President David Granger last Saturday took his hat off to the Diaspora community for their steadfast commitment toward Guyana's tourism industry. He told a gathering of tourism stakeholders that included government officials, diplomats and civil society that the Diaspora has been the biggest supporter of the local industry and more must be done to ensure their continued support.

These statements were made during the Tourism and Hospitality Association of Guyana's (THAG) celebration of their 25th anniversary and President's Awards Ceremony 2017 held at the Marriot Hotel.

"Our huge Diaspora has been our most generous customer ..the President said. He also said that Guyanese abroad support the culture and ways of our land as they regularly pay homage to the country with their regular visits.

This is especially so as it is recognized that a significant number of Guyanese reside overseas. The Head of State joked that half of Guyana lives in North America,

while the other half resides in the south. However, Guyanese are always ecstatic to return to their home to enjoy and partake in the numerous national events such as Mashramani, the Lethem rodeo and Independence celebrations among many other occasions.

"Diaspora participation must not be underrated," President Granger posited. The passion for gold jewelry, local rum and food has also seen the return of many persons to the country each year. The country's Golden Jubilee celebration was recognized for the large number of Guyanese that returned to the country, some of whom had not visited

Although Guyana's Diaspora is fairly small, the President was grateful that it is nonetheless a ". . . reliable and faithful market . . ."

In the meantime. President Granger has restated his commitment to having Guyana recognized internationally as a 'green state'.

The President pledged to increase Guyana's protected areas, given that eco-tourism is the country's biggest seller. The President also plans to have all 10 regions designated with protected areas.

He said: "I pledged as part of Guyana's commitment under that (Paris) agreement (on Climate Change) to place an additional two million hectares (of land and waterways) under conservation. I promised the Guyanese people also that the protected areas system will be expanded and extended countrywide. Protected areas will be established on the coastland and the hinterland. Every region will be-

makes no profit producing the sweetener at a much higher cost than it is being sold on the world market. And this is despite the US$200M Skeldon factory that was commissioned in 2009 and dubbed a state-of-the-art facility to solve the problems of the industry.

A severed parallel economy fueled by drug money has slowed down economic activity which means jobs are affected and young people remain unemployed. The crime is somewhat under control but youngsters are committing many petty crimes, with sporadic home invasions.

While the government still deals with the leftover luggage of the last administration, there are several areas that they should be considering. Just recently the country's President had dinner with the Tourism and Hospitality Association of Guyana on their 25th anniversary and commended them for the work they have been doing in the tourism sector. This area is one where more attention has to be paid because apparently it is only being said that the industry has the potential to become a major earner, but no major push has been given since the Associa-

If addressed properly, Guyana could attract more people to the country, even more Caribbean visitors. Many islanders are left in awe after visiting Guyana not knowing its natural wonders and social styles including night life. That could be of course because they fail to realise that Guyana is a mainland territory and not a mere island.

The next major step Guyana Sprouts believes the government should take is the reintroduction of industries. The government should undertake to reopen clay brick factories and window factories for instance. The reintroduction of industries will not only create jobs but it will promote creativity in citizens.

The creative and innovative features must be released and that is what the return of industries will create.

Workers will have to be trained to conduct their jobs. A simple skill can sometimes provide that little spark of encouragement to drive persons to want to do more and be better.

Sugar workers are in need of jobs, while more and more young people are leaving school and will be looking for employment, some unfortunately will not be as qualified as others and will need straining to join the workforce.

Guyana must resolve to being its own provider of basic necessities which means it must be self-reliant for its food, clothing and shelter and of course promote and encourage the use of its quality local goods. In that way external issues will have little effect on the nation's progress.

President David Granger has already stated Guyana's ability to be once again the breadbasket of the Caribbean and his intention is to return the nation to that place.

That is good news because it's puzzling as to how the country is such a major exporter, with less than a million people but is overshadowed by third world status.

The others are the testimony of faith, prayer, giving zakat (support of the needy) and the pilgrimage to Makkah (Mecca) once in a lifetime for those who are able.

"Through the discipline of fasting, Muslims are meant to become aware of their dependence on God and on other people. Experiencing hunger leads to a compassion for the poor, and an appreciation of God's gifts to the world."

The word Ramadan is connected to the Arabic word "ramida", meaning intense heat and dryness. It might indicate the parched sensation in the stomach as a result of thirst that people experience while fasting.

Before sunrise, devout Muslims have the Suhur (pre-dawn meal). Before this, the faithful recites this Dua, "I intend to keep the fast for tomorrow in the month of Ramadan" At sunset, families and friends meet for Iftar, the meal eaten to break the fast. (For Sunnis, it is the time of the call to prayer for the evening prayer; for Shias, it is after the evening prayer). Many Muslims begin the meal by eating dates with coffee or juice and any food permitted by law. Before this meal, the devout must recite this dua, "O Allah! I fasted for You and I believe in You and I put my trust in You and I break my fast with Your sustenance."

Surat Al-Baqarah, verse 183, states, ""O1 you who believe, fasting is prescribed for you as it was prescribed for those before you so that you may achieve Taqwaa (righteousness, God-fearing)." The Holy Prophet said, "Whoever observes the fast during the month of Ramadan, (while) believing in Allaah and seeking His rewards, will have his past sins forgiven."

There are 2 essential elements for a Ramadhan fast to be valid and accepted: (1) The first is Intention. One must have the intention to fast before dawn every night; (2) the second essential element for your fast to be accepted is that you abstain from the acts that nullify the fast from dawn to sunset.

PRAYER AND DUAS In addition to the fast during Ramadhan,

the other objective of it is to gain the most blessings and rewards from Allah. Thus, a strong emphasis is placed on prayer and supplication (dua).

PRAYER There are three major types of prayer.

The first type is the mandatory prayer. Muslims pray five times a day at their given times. Owing to the holiness of the month of Ramadhan, the believers receive more joy praying during this period. It is essential that the mandatory prayers be said. The second prayer is Traweeh. This is the additional prayer; which Muslims offer in the month of Ramadan. The Prophet says, "Whoever prays during the nights of Ramadan (Taraweeh)

Duas for Ramadhan: Ramadhan has three Ashras, that is three 10-day periods. There is a Dua for every respective Ashra, which Muslims make every day during the fast, especially after the prayers. The Duas for the three respective Ashras are: 1st Ashra, "My Lord! Forgive and have mercy, for You are the Best of those who show mercy!"; 2nd Ashra, "I ask forgiveness of my sins from Allah who is my Lord and I turn towards Him"; 3rd Ashra "O Allah, protect us from the fire."

