The 13th annual National Toshaos Council (NTC) Conference, which brings together Toshaos and other leaders from Guyana’s 215 hinterland communities, is being held from October 7 to 11 at the Arthur Chung Convention Centre (ACCC), Liliendaal under the theme: “Guyana’s First Peoples United in the Promotion of the Green Economy through Preservation of our Languages, Lands and Rights” The annual event is coordinated and hosted by the NTC, with support from the government, through the Indigenous Peoples’ Affairs Ministry.

It allows Toshaos, Senior Councillors and Community Development Chairpersons to have engagements with the President and Ministers, and officials from various government agencies on issues such as land titles and demarcations, education, health, security and infrastructure.

Residents of Port Kaituma and surrounding communities in Region 1 will benefit from better access to health care, following the delivery of a modern ambulance equipped with all amenities to the Barima-Waini community.

The president cited the tireless efforts of the Ministry of Public Health led by the Hon. Volda Lawrence to improve health care delivery in the Matarkai sub-District and the entire Barim-Waini region. As a result of these efforts, the Port Kaituma community now boasts a modern hospital complex that is equipped with two operating theatres and facilities for infectious diseases, male and female wards and maternity and psychiatric wards and a moratory.

Evelyn Williams, who also resides in Port Kaituma and is a housewife of 11 children summed up her thoughts on the impact of the new ambulance. “It is a blessing and I feel good that we got an ambulance because if anyone gets sick, we can call the ambulance and they can come and collect us.”

quicker response to medical and trauma-related emergencies.

At the commissioning ceremony, the Head of State, who was accompanied by Prime Minister, Hon. Moses Nagamootoo, spoke of the importance of having a healthy nation.

“We have to protect our citizens against filaria, against dengue, against chikungunya, against measles. We have to have a public plan which ensures that our citizens are safe from communicable diseases and also safe from non-communicable diseases,” he said.

PORT KAITUMA'S DIABETIC AMPUTEE MOBILE AGAIN

By Shaquille Bourne “Right now, the wheelchair isn’t good. The bearings mash-up. So, I can’t use it. So, I didn’t get to go [to the hospital].” Those were the words of Clarence Rodrigues, a 57-year old diabetic patient, and Port Kaituma native, who has had both of his legs amputated in 2016 and 2017.

Speaking to this publication during the recent government outreach in Port Kaituma, Clarence explained that his teenage son often takes him to the hospital in the wheelchair, but has not been able to do so due to its condition.

Determined to get his matter addressed, Clarence sent one of his daughters to the Ministry of

Public Health’s booth to make a request on her father’s behalf for one of the many wheelchairs being distributed at the outreach. Without delay, both a wheelchair and transfer bench were donated to Clarence by the Public Health Minister, Hon. Volda Lawrence.

Clarence expressed his relief and satisfaction saying, “I feel so happy… I am thankful for it.”

He also signalled his support for the ambulance that was commissioned by His Excellency, President David Granger after it was donated by International Imports and Supply Limited, noting that he will make use of the service.  Image: Keno George

79 LAND LEASES DISTRIBUTED TO MATTHEW’S RIDGE RESIDENTS

By Synieka Thorne Seventy-nine residents of Matthews’s Ridge, Region 1, finally received leases for their lands.

Minister of State, Hon. Dawn Hastings-Williams and Commissioner and Chief Executive Officer (CEO) of the Guyana Lands and Surveys Commission, Trevor Benn handed over the documents to residents.

These residents would have applied for lands for residential, agricultural and commercial purposes for over two decades. While some already occupy the lands, others were eagerly awaiting

their titles to build or expand.

Initially, over 120 leases were to be distributed, but only 79 have been prepared for distribution thus far, Minister Hastings-Williams explained. The team will be revisiting the area in the coming weeks to continue the distribution process.

The State Minister explained that the initiative is part of the government’s effort to regularise the area.

“You cannot extend or build on a plot of land that you do not legally own and that was what was hindering them. A lot of people wanted to build,

$35M UPGRADES FOR REG. 1 COMMUNITY GROUNDS

By Shaquille Bourne Five neighbourhoods that fall under the Port Kaituma Community Policing Group (CPG) are the beneficiaries of a new Honda all-terrain vehicle (ATV) and a boat engine. This development, which will boost the CPG’s capacity, came as a result of the donation made by the Ministry of Public Security during the government outreach held in the Fitzburg community ground, Region 1.

While accepting the engine and ATV keys, head of the Community Policing Group, David Henry said: “We really want to thank the government for this huge support that we have here today… we [the CPG] will continue working as a team and will do our best to ensure the peace and protection of the old and young in Port Kaituma.”

The equipment was handed over by Administrator of the National Community Policing of Guyana, Sherod Duncan, who clarified that the gesture is a tangible expression of the government’s interest in the development of CPGs nationwide.

Duncan encouraged the CPG to ensure the new equipment is used carefully, to the benefit of the residents of Port Kaituma.

Community Policing Groups help to foster a better relationship between the Guyana Police Force (GPF) and the citizens, as part of its constitutional mandate. During March of 2018, 221 CPGs were in operation nationally with 4,304 members.

In last year’s observance of 42 years of CPGs in Guyana, Public Security Minister, Hon. Kemraj Ramjattan lobbied for more citizens to join the community-oriented groups.

“Far more can be done but more can be done by the community people like yourselves and a lot of others becoming involved. What I find happening is that the more educated of the lot within the communities, who understand domestic violence, who understand suicide prevention, who can help in so many social projects and who also have the financing to help plug a better system, need to come forward,” the minister had stated.  Images: Keno George

The Fitzburg Community Ground in Port Kaituma along with the Moruca and Mabaruma grounds in Barima Waini (Region 1) will benefit from major upgrades as part of the $35M Jubilee Project in 2020.

The venture will include, the reconstruction and rehabilitation of fences, upgrading of the surface and outfitting the facilities with floodlights among other works.

This was announced by Director of Sport, Christopher Jones during the recent government outreach in Port Kaituma. He explained that the project will be executed by the National Sports Commission (NSC) under the Ministry of the Presidency’s Department of Social Cohesion.

According to the Sport Director, the ministry’s engineer has already conducted the necessary inspections and assessments and has submitted the estimates. Jones added that the goal is to create spaces where the talents of the region’s sportsmen and women can be honed.

The NSC has been organising tournaments across the country in various sports disciplines.

On its schedule of activities in October, there will be an inter-regional male and female football tournament. Teams from the Matarkai sub-District will be meeting at the Fitzburg ground to participate in the event. Cash and other prizes will be up for grabs.

Jones reminded that the NSC has been working to ensure the community grounds are available to residents of various communities across the country. Several have already benefited from upgrades under the ground enhancement project which began in 2015.

Additionally, two years ago, under the ‘Light It Up campaign’, the sports commission outfitted the ground at Mabaruma with lights. This saw residents in the Matarkai area travelling to compete in football and cricket games.

“This puts them at a disadvantage because at times you have the winning team from Arakaka, Matthews Ridge or Port Kaituma and having to leave their home and travelling to Mabaruma to play in Mabaruma. The other team will have home advantage. So, by outfitting Port Kaituma with lights, they too will have home advantage if the champion is from there. It is a big thing in the world of sports,” Jones explained.

