Woman struck, killed by speeding car near E’bo supermarket

By Indrawattie Natram MEMBERS of a QUEENSTOWN, Essequibo Coast family are still in a state of shock at the manner in which their dear one, Nandranie Singh, 54, called “Annette” lost her life Tuesday evening.

Nandranie was struck down by a car that was allegedly speeding on the Affiance Public Road in front of the Imam Bacchus Supermarket.

According to daughter of the deceased, Reema Singh, she and her mother went grocery shopping at the supermarket and just as her mother left the business place she was struck down by the car.

Reema was inside the supermarket when the accident occurred.

"I knew mommy was outside, the staff at the supermarket knew me, so they called me and told me to go outside. When I went outside, I saw a crowd, I immediately ran and then I saw my mom lying and the grocery she shopped all scattered, my mother was hit down," Reema related.

The saddened daughter said a Guyana Defence Force (GDF) vehicle was passing at the time and officers rendered assistance.

"Mommy suffered head injuries, the doctors said she had a fracture, she went in conscious; she was talking when the doctors questioned her, she responded, she knew where she was, but they kept giving her injections on injections to ease the pain," the daughter said, noting that it was all in vain.

Around midnight Tuesday, she received a call from an official at the Suddie Public Hospital saying that her mother had succumbed to her injuries.

Reon Alphonso, 23, the driver of the car that hit Nandranie was taken into police custody and is assisting with the investigation.

Information disclosed that the hire car was proceeding south along the eastern side of the Affiance Public Road at a fast rate when the driver saw the pedestrian next to the crossing and applied brakes, but still ended up hitting the pedestrian.

According to an occupant of the car, the driver was on his mobile phone and speeding and did not recognise that a woman was near the pedestrian crossing in front of the supermarket.

A breathalyser test on the driver found that he was not under the influence of alcohol.

“This latest discovery further increases our confidence in developing this key area of the Stabroek Block,” said Greenlee in the report.

The Pacora-1 well is located approximately four miles west of the Payara-1 well and follows previous discoveries on the Stabroek Block at Liza, Payara, Liza Deep, Snoek, Turbot and Ranger.

Following completion of the Pacora-1 well, the report indicated that the Stena Carron drillship will move to the Liza field to drill the Liza-5 well and complete a well test, which will be used to assess concepts for the Payara development.

PRESIDENT of ExxonMobil Exploration Company, Steve Greenlee, said the new discovery of oil at the Pacora well will be developed in conjunction with the Payara field and other phases to help bring Guyana’s production to more than 500,000 barrels per day.

According to a report from the BUSINESS WIRE, Exxon Mobil Corporation (NYSE:XOM), the company and its exploration partners HESS and CNOOC Nexen have discovered 65 feet (20 metres) of high-quality, oil-bearing sandstone reservoir at the Pacora-1 exploration well.

ExxonMobil reported that the well was safely drilled to 18,363 feet (5,597 metres) depth in 6,781 feet (2,067 metres) of water.

Drilling commenced on January 29, 2018.

Initially, the company had projected daily output

GUYANA WILL PREVAIL IN THE INTERNATIONAL COURT OF JUSTICE (ICJ) PART III OF THREE SYNOPSES OF PARTS I AND II OF THIS EPISODE In Part I of this episode, I outlined the attempts by two Guyanese Foreign Ministers, Hon. Carolyn Rodrigues-Birkett and Hon. Carl Greenidge to seek a judicial resolution of the Guyana/Venezuela controversy — to refer the case to the ICJ. In Part II, I dealt with the attempts by the former UN Secretary-General, Ban-Ki-Moon to refer the controversy to the ICJ. In Part III, I will deal with the legal merits and substance of the Guyana/Venezuela border controversy before the ICJ. I. Venezuela contends that the Arbitral Award of 1899 was null and void, and submits the following reasons to invalidate the Award: • The principal reason to invalidate the Award was the failure of the Tribunal to articulate the legal reasons to support the decision to draw the line of demarcation at that particular location, especially since the border dispute was so highly contested and disputed.

• Venezuela claimed that she was in possession of “newly discovered evidence” that the map presented by the British delegation to the Tribunal w forged.

• Venezuela claims that there were four instances in which the Tribunal exceeded its terms of reference and acted “in excess of jurisdiction.” a. When it imposed the policy of “freedom of navigation” in the Amacuro River. b. When the Tribunal demarcated the boundaries between Guyana and Brazil. c. When the Tribunal demarcated the boundaries between Guyana and Suriname.

• The contention by Severo Mallet-Provost that the Award was a compromise obtained by extortion, undue influence, fraud and misconduct.

II. Guyana contends that the Arbitral Award was valid and proper, and submit the following reasons to validate the Award: • The argument by Venezuela that the format of the decision did not contain the Findings

of Fact and Conclusions of Law has a certain superficial plausibility but fails to distinguish between an Arbitral Award and Judicial decision.

Judicial decisions must be supported on Findings of Fact and Principles of Law, but there is no such requirement for an Arbitral Award. An Arbitral Award is governed by the rules of its foundational documents. In this case the Treaty of Washington.

In the instant case, the Treaty of Washington does not impose any particular judicial format on the Tribunal, but merely states in Article X “the decision of the Tribunal shall . . . be made in writing and dated and shall be signed by the arbitrators who may assent to it.” There is no requirement that the decision should be supported by Findings of Fact and Principles of International Law. It is true that a decision supported by Findings of Fact and Principles of International Law would have provided greater insight as to the legal reasoning behind the Tribunal’s decision to draw the boundary between Guyana and Venezuela at the Schomburgk line, but there is no mandatory requirement that an Arbitral Award should conform to a rigid judicial format.

• The contention that Venezuela is in possession of “newly discovered evidence” that the map presented by the British delegation is forged, is absolutely ridiculous. At the Arbitral Tribunal of 1899, the British delegation submitted to the Venezuelan delegation and members of the Tribunal, eight maps drawn by two distinguished cartographers, Robert Hermann Schomburgk and Hebert. These maps contained incontrovertible evidence of significant British settlements along both the Schomburgk and Herbert lines.

Venezuela now belatedly claims that these maps were forged. What is the nature of this “newly discovered evidence?” Does it consist of documentary or forensic evidence? Why did it take Venezuela over one hundred years to discover, to produce and present this newly discovered evidence? What is the scientific validity of this evidence? Is it legally admissible in a court of law?

• The contention by Venezuela that there are four instances in which the Tribunal exceeded its terms of reference, is accurate, but the remedy is not to nullify the entire Award, but merely to reverse those four instances in which the Tribunal exceeded its terms of reference and to leave intact the demarcation line between Venezuela and Guyana, which, after all, was the principal mission of the Treaty of Washington. crete instances in which the Tribunal violated its terms of reference does not invalidate the entire Award.

• The contention by Severo Mallet-Provost that the Award was a “compromise obtained by extortion, undue influence, fraud and misconduct,” is patently ridiculous. Professor Clifton Child observed that Mallet-Provost declarations were both uncorroborated and undocumented.

Professor Clifton Child stated that “there was not a single document which, by the widest stretch of the imagination, could be considered to indicate a deal between Great Britain and Russia of the sort suspected by Mr. Mallet-Provost.” It is also significant that none of the so-called witnesses who were present when the deal was discussed — Justice Brewer, Chief Justice Fuller, Ex-President Harrison, none of them, could corroborate the fabricated account related by Mallet-Provost.

III. The Guyana Government interposes a motion for Summary Judgment to the ICJ. A motion for Summary Judgment is appropriate where the facts presented by the plaintiff or petitioner, even if true, must be dismissed, as a matter of law, because they do not constitute triable issues of the fact that should be adjudicated by a judge or jury.

The Government of Guyana interposes the following affirmative defense which entitles them to a summary dismissal of the instant proceedings as a matter of law: • The Venezuelan petition should be dismissed on the ground that the award is binding and non-appealable under Article XIII of the Treaty of Washington. About us returning to help to grow and develop the birthland, I would like to see a more streamlined and institutionalized approach to facilitate the voluntary contributions of overseas-based Guyanese and other Nationals.

