“HINTERLAND EDUCATION IS ON THE RIGHT PATH” – PRES. GRANGER

By Anara Khan “Hinterland education is being repositioned to help to eliminate inequalities and to ensure that every child goes to school and that no child is left behind.” This was declared by His Excellency, President David Granger at the ceremonial launch for Indigenous Heritage Month at the Sophia Exhibition Centre.

The Head of State's sentiments coincides with the country’s observation of education month which is celebrated every September as well.

school students per week in 2014 to an average of 3 students per week in 2017. An average of 17 secondary school students dropped out weekly from hinterland schools in 2014; this has declined to an average of 5 per week in 2017,” President Granger said.

Hinterland students are benefitting from Access to information communications technology (ICT) which is boosting access to modern education. ICT hubs have been established in 171 communities. The use of technology through robotics, smart classrooms and e-books will further modernize hinterland education.

Reminding the audience that before 2015, there were problems within the hinterland education system, the Head of State recalled that some hinterland schools and dormitories were in a deplorable state while there were reports of substance abuse were being made.

President Granger also reminded of the death of a nine-year-old girl who fell into her school’s defective pit latrine in September 2008; as well of the students of the Kato Primary School, in May 2014, forced to fetch logs to cook meals to name a few incidents.

He noted while hinterland education, is still a work in progress, the Coalition Government has made advancements.

President Granger said the distribution of mathematic kits to riverine and hinterland primary schools has started while the distribution of literacy and robotic kits will conclude before the end of this year. “An environment conducive to better learning is being created,” he added.

The Head of State noted also access to accommodation for students is being improved and expanded through the provision of residential services for 2,240 secondary school students in the four hinterland regions.

Fifteen dormitories provide accommodation for students in nine regions. The President commissioned a G$186M Hinterland Student Dormitory, on 15th July 2019 at Liliendaal, to provide accommodation for those pursuing tertiary education.

The hinterland schools’ feeding programme has also been expanded. More than 20,000 students now benefit from some form of school feeding in 216 hinterland nursery and primary schools and annexes.

President Granger noted too that access to schools for hinterland students has been improved through the Public Education Transportation Services (PETS). This initiative has provided buses, boats and bicycles to help children to attend school.

Hinterland students also continue to benefit from government scholarships with the Minister of Indigenous Peoples Affairs recently announcing that 13 full scholarships will be awarded to this year’s top performers of the National Grade

In his remarks, Minister of Indigenous Peoples’ Affairs, Hon. Sydney Allicock stated that government has provided technical training centres throughout the country. “Today we have available to us, all the opportunities to refine the skills that are rooted in the spirit of the Indigenous peoples as it relates to caring for their natural environment which should never be taken lightly.”

He reiterated that the results of the government’s investment in the education sector are demonstrated in the stellar performance of students at the CSEC exams. Minister Allicock also addressed the need to protect and preserve the indigenous way of life while noting that sustainable development remains critical to Guyana’s advancement.

The ceremony saw a dance by the Nappi Culture Group a poem “Love being Indigenous” narrated and a song performed by the Surama Cultural.

Also present at the ceremonial launch were Prime Minister, Hon. Moses Nagamootoo, his wife, Sita Nagamootoo, members of the diplomatic corps and special invitees.

This year, the observances are being held under the theme, “Maintaining our traditional practices while promoting a green economy.”

A CULTURE PRESERVED Indigenous people from across Guyana congregated at the Indigenous Village in the compound of the Sophia Exhibition Centre for five nights to witness the Cultural Extravaganza and Food and Craft Exhibition that was on showcase at the Indigenous Heritage Village. The dances and songs of the Indigenous people are more than just entertainment, they tell a story, they propel the culture, they carry the legacy and story of their people. From dances to songs to small skits, the showcase pulled out all the stops for this year’s heritage celebrations, with most of the performances being done in the original language of the performers.

THE CRAFT OF A PEOPLE If there is one thing the Indigenous people are known for, it is their level of skill when it comes to not only cultural integrity but also craft making.

There were a few key craft makers who shone at this year’s Indigenous Heritage village.

The company currently employs over 40 villagers from Yupukari, helping them to earn a living from within their community while preserving their culture.

They make chairs, fashioned from cowhides which make the backrest and seat. Facings for doors for Swedish home furnishings retailer, Ikea.

The door facings use a plant native to the village which is dried and then platted into a design.

These are incorporated with clay doorknobs of various designs. And of course, the lampshades, made from 100 percent cotton, hand-rolled and stitched together by the Makushi women, each one taking roughly two days to make.

Disarmingly charming and a master saleswoman, present at the Heritage Village was nineyear-old Rachel Davis from Toka Village in Region 9, with her Clay and Cotton Crafts.

Excited and full of energy, Rachel happily gave the story of journeying into the world of business, from the tender age of seven!

“So, when I was a little girl, my grandmother used to make pots out of local clay, so when I was using it, I used to play with it, and she said ‘you can’t play with clay like that’. After a while I got bored with her telling me that, so I started doing little things and it came out fine, so I started my business in the Christmas village in 2017” From then Rachel has continued to expand her business, and while she faces the challenge of getting the clay to make the jewellery, which has to be imported, she continues to strive and her

assistance from an adult.

Also, in attendance at the Heritage Village was Calissa Bradford, entrepreneur and craft maker of Cami Craft Creation. The unique ingredient found in all her crafts made her a major hit at the exhibition.

“I make basically everything from coconut

Bradford venture into her business as a hobby.

“I used to make oil for my hair from the coconuts and with the extra shells remaining I started dabbling and began making tiny earrings. After that I realised I make other stuff and that’s how it started two years ago,” Bradford explained. 

THE MAKUSHI WOMEN

Another one of the many outstanding and impressive craft booths that made waves at this year Indigenous Heritage Village was that of a group out of Yupukari, also in Region 9.

When we visited the booth, we first met with a pair of Makushi women who together work to build a lampshade; one drawing the cotton into a string, so that her fellow villager can stitch the lampshade, an item that is unique to her village and the company she works for. That company is Wabbani, being run by project coordinator Shameer Khan.

Khan explained that Wabbani is an Arawak word, that basically means platform, “For us, as a craft company, we want to serve as a global

“I think it’s a good thing, for the government to come and meet us face to face instead of us having to travel hundreds of miles to get to Georgetown,” shared Mahdia resident, Adoline Mercuris. She applauded the administration for prioritising the needs of the people.

Jagot Jacob and Sydney Matthews echoed similar sentiments. They both expressed satisfaction with the Coalition’s approach to engaging citizens at the grassroots level.

The Prime Minister noted that this form of outreach is unique to Guyana and the Caribbean, where ministers fan out to take their services to the people.

Minister of Social Protection, Hon. Amna Ally, who also present at the outreach, echoed similar sentiments. “We are expecting that the people of Mahdia will be served by the various ministries and agencies; as we listen to their concerns, we can provide solutions on the spot,” she noted.

The outreach coincides with the first anniversary of Mahdia achieving township status.

The Ministry of Communities had indicated on August 13, 2018, that by way Order No.27 of 2018, published in the Official Gazette dated 2018.08.09, “Mahdia in the Potaro-Siparuni Region has been designated a township”. $200M Green Enterprise Centre to be completed within weeks

By Synieka Thorne Minister of Indigenous Peoples' Affairs, Hon. Sydney Allicock has expressed satisfaction with the works done thus far on the $200M Hinterland Green Enterprises Centre at the Bina Hill Institute in Annai, Region 9. The centre aims to address the demand for job opportunities in the hinterland.

The institute will offer a curriculum in Sustainable Enterprise Leadership and an Enterprise Support Unit.

Minister Allicock recently visited and inspected the works ongoing on the building. He was accompanied by Ministerial Advisor and Member

of Parliament (MP), Hon. Mervyn Williams and Guyana's High Commissioner to Guyana, H.E David Pollard.

Minister Allicock disclosed that the project should be completed within a matter of weeks.

He explained that Green Enterprise Centre will focus on project design and start-up, management, sustainability, and leadership training, as well as access to business support services. Its main objective is to stimulate economic growth by creating innovative leaders with the capacity and know-how to lead businesses in the challenging environment of the hinterland, whilst driving upstream demand for local products and services.

We have to be part of the process of discussion and the implementation of these plans,” Minister Allicock said.

The project’s overarching goal is to support the transition of a ‘green economy’ by utilising Indigenous and traditional knowledge to develop and document sustainable business practices for use in enterprises across Guyana.

“This Green Centre aims to produce well-rounded Indigenous youths who are equipped with the skills to help to propel the development of Guyana…We must have persons who have that capacity to bring imagination into reality, and put things place that will not be destructive to our environment and to do that we need a place where our young people will be trained and certified and get to that standard of

expertise in all areas,” Minister Allicock added.

The North Rupununi was chosen as the location of the Hinterland Green Enterprise Centre because it has the highest density of protected areas in the country. The location allows the proposed centre to influence the knowledge and technical expertise available at the Iwokrama Rainforest Centre. It is also a proposed area of community conservation.

