The Minister is optimistic that the liberalization of the sector may see other players wanting to pick up where GTT fails. She encourages the help of the private sector and insists that favourable grounds are provided for them to operate.

Hughes said she understands and supports ensuring that the private sector gets the environment in which they can move forward and be profitable. The Telecommunications Bill has been assented to by the President. It will be enforced soon, the Minister said.

The hearing, which lasted for a few minutes, was attended by the current AG. Basil Williams S.C.. who is representing the State, which reclaimed a plot of land that houses the famous Red House where the CJRC is located.

AG Williams. S.C.. has argued that the court has no jurisdiction to proceed with the Red House court challenge, since it was the President who revoked the lease of the facility. He reasoned that Article 182 of the Constitution states that no civil action can be instituted against the Headof-State for any decision made in the performance of the functions of his office.

President David Granger. late last year ordered that the controversial lease for Red House, which housed the CJRC be revoked and that the occupants vacate the property.

The AG had detailed the history of the centre, not-

ing that there was no valid lease agreement as former President Bharrat Jagdeo had refused to approve at least two applications for the lease of that land.

Chairman of the Management Committee of the Centre. Hydar Ally subsequently moved to the High Court, requesting Conservatory Orders to restrain or prevent the government from taking possession of the building. He contended that the lease was valid and that President Granger's revocation order was illegal.

When the matter came up before Justice Cummings-Edwards, who was then Chief Justice (ag) in February, AG Williams S.C., made submissions in LIMINE (motion made by a lawyer before the trial actually begins), submitting that the court's first duty is to determine whether it had jurisdiction to proceed to hear the matter before it. The ruling on this is set for March 24, 2017.

By Ariana Gordon THE GEORGETOWN Chamber of Commerce and Industry (GCCI) on Thursday held its 127th Annual General Meeting where it was announced that the entity had growth over the past year with a recorded surplus of $5.7M. This represents a significant increase of nearly over 360 per cent, the chamber's president Vishnu Doerga told members of the organisation at a forum held at Duke Lodge.

According to Doerga. the entity has faced many challenges over the years and was lagging in a deficit in its financial operations for some time and noted that its executive had been tasked with finding ways to deliver more to its membership.

In an effort to enhance its financial standing, the chamber's president noted that some key areas were focused on. while adding that the surplus generated will be used to operate the capacity of the organisation "We have been able to move from that position of deficit two years ago. Three years ago also our membership was lagging around in the 120s to a position where we [have] now added value to our organisahon and we have returned to a position of financial soundness, as you can see in the annual report."

There has been a 25 per cent increase in membership, representing an increase of 38 members to the organisation.

Doerga disclosed that notwithstanding the challenges facing the chamber, it has conhnued to build its relahonship with the Caribbean Development Bank (CDB) and was able to secuie two grants from the CDB. The grants are aimed at improving export readiness within local enterprises in the creative industries and agro-processing and also enhancing the capacity of the business-support organisahon.

Each of these projects Doerga stated is geared at building capacity of local businesses. Most of the projects have started.

Additionally, the GCCI president said the organisahon had signed a Memorandum of Understanding (MOU) with CUSO International, the Small Business Bureau and another entity for the establishment of a local business incubator. which will be geared at providing valuable support to start-up businesses. That project is awaiting funding to be successful.

Moreover, the body is working with the Trinidad and Tobago Chamber of

Commerce on a trade mission scheduled for June, "where we will be looking at linking our businesses with visiting businesses ...developingtrade deals out of that."

Meanwhile. Doerga said the GCCI will ramp up advocacy for its membership and noted that will be extra vigilant. so that those in authority can take corrective achonwhen necessary.

"We do want a tax structure that reduces burden and intensifies growth for the compliant" Doerga stressed, noting that oftentimes compliant taxpayers and businesses are made to pay the price for the non-compliant. He believes that the Guyana Revenue Authority (GRA) ought to pay more attention to those who are non-compliant with the tax regime.

He also believes that more attention needs to be placed on legislation and opportunities that will lift persons out of poverty and enhance their lives. Doerga stressed that the private sector was a key player in the value chain as it was the private sector that has created lots of jobs.

The GCCI President noted that the early preparation and presentation of budgets since the APNU+AFC coalition government took office in 2015. but made it clear that the presentation of early budgets without spending was of no use to the economy.

"If the money isn't spent then it doesn't find itself back into the economy and it is of no use." Doerga added.

Meanwhile. Vice-Chancellor of the University of Guyana (UG). Professor Ivelaw Griffith continued his pitch to the private sector to invest in the University of Guyana. Professor Griffith, since his return to Guyana to take up the post of vice-chancellor some months ago. has been pleading with the private sector to do more for the institution.

He described UG as an "educational sea with troubled waters" and noted that he was attempting to build a bridge to cross the sea. The bridge he called "the Renaissance Bridge."

The vice-chancellor noted that there was a great need for the estabhshment of a business school here and disclosed to the forum of mostly entrepreneurs that he was in receipt of the first draft of a feasibility study done by a team of experts fom weeks ago.

He said since receiving the document he has travelled across Guyana to meet with stakeholders in their communities to get a feedback on the plans. He has since visited Port Mourant. Corriverton. Anna Regina and Linden. Meehngs

GCCCI were also held in Georgetown Professor Griffith stressed that in order for the "renaissance bridge" to be constmcted. there needed to be partnerships. He noted that Guyanese had grown too accustomed to the government's pouring of resomces. though inadequate, into the premier tertiary institution "We cannot look to the government to be the most significant contributor.. .those days are gone." he declared, while adding that the business community ought to be a significant shareholder in the investment in education.

The vice-chancellor said he intended to submit the first draft of the feasibihty study to UG's Council on March 30 with the hope of having all on board. He said too that he had already identified a Founding Dean and Assistant Dean for the institution and beheves that when the institution gets started. it is important for focus to be placed on needs and reahties of the business environment.

Those attending the School of Business will also be exposed to various foreign languages. as Professor Griffith made it clear that in an ever-evolving society, it is

surplus important to be able to communicate with those who speak foreign languages.

Additionally, he said those attending will also be exposed to a business etiquette course, but noted that the new venture would not be possible with only local talent. He reminded that Guyana has suffered tremendously as a result of the brain drain and as such it would be necessary to "embrace the diaspora for talent."

A diaspora conference is slated for July.

Possible changes for m

Guyana's political life As the arrest of former People's Progressive Party (PPP) members continued last week the matter took an interesting turn when former President Bharrat Jagdeo sought protection under the immunity clause that allows safety from prosecution for actions committed in office.

