– Public Procurement recommendations will be taken on board – New tolls to be capped The Ministry of Public Infrastructure will be moving ahead with the New Demerara Harbour Bridge this year with the intention to begin actual work on the much need crossing in 2019.

In a recent interview with the Department of Public Information, Minister of Public Infrastructure, David Patterson assured that work on the crossing between Houston and Versailles which is pivotal for linking Regions Three and Four and further afield will begin next year.

As for the controversy over the procedure to secure the consultancy design, he explained that the procurement process sought was the most expeditious one. This led to the matter being brought before the Special Organised Crime Unit (SOCU).

But Minister Patterson said “the recommen-

dations from the Public Procurement will be taken on board. They never questioned the validity of the information we presented, there was never a question of the technical soundness or the competency of the consultancies, so we have good information.”

According to the Infrastructure Minister, MOPI received 12 excellent submissions which enable the ministry to see the real costs in the open market. Prior to the procurement process, it was envisaged that the new four-lane bridge would cost about $250Million, however, through the first process the cost estimate was approximately $200Million.

Minister Patterson said this encouraged the ministry to extend the procurement process.

“We realised that we could afford more with

the money we have, that’s why we decided to ask all 12 firms or anyone else to bid. We know that the cost of the bridge is under $200Million, it is just the best financing package available we are going for. Therefore, we are going through a public/private partnership sometime this month for updates on those quotes through the public/ private partnership department under the Finance Ministry and then we will be moving ahead with the bridge.”

According to Minister Patterson, the government has sufficient funding for the new crossing but is pursuing the public/private arrangement to allow private stakeholders to contribute in the

very ‘economical’ project.

The restrictions, however, will be the capping of tolls so there is no hike in charges to cross the bridge. Minister Patterson emphasised that the government has a responsibility to address the need for infrastructure: “While we are still confident our process was right because we went to Cabinet and got its approval; we await the outcomes of all the reports but we will be proceeding this year with the project. The ferry was recently outfitted with two hydro-master propulsion systems which will be powered by two caterpillar 3406 engines. Other rehabilitation works were also carried out to enhance the vessel. All works were executed by Brenco Shipping and Trading Company Ltd. The acquisition and installation of the two engines cost a total of $291Million while rehabilitation which included painting and repairs cost an additional $13Million.

M.B Sandaka operates the Leguan to Parika route and even undertakes international duties between Guyana and Suriname whenever the M.V Canawaima is undergoing scheduled maintenance.

General Manager of the Transport and Harbour Department (T&HD) Marcelene Merchant along with her team and the contracting company recently assessed the vessel.

After an incident-free test run of the ferry, Merchant said that she was very impressed with the works done on the vessel. She noted that with the installation of the new propulsion systems, the T&HD will be able to provide a more reliable and improved service to the public.

Merchant stated that “we are considering putting the vessel into operation by this weekend; which will be either on Saturday or Sunday. The vessel is now better equipped to serve the residents of Leguan and other commuters who will be travelling between Parika and Leguan.”

Chief Mechanical Engineer, Dwane Griffith said that with the installation of the new systems, the vessel will be able to make much faster trips.

“We will be able to cut down the travel time between Parika and Leguan by at least 10 minutes. Previously the travel time was approximately 45 minutes and I think we will be able to better that.”

Additionally, Griffith pointed out that coupled with the rehabilitation of the vessel, the T&HD will also be rehabilitating the Leguan Ferry Terminal.

The Leguan ferry terminal is slated to be rehabilitated by the Transport and Harbours Department (T&HD) - this was disclosed by the Chief Mechanical Engineer of T&HD, Dwane Griffith.

Griffith said the project is currently out for public tender and will be awarded soon. He also noted that the engineer’s estimated cost for the rehabilitation of the stelling is $455MILLION. Once the project has been awarded, Griffith noted that it will take approximately eight months to be completed. The rehabilitation of the ferry terminal is coupled with the recently rehabilitated M.B Sandaka which traverses the Parika - Leguan route. The vessel was outfitted with two new engines and also received a facelift.

The rehabilitation of the ferry terminal is another major project of the T&HD under the Ministry of Public Infrastructure. The Bartica Stelling is currently being rehabilitated at $240M. $941MILLION FOR NEW WESTMINSTER SCHOOL

Students and other stakeholders Westminster, West Bank Demerara are soon to benefit from the construction of a new school building.

The Ministry of Education recently signed the contract with R. Bassoo Construction for the construction of the secondary school valued at $941MILLION (US$4.5MILLION).

Minister of Education, Nicolette Henry says the construction of the school is in keeping with the ministry’s move towards modern, futuristic

educational institutions.

The school will be furnished with a multipurpose hall, Home Economics building, Science and computer laboratories, audiovisual room and industrial technology room.

The newly constructed Education Complex at Vreed-en-Hoop The Regional Democratic Council (RDC) commissioned a $77M education complex at Vreed-en-Hoop.

The cost takes into consideration the $43M building; a $17M cold storage; a $12M generator room (with generator installed and configured) and the driveway and open bond for $5M. The new complex replaces the old education building which was gutted by fire in 2009.

As a result of the blaze, many documents were destroyed and offices displaced, it also affected staff morale and threatened the full functionality of the education department in the region.

Some 16 Education officers and other staff were housed in the Learning Resource Centre in the same compound.

Senior Project Officer, Ministry of Communities, Karen Roopchand said that the administration, recognising the urgency and importance of such a facility to the region and by extension, the country, prioritised the reconstruction of the education department building.

She underscored some of the benefits. “To our parents, you can rest assured that issues regarding the region’s children will be dealt with in a more comfortable, spacious and private environment. To you the teachers, the resource centre

will be returned to its original use where you can develop general and annual schemes, produce teaching aids and engage with each other. To the community, you now have your full library.”

Roopchand reiterated the administration’s commitment of continued support of the education sector. “This government will continue to support and build on the success of the education system in the Essequibo Islands-West Demerara Region. It is fitting that this dedication ceremony is done as we celebrate education month and I must acknowledge and congratulate the region.”

Regional Executive Officer, Denis Jaikaran said that the government has delivered yet another promise to the people of the Essequibo Islands-West Demerara Region. “What we are experiencing here are promises made and fulfilled by this government …it is, therefore, important to note that you maintain what you have (here) to the best of your ability.”

In an atmosphere of celebration, the Department of Education hosted its Annual Regional Award Ceremony after a lull of two years. The event was held under the theme, "Rewarding Success and Dedication" at the Aracari Resort, Plantation Versailles West Bank Demerara.

Trophies and plaques were given to the Top Performers for the National Grade Two Assessment, National Grade Four Assessment, National Grade Six Assessment (Top 10 in the Region), National Grade Six Assessment, National Grade Nine Assessment, Secondary Competency Certificate Programme, Caribbean Secondary Education Certificate (C-SEC), Caribbean Secondary Education Certificate, The Arts and the top performers from each Secondary School for C-SEC 2017 and 2018.

Teachers were also recognised for their service and dedication to the profession. Awards were present to the Overall Top Performers who completed the Trained Teachers Certificate at the Cyril Potter College of Education in the field of Nursery, Primary and Secondary Education for 2017 and 2018.

Teachers who completed the Education Management Certificate Programme for 2015-2017 and educators with 27 years or more years of unbroken service were also honoured. Retired teachers were also recognised for their sterling contributions. The Most Improved School in the Nursery, Primary and Secondary categories along with Champion Athletes both students and teachers also received due recognition.

OVER 10M LITRES OF WATER DAILY FOR UITVLUGT & ENVIRONS Construction of sedimentation tank underway at Uitvlugt.

A new water treatment plant under construction in Uitvlugt, West Coast Demerara will see residents from Cornelia Ida to De Kinderen receiving 10Million Litres of treated water per day when it is completed next year.

Bulkan, representatives from the Inter-American Development Bank (IDB), the Guyana Water Incorporated (GWI) and the Ministry of Finance visited the project site to assess the progress of construction of the new water treatment plants in Uitvlugt, East Bank Essequibo.

The water treatment plant is a component of a larger project for which a more than $6.6Million (US$31.6Million) loan was signed in 2014 by the Government of Guyana (GOG) and the IDB, for a Water Supply and Sanitation Infrastructure Improvement Programme.

Arshad Yacoub, Programme Manager of GWI, told the team that some 21,550 members of the population will be served when the treatment plants come into operation. As part of the project, GWI is in the process of installing meters in communities to be serviced.

To date, more than 3,000 meters have been installed with 125 septic tanks scheduled for installation in November.

