Those persons who sought to hide the bulk of their money offshore in a bid to evade tax payments will now be unable to do so as the agreement allows for the flow of information to the United States' Internal Revenue Service (IRS).

The signing of the Foreign Account Tax Compliance Act (FATCA) presents the platform for reporting matters with respect to certain accounts held by US citizens and foreign entities in which US persons have ownership.

US Ambassador to Guyana Perry FIolloway during the signing ceremony held at the Ministry of Finance said that, "Today's signing is a significant step in our countries' efforts to work collaboratively to combat offshore tax evasion, an objective that mutually benefits our two countries."

The Finance Minister Winston Jordan, was keen that information exchange could potentially increase transparency, cooperation and accountability among financial institutions, while encouraging taxpayers to

voluntarily disclose all relevant information to tax authorities.

Fie said that the venture will not only aid in combating tax evasion in the US, but also in Guyana. Fie said the country will have to fulfill requirements that include a number of measures to improve and strengthen local legislative and institutional arrangements.

It will also include the passage of an amendment to Section 63 of the Financial Institutions Act, he pointed out. This will designate the Guyana Revenue Authority (GRA) as the competent Authority on behalf of the Government of Guyana in the exchange and facilitation of tax information to the US. The GRA will be provided with customer information on those reportable accounts.

Jordan said that, "The sharing of information across countries is important for the enforcement of domestic tax laws."

He added that by working together to increase transparency, "Guyana and the US

will be able to detect and deter abuse of the tax system in both countries."

It will therefore enable better accountability within the global financial sector. The implementation of FATCA, Jordan continued, is an aspect of Guyana's recent efforts to strengthen the regulation within the financial sector. A national risk assessment was undertaken the minister said. It allowed for a proactive approach against moneylaundering and the financing of terrorism and will provide space for the country to assess its level of compliance with the recommendations of the inter-governmental Financial Action Task Force (FATCA).

Jordan said, "Improving financial regulation and cooperation with international regulators has therefore become an urgent priority in recent years, as the loss of correspondent banking relationships, due to de-risking, has put pressure on financial institutions in Guyana and the rest of the Caribbean region."

The Finance Minister described the US/Guyana signing as "significant and historic." He noted that it is a new partnership in the fight against money- laundering and the financing of terrorism.

For years there have been numerous complaints about the slow delivery of services by the GRO. Felix assured that the government is working towards the delivery of better service to citizens. Earlier this year it was reported that Guyana is to benefit from technical assistance to modernize its visas regime and remittances scheme, under the African Caribbean and Pacific (ACP) - European Union (EU) Migration Action plan.

Minister Felix said that the Ministry of Citizenship will re-engage the International Organisation for Migration (IOM) to recommence the entire project. He explained that there were some difficulties with private contractors who were sourced

by IOM. "Something went out of line of our expectations, so that project seems hazy somewhere along the line. I have asked IOM for us to re-engage and they have promised some action in that regard," Felix said.

The Minister of Citizenship is adamant that his ministry is working to ensure a smoother process in providing service in the relevant areas. This was noted includes better service to Guyanese locally and abroad.

Working now to address the many aspects outlined in this article will assist the Ministry of Sport to lobby for the allocation of adequate funds in next year's National Budget to assist in their implementation. 1 sincerely hope that our friends and compatriots in the Diaspora will take note of these requirements and be encouraged to organize support for the many areas of sports development in which they could assist Guyana's youth.

It would be hard to Imagine that there is someone out there who does not like good service. Who does not enjoy going to an institution and receiving a service that is so good, that it just makes you want to cry? What is even better, is returning to that same location time after time, and receiving that same tear-inducing service.

Having good standards is not just a one off occurrence, but a culture, the continuous provision of quality. It was only recently, on World Standards Day, that the local office sought to instill this on citizens, particularly business owners and some of those who have constant contact with the public.

The Guyana National Bureau of Standards (GNBS) hosted a business symposium on October 13, to observe World Standards Day 2016. The day was observed under the theme,' Standards build trust.' The organizers based the meeting mainly on educating new and small businesses about having good standards in their delivery of services. Having good standards was also showcased as an enahler of successful business operations.

GNBS's Executive Director, Candelle Walcott Bostwick, said that all businesses must be aware of the services the agency provides, since the company wants to "spread the word of standardization across Guyana."

The standardisation process is the development of relevant national and regional standards through various technical committees, which comprise experts from various sectors. In order to participate in the i \

standards development process, manufacturers and service providers were asked to submit proposals development, revisions and amendments of a regional or national standardization, participate in technical committees and attend public consultations.

National Standards Council Representative, Leonard Craig, explained that having standards in place, ensures that a consumer is indeed purchasing an item of quality.

"When we talk about things being standardized, you are certain you are getting something that fits a certain standard. It might be a size, it might be a shape; for example imagine if CDs and DVDs did not conform to a standard, which DVD player would you buy?" he said.

Guyana is however coming to a stage where standardization will have to play a more vital role, as the country begins to make an official step on the world stage. Already there are sprinkles of foreigners that could be seen in the country on a daily basis.

The oil is already drawing people to the country, although we are still several years away from the commencement of commercial drilling.

There are those who will be coming for business and work, and there are others

that will come to experience this new money country sitting on the edge of the continent, and being the only English speaking country in South America. The production of oil, several million barrels costing more than US$70 billion to be exact; this alone will bring people to the country as Guyana will now be displayed on the world stage having some of the finest quality material.

But is Guyana ready for this influx.

Are we ready to cater to the mega wealthy, should they drop in on us? These people are accustom to nothing but the best, and the service in the country should be the same.

For one thing, quality remains a major concern, and if Guyana is to sprout it is a matter that our leaders will have to deal with forthwith. Some service companies in the country do not offer the kind of service that one would expect from a company in a developing country, the management of these companies need to prepare their staff, by having them attend seminars that would prepare them for the influx of visitors that is expected in the country in the very near future.

These are just a few scenarios but there are many others that have to he addressed before the oil rush starts to attract visitors and businesspersons to Guyana. Raising the standard of service is critical to Guyana's improvement. We need to adopt the new culture of professional and courteous service. For years the quality of service has deteriorated, which made the relevant authorities unable to function effectively, this has to be remedied.