Primarily, he said, the aim is to ensure all the grounds in the Region 1 sub-Districts are fully equipped so the respective home teams can compete in various sports disciplines against each other and with other regions.

In the past two decades, only two schools were constructed in the entire Region 7 area; the Philippai and Jawalla Primary Schools. A direct comparison can be made to demonstrate this administration’s seriousness of creating an ‘education nation’. $137MILLION IN UPGRADES FOR LETHEM AIRSTRIP

By Anara Khan Lethem’s airstrip in Upper Takutu-Upper Essequibo (Region 9) is set to receive a significant boost to its operations with upcoming rehabilitative works. The job was awarded to H. Nauth and Sons Limited on September 20, 2019, for $137. 3 Million and was already catered for in the 2019 Budget.

Within the scope of works, 4,000ft of runway will be paved.

Minister of Public Infrastructure, Hon. David Patterson during the ceremonial signing of the agreement for the rehabilitation of the aerodrome at the Takatu Hotel in Lethem noted that there continue to be increasing calls for air transportation between Georgetown, Lethem, Northern Brazil and the Caribbean. This demand, he said, “is projected to grow exponentially – particular-

ly with expansions in the gold mining sector and emerging oil and gas industry.”

“The Government of Guyana ultimately intends to upgrade the Lethem aerodrome to regional standards which will also act as a hub in servicing this demand,” Minister Patterson stated.

He also pointed out that the rehabilitation of the Lethem aerodrome will significantly reduce the cost of doing business and improve the quality of inter-regional connectivity.

Prime Minister, Hon. Moses Nagamootoo said the government believes that “the project is worthy and is critical to the vast region.”

He also noted that the transformation of the aerodrome will contribute to improving the standard of living in Region 9.

MANARI BRIDGE CONSTRUCTION TO START IN A MONTH’S TIME

By Felecia Valenzuela The Government’s plan for a superhighway linking Linden in Region 10, all the way to Lethem in Region 9, will soon see work beginning on another major aspect of the plan - construction of a concrete-structured Manari bridge. The current bridge is wooden.

During a recent visit to Region 9, Minister of Public Infrastructure, Hon. David Patterson made the announcement. “The design has been completed for the Manari Bridge. I know persons have been asking why we haven’t started yet because the contract was awarded about three or four months ago, and it is a simple reason, everyone knows that we are building the Linden to Lethem road, where phase one starts in October. … “In my budget this year there is $200Million we have committed, we have a stockyard ready for both works, and we were awaiting the final design of the road.” Minister Patterson explained.

He noted that the bridge had to fit into the en-

tire plan for the Linden to Lethem road. It will be constructed by engineers from Mott MacDonald, an international engineering, management, and development consultancy.

In the meantime, as he stopped to inspect the Manari Bypass which was constructed some months ago, Minister Trotman, noted that construction of the bridge will begin very soon.

“The bridge is going to be a concrete bridge, not a wooden bridge so we wanted to ensure it had the right width and of course density of concrete etc. Minister Trotman stated.

He said through foresight the government had placed into the 2019 budget a sum of money for the first phase, so work could start while they waited on the British funding to come on stream.

Though the Ministry of Public Infrastructure is the lead agency on the project, the Ministry of Natural Resources is lending support to ensure the road remains passable before, during and after the rainy season while the road is under construction. 

By Shaquille Bourne A single lane trail in Port Kaituma, Region 1 that was appalling with many large potholes is undergoing a complete transformation into a $172M highway, as part of the government’s vision to connect Port Kaituma to Mabaruma via a durable thoroughfare.

This massive project is spearheaded by the Ministry of Public Infrastructure, with International Import and Supplies as the executing contractor. This project is employing a phased approach that will see the full rehabilitation and construction of M2 road to Yarakita.

According to Regional Engineer within the Public Infrastructure Ministry, who has responsibilities for Region 1, John Bart, a large amount of work has been invested into M2 road. “There were several spots they had to scope out and then refill with solid material, then rolled and compacted properly,” Bart explained.

Furthermore, the engineer told the Department

of Public Information (DPI) that of the 15km to be done under the project, 9km of the road has already been cleared for the upgrades to proceed. Within that 9km zone, 5km has been capped with laterite.

Since most of the preparatory work has been done, the project is now 80% complete. On the other hand, Bart related that unseasonal rains had been a challenge; reducing the pace of construction. However, works are expected to be finished

by October 2019, well before its projected January 2020 deadline.

Under the Ministry of Public Infrastructure’s work plan, $2Billion has been allotted for hinterland roads as part of Budget 2019. Within the region, the $155M rehabilitation and construction of 700m of Port Kaituma’s road network will soon be finalised as works under that project are also 80% complete. By Delicia Haynes After initial visits were made by teams from the National Data Management Authority (NDMA), internet hubs were established in several villages in the North Rupununi District of Region Nine. These were done throughout 2019 and residents and others in these villages have since responded saying that it was a much-needed service.

at Fairview, Quado Vancooten was delighted with the villagers’ response to free internet service available. He noted that everyone in the community is “connected” and further explained that with half of Fairview’s population of 380 persons, being under the age of 15, the availability of free WiFi service can broaden the horizon of hinterland youth.

“We can already see the benefits of it, the young people are going and getting their information, going on google and everyone is getting on

board with technology” Added to this, the Headmaster said, “In the afternoon it’s a good sight to see young people coming out to, [the internet hotspot] …they don’t have to ask for information anymore they are getting it on their own. It has brought the village together, so I could tell you it has been of great benefit to people” Trainee teacher of Surama, Salome Allicock was excited about the educational options that will be accessible to the children and teachers.

“The internet here will mostly benefit the children who are in school, those who would have to do SBAs at the secondary level.... for teachers it will help them create better learning aids.”

Meanwhile, law enforcement officers down at the Kurupukari crossing said the ICT hub at the outpost where they are stationed will assist with their day to day communications.

Lance Corporal, Elroy Aldridge, said, “I’m working at the Kurupukari Crossing’s police outpost for three weeks now and since I’ve been here the internet has been very efficient allowing me to communicate with my family and workmates.”

Constable Kelvin Grant, working specifically within the ambit of immigration services noted

Before we utilise the service at Iwokrama but now we won’t have to do that.”

The establishment of ICT hubs all across the country is all part of the continued effort to ensure the communities in the hinterland and on the coast are connected. 

MATARKAI SUBDISTRICT TO GET FIRST GWI WELL

Enshrined in the United Nations Sustainable Development Goal number 6 is the provision of potable water for all. The Guyana Water Incorporated (GWI) is working to achieve this target;

drill new wells in Port Kaituma and Oronoque where there the demand exceeds the capacity of the wells.

During the recent Port Kaituma government outreach in Region 1, GWI’s Executive Director of Hinterland Services, Ramchand Jailal briefed this publication on the water utility’s plans for the community.

According to the GWI official, “there are residents in 1 Mile going all the way to 4 Mile that do not have access to potable water except for rainfall and so, we are going to be drilling a well within the 1 Mile [to] 2 Mile area. After it is completed, we are going to run the mains so that the residents can have access within that stretch for the first time.”

The Executive Director further noted that the well is expected to serve approximately 200 households after it is drilled and tested. The well is expected to be fully operational in 2 to 3 months.

At present, GWI’s resources have reached its limit within the Fitzburg community. Hence, another well is needed to supply the 1 Mile to 4 Mile gap.

