It is unfortunate that in this modern day of existence, human beings are still hating and denying each other of basic necessities because of their differences. It is nonetheless one of the negatives that many former colonies with cosmopolitan makeups face. Guyana is no different, by the time the British had left Guyana or rather given her independence, the relationship between the races was still not strong.

The British controlled the colonies, then called for the Portuguese as middlemen when they refused to do direct business with freed Blacks. The indentured labourers then came and they all added to the diverse make-up that colours the 'Land of Many Waters.'' It is never to be mistaken that Blacks were made slaves; to say mildly, treated horribly and showcased as the scum of the earth.

Any sociologist will make it clear that this is an unhealthy situation, and Guyana is a perfect example of what race hate can do. Guyana has had a grim history, especially in race-related matters.

Just take a look at elections time, there is this undisclosed tension in the air. People all of a sudden become uneasy and less trusting.

Of course the propaganda of slave owners and their descendants against the Black race is slowly being debunked with the continued ease in accessing vast amounts of varying information that is crushing a lot of what was previously taught. In Guyana, like in many other

This sort of behaviour can only benefit a few. Unless Guyana takes the bull by the horn (to use an old colloquial phrase) or look at race differences dead in the eye and accept that there is a problem, then Guyana's will always have race-related differences. As long as politicians keep using the race card to stay relevant and keep their support base, development in the country will come at a very slow pace. The deadliest weapon in the race arsenal is fear. The only way to maintain the race support base is to convince followers that they are under threat; whether physical, financial or social, they would have to believe that there is great danger ahead and the only way to safeguard oneself is to stay true to their own race.

If that be the case, and whichever government gets into power and only take care of their supporters; it will not be a win for Guyana, hut rather a win for the supporters and stakeholders of whichever party wins the elections.

Guyana Sprouts believes that the current government has recognised this shortfall and has set up a social cohesion ministry aimed at addressing racial and ethnic differences for the collective growth of all citizens. So far, the former government has not given in to this social cohesion bid, even stating that the current minister herself cannot foster any social cohesion.

The new government will definitely need the support of the opposition if it is to succeed at its social cohesion hid. It will be a major contributor to the success and development of the country.

Guyana's political situation has left distrust, disappointments and disdain amount its people, the sooner the country can put its differences aside and work together, much will be achieved. It would he interesting to see how this government go about developing social cohesion and how far they will reach during their tenure.

1 < shake-up TRINE)AD and Tobago (T&T) Prime Minister Keith Rowley has this week reshuffled his Cabinet and dismissed two senior Cabinet members, Energy and Energy Industries Minister Nicole Olivierre and Public Utilities Minister Brigadier General (ret'd) Ancil Antoine.

The decision of Rowley, who was elected in September 2015. is not unlike action taken by his predecessor Kamla Persad-Bissessar. InPersad-Bissessar's five-year stewardship. no less than 10 ministers were dismissed from her Cabinet for inappropriate behaviom and unsavoury dealings. One of the notable firings was that of Minister of the People Dr. Glenn Ramadharsingh. This minister was fired for inappropriate touching of a female Caribbean Airlines flight attendant. In making the decision the prime minister said. "I know there will be arguments put forward by some as to what was condoned in the past administration to allow for continuity, but I disagree."

The twin-island republic's progressive direction is signalling a determination to pursue good governance ~ given that these dismissals had to do with some transgression, abuse and performance ~ that factors in respecting the opinion of the public.

Last year September, in addressing the appointment of his Cabinet. Rowley said. "Responsibility will be given, ministers will be held accountable, but the buck stops with the prime minister. I take responsibility for this Cabinet."

That he has taken a decision consistent with his responsibility and commitment given has transmitted a clear message of entrenching a brand of politics. It is a politics intolerant of intransigence, incompetence and misconduct for those entmsted the privilege of managing the people's affairs.