The 20,000 square feet two-story concrete and wooden Green Enterprise Centre will comprise eight classrooms, a modern computer and science laboratory and a large auditorium and lecture room. It will accommodate 120 students from Regions 1, 7, 8, 9 and 10.

'HASSLE-FREE TRAVEL'

- $109M WAUNA ROAD PROJECT WELCOMED

By Shaquille Bourne Enhancing accessibility in hinterland regions through road building is a key operational feature of the Coalition Government, but the real impact of roads is often seen through the eyes of those that heavily depend on them.

lauded the roadway which is 80% complete. After living in the Wauna for 25 years, the senior citizen said no repairs or upgrades have ever been carried out on the road.

“Nothing used to run here, but today every-

On one of the hills in which grading of the road is being done, Hinterland Engineer within the Public Infrastructure Ministry, Jeffrey Walcott explained to this publication, the features of the

thoroughfare. “Currently, the width of the road was widened to about 24 feet… the guys did an extensive amount of slope control,” Walcott explained.

According to the engineer, the slope control works were done to facilitate water runoff and also to better manage the complexity of soil within the area. As such, the hill was one of the most challenging components of the project. “It was destroyed because of the trucks and all the traffic that was passing through,” Walcott indicated.

As construction winds down, the engineer laid out the progress made and what needs to be done.

“The contractors have finished most of the prep work. They are actually at the base level. So, all that is left for them to do is to base the road with laterite and place it compact,” described the hinterland engineer.

Reflecting on the former state of the Wauna

Phase 1 project and the increased convenience that renewed road provides, Walcott stated, “this corridor was really neglected for an exceptionally long time and as a consequence of that, many residents would have gone through a lot of difficulties in terms of accessibility [and] vehicle maintenance costs. So, based on the [road] repairs, we found a lot of persons have greater access to the main [Mabaruma] administrative area as well as their homes.”

The Wauna Phase 1 of the project was completed December last and spans nearly 4km. That project was a $46M investment. Nevertheless, with the completion of the $109M Phase 2 project, the broader mission to connect Mabaruma to Yarkita corridor will move closer to becoming a reality.  Images: Karime Peters

According to Minister Allicock, once the project is completed, the time it takes to travel to Lethem to conduct business will be significantly reduced. For example, an hour-long journey from Hiawa to Lethem will be reduced to 15 minutes.

During a consultation on the project earlier in the year, the residents commended the government’s effort to push ahead with such a significant project which had been in the discussion phase for years.

By Synieka Thorne Construction of the North to Central Rupununi, Region 9, bypass road will commence soon following the signing of a $200M contract between the Guyana Geology and Mines Commission (GGMC), JR Construction Incorporated and B and R Construction.

The 70-mile long all-weather road starts from Toka Village in the North Rupununi and stretches to Kwaimatta on to Yupukari, through Quata-

ta, Kaicumbay, Fly Hill, then through Parishara, Nappi, Hiawa in Central Rupununi and into Lethem.

The road alignment has already begun and once completed; the project will benefit some 4,000 residents.

MINISTER OF STATE RESPONDS TO FOOD AID REQUEST FROM KURUKUBARU Minister of State, Hon. Dawn Hastings- Williams travelled to Kurukubaru, Potaro-Siparuni (Region 8) to get a first-hand look at the challenges facing the community, following a request resident made to her for foodstuff.

In a letter to the Minister, the residents outlined that due to heavy rainfall since April their farmlands had become flooded, resulting in them being unable to grow and reap their main staple, cassava. As a result of this situation the village's earning power and food supplies had become depleted and residents were forced to seek the intervention of the Government.

In addition to the food supplies from the Civil Defence Commission (CDC), Minister Hastings-Williams met the Village's Toshao, Viola Melville, members of the Village Council and representatives from the CDC and the Ministry of Agriculture to discuss some possible solutions to the challenges that they are facing, interventions which can be made by the Government in the short, medium and long term, and the possibility of the diversification of crops.

REG. 9 CSEC TOP PERFORMER PROUD TO HAVE BROUGHT RECOGNITION TO HER SCHOOL, COMMUNITY

By Anara Khan Garnering twenty passes at the Caribbean Secondary Education Certificate (CSEC) examination is no easy feat. However, Amisha Ramdin from St Ignatius in Region 9 has done just that.

The top performer for the Upper Takutu-Upper Essequibo Region gained 15 Grades Ones and five Grade Twos.

Ramdin has not only done her school St. Igna-

tius Secondary School and region proud but she has also demonstrated the academic capability of hinterland students.

During a recent visit to Lethem, she spoke to this publication and expressed pride in having brought recognition to her school and community.

Still beaming from excitement, Ramdin related that while she did her best at this year’s exams, she did not expect to place fourteenth in the country overall. She disclosed that a lot of preparation

was done leading up to the exams.

“I attended all my classes and I ensured that I used all the resources available, my teachers, books in the library and so on but I also did a lot of extra research and read a lot.”

The 16-year-old said she received tremendous support from her family and friends and also credits the dedication of her teachers for her success. “They were always there motivating us and if we had questions, we could call or text our teachers in the middle of the night or the morning,” The top performer also remarked that study groups among her peers were also instrumental to her achievement.

The young lady disclosed that she is enthusiastic about paediatric surgery and plans to further her studies before returning to serve her community. “I want to work in my region, in my community to give back to the people that helped raise me,” Ramdin declared.

She indicated her interest to complete the Caribbean Advanced Proficiency Examinations (CAPE) before attending the University of Guyana (UG) to complete a course in medicine.

5-YEAR SCHOLARSHIP FOR REG. 9 NGSA TOP TEN STUDENTS

Among the beneficiaries are the region’s top ten performers at this year’s National Grade Six Assessment (NGSA).

Minister of Indigenous Peoples’ Affairs, Hon. Sydney Allicock made the announcement during an award ceremony for the high flyers held at the Indigenous Conference Centre, Lethem.

The scholarship includes a monthly stipend, uniform and stationery allowances and accommodation for students who wish to attend the secondary schools in Georgetown.

With 515 marks, top student 11-year-old Alana Lewis has been awarded a place at the Bishops' High School. The former Hiawa Primary School student is beyond elated, especially since she will be able to attend the coveted city school. “I feel very happy and excited that I will be going to Georgetown. I studied late at night, I woke early in the morning and before I left for school I studied,” the budding author told this publication.

who will be attending the St Roses High School.

She acquired 504 marks at the examination.

DaSilva is thankful for the support she received from especially her mother during her Primary School years.

Aspiring pilot, Ethan Gursahai, indicated his expectation to have gained more than his 501 marks. Although he lost 33 minutes in one of his exams, he is still happy to have attained a place at the St Joseph’s High School. “From Grade One, I focused on studying topics after topics. So after six years I was able to cover all and gained these marks,” he said.

Minister Allicock told the students that their excellent performance this year is a testament to the investment in education by the government, especially in the hinterland regions.

Over the last four years, students’ performance in far-flung regions has taken a quantum leap, the minister noted. He recalled back in 2015 the overall pass rate in the hinterland regions was a mere 13 percent. Today, it has moved to 45%.

By Synieka Thorne Eight Indigenous communities in Regions 2, 7, 9 and 10 will soon receive titles to their land and granted extensions.

This was recently announced by Director-General of the Ministry of the Presidency, Joseph Harmon, who said that Cabinet has approved the Absolute Grants of land titles following recommendations made by the Ministry of Indigenous Peoples’ Affairs, which has responsibility for the Amerindian Land Titling (ALT) project.

The grants approved are extensions to existing communities in Mainstay/Whyaka, Mashabo and Capoey, Essequibo Coast, Region 2.

The establishment of legal boundaries in Parabara, Region 9, Rockstone, Region 10, Tasserene and Kangaruma, Region 7.

These communities have been waiting years for their grants of titles to move forward with the developmental of their villages. The tourism-driven communities of Mainstay/Whyaka and Capoey applied for their extension in 2011-

2012 and 2014 respectively.

He told this publication that the village has been waiting a very long time for the extension and have not abandoned their plans to fully utilise the additional land.

“This is good news and I know that the villagers will be very happy to know that our extension was approved.” He said that the announcement is opportune, as it comes when the village’s development is moving ahead.

For decades, the residents of the mining communities of Tasserene and Kangaruma in the Lower Mazaruni fought for their land tenure status. In fact, in 2012 the former administration handed over land title certificates to the leaders of these communities, but later, officials took away the certificates.

According to Harmon, these villages were chosen with conditionalities based on their respective peculiar circumstances.

cilitated by the Amerindian Act of 2006 that provided for land titling and extensions. This led to the establishment of the ALT project which was scheduled to commence in 2013 and end in 2016; under the auspices of the Government of Guyana and the United Nations Development Fund, with funding of $2.2Billion (US$10.7M) provided

from the Guyana REDD+ Investment Fund. The project was extended from 2016 to 2018 and subsequently from 2019 to 2021.

The Director-General explained that of the 68 interventions identified, 21 demarcations have been completed and 18 certificates of titles issued, while 45 investigations were completed 32 for extensions and 13 for new villages.