Nevertheless, with the purchase of a new drilling rig, GWI will proceed with its plans to

the outreach and petitioned for GWI’s intervention in alleviating the water shortages in her community.

“I have to be fetching water from long distances. Many times, we don’t get water; sometimes for months,” Loraine explained. GWI officials promised to visit the community to ascertain ways in which they can assist.

Concerning this situation, the GWI official explained that while there is a well in Aracaca, it is incapable of serving the entire community due to its growing population over the years that has put a strain on the system. At present, the well mainly provides services to the school, hospital and a number of residents.

GWI plans to further develop a well drilled by StrataGold to increase its water production in the Aracaca area.

Ramlall mentioned that once it is determined that the well can serve the community, the necessary systems will be put in place to distribute the potable water.

In 2018, the GWI drilled new wells at Koko, Moruca and Oronoque, Region 1, at a cost of $8.7M, to provide potable water for more than 500 residents. There were also improved water service at Hosororo, new water treatment systems and increased hours of supply (from 3 to 8 hours) at Barbina and Mabaruma. 

MORE NAPPI RESIDENTS GET WATER TO THEIR HOMES An additional 20 homes are now benefiting from the newly drilled well and water supply system in Nappi, Region 9 by the Guyana Water Incorporated (GWI).

In these areas, residents and key facilities such as the health centers, schools and hot meal buildings are benefiting from the water supply system.

At the water supply system in Parishara, solar panels are now connected to the existing pump and storage tanks, then to a C2 filter, after which it is distributed to the community.

Residents there are now benefiting from 24 hours service. Over in Hiawa, the pump and discharge lines were installed on the well and the solar panels, GWI stated. 

- SHULINAB GETS POTABLE WATER FOR THE FIRST TIME

Hundreds of South Rupununi residents are set to receive potable water for the first time due to the efforts of the Guyana Water Incorporated.

GWI’s Officer in Charge of Region 9, John Yow, revealed that geographic information system (GIS) mapping and the level survey were recently completed. “This will enable us to craft a design to ensure that each household gets water through our distribution network.” A geographic information system (GIS) is a framework for gathering, managing, and analyzing data.

Shulinab, a South Rupununi village which is home to mostly Macushi and Wapishana tribe members, will also benefit soon from a new artesian well. Work is scheduled to begin on this well, in late November. Chow explained that additionally, a distribution network will be constructed ensuring, “that each household has its own private connection.”

Other communities set to benefit from similar interventions include St. Ignatius, Pakuri, Kaicumbay, Nappi, Haiwa, Karasabai, Annai and Aranaputa. Wells will also be dug in Parikwaranau, Kumu, Moco Moco, Quarry and the aforementioned Meriwau.

The water utility company’s efforts will see, where necessary, solar-powered artesian installations across Region 9, new water trestles, connections and distribution systems. More than $3Billion is being invested in this programme. 

This publication spoke to pensioner from the Moruca Sub-Region, Raymond Romascindo, who has worked in mining sector for more than forty years. He was able to get a hydrocelectomy (a type of swelling in the scrotum that occurs when fluid collects in the thin sheath surrounding a testicle). Romascindo said, “I never took it seriously but this year it came down [got worse] and I knew I would have to take a surgery. They [the doctor] had me on a clinic so now I am very happy to have the surgery.”

The former miner who is now into small scale farming and chicken rearing was supported by his wife, Joan Romascindo who said that this surgery would “save many people living in the interior.”

She noted that often people are sick with grave illnesses and choose not to see a doctor because they worry about leaving their families behind when they have to travel for specialised treatment.

Two-year-old, Mitchell Domingo also undergo hydrocelectomy. His mother, Lindy Austin, said that based on the doctor’s assessment her son might have been born with hydrocele. “I feel relieved; I just wanted it to be done.”

She added that they had money for her to travel but after being seen by a local doctor she was put on the list for this surgery.

The Civil Defence Commission provided cleaning supplies, zinc sheets and other construction materials to repair the damaged structures.

3 RIVER AMBULANCES FOR BARIMA-WAINI

Workers repairing the roof of Mahdia Primary School on on Saturday, September 7 Reports from the region indicated that the township on Friday, September 6 experienced high winds which resulted in structural damage to several buildings, especially to the Mahdia Primary School whose roof was blown off.

Lieutenant Colonel Kester Craig explained that in less than 24 hours, of the occurrence, a team was mobilised to conduct further assessments and bring relief to the residents. The team comprised of the government officials along with the Regional Chairman, Regional Executive Officer, Regional Engineer and staff of the CDC. He explained that even before the team got on the ground, the activation of the Regional Disaster Risk Management System (RDRMS) aided the relief efforts. He said that “the region would have started to put systems in place to bring things back to normalcy…The RDC activated the RDRMS and started the assessment without the CDC and it shows that the training we have done is being utilised effectively.”

Head of the Regional Disaster Risk Management Committee, Bonaventure Fredericks assured “The regional administration took action along with the business community as well as the Mayor and Town Council to bring relief to the residents.”

Following the evaluation, Minister Bulkan noted that collaboration between all tiers of government is important to ensure the wellbeing of all citizens. “To see the levels of cooperation between the different tiers of government, the central government, RDC and the municipality of Mahdia, points to the fact that we have to cooperate especially in times like these to provide support and relief to affected residents.”

By Delicia Haynes The Barima-Waini Region is one which has many villages located along rivers and is widely accessible by water. Taking this into consideration, there are plans by the Ministry of Public Health to work along with the Regional Democratic Council (RDC) to have a river ambulance placed in each sub-region.

Although a time for this plan has not been specified, the ministry’s policy level is looking to have all vessels delivered in a short space of time.

Just recently, it was announced that the Moruca sub-region will receive its river ambulance shortly.

Speaking from a policy perspective, Minister of Public Health, Hon. Volda Lawrence stressed that the ministry has been given the mandate to ensure all Guyanese have adequate access to health care. It is in this regard that these considerations are being made.

The minister said, “Moruca is the first place we are going to give such an ambulance to because we know how they suffer with that creek; so they will have the first one for this region, then we will buy another ambulance which will go to Port Kaituma end that will work between Port Kaituma and Mabaruma and the third ambulance will be bought for Mabaruma.”

It was further explained by the minister that

as soon as the Port Kaituma Hospital complex is functioning optimally, the ambulance for that area will work between Mabaruma and the Port Kaituma district while the extra ambulance will be placed in the Waini River to transport emergency cases from villages there.

This will be done to continually narrow the gap in health care delivery which currently exists between the coast and the hinterland. Also, this will cater to more life-saving interventions in this part of the country whether it be an accident victim or a complicated pregnancy.

“In those ambulances, they will have everything to check your heart, your pulse, a stabilizer etc so when we take a patient and put them in there with a nurse they won’t have to wait until they get to the hospital, they can work on that patient on the way,” the minister explained.

The ambulance for Moruca is expected to be handed over to the region in October. This, along with the others to come, will add to other water ambulances that have been given to Regions 6 and 10, where some villages are only accessible by river. The Ministry of Public Health is pushing efforts to ensure riverine communities have access to specialised emergency services. Also, the ministry will explore, the provision of water ambulances for the Pomeroon in Region 2.