These governments were elected with the participation and involvement of the citizens, via popular and constituency votes. Elected Members of Parliament (MPs) carry a responsibihty to their respective constituencies. While these MPs may be appointed ministers of government, those who function as parliamentarians or senators, know it carries the responsibihty that whatever is being done as a minister, is done in the name and spirit of the prime minister who heads the executive, i.e. Head of Government. This is what Rowley meant in his September address. It is the Head of Government who shoulders primary responsibility to de-

The recognition that policies, though developed to guide governance, the programmes put in place have to be executed within the confines of the law and influenced by public opinion, foster connection between government and the people. Where this is being demonstrated it speaks to consciousness of the roles and responsibility of public officials, be it public servant or politician, and where either has crossed the line he/she will be held accountable by the citizens and the prime minister sees it as an obligation to act.

While Trinidad and Tobago has its own shortcomings, there is no denying efforts are being made to improve on what currently exists. Even in the United States, which is seen as the standard bearer of what a perfect society ought to look like.

Where reflection is given to the human development index in the twin-island republic, it is further ahead of its other Caribbean counterparts except Barbados. Some may argue this advantage has to do with being an oil and natural gas producing country, products that are in high global demand.

But it need not be forgotten in the absence of good governance and respect for public opinion, standards of living would have been worse. Institutions such as the judiciary would have been compromised, affecting the delivery of justice and the security that springs therefrom, and public services, roads, education and healthcare would be decrepit.

There is an intrinsic link between good governance, growth and development, both personal and national. It is commendable that our sister Caribbean country continues to work to ensure these.

In business, we establish the foundation, gamer financial security, inject life into a brand and shepherd its growth, all with the ultimate goal of sustainability. How can we, in business, incorporate diversity in all our business systems in order for sustainability to occur?

The purpose of board meetings in a business is to basically interpret shareholder policy, set targets for management for the next month and then review the performance of management against these targets at the end of the month - the cycle continues. The lack of diversity in the skills and experience of board members often spells disaster.

On the other hand, a regular dialogue culture among skillfully selected colleagues with diverse interests, may often lead to a path of sustainability and significantly higher return on invest-

Investors are often tempted to invest in a single business maybe because of their interest in the sector or their confidence about the chances of success. A priest, a rabbi and a minister are fishing in a canoe on a lake. The -/TTMpriest says "I'm gonna get some root beer," steps out of the canoe on to the water and walks to shore. A short time later he walks back, with a 6 pack.

The minister cannot believe his eyes.

After some root beer, the rabbi says "I need to take a leak". He stands up, steps onto the water and walks to shore, uses the bathroom by the docks, and walks back. The minister is mad with curiosity, but doesn't want the others to know that he's not holy enough to walk on the water.

Well, the minister decides to try it himself. He announces "I'm going to get some sandwiches!" and steps off the boat.

United States and the Caribbean.

A bushy tree or shrub, the pomegranate grows to between 5 and 20 feet high, has glossy leaves and waxlike, red flowers at the end of its slender twigs.

The fruit is about the size of an orange. Its leathery skin could be red, or even deep yellow, tinged with red; and each of its numerous small seeds is encased in a sweet red juicy coating.

Pomegranates may be eaten raw, made into refreshing drinks or used for grenadine syrup — a flavoring for wines, cocktails, carbonated beverages, preserves, and confectionery. In all these instances, the very agreeable juice of the acid fruit pulp is key. It can vary from very sweet or to very sour, but the (continued on page 25)

St. Gabriel's Episcopal Church held a Gala on October 28, 2016 in its Golden Hall, as part of a year-long celebration, which began in March of this year and ends March 2017, celebrating 25 years in its new building. The old church, which was located on, what is now, the present church's parking lot. was built in 1905 and its first service held in December of that year.

The Reverend Sully Guillaume-Sam, Rector of St. Thomas Episcopal Church of 1496 Bushwick Avenue, Brooklyn, gave the invocation. Very Reverend Eddie Alleyne, Rector St. Gabriel's, gave the blessings.

Ankara is commonly known as African print. It is a colourful cloth with African tribal patterns.

African lace is a complex, beautiful beading pat-

tern which one can make for oneself.

The church has been blessed with contributions from many of its members. In recognition of their significant contributions, twenty-five (25) persons were honoured. One of these, Mrs. Ruby Rudder, passed away during the week of the event at age 102.