This new culture of courteous and professional service however requires new blood. Guyanese abroad are aware of what it takes, living in first world countries and having been in contact with various forms of service. Guyana is therefore open for training in a higher quality of service; a spin off necessary for a rising economy. Gold is expected to make the 600,000 ounce marker this year, lithium was found, major sectors such as sugar is in for diversification among many other great occurrences. Guyana is certainly due for a standard upgrade.

Breast Cancer Awareness Month!

DERIVATION OF THE WORD Hippocrates (460-370 BCE), the outstanding Greek physician is said to have been the first to use the word meaning in English "cancer." He used the terms "carcinos" and "carcinoma" to describe two types of cancer.

WHAT IS CANCER? The basic building blocks of our bodies are called cells and the human body is composed of millions of cells. Some of their functions include, giving the body structure, taking in nutrients from food and converting them into energy. Normal cells divide in an orderly manner. Cancer is when the cells grow out of control.

Most cancers form a lump called a growth or a tumor. Lumps that are not cancerous (not spreading to other parts of the body) are referred to as benign. In many cases, they can be removed and, once removed, do not return. Lumps that "invade" other tissues and spread to other parts of the body are called malignant. These are cancerous.

Not all cancers form lumps. There are some cancers, like leukemia (cancer of the blood) and inflammatory breast cancer, that don't form tumors. They grow in the blood cells or other cells of the body.

Growing up as a boy in British Guiana, I only knew of stomach cancer.

can count. The truth is, cancer can be found anywhere in the human body. The more commonly affected parts of the body are the skin, lung, prostate, breast, colorectal, renal, bladder, blood, and pancreatic.

SOME CAUSES OF CANCER There is no common cause for all cancers. According to the America Cancer Society (World Cancer Report 2014. World Health), tobacco use is the cause of about 22% of cancer deaths. Another 10% is due to obesity, poor diet, lack of physical activity and drinking alcohol.

I am not a physician, but my commonsense notion is that one's diet far outweighs the others as cause for cancer. Many Americans eat too much processed meats, which lead to colorectal cancer. Food additives, used to prolong shelf life and storage, enhance colour and flavour, are risks for cancer. In many countries (Canada and Europe) some of the additives used in the USA are banned.

BREAST CANCER Breast cancer occurs in men and women. In point of fact, one of the earlier male victims of this dreaded cancer was famous actor Richard Rowntree (Shaft).

Recognisable symptoms of breast cancer include a lump or mass in the breast tissue and discharging liquid from the nipples.

While many women go to their doctor after finding a lump, they should also be aware of any other changes to the breast or nipple.

PROSTATE The prostate is a gland in the male reproductive system, in most mammals, including man. All men have a prostate gland.

It is a small, walnut-sized structure that makes up part of a man's reproductive system and wraps around the urethra (a tube that connects the urinary bladder to the urinary meatus for the removal of fluids from the body) .Prostate cancer starts in the Prostate gland.

Early detection and follow up treat-

ment is crucial in fighting prostate cancer.

Most men are so macho that they do not visit the doctor until the cancer has gone too far. Some of my friends died of prostate cancer, because they were in denial for many years.

COLORECTAL CANCER Colorectal cancer (also known as colon cancer, rectal cancer, or bowel cancer) is the development of cancer in the colon or rectum. Some of the symptoms of this disease include: worsening constipation, blood in the stool,), loss of appetite, loss of weight and nausea or vomiting in someone over 50 years old.

PANCREATIC CANCER As its name suggests, pancreatic cancer is cancer of the pancreas. The pancreas is located in the abdomen, neighbouring the gall bladder and the stomach. It is located in the centre of the abdomen and is closest to and touches the small intestine, the stomach and the spleen. Its two main functions are helping digest the food we eat and regulating blood sugar levels.

Some of the symptoms of pancreatic cancer include: Jaundice, Pain in the upper or middle abdomen and back, Weight loss for unknown reasons. Continued loss of appetite and a sudden change in blood sugar levels in previously controlled diabetes.

CONCLUSION Many of the symptom described overlap. Therefore, instead of playing doctor, go to the real one. when any of these appear.

Your doctor is the best person to make a diagnosis. Even if you are fairly healthy, doctor visits are vital. Remember the old saying: "An ounce of prevention is better than a pound of cure."

Debate WEDNESDAY night's debate between presidential candidates Hillary Clinton and Donald Trump was the last in this year's election.

A debate that was touted to be the most contentious was watched all over the world with an admixture of expectation and trepidation. This is the first of the three presidential debates in which moderator Chris Wallace of the conservative media outlet Fox News, won the accolades of fellow journalists across the ideological and political divides for asking both candidates tough questions, being able to control the debate and the audience in attendance. One of the things that stood out in this campaign is how personal it has become. Where it is customary to see the candidates greeting each other and shaking hands, before and after debates, this debate saw none of this.

To Trump's credit, earlier he demonstrated some degree of restraint, presented the impression of preparedness and being into the event, though there may be different interpretations to him sipping water several times. There is no denying Clinton is a very skilled and consummate debater, which the polls confirmed for all three debates. Clinton has mastered the art of getting under Tramp's skin and having him acting out of character or some will say consistent with his character. An incident that will reverberate negatively is him calling Clinton "a nasty woman" in response to her baiting him by saying he may try to get out from paying social security.

That having been said, there are interest groups who felt the candidates failed to address important issues such as climate change. Both to varying degrees have represented their policy positions and though the debate was somewhat contentious, thankfully it was not a repeat of the previous. The election is not only unique, given who are on the tickets; the first woman of a major party and a billionaire businessman turned politician- but the

According to the MPI. the recently updated Study of Guyana's Power Generation System Expansion identifies the role for up to 26MW of wind energy generation capacity from the year 2017; and as part of its policy framework for renewable energy, it is currently in the process of updating the 1994 National Energy Policy, under a Policy Steering Committee, to provide the framework and strategy to guide the transition of Guyana to an economy that is energy-efficient. low-carbon, cost-effective, has indigenous renewable energy resources. and provides for increased energy security.

"Also within this framework, interest in renewable energy development will be specially guided and supported, while a draft of the updated National Energy Policy will be available by the end of 2016. when the policy will be finalised within the second half of 2017 by way of a consultative process with stakeholders." an MPI statement said.