New Community Wakenaam gets street lights Development office opens

A spacious office building, located at 8th Street Tuschen New Housing Scheme was handed over to Deputy Director Donald Ainsworth at a simple ceremony by the Regional Executive Officer, Denis Jaikaran.

Jaikaran said that it is time for the full utilisation of the government's resources for the benefit of the people. "I have always believed and will continue to ensure that government's facilities be utilised to the fullest. We cannot continue to have state-of-the-art structures sitting dormant, rather they must be used for purposes that will ensure the upliftment of our people. This facility will play a major role in providing services to the people of Tuschen and by extension Essequibo Islands-West Demerara and this is why I am extremely happy to hand it over to the Department of Community Development."

Jaikaran further spoke about the need for young people to be meaningfully engaged in profitable activities that will guarantee economic, social and moral upliftment of themselves. Deputy Director Ainsworth indicated that various classes

would be held at the facility.

"I anticipate various programmes would be held here which include sewing, cooking, cosmetology, reading and writing classes, lectures on many topical issues. It is a big complex and many things will be done here for the benefit of the people of Region Three. This is definitely a step in the right direction for community development and we are extremely happy to be a part of this along with the Administration of Region Three," Ainsworth said.

The Deputy Director also assured the REO that he will be engaging the Board of Industrial Training so that they can come on board and provide training programmes in the form of technical trades. "Whether it is mechanical, welding, plumbing, block making or whatever skills we can offer we must and we will," said an energised Ainsworth.

Motivated to build a more cohesive community, residents of Parika participated in the Ministry of the Presidency's Department of Social Cohesion’s 77th Diversity Education and Inclusion Training at Beach View Hotel, Bushy Park.

Guided by the trainers, Kala Seegopaul and Rishon Rambarran, participants were involved in several activities to help them understand and deal with biases and diversity. At the end of the exercise, they are expected to develop an appreciation for themselves and others, have an increased awareness and sensitivity about behaviours that contribute to building better relations between the residents of the community.

Jonelle Van-Doimen, a participant, said “it is good because we never had it before and now that it has come to the Parika Façade, it is a good thing because it helps persons to come together and help them to cooperate and learn to live in love and unity.”

Another participant, Michael Scotland believes that unity is necessary for the land of six people. “It is important that persons from different ethnic groups know how to interact and socialise and live in harmony, so, social cohesion is a must.”

17-year-old Emily Gangajelly, who also participated in the exercise, said the programme is crucial especially for young people. “I think it is very important for us to know our values and I think we should know what we are worth to our community and set a good example” Gangajelly stated.

Sunil Oudit, who is also Chairman of the Community Development Council (CDC), noted that “it is getting people together and understanding themselves. When you can understand yourself then you can understand others so it is important for community development.”

Technical Officer to the Department of Social Cohesion, Pamela Nauth explained that the training stemmed from a social cohesion sensitisation outreach that was held in the community. Nauth said the response from the residents has been overwhelming and that they showed a willingness to building a better community.

“We have seen a high level of interest coming from this group. They really showed that they wanted to develop their community, they want to build that community spirit and that is what social cohesion is about” Nauth underscored.

NEW RIVER RAMPS FOR LA HARMONIE AND ENDEAVOUR The communities of La Harmonie and Endeavour, located about 15 and 20 miles respectively up the Demerara River on the West Bank, are the beneficiaries of two newly constructed River Ramps valued at $12M. The two riverine communities are only accessible by boat from either the West Bank or Timehri on the East Bank of Demerara.

The construction of the ramps follows representation made by residents of both communities to Regional Executive Officer, Denis Jaikaran, approximately 5 months ago.

Both delegations spoke about the deplorable ramps and great difficulties school children, pregnant mothers and senior citizens endured when travelling. The situation was described as inhumane by one resident as they collectively pleaded for assistance.

Residents of both communities are now enjoying two sturdy ramps that were constructed to benefit the communities.

On October 2, the REO visited the communities and was greeted by the residents of both communities, smiling and extending the warmest of welcomes.

At La Harmonie, a revetment and ramp that has a seating area with shed were constructed at a total cost of $6.5M while at Endeavour a ramp and revetment was constructed at a cost of $5.5M also with a seating area and shed.

The residents expressed their appreciation for the timely intervention while noting the relief it has brought the residents, especially the children and women. Jaikaran assured the residents that he is a servant of the people and assured of more frequent visits to the communities.

In addition, REO Jaikaran took the time to also visit the La Harmonie, Endeavour and Sand Hill Primary Schools where he interacted with the pupils and staff.

The REO reassured the staff that positive changes will occur soon, especially in the area of infrastructure.

The visit to the areas by the REO is part of his ongoing outreaches to far-flung communities within his region as he continues to equitably distribute government services to the people of Essequibo Islands-West Demerara.  Story and Images: Ganesh Mahipaul

Pupils and teachers travelled all the way from the West Coast and West Bank of Essequibo and Demerara Counties to the Department of Education Compound, Plantain Walk where a Mathematics and Social Studies Fair was held. The students were exposed to various learning techniques that are used in the classroom to make the subjects easier to learn.

A tour of the booths revealed that students were allowed to play various games relating to the two subject areas and every winner was presented with a prize. One booth that proved very popular with the students saw them composing a Mathematics

jingle.

HIGHLIGHTS CDC distributes more supplies to Venezuelan migrants

Illegal mining affecting Mahdia’s potable water supply

$903M City Hall restoration plan completed City Hall along with the Engineer's and Mayor's buildings are to be restored to their former 19th-century glory to the tune of $903Million.

This was highlighted in a $64Million Comprehensive Restoration and Sustainable Conservation Management Plan for City Hall which was handed over to Minister of Social Cohesion with responsibility for Culture, Dr. George Norton, at Pegasus. The project is a collaborative effort between the European Union (EU) and the National Trust of Guyana. Minister Norton urged that City Hall's restoration is used as an example for the preservation of Guyana's Heritage. 

East Coast road project on schedule

The Civil Defence Commission (CDC) conducted a one-day exercise in the Barima-Waini Region, to distribute additional supplies to Venezuelan migrants, as well as to “monitor government’s intervention” of the migrants over the last three months. The team revisited Khan’s Hill, in the Mabaruma sub-region district, where 24 migrant families benefited from additional food items. The CDC also visited the Indigenous community of White Water where non-food items were distributed to 46 migrant families. These supplies included sanitary items such as bleach, soap and water purification tablets. 

Digital crime mapping soon for Region Four A sixteen-million-dollar (US$78,750) contract for the creation of a digital map of all the crime hotspots in Region Four, Demerara-Mahaica was given the go-ahead by Cabinet. Minister of State, Joseph Harmon informed the media, that the contract was awarded by the Ministry of Public Security to the Consultant, Valerie Grant.

According to Minister Harmon as a result of the poject, “Guyanese citizens will be able to see a digital map that depicts where crimes are occurring based on crime data.” The initiative, similar to services provided in other countries will assist persons to avoid becoming victims of criminal activity. 

Mahdia officially a town The Ministry of Communities has announced that Mahdia in Potaro-Siparuni has been formally designated a township. The Ministry said that this was done by way of Order No.27 of 2018 published in the Official Gazette dated 2018.08.09.

Mahdia was among a list of communities identified by President David Granger in 2015 to be commissioned as towns. The other three, Bartica, Lethem, and Mabaruma are already up and running, however, Mahdia was having some delays due to issues with internal boundaries. 

The authorities responsible for surveillance against illegal mining in hinterland communities are being called upon to exercise stringent enforcement of the law. This follows a new report of a breach in the main water supply to Mahdia in Region Eight due to unlawful mining in the area. At a brief media conference highlighting the extent of damage GWI Managing Director, Dr. Richard Van West-Charles said this recent break took place in the Water Dog area. GWI is now calling for stricter monitoring and surveillance throughout the region by the Guyana Geology and Mines Commission (GGMC) and police. 

Foster economic resilience in hinterland – Pres. Granger

The Multi-Billion-dollar East Coast of Demerara road widening, and improvement project remains on schedule for the September 2019 deadline. The extending of the four-lane section from Better Hope to Annandale is now 60 percent completed. Technical Services Manager at the Ministry of Public Infrastructure, Nigel Erskine informed the Department of Public Information that the plan is to complete the four-lane section by the end of the year and proceed with the upgrade of the two lanes from Annandale to Bellfield subsequently. 

