Guyana Unity Movement Inc. (G.U.M.) hosted four events last weekend to celebrate Guyana's 51st Anniversary of Independence. These events consisted

of: a Unity Ball on Friday; a Unity Linkup Dance on Saturday; a Fundraising Rally on Sunday and a Mayoral Forum on Monday. The marquee event was the Unity Ball, which was attended by Guyanese and their friends from all parts of New York, New Jersey and Guyana. Representing the President of Guyana, Mr. David Granger, who was scheduled to attend but could not due to official business, were First Lady Mrs. Sandra Granger and Attorney General, Hon. Basil Williams.

At the opening event on Friday after Master of Ceremonies, G.U.M ."s 1st Vice President Ervin Washington welcomed the attendees and presented the dignitaries among whom were: First Lady Mrs. Sandra Granger; Attorney General, Hon. Basil Williams; Guyana's Consul General of New York, Mrs. Barbara Atherly; Senator of the 19th Senate District, Roxanne Persaud; Guyana's Minister of Social Protection and Government's Chief Whip, Hon. Amna Ally and Guyana's Minister of Health, Hon. Volda Lawrence, Mrs. Sherif Barker-Fraser, President of (G.U.M.) wel-

First Lady Mrs. Sandra Granger at Unity Ball corned the guests and dignitaries. She explained how the organization got started and reflected on the historical mobilization of Guyanese marching on Church Avenue after the present government was elected (in June of 2015), when over 15 thousand Guyanese marched in Unity and support.

She said the Unity Movement seeks to create a society of equality and inclusivity that through visionary leadership and wise stewardship the foundation of a just and cohesive society will exist. She further said the weekend of activities aligned with the vision of the organization to provide a mechanism through which Guyanese can voluntarily assist

their communities and people through programs and services culturally unique to their needs.

In her remarks, the First Lady

thanked the Unity Movement for hosting the weekend of events. She said that her pet project is a program for teenage unwed mothers. and thanked G .U .M. for pledging proceeds from the events to this project.

The Attorney General spoke of advances made to the legal system in the Government's short tenure. He recognized that drug trafficking and other crimes are problems in Guyana. However, serious efforts are underway to combat them.

A Proclamation was presented to the Unity Movement by the Westchester Board of Legislators.

Mr. Handel Andrews presented Mrs. Granger and the Attorney General with copies of his latest book. "A Roll Call Of Honour: A Look At The Lives of some of the Great Political Heroes of the Caribbean."

The "Unity Linkup and Dance" was held on Saturday, June 10th at Crystal Manor, 1460 Flatbush Avenue, Brooklyn, New York Everyone had an enjoyable

The 'Guyana Fun Day' was held on Sunday, June 11th at Thomas Jefferson High School Football Field. Attendees were entertained by DJ's Aubrey Wren and Chronicle Atlantic Symphony Steel Band.

Honored guests included the First Lady, Mrs. Sandra Granger, Attorney General, Basil Williams, Honorable David Patterson , Minister of Information, Mrs. B arbara Atherly, Guyana Consul General in New York, the Mayor of Rosehall. Mr. Vijay Ramoo, the Mayor of Bartica, Mr. Gifford Marshall and Council Member Jumaane Williams of Brooklyn's 45th district.

President of the Unity Movement, welcomed dignitaries and attendees.

Council Member Williams brought a message of unity and praised the event organizers for their vision to unite Guyanese.

The Consul General welcomed everyone, praised Mrs. Fraser for her foresight and wished the movement continued success.

The First Lady said that she was pleased to be among so many Guyanese and their friends.

She spoke about her unwed teenage mothers project, 'Young Mothers for Change' and her Youth Development

Project catering to youth from 2-6 in Buxton-Lusignan, who are not doing well in school.

Attorney General Basil Williams brought greetings from President Granger and explained that his absence was due to Government business in Brussels.

The final event was the Mayoral Forum, held at Restoration Temple, 4610 Church Avenue, Brooklyn on Monday June, 12. After an opening prayer by Bishop John Cummings, the forum in which Mayors of four Guyanese municipalities explained plans for their areas got underway. The Mayors were: Mayor Vijay Kumar Ramoo, Rosehall; Mayor Gifford Marshall, Bartica; Mayor Kirt Wynter, New Amsterdam and Mayor Carwyn Holland, Linden. There was a very lively and informative Q & A session.

The President of the Guyana Unity Movement said they were planning a series of future forums to keep Guyanese in the Diaspora informed, she even hinted that these forums might even involve Ministers of the Government, so that the Diaspora can have first-hand information and not only reported news (See pages 16 & 17 for a pictorial view of the weekend).

THE Guyana Defence Force (GDF) has recommended the prosecution of all registered dredge owners, whose equipment were seized by the Guyana Geology and Mines Commission (GGMC), during illegal mining at the Kaieteur National Park (KNP). The GDF has also recommended that their mining licenses be suspended.

At the same time, the GDF noted that it is "constitutionally obligated" to support the maintenance of law and order and. remains "resolute in its stance of supporting our nation's m,

A statement from the GDF on Wednesday noted, that it conducted a recent Joint Services Exercise.

OPERATION MIDAS, which revealed the extent of the environmental degradation plaguing the Park, due to wide spread illegal mining activities occurring within the boundaries of the protected area of the Park.

The operation unearthed

some 26 engines (dredges) among other pieces of mining equipment and environmental pollutants such as Mercury. Waste Oil and Silicone. which were being used indiscriminately by the illegal miners.

The GDF made it clear that frequent surveillance will continue over KNP and other such protected areas.

"The Guyana Defence Force wishes to make it pellucid that it is committed to supporting the efforts of the Protected Areas Commission (PAC) and the

Guyana Geology and Mines Commission (GGMC) in their efforts to purge the Kaieteur National Park (KNP) of illegal mining." the statement noted.

PAC TO ACT Meanwhile, a release from the Ministry of the Presidency noted that the Protected Areas Commission (PAC) is examining the recommendations made by the Joint Services team, which the Government of Guyana had deployed to the Park.

According to the release. Commissioner of the Protected Areas Commission (PAC). Denise Fraser said that the Commission will be upping its moni-

toring activities in the area and will work to establish a plan to ensure that the recommendations, which fall within its remit, are put into full effect. Following the conclusion of the operation. most of the ranks of the GDF. the Guyana Police Force and officers of GGMC have already left the area, with the remainder expected to be transported to the capital city by the end of tomorrow.

As a result of the operation, which included foot patrols and aerial surveillance throughout the Park, illegal mining activity has been brought to an end with equipment seized and mining camp areas secured. During the two-week operation, eight camps were discovered, six of which were active.