The Minister of Social Protection, the Hon. Amna Ally, handed over a laptop computer to Orin Grimmond and family, during her recent visit to Region 9. Orin Grimmond, his wife and three children, who originally hail from the town of Lethem, were the first family to return to Guyana on September 16, from the hurricane-devastated Bahamas.

Minister Ally explained that the donation was made following a request by Mr. Grimmond.

“My ministry has decided to make this donation to Mr. Grimmond because it believes that this will contribute to the lives of many. While he is one person, he is still a teacher by profession. So, the piece of technology will boost his performance and in return, he will be better able to enhance

the lives of many youths. I would want to reiterate that the government continues to carry out its mandate; so, when citizens ask the government delivers,” the Social Protection Minister noted.

Minister Ally said more investments in the education sector will be made by the government, as it believes in providing access to proper education for all its citizens.

“We want an intelligent nation. The Coalition is focusing on educating our nation and whatever it takes us, despite the distance we have to go, once this is accomplished, we will be satisfied …” Minister Ally said.

By Kellon Rover The achievements of the Coalition Government were commended, when Minister of Social Protection (MoSP), Hon. Amna Ally engaged residents of Toka Village, Upper Takutu-Upper Essequibo (Region 9).

Minister Ally’s visit formed part of a lager fanout exercise by several ministers of government who are in the region to meet residents, listen to their concerns and craft solution to address these matters.

At the Toka meeting, the residents were given an opportunity to voice their concerns; instead, the Social Protection Minister heard few complaints since the majority of the community expressed their satisfaction with the government’s efforts.

Eager to speak about the village’s develop-

ment was Toka’s Toshao, Delano Davis. He explained that over 200 villagers have experienced major accomplishments and are very appreciative. “We have seen developments all over. Our schools, our health post, our roads, and soon we will be establishing a tourism site for persons who plan to visit. The government has been helping a great lot,” he said.

Another resident Eugine Issacs reminded that within months of assuming office then Minister of State Joseph Harmon (now Director-General attached to the Ministry of the Presidency), donated monies for members of the community to travel to Georgetown to meet and engage with ministers of government. “We have the internet now… and in the next five years we will see more being done,” Issacs commented.

By Kellon Rover Women residing in the community of Parishara, in Central Rupununi, are proud of the many accomplishments they have achieved. Re-established in 2015, the Parishara Organic Food Processor Women Group has been making strides in the district, with its 18 members who are working ceaselessly to turn out their products.

Chairwoman of the group, Erlene Mc Donald explained that since she was nominated as group leader, it has brought her much joy working with her fellow villagers. She said several activities were established to keep the group members, specifically the teenagers actively and meaningfully occupied.

The group specialises in the processing of cassava, eddo and yam flour, nut butter and cassava bread, among other things. According to the Mc Donald, just recently the group members underwent training and were certified in catering. The training was made possible through the Ministry

The chairwoman said with the establishment of the women’s initiative, several lives were impacted. “We participated in exhibitions, food expos, heritage activities and the Christmas fair, which occurs annually in Lethem. “When they [residents] are motivated, they like to work. So, I know if we get these things, they would be happy. The cooks and the people in the community will benefit,” the Head Teacher continued.

This was done on behalf of Minister of Public Telecommunications Hon. Catherine Hughes. Agricultural equipment was also gifted to the community.

KUMU VILLAGERS WELCOME NEWS OF INTERNET ACCESS

By Delicia Haynes Twenty-three-year-old, Brenrick Francis was excited to hear the news of the establishment of free internet service in his home village. This expected to happen soon.

The announcement was made by the Minister of Public Telecommunications, Hon. Catherine Hughes and Chairman of the National Data Management Authority (NDMA) Floyd Levi during a community meeting.

Francis, a vibrant young leader in the community, said this will significantly enhance the functions of the village council, schools as students will now be able to access information to assist with their assignments and will serve a means of promoting the village tourism product. Describing it as a ‘godsend’, he also noted that the establishment of internet access in the community will also help in harnessing the youth population in terms of learning a skill in order to meaningfully contribute to their village.

“There is always a saying, ‘God doesn’t come but he sends’ and I have lived to see that is true…

I travel every day to Lethem to use the internet.

Also, with an internet hub, we can do so many things. For example, the village council would have to send reports to Georgetown, they can now simply email it… we really need the internet” Francis has a diploma in Computer Science and will be one of the key persons working along with the Telecommunication’s Ministry to ensure that residents in the village are computer literate and knowledgeable of how they can access the required information from the internet.

Chairperson of the National Data Management Authority, Floyd Levi explained that in remote hinterland areas, the ministry has established more than 60 satellite dishes which will be the source provider of the internet service.

However, a few villages outside of Lethem will receive the service from another source.

“There is a different technology, there is a tower in Lethem. That tower we will be beaming the signals to Quarrie, Kumu, Moco-Moco, Hiawa, and Nappi. That special technology is Long Term Evolution (LTE) and the team perform the installation should begin their work Monday (September 30).” Levi explained.

Minister Hughes explained to the Kumu residents the many ways the internet service will benefit them in a medium- and long-term period. She spoke of smart classrooms for students, which will ensure they access teaching sessions taking place in Georgetown. Also, she shone a light on how telemedicine can be effective in villages such as Kumu as it will save villagers expending large sums of money to travel to Georgetown to meet with a medical specialist.

She was pleased to hear that the village is interested in forging ahead with expanding their village’s tourism potential. She noted that the internet service is a small but most significant ingredient to realizing this vision.

“Tourism can make this whole village open up… Imagine, if you have a website on Kumu village you would be able to introduce Kumu to the world. There is where people who think of coming to Lethem or coming to Guyana would go to know of the beautiful Kumu Falls…” the Telecommunications Minister said.

Moreover, the village can benefit tremendously through the acquisition of an Information and Communications Technology Hub which will also be established in the village.

The Ministry has even committed to rehabilitating and equipping a building which was constructed under the previous administration to be used as an ICT hub. “it is furnished but there are no computers. I have a diploma in computer science and would like to work with the people in my community,” Francis said.

Priority will be given to the health and education sectors in the village; therefore, these facilities would be first to receive the service while another connection will be located at the village’s main benab.

During the community meeting, Minister Hughes and her team handed over to several electronic tablets to residents. Villagers were happy with the minister’s visit and took the opportunity to highlight concerns which they were assured would be addressed.

SHULINAB, AN EXAMPLE OF COALITION PROMISE TO INVEST IN HINTERLAND DEVELOPMENT’ – MIN. BULKAN

By Paul Mc Adam The government’s push to bridge the gap between the coast and hinterland came to the fore when Minister of Communities, Hon. Ronald Bulkan met Shulinab, Quiko and Meriwau residents.

Public health, security, infrastructure and education gain via the government’s investments were highlighted and welcomed by the appreciative residents. “We have delivered on many of these promises and planned activities,” Minister Bulkan said He noted the upgrade of internal roads in St. Ignatius, Culvert City, Aranuputa, Achiwib, and

Lethem; Moco Moco’s bridges and culverts, teachers’ quarters at Nappi, Aishalton, Annai, Parikwaranau, nursery schools, doctors’ living quarters, and the GWI’s expansive potable water programme.

With Region 9's overall capital works, expenditure estimated at around $1.4Billion since the government took office just over 4 years ago, Minister Bulkan said this was almost on par with what the previous administration spent over their 23 years in office.