MS. CHISOLM As mentioned above, Ms. Chisolm's father was Charles Christopher St. Hill, a factory-worker from Guyana. Her mother was Ruby Seale, a seamstress and domestic worker from Barbados.

Ms. Chisolm was named Shirley Anita St. Hill at birth. She grew up in Christchurch, Barbados with her grandmother, Ruby Seale, and attended the Vauxhall Primary school.

When Ms. Chisolm returned to live with her parents in Brooklyn during 1934, she went to the Girls' High school, and later pursued her BA at the Brooklyn College. She later pursued a Masters Degree in 'Elementary Education' at Columbia University — She completed that Program in 1952.

While going to Columbia, Ms. Chisolm worked as a teacher in a Nursery school and at a Child Care Center.

HER CAREER In 1949, Ms. Chisolm married Conrad Chisolm, the marriage lasted approximately 28 years, before ending in divorce.

In 1978, she got married to businessman, Arthur Hardwick. He died in

'Hamilton-Madison Child Care Center, she joined the Democratic Party, and she commenced her career in political activism.

In 1964, Ms.Chisolm's political career truly began. At College and in her community, Ms. Chisolm was a member of several groups; and cultivated an interest in politics.

In 1964, Ms.Chisolm was elected to the New York State Assembly. During her four years with the Assembly, she proposed 50 Bills — five of which were passed.

In 1968, buoyed by her successful tenure in the Assembly, Ms. Chisolm won a seat in Congress by defeating the Republican candidate — James Farmer.

Her campaign slogan was "Unbound and unbossed".

During her Congressional term from 1968 to 1972, Ms. Chisolm was initially assigned to the Agriculture Department; she asked to be re-assigned, she was thus transferred to the Veterans' Affairs Committee, and later the Education and Labor Committee.

In 1971, she co-founded the Con-

gressional Black Caucus.

In 1972, Ms. Chisolm ran for the Democratic Party's nomination to be its Presidential Candidate. She did not win the nomination, but she won Primaries

in three States, and gained 152 delegates.

In 1982, she retired from Congress, and resumed her teaching career.

SHIRLEY CHISOLM

From 1983 to 1987, Ms. Chisolm was named to the 'Punnington Chair' at the Mount Holyoke College in Massachusetts.

In 1991, Shirley Chisolm moved to Florida, two years later, she was nominated to serve as U.S. Ambassador to Jamaica. She however declined the nomination, because of ill health.

In 1993, Ms. Chisolm was inducted into the National Women's Hall of Fame — an American Institution honoring outstanding contributions in various fields.

Famous Scholar and Philosopher-Molefi Kete Asante listed Ms. Chisolm as one of the '100 Greatest African Americans'.

These displays, reflecting the nation’s rich, diverse mosaic of cultural expressions, have become the embodiment of what has since been known as MASHRAMANI, an Amerindian word of Arawak origin, when translated, means “Celebration after work’’.

There is hardly a state, anywhere, that does not have what can be described as a national revelry/ celebration of some kind, which represents the sum total of its history/ customs and cultural traditions, and cohesiveness. Virtually every nation celebrates its national life in varied forms of art, music, and cultural expressions that reflect its existence as a people.

For example: Trinidad has its carnival, which is the most significant event on the island’s tourism and cultural calendar; Barbados, its annual Crop Over or Kadooment festival that celebrates the ending of its local cane harvest; Brazil, the gigantic Rio Carnival which dazzles the imagination; Canada, its Caribana, depicting the potpourri of its Caribbean presence and cultural traditions; while in the United Kingdom, there is the Notting Hill Carnival, celebrating the West Indian experience, but also being able to attract Europeans from other parts of Europe. Over time, it has become Europe’s biggest street carnival.

From a very simple beginning in the mining town of Linden in 1970, when a few representations of working-class life were depicted, accompanied through its streets by Lindeners, Mashramani has

in a mutually beneficial way for both countries. Mr Antoine is expected to promote tangible bilateral cooperation between Guyana and Haiti through the promotion of trade and other linkages. He will also render consular assistance to any Guyanese citizen in Haiti as required. The spirit of Mash resonated in Essequibo Dear Editor

ESSEQUIBIANS celebrated Mashramani in grand style as the revellers captivated the imagination of everyone who witnessed quite a memorable and colourful display. In fact, there was a massive turn out of onlookers who crowded the roadside from Three-Friends to the Anna Regina Car Park, which was the official route for the parade. I was indeed amazed by the excitement, camaraderie, charm and confidence which were exuded from every reveller as they gyrated to the rhythmic and pulsating beat of the diverse genre of the captivating sounds emanating from the music boxes.

Fittingly, there was perfect weather for the momentous occasion which set the tone for Essequibians to celebrate their 48th Republic Anniversary as a united community, despite its diversity.

Every race was present as was depicted by the winning costume in the large category, ‘A&C Boutique and Beauty

Parlour’ from the village of Henrietta.

The band had in excess of 80 revellers depicting the colours of the national flag along with their costumes, which represented the vast natural resources of our country. They were also seemingly natural and even professional dancers in their midst as they stirringly performed to every lyric, whether it was chutney, soca or dance hall genres.

While their band stood out, there were other interesting costumes as well, including the Dynamic Revellers from the Department of Education which came in second, as well as the Essequibo Technical Institute, which also had a lively and vibrant movement made up of primarily students attending the institution. Interestingly, the Guyana Police Force Youth Group, along with the Very Important Social Group of Queenstown, was participating for the first time and they made quite a favourable impression with unique displays and the exuberance of youthfulness.

Nothing could have been more pleasing than to witness a united front

evolved through the decades as Guyana’s premier national extravaganza. Markedly, it has grown from strength to strength, and has gradually evolved into a truly Guyanese affair, reflecting the dynamics of Guyanese experience.

Let it be emphasised, again, that contrary to the misleading statements that Mashramani as an important national celebration, was an occasion for the particular political party and the then government; and its particular ethnic brand of supporters, has not only been erroneous, but divisive for its anti-national content.

In fact, Mashramani was never conceived for any specific ethnic segment of our nation, or with any cultural-religious alignment. Given Guyana’s pluralistic cultural society and the richness of its diversity, it was meant to reflect the nation of Guyana -- ALL its peoples and their combined experiences as a people.

Further, it is a national celebration that is representative of this country’s social journey, depicted through the creative arts, culture and the concept of citizenship within the republic in the various costume and band creations, its calypso and chutney art forms, steel pan in the form of Pano-rama; it even has a segment now for persons decorating

as every man, woman and child stood, danced, cheered and shared the moment in nostalgia. I estimated that there were in excess of 3,000 Essequibians who stood proudly in pronouncing and celebrating this national event in a manner that speaks volume of our nationalism, patriotism and enhancing our embodiment of uniting as a people in the quest for common solidarity in every sphere of livelihood.

The regional administration through the Mash Committee worked tirelessly in promoting such ideals and indeed it was greatly manifested.

I was certainly moved by the riveting dynamism that was on display, even as I ponder the revelation that our space is being challenged by Venezuela as being their territory. Witnessing Mash in Essequibo however has strengthened my resolve and so are all Essequibians who have shown that there is strength in being united, as they so admirably did together.

In fact, as a reminder, Mashramani has been celebrated in all the regions from its inception, with the result being that more and more Guyanese of all ethnicities have been joining the individual costume bands. This fact, is further supported by the staging of Mashramani activities in Regions Two, Five, Six, and Region 10, where it was first held.

It was heartwarming that Essequibo was able to have such a large float band of a reported 2,000 persons.

This was a clear no to the politics of division. This year’s celebrations, held under the theme “Let’s cooperate and celebrate Republic 48”, has been revealing for the increased multi-ethnic participation that is pivotal to the larger vision of a united Guyana. Of course, there are challenges pertaining to the latter coveted prize.