South Rupununi gets upgraded roads

World Food Day 2018 observed in Region 2

Minister of Agriculture, Noel Holder reiterated the government’s commitment to providing a good life for all Guyanese citizens while expressing his belief that “agriculture has a major role to play in this regard.” The Minister was at the time speaking at the World Food Day Exhibition 2018 held at the Mainstay/Whyaka Ground on the Essequibo Coast. This year, World Food Day was observed under the theme “Our Actions are Our Future A #ZeroHungry World by 2030 is possible”. Minister Holder remarked that while “Guyana is a food secure country,” green agricultural initiatives are being promoted which would “significantly influence the sector and the economy as a whole.” 

Tabatinga, Culvert City join Lethem municipality Tabatinga and Culvert City housing schemes were handed over to the Lethem Municipality thus regularising them and authorizing the town council to oversee further development to the schemes. The Central Housing and Planning Authority (CH&PA) who has had responsibility for the management and maintenance of the two housing schemes since 2010 officially handed them over to the council during the opening of Lethem Town Week. Chief Executive Officer of the CH&PA, Lelon Saul said that the agency has expended a total of $355M to develop and maintain the two schemes. He explained that development works included the construction of roads and drains. There was also the installation of a well in Culvert City along with water and electrical distribution networks. 

Lethem celebrates Town Week

President David Granger during a visit to St. Ignatius, Region Nine, as part of Indigenous Heritage Month activities, underscored the importance of building economic resilience in the hinterland regions. This is even more relevant now, the president said, citing the situation in neighbouring Venezuela which has resulted in the migration of thousands of persons to the country’s interior locations. President Granger believes one of the most important elements of the economy is food security. He said the region must be able to produce enough in terms of value to enable exchange with other areas, however, the president cautioned that products must not be wasted. 

Residents of South Rupununi can now travel with ease in and out of their communities following the repairs of several roads in various communities. The relief came within three weeks following diligent work by the Ministry of Public Infrastructure to repair access roads and bridges to facilitate the collaborative drilling of wells in South Rupununi, by the Brazilian and Guyanese armies. Hinterland Engineer, Jeffrey Walcott explained to the Department of Public Information that the roads in the South Rupununi have not been upgraded for years because of various impediments. He, however, said the newly done roads are expected to withstand the elements of weather and last long after the wells have been drilled. 

The border town of Lethem was illuminated this week for its second annual town week celebrations. Addressing the opening of the celebrations, Attorney General and Minister of Legal Affairs Basil Williams SC noted that Lethem is an “emerging frontier for economic development”.

AG Williams said that since Lethem is the capital of the largest region in Guyana and home to a unique range of biodiversity this reinforces the plan to erect of a new pillar for sustainable economic development, nature and adventure-based tourism in the region. He said the observance of Lethem town week provides an opportunity to gauge progress and attract investment. Also making brief remarks was Guyana’s Ambassador to Brazil, H.E. George Talbot who noted that Lethem is ‘ground zero’ for relations with Brazil and noted that ties between the two nations are strong and developing on many fronts. 

Govt and Small Miners sign agreement

Guyana and Trinidad sign MOU on energy cooperation

Small mining syndicates will benefit from several concessions via a new agreement signed with the Ministry of Finance. Minister of Finance, Winston Jordan, who formalised the agreement with other senior officials including the Guyana Revenue Authority's (GRA) Commissioner Godfrey Statia, Guyana Geology Mines and Commission's (GGMC) Commissioner Noelle Dennison and Guyana Energy Authority head, Dr. Mahender Sharma, described the signing as historic.

He noted the signing will result in a “big difference in peoples’ lives” and recalled that it was the fulfilment of a promise made by the government which vowed not to discriminate against anyone and to support small and medium scale miners with concessions. 

A Memorandum of Understanding (MOU) signed between Guyana and Trinidad for cooperation in the energy sector. The MOU was signed at State House between President David Granger and Prime Minister of Trinidad and Tobago, Keith Rowley. President Granger said the signing of the MOU represents a step forward for the two countries which have enjoyed fruitful relations for many years. Apart from energy cooperation, the president said discussions extended to the areas of Agriculture, Youth, Sport, Security and other fields. 

HIGHLIGHTS Coalition has not abandoned sugar workers - Pres. Granger

Sugar workers have not been abandoned to an uncertain future. This was the utterance of the Head of State as he addressed the opening of the 97th Sitting of the National Assembly of the First Session of the Eleventh Parliament. He reiterated that workers are at the “heart of the government’s decision” on the industry. He outlined plans to boost production in the remaining sugar estates.

These include the training of sugar workers. The Head of State assured that the Coalition administration will continue to work diligently to ensure that displaced workers are provided with opportunities to participate actively in other sectors of the economy, such as the production and processing of rice and other crops, livestock, fisheries, construction, manufacturing, services and mining. During his address, the president highlighted gains made over the last three years and outlined the government plans, programmes and policies to stimulate growth in all of the sectors in pursuit of the good life. 

Govt rejects proposed toll increase for Berbice Bridge

The government has assured commuters that there will be no increases in tolls for the Berbice Bridge crossing, and will implement all necessary measures to ensure commuters can continue to traverse the bridge without undue harassment or burdensome tolls. This declaration was made

by Minister of Public Infrastructure, David Patterson, during a press conference at the Ministry’s Kingston Office. The minister was at the time addressing the proposed 420 per cent bridge toll increases which were announced by the Berbice Bridge Company Incorporated (BBCI). Among the options, that the government will be seeking to explore to stop the proposed toll increase, are the amendment of the Berbice Bridge Act 2006, increase in subsidy are an injunction against the BBCI. 

President’s decision to appoint GECOM’s Chair vindicated Attorney General and Minister of Legal Affairs, Basil Williams SC., said that Court of Appeal has vindicated President David Granger’s decision to unilaterally appoint retired Justice James Patterson as Chairman of the Guyana Elections Commission (GECOM). Justice Dawn Gregory-Barnes, in her judgement at the Court of Appeal on Thursday, ruled that the president has acted constitutionally in appointing Justice Patterson. “We were always convinced that under the constitution, the president has the right to appoint the chairman from a list of six persons and insofar as the president finds that the list is unacceptable then he can properly reject the list and that has happened three times and the court has arrived at the decision that the president acted constitutionally and lawfully,” AG Williams told the Department of Public Information. President Granger, in October 2017, had unilaterally chosen Justice Patterson for the post of GECOM Chairman, after rejecting a total of 18 names contained in three lists submitted by the Leader of the Opposition. The Opposition had filed a High Court action requesting that the decision be quashed because the president violated the Constitution by selecting Justice Patterson. However, in June, Chief Justice Roxane George-Wiltshire had ruled that the president can rightfully ignore the Opposition Leader’s nominees for the post. 

Agreement inked between Guyana & Estonia

Last month, Guyana signed an agreement with the president of Estonia to improve cooperation in the areas of information communication technology and travel, among other things. Minister of Foreign Affairs, Carl Greenidge signed the agreement with the President of Estonia on the sidelines of the 73 United Nations General Assembly meeting which was held in New York. At a press conference at the Ministry, Minister Greenidge noted the agreement will fast track work between the two countries in the area of e-governance. He noted a team from Estonia has been working with the Ministry of Public Telecommunications to develop an e-governance plan. The agreement will also address easy travel between the two countries among others things. 

High-level EU delegation calls on Minister of State

Guyana, Newfoundland sign MOU to enhance Oil and Gas collaboration

Guyana’s developing oil and gas industry will benefit from learning experiences from the Canadian province of Newfoundland and Labrador which has more than 30 years in oil and gas production and exploration. Minister of Business, Dominic Gaskin, signed a memorandum of understanding (MOU), on enhanced cooperation and collaboration in the area of oil and gas development, with the Minister of Natural Resources from Newfoundland and Labrador, Siobhan Coady. Minister of Business Dominic Gaskin said building longstanding partnerships is important, given Guyana’s newness in the oil and gas industry. Minister Coady also stressed the importance of partnership in maximising opportunities in oil and gas. 

Minister of State, Joseph Harmon was paid a courtesy call by Ambassadors and High Commissioners of European countries to Guyana, who are currently conducting the Sixth Round of the European Union (EU)-Guyana Political Dialogue under the framework of the African Caribbean Pacific States (ACP)-EU Cotonou Agreement.

The delegation was headed by EU Ambassador, Jernej Videtic. During the meeting, which was held at the Ministry of the Presidency, Minister Harmon assured the visiting team that notwithstanding the burgeoning oil and gas sector on the horizon, the country remains steadfast to pursuit of environmental sustainability and a ‘green’ development trajectory.

