They complained about the political/race division, the limited amenities and infrastructural work. They complained about inadequate jobs, not enough social facilities and economic avenues for growth, among many other things. At age 50, Guyana continues to thrive, regardless of some believing the country has made baby steps since its independence, while others are of the opinion that the country has advanced tremendously — like many other former colonies — Guyana continues to endure.

Its people on the other hand, are to be viewed differently, especially now under new political leadership and a new direction, it is a matter to ponder as to how Guyanese will accept this change. Currently the word

What the government has stated too is their understanding of parallel economies. They believe that Guyana ran parallel to a drug state, where the country's deficiencies were substituted with illegal funds. Not having these illegal funds, they say, contributed to the slowdown of the economy as less money is being circulated.

For one thing, a life style review can help. Everyone has the right to live as they please but it would be unwise to ignore your environment. For example, Guyana grows delicious fresh fruits and vegetables but many prefer processed foods, many yearn for name brand clothes from overseas instead of contributing and supporting the local industry. An overview will show that many of the consumer habits of the average Guyanese are not conscious. In essence, as Guyana develops and things seem to be getting worse before it gets better, finding acceptable ways to endure might be the best solution.

THE Mayor and City Council continues to encourage all motorists to use the metered parking system installed in a section of the central business district of Georgetown.

It is public knowledge that Council is responsible for a raft of activities, including the construction and maintenance of roads and allied facilities in the nation's capital. An estimate from the City Engineer's Department suggests that the construction of one (1) mile of road cost twelve million dollars ($12m).

Metered parking allows citizens to participate in the way the netw ork of roads in the city is financed, ordered and managed. It influences the fluidity of vehicular traffic, the progress, growth and development of the municipality.

It is known that, whenever a new technology or medium is introduced in a society it creates a new environment and stimulates various reactions to it. It is clear, too. that individuals tend to see the old way of doing things in the new innovation or technology introduced into the community. This, sometimes.

causes them to miss the importance and utility of the new path created by the medium, and the economic and other values of it to the city.

The Council is aware that citizens have gotten use to taking the collectively owned spaces of the city for granted and some feel no obligation to assist the council to manage these spaces.

The effects of metered parking in Georgetown include rearranging the way citizens do business, in the city.

The city's administration could not allow Georgetown to continue along its old path of disorder and indiscipline without making a fundamental error in its approach to make this capital glorious and comparable with the great cities of the world. The city is part of the global village and consequently connected to the rest of the world, which is progressing in the area of technology; our national capital must not be left behind. Therefore, the Council urges all citizens to participate and share in this aspect of the city's history and development.

AS GUYANA ushered in the celebrations in honour of its Golden Jubilee last year, the country's Mashramani parade was shifted from its usual date on February 23 to May 26. With this change, came the introduction of a different route that would see the revelers moving from the Stabroek Market Square, along Brickdam and into D'Urban Park.

Minister within the Ministry of Education, Nicolette Henry, said that the route held historic significance, given that Brickdam is the first street to have been built in Georgetown, and that the revelers would pass by the Independence Arch. While Mashramani has returned to its regular date this year however, the route has not. and the change- though met with concerns from the public- is said to have been a strategic one made by government; one that will allow for greater safety and security for the revelers and onlookers.

The new route, which is also shorter, will now make room for a joint parade for both the adults and children, while its points of assembly and culmination will allow for more floats, more revelers and more people. These are the main selling points for Government's decision, and attractive though they are. the question arises as to what the disadvantages are and how or if they will be remedied.

For starters, consideration must go into whether there ever was a need for both the children and adult parades to be merged. Many may argue that a separation is necessary in order to give freedom to certain behaviours that are likely to occur among the older age groups, while preserving the behaviours that are still affiliated with the younger ones. Persons have also argued as to whether the children- many of whom fall among the youngest of our student population-be able to endure the enlarged crowd, intense heat and prolonged judging period?

A shorter route could also mean less space for vendors and these stakeholders have been among the lot to raise arms in objection to the change. Certainly. D'Urban Park has the space, but as opposed to the placement they have enjoyed for years along the Church StreetATissengenRoad route, the vendors don't seem to like this idea much at all.

The minds behind this initiative are of some concern to me since, there is always some agenda hidden behind political status, so one has to sit and think of whether the current system was introduced as a means to an end or just another tactic to continue political corruption.