Harmon said that in approving the granting of titles, the government reiterates its commitment to the completion of the land titling project and assures that the process will continue until all indigenous communities receive their titles in accordance with the law.

The ALT project seeks to achieve three primary goals: completion of land titles issues and demarcation process for all Indigenous villages that submitted requests, increased use of existing and alternative mechanisms to resolve land titling disputes and thirdly, a communication strategy including a handbook describing the process of titling, demarcation and socio-economic impact of secured land tenure. 

19 GRADUATE FROM BINA HILL INSTITUTE YOUTH LEARNING CENTRE

By Synieka Thorne The hinterland region is soon to benefit from the skill of the most recent batch of graduates from the Bina Hill Institute Youth Learning Centre.

The institute’s 10th graduation ceremony saw 19 youths graduating after completing the twoyear residential programme. The youths pursued training in the various field that will benefit their respective communities; tourism, agriculture, natural resources management and other technical areas.

In brief remarks, Minister of Indigenous Peoples’ Affairs, Hon. Sydney Allicock emphasised the importance of quality education to move the development of the hinterland communities forward in keeping with the government’s ‘Green State’ agenda.

“With a solid education, there is a promise for a good life. The president has asked that everyone takes this seriously. Education is on the rise, let us not neglect that opportunity.”

Minister Allicock said it is the government’s vision that the institution becomes a fully self-sufficient environment where students can earn as they learn.

“We have so many things that we can do here.

What I want to hear is that we sold 10,000 pounds of chicken and it cost so much, so much was expended, and these are the savings. This is what was earned from the sale of our ground provision, from our tourism project and handicraft… because you are also studying business…”

The minister challenged the Board of Trustees of the institution to shift its focus to ensuring the institution becomes fully self-reliant. Students leaving the institution must be equipped with all

the tools necessary, including funds, to become successful, he noted.

Valedictorian Cleunicia Ignascio, who is from the small remote village of Yurong Paru, said that the journey was both challenging and fulfilling.

She charged the newly inducted students to take up the full responsibility of being role models and work to keep the standards of the institution aloft.

Of the graduates, two will be returning to their communities in Region 8, skilled in tourism, forestry and agriculture.

Region 8’s Regional Chairman, Bonaventure Fredericks, who travelled to Annai to support the students, said these skills are vital to the region. He recalled that last year, 18 students from his area graduated from the programme, two of whom are currently attending the University of Guyana (UG).

Once successful, the commission usually employs those students and provides inhouse training for them. Eventually, these students would be seconded to a forestry station within their district.

The institute also received ten new laptops.

The computers will benefit 34 students who recently participated in an Information and Communication Technology workshop organised by First Lady, Her Excellency, Sandra Granger.

By Nateshia Isaacs Students living and attending school in the Lower Pomeroon are now assured greater access to education through the donation of an outboard engine to equip the David G boat that plies the lower Pomeroon route.

The boat is part of the 5B’s initiative piloted by His Excellency, President David Granger.

This initiative provides transportation, hot meals and educational material – buses, boats, bicycles, breakfast, and books, all free of cost to students across Guyana, particularly in Hinterland Regions.

The 200 Horsepower Yamaha engine was procured at a cost of approximately $4.3 Million The Minister of Finance donated the engine to the Department of Education Region 2 (Pomeroon-Supenaam) following a ministerial outreach in the lower Pomeroon where its need was highlighted.

It will help us to get our children to school. You know one of the priorities of our ministry is to ensure access and this is very much in line with the Ministry’s priorities,” Minister Henry said.

YOUNG DOCTOR LEADING HEALTHCARE IN NORTH RUPUNUNI

By Delicia Haynes Thirty-two-year-old, Dr. Gillian Joseph is working to ensure the Indigenous residents of North Rupununi are healthy. Hailing from Sur-

town Public Hospital Corporation. (GPHC), post-graduation, Dr. Joseph was asked to serve as District Health Supervisor in the North Rupununi where she was stationed at the Annai Health Centre. Joseph also serves as the Doctor in Charge.

of more than 30 health staff in the district.

Since assuming the post as district health supervisor, Dr. Joseph has been crafting targetted approaches to improve healthcare delivery in the region, working closely with the North Rupununi District Development Board. “Since being here, one of the things I have started is holding quarterly meetings with the health staff in the district.”

This has allowed for more interaction among staff as they track progress and identify shortcomings. This allows for the issues which exist in healthcare delivery to be addressed promptly.

There are also plans to extend the healthcare service via weekly home visits and quarterly outreaches.

Dr. Joseph noted that her biggest challenge is the lack of health education among the Indigenous peoples. The fact that patients are either misinformed or unaware of the risk factors to non-communicable diseases and other serious health issues plaguing the hinterland. Therefore, she counsels persons whenever they visit her office.

Dr. Joseph stated that returning to her home (North Rupununi) and serving in the area of health has always been her dream. “Coming home was something I always planned on doing,

$25M DISBURSED TO YOUNG HINTERLAND ENTREPRENEURS

By Synieka Thorne Over 500 young Indigenous entrepreneurs in the Mabaruma and Matarkai sub-district, Region 1 received over $25M in grants to boost their respective businesses. These young businessmen and women were trained and certified under the Hinterland Employment and Youth Service

The youths were drawn from over 32 communities including, Barima Koriabo, Red Hill, Three Brothers, Bumbury Hill, Arukamai, Kamwatta, White Water, Yarakita, Tobago Hill, Hotoquai Hobodeia, Powaikuru, Hosororo, Baraimanobo, Arau, Smith Creek, Mabaruma Compound, Khan's Hill, Morawhanna, Tobago Hill and Hobo Hill in the Mabaruma Sub-District; and Port Kai-

tuma, Oronoque, Citrus Grove, Matthews Ridge and Arakaka in the Matarkai-sub-District.

The grants were presented by Minister of Indigenous Peoples’ Affairs, Sydney Allicock who was conducting an outreach in the region. Most of the current youth entrepreneurs were either unemployed or school dropouts before attending the HEYS programme.

Allison Bennett, a 23-old mother of one from of Bumbery Hill dropped out of school at the age of 14 and with little guidance was at home unemployed. Once word of the HEYS programme began to circulate in her village, she was the first to sign up since it was always her dream to become a businesswoman.

According to Bennett, after completing the one-year programme and receiving her grant, she ventured into selling beverages and snacks.

Shortly after, she began planning her own family. However, the conditions under which she lived was very unsafe. “We were living in a small house, like a camp I was very uncomfortable, and I wanted to upgrade myself and I planned to have children and wanted to ensure they would be comfortable.” With the profits she made, along with her husband’s earning, they constructed a home.

Today, Bennett said her business is booming as it has a thriving grocery establishment and she is now venturing out into farming. She has already planted avocado, cherry and other fruit and vegetable trees and very soon will be able to sell fruit and vegetables at the Kumaka Market. Bennette was very grateful for the government’s implementation of what she described as a ‘life-changing’ programme.

Valerie Sam, of Citrus Grove, Port Kaituma, said the HEYS programme paved the way for

her to pursue her dream of serving in the medical field. She is now a Community Health Worker in her area, after completing a six-month training exercise in Georgetown.

Addressing the youths, Minister Allicock reminded that HEYS is the fulfilment of a promise made when the Coalition assumed office in 2015.

It is part of the 10-point plan for hinterland development which was outlined by His Excellency, President David Granger.

According to Minister Allicock, the programme yielded many successes.

“There is the opportunity for creating industries in the hinterland communities and that is

some began with chicken rearing and have now diversified into other areas. So, while the chickens are growing, they are involved in either sewing or managing a shop so they can earn,” he said.

4,000 youths have so far been trained and close to 2,000 businesses established in 220 communities in all the 10 Administrative Regions.

Some $400,000 was invested in each of these young entrepreneurs through a monthly stipend of $30,000 and an additional $50,000 to start-up their businesses. $17M MATERNITY WAITING HOME COMMISSIONED AT ANNAI

THREE PRINCEVILLE RESIDENTS TO BE TRAINED AS HEALTH WORKERS

The facility can house seven mothers at a time.

Costing approximately $17Million for infrastructure and furnishing, the waiting home stands near the Annai Health Centre and is expected to bridge the gap for expectant mothers in accessing maternity services especially as they near their due date for delivery.

The Waiting Home has individual rooms, a kitchenette, washroom and bathroom facilities, a sitting area and an examining room which the doctor stationed at the Annai Health Centre will utilise to conduct regular check-ups for the mothers staying at the home. Among other amenities included to make the facility more homily are hammocks for the mothers to relax in the porch area provided.

The waiting home was named after a resident of Aranaputa Yvonne Janet Jacobus, a midwife who has served the people of the North Rupununi for over 50 years. Her work in the area of nursing and midwifery is a testament to the vision being fulfilled of ensuring Indigenous women have a fair chance at pre and post-natal care and safe deliveries. Jacobus retired in 2007 but still served as a midwife in the district up until she became ill and died earlier this year.

At the official commissioning ceremony, Minister of Public Health, the Hon. Volda Lawrence and Minister of Indigenous Peoples’ Affairs the Hon. Sydney Allicock both commended the work of Nurse Jacobus and stated that the naming of the home in her honour is most fitting as it em-

ed an assessment to determine where the deaths were located and what were the major causes, to address the issue realistically.