$4.2B loan signed for GPL upgrade

House Speaker receives 2017 AG’s report Speaker of the National Assembly Dr. Barton Scotland received the 2017 Auditor General’s report from Auditor General (AG) Deodat Sharma. Dr. Scotland said the Auditor General’s work remains an integral part of the management and scrutiny of resources made available to the government. He said while the office is an independent one and is protected in the performance of its duties, the annual presentation is mandatory by the AG. Dr Scotland reminded that the report must first be laid in Parliament before its contents are made public. That will take place at the first sitting of the National Assembly when it comes out of recess. 

An agreement signed in Kuwait between Minister of Finance Winston Jordan and the Islamic Development Bank’s Vice President of Sector Operations Mansur Muhtar, will support the improvement of the country's power supply through the Guyana Power and Light Incorporated (GPL Inc.). The $4.2B loan is part of the utility company’s Upgrade Programme, a component of its development and Expansion Programme for 2014 to 2021. Finance Minister Winston Jordan described the occasion as historic, as this celebration of the first loan to be granted. 

Dynamic Tassa Troupe - a household name

The group enjoying the stage Tassa drumming is an art form, which is Indigenous to this country's tradition, showcasing pulsating rhythms. Like so many of the other genres of music, tassa has evolved through the years. Drummers have experimented with several modern rhythms and are now able to bring these changes to the stage.

The tassa is a bowl-shaped drum that is hung from the neck and played with two thin and very flexible sticks. In some countries, tassa is always accompanied by the dhol (a double-headed bass drum played with one stick and one open hand) and jhal (a pair of thick brass hand cymbals). It takes at least four players to play all the parts of the ensemble. The "cutter," or lead tassa player, directs the ensemble through a series of standardised taals, or rhythmic calls. Additionally, the cutter adds flair to the music through improvisation, often using rapid-fire rolls and ear-splitting "shots."

The foulé is the accompanying tassa part that consists of standardised ostinato patterns. The bass, jhal, and foulé provide a rhythmic base upon which the cutter improvises. Tassa rhythms are called "hands" and vary greatly, ranging from processional hands played at a moderate walking tempo to very fast, upbeat hands meant for dancing. The drums are not necessarily sacred but are important for Caribbean Hindu weddings and for the Shi'a Muslim Hosay observance (the local name for Muharram). Tassa is also played for Carnival celebrations, parties, and cultural events of all kinds.

Region Three has a well-known Tassa group called the "Dynamic Tassa Troupe" which has its groundings in the Windsor Forest Arya Samaj Mandir, West Coast of Demerara. These talented players believe that “music has always been one of the finest forms of art” and that tassa drumming “pushes the boundaries of all rhythms”.

It all began with three brothers when their first sets of instruments were gifted to them by Thribuwan Jaimangal (also known as Latcho) who is their Chacha (East Indian name for uncle) from Trinidad in 2009. He saw their love for music and drumming and took the initiative to present them with the instruments. From 20092013, two of the founding members Navindra Jaimangal and Chanshekhar Jaimangal started playing their newly gifted instruments at family weddings, mandirs, cultural programmes and other small venues.

In 2014, Navindra and Chanshekhar were joined by their other brother Chanderpaul to officially launch the Dynamic Tassa Troupe and immediately began expanding the group. The first new recruits to the group were Deepak Rupchand who became one of the main dhol player, Jagdeo Persaud who was trained as a foulé, Stephon Sugrim, Mohan Singh and Raymond Khan were all trained to be master class players of the jhal

and other accompanying instruments (Tambourine, etc.), Subhash Haimraj joined and became firstly their personal photographer but then later was trained to play one of the dhol, while Vishal Hemraj joined in trying to mix his flamenco guitar styles to the tassa. Deopaul Somwaru started off as their advertisement manager, and eyes capturing the special moments and promoting them on Facebook and other sites. He then took up the challenge of playing the jhal and excelled in it.

Presentation is one of the most important features of performing. Raymond Khan also became the troupe’s fashion designer, ensuring they are always presented professionally at functions even covering the cost of their costumes.

"We owe him a lot because, if it wasn’t for his generosity we would’ve been just another group playing tassa." said the group leader, Navindra.

With hours dedicated to practice, the troupe developed and mastered their skills while continuously building their repertoire through fresher beats, sounds and mixes.

The Dynamic Tassa Troupe have stormed across the Essequibo Islands-West Demerara performing at weddings, fundraisers, religious functions and other places of worship, Diwali motorcades, Digicel CPL Cricket, Miss Earth Guyana and other national events.

This year, they participated in their first competition, the Dubraj Tassarama 2018. The group placed second and were also awarded the Best All Round Performance in the competition. They also participated in Drum Festival Competition 2018 and had a great run in that competition also. "We don’t consider ourselves better than any other tassa troupe, but we are very true to the importance of the traditions that come with tassa drumming especially the religious aspects of it. We also do a lot of voluntary work through which we made lots of friends and new clients.

We also have a high customer satisfaction rate, we normally bond with our clients like our own family,” Subash Haimraj said.

He also disclosed that the troupe conducts training sessions for youths at the Meten-MeerZorg Mandir where they share their skills and knowledge with the next generation of tassa players.

Members of the troupe are appreciative of the continuous support and guidance of their parents, members of the Windsor Forest Arya Samaj Mandir. They also grateful to ‘Chacha Latcho’ whose investment gave them the start they needed and the Region Three Democratic Council for helping to bring them to where they are today.

The Dynamic Tassa Troupe has become a household name in Region Three and is proving that young people once focused can set and achieve goals. The troupe plans on announcing the name of a 10th or before Diwali this year.  Story and Image: Ganesh Mahipaul

JENNIFER FERRIERA-DOUGALL A.A. Deputy Regional Executive Officer Known as a country girl and popularly called ‘Lady J’, Jennifer Ferriera-Dougall spent her early childhood at Parika/Salem on the East Bank of Essequibo, and teenage years in Den Amstel and the West Ruimveldt Housing Scheme. The third of seven children born to Eric and Sheila Hamer, who are now both deceased, Ferriera-Dougall remembers vividly her time in the sun like any other child in those days. Jumping into the Essequibo River for a quick swim, playing cricket, football and even the high jump were her pleasures growing up.

She attended the Parika/Salem Nursery School and St. Ambrose Primary in Georgetown, before graduating to the Chatham High School, and then spent one year at the Guyana Oriental College (GOC), which was a private institution back then.

Lady J’s first job was at the Ministry of National Development, where she was appointed as a Clerk 11 and worked there up until 1985.

During her years at National Development, she was promoted to Administrative Assistant and then Senior Administrative Assistant, with responsibility for National Events and Ceremo-

Having fun in the countryside nies. She recalls, in those days then President LFS Burnham attended all national events, therefore she had to ensure everything was in place before the event.

From 1985 to 1996, this energetic and charismatic woman who is now 64 years old, served as a Parliamentarian in the National Assembly of Guyana. She was the Chief Whip of the People’s National Congress [PNC].

Her political career began in 1976 as a Young Socialist Movement [YSM] member where she served as the Secretary of the Den Amstel YSM. In 1980 she joined the adult group of the Meadowbrook Gardens PNC under the chairmanship of Richard Van-West Charles.

It is worth mentioning that she graduated as a YSM Cadre 1977 after participating in an intense and challenging training programme which was done at Loo Creek on the Linden Highway. Ferriera-Dougall represented Guyana in Cuba and Jamaica at the 11th World Festival of Youth in 1978.

Jennifer Ferriera-Dougall holds a CNA certificate from the Allen School of Nursing in the United States of America, a certificate in Industrial Relations and Social Studies from the University of Guyana and a General Certificate in Education. She currently sits as the Deputy

At her desk at the RDC Regional Executive Officer [DREO] of the Essequibo Islands/West Demerara region. Before her appointment as DREO, Ferriera-Dougall worked extensively in the USA as a Counselor at the Institute of Community Living. She also worked as an Office Manager at Fence Plaza Corporation for more than 10 years.

At the recently concluded Biennial Congress of the People’s National Congress Reform, she was elected to serve a second term on the Central Executive Committee and is very active in planning party activities. She is also engaged in a number of social work activities. Ferriera-Dougall is dedicated to the development of young people and from time to time engages various youth groups across Essequibo Islands/West Demerara and guides them as they strive to better themselves in all aspects of life.