With all that being said. I believe the parking meter system is a great initiative. However, $58.00 per every 15 minutes (vat inclusive) is blatantly harsh and does not support our nation's motto (One People. One Nation.

One Destiny). The main task of any

government is to minimise poverty and boost prosperity. Adding another bill to people's monthly expenses is contrary to what I think governance is about. Very often Guyanese people will compare Guyana to 'America' (North America) saying things like: "If them went in America them wouldda had to pay." That is besides the concerns of the people as it relates to the parking meters. What people fail to acknowledge is that 'America' is economically stable and strong. The economic status of Guyana and North America are vastly different and the comparison is simply not fair. There is so much to be taken into consideration if Guyanese are going to compare Guyana to the North America. Guyanese people please stop it.

In retrospect, the idea of "bigger and better" may also very well be a stretch of the imagination, given that last year's event did not quite translate to that. D'Urban Park is indeed bigger, and allowed for more people to observe the parade, but its massive platform seemed to swallow up the less than 30 floats and its revelers as each float passed through the ground. There was limited visibility for persons on either end of the venue and the sound provided by individual systems on the trucks faded quickly from earshot before reaching centre ground. So this year, while the bigger venue will be used as a selling point one must wonder if the size of the floats and the bands will grow as well to make for a better display.

Of course, for this or other solutions to have been possible, the announcement that the change in route would

This system is used when and if a road user violates the road laws they pay a fine/penalty. Some people say that the parking meter system is a leaf on the tree of economic development; I say yes it is. but paying an additional $37,000 per month for a career person like a nurse or teacher is absurd and the government should be ashamed.

It is a death sentence and a burden to the nation. The nation is crying and the government needs to listen.

I think if we take it one day at a time and make some change in high places we will see lasting progress in this nation and our economic trees will flourish. Praise God and may God bless this wealthy nation.

After all, a new route could signify new direction with new opportunities. And with the Government's thrust of the 'Good Life', perhaps "Celebration with dignity, liberty and greater unity" may best be honoured by traversing along a brand new path.

By Alva Solomon ALLIANCE For Change (AFC) party co-founder, Raphael Trotman, has once again been elected to serve the party as its leader following elections held at the party's Fifth Biennial Conference at the Vreeden-Hoop Primary School on Saturday.

Co-founder of the AFC. Khemraj Ramjattan. was elected chairman. Voting for the top post of the AFC was closely contested between the two party executives.

Trotman. the current Minister of Natmal Resomces. won by two votes over Ramjattan. the Public Security Minister, with final figures of 127-125 in favour of Trotman.

And following the elections. President David Granger in a congratulatory message to Trotman and the AFC. recommitted the other half of the coalition government. A Partnership for National Unity's (APNU's) position to the Cummingsburg Accord.

Chief Executive Officer (CEO) of the National Agricultural Research and Extension Institute, Dr. Oudho Homenauth, said that coconut is a major non-traditional export crop which brought in approximately $5M US in revenue over the past five years.

Dr. Homenauth said one way to grow the industry is through the acquisition of coconut planting materials in its tissue form. He said the tissues will go through a series of laboratory tests before they are transferred to the nursery for actual

Those vehicles were wheel-booted, but according to the officers, this was just an "exercise" to demonstrate what will happen when the paid parking system is fully introduced.

The introduction of these meters has been met with staunch resistance from drivers, who are refusing to park on the streets. On Tuesday, when it was believed the meters were introduced, streets around Georgetown, where payment is needed for parking, were visibly clear.

The Constabulary has responsibility for the prevention and detection of crime in Georgetown and has similar powers and privileges of the Guyana Police Force (GPF).

It also has authority to prosecute persons for offences such as assault, disorderly behaviour, urinating in public places, using indecent language, encumbering the pavements and so forth.

The department also provides security for municipal markets, day-care centres, koker pumps and City Hall buildings, among others. Providing security alone takes up much of the department's resources. Foo had once told the Chronicle.

The Enforcement Unit, which deals with itinerant vending and other breaches of the laws, is also very small and short of its full complement of staff.