According to the minister, once the Coalition came into office in 2015, it was discovered that only 21 villages benefitted from the school feeding programme. This number increased to 35 in 2016, then to 52, in 2017, 64 in 2018. Minister Bulkan said this indicates the Coalition Government’s efforts to ensure more residents (youths) benefit as far as possible.

“We did not look and say these villages did not support us. We said we will support these young people. It is a huge investment your government is making in education.”

The access to information, for free, via the recently operationalised ICT Hub was also noted by the minister. The upgrading of the Indigenous Residence in Princes Street and the Hinterland Student Dormitory in Lilliendaal, Georgetown was also noted and met with resounding applause from those gathered.

The Communities Minister reiterated that the Coalition is committed to the development of all citizens, declaring that “any government has a responsibility to invest in its peoples’ development and we will continue to do so proudly… We saw what Guyana needed was more unity and less division.”

He further urged stakeholders to “take politics out of the peoples’ welfare.” The fact that the government comprises 6 political parties, Minister Bulkan noted, shows inclusiveness and demonstrates what is needed to take the nation forward. The next election, he noted, will demonstrate that a coalition, which promotes inclusiveness, can continue to govern and help all citizens develop their full potential.

President David Granger’s plan to have a “decade of development” (2020 to 2029) fuelled by the new oil and gas industry, was reiterated by the minister. This “decade” will focus on education reform, social cohesion, economic expansion, clean energy, environmentally sustainable management of natural resources, empowerment of local communities via regular local government

elections, eradication of extreme poverty, infrastructural expansion, internationally competitive trade and investment, better border security and international relations and institutional strengthening via constitutional reform and good governance.

During the course of the meeting, issues were raised by residents included the need for rehabilitation of the Sand Creek Dormitories especially the kitchen facilities and sleeping quarters, boat and engine, more artesian wells for satellite communities, more scholarships for hinterland students, upgraded roads and more medical professionals (including guardians for those seeking assistance in Georgetown). Minister Bulkan assured that these will be forwarded to the relevant agencies and ministries for expeditious action.

A quantity of sport gear, electronic tablets and other supplies, previously requested, was also handed over to residents by the minister. He also committed to providing a bicycle for use by the community health worker, who serviced Shulinab and other nearby satellite communities. 

By Ayana George Minister within the Ministry of Indigenous Peoples’ Affairs, Hon. Valerie Garrido-Lowe met with residents of Semonie a small satellite village of Katoka in Region 9. The community has a population of approximately 250 persons and is only accessible by boat During a walk-about the village, Minister Garrido Lowe engaged the residents who mostly speak Makushi and through her ministry’s official translator gathered much information on their concerns for their community.

The Minister also highlighted the Hinterland Sustainable Housing Programme which she said will see “… the residents of Semonie benefitting from a housing project where the government will build 32, two-bedroom clay brick houses for families. The monies are supplied to the village council of Semonie for the purchase of materials so that the families can commence construction.”

It was pointed out that construction for 16 of these homes had already commenced. Aside from the bedrooms the homes will be outfitted with a kitchen and dining area, complete plumbing installation and one 500-gallon black water tank for water storage.

In the meeting, the issues of having a doctor stationed permanently at the village health centre, more sports activities for the village youths, establishing a woman’s group, were raised.

“Your Government is here today to listen to you, bring resolutions to your concerns and to develop your village,” Minister Garrido-Lowe responded. She pledged to return in December with “a generator and a radio transmitter so you [residents] can be connected to other neighbouring villages.”

Despite intense rainfall, Minister within the Ministry of Communities, with responsibility for Housing, Hon. Annette Ferguson pressed on to meet with the residents of Yakarinta to carry out her duty to the people.

Minister Ferguson was part of a larger ministerial team that had fanned out across the Rupununi Region recently to meet with the residents.

She has been determinedly educating and informing Guyanese across the nation on the importance of understanding their civic duty, and for the people of Yakarinta it was no different.

“As a minister of government, I see it fit to meet with our people, to enlighten you and to educate you on what your government is doing,” she told them.

Access to information has been a recurring theme for the Coalition administration, and with the internet being the fastest way to access information, the government has been placing ICT hubs in several communities, inclusive of Yakarinta. This has helped to connect residents to the outside world, granting access also to educational opportunities.

“Our young people now can access information, any part of this world, we said we will open up the airwaves, so we brought in radio stations here in region number nine.”

The government has established radio stations

in Lethem, Paiwomak and Aishalton to name a few.

Minister Ferguson’s visit stands as a significant one as it is the first time a government minister has visited the remote village. As such the minister informed the villagers on the Hinterland Employment Youth Service (HEYS) – a programme that is of great importance to Indigenous communities.

“Through the HEYS programme we were able to bring young people to Georgetown, train them, be it in craft, be it in mechanics, be it in joinery, so when they return to their communities, they can now become employers!”

HEYS prepares youths for leadership roles in their communities. Participants are trained and certified in areas such as sewing, carpentry, joinery, catering, agriculture, public speaking and entrepreneurship. The programme entails six months of classroom training and six months of practical training.

Participants also benefit from a stipend of $30,000 per month and a $50,000 grant to start up their own business. At the end of their training, each participant would have received $410,000 and a set of life skills which they can use to propel their lives.

Before the minister departed the community, she donated several much-needed items to the villagers, inclusive of footwear, and sport gear.

By Nateshia Isaacs The far-flung Upper Mazaruni community of Eteringbang will soon have access to local primary education for the first time.

Regional Chairman for Cuyuni-Mazaruni,( Region 7), Gordon Bradford stated recently that this step is part of the government’s efforts to ensure access to universal primary education, with particular emphasis on hinterland communities.

Similarly, the region is also constructing a new primary education facility in Imbaimadai, which is said to be 45% completed, and yet another primary school in Kako.

The contract to construct the school in Eteringbang was awarded to K & P Project Management for $25M. Eteringbang is located on the Upper Cuyuni River, close to the Guyana-Venezuela border. Previously, the children in Eteringbang attended the San Martin School in San Martin de Turumban, Bolívar, Venezuela, because of the absence of a school in their village. The school was closed due to the ongoing situation in Venezuela, and

children from the community were left without schooling.

To ensure each child has access to education and recognising the threat this presented to the development of young children in the community, the Ministry of Education and the Regional Administration of Cuyuni-Mazaruni stepped in and began the construction of a new facility.

The school is also expected to cater to students from bordering communities in Venezuela.

Additionally, the region is currently trying to source more trained teachers to deliver quality education. Some of these teachers will be trained in teaching English as a second language to provide quality education to the students coming across the border.

Imbaidamai is a traditional mining community adjoining Indigenous lands, while Kako is a community of the Akawaio Indigenous nation, consisting of some 700 residents. Similarly, Eteringbang is also a mining community adjoining Indigenous lands and has seen an influx of immigrants fleeing the economic crisis in neighbouring Venezuela. 

For Capt. Byass the most rewarding aspect of his job is ensuring that brings the students and teacher safely to school and also returns them home safely.

On the other hand, concerning the most challenging part of the job, Capt. Byass said the smoothness of the boat ride, or lack thereof, keeps him on his toes. “Sometimes the water is smooth, sometimes it is rough. So, right there and then

While the service is for the students, parents also benefit. Larry Johnny who has two children that attend Bartica Secondary and Three Miles Secondary spoke glowingly about the boat transport system. According to the father of two, “[the initiative] means a lot to us because, in this interior, we had suffered for a very long time trying to find proper transportation to get the kids to school. Now, I am very happy and grateful the government has provided this service for us.”