She also has a passion for singing and hopes one day she can make her own CD. In 1985 at the funeral service of the late President Linden Forbes Sampson Burnham, Ferriera-Dougall sang a rendition of, Bridge over troubled waters. She is the mother of one and her daughter Jenelle Ferreira-Reid, is her pride and joy.

This remarkable, dedicated and honest woman was a recipient of the Golden Arrow of Achievement [AA] in 2016. It was conferred onto her by President David Granger for her long and dedicated service in the field of politics.

At her workplace, Ferriera-Dougall has an open-door policy and enjoys serving the people of Essequibo Islands/ West Demerara and the Co-operative Republic of Guyana. 

EXTRAORDINARY PEOPLE:

FOUR INSPIRING TEACHERS and enjoys Grade One pupils the most. According to Ghansiam, her most disturbing time during her years of teaching was when in December 2015, she lost her eldest child, at the tender age of 17. Her grief also serves as a motivation to love all her pupils as she loved her child.

For teacher Ghansiam, satisfaction is when pupils progress under her watch. It fuels her never-ending passion for teaching. She is dedicated to her calling and is a remarkable teacher.

Teachers are ordinary people that do extraordinary things. We share with you the stories of four extraordinary teachers from Essequibo Islands-West Demerara:

GRADUATE SENIOR MISTRESS (GSM), SUZETTE FERGUSON

HEADMISTRESS AT VERSAILLES NURSERY SCHOOL, SHAVANNE DOUGLAS-GRIMMOND

Senior Assistant Mistress at the at Santa Primary School, Donna Patterson

Suzette Suzie Ferguson, a teacher at Essequibo Islands Secondary School Graduate Senior Mistress (GSM) Suzette Ferguson, currently sits as the second-in-charge at Essequibo Islands Secondary School, Wakenaam. She began her career at the tender age of 17, just after completing the Caribbean Secondary Education Certificate (CSEC) examination.

She first taught at Ridge Primary School and earned, at the time, just under $3,000 monthly. The school is located roughly 45mins from her home by foot. As she recalls, in those days there was no road in the area, but just a mud dam and many times long boots and short pants was the dress code because of the deplorable condition of the road which she had to walk for 3 years.

Suzette attended the Cyril Potter College of Education (CPCE) in 1995 and the University of Guyana in 2001 where she graduated with a Trained Teachers’ Certificate and Bachelor’s degree in History, respectively.

Asked what she enjoys the most as a teacher she said: “I just love children. When they do well I feel excited. I enjoy giving up 30 mins of my lunch hour every day to work with my CXC students because I understand the importance of an education.”

Suzette Ferguson, popularly called Teacher Suzie, is well known on Wakenaam Island by many of her colleagues, students and residents, for using her own money to purchase food and uniform for students who are less fortunate but eager to learn and that is extremely remarkable of her. At Essequibo Islands Secondary School, she teaches History and Social Studies and is responsible for records-keeping and general sanitation of the school. Teacher Suzie is a strong woman and dedicated teacher.

SENIOR ASSISTANT MISTRESS (SAM), DONNA PATTERSON At Santa Primary School located at Santa Aratack (Santa Mission), Donna Patterson is Senior Assistant Mistress (SAM). Another dedicated member of the teaching profession with more than 30 years of experience of which the last 23 years were spent at Santa Primary School.

What kept her at this location for such a lengthy time? “We are Amerindians and people often times look down upon us, but I have a mission and that is to ensure that our Amerindian children receive education in the form of academics because our community can only be developed with educated Amerindians,” Patterson replied.

The educator extraordinaire stated, “Unfortunately, many of

them leave after attaining good marks at the exams but few comes back and I am happy to know that I am one of the teachers that had educated them in their early childhood, hence putting them on the right path that leads to success.”

Patterson graduated from CPCE in the year 2004 and acted as Headmistress of Santa Primary for three years. She teaches a total of eight pupils at grades 5 and 6 and enjoys every bit of it. She has three years remaining on the job and when asked if she has any regrets, she replied in the negative but did say that her community expects more from her not realising that she is a human being too.

Patterson has a passion for teaching and is very dedicated to her duties.

TEACHER, DAYVIKA GHANSIAM

Dayvika Ghansiam, a teacher at the Leonora Primary School Dayvika Ghansiam started her career at the tender age of 16 and said it was her way of escaping poverty. She remembers fondly, receiving her first pay cheque to the tune of $2,000 and begged her father to accompany her to the bank to change it. After one year in the profession, she wanted to better qualify herself and attended the CPCE in 1993.

After graduating with a Trained Teachers’ Certificate, she taught at Chateau Margot Primary School before getting married and moved to Region Three.

The first school she taught in her adopted region was was Vreeden-Hoop Primary. She now teaches at the Leonora Primary School

Current Headmistress at Versailles Nursery School, Shavanne Douglas Grimmond Shavanne Douglas-Grimmond is the current Headmistress at Versailles Nursery School.

She proudly remembers being among the first batch of students that wrote Caribbean Secondary Education Certificate (CSEC) examination in Guyana and she recalls not passing any subject. “I was faced with a lot of family challenges in my life during my school years and it really affected me. I was a bright girl, but these problems really hampered me. Can you believe, I wrote CXC and didn’t get any subject? But that didn’t keep me down,” said Grimmond.

Today, Shavanne Douglas-Grimmond is a Graduate Headmistress who currently holds a trained teachers Certificate and a Degree in Social Works.

She remembers two years after she wrote CSEC going to the then Regional Education Officer – Youman Singh and asking for a job. “I boldly went to Mr. Youman Singh, then education officer, and said, sir I need a job, but I don’t want to be a cleaner. When I told him, I have no CXC he asked me what I want to do, and I said with confidence, teach. He looked at me as I looked at him and after that awkward moment he gave me some paper and a pen and told me to go and write an essay stating why I want to become a teacher and what contribution I will make to the profession. I did just that and submitted it to him. It was sometime around Diwali too.”

She further recalls receiving the phone call on a Tuesday from Youman Singh who told her that the essay was excellent and that he is sending her to teach at Versailles Nursery. “He told me that when I go to Versailles I must promise him that I will join the Foundation Teachers Course and develop myself from there. I made that promise and I fulfilled it,” recalls Grimmond. She even said that at the school were many teachers like her with the Acting Teacher (AT) status, the lowest in the profession. However, that did not stop her as she remembered convincing all the others to join her in the Foundation Course as they together elevated themselves in the profession.

SANTA ARATACK – A TRANQUIL SLICE OF GUYANA

Monument representing past Toshaos Santa Aratack also known as Santa Mission is a community located up the Kamuni Creek, a tributary of the Demerara River in Region Three.

Located 25 miles from the capital city, Georgetown, the village is only accessible by boat and the ride allows visitors to enjoy the lush vegetation along the creek.

The village was founded by Alfred Patterson in the mid-1800s. Patterson had stumbled on the location during his hunt for wallaba trees.

With its sandy landscape surrounded by the cool waters of the Kamuni Creek and dense forest Santa Aratack is also well known for the Kamuni Women Craft shop, where tourists can purchase a wide range of Indigenous art and craft.

There are two famous landmarks in the community: a monument representing the former Toshaos and the popular ‘Kamaka’ – a silk cotton tree whose roots are said to extend throughout the entire village.

The 3,000 residents are mainly of Arawak heritage and the village economy is based on small scale logging and handicraft. A grant received from the United Nations Development Fund was used to construct a guest house and implement tourism-related development projects in the village. With the launch of Santac Tours in 2013 the community is on a path to developing its tourism potential. Day and overnight packages are offered and attractions include the beautiful black water, scenery and the traditional way of life still practiced by the residents.

The community is also the birth place of Regional Engineer Joseph Patterson who once served as Regional Engineer of Region Three and now serves Region Eight. Patterson is extremely proud to be a son of the soil. He fondly recalls his childhood memories at Santa Aratack.

"Swimming in the creek is probably the most enjoyable memory I have and because my house is the closest to the creek I was always in it swimming with friends. Santa Mission is a peaceful community and I would not trade it for anywhere else even though I am now exposed to much more developed communities. I love my Santa," said Joseph Patterson with a smile.

Asked what it is that residents of the community treasure the most, Patterson responded, "Family is the most important thing for us. We see ourselves as one big family and looking out for each other is what keeps us knitted together…we are very strong as a family."

The community does not have a police station nor police outpost but falls under the jurisdiction of D Division. However, the Toshao is a Rural Constable and fully responsible for law and order in the community. Immediate past Toshao, Mr. Samuels, had a six-year tenure and by law is not permitted to be re-elected after serving two consecutive terms. The mantle was passed on to newly elected Toshao Hilton Williams.