Grand Bahama Tourism liidustr)fbeji ns rehuilding after Hmricane Matthew Tourism stakeholders optimistic as work on hotels, resorts and tours underway — Although Grand Bahama was among those islands hardest hit during the passage of Hurricane Matthew last week, the tourism industry on the island is moving quickly to rebuild itself in an effort to offer something better than ever.

Tourism officials began this effort with a sound assessment of the island's hotel properties, beaches and other tourist attractions. Bahamas Minister of Tourism Obie Wilchcombe is in Grand Bahama where the assessment is still ongoing.

"We have to be honest about Grand Bahama because that's the only way we can move forward. Tourism on the island has come to a grinding halt. Hotels, restaurants and tour operators have all been affected by Hurricane Matthew, but there is hope and Grand Bahamians are resilient. Everywhere you go on this island people are working. People are working on their homes; people are working at the hotels to fix those properties. Grand Bahama will rise again, better and stronger," Wilchcombe said.

"We are still assessing the full extent of the damage and will know better later this week or early next week when Grand Bahama will be fully open for business. We have an incredible team here in Grand Bahama. The tourism team is already back to work and focusing on rebuilding the industry despite dealing with their own personal tragedies.

Bahamas Ministry of Tourism (BMOT) Director for Grand Bahama Betty Bethel said there is a feeling of "optimism" on the island among tourism stakeholders who are hoping to open their resorts and businesses during the "winter

season "We are looking at the positives here. This is indeed an opportunity for Grand Bahama to freshen up its tourism product and to create some new product. The relaunch will reflect, I think, a different attitude, a different perspective in terms of tourism on Grand Bahama. We are now focusing on reinventing ourselves."

"After speaking with several of our partners they are very optimistic that with the restoration of power and water we actually can have a product within two months," Bethel said.

Many of the resorts on the island have communicated to tourism stakeholders that they expect to open either in November or December.

Based on initial damage assessments, Viva Wyndham Fortuna said it expects to open on November 14.

Castaways, which had roof damage resulting in 32 rooms being out of order, remains open.

The hotel has water, wifi and limited electricity.

Pelican Bay had minor roof damage to its conference center, which is currently being repaired. The property is taking corporate business and restoration teams only and is not open to leisure guests. Its restaurant, Sabor, is also open.

Work on Memories Resort is expected to begin soon and the company said in a statement released on Tuesday it is expected to open on December 10. Until then the 500 staff members will undergo extensive customer service retraining ahead of its proposed opening date.

The Grand Lucayan, which includes the Lighthouse Pointe and Breakers Cay, had water damage and roof damage. Lighthouse Pointe is expected to open November 7.

I recall leading a strategic visioning session many years ago for a company which was ruing its inability to inspire rapid growth. It took the seven-member management team, which was for the first time attempting to develop a mission statement for the company, almost an entire day to conclude the exercise. At the end of the day, two members of the team resigned because, in the absence of a mission statement (a beacon to guide them forward), it was clear that they were going against the flow of the majority of the team. RIO DE JANEIRO - The powerful former Speaker of Brazil's Lower House who spearheaded the ouster of President Dilma Rousseff was arrested Wednesday as part of a sprawling graft probe involving state oil giant Petrobras.

Eduardo Cunha, who until recently was a key ally of new President Michel Temer, is accused of corruption, money laundering and tax evasion related to an oilfield purchase that Petrobras made in 2011 in the West African nation of Benin.

Prosecutors said in a statement that they requested Cunha's detention on the grounds that he represented a threat to the integrity of the investigation and was a flight risk. They also asked for bank accounts he holds totalling around $60M to be frozen.

Cunha was arrested in the capital, Brasilia, and was then put on a plane to the southern city of Curitiba, where Judge Sergio Moro is presiding over many of the Petrobras cases.

The ex-Speaker faces multiple ongoing investigations and has been accused of accepting millions of dollars in bribes for himself and other politicians.

Analysts have said that if Cunha cooperates with prosecutors, he could potentially bring down others in the Petrobras case and create more headaches for the government.

Following the arrest, Temer's office said the President had cut short a trip to Japan and was expected to be back in Brasilia on Friday.

Cunha initiated impeachment proceedings against Rousseff in December when he was Speaker of the Chamber of Deputies. That led to a Senate vote to remove her from office in August.

According to the company sugar losses across the industry resulting from the one day strike alone was approximately 202 tonnes.

This was due primarily to the staling of canes.

However, sugar loss due to total opportunity time, is approximately 1.500 tonnes.

Meanwhile, the corporation said it is disappointed that GAWU is not putting the business first and is not providing the leadership required to encourage the employees to fulfil their roles and responsibilities to the corporation so that they can obtain the full benefits of this second crop in terms of increased incentives and other benefits.

On Wednesday GAWU and the corporation met on the issue of wages, salaries and fringe benefits for 2016.

In a statement GuySuCo said at an earlier meeting held on September 19. 2016 it made a comprehensive financial, production and marketing presentation on the prospects of the corporation to the union.

Additionally, there was a meeting with the Corporation Executives and all three Unions on September 29. 2016 where the Corporation's financial and production forecasts up to the year 2025 was presented and discussed.

The union was informed at those meetings that the Corporation had made a loss of over G$16 Billion in 2015; and that the projected loss for 2016 and 2017 would be almost G$13 Billion and more than G$12 Billion respectively. And in order to cushion the impact of those losses, the Government had provided a subsidy to the tune of G$12 Billion in 2015 and G$9

Billion in 2016. However, the Corporation is seeking an additional G$3.5 Billion in order to sustain its operations to the end of this year. The Union was also advised that in 2017. the Corporation would require a further subsidy of more than G$18 Billion against a backdrop of lower production. reduced market prices, resulting in lower revenue.

However the union's response was that the intention of the Union was no business of GuySuCo. "The Corporation finds this attitude hardly one for fostering better relationship between the parties. The corporation is in the middle of the second crop which has been affected negatively by the prolonged dry weather in the first crop. It aims to take full opportunity of the good weather in this crop.

By Neil Marks Guyana's beef industry has its roots in the 1800s and when demand started to grow, the great Rupununi cattle trail was created.

In what reads as a great epic tale, vaqueros would drive hundreds of heads of cattle from ranches in the Rupununi all the way to Tacama in the Berbice River (the home of the Army's jungle training base). From there, the animals were loaded onto barges and sailed to the Rosignol train station for transport to the capital Georgetown and other locations, all covering over 400 miles.