According to the Public health Minister, an Inter-American Development Bank (IDB) loan was acquired to fund targeted interventions in reducing Maternal deaths in Regions 3, 4, and 9. To date, the loan has funded training for more than 40 Community Health Workers (CHW) in Region 9 with a special focus in the area of primary health care and maternal and child health. A maternity waiting home at Lethem has also been refurbished and is expected to undergo further upgrades.

A section of the Amerindian hostel in Princes Street Georgetown has also been refurbished and designated to house pregnant Indigenous women. Meanwhile upgraded equipment is regularly provided to the Georgetown Public Hospital Corporation’s maternity unit to render precise and quality services to mothers. Also, in Region 3, a maternity ward is being established and equipped so that mothers in that region would not have to travel to West Demerara Regional Hospital or GPHC to be guaranteed safe delivery.

With these measures in place, Minister Lawrence said the ministry has recorded a steady decline in maternal deaths however she assured that more will be done until the death rate is brought down to zero. “Therefore, work will intensify in these regions while other hinterland regions are being targeted,” she stated.

Minister Allicock noted that these are steps towards preserving the life of Indigenous women.

“This will not be the only activity that we will collaborate with the Ministry of Public Health on; we will continue to join forces to put together

By Delicia Haynes Lloyd Henrito has been serving as a volunteer in the health sector for nine years in Princeville where he lives.

Henrito, who is a University of Guyana graduate, trained teacher and retired headmaster, shared with Public Health Minister, Hon. Volda Lawrence his wish to be regularised and fully employed with the region’s health department and continue to give service to his community.

He explained that many years ago, he had submitted all the necessary documents needed for his employment. “I’ve worked with the infectious diseases unit and NAPS, and I have been the unofficial health worker for this village but I have only been a volunteer... twice I sent out my credentials to Georgetown and nothing.”

A decision was taken at the meeting for Henrito to be sent to Georgetown promptly to start a Community Health Worker training course.

Permanent Secretary of the Public Health Ministry, Colette Adams who shared the news, accom-

panied the minister to a community meeting in Princeville. At the meeting, villagers highlighted the need for improved healthcare delivery.

The CHW training exercise will run for six months after which Henrito will return to man the health post in Princeville. He will be accompanied by two other residents desirous of benefitting from the training, who will assist at the health post. They will be housed in Georgetown while they undergo the training. Free transportation and meals will be provided for their upkeep.

In the meantime, Minister Lawrence has arranged for a temporary system to be put in place in Henrito’s’ absence.

The minister remarked that the ministry has been looking to train individuals willing to work to give service to their community. She explained that training local persons to work in their community proves to be a more viable option since they are familiar with the culture within the community.  Images: Adrian Persaud

NEW LAB FOR KATO COTTAGE HOSPITAL

By Delicia Haynes Laboratory services in Region 8, Potaro-Siparuni are soon to be more accessible to residents as plans are on stream to establish a laboratory at the Kato Cottage Hospital.

This is according to Regional Health Officer (RHO), Dr. Chrissundra Abdool. “We are planning to establish a lab in the Kato community that is over in the North Pakaraimas so that will also help us improve our laboratory services so instead of now having samples coming to Mahdia those samples can be read off right there in the North Pakaraimas.”

This much-needed service will be critical, especially to the pregnant women living in the district. “It’s a service that the people in the North Pakaraimas need especially our mothers-to-be, so they would need to get tested ever so often.”

Dr. Abdool explained that this lab is expect-

ed to become a reality in 2020. The process for transporting blood and other samples to Mahdia or Georgetown usually several days, which can affect the efficiency and accuracy of the test results.

“When sending labs [samples] out it takes a few days but not only that, you have a few hiccups and we need to remember these are blood samples so they are only viable for a certain amount of time and in addition to that we have to be very careful about how they are being transported,” the RHO explained.

Currently, there are laboratory services available at the Mahdia district hospital on a 24-hour basis, with plans to further upgrade the facility.

For 2019, a biochemistry analyser and a haematology analyser were purchased. The hospital has also acquired a dental unit for improved dental service. There are plans for the acquisition of more dental units which will be placed at Mahdia, Kato and other health centres in the region. 

4G MOBILE COMMUNICATIONS FOR LETHEM

KABAKABURI ICT TO BE FULLY EQUIPPED

By Anara Khan Residents in the township of Lethem and surrounding communities can expect faster internet connectivity in a matter of weeks.

This was disclosed by General Manager of the National Data Management Authority (NDMA), Floyd Levi. He was at the time accompanying Minister of Public Telecommunications, Hon. Catherine Hughes during a site visit to the LongTerm Evolution (LTE) tower in Lethem, Upper-Takatu, Upper-Essequibo, Region 9.

Levi explained that the tower’s infrastructure was part of the failed $1.3Billion fibre optic cable project which was started by the previous administration. According to the NDMA General Manager, the site was abandoned in 2014, and in 2016, a team comprising of Minister Hughes along with representatives from MOTP and the NDMA visited the area. It was then that a site assessment was conducted, and several options explored.

“The option that worked for us was to actually use this site… We actually refurbished it an brought it back to work,” he stated.

All government agencies in the township inclusive of the hospital, library and St. Ignatius Secondary School will be connected. He disclosed that with the recent repairs done, communities located as far as in the “foothills” of the Kanuku Mountain range would be able to access the service.

Some of the communities include Parikuarinow, Kumu, Moco Moco and Hiowa.

Levi expressed hope that the works will be completed within three weeks. The users of the LTE network should see data speeds that are up to 10 times faster Minister Hughes and her team also visited the Lethem Regional Hospital, where the telemedicine initiative is expected to be implemented shortly. The hospital already has internet connectivity.

Region 9’s Regional Health Officer, Dr. Nial Uthman commended the e-governance service at the hospital.

“Since it has been installed, we have been able

to communicate with our subdistricts,” he said, further explaining that the service is available in Annai, Aishalton, Karasabai and Sandcreek.

He deemed the service as very essential as it relates to the transfer of patients and updates of a patient’s status.

A similar telemedicine service is implemented in the village of Orealla. This allows doctors and healthcare providers at the Orealla Health Centre

The Pomeroon riverine community of Kabakaburi will soon have its Information Communications and Technology (ICT) hub fully outfitted with computers and tablets to serve the residents.

Just a few short months ago, several high-powered satellite dishes along with other equipment were purchased and installed in several remote

communities including Kabakaburi.

These satellite dishes provide the community with internet service.

Minister of Public Telecommunications, Hon. Catherine Hughes, who recently visited the community, happily announced that the equipment will be installed at the Secondary School Annex in the village. The ten computers and tablets are being made possible through collaboration with private business Pomeroon Coconut and Spices.

“What is important to note is that we are providing the free internet service to the community… We have gone to 170 schools and put the internet there. It means for the first time in many areas, children research material for their subjects,” Minister Hughes explained.

The minister spoke at length of the importance of the service. She added that ICT hubs can allow children to attend classes in Georgetown or any other part of the country without leaving Kabakaburi.

LETHEM LIBRARY GETS LAPTOPS

By Anara Khan Residents of Lethem will now be better able to access the internet with the help of electronic tablets.

Minister of Public Telecommunications, Hon. Catherine Hughes donated five electronic tablets to the town’s library. Through the Government’s e-governance project free internet has already been made available to the building.

Minister Hughes explained that it was on a previous visit to Lethem that a commitment was made to bring connectivity to the town’s library.

Minister Hughes noted that as a result of the con-

nectivity, STEM Guyana was able to complete a training programme for the youths in the area.

“For us, the opportunity for students in Lethem to get a boost in terms of research, homework and having a space with free internet access was very important,” Minister Hughes expressed.

to have direct video communication with central hospitals such as the New Amsterdam Regional Hospital and other hinterland health centres.

Currently, Lethem’s internet speed ranges between 2nd Generation (2G) and 3rd Generation (3G). The installation of an LTE tower in the region is part of the Coalition Government’s effort to bridge the gap between the coast and the hinterland. This includes bringing the quality of government services to every part of the country.

LIGHT, WATER FOR CAMPBELLTOWN CO-OP FARM

By Nikosi Bruce Annie Williams is one of 13 farmers who have recently started a co-op farming society in the Indigenous Village of Campbelltown.

However, since they have been established, they have been missing one key resource - water.

This has been a daily struggle for the farmers as Williams explained that they have been reliant on the rain and water from a creek located several miles down the road for water.

There is also a need for electricity as the farmers would normally shell their peas at night, but since the solar-powered system experienced a deficiency, work has been hindered. The power supply does not last past 8pm.

Williams took the opportunity at the ‘Government Comes To You’ outreach to solicit assistance from her government, who readily responded to her plight.

Trevor Poole, who is the Regional Technician of Mahdia for the Guyana Water Incorporated (GWI), explained to Williams that the company is working on getting water to the area. “We already did some work, an estimation of what kind of material is needed to carry the line to the area

so residents in the area can have access to potable water…”

Delighted with the progress report from GWI, Williams happily proceeded to the Ministry of Public Infrastructure’s booth to have her next issue addressed. At the booth, she met with Minister within the Ministry of Public Infrastructure, Hon. Jaipaul Sharma who had even more good news to give Williams.