Jagdeo and a number of his party colleagues acquired prime beach front property on the East Coast of Demerara and sold it to party affiliates allegedly below market price. The Guyana Police Force's Special Organized Crime Unit (SOCU) thus brought in the ministers and other officials for questioning into the acquisition of the property. This area is known as 'Pradoville II.' While the ministers and others said they answered the questions asked, the former President told the media that he invoked the immunity clause under which he is protected as former Head of State and did not answer questions posed by the SOCU agents.

The government has wasted no time however in warning the former President of expectations while in office, suggesting that the President cannot commit certain acts while in office and get away with it.

The government's spokesman and Minister of State, Joseph Harmon pointed to recent events in South Korea where the President of that country Park Geun-hye is to be

ousted from office by impeachment and faces possible criminal charges and jail term, for acts committed while in Office.

During a press conference at the Ministry of the Presidency, Harmon gave government's take on the use of

and prosecuted as such, yet still believe that there will be no penalties.

President would take up a more 'quiet and sedate lifestyle,' he said.

Jagdeo however, is the PPP's General Secretary, leader of that party and Leader of the Political Opposition. He is integrally involved with the party and engaged in active politics, thus causing the government spokesman to question Jagdeo's resort to immunity, while still active in the political arena.

Already debates have surfaced about Jagdeo's right to immunity if (1) the evidence clearly shows his malfeasance while in office and (2) claiming immunity while actively involved in politics. While the government has made its statement on both matters, many persons are of the opinion that the previous administration committed many white collar crimes and should pay for it.

Some people say they voted to see justice serviced as the former government "shared out" state assets and resources to family and friends.

They continue to question Jagdeo's

need to call on the Presidential immunity clause if everything pertaining to the seaside property was above board.

A lot has been said by the PPP too, insinuating collusion on the part of the British High Commission and the Guyana government. Former Attorney General Anil Nandlall claimed of receiving news that following the arrest of Jagdeo and others, representatives of the British High Commission, SOCU members and the Irish expert here helping SOCU with money laundering and the financing of terrorism work, were seen at a popular cafe in the city celebrating.

The British High Commissioner has rubbished these claims, declaring vehemently that the High Commission is playing no role in the arrest of PPP members. He even had cause to explain that the Irish expert Sam Sittlinghton was not involved in the investigations but was continuing to give his expert advice in the areas of money laundering and related crimes.

Following SOCU's investigations, they are supposed to send the case files to the Director of Public Prosecutions Sharlimar Hack, but she too is under investigation as she too acquired land at the Pradoville II housing area. The file is thus sent to the police legal advisor who is Justice Claudette Singh.

It will be interesting to see how long the response will take before it is returned from the advisor, who investigators say is already taking a great deal of time in handling the cases. They say they are receiving excuses when updates on the cases are asked.

It is understood that a major investigation is also ongoing as the husband of a very senior official within the justice system, and also involved in the Pradoville case is being questioned about billions of dollars in laundered money.

Guyana Sprouts says these are serious developments in our country's political life. All Guyanese, at home or abroad needs to focus their attention.

liturgical calendar that this year, except in the Orthodox M ichurch, began March 1 and ends 6 weeks later, on Easter Saturday. The word derives from the Anglo-Saxon words "Lenchten," meaning "Spring" and "lenchtenid," the word for March. "Lent is the 40-day period (Sundays excluded) prior to Easter, which the church observes as a penitential season. It begins on Ash Wednesday (which can occur any time between February 4 and March 11, depending upon the date of Easter), and it concludes with the Passiontide, the two-week period during which the church's liturgy follows Christ's activity closely through the final stages of his life on earth. These two weeks are called Passion Week and Holy Week."

While on this aspect of my subject, it might be helpful to mention which churches observe lent and which do not.

Episcopalians (Anglicans), Roman Catholics, Eastern Orthodox, Lutherans and Methodists observe the season. Evangelicals, Pentecostalists, Seventh-Day Adventist and Latter Day Saints are among those who do not.

DID JESUS OR HIS FOLLOWERS OBSERVE LENT? Lent was not observed by Jesus or his apostles, because it was not known in Jesus' time. Neither does it appear anywhere in the Bible! In point of fact, Jesus knew about his upcoming death and resurrection; but he did not command his disciples to commemorate either.

ORIGIN OF LENT Lent originated in the ancient Babylonian Mystery Religion and was a preliminary to the annual festival commemorating the death and resurrection of Tammuz, the Babylonian sun god.

When he was 40 years old, he was hunting in the forest, when a wild pig killed him.

After his death, his mother Semiramis initiated a custom in Babylon called "Forty days of weeping for Tammuz," during which period Babylonians were commanded to fast and pray for Tammuz.

The prophet Ezekiel condemned the practice. "Then he brought me to the door of the gate of the LORD'S house which was toward the north; and, behold, there sat women weeping for Tammuz.

Then said he unto me. Hast thou seen this, O son of man? turn thee yet again, and thou shalt see greater abominations than these." (Ezekiel 18:14-15 KJV.) Jesus was well versed in the Jewish scriptures and would have been acquainted with Ezekiel. If God called the practice "abomination," He would never sanction a season honouring his son patterned after "weeping for Tammuz."

The 40 days of Lent recall the events leading up to, and including, Jesus' crucifixion. Whether it imitates the Babylonian custom is out of my purveyance.

When was lent incorporated into Christianity?

In 325 ACE, the First Council of Nicea (held at Nicea, now Iznik, Turkey) debated a 40-day Lenten season. In 360 ACE, the Council of Laodicea (Council of 30 clerics from Asia Minor which lasted

363-364 ACE at Laodicea, Phrygia Pacatiana) officially commanded Lent to be observed. However, there was no universal pattern. Eastern churches fasted weekdays, while Western churches fasted the entire week, including Saturdays.

Prior to the 600s, Lent began on the 40th Sunday. It was Gregory the Great (Pope 590-604 ACE) who moved it to a Wednesday, now called Ash Wednesday.

WHY IS LENT 40 DAYS? Lent lasts 40 days from Ash Wednesday to Easter Saturday, excluding Sundays.

Why 40 days? The generally accepted view is that it commemorates, per the Gospels of Matthew, Mark and Luke, the 40 days that Jesus spent in the wilderness before beginning his public ministry, fasting in the desert, where he endured temptations by the devil.

CATHOLIC LENT The Universal Norms on the Liturgical Year and the Calendar says: "The 40 days of Lent run from Ash Wednesday up to but excluding the Mass of the Lord's

Supper exclusive. It ends the evening of Holy Thursday. Though some sources try to reconcile this with the phrase "forty days" by excluding Sundays and extending Lent through Holy Saturday, no official documents h support this interpretation."