However, we can begin, all of us irrespective of race and ethnicity, to start to see this grand national celebration, as a festival where all are welcome to participate in whichever activity is chosen to have fun as Guyanese, shouting with one voice – Mash is we own.

Outgoing Consul-General (acting) Candida Daniels, in her feature address, urged invitees who included several members of the Caribbean diplomatic corps and prominent Guyanese residing in Toronto to reflect on Guyana’s growth as a nation.

Daniels called on Guyanese living in the diaspora to resolve to re-dedicate their energies “to continue to support the course that has been charted for the further development of our beloved homeland in the spirit of our national Motto: One People, One Nation, One Destiny.”

According to Daniels, “occasions such as this, provide us with the opportunity to not only celebrate, but reflect on the history of our beloved country, Guyana, that first led to the attainment of independence in 1966 and then the declaration of republican status on February 23, 1970. Becoming a republic was another auspicious occasion in the history of a young, independent Guyana, as it signified the severing of our final official link with colonial rule.”

Trotman to hand over oil and gas …as gov’t moves to set up new department of energy

MINISTER of Natural Resources, Raphael Trotman, will soon hand over the oiland-gas sector as Cabinet has approved the establishment of a new department of energy within the Ministry of the Presidency.

Well-placed sources told the Guyana Chronicle that the President is intent on ensuring that the sector is managed by persons with the requisite technical expertise as the country moves into critical phases of oil development. The Guyana Chronicle was told that responsibility for the petroleum sector will likely be transferred to an expert within the energy department.

Meanwhile, in making the announcement, Trotman told the Department of Public Information that he had proposed to His Excellency the President David Granger, “that we begin considering the establishment of a Department of Energy, which department will be the one that is focused only on the development of the petroleum sector and today [Tuesday], we had a very lively discussion on the proposal which I presented and it has been determined and decided that we will have the department of energy established; and this will be coming within the next few months,” Trotman related.

He said the department

will be housed at the Ministry of the Presidency (MotP) and that President Granger and cabinet have mandated that he would head the task force which will comprise the quintet of ministers that would be Ministers of Finance, State, Public Infrastructure, Business and Natural Resources. “We will include the other ministers of Public Security, Public Communication, Education and Social Protection.”

According to Trotman, this task force will be meeting and will make a proposal of how the new Department of Energy will be constituted, staffed and what its mandate will be. “Eventually, the expectation is that the Ministry of Natural Resources will hand over the responsibility of the function of petroleum to this department and, we will see a more direct and focused mandate from this Department of Energy, that we will of course as a cabinet be supporting the department.

So this is good news, the discovery and the decision by cabinet to have a Department of Energy that only focuses on the development of our petroleum resources.”

At a news conference late January, Trotman was asked whether he feels he has too much on his plate and whether he can give his party the kind of leadership it deserves. He responded in

the negative, saying that the President had appointed a quintet as he calls it – five ministers who are now overseeing all matters relating to the oil-and-gas sector.

“I have the title of Natural Resources Minister. Minister of Finance deals with all fiscal and financial matters relating to the development of the oil sector; Minister of Public Infrastructure – infrastructural works, but not only to prepare for oil, but how the money is being spent, Minister of Business, issues of local content and interaction with the Private Sector Commission and others and Minister of State Environmental and other issues. “The President in his wisdom has seen it fit to ensure there is a quintet to oversee this sector and it does not in any way take away from my abilities to serve as minister or as leader of the AFC,” Trotman said.

Not first time It is not the first time the President is making adjustments to his Cabinet. Early last year, President Granger had reshuffled his Cabinet, removing Dr George Norton from the critical Public Health Ministry and replacing him with Volda Lawrence, while Amna Ally took over at the Ministry of Social Protection and Norton was

sent to the Ministry of Social Cohesion. Then later in the year, Dawn Hastings-Williams was moved from Minister within the Ministry of Communities and shifted to Minister of Public Affairs within the Ministry of the Presidency.

Then in late 2016, Simona Broomes was removed as Minister within the Ministry of Social Protection and shifted to the Ministry of Natural Resources, while Minister Keith Scott who was moved from the Ministry of Communities, Department of Housing, to serve as Minister within the Ministry of Social Protection. Valerie Sharpe-Patterson was appointed Minister within the Ministry of Communities.

Late December, government released the full petroleum agreement with

ExxonMobil at a high-level forum held at the Ministry of the Presidency, during which Trotman said this country is seeking a long-term relationship with U.S. oil giant and has been advised not to court other companies to work the Stabroek Block. “We have received much advice from many sources, some of which we have dispersed and dispensed with, but some of it has been wholesome and one such bit of advice that was given is that “owing to our relative small size as a nation with less than a million people, our relative underdevelopment and our relative inexperience, we should try to stabilise our relationships rather than go out and court 15 and 20 companies to come into our waters and develop the resource, we should try to manage what we had discovered, build better relations with the company

that had made the discovery and make that a long-term objective,” Trotman told the forum held at the Ministry of the Presidency.

The forum had sought to allay the fears of some who had questioned the motive of government’s delayed release of the contract signed since 1999 between ExxonMobil and the People’s Progressive Party administration, but slightly adjusted on the APNU+AFC government taking office.

During presentations on the contract it was disclosed that Guyana stands to gain some US$7Billion over a 20-year period from the LIZA Phase One well only.

Speaking at the forum, Trotman said the release of the document “is indeed quite an outstanding day in the annals of Guyana, that in the history of our country it will be written about for years to come.”

A Legal Fight Begins Over Where Barbudans Will Vote in Upcoming CODRINGTON, Barbuda — Legal action is being taken to squash the Antigua and Barbuda Electoral Commission (ABEC) decision to move polling stations from Barbuda to Antigua for the March 21st elections, with leader of the Barbuda People’s Movement (BPM) Trevor Walker insisting that Barbudans should vote where they live.

An injunction was filed on Walker’s behalf by attorney-at-law Charlesworth Tabor yesterday.

The sister isle was devastated when the Category 5 Hurricane Maria hit last September, and residents had been evacuated to Antigua. However, most of them have returned home.

Last month, ABEC indicated that polling for the Barbuda constituency would be done in Antigua, based on “prevailing circumstances resulting from the hurricane which ravaged the island of Barbuda”, and

TREVOR WALKER it used Section 35 of the Representation of the People Act to support its decision. Then last week, before Prime Minister Gaston Browne announced the election date, ABEC chairman Nathaniel ‘Paddy’ James Leader of Barbuda People’s Movement

reiterated that position, saying that if voting centres were opened on the two islands it could open the door to fraud.

But Walker’s injunction seeks to prevent ABEC from going through with its plan, on the grounds that there are no special circumstances that prevent Barbudans from voting where they reside and that ABEC therefore has no basis in law to stop voting on the sister isle.

“There are no impediments at present that would prevent the Electoral Commission from conducting the ensuing general elections in Barbuda,” Walker said. “In fact, the nomination of candidates for the general election, which is a requirement of the law, will be conducted in Barbuda next week.”

He contends that ABEC’s interpretation of the legislation on which it based its decision was incorrect — a position Tabor outlined in a letter to James.

“Section 35 deals with matters that can be addressed in a constituency with respect

to a polling district and polling places within a district in the said constituency. It does not address the issue of moving electors in one constituency to vote in another constituency, albeit they will be casting their vote for a representative of the House for the constituency from which they have been removed,” the attorney wrote.

Section 35 1 (c) of the Representation of the People Act states that “the polling place for any polling district shall be an area in that district, except where special circumstances make it desirable to designate an area wholly or partly outside the polling district, and shall be small enough to indicate to electors in different parts of the polling district how they will be able to reach the polling station at the polling place.”

Walker insists that Barbuda is not uninhabitable, and “it is important for the Electoral Commission to follow the law and conduct the poll within the constituency.”