You'd think that by now, the country would have figured a way to satisfy all its demand for beef and be exporting to the bountiful market available just in the Caribbean, but that's not the case.

The Marriott Hotel in Georgetown gets its choice cuts of steak from the U.S. and Rossignol Butchery in the capital has to even import cow heel to satisfy the demand of customers.

Foreigners working in Guyana, including those attached to mining companies,0 also import some of their meat.

over 400 cows and calves, has been in operation for the past 17 years and bit by bit, he is taking the advice of the Livestock Authority to improve his operation.

A major part of his operation is ensuring that his animals are fed right. To achieve that, he is investing in pasture grounds. Currently, he has 300 acres of Antelope grass under cultivation, while another 200 acres has natural grass species.

These two types of pastures utilise a rotational grazing system and allows sufficient time for regrowth so that the animals have optimum use of the grass species, explains Fenton Nickram, the National Coordinator for the Beef Sector.

To meet the constant demand for growing animals, in particular calves, Mr Ramsewack has resorted to harvesting the Antelope grass and chipping it using his grass chopper machine, so that there will be little wastage.

Once chipped, molasses is added to improve the energy level and improve palatability.

"It smells like chocolate," he said, looking into silage bins that have been set up at Sundarban farms.

Explaining the process, Nickram said the grass is cut into one inch pieces and then compressed into layers of about four inches thick after which the molasses is poured on each layer in order to exclude oxygen.

The farmer knows that he has much more work to do, but he is willing to follow the lead of the Livestock Authority to improve his operation.

"I want to reach a stage where we can move to export market, but I know I have to reach a certain standard and follow instructions."

This is stored and used, with molasses, to feed the animals during the very dry spells when there is not enough grass.

Mr Ramsewack knows too that cutting the grass at the right time is also important, because, if, for example, the Antelope grass is allowed to "flower" then it loses its protein content. All of this he would not have known were it not for the help of the Livestock Authority.

Further, for his breeding programme, Mr Ramsewack utilises the breeding bulls suggested by the Livestock Authority and this together with embryo transplant and artificial insemination leads to improvement in the genetics

LIVESTOCK AUTHORITY The beef industry is perhaps one of the oldest in the local livestock sector , and today the best estimate is that the number of heads is 200, 000-250, 000 heads.

The coast has always been known for beef and dairy cattle, whereas the Rupununi was mainly

After 6 to 8 weeks, the silage is ready for use. As needs be, this cured silage is given to animals whenever the farmer wants.

Apart from this, Mr Ramsewack utilises his Hay Bailor, and compacts rice straw into bails ranging from 25 pounds to one tonne.

This led to the formation of the Livestock Authority, which Mr Cumberbatch now heads.

He said that the programme brought in 33 live bulls and 25 were given to beef farmers along the coast. Later, females of the same breeds of males, namely the Brahman/Zebu, the Beef Master and the Brangus, were brought in.

Some of the bulls were kept by the Livestock Authority to be

used for semen collection at the Ebini lab, where live breeding is also done.

In addition, embryos and semen of the three breeds mentioned were also brought in.

LACK OF ABATTOIRS This was all done with the aim of improving the genetics of the beef cattle on the coast, Mr Cumberbatch stated. The overall intention was to allow Guyana to export beef, but other factors, such as the lack of certified slaughter facilities that meet international standards have not allowed that to happen.

Mr Cumberbatch said that Guyana lost the opportunity during the 2010-2013 period to construct modern abattoirs.

"We're again having discussions and hopefully if this other IDB programme we are trying to get comes through, there is a real possibility that we will get an abattoir," he stated.

However, he said that "there are a number of things that come along the way" that can cause Guyana not to have modern abattoirs, but he is hopeful.

"There is a real possibility that we will get it here on the coast as well as in the Rupununi - two pilot abattoirs - and it would certainly assist in ensuring that we can fulfill the dream of exporting," Mr Cumberbatch stated.

But even before reaching the export market, Mr Cumberbatch said that farmers should aim to meet local demands of the hospitality sector.

"The beef that is imported is at the top end of the market, choice pieces. That is what our farmers should be looking at initially."

He said that to achieve this, farmers would need to step up to the plate and engagement in modern technologies, ending the "open gate and chase" method of rearing cattle.

Currently, a farmer has to wait until about four years to get beef to the market, but with the right type of animal, proper feeding and better management of the animal overall, Mr Cumberbatch said that time could be reduced to two years.

The Livestock Authority sees it as easy good breeding animals, good management systems, and good grass and water.

With efforts like that of Mr Ramsewack and his Sundarban farm, Mr Cumberbatch is confident farmers can take care of total demands for beef in Guyana before moving on to the export market in the future.

Globally, the value of and uses for coconut is on the rise and this is no different in Guyana as the country's main non-traditional crop is being heavily marketed.

The rising potential of the industry has also resulted in the Ministry of Agriculture contributing over $5M to the Coconut Festival which was recently held at Charity.

Minister Holder urged those gathered to reclaim the title "Bread Basket of the Caribbean" while stressing that Guyana has started to and will persist in increasing agricultural production and exports.

And in this, he said, coconuts play an increasingly important role.

The parade and exhibition which forms part of the Coconut Festival was hosted by the Essequibo Chamber of Commerce at the Charity Market Square, ft saw many organisations, comprising mostly agro-processors and patrons participating.

Meanwhile, a statement from the Ministry of Agriculture said the New Guyana Marketing Corporation (New GMC) continues to collaborate with processors to further develop value-added products from coconuts, while strengthening the value chain for products to facilitate linkages that will increase market demand.

The Ministry of Agriculture was a prominent feature at the exhibition demonstrating the linkages of sister agencies to the coconut industry.

The Guyana Rice Development Board (GRDB) had on display the correlation between coconut products and dishes and rice while the National Drainage and Irrigation Authority (NDIA) provided information relative to proper and enhanced drainage and irrigation when cultivating coconuts.

Additionally, the Guyana School of Agriculture (GSA) displayed an array of products made from coconuts that were produced by the school while the New Guyana Marketing Corporation (New GMC). being the main facilitator of agro-processing in Guyana, sold a number of local coconut by-products.