The situation has become a joke however, or a prank on logical right-minded thinking Guyanese to say to them that it is ok that the nation should continue to subsidize a sector that is failing miserably, so that the 17,000 or so workers could remain employed, whereas that same sum of money could be used to engage those workers in something that will worth much more to them like starting their own businesses or community enterprises.

The reduction is expected to go into effect by year end, and in the meantime a special purpose vehicle is being put together to structure the manner in which all of these plans put together by Government will be rolled out.

In the meantime, the sugar workers are still employed, but they are striking, losing money for the company that is already not making any. The workers are protesting, losing money for themselves also.

It was revealed that from 2001 to 2016, the Guyana Sugar Workers Union has led its members into 3,000 strikes costing the workers billions of dollars in wages, but nothing to the union because its dues from workers is deducted automatically, so whether there is a strike or not the union is paid. A company official had stated that one factory lost as much as $17M in one day because of strike action.

Instead of simple claims of poor management, soil types and other flimsy excuses that have been heard from years as far back, they refuse to sit and make genuine suggestions on how the sector could be improved, while putting their energies together to fix the sector and safeguard the workers.

Instead, they orchestrate the protests and fuel negative, sometimes untrue information.

According to company officials the Guyana Sugar Corporation is broke. That is because the last government took about US$70M from GuySuCo to help build the $US$200M white elephant that is the Skeldon factory. The company never recovered from that massive investment and never will because even the billions in subsidies received from the government can only keep the operations afloat not for profit making.

When the world market price of sugar is 15 cents per pound, Guyana is producing at over 20 cents. Strikes leading to spoiled cane, slow and poorly operating factories are all elements of the failing sector. To become divided by such a clear cut issue as this will be an indictment on the country to note that after 51 years we still lack the ability to agree on issues that speak to the welfare of all sides.

fter listening to the testimony of Attorney General Jeff Sessions and his Deputy Rosenstein before the Senate IntellixTBgenee Committee Hearing, I conclude that the special counsel is the only mechanism that will get to the bottom of the Russian meddling into the US 2016 Presidential election. Both men refused to answer significant questions and the Senate has no power to compel them to answer. The President considers the special counsel the head of a witch hunt and might even be considering firing him, if Christopher Ruddy, his close friend, is to be believed.

A special counsel is a lawyer appointed to investigate and possibly prosecute a specific legal case of potential wrongdoing for which a conflict of interest exists for the usual prosecuting authority.

The counsel is appointed by the Attorney General or if he/she absents himself/herself, by the deputy Attorney General.

BRIEF HISTORY OF SPECIAL COUNSEL The public cannot trust the executive branch of government— the President and his appointed officials — to investigate itself. Consequently, the office of special counsel was created. The individual is supposed to be independent-minded and have no pronounced political leanings. Robert Mueller, the present special counsel seems to be the right person for the job, because he satisfies the criteria. Special counsels have investigated such well-known cases as the 1920,s Teapot Dome bribery and corruption affair and the tax scandals of the early I briO's. However, it was the Watergate break-in and cover-up which made the office well known.

SOUNDS FAMILIAR? As the investigation of the break-in of the Democratic National Committee's Watergate office began to reveal involvement of the higher levels of the government, many members of Congress called for an independent counsel. Perhaps pressured by the resignation of his Attorney General and top aides, President Richard Nixon agreed to the new AG appointing a special counsel to investigate the scandal.

The new Attorney General Elliot Richardson named Archibald Cox, Harvard Law Professor, to the position. He publicly guaranteed that the Justice Department would not interfere in the investigation.

This promise was tested in October 1973 during the so-called "Saturday Night Massacre," when Nixon ordered Attorney General Elliot Richardson to fire Special Prosecutor Cox, who had continued to press for full release of the President's secret Oval Office tapes. Neither the AG or his Deputy William Ruckelshaus agreed to the President's demand and resigned. Next in command, Solicitor General Robert Bork, fired Cox. There was great public outcry over the firing and Congress initiated impeachment proceedings. The President tried to calm the storm by appointing Leon Jaworski to fill Cox's position. It was agreed between Congress and the President that Jaworski could not be fired without the consent of a majority of the Senate Judiciary Committee.

Here is the rut. The President can order Rosenstein to fire him. On June 13, 2017, the Deputy AG told the Senate that he would only do this "if there is reason for such action." What does this mean? Reasons could be invented. He also stated that

As special counsel, Robert Mueller will continue the investigation that former FBI Director James Comey told Congress about before he was fired. This includes probing any links among Trump, his campaign associates and Russia, as well as "any matters that arose or may arise directly from the investigation," according to the letter appointing him.

By law. a special counsel has the authority to initiate investigations, subpoena records and bring criminal charges. Special counsels could choose whether to inform the Justice Department about the course of A \

Mr. Mueller has full latitude in his investigation.

Many commentators and analysts have praised Rosenstein for independence and decency. They say the he would not obey an order from Trump to fire Mueller.

I do not share their confidence. Many good persons have sold their integrity in defending Trump and obeying his orders.

Additionally, consider his reasons for firing James Comey. He claimed that Comey was incompetent and that the rank and file of the FBI had lost faith in him.

Both were proven to be false. Most analysts believe he fired Comey because Trump told him to do so. Could he not do the same if

he is ordered by the President to dismiss Mueller?

If Mueller is not dismissed, he might have problems with officials of the government and Trump's campaign associates, who might claim executive privilege. This is the power of a President to permit the withholding of information in the public interest.

Executive Privilege is not absolute, especially when it comes to criminal matters.

"In U.S. v. Nixon, the Supreme Court upheld the subpoena from a grand jury issued at the request of the special prosecutor. The court rejected the claim that the President's exercise of executive privilege was not reviewable. ("Deciding whether a matter has in any measure been committed by the Constitution to another branch of government, or whether the action of that branch exceeds whatever authority has been committed, is itself a delicate exercise in constitutional interpretation, and is a responsibility of this Court as ultimate interpreter of the Constitution.") The court held: Neither the doctrine of separation of powers nor the need for confidentiality of highlevel communications, without more, can sustain an absolute, unqualified Presidential privilege of immunity from judicial process under all circumstances."

What might result from the investigation 1 do not know whether there was collusion among Donald Trump, his associates and Russia to meddle in our 2016 elections.

There is an old statement, "where there is smoke, there is fire." I have faith in the special counsel's investigation and believe some of the big wigs will be jailed. Trump, like Nixon, is a liar and he must know that the truth will out.

THE CARTER Centre's report on the 2015 General and Regional Elections was recently made public. The report noted, among other things, the PPP/C fuelling of racial tension between Africans and Indians during the elections campaign. And though there is a bottom- house aspect of our politics where such politicking is said to occur, few can forget the manner in which former president Bharrat Jagdeo unapologetically played the race card on the public platforms.