In Catholicism, Lent is an obligatory Christian Tradition. By custom 5^ and rule. Ash Wednesday and Good Friday are obligatory days of fasting and abstinence. Additionally, Fridays during Lent are obligatory days of abstinence. Wikipedia Encyclopaedia defines abstinence as: "Abstinence is a self-enforced restraint from indulging in bodily activities that are widely experienced as giving pleasure. Most frequently, the term refers to sexual abstinence, or abstinence from alcohol or food. Per the canons of the Catholic Church, all Catholics over the age of 14 must abstain from meat on Fridays in Lent.

EPISCOPALIANS (ANGLICANS) "A large part of the Episcopal Church (its styles vary from the simple to the elaborate, from Evangelical to Catholic) has retained rich and reverent ceremony as part of its Catholic heritage."

Episcopalians observe Lent in the manner as Catholics. There is no canon that orders fasting and abstinence, no food requirements, no compulsory fasting.

However, everyone's observance of Lent should include: Attend worship on Ash Wednesday, every Sunday in Lent, every day in Holy Week. Episcopalians are encouraged to fast during Lent and recite the Four Stations of the cross.

For Episcopalians, the believer must indulge in self-examination, penitence, self-denial, study, and preparation for Easter on which almsgiving has traditionally been added.

ORTHODOX OBSERVANCES OF LENT Their observance of lent is very interesting. The Orthodox Church does not observe Ash Wednesday. Ten Sundays before Easter (Pascha), the parable of the Pharisee and the Publican is read. This teaches that it is "futile to boast of self-denial." The Publican's model of repentance is our aim.

This year Lent began February 27 and ends April 4. Good Friday will be celebrated (continued on page 10)

ARSON is a criminal act of deliberately setting fire to property. Within the past few months there have been a series of alleged arson to homes and businesses with estimated damage worth billions of dollars. Arson has a negative impact whether it is committed against commercial enterprises or residential properties.

At the commercial level it brings about economic dislocation and impact on the financial wellbeing of those who are affected. Such losses also adversely impact the community within which the businesses are located and the dependency of those who rely on its service. For the residential properties arson brings with it displacement and separation of family, where some may have to seek refuge at different locations. Such acts also result in the loss of material possessions, the achievements of which came through sacrifices and accumulation overtime. On Monday yet another building (house) was razed in a suspected act of arson.

Arson brings about setbacks. Every property that suffers from arson impacts on societal wellbeing. For instance, the alleged arson that took place at Gafoors Enterprise last October, which was said to have been rebuilt to the tune of US$2M and contained $US2M in stocks, had direct and indirect impact on the economy, employment and economic opportunities, however temporary. In the case of the Buxton bakery which was razed last month, the owner was counting over $10M in damage and 30 workers would have become unemployed. Outside of financial loses the emergence of speculation as to who was or were behind these acts, the quiet naming of persons, and the deepening of rift among competitors in the business community could not have helped positive relations.

Every case of arson is an act of not only threatening the economic existence of business, family or person, but also the foundation of the rale of law. which society is built on. and must be safeguarded at all times. Given that such acts result in the destruction of property, it threatens each and every one and needs to be treated from this perspective. The individual who owns the property cannot be allowed to make the decision as to whether such matter ought to be prosecuted. For such act did not only threaten his or her life and property, or those residing in the immediate environment where it was committed, but also respect for the rale of law.

Arson is not a civil act against a person but a criminal act which must be pursued by the State. Criminal acts are

I respectfully call on the Attorney General and the Minister of Sports of Guyana- if they have not done so- to submit in a timely manner their response to the GCB injunction concerning the implementation of the Cricket Administration Act. It is of enormous importance that this matter be concluded in the Court in the best interest of our beloved game, but more especially our cricketers. We need to have free and fair elections as early as possible.

Dynamic International Airways has announced that five additional flights will be added to transport Guyanese between New York and Guyana. The announcement was made last Thursday at an appreciation cocktail reception for Guyanese passengers in Queens, New York.

The airline's Interim Chief Operating Officer (COO) Karen Kraus told the gathering that the company would be expanding their services, which would include, "five daily flights a week from New York to Guyana." Kraus said that the airline has heard the feedback from their Guyanese customers and, "is significantly improving service to realise the enhanced flying experience Guyanese customers deserve."

It was noted that improvements would also come with, "low cost flight service, meals with a full complement of beverage, greater comfort and exquisite in-flight entertainment." It was also noted that flights will now also originate from Toronto, Canada to Guyana and new flights from New York to St. Vincent and the Grenadines will commence in August 2017. Kraus announced that the airline recently installation a modern operations center with a state of the art customer interactive information sys-

tem that provides customers with up to the minute flight information.

The COO expressed regret for inconveniences faced by Guyanese during the 2016 Christmas season.

It was explained that a vehicle struck Dynamic's 767 aircraft at JFK Airport in New York, while a stand-by aircraft developed a flap malfunction, leaving both planes out of service. They said a third aircraft subsequently serviced the New York - Guyana route.

The COO noted however, that her company worked extremely hard to get passengers to their destinations, and in the end left no one or luggage behind. She outlined new plans to strategically preposition alternative aircraft for added flights during unforeseen interruptions to minimize inconvenience to passengers.

Previous FLASHBACK; It was the late 1990s and a near-sighted government, believing all it needed to govern was a mandate at the polls, was brought to its knees. Tear smoke filled the streets of downtown Georgetown as the government cracked down on dissenters, seeking to break the back of a resistance movement that had paralyzed the government in the capital and was quickly spreading to hotspots on the outskirts. Sirens of emergency response vehicles ruptured the peace and quiet at a constant rate.

Members of the Fourth Estate stared down eyes of fear and felt the jitters of a nation on the edge of a precipice. Stifled by vengeance, anger, fear and uneasiness in the rising clouds of tear smoke and rebellious arson, people couldn't see further than their noses and their government was blinded by power.

The generation that matured in that time of conflict, has seen how quickly political arrogance ignites racial hostility. A generation before bears the scars of racial hostility in Guyana, a country blessed with beauty and natural resources. Guyana's identity and character were forged out of resistance and rebellion. The country is a story of triumph over state-sponsored oppression and excesses. Only briefly though, was there racial harmony. In the land of many waters, racial tension bubbles beneath the surface like red hot lava from the Soufriere Hill volcano.

Towards the end of the '90s, as a new millennium dawned, stubbornness, leftoverarrogance from the 20th century and a "we have power now" mentality had brought the government to a stand still and made the country ungovernable. The intervention of CARICOM and an accord known as the Herdmanston Accord, pulled the country back from the brink. Herdmanston provided a cooling period for the country to regain its balance. The stubborn and near-sighted government that fanned the flames of rebellion, continued to cling to power for almost two decades after Herdmanston. The people then transferred the mandate to govern to the opposition that led the resistance. So here we are today. The tables have turned but the tension and hostility that underpinned resistance are present. It is only the roles that have been reversed. The critical question though, is whether the "we have power now" mentality also persists.