Crime and Violence Taking Heavy Toll on Region, Says CARICOM SG PORT-AU-PRINCE, Haiti — Secretary-General of the Caribbean Community (CARICOM) Ambassador Irwin LaRocque has called on the regional grouping to counteract the threat of crime and violence which are taking a physical, social and psychological toll on the region.

And he has suggested revisiting the CARICOM Crime and Security Strategy (CCSS) signed five years ago to identify areas for improvement in order to make it more effective.

Speaking at the just ended 29th Inter-Sessional Meeting of the Conference of Heads of Government in Haiti’s capital, LaRocque said that in the same way regional countries pool their resources and strategize to combat the damaging effects of climate change, they need to also do so to counteract the effects of crime and violence.

He pointed to the toll on societies through loss of lives, injuries and psychological trauma and observed that the greatest impact was on families.

“It is within that circle that the battle against the scourge must begin,” he said.

In addition to calling for a review of the CCSS, the Secretary-General pointed to a number of legal instruments which he said were significant additions to CARICOM’s armoury against trans-border crime.

He singled out the CARICOM Arrest Warrant Treaty and the Agreement on the Return or Sharing of Recovered Assets, and stated that he looked forward to the Treaty being ratified as soon as possible and to the completion of the negotiations for the Agreement.

The CARICOM Arrest Warrant Treaty simplifies the procedure of returning fugitives to the country where charges have been laid, while the Agreement on the Return or Sharing of Recovered Assets provides a framework for the return or sharing of criminal assets which have been moved to another jurisdiction.

LaRocque said the region was also working on a regional counter-terrorism strategy, noting that “an act of terrorism or violent extremism in one member state will resonate and have repercussions through

our region”.

At the end of the two-day meeting which ended Wednesday, it was disclosed that leaders had adopted the strategy and agreed to table legislation in their Parliaments

by July 4, to support the strategy.

The regional counter-terrorism strategy was developed by the Trinidad-based Implementation Agency for Crime and Security (IMPACS) which, in consultation with its stakeholders and regional and international partners, will review the document biennially to consider updating it to respond to the evolving terrorism landscape.

Election Date Announced in Court Rules Commonwealth Citizens Antigua — Can Vote in Next Barbados Election Candidates Have Just Three Weeks to Woo Electorate

BRIDGETOWN, Barbados — Commonwealth citizens living and working in Barbados have already started taking advantage of a High Court decision, handed down on Monday, which reaffirmed their right to vote in the next general election.

Wilfred Abrahams, one of the lawyers who successfully argued that such citizens living or working in Barbados for at least three years were entitled to be registered to vote, told the media some eligible citizens were able to start registering with the Electoral and Boundaries Commission (EBC) from yesterday.

In a landmark decision in response to a class action lawsuit filed last year, Chief Justice Sir Marston Gibson ruled that the EBC was in contravention of the Representation of the People Act by not allowing a number of Commonwealth citizens to register to vote.

The plaintiffs in the substantive matter were St. Lucian professor Eddy Ventose, Shireen Ann Mathlin-Tulloch of Grenada; Jamaican Michelle Russell and Sharon Edgecome-Miller of Montserrat, who were all denied the chance to register to vote in the next election, constitutionally due by June.

Speaking during a press conference at the offices of the Barbados Bar Association on Roebuck Street, St. Michael, Abrahams and fellow attorney Gregory Nicholls said they were glad the matter had been settled, since it would allow scores of Common-

wealth citizens to exercise their democratic right under the Constitution.

“For a number of years, the Electoral and Boundaries Commission had been refusing to register Commonwealth citizens living in Barbados,” Abrahams said. “We had been mooting this for a while, but we had difficulty getting a complainant, someone who wanted to step forward and do it, before Shireen Tulloch attempted to register and was denied the chance to even submit her application.”

Both he and Nicholls said they were still bewildered as to why the EBC would have acted in that way for so many years, and in the process place Barbados in an embarrassing position internationally.

They cited law which indicated that officers at the ECB who prevented Commonwealth citizens from registering on the voters’ list would not have been just denying those persons their rights under the Representation of the People Act, but also placing themselves at the mercy of the law courts.

Under Section 28 (1) of the act, any registering officer or enumerator who wilfully or without reasonable excuse, omits to register the name of any person qualified to be registered is guilty of an offence and upon summary conviction is liable to a fine of $250 or imprisonment for six months, or both.

“There was a lot of sentiment about this. There were a lot of upset and disgruntled Commonwealth citizens living in Barbados, some of whom had voted before, and some who were being denied the right,”

said Abrahams.

Nicholls said that based on the clear provisions within the act, there was no surprise in their camp when Sir Marston ruled in their favour.

“The Electoral and Boundaries Commission had been acting in defiance of the very clear provisions in the act,” Nicholls stressed. He added that legal right had been in place since the 1970s, and there were reciprocal rights for Barbadians living in other Commonwealth jurisdictions who wanted to be part of the electoral process.

“It is a strange thing when you have a significant branch of the Executive like the Electoral and Boundaries Commission defying the law. The Chief Justice made it very clear that Parliament is the only entity that can determine lawfully who is allowed to vote.”

According to Nicholls, the ECB, in its court argument, had erred in trying to imply a Commonwealth citizen would have needed immigrant status or permanent resident status in order to register to vote .

ST JOHN’S, Antigua — Residents of Antigua and Barbuda now know exactly when they will be asked to elect a new government— and those contesting the poll will have less than a month to convince voters to give them their ‘X’.

After hinting late last week that elections would be held “in coming weeks”, Prime Minister Gaston Browne announced March 21, 2017 as the date for the polls at a rally of his Antigua and Barbuda Labour Party (ABLP) on Saturday.

Parliament is due to be dissolved today and the election writ will be issued tomorrow, Browne told supporters, as he expressed confidence that the ABLP would be victorious over the other political parties and take all the seats in Parliament.

“I am giving them 21 days to give them 17-none,” he declared before giving the election date.

Browne explained that the reason he called the election a year early was to protect the EC$1.5 billion in projects that his government has earmarked.

“Our primary purpose for calling the election early is not about politics, it is about development . . . We can’t allow the destructive forces to stymie the progress we have made,” he said.

Browne urged candidates not to be complacent, despite the “weakness” of the main opposition United Progressive Party (UPP), and to ensure they hit the campaign trail.

The ABLP, the UPP, the new Democratic National Alliance, and the Antigua and Barbuda True Labour Party will contest the general elections.

The ABLP won 14 seats in the last election in 2014 while the UPP took the other three.

UPP leader Harold Lovell, responding to the election announcement, said the early polls were a sign of a failed ABLP government.

“The truth that all of us outside the Browne circle know is that life is harder than ever after nearly four years of this wicked government,” he said, adding that the administration had failed to deliver on its manifesto promises.

And he urged the electorate to “use this election opportunity to vote wisely, consider what you had yesterday, how much you have lost today and whether you and your children will lose or gain tomorrow.”

PASSION FRUIT — AN OLD ACQUAINTANCE

O

ne of the favorite flavors used in refreshing drinks nowadays is passion fruit. And many people from the Caribbean are asking about it — not knowing that passion fruit has been and still is, very common in the Caribbean.

Passion fruit comes from a huge family of plants. The fruit has many relatives and a thousand names. In Guyana, the most common name is semitoo (passiflora laurifolia), sometimes yellow granadilla or just granadilla. Others call it water lemon, bell-apple, sweet cup, Jamaica honeysuckle, vinegar pear, even golden apple.

Passion fruit is readily propagated from seeds or cuttings and grows on a vine. The rind is leathery, thick, white and spongy. Within the rind, the fruit holds a juicy viscous pulp composed of seeds, with

the aroma of a pleasant perfume and a somewhat pleasantly sour taste.

Passion fruit is common in South America and the Caribbean. It is well known and enjoyed in Surinam, Guyana, French Guiana, Venezuela, and down through the Amazon region of Brazil to Peru.