The night when the Qur'an was revealed to the Prophet Muhammad (in 610 ACE) is called Lailat id Qadr, and to stand in prayer on this night is said to be better than a thou-

sand months of worship.

The month is often called 'month of the Qur'an' and Muslims attempt to recite as much of the Qur'an as they can during the month. Mosques rccitc one thirtieth of the Qur'an each night during Taraweeh prayers.

Muslims believe that their good works bring greater reward during this month than at any other time of year. Because the gates of hell are closed and the devils are chained during Ramadhan and there is no tempter, it is easier to do good.

During the last 10 days of Ramadhan, the faithful seclude themselves in order to seek Lailat id Qadr by praying and reading the Qur'an.

CONCLUSION I am a practising Christian with a profound respect for Islam. Its insistence on prayer and fasting is unparalleled. politics with sugar FOR years it was public knowledge that the state-owned Guyana Sugar Corporation (GuySuCo) has been in trouble and limped along heavily reliant on the Consolidated Fund to the tune of tens of billions to keep it functioning.

Many have argued ~ not without some justification - that the sugar industry has been used as a political weapon. In our polarised politics, it also subliminally carries racial connotations.

In the period of the People's National Congress (PNC) Government, strikes in the industry, also with other alleged acts of sabotage when it was fully known that the sugar unions had the Opposition People's Progress Party's (PPP) support, did not help. Whether these strikes were in keeping with usual industrial agitation to improve working conditions, political statements, or a combination of both await objective analyses. However, what cannot be denied is the financial loss to the economy with Guyana's inability to sell and source scarce foreign exchange, reverberated throughout.

The fact too that when the PPP/Civic was elected in October 1992 and thereafter, almost like magic, young sugar canes were no longer being burnt, presented a source of evidence that the industry suffered the influence of partisan politics which hurt both country, communities and workers.

This is a reputation the workers and their unions bear. Also lurking in the background is that they were causalties of a political agenda that did not place their interests first. Albeit, strikes continued, along with poor policy directions of the boards, waste of over US$200M with the disinvestment in the Skeldon factory, loss of revenue and preferential markets and decreased prices for sugar in the international market cannot be ignored. Earlier attempts in the 1970s at diversifying, which were resisted because of the government that initiated the programmes, outside of exemplifying the small-thinking nature of our politics, hurt efforts to make the corporation viable.

It would take much more than an editorial to analyse the problems in GuySuCo. including the role played by successive management, boards, governments, and the workers and their unions. Suffice it to say that there is more than enough blame to go around. But in 2017 when it is evident that Government is moving, determinedly, to reshape the future of sugar and GuySuCo it will have reverberating national impact. The centuries of sugar to the building of Guyana and the contributions of various groups in the

President Granger finds second GECOM list unacceptable PRESIDENT David Granger has rejected the second list of nominees for the chairperson of the Guyana Elections Commission (GECOM), which was submitted by Leader of the Opposition, Bharrat Jagdeo, who has since threatened to take legal action if a GECOM chair is unilaterally selected by the President.

In a statement issued to the media yesterday evening. Jagdeo said he received a letter from the President on June 2. informing him that the list of six persons nominated for the post is "unacceptable."

President Granger back in March had laid out the "qualities that the candidate to be Chairman of the GECOM should possess.

Among the requirements were, inter alia, that the individual must not be an activist of any form (gender. racial, religious, etc); that the person must have no political affiliation; and that the person should have the general characteristics of honesty, integrity, faithfulness. and diligence.

Jagdeo had submitted the second list to the President on May 2. after his first list of nominees was also rejected in January.

In his statement yesterday.

According to the Opposition Leader's statement. the President's letter does not indicate what next steps, if any. he [the President] requires to be taken.

"The Leader of the Opposition notes with deep

Where disputes continue to percolate are concerns about the welfare of the workers, the communities where they reside and the economic opportunities created for others as a result of their wage labour.

The sugar industry affects the welfare of all on the coastland. Where the private sector has seized the opportunity to now speak out against future plans and stayed silent in the past to its impeding implosion is regrettable. That the sugar unions in addition to utilising protests and the media to express their views and GuySuCo see it most appropriate to respond through the media via letters would create speculation whether the approach would further aggravate relations betw een the two or heal it.

More importantly, that the PPP/C has seen an opportunity being created to make the proverbial political hay with the crisis cannot be ignored. The PPP/C had several opportunities before 2017 to put GuySuCo on a path to self-sustainability, if the assumption is being taken that that

concern the cavalier and callous manner in which the President continues to express no confidence in and denigrate the professional reputations, integrity and competence of Guyanese of high calibre who have rendered sterling contributions to the development of our country and in service to our people; and who have distinguished themselves in their individual endeavours and pursuits." Jagdeo noted in the statement.

LEGAL ACTION Jagdeo reiterated that the President is bent on unilaterally selecting a person of his choice in violation of the letter and spirit of Article 161 (2) of the Constitution and the Carter Formula.

As such, the Opposition

Leader threatened that there will be consequences if the President chooses to go down this path.

The President's letter was received a few hours after Jagdeo concluded a press conference, at which he was critical of the President's overall approach to the GECOM issue. According to Jagdeo. the absence of a GECOM Chairman is stymying the work of the commission.

"The President has had enough time to deal with this matter...more and more I get the feeling that this delay is just to make it seem as though there is serious consideration of the names just to create a facade," Jagdeo said. When he had submitted his second list, Jagdeo noted that arriving at the six names was not an easy task, as he had embarked upon an elaborate and protracted public and private consultative process which lasted several weeks. He had consulted Madam Justice Desiree Bernard, Madam Justice Claudette Singh (ret'd) SC, Mr Ralph Ramkarran SC, Timothy Jonas and Ronald Burch-Smith, but they all indicated that their current commitments do not permit them to serve in the office of Chairman of the Guyana Elections Commission, at this point in time.