None can honestly deny that there remains tremendous and continuous work to bring about racial harmony and peace.

As society is wont to remember, in the lyrics of Peter Tosh, 'Equal Rights' that "everyone is crying out for peace... none is crying out for justice [and people] need equal rights and justice."

It is felt in many instances â&#x20AC;&#x201D; be it teal or perceived â&#x20AC;&#x201D; that racial conflict in our society has to do with injushce. There has been a spate of letters, columns and reports in the newspapers, along with oral accusations for several years of such practices.

The racial tension, division, mistmst. or whatever it is being called, in our society has its genesis going back centuries. And while most alive today had little or nothing to do with the racial upheavals of the 1960s and what our forebears would have gone through, we owe it to ourselves not to be held captive by it.

And though this taint in the nation's history comes as no surprise to those who had participated in and followed the elections, that an international inshtution is pointing out this defect in our behaviom brings to the fore once again the importance of tackling it. head on.

Admittedly, dealing with race can be touchy, given the sensitivihes and feehngs of agreement. At the same time, it cannot be ignored that only through frank, honest and open conversations the nation will be able to positively address this issue that would bring the needed systems and inshtutions to confront and positively address.

The Guyana Constitution recognises the presence and importance of all races in the society. Equally as the Preamble calls on Guyanese to celebrate our diversity. Article 149

A TEARY-eyed Travis McDougall still clutching his Bible was on Monday sentenced to 25 years imprisonment for the August 18,2014 murder of miner, Ashokkoemar Ragghu at the traffic light at Regent Street and Vlissengen Road during the furtherance of an armed robbery.

At the last criminal assizes, a 12-member jury found him guilty of manslaughter after which his sentencing was set for Monday after a probation report was recommended. Probation and Social Services Officer. Alicia October, presented the probation report in court which was tendered.

Ragghu and his wife. Shyrazadi were in a motorcar that had stopped at the traffic light, when two men rode up on a motorcycle and took away their belongings.

It had been further alleged that one of the men grabbed a haversack containing $4M. but Shyrazadi held on to it even as she was shot in the thigh.

McDougall is alleged to have shot and killed the Kitty businessman and injured his wife. Shyrazadi. on August 18. 2014. during the furtherance of a robbery at around 13:301irs at the traffic lights at the junction of Regent Street and Vlissengen Road, in the vicinity of the Botanical Gardens.

Ragghu was pronounced dead on arrival at the Georgetown Public Hospital. In July 2015. Travis McDougal was committed to stand trial for murder along with pork-knocker Jermaine Otto, who was one of the prisoners who perished in the deadly Camp Street prison

Government Pathologist. Dr. Nehaul Singh, testified that the cause of death of the vichm was a perforated lung due to a gunshot.

Meanwhile, in his plea of mitigation. defence counsel Nigel Hughes asked for mercy for his client who he said grew up in difficult circumstances after his father passed away and followed bad company as a resident of East Ruimveldt. He told the court that his client who is still in his 20s. came from humble background and had no prior incident but was led astray by his association to elements in that area.

Racial equality is premised on bringing about racial justice and thwarting those who seek to deny such pursuit. Where a framework is in place to bring about equality and protection, making it real would require further strengthening through legislations. educahon, policies, programmes and so forth.

Earlier efforts to recognise ethnic diversity in the national calendar of events and incorporahon via national symbols, institutions. and artefacts are noted. Likewise,the fledgling work of the Social Cohesion department one of which is the Diversity Village held recently. But to say that more needs to be done is not only an understatement .but recognition that where centuries of relations marked by internecine conflict and mistmst. it requires continuous ongoing efforts to thwart.

Looking around the world, evidence of intolerance has resulted in major wars, a new brand of political nationalism, discrimination, acts of terrorism and internal conflicts. And whereas racial tension is not unique to Guyana, the country can be among those moving assiduously to curb it and marginalise those who practice, be they in our political, social, economic or culture space.

Nigel Hughes, he took into account McDougall's participation in prison programmes.He handed down a sentence in which McDougall can still come out of jail in good time to repay his community.

The judge sentenced McDougall to 25 years in jail and asked that time served be deducted from the sentence and suggested that he apply for parole for his good behaviour in prison.

About two-thirds of this nation's population is 40 years and younger. And whereas Mr. Jagdeo, a child of the post1960s racial upheaval, did not find it worthwhile to create and lead a more positive racial experience in the society during his presidency and after, it should not stop young people and others from making efforts to emulate Obama's wisdom.

CTO HELPS TO STRENGTHEN THE BUSINESS PERFORMANCE AND OVERALL COMPETITIVENESS

OF TOURISM ENTERPRISES IN ITS MEMBER COUNTRIES WITH HOSPITALITY ASSURED As part of an on-going partnership with the Caribbean Tourism Organization (CTO) and its Hospitality Assured (HA) certification programme, the European Union under its Competitiveness of Small and Medium-sized Enterprises (COSME) programme last month hosted an HA Business Advisor Training Workshop at the Curasao Chamber of Commerce in Punda, Williemstaad, Curasao. Participants came from the Curasao Tourist Board, the Curacao Innovation & Technology Institute; and Creating Milestones, a management solutions company.

The main objectives of the workshop were: • To provide participants with an overview of the HA standards and processes and awareness of the Business Excellence framework; • To enable participants to manage and advise on the HA processes for client organisations which will enable these organisations to progress on their journey to excellence and to obtain HA certification; • To provide participants with a

knowledge and understanding of the evidence requirements of Hospitality Assured; and • To provide participants with an opportunity to develop gender sensitive advisory approaches through the employment of case studies and rolcplay.

CTO began its journey with HA in 2007, seeking to strengthen the business performance and overall competitiveness of tourism enterprises in the Caribbean. CTO is in the process of building a network of advisors and assessors in member countries which are already involved in the HA programme — including Antigua & Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Jamaica, Trinidad & Tobago, St. Kitts & Nevis, and St. Vincent & the Grenadines — and is also seeking to extend the scheme to countries which have not yet started to roll out the programme but have indicated an interest in doing so this year. These include Anguilla, British Virgin Islands, Cura9ao, Guyana, Montserrat, Saint Lucia and The Turks & Caicos Islands.

The HA programme endeavours to promote a culture of quality,

service excellence and continuous improvement, through the use of a business improvement tool and framework that is internationally recognized, as a means to support customer service delivery in tourism enterprises.

The first task of the HA Programme for Curasao was to train Business Advisors and to equip them with the knowledge, skills and attitudes necessary to work effectively with organisations and lead them through the detailed HA self-assessment process towards certification.