“There is a solar system, supplying them [farmers] with power, and that is free of cost, the problem there is that they [farmers] say the system is operating at half its capacity. So, we have to check to see, of course. The first thing - what it will cost to run a line into the area, the second thing is what it will cost to restore the storage capacity of the solar system, and of course solar energy is free to them. So, they [farmers] have to look at the feasibility on their end and we will look at it on our end as well… As soon as we are finished here [at the outreach], we will send a team to do a check in the area.”

Williams now has renewed hope that with these interventions by the government, she will be able to increase her production and bring even more persons on board with the co-op. 

By Nikosi Bruce More than 3,000 coconut farmers in the Lower Pomeroon are resting easier, knowing that their government listened to their plight and acted in their best interest thus securing their financial futures The farmers were left pondering as to what their next move would be following an order from the Environmental Protection Agency (EPA) to close down the Fat Boy Coconut water bottling plant located along the Lower Pomeroon.

Recently, the farmers attended a community meeting in Grant Regina chaired by Minister of Agriculture Hon. Noel Holder and Minister of Public Health Hon. Volda Lawrence where they took the opportunity to raise the concerns with the ministers, reading from a letter provided to them from the company.

The letter explained that the bottling plant would cease operations to comply with orders from the EPA to curtail the dumping of coconut husks into the Pomeroon River. It went on to state while the company has a plan to address the dumping, it was experimental and they would not be able to say when they would reopen their doors.

This would essentially mean that thousands of farmers would be left without a source of income and their futures in jeopardy. Luckily, this matter had caught the attention of the government, and a solution was already forthcoming, one that was

Promise made! Promise kept!

By Nikosi Bruce “This is the first time a minister has come to our village and kept their promise.” This was the sentiment echoed by Toshao of Capoey Village, Ralph Hendricks.

Toshao Hendricks was at the time speaking to a gathering of village members in a benab just off the main landing of Capoey Village. Present at the meeting was the Minister within the Ministry of Agriculture, with responsibility for Rural Affairs, Hon. Valerie Adams-Yearwood.

Olive Denn, a female farmer, was thrilled that Minister Adams-Yearwood had returned. She indicated that she was unsure whether the minister would have returned and made right on her promise since, from experience, the villagers have met several unfulfilled promises.

The Coalition government has spent approximately $1Billion for internal road upgrades in Potaro-Siparuni, Region 8.

Minister of Public Infrastructure, Hon. David Patterson, during a recent visit to the mining town, described the condition of the road that the Coalition Government inherited to this publication.

“Where we are standing now was a dirt track, and at that time, the opposition had controlled this particular region. We actually staged a protest on this very same road because of the condition that it was in. Right in the front of the school [Mahdia Secondary] was in an abysmal state… So, one of the first projects that we embarked on in our urban upgrade was to pave Mahdia,” Minister Patterson explained.

With the administration spending $1Billion thus far, Minister Patterson noted that tenders are out to upgrade the continuation of the road to the airstrip.

“It is anticipated in a short space of time that when you land in Mahdia, you will be walking on nice concrete pavement,” he remarked.

Meanwhile, plans are also on stream for the roads leading into the township to be upgraded. It was noted too that an engineer is responsible for loaming the road yearly.

“This is in keeping with our vision of what a town should look like, not because it is a mining town that it should look that a certain way.”

In 2018, the internal road network project saw the rehabilitation of several bridges, the installation of a reinforced concrete rigid pavement with curbs, a network of reinforced concrete drains and culverts, complemented by road safety elements, inclusive of road markings and signage. 

The roads in the mining town of Mahdia, in Potaro-Siparuni, are now way better than it was under the previous administration. This is according to taxi driver, Ashton Frasier, whose family’s wellbeing depends on him plying his daily trade.

Frasier commended the Coalition administration during a public meeting at Brian Sucre Junction, (Kanawaruk Junction) in Mahdia.

“I must say this government has done a lot for Mahdia, especially the roads, they are much better now,” Frasier told government ministers at a community meeting.

Hon. Raphael Trotman, Minister of Natural Resources, and Hon. Ronald Bulkan, Minister of Communities, were in the village to engage residents of the mining community following the 'Government Comes To You' outreach.

Frasier was supported by a miner, Denise Hinds, who also applauded the government for the work done in the region thus far. She took the opportunity to raise the issue of the need for better telecommunications services in her region.

“We have limited internet access… If we have a tower that would go a long way… This is very important for us to get,” she proposed.

Among the other issues raised were ownership of mining lands and a mining lottery for Mahdia, similar to what the ministry has started in other regions. In this regard, Minister Trotman told residents that he would return to their region at the end of August to celebrate mining week and conduct the exercise.

“I believe it is the government’s duty and its commitment to making that possible for them [miners]. If they chose to mine, well then, we have to ensure that the environment is an enabling one for them by giving them lawful access to land,” Minister Trotman explained.

He also took time to visit a nearby plot of land at Brian Sucre Junction where plans are afoot for a recreational ground for the community. 

MAHDIA HOSPITAL CLOSER TO ESTABLISHING CANCER TREATMENT CENTRE

By Delicia Haynes The Public Health Ministry handed over a cryotherapy machine to the staff of the Mahdia District Hospital.

The machine is used to treat early signs of cervical cancer and other abnormalities. Cryotherapy, also known as cryosurgery, has been widely accepted as a practical and effective method of treating precancerous cervical lesions worldwide.

Extreme cold is applied to the lesion using a cryoprobe (an extremely cold probe) to freeze the lesion.

This machine is one of several others which were purchased by the Maternal and Child Health Programme of the Ministry of Public Health. The purchase was made after a needs-assessment was conducted for this particular service in several regions.

Midwife Malinda Haramottoo and Registered Nurse, Wendy John were trained to operate this machine and also to render VIA services in the region. This is all part of a plan to establish a VIA unit followed by a cancer treatment centre at the hospital, that will cater to the needs of women in other parts of the region.

Minister of Public Health, Hon. Volda Lawrence who visited the hospital to hand over the equipment, highlighted the significance and importance of having such service available in the Potaro-Siparuni Region. “Small though it may appear, this kit is priceless. Because of this little machine, we are going to be able to save many lives... We want the women in this region to be healthy… We want to identify their issues at the earliest stage.”

The machine service is being offered free of cost in the region. Women living in the area can now opt to use the service provided at the Mahdia District Hospital rather than journeying to Georgetown or even to a private facility.

“Our Indigenous women are more susceptible to cervical cancer... this hospital serves several Indigenous communities. So, we know it is our duty to equip this hospital with the necessary things that can assist our women in getting an early diagnosis, and also ensure that the diagnosis is correct.”

Minister Lawrence, ‘a cancer warrior’, joined with Regional Executive Officer (REO), Mitzy Campbell, another a cancer survivor, to emphasise the importance of early diagnosis. They noted that cervical cancer is among the leading causes of death in women.

“I am a cancer survivor... I can speak to the importance of this level intervention by MoPH. We can take care of our ladies, so please, do make use of this,” noted Campbell, a survivor for more than twenty years.

Trecia Hubbard, Ward Sister at the hospital, commended the minister for the efforts made to improve services thus far. She noted that women living in areas, far from the hospital, will be provided with this service through medical outreaches, which will be facilitated.

More staff will be trained to operate additional machines which will be acquired and used throughout the region. The intention is to decentralise the service further, making it more accessible to the Indigenous women in Region 8.

By Ayana George Mayor of Mahdia, Region 8, His Worship, David Adams has disclosed that the Department of Social Cohesion, Culture, Youth and Sport is developing a playfield for the youths in the community. Adams said more than $30M has been allocated for the execution for the project.

He added, “we have signed onto HEYS [Hinterland Employment Youth Service] and a community-enhancing programme. Through these initiatives we are working with several young people, teaching them various skills, such as arts and craft, home repairs, among other entrepreneurial and life development skills.”

Adams was speaking to this publication about the positive development in the township.

According to Mayor Adams another one of the major achievements for the town is the proper disposal of solid waste. “The Ministry of Communities donated a brand-new tractor and we have been able to utilise it effectively. We also conducted several discussions with the general public on a fee for solid waste collection. So, we have the solid waste disposal of the township under control.”

He added that another concern is being addressed is the allocation of house lots for the residents. According to the mayor, many of the lands in Mahdia are owned by persons in the gold mining business, however, a plot of land was located for house lot distribution.

“There is an area outside the airstrip that was identified for housing development; the council met and held a selection process. Some persons will be issued with house lots and this process will continue throughout the rest of the year.

There is not enough land space because we have hundreds of applications. However, we have approached the Lands and Survey Commission to assist in providing more land,” he explained.

Regional Executive Officer, Region 8, Mitzy Campbell

By Delicia Haynes Potaro - Siparuni’s new Regional Executive Officer, Mitzy Campbell is aiming to empower women and youths in her region. Campbell posited that though the region is well known for its mining and forestry base, there are many opportunities available in the region which can be tapped into, thereby maximising skill and talent among the population.