FORESHADOWING If you look closely in the horizon you would see clouds of discontent, disquiet and resistance gathering in Georgetown. There is ongoing street protest by sugar workers, rice farmers and an influential upper/middle class group that is calling itself a citizens movement to terminate the introduction of parking meters in Georgetown. Uneasiness is brewing in the capital and the country side. On the surface, the tension and anger are nowhere close to what existed for the 23 years the previous government clung to power but there are clear signs that danger lurks just beneath the surface. President David Granger seems aware of a crisis that is brewing. Speaking to the nation's security forces just after the mass arrest and questioning of the top brass of the former government, he cautioned: "Threats might arise . . from elements who wish to undermine internal security.

The two spectrums of possibilities are not concurrent.

Reduces Likelihood of Success: The mass rounding up of political opponents is made worse by the extent to which it undermines the government's own likelihood of success. Successful prosecution requires the commitment of significant resources. Even in wealthy countries with sophisticated prosecutorial resources, prosecutors do NOT pursue several high profile cases at the same time. Resources should be consolidated to adequately and effectively prosecute a case. That cannot be achieved, particularly in Guyana where resources are limited, by prosecuting a battalion of high profile politicians with deep pockets and the most competent lawyers in the country.

When the pool of competent lawyers retained by these high profile defendants dries up, the government wouldn't even be able to assemble a large enough team of competent special prosecutors even if it wanted to. Ahandful of special prosecutors cannot effectively handle all of these high profile cases.

Already, the state is bursting at the seams with the volume of litigation it is ensnared in. The government already has a significant docket of high profile cases that it is struggling to keep up with and there are other high stakes cases that could significantly impact the state, looming. While the government was rounding up the potential defendants its Attorney-General was being ordered to pay cost to his opponent in another high profile case brought against the state by embattled Chairman of the Public Service Commission, Carvil Duncan for what the Kaieteur News reports as unpreparedness in that case. According to the local newspaper, an affidavit which the court granted the Attorney-General leave to file over a month ago was not filed. You may also recall that the appeal of the decision on former President Jagdeo's racial incitement case was dismissed because of blunders in that case.

These events are indicative of the extent to which the government's ability to cope with the burden of litigation, is stretched thin.

Adding more than a dozen high profile and high stakes cases to the docket, all at the same time, is a poorly thought out strategy.

EXECUTIVE Member of the PPP, Anil Nandlall, has formally written acting Commissioner of Police, David Ramnarine on behalf of other PPP members, who believe they are at risk of being killed or harmed because of comments made by Eric Phillips - an employee of the State Assets Recoverv Unit (SARU).

In a two-page letter.

Nandlall explained to the Commissioner that Phillips' comments, which were made on Facebook. have caused his clients to now be "exposed to being killed or suffer grievous bodily harm".

Nandlall stated that Article 146 of the Constitution guarantees freedom of expression of every individual, but pointed out that it predicated on the following caveat: "Freedom of expression in this article does not relate to hate speech, or other expressions in whatever form, capable of exciting hostility or ill-will against any person or class of persons".

The letter was also sent to President David Granger, Public Security Minister and 14 other persons, including foreign dignitaries.

not follow it, TRUE MEANING OF LENT The fact that many Christian celebrations have pagan roots does not bother me, since "there is nothing new under the sun."

What bothers me is that many well- intentioned professing Christians who celebrate Lent miss the true meaning of the season.

They believe that it must do only with giving up and not as much with putting in, Lent has to do with self-examination and penitence, demonstrated by prayer, the reading of scripture, self-denial and charity.

CONCLUSION "Let us hear the conclusion of the matter: Fear God and keep His commandments. For this is the whole duty of man." {KJV Ecclesiastes 12:13) Not all your piety or wit, your excessive prayer and fasting and almsgiving can earn you salvation. It is the gift of grace. When we celebrate Lent, we prepare ourselves for the glorious event of Jesus' resurrection, which ushers in the period of grace.

In the old days, among Guyanese of African descent, wedding activities might consist of the wedding day itself preceded by queh-queh and followed by Second Sunday. Queh-queh and Second Sunday might mark the wedding as a folk wedding, though queh-queh, a combination of folk-singing and folk-dancing at the homes of the bride and groom to be, had the stronger stamp of "folk" on it.

We looked recently at SecondDay wedding in old Barbados.

Let's turn our attention now to Second Sunday — a somewhat similar tradition in Guyana — and in Trinidad as well.

Second Sunday refers to the second Sunday after the wedding.

Weddings were generally held on Saturday. Nothing of public significance happened the next day, Sunday, which was the first day the bride and groom were together on their own.

The celebration of Second Sunday would be held at the home

of the newly married couple and would begin around noon or shortly after. Many persons attending would go to the place of meeting after leaving the morning church service.

People attended without formal invitation. Relatives and friends of both the bride and groom turned up and bridesmaids and groomsmen and such, just knew that they were expected to be there.

The main focus was celebration.

There was a "thank you" aspect to it as well. In a village setting, people cooperated in various

ways to make the wedding a success. They might have contributed items of food and drink, cooked or baked, helped put up a tent, or might have done any of the numerous tasks that need attention during the period of preparation for the wedding.

In small communities, the hairdresser, photographer, and an assortment of people who could not attend the wedding, or would not, because they could not afford the clothes required for the more formal occasion, would all be prime candidates for this second opportunity to join in the festivity.

Second Sunday provided a less formal atmosphere in which there was a greater closeness than was possible at the wedding with its fuss and deadlines. Gone were the tenseness and confusion. People were relaxed and comfortable. The young men that escorted the brides-

prospective sister-in-law was twenty years of age, wore tight miniskirts, and low cut blouses.

She would regularly bend down when near me, and I got many a pleasant view of her underwear.

It had to be deliberate. She never did it when she was near anyone else.

One day little sister calls and asked me to come over to check the wedding invitations. She was alone when I arrived. She whispered to me that soon I was to be married, and she had feelings and desires for me that she could not overcome and did not really want to overcome. She told me that she wanted to make love to me just once before I got married and committed my life to her sister. I was in total shock and could not say a word.

She said, "I'm going upstairs to my bedroom, and if you want to go ahead with it just come up and get me." I was stunned. I was frozen in shock as I watched her go up the stairs. I stood there for a moment, then turned and went straight to the front door. I opened the door and stepped out of the house and walked straight toward my car.

My future father-in-law was standing outside.

With tears in his eyes he hugged me and said, "We are very happy that you have passed our little test. We could not ask for a better man for our daughter. Welcome to the family!"

The moral of this story is: Always keep your condoms in your car maids looked forward to spending more time with them either on the dance floor or in conversation.