A series of introductory presentations delivered by the facilitators, Norma Shorey-Bryan and Sharon Banfield-Bovell, provided participants with a background to the HA

programme, perspectives on the issues and challenges faced in the tourism sector in the Caribbean, and detailed information on what was required on the HA Journey to Excellence. Focus was also placed on helping participants to understand issues related to gender and gender sensitive advisory approaches in dealing with the HA clients. These discussions on gender came to the forefront in the case studies discussions and role plays that were part of the learning and feedback sessions.

Presentations stimulated lively group discussions, which helped participants consider how to apply the concepts taught when working with client organisations in Curasao. The workshop sessions included: presentations on fundamental topics like What is Excellence, Vision & Values, Business Planning Processes and Sharing Good Practices; introduction to each of the nine steps of the HA Model; role plays on case studies mirroring the operations in various types of tourism businesses; and other learning exercises linked to each of the nine steps.

By the end of the workshop, the participants had gained a deeper understanding of the structure of the HA framework and were aware of the key themes of Hospitality Assured.

The detailed knowledge and understanding will be further taken in as

they apply the model lo real life situations as they work with small, medium and large sized businesses in Curasao's tourism and hospitality sector.

... Henry to act as Education Minister as Roopnaraine moves to MOTP MINISTER Nicolette Henry will now act as the Minister of Education after Dr Rupert Roopnaraine was reassigned to the Ministry of the Presidency, where he will be responsible for the Public Service.

The decision came following an agreement between President David Granger and Dr Roopnaraine. on Monday.

His appointment at the Ministry of the Presidency will take effect from June 15.2017. Dr Roopnaraine has been in poor health for several months and has been represented by his junior Minister. Nicolette Henry at several events.

Official announcement of the transfer was made

by Minister of State. Joseph Harmon, on Tuesday during Cabinet's lunch break.

'The President, this morning, briefed Cabinet that he had a discussion with Dr. Roopnaraine yesterday [Monday] and after that discussion, it

, Minister within the Ministry of Education, Nicolette Henry was agreed that Dr. Roopnaraine will be reassigned from the Ministry of Education to the Ministry of the Presidency with specific responsibility for the Public Service."

Harmon explained that these changes are geared at ensuring that better educational and public services are provided to the Guyanese people in a smooth and efficient manner. He added too that the Head-of-State has full confidence in Dr Roopnaraine's abilities to fulfil the new responsibilities to which he will be assigned. "He continues to have full confidence in Dr. Roopnaraine as a valued member of Cabinet, as well as a valued member of the National Assembly and it is felt that overseeing the Public Service would add to the quality of service, which is provided to the people of Guyana." Minister Harmon said on behalf of the President. Despite his transfer. Dr Roopnaraine will continue to be a member of Cabinet and a Member of the National

Assembly.

"In the meantime. Minister within the Ministry of Education. Minister Nicolette Henry, will continue to perform the functions of the office of the Minister until further notice." Minister Harmon announced.

He said too that the President also informed Cabinet that a Department will be created under the Ministry of the Presidency to oversee "innovation and reform" in the education sector. This Department will be under the portfolio of the President.

Since assuming office in 2015. this is the third adjustment President Granger had made to his Cabinet. In 2016.

Minister Keith Scott was then moved to the Ministry of Social Protection from the Ministry of Communities and was tasked with responsibility for Labour. To facilitate Scoh's move from Ministry of Communities. President Granger appointed Valerie Sharpe-Paherson as the Minister within the Ministry of Communities with responsibility for Housing.

In January of this year, the President made some additional changes to his Cabinet, reassigning Minister Volda Lawrence from the Ministry of Social Protection to the Ministry of Public Health. She was replaced by Minister Amna Ally, who was moved from the Ministry of Social Cohesion and replaced by Dr. George Norton, who had moved from Public Health.

Gov't vehicles soon to be equipped with Internet THE technology used to connect government buildings and schools will soon be used to provide Internet connection to Government's service vehicles.

This was disclosed by Presidential Advisor on eGovemment. Floyd Levi. after residents of No.35 village.

East Berbice inquired about Internet connectivity for police vehicles and ambulances. The initiative would provide police officers and Emergency Medical Technicians (EMTs) with critical information at a faster rate and in most cases save lives, while providing a better service. However. Levi noted that the programme can only be rolled out once there is a close in the connectivity gap on the coast.

"To fix this problem, the ministry is actually in negotiations with the Chinese company that actually built this network Huawei technologies, to ensure that we have full coverage along the entire coastal region of Guyana to ensure that blank spots do not exist. So as it is right now this technology is being used." Levi explained.

Levi pointed out that the initiative is still in the crafting stage, noting that once it is completed it will be fully rolled out. This will see the eGovemance department placing towers that are comparable to the ones of service providers Digicel and Guyana Telephone and Telegraph (GTT).

The presidential advisor stated that. "As soon as we finalise the arrangements with Huawei. we will be putting towers; cell phone towers similar to Digicel and GTT to cover these blank spots and with that full coverage I am certain that the Guyana police force. Guyana fire service. EMS will be able to use this technology to be better able to provide their services".

The aim is to have the programme rolled out nationallv, however Levi pointed out that it will take time. (DPI/GINA)

By Ravin Singh SOURCES at the Ministry of Education have revealed that head of the Mash Secretariat, Lennox Canterbury, was recently asked to proceed on two months leave and that he is not likely to return.

Canterbury was appointed under the former administration and served as head of the Mash Secretariat and Special Events Coordinator at the Ministry of Education's Department of Culture.

According to the sources. he was asked to proceed on two months leave sometime last month by a government official. The sources claimed too. that Canterbury was informed verbally by the government

Lennox Canterbury official that his contract with the ministry would not be renewed. It is not clear when his contract expires, and efforts to contact him for a comment Tuesday

evening proved futile.

However, this newspaper spoke to acting Director of Culture. Tamika Boatswain. who said she could not provide a comment on the issue.

Efforts were then made to contact Minister of Education. with responsibility for Culture. Nicolette Henry, who said that she is not responsible for making decisions of that nature.

"You have to speak withHR [Human Resource] about that. That is a HR issue." she said, adding that Canterbury does not work at her secretariat and that him being sent on leave is "unheard of."

The minister was keen to note that since she was appointed Minister in 2015. no official at the ministry

was asked to proceed on administrative or other leave to facilitate investigations.

She said that those who would have been on leave at some point in time, would have done so because it would have been accmed.

Canterbury has also served as Guyana's Festival Director for the Caribbean Festival of Arts (CARIFESTA) over the last few years, and head of the delegation. With CARIFESTA XIII slated for August this year, it is unclear who will replace him if he is to be removed.

Just last year, James Rose was replaced as Director of Culture as part of a restructuring process.