Though it is more plentiful in the interior areas of Guyana, in season the

fruits are regularly sold in coastland markets. The vine is also cultivated in Trinidad, Barbados, Jamaica, Puerto Rico, Hispaniola and Cuba.

Semitoo or passion fruit is nearly round or ovoid, between 1-1⁄2 and 3 inches wide. The most popular varieties have a light yellow or pumpkincolor, but some types are closer to purple.

One popular way children and adults enjoy passion fruit is to make a hole in one end of the fruit and suck out the pulp and seeds. Some people cut or tear the fruit open, spoon out the pulp, and enjoy its strong, sweet, tart flavor.

North Americans generally buy thick concentrated passion fruit, dilute it with water, add sugar and drink it.

And why is it called passion fruit? The origin of the name has nothing to do with strong amorous feelings.

The story goes that a group of priests who encountered the plant used the flower to illustrate Christ’s Passion.

Top Cop flayed for bypassing licensing board

…tries to defend approving own gun licences

By Ariana Gordon and Zena Henry OUTGOING Commissioner of Police Seelall Persaud was on Wednesday flayed for bypassing the Firearm Licensing Board when he attempted to grant himself a licence to open a firearm dealership as well as an upgrade of the calibre of weapons he is allowed to carry.

The commissioner, however, sought to defend his decision, saying this was done by his predecessors.

Persaud told reporters just after his farewell parade held at the Police Sports Club, Eve Leary, that he simply followed precedents set by previous Police Commissioners. “If you look historically you would see that over the last 25 years, all the Com-

missioners, maybe with the exception of one, granted themselves firearm licences.

This is not anything new,” declared the police commissioner who added “you know we live in a society today where one set of circumstances is good for one person but not good for the other.”

However, former Minister of Home Affairs under the People’s Progressive Party (PPP), Clement Rohee on Facebook on Tuesday begged to differ. Rohee, in response to the story initially published by the Guyana Chronicle said, “As regards issuing himself a licence to be a firearm dealer, that should have gone through the Firearm Licensing Approval Board located at the MOPS for the Board’s as well as his subject Minister’s consideration, just

as it was done when I served in that capacity.” “In fact, his application for a private firearm licence should have also gone through the Board as well, in the interest of transparency and accountability. Better yet, he should have had a word with the President and his subject minister on his intentions,” Rohee continued. The former Home Affairs Minister opined that while Persaud may have been fearful that his applications would not have been approved, given that he is already in the bad books” he should have acted differently.

Rohee’s comments were echoed by former Police Commissioner, now serving as Minister of Citizenship, Winston Felix. Felix told Guyana Chronicle that where there exists a gun licensing board, the Commissioner ought to have gone through the relevant process to acquire approval. Felix said too that during his tenure as police commissioner, there was no licensing Board in place and the power was vested in the Police Commissioner to issue approvals. The former Top Cop said when his tenure ended in 2006; no gun licensing board was in place, so in his case, he issued himself the approval.

“But now in 2018, there is a Board, a Board is in place and he is not the final authority. It cannot be the same thing, he (Persaud) did

not notify the board,” Felix asserted.

As it relates to the firearm dealership licence, Persaud told reporters that in the 1980s, a Commissioner of Police granted himself a dealership licence. “So there is precedent…However, I was discouraged to go along that line of business, so I won’t pursue that.” When questioned why he applied for the licence in January 2018, just a month prior to his retirement, Persaud said “Because the business will only start when I retire; that will be during May.” “There is precedent – and like I said, it is a business …I can’t do business on the job…so it will only be operationalised after I retire,” he explained, reiterating that there was nothing wrong with what he did.

“No, there is precedent for it…it happened with all the commissioners. Something is wrong with this commissioner that they tell the public that it is wrong?”

REVOKED The dealership licence has since been revoked by Minister of Public Security, Khemraj Ramjattan. The Police Commissioner who will retire as of Monday, March 5, said he has no feelings with respect to the revocation of the licence he granted himself. “I am neutral. It doesn’t matter— that was one line of busi-

ness I was contemplating and that won’t happen any longer, but I have a lot of experience, credibility…I am very confident in my next phase of life,” said Persaud. Asked whether he would be challenging the revocation, he said, “I am saying I am very, very comfortable. If things are significant I challenge; it is not significant. I don’t think I would pursue that – I have lots of other options.”

Meanwhile, when asked to comment on the issue, the Public Security Minister said he had nothing to say on the issue and that the media “should have a time and place”. Persaud, who served within the Guyana Police Force for 33 years, in a letter dated January 29, 2018 and seen by this newspaper, in response to an application written by himself said “Dear Sir, I refer to your application in relation to the above subject and wish to inform you that approval is granted for your

Persaud further wrote “Please make contact with the Assistant Commissioner Law Enforcement at the Criminal Investigation Department Headquarters, in connection with the issuing of the licence.”

In another letter dated January 26, 2018 and captioned “Application for firearm licences, Mr Seelall Persaud (DSM) wrote to himself “Dear Mr Persaud, I refer to your application in relation to the above subject and wish to inform you that approval is granted for you to be issued with firearm licences to use (1) 9MM Pistol, (1) 12, 16 or 20-Gauge Pump Action Shotgun.”

In the same missive, Persaud wrote to himself saying, “Please make contact with the Divisional Commander ‘A’ Division at the divisional headquarters, Brickdam, in connection with: the issuing of the licences and the conditions under which the licences are granted.” The police chief’s letter to himself added: “You are advised to ensure that there is adequate means of security for the firearms when they are in use.” He further advised himself that “If you neglect to proceed expeditiously to obtain the necessary licences within one year, then you may be denied same if the conditions under which you were granted this approval have changed.”

AMID a scandal of him approving gun licences for himself, Commissioner of Police Seelall Persaud on Wednesday bade farewell to the Guyana Police Force after serving for 33 years.

Though his retirement will take effect on March 5, the outgoing Top Cop’s farewell parade was held on Wednesday at the Police Sports Club Ground, Eve Leary, Georgetown, with hundreds of persons gathered at the Kingston facility. The event started just after 16:00hrs. As Persaud’s vehicle drove onto the Police Sports Club ground, many spectators jumped to their feet and applauded him.

But it was not only the spectators who greeted the outgoing police commissioner with cheers, but many of his junior ranks. Seelall, dressed

neatly in his uniform, received a general salute from the parade after which he reviewed the parade. But it was the drill display, dancing and beating of the retreat by the Police Military Band and singing by the Police String Band that stole the show. Beautiful renditions were played by the Force’s military and string band, which saw spectators singing along.

The string band sang Frank Sinatra’s ‘My Way,’ while the military band played Shah Rukh Khan’s “Kuch Kuch Hota Hai,” sending the spectators into a frenzy. But even as the activity which lasted for just over an hour was filled with entertainment, the heat caused many of those in the parade to collapse.

Meanwhile, amid the pomp and ceremony and a

plethora of military displays, Persaud in his eight- minute farewell speech reminisced

on his years of service within the Force. During his tenure, Persaud served in various departments and expressed gratitude to all those who encouraged and motivated him during his years of service and even thanked his

commissioner.

The Top Cop said the various aspects of exposure he received over the years led to him becoming a better person and more particularly, a better leader. “The exposures that I have had in the Force contrib-

uted significantly to my development over the years. Local training and interaction with the Guyanese community, overseas training, regional and international; joint investigations locally, regionally, and farther afield, including some of the finest from some of the most reputable law- enforcement agencies in the world, have certainly impacted my development through a unique brand of learning experience.”

He described his tenure as a “long, eventful but enjoyable journey that I have had” and noted that there are many who are responsible for his success. Persaud thanked God, his family -- whom he said stayed by his side through thick and thin – and senior officers who shaped him in his “snowballing type of development”. He also thanked

his subordinates, for it was through them he said his elevation within the Force was possible. “I am leaving the Force in good health and with full confidence going into the next phase of my life,” he said, while noting that the Force over the years has done much and has crossed “some uncharted territories.” The outgoing Top Cop pointed to the Force’s ability to rebuild public trust, something he said was not possible without the help of civil society and the many faith- based organisations which assisted.