Other activities for the Guyana Coconut Festival are slated for October 21 to 23 at the Arthur Chung Convention Centre.

Interestingly, when they try to avoid agents and certain deadlines have to be met, as a last resort they seek out agents, who are expected to work miracles to satisfy their immediate needs in a limited time frame.

It's the general belief that going thru an agent lowers the price. What people fail to understand is that not going that route, you can also be at great risk. When you acquire an agent one must remember that the agent is licensed by the State Department to perform in a capacity to help and not to harm. An agent must fulfill certain requirements to maintain the renewal of his/her license, such as physical examinations and updates whereby they are cognizant of up to date real estate procedures.

ADVANTAGES Although For Sale By Owner (FSBO) transactions represent a relatively small number of total home sales, the FSBO market can be appealing to both sellers hoping to pocket more of their sales profits, and to buyers hoping to buy a property below market value.

In theory, by cutting out the commission fee paid to a listing agent, FSBO transactions allow sellers to walk away with more money from the sale, while buyers may have more room to negotiate a lower price.

Nagamootoo says food security must not be sacrificed for oil wealth

By Shauna Jemmott PRIME Minister Moses Nagamootoo has said Guyana must not sacrifice food security for oil wealth, and he has urged farmers to remain in farming and embrace diversification.

At the opening of a World Food Day Exhibition and Fair at the Mahaicony Community Centre Ground on Sunday, the Prime Minister said that although Guyana's economy is expected to have a massive boost when the oil industry begins real work, if handled wisely, the agriculture sector

but deficient in food security; and now experiencing chaos and suffering from the steep drop in oil prices on the global market.

"Our neighbour to the west is a sad and tragic case in point, where there are daily scrambles and even mini-riots for food and even toilet paper... They're scrambling for food, but they are rich in oil," he said.

In order to avoid that plight, he said, more Guyanese should embrace agriculture, making it a full-time and not part-time job.

"We must put our available

Nagamootoo says diversification would ensure that Guyana remains competitive in the sector and again become the "trail blazers" in the Caribbean.

He has also appealed to farmers to explore agro-processing, even while Government seeks to transform the rice and sugar industries through investments from both foreign and local investors.

Facing the challenges of climate change, the world is seeking ways in which sustainable agriculture can be explored in order to boost food security, he said.

The theme for the United Nations World Food Day this year is "Climate is changing, food and agriculture must too"; and Prime Minister Nagamootoo has said that in order to honour the desire for change, Guyanese must "diversify w ithin the agricultural sector", in order to ensure food security.

"Oil wealth is good and welcome, but we must not sacrifice food security for oil wealth. There are countries today that are rich in oil but are importers of food and also water," he told the large gathering.

Praising the efforts of some entrepreneurs, he said that in recent times Guyana's farming community has shown great pride in what it has produced, with labels such as "Grown in Guyana" now giving way to "Made in Guyana", with sale and export of coffee, wines, packaged fruits and spices.

passports THE passports used by convicted drug trafficker Barry Dataram and his reputed wife, Anjanie Boodnarine, were not issued by the immigration authorities but belonged to two men who lost their travel documents recently, acting Crime Chief Hugh Jessamy told the Guyana Chronicle.

The drug lord and his reputed wife had left the country with Guyana passports issued under different names. Dataram used passport-R0376916 under the name "David Persaud." which stated that it was issued on April 15. 2013. while Boodnarine's passport-R0341097-under the name "Christine Persaud "stated it was issued on January 15. 2016.

The bio-data pages of both passports were tampered with, along with false immigration stamps.

Reports reveal that one of the passports was stolen from a vehicle that was broken into while parked adjacent to the Kingston seawall. The owner, a Grove. East Bank Demerara resident had made a report to the police station that the passport was stolen. This was recorded by the police in a statement which corroborated his story when interviewed by detectives. However, the second owner of the passport who hails from Leguan. gave conflicting reports and explanations of why the passport was not in his possession. Police investigations are ongoing Dataram. a self-confessed drug lord, was on September 27 found guilty

Dataram was sentenced to 60 months imprisonment and fined one hundred and sixty-four million, two hundred and sixty- eight dollars (Gy$ 164.268.000).

On Tuesday. Dataram was sentenced to 12 months in jail for the forgery offence; 12 months for not presenting himself to an immigration officer and two years for attempting to defeat the administration of the law by leaving the country during his cocaine trial. The sentences will run consecutively, meaning that in addition to his current five years imprisonment for drug-trafficking. Dataram will spend an additional four years in jail.

Meanwhile, the charges read to the duo separately alleged that between September 20 and October 15. 2016. Dataram and his spouse attempted to default the administration of law to avoid the consequences of the matter they had before the court.

It is further alleged that between April 15. 2013 to October 15. 2016. at Camp Street. Georgetown, with intent to commit a felony, he conspired with others to forge one passport in favour of himself, purportedly showing same to be issued by the Central Immigration and Pass-

port Office. The duo was also charged with illegal departure, which stated that on September 20. at Springlands. they departed Guyana without presenting themselves to an Immigration Office. Boodnarine was also charged with forgery of a Guyana passport.

The Ministry of Citizenship on Saturday announced that it was launching an investigation to determine the circumstances under which Dataram and Boodnarine were issued fake passports. According to a release from the Ministry of the Presidency, subject Minister Winston Felix said those found culpable will face the harshest possible action. Dataram and Boodnarine were arrested in Suriname on Friday and handed over to Guyanese authorities.

By Ariana Gordon THE Governments of Guyana and the United States of America have signed the Foreign Account Tax Compliance Act (FACTA), an agreement to fight offshore tax evasion.

The signing took place on Monday at the Ministry of Finance on Main Street.

Georgetown. Describing the signing as "significant and historic". Finance Minister Winston Jordan said the agreement represents the end of a long-travelled road and the beginning of a new phase in Guyana-US cooperation in tax and anti-money laundering matters.

Enacted in 2010 by the US Congress. FACTA is designed to prevent tax fraud and evasion by US taxpayers using offshore banking facilities. It creates a new regime of automatic tax information-sharing between financial institutions. and requests foreign international institutions to identity and report information about accounts held

by US taxpayers in their

jurisdictions.