The food served was not the fancy food they had at the wedding, but the basic favorites, popular with almost everyone, and was not eaten with special cutlery at a table. The setting was very informal. Cook-up rice, roti and curry, wild meat and such would be served. There would be sorrel, mauby and ginger beer for everyone. Men would drink rum and other strong drink and women could choose wine or falernum.

A table was laid out and a minister might be asked to bless the food. At some point in the proceedings, the bride and groom might stick a cake perhaps the husband's cake this time. And perhaps, there might even be some speechmaking.

Later activities would be lots of conversation and lots of dancing.

Eventually, the guests would trickle home and the wedding events were truly over.

Second Sundays do not take place in Guyana as often as it used to. Changing lifestyles and the increased expense involved in hosting a wedding seem to be making it a thing of the past.

By Nafeeza Yahya dedicated PRIME Minister, Moses Nagamootoo, on the occasion of 104th Death Anniversary of the Rose Hall Martyrs, told those gathered that the "sugar industry will not be closed" and called on the trade unions and everyone to work together to be part of the solution, not the problem.

"In the World today sugar estates are closing down very rapidly and we have to ensure that Guysuco does not come out of sugar, it must at least be able to manage a few factories and produce at least 150.000 tonnes that we could sell on the international market for the best price. We cannot give up the efforts to transform the sugar industry, to modernise the sugar industry and to deal with workers," Nagamootoo told those gathered.

The Prime Minster said he hears and understands the cries of the workers and the unions for not wanting to close the industry down and assured them that won't happen.

"We understand when workers and their unions put up the slogan that they do not want closure of sugar. Sugar will not be closed. I do not see that ever happening in my lifetime and I can tell you this that sugar is in my blood, it has perhaps been my single obsession since I entered politics... So today I would like to invite the trade union GAWU to be part of the solution not part

MARTYRS Meanwhile, in reflecting on the straggles of the plantation workers, the Prime Minister stated that through the straggles of the martyrs who made the ultimate sacrifice. the foundation was laid for a better life for future generations and this should not be in vain. He noted that all resources that are available should be put

"While we cannot return to the past where there was so much misery, so much oppression, we learn about the long bitter history of sugar and yet we say sugar cannot die; too many workers depend on sugar for a living. We have to use science and technology, we have to transform the work in the sugar industry that converted human beings into mules fetching canes on their heads, walking in the back dams barefooted and falling in punts and breaking their limbs and their bodies. We have to transform them to

Guyana has taken aim at the Mexican rice market since 2015. when Prime Minister.

Moses Nagamootoo visited that country and made robust representation for Guyana's rice exporters, following the collapse of the Venezuelan market.

Since then, several steps have been taken to ready rice exporters to tap into the Mexican market, and recently, a business delegation of grain

producers and exporters from Guyana participated in what was dubbed the largest trade fair for food retailers in Lahn America and the Caribbean.

According to a Ministry of Agriculture release, joint efforts by the Mexican Embassy here and the Guyana Rice Development Board (GRDB) saw the Guyana team having access to the highly anhcipated Expo ANTAD 2017.

This event drew more than 50.000 visitors from 40 countries around the world to the Expo Guadalajara facilities in Mexico, providing significant

workers in a modem industry where even if you have fewer sugar factories, fewer estates, that you can make their work less burdensome, that you can convert that sugar industry that is a burden on this nation; it is bankrupted."

Nagamootoo continued: "We could only do that in their memory if we all join in supporting the efforts to transform sugar and to make it into a viable industry and to use the resources of the estate to involve more workers in the productive process, to create wealth for our country so as we go down the future we hope, as we look before us we can see oil and gas resomces coming to Guyana, we can always say that sugar workers have participated in the process of not only ensuring that sugar industries survive but it remains a basis for a green economy..."

Meanwhile, in delivering brief remarks. Minister of Public Security Khemraj Rmajattan stated that the heroic sacrifice made by the 15 workers on March 13. 1913. laid the foundation for the enjoyment of greater dignity by workers and this must never be forgotten.

"The martyrdom of March 13 epitomises the resistance of Indians on plantation. it was part of the chronicle of struggle for improved living and working conditions. A grateful nation never forgets those who give their lives in the field in the pursuit of dignity and freedom; a grateful nation honours its martyrs."

- Mexico set to import 150,000 tons of Guyana s rice GIVEN a favourable price, Guyana can export some 150,000 tons of rice and paddy, duty-free, to Mexico before the end of December this year, the Ministry of Agriculture has said.

Rice and paddy consumption in Mexico exceeds one million tons per year, and according to the Agriculture Ministry. Mexico imports more than 80 per cent of the grains.

According to the ministry. just March 1. 2017. the Mexican government gazetted the authorisation to import

A DEDICATED BOOTH The MOA has said that GRDB representatives manned a dedicated booth, which displayed samples of Guyanese produce and provided information about the rice and paddy sector in Guyana to professional purchasers. Additionally. contacts which were established even prior to the trade fair, made it possible for the Guyanese delegation to have business meetings with

entities such as Oxxo. which has the largest chain of convenience stores in Mexico, and manages an average of 14.000 locations.

"The Guyana team also met with representatives from Commercial Mexicana and Soriana." the release said, adding: "These are some of the leading brands in food retailing in Mexico; they operate in excess of 650 supermarkets in more than 200 cities."

Additionally, in order to further expand business contacts, GRDB representatives and other Guyanese exporters visited Verde Valle, the largest rice packaging plant in Western Mexico. Business

"Today because of the poor performance of the sugar industry we have been hearing talks of closure and downsizing but these are things we read in the press.

So far we have not heard anything definitive as to what is going to happen but the thousands of people who depend on Rose Hall for a living we pray that the people will be considered first in any decision regarding the sugar industry and Rose Hall in particular." Armogan said.

Dr. Fred Sukhdeo, grandson of one of the Martyrs, Nibur Singh, who lived in the logics at Rose Hall Estate, gave a brief history of the events leading to the death of the martyrs and reflected on the living conditions that the indentured labourers were subjected to.

— thousands of Guvanese celebrate Phaswah PRESIDENT David Granger said Phagwah has become a fundamental part of Guyanese heritage as he joined hundreds in celebrating the Festival of Colours on Sunday.

Speaking at the celebrations hosted by the Indian High Commission.at the Indian Cultural Centre (ICC) in Bel Air. Georgetown, the President said that Holi (or Phagwah ) that was traditionally practised by the Indentured Immigrants brought from India to work on the plantations of then British Guiana.but it is now being celebrated by all Guyanese.

He noted that this year's celebrations are even more joyful.since 2017 commemorates the centenary anniversary of the abolition of Indian indenturship.