The Five Bs initiative (boats, buses, bicycles, breakfast, and books) is just one aspect of President Granger’s push to ensure every child attends school. It has resulted in members of the private sector and ordinary citizens partnering with the government to enhance education delivery.

Special Needs School for Bartica ̶ first of its kind for hinterland region

By Nateshia Isaacs Region 7 is yet again in the education spotlight as its township, Bartica is slated to house the hinterland’s first Special Education Needs School.

Delivering the announcement recently was Regional Chairman, Gordon Bradford who explained that the institute will be outfitted with dormitories. These dorms will cater to children with special needs living in the hinterland, remote and riverine communities.

It was noted that the move to establish such a facility in the hinterland demonstrates the government’s commitment to providing equitable and inclusive education across Guyana. The Ministry of Education, in its mandate, aims to eliminate illiteracy, modernise education and strengthen tolerance.

Access to education is a basic need and right

and the Region 7 administration, working with the ministry, has taken its commitment seriously and has so far built two new schools this year, with another three under various degrees of construction.

Additionally, in Waramadong at the newly renamed D.C. Caesar Fox Secondary, a new science laboratory will be constructed for the students. This school currently houses students from several catchment areas including Waramadong, Paruima and Kamarang.

Bids for the Special Education Needs School were at the National Procurement and Tender Administration Board (NPTAB) attracting an engineer’s estimate of $25.9M. For this year, Region 7 has a capital allocation of $448.6M, which will be used for developmental projects throughout Upper, Middle and Lower Mazaruni. 

PRESIDENT GRANGER ISSUES PROCLAMATION FOR ELECTIONS ON MARCH 2, 2020 President David Granger on Tuesday, October 1, 2019 issued two proclamations for the holding of General and Regional Elections on Monday, 2nd March 2020.

The President, by the power vested in him by Article 61 of the Constitution of Guyana, to by proclamation, appoint the day for an election under Article 60 (2) , appointed 2nd March 2020 as the day on which an election of members of the National Assembly shall be held.

The Constitution at Article 61 states: “An election of members of the National Assembly under Article 60 (2) shall be held on such day within three months after every dissolution of

Last week when I was in Barima-Waini, I wrote about developments “way up North”. I wanted to focus this week on “way down South”, as I am in the Rupununi, but due to heavy rains I am stuck in Lethem.

So, I will deal with the identification and designation of Monday, March 2, 2020 as the earliest possible date for the holding of new elections which came shortly after the President was informed that preparations for the polls would be completed “by the end of February”. (Letter from Madam, Justice Claudette Singh, GECOM’s Chairman).

These preparations are being done by the Guyana Elections Commission (GECOM), which is charged under the hybrid Westminster-Republican Guyana Constitution with responsibility for conducting and supervising elections in this sole English-speaking democracy in South America.

Similarly, President Granger proclaimed 2nd March, 2020, the same day as appointed under Article 61 of the Constitution for the holding of elections of members of the National Assembly, as the day on which elections of members of the Regional Democratic Councils shall be held.

Article 73 (2) of the Constitution states: “Elections of members of regional democratic councils shall be held and the councils shall be dissolved at such times as, subject to paragraph (3), the President may appoint by proclamation.”

WEB OF CONFUSION

It appears that while the opposition has since dumped its “inside February” demand, it is still spinning cobwebs of confusion, that is, that (a) the date should be proclaimed; (b) the claims and objections period to clean the preliminary voters list should be 35 days, instead of 49 days, and (c) it would not return to the National Assembly to support extension of the period for holding elections.

The Opposition Leader seemed to have conveniently forgotten what President Donald Ramotar, his own surrogate, had done. Faced with a no-confidence motion against his corrupt minority government, Ramotar prorogued Parliament on November 10, 2014, when the Assembly had reconvened to debate my motion.

On the 20th January, 2015, he announced that he had set May 11, 2015 as the date for fresh elections. As I recall, Ramotar did not then issue any Proclamation of the election date, or at the time when he later announced the dissolution of Parliament.

However, he gave as reasons for the extended May 11 date the need for prior assurance by GECOM that (a) it was ready to hold those elec-

Where the situations differ is that these 2020 elections are coming after a motion of no-confidence in the government has been passed, and deemed to be passed after protracted court hearings. The Constitution requires that elections be held thereafter within 90 days and, if not held for any reason, the National Assembly has to authorize for these elections to be held within a “longer period”. COBWEBS OF CONFUSION MONDAY AS ELECTION DAY

Traditionally, elections in Guyana are held on a Monday, providing that it is not a public holiday.

As 2020 is a Leap Year, February has 29 days, the last of which falls on a Saturday. The next proximate Monday falls two days later, on March 2.

The choice, therefore, of Monday, March 2, 2020 is indeed the earliest possible date after the end of February for holding national and regional elections in Guyana. Nothing could be more simple and straightforward than this. Yet, the Opposition tried to misrepresent the authenticity of this date, and to sow confusion in the country.

Earlier, the opposition had demanded elections be held earlier, by March 21; then before April 30; and by September 18. Its last juggle with dates was that elections should be held on a date “inside” February.

But the earlier Monday falls on February 24, which is a national holiday. On February 23, Guyana will observe its Golden Jubilee (50th) anniversary of becoming a Republic, which will coincide with the biggest-ever celebration of our national and unique Mashramani Festivities.

The President’s statement followed Chairman of the Elections Commission Justice Claudette Singh’s missive to him on 19th September 2019, indicating that “the Guyana Elections Commission will be able to deliver credible elections by the end of February 2020”.

Ramotar gave another reason for not opting for an earlier date, which was not to cause any disruption with the Christmas holiday season.

Mr. Ramotar waited a further month, until 24th February, 2015, to issue a Proclamation for the dissolution of Parliament. He explained that he delayed [the] dissolution of the 10th Parliament of Guyana and the 10 Regional Democratic Councils to allow the claims and objections period to be completed.

FULL ASSURANCES

There are similarities between the 2015 and 2019 situations. It is clear that both President Ramotar and President Granger wanted full assurances from GECOM that it could deliver credible elections before fixing a date for elections; that voter registration should be completed so as not to disenfranchise any eligible person; and that Elections Day should not clash with any national

Contrary to all good reasons, the parliamentary opposition has declared an inflexible and dogmatic stance of not returning to the National Assembly to support a motion for the extension [of] the time for elections to a longer period beyond 90 days.

DOGMATIC STANCE

Dr. Henry Jeffrey, a former PPP Minister, posited that opposition support was necessary if the two-thirds majority required for an extension of the elections was to be achieved. He concluded that “but for its own reasons, the PPP/C decided that it would not support such a change until a date for elections was announced”. (Stabroek News, 25th September, 2019).

The date has since been announced, but the opposition, like an agile political spider, spun another web of confusion by arguing that its return to Parliament would legitimize the Government.

The opposition has no moral or constitutional

legs on which to support this fragile contention.

Dr. Jeffrey refuted this yarn, by saying that “the passing of 18 September without an extension of parliament does not mean that the present government is illegal”.