Toshao Williams welcomes the position. "I was elected by the people to serve the people.

Toshao Samuels did well and I will continue along his path to ensuring the continuous growth of our community. We have a good relationship with the Regional Administration and REO Jaikaran in recent times has frequented this community and from time to time assisted greatly and has pledged to do much more. In order to develop we must embrace our government of the day and work with them for our people," Williams said.

Public Service institutions include a functioning health centre that provides improved Health Care to the villagers, Nursery and Primary schools, a Community Library and a Craft Centre.

One of the most successful ventures undertaken in the area is the production of handicraft through which a craft centre was established by a collaborative effort from the community, Government and its partners. This initiative now provides employment for a number of persons specifically women and residents are optimistic that more opportunities will be available within the near future as it expands.  Story and Images: Ganesh Mahipaul

Many Hindu rituals are usually performed by male priests, however, two women in Region Three are breaking the traditional notions of the priesthood.

Meet Dhanrajie Haimraj of Windsor Forest on the West Coast of Demerara, a humble Pandita (Hindu Priestess) and one of this year’s recipients of the National Medal of Service Award.

Haimraj is attached to the Windsor Forest Arya Samaj and is the only female on the West Coast of Demerara that performs all the rituals relating to the Hinduism faith including weddings, funerals, sanskaars.

Born in 1964, Haimraj, fondly known as Dolly, is the eleventh of twelve siblings - nine girls and three boys to parents Liloutie and Ramotar Rodwell. Culture, discipline, moral education, respect and love were some of the founding principles instilled in Hamiraj by her parents. During her pursuit of an academic education, Hindi School and Mandir activities also formed an integral part of her upbringing.

Married at age 20, to a budding Arya Samajist Priest, Haimraj, the union produced three children Vidya, Amrita and Subhash. The hunger for learning and service to humanity did not subside.

Along with her children, Haimraj attended camps all over the country, where she was trained to perform Hindu rituals, sanskaars and recitation from the religious texts. Being a spiritual person, she embraces that “contentment is the highest bliss” and as such, she works to keep her family

In 2003, her family experienced one of the greatest tragedies in their lives. Her eldest child, Vidyawatie passed away.

She emerged from the tragedy as a powerful source of comfort to all, especially to those who have experienced similar losses. Haimraj consoled thousands, giving them peace of mind, and engaged in tutoring children in Hindi Classes, Ramayana Chantings, Vedas and Bhagavad Gita.

The Pandita, along with her sister-in-law Indrowtie Buchana, who is also a Pandita of the Gurukula in the USA, initiated a programme called “Arya Vidya Baal Divas” – A day set aside for children to showcase their knowledge and talent in the memory of her daughter. December 9, this year will mark 15 years since its existence; every

year it features over forty students and certificates and trophies are awarded at the end of every programme.

Sisters in Faith Like her colleague Pandita Haimraj, Hindu Spiritual Leader Baidwantie Shiwnandan Balgobin is also a Medal of Service recipient.

Born April 1969 on Belle Plaine, Wakenaam, the twelfth of thirteen children, Balgobin completed her secondary education at the Essequibo Islands Secondary School and later began working at the institution as a typist clerk. She has worked there for the past 26 years and remains dedicated to her duties.

Pandita Balgobin was married in 1987 and is the mother of two children. Unfortunately, her husband passed away and she has been a widow since 2012.

Her religious achievements as a Hindu priestess are remarkable. At the age of six, she began attending the Belle Plaine Mandir where she took Hindi classes and wrote all the levels of Hindi Examination and passed with distinction. At age 23 she was offered a scholarship to go to India and further her studies in Hindi but did not take up the offer because of family commitments. She opted to remain on the island and teach Hindi to the children.

After marrying, she moved to Melville, Wakenaam and began attending the Melville Mandir in 1988. There, she served as Secretary, Treasurer and is now the sitting President of the Mandir. She has been the president for just over 12 years.

Dedicated to her calling, she has an outstanding record for her community involvement especially in organising Phagwah and Diwali Melas, Indian Arrival Day celebrations and the famous annual Motorcade which is eagerly anticipated by the entire island.

Baidwantie Shiwnandan Balgobin manages a Mandir with over 200 dedicated devotees of Dharm and enjoys being a mentor to the younger generation. She believes in the quote, "Action thy duty, reward not thy concern." SS NATURAL FRUIT FLAVOUR BARBEQUE SAUCE Offering more than seven different natural fruit flavours in her ‘SS Natural Fruit Flavour Barbeque Sauce’, Sandra Craig, of Sandra’s Snackette said the idea Some of the SS Fruit of making her own sauce developed after Flavor BBQ sauce starting a BBQ business in 2011.

“My son, Shemroy Barrington, who was once Guyana’s opening batsman was eager to do the B B Q chicken. So, I said okay; I started off using other people’s sauce and adding other stuff to it, making it unique. One day I decided to do my own stuff. I started off with pineapple which is a signature BBQ sauce. Then I got a vision of doing passion fruit. From then on, every day I would do a different sauce with only local ingredients,” Craig said.

She explained that since the introduction of her sauce, the local market has been flocking her business. “People are very excited because it is the first ever concept of fruit flavoured BBQ sauce that they have come across. People are excited to try it and I have a lot of customers that are willing to do business with me, both overseas and locally.”

The recently concluded Guyana Trade and Investment Expo (GuyTie) has been credited with creating opportunities for a number of local manufacturers on the international market and Craig is one such beneficiary. She along with others have been invited to explore markets in St. Vincent.

“Right now, myself and five others are preparing to go to an exhibition in St. Vincent. The government of St. Vincent invited us to go up there for the exhibition. I am just open to being successful up there,” Craig told the Department of Public.

She expressed elation at the growth of her business over the years. “I am feeling very proud. When you have a vision, you have to put it out there and that is what I did and it has been successful for me so far.”

The mother of five noted that she will launch an additional four lines of fruit flavoured BBQ sauce during this month. Currently, her products are sold locally, in the DSL store on Sheriff street and the new GMC store on Robb Street, in two sizes, 500 ml and gallon bottles at economical prices. IMMIGRATION DEPARTMENT TO STRENGTHEN OPERATIONS AT PARIKA The Ministry of Citizenship is concerned about the number of Venezuelan migrants arriving at port Parika without documentation as well as those not presenting themselves to immigration authorities.

At a meeting of the National Multi-Sectoral Coordinating Committee, Minister of Citizenship, Winston Felix has since mandated the Immigration Department to strengthen its operations at Parika, while working closer with the Ministry of Public Health to document, screen and vaccinate persons arriving through that route. To date, the Immigration Department has recorded a total of 2,779 migrants here.

Over the past weeks, the International Organisation for Migration (IOM), one of the international partners that the Government has been working with, has been using the Displacement Tracking Matrix (DTM) system, to identi-

fy needs and vulnerabilities of those displaced.

Through that system, the IOM has been able to verify that for Region One and Four, migrants coming to Guyana are young with the overwhelming majority being female.

The DTM has also revealed that the most important needs at this time are assistance with documentation, food and employment or income generating activities.

Further, based on the interviews conducted in Regions One and Four, the vast majority of migrants indicated that Guyana is their final destination, at least for the duration of their displacement.

Going forward, the IOM will be working closely with the Immigration Department to develop Standard Operating Procedures (SOPs) to deal with occurrences like the influx of Venezuelan migrants. 

LGE: AN OPPORTUNITY TO INFLUENCE CHANGE The Local Government Elections held in March 2016, was historic because it restored a most vital component of democratic governance after an absence of over two decades.

There was hardly any question as to its continued omission, since it allowed for a system of control by the then political administration, thereby shutting out the democratic rights of the citizens at the grass roots level.

The re-institution of LGE has ensured that the exercise of the democratic will is now a matter of fact; therefore, it will not be the subject of a discourse here; except, that the number of citizens participating in its process should give cause for concern.

According to reported figures, it is observed that less than 50% of those eligible to cast their votes, actually did so: 47.1% or 239,070 votes cast, out of 507, 584 eligible voters. Compare this statistic to that of voter participation in the May 2015 national and regional elections, of 71.02% voter participation, or 415, 970, out of 585,727 registered to vote. One will immediately observe the differentiation in understanding and interest of citizens in each of these two important constitutional exercises.