The President.being very adept at Guyanese history said. "Holi has been a source of solidarity and sustenance, during and beyond the period of indentured immigration...

Holi has reinforced the link with the motherland and re-established cultural connections...so Holi is here to stay."

President Granger told the gathering.

The Head of State added: "Holi is an opportunity for the renewal of human relations—an occasion for persons to set aside differences. It is time to forget and to forgive wrongs; to frolic, so let's have fun!"

Also giving brief remarks at the ICC was the Indian High Commissioner to Guyana. Venkatachalam Mahalingam. who enlightened the gathering that in India (where the festival originated). Holi has several significances. He explained that Holi signihes the everlasting triumph of "good over evil", love and the beginning of spring.lt also celebrates the importance of agriculture.

The programme featured a number of cultural presentations. Also in attendance were Prime Minister Moses Nagamootoo and Mrs. Sita Nagamootoo. former President Donald Ramotar. former Prime Minister Samuel Hinds.Ministers of Government. Members of Parliament

Meanwhile, at the Guyana National Stadium.Providence. East Bank Demerara (EBD). thousands of Guyanese came out as the Inspire Inc. held its hfth Phagwah Festival.

While Phagwah was celebrated in many different ways throughout the day. the greatest spectacle was perhaps when thousands of hands decorated the atmosphere with all screaming "Holi Hai" in unison.

Chief Executive Officer of Inspire Inc. Dr. Yog Mahadeo said the aim of the show is to unite all Guyanese despite their ethnic, religious or political differences.

Holding steadfast to this aim. the thousands of Guyanese feted to Indian cultural pieces such as chowtal singing, classical and contemporary Indian dances and renditions of popular songs as well as catchy soca songs.

All of the show's entertainers were locals, and in the spirit of the holiday;just as patrons were allowed free entrance, the entertainers performed for free. The lineup of entertainers included chutney sensation, Amir Khan and GTT's Jingle and Song competition winner, Calvin Burnett,along with many other singers, dance troupes and Hindu religious groups.

THE BEACH is promoted as the "gap between Georgetown and the Number 63 beach on the Corentyne. But while it stretches for miles from both ends, Novar Beach is not well-known to many.

The beach is located aback Novar village in Mahaicony on the West Coast of Berbice.

To find the beach, one has to make a few queries from villagers as regards its location since there are no visible signs on the public road to provide an indication of its existence.

Last weekend this publication ventured into the Mahaicony area in search of the beach. Once at Novar. some 45 minutes from Georgetown, checks with a pedestrian provided some indication of where the beach is located. After turning into a street on the northern side of the roadway, a few more inquiries led down a roadway with lush, green mangroves on both sides.

A few goats nibbled at shrubs along the roadway while a few lay on the road occupying the afternoon's minutes. Further up. a cow yanked some grass out of the ground while the roadway led to a few turns into the direction of the sea.

Five minutes after leaving the public road, there appeared a clearance in the mangroves ahead and the sea was now visible. A few washed up empty receptacles could be seen among the bushes while the relatively well-kept roadway led to two plots of space, presumably for the parking of vehicles.

Then suddenly, the beach appeared. A family sat in the opened minibus, absorbing the afternoon breeze while sipping light and alcoholic refreshments. In the distance two children played in the water as the family watched with keen eyes.

He said r that his son mentioned the name of V the beach to him once and as such he decided to travel to the area along with his family. Prem noted that while the beach provided a natural setting for enjoyment, much work needed to be done to upgrade its standard.

He said that having experienced the beach atmosphere in Barbados, there is no doubt that Novar Beach can match those in the islands.

along the roadway which could identify the beach. "The public roads don't have anything to say where this beach is." he said.

In addition, he noted that lots of games such as cricket and even beach football tournaments could be hosted at the venue. "It got space." he added, noting that rangers could also be employed to maintain the general upkeep of the area.

Looking east, long swathes of land were visible along the beach as both sand and hardened clay lined the entirety of the beach. West of the entrance to the beach, the landscape appeared much more vegetative, as green mangrove branches hung over the sides of the beach.

Last year the West Berbice Chamber of Industry and Commerce promoted Novar Beach as a Tourist destination. In November last year, a day of activities was hosted to commemorate the re-branding of the Chamber from West Berbice Chamber Industry and Commerce to Region 5 Chamber at the beach.

Beach cricket, jet ski racing and locally-made boats provided activities at the venue.

Novar Beach is described as a hidden adventure and is considered an ideal venue for family relaxation.

Last year, president of the West Berbice Chamber of Industry and Commerce. Imran Saccoor, said the beach would provide greater opportunity for patrons in and around the area to have calm and relaxing beach days.

With the recent commemoration of the United Nations International Women's Day. Natural Resources Minister. Raphael Trotman.has hailed his ministerial partner Simona Broomes. saying the Ministry is grateful for having "one of the most dynamic women in Guyana as a minister within our Ministry".

The relentless efforts of Minister Broomes have placed her in hearts countrywide as one of the most admired women in public life.

Natural Resources Minister, Raphael Trotman Minister Trotman. in an interview with Guyana Chronicle at State House Friday, credited her work again, this time calling her a "livewire" within his Ministry with a passion for people's rights.

"I was actually saying to my staff on Wednesday

that we need to celebrate the fact that we have one of the more dynamic women in Guyana as a minister within our Ministry. She has been a livewire and we celebrate her work." he told Guyana Chronicle.

Minister Broomes. who is known as a tough woman. even in Parent Teachers Association (PTA) meetings at her children's schools, shot to public recognition when she formed the Guyana Women Miners' Organisation just over five years ago. fighting for the respect of women and girls in the mining industry.

She was recognised by former U.S. Secretary of State. John Kerry, as a hero against TIP in Guyana.

In her efforts to bring down the scourge of human trafficking, she kicked down doors, cried bitterly and

rescued girls as young as nine-years-old from death or further damage in the cruel hinterland sex trade.

After resigning from GWMO. she was appointed Minister of Labour, where she was nothing less than her compassionate self, fighting for justice of the workforce and putting systems in place to ensure a fair and just system.

She has. however, been transferred to the Ministry of Natural Resources, a kind of 'back-to-home' move by President David Granger, in a familiar atmosphere as junior minister.

"And she's been going out even now organising at the grassroots level miners who have been denied -men and women ~ to give them a chance to partake in the patrimony. And so we laud her work, we celebrate

"We celebrate women in mining, women in forestry. I've met the Guyana Women Miners Organisation (GWMO) headed by a strong woman and a strong membership. I've met women who are mechanics, women who are engineers at Guyana Goldfields, who operate heavy-duty equipment, so in our sector, women are the backbone of our mining sector (and) in forestry.