Dr Rose was replaced by former Museum Administrator, Tamika Boatswain.

JERK CHICKEN Ingredients: 6 skinless, boneless chicken breast halves - cut into chunks 4 limes, juiced 1 cup water 2 teaspoons ground allspice 'A teaspoon ground nutmeg 1 teaspoon salt 1 teaspoon brown sugar 2 teaspoons dried thyme 1 teaspoon ground ginger 1 'A teaspoons ground black pepper 2 tablespoons vegetable oil Mazola Vegetable Oil Regular 2 red onions, chopped 1 'A cups chopped green onions 6 cloves garlic, chopped 2 habanero peppers, chopped Directionss: 1. Place chicken in a medium bowl. Cover with lime juice and water. Set aside.

2. In a blender or food processor, place allspice, nutmeg, salt, brown sugar, thyme, ginger, black pepper and vegetable oil.

Blend well, then mix in onions, green

onions, garlic and habanero peppers until almost smooth.

3. Pour most of the blended marinade mixture into bowl with chicken, reserving a small amount to use as a basting sauce while cooking. Cover, and marinate in the refrigerator for at least 2 hours.

4. Preheat an outdoor grill for medium heat.

acquainted with cochineal in Guyana, but when I tried to research it, I could find no easy reference to what I was looking for.

The cochineal I knew was a plant with huge fat leaves that were sliced and used for various purposes . In the article, I described how it was used as a hair conditioner. It was also used as a hair shampoo. I recall too that it was used as a healing agent, and was applied to wounds, burns, and sores.

"Hi, my name is Kevin, it's winter in MICHIGAN and I'm driving the SALT TRUCK!!!! when I tried researching cochineal, I was flummoxed because the dictionaries I consulted knew nothing of such a plant.

Practically all dictionaries said it was a red food coloring, a fabric dye, or a red dye obtained from the crushed dried bodies of female cochineal insects.

Everywhere, it was either a dye or an insect. However, experience has taught me that there would most likely be a connection somewhere, even if it resulted from a misconception by someone.

Eventually, there was some sunlight. I came across the fact that the ancient Aztecs, who produced a rich purple or brilliant scarlet dye and used it in fabrics and cosmetics, cultivated a species of cactus that acted as a host to the cochineal scale insect that they crushed to make their dye.

This was good information, because my cochineal looked like a cactus. The name of the cactus I read about was Opuntia cochenillifera. With a scientific name to follow the trail. I soon discovered that its more popular names were Prickly Pear, Prickly Pear Cactus and Cactus Pear. When I checked Car(continued on page 22)

A PRIVATE company, over the past few days, has established a bitumen plant in Linden, which is expected to commence operations earliest.

This establishment of the plant comes at a time when residents have been complaining about lack of repairs to the many deplorable roads in the community. The plant which is located on the Wismar shore is one of the two portable plants that were expected in the region for 2017. The operations of the plant is expected to see more roads being repaired and constructed for 2017 at a cheaper cost and also will create employment in the region.

Regional Chairman. Renis Morian. told the Guyana Chronicle that the establishment of the plant is one that will bring many benefits to Region 10. especially with the commencement of the first leg of the Linden to Lethem road. "Bitumen will be more readily available and by all indications will be cheaper than getting bitumen from Georgetown, this means that it should give us a boost in terms of employment and a boost in terms of cheaper bitumen [and] that means more roads for Region 10. the RC posited.

The Regional Democratic Council recently awarded contracts for the construction of nine roads in 2017 and while this was received well by residents, many had expressed their disappointment that some of the deplorable roads in their communities will not be done for 2017. With the operation of the plant, more roads are expected to be completed since the production cost will be lower.

In 2015. a portable bitumen plant was in Linden for a short while and eight roads were repaired during that time. In 1960's a bitumen plant, which was also located in Linden, aided significantly in the construction of the Linden/Soesdyke Highway, which is a national edifice that stands 50 years after. With the expectation that the plant will hold permanent operations in Linden, infrastructural development is expected to sky rocket in 2017 by not only quantity but quality since the administration is looking towards constructing bituminous surfaced roads instead on chipsy.

Sangeeta became a household name after she was crowned Miss India Guyana 2017 a few weeks ago. Taking part in the pageant was a particular challenge for Sangeeta. who had to be in constant communication with the team in Guyana, preparing even while she was still in Canada.

But for Sangeeta. it was all worth it. because nothing made her happier than to be able to represent Guyana on the world stage.

"To know that when you work hard for something and you persevere, when you succeed it's one of the greatest feelings; it's phenomenal! I think a great many of us have that strong Guyanese pride, regardless

Though never setting foot on Guyanese soil until she was 11-years- old. while in Canada Sangeeta was surrounded by her Guyanese family, and finally coming to Guyana was just a while of being able to experience the culture where it all started. "[Guyanese] food, customs, traditions, and culture have been ingrained in me since birth. I always had extremely strong ties to Guyana and a sense of pride being of Guyanese heritage, even long before having the opportunity to travel to Guyana for the first time. Being brought up in Canada alongside my Guyanese customs allowed me to have a great blend of the two cultures." Sangeeta shared.

Sangeeta's mom is from the West Coast of Demerara. while her dad is from the ancient county of Berbice. Sangeeta is Guyanese by naturalisation.

"Since the first time I was in Guyana I loved absolutely everything about being in the country - just the feeling that you are surrounded 100 percent by your Guyanese people was a wonderful feeling and still is every time I am back in Guyana." Sangeeta said.

But it's not just her Guyanese culture that Bahadur is head over heels in love with: the 25- year- old is very passionate about her Indian culture. Hearing this young lady speak about her love for Indian arts just gives the sense that the Miss IndiaGuyana Organisation (MIGO) truly has snagged the prefect queen.

"I'm truly and happily satisfied with the panel of judges' decision." said MIGO Director. Uma Bux. "She is befitting of the title in all aspects of the brand. From the

first time I interviewed her as a finalist. I was astonished and very impressed."

Though currently in Canada. Sangeeta spent a while in Guyana after winning the crown on May 19. It was then that Uma really got to know a bit more about the beautiful queen.

"We connected instantaneously. The first time I spent some quality girl time with her was on our trip to Arrowpoint. After getting to know her through that. I must admit she's an amazing, mature, well-grounded. beautiful young woman. She's very pleasant to work with, and thus far. very respectable and cooperating." Uma related.

Uma is particularly grateful to land Sangeeta. after the saga that ended with last year's queen being dethroned for misconduct. Uma describes Sangeeta as "a rare find in beauty queens."

By Telesha Ramnarine THE preparation of the foundation for the Houston pedestrian overpass will commence this weekend, City Engineer Colvern Venture disclosed on Monday.