Campbell was speaking to this publication during the government outreach that was held in the mining town of Mahdia.

When asked what were some of the target areas in the region she is seeking to improve, Campbell said, “I’d like to see the education system improved. I’d like to see the health system improved and also I would like to see the social services improved particularly in the area of gender equality.”

Further, she noted that collaboration with the central government in these specific areas will aid in fulfilling the vision she has. Campbell who has been REO less than a month has already been engaging residents.

“A woman met me this morning and she said she is unemployed. So, can we empower them, they can maybe do catering or sewing since those trades are still in demand. … we can bring the trades back here because this is the interior and we can do really good work here,” the REO noted.

Campbell said it is important that the young people in the region are empowered so that they can contribute to the country’s development. She noted that is vital they be equipped with the necessary skills that will help them to make wise choices and be role models in their communities. “… I’d like to see young people grow and utilise opportunities. I’d like to see them grow and take advantage of different options in their life.

$2.5M SOLAR SYSTEM PROJECT SLATED FOR AKAWINI

Speaking to residents at a recent community engagement in Akawini, Minister of Public Infrastructure Hon. David Patterson mentioned the ‘green’ project. “My ministry will be installing some solar systems with the National Procurement Tender Board. It is about $2.5 million. It should be awarded shortly, and they will immediately start to do that [project],” said Minister Patterson.

This project will feature a 16kW photovoltaic system in the Region 2 community located in the Lower Pomeroon River. The Minister noted his office will examine the most suitable method to install the solar system project, as he acknowledged that some homes are scattered in Akawini which may propose a challenge. “If there’s a cluster of homes on an island or in an area, we normally put a solar system to power them but it’s hard for us to put a solar system here and power somebody in the back dam so we have to look at other methods,” he noted.

By Kellon Rover As the Coalition Government continues its move towards providing a healthy and educated Indigenous population, much emphasis is being placed on hinterland educators and medical workers.

This was disclosed by Member of Parliament

(MP), Hon. Mervin Williams, during a community meeting in the village of Kako in the Upper Mazaruni District, in Region 7, Cuyuni-Mazaruni.

The MP’s visit was intended to have a firsthand look at the village, to identify areas in which additional developmental works can be done and to listen to the concerns of residents.

MP Williams, while addressing one of the issues raised by a resident of the community, noted that there is an ongoing negotiation between the government and the Guyana Teachers' Union (GTU) to establish a comprehensive package and plan for hinterland teachers.

“Teachers have received an increase [in wages], and in the preparation of the 2020 budget it is contemplated that there will be a significant increase for teachers and public servants,” MP Williams said, during the long discourse with Kako residents.  Images: Mohendra Raj

Akawini, Minister Patterson advised they ensure their panels are secured, so that when the time comes, the government will only have to replace the batteries. According to the Public Infrastructure Minister, “As long as you keep the panels safe, all we have to do is provide you with a battery and you’ll be able to work again […] “We’ve started to procure some [batteries] so hopefully they’ll be back in [time].”

Meanwhile, Toshao of Akawini David Wilson commended the Coalition Government for the many initiatives that have positively impacted the Akawini’s residents. Some of these projects included a new walkway in Barocaro that was completed in February of this year and a new structure to house their Nursery School pupils. Toshao Wilson further mentioned that both a nursery and primary school are scheduled to be built in the

second week of August.

“We were lucky to have established, at both missions, [a] hot meal kitchen which was not in place for many, many years. So, our children are now enjoying lunch from the kitchen that’s provided by the government.”

Referencing the pavilions built under the current administration, Wilson stressed, “across the community, at the top half and at Waikipina, we are also lucky to have pavilions established so that our children could be taken care of [and have] seating accommodations.”

ASPIRING PILOT IS ONE OF REG. 8’S TOP STUDENTS After chatting with 11-year-old Nevin McLean, it was evident that his dream is to become a pilot.

The future airman got his first opportunity to sit in the cockpit of a Roraima Airways plane, during a recent visit to the community of Kato.

McLean was also given a complete tour of the aircraft by Pilot Rasheed Dey who explained the functions and operations of every part of the aeroplane. The lad shared his passion to one day

and I told my mom I wanted to become a pilot, and she said “okay”, he explained. “Well, I love to be in the air, and [just] imagining flying! I like to look at the trees and mountains,” he added.

McLean’s mother, Tirselle John-McLean, said that she is proud of her son and expressed confidence in his abilities. “He says he likes to be in the air. He wants to do the drills and [everything] the pilots would do. He said that would be his career. I said [to him] to you want to choose another option, he said “no”, right through Nursery and Primary and now at this higher level.”

The 11-year-old’s advice to future NGSA students is “success comes through hard work. So, you’ve got to keep working.” 

SEDITIOUS AND SCARECROW POLITICS Faced with bigger and better positive news about progress in Guyana, elements in the opposition camp are resorting to seditious and scarecrow politics. Apart from wrongly dubbing the Coalition Government “illegal”, the Opposition engineered the racist “Haitian Takeover” to frighten its claimed “Indian base” and, now, it is driving a new hysteria over “Trini Carpetbaggers”.

No one should anymore be in doubt as to why Guyana has become the preferred destination for investors and visitors alike. The lead articles in the credible media over the past few days, say it all: “Tullow Strikes Oil”; “Guyana 12th in Oil Reserves League” – an appetizing story by Bloomberg that sees our country as the newest and potentially richest “petro-state”; “Private Sector credit pegged at $238.8 billion”; Economic “growth at 4.5%” in 2019 but could reach double digits next year – an up-beat report by Finance Minister Hon. Winston Jordan; and a revolution in the education sector with Guyanese students getting an unprecedented 73% pass in Caribbean secondary school examinations.

Our disciplined forces have also demonstrated that they are prepared to defend our country and to secure her citizens when they emerged with distinction from “Exercise Greenheart”. On Friday, ranks of the Guyana Defence Force, the People’s Militia and the Police Force repelled a simulated enemy attack at the Colonel John Clarke Military School at Tacama.

The GDF and other sections of the disciplined forces have seen noteworthy transforma-

tions from what they used to be just four years ago. They have been provided with a new fleet of vehicles, aircraft, weapons and munitions, communication and medical equipment, and an improvised menu of local ration for field operations.

Our grateful nation is full of high praises for the Commander-in-Chief of the Armed Forces, Brigadier David Granger, on behalf of the military/ police high command and all patriotic ranks, for showing preparedness to defend our country’s sovereignty.

But it is unfortunate that the fifth columnists would receive every indication of progress and achievements with a malicious and criminal response. The opposition’s mouth-piece, Guyana Times, yesterday declared that Guyana is being “held hostage by the bullyism of the PNC’s David

CAPOEY WOMEN TO BENEFIT FROM TRAINING

By Nikosi Bruce To increase agricultural productivity and create self-sustainability in the village of Capoey, Minister within the Ministry of Agriculture, with responsibility for Rural Affairs, Hon. Valerie Adams-Yearwood has committed to initiating several programmes targeting the women of Capoey Village.

Minister Adams-Yearwood made this commitment during a visit to the community, where she met with the women of the village.

The minister proposed a poultry rearing programme so that the residents would have easier access to meat rather than journeying out to Anna

Regina or the mainland. This was well received by the group, with most of them signing up on the spot for the training.

Additionally, the women proposed that something be done towards the rehabilitation of a greenhouse owned by the village council as it was no longer in a viable state. The women also pushed for a block making workshop to be done.

Minister Adams-Yearwood indicated her willingness to look into the possibility of having this done. However, there was a commitment to having the poultry programme established, and having checks done to see what could be done about the greenhouse. 

On the face of it, this is seditious libel, the publication of which though sparingly used, constitutes an offense in our existing laws. The published words are inflammatory, and are calculated to foment and incite violence against a democratically-elected Head-of-State.

This incitement is coming from an opposition political rag, which is sheltering under the protection of freedom of the press. As a professional journalist and as the Minister with portfolio responsibility for media in the David Granger Coalition Government, freedom of the press has been guaranteed and fully protected.

SEDITIOUS LIBEL

However, I suspect that this seditious libel from the opposition ideologues is a deliberate provocation in order to attract a response from the state, in which case I want to place on alert organisations such as Reporters Without Borders and the Association of Caribbean Media Workers that malicious, criminal and reckless writings are not protected as freedom of speech. What Guyana Times is advocating is political terrorism.

I expect that the usually vocal Private Sector Commission would not see this criminal instigation as just another “Tom and Jerry” show!

I have before written about the totalitarian impulse within the opposition ranks, elements of which have been stoking race-hate and, during last year, were urging an “uprising” by Indo-Guyanese against the State. Already, a self-styled “Indian activist” has been talking about “The Next War”.

Coincidentally, while Times was hurling salvoes at the Executive, Stabroek News, in a different context, yesterday carried an editorial under the caption “Hateful rhetoric and its consequences” as it referred to “divisive, racist and xenophobic attitudes” in another country.