I If or should I say when President Donald Trump's Tax Plan hecomes law, the rules for individual taxpayers will change dramatically next year. Of course, the details could be tweeted umpteen times, before any changes would take effect. But if they do, the adjustments will be the outcry of the nation. His tax plan will have a more devastating effect than the recent Executive Order on immigration. The biggest change with the Trump plan would be a reduction in the top tax bracket, from 39.6 percent to 33 percent — a 6.6-point tax cut.

Here are some of Tramp's tax visions.

• Reduce taxes across-the-board, especially for working and middle-income Americans who will receive a massive tax reduction.

• Ensure the rich will pay their fair share, but no one will pay so much that it destroys jobs or undermines the ability to compete.

• Eliminate special interest loopholes, make the business tax rate more competitive to keep jobs in America, create new opportunities and revitalize our economy.

• Reduce the cost of childcare by allowing families to fully deduct the average cost of childcare from their taxes, including stay-at-home parents.

Some taxpayers' situations will remain unchanged. For instance, if you are already at the 33-percent bracket, barring any other changes to underlying factors in calculation such as the Alternative Minimum Tax (AMT), you will pay the same tax under Trump's plan as you do now.

• Despite increased taxes for some taxpayers, the Trump plan would reduce taxes, on average, leaving at least 0.8 per-

• Higher-income taxpayers would benefit most; The Trump plan would raise incomes for the top 1 percent of taxpayers by 10.2 percent to 16.0 percent.

2. Accelerate income.

You could take the opposite approach if you think your rate might increase. For example, if you are in the 28-percent bracket and think you could be pushed into the 33-percent rate under a Trump plan, you'd try to take all the income possible in 2017, in order to pay taxes at your current rate. A married couple earning about $160,000 to $200,000 together might be among those caught in this bind.

3. Take deductions.

If you itemize deductions, claim all you legally can for 2016 since deductions next year could be much less generous. Trump's proposed limit on deductions would affect about 329,000 taxpayers who take some $119 billion in itemized deductions, shrinking their possible deductions to about $45 billion. Time will surely tell.

By Svetlana Marshall BANKS DIH is sticking to its position that it should benefit from a reassessment of the consumption taxes which are paid to the Guyana Revenue Authority (GRA), Chairman and Managing-Director Clifford Reis said as he made the company's position clear.

Banks DIH is suing GRA for over $28B for the reported overpayment of consumption taxes. According to the indigenous beverage company, it paid $12.8B in consumption taxes between 2001 and 2006. when it should have paid less than $4B. resulting in an overpayment of $9.09B. Banks DIH is contending that the more than $9B overpayment was made because of a mistake in the law. based on a Court

of Appeal judgment on July 31. 2008. in relation to a High Court motion brought by another beverage company — Demerara Distillers Limited (DDL) against GRA. Last year.

DDL reached an amicable settlement with GRA after a 14-year tax dispute.

However. GRA. in a statement on Wednesday, said it is prepared to "vigorously contest" the lawsuit filed by Banks DIH and "looks forward to a thorough ventilation of the issues in a court of law."

Addressing shareholders during Banks DIH's 61ST Annual General Meeting at Thirst Park on Saturday, the chairman maintained that the beverage company had overpaid a significant amount of taxes and should be compensated.

"Banks DIH Limited is entitled, my fellow share-

holders. to repayment of all monies overpaid together with interest thereon." he told the stakeholders.

Reis added: "Before Banks DIH Limited instituted this legal proceeding, my fellow shareholders, the company instracted its legal advisors to send a (pre-action) letter to GRA and the Attorney General indicating its intention to seek redress in the court for a refund of the monies overpaid for the consumption taxes. A letter was sent to each of the said parties, however, neither the GRA nor the Attorney General responded to the said letter."

He noted too that Banks DIH has also instructed its lawyers to seek constitutional redress for breach of its constitutional rights to equality with respect to Section 149 (d) of the Constitution of Guyana, having

By Alva Solomon A HIGH-LEVEL team of Government officials was on Wednesday morning briefed by ExxonMobil on its production preparations, a move which marks the commencement of a series of consultations by the U.S. oil giant with stakeholders.

The technical briefing was held at the Marriott Hotel. Kingston and a similar exercise was also expected to be carried out later in the day with a team led by Opposition Leader. Bharrat Jagdeo.

Prior to the start of the closed-door exercise on Wednesday. Minister of Natural Resources. Raphael Trotman. noted that the

briefing was another on the development of the oil and gas sector, in particular Exxon's Liza well.