I also interviewed Dr. Una Clarke, former Brooklyn Assemblywoman and devoted member of St. Gabriel's. She praised the congregation for its involvement in the community as God's witness and their neighbours' brethren. She also said that her daughter, US Representative for the 9th Congressional District of New York, Congresswoman Yvette Clarke was raised in the church.

By Svetlana Marshall A US-BASED Guyanese perished in a fire in Maryland, USA while one of his cousins jumped to safety.

Dead is Neville Gilgeous. 61.

According to a report carried by ABC7. fire broke out some time before 04:30h on Sunday at a home at Lot 1505. Ballinger Avenue. Landover. Maryland.

Gilgeous' lifeless body was found inside the house while tw o other persons were taken to a hospital for undisclosed injuries.

Upon learning of Gilgeous' death, his friends and family wept bitterly.

His wife. Cloreen CraigGilgeous. who resides here in Guyana, could not hold back the tears. After more than 36 years of knowing each other, the two had finally tied the knot on December 26. 2015.

Speaking to Guyana Chronicle from her home in Linden. Mrs Gilgeous said her husband, who was residing in New York, had travelled to Maryland along with a cousin. There they met his brother who had arranged for them to repair a "boiler". Gilgeous was

"When we were talking a sad feeling came over me." she recalled.

After work that day. he had called for his wife, but the calls went unanswered.

"He called me at 11:21pm.

I tried getting him back but my phone had acting up. I was getting this bad feeling inside." she posited.

They had last seen each other in May 2016 while on vacation in Barbados.

Based on information received. Mrs Gilgeous said after a hard day's work, he fell asleep in a chair in his brother's Lot 1505. Ballinger Avenue home.

"His older brother was telling me. that Neville was sleeping in a chair downstairs. and he wake him and took him upstairs because he had a new bed and said

he couldn't allow his brother to sleep in the chair." she said.

The tw o brothers along with their cousin began to converse but they soon fell asleep.

It is alleged that the cousin, who smokes, fell asleep with a cigarette in his hands on the same bed with Mr Gilgeous.

The four centennial stamps Four new commemorative postage stamps have been launched to mark 100 years since the start of bauxite operations in Guyana.

The stamps were launched Thursday last at Three Friends Mine in Region 10 - the first bauxite mine in Guyana.

The stamps were unveiled

by Advisor to the Minister of Public Telecommunications Enrico Woolford and Chairman of the Centennial Committee Horace James.

The stamps were produced as a result of a collaboration between the Guy-

ana Post Office Corporation (GPOC). the Bauxite Centennial Committee and the bauxite company Rusal.

Present at the well attended ceremony were Post Master General Karen Brown, members of the centennial committee. General Manager of Bosai Minerals Group Guyana Robert Shan and other members of staff. Deputy Mayor of Linden Waneka Arindell. Members of National Trust Guyana, old bauxite employees and scores of students.

They will serve as a memorabilia for the evolution of bauxite mining and how it has impacted the lives of Guyanese.

General Post Master Karen Brown said the stamps provide a historical prospective into the bauxite industry's 100 years of existence.

"The stamps we unveil today have the fortitude to last way beyond the 200 years of the bauxite industry and I would like to challenge us to safely archive these stamps for prosperity since each may worth millions 100 years from now." Brown said.

Mr Woolford said stamps play an important role in informing us of our past.

"Stamps have been that important reminder of how we have carried correspondences and content over the years, how we have 'stamped' our authority to allow that free movement of information and communication."

Given technology. Woolford said that the Ministry of Public Telecommunications will play an integral role in the transformation of the Post Offices becoming ICT hubs where Guyanese can not only access public WIFI but use

efficient and effective government service though its e-govemment platform.

"It's a way to modernize Government services to the people, improve their lives and also the Gross Domestic Product (GDP) of this country" The Three Friends Mine has become a historical site where the first bauxite was dug from the crast of the earth in 1916.

Three Friend Mine was named after three friends who journeyed from Canada after they were told by Mr. John Bain Mackenzie of the rich mineral that was discovered in the soil.

Located on the site was the first bridge that was built to transport bauxite across the Demerara River where it was taken to Mackenzie to be packaged for export.

In 1920. a 90-mile rail

road was built from Three Friends to Mackenzie and the bauxite was transported by steam locomotives.