Ensuring the sustainability of the corporation would have seen the party making a presentation to the Stakeholders Consultation that started in 2016, doing fan out with the communities in Regions Three, Four, Five and Six , which would have lent the impression that it cares. Instead, the sugar workers were once again used and betrayed by a party who only sees its survival by making them their footstool. The excuse given for not submitting a proposal is that government must first conduct a socio-economic impact study, is an exemplification of the PPP/C's inept management of the corporation. The PPP/C could not have awakened in 2016 and realised the necessity for such an approach, they would have had to know whether this was needed or not in the 23 years of government. Outside of making the corporation's board and management the party's source of giving their colleagues fat pay cheques without delivering, they looked on uncaringly at the industry imploding. The last thing GuySuCo and Guyana want is the future of sugar submerged in partisan politics.

The bold fact is that American capitalism, as a system, is now increasingly challenged. Within the recurring crises of boom and bust, American capitalism's critics have been developing a newfound love of socialism that is a reaction to and a desperate search for a more perfect system that "lifts all boats." But as enticing as that is, capitalism's defenders have not given up their near fanatic belief that this now failing system's glory days arc not over. So while American Apartheid that is the bedrock on which the nation's capitalist system is built undergoes its tortuous undulations across all aspects of American life, capitalism, the economic system that drives its privileged and entrenched social socio-economic status, is also exhibiting serious internal and structural problems.

Economic inequality, stagnation and race polarization have now become the norm in American Apartheid. Socialism, that once maligned "ism" is still linked to that other "ism" — communism. Socialism has been used invariably as a kind of vague rhetorical gesture expressing tepid criticism of the capitalist status quo, not real and objective advocacy of a modern concrete alternative to a failing system. In this environment, professed socialist parties and socialists now mainly support capitalism but with a human face — a type of "if you can't beat them, join them" kind of thing. They believe that American capitalism, with its built in flaws, can be salvaged and cannot contemplate its replacement by a new, more equitable and fairer system. They call this Utopia as if that's not something to strive and yearn for.

So nowadays, from Senator Bernie Sanders to young socialists on American college campuses, opposition to capitalism is all about supporting social safety nets that "conservative capitalists" disdain. To be sure, the advocacy of today's socialism can, at times, express a rejection of, or opposition to, American

capitalism and its apartheid parent.

But it's these tangential approaches to progressive thought, action and processes, and American Apartheid's still strong grip on things American that muddles the current definition of the term "socialism." To me, it lacks a clear, concrete definition of what genuinely new economic system it entails. It begs the question: what exactly differentiates "modern socialism" from and renders it superior to capitalism and American Apartheid?

Or is it just simply the old socialism re-packaged, re-dressed and dusted off because there is no other socio-economic challenge, not to mention alternative, to American capitalism?

By Ariana Gordon GUYANA Goldfields Incorporated is in the process of constructing a new airstrip within its concession located in Region Seven (Cuyuni/ Mazaruni), General Manager (General Administration) Thomas Henderson disclosed on Sunday.

During a tour of the facility. Henderson said the approximately US$150,000 project is likely to be completed by year-end. He made it clear that the new airstrip is going to be used solely by the company and the government. because it falls within the entity's concession.

"We will treat it as a private landing strip, government always has access... we

A visit to the new location for the airstrip saw vegetation removed and according to Henderson, clearing and grubbing are estimated to cost about US$30,000. while some other work collectively cost US$50,000.

He was quick to point out that Guyana Goldfields Inc in addition to the constraction

of an airstrip, will build a hangar as well as a benab to be used for arrival and departure.

The benab will be constructed by residents of St Cuthbert's Mission, the general manager disclosed. The existing airstrip which has been described by aviators as one of the best in the country, will by next year form part of the extension of the Aurora Gold Mines.

As such, changes within the lives of the wilderness are monitored intensely by the mining company, as cameras are set up strategically across the jungle and analyses done to ensure that their existence is not dramatically affected.

Guyana Goldfields prides itself on its mantra to preserve the biodiversity of the area to which it has been granted concession by the Guyana Government. As a result, no hunting, fishing, killing or swimming are allowed there.

The Canada-based company is working with the Civil Aviation Authority (CAA) to ensure that the airstrip is built according to CAA specifications.

In April. President of the Guyanese-American Chamber of Commerce. Wesley Kirton. suggested that the Guyana government look to the diaspora for investment in upgrading airstrips in the country's hinterland.

In a Demerara Waves report, published on April 23. Kirton while chairing the first Annual General Meeting of the National Air Transport Association of Guyana, suggested that the government seek to establish public/private partnerships with entrepreneurs who could assist with upgrading of the country's airstrips.

"I would like to posit the idea that government look to the diaspora for investment through public/ private partnerships to upgrade the many airstrips in the interior which serve the mining and indigenous communities, and which could also help spur the development of agri-business.

The facilities which this investment should include are the provision of asphalted runways with bathroom and other facilities, security and storage... even cold storage for agriculture produce from the various locations.

I hope the honourable minister might look into this possibility, although I know that there are national security considerations that would have to be taken into account," Kirton had said.

By Ariana Gordon SEVERAL Chinese investors have expressed confidence in Guyana's business atmosphere after exploring opportunities here for investment and have set their eyes on the gold and diamond industry.

The investors met with officials from several government agencies to get an understanding of how business is done here.

Among the investors are representatives of the China East International Incorporated. who met with Minister within the Ministry of Natural Resources Simona Broomes and acting Commissioner of the Guyana Geology and Mines Commission (GGMC) Newell Dennison on Wednesday.

At the meeting held within the boardroom of the GGMC. Simei Liu. Chairman of the China East International Inc. said the visit to Guyana follows last September's global meeting of Ministers of Natural Resomces held in China.

It was during that meeting that the company's representatives interacted with Minister Broomes who invited them to Guyana to assist with green mining. The Chinese have an interest in gold and diamond mining, as well as the mining of other precious minerals and

lithium.

Liu. speaking through translator Jeffery Jin said.

Broomes made a good representation about Guyana and noted that it left investors yearning for more information.

"We wanted to come and invest here." he said as he explained that the team of investors is currently here to get a better understanding of areas to which they can invest.

"Investors are attracted to Guyana and there will be lots of opportunities and prospects for investment here in Guyana." Liu said.

He explained that the group is extremely pleased to observe a number of Chinese establishments and stressed that there are lots of opportunities here for investment.

"The Guyana government has provided the platform for foreign investors." the investor said while noting that it is their intention to return to china and sell a Guyanese investment package.

Apart from their interactions with Minister Broomes back in September. Liu said that Chinese investors have been hearing about Guyana through other investors from Canada, the United States and Australia.