Though the high voter turn-out at the 2015 electoral exercise, certainly underlines the importance that citizens place in the election of their nation’s leaders; citizens must also be aware that local government elections is similarly important to the democratic process, since it affords the opportunity to be very active and practical participants in the affairs of their respective regions, municipalities, and neighbourhood democratic councils(NDCs), in terms of the quality of life, and material well-being that are present in their communities.

In every democratic state, there are two systems of government that are vital to its proper administrative functioning: Central government, which is about the management of national affairs; and that of local government, which focuses on daily matters that affect the lives of citizens at the local level, be it town, or village.

It is not administratively possible for any central government to oversee any country, without the linked structure of local government. This explains why, over time, the mechanism of local government has been created with the gradual transference of specific responsibilities and functions to allow it to discharge its daily obligations.

The establishing of Guyana’s first Local

Government Commission is an example of this arrangement. It therefore means that for the system of local government, its administrative authority will be the Commission, as ordained by the Constitution.

However, local government is about the real exercise of citizens’ power at the community level, and their use of such, in being able to elect the representatives of their choice, who they consider are best able to manage the affairs of their communities. In this process, citizens and communities are capable of determining what is best for their respective locales and influencing the socio-economic growth and direction of these districts. The reality is that citizens can play a part in the system which significantly impacts change in their communities.

We must be reminded that the return to local government democracy is being implemented with the stated position of the coalition government that there will be no interference by its executive arm, in the daily functions of this very important aspect of governance. Instead, there will be a working together by both arms.

As such there should be more urgency on the part of citizens to want to be participants in the way that their Regions, Municipalities, and Neighbourhood Democratic Councils are governed. And this is particularly important, given the fact that the new vision - democracy at the local level - involves responsibilities for tax collecting, and finance raising measures for implementation of socio-economic initiatives for the continued well-being of communities and citizens. This is in addition to the introduction of very important public services such as banking, finance, passport facilities, as well as that for registration of births and deaths, which are already present in some regions. Surely, communities would want to ensure the proper delivery of these services. But they can only do so, by being part of local governance with their participation, and right of choice.

Of course, given the realities of Guyana’s modern political history that is full of challenges of race and ethnicity, and its well-known off-shoot of discrimination, there will be need for the realisation that success is only guaranteed by working together, while at the same time overcoming those differences. It also offers opportunities at fostering social cohesion.

Remember, voter participation in local government elections allows you to determine what is good for your community and gives the right to do so. 

How did Kaieteur Falls get its name?

Legend has it that the waterfall draws its name from a selfless Patamona Amerindian chief named Kai. In an effort to appease the Great Spirit Makonaima, Kai sacrificed himself to save his tribe from the vengeful Caribs. Appeasing gods takes bold acts and Kai outdid himself by paddling over the point where the Potaro River tumbles into the gorge below. If nothing else, he succeeded in getting a natural wonder named after him (teur means ‘falls’ in a local dialect). 

One on One Ronald Bulkan Minister of Communities Birth Name: Ronald Azam Bulkan Birth date: Ronald Bulkan was born on February 6, 1958.

Childhood: Minister Bulkan spent his younger days in West Berbice on the Corentyne before moving to Symth Street in Georgetown.

Children: He is the proud father of a son aged 29 and daughter 27.

Religion: Ronald describes himself as a non-church goer.

Organisations: He is actively involved in the Queens College Cadet Corps, Guyana Human Rights Association, the Working People’s Alliance and People’s National Congress.

Idol/Mentor: Aside from his parents, Minister Bulkan admires Dr. Martin Luther King for his towering intellect, incorruptible character and exemplary moral courage.

Greatest Fear: Being Misunderstood Biggest Regret: He regrets not spending more time with his children during their formative years.

Passions: While he does not claim to have any particular passion, Minister Bulkan abhors what he terms ‘fake persons’.

Food: Minister Bulkan enjoys simple fare. Curry (shrimp, fish) and rice; local vegetables (carila, okra, same, etc); boiled and fried provisions. Fried fish. His mother’s pilau.

Place: He has been exceedingly fortunate to have visited many parts of Guyana.

Pastime: Enjoying his own company Song: Among his favourite singers would be Paul Simon, George Benson and Sam Cooke.

Childhood memory: Included in Minister Bulkan’s memories are those of growing up in different parts of rural Guyana and visiting relatives. Listening live to Basil Butcher making his maiden test double century - 209 n.o. against England in 1966 at Trent Bridge. Seeing test cricket for the first time –W.I. v England at Bourda in 1968, a match in which Kanhai made 150 and Sobers 152 in a first innings partnership of 250. Though by this time he was no longer a child.

Book: The two books that have impacted him greatly are, Robert Bolt’s ‘A Man for all Seasons’ and Harper Lee’s ‘To Kill a Mockingbird.

Sport: As you can tell cricket.

Colour: His favourite is blue

How he came to politics: Minister Bulkan came of age absolutely detesting the fact that the country lacked unrepresented government which created a visceral antipathy against the state, in him.

Ministerial appointment: He is honoured to have been offered the post of Guyana’s first Minister of Communities by President David Granger.

Minister Bulkan understood that the job came with the proviso that it entailed much work and the understanding that were he then or ever unprepared he would be expected to GO. Dream/Vision for Guyana: A country where social cohesion is present, which he feels is dependent on many factors. One such is the presence of the ‘crossover vote’ - where persons cast their votes based on merit of the contesting candidates and parties and not on race.

How does he handle the pressures that come with the job: He tells himself that if he were not here, then someone else would be grappling with the very issues.

What is most rewarding about his

job: Minister Bulkan finds satisfaction in being able to assists others.

What skill he wants to add to his repertoire: He feels adding a bit more structure to his tasks will add to his job.

Misconception that people have about him: Maybe that he is aloof?

What does he plan to accomplish in 10, 20 years personally and professionally: Professionally, Minister Bulkan’s is optimistic his efforts will contribute to a decentralized government being a feature of governance, in accordance with Constitutional provisions. This in turn will see the presence of effective local democracy and significant devolution of power to local democratic organs, namely: Regional Democratic Councils, municipalities and Neighbourhood Democratic Councils. Personally, he plans to pay more attention to his health, particularly to resume an exercise regimen. 

The Stephen Campbell Monument is located a short distance away from the Heroes of Moruca Monument and pays homage to Stephen Campbell. This monument was built to commemorate the life of Stephen Campbell who was the first Indigenous person to be elected into Parliament on September 10, 1957. This monument was built with self-help in 1995. 

The Black Hawk-Eagle is a large, black raptor of Neotropical forests. It has a prominent crest, is blackish with narrow white barring below, and broad gray bars on the tail. In flight, this species has a distinctive silhouette with broad, paddle-shaped wings and a rather long tail. This hawk-eagle occurs in both open and dense forests, and is the most frequently seen of the Neotropical forest eagles. Individuals often soar high overhead, where they attract attention with sharp, whistled calls. They feed on mammals, birds, and reptiles, taken largely from trees and detected from a favorite perch. The stick nest is placed in the canopy, where it is often supported by branches and vines. 

STORY TIME COLOUR ME

There once lived a crow. One day he was very hungry. He had not been able to get any food the previous day. “If I do not get anything to eat I will starve to death," he thought.

As the crow was searching for food, his eyes fell on a piece of bread. He quickly swooped down, picked it up and flew off. Far away in a lonely place he sat on a tree to enjoy the bread.

Just then a hungry fox saw the crow sitting on the tree holding the bread in his mouth.

“Yummy! That bread looks delicious. What I would give to get that piece of bread," the fox thought.

The fox decided to use all his cunning means to get the piece of bread from the mouth of the crow. He sat under the tree. The crow saw him and thought, “I guess this fox wants to eat my bread. I shall hold it carefully." And he held on to the bread even more tightly.

The clever fox spoke to the crow politely. He

said, “Hello friend! How are you?" But the crow did not say anything.

“Crows are such lovely birds. And you are very charming too," said the fox, flattering the crow.

Then the fox said," I have heard that besides being beautiful you also have a sweet voice.

Please sing a song for me."

By now the crow started to believe what the fox was saying. “The fox knows true beauty. I must be the most beautiful bird in this whole world. I will sing him a song," thought the crow.

As soon as the foolish crow opened his mouth to sing the bread fell from its beak and into the ground. The Clever fox, which had just been waiting for this very moment, caught the bread in his mouth and gulped it down his throat.

The crow had paid a heavy price for his foolishness. 

Parika Comes Alive On Sundays!