He said the briefing anticipated good news regarding production by 2020 and updates on new technologies and new techniques that will be deployed.

"It is important as Guyanese and particularly as

policymakers that we know what are the resources, how it is going to be exploited and captured and developed, and very importantly at the policy-end. how are we going to use the resources to the benefit of all Guyanese."

Trotman said.

He said the forum was the beginning of a series of engagements, starting with

The Payara field discovery is about 10 miles (16 km) northwest of the 2015 Liza discovery. Exxon plans to move to two other locations in the months ahead, including the Liza 4 field.

Williams said that committees have been set-up regarding the establishment of the JOF Haynes Law School, and according to him. there is nothing which bars O'Toole from sitting on his side at committee meetings.

Williams reiterated that the entire approach to the establishment of the legal institution here stems from the difficulties the University of Guyana students encounter, regarding acceptance into the Hugh Wooding Law School in Trinidad. He said that the alternative arrangement was

also green-lighted several years ago and according to him. following the recent launch of the project several committees have been set-up regarding the JOF Haynes Law School.

He sits alongside the Attorney-General of Jamaica Marlene Malahoo Forte on one committee; representatives of the Cayman Islands' University College of the Caribbean (UCC) and the Law School of the Americas (LSA) on another committee; and another possible committee would include the Chief Justice and Chancellor of the Judiciary of Guyana along with UG representatives.

Williams said he would have to discuss the possibility of Nations University partaking in the discussions with the project partners before the latter can officially partake in the project. O'Toole noted that some 15 years ago. Nations University formed partnerships with overseas-based tertiary institutions and tw o years later, the institution established a relationship with the University of London and commenced offering law the programme."We started offering a variety of degrees from London right here".

O'Toole said.

He noted that one of the reasons for meeting the AG on Monday was that some 55 persons are currently pursuing the LLB programme offered by the University of London here in Guyana via Nations University and not much is said publicly of the programme.

MONEY garnered from the Kara Kara toll booth that kicked into operation last October has been of assistance to the Linden Mayor and Town Council, according to Mayor Carwyn Holland, but he continues to be concerned about alleged theft and will be moving soon to install Closed Circuit Television cameras to catch the culprits.

Though an estimated figure was not given, Holland posited that the Council has been benefiting from the funds, as since then the Council has progressed in several ways ~ the most noted is the increase in workers' salaries by 15%.

Holland however is contending that more could be done and the Council can earn more from the booth, if securi-

Already, two of the four persons who were employed by the Council have been fired for financial skulduggeiy and misappropriation of funds. Since then, two new employees have been hired, but there is still the belief by some employees of the Council, that fraudulent behaviom is continuing. While Holland did not dehberate on this conclusion made by some employees and some drivers who brought it to this publication' s attention under anonymity. he posited that the Council is looking at ways to tighten security as there are still loopholes. "Soon we should be fully seemed with close circuit television (CCTV) as a means of monitoring and tightening up security." Holland said.

He disclosed that some vigilant drivers and employees would have realised that the employees who have been fired, were involved in skulduggery and revealed same to the Council. An audit was done and it unearthed proof of fraud. SYDNEY - Globetrotting West Indian all-rounder Andre Russell has been banned from all cricket for a year over a doping code violation, his Australian TwentylO franchise said on Wednesday.

The 28-yeai-old did not file his whereabouts on three occasions in 2015 as required, which constitutes a failed drugs test under World AntiDoping Agency (WADA) guidelines.

His punishment was handed down by the Jamaican Anti-Doping Commission on Tuesday.

"We are devastated for Andre," said Sydney Thunder general manager Nick Cummins, in confirming the outcome.

"We haven't seen the written judgement, but given the circumstances surrounding the filing failures we thought he had a good chance of being exonerated.

"We will monitor the appeals process and assess our options."

Under WADA's whereabouts rules, elite athletes must supply de-

tails of where they will be for one hour each day to facilitate drug tests.

Russell played the first five games of the Big Bash League this year for Thunder before withdrawing due to injury and being replaced by international teammate Carlos Brathwaite.

Sydney Thunder director of cricket Mike Hussey said he felt for Russell.

"I feel for him. He's been going through a really tough time of late with all the 'whereabouts' saga going on and he's been waiting to hear the finding of that hearing," Hussey told the Cricket Australia website.