The first company to commence bauxite mining was Demba (Demerara Bauxite Company) which was an offshoot of the Canadian Aluminum Company Alcan. Others who followed were Guymine.

Linmine. Linpa. Omai and presently Bosai.

The banxite company was nationalized in 1971 and after operating at a loss, the then government was on the verge of closing operations as the consolidated fund was forced to fetch the financial burden of the company with US$15 M per year.

The high competition in the alumina market was deemed responsible for this.

Many private companies showed interest in the company but the one who was willing to invest in the ailing company was Chinese company Bosai Incorporated, which commenced operations in 2007 and is still in operation.

This unveiling ceremony was just one of the many other activities that were held during this week to commemorate 100 years of bauxite mining.

A Centennial arch that is currently under construction will be launched on the 22nd November. A bauxite centennial magazine will also be published and the establishment of a centennial park and industrial museum has alreadv commenced.

$33M in law books donated to UG THE University of Guyana (UG), Department of law has been boosted following the donation of 244 law books by the Government of Canada, under the Improved Access to Justice in the Caribbean project (IMPACT Justice).

Regional Project Director of IMPACT Justice. Professor Velma Newton explained that the University of Guyana was selected from among other Universities in the West Indies (UWI) in Jamaica. Barbados and Trinidad to be recipients of the law books.

She added that the University of Guyana has a better organised library, as well as trained staff, who she believes will maintain and take proper care of the books donated.

UG Vice-Chancellor. Professor Ivelaw Griffith expressed gratitude on behalf of the University to the Government of Canada.

IMPACT Justice Projects for its hearty contribution.

He revealed that a sum of approximately GYD$33 million was invested on the 244 law books, stating that the University of Guyana will place much value on this genuine contribution.

Students of the University of Guyana, particularly those in the Law Programme are expected to benefit greatly from these books. Impact Justice is a five-year regional justice sector reform project which is being implemented from within the Caribbean Law Institute Centre at the University of the West Indies, Cave Hill Campus. The Project has as its ultimate outcome, enhanced access to justice benefiting men, women, youth and businesses in 13 CARICOM Member States.

FAILING TO MOVE TO MORE CONSERVATIVE INVESTMENTS An astute financial advisor can offer advice on how your investments should be diversified. Notably, the opposition PPP stayed away from the event. In a letter to the Speaker, the PPP stated that it was boycotting the event because of what it said was the lack of inclusivity of younger parlia-

chestra. In addition, there were fine displays of talent by budding young artistes, including colourful dance sequences by the National Dance Company, folk songs by the Circle of Love and prolific choral speaking by Keon Heywood.

And asserting a dominant presence was Guyana's celebrated Woodside Choir, warming the hearts of the appreciative audience with its choral renditions of "My Native Land" and "Guyana the Free."

The event, held in the forecourt of Parliament Buildings in downtown Georgetown, was euphoric and delightfully heart-warming.

Travelling all the way from the USA to be part of the celebration was former politician Mr. Moses Bhagwan, who through the years had worked closely with the National Assembly.

Dr. Barton Scotland, the author of the programme, reflected on the team spirit that prevailed as. together with the staff of the National Assembly, the organising team sought to get about the task of energetically organising and galvanising to bring the programme to fruition. But his over-arching concern, he said, "was that we should present a programme which would do justice to the name of the National Assembly."

In summing up. Dr. Scotland affirmed: "It is my opinion that we have done an excellent job in presenting this programme."

He thanked the members. as well as the invitees for joining them in a most elegant evening of "Reflection and Celebration of Guyana's 50th Independence Anniversary."

To wrap up the event, six honorees were presented with tokens for having served the National Assembly with distinction throughout the years.

The simple booth-opening ceremony was attended by the Attorney General and Minister of Legal Affairs.

Basil Williams, who had opined that the booth was closed by the People's Progressive Parly Administration in an attempt to starve Linden residents of much-needed revenues; Minister within the Ministry of Communities.

In his feature address.

Minister Williams said. "This long-awaited day as a landmark occasion that is traly deserving of the people of Linden." He posited that the toll booth's operation had been arbitrarily discontinued

by the previous government, which had engaged him on the matter with the reasoning that the booth's operation had not been properly gazetted.