Attending churches, mosques and temples are customary practices of our Guyanese society on any given Sunday but that is certainly not the case at Parika, East Bank Essequibo. Parika is known for its markets and busy farmer's stalls and any first-time visitor to the community on a Sunday will think it is chaos in town but for the regular visitors, it is very much the norm.

This little community, with just over 4,000 residents, is found at the mouth of the Essequibo River and is bordered by the Transport and Harbours Department of the Ministry of Public Infrastructure to the West where the popular Kanawan and Sabanto big boats operate and the Hydronie Market to the east.

The markets are managed by a Market Committee - a sub-committee of the RDC chaired by

The loudest person in Parika is arguably the "Cane Juice Man" who can be heard from calling out the names of the various natural fruit juices he sells. Asked how he got the name "Cane Juice Man” he said, "I started off this trade selling only cane juice in a four-gallon bucket. I would normally walk the entire Parika selling and even though my business has grown over years I still want people to call me Cane Juice Man because that is what has gotten me to where I am today."

Aunty Shirley Dharry travels all the way from Wakenaam to sell her produce. Even though the market is crowded on a Sunday with customers, she always comes from Friday and begins selling.

"I have my own boat and we would come from Fridays and set up and sell. By Sunday midday

Parika Market in full swing why I prefer to come here and buy my vegetables and fruits. I know they are all natural and I can go home and know I will be eating healthy.”

Parika has been identified by the Regional Democratic Council of Essequibo Islands-West Demerara region to become a town. It is the gateway to Regions One, Two and Seven. The East Bank Essequibo village has seen considerable development and investment by the private sector, especially in the area of financial services.

Parika has more banks than anywhere else

in the region. It is also a major hub for land and water transport. Parika has a functioning Police Station, Guyana Revenue Authority (GRA) office, Post Office, Guyana Power and Light Incorporated (GPL) office, hotels and various fast food restaurants inclusive of Chinese restaurants.

There are others who may set up temporary stalls along the roadside to sell their products and produce.

The minibus drivers welcome Sundays. Ramlochan, a minibus operator had this to say, "Sunday in Parika is a fun day. Business is good on Sunday with all the various passengers going as far as Vreed-en-Hoop. I already made two trips to Vreed-en-Hoop and back and normally on regular days, the pace is much slower. We love Sundays."

Aunty Shirley is not the only person that travels a great distance to come to Parika, other vendors come from as far as Saxacalli in the Essequibo River and New Amsterdam in Berbice to sell their produce at the Parika Market. According to the New Amsterdam vendors, business is good at Parika and that's why they come.

Scene from Sunday market at Parika As part of encouraging residents to practise healthy lifestyles, the Regional Health division has commenced a monthly Blood Drive exercise at the West Demerara Regional Hospital.

The inaugural activity saw senior officials of the hospital taking lead and donating blood. Regional Health Officer Dr. Johnathan Dudhnath said that the aim of the hospital is not only to heal the sick but also to encourage healthy living in various forms.

"We would agree that blood donation is the act of giving life. Your time spent donating blood here is going to give life to someone in need.

Your blood can save anyone from a baby to a senior citizen and for that very reason, we will continue to have this activity on a statutory monthly basis. Blood, it is a gift we all have inside of us to give to those who are injured, sick or in need.

There's no doubt that the need is huge. However,

with the support of donors like yourselves, we are keeping 0ur fellow Guyanese brothers and sisters living a healthier, happier and fruitful life. Your act of kindness to volunteer and be a part of blood donation will serve as an inspiration to other people," RHO Dudhnath said.

Devindra Persaud, a patient at the hospital who visited for his routine check-up, heard of the activity and immediately volunteered. "I normally come to the hospital just to ensure I am healthy and I heard about the blood drive and donated. I enjoy donating blood because I get the opportunity to do a good deed and also giving blood is very healthy as my system gets to replenish and I feel stronger," said Persaud as he smiled.

FARMERS BENEFIT FROM NEW BRIDGES, ROADS

Completed riprap structures at Windsor Forest Residents of Wallers Delight on the West Coast of Demerara are now free from saltwater intrusion as more than 800 meters of riprap sea-defence works have been completed.

The project, which commenced in November 2017, was completed in three phases. BK International has executed 300 and 260 meters respectively of riprap sea-defence in two phases and Toolsie Persaud Construction completed another 300 meters.

Ministry of Public Infrastructure’s Project Coordinator, Dennis Ramsingh said the works were critical due to the rapid degradation of the mangrove trees over the years.

“Had government not taken the intervention to construct riprap sea-defences then there would have been lots of damage and breaches of the embankment. That would have caused inundation to immediate residential agricultural land. But because we were monitoring the area over some time, we had seen the need to take this intervention early,” Ramsingh explained.

The final phase of the project was delayed due to challenges with a regular supply of sand for the work. Also, construction was delayed due to the removal of decayed mangrove trees before the commencement of excavation works.

The project entailed excavation of the seaward slope to construct the slope and toe and the riprap structures which involved excavation, sand filling,

placement of geotextile fabric, underlayer and the armour stone which is the finished structure. Ramsingh pointed out that similar works were also completed at Windsor Forest.

“Works were identified at this area (Windsor Forest) because we had aged concrete sea-defences with low crest elevation which contributed to severe overtopping during peak spring tide period.

The ministry took the initiative to replace that aged concrete structure with 300 meters of riprap sea-defences,” the Project’s Coordinator underlined.

The project was completed ahead of schedule and entailed excavation of the foreshore, to construct the toe and lower slope, sand filling to construct the upper slope, crest and embankment works were also included.

According to Ramsingh, these riprap structures, which are built of rock or other material used to protect shorelines, require less maintenance and are flexible. Most of the materials for riprap’s construction is also available locally.

Additionally, the areas in Den Amstel, Uitvlugt and Leonora that were flooded earlier in the year due to severe overtopping will also see improvement. Ramsingh indicated that the ministry has already prepared the designs, contracts have been awarded and physical work will commence shortly.

Farmers in Parika Backdam have welcomed a new access bridge which allows them to transport their produce to the market and also allows heavy-duty machinery into their farmlands.

The bridge constructed at a cost of $4.5M was undertaken by the Regional Administration.

It took just under two weeks to be constructed, cash farmer, Sunil Surujpaul noted. “What I have noticed is that this government has a timely way of responding to peoples’ requests and I am happy about that. Is just about two weeks now this bridge got damaged and watch today we have a brand-new bridge. This is very good of the government.”

He added that “with the damaged bridge, we were really scared to move our produce because you never know when it could collapse and millions would have been lost, but now we are comfortable. Also, when we have to prepare the backlands we can take in our hymac [hydraulic excavator] and other equipment with ease. This bridge may look small but it got great significance.”

At the Parika Backdam area, the Regional Administration has also commissioned a footpath bridge. Constructed at the cost of $2.3M, it is bringing great relief to the area’s elderly, pregnant mothers and school children.

Mother Savitri Persaud said that with the provision of the footpath bridge her children reach to school faster and accessibility to public transportation is now easier for all the residents. Prior to the upgrade, the residents had to walk for 30 mins before getting to the main road. The walk has now been reduced to less than 2 mins.

Dharma Persaud, also known as Granny Ivy, said: “When I have to go for pension it does be hard, but now I just walk over the trench and into

the car which is now far way easier.”

Meanwhile, the Ministry of Public Infrastructure’s Special Project Unit (SPU) has refurbished the severely deteriorated Canal Number Two road.

Rakesh Ramlall, a hire car driver said, “This is really good. We have to be very thankful for what was done. We waited long for this and I am happy that it has finally happened for us. Personally, I wouls have been glad to see it happen till to the conservancy but I know one-one dutty, a build dam. Thank you, President Granger, for the better road.”

Medex Jaikaran Narine, on his way home, noted: “This is very good on our government’s part. We have been suffering for years with bad roads and no one seems to have cared but here we are now enjoying asphalt road and driving in comfort. I must say thank you and thank you very much for the opportunity to say thank you.”

Mark Itwaru, a resident in the area, said that much relief was brought to the community because of the work done. He expressed optimism that the government will continue to deliver the promise of a ‘good life’ to all citizens of Guyana.

Another resident, Shameer Kojal, who was heading home at the time from the market said, “Canal No. 2 is a community of about 3,000 persons and farming is the main means of economic upliftment. The resurfaced road will now provide easier transportation for perishable produce and farmers will now enjoy a reduced time span towards getting their produce to the market, hence assuring them a greater shelf life. At least I am a testimony to that because here I am going home earlier, when usually I does reach home at nights under the bad condition we were once under.”  Story and Image Ganesh Mahipaul