GOVERNMENT PROTECTED

The Constitution protects the legitimacy of the government and assigns to it the responsibility of holding fresh elections after the passage of a no-confidence vote, though the Caribbean Court of Justice (CCJ) placed it on “a different footing” and delimits its role as that of a caretaker or interim administration.

The motion that the Constitution requires is not to extend the life of government, but to authorize a longer period, beyond 90 days, within which elections should be held.

In his recent Address to the Nation, President Granger reaffirmed that since the passage of the no-confidence motion in the National Assembly, his Government has respected the decisions of the courts, and upheld the Constitution.

President Granger further explained that the legal processes “were neither frivolous nor aimed at delaying the consequences of the no-confidence motion”.

It is a reasonable argument that the Government of Guyana must return to the National Assembly to request an extension of the longer period for the holding of the elections. However, given the adamant position of the opposition, the President is required by proclamation to both dissolve Parliament and the ten Regional Democratic Councils, and appoint the date for elections which must be “within three months after every dissolution of Parliament”.

The APNU+AFC Government is on the right constitutional track. It deserves the support of all Guyanese for credible elections! 

COALITION GOVERNMENT HAS ALWAYS CHAMPIONED FREE, FAIR AND CREDIBLE ELECTIONS President David Granger recently signed the Proclamation for National and Regional Elections to be held on March 2, 2020.

This brought to an end, what this column considered as unfair accusations, by especially envoys from the UK, US, EU; and inferences from the Commonwealth and the Organisation of American States (OAS). Claims that the government had been in ‘breach of the Constitution’, or seemed to be indulging in ‘delaying tactics’.

However, the President has once again, showed his and the government’s commitment to the democratic process, as this has been the Coalition’s method of governance, since its ascension to office in May 2015. For the government, democracy has been a continuous process in action, with strict observance to the Constitution. This is evident in the Coalition’s insistence that GECOM be allowed to fulfil its constitutional mandate, of preparing the nation for national elections in a manner free from political interference, intrusion, or influence, from the Executive, or any other quarters, including the political opposition and their vested-interest supporters. The fact that the government has defended the GECOM’s constitutional rights to be exclusively responsible for this critical democratic process, nails the lie that it has been in ‘breach of the Constitution’.

It is the responsibility, of every government, in every democratic society, to facilitate the right of free, fair, and credible elections; because this is a process that is crucial for the participation of citizens in the right to govern their particular state in their name. But there are certain criteria which are central to this most important of democratic processes, such as the preparation of an uncorrupted or clean voter’s list which must be able to deliver transparent poll results under any kind of across-the-board scrutiny. It explains the reasons why the government had been very insistent, ad nauseam, that there be House – to – House registration, a pre-electoral procedure that is crucial to

a sanitized voter’s list, but which has been objected to by the PPP/C, for reasons which can only be concluded as sinister, and filled with dishonest intentions. International records are filled with so many examples of governments that would have defaulted for certainly questionable reasons, in ensuring that voter’s lists are proper and in keeping with democratic standards; and which in failing to do so, would have led to severe national tensions of varying extremes.

Any government that is worth its democratic credentials; and respects the will and the rights of those that it had been elected to govern, would not allow the travesty of not having a proper voter’s list to facilitate free and fair elections in its jurisdiction. Importantly, a tainted voter’s list is a recipe for post –elections problems, which no democratic government, should want to have.

Therefore, the Coalition’s championing of House-to –House registration must be commended for its adherence to the intended result of credible elections; despite the process having been shortened to comply with the CCJ’s ruling of elections in the ‘shortest time possible’. The GECOM procedure of a claims and objections of 42 days, will allow those who were not registered to be part of the National Register of Registrants database. Indeed, this is a prime example of a government that continues to genuinely uphold the Constitution by supporting the constitutional body of the GECOM to carry out its mandate of having free, fair, and credible elections.

Be reminded, and this is with specific reference to the ABE countries’ recent statement about “Essential to ensure free and fair elections”. It is this medium through which the Coalition has been governing the affairs of this nation, since 2015; giving meaning to its sacred understanding as it uses the mandate derived from the people to govern fairly while delivering socio-economic benefits to ALL Guyanese, irrespective of party affiliation and ethnicity. 

National Toshaos Council (NTC) The National Toshaos Council (NTC), the body that represents the Indigenous peoples of Guyana, received some 67 per cent increase in subvention in three years, under the Coalition Government. When the administration took office in 2015, the council was receiving a mere $12M in 2015; this was increased to $16M in 2017 and 2018 respectively, and $20M in 2019.

Further, the government has fulfilled its commitment to ensuring that the NTC has a place to conduct its work in Georgetown. The lease for the land earmarked for the council to construct its secretariat was handed over to the body. The NTC is a semi-autonomous body corporate comprising all Toshaos in Guyana. It has an executive committee including one Toshao from each of the ten administrative regions. The main function of the body is to promote good governance in the villages.

Role Model/ Mentor: His father Robert Frederick Allicock was his role model and mentor. He had a vision of what the Rupununi could become in a time when it seemed unrealistic. This serves as motivation now that it is closer to reality.

10. Greatest regret: That certain far flung areas are not yet at the level of development as other areas which are geographically closer to the coastland.

He attributed this to limited financial resources which poses a challenge to project implementation and monitoring in these areas due to transportation and other costs.

11. Passions: He is passionate about community and economic development where the people have ownership of their developmental initiatives. He is also passionate about community based eco-tourism which utilizes the natural environment and resources to propel economic growth.

12. Achievements/Awards: Vice President Allicock won the Anthony Sagba Caribbean Award for Excellence for having created a developmental model of environmentally benign tourism which encourages partnerships among locals, business, government, and international agencies.

13. He is credited with improving the state and status of the indigenous peoples and the environment, and creating sustainable economic activity outside the state apparatus. He served as Tour Guide for

by Paul Cleary. Both books are enlightening in that they have written lessons in them for Guyana as a newly emerging oil giant and they expose some of the possible pit falls that can be avoided.

Louis L’Amour serves well for his reading entertainment while relaxing because of the cowboy characters in them.

19. Favourite colour: Aqua or blue-green which is a colour variation between blue and green.

POLITICS: 20. How he got involved in politics: He was exposed to politics at the local level from an early age as his father was a village Councilor and Treasurer. His father believed in cooperation and saw this as key to achieving self-sufficiency.

Most of the work in the villages during that time was done through ‘Kayap’ or ‘Manore’ where everyone was involved in helping each other to build their homes or plant their farms. His father later became a member of the PNC after the 1969 Rupununi uprising.

21. VP Allicock entered politics at the village level as a Regional Councilor and later as a councilor on the Village council. He later became Toshao for the Annai district representing five communities. As Toshao, he guided the separation of the five communities since he felt that each should be responsible for its own development and not as a collective. This was done under the leadership of Senior Councilors.

22. He followed in his father’s footsteps and joined the PNC in the 1980s and worked on their behalf in the communities in the Rupununi until 1990 when he left that party to join the Guyana Action Party (GAP). He was later elected to Parliament as a member of GAP where he was first introduced to parliamentary service.

23. Ministerial appointment: Leading up to the 2015 National elections, the leadership of the GAP party made a decision to join the APNU/AFC Coalition and after the coalition won the elections, he was appointed Minister of Indigenous People’s Affairs and 4th Vice President of Guyana.