Addressing councillors at the statutory meeting at City Hall. Venture said he was part of a team that paid on site visit to the Houston community a few days ago that included officers from the Ministry of Public Infrastructure. the contracting company, and the Guyana Power and Light (GPL).

Venture said that while there, designs of the proposed overpass were submitted to him. so they will commence the work with the driving of piles. (Piles/poles are driven into the soil to provide foundation support for structures).

Over the years. Sangeeta has used her love for Indian arts, and skill as a dancer to support several charitable initiatives, both in Canada and in Guyana. She is actively involved in the Nirvana Humanitarian Foundation organisation, which raises funds to support global needs such as earthquakes and medical cases, as well as to support the local and international Indo-Caribbean community.

"I've been involved in volunteer work from a very young age. I remember when I was around six years old. a group of students would go to the senior home across from our school to spend time with the seniors. From there. I've just always been involved in various sets of volunteer work in Canada, especially through charity, dance and music performances for a number of different organisations." Sangeeta said.

I feel strongly about teaching our Guyanese youth, because not only are they learning proper technical aspects of the art forms, they are also building a diverse set of transferrable skills that help them to be more successful into their adult life." she said.

Between holding down her job as a Marketing and Communications Coordinator for Carmen's Group, and all her travelling around and performing to raise funds, it's a wonder that she's been finding the time to carry out the duties of her crown. But Sangeeta Bahadur just gets it done!

"It is a bit challenging but as the saying goes, 'where there's a will, there's a way'.

Time management also helps to keep me on track. I have a pretty comprehensive planner which is my go- to black book."

"It isn't difficult to coordinate with her. We communicate with each other almost every day. She has already begun some of the training in Canada. She's quite an excellent public speaker, so no need to train her in that aspect. but rather sharpen it.

And since she's a trained professional dancer, her talent is something we need not worry much about that either. It's just to discuss what we are looking for in terms of choreography and music." Uma explained.

...AG woos US-based Guyanese at NY event THE 'Good Life' was promised to Guyanese living in the Diaspora as they were encouraged to return to Guyana and invest in the rapidly developing sectors, especially in the oil and gas and tourism industries.

This was highlighted at a Guyana Unity Day held in New York on Sunday when members of the Diaspora congregated to commemorate Guyana's 51st Independence Anniversary.

Speaking at the event was Attorney-General and Minister of Legal Affairs.

Basil Williams who represented President David Granger since he was regrettably unable to attend the event. While addressing the gathering. Williams stressed, "everyone else is coming to Guyana except you."

He reflected upon the interest many foreign persons are showing in Guyana, especially with its large oil find and expressed his con-

cern that many persons are not scooping up the opportunities to invest in Guyana.

Tourism is another budding industry he identified and he noted that Guyana presents a unique opportunity for eco-tourism. He related that the eco-tourism is there in abundance for Guyana.

Relating to the declaration of Guyana as a green state, he highlighted endeavours to foster the use of sustainable energy in Guyana.

The minister noted that there is also scope for investment in hydropower. and solar and wind energy and said. "You have great opportunities in those areas if you wish to invest."

"You can't wait unhl other people come to Guyana and take up all the opportunities to invest." Williams declared and said. "Our message to you is. come back to Guyana again."

The Attorney-General also attested that the govern-

ment has been able to "substantially" reduce crime in Guyana and it has been able to eliminate piracy in some areas. He explained many areas where improvements have been made and said.

"Crime is not isolated; it is backed up by intelligence."

"Crime is no longer a factor to deter would-be investors." the minister posited to members of the Diaspora.

Several additional measures are also being considered in an attempt to improve the lives of Guyanese in a "holistic" way. according to Williams who disclosed that the government will focus on juvenile justice and will seek to amend the legislation for wandering. He related that persons would see children wandering on the streets when they should be in school and immediately seek to employ punishment.

Also speaking at the event was Guyana's First Lady. Sandra Granger. She also highlighted her Youth Development Initiatives in which remedial education is provided to learners and her Self-Reliance and Success in Business Workshops for women in all regions of Guyana.

Other initiatives include: Information and Communication Technology (ICT) programmes accredited by the Board of Industrial Training (BIT); re-integrating teenage mothers into the schooling

system and caring for young children and the elderly. The event was held at the Thomas Jefferson High school Football Field in Brooklyn New York. The Guyana Unity Movement organised this charity fundraising event to gamer funds for organizations and developmental projects in Guyana.

The Guyana Unity day Charity Event in Aid of the First Lady's Initiatives was geared at uniting Guyanese across diversities in the New York area. The Spacious and Breezy Thomas Jefferson High School Softball Track and Field was the ideal venue for such an event. The venue was outflanked by food and beverage vendors offering goodies such as coconut water fresh from the shell and baked chicken with any side you like. The Spacious field was perfect for the kids present to play and ran worry free, while being careful of course. The crowd was as diverse as Guyana itself and in every age range.

Every person was wearing a piece of apparel, bandana, flag, tights, cleeves. hats and everything else they could put their hands on relating to "GUYANA" in some way.

The Charity event was hosted by Mr. Ervin Washington. Shortly after exchanging greetings with the event hosts and persons in attendance, Mr. Washington took to the stage to greet the gathering and thanking them for standing with Unity as they stand in support of the First Lady's Initiatives. Sharief Barker Fraiser was credited with bringing the aim of the Guyana Unity Movement to the attention of Consul General Barbara Atherly by none other than herself. This happened as she addressed the gathering at the Charity Event. A CRYING Zalena Whittington was on Monday sentenced to eight years in prison by Justice Navindra Singh in the Georgetown High Court after she pleaded guilty to the lesser count of manslaughter for the murder of her 62-year-old landlord, Azaad Ghanie, on May 27,2013.

After being advised by her attorney Debra Kumar, the woman told the court that she cannot hear properly and the Judge told her to go closer to him after which she explained her situation During her discourse with the Judge she began crying loudly and

Justice Navindra Singh however, accepted the plea and sentenced Whittington to eight years in jail and asked that time served be deducted and wished her good luck.

Whittington had beaten her elderly landlord to death with a rolling pin (belna) after he made unwarranted sexual advances towards her when she went to serve his meal on May 27. 2013. at Sideline Dam. Vergenoegen East Bank Essequibo.

On the day in question it is reported that she went to the upper flat of the house and when Azaad Ghanie began to

fondle her she became enraged and dealt him several blows to the body with a belna.

Whittington and her family resided on the lower flat of the house and would prepare meals for the landlord, who is said to be a relative. Police was summoned after neighbours heard Ghanie shouting for help after which his lifeless and bloodied body was found in his home. Whittington and her children were arrested.