"They invested here and got lots of benefits through their investments...they have

son told the investors Guyana is known mostly for its gold and diamond and more recently. petroleum.

He said over the years, this sector has been trying to receive technical support from countries like China.

"We are very keen to advance the cause of lesser known minerals that are very important now as the world is moving to a greener outlook and Guyana in particular is moving to a green economy. So we are very open to your presence to understand and appreciate what your interests are so that we can guide you as best as we can to achieve your objectives."

Meanwhile, the State Assets Recovery Unit (SARU) had recommended that Attorney General. Basil Williams, put systems in place to facilitate charges of "misconduct in public office" being laid against Jagdeo and Persaud; former Public Service Minister. Dr. Jennifer Westford; Manickchand; Dr. Gopaul and Rohee.

That recommendation by SARU follows an investigation into the procedmes employed prior to the transfer and issuance of prime real estate at Sparendaam, lower East Coast Demerara, to the former government ministers and persons beheved to be their friends. In November 2016. the Ministiy of Finance handed over the final reports of the forensic audits done on the Sparendaam Housing Project- Pradoville 2

(Special Investigation of the Central Housing and Planning Authority) to the Guyana Police Force (GPF). thereby paving the way for the GPF to open criminal probes into the matter.

The APNU+AFC coahtion government has indicated that it will be prosecuting those found culpable in wrongdoings with respect to the sale of lands at the Pradoville 2 Housing Project.

Cabinet earher this year had approved the appointment of six attorneys to serve as special prosecutors on several cases, including but not limited to. the range of forensic audits conducted by the APNU+AFC administration when it came into power in May 2015. The six attorneys are Michael Somersall. Hewely Griffith Lawrence Harris. Patrice Hemy. Compton Richardson, and Trenton Lake.

Forensic audits done on the National Industrial Commercial and Investments Limited

(NICIL) revealed that some $257M was spent on development of the Pradoville 2 housing project, and the value of land there should have been $82.8M per acre, instead of the significantly less sum for which an acre was sold. "Instead of accumulating all the costs associated with the Sparendaam Project—including the market value of the land—in a special account to be applied in arriving at the price to be charged per house lot. NICIL's Board and Cabinet were complicit in charging the related costs of $257.049M to NCN in the form of equity investment and to CH&PA in the form of receivables. The fact that several key Cabinet members are the beneficiaries of the house lots renders it highly inappropriate for the veiy Cabinet to approve of the charging of the expenditure to the accounts of NCN and CH&PA." the audit report

stated.

The report, which was released by the Ministry of Finance, also noted the use of a "conservative estimate of $985M for the 2009 market valuation of the land on which the Marriott has been constructed prior to infrastructure being undertaken on a similar size land (makes) the total value of the Sparendaam project worked out to S1.242B or $82.8M per acre. This figure should have been used to compute the price per lot.

It is not clear: (a) how many lots are involved, and their respective sizes; (b) the basis under which the recipients were selected; (c) how the price of approximately $1.5M per lot was determined; and (d) which entity — NICIL or CH&PA — received the proceeds from the sale of the plots", the audit report disclosed.

By Zena Henry QUALFON (Guyana) is likely to hire at least 50 Guyanese every week from now until Christmas.

The overseas-based Business Process Outsourcing (BPO) agency is offering more jobs and more developmental opportunities as it commissioned its second campus at Providence. East Bank Demerara on Wednesday.

Telecommunications Minister Catherine Hughes.

Minister of Business Dominic Gaskin. diplomats, and other special guests celebrated with the company's executive and senior managers. on their continued expansion.

On the sidelines of the event. Mark VanderPloeg.

Site Director for the Providence Campus told Guyana Chronicle that he is hiring 1000 persons to complete Campus One. Hiring commenced some six weeks ago and some 250 persons have been hired so far. Last week of some 300 persons interviewed. 100 were hired.

VanderPloeg said the original plan for the complex involves seven buildings to be completed by 2020. although the work is slightly behind.

Minister Hughes brought the Qualfon team congratulatory greetings on behalf of President David, who she said was out of the country.

She also expressed his blessings and gratitude for the company's continued expression of confidence in Guyana.

Hughes said the government has long been impressed with Qualfon and its focus on Guyanese. She said their operation helps to take care of a large chunk of graduates and under graduate youths who were once unsure of finding a job and accessing the opportunity to further their studies.

Qualfon has found a home in Guyana and is operating successfully. And while that speaks well for the company. "it also speaks well of Guyana and its ability to provide an environment in which international businesses can achieve success".

She said Guyana is a conducive location for business given its cultural makeup. the fact that English is spoken, the country is almost immune to natural disasters are pluses for a company that has to operate everyday around the clock.

resident MERCY Hospital Incorporated on Tuesday increased its service delivery infrastructure after it commissioned a $97M resident care facility which will provide accommodation for 33 senior citizens.

The facility was built from local and overseas donations and investments.

According to Chairman of the Board of Directors of Mercy. Carlton Joao. the building, which is located at lot 3 Pere Street Kitty, is furnished with modern equipment with specifications to meet the unique, individual needs of senior citizens.

The building comprises two four-bed wards, four five-bed wards, three private rooms and two private self-contained rooms, all with bathrooms providing hot and cold water. A courtyard is also provided for early morning or afternoon relaxation, while

alarm systems and 24-hour CCTV cameras have also been installed.

In detailing the history of the project, the Chairman revealed that in 2013 it was realised that the St Joseph's Mercy hospital could no longer provide residence for the increasing number of senior citizens in need of this service.

"We recognised there was no space for privacy, dining, recreation or any other activity since the residents were housed in a hospital. Recognising this shortfall, the board and management started having discussions on the need to build a specialised resident care facility" he said.

Having identified plot of land and investing four years of time, effort and resources. Joao said that this dream was finally realised on Tuesday.

Delivering the keynote address at the opening ceremony. just prior to the

unveiling of a plaque and the ceremonial cutting of the ribbon, was First Lady Sandra Granger.

According to her. the commissioning of this building is a manifestation of the tradition of invaluable service delivery from Mercy over the last few decades.

Having toured the facility earlier this year. Mrs Granger was keen to note that the environment is a conducive one for the elderly, where there are attended to individually.

"I have had the opportunity to tour this facility earlier this year and I recognise the care and attention which has gone into the outfitting of this facility for the care and comfort of our seniors" she said.