“Indeed, it has been a good journey,” he said, while cautioning members of the GPF that it is at a critical juncture where it will face several challenges.

years of her life were spent at DeWillem village (near Windsor Forest) on West Coast Demerara where her father was the headmaster of a local school and her mother the music teacher.

In 1925, the family moved to Georgetown, when Lynette won a Government County Scholarship to Bishop’s High School.

One cannot discuss Guyana’s music without mentioning this great woman, the architect of music in New Amsterdam and a person of “rare vintage.”

Sha taught most of New Amsterdam in her time. Look at the first music festival held in Guyana in 1952 at the Plaza Cinema in Georgetown. Singers and musicians from New Amsterdam won three of four Adult Championship Cups.

Norma Romalho, one of Ms. McGregor’s students, won the highest number of points awarded any individual competitor. Her performance of Beethoven’s Rondo —from Sonata Op. 13 — gained her 90 points in the piano solo competition.

Mrs. McGregor was instrumental in the selection of our national anthem. She was one of the five judges selected to adjudicate a competition for selecting the words for our national anthem and its setting to music. The other judges were Mrs. Norma Bacchus, Mrs. F. M. Kerry, Barney Small and A. J. Seymour. The winner was Rev. Archibald L Luker, an Anglican priest in charge of All Saints Anglican Church in New Amsterdam. The winner for the music setting was R. C. G. Potter.

At the time, Mrs. McGregor was acting Superintendent for the Guyana Police Force.

As if these were not enough honors, Mrs. Ruby McGregor is the mother of J. O. F. Haynes, arguably one of Guyana’s best advocates.

In 1932, when Broad Street Government School (later renamed Dolphin Government School after her father, its first headmaster) opened, Lynette began her teaching career as a pupil-teacher.

Two years later she entered the Government Training College for Teachers, and at the end of her course was appointed to Beterverwagting Government School as a full-time teacher. She later taught at St. Angela's Roman Catholic School on Thomas Street, in Georgetown.

In 1939, Ms. Dolphin accepted an open scholarship that she had been awarded two years earlier as Gold Medalist of the Associated Board of the Royal Schools of Music (the highest distinction marks in the Caribbean) to study for a Licentiate at the Royal Academy of Music.

She gained the LRAM together with the Academy's bronze medal.

In 1943, she was hired by Queen’s College to run the Preparatory Form. She became involved with the musical activities at Queen's, progressively taking over junior form singing lessons from H. V. Tait.

In later years, she would train the school's choirs and soloists for music festivals and also undertook musical direction of the Gilbert and Sullivan operettas that Vivian Sanger Davies (then Principal of Queen’s) produced.

After Prep Form was abolished in the 60s, Lynette became responsible for music throughout the school, finally retiring in 1969.

She organized the schools' music festival from its inception in 1942 (when 1,000 primary school children sang classical and national songs accompanied by the Militia Band); she was involved with the competitive music festivals held in alternate years between 1952 and the early 1970s; was a founder member and first secretary of the B.G./Guyana Music Teachers' Association, of which she was President in 1998, its 50th year (both the inaugural meeting and golden jubilee celebrations were held at her Waterloo Street residence); was Honorary Local Representative of the Associated Board of the Royal Schools of Music (1960s); member of the executive of the B.G. Philharmonic Society (and cellist in the Society's orchestra); Visiting Tutor in Music and Speech Training at the Government Training College for Teachers; and played a major role in Guyana's independence celebrations (1966).

In 1950 Lynette returned to the Royal Academy on a British Council bursary, where she gained the ARCM (Associate of the Royal College of Music) and GRSM (Graduate of the Royal Schools of Music).

In 1986 she was awarded Guyana's second highest honor, the Order of Roraima (OR), to add to her previous awards of CCH (Cacique's Crown of Honor) and a pre-independence MBE. VALERIE WARNER FRASER RODWAY LRSM (1919-1970)

VESTA LOWE

Vesta Lowe was a teacher, singer, musician, and folk song collector. She was a pioneer in many aspects of life.

Vesta was among the first batch of graduates of the Teachers’ Training College. There she studied music under Rev. Hawley Bryant, composer of “Song of Guyana’s Children.”

She attended Tuskegee University during the 1930s. While there, she continued her music education and training.

She was a soprano in the Institute’s first and performed at New York’s Radio City in 1932 with the choir at its opening.

Vesta is considered the pioneer in Guyanese folk song preservation, collecting music from the rural districts and the hinterland and presented it in choral form at concerts.

In 1939, she founded the Dawson Music Lovers’ Society, where she was its conductor. Members such as James Phoenix, my uncle Jake Nurse and John Fredericks would become members of the Police Male Voice Choir. I particularly remember as a little boy listening to these choirs perform at concerts at St. Andrews Church in Georgetown.

In 1944, Vesta Lowe created the Vesta Lowe Choir. Her declared aim was to make the music accessible to the masses. Accordingly, she organized concerts at the Town Hall and moonlight singing on the Sea Wall.

In 1947, Vesta presented a concert of Guyanese folk songs with Qweh Qweh dancing accompanied by Tom-Toms.

This concert, arguably, made this kind of local music popular and “the rest is history.”

Vesta Lowe is a Guyana treasure.

There were many female musicians in our history; but none has made our music accessible to all of us like Vesta.

A Republic Anniversary Celebration with a Difference in Washington, DC

T

he only music played at the 48th Guyana Republic Anniversary Celebration by the Guyana Embassy in Washington, DC, on the night of Friday February 23, 2018, was the (recorded) playing of the National Anthems of Guyana and the USA. However, it was a National, Patriotic night to remember.

The venue was the awesome Smithsonian Castle Commons, in the heart of Washington, DC, just off the historic National Mall, and about mid-way between the White House and Capital Hill. In attendance were a cross-section of Guyanese and friends, including the Deputy Under Secretary for Collections and Interdisciplinary Support of the Smithsonian Institute, Dr. Scott Miller, as well as some Foreign Diplomats.

The Smithsonian Institute which has multiple museums in the heart of Washington, DC, has had a long and impressive relationship with Guyana. That was established by the Guyanese Artist, Archaeologist and Novelist, the late Dr. Denis Williams.

In his address to the gathering, Guyana's Ambassador to the United States of America and the Organization of American States, Dr Riyad Insanally, made mention of Guyana's "Amazing natural wonders of rich biodiversity, nurtured and nestling in one of the Earth's most ancient and pristine geological formations."

That observation by the Ambassador, reflected one of the highlights of the evening, which was a scholarly lecture enhanced with slides, by the Smithsonian Research Scientist, Dr. Michael J. Braun.

During the past 25 years, Dr Braun visited Guyana on 14 occasions, where he did in-depth research in many hinterland areas of Guyana, including Regions One, Seven, Eight and Nine.

In a 25-minute Lecture which was enhanced with slides recorded in Guyana's Hinterland, the Smithsonian scientist told the Republic Anniversary gathering, of his work in collaboration with Guyanese residents in the country's hinterland, and the success achieved, especially with the gathering of bio data, primarily of the countries beautiful and exotic birds. It is known that "Bird Watching" is a growing aspect of Guyana's Tourism Drive, and the country possesses one of the widest range of birds; from the cute, tiny Hummingbird to the awesome, giant Harpy Eagle

Georgetown, under the theme, "Connecting the Americas through Sustainable Tourism", Ambassador Insanally informed the gathering, pointing out that, "It will be a historic occasion, as the Congress will be the first ever OAS ministerial meeting to be held in Guyana", Ambassador Insanally added. Attending that Tourism Congress in Guyana later this month, will be the hemisphere's tourism ministers and high-level authorities.

In his address, Ambassador Dr. Riyad Insanally also made mention of Guyana's future with Oil and Gas extraction, as well as Guyana's border controversy with Venezuela, which he referred to as, "that country's spurious claim to our Essequibo region".