But those “attitudes” would apply to Opposition Leader Bharrat Jagdeo when he falsely and maliciously screamed that Haitians were at the centre of a massive people-smuggling or trafficking conspiracy.

SCARECROW POLITICS

This is scarecrow politics to drive fear into Indo-Guyanese that Haitians are coming here and are being registered to vote in upcoming

elections. In a sense, that too was seditious libel, aimed at targeting the hapless Haitians and putting their lives in danger. This was his version of Jim Crowism, the once hated policy in the United States that was imposed to suppress Blacks, and to keep them in segregation.

The Minister of Citizenship has released figures that show that between January and July this year, close to 7,000 Haitians crossed over from Guyana to Brazil. That nailed the lie that the Haitians were under the beds of the Coalition!

Not learning from its racist offensive against Haitians, the PPP has now turned its hate towards Trinidadians, just as it had done against potential Indian investors. When I last visited India, I was told by investors how they were discouraged by “the Indian party” from investing in the Guyana sugar sector.

I was part of the Investors’ Outreach in Trinidad, and I could testify to the genuine interest shown in Guyana by investors there. While we are open for business, Jagdeo sees the Trini “carpetbaggers” giving bribes to get their sleazy hands on Guyana’s lands. Again, like Jim Crowism, Jagdeo has imputed an American pejorative term, carpetbaggers or scalawags, once used by southerners to label and libel northerners, to describe Trinidadian investors.

WORDS HAVE POWER

As journalists, we have always been reminded that words have power. We have learned about the halocaust against Jews, genocides against Kampucheans, and Serbs and Rwandans, which were fomented by hate speeches and writings.

During the PPP’s term in office, an ex-soldier, Oliver Hinckson, was charged in 2009. Then Mark Benschop was slapped with treason indictment in 2010, followed with incarceration of a couple– Major Bruce and Carol Monroe. They were all arraigned on charges that stemmed from words that they had allegedly uttered.

They were all eventually acquitted, but the point I wish to make here, and now, is that the opposition knew the power of words, and understood that the State had a duty to protect itself.

It is apparent that faced with a series of setbacks, the latest being the validation of house-tohouse registration and denial of a September 18 elections date, the opposition camp is engulfed in deep division and sheer confusion. The extremist elements, within and without, may see this as an opportunity to act.

This is why the reckless advocacy by Guyana Times should be condemned roundly, even by the PPP, before any harm is done in Guyana. 

By Shaquille Bourne The Department of Social Cohesion marked International Youth Day 2019 with the extension of the Inter-village Social Cohesion Exchange Programme. Young people representing 15 Indigenous communities congregated at Kato Secondary School for the launch of the first programme of its kind in Region 8, and the third such nationally.

In an invited comment some of the participants shared their expectations of the exercise.

Marisa Albert, one of the young participants from Chenapau said, “I would like return and do new things for my village because …. I would like to encourage others to get involved in some of these things that I would have learnt and improve themselves.”

The exercise, which ran for two days and was held at the Learning and Research Center saw proud Barticans from various backgrounds seizing the chance to serve their community in a holistically.

Speaking to this publication, NCN's Regional Radio Manager, Michelle Abraham-Ali remarked that the session was aimed at familiarising the trainees with skills needed to become a broadcaster. She said that while it is a common misconception that becoming a radio announcer is simple, the process entails a lot of work.

“We have to ensure that they appreciate very early in the orientation that it requires two things, an active and working mind, and the tool that we

hinterland communities. “Literacy has always been a problematic area for us… so should I become a broadcaster, I would have a platform on which I can encourage young students to improve their writing skills, their listening skills and their speaking skills,” she remarked.

The training will be conducted by Communications consultant on the Regional Radio Project, Dr. Rovin Deodat. It was disclosed that similar capacity building exercises are slated to be under-

According to Abraham-Ali, many of the participants expressed an interest in being able to represent their community and having a platform on which they can address social issues and give a voice to the voiceless.

Kato resident, Kemal Robinson said among the things he hopes to take away from the exchange program are “… discipline, cooperation and how to interact with other young people.”

Minister of State, Hon. Dawn Hastings-Williams, in her feature address, urged the 106 youth participants to play their role in Guyana’s development. “I want to encourage you to intermingling with each other, sharing ideas, sharing your dreams, sharing your visions and you will be an active participant in developing North Pakaraima, Potaro-Siparuni Region and your country as a whole,” said Minister Hastings-Williams.

FREE EDUCATION AND AN EDUCATED NATION - driven by petroleum revenues

The discovery of oil in commercial quantities in any county brings with it the expected excitement and hopes of new found wealth, and the understanding of the transformation of that society, especially the material improvement of the lives and well- being of the citizens, from the new source of revenue.

But understood within this expected flow of money will be discussions and questions, from both the public and government as to what socio-economic projects must attract the immediate attention of the particular county, in consideration of a plan for improved development. It would seem wise for any government to pursue well thought out socio-development plans that will usher in a transformative process which must essentially ensure qualitative changes that will create a new view of progress from which there should be no retreat.

President David Granger’s recent announcement that the revenues expected from Guyana’s imminent establishment as an oil and gas economy, has been both emphatic and unambiguous, leaving Guyanese in no doubt that free education from the Primary level to University, will be reintroduced; this time attracting petroleum revenues, “apart from what would be devoted to our Sovereign Wealth Fund” .

Education is key to the development of any nation that aspires to full socio-economic development. In fact, reading about the growth of the great industrial nations, it is found that their rise to global power, have been based on an available quality educated work force, that have been able to produce outstanding personalities in the arts, sciences of all categories and varied technologies that have made for sustained growth and development of those countries.

These nations have been able to rise to the level of global pre-eminence and hold sway for decades because of this sustained level of educated citizens. These persons are continuously facilitated and fed by a flow that starts from the early classrooms, to the intermediary stage and on to the tertiary level learning centers.

This explains why these nations have been able to continue to influence international affairs, particularly trade and economics. And even for those that have not attained that level, their renowned economic and financial structures have enabled them to become financial centres of the world, apart from providing domestic stability that ensures a comfortable life for its citizens.

This is testimony to their level of quality education. Singapore, is an example, of what quality education has done for this country and citizens, giving it the status of a first world economy.

This fact of quality education and its pivotal importance in the life of every nation was not lost on President David Granger and his coalition government when they took over the reins of government.

It is no coincidence therefore that the education sector has since the inception of the Coalition’s administration, continued to be allocated the largest slice of budgetary allocations – with $33.8B for 2015; $43B for 2017; $49.1B for

2018; and $52.2B for 2019. Attention is drawn to the fact that 2016 was an exception, when only $19.5B had been allotted.

For those of convenient memories, as well as those hazy because of the passage of time, free education from primary to university, or from the ‘cradle to the grave’ became a constitutional entitlement during the administration of the late Forbes Burnham’s administration. For it was his belief that apart from the fact that ‘‘public education was the cornerstone of social justice’’, that it was also the ‘‘cornerstone of equality and one of the chief instruments for the abolition of snobbery and the removal of discrimination”; and that “if the nation was to improve its citizens’ quality of life it had to provide them with a high quality of education’’. It is now a matter of historical fact that Guyana experienced what was to become a revolution and transformation of the public education system, beginning with education ceasing to become an opportunity for the few, to one that offered equal opportunities through universal education. This heralded the construction of primary and secondary school in all the regions; technical institutes, and multilateral schools that ‘’completely changed the face of the public education system. And this was achieved from primarily public funds.

Therefore, President Granger’s announcement of free education, and the funding of this critical social tool, with oil and gas revenues for creating a 21st century nation, has to be seen as equally groundbreaking and transformative as it is aimed at an ‘’education policy’’ that provides ‘’Guyanese with the knowledge, skills and values to become productive citizens in the economy of the future”.

For President Granger, this means our engineers, being able to effect connectivity to link all of Guyana, while developing the nation’s hydro potential; our geologists developing the bauxite, manganese, diamond and quarrying resources; our botanists, biologists, botanists, and agriculturalists expanding the nation’s agriculture productive capabilities; and improving Information communication Technology, and human learning.

If the above can be taken as the establishing of the human capacity infrastructure that will headline what is definably a visionary “Decade of development” brand for propelling the education renewal of the nation, then the other aspects of the ‘Decade’ are meant to support the above new education frontier holistically.

According to President Granger this will include one primary school in every village, the teaching of science, engineering and mathematics in every school, providing grants for improving school laboratories, and giving the Guyana Youth Corps greater capacity for opportunities to boys and girls from both the hinterland and coastal locales to be trained to re-enter the world of work.

Therefore, this “Decade” is about inclusivity, ensuring first: that every child in every community is given an opportunity at scholastic learning, with no one ‘being left behind’; second: facilitat-

President Granger’s statement sums up the ed-

ucation vision that will remake Guyana: “We are not making fun with education …… there is no better way to spend our petroleum resources than to ensure that Guyana becomes a nation of educated people.’’

This means that our patrimony must be spent on improving the nation’s intellectual capacity and development, with Guyanese being the main beneficiary. For this grand vision of an educated nation, President Granger must be commended. 