The First Lady also reflected on the contributions of the Sisters of Mercy the oversight body of the hospital - to the development of Guyana.

Reconstruction of the road, which runs from Stanleytown to Mara, is being funded by the Government of Guyana at an estimated cost of $1.2B and will be done in phases.

The announcement was made by Minister of Public Infrastructure. David Patterson during a meeting with residents at the Overwinning Market Square on Sunday. The first phase will see the constraction of some 4.7 kilometres of road from Stanleytown to Everton. the completion of which is anticipated to be done in eight months.

The road, because of its deplorable condition whether sun or rain, has been cause for controversy and the bane of residents over the last 40 years, as Minister Patterson would recall.

"Our records show that

since 2009. there have been protest action for the condition of this road." he declared. adding: "Enough is enough! We have to put this project on the front burner!"

Noting that the importance of the road cannot be overstressed. because it not only affects the ordinary citizens but also those in the agricultural sector, he said: "The overall objective of this project is to provide a solution to the current difficulties of using the roadways due to the deteriorating state."

Apprising residents the numerous opportunities the construction of the road will provide, he assured them that they will benefit from employment and will be given small contracts to execute.

"With road works comes opportunities. And it would be disrespectful, unfair to you in this area if we come here and do not let you

know what opportunities are there for you; if we bring everything from out of the region." the minister said, adding: "I said to my team. 'We are only facilitators; this project should be a project from the East Bank of Berbice.'"

The road, once completed. will consist of pavements. concrete drains, speed bumps, bridges, box culverts and street lights, and is expected to have a lifespan of 30 years.

During the meeting, residents raised concerns about the quality of road that will be built. The concerns of the residents were one which the Minister immediately took into consideration. and suggested that an oversight committee be established.

o THE purchase of an industrial washer and an industrial dryer for the Guyana Prison Service came under scrutiny on Monday during a meeting of the Public Accounts Committee (PAC) in the Chambers of Parliament Buildings.

It was discovered in the report of the Auditor General for 2015 that the washer and dryer valued at $7.542M were paid for in full but never received by the Ministry of Public Security since 2014.

The Ministry in its explanation said it is still awaiting the shipping of the items and it was recommended that the Ministry continues to pursue the matter and ensure that the items procured are delivered. The Audit Office also recommended that systems be put in place to ensure that there is no recurrence of the situation.

"What was their contract value?" he probed as Mc Calmon replied, "approximately $10M". The Permanent Secretary disclosed that the money was paid to the

company in full through the bank; a statement which did not find favour with PAC members.

...gov't says new pact with Exxon is 200% higher than initial agreement THE Government of Guyana on Tuesday said Guyanese will enjoy significant benefits from its oil resources as the administration has negotiated a 200 percent increase on the initial agreement with US oil giant ExxonMobil.

The oil company had entered into an agreement with the former People's Progressive Parly (PPP) administration in 1999. That agreement has since been renegotiated to ensure that Guyana and Guyanese accrue sufficient benefits from the emerging oil and gas sector, the government said in a statement issued by the Department of Public Information.

Government assured that it will continue to ensure that Guyanese and the country benefit from the emerging oil and gas sector.

The assurance by the government follows statements made by the political opposition. PPP which suggests that Guyanese will not benefit enough from the sector. "The royalties and profit sharing revenue are comparable with the world standard and will redound to the benefit of all Guyanese.

In fact, the Coalition Government confirms that the 2% royalties represent a 200% increase on what the former PPP government had negotiated while it was in office before demitting in 2015." the statement said.

The Government noted too that currently the 2 per cent will give Guyana $7B in annual revenues in addition to the 50 per cent share of profits. "Under the Bharrat

The Government said too that the "pessimistic forecast" by Jagdeo is tantamount to him "throwing water on prospects to realise the good life that had eluded Guyanese under his rale."

on each of your credit reports within 24 hours. The alert serves as a notice that no new credit should be granted without your approval. Not all creditors pay attention to these alerts. You need to be vigilant that no new accounts arc opened. Follow that by contacting each of your creditors (credit card companies, mortgage lender, etc). Explain what happened in writing. The Federal Trade Commission offers an ID theft affidavit that simplifies the process. Instead of filling out a separate fraud packet for each creditor, you may fill out a single fraud declaration and send signed copies to each creditor. Most companies will accept the form, but when you contact each creditor, ask if they will accept it.

You may also call the FTC's Identity Theft Hotline toll-free at 1-877IDTHEFT (438-4338).

It's very important that you file a report with your local police department and perhaps the law enforcement agency where the identity theft took place. Get copies of the reports and send to all the creditors.

Remember also to write off any loss from your taxes under the heading "Casualty Loses."

THE government of Guyana on Friday announced that it will no longer charge the residents of Chenapau Village, Region Eight, who were arrested last Sunday by the Joint Services for illegally mining in the Kaieteur National Park (KNP).

In a statement to the media. the Ministry of Natural Resources said that following meetings between subject Minister Raphael Trotman and officials from his Ministry and the Guyana Geology and Mines Commission (GGMC). "it has been decided that as an act of good faith. Government will not prosecute the charges against the more than 20 persons arrested on Sunday May 28. 2017. for mining within the iconic Kaieteur National Park" The move by the government follows protests by the Indigenous peoples of Chenapau and objection raised by the National Toshaos Council (NTC) in relation to the arrest of the 20 persons. The miners were to appear before the Mahdia Magistrate's Court on July 18 for charges to be read to them The NTC in a statement on Tuesday, called on President David Granger to have all charges dropped against the residents of Chenapau and to work with the Indigenous peoples to find a solution to the problems affecting

their livelihood.

The body said that the KNP sits on traditional Patamona lands and noted that within the Park's boundaries lies almost all the traditional hunting, farming and fishing grounds of the Patamonas of the Upper Potaro.

"While the Kaieteur National Park Act makes provision for the Indigenous Peoples Rights to be respected. the very existence of the Park is an infringement on the rights of the Indigenous Peoples." the NTC said.

However, the Ministry of Natural Resources said the Park has been designated a Protected Area and will remain off limits to mining, forest-harvesting and other related activities. "Further, it has been determined that the pre-1999 boundaries for the Kaieteur National Park will not be restored as some have advocated."

Chenapau's Toshao. Edward Me Garrell. and some members of the said community along with representatives of the NTC and the Amerindian Peoples Association (APA). met Thursday on the invitation of Minister Trotman to voice their concerns.