FACTA also forms part of a global movement towards the automatic exchange of information on non-resident financial bank account data among tax authorities. The automatic exchange of information has the potential to increase transparency, cooperation and accountability among financial institutions, said Jordan; who also noted that it encourages taxpayers to voluntarily disclose all relevant information to tax authorities.

"Guyana chose to be involved in this important venture not only because it will help to reduce tax evasion in the US. but also in Guyana." the Finance Minister stated, while adding that to fulfill the potential of FACTA as an important weapon in the light against tax evasion and avoidance.

Guyana is required to undertake several measures, which include the improving and strengthening of legislative arrangements.

He cited as an example.

Guyana's amendment of the

Financial Institutions Act. Cap 85:03 Laws of Guyana, to designate the Guyana Revenue Authority (GRA) as the competent authority to act on behalf of the Government of Guyana.

"This will allow for the financial institutions to provide the GRA with customer information on reportable accounts. The sharing of information across countries is important for the enforcement of domestic tax laws. By working together to increase transparency, both Guyana and the US would be able to detect and deter abuse of the tax system in both countries. It will enable greater accountability within the global financial sector." he said.

POSITIVE STEP Minister Jordan declared that the signing of the FACTA agreement represents another step in the countries' cooperation with each other to combat money laundering and tax evasion and avoidance.

He said. too. that improving financial regulations and

cooperation with international regulators has become an urgent priority, as the loss of correspondent banking relationships due to de-risking has put much pressure on financial institutions in Guyana and the Caribbean region.

"Healthy correspondent banking relationships are essential because they facilitate trade, foster economic growth, (and) create avenues for growing businesses and providing access to financial services." he stressed.

The effects of de-risking are already being felt by many countries within the Caribbean, and the Finance Minister believes if de-risking is allowed to continue, all Caribbean states can expect some level of economic instability. financial exclusion, and ultimately economic collapse.

"The implementation of FACTA. therefore, is only one aspect of Guyana's recent efforts to strengthen the regulation of its financial sector. This year. Guyana undertook a national

We will therefore require technical and other assistance if these regulations are to be implemented in a timely and efficient manner." said Minister Jordan to US Ambassador Perry Holloway.

In brief remarks. Ambassador Holloway said the US and Guyana have been working on the FACTA agreement for just over two years, and the signing represents formalising of what has been occurring all along.

"This gives us a nice formal framework to ensure we are compliant. We welcome Guyana's commitments to intensifying their cooperation to improve international tax compliance. Today's signing makes a significant step forward in our countries' (working) collaboratively to combat offshore tax evasion, an objective that mutually benefits our two countries." said the US Ambassador.

He explained that FACTA introduces reporting requirements for foreign institutions with respect to certain accounts held by US citizens and certain foreign entities to which US persons have substantial ownership interests.

"Access to information from other countries is critically important to the

full and fair enforcement of domestic tax laws. Information exchange is a top priority for the US." he added, while noting that the US has been a leader for creating new international standards for greater transparency.

"Today, this signing of this FACTA agreement here with Guyana signals our joint commitment to building a stronger, more stable and accountable global financial system." he said.

Ambassador Holloway said collaboration between the two countries to detect, deter, and discourage offshore tax abuses and increase transparency and enhanced reporting should serve as another example of the deep ties that bind Guyana and the US. GRA Commissioner General Godfrey Statia reiterated that Guyana and the US have been working together over the years. However. he noted that Guyana has. for a long time, been unable to receive information from the US because the correct procedure was not followed. According to the GRA boss. "You have to comply with the system." He said there must be compliance with the process.

In the past. Guyana would have sent requests to financial institutions directly, as opposed to sending requests to the Internal Revenue Service (IRS) of the United States of America.

"The IRS is responsible for money for the US Government. so all of our demands for information have to be forwarded to the IRS.... Prior to today, there was the incorrect procedure being used."

Statia said.

He said that when requests had been made to the GRA. information was provided to the USA. He noted that since taking office at the Guyana Revenue Authority, information was requested, and same has been provided.

"It is a question of asking for the information; I have asked for the information and I have gotten," said Statia.

By Ariana Gordon THE Government of Guyana has paid more than $40M to the Demerara Distillers Limited (DDL) to acquire that company's shares in the Berbice Bridge Company Incorporated (BBCI).

Finance Minister Winston Jordan told reporters at a press conference on Monday that Government "bought the DDL shares for forty-something millions dollars...less than they were asking for".

DDL had been asking for $45M. but through negotiations. the two parties settled on a price below that.

Through the purchase of DDL's shares. Government is now the largest shareholder of the BBCI. given that the National Insurance Scheme has purchased the National Industrial and Commercial Investment Limited's (NICIL) shares.

The minister did not state specifically how much money the Government has paid

GOVERNMENT has approved a proposal by the Labour Tripartite Committee to increase the minimum wage in the private sector from $35,000 to just over $44,000.

This decision was taken when Cabinet met on Tuesday. a senior government official has confirmed. General Secretary of the Guyana Trades Union Congress.

Workers of the Chinese company will receive a 6.5% increase on their salaries.

The workers last week were given a retroactive payment and started to receive their tax-free overtime pay and some clothes vendors while food vendors claimed that business boomed over the weekend.

Speaking with the Guyana Chronicle on Wednesday. several vendors posited that things should get better now as money will be circulating in the town. With close to 600 Lindeners being in its employ. Bosai holds the largest employment population in the mining town.

Most of these are men and the breadwinners for their families. According to one junior employee at Bosai. the 6.5% increase along with the tax-free overtime pay will see about $7. 000 added to his salary every week.

During a visit to the farm on October 18. specialist Ray DeWandel told the Government Information Agency (GINA) that the farm sells about 5.000 pounds of farm-raised Tambaki on the local market and is preparing to make its first shipment of 22.000 pounds of filleted Tambaki to the United States of America at a cost of U.S. $5 per pound.

By Ravin Singh AS Guyana continues to face threats to its territorial integrity by Venezuela, the English-speaking country is continuing in its efforts to inform the international community of the dangers of such a move by the once oil-rich country.

The latest body to be informed of Venezuela's aggression is the Organisation of Islamic Cooperation (OIC) during its Council of Foreign Ministers (CFM) meeting which commenced on Tuesday in Uzbekistan.