24. What he brings to the table: Minister Allicock brings to the table a wealth of experience and skills which he garnered during his years of working and developing the eco-tourism potential in Surama, Rewa, Iwokrama Canopy Walkway, Aranaputa, Apoteri and Annai. This initiative has since been introduced to other communities such as Warapoka, Moraikobai, Monkey Mountain and other areas in the hinterland.

25. Minister Allicock is also knowledgeable about the concerns among indigenous people about the hinterland’s natural resources and their recommendations for solutions which he believe are necessary for the development of a Green State.

26. What is most rewarding about his job: What Minister Allicock finds most rewarding about his job is that he enjoys the confidence of President David Granger. This motivates him to move forward confidently to serve his people and country. Another reward also is the fact the Coalition government remains solid and this shows maturity among the leaders.

27. What skill he wants to add to his repertoire to make him a better Minister: Minister Allicock believes that more exposure to modern technology will boost his performance as a Minister as he sees himself as still transitioning into the modern world of technology.

FUTURE GOALS: 28. Personally: A comfortable and contented family life in an environment that allows for development without damaging the natural environment where people can still be happy. His dream is to retire in his home village of Surama.

29. He also has plans to construct a building for artists and writers in the savannah close to Surama which could become a protected area.

PROFESSIONALLY: 30. Being able to assist communities to exploit their natural resources while preserving their natural home.

Blue and Yellow Macaw

The Denham Suspension Bridge, also known as the Garraway Stream Bridge is a railway bridge in Guyana linking Mahdia to Bartica. This suspension bridge was constructed over the Potaro River in an area known as Garraway Stream

by a Scottish civil engineer and general contractor, John Aldi, in November, 1933. The namesake for the bridge was the Governor of British Guiana (1930–1935), Sir Edward Brandis Denham (1876–1938). 

SONG

The Blue and Yellow Macaw (Ara Ararauna) is between 75-87 cm in height, a rich blue colour on the upper parts, a green forehead and yellow belly, flanks and under wing and tail coverts, it is easily recognized by its call and colour when in flight.

Blue and Yellow Macaws inhabit mangroves, boggy stands of Mauritia (Ite) palm and lowland and gallery forests. They are often seen flying in pairs or a few pairs together, flying one behind the other in a diagonal line, with the female(s) slightly ahead as they commute from their roost to feeding grounds.

They feed silently on fruits and nuts in the canopy and during the heat of the day, fly to cool, shady boughs of canopy trees for a siesta, often making a raucous “raaaak” call when en route. Macaws will often gather in large numbers at fruiting palm and mango trees. They generally mate for life and lay 2 to 3 eggs in a hollow tree. The first youngster will fledge 13 weeks after hatching and after fledging the first young, the parents stop visiting the nest. 

GOVT ACCELERATES HINTERLAND INFRASTRUCTURE DEVELOPMENT OVER $48BILLION INVESTED

By Synieka Thorne Imagine travelling by road, from Georgetown to the one million acres of a pristine rain forest, to Guyana’s gift to the world - Iwokrama, to small developing Indigenous communities in Region’s 8 and 9. It is without a doubt that proper infrastructure is crucial to bridging the gap between Guyana’s hinterland and coastal communities.

Indeed, the absence of this vital infrastructure has seen decades of stymied hinterland growth and development. A situation the Coalition Government is addressing.

Bartica, Mahdia and Lethem which now boasts concrete and asphalt roads. In fact, in Mahdia and Region 8 alone, $1Billion was invested in internal road networks. In Bartica, Region 7, $126M was spent on the Issano road and $303M on the Mile 33 to Mile 52 Bartica-Potaro road. The town of Lethem is being paved at the cost of over $200M. The $80M Manari bypass in Region 9 was commissioned in April of this year. This area had been a sore subject for many who lost friends and loved ones on what use to be a ‘dangerous turn’.

munities, including the Linden-Lethem highway and smaller roads in areas such as Amokokopai-Phillipai (Region 9) and St. Denny’s-Tapakuma (Region 2).

Roads

Road networks will, for example, facilitate immediate and more effortless movement of perishable produce to marketplaces within immediate areas and even those further - to coastal markets, where they can compete at fair prices. It will also allow for a quicker response for medical attention and other exchanges amongst villages.

During a recent outreach in Region 9, Member of Parliament (MP), Hon. Mervyn Williams announced that between 2015 to 2019, the government has spent $48Billion on expanding, maintaining and constructing roads and bridges in the hinterland. In 2019, $38.5Billion was approved to continue this process.

These investments can be seen when one enters the newly established towns of Mabaruma

stone-Mabura Kurupukari-Annai-Lethem and the Linden-Ituni-Kwakwani roads.

Approximately $109M was spent to construct a roadway in the Region 1 communities of Wanaina to Wauna. Edward Ramsammy, a 75-yearold pensioner and subsistence farmer lauded the roadway which was done after 25 years.

“Nothing used to run here, but today everything running here,” Edward exclaimed. According to the elderly gentleman, having a properly constructed road is necessary since it makes his journey to uplift his pension hassle-free. “I feel so happy because it’s easier for me now to walk out from here to the bus-shed to catch a bus.”

to the linking of the hinterland to the coastal area and has given full support to its realisation since our succession to Office – this is in keeping with the promise in our 2015 Manifesto. An improved road network is vital for the extractive industry as well as our Eco-Tourism industry,” Minister of Public Infrastructure, Hon. David Patterson had said.

Bridges

Over in Moruca, a $119M modern concrete bridge was constructed to bring relief to 10,000 residents. Philomena Torres, a vendor whose clothing shop is located just off the approach of the bridge, said that the residents suffered for 23 years with the wooden bridge; as they were forced to walk through muddy water during the rainy season and high tides.

“Just crossing the old bridge, my daughter got a big scar from a bottle, and plenty people fall from that [bridge]. We also did a lot of self-help repairs on that bridge; and now in just three years, we have a stronger bridge, and I know it will last longer.”

At Wakapou, Region 2, a $19M bridge was built to link the islands of Myrie and Borada.

At Papaya, Region 1, a $13.5M timber bridge was constructed to allow for better access to Baramita, Matthews Ridge, Arakaka, Port Kaituma and Fives Star; and a new reinforced concrete bridge at Barabina at the cost of $13.4M. Other

Airstrips

In addition to the upgrades of roads and bridges, proper maintenance of airstrips also forms part of the Coalition’s hinterland development agenda.

A total of 57 airstrips have been upgraded and constructed. These include Baramita, Mabaruma, Port Kaituma, Bimechi, Mahdia, Kamarang, Monkey Mountain, Kato Eteringbang and Kurupung. This year, $2Billion was approved for additional upgrades and the installation of lights along with other safety features. The Lethem Airport will also be transformed as an international hub to the tune of $834M. According to MP Williams, the intention is to connect hinterland Guyana to the coast, where all Guyanese will benefit equally from opportunities, and all will share equitably in the ‘nationally pie’.

“The government is on a mission that speaks of the development of hinterland Guyana. A mission that speaks to the improvement of the quality of life for the Indigenous and hinterland residents of Guyana; putting all of us on equal footing with the Capital City [Georgetown]. There will be no distinction, except the natural environment, our languages, customs and practices, we will enjoy the same benefits as the Capital City.” – MP Mervyn Williams. 