At that meeting, the Minister committed to raising the concerns of the residents with President Granger, which was subsequently done.

Meanwhile. Commissioner (ag) of the GGMC. Newell Dennison, told Guyana Chronicle yesterday that though the charges have been dropped against the 20 residents from Chenapau. his entity "will continue to be as diligent as it can" to ensure that persons inclined to mine in the area are restricted.

He explained that there is "no silver bullet" to prevent persons from breaking the law and noted that it is a challenge. Notwithstanding the challenge. Dennison made it clear that GGMC officials will continue its diligence.

He hopes that the public attention given to the matter will serve as a deterrent to those who may think it wise to carry out illegal activities within the National Park.

"I hope they understand that this is a very serious matter and that the government is

very serious about this." said Dennison.

Additionally. Minister of State Joseph Harmon told reporters at a post-cabinet press briefing yesterday, that there will be no exception in the approach taken to those who mine illegally within protected areas. He said his government wants to meet with dredge owners and managers to talk about the matter.

"It is unfortunate the residents of the area are the ones who were arrested and brought out but there are no exceptions." he said.

"We have a responsibility to ensure illegal miners are removed." continued Harmon as he demanded that those who are responsible for illegal operations in the Park to come forward.

Meanwhile, on Thursday, the Guyana Human Rights association (GHRA) and former Minister of Natural Resources. Robert Persaud. agreed with the decision taken by government to arrest and seize the equipment of miners who operated within the KNP. "The GHRA welcomes the recent action to clear the Kaietem Park of dredges and illegal mining, in the hope that this is the beginning of a systematic campaign (not a one-off public relations stunt) to force the mining industry to operate within a regime of law and order. The KNP is the home of the majestic Kaieteur Falls, the largest single-drop waterfall in the world. The park is a protected area and as such all aspects of its bio-diversity have to be maintained.

Both the Kaietem National Park Act and the regulations under the Mining Act of 2005 expressly forbid mining operations within the Park.

The GHRA applauded the prompt manner in which the law enforcement officials have acted on the matter but noted that the same alacrity is necessary in responding to the allegations made by the miners who were arrested.

"Similar alacrity from the Geology and Mines Commission (GGMC) is also necessary in response to claims from the Amerindian Peoples Association (APA) that some, at least, of those arrested have valid documents. The GHRA is calling for these operations to be carried out in a manner re-assuring to those concerned about the welfare of the affected Amerindian families."

The Association made it clear that should the investigation reveal that invalid documents were issued to some of the miners or other irregularities encouraged by GGMC officials, that they

miners too should be the "target of similar condign action by higher authority.

"Lack of transparency in GGMC operations is a constant aggravating feature of illegal mining activity." the Association said in its statement.

Meanwhile. Persaud on his Facebook page said "it's important for all to reflect on the intent, spirit and purpose of law that included the Kaieteur National Park as part of the National Protected Areas System."

The former Minister of Natural Resources said that there was "no contemplation of gold and diamond mining in the Park" and noted that a plan was developed, after consultations, for a widerange of economic activities for the associated/affected population."

He believes that any attempt at mining in declared protected areas "has always been resisted given its inherent incompatibility with a declared protected area."

"I recall a move by certain interests to have some type of gold mining in the Iwokrama area which was instantly and outrightly rejected. I encourage all to reflect on the Protected Areas Act and be reminded of its objectives in an effort to have a sober and objective discourse and debate on the matter," said Persaud.

Guyanese Gouveia said thousands of US dollars have been invested and the new recraits should recognise the opportunity and apply themselves, not taking it for granted.

You have to leave your families behind and serve the passenger... and you have to take it seriously." Gouveia said.

Meanwhile. Roraima Chief Operations Officer. Captain Leary Barclay, said the new move by Dynamic International Airways is evidence of its commitment to the Guyanese market.

"Not only by operating the flights and taking our money (but) by tangible commitments to Guyanese professionals... I dare say no other airline than our former own Guyana Airways has been able to provide this amount of human resource training in what is a high-end profession in the airline (indushy) than Dynamic Airways has done."

The company started in 1992 with proprietors Captain Gerry Gouveia and Debbie Gouveia and two other staff.

Now the company employs approximately 300 young Guyanese.

"The Roraima/ Dynamic partnership has so far trained 31 flight attendants and these additional 25 will take the total number to 56. These flight attendants will operate the Guyana / New York route and also destinations with China and other destinations in South America as Dynamic International Airways operates a diverse selection of routes around the world." Barclay said.

Last year Dynamic transported 80,000 passengers in 224 flights on the New York/ Georgetown route.

The fact is that "old 20th century socialism's" fundamental failings were based on social and economic myopia and a rigid, bookish political modus. Today, that's a point of reference to move forward with an alternative to capitalism.

The paradigms that drove the old American Apartheid system and its economic henchman, capitalism, are rooted in old 19th and 20th century mores that have not kept pace with changes in the international global superstructure or base. Likewise, old socialism's response to this was to first draw a contrast between both systems by pointing out the inherent ills of capitalism that was built on the "private means of production" and two, the inherent flaws and fissures that are to be found in the market regulation and distribution of goods and services.

The by-product was the socialization of the labor force and the unfair and unequal distribution, and unjust appropriation of the fruits of that labor by the few.

That set the stage for the many debates and struggles over capitalism versus socialism that swirled around the relative virtues and flaws of private versus state enterprises and of markets versus planning regimes. That in a nutshell has been the debate raging in American society for over 100 years.

Those debates and struggles seemed to be resolved by the collapse of the USSR in 1989 and subsequent changes in Eastern Europe, the PRC and elsewhere. For the triumphalist cheerleaders of capitalism, history had "proven" the non-viability and failure of socialism, and the superiority of capitalism. Today, that sentiment still lingers on in American society, especially among those who believe that capitalism is a perfect economic system. The old ingrained and debunked American social mantra of "work hard, play by the rules and you'll get ahead."

This lack of critical thinking and attendant myopia caused them to be blinded by the fact that what failed was one version of socialism, an early, less than 60-year-old experiment, in what it might mean to construct a system beyond American capitalism. In their perverse eagerness to proclaim, "socialism/communism had failed" these apologists for American capitalism conveniently forgot the many similarly "failed" efforts, centuries earlier, to construct capitalism out of

Socialism

a declining moribund European feudalism. In fact, history tells us that it was only after countless such failures (characterized by wars and bloodshed) did objective and subjective conditions exist to enable a general system change into modern capitalism.