They are not just cooking in kitchens, but they are operating heavy-duty equipment, they are down in the pit mining for gold themselves and tending to children and cooking, in addition."

So for the edification of President Trump and his Republican colleagues bent on punishing sanctuary cities by cutting federal funding, I offer this statement: The sanctuary cities of today are part of this American heritage, history and tradition. Their reasoning is sound, humane and practical.

When the undocumented feel safe, crime goes down. When the undocumented are treated as people our economy benefits. And when the undocumented are given a path to citizenship America prospers. Cities like New York that will protect ALL immigrants — including the undocumented — and will mount legal challenges to the constitutionality of President Trump's pledge to cut or withholding legal funding for programs that help those cities. Mayor Bill DeBlasio and Governor Andrew Cuomo are united in their determination to keep New York a sanctuary city.

Finally, we need to debunk the myth that the undocumented are "social freeloaders" that mooch and sponge off of the American taxpayer. That, assumption and erroneous position aught to be put where it belongs — one the garbage heap of history. With all due respect, President Trump and his cohorts are entitled to their opinions and beliefs — not the facts. And the FACTS tell a vastly different story. According to the Institute on Taxation & Economic Policy [www. itep.org] undocumented immigrants in America collectively contribute nearly USS12 billion each year to state and local tax coffers. The same study found that even without legal permission these immigrants pay income, property, sales and excise taxes.

Let's do the math. According to the report, there were roughly 11 million immigrants estimated to be in the U.S. illegally as of 2013. Each and every state collects at least a few million dollars from tax payments made by such immigrants each year, ranging from Montana's $2.2 million to California's $3.2 billion.

"Regardless of the politically contentious nature of immigration reform, the data show undocumented immigrants greatly contribute to our nation's economy, not just in labor but also with tax dollars," Meg Wiehe, the institute's state tax policy director, said.

A separate Pew study found that about a third of such immigrants were employed in service positions, while 15 percent worked constmction and extraction jobs and another 14 percent worked in production, installation and repair professions. About 13 percent were beheved to work in sales, office and administrative support roles, while another 13 percent held professional, management or business and finance positions.

The Institute on Taxation & Economic Policy's study found that individuals lacking legal permission to be in the U.S. consistently receive lower wages than their immigrant counterparts who are in the country legally, which inherently limits how much they pay in terms of income taxes. The report estimates the average income of an "undocumented family" is a little more than $30,000, well below the country's median household income of around $54,000, according to the Census Bureau. Following the removal of Preet Bharara and his threat that his top aides will exit with him, we should all be reminded that a prosecutor's actions are above review and liability, and can be arbitrarily and capriciously exercised without accountability. A prosecutor can even indict a ham sandwich.

Fox News and other media were quick to point out that Bharara's furor over his removal itself is his trademark style to portray himself as a political martyr, creating a phony scandal out of a routine event when all U.S. attorneys appointed by the prior Presidential administration resign. Indeed, the often ignored side to Bharara and his office must be reviewed to enby Anthony Persaud sure the integrity of our jurisprudence, public records, future office holders and our national interest, and to counterbalance the lionizing his high-profile cases afforded him by a captive media.

Judge Naomi Reice Buchwald admonished Bharara for "omissions as an officer of the court, that are troubling, to say the least." Bharara retaliated by calling Buchwald the "worst federal judge." Another, Valerie Caproni, a former federal prosecutor, publicly reprimanded him in the Shelly Silver trial after reluctantly denying the defendant's lawyers motion to dismiss his indictment because Bharara had orchestrated a "media firestorm" that tainted their client's right to a fair trial. She reasoned that they had a legitimate argument that the case should be thrown out because Bharara, "while castigating politicians in Albany for playing fast and loose with the ethical rules that govern their conduct, strayed so close to the edge of the rules governing his own conduct."

David Ganek, a co-founder of Level Global Investors LP, sued Bharara, several of his staff and the FBI agents for "prosecutorial misconduct" in federal court, claiming that prosecutors falsely implicated him in an insider trading scheme to justify a 2010 raid on his hedge fund that destroyed his reputation and business, and cost 80 employees their jobs. The National Association of Criminal Defense Lawyers (NACDL), filed a brief supporting Ganek's case, noting that the "allegations as detailed . . . described a serious case of misconduct."

Bharara's appellate reversals have also reverberated throughout the legal world, reining in the boundaries of insider trading law and jeopardizing many of his highly publicized convictions as the "Sheriff of Wall Street," forcing him to publicly admit his errors and concede defeat in many previous high profile victories.

An Indian Caribbean attorney, Deborah Misir of the law firm of Lally & Misir, recently berated Bharara for "having insecurity with powerful women . . . and having no respect for the rule of law," when he unsuccessfully tried to bully her client and usurp his constitutional right to be represented by the lawyer of his choice, accusing him of "the worst form of misogyny and sexism, and fundamentally antiwoman, more appropriate in Saudi Arabia than the United States of America."

Wendy Long, a prominent attorney, who unsuccessfully challenged Bharara's former boss and kingmaker U.S. Senator Charles Schumer, was "heartbroken," and blasted Bharara's "shameful overreach" in the case of Indian American Dinesh D'Souza for indicting the prominent conservative commentator in connection with campaign finance violations.

Similarly, Bharara crushed the hopes and efforts of the largest Indian Caribbean community in the USA, Richmond Hill, also called "Little Guyana and India" to attain recognition and empowerment when civil rights leader and community activist attorney Albert Baldeo ran for public office in 2010. Bharara, an Indian American himself who worshipped at the Sikh temple there on occasion, abused federal laws to indict Baldeo on an impossible theory that Baldeo's use of his own money in a City Council election to repay his loans was mail and wire fraud, a federal crime that carries a maximum of 20 years in prison. Another Sikh and Baldeo rival, Harpreet Singh Toor, said he knew that "Bharara was going to indict Baldeo." Although, the District

Leader was acquitted of the underlying charges, his non-peer Manhattan jury, after a long deadlock, convicted him of obstructing crimes he did not commit, a legal and illogical conundrum Bharara constructed.

Although the acts allegedly occurred in Queens, Bharara superimposed his authority in a venue outside his jurisdiction.

Regardless of the ultimate outcome, Baldeo's case highlights the unsettling frequency with which candidates and their supporters get caught up in the ambiguities of the city's campaign finance program and the arbitrariness of how violations get investigated and punished."

Bharara's arrogance was best exemplified in the Devyani Khobragade case, an Indian mid-level diplomat he strip-searched and prosecuted for allegedly underpaying her domestic worker, boasting that he had been criticized by the left and the right, by various governments and had been banned from Russia, while unashamedly admit-

His actions caused India to retaliate by downgrading security at the US embassy in New Delhi and demanded an apology for Khobragade's treatment. Secretary of State John Kerry, confronted with the unraveling of a crucial US relationship with a key Asian power, quickly and decisively expressed "regret" for the incident.