LILOUTIE Prasad appeared before Magistrate Judy Latchman at the Georgetown Magistrates' Court on Tuesday, charged with forging her dead husband's Will and uttering it to the Deeds Registry.

Prasad. 49. of DaSilva Street. Kitty, pleaded not guilty to the fraud charge, which alleged that on December 11.2015. at Charlotte Street. Georgetown with intent to defraud, she uttered the forged Will of Sase Narine Ram-Saywack to the Deeds Registry.

Police Prosecutor. Shawn Gonsalves said the woman was in a common-law rela-

tionship with Ram-Saywack. who is now deceased and who was the owner of a property located at DaSilva Street. Kitty.

However, the man has a son. who reported to the police that the woman had in her possession the will and testament of his father. The court heard that the father had reportedly left the property for his son but the woman changed the documents in favour of herself.

The Magistrate released Liloutie on $200,000 bail after the prosecution did not object to bail. The matter is adjourned until June 30, 2017 for statements.

I had found my cochineal.

Even the Smithsonian Institution's Centre for the Study of Biological Diversity in Guyana called it cochineal.

By whatever name, the plants are quite popular today. They are sold as ornamentals. They grow fast in difficult conditions and produce an attractive bright red flower. Because of their hardiness, they are advertised as the "perfect plant for the lazy gardener." They are even eaten,

cooked or raw. People even believe that a potted plant neutralizes radiation from TV and computer monitors. It is sometimes called Warm Hand, as the leaves get warm in summer and touching them is like touching a warm hand.

The plant has long been used for medicinal purposes. In Guyana and neighboring countries, stems and leaves are used in various ways.

They are used fresh, roasted, or grated, for various ailments such as back pain, coughs, colds, fever, and constipation.

Today you can find products from cochineal (under the names Prickly Pear or Cactus Pear, of

Let me take a peek and go back in history. We are all familiar with the Civil Rights Movement. Right?

Well, if you ask anybody what was the Civil Rights Movement about the automatic and immediate response would be the struggle against segregation and discrimination. And we'll get all of the ills of these two odious systems and the tactics that were utilized and organized to deal with this situation. But suppose I told you that the Civil Rights Movement had another underlying more important thrust? At its core the Civil Rights Movement challenged the slow pace of white social inclusion. In short, the time it was taking to level the social and economic playing field in America.

DON'T BELIEVE ME? History lesson 101. In 1965, 100 years after the Civil War, the United States finally passed the Voting Rights Act that allowed Black people to vote — something that is under siege today. It took 100 years — a century in time — for the United States Congress made up of a majority of White people, who controlled the pace of change, to confer on Black people a right that every White person (except prisoners) have taken for granted.

Today, in New York City, a number of areas where Black people have traditionally lived are being rapidly genlrified. This is the corre-

Black people have been viewed since they were brought to America as "taking up space" that is rightly that of White people. And this IS NOT a racist statement. It's a statement of fact. You can see it in the way that Black people still fawningly genuflect to Whites in housing, construction and other professions.

For example, Black people ALWAYS speak glowingly about "working with and for the White man" and disparagingly about working with Black people even when BOTH sometimes refuse to pay them. For those self-hating Blacks the worst White man is better than the best Black one.

But I digress, if only to make a point. Today, in the name of urban renewal. Black people are pushed out of historically Black neighborhoods and relegated to ghettoized neighborhoods. They have been "put in their place" (space) using a legal system of social displacement, normally sanctioned by local governments that offer little or no protections to these Black communities. In East New York, new city zoning and other laws will displace over 50,000 residents, according to New York City's Comptroller Scott Stringer. Those that remain will not be able to afford the cost of the high rents and so will be gradually pushed out. White people in America exist in time and occupy space. Black

people exist in time because White people let them, and take up "rented space" that their White landlords can reclaim any time. That's gentrification viewed through time and space.

Indeed, the zip code where you live directly determines you life expectancy — the average amount of time that you are projected to live using a number of social, economic and political yardsticks. In New York City the neighborhood that you live in (space) is directly correlated with how long you are expected to live (time).

Don't believe me?

Here's the New York Times [Same City, Very Different Life Spans]: In Tribeca, Murray Hill and the Upper East Side, the average resident lives until 85 — on par with places in the world with the highest life expectancy like Japan and Hong Kong.

In Brownsville, Brooklyn, just about 10 miles away, life expectancy was 74, closer to that in Brazil.

Brownsville has the largest concentration of public housing of any neighborhood in the city. Residents there die from most major diseases at much higher rates than the city average. Brownsville, zip code 11212, has the lowest life expectancy in New York City.

When what you want are insects and you are looking for seeds, it is difficult to find it. It is also difficult to find what you want when you begin looking for a plant, but your main sources tell you it's a dye or an insect.

Black Lives and the time of the Black community. When Black males draw prison sentences twice as much as White males for the same crime there is a social justice imperative here but the long term effect of this is to steal Black male time that has a negative impact on the Black community, when children grow up without a father as a role model and where such a situation creates a perfect storm of Black family dysfunction.

This stealing of Black community time is directly related to levels of poverty, poor education, crime and recidivism. In Brooklyn, New York, there is a 40 percent recidivism rate meaning that a young man once he's been sent to jail will go back again and again further robbing the community of time. In fact, the private prison industry can predict with some accuracy what percentage of graduating Black male students will grace their jails. Black incarceration is big business in New York City and in some cases local upstate prisons are economic engines.

So what is the Black future? Do we have one?

Well, I am no sociologist but I believe that we first have to recognize and understand the consequences of how time and space impacts Black lives — from the cradle to the grave. We must also see Black lives as a process of perpetual urgency. And finally. Black people must understand that they have to define and control their time and occupy their space if they are to build a foundation for future generations.

Consequently, NYC residents each spend about $700 maintaining their vehicles after they get beat up by the hundreds of potholes and unsafe conditions throughout our city and state. Ankles are twisted, tires blown out and rims bent daily.

Business and travel dictate that the city's roads get a tremendous amount of use daily, with hundreds of thousands of vehicles carrying millions of New Yorkers in the five boroughs every day, and our 6,000 miles of streets suffer significant wear and tear, especially after each year's winter.

The Department of Transportation (DOT) claims to have filled over 120,000 potholes for this year. Over a third of New York's bridges have significantly deteriorated or don't meet current bridge standards. Twelve percent of the state's dilapidated bridges are structurally deficient, which means they have significant

deterioration and often can't handle large trucks.

Pothole repairs blow a big, unnecessary hole in each year's city budget, and better planning and foresight is needed.

Money saved on infrastructure will go a long way towards cleaner streets, better schools, public safety, day care, social services, fighting homelessness, and many other ills.

Moreover, the city paid out nearly $138 million over the past six years to settle more than 6,000 lawsuits arising from personal injury and 12,000 property damage claims from potholes. That's too big a dent in our tax dollars budget.