Williams said it was an intentional move to cut revenues from Linden, as lumber giant Bai Shan Lin subsequently begun operating.

"You lost millions of dollars, and it wasn't by accident; it was deliberate.... The reopening of this toll booth is really the return of people's power to Linden," Williams affirmed.

The Linden municipality will now be able to garner funds independently, and it is estimated that at least $3M will be garnered monthly, or more than $36M on an annual basis.

"Municipalities and Neighbourhood Democratic Councils can now garner revenue. They can now move around the world to find investors. They could make their own plans to develop their communities.... You have the flexibility to do all of these things under your newfound independence; and this could only be but the beginning of your efforts, that is: the restoration of this toll booth in garnering revenue for this municipality." Williams declared.

Similar sentiments were echoed by Minister Patterson.

who posited that the reopening of the toll booth signals the return of democracy to the people of Linden. This democracy, she said, came after 23 years of dependency and marginalisation.

Patterson said that through this APNU- AFC Government democracy has been restored, and the toll booth is a fitting example of this.

"Today I want to congratulate you on the reorganisation that is taking place in the Council and the re-establishment of this economic activity in Linden." she said.

Mayor Holland said that although the toll booth would bring in significant revenue, it would not answer all of the town's economic problems. "The revenues will assist with the repairing of roads and other infrastructure that are being destroyed as a result of the traversing of heavy-duty and lumber tracks." he said.

The Mayor said large companies were abusing Linden. and he expressed gratitude to Minister Williams for dealing with the process expeditiously.

Holland said that although there was some bad publicity and negativity during the process, he is happy that he now has the support of the loggers. He revealed that the

The toll booth operations will see the imposition of tolls for the use of the roads by 18 categories of vehicles, particularly vehicles passing through the town with fuel, lumber or merchandise.

These include lumber tracks; machine haulers; container tracks; canters selling beverages. fish, fruits and vegetables; dry goods etc. The tolls will range from $2000 to $7000. Linden-registered businesses would be subjected to paying only 25% of the toll for their category of vehicle. Hire cars, private cars and vehicles entering the town for domestic purposes will not be subjected to paying the tolls.

Following an order by then Local Government Minister Clinton Collymore, the toll station was disbanded on September 26, 2013, sixteen years after it was opened under the stewardship of the then Mayor, Stanley Smith. In addition to the toll booth, the Council will be looking to gamer more revenues with the establishment of various initiatives. These include the return of the Mahdia to Lethem Bus Park to Wismar, the re-evaluation of rates and taxes paid by residents, the return of the municipal airstrip, and solid waste management and alternative energy.

By Ravin Singh FIRE Chief Marlon Gentle has said that investigators are treating a Saturday evening lire at Cummings and Regent streets, Georgetown as a possible arson after receiving reports and suggestive evidence that someone had intentionally started the lire.

According to Gentle, the Guyana Fire Service received the report of the fire at about 23:10 hours on Saturday, as the curtains were being drawn on the Diwali celebrations.

Upon arrival at the lot 101 Cummings and Regent streets location, the Fire Chief said, his men were greeted with a smoke-filled building which houses several small businesses. He said firefighters were initially challenged to access the building because of the security mechanisms.

However, they were able to make their way in. and put out the fire which had already gutted sections of the building. This occurred after midnight.

"Once we were able to put the fire out. we did some investigation and saw signs of forced entry. There is still an ongoing investigation, but we are not ruling out the possibility of arson," the Fire Chief said.

Gentle said the scent of a highly flammable substance was also an indication that the fire could have been arson.

Upon visiting the site, it was realised that a hole had been created through the concrete wall at the side of Ram's Drag Store - one of the three stores entirely gutted by the fire.

Meanwhile, the 'A' Division Commander. Assistant Police Commissioner Clifton Hicken. told this publication that eyewitnesses told investigators they had seen a man in a black 'hood' and white cap running from the building seconds after an

Back in September Government had announced that it was redeploying land previously identified for the 1000 homes project, to the construction of apartment buildings, duplexes and condominiums. When questioned about the decision to discontinue the 1000 homes project. Minister within the Ministry of Communities with responsibility for Housing. Valerie Adams-Patterson had said a major contributory factor to the decision is the number of applicants and the fact that there are no available house lots.