Presenting Guyana's case before the 57-member Islamic bloc was Minister of Foreign Affairs. Carl Greenidge. who asserted that Guyana strongly rejects all aggressive and illegal action

Underscoring the need for dialogue and negotiations to alleviate unresolved problems. the Foreign Minister pointed out that Guyana has always supported this approach. within the context of the preservation of sovereignty and its inextricable link with sustainable development.

"Guyana strongly rejects all aggressive and illegal actions which affect the sovereignty and territorial integrity of states, and more so those measures that involve the threat or use of force."

Over the last year, the neighbouring Spanish-speaking country has renewed claims to almost two-thirds of Guyana's territory despite

an 1899 Tribunal which granted the territory in favour of then British Guiana.

But in 1966. on the eve of Guyana's independence from Britain. Venezuela claimed the 1899 arbitral award was null and void.

That triggered the Geneva Agreement, which mandated the United Nations Secretary-General to dictate a mechanism to settle the controversy as provided for in Chapter VI of the Charter of the United Nations.

The then UN Secretary-General selected the Good Officers Process as one of the specific means available under the Charter.

However. President David Granger contended last year that after 25 years, the Good Officers process has been exhausted.

Guyana has since signalled its intention to pursue a juridical settlement.for which the country is awaiting an announcement.

President Granger has said that he remains hopeful that outgoing Secretary-General.

Ban Ki-moon will choose a course of action before he demits office later this year.

Guyana has been able to solicit the support of several regional and international bodies despite some of those countries having ties with Venezuela. And while Venezuela has been known to have strong ties with some of the states in the OIC. such as Iran and Syria. Guyana has been able to successfully present its case.

Foreign Minister of the dangers of Venezuela's aggression. even at a time when that country is experiencing economic turmoil.

"The danger Venezuela poses to the peace and security of our region arises, not only from its internal instability, but also from its external assault on Guyana's sovereignty and territorial integrity." Minister Greenidge said.

He went on to inform the august body that in keeping with the 1966 Geneva Agreement. Geneva stands ready to have the International Court of Justice determine the matter with finality.

However, despite Venezuela agreeing in 1966 that the United Nations' Secretary-General shall determine the means of settlement of

this matter, including determination by judicial settlement. that country continues to defy the Secretary- General's every effort to fulfil that commitment.

But on Guyana's part, the Foreign Minister noted that "as a peace-loving and democratic state." this country will continue to "unequivocally oppose acts of discrimination in all its forms." including those of xenophobia and Islamophobia. which can only result in disunity among the OIC brotherhood.

"From Guyana's perspective, terrorism constitutes that threat to peace and security both nationally and internationally and serves to undermine sustainable development," he said.

Boyce's wife Desiree explained that her husband was ill for a while and family members took him to the hospital for treatment but he was not admitted. However, his condition worsened and he was taken back to the hospital and this time was admitted but died the following morning.

Ninety-five percent of Americans have had premarital sex, but 36 percent believe pre-marital sex is morally wrong. Even if you allow that the five percent abstainers are all disapprovers, that still means nearly 1 in 3 Americans disapprove when others make the same sexual choices they do. But wait, the hypocrisy does not end here. The holier-than-thou, moralistic attitude America has to sex even those "Christian traditionalists" (remain a virgin, get married and then have sex) yearns for sexual experimentation as long as nobody knows.

Americans love judging other people, even when they act exactly like the people they're judging. That's what the commentators on CNN et al are doing in the wake of the Trump video scandal. These moralistic, righteous-sounding commentators, pundits and talking heads, behave as if they never heard the word "pussy" used to describe a woman's private parts. Maybe the raw "C-word" would jar them out of their hypocrisy? Or did they ever hear a man's sexual paraphernalia called "dick, prick, wood, shaft, pecker, snake etc.?" Maybe they were living under a rock or in a selfinduced haze of stupidity.

You can go to the American South, where abortion is so intertwined with religion and politics, that women flee these states to exercise a right protected by the US Constitution. Yet, in these abortion clinics, nurses can testify to the fact that clinic workers routinely feel that they, "good Christians, bless their hearts," feel they are more deserving of abortion services than "the sluts and loose women" sitting in waiting rooms. Herein lies the other side of American hypocrisy, when it comes to sex — over 90 percent of women have at some point in their sexual lives used contraception, but 38 percent of women want to kill Planned Parenthood and 46 percent of men want to cut contraception subsidies — even though they personally benefit from this.

Moreover, married people and older people are even more enthusiastic about cutting off contraception funding and murdering Planned Parenthood, thus demonstrating that as long as it's someone not like them, someone preferably Black or Hispanic, single and young, they're first in line to throw stones. Today, prevailing attitudes toward adolescent sexuality reveal the huge gulf between American generosity toward ourselves versus hostility toward others. The typical trajectory for an average American is to have sex as a

teenager, turn out just fine, get a little older, and then suddenly get very concerned about teenagers having sex.

The mainstream media is awash in hysterical stories about teen sexuality, even though young people are having sex later in life than previous generations and teen pregnancy has been on the decline starting in the 1950s. Also, long-held sexual taboos like oral sex, something pushed by religious zealotry that railed against "improper sexual behavior" and in some places punishable by death, is a major plank in American sexual responsibility, especially among the youth. They are using ways to enjoy sex without the risk of unwanted pregnancies.

But "older Americans" and the enablers in the mainstream media have rejected the fact that this new generation is smarter and more liberal when it comes to sex. So what do they do? They fall back on well-worn and tested hypocrisies. They have launched attacks against youth sexuality by demeaning it and floating what they call the "hook-up culture" as if this is a new-fangled modem youth idea. Never mind that so-called "common law marriage" of the 1950s was a "hook-up" with benefits.

So Donald Trump is a cad, hut his statements about female body parts are not

uncommon — it's reflex adolescent male worldview when hormones and testosterone rage uncontrollably in their blind, sex-craving bodies. For young men — and women — the biological urge to mate is a powerful one and male-mating language, many and oftentimes sexually objectifying of women, and utterly crude, is unfortunately normal. But it's not acceptable coming from a supposedly mature and more in control male. This is what makes Donald Trump's statements so difficult to accept.