Meanwhile, residents should continuously call in potholes to the 311 complaint line, with the address of the locations. The New York State Department of Transportation (NYSDOT) also has a toll-free hot line at 1.800 .POTHOLE (1.800.768.4653) to report potholes on the state's highway systems, including the Thruway, available 24 hours a day, seven days a week.

Good government is a two way street, and residents should be more civic minded. No one will uplift and empower your community but you. Justice, progress and democracy are not spectator sports.

Bring your issues to government.

A 16-year-old boy accused of stealing money from a minibus driver was on Monday charged.

The teen appeared before City Magistrate Judy Latchman and confessed that on June 8. 2017 at the Route 41 Minibus Park, he stole $25,000 from DeShawn Pitt.

According to the facts presented in court by Police Prosecutor Shawn Gon-

salves. the victim is a minibus driver on the Route 41 Minibus Park. On the day in question the victim had left his money inside the door pocket of his bus and went outside of the vehicle.

A few moments later he was alerted by persons nearby that someone was entering his bus. The man made checks to his minibus and saw the teen inside.

The teen made good his escape but was later apprehended by the police. The 16-year-old reportedly told the police that he went into the man's bus and stole his money.

The magistrate then ordered a probation report on the teen and ordered him to remain at the Juvenile Holding Center until June 26.

Deacon Hunter told the Sunday Chronicle: "I feel happy.

I feel blessed, being called by the Lord. I have come through the ranks. I was at first a Catechist. I was a Lay Minister and now to become a deacon is a privilege, so I am happy."

A member of St. John's Evangelist Church. Jawalla. she also reads, writes and translates Akawaio. the language of the people of Jawalla. fluently, and has been translating the Holy Bible into Akawaio for the benefit of her people. During the ordination. Deacon Hunter's daughter read the Epistle which was prepared in Akawaio by Deacon Hunter.

Mrs. Hunter's daughter Kathleen recalls that her mother has also been a health worker and later became trained as a birth attendant, in which capacity she functioned until she reached the age of retirement.

Asked how she feels now that her mother has broken records as being the first woman to be ordained a deacon in the Diocese of Guyana . Kath-

leen replied: "I feel more than proud. Mom has been a role model from a tender age and is a proud example for the people of Jawalla to follow. She is returning to the Jawalla Mission, where she will work under the supervision of Priest. Canon Wilson Williams.

Meanwhile, recalling the moment he asked Mrs. Hunter to consider becoming a deacon, Bishop Davidson said: "It never occurred to me that she was going to be the first woman; it never occurred to me she was going to be the first indigenous woman; it never occurred to me that the oidest bishop wouid be coordinating the ceremonv." Minister of Sports, Nicolette Henry has disclosed that during the second quarter of this year, her Ministry and the National Sports Commission are conducting consultations and reviews, with strategic engagements with stakeholder groups and are scheduled to be concluded shortly.

The Minister again speaking executively with the Chronicle New York Edition, stated that in keeping with the 2030 Sustainable Development Goals (SDG's), the vision of the National Sports Policy (NSP) forecasts a "Comprehensive Participation Model (CPM)", to effectively and efficiently use available resources to create an environment where all citizens, regardless of age, gender, ethnicity, community, economic circumstances or abilities are encouraged to participate in Sports for personal health , fitness, community development and athletic experiences.

Minister Sharma during the tour of the Skeldon plant JUNIOR Finance Minister, Jaipaul Sharma, is expected to recommend to Cabinet a full investigation into the Skeldon Modernisation Project, contending that the project has been plagued by corruption and mismanagement.

Speaking on a tour of the factory. Sharma said the project was expected to save sugar but it has achieved the opposite.

"But to be fair, the thing that overshadows all of that is the design issues and the pinhole grate (boiler) is only one and we have cases where many other things that were installed, like the electromagnetic facilitator and things like that, never really worked in the first place and we can go on and on but there were many design deficiencies that had they been corrected earlier. perhaps we could have had a very different results but they were so. now you know the result of their actions."

Minister Jaipaul said some simple design flaws which could have been remedied earlier by the previous administration were not given due attention.

He made mention of the shed covering boilers One and Two that left the boilers exposed to the weather, causing external damage.

He was also puzzled as to why when the defects were identified, it was not remedied during the defects liability period of the contract.

Rose said the conditions under which the canes come in cannot be changed.

Even though workers have tried, the pinholes become blocked due to the excessive ash content, making normal operations difficult and requiring more maintenance.

This, he said should have been considered in the initial design stages to avoid the current situation.

By Rawle Toney THE Guyana Football Federation (GFF) has commenced efforts to reintegrate the Pele Football Club and the Georgetown Football Club (GFC) into the activities of the Georgetown Football Association (GFA), following their relegation from the Elite League.

The GFF is of the contention that Pele and GFC will become registered members of the GFA and participate in the activities of the same.

However, the GFF constitution lists the aforementioned clubs as members of the federation among the 22 affiliates, but GFF president Wayne Forde said "that will be changed soon".

Constitutionally, the four clubs, despite being relegated. are still members of

the GFF. according to the Article 9 and 10 of the GFF constitution.

The GFF constitution (Article 9:1.2.3) states "the Congress shall decide whether to admit, suspend or expel a Member. (2) Admission may be granted if the applicant fulfils the requirements of the Federation. (3) Membership is terminated by resignation or expulsion.

Loss of membership does not relieve the Member from its financial obligations towards the Federation or other Members. but leads to cancellation

Forde. speaking with Chronicle Sport yesterday when asked about the teams being both members of the Association and the GFF. explained. "We're (the GFF). awaiting word from FIFA and CONCACAF with regard to the clubs' membership (with the GFF) and that's expected in the coming week."

After the teams had withdrawn from participating in the STAG Elite League, the GFF used Article; 13. la and L3.1c of the constitution to

validate their relegation.

Article 13. which speaks of Members' Obligation, states members are required to "comply fully with the Statutes/Constitution, regulations. directives and decisions of FIFA. CONCACAF and the Federation at all times and to ensure by a statutory clause that these are also respected by its Affiliates; b) to ensure the election of its decision-making bodies at least every four years; c) to take part in competitions (if applicable) or other sporting activities organised/approved

by the Federation."

The next major activities of the Association are the GFF/Pele Alumni Frank Watson National U-15 tournament and the GFF/NAMILCO Thunderbolt Flour Power National U-17 tournament - the latter scheduled to begin this weekend.

These competitions will afford the youth players from the respective clubs the much-needed opportunity to be engaged in active football.

Further, the senior team will be allowed to participate in the Association's tournaments and compete to regain their position in the STAG Elite League.