"We have recognised that one family per house lot with approximately 23.000 applications within the system is not possible for the government. not even in the next five years. ... so we have

decided that with the land that we have, we can accommodate more families if we provide housing units instead of a house lot. especially given that only about fifty-five percent of lots allocated has been occupied." Patterson was quoted as telling the Government Information Agency (GINA).

"This Government is not going to continue that 1000 home project in its current form. In our refocusing. we are looking at apartment buildings, duplexes, condominiums. three and four levels. From our design, the condo will have eight apartments on each floor, so we do tw o bedrooms and three bedrooms." the minister said.

The 1000 homes project, also known as the Turnkey project, was officially launched at Providence in 2014. However, despite being allocated, several of the almost 50 completed houses remain unoccupied because of poor construction and finishing coupled with stractural faults.

Green said in the execution of the programme, many housing areas were developed amounting to a total of 66.124 lots. To date, he said 28.220 (45%) of those lots that were divested are still unoccupied. "This situation was further exacerbated during the 2011-2015 period. During this period, of the 38 housing areas developed. which yielded 20.015 lots. 16.273 of these remain unoccupied, representing more than 80%. When this scenario takes account of a projected GY$60 billion that is needed to complete the

380 housing and regularised squatting areas that were under intervention during the last 20 years, it shows that this approach was unsustainable. The question can be asked as to why the programme continued along the same path and still there is a backlog of 25.000 applicants in the system."

According to Green in seeking answers to this critical question, the administration has recognised that the model adopted was not working and it was more of just land divestment rather than seeking to improve quality of life, since the numerous housing areas are still plagued with incomplete and inadequate infrastracture and lack of the necessary social facilities and services.

"In light of these challenges. households were burdened with the prospect of accessing financing and the challenges associated with undertaking their own construction. This model was definitely not aiming for the good life." the CH&PA chairman said.

MINISTER of Social Cohesion, Ms. Amna Ally, was on Wednesday joined by First Lady, Mrs. Sandra Granger to distribute 50 bicycles and 400 pairs of shoes to schoolchildren in Kwakwani, Upper Demerara-Upper Berbice (Region 10), under President David Granger's 'Boats, Buses, Bicycles plus Breakfast and Books ('Five Bs') programme.

In her address. Minister Ally said that education continues to be among the Government's top priorities. She noted that the Government is committed to providing equal access to education for children across the country, in keeping with President Granger's vision to transform Guyana into "an education nation".

"Access to education is fundamental to the development of our human potential and to effectively participate in any democratic society such as ours, everyone has the right to education, regardless of where you live, your race, culture or geographic location." Minister Ally said.

The minister also said that the 'Five Bs' initiative has started a new chapter in the education system and the nation. "These investments that are being made will have

Yet resuming on 114 for 5. with 39 rans to w in. overnight batsmen Brathwaite and Shane Dowrich showed no sign of letting the occasion get to them. Brathwaite opened proceedings with a crisp drive to the cover boundary off Wahab Riaz on the first ball of the day. Dowrich smacked a half-tracker from Yasir Shah to the midwicket boundary in the next over. That set the tone as the pair took just 7.5 overs to knock down the target in clinical fashion on the fifth morning.

While neither batsman looked to force the pace, they were not afraid to put away bad balls either. Late cuts and drives through the off side featured prominently as the pair glided past the finish line with minimum fuss. Dowrich sealed the win. slashing a short ball from Mohammad Amir towards the third-man boundary for the sixth four of the morning.

Pakistan's bowlers were unable to create any pressure on a pitch that was still rather placid. Neither Wahab nor Amir got much swing or movement off the surface, and Yasir was ineffective and inconsistent in the tw o overs he bowled. The batsmen seemed to have little trouble in keeping the straight ones out and punishing anything that was too short or too wide.

It was all a far cry from West Indies' wobble the previous evening, as they slid to 67 for 5 after a rather shaky 29-run opening partnership. But Brathwaite and Dowrich scored unbeaten half-centuries, combining for a nerveless 87-run stand to steer their side to a memorable victory and finish a tough tour of the UAE on a high.