Bharara was denounced as an "Uncle Tom" and as a house slave by his fellow Indians. India Today said, "At the very least, we should target Preet Bharara for humiliating an Indian diplomat and make sure he never enters this country again."

Global Indian organizations accused Bharara of using "the same caste biased perception that immigrants of Indians who crossed the Kalapani as indentured servants have somehow lost their status in society, and are criminals in nature.

Nothing can be further than the truth, and to have someone in such a high office wielding such awesome power over citizens' fundamental rights and liberties, is a grave error."

Jurists have likewise condemned Bharara's transgressions in blindsiding the public with aggressive insider-trading prosecutions as a ploy to distract from his abstinence to prosecute anyone in the wake of the financial crisis, and in wasting resources on minor violations like DeSouza, Baldeo and Khobragade, while giving real egregious offenders a free pass. They compare his abuse of federal statutes as "breaking butterflies upon wheels, opening up a lemonade stand without a license or ripping the tag off a mattress."

Many ambitious and overzealous prosecutors at least pretend that they care about public safety and equal protection under the law, and would try to justify the irrational abuse of their awesome powers, but in the case of "Preetinder" Bharara, the pretense was sadly devastating of constitutional rights and fundamental liberties in his selfish, career driven agenda. There must be an independent review of his indictments. As Benjamin Franklin warned, "It is better 100 guilty persons should escape than that one innocent person should suffer."

Much the same scenario seems to be engulfing the Caribbean Premier League Twenty20 cricket, as seen in the 2015 tournament. Performances similar to that is achieved by youth players who with an abundance of unbridled energy, play for just the heck of playing and again, that purity of sport emerges.

Then perhaps to enjoy a pure contest, true exhilarating competition, one has to turn to amateur and youth championships, or perhaps not, because they, too, might become obsessed with the material trappings of sport after some success and limelight.

- SCS illegally placed parking meters on gov't-controlled roads - City Hall awaits notice on suspension THE MINISTER of Public Infrastructure, David Patterson, was one of the driving forces behind Cabinet's decision to recommend the suspension of the controversial parking meters project in Georgetown, given the fact that there are severe legal implications.

At Cabinet's meeting on Tuesday, several government ministers, including Patterson. vented their frastration about the project, which is being implemented by Smart City Solutions (SCS) in collaboration with the Mayor and City Council (M&CC). During a radio programme on 94.1 Boom FM on Wednesday. Minister Patterson made it clear that there are several legal implications that could possibly see his ministry ending up in a legal battle.

According to Patterson, some three to four weeks ago. a team had met with Council officials following a Cabinet subcommittee meeting on the parking meter issue where several proposals were made to the Council.

He said that the body had acted on some proposals while others, including a possible suspension of the parking meter project for broader consultations and a contract review, were ignored.

Patterson continued that key government ministers felt that it would be best.

Patterson said his ministry and Cabinet were concerned about being entangled in legal issues since some persons were taking the parking meter matter to court. He related that among these legal issues is the fact there are "declared urban roads" in the city for which his ministry is responsible.

The Minister said that before the implementation of the parking meters, he had cause to write the Council, informing them that they were putting parking meters on roads controlled by the ministry although there was no agreement between the Council and the Ministry of Public Infrastracture.

The minister described the situation as an anomaly, saying that the. "concessionaire (Smart City Solutions) nor the City Council had any lengthy discussion with the ministry." over the use of those roads. Patterson stated however that Water Street is among a number of listed roads that come under the auspices of his ministry. The Minister pointed out too that in fairness to the City Council. they have confirmed to his ministry that instractions have been given to Smart City Solutions to cease all parking meter erections on

The Minister said having the Council adhere to the issue of declared roads is one less issue haunting the parking meter program, outside of the public's call for consultations, reduced parking cost and the release of what was termed a "secretive deal" between Smart City Solutions and the Council.

Minister Patterson said that the government would have addressed some of the legal issues with the contract after Attorney General. Basil Williams, and other authorities perased the document.

The Minister noted however that the M&CC is an independent body, and even retains its own legal counsel who could have been giving different legal advice.

Patterson noted however that while he does not believe government can order the Council to accept their recommendations, "we do hope that they will see with Cabinet... and that a decision from Cabinet can be adhered to."

the match and while champagne flowed freely spectators gathered in front of the pavilion calling for the players to show themselves, and cheered each player who took his turn at the balcony. I would be lacking if I did not mention Worrell and Benaud, two great captains, without whom there would never have been a tie, at no time, even at the climax, did either of them make the slightest attempt to play for a draw. I think that it was fitting that the match ended with even honors.

Half a million people lined the streets to give a rousing send-off to the West Indies cricketers as they began their journey home after the Test series against Australia. It was the biggest crowd in Melbourne, since the visit of Queen Elizabeth 11 and the Duke of Edinburgh in 1954. As the West Indies moved off from the hotel in a motorcade of 10 convertibles, the crowd surged forward, and the procession could move no faster than three miles an hour on its way to a reception by the Lord Mayor.

Streamers, confetti, balloons and paper fluttered down on the procession as it moved slowly through the heart of the city. West Indies' Captain Frank Worrell, tears streaming down behind dark glasses said; "I've never been so moved. The people are so friendly ,,, they're wonderful. I might come back one day to see such wonderful folk again. After the final Test match, Australian captain Richie Benaud said that he was quite certain that Worrell himself would remain in the hearts of all cricket lovers for a very long time.

Melbourne [Australia], Mar. 14 (ANI): Retired West Indies batsman Shivnarine Chanderpaul and his son Tagenarine have created history by achieving a unique feat of making 50s in the same firstclass match.

Batting for Guyana in the regional four-day tournament at Sabina Park, Jamaica, Chanderpaul brought up his 136th first-class half-century only hours after his 20-year-old son had also reached 50 on Day Two on Sunday, reports cricket .com.au.

The 20-year-old opened for Guyana and gave a strong start to the team with the help of Shimron Hetmyer. He scored 58 runs, whereas Shivnarine, who came in the third drop, scored 57 runs to take the total of the home side to 262 against Jamaica's 255.

Tagenarine, like his father, is a left-hander and recently captained the West Indies at the Under-19 level. His

U-15 IN their continued aim to restructure football in Guyana, with emphasis on development at the youth level, the Guyana Football Federation (GFF) yesterday launched the Frank Watson U-15 Intra-Association Tournament at the National Gymnasium, before an audience that included visiting CONCACAF president Victor Montagliani.

The tournament is being held in collaboration with the Pele FC Alumni Corporation, and backed by corporate support from the National Milling Company. and will supplement the Under-17 league which