PERSONAL 1. Name: Sydney Charles Allicock 2. Birth date: 6th January, 1955 3. Childhood: He was born and grew up in Surama, North Rupununi, Region 9 4. Education: He attended the Annai Anglican School. He successfully wrote the College of Preceptors School leaving certificate; Certificate in Remote Tourism, Training in Survival skills and International Communication at Pearson College; 5. Children: 7 but 2 are deceased 6. Married: 38 years to Veronica Allicock 7. Religion: Anglican 8. Organisations: Member of the North Rupununi District Development Board, Iwokrama Board of Trustees, Agriculture Committee, Tourism Committee and the Bina Hill Youth Programme.

9. Role Model/ Mentor: His father Robert Frederick Allicock was his role model and mentor. He had a vision of what the Rupununi could become in a time when it seemed unrealistic. This serves as motivation now that it is closer to reality.

10. Greatest regret: That certain far flung areas are not yet at the level of development as other areas which are geographically closer to the coastland.

He attributed this to limited financial resources which poses a challenge to project implementation and monitoring in these areas due to transportation and other costs.

11. Passions: He is passionate about community and economic development where the people have ownership of their developmental initiatives. He is also passionate about community based eco-tourism which utilizes the natural environment and resources to propel economic growth.

12. Achievements/Awards: Vice President Allicock won the Anthony Sagba Caribbean Award for Excellence for having created a developmental model of environmentally benign tourism which encourages partnerships among locals, business, government, and international agencies.

13. He is credited with improving the state and status of the indigenous peoples and the environment, and creating sustainable economic activity outside the state apparatus. He served as Tour Guide for

by Paul Cleary. Both books are enlightening in that they have written lessons in them for Guyana as a newly emerging oil giant and they expose some of the possible pit falls that can be avoided.

Louis L’Amour serves well for his reading entertainment while relaxing because of the cowboy characters in them.

19. Favourite colour: Aqua or blue-green which is a colour variation between blue and green.

POLITICS: 20. How he got involved in politics: He was exposed to politics at the local level from an early age as his father was a village Councilor and Treasurer. His father believed in cooperation and saw this as key to achieving self-sufficiency.

Most of the work in the villages during that time was done through ‘Kayap’ or ‘Manore’ where everyone was involved in helping each other to build their homes or plant their farms. His father later became a member of the PNC after the 1969 Rupununi uprising.

21. VP Allicock entered politics at the village level as a Regional Councilor and later as a councilor on the Village council. He later became Toshao for the Annai district representing five communities. As Toshao, he guided the separation of the five communities since he felt that each should be responsible for its own development and not as a collective. This was done under the leadership of Senior Councilors.

22. He followed in his father’s footsteps and joined the PNC in the 1980s and worked on their behalf in the communities in the Rupununi until 1990 when he left that party to join the Guyana Action Party (GAP). He was later elected to Parliament as a member of GAP where he was first introduced to parliamentary service.

23. Ministerial appointment: Leading up to the 2015 National elections, the leadership of the GAP party made a decision to join the APNU/AFC Coalition and after the coalition won the elections, he was appointed Minister of Indigenous People’s Affairs and 4th Vice President of Guyana.

24. What he brings to the table: Minister Allicock brings to the table a wealth of experience and skills which he garnered during his years of working and developing the eco-tourism potential in Surama, Rewa, Iwokrama Canopy Walkway, Aranaputa, Apoteri and Annai. This initiative has since been introduced to other communities such as Warapoka, Moraikobai, Monkey Mountain and other areas in the hinterland.

25. Minister Allicock is also knowledgeable about the concerns among indigenous people about the hinterland’s natural resources and their recommendations for solutions which he believe are necessary for the development of a Green State.

26. What is most rewarding about his job: What Minister Allicock finds most rewarding about his job is that he enjoys the confidence of President David Granger. This motivates him to move forward confidently to serve his people and country. Another reward also is the fact the Coalition government remains solid and this shows maturity among the leaders.

27. What skill he wants to add to his repertoire to make him a better Minister: Minister Allicock believes that more exposure to modern technology will boost his performance as a Minister as he sees himself as still transitioning into the modern world of technology.

FUTURE GOALS: 28. Personally: A comfortable and contented family life in an environment that allows for development without damaging the natural environment where people can still be happy. His dream is to retire in his home village of Surama.

29. He also has plans to construct a building for artists and writers in the savannah close to Surama which could become a protected area.

PROFESSIONALLY: 30. Being able to assist communities to exploit their natural resources while preserving their natural home.

Marshall Falls

The male barred antshrikes

The male barred antshrikes are barred with black and white and have a black crest with white underneath that they can raise. These birds forage by gleaning arthropods (mostly insects) from branches and leaves, although they can also hawk flying insects or rapidly flip leaves in search of a meal.

They mainly consume grasshoppers and crickets, cockroaches, praying mantises, stick insects and the larvae of butterflies and moths as well as spiders, scorpions and centipedes. 

Located in the Mazaruni River, a tributary of the Essequibo River, is the cascading beauty Marshall Falls.

The Falls is within reach from Bartica by a boat, about 30 minutes of travel.

The boulders in the middle of the Mazaruni River create the effects of the Marshall Falls rap-

ids. It is unbelievably scenic and exquisite, especially for nature lovers.

It has an immense amount of water falling to the wide pool below the Falls, creating a natural “Jacuzzi” of clean, cool water for a relaxing dip.

Marshall Falls is described as a “nature lover’s paradise”. 

STORY TIME

THE CROW AND THE PITCHER It had been a long, hot summer and the sun had scorched the earth so that the rivers and streams had run dry. The animals were desperately parched and longed for the rain to fall so that they could have something to drink. A thirsty crow was circling the sky, looking for a puddle or a bird bath to sip from, when it spotted a small table with a glass pitcher on it, hidden in the shady corner of a cottage garden. It flew down and landed on the table. When it peered down the long neck of the pitcher, the crow’s beady eye saw that there was still some water at the bottom – enough to provide a thirst-quenching drink.

“At last!” thought the crow, its mouth so dry it struggled to even squawk with excitement.

Standing on the tips of its claws, the crow stuck its long beak down the neck of the pitcher, and tried to reach the water, but it was no good – the water was too low down. It tiptoed even higher and craned its neck as much as it could, but it still didn’t work. The neck of the pitcher was far too narrow for the crow to take a sip. The poor crow despaired. “I’ll surely die of thirst if I don’t drink this water,” it thought. “But if I knock the pitcher over, it will all pour away.” The crow hopped around the table and flapped around the garden, looking for something that might help.

Then it spotted a pebbly path and had a clever idea. It picked up some pebbles in its beak, then flew back to the table and dropped them into the

pitcher, one by one.

With each pebble the crow dropped into the pitcher, the water level rose a tiny bit. The crow flew around the garden grabbing more and more pebbles and dropped them in so that the water level rose higher and higher until, at last, it was high enough for the crow to have a long, refresh-

ing drink. Its life was saved! Thanks to its clever thinking and determination, the crow was able to survive the harsh drought that summer – and he visited the garden every day. The lady who owned the cottage, however, never did work out how her water pitcher kept getting filled to the brim with pebbles! 

By Isaiah Braithwaite Residents of Waramadong, in Region 7, will soon establish a Community Policing Group (CPG). The decision was taken during an interactive meeting between Public Security Minister, Hon. Khemraj Ramjattan and the residents.

The issue of illegal activities in the community was raised by residents. Following discussions, Minister Ramjattan assured that assistance will be provided to the villagers who decided to form the CPG. Villager Bendrel Thomas noted that the CPG would be able to curtail any negative behaviour that may be attempted by young persons exposed to negative influences. He was supported by another resident Curtis Isaacs who pointed to the fact that while the community is not affected by

Jawalla is a village at the confluence of the Mazaruni and Kukui Rivers. Addressing is residents, the State Minister reminded that all persons from ages 14 and above needed to be registered.

“Even when you’re 18, you may wish to buy a motor car and for you to drive, you have to get a driver’s license. To get your driver’s license, you must have your ID card. You may want to open a bank account, or you may a pensioner who wants to uplift their pension book… If you don’t have your ID card by then, you will not be able to do so.

Minister Hastings, who hails from Kako in the same region, cited her case as an example. “I’m not from Georgetown, so I will go and register myself because it is very important. With that, I

Minister Hastings-Williams also dissuaded residents from listening to “fake news” being peddled by some opposition politicians about the government. She updated those in attendance about the current status of the Coalition Government and pledged support for the community’s continued development.

Several items including sport gear and supplies were also donated. The ministerial visit, and interactive meeting was among several conducted by senior government officials across Region 7 in various communities. 

Earlier this year, at the rollout of activities for the 43rd anniversary of the establishment of CPGs in Guyana, Minister Ramjattan said the country’s borders are now strengthened with the formation of CPGs in the hinterland regions. These include Regions 1, 7, and 9.

In Region 1, there is a total of 189 CPGs with 62 in Region 7 and an additional 15 in Region 9. The Public Security Minister also highlighted that the CPGs have been receiving assistance from international bodies which have proven to be fruitful.  Images: Mohindir Raj