So the next question is: Why would the same not apply to socialism as a successor to capitalism?

Today, both socialist and Marxists must start with an acknowledgement that the excesses of overconcentrated state power and inadequately transformed production systems were a major fetter to the development and success of "old socialism." That's a fundamental fact.

But there are still some lessons to be learned from old socialism's achievements in the context of American Apartheid and capitalism â&#x20AC;&#x201D; especially its rapid industrial development and the remarkable provision of social safety nets. Today, China is a shining example of the remaking of "old socialism" and what a potentially new socialism might look like minus the control of the one-party apparatus and internal democratic system and norms.

Still, American Apartheid and its capitalist principles will not die easily.

Its endurance is also tied to the demise of old socialist parties that are fading or imploding. The contradiction here is that as they are fading so is capitalism, experiencing great challenges and difficulties, especially since the

global crash of economies of 2008.

It's this failure of American (and global) capitalism that spawned increasing mass opposition to it and a renewed interest and embrace of socialism by about 40 percent of young Americans. That's because they see no future for them in a system plagued by injustice, structured poverty, racism and wealth disparities. The ugly, distorted optics of a system owned and controlled by the one percent of one percent of American capitalists, where healthcare is a cash cow for the pharmaceutical industry, and where the U.S. Congress and Federal Government now does the bidding of a tiny, uber-rich American elite, is not sitting well with millennials and younger Americans now heavily in debt. Capitalism, for all its much-touted successes , has failed to create hope for an entire generation of Americans.

So what that social resistance desperately needs is a new socialism with attractive, basic transformative goals. The point is rather and finally to transfer power into the hands of the change-making workers themselves.

That will be no easy task. There will be no quarter given by the supporters of American Apartheid. American capitalism is old and sick but not dead.

Still, power is more than mere politics. I'm referring to the collective social power at the economic base of American society, found in the thousands of workplaces producing the goods and services upon which all our social lives depend.

MTA must finish the Richmond Hill elevator in Little Guyana, Richmond Hill!

Here, in Little Guyana or Region 11, where the largest number of expatriate Guyanese abound in the New York area, the Metropolitan Transit Authority (MTA) must be reminded about their public commitment, promise and obligation to complete the wheelchair accessible elevator in the heart of the Richmond Hill community — the Lefferts Boulevard and Liberty Avenue subway stop. The ubiquitous presence of the New York editions of the Kaieteur, Guyana Chronicle, Guyana Times and Mirror newspapers, which are read more than the NY Times and New York Daily News newspapers, keep our community of expatriate GuyaneseAmericans informed, and we kindly ask your media to publish this representative petition.

MTA's $29 million project, commenced since 2014, was scheduled to be finished since the end of 2016, but unpalatable excuses abound each time we enquire about the constantly deferred completion date, making it a "white elephant."

Seniors, pregnant mothers, kids, the physically challenged, students, workers, indeed, everyone in our tax-paying community would benefit greatly from this elevator which will make mobility and travel easier, and I would love to see this project completed. MTA will also benefit from increased revenues. The Richmond Hill community is one of the few in the USA that does not have any escalators or elevators serving subway patrons, which raises serious concerns.

Moreover, the failure to complete this project has forced the closure of the adjacent main stairway, affecting businesses and the local economy, and congesting traffic.

The fencing, construction and accumulating garbage are an eye sore, and present a danger to public safety.

The MTA must recognize that it is failing in its duty to make access easier for residents with disabilities, contrary to the Americans with Disabilities Act (ADA).

Indeed, the nonprofit Center for Independence of the Disabled in New York just filed a lawsuit against the MTA for lack of elevator access city wide. Richmond Hill/Ozone Park residents may also bring a class action law suit against the entity.

As a matter of customer obligation and due compliance with our laws, this project is long overdue, and must be completed now!

Rodrigues continued to maintain his innocence before Magistrate Judy Latchman and Special Prosecutor.

DPP INSTRUCTS MAGISTRATE Even though the case against Rodrigues was dismissed on Monday, the police had kept Rodrigues in custody since the office of the Director of Public Prosecutions (DPP) had instructed Magistrate Judy Latchman. via a letter, to commit Rodrigues to stand trial in the High Court.

The matter was recalled on Wednesday in the presence of the Special Prosecutor; the courtroom was filled to capacity with relatives and spectators as the Magistrate addressed the directive issued by the DPP. Shalimar Alt-Hack.

Magistrate Latchman maintained that a prima facie case was not made out against Rodrigues. in relation to the murder. On Tuesday, the DPP wrote a letter to the Magistrate, instructing her to commit the matter to the High Court for trial.

"In accordance with section 72 (2) (it) (a) of the Criminal Law (Procedure) Act. Chapter 10:01.1 hereby remit to your Worship the above-mentioned matter and direct you to comply with Sections 65 and 66 of the

Rodrigues said to the Magistrate.

Without waiting for the Magistrate to reply, the 40-year-old attempted to walk out of the prisoners' dock and shouted: " I can't take this thing no more... how much time I must be freed from this charge to prove to them that I'm innocent?"

He then turned to the relatives of Crum-Ewing and said: "Is best I kill myself and let these people feel nice."

The Magistrate took into consideration what was said by Rodrigues while there was no response from Hughes. The matter was adjourned for less than 10 minutes while persons sat at the edge of their seats awaiting the outcome in the courtroom. When the Magistrate emerged from the Chambers, she upheld her initial ruling, despite the objection raised by the DPP. "There is absolutely no evidence." the Magistrate noted as she dismissed the charge again and told Rodrigues that he was free to go.

On Monday. Magistrate Latchman dismissed the case on the grounds that there is insufficient evidence against him. In her ruling, the Magistrate said that while she was satisfied that the gun. which was used to shoot Crum-Ewing. was found at the home of the accused, the evidence offered by the prosecution did not implicate Rodrigues in the actual murder.

In relation to the 14 oral statements made by Rodrigues. which were admitted into evidence, the Magistrate said they did not implicate him in the murder and there is no evidence that Rodrigues used the gun. pulled the trigger and shot

Crum-Ewing.

But in an interview with the Guyana Chronicle on Tuesday, the special prosecutor said that in one of Rodrigues's oral statements, there is sufficient evidence that he has knowledge of the murder.