Guyana's 48th Republic Anniversary Reception in Washington, DC, was jointly sponsored by the Embassy of Guyana and the Smithsonian Institute, with sterling support by a number of Guyanese Corporate Citizens, including

longtime friend of the Embassy and a highly regarded federal contractor."

Other Guyanese sponsors which the Ambassador mentioned, were Roy Spooner and Vaughn Williams of DC Yellow Cabs, Patrick Weithers of NuPulse Technologies and Michael Benons of Amsterdam Construction, all very successful Guyanese in Washington, DC, the Capital of the United States of America. The ambassador also had words of praise for the Staffers at the Embassy, especially Deputy Chief of Mission, Mrs. Lesley Dowridge-Collins. "For all their hard work, to make this reception a suitable commemoration of our Republic Anniversary."

I have to add, that the team of young people serving the drinks and snacks at the Reception, by their efficiency and charm, reminded me of being at similar Receptions in Guyana, and having the pleasure of being served by the efficient students of the Carnegie School of Home economics.

SOME TAX LAW CHANGES FOR 2017 With all the buzz about Tax Reform many taxpayers are questioning how this will affect their 2017 tax return. Most of the provisions already kicked in on January 1, 2018 which means that they wouldn’t affect 2017 tax filings.

But there are a few provisions that are retroactive to 2017.

MEDICAL EXPENSES Under the new bill the medical deduction stays in place with a lower floor of 7.5%. For example — if you make $50,000 you may still deduct any medical expenses over $3,750 if you itemize your deductions. However this will change next year under the new law.

STATE AND LOCAL TAXES Are your total state and local taxes and property taxes typically more than the $10,000? If so you might be tempted to pay a portion in 2017 and get the full tax deduction on your 2017 taxes, however the new tax bill prohibits prepaying 2018 state and local taxes that were not imposed in 2017.

President Donald Trump signed the Republican Tax Bill into law at the end of December 2017.

The new legislation makes sweeping changes to the tax code for businesses as well as for taxpayers.

Here's how the new tax plan will change federal income tax brackets in 2018 compared with those in 2017.

About seventy per cent (70%) of filers claim the standard deduction when filing their taxes and their paychecks beginning January 2018 have already reflected this increased change albeit slightly.

In 2017, the standard deduction for a single taxpayer was $6,350, plus one personal exemption of $4,050.

The new law combines those into one larger standard deduction for 2018: $12,000 for single filers and $24,000 for joint filers, however with no personal exemption. The personal exemption will be eliminated.

Now is the time to review these new provisions, to determine the impact on your personal tax situation.

By Indrawattie Natram IN Essequibo rice harvesting is in full swing in communities such as Aberdeen, Queenstown and Colombia, and farmers are anticipating that millers would make prompt payments.

Scores of rice farmers were seen flocking the prominent mills on the Essequibo Coast and from all indications, this crop was a bumper harvest with minimum challenges compared to previous crops.

Millers this time around publicised the prices they are offering on billboards close to their mills.

A board placed in front of the Imam Bacchus and Sons rice mill indicates that the company is paying farmers $2 800 for Extra `A’ Grade and $2700 for grades AB&C rice this crop.

Other prominent mills like Golden Fleece Rice Investment owned by Nazemul Hakh, and those operated by Ramesh Ramlakhan, Roopan Ramotar and Wazeer Hussain, are also accepting farmers’ harvest. Some millers are still deciding on prices due to their available markets.

Many of the farmers who cultivated seed paddy have already harvested and are currently drying the seed

and the grading would be better as opposed to the last crop.

Meanwhile, the Region Two Administration, Drainage and Irrigation Department is ensuring that roads and dams leading to cul-

tivated areas are in good condition.

According to Regional Executive Officer (REO) Rupert Hopkinson, materials for the construction of several roads have already been procured.

Hopkinson said those materials will be put into use to ensure that the farmers have proper farm to market access

roads during the harvesting period.

The region under its capital projects will be spending millions of dollars to repair drainage structures at Cozier, Anna Regina, Westbury, Unu, Charity, Riverstown, Perservance, Lima, Dredge Creek, Darthmouth and Cotton Field.

Dear Editor, A few years ago, President David Granger declared that he expected a national newspaper like the Guyana Chronicle to cover and report on occurrences throughout the length and breadth of Guyana.

As against privately-owned newspapers whose owners tend to be driven

by the profit-motive.

The President was of course at that time talking about the Chronicle that was being published in Guyana, because there was not yet a New York Edition of the Guyana Chronicle.

It would not be normal for me or anyone else to agree with everything that is being carried in the New York

Edition of the Guyana Chronicle, but in a broader sense, I have to express my gratitude for the information and knowledge that I am gaining from your publication.

The information and knowledge include details from different parts of the American Diaspora as well as directly from different parts of Guyana

and the Caribbean.

I sincerely hope that the publishers of the New York Edition of the Guyana Chronicle will get the advertising support to maintain this paper, especially since it is given away free of cost.

THE GUNS ARE A THREAT TO ALL OF US

Dear Editor, I am from Guyana, but I am now living in the United States of America, hence I like all of us, have to be concerned with what goes on here.

To be exact, I live in Savannah, Georgia...I read the on-line version of your Newspaper every week, because it keeps me up to date on what is happening in Guyana, and in other overseas' areas where Guyanese people are now living.

Editor, my purpose for writing this letter to you, is because of my

concerns about the mass shootings that are continuing to happen in America.

Once we live here, one of the issues that we have to be concerned with are the occurrences of massshootings, because we, our children, and the people that we know are all potential victims.

We thus have to take part in the many efforts and protests that are calling for tighter gun controls, as well as advocaciesto make it more difficult for persons to get automatic

rifles to buy.

For example the AR-15 is a killing machine.It's basically the civilian version of the Military's M16 rifle. It's a combat weapon, and should not be owned by civilians.

I believe an armed police or security guard should be placed in every school in order to prevent massacres.

We also need every school and parent to be vigilant and report any suspicious student to the police or the FBI.

The current President ran on the platform of 'making America great again'. He must use his authority to make America safe again by persuading a totally feckless Congress to mandate an extreme vetting process in an effort to slow and eventually eradicate the disease of this gun culture.

My sympathy goes out to the relatives of those who were recently killed at that Florida school.

CARICOM Arrest Warrant Treaty Gets More Buy-In from Regional Leaders PORT-AU-PRINCE, Haiti — More Caribbean countries have signed athe CARICOM Arrest

Warrant Treaty (CAWT) that simplifies the process of returning fugitives to a member state to face

criminal prosecution.

The treaty, previously signed by some CARICOM member states, also

allows for executing a custodial sentence where a requested person has fled from justice after being sentenced for an applicable offence.

It got the signatures of Barbados and The Bahamas at the two-day Inter-Sessional Meeting of the Conference of Heads of Government in Haiti, which ended yesterday.

The measure is one of the regional security instruments that was formulated to enhance cooperation between member states in the fight against crime and to reduce the complexity, cost and delays in the existing extradition arrangements in the region.

Also signed at this week’s meeting was the Revised Agreement Establishing the Caribbean Examinations Council (CXC) which seeks to update CXC’s legal structure in light of subsequent organizational practices, recent market developments and current needs, with particular emphasis on accommodating requests from additional territories and institutions to join or otherwise participate in the CXC. Dave Martins takes fans down memory lane --with riveting seawall bandstand performance

SCORES of Guyanese were left wanting for more on Sunday evening after singer and songwriter, Dave Martins and his band performed at the Seawall Bandstand as part of the University of Guyana (UG)’s Artist-in-Residence (AIR) programme.

The iconic composer and comedian caused many who initially came out for an afternoon stroll, to abandon their previous plans and gather around the pavilion to listen to many of his nostalgic songs.

With guitar in hand, Martins played some of his most noteworthy compositions such as ‘Boyhood Days’ and ‘Is We Own’.