Finally, while one out of three Americans may be a massive hypocrite when it comes to premarital sex, two in three have reconciled their experiences with their religious beliefs. Today, it's very hard to imagine that many Americans supported premarital sex 50 years ago, even as they were awash in teenage shotgun marriages, that resulted from their hypocrisy. So yes, let's excoriate Donald Trump for his stupidity, sexual fixations and female/ women shaming. Let's beat him over the head for the garbage that rushed forth from his buccal cavity. But let's also stop pretending that we're not guilty of similar behavior as men. Ah, the old primordial instincts and male mating rituals are alive and well in us men and don't let anyone tell you differently.

...but will continue other projects HA RAMA Company Limited has announced that it will not be seeking to renew or extend its Forest Concession Agreement with the Government of Guyana.

In a statement to the media. the company said its Concession Agreement expired on October 15 and since then government has been informed of that status.

"The company will also not be seeking the renewal of extension of the Investment Agreement that mainly relates to the Forest Concession which expired on Saturday.

However, the company said it will be continuing all of its other projects here inclusive of veneering, plywood manufacturing and sawmilling. "Barama very much regrets having to make

the decision to close our Forest Concession operations after having, over the past 25 years, invested approximately $45B in the development of Guyana's forestry industry." the statement added.

Representatives of the company approached government for the first time on September 2. 2015. with a proposal for both the renewal of the Investment and Forest Concession Agreements.

Since then, the company has been continuing discussions with government on the agreements. The company said too that earlier this year, by virtue of correspondence with government, it had advised that economic conditions influencing the company's continued investment in the country's forest industry were not encouraging.

"Barama has . as a consequence. now regrettably concluded that it is no longer viable for the company to continue its forestry operations." but looks fonvard to engaging government to explore the continuation of its other operations so as to sustain value-added and job-creation potential here as well as to determine a new Investment Agreement. The company thanked its shareholders for the support given to it over the years.

Meanwhile, last week.

Minister of Natural Resources. Raphael Trotman. told reporters at a press conference that Barama's contract is up for renewal and noted that the two sides have been meeting over the past 10 months to craft a new contract. He said a draft has been shared with

the company for its perusal, so that continued negotiations can continue and an agreement made by year-end.

In September. The Ministry of Natural Resources had refuted statements made by trade unionist Lincoln Lewis that Barama had laid off 70 workers as a result of the non-renewal of their contracts.

Additionally, the Ministry of Natural Resources said that at the request of Barama for its contract to be renewed with the government last year. Cabinet gave its 'no objection' to continuing the relationship with the logging company, but called for the establishment of a task force to examine the request.

"This task force was deemed necessary, given the rapacious activities of some

foreign companies operating in the forests of Guyana, and some not-so- positive observations that had been expressed about Barama in particular."

The task force comprised representatives of the Ministries of Business, Natural Resources, Public Infrastructure and Indigenous Peoples' Affairs, the Guyana Revenue Authority, the Guyana Forestry Commission and a legal consultant. The report of the task force was to be submitted to Cabinet for review and approval on September 30. It is unclear whether the report was submitted. Attempts to contact both Minister Trotman and Minister within the Ministry of Natural Resources, Simona Broomes, to comment on Barama's announcement proved futile.

The result took England's points tally in the ICC Women's Championship to 23, leaving them one win away from confirming their direct qualification in next year's Women's World Cup, a target they will look to achieve on the tour of Sri Lanka next month.

Hartley accounted for West Indies' senior batsmen in her haul, dismissing Deandra Dottin, Merissa Aguilleira, captain Stafanie Taylor and Shemaine Campbelle. Dottin fell in the 23rd over, bringing an end to a promising thirdwicket partnership of 37 with Taylor after West Indies got off to a slow start.

By Daniel Haynes FIVE of the nation's student athletes were honoured yesterday at a small presentation ceremony at the National Centre for Educational Resource Development (NCERD).

The student-athletes are all recipients of the Pele FC Alumni Scholarship Award, after being selected by the Ministry of Education.

The presentation ceremony was attended by officials of the Ministry of Education. parents of the students, headmistresses and members of the Pele FC Alumni in David 'Doggy' Chan. Patrick 'Labba' Barton. Dennis Carrington and Alumni president Robbie Rambarran.

The chairperson of the ceremony. Mrs Desiree Wiles-Ogle, opened the programme by thanking the Pele FC Alumni for the scholarships stating: "We cannot do education alone and this is one sure way we've seen cooperation. Each child mat-

At that point the stakeholders in Pele. led by Dennis Carrington. spoke to the audience. Carrington gave

a background of the programme focusing on how it started and how it is being ran.

"We will give them an advance of $15 000 each month and at the end of the month they will turn in to our liaison in Guyana. David Gomes, a progress report

on their grades or any community service programme they are involved in." said Carrington.

He also spoke directly to the student-athletes and head teachers by outlining his journey from Guyana to the United States via a scholarship to play football.

Also relating his story was Barton, who gave the students words of advice. "It's about application. Nothing is wrong with dreaming. Dreams turn into visions and you can't make it without visions, but you must answer the question: after sport, what?"

He was followed by Brian Smith of the National Sports Commission who spoke on behalf of the Director of Sport Christopher Jones. Smith thanked the alumni for their gesture and added that he wanted to see more of these gestures from the other sport disciplines.

He then turned his attention to the student-athletes giving them encouragement.

"To whom much is given. much is expected. You

have the task, the burden, and the responsibility to maintain this scholarship."

Smith said "Ensure you maintain a high standard, ensure you study, play hard and continue on the path you're going and I guarantee you the NSC is behind you."

Receiving scholarships were Isaiah Layne and Josiah King, both first form students at St Stanislaus College. Layne attended St Margaret's Primary and King the St Pius Primary.

Also on the scholarship list were Joshua Denny.

Reshana Bishop and Sara Matthias.

The scholarships are awarded to students who have written the National Grade Six Assessment and were awarded an 'A' List school after securing a score betiveen 475 and 500 marks..

The head teacher and club leader must endorse each applicant and finally the applicant must maintain a place on the school/ club team or national team.

By Michael DaSilva THE 'Angelo Dundee' of Guyana's boxing, Maurice 'Bizzy' Boyce, was laid to rest Tuesday, at the Le Repentir Cemetery after serving Guyana's boxing fraternity for more than 48 vears.

Boyce Boyce. who died two Saturdays ago. four days after celebrating his 73rd birth anniversary. was given a hero's send-off at the Cliff Anderson Sports Hall before his body was taken to its final resting place.