According to Hughes, when Rodrigues was first arrested by the police at his home in River View. Ruimveldt. he had said to the ranks: "Officer, yuh can't arrest me with this gun. this gun used to do nuff thing."

As such. Hughes emphasised that based on this statement by Rodrigues. it shows that the accused had knowledge of the crime and what the gun was used to do. Additionally. Hughes, who is a prominent attorney, told this newspaper the fact that the murder weapon was found in the home of the accused, shows that there is sufficient evidence for the matter to be committed to the High Court In September 2016. Rodrigues was freed of the murder charge by Magistrate Latchman. due to the lack of evidence. The office of the DPP decided to reopen the case for further evidence from police witnesses and for the magistrate to rale on the oral statements made by Rodrigues.

The bullet-riddled body of Crum-Ewing was found at Third Avenue. Diamond New Scheme. EBD. on March 10. 2015. The 40-year-old was shot twice to the temple, once to the back of the head and twice to the stomach.

The police in a statement had stated that the political activist was accosted by four men in a car. one of whom discharged several rounds, hitting him about the body. It was reported that the killer (s) used a .32 pistol to execute Crum-Ewing.

The political activist was well known for his one-man protest outside the office of former Attorney General (AG) Anil Nandlall. Minutes before he was gunned down, he was reportedly heard via a bullhorn urging residents of the neighbourhood to vote against the then ruling PPP/C party.

each ASHRAF Ali, 20 and Abdool Shazim Razack were on Tuesday sentenced to 15 years imprisonment each after pleading guilty to the lesser count of manslaughter for the June 10-14, 2014 murder of taxi driver, Dhanraj Latchman during the course/furtherance of a robbery.

Defence attorney. Keoma Griffith, in his plea of mitigation, told the court that his client. Ali. is 20 years old and at the time of the offence he was just 17.

He related that his client is very active in the prison's steelpan programme and has played across the country and also utilised the other programmes offered by the prison, such as carpentry, barbering and joinery.

Griffith added that his client was not alone at the time of the incident and asked for a reasonable sentence. given the fact that he is on the road to being reformed for re-integration to society. For Razack. the attorney said the young man resided at J.P Latchman Singh Housing Scheme.

East Coast Demerara and was in the family's carpentry business. Griffith added that his client was 18- years-old at the time of the incident and is active in the various programmes in prison in the trade of carpentry and joinery and was the head cook while at the Timehri Prison.

In response, state prosecutor Tuanna Hardy told the court that the deceased Dhanraj Latchman was only 17 years old at the time of the incident. She stated that he grew up with both accused, who had planned to rob him of his vehicle after hiring him to take them to Parika Backdam. where they placed their hands on his neck until he passed out.

The duo then dumped his body and escaped in his car.

A post-mortem revealed that Dhanraj died as a result of asphyxiation due to compression of the neck.

In handing down his ruling. Justice Singh told the court that he took into consideration the killers' expression of remorse and their attempt to become better persons in prison by engaging in the programmes

Instead, they cut the car's seatbelt with the knife, and put the seatbelt around his neck. Then, using a piece of wood to turn the seatbelt. they tightened it around his neck until they had strangled him. The wood was later discovered in the car. which was found the following day.

Ramcharran was responsible for 'signing off on a number of questionable transactions that were traced to the six officials who were recently charged and others caught up in the GRDB probe. Last week, five charges of falsification of accounts were filed and sworn to in court by an investigating rank; however Ramcharran was not present in court.

At Parika. they had met with one Robin who has a bodywork shop in the area. Robin was the person from whom they had expected to collect the money — payment for Latchman's car. which the tw o showed up to sell Robin.

While the suspects were in negotiation with Robin in his yard. Latchman was seated in his vehicle. They subsequently joined him. sitting on the car's bonnet drinking a few beers and apparently quietly considering how

Reportedly, when Robin enquired about the driver of the car. since it was the first time he was seeing him. the cousins told him that the driver of the car was in fact the owner of the car. The man then immediately declined to purchase the car. since he was not sure how the vehicle could be sold with its owner being present. He was not then aware that the cousins had already worked that out.

The cousins then left with Latchman. and murdered him by strangulation before returning to Robin, who then reportedly questioned them about Latchman's whereabouts. "We finish he off." they reportedly told Robin. For clarification. Robin reportedly asked the men what they meant, and they informed him that they had killed the teenager and taken the car. Robin then again told them that he was no longer interested in

But SOCU's Special Prosecutor Patrice Henry had explained to Chief Magistrate Ann McLennan that the accused was informed about the court proceedings and was ordered to be present in court.

The magistrate had adjourned the matter until June 5. 2017 at 13:15hrs and ordered that the Head of SOCU be present at the next hearing to satisfy the court why an arrest

However, when the men were questioned they gave conflicting statements, which caused the police to keep them in custody. One of their statements was that they had travelled back to the East Coast with Latchman. but on the way he had picked up tw o other persons, who had requested to be taken to Enmore. They told investigators that they disembarked at the Lusignan main road and Latchman had proceeded with the other tw o men to Enmore.

While family members were a bit apprehensive, they became even more convinced that the two had something to do with the teen's disappearance when his car was discovered at Parika Backdam.

The Sports Minister also stated that currently, there are approximately 1000 Nurseries, 433 Primaries, and 111 Secondary schools and 10 tertiary institutions across the nation.

She concluded: "There now exist, physical activity, sports programmes and competitive tournaments in Guyana's schools in a manner

Olympians that Gordon was Guyana's most dedicated and disciplined athlete.

Last Sunday, Gordon, a former national champion, now representing Liberty Cycling Inc., returned a time of 40; 17.00 to win the Masters Criterium ahead of Kent Bostwick of Globalbike (2nd), Glenn Schneider of LCT Bill Bone Bike Law (3rd), Thomas Gates of Adams Avenue Bicycles (4th) and Cyril Hunte (5th) another Guyanese cyclist representing OCA Armada.

A total of 50 cyclists participated in the event but only 39 completed the course.

Gordon had won the event which is open to cyclists between the ages of 60 and 64 years in 2012 and placed third in 2014.

Among those who were in attendance to witness this spectacular victory were former Guyana national champions; Victor Rutherford Gordon's long-time coach (since 1978), and Neville Hunte, who many still think is Guyana's best cyclist ever.

Guyana finished undefeated, scoring eight goals in the six games played, while being able to keep a clean sheet throughout the ten-team tournament.