Persons could be seen in

reflection as he stopped ever so of often to insert a bit of comedy into his act, or to tell of the story behind a particular line in one of his songs.

When Martins finally decided to sing ‘Not A Blade Of Grass’, perhaps what should be termed as the crowd’s favourite, the majority of Guyanese present could be heard singing along to the piece the songwriter said was written with the threat of Venezuela in mind.

According to Deputy Vice-Chancellor with responsibility for Philanthropy, Alumni and Civic Engagement (PACE),Dr. Paloma Mohamed-Martin, the origin of the AIR programme dates all the way back to the 1970s when it first began with Guy-

anese poet and political activist, Martin Carter.

The re-establishment of the initiative is as a result of UG’s Principal, Dr. Ivelaw Lloyd Griffith’s renaissance movement venture of giving much- needed attention to the arts though edu-performance sessions.

“We’re looking for a wide range of people who can impart not only performance skills of any type, but visual artists, writers and so on, who can also work with our students and other people to impart to them what it is they know, how they do what they do, and to help them, also with their craft,” Dr. Mohamed said.

ist-in-Residence was music icon, Keith Waithe, and Martins is the third of 10 other concerts which are to take place in areas such as Berbice, Linden, Lethem and Essequibo.

Fitzgerald Yaw, who was at the concert, said: “I think it’s a great way to spend Sunday evening. It’s very enjoyable, it brings back some memories and it’s a nice way to relax.

“This is a fitting postMash cool-down on the seawall; getting some cool breeze and listening to Guyanese music.”

Commenting on the ambience and the way the concert was received, Dr. Mohamed said: “The seawall is such a wonderful, beautiful, treasure for Guyana.

I certainly am happy to see this many people come out despite the weather, and despite the fact that we had no budget for advertising.”

re-visit if the concert were to be held again.

The performances are all free to the public, as according to Dr. Mohamed, the concerts have been re-established to encourage Guyanese to further appreciate the arts.

Workshops are provided, as well as one-on-one consultations with the artist for persons who make appointments and want to speak to the artist about his or her work and journey.

Bankers’ association concerned about criminal attacks on customers THE Guyana Association of Bankers (GAB) said it is deeply concerned about the escalating incidence of persons being targeted after conducting financial transactions at commercial banks.

“We strongly condemn these

incidents and wish to assure our customers and the public at large that as an industry we are working with the relevant authorities and internally with all member banks with a view to arresting this trend,” the association said in a statement.

According to the association, the safety of their customers and staff remain paramount “among our priorities, and we continue to co-operate with law enforcement in addressing any factors that compromise this position.”

It said that in the interest of safety, “we take this opportunity to encourage customers and members of the public to as far as possible refrain from conducting large cash transactions, and instead utilise other secure methods of payment

such as Manager’s Cheque or direct payments. At this time, local security escort services should also be considered for persons operating businesses which may require transportation of significant sums,” the associated added.

Many parents have called the Baldeo Foundation for assistance in eradicating violence in our schools, from putting an end to bullying, assaults, threats and mass killings. Others are concerned about their right to be accepted in our public schools.

All kids living in the United States have the right to a free public education, even if they are in this country illegally. They still have the fundamental right to go to a public school. Moreover, our Constitution requires that all kids be given equal

educational opportunities, no matter what their race, ethnic background, religion, or sex, or whether they are rich or poor, citizen or non-citizen.

Mass public shootings are on the rise, and schools are the most vulnerable targets. Dogma and litigation concerning Second Amendment rights and the proliferation of arguments for and against by influential and vested interests should not delay further protective actions. Parents have an important stake in their children’s safety, and are rightly concerned that the violence in our schools

‘Gum’ gets four years Delinquent broadcasters given until March to comply for wounding nephew GUYANA National Broadcasting Authority (GNBA) Chairman Leslie Sobers said action will be taken against broadcasters who have not honoured their obligations to the authority

by March month-end.

The chairman noted that the Broadcast (Amendment) Act of 2017 prescribes a series of penalties for non-compliance and legal action will be taken against those operating illegally.

Speaking with Guyana Chronicle, Sobers said the delinquent broadcasters are in two categories: those who were never licensed and those who are licensed but are in arrears.

The unlicensed broadcasters have been using the airwaves and earning an in-

come even as the GNBA tries to regularise the broadcasting industry.

“Several came in and were regularised and there were others who did not do so. We then called them in and worked out an arrangement based on their financial position and we had a very clear understanding, that they will try to clear the backlog and then we will regularise them by issuing them licences,” he said.

He said the deal entailed that the broadcasters would pay 50 per cent of their arrears by February 25, 2018 and the balance would be dealt with over a six-to-ninemonth period.

The GNBA chair added that the same arrangement was given to those broad-

casters who were previously licensed and are now in arrears.

“We will now give those broadcasters up to the end of March 2018 to pay their 50 per cent and enter into a contractual relationship with GNBA for the payment of the

backlog …. I am not going to mention these broadcasters as yet, since we plan to strike them off the register of broadcasters. Whether they were previous broadcasters or not, if they don’t honour their obligations, they will not be issued with licences for 2018,” Sobers said.

He said the first quarter of 2018 will not pass without the regularisation of the broadcast industry while noting that illegal operators will be identified.

According to the Broadcast (Amendment) Act of 2017, defaulters could be fined $2M and be imprisoned for one year. It also provides for the seizure of equipment relative to the television and radio broadcasters.

FIFTY-SIX-YEAR-OLD Bheem Evans, called ‘Gum’, who was initially indicted for attempted murder but pleaded guilty to the lesser count of felonious wounding, was handed a four-year sentence by Justice Sandil Kissoon.

State Prosecutrix Tuanna Hardy revealed that on December 27, 2016 at Blackwall Street, Number 11 Village, West Coast Berbice, the victim, Prince Ramoo also called `Damien’, and Evans’s son, Sean Paul, had an argument and a ‘scramble’ but afterwards had agreed that they did not want any problems.

However, shortly afterwards Evans rushed to Ramoo and stabbed him in his neck, right side chest, behind his ears, and on his left thumb.

Evans was subdued by the younger man, who was assist-

ed by another to take away the weapon. After Evans was released he left but returned with a cutlass. Upon seeing this, Ramoo rushed to a nearby neighbour where he hid until his uncle left the area.

Ramoo was taken to the Fort Wellington Hospital and later the New Amsterdam Hospital where he was admitted as a patient.

During October last year, Evans faced a similar charge for wounding Anil Kalamadeen from which the current indictment arose.

On that occasion, following the closure of the prosecution’s case, he ‘threw in the towel’ and pleaded guilty to the second count of wounding with intent before Justice Jo Ann Barlow. He was sentenced to 10 years imprisonment for that offence.

New Zealand confident depth can cover for Williamson K

ane Williamson's summer of niggles continues.

A hamstring strain has left him doubtful for the second ODI against England, the latest ailment for the New Zealand captain in a hectic season but one that coach Mike Hesson insisted was not part of any longerterm issues.

Even though Williamson is below his best form - he laboured for 8 off 23 balls in Hamilton having made just one score of note in the T20 tri-series given his importance to New Zealand, there is a sharp intake of breath whenever a problem is reported.

However, inside the team there is confidence that they can overcome the loss of the captain should he not be available on Wednesday. Mark Chapman, the left-hander who made his New Zealand debut in the T20 tri-series, would earn his first ODI cap for them he played twice for Hong Kong, scoring a century on debut against the UAE in 2015 - while Tim Southee would take the captaincy having previously led New Zealand twice this season in T20s against West Indies and Pakistan, winning both.

When Williamson was rested from a brace of ODIs against West Indies earlier in the summer Tom Latham took over the captaincy after he led the team in Ireland last year. However, Southee was also rested for the West Indies matches and now he is back in the side

Latham has since moved down to No. 5 and taken the keeping gloves to give balance to the side. He helped revive New Zealand's chase in Hamilton with 79, his second-highest ODI score at home, and said the new role was still something he was adjusting to.
