Abreu was taken to the Georgetown Public Hospital and was pronounced dead on arrival.

Lowchee reportedly escaped and was only nabbed some 14 years after and was charged for the murder

The charge stated that the three on March 6, 2021, failed to comply with the COVID-19

measures in place, that is for breach of restrictions on social activity in contravention of No.2(1)(i)Restrictions Contrary to Section 2(1) (a) of the COVID-19 19 Emergency Measure (No.2) No 53/2020 contrary to Section 21 (2) of the Public Health Ordinance Act Chapter 145.

Jahurali and Khan both pleaded guilty and were fined $16,500 on each charge while Vanderyar pleaded not guilty and was placed on $20,000 bail. He is set to return to court on March 26, 2021.

The Giftland Company in recent times has complained bitterly of the fact that the Police

Force has continued to harass the establishment while leaving several others to flunk the COVID-19 Guidelines.

The Guyana Police Force has denied these claims and notes that the police continue to do their work in fair manner and that no one remains above the law.

COVID-19 has helped the resilient but cursed the wider society

Adam’s Note Book The first COVID-19 case hit Guyana a year ago. It was an imported case with the woman coming from Queens, New York. Guyanese were not worried because there was talk about the heat killing the coronavirus.

Then the disease started to spread.

Relatives of the imported case became afflicted.

These then spread the disease to many with whom they came into contact. But even then there was no panic.

People fooled themselves into believing that in a short while the virus would disappear. That was wishful thinking.

When last the Ministry made the announcement about the fatalities, the number was 204. Most of the cases came from the most populous region— Region Four where the greatest number of cases was among men.

Sometimes people come to realize that even when something stares people in the face they choose to ignore it. In fact, some pretend that it does not exist.

And so it is with the COVID-19. The Ministry of Health released a number of measures to limit the spread of the disease.

These included washing the hands, avoid rubbing the face, sanitizing as often as possible, and practice social distancing.

things for most.

Avoiding crowds is no problem for many so people scaled back on wedding receptions and funeral crowds. But there were those who believed themselves to be immune so they crowded the bars and restaurants.

Some hosted street parties and attracted crowds.

Others just sought out any entertainment they could get.

Nearly 9,000 people have been infected so far but most have recovered largely because the disease did not hurt them as it did those who have underlying conditions.

Hypertension, diabetes, and the like were considered underlying conditions.

It is heartening to see almost everyone on the streets of Georgetown wearing a mask. Shops make it mandatory that unless there is a mask the customer cannot enter; minibuses are supposed to enforce the mask rule but some, as can be expected, take a chance.

Sometimes I see the police getting involved.

But there have been some useful things to come out of the pandemic.

Suddenly Zoom has become the primary means of communication. I remember when Skype was the way to go.

Now it is Zoom. Court hearings are conducted in this manner. It is called virtual hearing.

Prisoners go to court without leaving the prison compound and get sentenced once they are convicted. The lawyers do not have to be near them. His or her presence is also virtual.

People have attended court hearings from the confines of their homes or from their offices.

There have been attempts to conduct school using the virtual forum but this is Guyana. In the first instance, many children do not have computers. But they all have cell phones—at least the adolescents and the phones are not what some call the mango pelter.

However, there are not enough internet sites.

And no young person is keen to spend money on data for the phone to use to attend classes in school.

The result is that for one year most children have had nothing to do with institutional learning. Even when there was a school there were those who only attended and learnt nothing. We would see them with brand-name shoes and clothing at the side of the road after school.

Today there are teenagers who do not know the alphabet. And that is only the tip of the iceberg. I expect to see more teenagers committing robberies

on the streets. Their numbers have grown and they all want to flash a wad and to be drinking beers and Guinness. The money will come from innocent hard-working people.

And sadly, some of these people will die in the process because the person with limited intelligence will not reason.

There were other bad things; small businesses collapsed; daycare centres closed their doors and generally, people in the lowest income brackets became the hardest hit, financially.

The decision by the political directorate to terminate the services of some of the public servants has not helped

the situation.

It is back to the days when people called on their resources to eke out a living. The enterprising brought their culinary skills and offered their products for sale. None of them can challenge KFC and Church’s and other fast food joints but they do earn enough to put food on the table.

Kitchen gardens are flourishing so COVID had pushed people to become resilient. Yet Guyana would prefer life without COVID if only to see children grasping an education.

And as an aside, COVID testing is a money-making thing.

Initially, some testing sites charged $25,000.

If someone has to go

overseas, that person at least 72 hours before departure must take the test and present the certificate at the airport.

Recently, I learnt that there is one hospital that is offering the test for $10,000. Whatever the case, that is still a lot of money. There is the contention that the government is testing for free but the stigma attached to COVID is keeping many people away from those sites.

I know for certain that I am not hearing people coughing as they used to in the good old days. Even sneezing has become a rarity. Life has really changed.

Former Finance Minister accuses AG of using the court to engage in witch-hunt

Attorney General Anil Nandlall is going after the BK Marine Company for a waterfront property that was supposedly gifted by the APNUAFC administration.

He is citing some level of collusion between some former Ministers and National Industrial and Commercial Investments Limited (NICIL).

However, former Minister of Finance Winston Jordan has so far denied these claims.

In offering clarity in the

matter Mr. Jordan, in a statement, said that there has been no illegality in the transfer of the land.

At least no one on his part did anything illegal, he said in a statement of defence in reply to the court case filed.

“The Second named defendant (Winston Jordan) did not act in breach of any fiduciary duty or purported fiduciary duty, nor did (Jordan) act negligently when he signed the vesting orders in respect of the property,” Mr.

He emphasized that it was under the PPP/C Government that the transaction began, where most of the agreement was done but was later finalized under the APNU-AFC Government after they would have even taken BK to court.

The PPP/C, however, since coming back into power has launched and attacked business, who are seen as supporters of the former Government by filing several court cases through the Attorney General in order to take back lands that were supposedly given away.

Thus far, the AG had filed matters against the BK Company, and now the Car Care Enterprise for its Plantation Ruimveldt property.
